Transformative £86 billion boost to science and tech to turbocharge economy, with regions backed to take cutting-edge research into own hands

Funding package worth more than £22.5 billion a year in 2029 will boost Britain’s world-leading status in research and innovation.
£86 billion to fund everything from new drug treatments and longer lasting batteries to new AI breakthroughs to generate billions for the UK economy and drive our Plan for Change

includes up to £500 million for regions across the UK, with local leaders part of decision making

announcement comes ahead of next week’s Spending Review, where the Chancellor will make clear that investing in Britain’s renewal will deliver change for working people and their communities

Chancellor Rachel Reeves will announce a transformative £86 billion in the Spending Review to turbo-charge our fastest growing sectors, from tech and life sciences, to advanced manufacturing and defence, as part of the government’s plan to invest in Britain’s renewal through our Modern Industrial Strategy.

Britain will boost its world-leading status in research and innovation with a bumper funding package worth more than £22.5 billion a year in 2029/2030. From exploring new drug treatments and longer lasting batteries, to new AI breakthroughs, the package will drive new jobs and economic growth as well as ensuring the UK leads the way in pioneering the technologies of the future.

It comes ahead of the Spending Review, where the Chancellor will set out how the government will invest in Britain’s renewal by investing in the people’s priorities: health, security and the economy. The Chancellor will outline this government’s laser focus on investing in Britain’s renewal through projects that will bring jobs and prosperity, putting more money in working people’s pockets.

The new R&D package will mean local leaders have government backing to develop ‘innovation clusters’ across the country, to unlock the talent and opportunity in every region and nation.

It is those with skin in the game who know what is best for their region. That’s why, through the new Local Innovation Partnerships Fund, local leaders will be given the powers to decide how to target their research investment in the region and make the most of skill sets of the community, boosting high skilled jobs and igniting growth across the country, the core mission of the government’s Plan for Change.

The package will see every corner of the country benefit. In Liverpool, that means leveraging its expertise in life sciences to accelerate drug discovery, in Northern Ireland that means harnessing its reputation for cutting edge defence equipment to shore up our national security. And in South Wales, it means boosting expertise in designing cutting edge semiconductors that power the devices like mobile phones and electric cars we rely on every day to support growth and new jobs in those regions.

The new funding will build on work already underway to transform local communities through the Innovation Accelerator pilot scheme – a new funding approach and partnership between local authorities and government. It has supported new technology developed by the Greater Manchester advanced diagnostic accelerator, delivering quicker and cheaper detection for liver, heart and lung diseases, whilst Moonbility from the West Midlands is using AI software helping train companies to simulate, in real time, potential disruption to the network so they can alert passengers on delay length, giving advice on replanning journeys.

This government is making investments in Britain’s future that will deliver dividends for decades to come. Every £1 invested in R&D generates up to £7 in benefits to the UK economy and leverages double in private investment in the long run, with businesses that receive their first R&D grant funding seeing jobs and turnover go up by over 20% in the following years – providing a major boost to the UK economy. R&D is also at the heart of around 3 million jobs in the UK, with the power to create many more as discoveries advance.

The announcement comes ahead of London Tech Week, the UK’s flagship technology festival, with more expected in the coming days, as this government doubles down on plans to ensure the UK is once again open for business and setting the conditions for a decade of national renewal and the economic growth that is at the heart of our Plan for Change.

Science and Technology Secretary, Peter Kyle, said:

R&D is the very foundation of the breakthroughs that make our lives easier and healthier – from new medicines enabling us to live longer, more fulfilled lives to developments in AI giving us time back, from easing our train journeys through to creating the technology we need to protect our planet from climate change.

Incredible and ambitious research goes on in every corner of our country, from Liverpool to Inverness, Swansea to Belfast, which is why empowering regions to harness local expertise and skills for all of our benefit is at the heart of this new funding – helping to deliver the economic growth at the centre of our Plan for Change.

Alongside this, nearly £5 million is being invested to kickstart a new partnership between the high-growth regions of Manchester and Cambridge, strengthening the link between these hubs of innovation to attract more business investment, and pilot new approaches to collaboration, setting examples for cities, universities and governments worldwide.

The fund would give dedicated awards of at least £30 million to each of the 7 Established Mayoral Strategic Authorities in England – Greater Manchester, West Midlands, South Yorkshire, West Yorkshire, Liverpool City Region, North East, and Greater London as well as to one equivalent region in each of Scotland, Wales and Northern Ireland to be agreed with devolved governments. The fund will also include a competition, which will be open to all other parts of the UK. This will similarly support high potential innovation clusters to grow, and be based on a principle of co-creation with UKRI. This will allow us build on the strengths that we know exist across the country.

Following a review of the Treasury’s Green Book, the Chancellor to invest billions in the regions to support economic growth, making deliberate choices to stabilise the public finances in invest in Britain’s renewal. This announcement on R&D follows on the back off £15.6 billion of government investment in local transport in city regions in the North, Midlands and South West, which also empowers local leaders to make the best investment decisions for their areas which they know best and ensure value for money.

The ONS has estimated 2.8 million people are employed in occupations essential to R&D activities across all sectors in 2023: R&D skills supply and demand: long-term trends and workforce projections – GOV.UK.

The Cambridge x Manchester Innovation Partnership will be led by Research England on behalf of UKRI. It includes a £4.8 million investment over 3 years which embeds place-based growth, led by the universities of Cambridge and Manchester.

MIL-OSI Asia-Pac: Universities’ global appeal flourishes

Hong Kong’s universities are internationally renowned for their excellence in many different fields, attracting students from all around the world to study in the city.

Hannah Yu is among them. Hailing from Zhejiang, she is an undergraduate student in City University’s School of Law. She describes the university as having an international atmosphere, with various courses being taught by visiting foreign scholars.

“Hong Kong is the bridge between the east and west,” she said. “Here we can have more chance to interact with people with diverse backgrounds. And also, Hong Kong is one of the few common law jurisdictions in Asia.”

The university also provides a number of exchange programmes, with Hannah having been on short-term exchange visits to Oxford University in the UK and another university in Sweden.

“I think this experience is what Hong Kong gives me,” she said.

Universities in Hong Kong encourage exchange learning by developing exchange programmes and offering financial assistance to participating students. As of the end of November last year, universities funded by the University Grants Committee (UGC) had signed more than 2,600 student exchange agreements with institutions around the world.

Cultural diversity

City University has been ranked as the world’s most international university by the British magazine Times Higher Education for two consecutive years, and its many non-local students help to create a richly multicultural environment.

Ivelina Karaatanasova from Bulgaria is an undergraduate student at the university’s School of Creative Media. She explained that she chose to study in Hong Kong because she wanted to explore creative environments outside of Europe.

Owing to the university’s highly internationalised environment, she has met people from all kinds of backgrounds, allowing her to think innovatively and understand diverse perspectives.

She added that she enjoys Hong Kong’s vibrant lifestyle and hopes to stay in the city after graduation if she can find an opportunity to develop her career here.

Abundant opportunities

Kevin Frans Periatna from Indonesia agrees that Hong Kong boasts unique advantages and offers a diverse range of opportunities for graduates.

An undergraduate in City University’s College of Business, he was inspired to step out of his comfort zone and come to Hong Kong by the example of his elder brother, a City University graduate.

He highlighted that Hong Kong provides diversified options for graduate career paths, adding that the Government offers extensive support for startups, backed by a flourishing ecosystem in the city. Kevin plans to stay in Hong Kong after graduating to develop his career or even start his own business.

He also emphasised the part cultural diversity plays in ensuring the university’s success.

“There will not be innovation if there are no different opinions,” he said. “By having different people from different cultures, it could make the university become one of the best universities.”

Talent acquisition

To further develop Hong Kong into an international education hub for post-secondary education, the Government doubled the enrolment ceiling for non-local students of government-funded post-secondary institutions to 40% from the current academic year.

UGC Secretariat Secretary-General Prof James Tang said that having more foreign students studying in Hong Kong is beneficial to the city.

“On the one hand, it will attract talent to Hong Kong,” he said. “On the other hand, it helps local students in appreciating and understanding diverse cultures.”

The number of non-local students has gradually increased over the past five years. In the current academic year, the number of such students enrolling in UGC-funded programmes reached about 26,600, adding to growing demand for student accommodation.

The Government set up the Hostel Development Fund in 2018 to support the construction of student hostels by UGC-funded universities. With the completion of various hostel projects coming to fruition, it is expected that the total capacity of the city’s student accommodation will increase to around 50,000.

BEIJING, June 7 — Chinese foreign ministry spokesperson announced here on Saturday that at the invitation of the U.K. government, He Lifeng, a member of the Political Bureau of the Communist Party of China Central Committee and vice premier of the State Council, will visit the U.K. from June 8 to 13.

While in the U.K., He will hold the first meeting of the China-U.S. economic and trade consultation mechanism with the U.S. side, said the spokesperson.

MIL-OSI Australia: TV interview with Patricia Karvelas, ABC News Afternoon Briefing

Patricia Karvelas: Trade Minister Don Farrell is in Paris at the moment, meeting with his European counterparts on the sidelines of the OECD Ministerial Council Meeting. I spoke to him a short time ago. Minister, welcome to the program.

Minister for Trade: Thank you, Patricia.

Patricia Karvelas: You’ve said talks have been positive. What’s different this time round?

Minister for Trade: The world has changed since the last time we had had negotiations with the Europeans. The fact that we’ve had the largest group of trade ministers meeting here in Paris this week, I think is a pretty good clue that most countries think that things have changed and that those countries that are committed to free and fair trade, as we are, need to do more to ensure that we make progress and show the rest of the world that we can in fact prosper by free and open trade. I think that’s the key thing that’s changed in the last 18 months, Patricia.

Patricia Karvelas: And has there been an escalation in the interest, the enthusiasm, essentially because of the Trump agenda that’s upended global tariffs and the global tariff war?

Minister for Trade: Look, I think certainly this week I’ve probably had more discussions with more countries in the space of two days than I’ve ever had in the past. Those countries that are interested in free and fair trade want to do more. You’ll recall one of our first interviews, Patricia, I was in Japan. We were renewing our trade relationship with Japan. We wanted to commit to diversifying our trading relationship and that’s exactly what we’ve done. We’ve got new trade agreements. We want to do more trade agreements. Every time we do one of those trade agreements, we improve the prosperity of our country. What we know is if you’re an outward facing company, then your profits are likely to be higher than one just selling internally. And secondly, and I think importantly, the wages of your staff likely to be higher. So, there’s lots of good reasons why we should trade, and other countries feel the same way.

Patricia Karvelas: Can you name any countries that look like they might be interested in perhaps changing the arrangements between us and them where the actual dial has changed significantly?

Minister for Trade: Well, you know, the European Union, that’s 27 countries just in one hit there. I had a very, very good meeting with the new Trade Commissioner, Maroš Šefčovič. Fortunately, he’s Slovakian and one of my staff speaks Slovakian, so that’s very good. He’s made it very clear that those 27 countries are interested in another crack at a free trade agreement. It was a very positive meeting. There was a lot of warmth in the room. We’ve sent our officials off today to Brussels to see if we can nut out the bones of an agreement. And if we can, we’re going to move very quickly on that one.

Patricia Karvelas: What sort of time frame are you thinking?

Minister for Trade: Look, I’m reluctant to set a timeframe because, of course, that creates expectations and, you know, if you don’t meet them, well, it looks like you’re not making progress. But both of us have agreed that we’ll move as quickly as we can. I had a very good meeting with my good friend, Trade Minister Goyal from India. He’s keen for a fresh trade agreement. We can do more with India. India, the largest country in the world now. A country where by 2030, they say that they’ll have 900 million people in what they describe as their middle class. And what we know is when people move into that middle class, their expectations of food and wine go up. And, of course, no country produces better food and wine than Australia.

Patricia Karvelas: Well, I think we can agree on that. Let me take you to the EU sticking points. In the past, we’ve obviously had disputes over the naming rights of things like Prosecco or feta. Does it look like they might be moving on those issues?

Minister for Trade: Look, it’s early, early days, Patricia. I’m hoping that with some goodwill and some tough bargaining, there’s still going to be plenty of tough bargaining to go on that, we can resolve all of the outstanding issues that were the impediments to getting an agreement last time. We have to be prepared to compromise. I think we have to make compromises if we’re going to get an agreement, but so do they. I think if we can, if we can reach a point where both of us feel that the agreement is in the best interest of both of our regions, then I think we can get there.

Patricia Karvelas: Ok. And the opposition has already said that you need to be playing hardball. And clearly, they’re kind of putting out the markers of what they would consider, indeed, a fair deal for Australia. Are you playing hardball?

Minister for Trade: I’m doing what I always do, Patricia, which is coolly and calmly negotiate these things through. I mean, you have to remember this opposition. When we came to government three years ago, we had $20 billion worth of trade impediments from China. That opposition didn’t get a single tariff removed, a single extra kilo of beef into China. Come last Christmas, we got the final impediments moved when we freed up crayfish sales back into China. And, you know, not only did we get that $20 billion worth of trade back, but when it did come back, we’re actually selling more than we were before the impediments were introduced. That’s certainly the case with a whole range of the products.

Patricia Karvelas: There have been improvements. Let me put this to you. The EU wants greater access to our skilled migrant scheme. Is that something that you’re willing to look at?

Minister for Trade: Look, these are all things that they can raise, and we’re raising issues too. As much as I’d like to do the negotiations on the ABC.

Patricia Karvelas: Ok, but is that a hard no for you or are you open to that concept?

Minister for Trade: Look, look, look, they are entitled to put issues on the table just as we are. And we’ll work through all of those issues. And I think my job is to come up with the best possible agreement that improves the prosperity of Australian businesses and Australian workers. And that’s exactly what I’m going to do in this process.

Patricia Karvelas: Now, you’ve also met with Jamieson Greer, that’s the US Trade Representative, on the sidelines there of this OECD meeting. I’m guessing you pretty much pressed the case on tariffs. Did you ask, Minister, for the same deal as the UK has on metals’ tariffs? Because we’ve got that 50 per cent tariff now. Have you asked for the 25 per cent tariff?

Minister for Trade: No, I’ve asked for a better deal, Patricia. I’ve asked for the removal of all tariffs on Australian products. And the reason for that is that, and I think we might have discussed this on a previous occasion, our trade relationship with the Americans roughly works this way. It’s worth $100 billion, $70 billion is what the Americans sell us, $30 billion is what we sell them. The trade relationship between Australia and the United States is overwhelmingly in the United States interest benefit. And so, I think that the best position that we can adopt is simply that we don’t accept that we should be subject to reciprocal tariffs when the trade relationship is so overwhelmingly in favour of the United states.

Patricia Karvelas: Sure, but the UK currently, though Minister, with respect, does have a better. I mean, it’s still a tariff, but it has a better rate of tariff than we do. So, you might have asked for something better, but currently the UK has the better deal. Have you been trying to press for a deal? Are we likely to get a deal with the US?

Minister for Trade: What we would like, Patricia, is for the United States to honour the free trade agreement that’s been in place now for 20 years which says that all of these products should be going into the United States tariff free. That’s our position, Patricia, and that’s what we want the Americans to do. And that’s what I’ll continue to press Mr Greer and Mr Lutnick for.

Patricia Karvelas: What reception did you get when you asked?

Minister for Trade: Look, he understood, and he acknowledged. In fairness to him, he acknowledged that the trade relationship between Australia and the US is very much in their favour. I mean, look, he’s a busy man let me tell you. What the Americans have done is tear up 80 post war years of trade agreements and said that they want to rewrite those trade agreements in the space of 90 days. Now, we’re already 60 days into that 90 days, and only one agreement has been released – reached – and that’s the one that you referred to with the United Kingdom. So, obviously –

Patricia Karvelas: Just to be clear, are you hopeful that we will get a deal just like the UK has now?

Minister for Trade: I want a better deal than the UK. I want America to honour its obligations under our free trade agreement and remove all of those tariffs: the 10 per cent tariffs on goods other than steel and aluminium and the 50 per cent tariffs on steel and aluminium.

Patricia Karvelas: But you have to accept that that’s unlikely given Trump’s agenda, right so that’s where the negotiation comes in. Right now we don’t have a deal at all.

Minister for Trade: Patricia, no, well that’s true, that’s true. We don’t have a deal. But Patricia, anybody who thinks that they know how this is all going to play out is kidding you. There’s still a long way to go out, to go in this process. Already we’ve seen pushback in the American legal system to the introduction of these tariffs decisions, overturning the tariffs. Sure, there’s a long way to go in the legal processes there. But look, we’re, we’re going to be staying calm. We haven’t retaliated. Some countries have retaliated. I met with the Chinese Trade Minister, Wang Wentao, that was my tenth meeting with him. He indicated to me what their response to the Americans was. I indicated to him that Australia was not going to retaliate. We didn’t retaliate when we were subject to tariff increases by China. We’re not going to retaliate against the United States. We have a very strong defence relationship with the United States. But, Patricia, we are going to press our arguments strongly for the removal of these tariffs.

Patricia Karvelas: You mentioned defence. I just need to check, are you linking the defence spending at all with this?

Minister for Trade: No. We are not two separate issues. We have an excellent Defence Minister in Richard Marles, and he’ll continue to progress the the AUKUS discussions. We’re not going to link the two. You might recall that Mr. Dutton was proposing to link the two I think –

Patricia Karvelas: I recall absolutely, which is why I’m checking. Minister, we’re out of time, but thank you so much for joining us all the way at a very different time from Paris. Appreciate your time.

This violence against ICE must end

WASHINGTON – Last night, over 1,000 rioters surrounded a federal law enforcement building and assaulted ICE law enforcement officers, slashed tires, defaced buildings, and taxpayer funded property. It took the Los Angeles Police Department (LAPD) 2 hours to respond.

Our ICE enforcement officers are facing a 413% increase in assaults against them. Disturbingly, in recent days, ICE officers’ family members have been doxed and targeted as well.
These riots in Los Angeles and increased assaults on ICE officers come after Democrat politicians, including Hakeem Jeffries, Mayor Wu of Boston, Tim Walz, and Mayor Bass of Los Angeles, have villainized and demonized ICE law enforcement.

“The violent targeting of law enforcement in Los Angeles by lawless rioters is despicable and Mayor Bass and Governor Newsom must call for it to end. The men and women of ICE put their lives on the line to protect and defend the lives of American citizens,” said Assistant Secretary Tricia McLaughlin. “Make no mistake, Democrat politicians like Hakeem Jeffries, Mayor Wu of Boston, Tim Walz, and Mayor Bass of Los Angeles are contributing to the surge in assaults of our ICE officers through their repeated vilification and demonization of ICE. From comparisons to the modern-day Nazi gestapo to glorifying rioters, the violent rhetoric of these sanctuary politicians is beyond the pale. This violence against ICE must end.”
These activists and sanctuary politicians are choosing to side with criminals over American victims. 

Our ICE operations in LA this week have resulted in the arrest of 118 aliens, including 5 gang members, and those with prior criminal histories of:

Drug trafficking

Assault

Cruelty to children

Domestic violence

Robbery

Alien smuggling

ICE has arrested 2,000 aliens a day this week and these violent activists won’t deter enforcement operations.

HONG KONG, June 7 (Xinhua) — A spokesperson for the Office of the Special Representative of the Chinese Foreign Ministry in the Hong Kong Special Administrative Region (HKSAR) on Saturday expressed strong dissatisfaction and resolute protest over the gross interference of some foreign politicians in the affairs of the HKSAR and China’s internal affairs.

As the department clarified, this was a response to recent unfounded statements by foreign politicians regarding the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region and their blatant interference in matters affecting national security.

The official representative noted that under the protection of the national security law, public order is effectively maintained in the SAR, justice is upheld, the rule of law is protected, and the legal rights of residents and the investment and business environment of the metropolis are even better ensured.

According to him, Hong Kong is a society governed by the rule of law, where no one enjoys extra-legal privileges and any offense committed is punished according to the law. The SAR judiciary exercises its authorized functions independently and in accordance with the law, guaranteeing fair and impartial procedures that are beyond criticism.

The spokesman stressed that some foreign politicians ignore the fact that their own countries have numerous national security laws, are oblivious to their own dismal record of human rights and rule of law atrocities, and violate the fundamental principle of international relations of non-interference in domestic affairs.

The brazen attempts by these politicians to undermine the rule of law in the Hong Kong SAR expose their hypocrisy and double standards, the diplomat said, calling on them to acknowledge the facts, change their behavior and immediately stop interfering in Hong Kong affairs and China’s internal affairs in any form. –0–

MIL-OSI Canada: Government Of Saskatchewan Increases Financial Assistance For Those Affected By Wildfire State Of Emergency

Due to the wildfires affecting communities across Saskatchewan, today, Minister Tim McLeod, in conjunction with the Saskatchewan Public Safety Agency (SPSA), has increased financial assistance for those registered with the SPSA, raising the amount provided to the head of household to $40 per day, up from $20, and the additional members of a household would increase to $20 per day, up from $10. Bringing the daily maximum of $200 per day.

As of yesterday, there were 24 active wildfires in Saskatchewan and 33 communities have evacuated. To date this year, there have been 251 wildfires, well above the five-year average of 141.

“While we are hoping to soon have some individuals and families repatriated back to their communities, we know that some will have to continue to be evacuated as we deal with ensuring safe cleanup of these devasting wildfires,” Saskatchewan Public Safety Minister Tim McLeod, K.C. said. “Frontline crews and multiple agencies are working as quickly as possible to do so.”

The Government of Saskatchewan has provided $15 million to the Canadian Red Cross to help Saskatchewan residents who have been displaced from their homes, as wildfires continue to threaten communities across the province.

The Canadian Red Cross is working closely with Indigenous leadership and all levels of government to provide emergency accommodations, personal services and critical information to people who have been forced from their homes.

Upon enactment of the OBBB, the Trump Administration will have embarked on actions that reduce deficits by at least $6.6 trillion over 10 years.

Highest Level of Mandatory Savings in History: The OBBB dwarfs the mandatory savings included in the high-profile deficit reduction bills of the past. Specifically, it achieves substantially more mandatory spending reductions than the Deficit Reduction Act of 2005 ($140 billion), the Balanced Budget Act of 1997 ($800 billion), the Omnibus Budget Reconciliation Act of 1993 ($370 billion), and the Omnibus Budget Reconciliation Act of 1990 ($440 billion) on an inflation adjusted basis.

The One Big Beautiful Bill Reduces the Deficit: There is no political universe in which Republicans in Congress would allow a 40% tax hike by not extending the 2017 Tax Cut and Jobs Act (TCJA). The Congressional Budget Office (CBO), using conventions that ignore political reality, estimated the effects of the TCJA continuation relative to a baseline that assumed the TCJA would expire, thereby raising taxes by almost $3.8 trillion. RBI eases policy stance: How the latest repo rate cut fits into broader economic trends

In a significant move to bolster economic activity, the Reserve Bank of India (RBI) on Friday reduced the policy repo rate by 50 basis points to 5.50%. The decision was announced following the 55th meeting of the Monetary Policy Committee (MPC), held from June 4 to 6.

Consequently, the Standing Deposit Facility (SDF) rate has been adjusted to 5.25%, while both the Marginal Standing Facility (MSF) rate and the Bank Rate now stand at 5.75%. These changes aim to achieve the medium-term target of 4% consumer price index (CPI) inflation, within a tolerance band of ±2%, while also enhancing growth momentum.

Economic Outlook

The RBI’s policy statement acknowledges a mix of positive and negative factors influencing the economy. While global economic uncertainties persist, recent trends indicate easing market volatility, a recovery in equity markets, and a softening of the dollar index and crude oil prices. However, gold prices remain elevated.

Data from the National Statistical Office (NSO) released on May 30 revealed that India’s real GDP growth for Q4 of 2024-25 was 7.4%, up from 6.4% in Q3. The real Gross Value Added (GVA) increased by 6.8% in the same quarter. For the entire fiscal year 2024-25, real GDP growth was recorded at 6.5%, with real GVA at 6.4%.

Looking ahead, the RBI projects a real GDP growth of 6.5% for 2025-26, with quarterly estimates of 6.5% in Q1, 6.7% in Q2, 6.6% in Q3, and 6.3% in Q4. These projections are based on sustained private consumption, increased fixed capital formation, and supportive government capital expenditure.

The Boao Forum for Asia’s International Science, Technology & Innovation Forum (ISTIF) was held in Hong Kong for the first time today and yesterday.

Held at the Convention & Exhibition Centre in Wan Chai and co-organised with the Hong Kong Special Administrative Region Government, the conference – themed “Transitioning Towards the Future: Powered by Science, Technology and Innovation” – attracted some 800 leading experts, academics and political and economic leaders from the Mainland and overseas.

Seeds of change: India’s agricultural evolution under PM Modi

Agriculture has long been the soul of India’s economy and society. Over the past eleven years, under Prime Minister Narendra Modi’s leadership, India’s agricultural landscape has been redefined by a holistic, inclusive, and tech-driven approach that is embodied in the principle of Beej Se Bazaar Tak, or Seed to Market. This transformation puts the farmer at the center of policy-making, with a focus on income security, smart farming, traditional wisdom, and global competitiveness.

Rising investment in the agriculture sector

Recognising the critical role of agriculture, the government substantially increased funding to the sector. The Budget Estimates for the Department of Agriculture and Farmers’ Welfare rose from ₹27,663 crore in 2013–14 to ₹1,37,664 crore in 2024–25. This more than fivefold jump in allocation has enabled investments in infrastructure, innovation, and farmer welfare.

Growth in foodgrain and climate-resilient crops

India’s foodgrain production has grown significantly, from 265.05 million tonnes in 2014–15 to an estimated 347.44 million tonnes in 2024–25. This includes major staples like rice, wheat, pulses, and oilseeds. The focus has also shifted toward increasing production of climate-resilient and nutrition-rich crops, with support for coarse grains, pulses, and oilseeds witnessing sharp growth.

Strengthening procurement and minimum support prices

The government has significantly increased Minimum Support Prices and procurement. Between 2014 and 2025, procurement of 14 Kharif crops reached 7871 LMT, compared to 4679 LMT in the previous decade. The MSP for wheat rose from ₹1,400 in 2013–14 to ₹2,425 in 2024–25, and payments to farmers more than doubled. The MSP for paddy increased from ₹1,310 to ₹2,369 per quintal in the same period. Procurement and MSP support for pulses and oilseeds grew exponentially, empowering farmers in previously underserved regions.

Financial empowerment through direct benefit and credit

Financial empowerment of farmers has become a central theme. Under the PM-KISAN scheme, ₹3.7 lakh crore has been directly transferred to over 11 crore farmers, ensuring income support with full transparency via Direct Benefit Transfer. Kisan Credit Cards have been issued to 7.71 crore farmers, enabling credit access worth ₹10 lakh crore. The credit limit has been raised from ₹3 to ₹5 lakh.

Insurance, irrigation and sustainable practices

Risk management and sustainability are also key components of the new agricultural strategy. The PM Fasal Bima Yojana has enrolled over 63 crore farmers and paid ₹1.75 lakh crore in crop loss claims. The PM Krishi Sinchayee Yojana has invested ₹93,000 crore in irrigation infrastructure, making farming more drought-resistant. The Soil Health Card Scheme has issued 1.75 crore cards and upgraded 8,272 testing labs, encouraging balanced fertiliser use.

As the 2025 gaokao, China’s national college entrance exam, got underway Saturday morning, a volunteer in Shenyang helped wheelchair-bound student Wang Zhenyu reach the test room safely by coordinating with police to open a green channel, a small gesture reflecting nationwide efforts to support examinees.

While students concentrate on doing their best, authorities have made every effort to ensure the safety and fairness of the exam for its 13.35 million candidates nationwide. In many places, artificial intelligence (AI) technology is introduced for this purpose.

In Benxi City, northeast China’s Liaoning Province, every gaokao exam room is monitored by a real-time intelligent surveillance system that automatically flags irregular behavior — from whispers and frequent glances between students to inattentive proctors — to reinforce discipline and fairness.

AI-powered monitoring systems have also been adopted in other provinces, including Jiangxi, Hubei and Guangdong, enabling real-time surveillance, behavior analysis and early alerts. By detecting irregular behaviors accurately and without human input, the advanced technology eases the burden on exam staff, and strengthens the fairness and integrity of the exam itself.

These advanced measures are playing a vital role in supporting this year’s gaokao. Authorities and communities nationwide have introduced a wide range of initiatives to ensure the exam is conducted safely and fairly, addressing challenges from technological risks and environmental conditions to the physical and mental well-being of students.

TECHNOLOGY ENSURING FAIRNESS

On May 28, China’s Ministry of Education announced strengthened security measures for the 2025 gaokao, emphasizing technological safeguards. Upgrades include stricter entry checks, enhanced screening for devices like phones and smartwatches, radio signal blocking at all exam sites, and the expanded use of intelligent surveillance and inspection systems to strengthen the exam security network.

Upgraded security gates have become a key line of defense in ensuring a fair exam environment in Liaoning. At every test site, students are required to pass through two intelligent security gates capable of detecting small metal objects, including mobile phones, smartwatches, smart glasses, hidden earpieces and other high-tech cheating tools. If an alarm is triggered, teachers follow up inspections with handheld metal detectors.

“Cheating technologies are evolving every year, so this year’s entry screening process is stricter than ever,” said Liu Yang, the principal of Benxi Senior High School. “At the school gates, students are reminded not to carry prohibited devices, and lockers are provided for safe storage. On exam days, dedicated staff also inspect key areas such as walls, restrooms and bins to prevent any form of external information transmission.”

Biometric verification has also become a standard part of the exam security process. At entrances, candidates undergo facial recognition, fingerprint or iris scans to prevent people impersonating exam candidates from entering. Identity checks are conducted multiple times before, during and after exams, each taking just seconds to complete.

Traffic police have set up priority lanes and are ready to escort students caught in traffic, ensuring every student reaches their exam site on time. In Benxi, students can even book taxis marked with “gaokao free ride” stickers by phone, or by hailing them on the street and showing their exam admission pass.

To shield students from adverse weather, the Beijing 101 Middle School has set up rain-and-sun shelters, stocked over 200 umbrellas, and ensured first aid support with on-site medical staff. Inside its exam rooms, air conditioning, silent fans and purified drinking water created a comfortable setting.

Beijing has also introduced personalized support measures for students with special needs, including the provision of exam papers in Braille and enlarged print, as well as separate testing rooms. These accommodations ensured that every candidate can take their exams with dignity and confidence.

The Communist Youth League of Anhui has launched a province-wide campaign to support students’ mental health, assigning counselors to schools to provide stress-relief talks and offering online counseling to ease exam anxiety.

MIL-OSI Security: ATF Participates in Arms Trafficking and Explosives Roundtable Between Mexico and the United States

On June 5 and 6, 2025, Bureau of Alcohol, Tobacco, Firearms and Explosives officials participated in a roundtable co-hosted by the State Department Bureau of International Narcotics and Law Enforcement Affairs and the Secretaría de Seguridad y Protección Ciudadana (Secretariat of Security and Civilian Protection). The roundtable took place in Mexico City and brought over 100 Government of Mexico officials together with U.S. law enforcement components from across the government to discuss arms trafficking trends and best practices in curbing arms trafficking.

ATF was joined by U.S. Customs and Border Protection, Homeland Security Investigations, and the U.S. Marshals Service in meetings with public security secretaries and attorneys general from most Mexican states, along with federal government representatives from across the Mexican government. Sessions included presentations on seizing and storing illegal firearms, arms and explosive trafficking trends, and investigative case studies where eTrace and bilateral information sharing led to successful outcomes. Additionally, there were discussions of new bilateral projects to curb arms trafficking, which include the sharing of ballistic information linked to crimes between the U.S. and Mexico border states, and a data exploitation lab, where weaponized drones will be leveraged for the arms trafficking vetted unit.

“ATF’s partnerships with both our international and domestic law enforcement counterparts are critical when it comes to stopping the illegal flow of weapons across our southern border,” ATF Acting Director Daniel Driscoll said. “ATF will continue to work with our partners to stop the flow of dangerous weapons to Mexican cartels.”

Earlier this week, ATF also held a join press conference with CBP and HSI in Laredo, Texas. During this event, speakers highlighted interagency efforts regarding interdictions of southbound firearms. Likewise, the event underscored ATF’s commitment to stemming the flow of illegal firearms across the southern border, and the enhanced consequences for weapons smuggling given the designation of major Mexican-based cartels as foreign terrorist organizations.

“ATF works with law enforcement agencies in more than 50 countries to combat illegal firearms trafficking worldwide and identify threats before they reach America’s borders,” said ATF Deputy Assistant Director Shawn Morrow, of the Office of Intelligence Operations. “This roundtable is only one example of how our attachés across the globe work with foreign governments to dismantle criminal organizations and identify emerging threats. This work, especially in Mexico, is critical to keeping illegal firearms out of the hands of violent groups.”

Secretary for Labour & Welfare Chris Sun attended the 113th Session of the International Labour Conference (ILC) in Geneva, Switzerland, over the past few days.

At the conference, he met participants and officials from around the world, and took the opportunity to brief them on developments in Hong Kong’s labour market and economy.

Mr Sun yesterday attended the ILC’s plenary session, during which he listened to a speech delivered by Vice Minister of Human Resources & Social Security Wu Xiuzhang, on a report by the Director-General of the International Labour Organization (ILO) titled “Jobs, Rights and Growth: Reinforcing the Connection”.

He also attended committee meetings and held bilateral meetings with senior ILO officials and leading figures from other international organisations to discuss issues including the application of international labour standards, social security, occupational health and safety, labour relations, and the platform economy.

He also engaged with them in presenting the latest situation in Hong Kong and held constructive exchanges on deepening collaboration.

In addition, Mr Sun and the delegation exchanged views with senior Mainland officials including Mr Wu and Ambassador Extraordinary & Plenipotentiary, Permanent Representative of the People’s Republic of China to the United Nations Office at Geneva and other International Organizations in Switzerland Chen Xu.

Mr Sun spoke to government, employer and employee representatives from the People’s Republic of China delegation about matters including enhancing labour rights protection and strengthening the regulation of trade unions to safeguard national security. Mr Sun thanked the central government for its unfailing support to the Hong Kong Special Administrative Region Government.

Mr Sun was due to depart for Munich, Germany, today to meet local entrepreneurs and talent there.

Abuja (Agenzia Fides) – “Insecurity in Nigeria is becoming increasingly serious and widespread, but the Church continues its activities despite the difficulties,” Fr. Solomon Patrick Zaku, National Director of the Pontifical Mission Societies (PMS) in Nigeria, told Fides. In an interview with Fides, Fr. Zaku reflects on the difficult situation facing not only the Church but the entire Nigerian population due to the insecurity caused by the actions of numerous armed groups in various areas of the Federation: jihadists of the various factions born from the split of Boko Haram, gangs of Fulani herders, gangs of robbers and gangs dedicated to kidnapping.Can you describe the insecurity situation in Nigeria?The situation is tense, and insecurity affects almost all areas of Nigeria. The government is doing its utmost to ensure everyone’s safety, but this is not enough, as too many people are still affected by various forms of violence: murders, massacres, violent robberies, forced land occupations, and kidnappings. The Church, especially in areas like the Middle Belt, suffers numerous attacks on its structures (parishes, health centers, schools). Added to this are the kidnappings of priests, men and women religious for ransom. Kidnapping is a phenomenon that affects all Nigerians; religious personnel are therefore not the primary target. Regarding violent attacks on church institutions, one of the most affected regions is Benue State in southeastern Nigeria, where the three dioceses of Makurdi, Gboko, and Katsina-Ala are repeatedly victims of attacks by armed Fulani herders. The attacks are so serious that the president of the Association of Nigerian Catholic Diocesan Priests in the Diocese of Makurdi, Father Joseph Beba, issued a statement last week warning of the ongoing violence against the local population.At least 50 people, including women and children, have lost their lives, and several homes have been destroyed. The security situation is so precarious that 15 parishes in the Diocese of Makurdi have been forced to close.How is the Church experiencing these difficulties?Apart from the most serious cases, such as in Benue State, the Church continues its activities. The people of Nigeria are deeply religious. Despite attacks and violence, the faithful continue to go to church. Looking at the areas affected by the attacks on social media, one might think that the faithful have stopped attending services, but they continue to go to Mass despite the precarious security situation. The Church is doing its best to assist and strengthen people living in uncertain situations.Are the Pontifical Mission Societies able to work effectively?The task of the Pontifical Mission Societies is to awaken missionary awareness among the faithful. In Nigeria, we have about fifty dioceses, and in each of them, there is a diocesan director of the Pontifical Mission Societies. And despite the difficulties already mentioned, the work of the Pontifical Mission Societies continues; I am thinking in particular of the Society for Holy Childhood. The words of St. Paul come to mind: “Nothing can separate us from the love of God.” And with this awareness, we continue to work. It is a pleasure to speak at the Blue Economy and Finance Forum.

In his 1857 poem “Man and the Sea”, Charles Baudelaire explored the deep kinship between the ocean and humanity.^[1] For Baudelaire, they were two forces drawn together by awe, fascination, and even conflict.

Today, that dynamic has taken on a new and troubling dimension. We rely on the ocean for climate stability and economic prosperity, yet we are fuelling a climate crisis that threatens to undermine the very system we depend on. We cannot let that happen.

Baudelaire described the sea as a “mirror” to the human soul. We now need to take a hard look in that mirror and ask ourselves: what can we do to stem the tide of this crisis, to safeguard our ocean and economy?

This morning’s two panel discussions will go a long way towards answering that question. But I would like to take this opportunity to open the plenary session with a few thoughts – about what is at stake, and what stakeholders can do about it.

The ocean’s importance for our climate and economy

The ocean is home to 95% of the planet’s biosphere.^[2] It spans environments as varied as sunlit coral reefs and pitch-black abyssal plains. And it supports an immense range of life, from countless microscopic organisms to the world’s largest animal, the blue whale.

Given the ocean’s richness, it is worth preserving in its own right. But its value does not end there – the ocean also benefits humanity in two vital ways.

First, it is one of the planet’s most powerful allies in the fight against climate change.

The ocean helps to regulate global temperatures by absorbing vast amounts of heat and redistributing it through major currents like the Gulf Stream. It is also the world’s largest carbon sink, reducing the amount of carbon dioxide in the atmosphere and helping to slow global warming.

The Intergovernmental Panel on Climate Change finds that the ocean has absorbed over 90% of the excess heat trapped in the earth’s system, as well as a third of the carbon dioxide that humans have emitted since the Industrial Revolution.^[3]

Second, a sustainable ocean serves as an important pillar supporting the global economy, providing for food security and economic opportunities.

Marine ecosystems support over three billion people who rely on fish for at least 20% of their animal protein intake. Indeed, this dependency is more pronounced in some of the least-developed countries, where seafood provides most of the animal protein consumed.^[4]

These ecosystems also help sustain employment opportunities. More than 150 million jobs depend on the production, trade and consumption of ocean-based goods and services, according to the United Nations.^[5] The ocean is also home to key natural resources, such as medicines and biofuels, which are vital for ongoing advances in healthcare and clean energy sectors.

So, there is a great deal at stake in preserving the ocean’s health.

The threat of climate change

But today we are placing the sustainability of our ocean under extraordinary stress, with serious implications for both our climate and economy.

Without the ocean’s capacity to absorb heat and carbon, we would have had to contend with a faster, even more dangerous pace of global warming. Yet there are now signs that this capacity is becoming strained.

The last ten years were the ocean’s warmest on record. Warmer oceans are driving more frequent marine heatwaves, which damage ecosystems, and have been a major contributor to rising sea levels due to the thermal expansion of seawater. The rate at which the global mean sea level is rising has more than doubled over the past three decades.^[6]

On top of this, the ocean’s absorption of carbon dioxide is driving acidification.

Combined with ocean warming, acidification is contributing to the bleaching and death of coral reefs, which are vital for supporting fisheries and protecting coastlines from storms. Since 2023 over 80% of the world’s coral reefs have been affected by bleaching.^[7]

We find ourselves in dangerous waters. Together, these changes could have profound consequences for the global economy.

Food security may be undermined, potentially leading to more volatile prices, which is a concern for central banks tasked with safeguarding price stability. And if coastal areas become unliveable due to rising sea levels or frequent flooding, people may be forced to move. More than 600 million people around the world live in coastal areas that are less than ten metres above sea level.^[8]

Stemming the tide

So, what can we do to stem the tide of these troubling developments? We may not be able to fully reverse the damage done, but we can work towards slowing its momentum, potentially even stopping it, by acting on two important fronts.

First, we need to protect. That means cutting greenhouse gas emissions decisively and keeping the goals of the Paris Agreement within reach.

If we succeed in doing so, we could limit sea level rise to around half a metre by the end of the century. That might not sound reassuring. But every tenth of a degree we avoid is a piece of coastline preserved, a reef protected or a storm surge weakened.

We also need to protect the natural systems that shield us from floods. Nature-based solutions – for instance, restoring mangroves, marshes and coral reefs – offer powerful, cost-effective defences against extreme weather. Coral reefs alone can reduce wave energy by an average of 97% while supporting fisheries, tourism and coastal livelihoods.^[9]

The second front is just as important: we need to prepare.

Whether we like it or not, climate-related risks are materialising. We need to adapt our infrastructure and economies to a more volatile world. That includes building sea walls and surge barriers and budgeting for resilience rather than reacting after disaster strikes.

Make no mistake: adaptation will be costly. According to UN assessments, costs could run into the hundreds of billions of dollars globally each year by mid-century.^[10] But the cost of inaction would be far higher. One study estimates that failing to keep global temperatures below two degrees above pre-industrial levels could lead to USD 14 trillion in global annual flood costs by 2100.^[11]

To meet this challenge, we need to catalyse finance for marine and coastal conservation – for instance, through innovative approaches that convert natural capital into financial capital.^[12]

This can be especially impactful for vulnerable countries with limited fiscal space. Above all, we must listen to the communities affected, treating their needs as a basis for our actions rather than an afterthought.

Let me conclude.

Baudelaire reminds us that the sea is a mirror of our own nature, which can either heal or harm.

So, let us choose to heal. That means nurturing the ocean’s rich diversity and facilitating finance to support innovative adaptation measures that build more resilient communities and a stronger global economy.

Om Birla urges BRICS unity on terror, trade and tech as India prepares to host next summit

The 11th BRICS Parliamentary Forum concluded in Brasília with a call for stronger cooperation among member nations on key global challenges, including terrorism, artificial intelligence (AI), and economic inclusion.

Addressing the forum, Lok Sabha Speaker Om Birla thanked the Brazilian Parliament, government, and people for hosting the summit. He said the forum witnessed “meaningful dialogue” and an “exchange of views” aimed at enhancing parliamentary ties among BRICS nations — Brazil, Russia, India, China, and South Africa.

In its final declaration, the forum strongly condemned the April 22 terrorist attack in Pahalgam, Jammu & Kashmir. Member states agreed on the need for a zero-tolerance policy towards terrorism and underlined the importance of joint global efforts. The Speaker reiterated Prime Minister Narendra Modi’s call for all countries to adopt a zero-tolerance approach to terrorism.

The discussions also covered the future of AI, with consensus emerging on the importance of its responsible use. Birla noted that while AI is essential, its deployment must be guided by transparency and accountability.

Economic cooperation was another key focus area. The forum explored ways to deepen intra-BRICS trade and promote inclusive growth. “India has always supported the rule of law, global cooperation, and dialogue on the world stage,” Birla said.

India will host the next edition of the BRICS Parliamentary Forum. Birla said the agenda would cover a wide range of issues including AI, trade, and social development, and added that India would ensure the summit is “successful and productive.”

The LS Speaker expressed confidence that strengthened parliamentary exchanges and the sharing of best practices among BRICS members would bring about meaningful progress. He also extended his warm wishes to the Speakers and parliamentary leaders of all BRICS nations.

WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla, Ranking Member of the Senate Judiciary Immigration Subcommittee, and Adam Schiff (both D-Calif.), along with U.S. Representatives Scott Peters (D-Calif.-50) and Juan Vargas (D-Calif.-52), condemned a recent U.S. Immigration and Customs Enforcement (ICE) raid in San Diego and demanded an investigation following reports that around 20 ICE agents detained four employees at Buona Forchetta and Enoteca Buona Forchetta restaurants. ICE agents wearing military-style gear raided the restaurants during peak dining hours, detonating flash-bang grenades and instilling widespread fear and panic across the restaurants and the broader San Diego community.
The lawmakers emphasized that this disturbing raid reflects a pattern of “theatrical” immigration enforcement stunts under the Trump Administration, which have stoked fear and uncertainty in communities in California and across the country. They urged ICE’s Office of Professional Responsibility to investigate the agents’ use of force, tactical decisions, compliance with legal protocols, and coordination with local officials, as well as the operation’s impact on local communities and businesses. They also requested information on how the raid aligns with ICE’s current immigration enforcement priorities and what guidance agents had received regarding enforcement in civilian or public-facing settings.
“This troubling incident is not an isolated case. Rather, it appears to be part of a broader pattern of escalated and theatrical immigration enforcement operations across the country,” wrote the lawmakers. “Similar tactics — including the use of heavily armed agents and high-profile raids in civilian spaces — have recently been employed in several other communities. These include a raid at an underground nightclub in Los Angeles just hours after the San Diego incident, and an April operation in New Bedford, MA, where agents violently smashed in a car window to detain a Guatemalan man waiting in his car for an attorney to arrive. These events raise serious questions about the appropriateness, proportionality, and execution of ICE tactics.”
The lawmakers also highlighted the San Diego raid’s harmful impacts on the local economy, community safety, and public trust in law enforcement.
“Several local officials — including the mayor of San Diego — have publicly condemned the raid, emphasizing its destabilizing effect on the community and economy. Senators Padilla and Schiff, as well as Representatives Peters, Vargas, Sara Jacobs (D-Calif.-51), and Mike Levin (D-Calif.-49), also sent a letter today to Secretary of Homeland Security Kristi Noem expressing their concern over the deliberate targeting of immigrants trying to follow the legal process at courthouses, including at the San Diego Immigration Court located in the Edward J. Schwartz Federal Building.
Senators Padilla and Schiff continue to stand up against the Trump Administration’s inhumane immigration enforcement tactics across California. Last month, Padilla, Schiff, and Representative Norma Torres (D-Calif.-35) condemned the Department of Homeland Security’s indiscriminate immigration enforcement raids in Pomona, California, as part of President Trump’s cruel mass deportation agenda, which has terrorized California communities and harmed the economy. Earlier this year, Padilla and Schiff also demanded answers from the Trump Administration after Homeland Security Investigations agents attempted to enter two Los Angeles Unified School District elementary schools to question students.

Please identify any lapses in oversight that may have contributed to the operation’s execution, and clarify whether any internal review procedures have been initiated as a result.
3. Community Impact and Coordination: What steps, if any, were taken to consider the effect of such tactics on local businesses, immigrant communities, and public safety? Were local officials or law enforcement agencies consulted prior to the operation?
4. Pattern of Conduct: How does this operation fit into current enforcement priorities, and what guidance has been issued by ICE leadership in recent months regarding arrest and detention priorities in civilian or public-facing environments?

“While public bodies across the UK have rushed for the exit door when it comes to Stonewall, Stormont remains stubbornly behind the curve. Both the Executive Office—jointly headed by Emma Little Pengelly—and the Northern Ireland Civil Service continue to maintain links with Stonewall, at a cost to the public purse.

“The 2024 Stonewall feedback report into the Civil Service makes it abundantly clear that participation in Pride is regarded as a key indicator of an organisation’s commitment to what they term ‘LGBTQ+ inclusion and rights.’ That alone raises serious questions.

“There is, therefore, an onus on the Northern Ireland Civil Service to be honest with the public. Was fear of falling down the rankings in Stonewall’s equality index a deciding factor in their continued participation in Belfast Pride? Was this political consideration weighed against the views of ordinary people—many of whom object not only to the overtly political nature of Pride but also to its hostility to the Executive’s stance on puberty blockers?

CHENGDU, June 7 (Xinhua) — Under the golden rays of the June sun, a “high-risk” agricultural experiment is unfolding in the emerald rice fields of the “Tianfu Breadbasket” key demonstration area in Chongzhou City, southwest China’s Sichuan Province.

Three weeks into the second AI rice-growing competition, organizers are faced with a key question: Can AI surpass centuries of farming wisdom?

The competition, which runs from May 15 to September 30, features six traditional farming teams and four AI-enabled teams on 1,000 mu (about 66.7 hectares) of high-quality rural fields. Each team cultivates 100 mu using elite rice varieties. This modern duel between tradition and technology offers insight into China’s advancement toward smart agriculture.

The AI teams use an intelligent agent for rice cultivation decision-making developed by the Institute of Urban Agriculture of the Chinese Academy of Agricultural Sciences (CAAS) using a sky-earth-space data network. The system collects information on crop growth, farming operations, diseases, pests and weeds in real time, processes the data through a cloud-based AI agent, generates detailed reports and professional recommendations that are instantly sent to the smartphones of the AI participants.

Based on these recommendations, AI participants carry out field work, and the monitoring system continuously collects operational data, forming a closed decision-making loop to ensure the accuracy and intelligence of the growing process.

Gao Ying, a participant from Qingqiao Shared Land Cooperative in Chongzhou City, said that compared with traditional farming, AI farming can quickly master key knowledge and production skills. “In addition, the system provides effective recommendations in response to queries,” she added.

Lessons from the first competition

This is not Gao Ying’s first experience. Last year’s competition showed the reality of the situation: the AI system from ASNC, which guided the newcomer Gao Ying in the 100 mu section, helped her team to take seventh place among nine teams.

“AI needs field practice,” said Wang Ran, a leading researcher at ASNC for urban agriculture strategy, whose team developed the system.

“When we created the algorithm, we had fragmentary data. Now we have created a comprehensive data set covering the entire rice growing process: start and end dates, photos of crop growth, relevant weather and soil data,” said Wang Ran.

“The power of AI is in processing 10,000 data points from each mu through our monitoring network, but converting them into practical actions requires deeper synergy between farmers and algorithms,” Wang explained. He noted that the AI-based decision-making rate reached 73 percent last year, but there were challenges with the timing of pest control.

“This year, the goal is to achieve more than 80 percent decision making to ensure that AI recommendations are consistent with farmers’ actions,” he said.

Harmony between humans and AI

The organizers view the competition not as a confrontation, but as an integration of humans and AI.

“AI is a help, not a replacement for humans. We aim to provide more accurate support to urban producers and decision makers through AI computing power,” Wang Ran said of the initial goal of applying AI in agriculture.

“The key value of the system is to create a bridge between innovators and farmers’ needs, improving the quality of decision-making by farmers and providing data for government sector planning,” he stressed.

Now, in the midst of summer harvesting and planting, Qingqiao Village in Chongzhou City, Chengdu Plain, is demonstrating the results of technological transformation of traditional agriculture: an intelligent rice planting system works in tandem with farmers, creating a highly efficient symbiosis of smart technology and human labor. -0-
