The Department of Justice is observing the 135th birth anniversary of Dr. B.R. Ambedkar here today, to honor the legacy of one of India’s foremost politicians, jurists, and social reformers.
Dr. B.R. Ambedkar was Born on 14th April 1891, dedicated his life to the fight against social discrimination and worked tirelessly to secure equal rights for women, laborers, and marginalized communities. His vision laid the foundation for a just and inclusive society, as reflected in the Constitution of India, which he was instrumental in drafting.
Ambedkar Jayanti, also known as Equality Day, commemorates Dr. Ambedkar’s invaluable contributions to social justice and the rule of law. In recognition of his enduring legacy, 14th April 2025 has been declared a public holiday across India.
This day serves not only to remember Dr. Ambedkar’s monumental contributions to society and the Constitution but also as a call to uphold the principles he championed—equality, justice, and dignity for all.
This day holds great significance in honouring the remarkable contributions of Baba Saheb Dr. B.R. Ambedkar to our nation, particularly in the fields of social justice, equality, and the drafting of the Indian Constitution.
To commemorate his birth anniversary, a special event was successfully organized, presided over by Shri Arjun Ram Meghwal, Union Minister of State (Independent Charge) for Law and Justice. The event was also graced by the presence of the Secretary (Justice), Senior officers, and the officials/staff of the Department of Justice.

In line with his commitment to make air travel safe, affordable, and accessible to all, Prime Minister Shri Narendra Modi laid the foundation stone of the new Terminal Building of the Maharaja Agrasen airport in Hisar, Haryana worth over Rs 410 crore today. Addressing the gathering, he extended his greetings to the people of Haryana, acknowledging their strength, sportsmanship, and brotherhood as the defining traits of the state. He expressed his gratitude to the large gathering for their blessings during this busy harvest season.
The Prime Minister paid respectful homage to Guru Jambheshwar, Maharaja Agrasen, and the sacred Agroha Dham. He shared his fond memories of Haryana, particularly Hisar, recalling his time working closely with many colleagues when he was entrusted with the responsibility of the state by his party. He highlighted the dedication and efforts of these colleagues in strengthening the party’s foundation in Haryana. He expressed pride in his party’s commitment to the goal of a developed Haryana and a developed India, working with utmost seriousness toward this vision.
“Today is a significant day for the entire nation as it marks the birth anniversary of the architect of the Constitution, Babasaheb Ambedkar”, said Shri Modi, highlighting that Babasaheb’s life, struggles, and message have been the cornerstone of the government’s 11-year journey. He emphasized that every decision, every policy, and every day of the government has been dedicated to Babasaheb’s vision. He reiterated the government’s commitment to improving the lives and fulfilling the dreams of the underprivileged, oppressed, exploited, poor, tribal communities, and women. He stated that continuous and rapid development has been the mantra of their government to achieve these goals.
Underlining the launch of flights connecting Haryana to Ayodhya Dham, symbolizing the direct link between the sacred land of Shri Krishna and the city of Lord Ram, the Prime Minister announced that flights to other cities will commence soon. He highlighted the foundation stone laying of the new terminal building at Hisar Airport, describing it as a step toward elevating Haryana’s aspirations to new heights. He extended his congratulations to the people of Haryana for this significant milestone.
Reiterating his promise that even those wearing slippers would fly in airplanes, a vision now being realized across the country, Shri Modi highlighted that in the past 10 years, millions of Indians have experienced air travel for the first time. He noted that new airports have been built even in areas that previously lacked proper railway stations, sharing that before 2014, India had 74 airports, a number achieved in 70 years while today, the number of airports has surpassed 150. He emphasized that nearly 90 aerodromes have been connected under the UDAN scheme, with over 600 routes operational, enabling affordable air travel for many. He remarked that this has led to record-breaking numbers of annual air travelers. He further highlighted that various airlines have placed record orders to the tune of 2,000 new aircraft, which will create numerous jobs for pilots, air hostesses, and other services. He also pointed out that the aircraft maintenance sector will generate significant employment opportunities. “Hisar Airport will elevate the aspirations of Haryana’s youth, providing them with new opportunities and dreams”, he added.
“Our government is focusing on connectivity while ensuring welfare for the poor and social justice, fulfilling the vision of Babasaheb Ambedkar and the aspirations of the Constitution’s framers”, emphasised the Prime Minister. He criticized the Congress party for its treatment of Babasaheb Ambedkar, stating that while he was alive, they insulted him, orchestrated his electoral defeats twice, and conspired to exclude him from the system. He remarked that after Babasaheb’s passing, the party also attempted to erase his legacy and suppress his ideas. He highlighted that Dr. Ambedkar was the protector of the Constitution, whereas they became its destroyer. He stated that while Dr. Ambedkar aimed to bring equality, Congress spread the virus of vote-bank politics in the country.
Shri Modi remarked that Babasaheb Ambedkar envisioned a life of dignity for every poor and marginalized individual, enabling them to dream and fulfill their aspirations. He criticized the previous government for treating SC, ST, and OBC communities as second-class citizens during its long tenure. He highlighted the disparity under its rule, where water reached the swimming pools of some leaders but failed to reach villages. He noted that even after 70 years of independence, only 16% of rural households had tap water connections, disproportionately affecting SC, ST, and OBC communities. He shared that in the past 6-7 years, their government has provided tap water connections to over 12 crore rural households, raising the coverage to 80% of rural homes. He expressed confidence that, with Babasaheb’s blessings, tap water will reach every household. He also addressed the lack of toilets, which severely impacted SC, ST, and OBC communities. He highlighted the government’s efforts in constructing over 11 crore toilets, ensuring a life of dignity for the underprivileged.
Criticising the previous dispensation’s rule, during which the SC, ST, and OBC communities faced significant barriers, with even access to banks being a distant dream, the Prime Minister said that insurance, loans, and financial assistance were mere aspirations for them. He highlighted that under their government, the largest beneficiaries of Jan Dhan accounts are from SC, ST, and OBC communities. He proudly noted that today, these individuals confidently showcase their RuPay cards, symbolizing their financial inclusion and empowerment.
Shri Modi further criticised the Congress party for turning the sacred Constitution into a mere tool for gaining power. He remarked that whenever they faced a crisis of power, it crushed the Constitution. He highlighted the Emergency period, during which the then Government undermined the spirit of the Constitution to retain power. He emphasized that the essence of the Constitution is to ensure a uniform civil code for all, but the then Government never implemented it. He pointed out the opposition to the implementation of the Uniform Civil Code in Uttarakhand, despite its alignment with the Constitution’s principles.
Prime Minister Shri Narendra Modi remarked that the Constitution provided for reservations for SC, ST, and OBC communities, but Congress turned it into a tool for appeasement. He highlighted recent reports of the present government in Karnataka granting reservations in government tenders based on religion, despite the Constitution not allowing such provisions. He stated that appeasement policies have significantly harmed the Muslim community, benefiting only a few extremists while leaving the rest of the society neglected, uneducated, and impoverished. He pointed to the Waqf Act as the biggest evidence of the previous Government’s flawed policies. He noted that in 2013, just months before elections, Congress amended the Waqf Act to appease its vote bank, elevating it above several constitutional provisions.
Criticising the Congress for claiming to work for the welfare of Muslims while failing to take meaningful actions, Shri Modi remarked that if the party truly cared for the Muslim community, they would have appointed a Muslim as their party president or allocated 50% of their tickets to Muslim candidates, stating that their intentions were never aligned with the genuine welfare of Muslims, exposing their true nature. Highlighting the vast tracts of land under Waqf, meant to benefit the poor, destitute women and children, were instead exploited by a handful of land mafias, Shri Modi pointed out that these mafias were encroaching on lands belonging to Dalits, backward classes, and tribals, leaving the Pasmanda Muslim community without any benefits. He mentioned that amendments to the Waqf Act will put an end to such exploitation, emphasizing a significant new provision in the amended law, ensuring that tribal lands cannot be touched by Waqf boards. He described this as a major step in protecting tribal interests. He stated that the new provisions will honor the sanctity of Waqf, ensuring that the rights of poor and Pasmanda Muslim families, women, and children are upheld. He affirmed that this reflects the true spirit of the Constitution and genuine social justice.
Underlining the numerous steps taken by the government since 2014 to honor Babasaheb Ambedkar’s legacy and inspire future generations, the Prime Minister pointed out that places associated with Babasaheb, both in India and abroad, were neglected for years. He noted that even for constructing Babasaheb’s memorial at Indu Mill in Mumbai, people had to protest. He emphasized that their government has developed all key sites, including Babasaheb’s birthplace in Mhow, his educational site in London, his Mahaparinirvan Sthal in Delhi, and his Diksha Bhoomi in Nagpur, transforming them into the “Panchteerth.” He shared his privilege of recently visiting Diksha Bhoomi to pay homage to Babasaheb. The Prime Minister criticized Congress for making lofty claims about social justice while failing to honor Babasaheb and Chaudhary Charan Singh with the Bharat Ratna during their tenure. He proudly stated that Babasaheb was awarded the Bharat Ratna only when a BJP-supported government was in power at the center, and it was also their party when in power honored Chaudhary Charan Singh with the Bharat Ratna.
Lauding the Haryana government for consistently strengthening the path of social justice and welfare for the poor, the Prime Minister highlighted the dire state of government jobs in Haryana under previous administrations, where individuals had to rely on political connections or sell family assets to secure employment. He expressed satisfaction with Chief Minister Nayab Singh Saini’s government, which has eradicated these corrupt practices. He praised Haryana’s remarkable track record of providing jobs without bribes or recommendations. He noted that previous governments had made every effort to prevent 25,000 youth in Haryana from receiving government jobs. However, as soon as Chief Minister Nayab Singh Saini took office, thousands of appointment letters were issued to deserving candidates. He described this as an example of their good governance and commended the government’s roadmap for creating thousands of new jobs in the coming years.
Highlighting Haryana’s significant contribution to the nation, with a large number of youth serving in the armed forces, Shri Modi criticized previous dispensations for decades of deception regarding the One Rank One Pension (OROP) scheme and emphasized that it was his government that implemented OROP. He shared that ₹13,500 crore has been disbursed to Haryana’s ex-servicemen under OROP. He pointed out that the previous Government had allocated only ₹500 crore for the scheme while misleading the nation’s soldiers. He remarked that the previous government has never truly supported Dalits, backward classes, or soldiers.
Expressing confidence in Haryana’s role in strengthening the vision of a developed India, the Prime Minister praised the state’s global impact, whether in sports or agriculture. He conveyed his trust in Haryana’s youth and described the new airport and flights as inspirations for fulfilling Haryana’s aspirations and concluded by extending his congratulations to the people of Haryana for this new milestone.
The Chief Minister of Haryana, Shri Nayab Singh Saini, Union Minister of State for Civil Aviation, Shri Murlidhar Mohol were present among other dignitaries at the event.

The new Terminal Building of the Maharaja Agrasen airport will include a state-of-the-art passenger terminal, a cargo terminal and an ATC building. With scheduled flights from Hisar to Ayodhya (twice weekly), three flights in a week to Jammu, Ahmedabad, Jaipur, and Chandigarh, this development will mark a significant leap in Haryana’s aviation connectivity.

The Office of the Principal Scientific Adviser to the Government of India today released the first edition of International Technology Engagement Strategy for Quantum, marking a significant step toward articulating India’s outward-facing strategy in Quantum Science, Technology and Innovation (QSTI), with the intent to accelerate discovery, foster innovation, and catalyse adoption across critical sectors.
The report was officially unveiled by PSA Prof. Ajay Kumar Sood during the Office of PSA’s podcast on the occasion of World Quantum Day 2025, celebrated every year on April 14. This report comes with a special significance because of 2025 being the International Year of Quantum Science and Technology (IYQST) designated by the United Nations and member states.
The strategy report provides a foundational landscape analysis to enable domestic and foreign stakeholders in government, academia, and industry to formulate context-specific action points aligned with their engagement goals complementing the ambitions of India’s National Quantum Mission (NQM) and other ongoing efforts by various agencies and stakeholders in the ecosystem.
Talking about the importance of Quantum Tech, Prof. Sood highlighted it is an area where no country wants to be left behind because it is important for strategic autonomy and there cannot be strategic autonomy without being quantum safe. Further speaking about gaps and potential in the sector for India, he stated, “India has to invest in Quantum hardware, we have to reduce our dependencies on imports, and advancements in all areas of quantum computing can help with that. We need to bring much more funds for startups, and de-risk the investment — which means we need to create markets for the products. And this is where all the players, be it government, private sectors, academia, or startups, play a role to create this ecosystem,” he added. “We need to be an active player in defining the global standards for Quantum Tech. This is a gap we need to fill. Because once we have that, we will also play a role in standardisation efforts, and that is what leads to strategic autonomy. We have to do that very proactively and ensure that we have these global standards because our market is not only the Indian market but global.“
While talking about NQM, Prof. Sood mentioned that the mission being very efficiently rolled out by the Department of Science and Technology ( DST ) under the leadership of Secretary DST looks at the complete life cycle of this frontier technology – the R&D needed, what does it take to translate that R&D to technology and how to make a product from that for the market scale up. He also explained the key features of the hub-and-spoke model that is being implemented by NQM at the national scale involving 152 researchers from 43 institutions across 17 states and 2 UTs .
This inaugural edition of ITES-Q provides a comprehensive overview of both global and national quantum ecosystems, covering analysis of investments, talent development, institutional strengths, research publications, intellectual property, startups, supply chains, and industrial activity. The ITES-Q is thought out to facilitate impactful partnerships and particularly add value to the efforts of Indian missions abroad in strengthening bilateral and multilateral engagements for QSTI.
The ITES is an initiative of the Office of the PSA to GoI, designed to strengthen and elevate India’s Technology Diplomacy efforts across critical and emerging domains.

Director Xia Baolong to attend Opening Ceremony of National Security Education Day on April 15 organised by Committee for Safeguarding National Security of HKSAR via video link April 15, 2025 (Tuesday) is the 10th National Security Education Day. It carries profound significance as this year also marks the fifth anniversary of the promulgation by the Standing Committee of the National People’s Congress (NPCSC) for implementation of the Hong Kong National Security Law, as well as the first anniversary of the legislation and implementation of the Safeguarding National Security Ordinance. The Committee for Safeguarding National Security of the Hong Kong Special Administrative Region (HKSAR) (the Hong Kong National Security Committee) will hold the Opening Ceremony cum Seminar of the National Security Education Day at the Hong Kong Convention and Exhibition Centre that morning.
The Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, will attend the opening ceremony and deliver a keynote speech via video link. The Chief Executive of the HKSAR and Chairman of the Hong Kong National Security Committee, Mr John Lee, extends his very warm welcome and expresses sincere gratitude to Director Xia Baolong for his care, guidance and support for Hong Kong all along.
Mr Lee pointed out, “The National Security Law of the People’s Republic of China, which was passed by the NPCSC in 2015, legally confirms the guiding status of a holistic approach to national security and designates the 15th of April each year as the National Security Education Day. Good morning. I’m delighted to welcome you to Hong Kong, and the World Internet Conference Asia-Pacific Summit.
And I am honoured to say that the Asia-Pacific Summit, taking place over these next two days in Hong Kong, marks the first time the World Internet Conference has held an international summit outside Mainland China.
That, ladies and gentlemen, is a testament to Hong Kong’s rising role as an international innovation and technology hub. It also reflects our deepening integration with our country’s national development.
That will become abundantly clear over these next two days. Like the World Internet Conference itself, this Summit offers high-level dialogue for the global internet community – for you – the nearly 1 000 professionals here from 30 countries and regions.
You are senior government officials and business leaders, industry association heads, academics and researchers and professionals from different disciplines. And you’re here to expand your international connections, create business opportunities and help build the interconnected digital future.
Hong Kong’s rise as an I&T hub has been fast-tracked by our vibrant economy, which is powered by free trade and boasts the world’s third-largest financial centre. It helps, too, that Hong Kong has long been a key business conduit between the Mainland and the rest of the world.
And it all comes together under our unique “one country, two systems” framework.
This cardinal governing principle gives Hong Kong the best of both worlds: access to the vast opportunities of the Mainland market, while maintaining the advantages of our unmatched connectivity of our common law system, free flow of information, capital, goods and people. This unmatched connectivity has brought you here.
There are many good examples. A shining example is the Shenzhen-Hong Kong-Guangzhou science and technology cluster, which ranks second, globally, in the World Intellectual Property Organization’s Global Innovation Index. It shows how, with the development of the Guangdong-Hong Kong-Macao Greater Bay Area, we can converge Hong Kong’s excellent research and development and world-class, international business environment, with the innovative prowess of the Mainland’s technology industry.
We are building Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, which straddles the small river that separates Hong Kong and Shenzhen. The Hong Kong Park within this Co-operation Zone smartly embodies the virtues of the “one country, two systems” principle and cross-boundary co-operation.
Last month, I attended the topping-out ceremony for the Park’s first three buildings – two wet laboratories and a talent accommodation complex. The Park will enter its operational phase this year, with the first tenants – from life and health technology, artificial intelligence, to data science and other pillar industries – moving in.
The development of another five buildings is in full swing. We have earmarked some US$500 million to expedite the Park’s two-phase development.
We need, of course, strategic companies and talent to take full advantage of the Park’s opportunities – and other of Hong Kong’s far-reaching prospects. And we’re getting them. Under the enhanced talent admission regime we rolled out in 2022, we have already approved more than 300 000 talent admission applications. Over 200 000 of them, i.e. two-thirds, have already arrived here.
Meanwhile, over 80 strategic enterprises from around the world in the booming industries of life and health technology, AI and data science, fintech and more, have joined us. They will invest over US$6 million and create over 20 000 jobs here in the coming years.
The Park is situated in the Northern Metropolis, an entirely new economic engine for Hong Kong. The Northern Metropolis, which makes up one-third of Hong Kong’s area, straddles our land boundary with Shenzhen.
I’m confident that our collaborative efforts with Shenzhen, and throughout the Greater Bay Area, will see the rise of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone as a world-class I&T hub, creating a critical source of new quality productive forces for the country.
AI is central to Hong Kong Park’s research and development. It’s no less central to Hong Kong’s future.
In December last year, the first phase of Cyberport’s AI Supercomputing Centre became operational. Hong Kong’s digital technology flagship, Cyberport is home to more than 330 start-ups specialising in AI and big data.
Hong Kong is determined to maximise AI’s immense potential for new industrialisation, and to further society’s digital transformation.
We have, for example, set up funding schemes to help local manufacturers switch to smart manufacturing and strategic industries to establish smart production facilities here in Hong Kong.
And our HK$10 billion I&T Industry-Oriented Fund, amounting to nearly US$1.3 billion, channels market capital to invest in industries of strategic importance, including AI and robotics.
There’s more. We aim to establish, by the next financial year, the Hong Kong AI R&D Institute, having reserved nearly US$130 million to get it up and running. The Institute will spearhead Hong Kong’s R&D and drive AI-based industrial applications.
AI will also promote smart government. Not only driving document digitalisation and automation, and payments and business processes, but, more important, how we go about making policy and delivering public services.
All that, and much more, will fuel discussion and debate at today’s main forum and the three sub-forums taking place tomorrow.
This Summit matters. Co-operation matters. Especially during these challenging times to geopolitics and trade relations. Hong Kong champions free trade and multilateralism. We believe in teamwork and offer a range of welcoming programmes for investors, companies, researchers and other strategic talent. Hong Kong welcomes all business interests from those who are keen to pursue development with us. In this global city, we will make a decided difference for you, and your future.

It is a great pleasure to join you all at the Asia-Pacific Summit of the World Internet Conference. The Internet stands as the most transformative force of connection of our time. It is also a story of continuous reinvention, from static content in Web 1.0 to social media, e-commerce in Web 2.0, and to the age of Web 3.0 underpinned by blockchain technologies. Coupled with artificial intelligence (AI), this next-generation Internet is once again transforming the way we live and do business. AI-powered tools are enabling governments and businesses to deliver smarter and more responsive services. Decentralised finance and tokenisation, for example, are substantially reducing the cost and improving the efficiency of financial and business transactions.
The digital era today has created significant opportunities for new entrants. Consider the DeepSeek Moment. While global headlines often focus on the AI rivalry between the two great nations, it also reminds us of the innovative prowess and agility of startups, and the multiple pathways to technological progress. It has opened up a future where development will not be decided simply by size or resources, but also by creativity and the courage to pursue visionary ideas.
Despite the enormous progress, equitable digital access remains a global issue. Today, nearly one-third of the world’s population – or some 2.6 billion people – are still offline. For these communities, the absence of digital access means fewer opportunities for education, economic advancement and social inclusion.
Governments and regulators worldwide are also facing mounting challenges such as cybersecurity, data privacy and complexities of cross-border regulatory arbitrage. For example, it is estimated that cybercrime could cost the global economy over US$10 trillion in 2025 alone. This amount, ironically, exceeds the GDP of most nations. Yet, across jurisdictions, governance frameworks are still struggling to keep pace with the speed of technological change.
Currently, a more urgent concern is digital fragmentation. The trade war initiated by the United States is likely to extend beyond tariffs. We can foresee more barriers, “larger yards” and “higher walls”, which could stifle innovation and jeopardise global technological progress.
Hong Kong’s vision
Ladies and gentlemen, now allow me to turn to Hong Kong. How can we navigate these complex global dynamics to foster a more inclusive and interconnected digital environment? I hope our perspectives and experience can contribute to the current discussions on global digital development.
Our digital strategy is founded on the principles of openness and global connectivity. Under the “one country, two systems” principle, we champion the free flow of data and information – just as we do with goods and capital – as a cornerstone of our competitiveness and status as a free and open economy.
To seize new opportunities brought by the digital economy and address the associated challenges, we need a comprehensive and forward-looking strategy. That’s why, over the past two years, the HKSAR Government has put in place a concrete action plan, covering such areas as digital infrastructure and governance, digital transformation, cross-boundary flow of data and talent development.
A key part of this strategy is to enhance economic inclusiveness through digitalisation. For example, we are supporting SMEs in their digital transformation. At the same time, we have strengthened the sharing of data held by government departments with financial institutions, on a consent basis, to enhance the efficiency of credit assessments.
Another strategic objective is to unlock the full value of data. Hong Kong’s unique position as a convergence point for both Mainland and international data gives us a distinct advantage. This will help us not only in developing data-driven industries such as AI and health tech but also a data trading market in Hong Kong.
As we enter the “AI+” era, we will develop AI as a core industry for Hong Kong by the deep integration of AI across industries. Our efforts focus on five key fronts: computing power, algorithms, data, capital and talent. With our international connectivity, we also aim to position Hong Kong as a global hub for AI exchange, promoting dialogues, research collaboration and thought leadership.
A shared future in cyberspace
Ladies and gentlemen, looking forward, we believe there are several key priorities that must be addressed at the global level to ensure the healthy and inclusive development of the Internet.
The first is digital governance. As emerging technologies become more powerful and pervasive, our regulatory frameworks must evolve accordingly, addressing issues such as cybersecurity, data privacy and ethical use of AI. In Hong Kong, we advocate for a balanced, pro-innovation regulatory approach, putting in place appropriate safeguards while encouraging innovation. Our approach to Web 3 and digital assets is a good case in point.
The second is bridging the digital divide. For many developing economies, digital access is a powerful enabler for inclusive growth – improving education, expanding financial inclusion and enhancing public service delivery. I’m glad to report that in Hong Kong, many of our startups have developed innovative and robust solutions in these areas. They are eager to share their technologies with emerging economies.
The third is talent development. In the age of AI, digital literacy is no longer optional – it is essential. This imperative goes beyond formal education and calls for partnerships between the public and private sectors. In Hong Kong, we are working closely with leading tech companies – including Tencent, Alibaba, Lenovo, SenseTime, and startups at Science Park and Cyberport – to deliver technology training and share their entrepreneurial experience with students. Our aim is to cultivate the interest of the next generation and prepare them for a dynamic and innovation-led future.
Concluding remarks
Ladies and gentlemen, the challenges and opportunities of the digital age transcend borders. In this era of rapid technological transformation, what we need is more dialogue, sharing and co-operation so that we can drive the development in Internet, AI and other emerging technologies for the common good of humanity.

The celebrations of the 135th Ambedkar Jayanti were organized on April 14, 2025, by Dr. Ambedkar Foundation (DAF), on behalf of the Union Ministry of Social Justice and Empowerment, near the statue of Babasaheb Dr. B.R. Ambedkar at the Parliament House Campus.
The event began with floral tributes by the President of India Smt. Droupadi Murmu, Vice-President Shri Jagdeep Dhankhar, Prime Minister Shri Narendra Modi, Lok Sabha Speaker Shri Om Birla, Union Minister of Social Justice & Empowerment (SJ&E) and Chairman (DAF), Dr. Virendra Kumar, along with other dignitaries including Ministers, Parliamentarians and other invited guests in the morning.
Thereafter the event was opened for the public, where a huge number of people paid their tributes at the feet of the life-size statue of Babasaheb Ambedkar at the Prerna Sthal in Parliament House Lawns. During the event, Buddhist chants were performed by Buddhist monks, while artists from the Ministry of Information and Broadcasting performed songs dedicated to Babasaheb Ambedkar.
Dr. Ambedkar Jayanti is annually celebrated by the DAF to commemorate the Birth Anniversary of the visionary social reformer, jurist, economist and politician, who was the chief architect of the Constitution of India. Dr. Ambedkar championed the cause of marginalized communities. His thoughts on social justice, equality, and democracy still continue to inspire generations.
The event was also graced by MoS (SJ&E), Shri B.L. Verma, Secretary (D/o SJ&E), Shri Amit Yadav, and other senior officers of the Ministry and DAF.
Dr. Ambedkar Foundation (DAF)
The Dr. Ambedkar Foundation was constituted to disseminate the message and ideologies of Babasaheb Dr. B.R. Ambedkar. In 1991, a Centenary Celebration Committee of Babasaheb Dr. B.R. Ambedkar was constituted and was headed by the then Prime Minister of India. This committee decided to set up Dr. Ambedkar Foundation (DAF). On March 24, 1992, Dr. Ambedkar Foundation (DAF), an autonomous body was established under the aegis of the Union Ministry of Social Justice and Empowerment, to disperse programmes and activities for furthering the visions and thoughts of Babasaheb Dr. Ambedkar on a pan-Indian scale.
Dr. Ambedkar National Memorial (DANM)
The Dr. Ambedkar National Memorial (DANM) is dedicated to preserving and showcasing the life, work, and contributions of Babasaheb Dr. B.R. Ambedkar, who was a renowned social reformer, orator, prolific writer, historian, jurist, anthropologist, and politician. The DANM museum houses a collection of personal belongings, photographs, letters, and documents related to Dr. Ambedkar’s life, including his education, social reform movements, and political career. There are also audio-visual exhibits to showcase his speeches and interviews.

The Prime Minister Shri Narendra Modi inaugurated and laid the foundation stone of various development projects in Yamuna Nagar, Haryana today. Extending his greetings to the people of Haryana, he paid homage to the sacred land of Haryana, acknowledging it as the origin of Maa Saraswati, the abode of Mantra Devi, the site of Panchmukhi Hanuman Ji, and the blessed Kapalmochan Sahib. “Haryana is a confluence of culture, devotion, and dedication”, he described. He also conveyed his heartfelt wishes to all citizens on the 135th birth anniversary of Babasaheb Ambedkar, highlighting Babasaheb’s vision and inspiration, which continue to guide India’s journey toward development.
“Yamunanagar is not just a city but a vital part of India’s industrial landscape, contributing significantly to the economy with its industries ranging from plywood to brass and steel”, said Shri Modi, highlighting the cultural and historical significance of the region, mentioning the Kapal Mochan Mela, the sacred land of Rishi Ved Vyas, and the site of Guru Gobind Singh Ji’s weaponry. He shared his personal connection with Yamunanagar, recalling his frequent visits from Panchkula during his tenure as Haryana’s in-charge. He expressed gratitude for the dedicated workers he collaborated with and acknowledged the enduring tradition of hard work and commitment in the region.
Underlining that Haryana is witnessing the double speed of development under the Union and State governments for the third consecutive term, the Prime Minister emphasized the commitment to a developed Haryana as part of the vision for a developed India. He highlighted the government’s dedication to serving the people of Haryana and fulfilling the aspirations of its youth by working at greater speed and scale. He pointed to the development projects launched today as a testament to this commitment and extended his congratulations to the people of Haryana for these new development initiatives.
Expressing pride in his government’s commitment to advancing the vision of Babasaheb Ambedkar, Shri Modi highlighted Babasaheb’s belief that industrial development was a pathway to social justice. He noted that Babasaheb identified the issue of small landholdings in India and emphasized that Dalits, lacking sufficient agricultural land, would benefit the most from industrialization. He shared Babasaheb’s vision that industries would provide greater employment opportunities for Dalits, improving their standard of living. He also acknowledged Babasaheb’s significant role in India’s industrialization efforts, working alongside the country’s first Industry Minister, Dr. Syama Prasad Mukherjee, to drive progress in this direction.
Remarking that the synergy between industrialization and manufacturing was also recognized by Deenbandhu Chaudhary Chhotu Ram Ji as the foundation for rural prosperity, the Prime Minister highlighted Chhotu Ram Ji’s belief that true prosperity in villages would come when farmers enhance their income through small industries alongside agriculture. He further noted that Chaudhary Charan Singh Ji, who dedicated his life to the welfare of villages and farmers, shared a similar vision, emphasizing Charan Singh Ji’s perspective that industrial development should complement agriculture, as both are pillars of the economy.
Emphasising that the essence of ‘Make in India’ and ‘Aatmanirbhar Bharat’ lies in fostering manufacturing, Shri Modi underscored the government’s focus on manufacturing, as reflected in this year’s budget announcement of ‘Mission Manufacturing’. “The mission aims to create maximum employment opportunities for Dalit, backward, underprivileged, and marginalized youth, provide them with essential training, reduce business costs, strengthen the MSME sector, equip industries with modern technology, and ensure Indian products are world-class”, he stated. Underscoring the importance of uninterrupted power supply to achieve these goals and highlighting the significance of today’s event, he announced the commencement of work on the third unit of the Deenbandhu Chaudhary Chhotu Ram Thermal Power Plant, which will benefit Yamunanagar and Haryana. The Prime Minister noted that Yamunanagar produces half of India’s plywood and is a hub for manufacturing aluminum, copper, and brass utensils. He added that petrochemical plant equipment from Yamunanagar is exported to several countries. He emphasized that increased power production will benefit these industries and support ‘Mission Manufacturing’.
Underlining the critical role of electricity in building a developed India, the Prime Minister highlighted the government’s multifaceted efforts to enhance power availability, including initiatives like One Nation-One Grid, new coal power plants, solar energy projects, and the expansion of the nuclear sector. “Increasing electricity production is essential to ensure that power shortages do not hinder nation-building”, he stressed recalling the frequent blackouts before 2014 under previous dispensation’s rule, stating that such crises would have persisted if Congress had remained in power. He noted that during those times, factories, railways, and irrigation systems were severely affected. He shared that over the past decade, India has nearly doubled its electricity production capacity and now exports power to neighboring countries. He highlighted the benefits of their government’s focus on electricity production for Haryana, which currently generates 16,000 MW of power. He also announced the goal of increasing this capacity to 24,000 MW in the coming years.
Highlighting the government’s dual approach of investing in thermal power plants while empowering citizens to become power generators themselves, Shri Modi mentioned the launch of the PM Suryagarh Muft Bijli Yojana, enabling individuals to install solar panels on their rooftops, eliminate electricity bills, and even earn by selling surplus power. He noted that over 1.25 crore people across the country have registered under this scheme, with lakhs from Haryana applying to join. He expressed satisfaction with the scheme’s expansion, which is fostering a growing service ecosystem. He emphasized that the solar sector is creating new skills, generating opportunities for MSMEs, and opening numerous avenues for youth employment.
Prime Minister underscored the government’s focus on ensuring adequate electricity and financial resources for small industries in smaller towns. He mentioned that during the COVID-19 pandemic, the government provided financial assistance worth lakhs of crores to support MSMEs. He further said that the definition of MSMEs has been revised to allow small industries to expand without fear of losing government support as they grow, while mentioning the introduction of special credit cards for small industries and an increase in credit guarantee coverage. He noted the recent 10-year milestone of the Mudra Yojana, under which ₹33 lakh crore in collateral-free loans have been disbursed. He emphasized that over 50% of the beneficiaries of this scheme are from SC, ST, and OBC families. He expressed the government’s commitment to enabling small industries to fulfill the big dreams of India’s youth.
Lauding the hard work of Haryana’s farmers, which contributes to every Indian’s plate, the Prime Minister emphasized that the governments at Center and state stands as a steadfast partner in the joys and challenges of farmers. He highlighted efforts to empower Haryana’s farmers, noting that the state government now procures 24 crops at MSP. He shared that lakhs of farmers in Haryana have benefited from the PM Fasal Bima Yojana, with claims exceeding ₹9,000 crore under the scheme. Additionally, he mentioned that ₹6,500 crore has been disbursed to Haryana’s farmers through the PM Kisan Samman Nidhi, further supporting their livelihoods and growth.
Underlining the Haryana government’s decision to abolish the colonial-era water tax, relieving farmers from paying taxes on canal water, Shri Modi noted that over ₹130 crore in outstanding dues under this tax have also been waived. He emphasized the efforts of the Union and state government in providing new income opportunities for farmers and livestock owners. He mentioned the Gobardhan Yojana, which enables farmers to manage waste and generate income by producing biogas from cow dung, agricultural residues, and other organic waste. He shared that this year’s budget includes the announcement of 500 Gobardhan plants across the country. He highlighted the foundation stone laying of a new Gobardhan plant in Yamunanagar, which will save ₹3 crore annually for the municipal corporation. “Gobardhan Yojana is also contributing to the Swachh Bharat Abhiyan, furthering the mission of cleanliness and sustainability”, he further said.
Prime Minister underlined Haryana’s rapid progress on the path of development, mentioning his earlier visit to Hisar, where direct flight services to Ayodhya Dham were inaugurated. He also announced the new bypass for Rewari, which will ease traffic congestion in markets, intersections, and railway crossings, allowing vehicles to bypass the city smoothly. He noted that the four-lane bypass will reduce travel time between Delhi and Narnaul by an hour and congratulated the people on this achievement.
Emphasising that for them, politics is a medium of service—service to the people and the nation, Shri Modi stated, “our party delivers on its promises, as evident in Haryana”, where the government is fulfilling commitments made after being elected for the third term. He contrasted this with opposition-ruled states, citing betrayal of public trust. He pointed to the struggles faced by people in Himachal Pradesh, where development and welfare projects have stalled. In Karnataka, he highlighted rising costs of essentials like electricity, milk, bus fares, and seeds under current dispensation’s rule. He mentioned public dissatisfaction with the incumbent government in Karnataka, as seen on social media, and noted allegations of corruption, with even close associates of the Chief Minister acknowledging Karnataka’s ranking as number one in corruption.
Shri Modi criticized the current government in Telangana for neglecting its promises to the people and focusing on bulldozing forests, causing harm to nature and wildlife. He contrasted two models of governance and described his party’s model as genuine and dedicated to building a developed India, while the opposition’s as deceitful and focused solely on power. He highlighted the ongoing efforts in Yamunanagar as an example of his party’s commitment to progress.
Reflecting on the significance of Baisakhi and the 106th anniversary of the Jallianwala Bagh massacre, the Prime Minister honored the memory of the patriots who sacrificed their lives and highlighted the cruelty of the British regime. He emphasized another aspect of the massacre—the unwavering spirit of standing for humanity and the nation, exemplified by Shri Shankaran Nair. He further shared that Shankaran Nair, a renowned lawyer and high-ranking official in the British government, chose to resign and raise his voice against the atrocities of foreign rule. He fought the Jallianwala Bagh case single-handedly, shaking the foundations of the British Empire and holding it accountable in court. He described Shankaran Nair’s actions as a remarkable example of “Ek Bharat, Shreshtha Bharat,” showcasing how a man from Kerala stood against British power for a massacre in Punjab. He remarked that this spirit of unity and resistance was the true inspiration behind India’s freedom struggle and remains a driving force in the journey toward a developed India.
The Prime Minister concluded by urging everyone to learn about Shankaran Nair’s contributions and emphasized the Union and state governments continuous efforts to empower the pillars of society—poor, farmers, youth, and women. He expressed confidence that collective efforts will lead Haryana toward development.

Background
Boosting power infrastructure in the region along with the vision of electricity reaching the last mile, Prime Minister laid the foundation stone of 800 MW modern thermal power unit of Deenbandhu Chhotu Ram Thermal Power Plant at YamunaNagar. This unit, spread across 233 acres, worth around Rs 8,470 crore, will significantly boost Haryana’s energy self-sufficiency and provide uninterrupted power supply across the state.
Taking forward the vision of GOBARDhan, i.e. Galvanising Organic Bio-Agro Resources Dhan, Prime Minister also laid the foundation stone of a Compressed Biogas Plant in Mukarabpur, in YamunaNagar. The plant will have an annual production capacity of 2,600 metric tonnes and will help in effective organic waste management, while contributing to clean energy production and environmental conservation.
Prime Minister also inaugurated the 14.4 km Rewari Bypass project, worth around Rs 1,070 crore under the Bharatmala Pariyojana. It will decongest Rewari city, reduce Delhi–Narnaul travel time by around one hour, and boost economic and social activity in the region.

Last week, I travelled to the historic city of Perugia in Umbria, Italy. With clear blue skies, wisteria hanging over ancient Roman walls, plenty of gelato and beautiful vistas from the hilltop, the setting was pretty special. More inspiring though, were the people I spoke to during my visit. Perugia is the home of the annual international journalism festival, a meeting of media movers and shakers from all over the globe. These are my five biggest takeaways.
1. In-person connections are irreplaceable
Yes, I see the irony of flying to talk about climate journalism, but sometimes face-to-face connections, impromptu chats and dinner table discussions are just impossible to replicate on a video call. I caught up with journalists from my Oxford Climate Journalism Network cohort. Run by the Reuters Institute, this six-month programme is proving invaluable, not only for seminars from guest speakers at the top of their game, but for the collaborations that are developing within the network. Learning from my peers working in Austria, Brazil, Canada and way beyond has opened my eyes so much to the diversity of challenges we all face – and the creative possibilities.

During my discussions with colleagues from my European media leaders climate solutions fellowship visiting from France, Italy and the Czech Republic, I listened to the lightbulb moments others have had and reflected on my own progress – internally, in terms of what leadership means to me and how I can effect meaningful change, plus externally, in terms of supporting my own team and encouraging more collaboration within this organisation.
By sharing joys and worries over a margarita pizza or scoop of nocciola (hazelnut icecream – my favourite), I was struck that authenticity is the most important attribute. All else follows and every single one of those real, honest and open in-person connections deepens my appreciation for that.
2. Environmental journalism is thriving
So many early career journalists approached me, keen to chat and wanting to know more about how to immerse themselves in this specialism. When I first started out as a biology graduate, I worked in wildlife TV production and magazine journalism. Back then, environment coverage tended to be an outlier, an afterthought at best. Climate journalists were few and far between; willing mentors were difficult to find.

That landscape has shifted so much over the past 20 years and I’m proud that this part of our industry is growing, and becoming richer for it. Now, people want to cover climate stories in so many creative formats and that’s invigorating.
3. Science doesn’t have to stay in silos
With growing misinformation, (both inadvertent misinterpretation and deliberate miscommunication) online, combined with widespread disengagement from mainstream news sources, social media has a big role to play in how we engage with climate, or not.
I hosted an event with Adam Levy about how to make climate science shine on social media. With a PhD in atmospheric physics from the University of Oxford, Levy now works as a science journalist and broadcaster, while producing jargon-free videos that make complex climate issues relatable and succinct.

Climate communication is definitely not just about imparting facts. There’s space for nuance, even humour. We chatted about bridging the gap between science and storytelling, how to apply a rigorous journalistic approach to all forms of content and how integrity must be the top priority. That all builds precious trust and creates connection.
4. Time is ticking
The next UN climate summit (Cop30) is coming and we’re getting ready. One of my favourite sessions was a talk by Daniel Nardin, another solutions journalist member of the Oxford Climate Journalism Network. He lives in Belem, the Brazilian city that will be hosting Cop30 in November, where negotiators will continue to debate how best to tackle and adapt to climate change. But those strategies, frameworks and commitments can seem dry, dense and hard to digest.
Nardin’s publication, Amazonia Vox, platforms the voices of the people living in the Amazon, in forested, deforested and urban areas. He explained that the environmental, social and political issues in the Amazon are complex and full of nuance, which is why he makes local voices central to the narrative.
None of this is rocket science. But Nardin is proactively cracking on with it, because there isn’t time to wait.

5. Newsroom culture is transforming
The Conversation is already highly respected. So many expert communicators, academics and readers told me how much they love what we do and what we stand for. Tackling misinformation in engaging ways is what we do best. Connecting you, our audience and community, with the most accurate and evidence-based knowledge is our purpose. We’re already bridging the gap between research and the real world. But there’s still scope to evolve and embrace change.
Looking ahead, The Conversation can help shift the way climate stories can be told. The climate crisis has gone way beyond being an environmental issue. It’s linked to all aspects of our lives, from health and education to business and democracy, as well as conflicts and culture. Newsrooms don’t have to function like they have done for decades. By being curious, we can experiment, find out what works and reinvent the norm.
At the New York Times, the climate team is physically in the centre of the office. At the French newswire Agence France-Presse, job titles such as “future of the planet, global editor” reflect big ambitions to integrate climate into everything. At CBC, the Canadian public broadcaster, the science and climate unit has made climate literacy training a top priority for all staff – not because it’s worthy, but because future proofing makes business sense.
As the executive director of Covering Climate Now, a media community based in the US, Mark Hertsgard said: “Every journalist in the 21st century will need to be a climate journalist.”

What is the essence of hybrid quantum-classical artificial intelligence? In which high-tech areas are quantum computing already being piloted today? And when might high-performance quantum computers appear in Russia? Anton Guglya, an employee of the National University of Science and Technology MISIS, told participants of the SPbPU seminar on artificial intelligence about this.
Anton Pavlovich in his review focused on the practical application of quantum computing for the implementation of business projects. In Russia, there are already the first experimental versions of quantum computers and a cloud interface for accessing them, although none of the domestic quantum computers can yet solve industrial-scale problems. At this stage, businesses and scientific groups have the opportunity to carry out research and pilot projects using quantum computing emulators – “digital twins” of quantum computers that use new algorithmic approaches, but operate on traditional CPU and GPU architectures.
The financial, oil and gas and other industries need business effects, they need results, not just advanced technology. If their tasks are solved using traditional methods, they will not invest in advanced equipment, new software and obtaining additional competencies. But if they see the benefit, even if it is delayed in time, from using quantum computing, then, of course, they will prefer to use it, the speaker emphasized.
Anton Guglya spoke about the technical features of hybrid quantum-classical neural networks, describing their advantages over classical ones:
quantum algorithms will be able to solve some classes of problems faster and more accurately than classical analogs; it is possible to process a larger volume of information with less energy consumption; a smaller set of hyperparameters for training a neural network when working with noisy data.
The MISiS specialist presented a typical process for developing an industrial quantum algorithm and launching it on an emulator, as well as several cases from his practice. For example, a credit scoring algorithm was implemented using quantum neural networks. The resulting model, based on data, calculates the probability of the return of funds received from the borrower to the bank.
Another popular area is image classification. Using hybrid quantum-classical neural networks, this task can be performed faster and with greater accuracy. Also, with the help of a quantum neural network, the task of generating new drugs is performed more efficiently. At the same time, the learning speed of quantum neural networks is much higher than that of traditional ones.
The second presentation at the seminar was devoted to the prospects of creating “virtual cities”. Ivan Dorokhov, a research fellow at the AI Center of Novosibirsk State University, spoke about the integrated system for modeling “virtual cities” that he and his colleagues from SPbPU and SPbSU are proposing.
According to the speaker, unlike digital twins, which directly reflect the physical environment, virtual twins can simulate a wide range of objects or scenarios for various purposes and are not conceptually limited to digital computing.
Our results show that such virtual environments can facilitate the emergence of societies consisting of AI agents, i.e. subjects with artificial intelligence, in which governance mechanisms such as decentralized autonomous organizations (DAO) and artificial collective consciousness (ACC) provide ethical and normative control, said Ivan Dorokhov.
Agent-based AI systems are already on their way to engaging in cultural, economic, and political activity, shaping the social fabric of cities, and researchers must address how to make their impact as beneficial to people as possible. This will require understanding how advanced rendering and procedural generation techniques can provide the high realism required for complex simulations, how IoT data and predictive modeling can make these environments more responsive and adaptive, and what ethical and legal frameworks will be needed when AI agents gain autonomy. Answering these questions is important to realizing the potential of virtual worlds as platforms for innovation, experimentation, and sociotechnical evolution.

In the exhibition hall of the architectural faculty of SPbGASU, the department of landscape architecture opened an exhibition of projects for the territories of schools and kindergartens.
Let us recall that the Department of Landscape Architecture was formed in the current academic year. It is attended by students who transferred from the Department of Architectural Environment Design and first-year students. Therefore, the exhibition was the first in the history of the new department.
As Ekaterina Voznyak, Dean of the Faculty of Architecture at SPbGASU, noted, on the one hand, the Department of Landscape Architecture is young, on the other hand, it is developing most dynamically. In terms of the number of students, it is the largest in the Faculty of Architecture.
“Over the years, we have developed our own system and our own school of teaching landscape design: if the similar department of the St. Petersburg State Forestry University focuses on plantings, then we work with the architecture of space. In the presented projects, we managed to combine both architectural and landscape directions. All the works are impressive in their high level of execution,” Ekaterina Voznyak emphasized.
Acting Head of the Department of Landscape Architecture Alexander Demin explained that part of the exhibition consists of course projects by second-year students, and part consists of completed projects by department staff.
“The exhibition presents the first steps and first experience of students in designing public spaces. The sites of existing schools and kindergartens are used as a basis, where real problems of organizing adjacent territories and public spaces need to be solved. You can also see the completed projects under the program of the Ministry of Construction and Housing and Communal Services of the Russian Federation “Small Towns and Historical Settlements”, completed by the department’s employees. This selection of projects is not accidental: it symbolizes the construction of a single content line in continuity between professionals and students. In addition, projects of public spaces in the cities of Kommunar and Pikalyovo in the Leningrad Region, completed within the framework of the Russian competition “Small Towns and Historical Settlements” of the Ministry of Construction of Russia, are presented. They were completed by the employees of the landscape architecture department together with students, the Kremlin studio, the Competence Center of the Leningrad Region and district administrations,” said Alexander Demin.
The director of the design studio, chief architect of SPbGASU Svetlana Bochkareva noted the unique design of the exhibition in a single style, which speaks of the personal participation of the head of the department.
“For all of us, such a bright exhibition is a great gift and a bright, colorful event. For second-year students, participation in it is a kind of bonus, motivation for further professional activity,” Svetlana Bochkareva summarized.
Among the first visitors to the exhibition on April 10 were students from Secondary School No. 564 of the Admiralty District of St. Petersburg, with which our university has been cooperating since 1988. As Director Nina Korsakova noted, yesterday’s schoolchildren enter SPbGASU and subsequently successfully work in their profession.
“What is presented at the exhibition today is great! I hope that the traditions of cooperation established 37 years ago will continue. It is gratifying to see how the works of our graduates, and now your students, are being implemented here. Thus, in the two new buildings of the school, a large number of unique interiors were made according to the design projects of our students,” said Nina Korsakova.
Second-year student of the landscape architecture department Yulia Rozhkova admits that it is nice to see her project at the exhibition.
“This is my first time participating in an exhibition and my first time developing a project for the functional zoning of a kindergarten territory. I wanted to make modern playgrounds that children would like. Landscaping was also taken into account, new plants were added. Bright accents of the territory are color and paving. I believe that such a first experience will be a good step towards the profession,” said Yulia.
Ariadna Bobokova, a tenth-grader at School No. 564, is not yet familiar with landscape design and believes that an exhibition is the best way to learn about it.
“I plan to enroll in your university, but I am more interested in architectural design. Just the other day, a teacher at SPbGASU and I discussed that landscape design is not only flowers and plants, but also architecture. After looking at the work, I was convinced that this is really true: the projects present complex master plans,” Ariadna said.

Political leaders’ kids are routinely put on display to share the glory or the pain of election night. Earlier, they’re often at campaign launches to “humanise” the candidates.
Peter Dutton pulled out all stops with the family for his Sunday launch. Tom, Harry and Rebecca were not just there in person, but “virtually” too, with a video showing dad hearing messages from the family.
Rebecca went to “the potato head thing”, saying it was “all a bit of a joke to us. We still often call you Mr Potato head.” Dutton replied that “I’m pretty relaxed. I can give back as good as I get.” Hearing Harry on the video, he judged his son “sounded a bit croaky […] He might have been out late last night.”
And so it went. All nice and safe, in a campaign sense. But Dutton should have left it at that.
Instead, on Monday Harry, who is an apprentice carpenter, joined his father on the campaign trail, to help him sell the message about the unaffordability of housing.
Harry, it turns out, is an aspiring house buyer, which is not surprising. After all, his dad bought his first house at age 19, and is proud of the fact, often mentioning it in soft interviews.
Harry told reporters, “I am saving up for a house and so is my sister, Beck, and a lot of my mates, but as you probably heard, it’s almost impossible to get in – in the current state,” Harry said.
“So I mean we’re saving like mad, but it doesn’t look like we’ll get there in the near future. But we’d love that to change.”
One has to wonder about the judgement of the Liberal strategists. Dutton has owned a lot of property over the years, and is well off. Did no one anticipate that the obvious questioning from the hungry media would be: won’t the bank of mum and dad help Harry and Rebecca?
Of course it came.
One questioner asked, “Are you planning to act as the bank of mum and dad like so many Australian families are having to do?” Dutton answered generally – that he didn’t want a situation where these were the only kids that could buy houses.
Then later came the explicit question: “You brought your own son Harry out here. He spoke about how hard it is to save for a deposit. So in that case, you’re doing pretty well yourself – why won’t you support him a bit and give him a bit of help with getting his house?”
Dutton did not address that sticky one, saying rather that he hadn’t finished answering the previous question.
Politicians perennially complain about how hard the political life is for their families.
Indeed. Sometimes it’s best to leave the kids at home.
Albanese dodges question about Plibersek’s future portfolio
This is the second campaign in a row that’s put a spotlight on the strained relationship between Anthony Albanese and Tanya Plibersek.
In 2022 observers asked “where’s Tanya?” when Plibersek, one of Labor’s most popular retail politicians, seemed to have a low profile. Plibersek produced evidence of her intense round of campaigning, but it was still clear she was being underused.
Albanese and Plibersek are rivals in the left from way back. After the 2022 win, instead of appointing her education minister, as she’d expected, the new PM put her into environment, where she’s had to rule on fossil fuel projects and other matters especially tricky for someone from the left. Late last year, Albanese intervened when Plibersek thought she was headed to a deal on the Nature Positive legislation, declaring the Senate numbers were not there. More compelling with him was pressure from Western Australian Premier Roger Cook, who was facing an election.
On Monday Plibersek found herself having to explain an uncomfortable moment that had caught media attention at Sunday’s Labor launch.
At these gatherings a great deal of kissing and hugging goes on, even among politicians who don’t like each other much. So Plibersek was about to hug Albanese, but he grabbed her hands instead.

Asked on Monday Morning TV about what was described as an “awkward moment”, Plibersek explained it away, even more awkwardly. “Do you know what, I reckon we should still all be elbow bumping, because during an election campaign, the last thing you want is to catch a cold from someone. So that’s on me. I should have done the elbow bump, I reckon.”
Albanese was quizzed later about whether he’d keep Plibersek in the environment portfolio in a second-term government.
He said Plibetsek was doing a “fantastic job” and insisted she had been “a friend of mine for a long period of time”.
He didn’t comment himself on her future job, if the government is returned. Not surprising, at one level. As he says, he doesn’t want to get ahead of himself. And later in the day he wouldn’t say whether Julie Collins would again be fisheries minister.
But, given it was Plibersek, his non-answer added to the awkwardness. On the other hand, you’d think Plibersek would probably want out of the environment portfolio, provided that didn’t mean another less-than-ideal post.
A third debate coming
Albanese and Dutton have agreed to a third debate – on Channel 7 on April 27. The second debate, hosted by the ABC, is on Wednesday.

[Merida, Mexico, April 14, 2025] At the recent 2025 Tech4Nature Summit, Huawei, International Union of Conservation for Nature (IUCN), and local partners launched Phase Two of the Mexico Tech4Nature project, which aims to strengthen the protection of jaguars in Dzilam de Bravo State Reserve and study the effects of climate change on biodiversity.
Alongside Huawei and IUCN, the launch was officiated by Mexico’s Ministry of Environment and Natural Resources, the State Government of Yucatán, and local partner C-Minds.
“In Mexico, 42% of our country’s ecosystems face some degree of degradation that we have to work towards solving. This involves monitoring and a lot of restoration work, but it also means something more important, which is precisely what we’re seeing thanks to this alliance,” said Dr. Marina Robles García, Undersecretary of Biodiversity and Environmental Restoration for the Ministry of Environment and Natural Resources in Mexico.
Aligned with Huawei’s TECH4ALL initiative and the IUCN Green List, Tech4Nature is a global partnership launched by Huawei and IUCN in 2020 to scale up success in nature conservation through technological innovation.
“Today we celebrate a shared vision, a vision that understands that conservation can no longer depend solely on good intentions or isolated policies. We need science, technology, empowered communities, and committed governments,” said Joaquín Díaz Mena, Governor of Yucatán in Mexico, at the 2025 Tech4Nature Summit.
Due to habitat loss and fragmentation, the jaguar is classified as Near Threatened on the IUCN Red List. To contribute to its conservation, the first phase of the project installed 60 audio devices and more than 20 camera traps in Dzilam de Bravo State Reserve. Using trained AI models, the system is able to recognize the vocalizations and images of species that inhabit the reserve. By April 2025, the solution had identified a total of 147 species and confirmed the presence of nine jaguars in the territory.
The second phase of the project focuses on gathering data about the distribution of jaguar populations, and providing data-driven insights to support decision-making and improve reserve management with a view to creating a biological corridor.
The 2025 Tech4Nature Summit brought together experts, scientists, and conservation leaders from around the world to share advances and strategies in technology-driven nature conservation.
“Digital technology is making biodiversity conservation much more efficient and helping governments and conservationists take faster, more targeted action,” said Tao Jingwen, Director of the Board and Director of the Corporate Sustainable Development Committee for Huawei. “I want to call on more of our partners to join the Tech4Nature initiative to make digital technology a common tool for global ecosystem conservation.”
As well as Mexico, the summit explored Tech4Nature Phase Two projects in Brazil, China, Spain, Kenya, and Türkiye, showcasing how digital technologies and AI analytics can be adapted to the specific needs of diverse ecosystems.

Kenya aims to improve monitoring in protected marine areas and coral reef in Kisite-Mpunguti Marine National Park and Reserve to help tackle issues such as illegal fishing and pressure from tourism, and monitor the parrot fish, which helps coral survive.
Türkiye represents a pioneering collaboration between NGOs, the private sector, and the government to evaluate biodiversity protection, with a focus on large mammals, including the fallow deer and wild goat in two pilot sites.

As Sudan marks two years of war, people continue to experience the catastrophic consequences and can no longer wait for real assistance.
As the rainy season approaches, humanitarian organisations must scale up, and the warring parties must allow, desperately-needed humanitarian assistance.
As bombing and violence continues, MSF calls on the warring parties to ensure civilians, humanitarian personnel, and medical teams are protected.
Sudan – As the war in Sudan between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) enters its third year, people remain unseen, bombed, besieged, displaced, and deprived of food, and basic lifesaving services. Of the country’s 50 million people, 60 per cent need humanitarian assistance, and people are facing simultaneous health crises and limited access to public healthcare. Médecins Sans Frontières (MSF) reiterates our calls on the warring parties and their allies to ensure that civilians, humanitarian personnel, and medical teams are protected. All restrictions on the movements of humanitarian supplies and staff must be removed, especially as the rainy season fast approaches.
“The warring parties are not only failing to protect civilians — they are actively compounding their suffering,” says Claire San Filippo, MSF Emergency Coordinator. “Wherever you look in Sudan, you will find needs — overwhelming, urgent, and unmet.”
“Millions are receiving almost no humanitarian assistance, medical facilities and staff remain under attack, and the global humanitarian system is failing to deliver even a fraction of what’s required,” says San Filippo.
As frontlines have shifted over the course of the war, especially in Khartoum and Darfur, civilians feared retaliatory attacks from both warring parties. For the past two years, both RSF and SAF have repeatedly and indiscriminately bombed densely- populated areas. RSF and allied militias have unleashed a campaign of brutality, including systematic sexual violence, abductions, mass killings, looting of aid, erasure of civilian neighbourhoods, and occupation of medical facilities. Both sides have laid siege to towns, destroyed vital infrastructure, and blocked humanitarian aid.
Widespread starvation is taking hold, according to the UN; Sudan is currently the only place in the world where famine has been officially declared in multiple locations. Famine was first declared in Zamzam internally displaced people’s camp in August 2024, and has since spread to a further 10 areas, while 17 additional regions are now on the brink. Without immediate action, hundreds of thousands of lives are at risk.
In March 2025, MSF supported multi-antigen catch up vaccination campaigns for children under the age of two in South Darfur. Over 17,000 children who received vaccinations were also screened for malnutrition, with a rate of 30% global acute malnutrition, and 7% suffering from severe acute malnutrition. In December 2024, during a therapeutic food distribution in Tawila locality, North Darfur, MSF teams screened over 9,500 children under five years old. They found a staggering 35.5% global acute malnutrition rate, with 7% of children suffering from severe acute malnutrition.

Simultaneously, Sudan is facing multiple, overlapping health emergencies. MSF teams have treated over 12,000 patients — including women and children — for trauma injuries directly resulting from violent attacks. During the first week of February 2025, MSF teams in Khartoum, North Darfur, and South Darfur states treated mass influxes of war-wounded patients. Sudan is also experiencing one of the worst maternal and child health crises we are seeing anywhere in the world. In October 2024, in two MSF-supported facilities in Nyala, the capital of South Darfur, 26 per cent of the pregnant and breastfeeding women seeking care were acutely malnourished.
“Outbreaks of measles, cholera and diphtheria are spreading, driven by poor living conditions and disrupted vaccination campaigns,” says Marta Cazorla, MSF Emergency Coordinator. “Mental health support and care for survivors of sexual violence remain painfully limited.”
“These compounding crises reflect not just the brutality of the conflict, but the dire consequences of the crumbling public healthcare system and a failing humanitarian response,” says Cazorla.
Since April 2023, more than 1.7 million people have sought medical consultations at hospitals, health facilities and mobile clinics MSF supports or is working in. More than 320,000 people were admitted in our emergency wards.
More than 13 million people have been displaced by the conflict, many of them multiple times. Of these, 8.9 million remain displaced inside Sudan, while 3.9 million have crossed into neighbouring countries. Many live in overcrowded camps or makeshift shelters, without access to food, water, or healthcare. People depend entirely on humanitarian organisations — but only where these organisations are responding.
Health facilities destroyed
According to the World Health Organization (WHO), more than 70 per cent of health facilities in conflict-affected areas are barely operational or have closed, leaving millions of people without access to critical care amid one of the worst humanitarian crises in recent history. Since the war began, MSF has recorded over 80 violent incidents targeting our staff, infrastructure, vehicles, and supplies. Clinics have been looted and destroyed, medicines stolen, and healthcare workers assaulted, threatened, or killed.
In June 2023, Tawila hospital, in North Darfur, was attacked and looted.
“Buildings were destroyed, even beds were looted, and medicines were burned to the ground,” says Muhammad Yusuf Ishaq Abdullah, MSF health promotion officer in Tawila. “From afar, it looked like a hospital, but when you entered it, it was a shelter for snakes and grass.”
These attacks must stop — medical personnel and facilities are not targets.

Upcoming rainy season
The rainy season, fast approaching, threatens to make an already catastrophic situation even worse. Supply routes could be severed and entire regions flooded, cutting off people just as the hunger gap peaks, and malnutrition and malaria spike.
MSF calls for immediate preparedness measures ahead of the rainy season. More border crossings must be opened, and key roads and bridges must be repaired and kept accessible, especially in Darfur, where seasonal flooding isolates communities year after year.
Humanitarian restrictions must be lifted, and unhindered access must be guaranteed. MSF urges all groups — including donors, governments, and UN agencies — to enable and prioritise aid delivery, ensuring that assistance not only reaches the country but is transported swiftly and safely to the hardest-hit and most remote communities. Without a serious commitment to overcoming the political, financial, logistical, and security barriers that hinder last-mile delivery, countless lives will remain beyond the reach of help.
The people of Sudan have endured this horror for two years too long; they cannot and should not wait any longer.

I am delighted to welcome you to Hong Kong, and the World Internet Conference Asia-Pacific Summit.
And I am honoured to say that the Asia-Pacific Summit, taking place over these next two days in Hong Kong, marks the first time the World Internet Conference has held an international summit outside Mainland China.
That, ladies and gentlemen, is a testament to Hong Kong’s rising role as an international innovation and technology (I&T) hub. It also reflects our deepening integration with our country’s national development.
That will become abundantly clear over these next two days. Like the World Internet Conference itself, this summit offers high-level dialogue for the global internet community – for you – the nearly 1,000 professionals here from 30 countries and regions.
You are senior government officials and business leaders, industry association heads, academics and researchers and professionals from different disciplines. And you are here to expand your international connections, create business opportunities and help build the interconnected digital future.
Hong Kong’s rise as an I&T hub has been fast-tracked by our vibrant economy, which is powered by free trade and boasts the world’s third-largest financial centre. It helps, too, that Hong Kong has long been a key business conduit between the Mainland and the rest of the world.
And it all comes together under our unique “one country, two systems” framework.
This cardinal governing principle gives Hong Kong the best of both worlds: access to the vast opportunities of the Mainland market, while maintaining the advantages of our unmatched connectivity of our common law system, free flow of information, capital, goods and people. This unmatched connectivity has brought you here.
There are many good examples. A shining example is the Shenzhen-Hong Kong-Guangzhou science and technology cluster, which ranks second, globally, in the World Intellectual Property Organization’s Global Innovation Index. It shows how, with the development of the Greater Bay Area, we can converge Hong Kong’s excellent research and development and world-class, international business environment, with the innovative prowess of the Mainland’s technology industry.
We are building Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone, which straddles the small river that separates Hong Kong and Shenzhen. The Hong Kong park within this co-operation zone smartly embodies the virtues of the “one country, two systems” principle and cross-boundary co-operation.
Last month, I attended the topping-out ceremony for the park’s first three buildings – two wet laboratories and a talent accommodation complex. The park will enter its operational phase this year, with the first tenants – from life and health technology, artificial intelligence (AI), to data science and other pillar industries – moving in.
The development of another five buildings is in full swing. We have earmarked some US$500 million to expedite the park’s two-phase development.
We need, of course, strategic companies and talent to take full advantage of the park’s opportunities – and other of Hong Kong’s far-reaching prospects. And we are getting them. Under the enhanced talent admission regime we rolled out in 2022, we have already approved more than 300,000 talent admission applications. Over 200,000 of them, ie two-thirds, have already arrived here.
Meanwhile, over 80 strategic enterprises from around the world in the booming industries of life and health technology, AI and data science, fintech and more, have joined us. They will invest over US$6 million and create over 20,000 jobs here in the coming years.
The park is situated in the Northern Metropolis, an entirely new economic engine for Hong Kong. The Northern Metropolis, which makes up one-third of Hong Kong’s area, straddles our land boundary with Shenzhen.
I am confident that our collaborative efforts with Shenzhen, and throughout the Greater Bay Area, will see the rise of Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone as a world-class I&T hub, creating a critical source of new quality productive forces for the country.
AI is central to the Hong Kong park’s research and development. It is no less central to Hong Kong’s future.
In December last year, the first phase of Cyberport’s AI Supercomputing Centre became operational. Hong Kong’s digital technology flagship, Cyberport is home to more than 330 startups specialising in AI and big data.
Hong Kong is determined to maximise AI’s immense potential for new industrialisation, and to further society’s digital transformation.
We have, for example, set up funding schemes to help local manufacturers switch to smart manufacturing and strategic industries to establish smart production facilities here in Hong Kong.
And our HK$10 billion I&T Industry-Oriented Fund, amounting to nearly US$1.3 billion, channels market capital to invest in industries of strategic importance, including AI and robotics.
There is more. We aim to establish, by the next financial year, the Hong Kong AI R&D Institute, having reserved nearly US$130 million to get it up and running. The institute will spearhead Hong Kong’s research and development, and drive AI-based industrial applications.
AI will also promote smart government. Not only driving document digitalisation and automation, and payments and business processes, but, more important, how we go about making policy and delivering public services.
All that, and much more, will fuel discussion and debate at today’s main forum and the three sub-forums taking place tomorrow.
This summit matters. Co-operation matters. Especially during these challenging times to geopolitics and trade relations. Hong Kong champions free trade and multilateralism. We believe in teamwork and offer a range of welcoming programmes for investors, companies, researchers and other strategic talent. Hong Kong welcomes all business interests from those who are keen to pursue development with us. In this global city, we will make a decided difference for you, and your future.

With Big Girls Don’t Cry, Gumbaynggirr/Wiradjuri playwright Dalara Williams proves herself to be a formidable talent.
Cheryl (Williams), Queenie (Megan Wilding) and Lulu (Stephanie Somerville) are three best friends who share a house together in 1960s Redfern, the heart of “Blak Sydney”, after moving from the bush to the city.
The trio swap outfits, go out dancing, socialise and talk about boys while navigating low-paying jobs, curfews and police brutality. Directed by Ian Michael, Big Girls Don’t Cry sits against a backdrop of political moments from service in the Vietnam War, to the 1965 Freedom Rides, the 1966 Wave Hill Walk Off and the 1967 Referendum.

The ball represents more than just a social event: it is a symbol of pride, resilience and cultural celebration. It serves as a powerful reminder of the community’s strength and unity, showcasing their determination to preserve and honour their heritage amid adversity.
Meticulous attention to detail in the set (Stephen Curtis) and costume design (Emma White) transports us back to this pivotal moment in history, making it feel both authentic and immersive.
Each character’s wardrobe reflects their personality. Debutante dresses and accessories add depth to the characters and their stories, making the visual elements not only historically accurate but also emotionally resonant.
Genuine and moving
Williams’ darker and more confronting scenes are expertly juxtaposed with love stories and hilarious laugh-out-loud moments, particularly from the exceptional Wilding, who wholeheartedly embodies her fierce and outspoken character Queenie.
Williams captivates with her nuanced portrayal of Cheryl, balancing strength and vulnerability. Somerville adds a layer of tenderness and hope as Lulu. The chemistry between these three actors is undeniable. Their friendship is genuine and moving.
Guy Simon’s portrayal of Cheryl’s brother Ernest is a true highlight. While Cheryl strives to keep him out of trouble for his outspoken views, Ernest’s passion for justice and equality is inspiring.

Ernest’s relationship with Milo (Nic English) highlights the solidarity and camaraderie among activists of the time.
Cheryl’s boyfriend Michael (Mathew Cooper), though physically absent from the group for much of the play, is a constant presence in Cheryl’s thoughts. His letters from Vietnam add a poignant layer to the narrative.
Officer Robinson (Bryn Chapman Parish) is a chilling reminder of the systemic racism and oppression faced by the Indigenous community. His menacing presence serves as a stark contrast to the warmth and joy shared by the main characters, highlighting the harsh realities of this era.
By the end of the play, I felt involved in the lives of these characters, and as though I knew them – a credit to Williams’ writing and the phenomenal portrayal by each of the seven cast members.
Continuing the fight
The program includes a beautiful and personal reflection by Williams where she describes her family legacy as a major source of inspiration for the play.
The various interwoven love stories are some of the most heart-wrenching, comical and sweetest moments of the play. But to solely describe it as a romantic comedy is to devalue the power of this work.
Williams describes how she is from a long line of staunch Blak advocates who have continued to fight for sovereignty. This play is just the latest in her family’s long lineage of demonstrating resilience and survival.

Williams does not shy away from the reality of being Aboriginal in 1960s Redfern and handles moments with sophistication and grit. Scenes of police brutality and overt racial discrimination are portrayed with a raw honesty that is both confronting and enlightening.
Big Girls Don’t Cry should be essential viewing as part of ongoing education efforts to truly highlight the reality of life at this time – many such struggles which continue today.
The play is a powerful and moving tribute to the strength and resilience of Indigenous women. It is a celebration of their lives, their struggles, and their triumphs.
Williams has crafted a play that is not only entertaining but also deeply meaningful, shedding light on a crucial period in Australian history: a must-see for anyone interested in understanding the complexities of the past and the ongoing fight for justice and equality.
While much has changed since 1966, the spirit of resistance and the quest for a better future remain as vital as ever.

In a further step towards enhancing the safety and wellbeing of women and gender diverse people in the ACT, the ACT Government has awarded $100,000 in grants to nine dedicated community groups.
In announcing the grants, the Minister for Women, Dr Marisa Paterson, said that it underscores the government’s commitment to promoting health, safety, and empowerment within our community.
“These initiatives address critical issues such as domestic violence, financial abuse, and the unique challenges faced by culturally and linguistically diverse communities,” Minister Paterson said.
“The ACT Government is committed to enhancing the lives of women and gender diverse people in the ACT. We’re proud to support community organisations that are working to empower women and create a safer community for everyone,” said Minister Paterson.
Among the recipients, SiTara’s Story Incorporated received $10,500 for its EmpowerHER: Breaking Silence, Building Strength program to raise awareness of domestic violence and provide educational resources about financial abuse and coercive control to women from culturally and linguistically diverse backgrounds. The Queanbeyan Multilingual Centre Inc was awarded $7,500 to facilitate the translation of court orders, ensuring that individuals from diverse backgrounds can fully understand legal proceedings.
The Domestic Violence Crisis Service Inc received $2,000 for the National Day of Remembrance ACT Candle Lighting Ceremony, which honours the lives lost to domestic, intimate partner, and family violence. WaterWombats Aquatic Disability Services Ltd was granted $15,000 for its ACT Women’s Disability Safe and Connected Project, offering coaching, mentoring, psychoeducation, and aqua-yoga to women living with or supporting those with disabilities.
Sakhi Incorporated was awarded $11,380 to develop a culturally informed handbook promoting women’s safety within the South Asian community. Families ACT (FACT) Inc received $15,000 to establish a First 1000 Days Coalition, focusing on the health and wellbeing of mothers, birth parents, and children during the critical first 1000 days.
The Forcibly Displaced People Network Ltd was granted $19,900 for a 12-month project aimed at enhancing safety and support for LGBTIQA+ refugees, asylum seekers, and migrants in the ACT. Woden Community Service Limited received $10,000 for its EmpowerHER: Art, Resilience and Community project, which will facilitate art workshops for women affected by domestic violence, helping them form community connections and assist with their recovery. Lastly, Beryl Women Incorporated was awarded $8,720 for professional development to enhance the knowledge and skills of its team.
“These projects align with the four priorities identified in the National Plan to End Violence against Women and Children 2022-2032: prevention, early intervention, response, and recovery and healing,” Minister Paterson said.

A prescribed hazard reduction burn on East West Road near the Blue Range Recreation Area will commence tomorrow, Tuesday 15 April 2025, subject to suitable weather and fuel moisture conditions.
The prescribed hazard reduction burn on East West Road is being conducted to reduce the fire hazard in the area.
Experienced ACT Parks and Conservation Service fire managers will conduct and oversee the burning operations. Every effort is made to conduct burns in weather conditions that will minimise the impact of smoke, but temporary smoke cover is possible and may be visible across parts of Canberra.
Fire crews will be on the ground monitoring and patrolling the prescribed burn to its conclusion.
Smoke, flame, and glowing embers may be seen at this site, which is normal for these types of operations. The public are asked not to call emergency triple-zero unless they see any unattended fire.
Prescribed burns are an important part of the ACT’s annual Bushfire Operations Plan to enhance ecological quality, reduce the risk of bushfires and help keep Canberrans safe.

Late spring is full of vitality. As China and Vietnam celebrate the 75th anniversary of diplomatic relations, I will soon pay a state visit to Vietnam at the invitation of Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, and Vietnamese President Comrade Luong Cuong. This will be my fourth visit to this beautiful country since I became General Secretary of the Central Committee of the Communist Party of China and President of the People’s Republic of China. I look forward to renewing friendship with Vietnamese leaders, discussing ways of boosting cooperation, and drawing up a new blueprint for the China-Vietnam community with a shared future in the new era.
China and Vietnam are friendly socialist neighbours sharing the same ideals and extensive strategic interests. The profound friendship between the two parties and two peoples, forged decades ago, has grown stronger as we explore a socialist path suited to our respective national conditions and advance our respective modernization drive. Building the China-Vietnam community with a shared future that carries strategic significance serves the common interests of our two countries and is conducive to peace, stability, development and prosperity in our region and beyond. It conforms with the trend of history. And it is the choice by our peoples.
The China-Vietnam community with a shared future is inherited from our distinctive revolutionary traditions. During modern times, pioneers of Chinese and Vietnamese revolutions together explored a path to national salvation and made important contribution to the Third World’s victory in the struggle against colonialism and imperialism. The historical site of the Vietnamese Revolutionary Youth League in Guangzhou and the site of the office of the League for Independence of Vietnam in Jingxi, Guangxi Zhuang Autonomous Region bear witness to the revolutionary friendship between China and Vietnam. President Ho Chi Minh joined and supported the Chinese People’s War of Resistance Against Japanese Aggression in Yan’an, Guilin, Chongqing and Kunming. China sent military and political advisers in support of the Vietnamese people’s War Against French Occupation. The Communist Party of China and the Chinese government and people gave full support for Vietnam’s just War Against U.S. Aggression to Save the Nation. The well-known line: “The friendship between Vietnam and China is so profound because we are both comrades and brothers,” is etched on our shared revolutionary memory.
The China-Vietnam community with a shared future is based on strong political mutual trust. In recent years, General Secretary Nguyen Phu Trong, General Secretary To Lam and other Vietnamese leaders and I have visited each other many times, steering the course for building a China-Vietnam community with a shared future. Our two parties and two countries have kept close high-level engagement. Mechanisms such as the steering committee for bilateral cooperation, the party-to-party theoretical symposium, the border defence friendship exchange, and the conference on crime control between the two public security ministries are functioning smoothly. High-level mechanisms including the joint committee between the National People’s Congress of China and the National Assembly of Vietnam have been established. The “3+3” strategic dialogue on diplomacy, defence and public security between our two countries has been held successfully. China and Vietnam hold similar positions on many regional and international issues and have engaged in close coordination on them.
The China-Vietnam community with a shared future is rooted in our fruitful cooperation. China and Vietnam have pursued closer cooperation on industrial and supply chains amid a sluggish global economic recovery. China has been Vietnam’s biggest trading partner for over 20 years in a row, with total bilateral trade exceeding 260 billion USD in 2024. More and more quality Vietnamese agricultural products such as durian and coconut are available to Chinese consumers. Railway connectivity and the smart port development project are being steadily advanced. Solar panels, waste-to-energy plants and other bilateral clean energy projects have boosted electricity supply in Vietnam. The Cat Linh-Ha Dong metro line built by a Chinese company makes public transport in Hanoi more convenient. Contributing to each other’s success and pursuing common development, China and Vietnam have set an example of solidarity and cooperation in the Global South.
The China-Vietnam community with a shared future is advanced by close people-to-people exchanges. Over the years, we have seen ever more people-to-people exchanges that foster increasingly closer ties between Chinese and Vietnamese peoples. Chinese tourists made more than 3.7 million visits to Vietnam in 2024. With the official launch of the Detian-Ban Gioc Waterfall Cross-Border Tourism Cooperation Zone and the opening of several cross-border road trip routes, visiting two countries in a single day has become possible. Chinese film and television productions and video games are popular among young Vietnamese, and more people in Vietnam are learning Chinese. Many Vietnamese songs are now on hot search lists on social media in China, and many Chinese diners relish pho and other Vietnamese delicacies.
Today, global, epoch-making and historical changes are unfolding like never before, and the world has entered a new period of turbulent transformation. Despite the headwinds of mounting unilateralism and protectionism, the Chinese economy expanded by five percent in 2024, contributing around 30 percent to the global economy. It remains a key engine of the world economy. China’s new energy sector, artificial intelligence and animated films have come into global spotlight. China will continue to provide more opportunities to the world with its high-standard opening up, and will contribute to the development of all countries with its high-quality development.
Asia represents a new elevation in global cooperation and development. At a new starting point toward revitalisation of the whole region, Asia faces both unprecedented opportunities and challenges. China will ensure continuity and stability of its neighbourhood diplomacy. We will stay committed to the principle of amity, sincerity, mutual benefit and inclusiveness. We will continue to pursue the policy of forging friendship and partnership with our neighbours. And we will steadily deepen friendly cooperation with them to advance Asia’s modernization.
China is going all out to build a great modern socialist country and achieve the rejuvenation of the Chinese nation by pursuing Chinese modernization. Vietnam will usher in a new epoch of national development toward the two goals set for the centenary of the party and the country respectively. China always gives Vietnam high priority in its neighbourhood diplomacy. Our two countries should strengthen our efforts on all fronts to build the China-Vietnam community with a shared future, and contribute more to peace, stability, development and prosperity in Asia and the world at large.
— We should deepen strategic mutual trust and advance the socialist cause. The two sides should act on the guidance of the leaders. The China-Vietnam steering committee for bilateral cooperation should coordinate our interactions more effectively to boost party, government, military, law enforcement and security cooperation; jointly tackle external risks and challenges; and uphold political security. China is ready to enhance exchanges of governance practices with Vietnam, explore and enrich together socialist theory and practices, and promote the steady development of the two countries’ socialist cause.
— We should continue win-win cooperation and deliver more benefit to our two peoples. We should create greater synergy between our development strategies, implement well the cooperation plan between the two governments on synergizing the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, and build more platforms for economic and technological cooperation. China stands ready to advance cooperation with Vietnam on the three standard-gauge railways in northern Vietnam and the smart port. China welcomes more quality Vietnamese products in the Chinese market and encourages more Chinese enterprises to invest and do business in Vietnam. Our two countries should step up cooperation on industrial and supply chains, and expand cooperation in emerging areas such as 5G, artificial intelligence and green development to create more benefits for the two peoples.
— We should strengthen people-to-people exchanges and forge a closer bond between our peoples. This year is the China-Vietnam Year of People-to-People Exchanges, and we should use this opportunity to promote people-to-people exchanges in diverse forms. China welcomes Vietnamese visitors to travel across China and encourages Chinese tourists to visit scenic sites in Vietnam. Our two countries should carry out more activities that will bring our two peoples together such as the friendly meeting between youth and festive events in border areas. We should further tap into our revolutionary resources and tell stories of friendship that resonate with our two peoples, so as to pass on the baton of China-Vietnam friendship from generation to generation.
— We should enhance multilateral collaboration and promote Asia’s prosperity and revitalization. This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War as well as the 80th anniversary of the founding of the United Nations. Our two countries should firmly uphold the UN-centered international system and the international order underpinned by international law. It is important that we pursue the Global Development Initiative, the Global Security Initiative and the Global Civilisation Initiative. It is also important that we promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization. We should work together with the Global South to uphold the common interests of developing countries. Trade war and tariff war will produce no winner, and protectionism will lead nowhere. Our two countries should resolutely safeguard the multilateral trading system, stable global industrial and supply chains, and open and cooperative international environment. We should strengthen coordination in mechanisms such as East Asia cooperation and Lancang-Mekong cooperation so as to ensure more stability for a changing and turbulent world and inject more positive energy in it.
— We should properly manage differences and safeguard peace and stability in our region. The successful delimitation of our boundaries on land and in the Beibu Gulf demonstrates that with vision, we are fully capable of properly settling maritime issues through consultation and negotiation. The two sides should implement the common understanding reached between the leaders of the two parties and the two countries. We should make good use of the maritime negotiation mechanism so as to properly manage maritime differences, expand maritime cooperation, and build up conditions for the final resolution of the disputes. We should fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea and actively advance the consultation on a Code of Conduct in the South China Sea. We should be impervious to all interference; bridge differences and expand common ground; and make the South China Sea a sea of peace, friendship and cooperation.
Standing at this new starting point of history, China is ready to work with Vietnam to build on past achievements, write a new chapter in building the China-Vietnam community with a shared future, and contribute even more to building a community with a shared future for mankind.
The British Parliament Saturday passed an emergency law granting the government sweeping powers to take control of British Steel, the last in Britain capable of producing steel from iron ore.
The Scunthorpe facility supplies the vast majority of the country’s rail tracks. The legislation was introduced in response to British Steel’s plan to shut down its blast furnaces at Scunthorpe, citing unsustainable financial losses.
In an extraordinary Saturday sitting, the first in over four decades, both Houses of Parliament returned from Easter recess to fast-track the Steel Industry (Special Measures) Act, which received royal assent the same day.
The new law empowers the Business Secretary to intervene directly in steel operations, order the procurement of raw materials, mandate the payment of workers, and even seize assets “using force if necessary.”
The U.S. Customs and Border Protection announced in an updated guidance late Friday that the government has exempted smartphones, computers and other electronic products from its “reciprocal tariffs.”
The document stated that the exemption applies to electronic products entering the United States after April 5, and “reciprocal tariffs” already paid can be refunded upon request.
“This is a massive U-Turn in tariff policy,” said the Kobeissi Letter, a financial newsletter on social media X.
