    Home Support workers will hold stop-work meetings tomorrow in response to their employer, Access Community Health, offering them no pay increase and reduced work conditions, despite the company receiving increased government funding.
    Workers at these meetings will be discussing what options they wish to take in response to this poor attitude from their employer.
    Stop work meetings will be held from 8am to 10am tomorrow, for over 1000 union members. Most earn the minimum wage and some slightly more, but none have received a pay increase for nearly two years.
    Public Service Association Te Pūkenga Here Tikanga Mahi assistant secretary, Melissa Woolley, says Access offered no pay increase, instead, is proposing to reduce sick leave, and remove pay recognition for qualifications and tenure, while introducing 90-day trials.
    “Removing pay recognition for qualifications and tenure was won by all care and support workers as part of the historic care and support pay equity settlement. It is outrageous that Access Community Health want to undo that historic settlement at their first opportunity since the support workers settlement act has expired,” says Wooley.
    “Having a well-qualified care and support worker workforce was a fundamental element of the negotiations that led to the care and support worker settlement in 2017 that was delivered under a National led government,” says Woolley.
    “It’s despicable that while Access has received increased funding in Government contracts, no pay increase has passed on to workers. Instead, they chose to pass on their profit off the back of low paid women workers to their shareholders.
    “The company is imposing clawing back terms and conditions, and no cost of living increases to already struggling care and support workers. Our society can’t function without support workers, but their low pay rates block them from going to the dentist or getting the car serviced which is critical to them performing their roles. These workers are already subsidizing the system by using their own cars for work to travel in between clients.
    “This blatant attack on workers has major connections to the health crisis. When Access do not value their staff, clients suffer the effects of short-staffing – missing the carers they need to shower and get dressed in the morning. Access needs to come to the table with a reasonable pay offer that respects their people,” says Woolley.
    The Public Service Association Te Pūkenga Here Tikanga Mahi is Aotearoa New Zealand’s largest trade union, representing and supporting more than 95,000 workers across central government, state-owned enterprises, local councils, health boards and community groups.

  • MIL-OSI Africa: Consumer Commission and PSETA partnership set to enhance skills development

    The National Consumer Commission (NCC) and the Public Service Sector Education and Training Authority (PSETA) have entered into a strategic partnership to collaborate on skills development and research on emerging issues.

    This was done through a five-year Memorandum of Understanding (MoU). 

    “As part of the MoU, PSETA can place its graduates at the NCC, significantly contributing to the NCC’s work. In turn, through its internship programme, which these graduates will join, the NCC will help ensure that the programme aligns with the skills demanded by the workplace. This will ensure that the graduates are well-trained and ready for the industry by the end of their training,” a joint statement by the NCC and PSETA said on Saturday.

    PSETA’s focus is primarily on transversal skills within the Public Service sector. These skills, dubbed the ‘business of government’, include administration, management, planning, legislation and policy development.
    They form the focus to drive the growth of skills and competencies in areas that will make the delivery of the business of government.

    The PSETA is a statutory body entrusted with driving skills development across the public sector. As an agency of the Department of Trade, Industry and Competition, the primary role of the NCC is to protect the interests of consumers and ensure accessible, transparent and efficient redress for consumers. 

    “As mandated by the Skills Development Act and aligned with the National Skills Development Plan (NSDP) 2030, PSETA plays a critical role in shaping a professional, ethical, and capable public service workforce.

    “As a trusted Authority, PSETA is committed to driving impactful, inclusive, and sustainable skills development that strengthens institutional capacity and supports service delivery excellence across the public sector,” the statement said.

    The MoU, among other things, aims to achieve the following:

    •    Identify priority research areas, including research to support the Public Service, in line with both parties’ research agendas and the PSETA’s Sector Skills Plan (SSP) priorities;
    •    Facilitate cooperation and support on the development of capacity and capabilities for members and officials of the Public Service and unemployed learners, aligned to the PSETA SSP priorities, the National Development Plan, the National Skills Development Plan priorities and the Public Service;
    •    Human Resource Development Strategy;
    •    Facilitation and regular sharing of information on matters mutually relevant to the Parties;
    •    Encourage the maximised usage of shared resources; and
    •    Setting out the parameters for cooperation and support under the objectives of the MoU.

  • MIL-OSI Africa: President engages South African Council of Churches

    President Cyril Ramaphosa has hosted the first engagement between government and the leadership of the church since the start of the Seventh Administration.

    The President hosted the leadership of the South African Council of Churches (SACC) at the Union Buildings in Pretoria on Friday under the banner of the Government of National Unity.

    The meeting presented an opportunity for the SACC to introduce its new and recently elected leadership. 

    “We welcome the opportunity to be introduced to the new leadership of the SACC and to discuss matters that concern the church and the people of South Africa,” the President said.
    The meeting discussed a wide range of issues of national interest ranging from the National Dialogue initiative, government’s ongoing fight against crime and corruption and the access of state services. 

    President Ramaphosa committed that the National Dialogue will bring together all sectors of society and encourage the participation of all South Africans.

    “Importantly, the National Dialogue must be informed by extensive public consultation in localities facilitated by various sectors of society. It needs to give a voice to those in society who are not often heard, to people who are marginalised, to those who are most vulnerable to poverty, violence and exploitation,” the President said.

    It is envisaged that the National Dialogue will build on the achievements of 30 years of democracy.

    Among other things, it will need to address challenges of low growth and job creation, poverty and hunger, governance, corruption and fiscal constraints. It will also need to address gender-based violence and femicide, social fragmentation, racism and sexism, violence and the potential for instability.

    Government also briefed the SACC on South Africa’s Group of Twenty (G20) Presidency along with regional and international issues of concern.

    “The meeting heard about government’s ongoing work in implementing the recommendations of the State Capture Commission. This includes criminal investigations and prosecutions, the recovery of stolen funds, legislative amendments and strengthening institutions.

    “Furthermore, government remains focused on strengthening and resourcing key institutions in the criminal justice system, like the NPA [National Prosecuting Authority], Hawks and SIU [Special Investigating Unit], this includes the establishment of the NPA’s Investigating Directorate Against Corruption as a permanent entity to prosecute state capture and other significant corruption cases,” the Presidency said.

    The President also committed government’s support for greater cooperation between churches and government bodies that are on the frontline of providing services to people – most notably the Departments of Home Affairs and Social Development.
    He highlighted South Africa’s drive for an inclusive G20.

    The President said dialogue with civil society and other non-government institutions will be conducted through various engagement groups. 

    “Following the approach of the Brazilian Presidency, a G20 Social Forum will be convened. This will bring together representatives of the existing engagement groups and other segments of civil society including various faith formations.

    “The President assured the church leaders that South Africa will continue to pursue an independent foreign policy and will not align itself with any of the major powers or blocs in the world,” the Presidency said.

    Ramaphosa asserted that South Africa remains engaged in efforts to bring about peace and stability in various parts of our region and continent, especially through the Southern African Development Community (SADC) and African Union initiatives. 
    “South Africa continues to use its participation in fora like the G20, BRICS, Non-Aligned Movement, African Union and United Nations to advance a rules-based multilateralism that is fair and inclusive. We are committed to the reform of global institutions to ensure that they represent the needs and interests of all countries,” the President said. –SAnews.gov.za

    The Deputy Minister of Water and Sanitation, David Mahlobo, has reaffirmed government’s commitment to ensuring water security for all South Africans through innovative partnerships and transformative solutions.

    “Water is the lifeblood of our nation’s development. By combining government’s resources with the innovation and expertise of the private sector, particularly through organisations like the Black Business Council in the Built Environment (BBCBE) that champion transformation, we can overcome our water challenges and build a resilient future for all South Africans,” the Deputy Minister said on Friday.

    He was addressing the BBCBE Built Environment Indaba at the Gallagher Convention Centre in Midrand, which was taking place under theme: “Built Environment Partnering with Our Government to Deliver Infrastructure Projects through Innovative Funding and Delivery Models.”

    The Deputy Minister urged the built environment sector to leverage its expertise and global networks to drive innovation, mentorship, and investment. 

    “Water challenges as experienced in most parts of the country require bold and collaborative solutions from all of us. Together, we can harness technology, finance, and partnerships to achieve Sustainable Development Goal (SDG) 6 on clean water and sanitation for all,” he said.

    This as the Department of Water and Sanitation remains steadfast in its mission to secure South Africa’s water future.

    International Relations and Cooperation Minister Ronald Lamola has addressed the prestigious Delphi Economic Forum where he underscored South Africa’s commitment to multilateral diplomacy.

    The Minister addressed the prestigious forum in Greece where he outlined South Africa’s priorities as the incumbent Group of Twenty (G20) Presidency, championing Africa’s role in shaping a more equitable and sustainable global future. 

    “The Delphi Economic Forum, a global nexus for economic and geopolitical discourse, offers a strategic platform to amplify South Africa’s foreign policy objectives, including its advocacy for peace building, continental integration, and the United Nations Sustainable Development Goals (SDGs).

    “This engagement reaffirms South Africa’s leadership in advancing Pan-Africanism on the global stage, ensuring Africa’s priorities from debt relief to food security remain central to international agendas,” the Ministry of International Relations and Cooperation said on Saturday.

  • MIL-OSI Africa: Small business urged to apply for tourism opportunities

    Small businesses have been encouraged to apply for opportunities provided by the Department of Tourism.

    “The Department of Tourism is dedicated to creating an inclusive, sustainable, and resilient tourism economy. We have a variety of programmes with the specific aim of promoting tourism, alleviating poverty and creating jobs,” Tourism Deputy Minister Maggie Sotyu said.

    Addressing a stakeholder engagement at the Fezile Dabi District Municipality in the Free State, the Deputy Minister said small businesses face challenges that threaten their survival and growth. 

    These include limited access to funding and financial support, skills gap in business management and digital transformation, market access and a lack of exposure to international tourists.

    “As the government, our role is to enable and empower small, medium, and micro enterprises (SMMEs) to overcome these barriers and it is our duty to maximise every opportunity to empower these enterprises.

    “Embracing sustainable tourism by black-owned enterprises is not just about being part of a global trend, but is a necessity for resilience, competitiveness and profitability,” the Deputy Minister said on Friday.

    The department’s Market Access Support Programme offers financial support to small tourism enterprises to exhibit at tourism platforms.

    “I want to urge you to visit the Department of Tourism website at www.tourism.gov.za and look at this Market Access Support Incentive Programme. 

    “This week we are assisting 49 tourism SMMEs [small, medium, and micro enterprises] to promote their services at the World Travel Market Africa in Cape Town. We also want to encourage you to apply for our Green Tourism Incentive Programme which offers a win-win solution to tourism establishments and our greening objectives,” the Deputy Minister said.

    The Green Tourism Incentive Programme is a resource efficiency programme which aims to support tourism enterprises to reduce the cost of investing in energy and water efficient solutions. 

    “This incentive can greatly assist a tourism establishment to reduce their electricity and water bills in the long term. The department also established a Tourism Transformation Fund and Tourism Equity Fund to support the transformation efforts in the sector. 

    “The Transformation Fund offers a combination of debt finance and grant funding for new and expansion tourism development projects with majority black shareholding,” she said.

    For tourist guides, the department has a number of programmes including language training. 

    “We recently advertised for youth to apply for tourist guide training in Vredefort Dome and we are currently conducting tourist guide training in Golden Gate National Park. 

    “For youth in tourism, the department offers annually a bursary programme and learnership programmes, focusing on professional cooking, wine appreciation and hospitality, targeting youth with a specific interest in tourism,” said the Deputy Minister. –SAnews.gov.za

  • MIL-OSI China: Ecological restoration brings economic return

    While renewable energy is playing an increasingly important role in China’s green energy transition, coal mining still exists in some areas. In these areas, the government and local industry are taking steps to reduce the environmental impact, improve sustainable development and increase economic gains for local people.
    In the coal-mining town of Narisong in the Inner Mongolia autonomous region, locals say that not only is the air quality improving, but their wallets are getting fatter, too.
    The town of around 30,000 people has undergone five years of green reforms, which have seen its ecological landscape improve and economic growth increase.
    In Narisong’s 19 villages and two communities, collectives earned 14.4 million yuan ($2 million) in dividends last year alone, according to Hou Xianming, a member of the town’s Party committee and chairman of the town’s people’s congress.
    These dual gains stem from people-centered planning by the local government that started back in 2020. Back then, villages relying solely on mining struggled with unsustainable growth, while those without coal resources lagged behind. To holistically address ecological rehabilitation, sustainable industry development and income disparity, the government brought about the establishment of Juhe Industrial Co, Hou said.
    The Juhe enterprise would carry out work associated with mitigating the environmental impact of mining, funded by villages and communities, according to government regulations.
    The company also operates across sectors such as mine rehabilitation, environmental cleanup, equipment and land leasing, and waste management, said Hou.
    Su Haixia, an official in the Ordos bureau of natural resources, said that mining companies must allocate funds for ecological restoration to local stakeholders. “Taking the green mine construction project as an example, coal companies must establish restoration funds and deposit about 90 million yuan per 10 million tons mined,” Su said.
    Subject to government evaluations on ecological restoration, coal mining companies could handle the restoration work themselves, or outsource such projects to specialized contractors like Juhe Industrial Co. With professional teams and flexible local hiring, these collaborations have facilitated the reclamation of almost 10,000 hectares of land in the town, according to Hou.
    To date, Narisong has established 14 green mines — those that implement eco-friendly practices and technologies to reduce their environmental impact, with additional sites currently under evaluation, Hou said.
    Juhe Industrial Co has also created 198 stable jobs for local people in property services alone, boosting the average annual income by nearly 40,000 yuan for those people, according to Hou.
    “I was previously working in long-haul transportation far from home, but now I’ve been able to secure a job in my hometown, earning over 5,000 yuan a month with social security benefits — an opportunity I wholeheartedly cherish,” said Liu Meijun, a truck driver from Yangshita village in Narisong.
    Senior residents have also benefited. “Some villagers in their early 60s remain physically robust and mentally sharp and still seek employment, but urban companies reject them mainly based on age concerns,” said Hou. “However, we’ve chosen to hire them for suitable light work — enabling them to care for elderly parents at home while earning an income, a win-win for families and the community.”
    Last year, Juhe Industrial Co generated 200 million yuan in revenue with a net profit of 36 million yuan. A total of 10 percent of those profits go toward emergency assistance for residents affected by natural disasters or severe medical hardships, 40 percent go to village collective dividends and 50 percent for the company’s future development, according to Hou.
    On the land that has been revitalized and recovered, solar farms are being set up, as well as medicinal herb cultivation.
    A 1.95-billion-yuan 400-megawatt solar project has been established by Man Shi Group and Hanxia New Energy in Narisong. Occupying 652 hectares, the project leases 521 hectares from Wutumen village and 130 hectares from Wutugou village at 3,000 yuan per hectare, offering annual incomes of 1.56 million yuan and 390,600 yuan, respectively, for these communities.
    These new industries have generated around 500 local employment opportunities, according to Hou.
    “I work in the reclaimed area of Changxu coal mine, mainly maintaining and inspecting solar panels. After deductions for social security, I earn over 4,000 yuan a month. I also earn steady rental income from leasing my land to the companies — life keeps getting better and better,” said Nie Jianjun, a villager from Wutumen village in Narisong.
    Guided by government initiatives, villagers are enjoying diversified income streams ranging from collective equity dividends and wages to land rental money. Moreover, companies purchase saplings cultivated by locals for their land restoration efforts, with the profits from these sales further bolstering the community’s financial well-being, Hou added.

    Gabon’s transitional leader Brice Clotaire Oligui Nguema has been elected president following Saturday’s vote, the Interior Ministry announced on Sunday.

    Nguema secured 90.35 percent of the total votes cast in the election, Interior Minister Hermann Immongault said.

    Nguema has served as Gabon’s transitional president since leading the 2023 coup that ousted former President Ali Bongo Ondimba.

    His main challenger, Alain-Claude Bilie By Nze, former prime minister under the Ondimba administration, came in second with about 3.02 percent of the vote, according to the minister.

    A total of 920,200 voters were registered, including more than 28,000 abroad. The voter turnout stood at 70.4 percent, said the minister.

    Saturday’s vote marked Gabon’s first presidential election since the coup, signaling the final stage of the country’s political transition and anticipated return to constitutional order.

    Nguema resigned from his military post in accordance with Gabon’s Electoral Code to contest the election.

    Other candidates included 2023 presidential contenders Axel Stophene Ibinga Ibinga and Thierry Yvon Michel Ngoma, both businessmen. The sole female candidate, businesswoman Zenaba Gninga Chaning, campaigned on a platform promoting population growth and the revival of traditional practices.

    Speaking on public television channel Gabon 24 late Saturday, Jean Eric Nziengui Mangala, spokesperson for the Interior Ministry, noted the high voter turnout and said the election had taken place in a “calm and peaceful atmosphere.”

    According to a report released late Saturday by the Citizen Observers Network, a Gabonese civil society platform that oversaw the vote, 74 percent of observed polling stations opened on time, while 99 percent were properly equipped with voting materials.

    A total of 48 national and international observer missions, comprising about 2,450 observers, were accredited to oversee the electoral process, according to the ministry.

    Gabon’s new constitution, approved in a referendum in November 2024, sets the presidential term at seven years, renewable only once.

    Under the new electoral provisions, the president is elected through a two-round system. A candidate must secure an absolute majority of valid votes in the first round to win outright. If no candidate meets that threshold, a runoff is held between the top two contenders.

  • MIL-OSI China: Chinese medical team offers free services in Kalkara, Malta

    The 20th Chinese medical team for Malta from the Mediterranean Regional Centre for Traditional Chinese Medicine (MRCTCM) provided free clinical services to residents at the main square of Kalkara, southeastern Malta, on Sunday.

    During the event, the medical team offered a range of services including blood pressure and blood sugar checks, cupping therapy, traditional massage, personalized health consultations, and distributed free medical supplies to attendees.

    Lora Busuttil, 73, described the free clinic service as a “good” experience. Suffering from knee pain, she expressed appreciation for the helpful advice offered by the Chinese doctors. “I will apply the plaster they gave me on my knee,” she said.

    “I feel much better,” said Iris Magro, 63, after receiving a traditional massage for neck discomfort. It was her first time trying traditional Chinese medicine (TCM), and she told Xinhua she plans to visit the MRCTCM for further massage treatments.

    Joe Cuschieri, 76, underwent a blood sugar check and received cupping and massage therapy for his neck pain. He also expressed interest in visiting the MRCTCM to seek continued treatment for his neck and back issues.

    “I am very grateful that we could collaborate with the Chinese medical team to offer free clinical services to our residents,” Kalkara Mayor Wayne Aquilina told Xinhua. He noted that the event attracted strong interest from locals, many of whom were keen to learn more about TCM.

    “We’re looking forward to more collaborations,” Aquilina added, expressing hope that the Chinese medical team will continue offering health consultations, particularly for elderly residents in Kalkara.

    The MRCTCM was established by the Chinese and Maltese governments in 1994. To date, 20 Chinese medical teams comprising over 100 doctors, have provided TCM treatments to approximately 250,000 Maltese patients.

  • MIL-OSI China: China’s unicorn firms gaining ground on international stage

    China continues to rise as a key player in the global innovation ecosystem, ranking second globally in the number of unicorn companies and accounting for nearly 30 percent of the world’s total, said a newly released report.

    According to a unicorn enterprise development report released at the Zhongguancun Forum in March, China’s unicorn companies are gaining global prominence, with a total of 409 unicorns valued at approximately $1.5 trillion.

    Unicorns, generally defined as privately held companies that are less than 10 years old and valued at over $1 billion, are considered to have unique core technologies, competitive advantages and significant market potential.

    Xie Shaofeng, chief engineer of the Ministry of Industry and Information Technology, said: “The rapid rise of China’s unicorns in recent years can be attributed to the dominance of intelligent technologies. Nearly a third of the country’s unicorns hail from smart technology fields, including large models and autonomous driving, which have fueled the growth of sub-sectors such as smart healthcare, logistics and manufacturing.”

    The report said that China’s unicorns span 12 sectors, with significant representation in integrated circuits and semiconductors, software and information services, new energy technologies, AI, intelligent manufacturing and new consumption.

    Among these, AI leads in terms of total valuation, with Chinese unicorns in the AI sector collectively valued at $461.2 billion. The new consumption and retail sector follows closely at $203.9 billion, while integrated circuits round out the top three with a valuation of $192.5 billion.

    On average, the unicorns in AI, e-commerce and new energy smart vehicles have the highest valuations, with averages of $7.56 billion, $6.19 billion and $5.43 billion, respectively. The report also highlighted the emergence of “super unicorns” — companies valued at over $10 billion. Currently, there are 18 such companies in China.

    In terms of quantity, the new consumption and retail sector leads with 66 unicorns, followed by AI (61), integrated circuits (54), intelligent equipment (54) and pharmaceutical health (43). Together, these five sectors account for 68 percent of all Chinese unicorns.

    One such unicorn is Uisee, a leader in autonomous driving. Wu Gansha, co-founder and chairman of the company, highlighted the need for differentiation, either by focusing on niche markets that larger companies overlook or by optimizing technologies to offer affordable, high-quality products.

    “Unicorns generally follow one of the two paths,” Wu explained. “Either they carve out a unique position in a neglected niche, becoming the first or the only in that field based on their core capabilities, or they bring down costs dramatically through innovative technologies and engineering. The key is to scale that advantage, turning a unicorn into a super unicorn.”

    Looking ahead, Wu said that globalization is essential for China’s unicorns to thrive. “High labor costs and markets with rigid demand are ideal environments to maximize technological value,” he said.

    For Chinese companies to succeed on the global stage, they must ensure that their products meet international standards, enabling them to quickly respond to global competition and “go global” with minimal lag time, industry experts added.

    As China’s unicorns continue to expand their reach, their influence on global markets is expected to grow, further reshaping the landscape of innovation and technology across multiple industries. With government support and a growing ecosystem of talent and capital, the future looks promising for China’s fast-rising tech giants.

    However, Li Daokui, director of Tsinghua University’s Academic Center for Chinese Economic Practice and Thinking, said that those firms on the verge of becoming unicorns face significant funding shortages.

    Few unicorns are able to rely entirely on profits to sustain their growth, and many require patient capital to support their long-term development, he said.

    PHNOM PENH, April 14 — China has been a major contributor to safeguarding, preserving and developing the UNESCO-listed Angkor Archaeological Park in northwest Cambodia’s Siem Reap province, Cambodia’s Tourism Minister Huot Hak said.

    The 401-square-km Angkor park, the kingdom’s most popular tourist destination, is home to 91 ancient temples, which had been built from the ninth to the 13th centuries.

    Key temples include the Angkor Wat, Angkor Thom, Bayon, Chau Say Tevoda, Ta Keo, Banteay Srei, Ta Prohm, and Phnom Bakheng, among others.

    China had helped restore ruined temples in the park since 1997 by successfully restoring Chau Say Tevoda and Ta Keo. Currently, the Chinese experts have been restoring the Phimeanakas temple located inside the walled enclosure of the Royal Palace of the Angkor Thom.

    Hak said China took the lead in providing scholars, architectural experts, archaeologists, and technicians to help restore and preserve ruined temples in the Angkor park.

    “I’d like to thank the government and people of the People’s Republic of China for sacrificing time, physical and mental energies, materials and budget to help preserve, protect and restore ancient temples in Cambodia’s Angkor complex,” he told Xinhua in a recent interview.

    The minister praised the Chinese experts for helping restore ruined monuments in the Angkor park into their stunning original forms, saying that their great contributions were invaluable for the people of Cambodia.

    “I’d like to express my profound gratitude and record the merits of the People’s Republic of China, Chinese scholars, experts, and technicians in contributing actively to the mission of restoring, preserving and developing temples in this world heritage site,” he said.

    Hak said Cambodia has trust and confidence in China in helping restore the Phimeanakas temple within the Royal Palace of the Angkor Thom.

    He added that China’s aid has not only contributed to ensuring the sustainable development of ancient temples in the Angkor park, but also helped train Cambodian experts and archaeologists on the work of safeguarding and preserving ancient temples.

    The Angkor park attracted a total of 1.02 million international tourists in 2024, generating a gross revenue of 47.8 million U.S. dollars from ticket sales, according to the state-owned Angkor Enterprise.

    Speaking of Cambodia-China cooperation in the tourism sector, Hak said China is also a key supporter for tourism development in the Southeast Asian country, adding that Chinese-invested mega-infrastructure projects, such as the Phnom Penh-Sihanoukville Expressway and the Siem Reap Angkor International Airport, have laid a solid foundation for the kingdom’s development of economy and tourism.

    Sharing his view on building a community with a shared future for mankind, Hak said any initiative launched by China always aims to provide common interest for the whole world and help make the world more harmonious with shared prosperity and common development.

    “Cambodia and other countries alike are really happy to welcome and fully support it because this initiative is global in nature for common interest and win-win results for all,” he said.

    The number and proportion of Chinese students studying in the United States continue to decline as rising geopolitical tensions and safety concerns weigh heavily on families’ decisions, according to official reports and education experts.
    The 2024 Blue Paper for Chinese Overseas Students Returning to China for Employment, recently released by the Chinese Service Center for Scholarly Exchange under the Ministry of Education, shows that while the U.S. remains a key destination for Chinese students, its dominance is fading.
    In 2023, only 14.54 percent of Chinese returnees with doctoral degrees studied in the U.S., down from 25 percent in 2020 — a decline of more than 10 percentage points over four years, according to the blue paper.
    Among returnees from the top three study destinations — the United Kingdom, the U.S. and Australia — 51.5 percent had studied in those countries, marking a decrease of approximately 3 percentage points from the previous year, driven primarily by the drop in the number of U.S.-based graduates, it added.
    The decline comes as more Chinese families are rethinking their higher education plans in light of worsening bilateral relations and growing concerns over safety abroad.
    The Ministry of Education last week warned Chinese students to make security assessments if choosing to study in certain U.S. states, citing a bill passed in the U.S. state of Ohio that contains negative provisions related to China. It imposes restrictions on education exchanges and cooperation between Chinese and U.S. higher education institutions.
    “Geopolitical tensions inevitably affect the international flow of students,” said Chen Zhiwen, a member of the Chinese Society of Educational Development Strategy.
    “The U.S. has increasingly restricted China in areas such as trade, technology and talent, making the study environment more hostile. Over the past four years, the number of Chinese students in the U.S. has dropped by 100,000,” Chen said, urging Chinese parents to carefully evaluate study-abroad destinations.
    According to data from the 2024 Open Doors Report on International Educational Exchange, produced in part by the U.S. Department of State, China was surpassed by India as the largest source of international students in the U.S. for the 2023-24 academic year. There were 277,398 students from the Chinese mainland enrolled in U.S. higher education institutions during that period, a figure that has been dropping annually since peaking at 372,532 in the 2019-20 academic year.
    Chinese parents are increasingly factoring in national relations and domestic stability when considering where to send their children.
    Kendy Jia, the mother of a secondary school student in Beijing, said she had been planning to send her child abroad for high school just a few years ago.
    “Now, that plan is on hold,” she said at the 2025 China International Education Exhibition Tour in Beijing on Friday.
    “With the current international situation, we’re leaning toward waiting until after high school,” Jia said. “We might still consider sending him abroad for university, but not necessarily to the U.S. As parents, we first consider the country’s relationship with China, because political stability is very important and affects our child’s personal safety overseas,” she said, adding that worsening international relations might also add to the cost of overseas study.
    A survey by consultancy EIC Education released last month found that safety and financial support have become top concerns for prospective Chinese students during the 2024-25 academic year. The local security environment ranks fourth among factors influencing study-abroad decisions, it said.
    Hannah Song, secretary-general of the America-China Education Foundation Greater China, a U.S.-based nonprofit organization, said many Chinese parents have expressed concerns about whether bilateral relations might pose safety risks for students studying in the country.
    “Parents don’t need to be overly worried,” she said. “Most U.S. states and universities focused on educational exchange rather than politics. For the majority of American institutions, the impact is minimal,” she said.
    Despite current geopolitical tensions, Song said the U.S. remains a top choice for many Chinese families in terms of undergraduate education.
    According to the blue paper, the U.S. kept attracting Chinese students in certain academic fields. Economics and mathematics remain the top choices for undergraduates from 2022 to 2024, while computer science and finance dominate among graduate applicants in 2024.

    The Confucius Classroom at the University of the South Pacific’s Cook Islands campus has marked International Chinese Language Day with a vibrant celebration featuring traditional crafts, music, and cuisine.

    The event offered an immersive cultural experience that highlighted the richness of the Chinese language and its cultural heritage through calligraphy, opera, and musical performances, organizers said Friday.

    The celebration began with a traditional prayer in the Cook Islands Maori language, honoring local customs. Participants then joined Chinese teachers in creating “Calligraphy Lacquer Fans.”

    Starting with elegant Chinese characters such as “Blessing,” “Benevolence and Harmony,” “Peace and Happiness,” and “Peace is Blessing,” guests practiced calligraphy on white paper fans before painting them with vibrant lacquer.

    The hands-on experience was followed by a captivating musical segment, which included performances of ancient Chinese songs and selections inspired by Peking Opera.

    Culinary culture also took center stage. A highlight for many was the Chinese stewed noodles, handmade on site by Chinese teacher Zhao Shuang, alongside hot pot dishes that delighted attendees.

    “I’m so happy to taste your hometown specialty noodles. They’re so unique and delicious,” one student told Zhao.

    Tutal Vakalalabure, a foreign service officer at the Cook Islands Ministry of Foreign Affairs and Immigration, praised the event, saying it “gave us a sense of the true vitality of language and culture.”

    More than 20 students and their families from the Confucius Classroom took part in the celebration, held in recognition of United Nations Chinese Language Day, which is observed annually on April 20.

    Such a bond is the most vivid reflection of the traditional friendship between the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV), and between the two countries, the ambassador told Xinhua in an interview ahead of Chinese President Xi Jinping’s upcoming state visit to Vietnam from Monday to Tuesday.

    Greenpeace Aotearoa says that it is deeply concerned about the safety of drinking water in the Ashburton District after close to one in five bore water samples tested for nitrate at the beginning of April exceeded levels linked with blue baby syndrome.
    The organisation says that this is indicative of a failure by Environment Canterbury to protect drinking water from contamination.
    Greenpeace spokesperson Will Appelbe says, “Environment Canterbury has a responsibility to protect Cantabrians, and they are failing in their duty by allowing drinking water contamination to exceed the Government’s maximum standards for nitrate contamination.”
    Two samples tested were just over double the level of nitrate permitted in drinking water – a standard set in the 1950s to prevent Blue Baby Syndrome. However, this standard doesn’t capture other serious health risks associated with nitrate-contaminated drinking water.
    Almost half of all bore water samples tested at Greenpeace Aotearoa’s Ashburton town hall water testing event in early April were above 5 mg/L of nitrate, a level linked to an increased risk of preterm birth. The New Zealand College of Midwives recommends pregnant people consider avoiding water above 5 mg/L for nitrate. A sample from the Hinds town supply also tested at 6.55 mg/L.
    “It’s unacceptable that these communities have such high levels of nitrate in their drinking water, and it’s particularly concerning for pregnant people and small babies, whose health could be at risk,” adds Appelbe.
    “Everybody, no matter where they live, should be able to drink the water from their kitchen tap without worrying about getting sick. This is a present and looming public health crisis for Mid Canterbury.”
    There is a growing body of evidence that indicates that longer-term exposure to drinking water above 0.87 mg/L can increase the risk of bowel cancer. Greenpeace tested 27 samples from the Ashburton town supply, with a mean level of 2.06 mg/L.
    “Safe drinking water is a fundamental necessity for life, and it’s alarming that rural communities are dealing with such dangerously high levels of nitrate contamination in their water.
    “Intensive dairying is the main source of nitrate pollution in Canterbury – with nitrate from dairy cattle urine and synthetic nitrogen fertiliser leaching into drinking water supplies. The solution is clear – we need a phase out of synthetic nitrogen fertilisers and to transition to more sustainable forms of agriculture that don’t pollute the lakes, rivers and aquifers.
    “Environment Canterbury must take action. Local body elections are approaching later this year, and people in the Ashburton District are ready to demand their elected representatives take action to address this drinking water crisis,” says Applebe.

    “We have to think about the future and this policy allows the council to consider the different ways the land can be used, including, importantly, what we can do to recoup ratepayer money allocated to purchase the high-risk properties,” says Mayor Brown.  

    “I’m committed to getting value for money for what is a significant investment for council, so it makes sense we carefully consider how we utilise land safely, sensibly, and economically to reduce the cost of the storm damage and return some of that investment, to Auckland ratepayers.” 

    Committee chair, councillor Richard Hills says it’s important to remember that severely storm-affected land (Category 3) has inherent risks that must be considered for any future use.  

    “To move people out of harm’s way – that’s why these properties were assessed and purchased in the buy-out scheme. While we want to use the land effectively to provide homes and maintain strong communities, safety will always be our top priority,” says Cr Hills. 

    Under the policy, the council will retain a large number of properties for flood resilience projects, other council services or where hazards such as unstable land must be safely managed. The council will also consider opportunities to sell some properties that can be used safely for other purposes.   

    Cr Hills stressed that with hundreds of pieces of land to assess, it will take several years before final decisions are made, a factor which he knows will be frustrating for affected communities. 

    “We understand communities have a keen interest in the future of storm-affected land, but we have to carefully make the best decisions for the land and the community.” 

    Director Policy, Planning and Governance Megan Tyler says the policy is all about finding safe and sensible options for the land, within the constraints of any hazard risks.  

    “This policy will guide how we assess the potential for each property, so that safety, future resilience and value for Aucklanders are top of mind.” 

    Aucklanders told the council through consultation in September 2023 they wanted to see the impact on rates from the buy-out programme minimised, which along with other recovery costs tallies to more than $1 billion.

Russian authorities make strong, negative comments regarding Western countries, including Australia.   • MIL-OSI Asia-Pac: DPO’s Smart Hong Kong Pavilion showcases over 100 achievements in Hong Kong’s innovation and technology (with photos)

    The Innovation, Technology and Industry Bureau (ITIB) and the Hong Kong Trade Development Council (HKTDC) co-organised the third edition of the InnoEX at the Hong Kong Convention and Exhibition Centre (HKCEC) for four consecutive days starting today (April 13). The Digital Policy Office (DPO) set up a large-scale Smart Hong Kong Pavilion to showcase over 100 technology solutions, including those developed by different government departments in relation to citizens’ daily lives. Through interactive experiences and on-site demonstrations, the Pavilion demonstrates the solid achievements in advancing the development of innovation and technology (I&T) and smart city in Hong Kong brought about by the concerted efforts of the Hong Kong Special Administrative Region Government and various sectors.

    On the opening day of the Pavilion, a number of officials, including the Financial Secretary, Mr Paul Chan, and the Secretary for Innovation, Technology and Industry, Professor Sun Dong, visited the Pavilion. They were briefed by the Commissioner for Digital Policy, Mr Tony Wong, on how the DPO leads various government departments in leveraging I&T to enhance city management and operational efficiency, delivering enhanced public services to citizens. The DPO has all along worked in close collaboration with the local I&T industry to develop a variety of innovative solutions, with a view to continuously enhancing public services for the benefit of the public and businesses, jointly strengthening Hong Kong’s leading position as an international I&T hub.

    This year’s Smart Hong Kong Pavilion focuses on AI and data-driven applications, and showcases I&T solutions contributed by 20 government departments and the winning entries of international and domestic I&T competitions, including the Hong Kong ICT Awards, Asia Pacific Information and Communications Technology Alliance Awards, Maker in China SME Innovation and Entrepreneurship Global Contest – Hong Kong Chapter and Open Data Hackathon, from local innovators and students. Through the exhibition, the DPO hopes to recognise outstanding local innovations, encourage and inspire industry players to develop more innovative solutions as well as promote Hong Kong’s I&T development to local industries, exhibitors and experts from home and abroad.

    Following are highlights of the six areas of the Smart Hong Kong Pavilion:

    Smart Living: “iAM Smart”, the one-stop personalised digital services platform that provides citizens with access to over 1 100 government, public and private online services and government e-Forms; the Hong Kong Observatory’s AI-powered weather prediction models that provide reference in preparing weather forecasts and tropical cyclone forecast tracks; and the industry’s award-winning solution, a smart packaging system from the Hong Kong Productivity Council that significantly increases packaging output of Chinese medicine and reduces manpower requirements.

    Smart Mobility: Award of the Year in the Hong Kong ICT Awards 2024, a solution from the MTR Corporation Limited and the Hong Kong University of Science and Technology that adopts a digital twin calibrated with big data for railway planning and simulating service disruptions and congestion, thereby assisting the MTR to plan corresponding arrangements early to meet the travel needs of citizens.

    Smart Environment: The Agriculture, Fisheries and Conservation Department’s Shark Species Rapid DNA Identification technology that uses AI to rapidly identify the species of shark fins and more efficiently determine whether the imported shark fins are regulated; and the Electrical and Mechanical Services Department’s AI-powered Aqua-bot that is used in early detection and rapid response to invasive alien species to protect ecosystems in wetlands.

    Smart People: The Architectural Services Department’s Wall-Climbing Robot that can move flexibly on building facades and conduct building facade assessments efficiently and accurately; the Drainage Services Department’s Tumbler Inspection Ball Robot with Embodied Intelligence, honoured with a Gold Medal in the International Exhibition of Inventions Geneva 2024, that can monitor condition of pipelines through clear 360-degree panoramic videos and AI technology; as well as the Highways Department’s adoption of geospatial and AI technologies to automatically detect various road objects and create survey maps, enhancing efficiency of road construction projects.

    Smart Government: The Hong Kong Fire Services Department’s Virtual Fire Scene Incident Command Training System that allows firefighters to practice command and decision-making skills in an immersive experience; the Hong Kong Police Force’s The New Generation Scenario-based Interactive Multiplayer Simulation System that adopts multimedia broadcasting and simulated communication systems to train officers to respond to various simulated incidents; and the Hong Kong Immigration Department’s Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service that fosters ease in cross-boundary mobility.

    Smart Economy: The Lands Department’s leverage of spatial data and Geographic Information System to enhance the safety, efficiency and planning of drone operations, supporting low-altitude economy development; and the award-winning solution, Hong Kong Housing Authority Project Information Management and Analytics Platform, that implements digital project management from planning to handover stages, thereby expediting decision-making process.

    The annual I&T mega event of Hong Kong, InnoEX, brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, AI, robotics, cybersecurity and smart mobility.     Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed the State Level Cooperative Conference organized in Bhopal, the capital of Madhya Pradesh, as the Chief Guest. Many dignitaries including Madhya Pradesh Chief Minister Dr. Mohan Yadav, State Cooperation Minister Shri Vishwas Sarang and Secretary of the Union Ministry of Cooperation Dr. Ashish Kumar Bhutani were present on the occasion.

    Union Home Minister and Minister of Cooperation Shri Amit Shah said that there are a lot of possibilities in the three sectors of agriculture, animal husbandry and cooperatives in Madhya Pradesh and a lot of work is required to exploit them to the fullest. He said that for years the cooperative movement in the country was becoming moribund and was divided at different levels in the country. The reason for this was that the cooperative laws did not change as per the times.

    Shri Amit Shah said that in our Constitution, except for multi-state cooperatives, all cooperatives are a state subject. He said that no initiative was ever taken to make laws according to the rapidly changing conditions in the country. Keeping in mind the geographical conditions, rainfall conditions, rural development, agricultural development and animal husbandry dimensions of each state, no thought was ever given at the national level. Shri Shah said that no thought was ever given, because there was no Cooperation ministry at the national level.
    Shri Shah said 75 years after independence, the Prime Minister of the country, Shri Narendra Modi, established the Cooperation Ministry and he got the privilege of becoming the first Cooperation minister.

    Union Minister of Cooperation said that Since the formation of the Ministry of Cooperation, there has been a significant change in the cooperative sector under the leadership of Prime Minister Shri Narendra Modi and now this sector is moving forward rapidly. He said that the limits that were in our Constitution are still there. Even today, cooperation is a state subject. Shri Shah said that the Government of India cannot make any legal changes in the field of cooperation. However, efforts have been made to revive the Primary Agricultural Credit Societies (PACS), promote the dairy sector, cooperation in the field of production, smooth management of urban cooperative banks, district cooperative banks and rural banks. He said that the Ministry of Cooperation first worked on creating model by-laws for PACS and sent it to the state governments for approval. Today the whole of India has accepted these model by-laws. Expressing gratitude to the states for accepting the model by-laws, Shri Shah said that this step has brought new life to the cooperative sector. He said that unless PACS is strengthened, the three-tier cooperative structure cannot be strengthened. He said that earlier PACS used to provide only short-term agricultural loans, in which they used to earn about half a percent income. But today PACS are providing more than 20 types of services and the new reforms will also increase the income of PACS.

    Shri Amit Shah said that today PACS have been allowed to provide services like Jan Aushadhi Kendra, water distribution, common service centers. He said that today more than 300 schemes are available to the people on PACS computers. One does not need to go out of the village to get railway tickets, electricity bills, water bills, birth and death certificates, all these facilities are now available in PACS. Shri Shah said that many PACS have earned income from these services. PACS can now also become fertilizer dealers, start petrol pumps, distribute cooking gas and also manage the ‘Har Ghar Nal’ scheme.

    Union Minister of Cooperation said that under the new bylaws, work was done to create Multi Purpose PACS (MPACS) by merging PACS, dairy cooperative societies and fishery cooperative societies. He said that the Government of India has computerized all the PACS in the country at a cost of Rs 2500 crore. Madhya Pradesh ranks first in the country in computerization of PACS. Now the District Cooperative Bank and State Cooperative Bank are connected to NABARD due to computer network. Along with this, transparency has also come in the field of cooperation due to the arrangement of online audit.

    Shri Amit Shah said that the computerized PACS are working in 13 languages ​​of India. The Government of India has developed such software for PACS that will work for farmer in his language to open a bank account, i.e. it will work

    How Make in India is transforming India’s Global Pharmaceutical Footprint

    Introduction

    The Department of Pharmaceuticals, under the Ministry of Chemicals and Fertilizers, is responsible for matters related to the pricing and availability of affordable medicines, research and developmentand international obligations. With a vision to make India the world’s largest provider of quality medicines at reasonable prices, the department’s efforts align with the Make in India initiative. The Indian pharmaceutical industry continues to play a crucial role in manufacturing high-quality, cost-effective medicines for both domestic and global markets, marked by its dominance in branded generic medicines, competitive pricing, and a robust network of indigenous brands.[1]

     

    India has been UNICEF’s largest vaccine supplier for the past six to seven years, contributing 55% to 60% of total volume procured contributing 99%, 52% and 45% of the WHO demand for DPT, BCG and the measles vaccines, respectively.[2]

    Medical Devices

    The medical devices sector in India is an essential and integral constituent of the Indian healthcare sector, particularly for prevention, diagnosis, treatment and management of all medical conditions and disabilities. The medical devices sector is a multi-disciplinary sector. Its constituent device categories are-

     

    1. electro-medical equipment
    2. implants
    3. consumables and disposables
    4. surgical instruments
    5. in vitro diagnostic reagents

    Several segments of the medical device industry are highly capital-intensive, with a long gestation period, and require continuous induction of new technologies and the ongoing training of healthcare professionals to adapt to new technologies in the sector.

    Export & Import of Medical Devices

    Foreign Direct Investment

    The Department of Pharmaceuticals considers FDI proposals falling under the Government approval route in pharmaceutical and meditech activities for approval or rejection as per FDI Policy.

    In the financial year of 2024-25, from April 2024 to December 2024, FDI inflows (in both pharmaceuticals and medical devices) has been ₹11,888 Crore.

    Further, the Department of Pharmaceuticals has approved 13 FDI proposals worth ₹7,246.40 Crore for brownfield projects during FY 2024-25.

    Production Linked Incentive Scheme

    The Production Linked Incentive (PLI) Scheme, launched in 2020 by the Government of India, is a transformative initiative aimed at boosting domestic manufacturing, attracting investments, reducing reliance on imports and increasing exports. Aligned with the vision of Atmanirbhar Bharat and the larger Make in India initiative, the scheme offers financial incentives based on production performance, encouraging companies to scale up operations, adopt advanced technologies, and improve global competitiveness.

    For pharmaceuticals, the initiative aims to reduce import dependence on Key Starting Materials (KSMs), Drug Intermediates (DIs), and Active Pharmaceutical Ingredients (APIs), strengthening India’s manufacturing base. By promoting production and innovation, it boosts domestic capabilities and global competitiveness.

    Overview of the PLI Schemes

    The Department of Pharmaceuticals administers three PLI schemes as part of the Government of India’s larger initiative to enhance manufacturing capabilities. These include:

    1. PLI Scheme for Pharmaceuticals
    2. PLI Scheme for promotion of domestic manufacturing of critical KSMs/DIs/APIs
    3. PLI Scheme for promoting domestic manufacturing of Medical Devices[7]

     

    PLI Scheme for Pharmaceuticals[8]

    The PLI Scheme for Pharmaceuticals was approved by the Union Cabinet on 24 February 2021[9], with a financial outlay of ₹15,000 croreand the production tenure from FY 2022- 2023 to FY 2027-28, provides financial incentive to 55 selected applicants for manufacturing of identified products under three categories for a period of six years. Under this scheme, high value pharmaceutical products such as patented/off-patented drugs, biopharmaceuticals, complex generics, anti-cancer drugs, autoimmune drugs, among others, are manufactured.[10]

    Key Features of the Scheme:

    The scheme supports the manufacturing of pharmaceutical goods under three categories:

    1. Category 1: Biopharmaceuticals, complex generic drugs, patented drugs or those nearing patent expiry, gene therapy drugs, orphan drugs, and complex excipients.
    2. Category 2: Active Pharmaceutical Ingredients (APIs), Key Starting Materials (KSMs), and Drug Intermediates (DIs).
    3. Category 3: Repurposed drugs, autoimmune drugs, anti-cancer drugs, anti-diabetic drugs, cardiovascular drugs, and in-vitro diagnostic (IVD) devices [11]

     

    PLI Scheme for KSMs, DIs, and APIs[12]

    The PLI Scheme for KSMs, DIs, and APIs was launched on 20 March 2020, with a financial outlay of ₹6,940 crore for the period FY 2020-21 to FY 2029-30. The main objective of Production Linked Incentive (PLI) scheme for promotion of domestic manufacturing of critical Key Starting Materials (KSMs)/ Drug Intermediates and Active Pharmaceutical Ingredients (APIs) in India is to promote domestic manufacturing of 41 identified bulk drugs to address their high import dependence.

    Achievements under the PLI Scheme for KSMs, DIs, and APIs

    One of the significant achievements under the PLI scheme has been the surpassing of targeted investments. While the initial commitment was ₹3,938.57 crore, the actual realized investment has already reached ₹4,253.92 crore (as of December 2024).

    Under the PLI scheme for Bulk Drugs, a total of 48 projects have been selected under the scheme, of which 34 projects have been commissioned for 25 bulk drugs as of December 2024.

    Notable Projects Under the PLI Scheme for Bulk Drugs

    • Penicillin G Project (Kakinada, Andhra Pradesh): ₹1,910 crore investment; expected import substitution of ₹2,700 crore per annum.
    • Clavulanic Acid Project (Nalagarh, Himachal Pradesh): ₹450 crore investment; expected import substitution of ₹600 crore per annum.[13]

    PLI Scheme for Medical Devices[14]

    The PLI Scheme for Medical Devices was launched to support domestic manufacturing of high-end medical equipment and reduce reliance on imports. The scheme provides financial incentives to manufacturers in key segments such as radiology, imaging, cancer care, and implants.The period of the scheme is from financial year 2020-21 to financial year 2027-28 with total financial outlay of Rs. 3,420 crore. Under the scheme, financial incentive is given to selected companies, at the rate of 5% of incremental sales of medical devices manufactured in India and covered under the target segments of the scheme, for a period of five years.

    Promotion of Bulk Drug Parks

    Approved in March 2020, the Promotion of Bulk Drug Parks scheme (FY 2020–21 to FY 2025–26) aims to establish parks with world-class common infrastructure to reduce manufacturing costs and enhance self-reliance in bulk drugs. Proposals from Gujarat, Himachal Pradesh, and Andhra Pradesh were approved under the scheme. Financial assistance is capped at ₹1,000 crore per park or 70% of the project cost (90% for Northeastern and Hilly States), with a total outlay of ₹3,000 crore.[16]

     

    Pradhan Mantri Bhartiya JanaushadhiPariyojana

    With an objective of making quality generic medicines available at affordable prices to all, Pradhan Mantri Bhartiya JanaushadhiPariyojana (PMBJP) aims to ensure access to affordable, quality generic medicines across India.

    Some of the activities under this initiative include:

    • Raising Awareness: Educating the public on the benefits of generic medicines, highlighting that affordability doesn’t compromise quality and countering the belief that higher prices mean better efficacy.
    • Encouraging Prescriptions of Generic Drugs: Promoting the use of generics by motivating healthcare professionals, especially in government hospitals, to prescribe cost-effective alternatives.
    • Enhancing Accessibility: Ensuring the availability of essential generic medicines across therapeutic categories, with a focus on reaching underserved communities.[17]

    As of April 8, 2025, there are a total of 15,479 Jan AushadiKendras across the country.

     

    Strengthening of Pharmaceuticals Industry Scheme (SPI Scheme)

    The SPI scheme is a Central Sector Scheme (CSS) with an outlay of Rs.500 Cr with thescheme period from FY 2021-22 to FY 2025-26. [18]

     

    Conclusion:

    India’s pharmaceutical and medical devices sectors stand as a testament to the country’s growing capabilities in science, innovation, and manufacturing.     Industry Stakeholders Should Embrace Sustainability and Set Global Benchmarks:Shri Goyal

    Union Minister of Commerce & Industry, Shri PiyushGoyal addressed the CAPEXIL’s Vibrant Buildcon 2025 here today. He asked industry stakeholders to adopt best practices in sustainability, reduce import dependency, focus on clean and green construction, and work towards earthquake-resistant and modular infrastructure.

    Shri Goyal highlighted India’s growing strength in the construction ecosystem—from Global Capability Centres (GCCs) to domestic manufacturing under Make in India. He underlined the importance of key sectors such as housing, infrastructure, commercial real estate, railways, airports, highways, and energy. “Every element, from cement and electricals to security systems and automation, plays a part in this ecosystem,” he said.

    Shri Goyal said the rapid infrastructure development has happened under the leadership of the Prime Minister. “PM Modi conceptualised world-class convention centres like Bharat Mandapam and Yashobhoomi, both of which were built during the pandemic. These state-of-the-art venues have hosted global events such as the G20 Summit, BharatTex, Bharat Mobility and Startup Mahakumbh,” he pointed out.

    The Minister listed several major government initiatives, including 20 new smart industrial cities, improved tourism infrastructure across 50 destinations, and 100 new industrial plug-and-play hubs. “If we are to move from a $4 trillion economy today to a $30-35 trillion economy by 2047, every citizen must contribute to Viksit Bharat 2047,” he said.

    Commerce and Industry Minister noted that today India is breaking silos, fostering collaboration, and reimagining the future with a convergence of minds. “Vibrant Buildcon is only the beginning of the transformation of our construction ecosystem under one umbrella,” Shri Goyal said.

    Greeting the gathering on the occasion of Baisakhi, the Union Minister talked about the role of farmers during the COVID-19 pandemic. He stated that despite global disruptions, India ensured uninterrupted food distribution, month after month, under the leadership ofPrime Minister Shri Narendra Modi. “Even during the peak of the pandemic, India continued its mission of feeding the poor and bringing millions out of deprivation,” he noted.

    Drawing a connection between India’s food security and infrastructure growth, Shri Goyal said that Vibrant Buildcon exemplifies the country’s ability to support rapid urbanisation, housing for all, and logistics transformation. “This platform showcases our manufacturing and infrastructure strength, which is crucial to attract global investments and reduce logistics cost,” he added.

    In conclusion, Shri Goyalemphasised India’s potential to emerge as a global superpower. “We must aim for audacious goals, ensure our labour force receives fair wages, and innovate continuously. Let there be no doubt—India will lead the world in growth, innovation, and inclusive development,” he said.

    The celebrations of the 135th Dr. Ambedkar Jayanti will be organized on April 14, 2025, at the Prerna Sthal, Parliament House Lawns, New Delhi. The event to commemorate the birth anniversary of Babasaheb Dr. B.R. Ambedkar, the father of the Indian Constitution, will be organized by Dr. Ambedkar Foundation (DAF), on behalf of the Union Ministry of Social Justice and Empowerment.

    The celebrations will begin with a floral tribute ceremony to Babasaheb Ambedkar by esteemed dignitaries including President of India, Vice President, Prime Minister, Lok Sabha Speaker, other Ministers, Parliamentarians and other invited guests including scholars, students, and members of the public in the morning.

    After that, the event will be open to public up to 12:00 Noon. For the open event, the Dr. Ambedkar Foundation (DAF) will facilitate those who will be paying there respects to Babasaheb Ambedkar. Special bus services have been arranged by the DAF for the public to visit to Dr. Ambedkar National Memorial (DANM) to pay their respect to the great leader. Mahaparinirvan Bhoomi, the Dr. Ambedkar National Memorial (DANM), is located at 26, Alipur Road, New Delhi.

    The Dr. Ambedkar Foundation was constituted to disseminate the message and ideologies of Babasaheb Dr. B.R. Ambedkar. In 1991, a Centenary Celebration Committee of Babasaheb Dr. B.R. Ambedkar was constituted and was headed by the then Prime Minister of India. This committee decided to set up Dr. Ambedkar Foundation (DAF). On March 24, 1992, Dr. Ambedkar Foundation (DAF), an autonomous body was established under the aegis of the Union Ministry of Social Justice and Empowerment, to disperse programmes and activities for furthering the visions and thoughts of Babasaheb Dr. Ambedkar on a pan-Indian scale.

    Dr. Ambedkar National Memorial (DANM)

    The Dr. Ambedkar National Memorial (DANM) is dedicated to preserving and showcasing the life, work, and contributions of Babasaheb Dr. B.R. Ambedkar, who was a renowned social reformer, orator, prolific writer, historian, jurist, anthropologist, and politician. The DANM museum houses a collection of personal belongings, photographs, letters, and documents related to Dr. Ambedkar’s life, including his education, social reform movements, and political career. There are also audio-visual exhibits to showcase his speeches and interviews.

    Union Minister of Health & Family Welfare and Chemicals & Fertilizers, Shri Jagat Prakash Nadda inaugurated Central Research Laboratory in AIIMS Bhubaneswar today, marking another milestone in the institute’s journey of growth and excellence. He also laid the foundation stone of a Multiutility (Gastronomy) Block on the occasion.

    The state-of-the-art Central Research Laboratory facility is a transformative initiative aimed at advancing cutting-edge medical research and fostering innovation. The facility is poised to empower doctors, researchers, and scholars to develop impactful healthcare solutions and propel AIIMS Bhubaneswar into the league of premier medical research hubs in the country.

    The Multiutility (Gastronomy) Block is a modern infrastructure project tailored to meet the evolving needs of students, faculty, staff, and the general public. The block will offer essential amenities under one roof, enhancing both operational efficiency and community engagement within the campus.

    Adding to the digital transformation of healthcare services, the Union Minister launched the revamped AIIMS Bhubaneswar website, equipped with user-friendly features and integrated services for patients and visitors. The website showcases Odisha’s rich cultural heritage while improving access to the institute’s healthcare facilities.

    As part of the visit, Shri Nadda also inaugurated the EHS Clinic and AMRIT Pharmacy, ensuring greater accessibility to essential health services and affordable medicines for all. He stated that a skin bank will also be set up in AIIMS Bhubaneswar in the near future.

    A notable highlight was the Union Minister’s visit to the Burn Centre, a one-of-its-kind facility in Eastern India that is already making a difference in critical care. He also visited the Swachhata Exhibition at the OPD foyer, Integrated Health & Wellness Clinic, Rheumatology & Geriatric Clinic, Neonatal Intensive Care Unit (NICU), and planted a sapling at Smruti Upavan, symbolizing the commitment to a greener and healthier future.

    The visit concluded with a high-level review meeting where Shri Nadda assessed ongoing developmental projects and interacted directly with medical students, sanitary staff, and employees. This engagement demonstrated the government’s inclusive approach to healthcare delivery.

    Shri Nadda was accompanied by a distinguished team from AIIMS Bhubaneswar, including President of AIIMS Bhubaneswar, Prof. (Dr) Shailesh Kumar; Executive Director, Prof. (Dr) Ashutosh Biswas; Dean (Academics) Prof. (Dr) Prasanta Raghab Mohapatra; Dean (Examination), Prof. (Dr) Soubhagya Kumar Jena; Dean (Research), Prof. (Dr) Satyaieet Misra; DDA, Lt. Col. Abhijit Sarkar; Medical Superintendent, Dr. Dillip Kumar Parida and Senior Administrative Officer, Shri Rasmi Ranjan Sethy.

    Speaking on the occasion, Prof. (Dr) Ashutosh Biswas emphasised that “the Central Research laboratory will be a catalyst for scientific discovery and translational research, especially in the Eastern region. It will open doors to pioneering treatments and improved healthcare outcomes”. “Prime Minister, Shri Narendra Modi and Union Health Minister, Shri JP Nadda’s unwavering support and presence inspire us to achieve higher benchmarks in healthcare delivery and innovation”, he added.

    Ladies and gentlemen,
     
    Good morning. It is my honour to welcome you to the Tech-Driven Industry and Economy Conference, the very first international exchange session at the 2025 InnoEX which opens officially just now.
     
    I would like to first thank our close partners, the Hong Kong Trade Development Council and the Office for Attracting Strategic Enterprises, for organising this event, with Mr Duncan Chiu, our legislative councillor representing the technology and innovation (I&T) sector of Hong Kong, as the moderator. My warm greetings also go to the esteemed speakers from different continents who join us today in Hong Kong and make this conference happen.
