    Childcare centres will lose their eligibility for fee subsidies if they don’t meet safety standards, according to a new bill introduced to parliament on Wednesday.

    As Education Minister Jason Clare told parliament:

    it will give us the power to cut off funding to childcare centres that aren’t up to scratch.

    The bill follows recent allegations a Victorian childcare worker abused children in his care. There have also been allegations of abuse in centres in New South Wales and Queensland. Labor has warned lower house MPs it can expect late nights next week, to try to get this bill and the governments’ plan to cut HELP debts through parliament.

    What’s in the bill? What does it mean for families? And what’s missing?

    What’s in the bill?

    Clare told parliament the federal government’s childcare subsidy currently covers about 70% of the average cost of running a centre.

    This legislation gives the federal education department the power to suspend or cancel that funding if a centre “is not meeting the quality, safety and other compliance requirements,” according to the national system of early childhood regulation.

    The department could also stop a childcare operator from opening a new service if there are problems with existing services.

    It applies to all types of early childhood services from daycare centres to family daycare, and also before and after school care.

    The federal education department will also have new powers to do spot checks in services (this is on top of state authorities who can already do checks).

    There are strong, new measures

    It is positive to see strengthened measures to take a providers’ track record into account before saying “yes you can open another service”. This is a slightly more proactive measure, in addition to punishments for services that do not comply.

    We are also seeing more transparency. The bill will provide new powers to publicise when a provider is refused approval for a new service.

    It can also publish other compliance action taken against providers, such as when conditions are applied – and the details of those conditions. Or if a fine has been imposed.

    This means families and the broader public – including any shareholders – will also be more aware of what is going on in childcare services.

    Is this enough?

    While the Coalition and the Greens are broadly supportive of the bill, they also want to see further changes.

    Clare told parliament the bill is not the only measure the federal government was making around childcare standards.

    State and federal education ministers are due to meet next month to discuss child safety. This includes a national register to track early childhood workers from centre to centre, mandatory “child safety training”, CCTV for centres and other recommendations from the recent Wheeler review on the NSW early childhood sector.

    Attorneys general will also meet next month to discuss how to improve working with children checks.

    What about the impact on families?

    We also need to think about the practical consequences of the bill. If the childcare subsidy was removed from any service – whether they are private or not-for-profit – they would quickly become unviable.

    Without the subsidy (which reduces out-of-pocket costs for parents), many families would not be able to afford childcare.

    If a service is going to have access to the subsidy taken away, how much notice should families get? These details need thoughtful consideration.

    If the federal education department is going to have a team of people doing checks on services, we also need to ask, how will this work? How quickly will they be able to do these checks? One of the issues with the current system is there are long delays between assessments. This suggests it will need careful planning and it will also cost some money.

    The bigger picture

    Beyond these questions, there is the bigger picture of childcare quality in Australia. The system is complex but people who educate and care for children are at the heart of it.

    My recent research has revealed educators are only spending 30% of their time on undistracted and uninterrupted time with children. This is due to the heavy and sometimes competing demands of their work, including administrative and cleaning duties. Educators say this diminishes their capacity to provide quality education and care.

    Heavy and distracting workloads, along with widespread reports of understaffing and breaches to minimum staff-to-child ratios, makes it difficult for educators to keep children safe.

    So meaningful reform must consider educators’ experiences, and include strategies to increase support for educators to do their jobs well.

  • MIL-OSI Africa: New Study Reveals Widespread Drug Resistance Across 14 African Countries

    Results from a newly published study highlight the growing spread of drug resistance across 14 African countries, underscoring the urgent need to strengthen laboratory testing, data systems, and health planning to tackle hard-to-treat infections.

    The study, known as the Mapping Antimicrobial Resistance and Antimicrobial Use Partnership (MAAP), is the largest of its kind ever conducted in Africa. It was led by a coalition including the Africa Centres for Disease Control and Prevention (Africa CDC), the African Society for Laboratory Medicine (ASLM), One Health Trust, and other regional partners.

    Researchers reviewed more than 187,000 test results from 205 laboratories, collected between 2016 and 2019 across Burkina Faso, Eswatini, Ethiopia, Ghana, Kenya, Malawi, Mali, Nigeria, Senegal, Sierra Leone, Tanzania, Uganda, Zambia, and Zimbabwe.

    Drug resistance occurs when bacteria change in ways that make antibiotics—medicines used to treat infections—less effective. This means that common infections become harder to treat, more expensive to manage, and more likely to spread.

    The study examined bacteria that commonly cause serious illness, such as E. coli, Staphylococcus aureus, and Klebsiella pneumoniae. One of the most concerning findings was that resistance to a powerful group of antibiotics, known as third-generation cephalosporins, was especially high in Ghana and Malawi.

    In six countries, more than half of the Staphylococcus aureus samples were resistant to methicillin—an antibiotic commonly used in hospitals. In Nigeria and Ghana, resistance levels exceeded 70%.

    The research also showed that some groups are more likely to have drug-resistant infections. People over the age of 65 were 28 per cent more likely to have resistant infections than younger adults.

    Patients already admitted to hospitals had a 24 per cent higher risk, likely due to increased exposure to antibiotics. Previous use of antibiotics was also linked to higher resistance.

    However, the study also revealed serious gaps. Fewer than 2 per cent of health facilities were equipped to test for bacterial infections, and only 12 per cent of drug resistance records were linked to patient information. Without this kind of data, it is more difficult for health officials to understand how and why resistance is spreading.

    The quality of data varied between countries. Senegal had the strongest systems, while Sierra Leone struggled with data collection. Many laboratories still use handwritten records, and most lack reliable digital systems.

    Supported by the UK’s Fleming Fund and the US Centers for Disease Control and Prevention (CDC), the study calls on governments to make drug resistance a national priority by investing in better laboratories, routine testing, and stronger digital systems. Without action, the threat of drug resistance could reverse decades of health and development gains.

    “For African countries, AMR remains a wicked and complex problem, leaving countries with a million-dollar question: ‘Where do we start from?’ This study brings to light groundbreaking AMR data for African countries. We must act now—and together—to address AMR,” said Dr Yewande Alimi, the One Health Unit Lead at Africa CDC.

  • MIL-OSI Africa: Malaria Surge in Southern Africa

    Malaria is on the rise in southern Africa, with several countries – including Botswana, eSwatini, Namibia and Zimbabwe – reporting new outbreaks, underscoring the ongoing challenges in eradicating the disease in Africa.

    Data from the Surveillance and Disease Intelligence Division of the Africa Centres for Disease Control and Prevention (Africa CDC) reveals a dramatic spike in Zimbabwe, where suspected cases have increased in 2025. As of epidemiological week 23, of 2025, Zimbabwe has reported 111,998 cases and 310 deaths (case fatality rate [CFR]: 0.27%) as compared to 29,031 cases with 49 deaths (CFR: 0.17%) in the same period in 2024.

    “This surge is no coincidence,” says Dr Memory Mapfumo, an epidemiologist at the Africa CDC. “Prolonged rains have fuelled mosquito breeding, while activities like gold panning, fishing and artisanal mining are exposing more individuals to risk, especially during peak mosquito activity hours.” A contributing factor is the interconnectedness of the countries, which drives transmission.

    Across Zimbabwe, 115 out of 1,705 health facilities have been affected, highlighting the widespread impact of the disease on healthcare infrastructure. Since the start of 2025, Mashonaland Central Province has accounted for 32% of all malaria cases, while Manicaland reported 25% of the malaria-related deaths.

    The situation is worsened by the low use of insecticide-treated bed nets (ITNs), leaving communities exposed and placing further strain on already stretched health systems. This reflects a broader challenge across southern Africa, where shifting climate patterns and expanding high-risk livelihoods are driving a growing malaria threat, necessitating quicker, more targeted and sustained responses.

    However, malaria is endemic across sub-Saharan Africa, particularly in regions with high temperatures and rainfall, which create ideal breeding grounds for Anopheles mosquitoes, the vector that transmits the malaria parasite. The central part of the continent – both north and south of the equator – experiences the highest malaria incidence. Other factors include the tropical climate, as well as displacement and limited access to preventive measures.

    Southern Africa, although comparatively less affected, remains vulnerable to the disease due to climatic conditions that favour mosquito breeding, cross-border population movements and localised outbreaks in high-risk areas. The region’s malaria burden fluctuates with rainfall patterns, human activities such as mining and agriculture, and gaps in healthcare access, making sustained intervention crucial for reducing transmission.

    “As climate change accelerates, we are witnessing shifts in temperature and rainfall that are expanding the range of malaria-carrying mosquitoes, introducing vectors into previously unaffected regions,” said Dr Merawi Aragaw, head of Africa CDC’s Surveillance and Disease Intelligence.

    He emphasised that this is not only a regional issue but a global challenge that calls for coordinated international efforts. “Sustained vector control measures – including environmental management, strengthening surveillance, drug and diagnostic resistance monitoring, and fostering cross-border collaboration – will be critical in mitigating the growing threat of vector-borne diseases, especially malaria,” said Dr Merawi.

    The regional surge underscores a broader global trend, with malaria cases worldwide climbing to 263 million in 2023, up from 252 million the previous year, and Africa accounting for 95% of all malaria-related deaths. Despite these alarming figures, there have been significant successes: Cabo Verde was certified malaria-free in 2023, and Egypt is poised to achieve the same in 2024.

    Yet for many countries in southern Africa, the road to elimination remains steep, with outbreaks threatening to reverse years of progress.

    Take Botswana, which since epidemiological weeks 1–23 of 2025 has recorded 2,223 cases and 11 deaths, compared to 218 cases and no deaths in the same period in 2024. Okavango has been hit hardest, accounting for 69% of the cases. Since the outbreak began in November 2024, a total of 2,344 cases have been reported, with sporadic outbreaks appearing in non-endemic districts.

    Flooding caused by heavy rains has contributed significantly to the outbreak by creating favourable conditions for mosquito breeding. Furthermore, many local residents remain unaware of the risks, contributing to delayed responses when symptoms first appear. To counter this, Botswana’s Ministry of Health has intensified case management and surveillance, launched community engagement campaigns, and distributed ITNs. However, efforts have been hindered by inadequate funding and community resistance to the interventions.

    Although the Kingdom of eSwatini is in the malaria elimination phase, eSwatini, too, is grappling with an upsurge in malaria cases. The Ministry of Health recently issued a press notice to draw attention to the issue. From July 2024 to March 2025, the kingdom has recorded 187 malaria cases. Children under 15 years account for 15% of the reported cases, which has led to increased school absenteeism.

    Twenty per cent of cases have been among farmers, especially those involved in illegal farming activities in the mountains. These farmers often work at night, guarding their crops without any protective measures, leaving them exposed to mosquito bites. The majority of cases are concentrated in the Hhohho and Lubombo regions, prompting the Ministry of Health to increase its response efforts, including indoor residual spraying (IRS) and the distribution of ITNs.

    Despite these interventions, eSwatini’s malaria elimination programme faces significant hurdles. There are challenges in achieving complete coverage of IRS and ITN distribution, and many individuals still fail to adopt protective behaviours. Nonetheless, the government remains committed to eliminating malaria and addressing the underlying causes, such as illegal farming and inadequate community awareness.

    Namibia is another country witnessing a significant rise in malaria cases, with over 89,959 cases and 146 deaths reported since November 2024 from 37 of 121 districts. Of these cases, 18% (15,954 cases) are imported from neighbouring countries experiencing malaria outbreaks, and 82% are local.

    The hardest-hit districts in Namibia include Katima Mulilo, Nkurenkuru, Andara, Outapi and Rundu. Malaria continues to have a severe impact on children above five years and pregnant women, who represent 11% and 3% of the reported cases, respectively. Most cases reported were among males (58%).

    Of major significance is the interconnectedness of southern Africa, which complicates malaria control efforts, especially in border regions.

    In Botswana, districts bordering Namibia and Zimbabwe are particularly vulnerable to cross-border transmission, with malaria spreading easily between neighbouring countries with ongoing outbreaks. This highlights the importance of regional cooperation and cross-border surveillance in combating the disease. Efforts to enhance case management, improve surveillance and increase the use of ITNs are critical in curbing transmission in these high-risk areas.

    According to Africa CDC, the increase in malaria cases in the region highlights the pressing need for continued vigilance and investment in malaria control. Governments need to enhance their efforts to improve the use of ITNs, strengthen community engagement, and address the environmental and social factors driving the outbreaks, such as illegal farming and exposure to mosquito breeding grounds.

    Equally important is the need for a concerted effort to address delays in reporting, ensuring the timely and accurate collection of data to inform public health interventions. Yet, while the fight against malaria remains an uphill battle, the successes in Cabo Verde and Egypt offer hope that with the right strategies, the elimination of malaria in southern Africa is possible.

    Since 2020, five major sports facilities have appeared in the southwest of the capital at the expense of the city budget – an ice palace, a physical education and health and sports complex, as well as a football field. In his opinion, the emergence of artificial intelligence has also played a role: new technologies, generated fakes, are already being tested on us.

    “And therefore, the exchange and cooperation of media within the SCO is a serious and very effective tool for countering such trends.   • India extends medical support to burn victims in Bangladesh air crash

    India has dispatched a team of burn-specialist doctors and nurses to Dhaka to treat those injured in the military jet crash in Bangladesh, the Ministry of External Affairs (MEA) said on Tuesday.

    The medical team will assess the condition of the injured and provide critical care to burn victims. Based on their evaluation, recommendations will be made for further treatment, including the possibility of transferring patients to India for specialised care, according to the MEA.

    The foreign ministry added that additional medical experts may also be deployed depending on the team’s preliminary assessment and treatment requirements.

  • Students protest in Bangladesh after air force jet crash kills 31, mostly children

    Police used tear gas to disperse angry students in Bangladesh on Tuesday who demanded answers from the interim government after an air force fighter jet crashed into a Dhaka school and killed 31 people, at least 25 of them children.

    The children, many aged under 12, were about to return home from class on Monday when the Chinese-manufactured F-7 BGI Bangladesh Air Force jet ploughed into their school and burst into flames, trapping pupils in the fire and debris.

    The military said it had suffered mechanical failure.

    Students from the school and others from nearby colleges protested as two government officials visited the crash site, demanding an accurate death toll and shouting, “Why did our brothers die? We demand answers!”

    Elsewhere in the capital, hundreds of protesting students, some of them waving sticks, broke through the main gate of the federal government secretariat, demanding the resignation of the education adviser, according to local TV footage.

    Police baton charged them, fired tear gas and used sound grenades to disperse the crowd, leaving dozens injured, witnesses said. Dhaka Metropolitan Police Deputy Commissioner Talebur Rahman said they had to use tear gas to disperse the protesters. He said he did not have information on the number of injured.

    Rescue workers continued to scour the charred buildings for debris on Tuesday as distressed residents of the area looked on. Some parents were inconsolable.

    Abul Hossain broke down as he spoke about his nine-year-old daughter, Nusrat Jahan Anika, killed in the crash. “I took her to school yesterday morning like every day. I had no idea it would be the last time I would be seeing her,” he said.

    She was buried on Monday night.

    Rubina Akter said her son Raiyan Toufiq had a miraculous escape after his shirt caught fire when he was on a staircase.

    “He sprinted to the ground floor and jumped on the grass to douse it,” she said. “He tore his shirt and vest inside, which saved him from severe burns.”

    The jet had taken off from a nearby air base on a routine training mission, the military said. After experiencing mechanical failure the pilot tried to divert the aircraft away from populated areas, but it crashed into the campus. The pilot was among those killed.

    On Tuesday, the military said in a statement that 31 people had died and 165 had been admitted to hospitals in the city. The health ministry said 68 remained in hospital and the condition of 10 of them was critical.

    STUDENT DEMANDS

    The government announced a day of mourning, with flags at half-mast and special prayers at all places of worship.

    Pope Leo said he was deeply saddened to learn of the loss of life in the crash and prayed that families and friends may be consoled in their grief, and for the healing and comfort of the injured, according to a Vatican statement.

    The protesting students called for those killed and injured to be named, the decommissioning of what they said were old and risky jets, and a change in air force training procedures.

    A statement from the press office of Muhammad Yunus, the country’s interim administrator, said that the government, the military, school and hospital authorities were working together to publish a list of victims.

    It also said the air force will be told not to operate training aircraft in populated areas.

    The F-7  BGI is the final and most advanced variant in China’s Chengdu J-7/F-7 aircraft family, according to Jane’s Information Group. Bangladesh signed a contract for 16 aircraft in 2011 and deliveries were completed by 2013.

    The Chengdu F-7 is the licence-built version of the Soviet era MiG-21.

    The incident comes as neighbour India is still grappling with the world’s worst aviation disaster in a decade after an Air India plane crashed into a medical college hostel in Ahmedabad last month, killing 241 of the 242 people on board and 19 on the ground.

    Bangladesh has faced months of political uncertainty after then Prime Minister Sheikh Hasina was forced to flee the country last August following weeks of deadly student protests.

    The interim government of Nobel laureate Yunus has promised to hold elections next year amid mounting demands from political parties to advance them.

    More than 330 residents of four old five-story buildings on Plyushcheva and Masterovaya streets have completed paperwork for new apartments under the renovation program. This was reported by Ekaterina Solovieva, Minister of the Moscow Government, Head of the Department of City Property.

    “In the second half of May, about 900 Muscovites from houses 8 and 10, buildings 1 and 2 on Plyushcheva Street, and house 5 on Masterovaya Street began a phased relocation to a new residential complex at 6a Perovskaya Street. Now, 90 percent of city residents who have begun relocation have already decided on their choice of housing in the modern residential complex — over 800 people. More than 330 of them have signed contracts with the City Property Department to receive equivalent housing. Apartments are provided to program participants with finished finishing, which will allow new residents to move in immediately without wasting time on repairs,” said Ekaterina Solovyova.

    The new building is located a five-minute walk from the five-story buildings being resettled — after moving in, residents will be able to use the familiar infrastructure. Over time, shops, service enterprises, or city organizations will appear on the ground floors.

    “The residential complex on Perovskaya Street will have 442 apartments with finished, improved finishes. Three of them have been equipped for people with limited mobility and disabilities – they have made wide corridors and doorways, and handrails have been installed in the bathrooms. A children’s playground and a sports ground with a safe rubber surface, as well as a recreation area, have been set up near the building. CCTV cameras and lights have been installed in the courtyard. After moving, city residents will be able to maintain their usual way of life, since the five-story buildings being resettled are a five-minute walk from the new building,” added the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy.

    Earlier, the Mayor of Moscow spoke about resettlement under the renovation program inKhoroshevo-Mnevniki.

    Renovation program approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Sergei Sobyanin ordered to increase the pace of implementation of the renovation program intwice.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

    As of June 30, 2025, the systems order book stood at €22.5m, down 25% from the high base in the first half of 2024. It includes nine systems, of which six are production machines. This change is mainly due to the denial of two export licenses, representing €4m in unbooked orders, and longer license approval timelines, which delayed the booking of already-identified orders.

    Outlook

    Dear Rt Hon Winston Peters,

    There was a time when New Zealanders stood up for what was morally right. There are memorials around our country for those who died fighting fascism, we wrote parts of the UN Charter of Human Rights, we took an anti-nuclear stance in 1984, and three years prior to that, many of us stood against apartheid in South Africa by boycotting South African products and actively protesting against the 1981 Springbok Rugby Tour.

    To call out the Israeli government for genocide and ethnic cleansing in Gaza is not to be antisemitic. Nor is it to be pro- Hamas. It is to simply to be pro-human.

    While acknowledging the peace and humanitarian initiatives on the Foreign Affairs website, I note there is no calling out of the genocide and ethnic cleansing that cannot be denied is happening in Gaza.

    The Israeli government is systematically demolishing whole towns and cities — including churches, mosques, even removing trees and vegetation — to deprive the Palestinian people the opportunity to return to their homeland; and there have been constant blocks to humanitarian aid as part of a policy forced starvation.

    There is no doubt crimes against international law have been committed, which is why the International Criminal Court (ICC) in The Hague has issued warrants for the arrest of Israeli Prime Minister Benjamin Netanyahu and Yoav Gallant, his former defence minister, for alleged crimes against humanity.

    So, my question to you is: why are you not pictured standing in this photograph (below) alongside the representatives from 33 nations at the July 16 2025 Gaza emergency conference in Bogotá?

    The nations that took part in the Gaza emergency summit in were:

    Norway, Portugal, Slovenia, Spain, Turkey, Colombia, South Africa, Bolivia, Cuba, Honduras, Malaysia, Namibia, Algeria, Bangladesh, Botswana, Brazil, Chile, China, Djibouti, Indonesia, Iraq, Ireland, Lebanon, Libya, Mexico, Nicaragua, Oman, Pakistan, Palestine, Qatar, Saint Vincent and the Grenadines, Uruguay and Venezuela.

    Is your policy simply to fall in behind the USA denying there is genocide and ethnic cleansing happening in Gaza?

    If not, are you prepared to endorse the six coordinated diplomatic, legal and economic measures already signed up to by 12 of the participating countries in the Bogetà summit, to restrain Israel’s assault on the Occupied Palestinian Territories and defend international law at large?

    Remaining countries, which could still include New Zealand, have a deadline of September 20, to coincide with the 80th UN General Assembly, for additional states to join them.

    The 6 agreed measures are:
    Prevent the provision or transfer of arms, munitions, military fuel, related military equipment, and dual-use items to Israel.

    Prevent the transit, docking, and servicing of vessels at any port
    in all cases where there is a clear risk of the vessel being used to carry arms, munitions, military fuel, related military equipment, and dual-use items to Israel

    Prevent the carriage of arms, munitions, military fuel, related military equipment, and dual-use items to Israel on vessels bearing our flag . . .  and ensure full accountability, including de-flagging, for non-compliance with this prohibition.

    Commence an urgent review of all public contracts, to prevent public institutions and funds from supporting Israel’s illegal occupation of the Palestinian Territory and entrenching its unlawful presence.

    Comply with obligations to ensure accountability for the most serious crimes under international law, through robust, impartial and independent investigations and prosecutions at national or international levels, to ensure justice for all victims and the prevention of future crimes.

    Support universal jurisdiction mandates, as and where applicable in national legal frameworks and judiciaries, to ensure justice for victims of international crimes committed in the Occupied Palestinian Territory.

    In addition, are you prepared to specifically support the enforcement of the International Criminal Court arrest warrants issued last year for Israeli Prime Minister Benjamin Netanyahu and Yoav Gallant, his former defence minister, for alleged crimes against humanity and war crimes in Gaza including murder and forced starvation, in a war that has left more than 211,000 Palestinians, including many children, dead, maimed, or missing since October 2023, according to the Gaza Health Ministry? (That’s a figure that is approximately the entire population of Hamiton and Rotorua).

    What then is the NZ government’s policy? Are we going to support International Law and call out the Israeli government’s acts of genocide in Gaza, or not?

    Question:
     
         In recent years, environmental, social and governance (ESG) has become a core strategy for global development, and Hong Kong has also been actively promoting Hong Kong’s Climate Action Plan 2050 (Plan) and the development of green and sustainable finance. It has been reported that according to a study, only 27 per cent of the secondary schools in Hong Kong have included references to matters relating to sustainable development, climate and biodiversity in their school development plans, reflecting that there are still inadequacies in the nurturing of ESG talents and civic awareness in Hong Kong. According to the Report on 2023 Manpower Projection, the Labour and Welfare Bureau has also envisaged that ESG will be deemed essential knowledge in the future employment market. In this connection, will the Government inform this Council:
     
    (1) as it is stated in the Plan that the authorities will broaden school teachers’ knowledge about climate change, and that schools may strengthen the relevant learning materials in different subjects, but the findings of the aforesaid study have revealed that such efforts seem to have failed to achieve the intended results, whether the authorities have assessed the effectiveness of schools’ education on climate change and biodiversity, etc;
     
    (2) whether the authorities have considered further strengthening education on ESG (e.g. climate actions and social responsibilities) in secondary schools, and formulating interdisciplinary teaching guidelines; if so, of the details; if not, the reasons for that;
     
    (3) as the Plan has mentioned the need to incorporate learning materials relating to climate change, low-carbon technologies and green finance, etc, into the curricula in tertiary institutions, whether the authorities have assessed if the relevant curricula in the institutions can satisfy the need to train ESG talents; how to ensure that students are equipped with ESG literacy to meet the needs of the future job market, thereby facilitating the development of Hong Kong into a regional green finance centre; and
     
    (4) regarding the workforce in the local employment market at present, whether the authorities have plans to promote the popularisation of ESG education, thereby assisting members of the public in enhancing their ESG knowledge to address the needs of the future employment market; if so, of the details; if not, the reasons for that?

         Regarding the question raised by the Hon Chan Siu-hung, the consolidated reply, after consulting the Environment and Ecology Bureau, the Labour and Welfare Bureau, and the Financial Services and the Treasury Bureau, is as follows:
     
    (1) and (2) The Education Bureau (EDB) attaches great importance to promoting education for sustainable development (ESD). It has been encouraging schools to adopt a “multi-pronged and co-ordinated” approach to enhance students’ understanding of sustainable development (SD) and encourage them to practise green living through different subjects, cross-curricular learning and life-wide learning activities. The relevant learning elements, which include climate action, biodiversity conservation, renewable energy, energy saving and waste reduction, making good use of resources and corporate social responsibilities, have been incorporated in the curriculum guides of various subjects, such as Primary Humanities and Primary Science at the primary level, and Geography, Science, Biology, Business, Accounting and Financial Studies, Citizenship and Social Development as well as some Applied Learning courses at the secondary level.
     
         ESD is an important component of values education across different subjects in primary and secondary school education. The Values Education Curriculum Framework (Pilot Version) lists “actively practising green living as well as encouraging and supporting joint efforts from people around” and “possessing a global perspective as well as being concerned about global environmental issues and the challenges in attaining sustainable development” as the expected learning outcomes, encouraging students to take responsibility for environmental conservation and nurturing in them proper values and attitudes, such as respecting, be thankful to and caring about nature.
     
         To support teachers in implementing ESD, the EDB has organised various teacher professional development programmes. Field studies and seminars have been conducted to deepen teachers’ understanding of ESD and related topics as well as enhance their teaching capacity. Since the 2020/21 school year, the EDB has conducted nearly 200 relevant training activities with the number of teacher participation exceeding 12 300. The EDB has also collaborated with Radio Television Hong Kong Radio 3 to produce the “Savvy Earth Savers” segment featured in the English learning programme “In the Common Room”. The segment explores environmental, social and governance (ESG) issues and provides teachers with English learning and teaching resources for promoting ESD.
     
         The EDB has also organised diversified student activities, such as slogan and poster design competitions, drawing and photo-taking competitions and picture book creation competitions, to help students understand the rationale and importance of sustainable development as well as enrich their learning experiences. To further promote ESD, the EDB launched the “Achieving Carbon Neutrality Student Ambassador Training Scheme 2024/25” for the first time in this school year. Through the collaborative efforts with different government departments, green groups and the business sector in organising diversified experiential learning activities, such as bank visit, coral conservation field trips and green building tours, the EDB aims to deepen students’ understanding of green finance and intelligent green buildings and the importance of marine biodiversity. Building on the first year’s experience with the ambassador scheme, the EDB will continue to collaborate with different stakeholders to provide students with more learning opportunities to further increase their understanding of the efforts of the Government and various sectors of society in achieving the target of carbon neutrality in Hong Kong.
     
         Under school-based management, when formulating the School Development Plan (SDP), schools have to set out a clear direction for development and focused priority tasks, which should be in line with the school’s vision and mission, the latest education development, as well as the school context. Schools have been promoting ESD for years with good progress, and have generally taken forward relevant work as the routine ones.          Besides, the relevant bureaux and departments have also been actively implementing various education and publicity programmes to enhance students’ understanding of SD, including:

    (i) The Environment and Ecology Bureau has organised a range of seminars, workshops, field trips and interactive dramas, etc, on various topics through the Sustainable Development School Outreach Programme (Outreach Programme) and the Sustainable Development School Award Programme, so as to promote the concept and practice of SD among secondary students, and at the same time recognise the efforts of schools and students in promoting SD in the community. In the 2024/25 school year, under the theme of Food Waste Reduction and Recycling, the Outreach Programme attracted the participation of 231 schools, encompassing about 82 000 teachers and students. 
         In 2024, the EPD also launched the “We-recycle@School” Activity (the Scheme). Through providing a variety of teaching materials, support and teacher training to primary and secondary schools in Hong Kong, the Scheme assists schools and teachers in integrating waste reduction and recycling knowledge into daily teaching, encourage students to make good use of recycling facilities in schools and the community, and motivate their family members to practise resource separation and recycling together. Since its launch, the Scheme has received an overwhelming response, with the participation of about 350 000 students from around 550 primary and secondary schools. In addition, from January to May 2025, the EPD organised in collaboration with GREEN@COMMUNITY operators over 460 publicity activities on waste reduction and recycling involving or co-hosted by schools, thereby raising environmental awareness among students.
     
    (iii) The Drainage Services Department (DSD) has been supporting schools in promoting environmental protection education through organising guided tours at sewage treatment facilities. For instance, students can learn about the sewage treatment process, energy efficiency design and the measures in combating climate change through visits to the DSD’s facilities such as the Stonecutters Island Sewage Treatment Works and the Sha Tin Sewage Treatment Works.
     
    (3) The EDB has all along supported post-secondary institutions offering post-secondary programmes that meet the social and economic needs of Hong Kong, having regard to different policy bureaux’ and departments’ recommendations on manpower needs. In response to the ever-changing social needs for sustainable development, the University Grants Committee (UGC)-funded universities have offered various funded programmes relevant to “Environment, Society and Governance” in recent years, to nurture students to become talents in sustainable development and green finance. In the 2024/25 academic year, there are about 40 programmes at undergraduate and postgraduate levels. The EDB and the UGC will continue to encourage universities to nurture talents for growth, transformation and future challenges, and meet Hong Kong’s future development’s talent needs. Self-financing institutions also have the flexibility to develop programmes that meet market needs, and adjust the curricula and intake places of relevant programmes, in response to the ever-changing manpower needs of different sectors of society, and provide diversified articulation pathways.
     
    (4) Bureaux and departments take forward sector-specific talent training programmes in response to the latest industry development and manpower situation to enrich the local human resources. 
     
         The Government launched in 2022 the Pilot Green and Sustainable Finance Capacity Building Support Scheme (Pilot Scheme) for application by local eligible market practitioners and related professionals as well as students and graduates of relevant disciplines. There are currently 94 eligible programmes and qualifications, including green and sustainable finance programmes and qualifications related to banking services, asset management, insurance industry, etc. These are provided by the professional and continuing education schools of local universities, professional institutions, international training providers, etc, and the list will continue to be updated. As of May 2025, over 7 200 reimbursement applications were approved, involving a total reimbursement amount of over $40 million. To continuously support local green finance talent training, we will extend the Pilot Scheme to 2028.
     
         Besides, the Green and Sustainable Finance Cross-Agency Steering Group (Steering Group) formed by relevant Government Bureaux, financial regulators and the Hong Kong Exchanges and Clearing Limited launched in October 2022 the Sustainable Finance Internship Initiative to create more relevant local internship opportunities for students. Members of the Steering Group also regularly offer training seminars and forums, at which representatives from financial regulators as well as experts from the academia and industry are invited to share insights to deepen university students and industry’s understanding of sustainable finance. 
     
         The EPD has all along been supporting the continuous development of environmental professions in Hong Kong, so that the standards and credibility of environment-related services and industries can be enhanced through professionalisation. The EPD is exploring collaboration with the Hong Kong Institute of Qualified Environmental Professionals to provide ESG-related training, with a view to addressing the rapid development and growing demand for talents in the ESG field. Besides, relevant courses are offered by course providers under the Continuing Education Fund in response to market development and needs, which are currently mainly provided by higher education institutions, and the Employees Retraining Board also provides relevant courses.

    A decision has been made on the comprehensive development of two non-residential development sites with a total area of 2.24 hectares in the Danilovsky District in the south of the capital. The corresponding resolution was signed Sergei Sobyanin.

    The reorganized areas are located on Pavlovskaya Street (properties 18 and 27/29). They are currently occupied by outdated facilities: offices, warehouses, shops and a car service.

    The urban development potential of the plots is 54.48 thousand square meters of real estate. This will allow the construction of a modern residential quarter for the purposes of the renovation program, an ambulance substation for 15 vehicles, and public and business facilities. Landscaping of the territory and organization of the street and road network are also planned.

    As of July 22, 2025, the Moscow Government has approved and is in the implementation stage of 118 projects for the integrated development of territories with a total area of over 1.4 thousand hectares. Within the framework of these projects, it is planned to build real estate objects with a total area of over 28.7 million square meters and create 340.6 thousand jobs.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. The Moscow mayor ordered to increase the pace of implementation of the renovation program intwice.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

    People in India and neighboring countries eagerly await the monsoon rains, which signal the end of the scorching summer heat and bring much-needed water for crops that sustain crores of people. However, the increasing frequency, intensity, unpredictability and eccentricity of extreme rainfall events are making things increasingly difficult for the people. In 2024 alone, hundreds of people died in India due to heavy rainfall. Across South Asia, hundreds more have already died this year. Experts warn that soaring temperatures and intense rain are also accelerating glacier melt in the Himalayas, triggering catastrophic floods and landslides.

    The recent monsoon rains claimed more than 110 lives across Pakistan and many more are left injured and missing. The heavy rains and unstable weather conditions cause much damage to life and property almost every year in the neighbouring country. The Met Department has further warned of possible flooding, disruptions and damages. However, at the same time, several cities in Pakistan are also experiencing a spell of intense heat.

    Similarly, around 100 people died in April this year after unseasonal heavy rain lashed parts of Nepal and India, although monsoon-related torrential rain usually starts in June in this part of the world. 82 people were reported to have died in rain-related incidents in Bihar alone over just two days in April, 2025. Just a week earlier Bihar catastrophe, deadly floods in Nepal’s Bhote Koshi River killed several people and left dozens missing. It was said to have been triggered by the draining of a supraglacial lake in the Tibet region.

    In India, several regions are currently grappling with heavy rainfall and widespread flooding, resulting in major disruptions and extensive damages. States such as Himachal Pradesh, Uttarakhand, Maharashtra, Gujarat, Telangana, Andhra Pradesh and Haryana have been severely impacted by the monsoon-triggered floods. The relentless downpours cause rivers to overflow, inundate large areas and damage critical infrastructure, especially in hilly states like Himachal Pradesh and Uttarakhand.

    Similarly, cloud burst, lightning and storm-related incidents in Bihar, Uttar Pradesh and some other parts of the country also cause deaths almost every year. The situations become worse as, while some parts of India face flash floods, several other parts of the country confront heatwave-like conditions.

    Here, the question arises as to why India and its neighbouring countries face these kinds of unwarranted and untimely extreme weather conditions, which invariably cause a great deal of damage. Are these extreme weather conditions directly related to climate change?

    The answer is yes, the flooding across South Asia, especially in India, Nepal and Pakistan has sometimes been extensive and severe, affecting millions of people and causing widespread damage and destructions. Intense monsoon rains combined with glacial melt-water trigger floods and landslides in several parts, resulting in displacement, loss of lives and major damage to infrastructure.

    Pakistan is among the world’s most climate-vulnerable countries with its 25.5 crore people increasingly being exposed to extreme weather events. In 2022, devastating monsoon floods submerged one-third of the neighbouring country and claimed the lives of over 1,700 people.

    Experts attribute this inconsistency in weather conditions to changing climate patterns and increased urbanisation, which reduce natural drainage and increase vulnerability to flooding. This is the reason why residents are often found struggling with power outages and property damage, and local authorities are seen working around the clock to manage the crisis and provide relief in affected areas. But most of the time, things appear to be going out of control.

    Floods are not an uncommon occurrence in India and across South Asia during this time of year as the region receives the bulk of its annual rainfall during this season only. However, climate change has made monsoon patterns increasingly unpredictable, bringing intense downpours within short periods, which are followed by extended dry spells that negatively impact crops, making things tougher for the farmers and also for the governments to manage things.

    Adding to the challenge, scientists now warn that a weather phenomenon also known as an atmospheric river, which is some kind of storm only, is exacerbating the situation. Fueled by global warming, these storms carry significantly more moisture, which lead to heavier and more destructive rainfall events across the region.

    These watery storms are also termed as flying rivers. These massive and invisible bands of water vapour are formed over warm oceans when seawater evaporates. They travel from the tropics to cooler regions and release heavy rain or snow that triggers floods and avalanches. Carrying about 90% of the water vapour moving across Earth’s mid-latitudes, these atmospheric rivers, experts say, can have nearly twice the flow of the Amazon River. As the Earth is warming more rapidly because of the climate change, scientists say that atmospheric rivers are becoming longer, wider, more intense and erratic, which significantly increase the flood risk for crores of people in this region and around the world.

    The India Meteorological Department (IMD) reports that in recent years, weather conditions involving heavy rainfall and strong winds have increasingly been triggered by Western Disturbances also, which affect various parts of the country during same or different months. Notably, the frequency of these disturbances has risen, a trend directly linked to rising global temperatures. A new analysis by Climate Trends, a Delhi-based climate research organization indicates that changes in the behaviour of these weather systems are leading to heavy rainfall, flash floods and landslides in hilly states like Jammu & Kashmir, Himachal Pradesh and Uttarakhand.

    Moreover, major Indian cities like Delhi, Mumbai, Bengaluru, Chennai and others are facing an increasing risk of urban flooding due to a combination of changing climate patterns, unplanned urbanisation and inadequate drainage systems. Intense and unseasonal rainfall events, often occurring within short durations, overwhelm city infrastructure, leading to severe waterlogging, traffic disruptions, and damages to property. Rising temperatures and the growing frequency of extreme weather events further compound the problem. Experts warn that without sustainable urban planning and climate-resilient infrastructure, these cities will remain highly vulnerable to frequent and more intense flooding in the years to come.

    In May this year, heavy rains brought Bengaluru to a standstill. Mumbai, Chennai and Delhi have also experienced devastating flash floods in recent years, which highlight the growing impact of extreme weather on India’s urban centres. Without doubt, climate vulnerability in this part of the world including India, is a growing concern, driven by the increasing frequency of hydro-meteorological extreme events occurring throughout the year.

    India receives 80% of its annual rainfall during the June-September monsoon, which is vital for farmers. However, the way weather conditions are becoming increasingly erratic and eccentric with unseasonal heavy rains, flash floods and heat-related droughts being often experienced in this part of world, make life miserable, which calls for urgent actions not only from the concerned governments but also from all stake-holders including people in general.

    Pakistan is among the world’s most climate-vulnerable countries with its 25.5 crore people increasingly being exposed to extreme weather events. In 2022, devastating monsoon floods submerged one-third of the neighbouring country and claimed the lives of over 1,700 people.

    Experts attribute this inconsistency in weather conditions to changing climate patterns and increased urbanisation, which reduce natural drainage and increase vulnerability to flooding. This is the reason why residents are often found struggling with power outages and property damage, and local authorities are seen working around the clock to manage the crisis and provide relief in affected areas. But most of the time, things appear to be going out of control.

    Floods are not an uncommon occurrence in India and across South Asia during this time of year as the region receives the bulk of its annual rainfall during this season only. However, climate change has made monsoon patterns increasingly unpredictable, bringing intense downpours within short periods, which are followed by extended dry spells that negatively impact crops, making things tougher for the farmers and also for the governments to manage things.

    Adding to the challenge, scientists now warn that a weather phenomenon also known as an atmospheric river, which is some kind of storm only, is exacerbating the situation. Fueled by global warming, these storms carry significantly more moisture, which lead to heavier and more destructive rainfall events across the region.

    These watery storms are also termed as flying rivers. These massive and invisible bands of water vapour are formed over warm oceans when seawater evaporates. They travel from the tropics to cooler regions and release heavy rain or snow that triggers floods and avalanches. Carrying about 90% of the water vapour moving across Earth’s mid-latitudes, these atmospheric rivers, experts say, can have nearly twice the flow of the Amazon River. As the Earth is warming more rapidly because of the climate change, scientists say that atmospheric rivers are becoming longer, wider, more intense and erratic, which significantly increase the flood risk for crores of people in this region and around the world.

    The India Meteorological Department (IMD) reports that in recent years, weather conditions involving heavy rainfall and strong winds have increasingly been triggered by Western Disturbances also, which affect various parts of the country during same or different months. Notably, the frequency of these disturbances has risen, a trend directly linked to rising global temperatures. A new analysis by Climate Trends, a Delhi-based climate research organization indicates that changes in the behaviour of these weather systems are leading to heavy rainfall, flash floods and landslides in hilly states like Jammu & Kashmir, Himachal Pradesh and Uttarakhand.

    Moreover, major Indian cities like Delhi, Mumbai, Bengaluru, Chennai and others are facing an increasing risk of urban flooding due to a combination of changing climate patterns, unplanned urbanisation and inadequate drainage systems. Intense and unseasonal rainfall events, often occurring within short durations, overwhelm city infrastructure, leading to severe waterlogging, traffic disruptions, and damages to property. Rising temperatures and the growing frequency of extreme weather events further compound the problem. Experts warn that without sustainable urban planning and climate-resilient infrastructure, these cities will remain highly vulnerable to frequent and more intense flooding in the years to come.

    In May this year, heavy rains brought Bengaluru to a standstill. Mumbai, Chennai and Delhi have also experienced devastating flash floods in recent years, which highlight the growing impact of extreme weather on India’s urban centres. Without doubt, climate vulnerability in this part of the world including India, is a growing concern, driven by the increasing frequency of hydro-meteorological extreme events occurring throughout the year.

    India receives 80% of its annual rainfall during the June-September monsoon, which is vital for farmers. However, the way weather conditions are becoming increasingly erratic and eccentric with unseasonal heavy rains, flash floods and heat-related droughts being often experienced in this part of world, make life miserable, which calls for urgent actions not only from the concerned governments but also from all stake-holders including people in general.

  • Day 3 of Monsoon Session: Centre likely to table Sports Governance Bill as Parliament braces for opposition protests

    The third day of the Monsoon Session of Parliament is set to begin on Wednesday, with both the Lok Sabha and Rajya Sabha bracing for heightened political tensions.

    The Centre is expected to introduce three key legislations in the Lok Sabha: the National Sports Governance Bill, 2025, the National Anti-Doping (Amendment) Bill, 2025. Additionally the Merchant Shipping Bill, 2024 will be taken up for consideration.

    According to the Lok Sabha Secretariat’s agenda, Union Minister for Youth Affairs and Sports Mansukh Mandaviya will move sports governance and anti-doping bills in the House, while Minister of Ports, Shipping and Waterways Sarbananda Sonowal will table the Merchant Shipping Bill.

    The Sports Governance Bill aims to promote the development of sports and ensure the welfare of sportspersons, while fostering ethical practices and governance aligned with the Olympic and Paralympic Charters, global best practices, and established legal norms. It also seeks to create a unified and equitable system for resolving sports-related grievances and disputes. The bill is seen as part of India’s broader push to strengthen its bid to host the 2036 Olympic Games.

    Meanwhile, in the Rajya Sabha, a meeting of the Business Advisory Committee (BAC) is scheduled for the afternoon, to be chaired by Deputy Chairman Harivansh. The committee is expected to decide the timing and format of a debate on Operation Sindoor.

    Following the sudden resignation of Vice-President and Rajya Sabha Chairman Jagdeep Dhankhar, Harivansh will preside over proceedings in the Upper House until a new Vice-President is elected. The House is also likely to take up several key maritime bills, including the Coastal Shipping Bill, 2025, the Bills of Lading Bill, 2025, and the Carriage of Goods by Sea Bill, 2025.

    Tensions remained high on Tuesday as both Houses were adjourned for the day amid noisy protests by the Opposition. The disruptions were primarily driven by outrage over the Special Intensive Revision (SIR) of electoral rolls in Bihar and Dhankhar’s unexpected resignation.

    The Monsoon Session will comprise 21 sittings spread over 32 days and will conclude on August 21. Both Houses will be adjourned on August 12 and reassembled on Monday, August 18, to facilitate Independence Day celebrations.

    UK sanctions notorious people-smuggling gangs and their enablers in global crackdown

    Gang ring leaders, key intermediaries and suppliers of people-smuggling equipment have today [July 23] been hit with the first ever sanctions targeting irregular migration by the UK.

    • UK sanctions 25 targets at the heart of people-smuggling networks that drive irregular migration to the UK. 
    • Sanctions come on day 1 of the UK’s world-first dedicated sanctions regime targeting irregular migration and organised immigration crime. 
    • Action marks latest step in government’s campaign to secure Britain’s borders and reduce irregular migration, delivering on the Plan for Change.  

    Gang ring leaders, key intermediaries and suppliers of people-smuggling equipment have today [July 23] been hit with the first ever sanctions targeting irregular migration by the UK. 
     
    Today’s sanctions target individuals and entities involved in people-smuggling and driving irregular migration to the UK, from a small boat supplier in Asia, to informal Hawala money movers in the Middle East, to gang leaders based in the Balkans and North Africa. 

    They cover a range of different activities from supplying small boats explicitly for smuggling, to sourcing fake passports, middlemen facilitating illicit payments through Hawala, people-smuggling via lorries and small boats, and the gangland leaders themselves. 

    Sanctions can disrupt the flow of money and materials – including freezing property, bank accounts and other assets – which allow organised criminal gangs to operate this vile trade.  
     
    The plans are a key example of the FCDO using innovative foreign policy approaches to deliver on the government’s Plan for Change. The regime will be the world’s first dedicated to targeting people-smuggling and organised immigration crime, with the exploitation of vulnerable people by criminals and their associated networks being one of the key drivers of irregular migration to the UK. 

    Foreign Secretary David Lammy said:  

    This is a landmark moment in the government’s work to tackle organised immigration crime, reduce irregular migration to the UK and deliver on the Plan for Change. 

    From Europe to Asia we are taking the fight to the people-smugglers who enable irregular migration, targeting them wherever they are in the world and making them pay for their actions.  

    My message to the gangs who callously risk vulnerable lives for profit is this: we know who you are, and we will work with our partners around the world to hold you to account. 

    Among those sanctioned today is Bledar Lala, an Albanian who is in control of the ‘Belgium operations’ of an organised criminal group which smuggles migrants from Belgium across the English Channel to the United Kingdom.

    Sanctions have also been brought against a company in China which has advertised their small boats on an online marketplace explicitly for the purpose of people-smuggling. The boats advertised are of the type used by criminal gangs in which migrants are packed, before being sent across the Channel at huge risk.

    The UK is also sanctioning Alen Basil, a former police translator who went on to lead a large smuggling network in Serbia, terrorising refugees, with the aid of corrupt policemen. Basil was subsequently found to be living in a house in Serbia worth more than one million euros, bought with money extorted from countless desperate migrants. 

    Also sanctioned is Mohammed Tetwani, the self-styled “King of Horgos”, who brutally oversaw a migrant camp in Horgos, Serbia and led the Tetwani people-smuggling gang. Tetwani and his followers are known for their violent treatment of refugees who decline their services or cannot pay for them. 

    Today’s package also includes individuals like Muhammed Khadir Pirot, a hawala banker involved in informal money transfer networks, which people-smugglers use as a way of taking payment from migrants.

    All of those sanctioned today are publicly named and barred from engaging with the UK financial system, helping to further undermine their operations. 

    NCA Director General Graeme Biggar said: 

    The NCA is determined to use every tool at our disposal to target, disrupt and dismantle the criminal networks involved in people-smuggling, preventing harm to those they exploit for profit and protecting the UK’s border security.    

    These new sanctions powers will complement that NCA activity. We have worked with the FCDO and partners to progress the designation of these sanctioned persons.   

    They will give the UK a new way of pursuing, undermining and frustrating the operational capability of a wide range of organised immigration crime networks, including those who facilitate or enable offending.

    Today’s designations are the first made under the UK’s new Global Irregular Migration Sanctions Regime. The regime is a world first and empowers the FCDO to impose sanctions not only on individuals and entities involved in people-smuggling to the UK, but also any financiers and companies found to be enabling their activities.

    The FCDO has worked closely with the National Crime Agency and other partners to develop its cases and ensure they complement law enforcement activity. 

    Today’s announcement is part of the FCDO’s three-pronged ‘disrupt, deter, return’ strategy to tackle irregular migration globally. In addition to disrupting organised immigration crime networks through sanctions, the FCDO works with source and transit countries to deter would-be migrants from making a dangerous journey in the first place and works with the Home Office to negotiate the return of people who have no right to be here to their countries of origin, including criminals and failed asylum seekers. Since the election, over 35,000 people have been returned, up 13% on the same period in the year before. 

    Background

    The individuals and entities sanctioned today can be seen below:

    Iraqi-linked people-smuggling 

    • Goran Assad Jalal, formed part of an organised crime group which stowed migrants in refrigerated lorries which crossed the English Channel from France to the United Kingdom on at least ten occasions between January and March 2019. 

    • Hemin Ali Salih, helped smuggle migrants into the UK in the backs of lorries. 

    • Dedawan Dazey, a people-smuggler who runs safe houses for migrants in Northern France before they are smuggled to the United Kingdom. 

    • Roman Ranyaye, an Iraqi people-smuggler responsible for the smuggling of migrants from Asia to Europe.   

    • Azad Khoshnaw, for supplying inflatable boats, onboard motors and other maritime equipment for use in people-smuggling of migrants from France to the UK.  

    • Nuzad Khoshnaw, for equipping gangs in Northern France with outboard motors, inflatable boats, and other maritime equipment for use in people-smuggling to the UK.  

    • Nihad Mohsin Xoshnaw, for providing inflatable boats, outboard motors and other maritime equipment used by migrants to cross the English Channel from France. 

    Hawala Network 

    • Muhammed Khadir Pirot, a hawala banker who controls payments from people being smuggled from the Kurdistan region of Iraq to Europe via Turkey. 

    • Mariwan Jamal, controls money movements through a Hawala banker, which handles payments to people smugglers from migrants in Iraq. 

    • Rafiq Shaqlaway, involved in hawala banking as an advisor to migrants looking to pay smugglers operating routes into Europe via Turkey. 

    North African gangs operating in the Balkans 

    • Kazawi Gang, a people-smuggling network which controls people-smuggling routes from North Africa into the EU known to deal out harsh punishments to migrants who are unable to pay.   

    • Tetwani Gang, known as one of the Balkan’s most violent people-smuggling gangs, members are reported to hold migrants for ransom and sexually abuse women unable to pay their fees. 

    Gangland bosses 

    • Bledar Lala, leads a smuggling ring moving people from Belgium across the English Channel to the UK.  

    • Alen Basil, a former police translator who through violence and intimidation became boss of a large people-smuggling network. 

    • Mohammed Tetwani, the head of the ‘Tetwani’ gang and self-styled “King” of Horgos in Serbia. 

    • Yassine Al Maghribi Al-Kasaoui, the boss of the “Kazawi” gang. 

    Balkan gangs supplying fake passports 

    • Kavač Gang, a Balkan organised crime organisation known to use fake passports to smuggle its gang members between the Balkans and Turkey. 

    • Škaljari Gang, an organised crime organisation in Montenegro that smuggles criminals between the Balkans and Turkey. 

    • Dalibor Ćurlik, procures fake passports and forged documents for use in the Kavač gang’s people-smuggling. 

    • Almir Jahović, member of the Kavač gang, which is involved in supplying fake passports for smuggling gang members across borders 

    • Marko Petrović, a member of the Kavač gang which sources false identification and passports for use in people-smuggling.  

    • Nikola Vein helps the Škaljari Gang secure fake passports and travel documents for use in people smuggling. 

    • Ratko Živković, a Škaljari Gang associate, which gathers fake passports for the purpose of smuggling gang members across borders. 

    • Dejan Pavlović, a member or close associate of the Škaljari Gang, which supports the manufacture of false identities and passports.  

    The following company based in China has been designated over the manufacture of inflatable boats being advertised for people smuggling.  

    • Weihai Yamar Outdoors Product Co 

    Background to the Global Irregular Migration sanctions regime 

    • Using the powers conferred by the Sanctions and Anti-Money Laundering Act (the Sanctions Act) the Government has laid secondary legislation before Parliament that introduces a new Global Irregular Migration sanctions regime. The Regulations will be debated by both Houses of Parliament when they return from the summer recess in line with the made affirmative procedure.

    Asset freeze 

    • An asset freeze prevents any UK citizen, or any business in the UK, from dealing with any funds or economic resources which are owned, held or controlled by the designated person. UK financial sanctions apply to all persons within the territory and territorial sea of the UK and to all UK persons, wherever they are in the world. It also prevents funds or economic resources being provided to or for the benefit of the designated person.

    Travel ban 

    • A travel ban means that the designated person must be refused leave to enter or to remain in the United Kingdom, providing the individual is an excluded person under section 8B of the Immigration Act 1971.

    Director disqualifications 

    • Where director disqualification sanctions apply, it will be an offence for a person designated for the purpose of those sanctions to act as a director of a company or to take part in the management, formation or promotion of a UK company.

  • Trump accuses Obama of treason in escalating attacks over 2016 Russia probe

    U.S. President Donald Trump accused former President Barack Obama of “treason” on Tuesday, accusing him, without providing evidence, of leading an effort to falsely tie him to Russia and undermine his 2016 presidential campaign.

    A spokesperson for Obama denounced Trump’s claims, saying “these bizarre allegations are ridiculous and a weak attempt at distraction.”

    While Trump has frequently attacked Obama by name, the Republican president has not, since returning to office in January, gone this far in pointing the finger at his Democratic predecessor with allegations of criminal action.

    During remarks in the Oval Office, Trump leaped on comments from his intelligence chief, Tulsi Gabbard, on Friday in which she threatened to refer Obama administration officials to the Justice Department for prosecution over an intelligence assessment of Russian interference in the 2016 election.

    She declassified documents and said the information she was releasing showed a “treasonous conspiracy” in 2016 by top Obama administration officials to undermine Trump, claims that Democrats called false and politically motivated.

    “It’s there, he’s guilty. This was treason,” Trump said on Tuesday, though he offered no proof of his claims. “They tried to steal the election, they tried to obfuscate the election. They did things that nobody’s ever imagined, even in other countries.”

    An assessment by the U.S. intelligence community published in January 2017 concluded that Russia, using social media disinformation, hacking and Russian bot farms, sought to damage Democrat Hillary Clinton’s campaign and bolster Trump. The assessment determined that the actual impact was likely limited and showed no evidence that Moscow‘s efforts actually changed voting outcomes.

    A 2020 bipartisan report by the Senate intelligence committee had found that Russia used Republican political operative Paul Manafort, the WikiLeaks website and others to try to influence the 2016 election to help Trump’s campaign.

    “Nothing in the document issued last week (by Gabbard) undercuts the widely accepted conclusion that Russia worked to influence the 2016 presidential election but did not successfully manipulate any votes,” Obama spokesperson Patrick Rodenbush said in a statement.

    TRUMP UNDER PRESSURE

    Trump, who has a history of promoting false conspiracy theories, has frequently denounced the assessments as a “hoax.” In recent days, Trump reposted on his Truth Social account a fake video showing Obama being arrested in handcuffs in the Oval Office.

    Trump has been seeking to divert attention to other issues after coming under pressure from his conservative base to release more information about Jeffrey Epstein, who died by suicide in 2019 while awaiting trial on sex trafficking charges.

    Backers of conspiracy theories about Epstein have urged Trump, who socialized with the disgraced financier during the 1990s and early 2000s, to release investigative files related to the case.

    Trump, asked in the Oval Office about Epstein, quickly pivoted into an attack on Obama and Clinton.

    “The witch hunt that you should be talking about is they caught President Obama absolutely cold,” Trump said.

    Trump suggested action would be taken against Obama and his former officials, calling the Russia investigation a treasonous act and the former president guilty of “trying to lead a coup.”

    “It’s time to start, after what they did to me, and whether it’s right or wrong, it’s time to go after people. Obama has been caught directly,” he said.

    Democratic Representative Jim Himes responded on X: “This is a lie. And if he’s confused, the President should ask @SecRubio, who helped lead the bipartisan Senate investigation that unanimously concluded that there was no evidence of politicization in the intelligence community’s behavior around the 2016 election.”

    Former Republican Senator Marco Rubio is now Trump’s secretary of state.

    Since returning to office, Trump has castigated his political opponents whom he claims weaponized the federal government against him and his allies for the January 6, 2021, attack on the U.S. Capitol by his supporters and his handling of classified materials after he left office in 2021.

    ATTACKS ON PREDECESSORS

    Obama has long been a target of Trump. In 2011 he accused then-President Obama of not being born in the United States, prompting Obama to release a copy of his birth certificate.

    In recent months, Trump has rarely held back in his rhetorical broadsides against his two Democratic predecessors in a way all but unprecedented in modern times.

    He launched an investigation after accusing former President Joe Biden and his staff, without evidence, of a “conspiracy” to use an autopen, an automated device that replicates a person’s signature, to sign sensitive documents on the president’s behalf. Biden has rejected the claim as false and “ridiculous.”

    Gabbard’s charge that Obama conspired to subvert Trump’s 2016 election by manufacturing intelligence on Russia’s interference is contradicted by a CIA review ordered by Director John Ratcliffe and published on July 2, a 2018 bipartisan Senate report and declassified documents that Gabbard herself released last week.

    The documents show that Gabbard conflated two separate U.S. intelligence findings in alleging that Obama and his national security aides changed an assessment that Russia probably was not trying to influence the election through cyber means.

    One finding was that Russia was not trying to hack U.S. election infrastructure to change vote counts and the second was that Moscow probably was using cyber means to influence the U.S. political environment through information and propaganda operations, including by stealing and leaking data from Democratic Party servers.

    The January 2017 U.S. intelligence assessment ordered by Obama built on that second finding: that Russian President Vladimir Putin authorized influence operations to sway the 2016 vote to Trump.

    The review ordered by Ratcliffe found flaws in the production of that assessment. But it did not contest its conclusion and upheld “the quality and credibility” of a highly classified CIA report on which the assessment’s authors relied.
