  • MIL-OSI Europe: Press release – Budgets Committee sets out priorities for next long-term EU budget

    MEPs in the Budgets Committee have backed the first report outlining Parliament’s vision for the next long-term EU budget.

    In the report adopted on Wednesday by 23 votes in favour, 9 against and with 2 abstentions, MEPs emphasise the need for a significantly more ambitious long-term EU budget (multiannual financial framework – MFF) that can deliver on EU citizens’ rising expectations against a rapidly changing global backdrop. The current spending ceiling of 1% of the EU-27’s gross national income (GNI) is not enough to address the growing number of crises and challenges, the report argues. With the US retreating from its global role, spending will have to address Russia’s war of aggression, a highly challenging economic and social backdrop, a competitiveness gap and the worsening climate and biodiversity crisis, according to the report.

    No to single national plans

    MEPs oppose the Commission’s idea of replicating the “one national plan per member state” model used in the Recovery and Resilience Facility for post-2027 spending in member states. Instead, they call for a structure that ensures transparency and parliamentary accountability, and involves regional and local authorities and all relevant actors. The report underlines the continued importance of cohesion policy to foster economic, social, and territorial integration, deepen the single market, reduce inequalities, and fight poverty and exclusion.

    Competitiveness and defence

    MEPs consider the Commission’s proposed Competitiveness Fund – which would merge several existing programmes – inadequate, calling instead for a new, targeted fund designed to leverage private and public investment through EU-backed de-risking mechanisms, building on the success of instruments like InvestEU and the Innovation Fund. The report also highlights the need for increased defence investment to support a comprehensive security approach, but stresses that this must not undermine social and environmental spending or long-standing policies.

    Simplification and accountability

    The next long-term budget must cut unnecessary red tape for those benefiting from EU funding, but must not give the Commission more leeway without the democratic scrutiny of Parliament. A simpler budget must be a more transparent budget, MEPs say. The report underlines that the budget’s design must safeguard Parliament’s role in holding the executive to account, putting in place strict accountability mechanisms and guaranteeing full transparency in relation to EU funds’ final recipients.

    Flexibility and rule of law

    Flexibility in spending is also key – crisis-response capabilities must be built into the long-term budget for each policy area, with humanitarian aid ring-fenced. The next budget should include two special instruments: for disaster relief and for other unforeseen challenges. The report insists that access to EU funds must be tied to respect for EU values and the rule of law, and advocates a smart conditionality mechanism so that beneficiaries are not penalised because of their government’s actions.

    Debt repayment and joint borrowing

    The repayment of NextGenerationEU borrowing costs must not endanger funding for key EU priorities, MEPs argue. The report calls for a clear separation between borrowing cost repayment and programme spending. The report urges the Council of member states to adopt new, genuine revenue resources for the sustainable financing of borrowing and of Europe’s higher spending needs. MEPs consider joint borrowing a viable option for tackling major EU-wide crises, such security and defence.

    Parliament’s plenary is expected to vote on the report during its first session in May, setting out Parliament’s priorities, and feeding into the Commission’s proposal on the next long-term EU budget. The Commission is expected to unveil its proposal in July.

    The EU’s long-term budget, the multiannual financial framework (MFF) is typically established for a period of seven years and lays down the maximum spending ceilings for different policy areas. After having secured Parliament’s consent, granted by a majority of its component members, the Council, consisting of EU governments, adopts the MFF regulation; this requires unanimity. The EU’s current long-term budget runs out on 31 December 2027. About 93% of the EU budget funds regional and local projects, and support for agriculture, research, education, and businesses.

    Democracy is a founding value on which the EU is built, and free and fair elections are at the core of democracy.

    The conduct and the organisation of elections, at local, regional, national and European level, are a competence of the Member States, in accordance with their national legislation, as well as their international obligations and EU law.

    The Commission does not intervene in either the organisation of national political parties and their activities in national Parliaments, nor in how elected Members of the European Parliament may organise and conduct themselves in their parliamentary activity.

    The Commission President is elected by the Parliament. The European Council proposes a presidential candidate to the Parliament for election, taking into account the elections to the European Parliament and after having held the appropriate consultations.

    The Parliament also votes to consent to the Commission as a whole, following individual hearings for each candidate Commissioner before the relevant parliamentary committees.

    These hearings are framed by the Commission President’s political guidelines and her mission letters to the candidates. The Commission was approved by the Parliament on 27 November 2024 by 370 votes for, 282 against, 36 abstentions, and subsequently appointed by the European Council.

  • MIL-OSI Europe: Structural solutions for financing TenneT

    The government is going to issue a guarantee to TenneT Nederland. This will enable the high-voltage grid operator to continue investing in the Dutch electricity network through attractive loans. Two options are being considered for the financing of the German branch of TenneT: a private share issue or an initial public offering. This will provide structural solutions for the financing needs of TenneT Netherlands and Germany, as ministers Heinen (Finance) and Hermans (Climate and Green Growth) write in a letter to the Parliament. All financial aspects have been incorporated into the Spring Budget.

    A well-functioning transmission grid and access to electricity are essential for Dutch households and businesses. Expansion and reinforcement of the electricity grid are necessary to meet the growing demand. This requires major investments; TenneT Netherlands is expected to invest some 90 billion euros over the next ten years. The government has decided to issue a guarantee to ensure that TenneT Netherlands can finance this investment. This will enable TenneT Netherlands to take out loans with the same credit rating as the Dutch state (AAA). This means that loans can be obtained on the capital market under better conditions – and therefore more cheaply. This approach means that no additional capital contributions from the state are necessary. The intention to provide a guarantee is included in the Spring Budget 2025. This will be submitted to parliament.

    For TenneT Germany, where substantial investments are also needed in the coming years, the government has chosen private funding. An initial public offering or private share issuance are the two options currently under consideration. Interest among private investors will be explored in the coming months and a decision will be made before the summer which option implemented further.

    The proposed structural solutions changes TenneT’s financing structure. At the moment, TenneT raises its debt through TenneT Holding and lends it to TenneT Netherlands and TenneT Germany. In the future, the debt will be raised separately by TenneT Netherlands and TenneT Germany. All existing bondholders will be asked to agree to the transfer of the debt to TenneT Netherlands in exchange for a one-time compensation. In doing so, TenneT is working on a future-proof financing structure. If there is insufficient interest among private investors in participating in TenneT Germany or the debt restructuring does not succeed, the Dutch state will itself provide the capital needed by TenneT Germany. A reservation has therefore been included in the national budget. The Dutch state is hereby acting as a responsible shareholder.

    Learner drivers are set to benefit from reduced waiting times as the Transport Secretary announced new measures today (23 April 2025) to combat test-buying bots and provide thousands of additional tests every month.

    The Transport Secretary, Heidi Alexander, has instructed the DVSA to intensify its efforts to reduce waiting times and improve access to driving tests which will break down barriers to opportunity as part of the government’s Plan for Change.

    • those in other DVSA roles who are qualified to examine will be asked to return to the frontline to provide practical driving tests
    • doubling the number of permanent trainers to skill up new driving examiners quickly
    • accelerated consultation to investigate the potential abuse of the driving test booking system and prevent bots from accessing tests
    • reintroduction of overtime pay incentives for everyone delivering driving tests

    Taken together, the government aims for these measures to reduce driving test waiting times to 7-weeks by summer next year.

    Significant progress has already been made as part of the DVSA’s 7-point plan to reduce waiting times, with 1.95 million tests delivered last year. However, further action is required to help learners pass quickly and ensure young people can access vital training and job opportunities to help them get on in life.

    Transport Secretary, Heidi Alexander said:  

    We inherited an enormous backlog of learners ready to ditch their L-Plates but being forced to endure record waiting time for their tests.

    We simply cannot deliver on our Plan for Change if thousands remain held back, with their aspirations on pause.

    I am instructing DVSA to take further action immediately to reduce waiting times which will see thousands of additional tests made available every month. We’re acting fast to get Britain’s drivers moving.

    The DVSA’s Additional Testing Award scheme will reopen for up to 18 months, allowing more examiners to deliver additional tests. 

    Examiner training capacity will be doubled to ensure newly recruited driving examiners can qualify as quickly as possible. An accelerated consultation will also launch in May to improve the booking system and block bots from accessing tests. This comes on top of the work DVSA is already undertaking with leading IT specialists to enhance resilience against resellers.

    Additionally, the government will temporarily ask eligible staff to deploy into examining roles, increasing test availability and providing coverage for examiner sickness or leave. 

    These measures come following the launch of a 7-point plan to drive down the waiting times to 7 weeks.  

    Progress has been made in recruiting more than 100 new examiners, increasing the short notice cancellation period for candidates, and introducing tougher terms and conditions for driving instructors booking driving tests for their pupils.  

    DVSA Driver Services Director, Pauline Reeves said:

    Since December 2024, we’ve made significant progress on implementing our plan to reduce waiting times. But we know that many learner drivers are not seeing the immediate effects of the measures.

    The further action which the Secretary of State has announced today will help us to accelerate those measures, including expanding training capacity for newly recruited driving examiners so more of them can start carrying out driving tests sooner.

    A long wait for driving test availability has held back many learner drivers from getting their licence. That’s why it’s positive to see that the Transport Secretary, Heidi Alexander, is enforcing more measures to improve waiting times for learners. This will bring hope to those starting to learn, or still waiting to take their test. And ultimately, it should help make what is meant to be an exciting time for them something they can look forward to without the thought of a long wait.

    Learner drivers have been dealing with frustratingly long waiting times to book a driving test since the easing of pandemic related restrictions several years ago. As we have highlighted, there is an urgent need for effective action to bring waiting times down to an acceptable level and, as such, we welcome today’s announcement giving further details of how the DVSA will meet its target waiting time of 7 weeks by the end of the year.

    Many people, particularly young people, need to pass their driving test for their job or to access education. Unblocking the system by creating extra tests will help ensure people are not being held back due to a lack of a driving licence.

    In response to the publication today of the Organization for Economic Cooperation and Development’s (OECD) preliminary data on Official Development Assistance (ODA) for 2024, Oxfam International’s Aid Policy Lead Salvatore Nocerino said:

    “Today’s figures lay bare an ugly truth: even before this year’s devastating cuts to aid, rich countries had already begun to renege on their moral obligations to the world’s most vulnerable communities. Not only had they been reducing aid, but also spending a significant share of it within their own borders to cover refugee costs.

    “Only a handful of countries, including Luxembourg, New Zealand, Spain and South Korea, maintained or increased their aid budgets in 2024, and are expected to do the same this year.

    “If governments keep slashing aid, more children will go to bed hungry, more people will die from diseases we’ve long known how to prevent, and millions more will be pushed even deeper into poverty.

    “Governments must urgently reverse these cuts and start taxing the super-rich, whose wealth has grown unchecked. In a world as interconnected as ours, diseases and climate disasters know no borders. These cuts are reckless and short-sighted, and will drive us all towards greater harm.”
     

    The OECD’s preliminary data shows that ODA totalled $212 billion in 2024, a significant drop from $223 billion in 2023. Last year’s ODA fell $237 billion short of meeting the longstanding commitment of allocating 0.7 percent of gross national income (GNI) to aid for low- and middle-income countries. Oxfam has calculated that in the 54 years since this promise was made, rich countries have failed to deliver a total of $7.5 trillion in aid.

    In 2024, 13.1 percent was spent on domestic refugee reception.

    According to Forbes’ 39th Annual World’s Billionaire List published on 1 April, billionaires are worth a record $16.1 trillion, $2 trillion more than in 2024.

  • MIL-OSI NGOs: “Let us do our jobs” — Major aid groups in Gaza warn aid system is collapsing

    After 18 months of war, a staggering toll on civilians and aid workers, and now a six-week total siege, the humanitarian aid system in Gaza is facing total collapse with the CEOs of 12 major aid organisations making an urgent plea: let us do our jobs. 

    A new humanitarian access survey of 43 international and Palestinian aid organisations working in Gaza found nearly all of them – 95% – have had to suspend or dramatically cut services since the ceasefire ended one month ago on 18 March, with widespread and indiscriminate bombing making it extremely dangerous to move around.

    The people of Gaza – particularly women and children – are paying the price. Families are living amongst the rubble of their destroyed homes.  Famine is not just a risk, but likely rapidly unfolding in almost all parts of Gaza. The UN has warned the humanitarian crisis in Gaza is the worst it has been in 18 months.

    Stripped of the means to keep people alive, hospitals have become morgues. More than 51,000 Palestinians have been reported killed. One of the last partially functioning hospitals, Al-Ahli Arab Hospital in northern Gaza, was bombed last Sunday.  

    “This is one of the worst humanitarian failures of our generation. Every single person in Gaza is relying on humanitarian aid to survive. That lifeline has been completely cut off since a blockade on all aid supplies was imposed by Israeli authorities on 2 March.  

    “We have supplies ready. We have trained medical staff. We have the expertise. What we don’t have is the access – or the guarantee by Israeli authorities that our teams can safely do their jobs.  

    “Survival itself is now slipping out of reach and the humanitarian system is at breaking point,” the CEOs of the 12 aid organisations said in their joint statement.  

    Twenty-four of the surveyed organisations reported increased movement restrictions in Gaza, impeding their ability to deliver aid.  Nineteen aid organisations reported having cargo stuck outside Gaza, totaling at least 9,000 pallets of aid supplies.  

    Gaza now holds the disastrous record of being the deadliest place on earth for humanitarian workers. We cannot operate under fire or stay silent while our staff are killed. 

    More than 400 aid workers and over 1,300 health workers have been reported killed in Gaza since October 2023, despite the requirement under international humanitarian law for humanitarian workers to be protected.  

    The recent killing of 15 Palestinian paramedics and rescue workers, whose bodies were found buried in a mass grave triggered global outrage, but many violations and attacks go unreported. 

    Despite hopes that the eight-week pause in hostilities would become a turning point, the violence against civilians and aid workers has only worsened. Since Israeli forces resumed bombardments, at least 14 organisations reported Israeli fire directly or indirectly hitting their staff or aid facilities.  

    Every day, aid workers – the majority of whom are Palestinian – are targeted, detained, obstructed or killed. Just as every day, rules meant to protect civilians in war are ignored with impunity.  When our staff and partners, our convoys, our offices, our warehouses are shelled, the message is loud and clear: even lifesaving aid is no longer protected. 

    This is unacceptable. 

    Meanwhile, Israeli authorities have proposed a new authorisation mechanism for the delivery of aid in Gaza that the UN Secretary-General has described as “limiting aid down to the last calorie and grain of flour.” This mechanism would set a dangerous new global precedent and eliminate any remaining space to deliver aid independent of military and political motivations. New NGO visa and registration rules, based on vague criteria, will censor humanitarian reporting and prevent us from fulfilling our mandate. 

    We call on all parties to guarantee the safety of our staff and to allow the safe, unfettered access of aid into and across Gaza through all entry points, and for world leaders to oppose further restrictions. 

    We call for the protection of civilians and civilian infrastructure including hospitals, schools and shelters and the immediate restoration of basic services – water, electricity, and sanitation as required under international law. 

    We call for the release of the hostages. 

    We call for the release of all Palestinians arbitrarily detained. 

    We call, yet again, resoundingly, for an immediate and permanent ceasefire. 

    Humanitarian aid must never be used as a political tool. Saving lives should not be controversial. Laws of war developed over centuries to govern conduct and protect civilians should not now be discarded. 

    Let us do our jobs.

    He’ll come back again, I muttered as I declined a friend’s invitation to see Pope Francis when he visited the University of Sto. Tomas in 2015. There was good reason to believe he would. Being one of two predominantly Catholic countries in Asia, the Philippines would certainly be a prime place for a liberal-leaning pope to visit. That confidence was also masked by a certain hubris that I might find myself in Rome one of these days, looking up at St. Peter’s Square. So his sudden death brings more regrets than questions; a certainty that I missed the mark and did not see Christ’s representative in the flesh.

    Having been raised Catholic, the life of the Church was always like a familiar plaza. There was as much friendship as there was gossip, and it was a place to cultivate not only one’s faith but also the sense of community that is so important with the Church. In a sense, I was also brought up in the more traditional track of Catholicism, and this was also reflected in my theological interests during graduate studies. Looking back, it seemed all the more strange that I would refuse an opportunity to see the Pope. Perhaps there was something stirring inside me, a subconscious feeling that made it difficult for me to embrace the Church.

    Francis, in many ways, represented a perceived break—a moment of irruption in the unified vision of the Church. One could remember the fear in his eyes when he was presented to the world for the first time in strikingly simple garb. There was something uncanny about him when he was addressing the crowd. Why couldn’t I shake off the feeling of discomfort? Being Jesuit-educated, I should understand this simplicity, but for some reason, there was what Karl Rahner called “the unsolved remainder” that lingered long after the pomp and excitement of Francis’s election.

    And it became more and more apparent as Francis slowly broke down what I thought was the Church, often in gentle ways. From admitting—to a Haiyan survivor—the failure of human reason amidst unspeakable suffering, to kissing the feet of inmates in Regina Coeli prison in Rome every Maundy Thursday, Francis’s brand of Church-building was one of humility.

    The Franciscan brand of humility was never far away from radical unity. In order for the Church to be truly itself, she had to go back to her roots, a Church that called for the liberation of the oppressed, that swung open the doors of secrecy, that loved everyone—todos, todos, todos—regardless of orientation, belief, background, or status. The roots of the Church, Francis pressed, had to go where there was a real chance it would not grow and then eventually rot away. The fringes and the frontlines where God seemingly has abandoned humanity: among the wastelands of war, famine, and communities flattened by extreme weather, and even in the most personal and intimate encounters of the deafening silence of God.

    Perhaps it was the reaching out to the margins that terrified me, because spiritually, I’ve found myself in those dark corners especially in the last few years. Perhaps I felt seen and heard, and I did not want to be because I refused to admit that all I heard was silence. Because such is the nature of the dark night–it creeps up silently, etching away the facade of one’s faith. It then becomes like an irresistible itch that one unconsciously scratches, preventing any kind of healing. Paradoxically, it is only ever in this kind of darkness and silence that the God of Francis’s teaching fully reveals His power, the power of pure presence, and this presence had a name: mercy.

    That was probably the unsolved remainder: a God that offered no world-changing reason for the problems of humanity, no quick fixes to the climate crisis, no easy answers to the suffering of the innocent. A God that simply announces Himself as Herself in the midst of the world’s brokenness, with the complete honesty that nothing will ever fully address the weight of suffering. Francis represented that simple, honest, and all-embracing mercy, and that disturbed me, because little did I know that I was the one being ministered to.

    Perhaps that was what Francis really tried to teach: to be able to have the confidence to confront even the darkest questions, mustering up the courage to face the world’s problems with nothing more than the quiet assurance that God will never leave. This conviction probably annoyed me because it was easier said than done. It probably angered me too as it didn’t offer the kind of solutions our world has been accustomed to.

    The urgency is much more pressing in a world that is slowly crumbling away from the excesses of the rich and powerful, who continue to prioritize greed and self-interest over the life of the planet, and who foment hate towards those that are not like them. Could you believe that? The “answer” to all these overwhelming problems was to be silent and sit by someone and cry with them?

    Maybe it was less of an answer and more of a signpost towards a starting point. That, to meet and commune with those who have suffered, what was required was to refrain from immediately offering solutions and open oneself up to the simple power of presence. In many ways it is also a slap on my face: working in an environmental NGO, one gets lost in the urgency of the calls, for instance, to make polluters pay, and one forgets the truly essential starting point of mercy. One gets addicted to the thrill of campaigning, and one neglects the unsolved remainder that will always result from the calculus of the climate crisis. Perhaps the starting point in addressing the climate crisis is on the level of fear and trembling with others, where words fail and presence remains the only acceptable response. Much like the silence that envelops a household swept away by a storm surge, and no amount of campaigning will ever repay or repair what was lost. Campaigning involving human suffering always entails acquiescing to the silence of presence, and only then can one build truly merciful and human connections and tackle the climate crisis together with others.

    It took Francis’s death to make me realize that I was being ministered to spiritually and in work, and there is no timeline for when the darkness will be lifted. Now the plaza is less bustling and, at times, flooded. And the floating garbage is like the lingering memories of the moments I wasted neglecting my own faith and conviction for my work. But when I look up, all I see are the forgotten that Francis invited back into the Church, and I realize my own brokenness and darkness too, as I am constantly being invited back to the Church that is equally broken.

    Maybe this is what it means to be a Church now: to acknowledge our brokenness and how we have become used to or even addicted to it. To use this as a starting point to see each other as each other and cultivate the kind of courageous presence that breaks down the powerful. Until everyone, everyone, and everyone is embraced without measure.

  • MIL-OSI Global: Severance: what the hit show can teach us about cybersecurity and human risk

    What if your work self didn’t know about your personal life, and your home self had no idea what you did for a living? In Apple TV’s Severance, that’s exactly the deal: a surgical procedure splits the memories of employees into “innies” (who only exist at work) and “outies” (who never recall what they do from nine to five).

    On the surface, it sounds like an ideal solution to a growing cybersecurity problem of insider threats, such as leaks or sabotage by employees. After all, if an employee can’t remember what they accessed at work, how can they leak it, sabotage it, or sell it?

    As someone who has researched insider threats for the last decade I can’t help but see Severance as a cautionary tale of what happens when we try to eliminate threats without understanding people.

    The threat from within

    Insider threats really hit prominence in the wake of high-profile incidents like Chelsea Manning and Edward Snowden, who both leaked top secret government information. These threats are one of the most persistent challenges in security because unlike “traditional” hackers, insiders already have access to sensitive systems and information.

    They might act maliciously, stealing trade secrets or exposing data, or accidentally, through phishing links or lost devices. Either way, the consequences can be more serious because of the unprecedented levels of access someone has while working within an organisation.

    While we often think of the high-profile cases in the first instance, the reality of most insider incidents is far less dramatic. Think of the disgruntled employee who downloads a client database before leaving, or the well-meaning staff member who shares a sensitive file via the wrong link.

    In fact, one of the most iconic examples of an insider threat in fiction is Jurassic Park. The entire catastrophe begins, not with a dinosaur, but with a software engineer, Dennis Nedry, who disables the park’s security in an attempt to steal trade secrets. It’s a reminder that even the most sophisticated systems can be undone by a single rogue employee.

    Organisations try to manage this through access controls, behaviour monitoring and training. But people are unpredictable. Insider threats sit at the messy intersection of human behaviour, organisational culture and digital systems.

    This is where Severance strikes a chord. What if you could eliminate the human risk altogether, by turning employees into separate, tightly compartmentalised selves? In the show, workers at the shadowy Lumon Corporation have no memory of their job outside the office and vice versa.

    In a sense, it’s the ultimate form of “need to know.” An “innie” can’t tell anyone what they do because they don’t know anything beyond their desk. It’s a very elegant, although ethically problematic, solution for someone working in security. However, as the series unfolds, it becomes clear that the levels of control on offer through the process of severance come with a terrible cost.

    The problem with control

    The innies in Severance are trapped in an endless workday, unable to understand the meaning or value of their tasks. They form bonds, question authority and ultimately rebel. Ironically, it is the severed employees, the ones who are most closely controlled in the company, who become the greatest insider threat to Lumon.

    This mirrors something we know from real organisations: excessive surveillance, control and secrecy often backfires. For instance, Amazon has faced repeated criticism over its use of tracking technologies to monitor warehouse workers’ movements and productivity, with reports suggesting this has contributed to high stress, burnout and even rule-breaking as workers try to “game” the system.

    A 2022 study published in Harvard Business Review found that employees who feel overly monitored are significantly more likely to break rules or engage in counterproductive behaviour – undermining the very goals of workplace surveillance. If people feel undervalued or mistreated, they’re more likely to become disengaged or actively hostile. Security systems that ignore culture and trust are therefore often brittle.

    What Severance gets right is that insider threats are emotional and ethical problems as much as technical ones. They stem from how people feel about their role, their autonomy and their identity within a system. This is something that we can’t simply patch within a piece of software.

    Lessons from fiction

    Thankfully, no company in the real world is proposing surgical memory separation, at least not yet. But in an age of algorithmic management, increasing surveillance, and growing concerns about privacy, Severance resonates. It forces us to ask just how far should we go in the name of security?

    The answer isn’t to separate people from their work, but to build systems that are secure and respectful of the people within them; something increasingly backed by research.

    That means better design, clearer boundaries and a workplace culture that values openness, not just compliance. For example, implementing clear expectations around work hours and communication norms can help prevent burnout and promote wellbeing.

    Encouraging open communication channels, such as anonymous feedback systems, empowers employees to voice concerns without fear, fostering a culture of trust. Additionally, designing physical workspaces that promote collaboration, like open-plan areas and communal lounges, can enhance team cohesion and reflect organisational values.

    If we follow the example set by Lumon and try to remove all risk then we lose something far more essential – the humanity at the centre of our systems and organisations. Ultimately, removing that human focus could be the most significant vulnerability of all.

    Views sought on exemptions from rent control and where rent could be increased above cap.

    A consultation has been published on potential for certain exemptions from rent controls or increases above the rent cap.

    Last year, the Scottish Government set out its plans for long-term rent controls in the Housing (Scotland) Bill, which will help create a fairer, better-regulated rented sector for tenants and landlords.

    Tenants, landlords and others in the rented sector are being asked to share their views on possible exemptions to the rent cap, for example in connection with mid-market and Build to Rent properties.

    The consultation also considers where landlords could be allowed to increase rents above the cap, for example where there have been improvements to their property or where rents have consistently been charged at a level below market rates.

    Views are also being sought on how Ministers’ regulation-making powers could be used to clarify how private sector joint tenancies are ended.

    Social Justice Secretary Shirley-Anne Somerville said:

    “The rent control proposals we have published as part of the Housing Bill are just some of the measures we are taking to improve lives and work towards achieving our goal of ending child poverty in Scotland.

    “Our rent control proposals will help provide certainty for tenants by keeping them in their homes and ensure rents remain affordable during a cost-of-living crisis.

    “Rental properties are a crucial element of our efforts to tackle the housing emergency and we want landlords to have the confidence to invest and continue to provide good quality, affordable homes.

    “We have published this consultation as part of our ongoing engagement with those who will be affected by rent control.  The responses will help us strike the right balance between supporting tenants, whilst ensuring the rights of landlords are protected and we continue to support investment in the rented homes we need.”

    PLANS to mark the 80th anniversary of VE (Victory in Europe) Day in Dundee are well underway.

    The city’s commemoration, which forms part of a national marking of the date, will be hosted by Lord Provost Bill Campbell.

    Starting with a short service of remembrance and thanks on the steps of the Caird Hall attended by local clergy and church leaders, invitations are also being extended to councillors, other politicians, council leaders and veterans.

    Organisations representing veterans, military organisations, cadet forces and reserves are being encouraged to parade on the City Square.

    Lord Provost Bill Campbell said: “We must never forget the sacrifice made on all fronts, including at home, in the Second World War and it is important that we and future generations always remember the ultimate price many paid to maintain freedom from totalitarian and genocidal regimes.

    “Dundee citizens in every branch of the armed services and on every front in the conflict gave their lives or were in some way affected by the Second World War.

    “We would like the people of the city to join us in the City Square on Saturday 10 May 2025, to pay tribute, and mark VE Day commemorating the surrender of German forces to the Allied powers at the end of World War II.”

    Planning reforms to slash a year off infrastructure delivery

    Clean energy projects, reservoirs, railway lines, and other major infrastructure to be built faster, under changes to the Planning and Infrastructure Bill

    Clean energy projects, public transport links, and other major infrastructure will on average be delivered at least a year faster, as the government accelerates planning reforms to unleash growth and restore Britain’s rightful place as a world leader in building.

    Burdensome statutory consultation requirements unique to major infrastructure projects will be scrapped, through amendments to the pro-growth Planning and Infrastructure Bill, cutting down the average two-year statutory pre-consultation period by half and paving the way for new roads, railways, and windfarms that will bolster the country’s connectivity and energy security.

    Developers currently spend significant time and money on long, technical documents resulting in communities feeling fatigued and confused, which is a direct result of overly complex planning rules that are leaving working people deprived of the things their areas need to thrive. It also disincentivises developers making improvements to projects for fear of having to re-consult, even if in the community’s best interest.

    Recognising community voices remain vital, the government will bring this process in line with planning applications for major housing schemes, and set out new statutory guidance to promote meaningful local engagement without repeating these flaws. This will allow changes to be made dynamically based on community feedback, reducing delays and potentially saving over £1 billion for industry and taxpayers this Parliament. These changes will help ensure Britain is open for business, attracting billions of pounds of new private investment.

    This will go even further in streamlining infrastructure delivery through the government’s landmark Planning and Infrastructure Bill, as part of the Plan for Change to power and heat homes with clean energy, raise living standards, create well-paying jobs, and put more money into the pockets of working people and families. The reforms will also boost the government’s efforts to build 1.5 million homes by making it easier to deliver the roads, reservoirs and energy generation needed so we can restore the dream of homeownership to families across the country.

    Deputy Prime Minister and Housing Secretary Angela Rayner said: 

    “Critical national infrastructure is key to Britain’s future and security – so we can’t afford to have projects held up by tiresome requirements and uncertainty, caused by a system that is not working for communities or developers and holding back our true potential.

    “We are strengthening the Planning and Infrastructure Bill to make sure we can lead the world again with new roads, railways, and energy infrastructure as part of the Plan for Change, whilst ensuring local people still have a say in our journey to get Britain building.”

    Alongside statutory guidance for developers on applications, the Planning Inspectorate will maintain high standards for accepting projects – informed by community engagement. Local authorities will also be made aware of proposed applications so that they can continue to play an important role informing and advising on developments, as well as advocating for local interests.

    As a result, local people can still object and share their views but in a more effective way, with developers given the flexibility to adapt their schemes as needed without restarting the process: reducing delays and costs for projects, including datacentres, reservoirs, and solar farms, while ensuring local people’s voices are heard.

    Meanwhile the government is already taking action – consenting more nationally significant solar projects since the start of the Parliament compared to the whole of the previous one, including the Mallard Pass Solar Project in Lincolnshire, and making the largest ever investment in offshore wind, as we deliver our Plan for Change milestone of 150 decisions on major infrastructure projects by the end of the Parliament.

    Examples of delays under current system:   

    • Fens Reservoir: Over 1,000 days in pre-application due to a number of issues including around consultation requirements, expected submission in December 2026, supplying 250,000 homes with water.   
    • National Grid – Bramford to Twinstead: 717 days in pre-application for 29km of overhead lines and underground cables.   
    • Hinkley Point C: Three years in pre-application consultation; Sizewell C spent around seven-and-a-half years at this stage.  

    Wider reforms in the Bill will streamline and speed up planning decisions, remove blockers to major infrastructure and housing delivery, and support environmental goals through the new Nature Restoration Fund to achieve win-win outcomes for both nature and the economy.

    These changes build on the recent OBR forecast confirming the government’s planning overhaul, through an updated National Planning Policy Framework, will drive UK housebuilding to its highest level in over 40 years and boost the economy by £6.8 billion by 2029/30.

    Building Northern River Station built in 1937. Architects Alexey Rukhlyadev, Vladimir Krinsky, sculptor Ivan Efimov, ceramic artist Natalya Danko and other professionals managed to create a real architectural monument. After its opening, the Northern River Terminal quickly became one of the most recognizable symbols of the capital.

    Almost five years ago, the historic building was carefully restored. The one-and-a-half-meter porcelain panels on its walls were completely restored. Each of them depicts different scenes, but together they create the atmosphere of the era: the main construction projects of the five-year plan – the Central Theater of the Red Army, the Palace of Soviets on the site of the Cathedral of Christ the Savior, the Kievskaya metro station. A star crowning the spire also shone above the building. Its rays were covered with gilded copper sheets and strewn with semi-precious stones. Now the Northern River Terminal is a cultural heritage site of regional significance and is popular with Muscovites and tourists.

The station is decorated with a clock tower, which is crowned with a spire. On the facade there are bright architectural elements – five female figures in the antique style. They are allegories of the seas with which Moscow is connected by river routes: the Azov, Black, Caspian, Baltic and White.

    On the first floor of the station building there is a waiting room, a buffet and a souvenir shop. On the second floor there is a library area with books about Moscow, as well as a media room where public discussions and meetings, film screenings and other events for children and adults take place. In addition, guests can go out onto the roof of the building, which offers wonderful views of the Dream Island amusement park, the Moscow River, and the Nagatinsky Bridge.

    The exhibition area of the Moscow Transport Museum is located on the territory of the Southern River Terminal. Here, key events in the development of the Moscow River starting from the 18th century are presented in chronological order. Visitors can also see archival photographs, video chronicles, a collection of travel tickets and ship models.

    President Lai meets US delegation from Senate Foreign Relations Subcommittee on East Asia and the Pacific
    On the afternoon of April 18, President Lai Ching-te met with a delegation led by Senator Pete Ricketts, chairman of the United States Senate Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy. In remarks, President Lai said we hope to promote our Taiwan plus one policy, that is, new industrial arrangements for Taiwan plus the US, to leverage the strengths of both sides and reinforce our links in such areas as the economy, trade, and technological innovation. The president said that by deepening cooperation, Taiwan and the US will be better positioned to work together on building non-red supply chains. He said a more secure and sustainable economic and trade partnership will allow us to address the challenges posed by geopolitics, climate change, and the restructuring of global supply chains. A translation of President Lai’s remarks follows: I warmly welcome you all to Taiwan. I want to take this opportunity to especially thank Chairman Pete Ricketts and Ranking Member Chris Coons for their high regard and support for Taiwan. Chairman Ricketts has elected to visit Taiwan on his first overseas trip since taking up his new position in January. Ranking Member Coons made a dedicated trip to Taiwan in 2021 to announce a donation of COVID-19 vaccines on behalf of the US government. He also visited last May, soon after my inauguration, continuing to deepen Taiwan-US exchanges. Thanks to support from Chairman Ricketts and Ranking Member Coons, the US Congress has continued to introduce many concrete initiatives and resources to assist Taiwan through the National Defense Authorization Act and Consolidated Appropriations Act, bringing the Taiwan-US partnership even closer. For this, I want to again express my gratitude. There has long been bipartisan support in the US Congress for maintaining security in the Taiwan Strait. Faced with China’s persistent political and military intimidation, Taiwan will endeavor to reform national defense and enhance whole-of-society defense resilience. We will also make special budget allocations to ensure that our defense budget exceeds 3 percent of GDP, up from the current 2.5 percent, so as to enhance Taiwan’s self-defense capabilities. We look forward to Taiwan and the US continuing to work together to maintain peace and stability in the region. We will also promote our Taiwan plus one policy, that is, new industrial arrangements for Taiwan plus the US. We hope to leverage the strengths of both sides and reinforce our links in such areas as the economy, trade, and technological innovation, jointly promoting prosperity and development. He said that he and his delegation have had a wonderful time meeting with government officials, industry representatives, and the team at the American Institute in Taiwan. Highlighting that Taiwan has long been a friend and partner of the US, he said their bipartisan delegation to Taiwan emphasizes long-time bipartisan support in the US Congress for Taiwan, and though administrations change, that bipartisan support remains. Chairman Ricketts stated that the US is committed to peace and stability in the Indo-Pacific and that they want to see peace across the Taiwan Strait. He also stated that the US opposes any unilateral change in the status of Taiwan and that they expect any differences between Taiwan and China to be resolved peacefully without coercion or the threat of force. To that end, he said, the US will continue to assist Taiwan in its self-defense and will also step up by bolstering its own defense capabilities, noting that there is broad consensus on this in the US Congress. Chairman Ricketts stated that they want to see Taiwan participate in international organizations and memberships where appropriate, and encourage Taiwan to reach out to current and past diplomatic allies to strengthen those bilateral relationships. He pointed out that the long economic relationship between the US and Taiwan is important for our as well as the entire world’s security and prosperity. He also noted that there are many opportunities for us to continue to grow the economic relationship that will help create more prosperity for our respective peoples and ensure that we are more secure in the world. Chairman Ricketts emphasized that they made this trip early on in the new US administration to work with Taiwan to develop three points: security, diplomatic relations, and the economy. He stated that in the face of rising aggression from communist China, the US will provide commensurate help to Taiwan in self-defense and that they will continue to provide the services and tools needed. In closing, Chairman Ricketts once again thanked President Lai for the hospitality and said he looks forward to dialogue on how we can continue these relationships. Ranking Member Coons then delivered remarks. Mentioning that their delegation also visited the Philippines on this trip, he said that there and in Taiwan, they have been focused on peace, stability, and security, and the ways for deepening and strengthening economic and security relations. He noted that 46 years ago, the US Senate passed the Taiwan Relations Act, adding that it was strongly bipartisan when enacted and that support for it is still strongly bipartisan today. Its core commitment, he said, is that the US will be engaged and will be a partner in ensuring that any dispute or challenge across the strait will be resolved peacefully, and that Taiwan will have the resources it needs for its self-defense. Ranking Member Coons said that between people, friendships are deepest and most enduring when they are based not just on interests but on values, and that the same is true between the US and Taiwan. Free press, free enterprise, free societies, democracy – these core shared values, he said, anchor our friendship and partnership, making them deeper. He remarked that they are grateful for the significant investment in the US being made by companies from Taiwan, but what anchors our partnership, in addition to these important investments and investments being made by Taiwan in its own security, are the values that mobilize our free-enterprise spirit and our commitment to free societies. In Europe in recent years, Ranking Member Coons said, an aggressive nation has tried to change boundaries and change history by force. He said that the US and dozens of countries committed to freedom have come to the aid of Ukraine to defend it, help it stabilize, and secure its future. So too in this region of the world, he added, the US and a bipartisan group in the US Senate are committed to stable, secure, peaceful relations and to deterring any unilateral effort to change the status quo by force. In closing, he said he is grateful for a chance to return to Taiwan after the pandemic and that he looks forward to our conversation, our partnership, and the important work we have in front of us.     President Lai meets New Zealand delegation from All-Party Parliamentary Group on Taiwan  
    On the morning of April 17, President Lai Ching-te met with a delegation from New Zealand’s All-Party Parliamentary Group on Taiwan. In remarks, President Lai thanked the government of New Zealand for reiterating the importance of peace and stability across the Taiwan Strait on multiple occasions since last year. He also stated that this year, the Taiwan-New Zealand economic cooperation agreement (ANZTEC) is being implemented in its complete form. The president expressed hope that deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among our indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. New Zealand’s All-Party Parliamentary Group on Taiwan was established in 2023, marking a significant milestone in the deepening of Taiwan-New Zealand relations. He added that New Zealand has much to offer in the field of geothermal energy to assist Taiwan, and mentioned that New Zealand is third largest in terms of the number of rocket launchers for satellites, which could assist Taiwan with communications in the future. Lastly, MP Smith stated that he looks forward to a long and prosperous relationship between Taiwan and New Zealand.     On the afternoon of April 15, President Lai Ching-te met with a delegation led by Tuvalu Deputy Prime Minister and Minister of Finance and Economic Development Panapasi Nelesone and his wife. In remarks, President Lai thanked Tuvalu for its staunch and long-term backing of Taiwan’s international participation. The president said he looks forward to our nations deepening bilateral ties in such areas as agriculture, medicine, education, and information and communications technology and working together toward greater peace, prosperity, and development in the Pacific region. A translation of President Lai’s remarks follows: I extend a very warm welcome to Deputy Prime Minister Nelesone and Madame Corinna Ituaso Laafai as they lead this delegation to Taiwan. Our distinguished guests are the first delegation from Tuvalu that I have received at the Presidential Office this year. During my visit to Tuvalu last year, I met and exchanged views with Deputy Prime Minister Nelesone and the ministers present. I am delighted to meet you again today and thank you once again for the hospitality you accorded my delegation. The culture of Tuvalu and the warmth of its people are not easily forgotten. Tuvalu’s support for Taiwan has also touched us deeply. I want to take this opportunity to thank Tuvalu for staunchly backing Taiwan’s international participation over the past several decades. Our two countries have supported each other like family and have together made contributions in the international arena.     President Lai pens Bloomberg News article on Taiwan’s response to US reciprocal tariffs
    On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. At a time of growing global uncertainty, underpinned by growing Chinese assertiveness, closer trade ties are more than sound economics; they are a critical pillar of regional security. In remarks, President Lai welcomed the ambassador to her new post and thanked Tuvalu for its long-term support for Taiwan’s international participation. The president also noted that joint efforts between our two countries have produced fruitful results in such areas as medicine and public health, agricultural and fisheries technology, and information and communications technology. He expressed his hope that we will continue to deepen our bilateral relations so as to generate even greater well-being for our peoples and promote peace, stability, and prosperity in the Pacific region.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     Message from the CEO

    Sales in the first quarter were in line with expectations, amounting to approximately 20 MSEK, resulting in an EBITDA of 0.7 MSEK. During the quarter, we received two orders from our partner Kaiser in Singapore, totaling approximately 4 MSEK in consumables. The end customer has purchased instruments through four separate orders. The continued orders of consumables indicate that the instruments are in frequent use. The customer operates within law enforcement, and the SERS consumables are used to identify narcotics in very low concentrations and mixtures that are typically difficult or impossible to detect with handheld Raman devices that lack the patented SERS capability. 

    During the quarter, we launched three new accessories that address challenges previously unsolvable with handheld Raman technology. These new accessories were demonstrated for partners and customers, and the feedback has been very positive. Combined with SERS and the Serstech Arx mkII, these additions enable the identification of narcotics and other hazardous substances down to 30 micrograms, as well as liquid traces as small as a few microliters. No other handheld Raman-based systems currently on the market offer this capability, which we refer to as trace identification. Competing technologies are limited to either trace detection (i.e., detecting the presence of a threat without identifying it – similar to what a dog can do) or bulk identification (i.e., identifying larger volumes of a chemical). Serstech now provides a complete solution encompassing bulk identification, trace sampling and collection, and trace identification. With our software and integration capabilities, we offer the most comprehensive solution on the market for identifying narcotics, hazardous substances, and chemical warfare agents.

    In March, we began the liquidation of our Romanian subsidiary, Serstech Development SRL, and we expect the process to be completed by the end of the second quarter. As of the end of March, we had nine software developers working at the Romanian office. Following the pandemic, staff costs in Romania have increased significantly. By relocating these positions to our Lund office, we can reduce costs while also improving output. Most replacements have already been recruited, and we expect the team to be fully staffed before the end of summer.

    We are observing promising trends in the market that are likely to positively impact our sales in the coming years. The threat of tariffs is making U.S.-based product pricing increasingly unpredictable. As a result, some customers are seeking non-U.S. suppliers – of which there are very few in our industry. All our major competitors are based in the U.S., while Serstech remains the only EU-based manufacturer of handheld Raman solutions. This trend is most prominent in Europe but is also emerging in other regions.

    However, the threat of U.S. tariffs could negatively affect our U.S. sales in 2025, and we are closely monitoring the situation. While it is too early to draw definitive conclusions, a potential worst-case scenario is that our products could become too expensive for the U.S. market. We are currently evaluating and preparing potential solutions, such as establishing local production in the U.S. and/or building inventory in the U.S. before any higher tariffs are implemented.

    The year has started positively, with a strengthened product portfolio, high demand, and the possibility of a trade conflict that could ultimately benefit Serstech in the medium to long term. As always, we should expect quarterly variations due to the nature of the industry, and given the current geopolitical volatility, these fluctuations may be more pronounced than usual. Nonetheless, we remain confident in our long-term growth and profitability. The investments we are making this year in sales, product development, and production will significantly contribute to our results for many years to come.

    Prime Minister’s Question Time, also referred to as PMQs, takes place every Wednesday the House of Commons sits. It gives MPs the chance to put questions to the Prime Minister, Sir Keir Starmer MP, or a nominated minister.

    In most cases, the session starts with a routine ‘open question’ from an MP about the Prime Minister’s engagements. MPs can then ask supplementary questions on any subject, often one of current political significance.

    The Leader of the Opposition, Kemi Badenoch MP, asks six questions and the leader of the second largest opposition party asks two. If another minister takes the place of the Prime Minister, opposition parties will usually nominate a shadow minister to ask the questions.

  • MIL-OSI Africa: Minerals Commission of Ghana to Participate at Mining in Motion 2025

    Martin Kwaku Ayisi, CEO of the Minerals Commission of Ghana, will speak at the upcoming Mining in Motion 2025 Summit. As the head of the government agency responsible for developing, coordinating and monitoring mineral sector policies, Ayisi’s participation will be instrumental in presenting Ghana’s vision for sustainable mining sector growth.

  • MIL-OSI Africa: South Africa: state of the nation 30 years into democracy

    Just over 30 years after South Africa’s first democratic elections, public opinion is divided over how to evaluate the post-apartheid, democratic state. Characterisations range from “failed or failing state”, to “mafia state” to the more optimistic “developmental state” committed to addressing historical patterns of injustice through decisive state intervention.

    The characterisations vary so widely because interpretations of the state are shaped not only by a complex empirical reality but also by competing theoretical and ideological perspectives. Some parts of the state appear dysfunctional, marked by failure, corruption, or capture. Others are viewed as evolving, contested, or in need of transformation. The perspective depends on the framework of analysis applied.

    Theoretical approaches reinforce these divisions. Some emphasise state failure and breakdowns. Some highlight illicit networks and patronage. Others focus on whether the state is supported by strong institutions and leadership, has the necessary operational know-how, or operates within a clear ethical matrix.

    These overlapping dimensions produce divergent conclusions. To some, the proverbial glass is half empty, while to others it is half full.

    The ongoing debate about the successes and failures of the South African state is the subject of a book that followed a call for papers in 2023 – The State of the South African State: Capability, Capacity and Ethics.

    The book poses the question of whether South Africa’s future lies in hope or despair. Contributors cover a range of themes through the lens of a range of disciplines in the social sciences. The themes include financing of the state’s responsibilities, managing the energy transition, water provision, the political economy, foreign policy, the state of the security sector, traditional leadership, the role of civil society and the capacity of the public service.

    Capacity, capability and ethics

    In assessing the state’s performance, the book addresses three interdependent components: capacity, capability and ethics.

    Capacity refers to the state’s institutional make-up (its tangible infrastructure).

    Capability refers to the means at the society’s disposal to enable the state to deliver on its mandate. It includes the operational know-how, including how effectively the state uses its resources.

    Ethics refers to the behaviours displayed by those entrusted with leadership and implementation responsibilities across the state.

    A state with ample capacity and high capability but lacking in ethical grounding may misuse its resources. This leads to corruption and public disillusionment. Conversely, strong ethical commitments without sufficient capacity or capability may result in well-intentioned but ineffective policies.

    When ethics guide the accumulation of capacity as well as the effective, strategic use of those resources, the state is more likely to fulfil its public mandate and uphold constitutional values.

    Historical evolution

    The volume situates this framework within broader theoretical debates. It explains how past and present challenges (such as state capture or institutional decay) have emerged. It also charts a pathway for renewal.

    The democratic South African state’s formal evolution has passed through four phases:

    • transition and transformation (1994-1999)

    • policy orientation and compromise (mid-1990s to early 2000s)

    • erosion and institutional decay (2008-2018)

    • attempts at recovery and renewal (2019-July 2024)

    • the government of national unity agenda (July 2024 to present).

    In the immediate post-1994 era, the state transformed its capacity. It replaced apartheid-era structures with new bodies designed to uphold constitutional principles and reflect democratic values.

    The guiding ethical operating system was strong. Ideals of dignity, equality, and inclusivity were central to the nation-building project. This set the stage for policies intended to redress historical injustices, even if practical know‐how was still maturing.

    In the second phase of state-building (after the first five years of democracy) there was a shift from the initial promise of the Reconstruction and Development Programme towards a market-oriented approach. This policy change was an attempt to manage economic realities through market mechanisms. But some policy actors saw it as a betrayal of the poor and the working class.

    During this period, the ethical underbelly began to show signs of strain. As pragmatic and market-driven ideas took precedence, some of the original ethical commitments were diluted. These included broad-based development and social justice. This contributed to compromises that would later affect public trust.

    In the third phase from about 2009 onwards, the state’s institutional capacity suffered from high levels of mismanagement and poor oversight. The robustness of institutions was undermined by chronic neglect and corruption.

    State capture and corruption impaired the state’s ability to use its capacity effectively. The result was policy failures. This made it more difficult to meet social and economic challenges.

    The weakening of accountability allowed unethical practices to flourish. It also undermined the very ideas that had originally set the state on a path of inclusive development.

    In the phases that followed reform efforts focused on rebuilding operational capacity. There were attempts to improve administrative efficiency and strategic planning, and build compacts for social change and redress.

    Measures were introduced – albeit gradually – to reinforce accountability and transparency. The aim was to renew the social compact between the state and society around inclusive growth and accountability.

    After the 2024 national and provincial government elections, the African National Congress (ANC) had to form a unity government in July 2024. Since then, there has been a renewed effort to strengthen the state’s capacity. The unity government’s agenda places some emphasis on improving operational efficiency and strategic planning.

    Hope or despair?

    Despite both domestic and international pressures, including a change in administration in the US, recent unity government efforts highlight that a positive turnaround is possible, though it is far from guaranteed.

    The framework set out in the book suggests that building an effective, capable and developmental depends on:

    • bolstering institutional capacity

    • improving the effective use of resources

    • embedding strong ethical standards into all levels of state activity.

    To some observers, the post-apartheid state was doomed to failure from the start, due to the negotiated settlement that brought it about. To others, the legitimacy of the state has been eroded by poor policy choices, and that’s why it now faces a polycrisis.

    And to others, the state has been captured and repurposed by opportunistic and self-serving forces.

    Understanding the state of the South African state is contested territory. And probably will be for a long time to come.

  • MIL-OSI Africa: Flooding incidents in Ghana’s capital are on the rise. Researchers chase the cause

    Urban flooding is a major problem in the global south. In west and central Africa, more than 4 million people were affected by flooding in 2024. In Ghana, cities suffer damage from flooding every year.

    Ghana’s president, John Dramani Mahama, has established a task force to find ways of improving flood resilience in the country. This is partly driven by an increase in flooding incidents in cities such as Accra and Kumasi in the last decade.

    We are urban planning and sustainability scholars. In a recent paper we analysed whether flooding in Accra, Ghana’s capital, was caused by climate change or poor land use planning.

    We conclude from our analysis that flooding is caused by poor and uncoordinated land use planning rather than climate change. We recommend that the physical planning department and other regulatory agencies are equipped to ensure the effective enforcement the relevant land use regulations.

    Mixed push factors

    The Accra metropolitan area is one of the 29 administrative units of Ghana’s Greater Accra region. It is the most populous region in Ghana, with over five million residents, according to the 2021 Housing and Population Census.

    We interviewed 100 households living in areas such as Kaneshie, Adabraka and Kwame Nkrumah Circle. These areas experience a high incidence of floods. Representatives of agencies such as the Physical Planning Department of the Accra Metropolitan Assembly, the National Disaster Management Organisation and the Environmental Protection Agency were interviewed too, about:

    • the nature and areas most prone to flooding in the study area

    • the frequency of flooding

    • land use planning and regulations and their influence on flooding.

    About 40% of the people we interviewed attributed flooding to both weak enforcement of land use regulation and changes in rainfall patterns. Most of the households (52%) said floods in Accra were the result of weak enforcement of land use regulations, while 8% blamed changes in land use regulations.

    We also analysed recorded data on flood incidence and rainfall. We found no correlation between increased rainfall and flooding. For example in 2017 there was a decrease in rainfall, but an increase in flooding.

    This finding points to the fact that rainfall isn’t the only factor contributing to flooding in the city.

    The agencies and city residents reported that between 2008 and 2018, they could see that more people were encroaching on the city’s wetlands by building homes and commercial infrastructure. This has changed the natural flow of water bodies. The Greater Accra Metropolitan and its environs has major wetlands such as Densu Delta, Sakumo Lagoon and Songor Lagoon.

    Interview respondents noted that the siting of unauthorised buildings and the encroachment on buffer zones of water bodies in the city could have been averted. They blamed political interference in the enforcement of land use regulation. The government makes the situation worse in two ways, they said:

    • planning standards and regulations are neglected in the development process. The processes involved in acquiring development permits are cumbersome and expensive, so people go ahead and develop without permits.

    • regulatory institutions and authorities are ineffective. This is clear from the fact that planning happens chaotically. No attention is given to the ecological infrastructure that’s needed.

    The way forward

    We conclude that land use malpractices remain the dominant causes of flooding in Accra. They include:

    • poor disposal of solid waste, which eventually blocks drains and results in water overflow during heavy rains

    • building on wetlands as a result of non-compliance or non-enforcement of land use regulations.

    There is an urgent need for Ghana’s cities to adopt best practices in waste management. These include recycling of plastic waste and composting for urban agriculture. An environmental excise tax was introduced in 2011 to fund plastic waste recycling and support waste management agencies.

    The increasing encroachment on wetlands should be addressed through the strict enforcement of buffer regulations. Planning authorities and the judiciary can collaborate on this. The city must also encourage green infrastructure, like rain gardens, green roofs, permeable pavement, street trees and rain harvesting systems. Research has shown these to be environmentally sustainable and cost-effective approaches to managing storm water.

    Another suggested approach is the introduction of the polluter pays principle in city management. This is a system where city residents who are involved in the pollution of the environment are made to pay for the cost of mitigating the impact. Residents who dispose of waste indiscriminately and encroach on wetlands would be made to pay for the cost of the environmental degradation. Cities such as Barcelona and Helsinki have applied this principle in the management of their industrial discharge and contaminated waste.

    Finally, there should be incentives for city residents to promote environmental sustainability. For example, a deposit refund system has been introduced in several states in the US and Australia. In this system, consumers are made to pay a deposit after purchasing items that can be recycled, such as plastic bottles, and the deposit is reimbursed to the consumer after the return of the empty bottles to a retail store.

    Geoengineering, also known as climate engineering or climate intervention, refers to the deliberate, large-scale manipulation of the Earth’s climate system to counteract human-caused climate change. It involves interventions like reflecting sunlight back into space to mitigate the effects of global warming. While the UK government and main research funders are in favour of conducting fundamental research to improve our understanding of these potential interventions (but not deployment of these approaches), these initiatives have still proved controversial with many inside and outside science, who argue that even researching this area is a dangerous distraction from the kind of climate action we need now.

    The National Environment Research Council (NERC) announced £10 million of new funding for modelling solar radiation management schemes last week and we expect ARIA to announce funding soon. The Royal Society is currently working on a new report on Solar Radiation Management (SRM) expected later this year, and NERC, part of UK Research and Innovation, have also announced a public engagement exercise this summer. With all this activity planned, the SMC invited some leading experts to meet science journalists explain the main scientific approaches to this research, outline why funders believe this research is justified and answer questions.

    Lightweight portable oxygen system to save lives

    New compact and lightweight portable oxygen delivery system will improve safety and can be deployed immediately for use by frontline medics.

    The Defence Science and Technology Laboratory (Dstl), in collaboration with Defence Medical Services (DMS), has unveiled a cutting-edge portable oxygen delivery system designed to improve casualty survival rates for UK soldiers and civilians.

    Weighing just 5kg, this ground-breaking system offers sustainable oxygen delivery on the battlefield, overcoming limitations of traditional pressurised oxygen cylinders.

    Current cylinders pose logistical challenges due to their weight, risk of explosion and requirement to be refilled using specialist equipment after use. The Dstl system offers improved safety flexibility and reusability.

    Lightweight Portable Oxygen Unit – For Frontline Troops

    The innovative concentrator system works by drawing air from the environment surrounding the patient, pushing it into a series of chambers that removes the nitrogen present in atmospheric air, allowing breathable oxygen-rich gas to be delivered directly to the patient.

    Additionally, its rebreather element conserves exhaled breath, scrubs carbon dioxide out of it and enables it to be breathed back in. This combination ensures that any oxygen consumed by the patient is replaced, maintaining a consistently high concentration of oxygen delivered to the patient.

    The system also provides rebreathing capabilities and patient ventilation for casualties unable to breathe unaided, all within the same weight class as a standard oxygen cylinder.

    Dstl Military Advisor Major Andrew Maggs said:

    The ability to deliver oxygen at the point of injury represents a game-changing advance in battlefield medicine. By reducing logistical burden and improving safety, the system will provide critical care in situations where every second counts.

    The first deployment of the system is yet to be determined, but potentially means 15 prototype systems will be deployed out to operations. The system, which was developed using a combination of off-the-shelf components, is currently undergoing design work to create a mass-producible version tailored for rigorous military use.

    This collaboration highlights the importance of UK science and innovation in addressing real-world challenges. Dstl and DMS are working to ensure this technology is refined and ready to meet the demands of military and civilian operations and crises.

    Impact of this new system

    Oxygen therapy is critical for trauma patients suffering from blood loss, head injuries and lung trauma – injuries frequently seen on the battlefield. By getting oxygen delivery directly to the point of injury, the system can dramatically improve the likelihood of survival and recovery.

    Dstl’s Chief Executive Dr Paul Hollinshead said:

    In operational terms, this system will reduce the logistical strain on supply chains while improving battlefield care. The ability to also reuse the system with external power or replaceable batteries means it offers unparalleled flexibility.

    In its current format, the cumulative cost of the separate components is approximately £15,000 per unit, but efforts are underway to design an even more cost-effective system with greater scalability.

  • MIL-OSI Global: ‘Energy security’ is being used to justify more fossil fuels – but this will only make us less secure

    The UK government is about to host a summit with the International Energy Agency (IEA) on the future of energy security. It does so as the world grapples with war, geopolitical realignments and trade barriers, against a backdrop of accelerating climate upheavals. One of the expected outcomes of this summit is a new, agreed definition of what constitutes energy security in the 21st century.

    Common understandings of energy security have focused on making supplies reliable and affordable, with less attention paid to ensuring sources of energy are sustainable and less volatile over the medium- and long-term. This neglect compromises our collective security.

    The IEA’s 31 member countries and 13 associates include most of the world’s most powerful states. Its influence means that this new definition of energy security will be used to inform government policies and investment decisions around the world. Given the cost of energy infrastructure, and the lengthy time it takes to build these projects, this definition is set to shape our future, economically and climatically.

    But there is a very real risk that this definition will open the door to further investments into fossil fuel production under the guise of energy security.

    After Russia invaded Ukraine, governments rushed to cut their reliance on Russian fossil fuels. This caused major disruptions as prices spiked and millions were pushed into energy poverty.

    Europe alone spent an extra €517–€831 billion (£444–£713 billion) on energy in 2021 and 2022, even though some imports from Russia continued through so-called “shadow fleets”. Some argued that high fossil fuel prices only embolden leaders like Putin and help fund their conflicts.

    Governments responded with “energy nativism”, as they sought to secure as much energy as possible for their citizens at whatever cost. This typically meant boosting renewables and bulk buying oil and gas. In the UK’s case, it also meant the previous government issuing hundreds of new licenses to drill for oil and gas to “increase energy security” – licenses the current government says it will honour).

    Shipments of liquified natural gas (LNG) were also redirected from poorer countries like Pakistan and Bangladesh towards the highest bidders in Europe and Asia. This raises the question of who exactly is becoming more energy secure and at what cost.

    Meanwhile, large fossil fuel exporters like Qatar, the US and Australia ramped up production. A US official even referred to its gas exports as “molecules of freedom”. Australia has exported so much natural gas it may have to buy its own gas back from Japan at market price.

    The sheer volume of investment in new oil and gas infrastructure like offshore rigs or LNG terminals, combined with long build times, has locked in higher fossil fuel production and pushed emissions to record levels. This poses significant risks for both exporters and importers, especially as future demand is uncertain and energy markets remain volatile.

    Fossil fuels remain dominant

    More fundamentally, continued reliance on fossil fuels is making humanity less secure. The vast majority of emissions still come from burning coal, oil or gas. Preventing climate catastrophe therefore requires us to phase out fossil fuels as fast as possible – with wealthy nations leading the charge. In their place, we’ll have to generate energy from renewable sources that do not replicate the volatility of globally traded fossil fuels.

    Yet despite some progressive policies, fossil fuels remain dominant across the global economy. Investment in oil and gas today is almost double the level it must fall below if the world is to reach net zero by 2050, according to the IEA’s own modelling.

    The pursuit of energy security has boosted renewables, but adding additional clean energy isn’t enough – it must ultimately displace fossil fuels entirely. This will require a whole-economy shift. That means cutting production of fossil fuels while also reducing demand, stabilising prices and building out clean energy fast enough to support the electrification of transport, industry and heating.

    But supply chains for batteries, solar panels and other key technologies are vulnerable. Delays and shortages could mean electricity prices spike, sparking social unrest. This is yet another risk of getting energy security wrong: if inflationary pressures drive the immiseration of the general public, governments and their energy plans will be short lived.

    The definition of energy security that comes out of the IEA summit should reflect the fact we’re now in a world of constant crises. True energy security means charting a path towards a world that is more socially, economically and environmentally secure. This means developing a well-managed global plan to phase out fossil fuels.

    First prisoners arrive at new 1,500-place jail

    The first prisoners have been locked up at a new jail that will create nearly 1,500 prison places, helping to cut crime and make streets safer today as part of the Government’s Plan for Change (23 April).

    HMP Millsike in Yorkshire is now operational, making it the first of four new jails to be opened as part of the pledge to create 14,000 extra prison places by 2031, keeping dangerous offenders locked up.  

    This extra capacity will help keep the public safe by making sure the country never runs out of space again.  

    As a Category C “resettlement” prison, HMP Millsike has been designed with a clear aim – cutting crime and reducing reoffending. It includes 24 workshops and training facilities aimed at getting offenders into work on release and away from crime for good, so fewer people become victims in the future.     

    Minister for Prisons, Probation and Reducing Reoffending, James Timpson, said: 

    HMP Millsike is a vital part of our Plan for Change, building 14,000 new prison places by 2031.  

    This modern prison has been designed to cut crime. This prison will force offenders to turn their backs on crime, delivering safer streets and ensuring there are fewer victims in the future.” 

    The prison is the size of 39 football pitches and comes fitted with security technology to combat the drugs, drones and phones that have plagued prisons in recent years and risked the safety of frontline officers.   

    This includes reinforced barless windows to deter drone activity, hundreds of CCTV cameras, and X-ray body scanners to spot and stop contraband entering the prison.  

    The prison will be operated by Mitie Care and Custody. Education and workplace training provider PeoplePlus will give offenders the tools they need to find work on release and stay on the straight and narrow.

    As the first prisoners arrive at HMP Millsike, our focus is on building safer communities by creating an environment that promotes problem solving and self-determination to help the rehabilitation process enabling prisoners to break the cycle of reoffending.  

    As a resettlement prison, every element including the design, facilities and technology is purposfully structured so that prisoners leave HMP Millsike qualified, employable and ready to integrate and contribute to society.” 

    With the country still using many of its Victorian prisons, HMP Millsike has been built to also stand the test of time. Its use of modern materials and fittings will keep running and repairs costs to a minimum for taxpayers.   

    Its opening is a major milestone in the government’s 10-year prison capacity strategy published in December. This plan includes 6,400 places through new houseblocks and 6,500 places via new prisons. One thousand rapid deployment cells will be rolled out across the estate while more than 1,000 existing cells will be refurbished.    

    It follows a £2.3 billion investment to deliver these prison builds, with a further £500 million going towards vital building maintenance across prisons and the probation service by the end of March 2026. The strategy will work alongside the Independent Sentencing Review to ensure the most serious offenders can always be sent to prison to protect the public.

    Every year, an estimated 21 million girls aged 15–19 years in low- and middle-income countries become pregnant. Adolescent pregnancy leads to higher risks of maternal and infant mortality, a greater chance of mental health problems, and constraints for educational and economic prospects, which contributes to cycles of poverty and inequality that can span across generations

    In many parts of the world, adolescents lack access to the information and resources necessary to make informed decisions about their sexual and reproductive health (SRH). This leaves them vulnerable to unintended pregnancies; child marriage further fuels the risk.

    The World Health Organization (WHO) recently released an updated guideline for preventing early pregnancy and poor reproductive outcomes among adolescents in low- and middle-income countries, providing evidence-based normative guidance in two key areas: preventing child marriage and improving adolescents’ access to contraception. The recommendations highlight the importance of enabling laws and policies and education to achieve these goals.  

    The power of policy

    Many countries around the world have recently stepped up to make child marriage illegal. Colombia is one of these, with members of congress abolishing  a law in November 2024 that allowed marriages from the age of 14. Importantly, the new bill they introduced also includes measures to restore the rights of children and adolescents affected by underage marriages and unions, with a special emphasis on supporting indigenous people and other vulnerable communities.

    A joint effort by authorities and society is required to eradicate this practice and guarantee the protection of girls’ rights.

     “The effective implementation of this law shows a change in the social norms that perpetuate child marriage. A joint effort by authorities and society is required to eradicate this practice and guarantee the protection of girls’ rights,” said Tamara Ospina, the Government of Colombia’s Vice Minister of Women. “It is essential to advance a campaign for cultural change that allows for the dismantling of traditional family views and promotes the participation of girls in different sectors, especially in the educational sector, to foster greater opportunities.”

    The WHO guideline recommends the formulation and implementation of such laws and policies that prevent marriage before age 18, in line with human rights standards. However, the guideline acknowledges, in agreement with the Human Right Council Resolution, that simply making child marriage illegal is not enough. Without additional support programmes, this approach could marginalize and stigmatize girls and families, and lead to more informal or unregistered marriages, unintentionally increasing the practice.

    This is why a comprehensive approach, that includes efforts to address the root causes of child marriage, such as poverty, gender inequality and access to education, is so important. The guideline also suggests the approach should also mobilize youth and adolescents, as well as political and governmental leaders, alongside religious, traditional and other influential people in the community to promote girls’ rights.

     The importance of comprehensive sexuality education

    The WHO guideline reinforces the interagency technical guidelines on sexuality education, emphasizing that comprehensive sexuality education is key to preventing adolescent pregnancy and improving contraceptive uptake. In Colombia, implementation of the law is facilitated by work led by adolescent girls to ensure that girls have access to sexuality education.

    Ángela Rosa Cervantes Bravo is a teen activist from a rural indigenous village in Colombia where she is heavily involved in an NGO called Sinumar Foundation that focuses on girls and sexuality education with the aim to prevent adolescent pregnancy in her community. Every year, the foundation organizes an entire week of speakers on sexual education. “During this time, our mothers, children in the community, and we, as young women, are guided and filled with knowledge about our bodies, contraceptive methods, and more. We sit down with boys and girls in mixed circles, talking about sexual education, violence and any other issue that might be relevant to the community,” Cervantes Bravo said.

    Discussing topics, such as adolescent pregnancy or child marriage, comes with its challenges due to the social stigma and traditional beliefs around it. “Some parents still get upset when they hear us discussing these things, but they need to understand that we are at a stage where these conversations are necessary,” she said. The experiences of Cervantes Bravo reinforce the need to engage parents and other community members in supporting adolescents, which is highlighted as another recommendation in the updated guideline.  

    Support tools for policy makers and programme managers will be rolled out to guide decision making and ensure that interventions are contextually relevant, to support the work of countries like Colombia and of NGO’s like Sinumar Foundation.

    Avni Amin, Unit Head of Rights and Equality Across the Life Course at WHO and the UN Special Programme on Human Reproduction (HRP) concludes: “While these guidelines offer a solid foundation for countries to address adolescent pregnancy and prevent child marriage, the true measure of their success lies in their implementation. It is essential that these guidelines are not only read but acted upon, integrated into national policies, and adapted to fit local contexts. Our goal is to see tangible changes on the ground that will empower young girls and protect their rights.” 

    Other countries that have taken recent measures to act on child marriage include Sierra Leone and Belize. Sierra Leone’s Prohibition of Child Marriage Act eliminated all exceptions that previously allowed marriage under 18, ensuring a strict nationwide ban. Similarly, Belize amended its Marriage Act to raise the legal marriage age from 16 to 18, without any exceptions, reinforcing its commitment to ending child marriage.
