    Washington (July 18, 2025) – Senator Edward J. Markey (D-Mass.), member of the Commitee on Commerce, Science, and Transportation, today wrote to Paramount Global Chair Shari Redstone, demanding answers on the circumstances surrounding the cancellation of “The Late Show with Stephen Colbert,” specifically requesting whether anyone in the Trump administration asked for the show to be cancelled.

    In the letter, Senator Markey wrote, “Last night, Stephen Colbert announced that CBS will end ‘The Late Show with Stephen Colbert’ next spring. Although CBS, a Paramount subsidiary, has cited financial reasons — including a projected $40 million loss for the show this year — for this decision, the timing has raised public questions. Just days earlier, Colbert sharply criticized Paramount’s $16 million settlement of a lawsuit brought by President Donald Trump — a settlement many view as an attempt to facilitate government approval of the company’s proposed merger with Skydance Global. Given the importance of protecting editorial independence from political influence, and the public interest stakes in the pending merger, I am seeking additional information to understand the full context surrounding this programming decision.”

    Senator Markey continued, “If Paramount is unhappy with Colbert’s monologue — including its political tone or position — the company has every right to respond with personnel and other operational decisions. And it, of course, has every right to make programming decisions for financial reasons. But Paramount should not be making editorial decisions or compromising its editorial independence at the behest of or under pressure from the government, including in the context of securing FCC merger approval. If the Trump administration is using its regulatory authority to influence or otherwise pressure your company’s editorial decisions, the public deserves to know.”

    Senator Markey requested answers by July 25, 2025, to the following questions:

    1. Has any official in the Trump administration, including the President or an official at the FCC, contacted your company about Colbert’s monologue on Monday night?

    1. If so, did they request Paramount or CBS take any action in response to Colbert’s monologue, including the cancellation of “The Late Show with Stephen Colbert”? If so, please identify those conversations and the requested actions.

    Senator Markey has aggressively pushed back on the Trump administration’s efforts to attack news organizations and intimidate the media. In May 2025, as Paramount was reportedly pushing for the settlement to help facilitate approval of its merger, Senators Markey and Ben Ray Luján (D-N.M.) wrote to Federal Communications Commission (FCC) Chairman Brendan Carr requesting that the FCC hold a full Committee vote on the Paramount-Skydance merger. After Paramount announced its settlement with Trump, Senators Markey and Luján wrote to FCC Commissioner Olivia Trusty, urging the FCC to hold a full Commission vote on the pending merger. In March 2025, Senators Markey and Luján, along with Senator Jacky Rosen (D-Nev.), introduced the Broadcast Freedom and Independence Act, legislation that would prohibit the FCC from revoking broadcast licenses or taking action against broadcasters based on the viewpoints they broadcast. In February 2025, Senators Markey and Luján, along with Senator Gary Peters (D-Mich.), wrote to Chairman Carr and then-Commissioner Nathan Simington regarding the FCC’s recent, politically motivated actions against broadcasters and public media.

  • MIL-Evening Report: Systematic bias: how Western media reproduces the Israeli narrative

    “If words shape our consciousness, then the media holds the keys to minds.”

    This sentence is not merely a metaphor, but a reality we live daily in the coverage of the Israeli aggression on Gaza, where the crimes of the occupation are turned into “acts of violence”, the siege targeting civilians into “security measures”, and the legitimate resistance into “terrorist acts”.

    This linguistic distortion is not innocent; it is part of a “systematic mechanism” practised by major Western media outlets, through which they perpetuate a false image of a “conflict between two equal sides”, ignoring the fact that one is an occupier armed with the latest military technology, and the other is a people besieged in their land for decades.

    Here, the ethical question becomes urgent: how does the media shift from conveying truth to becoming a tool for justifying oppression?

    Western media institutions promote a colonial narrative that reproduces the discourse of Israeli superiority, using linguistic and legal mechanisms to justify genocide.

    But the rise of global awareness through social media platforms and documentaries like We Are Not Numbers, produced by youth in Gaza, exposes this bias and brings the Palestinian narrative back to the forefront.

    Selective coverage . . .  when injustice becomes an opinion
    “Terrorism”, “self-defence”, “conflict” . . . are all terms that place the responsibility for violence on Palestinians while presenting Israel as the perpetual victim. This linguistic shift contradicts international law, which considers settlements a war crime (according to Article 8 of the Rome Statute), yet most reports avoid even describing the West Bank as “occupied territory”.

    More dangerously, the issue is reduced to “violent events” without mentioning their contexts: how can the Palestinian people’s resistance be understood without addressing 75 years of displacement and the siege of Gaza since 2007? The media is like someone commenting on the flames without mentioning who ignited them.

    The Western media coverage of the Israeli war on Gaza represents a blatant model of systematic bias that reproduces the Israeli narrative and justifies war crimes through precise linguistic and media mechanisms. Below is a breakdown of the most prominent practices:

    Stripping historical context and portraying Palestinians as aggressor

    Ignoring the occupation: Media outlets like the BBC and The New York Times ignored the Israeli occupation of Palestinian territories since 1948 and focused on the 7 October 2023 attack as an isolated event, without linking it to the daily oppression such as home demolitions and arrests in Jerusalem and the West Bank.

    Misleading terms: The war has often been described as a “conflict between Israel and Hamas”, while Gaza is considered the largest open-air prison in the world under Israeli siege since 2007. Example: The Economist described Hamas’s attacks as “bloody”, while Israeli attacks were called “military operations”.

    Dehumanising Palestinians
    Language of abstraction: The BBC used terms like “died” for Palestinians versus “killed” for Israelis, according to a quantitative study by The Intercept, weakening sympathy for Palestinian victims.

    Victim portrayal: While Israeli death reports included names and family ties (like “mother” or “grandmother”), Palestinians were shown as anonymous numbers, as seen in the coverage of Le Monde and Le Figaro.

    Israeli political rhetoric: Media outlets reported statements by Israeli leaders such as dismissed defence minister Yoav Gallant, who described Palestinians as “human animals”, and Benjamin Netanyahu, who called them “children of darkness”, without critically analysing this rhetoric that strips them of their humanity.

    Distorting resistance and linking it to terrorism
    Misleading comparisons: The October 7 attack was compared to “9/11” and described as a “terrorist attack” in The Washington Post and CNN, reinforcing the “war on terror” narrative and justifying Israel’s excessive response.

    Fake news: Papers like The Sun and Daily Mail promoted the story of “beheaded Israeli babies” without evidence, a story even adopted by US president Joe Biden, only to be disproven later by videos showing Hamas’ humane treatment of captives.

    Selective coverage and suppression of the Palestinian narrative
    Silencing journalists: Journalists such as Zahraa Al-Akhras (Global News) and Bassam Bounni (BBC) were dismissed for criticising Israel or supporting Palestine, while others were pressured to adopt the Israeli narrative.

    Defaming Palestinian institutions: The New York Times and The Wall Street Journal claimed the Palestinian death toll figures were “exaggerated”, ignoring UN and human rights organisations’ reports that confirmed their accuracy.

    Manipulating legal and ethical terms
    Denying war crimes: Deutsche Welle stated that Israeli attacks are “not considered war crimes”, despite the destruction of hospitals and the killing of tens of thousands of civilians.

    Legal misinformation: The BBC referred to Israeli settlements in the West Bank as “disputed territories”, despite the UN declaring them illegal.

    Double standards in conflict coverage
    Comparison with Ukraine: Western media linked support for Ukraine and Israel as “victims of aggression”, while ignoring that Israel is an occupying power under international law. Terminology shifted immediately: “invasion”, “war crimes”, “occupation” were used for Ukraine but omitted when speaking of Palestine.

    According to a 2022 study by the Arab Media Monitoring Project, 90 percent of Western reports on Ukraine used language blaming Russia for the violence, compared to only 30 percent in the Palestinian case.

    This contradiction exposes the underlying “racist bias”: how is killing in Europe called “genocide”, while in Gaza it is termed a “complicated conflict”? The answer lies in the statement of journalist Mika Brzezinski: “The only red line in Western media is criticising Israel.”

    False neutrality: Sky News claimed it “could not verify” the Baptist Hospital massacre, despite video documentation, yet quickly adopted the Israeli narrative.

    Consequences: legitimising genocide and marginalising Palestinian rights
    Western media practices have contributed to normalising Israeli violence by portraying it as “legitimate defence”, while resistance is labelled as “terrorism.”

    Deepening Palestinian isolation: By stripping them of the right to narrate, as shown in an academic study by Mike Berry (Cardiff University), which found emotional terms used exclusively to describe Israeli victims.

    Undermining international law: By ignoring reports from organisations like Human Rights Watch and Amnesty International, which confirm Israel’s commission of war crimes.

    Violating journalistic ethics . . .  when the journalist becomes the occupation’s lawyer
    Journalistic codes of ethics — such as the charter of the “International Federation of Journalists” — unanimously agree that the media’s primary task is “to expose the facts without fear”. But the reality proves the opposite:

    In 2023, CNN deleted an interview with a Palestinian survivor of the Jenin massacre after pressure from the Israeli lobby (according to an investigation by Middle East Eye).

    The Guardian was forced to edit the headline of an article that described settlements as “apartheid” after threats of legal action.

    This self-censorship turns journalism into a “copier of official statements”, abandoning the principle of “not compromising with ruling powers” emphasised by the “International Journalists’ Network”.

    Toward human-centred journalism
    Fixing this flaw requires dismantling biased language: replacing “conflict” with “military occupation”, and “settlements” with “illegal colonies”.

    Relying on international law: such as mentioning Articles 49 and 53 of the Fourth Geneva Convention when discussing the displacement of Palestinians.

    Giving space to victims’ voices: According to an Amnesty report, 80% of guests on Western TV channels discussing the conflict were either Israeli or Western.

    Holding media institutions accountable: through pressure campaigns to enforce their ethical charters (such as obligating the BBC to mention “apartheid” after the HRW report).

    Conclusion
    The war on Gaza has become a stark test of media ethics. While platforms like Al Jazeera and Middle East Eye have helped expose violations, major Western media outlets continue to reproduce a colonial discourse that enables Israel. The greatest challenge today is to break the silence surrounding the crimes of genocide and impose a human narrative that restores the stolen humanity of the victims.

    “Occupation doesn’t just need tanks, it needs media to justify its existence.” These were the words of journalist Gideon Levy after witnessing how his camera turned war crimes into “normal news”.

    If Western media is serious about its claim of neutrality, it must start with a simple step: call things by their names. Words are not lifeless letters, they are ticking bombs that shape the consciousness of generations.

  • MIL-OSI China: China to get tough on rare metals theft

    With the disclosure of several cases where foreign spies stole rare earth elements from China, the Ministry of State Security announced on Friday that it will take action to prevent and combat sabotage and theft activities targeting key mineral resources by foreign espionage agencies.

    The ministry released details of the cases via its official WeChat account, showing that foreign espionage agencies and their agents have attempted to collaborate with domestic criminals to use delivery services to steal rare earth-related items over the past few years, posing a significant threat to national security.

    “Since rare earth-related items have both military and civilian applications and are considered strategic national resources, China has adopted internationally recognized practices and implemented export controls on these items in accordance with the law,” the ministry explained in the release.

    In one disclosed case, a country that cannot independently produce or refine rare metals has been stockpiling them through various methods to secure a stable domestic supply. Investigations found that contractors from this country swapped packaging and forged non-China origin labels before transshipping the items back to their country.

    The contractors also used various methods to illegally export China’s rare earths and other controlled items, including false reporting of contents and components, misrepresenting product names, sending small quantities in multiple express shipments and switching transportation channels.

    The ministry stated that once concrete evidence was confirmed, the national security authorities, along with relevant departments, took action in accordance with the law to cut off the illegal export channels, thus safeguarding China’s resources and national security.

    China currently ranks among the top countries in the world in terms of rare earth reserves, production, consumption and exports, the ministry noted, adding that some countries are highly concerned about China’s supply of rare earth-related items and are employing various methods to steal them.

    It pointed out that foreign spies primarily steal China’s rare earth elements by misreporting product names. These items are concealed as non-controlled goods and smuggled out of the country through delivery channels. For instance, high-purity rare earths, such as dysprosium and terbium, were declared as low-value products like ferrous alloys, nickel powder or other ordinary goods to evade export controls.

    Chinese authorities also found that foreign espionage agencies and their agents attempted to instruct domestic criminals to hide undeclared rare earth-related items within other properly declared goods or means of transportation. For example, rare earth powder was mixed with ceramic raw materials, poured into plastic molds or bottled water containers.

    To address the problems, since the beginning of this year, China has strengthened its control over rare earth exports and taken strong measures to combat smuggling, according to the ministry.

    Despite such high pressure, it said, some overseas entities still colluded with domestic criminals and continued to find new methods of exports smuggling in an attempt to evade crackdowns.

    It emphasized that combating the smuggling and illegal export of strategic minerals has become an urgent and critical task, calling on all departments to focus on the strategic mineral sector, strengthen source control and form a joint effort to combat illegal activities.

    The Ministry of Commerce has stated that China’s implementation of export controls on relevant items reflects the responsible stance of the Chinese government as a major power.

    On June 19, a spokesperson for the Ministry of Commerce also said that China is accelerating the review of rare earth-related export license applications in accordance with the law and regulations. A certain number of compliant applications have already been approved, and the process for approving further compliant applications will be strengthened.

    WASHINGTON – U.S. Senators Maggie Hassan (D-NH) and John Boozman (R-AR), members of the Senate Committee on Veterans’ Affairs, introduced the Veterans Burial Assistance Act, bipartisan legislation to help expedite the process of certifying a veteran’s passing and minimize or avoid delays in providing benefits owed to their loved ones.

    “While we can never fully repay the debt that we owe to veterans for their service to our country, we can help ensure that as their families work to lay their loved one to rest, they receive the support that they have earned and deserve,” said Senator Hassan. “This commonsense legislation will help ensure that when a veteran passes away, their death certificate is processed quickly so that their loved ones can experience the closure and certainty that comes with a dignified burial.”

    “Ensuring that a death certificate – an important legal document – is provided to a veteran’s loved ones in a timely manner after their passing is crucial not only for emotional closure, but necessary for a variety of legal, financial and administrative matters,” said Senator Boozman. “Without one, it is difficult to access survivor and burial benefits and further assistance from the VA. Our bill ensures that veterans who pass away in VA care promptly receive this fully executed, vital document.”

    The Veterans Burial Assistance Act would require the signing of a veteran’s death certificate by a VA doctor or nurse practitioner within 48 hours of notification for any veteran whose primary care doctor is employed by the VA, regardless of where the veteran passes. When the VA is unable to meet this timeline, the local coroner or medical examiner may sign the death certificate.

    Families have reported delays of as many as eight weeks in the signing of a death certificate for veterans who have died of natural causes, preventing loved ones from receiving death benefits in a timely manner and forcing local governments to pay for the veteran’s body to be stored until the death certificate is signed and a burial can be performed.

    The bill is supported by AMVETS, Vietnam Veterans of America and With Honor.

    CHICAGO – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, pressed Attorney General Pam Bondi, Federal Bureau of Investigation (FBI) Director Kash Patel, and Deputy FBI Director Dan Bongino on apparent discrepancies regarding the handling of the Epstein files and findings from a July 7 Department of Justice (DOJ) memorandum and instructions reportedly received by FBI personnel to identify records mentioning President Trump.

    In letters to Bondi, Patel, and Bongino, Durbin began by highlighting contradictions between its first finding revealing no “incriminating client list” and Bondi’s public statements, writing: “The first finding directly contradicts public statements Attorney General Bondi has repeatedly made. On February 21, 17 days after her confirmation as Attorney General, Attorney General Bondi was asked directly by Fox News’ America Reports host John Roberts: ‘DOJ may be releasing the list of Jeffrey Epstein’s clients; will that really happen?’ She responded: ‘It’s sitting on my desk right now to review.’ On February 27, Attorney General Bondi released binders of documents related to Epstein to conservative influencers and commentators, but despite the major media event the White House staged around this release, these files were largely already publicly available. After intense blowback from this incident, Attorney General Bondi then appeared on another FOX News show, Life Liberty Levin, and claimed that a ‘whistleblower’ told her that ‘New York SDNY [was] sitting on thousands of pages of documents’; that ‘we will get everything’; that she was ‘assured’ there was more; and that the country would eventually see ‘the full Epstein files.’ She also claimed that the ‘FBI withheld all of those documents’ and you were providing a detailed report as an explanation for the FBI’s actions with respect to those materials.”

    Durbin then invoked breaking reporting that Trump sent a bawdy letter to Epstein, writing: “Notably, in 2002, Mr. Trump said of Mr. Epstein, ‘I’ve known Jeff for 15 years. Terrific guy, He’s a lot of fun to be with. It is even said that he likes beautiful women as much as I do, and many of them are on the younger side.’ Just yesterday, it was reported that the Department previously reviewed a ‘leather-bound album’ comprised of dozens of letters from Mr. Epstein’s friends in celebration of his 50th birthday in 2003. The letters were collected by Mr. Epstein’s partner Ghislaine Maxwell and included one from President Trump that allegedly ‘contains several lines of typewritten text framed by the outline of a naked woman, which appears to be hand-drawn with a heavy marker … and the future president’s signature is a squiggly ‘Donald’ below her waist.’”

    Durbin continued: “Despite tens of thousands of personnel hours reviewing and re-reviewing these Epstein-related records over the course of two weeks in March, it took DOJ more than three additional months to officially find there is ‘no incriminating ‘client list,’’ and the memorandum with this finding includes no mention of the whistleblower or additional documents, the existence of which Attorney General Bondi publicly claimed on February 27.”

    Durbin then discussed public scrutiny over the memorandum’s second finding that Jeffrey Epstein committed suicide, writing: “The second finding in the July 7 memorandum does not contradict any official statement from DOJ and accords with the DOJ Inspector General’s investigation into the Bureau of Prisons’ custody of Jeffrey Epstein. However, public skepticism of the government’s transparency in this matter has been needlessly increased due to the release of surveillance video from outside of Jeffrey Epstein’s cell in the hours leading up to his death, which the July 7 memorandum described as ‘full raw’ footage; in fact, the footage was likely modified, according to the metadata embedded in the video.”

    To Director Patel, Durbin wrote: “According to information my office received, the FBI was pressured to put approximately 1,000 personnel in its Information Management Division (IMD) … on 24-hour shifts to review approximately 100,000 Epstein-related records in order to produce more documents that could then be released on an arbitrarily short deadline. This effort, which reportedly took place from March 14 through the end of March, was haphazardly supplemented by hundreds of FBI New York Field Office personnel, many of whom lacked the expertise to identify statutorily-protected information regarding child victims and child witnesses or properly handle FOIA requests. My office was told that these personnel were instructed to ‘flag’ any records in which President Trump was mentioned.”

    To Deputy Director Bongino, Durbin wrote: “Prior to becoming FBI Deputy Director, you spent years as a private citizen making claims about the Jeffrey Epstein case. For example, you stated: ‘That Jeffrey Epstein story is a big deal. Please do not let that story go. Keep your eye on it.’ On July 11, far-right activist Laura Loomer claimed that you and FBI Director Patel ‘[were] livid with [Attorney General Bondi] over her DOJ Memo and the lack of transparency from her office regarding the Jeffrey Epstein files.’ Subsequent public reporting indicates this apparent dispute came to a head at a meeting between White House, DOJ, and FBI officials that you and Director Patel attended, leading to claims that you may resign from your position over these issues. You have made no public statements since these reports have come out, but reports have emerged that the dispute may have been related to Attorney General Bondi accusing you of leaking to NewsNation a story critical of her for allegedly preventing the FBI from releasing more Epstein-related records.”

    Responding to reports and Cambodian government announcements that a crackdown on scamming compounds in the country is under way, Amnesty International’s Regional Research Director Montse Ferrer said:

    “A coordinated government response to Cambodia’s scamming crisis is long overdue. However, it is vital that authorities respect the human rights of individuals found in these locations, where we have documented slavery, torture and other abuses carried out by criminal gangs.

    “Emerging reports and social media footage raise concerns that police may not be using a human rights-based approach to who is being detained and who is being treated as a victim of human trafficking. Victims must be properly identified and protected, and the government should share details about the detention centres where they may now be held.

    “Finally, police should not only focus on the individuals carrying out scams, but on those controlling them. Any legitimate crackdown must include the investigation and questioning of compound landlords and managers, as well as the security guards and companies who have assisted them.”

    According to research published last month by Amnesty International, the Cambodian government has been deliberately ignoring a litany of human rights abuses including slavery, human trafficking, child labour and torture being carried out by criminal gangs on a vast scale in more than 50 scamming compounds located across the country.

    Amnesty’s findings suggested there had been coordination and possibly collusion between Chinese compound bosses and the Cambodian police, who have failed to shut down compounds despite the slew of human rights abuses taking place inside.

    Since the publication of the report, the Cambodian authorities appear to have undertaken a crackdown on scamming compounds. On Wednesday 16 July authorities said they had arrested more than 1,000 people in raids on compounds in at least five provinces. Reports of more raids have continued, with dramatic social media footage showing scenes of people running from compounds in the middle of the night with suitcases.

    H.Res. 590 slashes $9 billion in waste, fraud, and abuse from federal spending and specifically defunds politicized federal agencies such as the United States Agency for International Development (USAID), National Public Radio (NPR), and the Public Broadcasting Service (PBS).     BACKGROUND
    Last week, the National Education Association (NEA) voted to fight against President “Trump’s embrace of fascism,” promote LGBTQ events in public schools, and sever all ties with the Anti-Defamation League. These latest examples of NEA’s blatant political bias, along with its recent promotion of hatred and antisemitism, are a clear departure from the organization’s intended purpose.
    The NEA has a long list of egregious violations of public trust:
    In the 2024 election cycle, 98 percent of NEA political donations went to Democrats. 
    In 2023, the NEA partnered with the Gay, Lesbian and Straight Education Network (GLSEN), who collaborated with the Target Corporation to promote an obscene, radical agenda in their stores.
    In July 2021, the NEA adopted measures to support critical race theory.
    The NEA stood in the way of reopening schools in 2020 and 2021 by threatening strikes and influencing CDC guidance process to make it harder for schools to reopen.

    THE NATIONAL EDUCATION ASSOCIATION CHARTER REPEAL ACT
    The National Education Association Charter Repeal Act would:
    Eliminate the congressional authorization of the NEA; and

    WASHINGTON, DC – Yesterday, U.S. Senator Jacky Rosen (D-NV) introduced the Extreme Heat Emergency Act. The bill would explicitly authorize extreme heat as eligible for a Major Disaster Declaration by the President under the Stafford Act, which recognizes fires, floods, explosions, hurricanes, tornadoes, and earthquakes as eligible disasters. This would help communities like those in Nevada access federal resources and funding to respond to these disasters and prepare for future extreme heat waves. On Monday, Las Vegas had the hottest day recorded so far this year, and the death toll of heat-related deaths has already risen to 29 people in Southern Nevada.

    There have been 27 major disaster declarations issued by President Trump so far in 2025. The disasters range in size and scope, from the L.A. wildfires to Midwest tornadoes and the Texas flooding as well as several winter storms. Many of them have resulted in fatalities and billions of dollars in damage to property and businesses, but one major deadly weather event that occurred in June hasn’t been declared: an extreme heat wave.
    But there’s no disaster declaration for the event listed on the FEMA website.
    That’s because extreme heat is not considered a “disaster” that is eligible for federal funding, according to the Stafford Act, which is the guiding law that outlines when and how the president can declare disasters and direct the Federal Emergency Management Agency to provide assistance to state and local governments. 
    Now, three Democratic lawmakers are attempting to change that. Senators Jacky Rosen of Nevada and Ruben Gallego of Arizona, along with Congresswoman Sylvia Garcia of Texas, have proposed legislation to classify extreme heat as a disaster, which would allow federal funding to flow into areas where hotter temperatures cause significant physical and economic distress.

    Sen. Jacky Rosen introduced legislation today to designate extreme heat as a major disaster, which would allow communities to receive federal aid during heat-related emergencies.
    The Extreme Heat Emergency Act, co-sponsored by Rosen, Sen. Ruben Gallego, D-Ariz. and Rep. Sylvia Garcia, D-Texas, would help Nevada and other states respond to extreme heat events and prevent future disasters, according to a Wednesday press release.
    “Last year, more than 500 people died in one single county in Nevada from heat-related illnesses,” Rosen wrote in the press release. “Current federal policy ignores the physical and health risks that such extremely high temperatures have on our communities, which is why I’m introducing a bill to change that.”
    The release cites heat-related deaths and critical infrastructure damage as severe effects of extreme temperature. Extreme heat is the leading cause of weather-related death in the U.S., according to the release.

    Twenty-nine Clark County residents have died from heat-related illnesses this summer. Last year, the county saw more than 500 heat-related deaths.

The four appropriations bills that passed committee are for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies (AG); Military Construction, Veterans Affairs, and Related Agencies (MilCon); Commerce, Justice, and Science and Related Agencies (CJS); and Legislative Branch (LEG). All were approved in committee, and will now advance to the Senate floor for consideration.
    “With crucial investments in affordable housing, infrastructure, public safety, and fisheries, we are addressing some of the most pressing challenges faced by Alaskans, and helping the sustainability and future of not only our communities, but our way of life.     HIGHLIGHTS FROM THE COMMERCE, JUSTICE, AND SCIENCE (CJS) APPROPRIATIONS BILL
    Supporting NOAA’s Mission in Alaska
    The National Oceanic and Atmospheric Administration (NOAA) is a vital partner for the state of Alaska, leveraging partnerships at federal, state, local, and Tribal levels. NOAA provides everything from real time weather forecasts to fisheries monitoring, so that our communities are safe and our way of life is sustainable. To that end, Senator Murkowski prioritized ensuring the agency had programmatic support from the CJS Appropriations Bill to further advance their core missions in Alaska.
    One of the largest wins included $75 million for NOAA to recapitalize vessels, so that the fleet can continue to provide state-of-the-art weather forecasts and fisheries monitoring. The budget also included a $1 million increase for the Integrated Ocean Observing System (IOOS) Regional Observations, which directly supports Alaska’s Ocean Observing System.
    Wins for NOAA Fisheries that will support sustainable seafood harvesting and conserving habitat:
    $10 million increase for Fisheries Surveys to support the historical levels of Alaska trawl surveys and exploring shifting fish stocks
    $3.125 million for the Bycatch Reduction Engineering Program (BREP), an increase of $250,000. This program was established to develop improved fishing practices and gear technologies in the effort of reducing bycatch.
    $4 million for the Fishery Survey Contingency Fund, which was established through the U.S. Treasury to compensate Alaska fishermen for economic losses.
    $5.5 million increase for Salmon Management Activities, which will be used to support the production of 42 million hatchery fish, to help increase the harvest for Tribal, commercial, and recreational fisheries.
    $41.5 million for the Pacific Salmon Treaty, a $500K increase from last fiscal year. This funding will go towards joint United States/Canada management of salmon fishing to prevent over-fishing and provide for optimum harvest
    $58.4 million for Observers and Training, including $2 million for the North Pacific Observer Program. These programs are essential for the conservation and management of fisheries in the Bering Sea, Aleutian Island, and Gulf of Alaska
    Wins for NOAA Weather & Climate Monitoring Systems
    $5 million increase for the National Data Buoy Center (NDBC). The NDBC is a network of monitoring infrastructure that collects and analyzes real-time data to ensure maritime safety.
    $10 million increase for Analyze, Forecast, and Support – includes language supporting tsunami detection and response systems relevant to Alaska.
    Advancing Connectivity in Alaska
    Senator Murkowski has set herself apart with her focus on broadband infrastructure in Alaska, shepherding record investment to the state through the Infrastructure Investment and Jobs Act (IIJA) of 2021. She continues to be a leader in the space, inserting report language in the Tribal Broadband Connectivity Program that acknowledges Alaska’s challenges with short construction seasons and logistics, laying the groundwork for future flexibility and support if needed. She also directed the National Telecommunications and Information Administration (NTIA) to consider supplemental funding that would ensure rural and remote Tribal projects are completed.
    Promoting Public Safety in Alaska
    Public safety in Alaska is always foremost on Senator Murkowski’s mind—particularly in our rural communities. She used the CJS bill as a vehicle for direct investment towards advancing that goal. The bill includes an increase in funding for the Tribal Youth Program, which does everything from improvements to the juvenile justice system, invest in alcohol and substance abuse prevention programs, and offer mental health services for Tribal youth. She was able to secure a 5% Tribal Set-Aside in the Crime Victims Fund along with strong report language that supports Tribal flexibility and streamlined access. The Senator also included increased funding for Special Tribal Criminal Jurisdiction, with language supporting Missing and Murdered Indigenous Women (MMIW) efforts and improved Department of Justice (DOJ) grant coordination for Native communities. Additionally, the bill follows up on the Government Accountability Office (GAO) report on MMIW with a directive for immediate reporting.
    Alaska faces some of the highest rates of sexual assault per capita of any state, and Senator Murkowski was intent on using the CJS bill to address this crisis. She approved an almost tripling of the Sexual Assault Forensic Exam Grants funding, which will support training and resources for forensic examination of sexual assault survivors. The Senator also included report language directing the Office for Victims of Crime/Office of Juvenile Justice and Delinquency Prevention to support Alaska-specific Child Advocacy Centers.
    The bill also includes funding increases for Transitional Housing Assistance, Underserved Populations Program, Regional Information Sharing Systems, and Veterans Treatment Courts.
    Investing in Arctic Research
    As the leading expert in Congress on Arctic policy and polar affairs, Senator Murkowski uses her position to advance American priorities in the North. The bill provides $9.1 billion, just $60 million below the last enacted level – preserving support for critical Arctic scientific research despite tight fiscal constraints. Arctic research remains a priority, with the National Science Foundation (NSF) playing a key role in supporting long-term monitoring, infrastructure development, and partnerships with Alaska-based institutions and Indigenous communities.
    In addition to broader programmatic funding to help Alaskans, Murkowski was able to secure investments in this bill that are specific to local 17 Alaska communities or entities, projects that have been requested and prioritized by local governments and organizations:
    Anchorage: $305,000 to support the Internet Crimes Against Children Task Force in Alaska so they can further advance their mission of catching child sexual predators
    Anchorage: $1.5 million for the University of Alaska Anchorage to acquire specialty equipment that will help propel the institution to be a leader in biotechnological innovation, leveraging Alaska’s Arctic environment
    Bethel: $70,000 for the purchase and installation of a new security system at the Bethel Police Department’s headquarters
    Cordova: $355,000 to update equipment for climate and ecosystem monitoring as part of a ten-year long study of the region
    Fairbanks: $1.5 million to develop drone-borne maritime lidar to count salmon.
    Statewide: $498,000 for the creation and deployment of a Mobile Sexual Assault Response Team (SART) that will provide coordinated care to survivors of sexual assault in rural communities where traditional, stationary services may not be readily available
    Southeast: $500,000 for Sealaska Heritage Institute to develop and implement a sustainable workforce development program to address growth in fisheries and ocean sciences in Southeast Alaska over the next ten years
    Ketchikan: $3 million to upgrade its radio communication system, which has been identified as an essential public safety need in the after-action plan following recent landslides to improve disaster response and community resilience
    Statewide: $2 million for the Alaska Fisheries Development Foundation to modernize and revitalize Alaska’s seafood industry by investing in processing innovation, workforce development, and infrastructure improvements.
    Statewide: $2.5 million for the North Pacific Research Board to investigate how ecosystem changes in the Northern Bering Sea influence species of commercial, ecological, and subsistence importance to inform local, state, and federal fisheries management
    Statewide: $1 million to help implement Next Generation 911, which will improve location accuracy and system resiliency for emergency call centers
    Statewide: $500,000 for the Bering Sea Fisherman’s Association to enable Tribes and Tribal organizations to participate as Cooperating Agencies in environmental analysis and management decisions made by federal agencies that affect subsistence resources.
    Statewide: $165,000 for the Alaska Ocean Observing System to purchase an Imaging Flow CytoBots (IFCBs) to continue monitoring for harmful algal blooms.
    Statewide: $1 million for Alaska Native Women’s Resource Center to support Tribes in implementing survivor-centered and trauma-informed programs in Tribal justice systems
    Statewide: $3.5 million for the Alaska Network on Domestic Violence and Sexual Assault (ANDVSA) to support their mission of serving survivors of gender-based violence
    Unalaska: $3.5 million for the Bristol Bay Science and Research Institute to genetically analyze chum salmon from the pollock fishery bycatch in the Bering Sea to determine when and where Western Alaska chum salmon are being caught
    Valdez: $5.5 million to replace obsolete and failed emergency services communication towers and equipment
    HIGHLIGHTS FROM THE AGRICULTURE, RURAL DEVELOPMENT, FOOD AND DRUG ADMINISTRATION, AND RELATED AGENCIES (AG) APPROPRIATIONS BILL
    Investments in housing and community development
    Affordable housing remains one of the most pressing challenges facing Alaska and our country. Senator Murkowski was intent on using the AG spending bill to address this challenge, particularly in rural communities where the cost of development remains prohibitively high. She supported $1.715 billion for the Rental Assistance Program, which will help low-income families around the country with for affordable rental housing in rural areas. She was able to secure $25 million for very low-income housing repair grants so that Alaskans can stay in their homes safely.
    Also included in the legislation was $1.25 billion for direct loans to improve critical infrastructure such as public safety buildings and community centers in rural communities.
    Updating Alaska’s clean water and utility infrastructure
    Senator Murkowski has made it her mission to ensure Alaska has the infrastructure to support daily life – no matter what community Alaskans’ call home. She was able to include $65 million for Rural Water and Waste Disposal Grants, and inserted report language that would prioritize Alaska Native communities. She also was able to secure $8 million for the High Energy Cost Grant Program, which assists energy providers in lowering energy costs for families with extremely high per-household energy costs.
    Bolstering food security and agriculture
    Senator Murkowski has been focused on bolstering Alaska’s food security for many years. She was able to secure a number of Alaska-specific wins, including:
    $5 million for Micro-Grants for Food Security, with report language prioritizing eligibility for reindeer herders, greenhouse growers, and hydroponic farmers
    $5 million for Alaska Native-Serving Institutions to promote equal access to education in rural Alaska and provide sustainable food and energy solutions for Alaska Native communities
    $3.5 million for the Geographically Disadvantaged Farmers and Ranchers Transportation Program, helping offset high freight costs for Alaskan producers
    $3 million for the FDPIR 638 Contracting Authority Pilot, with direction for the USDA to allow direct purchases of traditional foods directly from small indigenous producers
    $888.9 million for the Summer Food Service Program, with report language supporting the continued implementation of non-congregate meal service to ensure low-income students can eat while school is out
    $1.826 billion for Agricultural Research Service, with continued funding for research on cover crops and cereal grains for northern climates and permafrost regions
    In addition, the bill includes $80 million for The Emergency Food Assistance Program’s storage and distribution funding to ensure rural food banks can receive supplies; a $3 billion increase for Child Nutrition programs, including School Breakfast and School Lunch programs, and the Child and Adult Care Food Program, as well as a $603 million increase to fully fund Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill also directs USDA to work with states, tribes, and local stakeholders to use federal nutrition dollars for the direct purchase of foods from local and regional producers for the various food assistance programs.
    In addition to programmatic funding to help Alaskans, Murkowski was able to secure investments in this bill that are specific for 10 Alaska communities, projects that have been requested and prioritized by local governments and organizations:
    Bethel: $605,000 to establish a permanent Food Bank and Pantry in Bethel

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Fort Worth small businesses, private nonprofits and renters to offset physical and economic losses from the Cooper Apartment Complex Fire occurring June 23. The SBA issued a disaster declaration in response to a request received from Gov. Greg Abbott on July 16.

    The declaration covers the Texas counties of Dallas, Denton, Ellis, Johnson, Parker, Tarrant and Wise.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP)organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Beginning July 21, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Center (DLOC) to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

The Governor visited impacted businesses at Eastgate Crossing and apartments in Camelot Village.

    “As recovery and cleanup efforts continue, I am grateful to the local and state emergency responders for their work to help keep people safe during the flashfloods and in the aftermath of Chantal,” said Governor Josh Stein. “Whether it’s business owners at Eastgate Crossing or residents in Camelot Village, people are working hard to get back on their feet. We must do everything we can to support them and facilitate long-term recovery. And our hearts go out to the families who lost loved ones.”

    Tropical Storm Chantal hit central North Carolina on July 6, with some locations seeing as much as 9 to 12 inches of rain. The Haw River, the Eno River, and Jordan Lake, among others, experienced record or near-record water levels. Flooding impacted critical infrastructure and public and private property. 

    Since July 5, the State Emergency Response Team has been activated and engaged with local emergency managers and first responders, providing information, resources, and support. On July 16, Governor Stein declared a State of Emergency to facilitate state and federal recovery assistance.

    The Division of Emergency Management is working with local officials to assess the scope of damage caused by Tropical Storm Chantal. As the full damage assessment is completed in concert with relevant federal partners, the declaration along with the assessment analysis will determine possible additional support that residents, businesses, and local governments may receive to accelerate the recovery process and support expenses incurred during the response phase of the disaster.

    WASHINGTON – U.S. Senators John Hickenlooper, Michael Bennet, and Martin Heinrich alongside Representatives Joe Neguse and Gwen Moore recently introduced the Tribal Access to Clean Water Act to dramatically expand access to clean water in Tribal communities by investing in water infrastructure. This bill would increase funding through the Indian Health Service, the United States Department of Agriculture, and the Bureau of Reclamation to support water infrastructure projects in Tribal communities and help provide clean water to Native American households that currently lack access.

    “Clean drinking water is a basic necessity. Yet, so many of our Tribal communities have been left without the infrastructure. It’s unacceptable,” said Hickenlooper. “Let’s cut red tape and invest in modern resources to finally deliver safe, accessible water to every Tribe.”

    Lack of access to clean drinking water is a significant barrier for many Native American communities. According to data from the U.S. Department of Health and Human Services, Native American households are 19 times more likely than white households to lack indoor plumbing. A 2021 report commissioned by the Colorado River Water and Tribes Initiative documents the different barriers to accessing safe and reliable drinking water among tribes in the Colorado River Basin, along with some of the deficiencies in the federal programs designed to address this problem, and offers recommendations for improvement. Lack of access to drinking water negatively impacts health, education, economic development, and other aspects of daily life.

    Specifically, the bill would:

    • Authorize the U.S. Department of Agriculture (USDA), Rural Development, to make grants and loans for technical and financial assistance, as well as for construction;
    • Increase funding authorizations for USDA’s Rural Development Community Facilities Grant and Loan Program by $100 million per year for five years, provide $30 million per year specifically for technical assistance, and ensure that Native communities are treated equitably and appropriately when considered for grants and loans;
    • Increase funding authorizations for existing programs of the Indian Health Service for water and sanitation facilities construction over a five year period, including for community facilities ($2.5 billion), technical assistance ($150 million), and operation and maintenance assistance ($500 million); and
    • Authorize $90 million over five years for the Bureau of Reclamation’s existing Native American Affairs Technical Assistance Program.

    In 2021, the bipartisan Federal Election Commission (FEC) unanimously recommended that Congress ban political campaigns from using prechecked boxes to default donors into making recurring contributions. This deceptive fundraising technique has led a large number of Americans to file complaints with the FEC, which has been unable to assist without statutory authority from Congress.

    The Uncheck the Box Act would also improve transparency between committees and Americans by forcing committees and independent expenditures to provide a receipt disclosing terms of recurring contributions, include the information needed to cancel any contribution on all communications, and immediately cancel all subsequent contributions on request.

    Reps. Levin and LaLota preciously introduced the Uncheck the Box Act in 2024.

  • MIL-OSI Security: Orleans Parish Resident Charged with Theft of Government Funds

    NEW ORLEANS – Acting U.S. Attorney, Michael M. Simpson, announced that KAREN DUCKWORTH, age 66, of New Orleans, was charged on July 14, 2025 with theft of government funds.

    According to court documents, on or before January 2009 and continuing through August 2024, KAREN DUCKWORTH, allegedly stole social security benefits improperly paid to her deceased mother’s bank account. 

    The maximum penalty for the offense is ten years imprisonment and/or up to a fine of $250,000, followed by up to three years of supervised release, and a mandatory special assessment fee of one hundred dollars.

    Acting U.S. Attorney Simpson reiterated that the bill of information is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

    Acting U.S. Attorney Simpson praised the work of the Social Security Administration, Office of Inspector General, in investigating this matter. Assistant United States Attorney Richard R. Pickens, II of the Financial Crimes Unit is in charge of the prosecution.

Trump signed the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act – legislation Senator Tim Scott (R-S.C.) co-sponsored and championed as it advanced through the Senate. The GENIUS Act – which was led by Senator Bill Hagerty (R-Tenn.) and also cosponsored by Senator Kirsten Gillibrand (D-N.Y.), Senator Cynthia Lummis (R-Wyo.), and Senator Angela Alsobrooks (D-Md.) – establishes a first of its kind regulatory framework for payment stablecoins, protecting consumers and strengthening national security. Under Senator Scott’s leadership, the bill passed the Senate Banking Committee in March, with every Republican and five Democrats supporting it.

    BACKGROUND:

    Upon becoming Chairman of the Senate Banking Committee, Scott pledged to advance a regulatory framework that will provide clarity for the digital assets industry and promote consumer choice, education, and protection. Building on that promise, Senator Scott created the first-ever Subcommittee on Digital Assets, led by Senator Cynthia Lummis (R-Wyo.).

    In its first legislative markup of the 119th Congress, and after considering nearly 40 amendments to the bill, the Senate Banking Committee voted to advance the GENIUS Act, with every Republican and five Democrats supporting it.

    Ahead of the Senate’s vote on the bill, key stakeholders voiced support for the legislation. After the Senate voted to begin consideration of the bill, Senator Scott issued astatement and spoke on the Senate floor highlighting the importance of passing the bill, noting that the GENIUS Act is the result of months of good-faith, bipartisan negotiations and has benefited from extensive consultation with industry participants, legal and academic experts, and government stakeholders. On June 17, the Senate passed the bill and President Trump endorsed the legislation. The House of Representatives advancedthe legislation on July 17, 2025.
