    Secretary for Commerce & Economic Development Algernon Yau will depart for Tokyo, Japan, tomorrow to attend the Asia-Pacific Telecommunity (APT) Ministerial Meeting and meet government officials and business leaders there.

    During the two-day meeting to be held on Friday and Saturday, Mr Yau and participating ministers will attend discussion sessions on various topics related to information and communications technology development.

    They include sustainable digital infrastructure and accessibility, inclusive digital innovation and growth, secure and trusted digital environment, and empowering the Asia-Pacific industry’s role in digital transformation.

    The ministerial meeting will adopt a joint statement to further foster regional collaboration.

    The APT is an intergovernmental organisation with the aim of promoting information and communication technology development in the Asia-Pacific region. It has 38 members, four associate members and 140 affiliate members from private companies and academia.

    During his stay in Tokyo, Mr Yau will promote Hong Kong’s business advantages and opportunities to government officials and business leaders there.

    The commerce chief will return to Hong Kong on Saturday evening. Under Secretary for Commerce & Economic Development Bernard Chan will be the Acting Secretary during Mr Yau’s absence.

    Public urged to report suspected waste crime as new heatmaps published

    New maps published showing nearly 17,000 reports of waste crime across England in 2023 and 2024, demonstrating offending is rife

    Amid a government clampdown on rogue waste operators to clean up Britain’s streets, the Environment Agency has today (Wednesday 28 May) published new heatmaps showing the densest areas of waste crime reports in England.   

    Across England, 16,773 reports of suspected waste crime were submitted from 1 January 2023 to 31 December 2024. The maps show the highest number of reports were concentrated in the West Midlands (2,008 reports), Yorkshire (1,791 reports) and East Anglia (1,678 reports). 

    With the data demonstrating that criminals blighting towns, cities and countryside are active across the country, the Environment Agency is urging the public to report more suspected offending as it looks to shut rogue operators out of the waste industry for good. 

    Waste criminals cost the economy an estimated £1 billion every year. Estimates suggest a staggering 34,000 million tonnes of waste is illegally managed annually, enough to fill Wembley Stadium 30 times over or 4 million skips – but the true scale of offending is likely far greater due to under-reporting of incidents. 

    Under their Plan for Change, the government has confirmed rogue operators caught transporting and dealing with waste illegally will face up to five years in prison under new legislation. Longer prison sentences for rogue waste operators and new powers for councils to crush vehicles involved in waste crime will act as a strong deterrent and ensure the full force of the law comes down hard on those trashing the nation’s communities. 

    Emma Viner, Enforcement & Investigations Manager at the Environment Agency, said:

    Waste crime is toxic. Criminals steal business from legitimate operators, trash local communities, harm the environment, and avoid paying taxes which fund public services. 

    As a nation, we must stand united against criminals, working together to stop them. We can all play our part by taking steps to keep waste away from criminals in the first place and reporting any suspected wrongdoing.

    Through our Plan for Change, this government will crack down on the waste cowboys, seize and crush fly-tippers’ vans, and clean up Britain. 

    We will not stand idly by while organised crime groups profit from an avalanche of rubbish burying our communities and undercutting legitimate business.

    The Environment Agency’s National Waste Crime Survey shows just 25% of all waste crime incidents are thought to be reported. Every piece of information the Environment Agency receives is crucial in helping them to bring offenders to justice. The earlier an incident is reported to the regulator, the quicker it can deal with it and prevent an escalation. 

    To do so, the public can submit reports via the Environment Agency’s 24-hour incident hotline on 0800 80 70 60 or to Crimestoppers via their website or by calling 0800 555 111, which is always 100% anonymous. 

    To prevent criminals getting their hands on waste in the first place, the public is urged to use only waste carriers listed on the public register to take away their rubbish. 

    Jacob Hayler, Executive Director of the Environmental Services Association, said:

    Waste crime harms the environment, damages communities and threatens legitimate waste services.  

    As citizens, we each have a duty of care, not only to stop our waste from falling into the wrong hands, but to report suspected illegal handling and dumping of waste when we see it – helping the regulatory authorities to catch and punish those responsible.

    Waste crime at all levels continue to cause misery and anxiety to people and communities across the UK. Importantly, it also restricts the opportunities for local economies to thrive, as well as often causing real environmental harm.  

    We’ll continue to work with CIWM members, local authorities, and regulators to promote best practice and deploy all available resources in the ongoing pursuit of high-quality environments enabling thriving local economies for businesses and communities.

    The publication of the heatmaps comes amid the Environment Agency’s ongoing #WasteCrimeWednesday social media campaign, which targets the public, the waste industry, and waste criminals themselves as the regulator looks to stop waste crime for good. 

    As the environmental regulator for waste businesses operating in England, the Environment Agency uses an intelligence-based approach with its partners to bring waste criminals to justice through tough enforcement action and prosecutions. Its investigations helped secure numerous convictions in relation to waste crime in 2023 and 2024.

    Case studies

    West Midlands

    • In September 2023, a Worcestershire-based director and his company were ordered to pay nearly £110,000 following a case brought by the Environment Agency for the unlawful storage, treatment and disposal of waste without an environmental permit. Environment Agency officers found evidence the G R Shorthouse Ltd site in Hopton Wafers was being used for the storage of scrap metal, burning of wood waste, and unauthorised use of construction and demolition waste, offending described by the sentencing judge as an intentional and flagrant breach of the law aggravated by previous convictions and financial motivation. 
    • In March 2025, a Droitwich-based business was made to pay more than £52,000 after failing to comply with a demand for information about the materials they accepted. The information was required from Tetron Welbeck Limited Liability Partnership to allow the Environment Agency to conduct an audit of the site to ensure waste within the correct category was being accepted. 

    Yorkshire 

    • Following a successful prosecution by the Environment Agency, Stuart Bedford was sentenced to 12 months’ imprisonment for running waste operations in Bradford and Doncaster without the required environmental permit and keeping waste at the sites in a manner likely to pollute the environment or harm human health, while Vicky Bedford was sentenced to a 12-month community order and 15 days rehabilitation activity requirement for her involvement. 
    • Elsewhere, in June 2023, an East Yorkshire man received a suspended sentence and was ordered to pay £2,000 in compensation and costs, after illegally storing hazardous waste and running an illegal waste site in Aldbrough. An investigation by the Environment Agency found Stephen Coates was storing abandoned corroding chemical drums, intermediate bulk containers, shipping containers, old tyres and flooring materials appearing to contain asbestos on his land next to a residential house during a five-period from March 2017 to March 2022.

    Question:
     
         It is learnt that the issue of water mains leakage in Hong Kong has become increasingly serious in recent years. There are views that the Water Supplies Department (WSD) should address this problem promptly to ensure the efficient use of water resources. In this connection, will the Government inform this Council:
     
    (1) of the total volume of fresh water leaked from private water mains in each of the 18 districts in the territory in the past five years; and the following information on the top 10 private housing courts with the most severe water mains leakage: (i) name; (ii) year of completion; (iii) volume of water leakage involved; (iv) number of Repair Notices (RNs) and Disconnection Notices (DNs) received from the WSD; (v) number of times the water supply was suspended by the WSD; and (vi) repairs to the leaking water mains;
     
    (2) given that according to the WSD’s website, the number of RNs issued by the WSD under Section 16 of the Waterworks Ordinance (Cap. 102) (the Ordinance) was around 700 to 1 000 per year in the past 10 years with no apparent downward trend while the number of DNs issued under Section 11 of the Ordinance and the number of disconnection cases under Section 10 of the Ordinance have shown a decreasing trend, whether the WSD has studied the reasons for this situation;
     
    (3) given that according to the WSD’s website, the leakage rate of government water mains was approximately 13.4 per cent in 2024, and the WSD has also set a target to reduce the leakage rate to 10 per cent or below by 2030, but there are views that the aforesaid rate fails to cover the leakage situation of all water mains (e.g. leakage from non-government water mains), whether the WSD has plans to consolidate and make public the complete statistics concerned, and give an account of the annual amount of water loss from the water mains in the territory and the reasons for such loss in its annual reports; if so, of the details; if not, the reasons for that; and
     
    (4) whether the WSD has plans to set up a committee to take full responsibility for and handle water mains leakage, and to expedite the implementation of “smart waterworks” through coordinating work across different departments and introducing new technologies, so as to further implement “smart leakage control”; if so, of the details and the timetable; if not, the reasons for that?

         The Water Supplies Department (WSD) has been striving to enhance the management and maintenance of water mains and apply new technologies to enable effective operation of the water supply networks.
     
         Regarding government water mains, the WSD implemented a territory-wide water mains replacement and rehabilitation programme between 2000 and 2015 to replace and rehabilitate about 3???000 kilometres long aged water mains (including fresh and salt water mains), thereby raising the operational condition of the water supply networks. Since 2015, the WSD has implemented multi-pronged measures in phases, through establishment of Water Intelligent Network (WIN) and formulation and implementation of risk-based water mains improvement works under a risk-based asset management programme for water mains to continuously maintain the healthiness of the water supply networks and reduce the risks of water main bursts or leaks. Through these measures and efforts over the years, the leakage rate of fresh water mains has dropped from over 25 per cent in 2000 to around 13.4 per cent in 2024. 
     
         The replies to various parts of the Hon Yung Hoi-yan’s question are as follows:
     
    (1) Regarding the leakage of private fresh water mains (Note), the WSD calculates the volume of water loss in the communal service of a building by deducting the total fresh water consumption recorded by all water meters of individual units in the building from the master meter reading of the building to help monitor the fresh water leakage in the communal service of the building. The WSD has installed master meters in public housing estates across the territory and is currently installing master meters in private buildings in phases. Since not all buildings have been equipped with master meters, the WSD can currently only estimate the leakage rate and total volume of water loss of private fresh water mains over the past five years by referencing the volume of fresh water loss in buildings with master meters installed. The estimated results are as follows:
     

    Year     As mentioned by the Hon Yung Hoi-yan, the WSD will follow up with the housing estates concerned regarding cases of suspected leakages in private fresh water mains and will issue Repair Notices (RNs) as necessary under section 16 of the Waterworks Ordinance (the Ordinance). If no follow-up action had been taken by the deadline, the WSD will, taking into account the actual circumstances (e.g. larger scale of repair, more complicated pipe connections which require longer time for project planning and repair arrangement, etc), issue Disconnection Notices (DNs) in accordance with section 11 of the Ordinance for non-compliant cases with the RNs, where no valid justification are provided, to arrange for suspension of water supply to reduce fresh water loss. 
     
         The issuance of RNs or DNs to private housing estates involves case-specific circumstances. To avoid public misinterpretation and doubt, we consider it inappropriate to unilaterally provide the names of the housing estates.
     
    (2) In recent years, the WSD has allocated resources to actively follow up the leakage in private fresh water mains. If water loss is identified, the WSD will issue RNs to owners as early as possible, requiring them to properly repair the leaking fresh water mains so as to reduce fresh water wastage. The WSD has also stepped up publicity targeting at property management companies for enabling them to distinguish between the maintenance responsibilities of the inside service in individual flats and that of the communal service in a building. This helps property management companies depict the respective responsibilities to fresh water consumers so that the water mains repair works can be carried out promptly. Also, the WSD actively provides technical support to consumers with difficulties for early compliance of the RNs. According to the WSD’s record, most of the consumers have complied with the RNs and repaired the leaking water mains, resulting in a decrease in the number of DNs issued and the number of water disconnection cases executed by the WSD under sections 11 and 10 of the Ordinance respectively.
     
    (3) The WSD has consistently addressed the public concerns on the leakage of government water mains by providing the annual leakage rate of government water mains in its annual reports, and has emphasised the target of reducing the leakage rate of fresh water mains of government network (as a percentage of total water supply) to 10 per cent or below by 2030.
     
         As for the leakage of private fresh water mains, since many private housing estates still do not have master meters installed, the WSD is unable to fully grasp accurate data on the volume of water leakage of private housing estates in Hong Kong. As mentioned earlier, the leakage rate (as a percentage of total water supply) in 2024 was estimated to be approximately 11.6 per cent. We understand that the public is concerned about the leakage of private fresh water mains. As more private buildings progressively install master meters, the WSD will publish the leakage rate of private fresh water mains in future annual reports in a timely manner, following the practice adopted for the leakage rate of government water mains.
     
    (4) The WSD has set up the Standing Committee on Unaccounted for Water, chaired by the Deputy Director of Water Supplies, with functions including monitoring the leakage situation of government water mains and private fresh water mains, and steering and co-ordinating the water loss management work of different divisions within the WSD, etc. In June 2024, the WSD established the Digital Water Office to drive for digitalisation of water supply services, to formulate and expedite the development of smart water strategy, and to implement a series of digitalisation projects and measures in phases such as the expansion and upgrade of WIN to fully cover the fresh water supply networks and gradually upgrade the sensors for monitoring the water flow and water pressure of water mains to collect real-time data. Advanced Metering Infrastructure systems are also being installed in private buildings to monitor real-time water consumption for early detection of leaking fresh water mains. While the full digitalisation of water supply system is being implemented in a progressive manner, the water loss will be further improved gradually. The WSD will also actively maintain close contact with relevant stakeholders to explore different solutions for facilitating reduction of water loss.
     
    Note: According to the WSD, the leakage of private fresh water mains includes the leakage of the communal service in various buildings (private buildings and public housing estates).

  • MIL-OSI Europe: Frontex Supports Over 1000 Voluntary Returns to Syria

    Since March, Frontex, the European Border and Coast Guard Agency, has facilitated the voluntary return to their home country of more than 1 000 Syrian nationals from 14 different EU Member States. This significant milestone reflects the Agency’s continued commitment to safe and dignified returns.

    Frontex’ support to voluntary returns to Syria follows the political transition in the country after the fall of the Assad regime in December 2024, a development that has led many Syrians, both those internally displaced and those residing in other countries, to seek a return home after years of conflict and displacement.

    Frontex ensures that all returnees are fully informed of their rights and the voluntary nature of their decision, and each return is carried out in accordance with EU law and international protection standards.

    “Returning home is a deeply human aspiration. For many, it means reuniting with family, reclaiming their lives, and restoring their dignity. We are proud to support this crucial pathway in line with our core values of humanity, voluntary choice, and fundamental rights.” said Frontex Executive Director Hans Leijtens.

    The European Border and Coast Guard Agency continues to expand its role as a return partner for Member States, with voluntary returns constantly growing in number and geographical scope, and now accounting for more than half of all returns supported by the Agency.

    • These returns are part of the European Union’s commitment to promote humane, safe, and voluntary return processes.

    Since being appointed in May 2024, Nigel Railton has provided stable and considered leadership as the Post Office seeks to right to wrongs of the Horizon IT scandal and works to transform vital services for millions of customers. 

    This includes announcing his vision to deliver a New Deal for Postmasters, which aims to increase overall annual postmaster remuneration by £250 million, give a greater role to postmasters in the day-to-day operations of the business and provide an enhanced package of support from Post Office such as training and systems support. 

    To recognise the ongoing transformation and the importance of stable leadership at the Post Office, ministers have appointed Railton on a permanent basis with his contract set to run until May 2028. 

    On confirming the appointment, Post Office Minister Gareth Thomas said:  

    Nigel Railton has been a steady hand guiding Post Office over the last year, providing a clear direction for the future of the organisation and certainty to postmasters.  

    I’m pleased to see him appointed on a permanent basis and I look forward to working closely with him and the leadership team to deliver a better Post Office for customers and postmasters alike.

  • MIL-Evening Report: View from the Hill: Liberals and Nationals patch things up and announce a shadow ministry

    Two Victorian Liberal women, Jane Hume and Sarah Henderson, have been dumped and a key numbers man has been promoted from the backbench to the shadow cabinet in the new frontbench announced by Coalition leaders Sussan Ley and David Littleproud.

    Hume was the high-profile finance spokeswoman last term and central in the disastrous work-from-home election policy debacle.

    Henderson was shadow education minister, and complained after the election about not being able to get some of her policy out. She said in a statement she was “very disappointed” not to be included in the shadow ministry. “I regret that a number of high performing Liberal women have been overlooked or demoted in the new ministry”.

    Alex Hawke, who was numbers man for Scott Morrison, and has played that role for Ley, becomes shadow minister for industry and innovation as well as manager of opposition business in the House of Representatives.

    The shadow ministry was unveiled after a Nationals party meeting earlier on Wednesday formally signed off on re-forming the Coalition, just over a week after it had dramatically split.

    Senator Jacinta Nampijinpa Price, who defected from the Nationals in a vain hope of becoming deputy Liberal leader, is shadow minister for defence industry, outside the shadow cabinet. Price has lost out by her move – she would have been in the shadow cabinet if she had stayed in the Nationals. She indicated on Wednesday night she would continue to speak widely on issues.

    The post of “government efficiency” that Peter Dutton created for Price has been scrapped.

    As expected, Liberal deputy Ted O’Brien, who carried the nuclear debate for the opposition in the last term, becomes shadow treasurer. The deputy leader has the right to choose their own portfolio.

    Apart from O’Brien, the opposition economic team includes James Paterson in finance, Andrew Bragg in productivity, deregulation and housing, and Tim Wilson in industrial relations, employment and small business.

    This is a promotion for Paterson, considered a good performer on national security issues last term, and a big reward for Wilson for dislodging teal MP Zoe Daniel. There is a partial recount in Wilson’s seat of Goldstein at Daniel’s request, but he is considered safe.

    The opposition’s Senate leader Michaelia Cash receives the plum job of shadow foreign minister, while Angus Taylor, who ran unsuccessfully for leader, becomes shadow defence minister.

    Andrew Hastie, who wanted to move from the defence post, is in home affairs. Hastie decided not to run for leader after the election but is seen as positioning himself for a bid at some point in the future. He told the ABC this week: “Timing is really important in political life”.

    Kerrynne Liddle is shadow minister for Indigenous Australians, as well as having social services. Angie Bell becomes shadow minister for the environment while Dan Tehan is spokesman on energy and emissions reduction.

    Jonathon Duniam becomes education spokesman. Julian Leeser takes over shadow attorney-general, a position he held early last term before he resigned over the Voice.

    The Nationals, who wanted a stronger economic voice, have
    won the position of shadow assistant treasurer, which goes to Pat Conaghan.

    For their part, the Liberals have sliced off part of the infrastructure portfolio, held by the Nationals’ Bridget Mckenzie, to create a new shadow ministry for urban infrastructure and cities, which goes to Queensland senator James McGrath.

    Gisele Kapterian, who as of late Wednesday was only three votes ahead of teal Nicolette Boele for the Sydney seat of Bradfield, will become a shadow assistant minister if she wins.

    For Ley, the shadow frontbench reflects a juggling act of rewarding supporters while seeking to not excessively alienate those who opposed her.

    She was reluctant to be drawn on her dumping of Hume, who supported Taylor in the leadership. “I don’t reflect on private conversations. I will say this; These are tough days and having been through many days like this myself in my parliamentary career, I recognise that.”

    Tensions in the Nationals

    Though the Coalition is back together, ructions within the Nationals are continuing, with the longer-term implications for Littleproud unclear.

    Two former Nationals leaders, Michael McCormack and Barnaby Joyce, have been excluded from frontbench positions. Both had been critical of breaking the Coalition.

    McCormack welcomed the Coalition rejoining, but said “we should never have been apart”. Of his exclusion from the frontbench, he told reporter in his home city of Wagga Wagga, “I’m disappointed, but life goes on”.

    Nationals Colin Boyce, from Queensland, attacked Littleproud on Wednesday saying, “How can you support a bloke who misled the party room?” Boyce, speaking on Sky, said the party room had not been told “the whole truth about the conversations, the letters, the little extras that were demanded”.

    It was later revealed Littleproud had asked for Nationals shadow ministry to have freedom to freelance on policy. This was rejected by Ley, which Littleproud then accepted.

    The Coalition now faces a defining coming battle over whether to stay committed to the target of reducing emissions to net zero by 2050.

    Joyce – under whom the Nationals signed up to net zero – flagged he would push for change.

    He said net zero was a disaster for the economy and the environment, and most importantly for “poor people because they can’t afford their power bills”.

    Nationals senator Matt Canavan, who ran for the leadership against Littleproud, is a constant campaigner against net zero.

    Hastie this week described net zero as “a straitjacket that I’m already getting out of”.

    Ley was confident she and Littleproud could work well together. “Personally, David and I will be friends. I think a woman who got her start in the shearing sheds of western Queensland can always find something to talk about over a steak and a beer, David, with you, the person who represents those communities now.”

    A total of 13.35 million Chinese students are set to sit this year’s national college entrance exam, also known as the gaokao, starting June 7, the Ministry of Education said on Wednesday.

    The figure marked a slight drop from last year’s record number of 13.42 million participants.

    The ministry said local authorities are guided to ensure sound organization of the examination and provide thoughtful services.

    Special actions have also been launched across the country to combat criminal acts related to the exam, aiming to purify the exam environment both online and offline, and crack down on various forms of cheating.

    Strict security checks will be enforced at exam sites, with a focus on prohibited items such as mobile phones as well as smart watches, bands and glasses.

    In terms of services, the ministry said local governments are advised to enhance work related to transportation, accommodation, hygiene and noise control.

    Special consideration is also given to disadvantaged groups. Notably, Braille test papers have been prepared for 16 blind candidates, and reasonable measures are taken to facilitate the participation of over 14,000 examinees with disabilities.

    In addition, the students have access to targeted psychological guidance, ensuring they receive necessary assistance.

    The fiercely competitive exam is considered crucial for young Chinese, with results determining their university admissions and even shaping their career prospects.

    Since 1993, the HA has been organising this staff reward and recognition programme annually to commend outstanding staff members and teams. To encourage the young generation, the HA added a new category, the Young Achievers Award, since 2018 to recognise the good performance of the new workforce generation.
     
    The Outstanding Staff and Teams and Young Achievers Award Selection Panel was chaired by HA Board Member Ms Margaret Cheng, who noted that the awardees contributed to patient services or the development of the HA in different aspects. They demonstrated professionalism, dedication and perseverance in protecting the health of citizens across various areas, while fully embracing the HA’s core values of “People-centred Care, Professional Service, Committed Staff and Teamwork”. Their contributions are truly commendable, she said.

    Police to crush vehicles used antisocially in 48 hours

    Communities blighted by off-road biking in public parks and intimidating street racing are set to benefit from new police powers to crack down on antisocial behaviour and deliver safer streets through the Plan for Change.

    Perpetrators of antisocial driving face having their cars, e-scooters or off-road bikes seized and destroyed after 48 hours under stronger powers proposed by the government.

    Currently, police must wait 14 days before being able to dispose of a vehicle, making it easier for offenders to reclaim their vehicles and with a limited deterrent to repeat offending.

    The measure to fast-track the disposal of vehicles comes alongside additional proposals to give police stronger powers to seize any vehicles involved in antisocial behaviour, with officers no longer required to issue a warning before seizing them.

    Combined, these new powers will help tackle the scourge of vehicle-driven antisocial behaviour by sending a clear message to would-be offenders and local communities that swift justice will be delivered and this behaviour not tolerated.

    The changes are also expected to have a wider impact on tackling more serious crime with e-scooters and e-bikes often used to facilitate drug dealing, organised acquisitive crime and serious violence.

    Minister for Crime and Policing Dame Diana Johnson said:

    Antisocial and reckless driving brings misery to communities across the country, from dangerous street racing to off-road bikes tearing through local parks.

    By enabling police to seize and dispose of these vehicles within just 48 hours, we’re giving our officers the tools they need to deliver immediate results and providing communities the swift justice they deserve.

    As part of our Plan for Change, these new powers send a clear message that antisocial behaviour, whatever form it takes, will not be tolerated in our local communities.

    In a public consultation published today, the government is reviewing the statutory fees for removing, storing, and disposing of vehicles in England and Wales. This will help make sure police can afford to keep removing antisocial and illegal off-road bikes and other vehicles from our streets.

    The crackdown on antisocial behaviour continues implementation of the government’s Plan for Change and Safer Streets Mission which will see new Respect Orders targeting persistent perpetrators of antisocial behaviour.

    In April this year, the Prime Minister set out new measures as part of the Neighbourhood Policing Guarantee to restore neighbourhood policing to local communities, including every force having a dedicated antisocial behaviour lead to tackle the specific challenges each area faces.

    National Police Chiefs’ Council Lead for Roads Policing, Chief Constable Jo Shiner, said:

    We welcome the consultation announced by the government. Antisocial use of a vehicle, such as street racing, street cruising or off-road use is more than a matter of noise pollution. It can have long-term effects on a neighbourhood, with the criminal damage of roads, other vehicles and surrounding property.

    Drivers and riders also risk injuring themselves, other road users, cyclists and pedestrians as they do not have full control of their vehicle and their full attention on their surroundings.

    As with all forms of transport, we know they can potentially be exploited for criminal use, antisocial behaviour or cause danger when used inappropriately.

    We know that driving or riding in this way can also be used as a form of intimidation, either to other road users or the community. Loud noise from engines or music, and deliberately creating large amounts of exhaust or tyre smoke can also be seen as an aggressive act.

    Officers are committed to preventing harm and keeping our communities safe and will continue to take necessary action against those who use transport illegally. Officers having the ability to quickly seize, remove, store and dispose of vehicles used in an antisocial behaviour setting will help keep road users safe and protect our communities.

    Policing will take appropriate action against those who commit offences using existing legislation whilst also raising awareness through engagement.

    Illegal car meets and street racing are not just antisocial, but also present road safety problems which have resulted in needless injuries and fatalities.

    This is a positive step that should make people think again before joining illegal car cruises.

    We’re so used to seeing powerful vehicles on our roads that it’s easy to forget just how dangerous and noisy they can be, especially when they are being used antisocially.

    This initiative sends a strong message that activities like off-road biking in public parks and street racing are not harmless, but very dangerous and damaging.

    Blood analysis to assess reproductive potential, freezing eggs in a cryobank, genetic research in embryo laboratories – this is not a fantasy story, but the reality of Moscow medicine. Free program “I’ll become a mother” helps women plan their pregnancy and give birth to a healthy baby. More than 200 thousand residents of the capital have already become its participants.

    On the eve of International Women’s Health Day, celebrated on May 28, a mos.ru correspondent spoke with doctors and patients about a unique project. We tell you at what age the supply of eggs begins to run out, how to maintain the ability to get pregnant, and what diseases, thanks to modern technology, are no longer a death sentence for happy motherhood.

    Women’s Health Under Control. What is the Benefit of Anti-Müllerian Hormone Analysis?

    The “I’ll Become a Mom” program was launched in September 2024. It is primarily aimed at Muscovites aged 25 to 39. To participate in the program, you need a Moscow compulsory medical insurance policy and an attachment to a city women’s clinic or women’s health center (opened on the basis of multidisciplinary hospitals).

    Women often postpone pregnancy for personal or medical reasons. The goal of the project is to tell people that the supply of eggs is exhaustible, to help assess this reserve, maintain reproductive health and realize the dream of becoming a mother. The first test within the program is an analysis of the anti-Müllerian hormone (AMH). It shows the quantity and quality of eggs. Usually, it peaks at 25 years, then it begins to gradually decrease. From 32–34 years, and sometimes earlier, the rate of decrease in the AMH level increases. You can take the test even if you do not plan to get pregnant in the coming years.     Patients aged 25–39 are referred to donate blood automatically. The exception is pregnant women and mothers with newborns. The test is available in the electronic medical record. If it is not available, you need to contact an obstetrician-gynecologist. Girls aged 18–24 for medical reasons, and women aged 40 and older can also receive a referral from a doctor.

    You can donate blood on a convenient day at a women’s clinic or women’s health center. The result and decoding will appear in the electronic medical record.     Muscovite Ksenia Gonchar became interested in the project when she saw a referral for an AMG test in her medical record. She is 29 years old, and she and her husband have two children. They wanted to have a third, but kept putting it off.

    “It seemed like there was time. Despite my experience, I didn’t know what an AMH test was, and I didn’t think about the fact that there was a time limit set by nature. The hormone level turned out to be high – 4.4. My husband and I were inspired and decided to use this chance. Now we are expecting our third baby,” she admitted.

    Pregnancy on schedule, or freezing eggs in a cryobank

    Becoming a mother in the future may not just be an idea, but a well-thought-out plan. Women with low AMH levels are given a unique opportunity to cryopreserve their eggs or embryos. The procedure is carried out in Family Planning and Reproduction Center of the S.S. Yudin Hospital, National Medical Research Center of Obstetrics, Gynecology and Perinatology named after Academician V.I. Kulakov and other clinics — partners of the project. After collecting the eggs, the laboratory will determine the best quality ones and either place them in a cryostorage facility or fertilize them and obtain embryos, which can also be preserved for a long time.

    The eggs and embryos are frozen in liquid nitrogen at a temperature of minus 196 degrees Celsius. As part of the project, they will be stored in a cryobank for free for two years (the service is available to residents with permanent registration in Moscow or the Moscow region).

    “If the patient decides that she is ready to get pregnant, the egg or embryo will be defrosted and, using assisted reproductive technologies, the procedure necessary for pregnancy will be carried out. Cryopreservation not only increases the chance of having a child in the future, but also provides psychological support. A woman is often worried if she has not yet met a life partner, and the body’s resources are exhausted. But she calmly continues the search – confident that in a couple of years she will be able to become a mother. Cryopreservation is also indicated for serious diseases, such as oncology. All efforts are spent on fighting the tumor, but the patient is motivated by the fact that in remission she will use the preserved eggs. This is the mission of doctors – to help find the happiness of motherhood, no matter what the obstacles and life circumstances are,” shared Nadezhda Sokolova.

    Geneticists to help future mothers

    It is important not only to plan your pregnancy wisely, but also to take care of the health of your future baby. Before freezing the embryo, you can do preimplantation genetic diagnostics. The study is conducted in embryo laboratories. Thanks to it, doctors identify possible pathologies and choose the healthiest embryo. Today, this is the most accurate and safe method for excluding deviations in the early stages of fetal development, the reliability of the results is close to 100 percent. It is prescribed for medical reasons: for example, if a woman has had miscarriages or unsuccessful IVF attempts, if one or both parents have hereditary pathologies. The condition for participation is permanent registration in Moscow or the Moscow region.

    “Diagnostics are also offered to women aged 35 and older. The fact is that the probability of having a child with chromosomal abnormalities increases with age. The study allows you to carry and give birth to a healthy child. First, specialists take material: from a woman – eggs, from a man – sperm – and carry out an artificial insemination procedure. After it, the embryo begins to grow due to cell division. Several of them are safely taken to check for common pathologies. In the future, a woman will be able to do the IVF procedure under the compulsory medical insurance policy,” Nadezhda Sokolova emphasized.

    Yulia Mikhailova is 34 years old. She dreams of a second child, but in the coming years she plans to build a career, and the AMH level is decreasing. She and her husband decided to freeze the embryo.

    “I was amazed by the empathy of the doctors at the Family Planning and Reproduction Center of the S.S. Yudin Hospital. They treat their patients with all their heart. And this is not my last chance to give birth. What kind of concern they must show for women whose chance of becoming a mother is one in a thousand! We conducted a genetic study, during which it turned out that the resulting embryo cannot be transplanted: there is a high probability of miscarriage. The doctors calmed me down, inspired me, prescribed therapy, and then we will try again. I am convinced that the second time we will get a healthy embryo, and we will freeze it. I will have a reserve that I will be able to use later. Today, the obstetric and gynecological service is so developed that women give birth to healthy children even at 40 years old,” says Yulia Mikhailova.

    The northeastern region holds the key for India’s $30-trillion vision towards Viksit Bharat at 2047, the Prime Minister’s Office (PMO) said on Wednesday.

    Responding to an X post by Union Minister for Development of North Eastern Region (DoNER), Jyotiraditya Scindia, the PMO said, “Northeast India is no longer a frontier, it’s the front-runner”.

    “Union Minister @JM_Scindia pens down a detailed article on the region’s rise as a strategic hub for trade, connectivity, and India’s $30-trillion vision for Viksit Bharat. Give it a glance,” the PMO said in its post.

    Earlier, Scindia said that the northeast holds the key to a $30-trillion economy.

    “I pen down my article on how the Northeast is transforming into India’s strategic gateway to Southeast Asia – powering trade, connectivity, and our $30-trillion ambition towards a Viksit Bharat,” the minister posted.

    At the recently concluded ‘Rising North East Investors Summit 2025,’ Scindia said that the northeastern region has emerged as a hub of global partnership and mutual interest.

    The minister informed that the two-day summit drew an unprecedented Rs 4.3 lakh crore investment proposal, setting the stage for the Northeast Region (NER) to become India’s next economic powerhouse.

    “We will continue B2G and B2B dialogues, where the Ministry for DoNER will act as a bridge between investors and state governments – to ensure that each approved project translates swiftly into reality,” he assured.

    Delegations from over 80 countries – ranging from Japan to Europe to ASEAN nations — attended the summit, and there was one unanimous sentiment: India’s future lies in the Northeast.

    The Centre adopted a “whole-of-government” approach for the development of the northeastern region and created eight high-level task forces across key sectors: agriculture, sports, investment promotion, tourism, economic corridors, infrastructure, textiles and handicrafts, and animal husbandry, allowing each state to chart its own roadmap.

    Prime Minister Narendra Modi has assured that the Northeast now offers top-tier talent across various sectors, encouraging industries and investors to leverage the region’s immense potential.

    • Frederick and Claire Reeves hired people who would burst into song at social events such as weddings 

    • The husband-and-wife allowed their company, Solfan1 Limited, to trade when they knew it was in serious financial trouble and on the verge of liquidation 

    • Couples continued to pay deposits or payments in full when Frederick and Claire Reeves knew there was no reasonable expectation the company could provide the services it offered

    A husband-and-wife team who ran a business which provided surprise singing waiters at weddings have been banned as directors after taking payments from customers when the company was insolvent. 

    Frederick Reeves, 49, also known as Jamie Reeves, and his wife Claire Reeves, 41, ran Solfan1 Limited, which traded as The Best Singing Waiters. 

    The company provided performers who would blend in at weddings by pretending to be waiters before bursting into song at an agreed time. 

    However, the couple continued to take deposits, or payments in full, from 43 customers across the UK when they knew their company was unable to pay the debts it owed. 

    The couple, of Dickens Place, Wigan, have now been banned as company directors for eight years. 

    Solfan1 went into liquidation with liabilities of more than £700,000 and assets of just over £168,000. 

    Rob Clarke, Chief Investigator at the Insolvency Service, said: 

    Couples were left heartbroken after finding out the singing waiters they had paid to perform at their weddings would not show up. 

    Several of the customers who lost out financially were even offered discounts by the company to make their payment in full at the time of the booking. 

    The serious misconduct that both Frederick and Claire Reeves displayed falls short of the standards we expect of company directors which is why they have both been disqualified until May 2033.

    Solfan1 was incorporated in November 2015. Claire Reeves was appointed as director in April 2018. 

    Frederick Reeves was never officially listed as director of the company but did not dispute that he acted in the capacity of a director when accepting his disqualification following Insolvency Service investigations. 

    The company was in financial difficulties in early 2024, having been served a winding-up petition from HM Revenue and Customs for tax debts of more than £200,000 at the start of February. 

    Following discussions with a private insolvency practitioner, the couple agreed on 28 March that Solfan1 should be placed into liquidation. 

    However, from then until the company went into liquidation on 1 May 2024, they continued to take deposits and full payments from new customers. 

    Analysis by investigators revealed that an estimated 43 customers made payments totalling £43,590 to the company during that period. 

    The Secretary of State for Business and Trade accepted disqualification undertakings from Frederick and Claire Reeves, and their bans both started on Wednesday 28 May.  

    The undertakings prevent them from being involved in the promotion, formation or management of a company, without the permission of the court.

    Thousands of farmers will benefit from a £30 million boost to payments received for nature-friendly farming practices under the Higher Level Stewardship (HLS) scheme. This uplift recognises and rewards the vital role farmers play in restoring habitats and protecting England’s iconic landscapes. 

    From 1 January 2025, payment rates for 157 HLS options will rise, rewarding farmers already delivering for nature – particularly in uplands and other sensitive areas where they protect rare species, restore habitats, and maintain traditional countryside features.

    Farmers are the backbone of our countryside, and they’re leading the charge to restore nature. 

    This £30 million uplift in HLS payments recognises their essential role in protecting our environment – work that’s crucial for long-term food security, boosting productivity, and tackling climate change. 

    By backing them with fairer rewards, we’re investing in a stronger and more sustainable future for British farming, helping to drive growth in rural communities as part of our Plan for Change.

    Following the Environment Secretary, Steve Reed’s, pledge at the NFU Conference, this funding brings the HLS payment rates closer to those offered under our Environmental Land Management schemes. 

    This builds on a record £5 billion investment into farming, as well as the appointment of former NFU President Baroness Minette Batters to recommend new reforms to boost farmers profits. 

    We also have a record number of farmers enrolled in farming schemes, with more money being paid to farms than ever before.

    Security Minister signs agreement with Ecuador to affirm international commitment to crackdown on organised criminal gangs.

    The UK will be better protected from deadly cocaine as the government strengthens crucial partnerships with Colombia and Ecuador to tackle drug smuggling at source.

    Security Minister Dan Jarvis struck a co-operation agreement as part of the first ever visit by a security minister to the 2 countries.

    Colombia remains the world’s largest cocaine producer while Ecuador has emerged as a key smuggling route, with organised crime groups targeting UK borders.

    As part of efforts to tackle the trade upstream, Home Office International Operations, Border Force officers and UK law enforcement have been stationed in Colombia and Ecuador. Officers have provided training, equipment and support to enhance the capabilities of South American law enforcement – better preventing cocaine from reaching British borders.

    This UK law enforcement presence has had a significant impact on cocaine seizures. Of the 64 tonnes seized by the ports and airports division of anti-narcotics police in Colombia, 50.5 tonnes can be attributed to activity supported by Home Office International Operations. In Ecuador, Home Office International supported the seizure of nearly 95 out of the 300 tonnes seized by police last year.

    During his visit, Minister Jarvis signed a memorandum of understanding with Ecuador, cementing both countries’ commitment to dismantling and disrupting violent criminal networks, which threaten the safety of communities in Britain and South America alike.

    On behalf of the UK, Minister Jarvis donated further equipment to Ecuador’s law enforcement unit to aid their operations to disrupt illegal activity.

    We will not tolerate criminal gangs exploiting international routes and bringing harmful drugs into our communities. That’s why this government is deepening our security partnerships with Colombia and Ecuador to strengthen our frontline fight against organised crime.

    Our agreement marks a step forward in our international efforts to prevent drugs reaching the UK. We are making strong progress on this with cocaine seizures by Border Force in England increasing by 75% since last year.

    As part of our Safer Streets Mission, we will leave no stone unturned in our efforts to prevent cocaine from crossing our border and strengthening our security, a cornerstone of this government’s Plan for Change.

    In a speech, Minister Jarvis recognised the sacrifices and bravery of frontline officers in South America to disrupt and dismantle organised crime gangs. Officers are continuing to protect their local communities but also communities across the world as the war on drugs continues. The UK, Colombia and Ecuador all remain resolute in their commitment to tackling illegal drug smuggling.

    In Colombia, Border Force officers provided bespoke training to a team who had previously seized only 14kg of cocaine destined for UK ports last year. Following a 2-week training course in March this year, the team have already prevented 1.4 tonnes from reaching the UK.

    This international action comes as cocaine-related deaths in England and Wales rose by 31% between 2022 and 2023. As part of the Plan for Change, the government is committed to making streets safer by driving down drug misuse and harms through prevention and treatment.

    UK Border Force are also taking action to prevent cocaine from reaching the UK border and harming communities. In January 2025, Border Force’s National Deep Rummage team seized 1.5 tonnes of cocaine on a ship travelling from Ecuador, with an estimated street value of just under £60 million.

    There have also been record seizures of cocaine in recent years, with over 26 tonnes seized by Border Force in England, a 75% increase compared to the year before.

    A gruesome contraption used centuries ago as a brutal punishment for gossiping has gone on display in Leeds.

    The draconian device, known as a scold’s bridle, is among a selection of objects newly on show at Leeds City Museum capturing some of the fascinating, lesser-known chapters in the story of Leeds.

    Used in English towns and cities as early as 1574, scold’s bridles were employed to discourage individuals, usually women, who were judged to have spoken rebelliously, inappropriately or out of turn.

    Also known as a brank, or witch’s bridle, the grisly object, believed to date from the 17th Century, has gone on show in the museum’s Leeds Story gallery as a sad reminder of a less enlightened age, having been originally collected by Morley historian Norrison Scatcherd.

    When in use, the infamous implement’s solid iron frame would encase its unfortunate victim’s head, with a roughened iron plate located near the mouth.

    The plate would then be placed in the mouth so the victim could not move their tongue without discomfort and the wearer would then be led through the streets on a chain held by one of the town’s officials.

    In some towns, wearers would even be chained to a pillory, whipping post or market cross.

    Kitty Ross, Leeds Museums and Galleries’ curator of social history, said: “It’s difficult to imagine a device as brutal and cruel as the scold’s bridle being used in towns and cities around the country, and it’s very clearly a relic from a time when the concepts of both human rights and equality were very different to what they are today.

    “Displaying these types of objects is an important, tangible reminder of how far society has come as well as an opportunity to reflect on the challenges faced by people who lived during an age when such an inhumane contraption was seen as an acceptable form of punishment.

    “Adding objects to the Leeds Story gallery is always rewarding too, because it gives visitors a chance to find out more about famous people, places and events alongside aspects of the city’s hidden history which they may never have heard before.”

    The scold’s bridle is one of a number of exhibits recently added to the Leeds Story gallery, which tells the story of the city through the centuries.

    A silver cup made by ill-fated Leeds goldsmith turned counterfeiter Arthur Mangey has also been put on display in the gallery, alongside a set of his coin clipping shears which were already on show.

    Once an esteemed craftsman, commissioned to make a stunning silver gilt mace by Leeds City Council in 1694, Mangey was accused of forgery and, after being found guilty at trial, was hanged in York in 1696.

    Other exhibits newly on display include a Pudsey peace jug, purchased with support from The Friends of Leeds City Museums and made by local potter John Sugden in 1801 to mark Napoleon Bonaparte’s signing of the Concordat of 1801 with Pope Pius VII.

    Also on display is the impressive bell which once hung in the city’s Coloured Cloth Hall in 1758. Once the largest building in Georgian Leeds, the building was used as offices and housed the Council Chamber of the Trustees.

    In 1889 the Leeds Corporation paid £66,000 for the hall so they could clear it and make way for what is today City Square and the General Post Office building.

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “The story of Leeds is completely unique and includes so many surprising and intriguing chapters which have each in their own way played their part in creating the city we know today.

    “It’s remarkable that we have so many objects on display to help tell that story and ensure visitors can learn more about the different aspects of our local heritage.”

    Construction of a 200-seat kindergarten has begun in the Preobrazhenskoye district of the Eastern Administrative District. The building is being erected by an investor. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “A three-story kindergarten building with an area of 3.6 thousand square meters will appear on 1st Bukhvostova Street. The institution for 200 pupils will have eight group cells, a music and sports hall, an office for developmental classes, a medical center and a full-cycle food unit. Upon completion of construction work, the kindergarten building will be handed over to the city,” said Vladimir Efimov.

    The new kindergarten will be located on the territory of the residential complex “Preobrazhenskaya Ploshad” in the emerging residential quarter at the address: 1st Bukhvostova Street, land plot No. 2. It will complement the existing educational infrastructure of the district.

    “The first floor will house group cells for younger pupils, as well as a lobby with a multi-level recreation area. An elevator will be installed in the building. The adjacent territory will be equipped with walking areas with shaded gazebos and small architectural forms, physical education areas measuring 200 and 120 square meters with rubber surfaces,” added the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy

    The developer will carry out comprehensive landscaping on the area around the kindergarten: plant bushes, trees, and lay out lawns. The greenery will become a hedge between the walking areas and decorate the territory of the educational institution.

    The permit for the construction of the social facility was issued by the capital’s State Construction Supervision Committee (Mosgosstroynadzor). As its chairman noted Anton Slobodchikov, a kindergarten for 200 children will be built on a land plot of over 7.7 hectares. The construction cycle of the building will be supervised by inspectors of Mosgosstroynadzor at all stages. Employees of the subordinate Center of Expertise will take part in on-site inspections. They will carry out instrumental quality control of the erected structures and the building materials used.

    Earlier Sergei Sobyanin reported, that by 2032 the city plans to renovate about 700 school buildings.

  • Prime Minister to inaugurate key infrastructure projects in Uttar Pradesh on Friday

    Prime Minister Narendra Modi will visit Uttar Pradesh on Friday, where he is set to lay the foundation stone and inaugurate a series of major development projects in Kanpur aimed at significantly enhancing infrastructure, power supply, urban mobility, and water management in the region.

    A key highlight of the visit will be the inauguration of a crucial section of the Kanpur Metro Rail Project. The newly completed stretch from Chunniganj Metro Station to Kanpur Central Metro Station, constructed at a cost of over ₹2,120 crore, comprises 14 planned stations including five newly built underground stations. This segment is expected to provide improved urban mobility, connecting key city landmarks and commercial hubs, thereby boosting public transportation and easing city traffic.

    To further augment road infrastructure, the Prime Minister will also inaugurate the widening and strengthening work of the Grand Trunk (G.T.) Road, which will enhance connectivity within Kanpur and its adjoining areas.

    The Prime Minister will lay the foundation stone for a 220 kV substation at Sector 28 under the Yamuna Expressway Industrial Development Authority (YEIDA) in Gautam Buddh Nagar. In addition, he will inaugurate two 132 kV substations at Ecotech-8 and Ecotech-10 in Greater Noida. Developed at a combined cost of over ₹320 crore, these facilities are expected to significantly enhance electricity distribution, supporting the growing industrial and residential needs of the region.

    In the power generation sector, a major milestone will be the inauguration of the 660 MW Panki Thermal Power Extension Project in Kanpur. Built at a cost of more than ₹8,300 crore, the project is set to play a crucial role in expanding the state’s energy capacity. Complementing this is the inauguration of three 660 MW units of the Ghatampur Thermal Power Project, developed at a cost exceeding ₹9,330 crore. Together, these initiatives mark a substantial step forward in strengthening Uttar Pradesh’s power supply network.

    The visit also includes the inauguration of two new rail over bridges—at Panki Power House Railway Crossing and Panki Dham Crossing on Panki Road in Kalyanpur Panki Mandir, Kanpur. These bridges are expected to streamline the transport of coal and oil required for the Panki Thermal Power Project, while also easing traffic congestion for local residents.

    Further supporting urban development, the Prime Minister will inaugurate a 40 MLD (Million Liters per Day) tertiary treatment plant at Bingawan in Kanpur, developed at a cost of over ₹290 crore. The plant will enable the reuse of treated wastewater, promoting sustainable water resource management and conservation efforts in the region.

    The Prime Minister will also lay the foundation stone for key road projects to strengthen Kanpur’s industrial and defense connectivity. These include the widening and strengthening of the Gauria Pali Marg in Kanpur Nagar and a road link connecting Narwal Mode (AH-1) on the Prayagraj Highway to the Kanpur Defence Node. These projects are set to boost logistics, improve mobility, and support the development of the Uttar Pradesh Defence Corridor.

    In addition to infrastructure development, the Prime Minister will participate in welfare initiatives during his visit. He will distribute certificates and cheques to beneficiaries of schemes such as PM Ayushman Vay Vandana Yojana, the National Livelihood Mission, and PM Surya Ghar Muft Bijli Yojana, reaffirming the government’s commitment to inclusive growth and empowerment at the grassroots level.

    Macy Rogerson has been recognised at the Association for Project Management (APM) Regional Network Awards.

    A Sellafield Ltd project management degree apprentice, Macy Rogerson, was the winner of the Association for Project Management (APM) Student of the Year award at the 2025 north-west APM Regional Network Awards.

    The APM Regional Network Awards, celebrates the achievements of project professionals and students within their local APM Regional Network community.

    Now in the final year of her project management degree apprenticeship, Macy was recognised by for her technical development in the profession whilst managing a complex nuclear decommissioning project.

    Her ability to support peers within the APM community and her passion for championing the project profession was also recognised by the judges.

    As the winner for the north-west region award, Macy has been shortlisted for the national Project Management Student of the Year. The winner of this award will be announced at the 2025 APM Education and Research Awards next month.

    Macy said:

    I’m delighted to have won this award amongst an impressive shortlist of fellow project professionals within the north-west.

    From developing innovative solutions to complex projects to improving my stakeholder engagement skills, my project management degree apprenticeship at Sellafield Ltd has provided me with many opportunities to develop both professionally and personally.

    It is great to see my hard work recognised by the APM in the final year of my apprenticeship. I hope to round off the four year programme with a win at the national finals next month!

    Brent Council fails to meet RSH’s consumer standards

    The Regulator of Social Housing has published three regulatory judgements today.

    The London Borough of Brent has failed to meet the outcomes in the consumer standards and has been given a C3 grading from the Regulator of Social Housing, as part of three regulatory judgements published today. 

    LB Brent made a self-referral in April concerning the quality and accuracy of its fire safety data.  

    Following a spot check, the council found that although actions from fire risk assessments had been closed, evidence of completion was not available in all instances and that some actions had not been completed.  

    RSH’s engagement with LB Brent also found: 

    • Data for fire safety, smoke and carbon monoxide safety, asbestos management and water safety could not be reconciled. 

    • Concerns about the data validation process that took place prior to LB Brent implementing its new asset management system. 

    • Although LB Brent is reporting that it has 95% of its stock condition data, almost half of its homes have not had a recorded survey. 

    RSH will continue to engage with LB Brent as it seeks to address the issues identified, including evidencing that it is taking reasonable steps to mitigate risks to tenants as it creates and delivers its improvement plan.  

    Following an inspection, Metropolitan Housing Trust has been downgraded from G1 to G2. This means it meets RSH’s governance requirements overall but needs to improve some aspects of its arrangements to support continued compliance.  

    Improvements are needed in how the board assures itself around the delivery of outcomes of the Safety and Quality standard, and the quality of its stress testing and mitigation strategies. 

    Metropolitan Housing Trust also received C2/V2 gradings. 

    Mosscare St Vincent’s Housing Group was upgraded from C2 to C1, following responsive engagement.  

    Kate Dodsworth, Chief of Regulatory Engagement at RSH, said:  

    Accurate, up-to-date data is fundamental to landlords delivering safe, decent homes for tenants. LB Brent has engaged positively with us since their self-referral and we will continue to work closely with them as they put things right for tenants. 

    Our scrutiny of housing associations’ governance and viability is vital to ensuring landlords are manging their risks effectively. Things can go wrong without robust board challenge and rigorous stress-testing. We will continue to regulate for a sector that is well run and viable, to enable more and better homes for tenants.

  • EU almost on track to reach 2030 climate goal

    The European Union is nearly on track to reach its main climate target for this decade, with countries’ existing CO2-cutting plans set to bring the bloc within one percentage point of the goal, the European Commission said on Wednesday.

    The EU is on course to reduce its net greenhouse gas emissions by 54% by 2030, compared with 1990 levels – just shy of its legally-binding goal of a 55% cut, the Commission said in an analysis of existing policies in the EU and its member countries.

    The analysis showed governments have upped their efforts to curb emissions in the last two years, even as Brussels faces a political backlash from some countries demanding the EU weaken its green agenda.

    Europe is the world’s fastest-warming continent, with crop-wrecking floods and deadly wildfires linked to climate change hitting EU nations with increasing frequency.

    But with industries reeling from high energy prices after Russia slashed gas deliveries in 2022, and the prospect of U.S. tariffs, the EU faces mounting calls from governments to soften green measures for struggling businesses.

    EU climate commissioner Wopke Hoekstra said the EU would invest more in clean technologies to ensure industries can prosper from Europe’s green transition.

    “Emissions are down 37% since 1990, while the economy has grown nearly 70%, proving climate action and growth go hand in hand. Now we must build on this momentum,” Hoekstra said.

    By 2023, the EU had reduced its emissions by 37% from 1990 levels, the latest available data show.

    The Commission cited strong progress in the energy sector, with renewable sources covering 24% of EU energy consumption in 2023.

    Agriculture and transport are among the sectors lagging behind, it said.

    Farmers staged months of protests across Europe last year, criticising EU green policies. The agriculture sector has largely escaped EU climate measures, and Brussels weakened some environmental rules for farmers in response to the protests.

    The environmental impact of land use – which includes farming and forestry – has also been exacerbated by record-breaking wildfires, which deplete the land’s ability to store carbon. The EU’s “sink” of carbon stored in natural ecosystems like grasslands and forests is now not expected to improve by 2030, the Commission said.

    The EU’s 2030 climate goal is one of the most ambitious among major economies worldwide. The Commission is preparing to propose a 2040 climate target, but has delayed the proposal for months amid political pushback.

    Young leaders from ABC Youth Voice took centre stage at Stormont Parliament Buildings recently as part of a two-day engagement programme which focused on bringing youth perspectives on key issues affecting society today.

    The visit to Stormont was a highlight of the initiative’s residential programme in Belfast, during which ABC Youth Voice members hosted a series of impactful panel discussions. The panels tackled pressing topics including Mental Health and Substance Misuse, Disability Awareness, and Ending Violence Against Women and Girls.

    The discussions brought together a wide range of voices, featuring political representatives, statutory sector agencies, non-governmental organisations, and independent advocates — creating a powerful platform for dialogue between young people and decision-makers.

    ABC Youth Voice empowers young people to represent their peers across the borough and speak up on the issues that matter most to them. It provides a platform for advocacy, leadership development, and meaningful engagement with local governance.

    Members meet regularly to identify and address shared concerns facing young people in the region and offers participants opportunities for training, residential experiences, and community-building.

    ABC Youth Voice is a joint initiative between Armagh City, Banbridge and Craigavon Borough Council and the Education Authority, part-supported through The Executive Office’s District Councils Good Relations Programme.

         It is learnt that the lack of Chinese language proficiency of non-Chinese speakers has always been the biggest obstacle for them in pursuing further studies, seeking employment and integrating into the community. Although the Government has been providing non-Chinese speaking (NCS) students with all-encompassing learning support through diverse strategies to help them master the Chinese language and integrate into the community, some members of the education sector have reflected that some primary schools still have reservations about admitting NCS students. In this connection, will the Government inform this Council:
     
    (1) of the respective numbers of (a) primary schools admitting NCS students and (b) NCS primary school students, together with a breakdown by school type (i.e. (i) public sector primary school, (ii) ‍Direct Subsidy Scheme primary school, and (iii) private primary school), in each of the past five years;
     
    (2) of the measures currently put in place by the Government to support the pre-primary education of NCS students, so as to assist them in learning Chinese and enhancing their language proficiency, thereby enabling them to articulate more smoothly to the primary school curriculum;
     
    (3) of the measures currently put in place by the Government to encourage primary schools to admit NCS students (e.g. reserving some school places for NCS students), so as to enable their early integration into the community; and
     
    (4) whether the Government has reviewed the effectiveness of the existing measures to support NCS students; if so, of the details; if not, the reasons for that, and whether it will conduct such a review in the future?

         The Government is committed to encouraging and supporting the integration of non-Chinese speaking (NCS) students into the community, including facilitating their early adaptation to the local education system and mastery of the Chinese language. The Education Bureau (EDB) has been providing NCS students with all-encompassing learning support from pre-primary to secondary levels through diverse strategies to help them master the Chinese language and integrate into the community. 
     
         Our reply to the question raised by the Hon Mrs Regina Ip is as follows:
     
    (1) and (3) All eligible children (including NCS students) enjoy equal opportunities in admission to public sector schools. To encourage parents of NCS students to arrange for their children to study in schools which provide an immersive Chinese language environment, the EDB abolished the so-called “designated schools” support system back in the 2013/14 school year. With the implementation of various enhanced support measures, the number of schools admitting NCS students has gradually increased and the school choices for parents of NCS students have also been widened. At present, most of the publicly-funded schools in Hong Kong have admitted NCS students, which account for about 70 per cent of the kindergartens (KGs) joining the Kindergarten Education Scheme (Scheme-KGs) and over 70 per cent of the primary and secondary schools. The number of public sector, Direct Subsidy Scheme (DSS) and private sector primary schools admitting NCS students and the respective number of NCS students from the 2019/20 to 2023/24 school years are tabulated below:

    (2) The EDB encourages parents of NCS students to arrange for their children to study in local KGs for early adaptation to the local education system as well as early exposure to and learning of Chinese. Starting from the 2019/20 school year, the EDB has further enhanced the relevant measures for NCS students by providing a five-tier grant for Scheme-KGs according to the number of NCS students admitted. A KG admitting one NCS student can also receive the grant, and the grant rate for the highest tier is a double of the previous level. All the KGs receiving the additional grant have each assigned a teacher to co-ordinate the support measures for NCS students. The KGs concerned mainly deploy the resources for appointing additional teaching staff, procuring professional services, e.g. translation or interpretation services, organising cultural integration activities, etc. to enhance the support for NCS students in diversified modes.
     
    (4) The Government encourages and supports the learning of Chinese of NCS students (including ethnic minorities students) and the creation of an inclusive learning environment in schools through diverse strategies, including providing additional funding to schools, optimising the curriculum, enriching the teaching resources, enhancing teacher training and professional support and facilitating home-school co-operation.
     
         Regarding the provision of the additional funding, all public sector and DSS schools offering the local curriculum and admitting NCS students can be provided with an additional subsidy according to the number of NCS students admitted. The amount of the additional funding currently ranges from about $0.16 million to about $1.6 million per year for each school. Schools usually use the additional funding to employ additional teaching staff members to teach in diversified and intensive modes, including pull-out learning, split-class/small-group learning, after-school support, increasing the number of Chinese Language lessons, learning Chinese across the curriculum, deploying additional teachers for co-teaching and arranging teaching assistants to provide in-class support.
     
         In respect to curriculum and teaching, the EDB has continually been providing teachers with guidance and support in curriculum planning, learning and teaching and assessment. The Chinese Language Curriculum Second Language Learning Framework, which was complemented by learning and teaching materials, has been implemented in primary and secondary schools since the 2014/15 school year to help NCS students learn Chinese. The EDB has been developing learning and teaching resources for NCS students. These resources have been uploaded to the EDB webpage and dispatched to schools. The Online Chinese Language Self-learning Resources launched in the 2023/24 school year provides diversified learning resources which help NCS students extend their learning; after-school Chinese language courses for lower primary NCS students are offered on a trial basis using adapted learning materials for the Youth Chinese Test; and the Summer Bridging Programme has been extended to cover NCS students to be promoted to Primary Five and Primary Six. In addition, apart from studying Chinese Language for the Hong Kong Diploma of Secondary Education (HKDSE) Examination, NCS students meeting specified circumstances (Note 1) may, taking into account their needs and aspirations, obtain other recognised alternative Chinese Language qualifications through additional channels, including taking Applied Learning Chinese (for NCS students) pegged at the Qualifications Framework Level 1 to Level 3 and other internationally recognised alternative Chinese language examinations supported with Government subsidies (Note 2), for multiple articulation pathways for further studies and future careers.
     
         Regarding teacher training, all Chinese Language teachers teaching NCS students are provided with training opportunities. The EDB continues to organise teacher professional development programmes, provide diversified school-based support services and establish professional learning communities to help teachers enhance their teaching effectiveness.
     
         For parent education, starting from the 2020/21 school year, the EDB has commissioned non-governmental organisations and a post-secondary institution to provide diversified parent education programmes for parents of NCS students, with a view to helping them support their children’s learning, encourage their children to master the Chinese language and have a more comprehensive understanding of the multiple pathways available for their children. The number of schools receiving Life Planning Education support services for NCS students has also increased in recent years.
     
         Generally speaking, the aforementioned arrangements can help NCS students learn Chinese effectively and integrate into the community. The EDB has been monitoring schools through different means to ensure the prudent and proper use of the additional funding, including requiring schools to submit plans and reports on the use of the additional funding and providing schools with professional advice and support through supervisory visits and day-to-day communication to ensure public funds are put to good use. 
     
         In recent years, the number of schools admitting NCS students has increased from about 590 in the 2013/14 school year to about 710 in the 2024/25 school year, accounting for over 70 per cent of the primary and secondary schools in the territory. All schools admitting NCS students are provided with the additional funding and have used the funding effectively to implement various school-based measures for providing appropriate support for NCS students. In addition, more than 30 per cent of the NCS school candidates entering for the HKDSE Examination met the general entrance requirements of University Grants Committee-funded undergraduate programmes, which is comparable to the territory-wide rate of about 40 per cent for day school candidates. This demonstrates that the Government’s policy intent of encouraging and supporting the integration of NCS students into the community, including facilitating their early adaptation to the local education system, is being attained progressively. The EDB will continue to collect and take into account of stakeholders’ views in reviewing the implementation of various support measures and enhance the measures as necessary with educational professionalism and having regard to the needs of students.
     
    Note 1: Specifically, these NCS students are those who have learnt Chinese Language for either –
    (a) less than six years while receiving primary and secondary education; or
    (b) six years or more in schools, but have been taught an adapted and simpler Chinese Language curriculum not normally applicable to the majority of students in local schools.
     
    Note 2: These examinations include the General Certificate of Secondary Education (GCSE), the International General Certificate of Secondary Education (IGCSE) and the General Certificate of Education (GCE) Advanced Subsidiary (AS)-Level and Advanced (A)-Level.

  • MIL-OSI Global: Gandang Ahung of the Dayak people: More than a gong ensemble, a way of life at risk

    It was first started one morning in 2015. I travelled 109 kilometres from Palangka Raya to a village in the Katingan River basin, Central Kalimantan. When I entered the village, I could feel the sound of the Gandang Ahung, the sacred gong ensemble used in the Tiwah death ceremony, vibrating in my chest. Its frequency filled the entire space, uniting humans, spirits, and nature in a single breath. Some people closed their eyes; even the forest outside seemed to hum along.

    Amidst the chanting, the ritual began: participants danced around the field where the Tiwah ceremony was held. Their distinctive hand and foot movements followed the rhythm. Baram, a traditional liquor from Katingan, was then shared among the dancers.

    The sound of Gandang Ahung lingered in the air, summoning spirits from the river’s rise and fall to partake in the sacred offering of blood. It opened the path to the upper realm —Lewu Rami je dia Kasene Beti Lewu Tatau Habaras Bulau Rundung Janah dia Bakalesu Uhat — the radiant village beyond time, where souls find rest in Hindu-Kaharingan cosmology.

    Gandang Ahung is not only a form of cultural heritage, but an inseparable part of how the Katingan Awa Dayak community understands life, death, and their relationship with nature.

    However, this sacred ritual is now threatened due to the rampant deforestation in Kalimantan. Cultural shifts brought by modernisation are also slowly eroding not only the physical environment, but also the soundscape, cosmology, and rituals like Tiwah. If these sounds disappear, so too might the worldview passed down through generations..

    Tiwah ceremony: The echo of living tradition

    In the Katingan Awa Dayak tradition, Tiwah is regarded as the second-level death ceremony, conducted long after the initial or first-level funeral. The first stage involves the immediate handling of the body, burial, and essential rites to initiate the soul’s journey—considered a temporary phase, as the soul remains in transition.

    The second-level Tiwah, serves as the final ritual to guide the soul to the afterlife, reunite it with ancestors, and restore harmony between humans, spirits, and nature. It includes the exhumation and ceremonial cleansing of the bones, reburial in a family bone house (pambak), and is marked by extensive communal offerings, music, and dance.

    There are no “spectators” in the ceremony: all villagers are participants. Children help, the pisur (religious leaders) lead, and the entire community listens not just with their ears but with their full presence. For months, families, neighbors, and religious leaders work together to prepare this procession.

    In Tiwah, sound is not merely entertainment. It becomes a language to speak to spirits, to remember the departed, and to reconnect the fragile web of life.

    Gandang Ahung, with its echoes and vibrations, plays a central role in the ceremony: It opens the way for the liau (spirits) to reach Lewu Tatau.

    Gandang Ahung can be carried anywhere, depending on the needs of the ritual. Interestingly, the instrument never sounds the same from one location to another, corresponding to the space where it is played. This shows how its sound is inseparable from surrounding land, rivers, and trees.

    Unlike how music comes through notation, tempo, and technique in the West, sound flows from relationships in the Katingan Awa community. The player, the community, and the spirits shape the sound. The player does not simply follow the beat – he adjusts his strokes to the dancer’s body movements.

    The tone is not dictated by a written score but arises from feeling — what is “right” in the moment. Here, in the ritual space, sound becomes a mode of communication, not merely a performance.

    Some pisur I spoke with explained that the rhythm of Gandang Ahung is not measured in beats, but guided by breath and intuition. The beats are slow for the Tiwah ceremony to accompany the Manganjan dance, a dance specifically for the Tiwah ceremony.

    Fading with forest loss

    Deforestation, river pollution, and the displacement of Indigenous communities threaten not only the physical environment and its biodiversity — they also erase the acoustic landscapes embedded in local rituals and cosmology.

    When forests are lost, sounds like Gandang Ahung and their profound meanings also slowly fade. The Gandang Ahung is not merely played — it is brought to life in rituals deeply rooted in nature: from the wood used to craft the drums, to the ceremonial space in the village heart, to the spirits believed to inhabit trees, rivers, and lakes.

    As forests are cleared for palm oil plantations, the space for these sacred sounds disappears — along with the communities’ ways of understanding life, death, and their bond with nature.

    Nurturing sound, nurturing life

    Hindu-Kaharingan itself, though recognised by the government, is often dismissed as mere ‘folklore’ or an ‘outdated tradition.’ Practices like Tiwah rarely appear in mainstream media – let alone gain recognition in national academic discourse.

    If Indonesia is truly committed to education and cultural preservation, we must start viewing traditions like Gandang Ahung not simply as artefacts, but as living philosophies and practices.

    Like classical music theory, these traditions are built on their own systems, ethics, and methodologies. They need to be taught, respected, and lived — not just documented and then forgotten.

    Concrete steps include protecting customary forests as soundscapes, integrating local music traditions into school curricula, and involving communities in the documentation of rituals.

    The Schools of Living Traditions (SLT) program in the Philippines, run by the National Commission for Culture and the Arts (NCCA), offer a powerful example. The program has successfully preserved traditional arts and music through non-formal education that involves local cultural experts as teachers. It is recognized by UNESCO as a best practice in safeguarding intangible cultural heritage.

    Such measures are vital to ensure that sounds like Gandang Ahung transcend nostalgia and continue to thrive — not just in ceremonies, but in the everyday lives of the Katingan Awa community and Indonesians more broadly.
