    Haffner Energy Reports Annual Results for Fiscal Year 2024-2025

    Strategic milestones were reached, opening up the prospect of a commercial and economic ramp-up in the current financial year

    • 2024-2025, a year of milestones demonstrating Haffner Energy‘s technological maturity: commissioning of the Marolles showcase site and green hydrogen production kick-off; signature of a first contract essential to the development of a hydrogen, electricity, and biochar production unit at the Corbat Group site in Glovelier, Switzerland; new strategic partnerships with recognized international players, particularly in the SAF industry;
    • Launch of a capital increase1 that resulted, after the close of the fiscal year, in a €7M fundraising with widening of the free float to almost 25%;
    • Net cash available of €559k at 03/31/2025 and a significantly reduced cash-burn rate, thanks to the ramp-up of the cash preservation plan initiated in November 2023;
    • EBITDA* improved significantly to -€10,011k, driven by revenue returning to positive at €378k and cost reductions, and a net loss of -€12,311k for the year ended 03/31/2025;

    HAFFNER ENERGY (ISIN code: FR0014007ND6 – Ticker: ALHAF), just published its consolidated annual results at 03/31/2025, as approved on 06/27/2025 by the Board of Directors. On this occasion, the Company provided an update on its progress and outlook.

    “The 2024-2025 financial year is in continuity with the path we embarked on back in the second half of 2023. After launching new offers to expand our addressable market beyond hydrogen and achieving a significant increase in our project portfolio, we continue to roll out our roadmap. This year, we have carried out structuring projects that bring us closer to our objective of profitable growth: first, we have set up an industrial-scale showcase site in Marolles presenting all our technologies, whether in operation or still in development – seemingly the first site in the world to produce green hydrogen from solid biomass; this decisive element for the conversion of our project pipeline into contracts has already enabled us to sign a first contract for the installation of a hydrogen, electricity, and biochar production unit in Switzerland. To support our development, we have also continued to strengthen our network of partnerships with leading players, such as LanzaJet, LanzaTech, Atoba, and Luxaviation for the SAF market.

    In terms of financial results, although the conversion of our project pipeline into contracts had not yet materialized at 03/31/2025 and we remain in a loss-making position, we have recorded an improvement in our EBITDA thanks to the cost-cutting efforts undertaken to preserve our cash. With the first significant contracts expected to be signed, the 2025-2026 financial year should enable us to achieve our target of breakeven EBITDA by March 31, 2026.

    The capital increase launched at the end of the financial year, to which the family holding company Haffner Participation contributed €950k, resulted in a €7M fundraising in early April 2025. It will enable us to support the Company’s development. The success of this operation is due in particular to the commitment of most of our historical shareholders and to the arrival of new investors. We would like to thank them for their confidence in our project and our prospects, despite the recent turbulence on the Haffner Energy stock market.”

    I. 2024-2025: ADVANCES ILLUSTRATE HAFFNER ENERGY’S TECHNOLOGICAL MATURITY

    During the FY 2024-2025, Haffner Energy took crucial steps to accelerate its commercial and industrial development, with the creation of the Marolles showcase site and the signing of major partnership agreements, particularly in the SAF industry.

    Operational commissioning of the Marolles hydrogen and renewable gas production, testing and training center: a strategic priority for the year

    During the period, the attention of the Haffner Energy team was particularly focused on the installation and commissioning of a showcase site for the Company’s technologies and expertise in the Vitry-Marolles business park (Marne County), near its headquarters. Started in late 2023, the development of this production, testing and training center unfolded in several stages: after archaeological excavations, site preparation and equipment assembly, the center entered the renewable gas (syngas) production phase on June 18, 2024 (cf. 06/20/2024 press release). Equipped with new-generation equipment and intended to operate continuously 8,000 hours per year, this site was inaugurated on November 22, 2024, during Industry Week (cf. 11/22/2024 press release and press kit).

    After obtaining regulatory approvals and installing additional equipment, the team dedicated to this project reached a strategic milestone for Haffner Energy’s industrial and commercial development with, in February 2025, the commissioning of mobility-grade green hydrogen production (cf. 02/26/2025 press releases). Green hydrogen produced as part of the activities on the Marolles site – 120 tonnes/year – is to be commercialized. Haffner Energy already signed an offtake Memorandum of Understanding on December 16, 2024, with a French operator specializing in hydrogen removal and resale in order to decarbonize mobility and industry.

    This site now allows the Company’s customers and prospects to test the range of possibilities offered by Haffner Energy technologies at full-scale and with their own biomass: production of “super green” gas and hydrogen, co-production of electricity, production and/or gasification of biocarbon and/or biochar. This site is also intended to train their teams in operating and maintaining the equipment.

    This project, which has resulted in the world’s first known site producing hydrogen from solid biomass residues, was made possible thanks to the support and commitment of the French public authorities through various local and national entities. It has thus benefited from more than €1.5M in public funding3, demonstrating the trust placed in Haffner Energy to contribute to the green reindustrialization strategy led by the French government.

    While the success of this structuring project attests to Haffner Energy’s technological and industrial maturity, it will also demonstrate the economic and ecological relevance of its technologies. Indeed, compared to alternative technologies, water electrolysis in particular, the “super green” hydrogen produced by Haffner Energy through its thermolysis technology is especially competitive due to the low cost of the primary energy used (biomass), combined with excellent energy efficiency (+ 75% for installations > 20MW). In addition, this hydrogen is carbon negative when co-produced biochar is used to sequester biogenic carbon.

    This showcase site is therefore a decisive tool to realize the Company’s commercial potential. In the short term, it will allow several contracts awaiting signature to move forward, as evidenced by the recent signing of a first contract for the construction of a hydrogen, electricity, and biochar production unit from forestry residues on the Corbat Group site in Glovelier, Switzerland, for H2bois SA. This unit, which is expected to be commissioned in July 2026, represents a total order value for Haffner Energy that is likely to reach €8.3M including options (cf. 03/12/2025 press release).

    2024-2025: new strategic partnerships with leading players

    The growing maturity of Haffner Energy’s technologies in their various applications has enabled the Company to amplify the process of building strategic partnerships already underway and to gain the trust of leading players. During this past year, new agreements have mainly occurred in the SAF industry, the Company’s priority segment given its market potential.

    Haffner Energy established a first partnership with the American company LanzaJet in June 2024 in the context of its SAF production plant project, Paris-Vatry SAF (cf. 06/06/2024 press release). A global leader in ATJ (Alcohol-to-Jet) technology, LanzaJet is a remarkably advanced player in the industry with more than 90 SAF projects in its portfolio. It was named in 2024 by Time Magazine as one of the “100 Most Influential Companies”. Its investors include the Aéroport de Paris (ADP) group, British Airways, Airbus, Southwest Airlines and Microsoft, among others.

    A key agreement was also signed in September 2024 with IðunnH2, the green hydrogen and sustainable e-fuel project developer in charge of Iceland’s largest e-SAF production plant project (65,000-tonne capacity). Located near Keflavík International Airport, the site is to be commissioned in 2028, using biogenic carbon from on-site biocarbon gasification with Haffner Energy’s patented technology. This solution was chosen by IðunnH2 for its ability to significantly reduce costs and increase productivity in the e-SAF production process. Indeed, in Iceland, the limited volumes of local biomass mean low access to biogenic carbon, an essential component of SAF. Haffner Energy’s supplies of solid biocarbon, gasified on-site by its Gasiliner®, will provide a competitive and flexible alternative to the usual option of biogenic CO2, a gas that is expensive to capture, transport and store. (cf. 09/02/2024 press release).

    Keen to amplify the scope of their first partnership, Haffner Energy and LanzaJet announced another partnership agreement in January 2025 (cf. 01/28/2025 press release), accompanied by LanzaTech, the developer of a differentiating solution for transforming syngas into ethanol and a LanzaJet shareholder. The Nasdaq-listed company is a recognized leader in commercial carbon management solutions.

    The objective of the tripartite agreement is to explore joint projects for the conversion of biomass residues into sustainable aviation fuel across the entire SAF production value chain by combining the technologies of the three companies. It also involves exploring a variety of opportunities, including the development of industrial facilities, fuel purchase agreements, and joint technology licenses, as well as financial support and/or investment in specific SAF projects.

    Haffner Energy also entered into a partnership agreement with ATOBA Energy in February 2025 (cf. 02/20/2025 press release), a SAF aggregator whose purpose is to solve the financial dilemma between airlines and producers by allowing different players to benefit from long-term SAF contracts at optimized prices, in particular through off-takes from diversified producers and technologies. This partnership should facilitate the financing of Haffner Energy’s SAF projects by removing the barriers of this value chain, as production plant projects struggle with signing the necessary contracts to guarantee investment returns. The identification of Haffner Energy by ATOBA Energy as a strategic player in the SAF ecosystem is another testament to the competitiveness of its technological solutions.

    Lastly, after the end of the fiscal year, Haffner Energy announced a partnership agreement with global business aviation leader Luxaviation to accelerate the production and promotion of SAF. Luxaviation is to take an active role in SAF Zero (cf. 06/18/2024 press release), an initiative launched by Haffner Energy in September 2024 (cf. 09/12/2024 press release).

    In addition, Haffner Energy has pursued its partnership approach aimed at diversifying its sustainable biomass supply sources. In France, a new agreement was signed in August 2024 with Bambbco, leader in the development of the bamboo industry in France (cf. 09/24/2024 press release). The partnership aims to improve the energy use of biomass, particularly on marginal lands and semi-desert areas, by creating local ecosystems for SAF projects. In a similar fashion, Haffner Energy had signed a partnership early 2024 with the US company Hexas, specialized in the production of raw plant-based materials from its regenerative crop: XanoGrass™ (cf. 03/13/2024 press release).

    II. SUCCESSFULLY RAISING THE FUNDS NEEDED TO FINANCE THE COMPANY’S GROWTH

    Shortly before FY 2024-2025 ended, Haffner Energy launched a capital increase through the issue of shares with share subscription warrants (ABSA), while maintaining shareholders’ preferential subscription rights (DPS).

    This operation’s final completion, materialized by the settlement-delivery of the shares on April 4, 2025, i.e. just after the close of the fiscal year, enabled the company to raise €7M and expand its free float, which now stands at almost 25% of the capital.

    As announced in June 2024, and within the framework of the authorizations granted by the Annual General Meeting of September 12, 2024, Haffner Energy raised funds to accelerate the Company’s development. Following a decision by the Board of Directors at its meeting of March 12, 2025, this took the form of a €7M capital increase through the issue of ABSAs with shareholders’ preferential subscription rights (DPS).

    A two-stage transaction: €7M through the issue of ABSAs, potentially doubled if the warrants are exercised within 18 months.

    As a reminder, the operation had the following characteristics:

    – Transaction eligible for the IR-PME, PEA and PEA-PME, FIP-FCPI and Article 150-0 B ter schemes
    – Allocation of preferential subscription rights (DPS): on the basis of 1 preferential subscription right for 1 share held on 03/14/2025
    – Negotiability of DPS from 03/17/2025 to 03/26/2025 inclusive
    – Subscription ratio: 9 ABSA for 23 Existing Shares
    – Subscription price per ABSA: €0.40, i.e. a 59% discount to the closing price on 03/12/2025, the day before the transaction was announced (€0.98).
    – ABSA subscription period from 03/19/2025 to 03/28/2025 inclusive
    – Final completion of the issue recorded on 04/04/2025, for an amount of €6,995,497.60, of which €1,748,874.40 par value and €5,246,623.20 issue premium, bringing the Company’s share capital to €6,218,220.10.

Exercise of all the warrants would ultimately represent a potential capital increase of €6,995,498 gross.

    This operation benefited from the renewed support of historical shareholders (Haffner Participation, VICAT, EUREFI) and new investors, who had committed to participate in the transaction up to €5.5M.

    It was carried out with the assistance of Gilbert Dupont, as global coordinator and bookrunner, and CIC Market Solutions as custodian.

    Post-transaction, a modified capital structure and a near-doubling of the free float

    The gross capital increase recorded by the Board of Directors at its meeting on April 1, 2025 amounted to €6,995,497.60, including €1,748,874.40 nominal value and €5,246,623.60 share premium, and resulted in the issuance of 17,488,744 ABSAs at a subscription price of €0.40 per share, including €0.10 nominal value and €0.30 issue premium (cf. press releases of 2/04/2025 and 4/04/2025).

    Following the issuance of ABSA, Haffner Energy’s share capital was increased to €6,218,220.10 divided into 62,182,201 ordinary shares with a nominal value of €0.10.

    The operation led to a change in the breakdown of capital and voting rights. In particular, the capital increase led to a significant increase in the free float (from 12.83% to 24.75%), which should ultimately prove positive for the share’s attractiveness.

    For the record, a shareholder who did not take part in the operation and previously held 1% of the capital saw a dilutive effect of 0.72% applied to his position.

    After the operation, stock price in turmoil 

    Mechanically, and all other things being equal, Haffner Energy’s share price should have fallen by around 28%, in line with the dilutive effect. However, following the capital increase, the share experienced unexpectedly high trading volumes, due first and foremost to massive and disorderly selling, leading to a drop in the share price to a low of €0.25 on 04/18/2025. Since then, the stock price has begun to rise again (to €0.35 on 06/23/2025). Trade is still occurring in very high volumes, without Haffner Energy having any specific information on their origin.

    III. CONSOLIDATED FINANCIAL RESULTS OF LOW SIGNIFICANCE, MARKED BY EFFORTS TO IMPROVE EBITDA AND PRESERVE CASH

    The consolidated financial statements presented below, for which audit procedures are in progress, were approved by the Board of Directors at its 06/27/2025 meeting. The scope of consolidation and accounting methods used at March 31, 2025, are unchanged from the previous year: Haffner Energy’s consolidated financial statements have been prepared in accordance with IFRS; the only consolidated subsidiary is Jacquier.

    In terms of consolidated financial results, FY 2024-2025 displays a similar profile to the previous one, albeit with a few changes.

    At 03/31/025, consolidated revenue remained amounted to €378k. It mainly comprised sales of boiler-making equipment by Jacquier and various services and studies by Haffner Energy.

    As a reminder, consolidated revenue was negative for FY 2023-2024 (-157 k€) due to the impact of the termination of the R-Hynoca contract in December 20235 (cf. 14/12/2023 press release).

    Confirmed EBIDTA improvement thanks to cost-cutting measures

    Extending the trend of the first half of the year, EBITDA6continued to improve to -€10,011k, under the combined effect of the decrease in purchases consumed (-15%), personnel costs (-17%) and external expenses (-23%), resulting from the full impact of the cash preservation plan initiated in November 2023.

    Operating result nevertheless deteriorated (-€12,275k at 03/31/2025, down €2,012k compared to 03/31/2024). This change is mainly due to the reversal of provisions for losses on completion from the previous year in the amount of €5,787k.

    As of 03/31/2025, consolidated net income stood at -€12,311k, registering a larger loss than last year (-€9,935k at 03/31/2024).

    After appropriation of net income, shareholders’ equity amounted to €14,300k, excluding the impact of the capital increase which will be taken into account in FY 2025-2026 due to its completion after the closing date.

    Haffner Energy’s other assets and liabilities are as follows:

    On the assets side, non-current assets (€11,250k, or +€309k) were almost stable, mainly composed of intangible assets representing the Company’s intellectual property (€8,105k as of 03/31/2025 compared to €7,843k as of 03/31/2024). Current assets, on the other hand, contracted significantly to €22,456k (-€12,321k), mainly due to:

    • the consumption of a significant portion of cash (€559k as of 03/31/2025 compared to €11,042k as of 03/31/2024).
    • the decrease in other current assets (advances paid to suppliers for €2,464k and Research Tax Credit for €941k).

    Conversely, inventories and outstandings increased, reaching €13,432k at the end of the financial year (+€3,287k) mainly due to the installation of the Marolles site.

    On the liabilities side, shareholders’ equity amounted to €14,300k at 03/31/2025 (a decrease of €12,468k) mainly due to the allocation of the year’s profit to reserves. It should be noted that the capital increase is not taken into account as of 03/31/2025.
    Non-current liabilities decreased slightly (-€268k at 03/31/2025 to €5,833k). This change takes into account the €500k RDI loan received from Bpifrance in March 2025.
    Current liabilities, meanwhile, increased +€725k to €13,574k at 31/03/2025. This change is mainly due to the net increase in provisions ongoing litigations (+€882k to €1,116k at 31/03/2025).

    It should be noted that, as the proceedings with Sara and Carbonloop are still in progress, the balance sheet position of previous years has been maintained. In addition, a provision has been booked in respect of employee-related litigation.

    Net cash position necessitates fundraising despite reduced cash-burn rate

    As of 03/31/2025, net cash and cash equivalents amounted to €559k.

    As a reminder, the main measures of the cash preservation plan initiated since November 2023 and implemented during the year have focused on:

    • Overheads in addition to reinforced budget management and expense control measures, the company reduced fees, cancelled non-essential service or subcontracting contracts whose tasks could be handled internally, changed payroll managers, renegotiated the commercial terms of other contracts, and limited travel and related expenses to essentials.
      • Payroll: in addition to the freeze on recruitment and replacements, as well as the absence of a general salary increase over FY 2023-24 and FY 2024-2025, Haffner Energy implemented a targeted redundancy plan in the summer of 2024, resulting in the loss of nine (9) positions. Subsequent to the balance sheet date, a redundancy plan for economic reasons was launched at SAS Jacquier. This redundancy plan resulted in the departure of three (3) employees from the workforce on 06/16/2025.
      • Leased surface areas: these have been reduced in both Nantes and Paris, thanks to the relocation of the Paris offices in January 2025 and the termination of the lease on the 1st floor of the Nantes offices.
      • Postponement of non-priority investments, such as the deployment of a new ERP system (€1.3M).
      • Renegotiations with strategic partners and service providers to review certain delivery schedules and invoice payment deadlines (€3M)
      • Deferrals of payments illustrating the commitment of all internal stakeholders to the company, such as the deferral of the payment of the individual portion of employees’ target-based bonuses and the payment of directors’ fees; lastly, we note the waiver by the two executives and founding investors, Philippe and Marc Haffner, of the variable portion of their remuneration for FY 2023-2024, as well as the temporary two-stage reduction of part of their fixed remuneration for FY 2023-2024 and FY 2024-2025. These amounts have been provisioned in the financial statements.

    Thanks to the implementation of these cost-saving measures, the average monthly cash-burn rate was significantly reduced during the year, gradually falling from €1.4M at the end of 2023 to €1M at the end of 2024, to about €0.6M per month in Q1 2025 (calendar year), excluding income and non-recurring expenses.

    In order to ensure that the Company would have the necessary resources to pursue its development until the expected ramp-up in revenue, and as announced as early as June 2024, Haffner Energy therefore initiated the above-mentioned capital increase during the year (see page 4).          

    Having carried out a review of its liquidity risk, the Company considers that it will have sufficient cash to finance its activities until at least 03/31/2026.

    This cash outlook takes into account:

    – The €7M capital increase finally subscribed on April 4, 2025, after the closing of FY 2024-2025;

    – The receipt, in March 2025, of a €500k innovation grant from Bpifrance (RDI loan) for the hydrogen production, testing and training center project in Marolles (Marl’Hy);

    – Cost reductions undertaken by the Company (see page 8) that cap the average monthly cash burn-rate, excluding non-recurring income and expenses, at around €600k (compared with €1M at the end of 2024).

    In the 1st half of the year, this is subject to the successful completion of the endurance test at the Marolles site and the signature of the resulting contracts, as well as to the obtaining, during the year, of additional financing linked to the equipment at the Marolles site.

    IV. PROJECTS AND PROSPECTS: FOUR NEW OPERATIONAL PRIORITIES

    For the current financial year, the Haffner Energy team, boosted by the confidence and support from its business partners, shareholders and institutional ecosystem, has set four new operational priorities: accelerating the conversion of its pipeline, moving forward with the implementation of targeted strategic projects, continuing to structure its action, and simplifying its governance.

    Accelerating pipeline conversion

    At the end of FY 2024-2025, Haffner Energy had an estimated total sales pipeline of €1.55Bn compared to €1.4Bn at 03/31/2024, confirming a high level of commercial activity due to the various initiatives undertaken since mid-2023: launch of a high-capacity offer for the renewable gas market (syngas) and a SAF offer; business development in the United States through the creation of a subsidiary; increased presence in various US trade fairs dedicated to renewable energies and hydrogen7.

    On the occasion of its capital increase, and in order to offer a clearer and more representative view of its business and prospects, the Company decided to adopt a communication based on a weighted sales pipeline** instead of medium-term annual revenue targets, as was previously practiced, as projects typically convert into backlog over a two-year cycle. This weighted pipeline is determined by applying a probability of success to the potential revenue of each project that counts in the sales pipeline

    At the end of March 2025, Haffner Energy’s weighted sales pipeline stood at €388M.

    Two contracts for hydrogen production equipment had been identified as likely to be signed following the start of hydrogen production at the Marolles site in February 2025 (cf. 02/26/2025 press release).

    The first of these is the H2bois project, for which Haffner Energy signed an initial contract on 03/12/2025, which is essential for the creation of this unit to produce hydrogen, electricity, and biochar from biomass at the Swiss Corbat group’s site (cf. 03/12/2025 press release). With delivery of the site scheduled for July 2026, orders for Haffner Energy are expected to be staggered between now and the end of FY 2025-2026.

    The second regards REFORMERS’ Renewable Energy Valley project in Alkmaar in the Netherlands. The latter was awarded the 2025 World Hydrogen Award, “Clean Project” category, May 22, 2025, in Rotterdam, thanks to the choice of HYNOCA® as the green hydrogen production technology included in the project.

    Advancing the implementation of a number of targeted strategic projects: R&D, Marolles, and commercial partnerships

    While growing the market for existing solutions is the priority for the current financial year, Haffner Energy has continued and will continue to invest time in Research & Development in order to offer its customers new or optimized solutions. The performance of its biomass thermolysis technology is indeed the source of the recognition enjoyed by the Group. In particular, before the end of FY 2024-2025, the Company was awarded the “Innovative Company” label by Bpifrance. This recognition enabled the company to welcome an FCPI fund to its capital.

    In April 2025, the Group presented a new line of production units, Hynoca® Flex 500 IG, capable of producing 12 tonnes per day of marketable green hydrogen for less than €3/kg without subsidies, and of generating profitable renewable electricity at peak times (cf. 24/04/2025 press release). Competitive with grey hydrogen and fossil fuels thanks to its energy efficiency of over 80%, this new solution offers all the flexibility of hydrogen and electricity cogeneration, enabling producers’ sites to manage random hydrogen demand and benefit from continuous operation without having to lock themselves into rigid off-take contracts.

    The current year’s priorities also include optimizing equipment at the strategic Marolles site, and in particular finalizing the installation of the Gasiliner® (cf. 11/22/2024 press release).

    The Haffner Energy team has also been working to advance the strategic Paris-Vatry SAF project. During FY 2024-2025, the Company finalized the creation of SPV (Special Project Vehicle) PARIS VATRY SAF SAS. In addition, Luxembourg-based Luxaviation, a global business aviation leader, confirmed its interest in playing an active role in spin-off SAF Zero at the International Paris Air Show this month. Luxaviation’s participation could take the form of financing the initial development of SAF activities, supporting strategy and global visibility, as well as off-take agreements in SAF Zero projects such as Paris-Vatry SAF (cf. 06/18/2025 press release).

    Finally, the FactorHy project of a first plant to assemble renewable gas and hydrogen production modules is still underway. Preliminary studies have been completed and detailed studies for the building permit application are continuing.

    Continuing to structure its action

    Having completed the creation of Haffner Energy Inc., an unconsolidated US subsidiary, in May 2024, Haffner Energy will continue to work on structuring its action and future developments with a view, in particular, to making effective progress in the SAF market. For current FY, the Company intends to launch SAF Zero, a spin-off designed to maximize its potential in this booming market (cf. 12/09/2024 press release and 18/06/2025 press releases).

    Simplifying its governance

    In addition, Haffner Energy has decided to simplify its corporate governance to enhance efficiency.

    At its meeting on 05/09/2025, the Board of Directors decided to propose the following to the 06/23/2025 Combined General Meeting of Shareholders:

    • a reduction in the number of Board members, with the early termination of the terms of office of Kouros France and Kouros SA, who also undertook to reduce their shareholding following the capital increase in which they did not wish to participate;
    • a partial renewal of the Board’s membership, to allow the entry of a new director representing the Luxembourg company Eren Industries, one of Haffner Energy’s industrial shareholders. A partner of Haffner Energy’s since the Company’s IPO, this recognized player in the energy transition is dedicated to technological innovation in the service of the natural resource economy. Eren Industries develops and invests in infrastructure projects, particularly in low-carbon energy production (hydrogen, biogas, biomethane, etc.), some of which could be projects of interest to Haffner Energy, and will provide the Board with all its sector expertise.
    • An update of the statutes simplifying the majority rules applicable to certain Board decisions, in line with common practice.

    All the resolutions were adopted at the June 23, 2025 General Shareholders’ Meeting.

    It should be noted that the Board of Directors has decided to reduce the attendance fees of independent directors as from the next financial year. Non-independent directors will not be remunerated.

    In addition, Mrs Bich Van Ngo and Mrs Sophie Dutordoir, independent directors, resigned from the Board at the close of the Annual General Meeting on 06/23/2025.

    Mr. Olivier Piron (Société E-Venture Management and Investment srl) was co-opted to the Board of Directors as an independent director at the close of the Board meeting of 06/27/2025.

    The rapid development of new energy technologies is underway in the inland waterway shipping sector to align navigation practices with environmental concerns by transitioning vessels to liquefied natural gas, battery, methanol and hydrogen fuel power sources, a senior transportation official said on Friday.

    “China’s new energy and clean energy vessels are holding their own against global benchmarks. Among these, electric vessels are predominantly used in China, leading the world in terms of scale and technology,” said Fu Xuyin, vice-minister of transport at a news conference held in Beijing.

    According to Fu, as of the end of 2024, China boasts over 1,000 ships that use alternative power sources and fuels along inland waterways. Among them, more than 600 are LNG-powered vessels, primarily used for inland waterway transportation, and 485 are battery-powered vessels, mainly for inland passenger services.

    “It has become the new trend of developing maritime in a greener and low-carbon way by energy transformation,” Fu said.

    For example, last year, electricity consumption by vessels while docked along the Yangtze River Economic Belt reached an amount that was four times the highest annual figure during the 13th Five-Year Plan period (2016-20).

    “That resulted in a reduction of 133,000 metric tons of carbon dioxide emissions, protecting the Yangtze River,” Fu said.

    According to the ministry, China’s inland freight volume hit 4.95 billion tons last year, 2.2 times more than in 2012, underscoring the nation’s dedication to eco-friendly shipping practices.

    The push for transitioning to new energy sources will continue in ports, vessels and waterways, Fu said.

    The country will promote battery-powered technology for small and medium-sized vessels engaged in short-distance transport operations. For larger vessels involved in medium to long-distance transport on inland waterways, the country encourages the adoption of LNG and methanol power technologies, he added.

    Stronger facilities to refuel new energy and clean energy vessels are expected, he said.

    Near-zero carbon terminals along inland waterways will be promoted, with ports encouraged to harness energy sources such as wind and solar power.

    Fu added that port machinery and transportation tools inside ports will adopt more new energy and clean energy sources, along with a focus on using railways and new energy trucks for bulk cargo transport.

    HEFEI, June 29 (Xinhua) — The world’s first demonstration ship running on clean ammonia fuel, the Anhui, has successfully completed its maiden voyage in Hefei, east China’s Anhui Province, marking a major step forward in the development of green shipping.

    Ammonia, a key raw material for the chemical industry, has a high energy density. Being a carbon-free substance, it produces only water and nitrogen when completely burned. This makes it a very promising fuel for decarbonizing shipping.

    In recent years, several shipping companies in Japan, Norway and other countries have been actively investing in developing ammonia-fueled ships. A 2021 report by the International Energy Agency estimated that up to 45 percent of global marine fuel demand would be met by ammonia by 2050 to achieve a “net zero scenario.” However, ammonia fuel also faces challenges such as difficulty in ignition and combustion instability.

    The ammonia-powered vessel Anhui was jointly developed by the Institute of Energy of Hefei National Comprehensive Science Center and its subsidiary Shenzhen Haixu New Energy Co., Ltd. It is equipped with a 200 kW high-speed gas combustion generator, two 100 kW electric motors and a twin-screw propulsion system. Its full deadweight is 50 tons and its rated speed is 10 knots.

    Wu Dianwu of the aforementioned institute said that the research team has overcome several key technological difficulties. These include plasma ignition of pure ammonia fuel, stable combustion, efficient catalytic cracking of ammonia gas to produce hydrogen, and efficient combustion and combustion control of hydrogen-ammonia fuel mixture in internal combustion engines. In addition, the team has also developed a pure ammonia fuel burner and various catalytic cracking devices for ammonia gas.

    During the maiden voyage, it was possible to achieve stable and complete combustion of pure ammonia fuel, almost zero carbon dioxide emissions and effective control of nitrogen oxides. This confirms the potential for widespread use of hydrogen-ammonia fuel in marine and land transport, industrial boilers and fuel cells, Wu Dianwu noted.

    Wang Junli, secretary general of the China Society of Shipbuilding, said the vessel’s successful voyage marked a milestone in building a clean, low-carbon energy system for waterborne transport. With pure ammonia engines reaching megawatt-class power, there will be broad prospects for their deployment. This is of particular significance in the context of China’s efforts to achieve “dual carbon goals” of peaking carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060. -0-

    Ammonia, a major chemical industry feedstock, has a high energy density and due to its carbon-free nature, produces only water and nitrogen when fully combusted. This makes it a highly promising fuel for decarbonizing shipping.

    In recent years, several shipping companies in countries like Japan and Norway have been investing in the development of ammonia-powered vessels. A report by the International Energy Agency published in 2021 estimated that by 2050, ammonia could account for around 45 percent of global energy demand for shipping in 2050 in the net-zero emissions. However, ammonia fuel also faces challenges such as ignition difficulties and unstable combustion.

    Ammonia-powered Anhui was jointly developed by the Institute of Energy of the Hefei Comprehensive National Science Center and its subsidiary, Shenzhen Haixu New Energy Co., Ltd. It is equipped with a 200kW high-speed gas internal combustion generator, two 100kW propulsion motors, and a twin-screw propulsion system. It has a full load capacity of 50 tonnes and a rated speed of 10 knots.

    According to Wu Dianwu from the institute, the research team overcame several key technological challenges. These include pure ammonia fuel plasma ignition, sustained combustion, efficient catalytic cracking of ammonia gas to produce hydrogen, and efficient combustion and control of hydrogen-ammonia mixed gas in internal combustion engines. The team also developed a pure ammonia fuel burner and various ammonia gas catalytic cracking devices.

    The maiden voyage achieved stable combustion of pure ammonia fuel, nearly zero carbon dioxide emissions, and effective control of nitrogen oxides. This confirms the potential for ammonia-hydrogen fuels to be widely used in marine and land transport, as well as in industrial boilers and fuel cells, Wu noted.

    Wang Junli, secretary-general of the Chinese Society of Naval Architects and Marine Engineers, said the vessel’s successful voyage marked a major milestone in creating a clean, low-carbon energy system for water transport. If pure ammonia engines reach the megawatt level, their applications will expand significantly, holding significant importance in achieving China’s dual carbon goals.

    According to media reports[1] and analyses of information at our disposal, the Commission’s upcoming delegated act on low-carbon hydrogen (LCH) sets very strict criteria for its production, including a tightening of the baseline values for lifecycle emissions calculations. However, the Commission’s proposal still does not allow for the conclusion of power purchase agreements (PPAs) or the direct connection of production facilities to low-carbon electricity sources such as nuclear power plants. Should the current criteria remain unchanged, LCH production in Czechia would be virtually unfeasible.

    • 1.In light of the above, will the Commission allow the certification of nuclear sourced PPAs as soon as possible and not wait until July 2028 to decide on this matter, as is currently proposed?
    • 2.Does the Commission agree that allowing producers to use electricity sourced via PPAs would significantly reduce the emissions associated with LCH, thereby enabling Czechia to ramp up its production?

  • MIL-OSI Analysis: Thimerosal discouraged in US flu vaccines, breaking with WHO guidance

    A federal vaccine panel, recently reshaped by US health secretary Robert F. Kennedy Jr., has voted to discourage the use of flu vaccines containing thimerosal, a mercury-based preservative. The decision marks a dramatic shift in vaccine policy, as thimerosal has long been considered safe by health agencies worldwide, with its use already limited to a few multi-dose flu shots.

    RFK Jr. has long linked thimerosal to autism – a connection that extensive scientific research has thoroughly debunked.

    Thimerosal is an organic chemical containing mercury, used as a preservative in vaccines since the 1930s. Its effect comes from the mercury that disrupts the function of enzymes in microbes, such as bacteria and fungi. This prevents contamination of vaccines while they are stored in vials. Mercury, however, is also well-known as a potent toxin acting on cells the brain.

    Much of mercury’s toxicity to brain cells stems from the same attributes that make thimerosal such a useful preservative. It disrupts the basic biological function of cells by changing the structure of proteins and enzymes.

    In the brain, this can lead neurons to become excessively active, can impair the way they use energy, it can increase inflammation and lead to the death of neurons. While mercury poisoning can damage brain function in adults, babies are even more vulnerable.

    People have long understood that mercury is toxic. But in the latter half of the 20th century, scientists discovered that industrial mercury entered rivers and seas, accumulating in the tissues of fish and shellfish. The neurological consequences of consuming too much contaminated seafood could be severe. This led environmental scientists to determine safe levels of mercury exposure.

    Anxiety about mercury in vaccines intensified when it was noticed that some children receiving multiple vaccines could exceed established safety limits for mercury exposure. These limits were based on environmental toxicity studies. How mercury affects the brain, though, depends very much on the chemical form in which it is ingested.

    Methylmercury v ethylmercury

    The form of mercury that contaminates the environment as a consequence of industrial processes is methylmercury. The form that is part of thimerosal is ethylmercury.

    The structure of these molecules differs in subtle but important ways. Methylmercury has one more carbon atom and two more hydrogen atoms than ethylmercury. These small differences significantly affect how each compound behaves in the body, particularly, in how easily they dissolve in fats.

    Fat solubility is a key consideration in pharmacokinetics – the science of how drugs and other molecules travel through the body. Briefly, because cell membranes are made of fatty substances, a molecule’s ability to dissolve in fats strongly influences how it crosses these membranes and moves through the body.

    It affects how a molecule is absorbed into the blood, how it is distributed to different tissues, how it is broken down by the body into other chemicals and how it is excreted.

    Methylmercury from environmental contamination is more fat-soluble than ethylmercury from thimerosal. This means that it accumulates more easily in tissues, and is excreted from the body more slowly.

    It also means that it can more easily cross into the brain and accumulate at greater concentrations for longer. For this reason, the safety guidelines that were established for methylmercury were unlikely to accurately predict the safety of ethylmercury.

    Global policy shift amid public fear

    Nevertheless, concerns about vaccine hesitancy, rising autism diagnoses and fears of a potential link to childhood vaccines led to thimerosal being almost entirely removed from childhood vaccines in the US by 2001 and in the UK between 2003 and 2005.

    Beyond biological considerations, policymakers were also responding to concerns about how vaccine fears could undermine immunisation efforts and fuel the spread of infectious diseases.

    Denmark, which removed thimerosal from childhood vaccines in 1992, provided an early opportunity to study the issue. Researchers compared the rates of autism before and after thimerosal’s removal as well as compared with similar countries still using it. Several large studies demonstrated conclusively that thimerosal was not causing autism or neurodevelopmental harm.

    Despite the overwhelming evidence that thimerosal is safe, it is no longer widely used in childhood vaccines in high-income countries, replaced by preservative-free vaccines, which must be stored as a single dose per vial.

    Storing multiple doses of a vaccine in the same vial, however, is still an extremely useful approach in resource-limited settings, in pandemics and where diseases require rapid, large-scale vaccination campaigns – common with influenza.

    International health bodies, including the World Health Organization, continue to support thimerosal’s use. They emphasise that the benefits of immunisation far outweigh the theoretical risks from low-dose ethylmercury exposure.

    BEIJING, June 27 — China is accelerating its shift to greener fuels in inland water transport, with more than 1,000 vessels powered by new energy or clean energy now operating nationwide, according to the Ministry of Transport.

    As of the end of 2024, the country had over 600 liquefied natural gas (LNG) vessels, primarily used for inland cargo transport, and 485 battery-powered electric vessels, mostly serving as passenger ferries, Vice Transport Minister Fu Xuyin told a press conference on Friday.

    A smaller number of inland vessels powered by methanol or hydrogen fuel cells are also in use, Fu added.

    China’s electric vessel industry has developed rapidly in recent years, leading globally in both scale and technological advancement, he said.

    Alongside upgrading vessels, China is accelerating efforts to develop green, low-carbon ports, and this includes expanding and renovating inland port terminals with a focus on sustainability, Fu noted.

    China is also developing near-zero-carbon inland terminals, encouraging the use of wind and solar power at ports, promoting the use of new energy and clean energy in port machinery and on-site transport vehicles, and prioritizing rail and new-energy trucks for bulk cargo handling, he added.

    Hydrogen represents a strategically important opportunity to boost the competitiveness of Czechia’s industry, energy and transport sectors.

    Delegated Regulation (EU) 2023/1184[1] sets out detailed rules for the production of renewable fuels of non-biological origin (RFNBO), in particular as regards temporal and geographical correlation, additionality criteria and supported energy sources. However, given the current stage of hydrogen development in the EU, these rules are excessively complex and overly strict, making it too costly for Czechia to meet the specific targets laid out in the delegated regulation. Their immediate application would place a disproportionate burden on a landlocked Member State such as Czechia, which faces limited access to renewable energy sources. The rules also inexplicably deny the possibility of importing cheaper RFNBOs from countries that subsidise their export.

    27 JUNE 2025 – The name of the UK North Sea’s largest independent oil and gas producer has been revealed today, marking a major milestone in the creation of the new company.

    Equinor and Shell made the joint announcement to staff this afternoon – with Adura chosen as the bold new presence for their incorporated joint venture (IJV).

    With a long-standing presence in the North Sea, the two companies have collaborated closely to identify the new name – rooted in their respective heritage and focused on shaping the future of the basin in the years ahead. Adura has been created to bring together the A of Aberdeen and the dura of durability. It’s a company built on firm foundations, much like the strong granite synonymous with the city.

    The creation of Adura follows the announcement in December 2024 that Equinor and Shell would be combining their UK offshore oil and gas assets and world-class expertise to form a new company.

    Adura will sustain domestic oil and gas production and security of energy supply in the UK and beyond, headquartered at the Silver Fin building in Aberdeen city centre.

    Aberdeen, the UK’s energy capital and a major centre of global engineering and supply chain excellence, is at the heart of operations and central to the name of Adura, alongside an enduring commitment to the future of energy from the North Sea.

    Work continues towards securing regulatory approvals, with launch of the IJV expected by the end of this year.

    Adura will include Equinor’s equity interests in Mariner, Rosebank and Buzzard; and Shell’s equity interests in Shearwater, Penguins, Gannet, Nelson, Pierce, Jackdaw, Victory, Clair and Schiehallion. A range of exploration licences will also be part of the transaction.
    Equinor will retain ownership of its cross-border assets, Utgard, Barnacle and Statfjord and offshore wind portfolio including Sheringham Shoal, Dudgeon, Hywind Scotland and Dogger Bank. It will also retain the hydrogen, carbon capture and storage, power generation, battery storage and gas storage assets.
    Shell UK will retain ownership of its interests in the Fife NGL plant, St Fergus Gas Terminal and floating wind projects under development – MarramWind and CampionWind. Shell UK will also remain Technical Developer of Acorn, Scotland’s largest carbon capture and storage project.
    Equinor employs around 300 people in oil and gas roles in the UK, while Shell employs approximately 1000 supporting its oil and gas business in the UK.

    An e-seminar produced as part of the Joint Knowledge Transfer Framework for Food Standards and Food Safety Analysis

    This e-seminar provides a guide for the implementation of a method for the verification of the labelling of previously frozen poultry by measurement of hydroxyacyl-coenzyme A dehydrogenase (HADH) activity.

    When meat is frozen and then thawed, the muscle mitochondria (a type of intramuscular organelle) are damaged during the process and the enzyme HADH is released into the intracellular fluid. The relative increase in the amount of HADH found in the intracellular fluid before and after analytical method freezing procedure may be indicative as to whether the meat has previously undergone freezing. The measurement of HADH activity in the intracellular fluid, taken by pressing the meat and analysing the fluid using a spectrophotometer, is a simple, rapid and reliable procedure for a laboratory to undertake when evaluating the reported cryological history of raw chicken or turkey samples.

    This e-seminar provides information and guidance relevant to understanding how to apply an HADH-based spectrophotometric method to differentiate between chilled and previously frozen poultry samples.

  • MIL-OSI USA: NASA’s Perseverance Rover Scours Mars for Science

    In addition to drilling rock core samples, the science team has been grinding its way into rocks to make sense of the scientific evidence hiding just below the surface.

    On June 3, NASA’s Perseverance Mars rover ground down a portion of a rock surface, blew away the resulting debris, and then went to work studying its pristine interior with a suite of instruments designed to determine its mineralogic makeup and geologic origin. “Kenmore,” as nicknamed by the rover science team, is the 30th Martian rock that Perseverance has subjected to such in-depth scrutiny, beginning with drilling a two-inch-wide (5-centimeter-wide) abrasion patch.  
    “Kenmore was a weird, uncooperative rock,” said Perseverance’s deputy project scientist, Ken Farley from Caltech in Pasadena, California. “Visually, it looked fine — the sort of rock we could get a good abrasion on and perhaps, if the science was right, perform a sample collection. But during abrasion, it vibrated all over the place and small chunks broke off. Fortunately, we managed to get just far enough below the surface to move forward with an analysis.”
    The science team wants to get below the weathered, dusty surface of Mars rocks to see important details about a rock’s composition and history. Grinding away an abrasion patch also creates a flat surface that enables Perseverance’s science instruments to get up close and personal with the rock.

    Time to Grind
    NASA’s Mars Exploration Rovers, Spirit and Opportunity, each carried a diamond-dust-tipped grinder called the Rock Abrasion Tool (RAT) that spun at 3,000 revolutions per minute as the rover’s robotic arm pushed it deeper into the rock. Two wire brushes then swept the resulting debris, or tailings, out of the way. The agency’s Curiosity rover carries a Dust Removal Tool, whose wire bristles sweep dust from the rock’s surface before the rover drills into the rock. Perseverance, meanwhile, relies on a purpose-built abrading bit, and it clears the tailings with a device that surpasses wire brushes: the gaseous Dust Removal Tool, or gDRT.
    “We use Perseverance’s gDRT to fire a 12-pounds-per-square-inch (about 83 kilopascals) puff of nitrogen at the tailings and dust that cover a freshly abraded rock,” said Kyle Kaplan, a robotic engineer at NASA’s Jet Propulsion Laboratory in Southern California. “Five puffs per abrasion — one to vent the tanks and four to clear the abrasion. And gDRT has a long way to go. Since landing at Jezero Crater over four years ago, we’ve puffed 169 times. There are roughly 800 puffs remaining in the tank.” The gDRT offers a key advantage over a brushing approach: It avoids any terrestrial contaminants that might be on a brush from getting on the Martian rock being studied.

    Having collected data on abraded surfaces more than 30 times, the rover team has in-situ science (studying something in its original place or position) collection pretty much down. After gDRT blows the tailings away, the rover’s WATSON (Wide Angle Topographic Sensor for Operations and eNgineering) imager (which, like gDRT, is at the end of the rover’s arm) swoops in for close-up photos. Then, from its vantage point high on the rover’s mast, SuperCam fires thousands of individual pulses from its laser, each time using a spectrometer to determine the makeup of the plume of microscopic material liberated after every zap. SuperCam also employs a different spectrometer to analyze the visible and infrared light that bounces off the materials in the abraded area.
    “SuperCam made observations in the abrasion patch and of the powdered tailings next to the patch,” said SuperCam team member and “Crater Rim” campaign science lead, Cathy Quantin-Nataf of the University of Lyon in France. “The tailings showed us that this rock contains clay minerals, which contain water as hydroxide molecules bound with iron and magnesium — relatively typical of ancient Mars clay minerals. The abrasion spectra gave us the chemical composition of the rock, showing enhancements in iron and magnesium.”
    Later, the SHERLOC (Scanning Habitable Environments with Raman & Luminescence for Organics & Chemicals) and PIXL (Planetary Instrument for X-ray Lithochemistry) instruments took a crack at Kenmore, too. Along with supporting SuperCam’s discoveries that the rock contained clay, they detected feldspar (the mineral that makes much of the Moon brilliantly bright in sunlight). The PIXL instrument also detected a manganese hydroxide mineral in the abrasion — the first time this type of material has been identified during the mission.  
    With Kenmore data collection complete, the rover headed off to new territories to explore rocks — both cooperative and uncooperative — along the rim of Jezero Crater.
    “One thing you learn early working on Mars rover missions is that not all Mars rocks are created equal,” said Farley. “The data we obtain now from rocks like Kenmore will help future missions so they don’t have to think about weird, uncooperative rocks. Instead, they’ll have a much better idea whether you can easily drive over it, sample it, separate the hydrogen and oxygen contained inside for fuel, or if it would be suitable to use as construction material for a habitat.”
    Long-Haul Roving
    On June 19 (the 1,540th Martian day, or sol, of the mission), Perseverance bested its previous record for distance traveled in a single autonomous drive, trekking 1,348 feet (411 meters). That’s about 210 feet (64 meters) more than its previous record, set on April 3, 2023 (Sol 753). While planners map out the rover’s general routes, Perseverance can cut down driving time between areas of scientific interest by using its self-driving system, AutoNav.
    “Perseverance drove 4½ football fields and could have gone even farther, but that was where the science team wanted us to stop,” said Camden Miller, a rover driver for Perseverance at JPL. “And we absolutely nailed our stop target location. Every day operating on Mars, we learn more on how to get the most out of our rover. And what we learn today future Mars missions won’t have to learn tomorrow.”

    Climate Innovation Forum 2025: keynote speech by Ed Miliband

    Secretary of State for Energy Security and Net Zero, Ed Miliband, speaks at the Climate Innovation Forum during London Climate Action Week.

    Thank you, Mark so much for that introduction. 

    And I want to thank Climate Action for hosting us here. 

    And I’m really excited to be part of London Climate Action Week this year – this is the biggest yet.  

    700 events. 

    Nearly 50,000 attendees. 

    Governments, cities, civil society, businesses, investors and trade unions from all around the world, particularly those from overseas you are so welcome to be here.  

    And the Climate Innovation Forum, I’m told is the headline event of the week – the Superbowl of LCAW – and I’m delighted to follow the star-studded cast of speakers you’ve heard from this morning. 

    And I know you have many more ahead of you this afternoon, which I think makes me the half-time show – they tried for Beyonce but they couldn’t get her so they ended up with me. 

    The argument I want to make today is this: 

    First, in the UK we are doubling down on climate action because it is the right choice for today’s generations as well as those of the future. 

    Climate action is how we protect our way of life and make people better off today with energy security, lower bills, good jobs and economic growth.   

    Second, despite the challenges, we should be determined not defeatist about the future.  

    Many countries are acting on this crisis because they recognise the opportunities it presents, as well as the gravity of the threat. 

    Third, to keep making progress on the road to COP30 and beyond we need to build the global coalition for climate action. 

    That means the actions and voices of the people in this room – the people delivering this transition – really really matter.  

    This is a fight for the future involving civil society, trade unions, businesses, and the public at large. 

    And we intend to win it. 

    So first, just to say something about the UK, the starting point for our government here is our mission to make Britain a clean energy superpower by delivering clean power, a clean energy system, by 2030 and accelerating to net zero across the economy.  

    Our Prime Minister Sir Keir Starmer says this mission is in our government’s DNA. 

    And why does he say that? 

    Because we know the urgency of the threat to our way of life. 

    In the last decade we’ve had the 10 hottest years on record globally. 

    We should be clear what this means here and around the world: 

    Floods, heatwaves, droughts, and wildfires. 

    Over the last week in this country, we’ve seen much hotter weather than was normal a few decades ago as many of you will have experienced.  

    Communities across the UK are already facing the consequences of flooding, including last year.  

    And we have seen thousands of heat-related deaths in recent summers. 

    So the urgency of the climate imperative is clearer than ever. 

    But that urgency is not the only reason to act. 

    It has now been matched by the urgency of an energy security and bills imperative. 

    Here in the UK, family finances, business finances and the public finances were hit after Russia invaded Ukraine and fossil fuel prices rocketed. And we’ve seen in recent weeks that instability globally breeds instability in the energy markets here at home.  

    So ours as a government is a hard-headed determination to get off the rollercoaster of fossil fuel markets with cheaper, clean, homegrown energy that we control. This is an essential part of the argument to make for climate action and energy security that’s not just true for Britain, it’s true for many countries around the world.  

    And that’s not the only argument you can make.  

    There is also a once in a generation opportunity to create a new generation of good, well-paid jobs with strong trade unions and give existing industries a long-term future. 

    And in the UK if you’ll allow me again, it is an incredibly exciting time – we recently had our Spending Review which set spending budgets for the coming three years. Our Chancellor Rachel Reeves showed her commitment with the most significant investment in homegrown clean energy in the UK’s history. 

    We’ve got the biggest nuclear building programme in a generation. 

    With Sizewell C on the Suffolk coast. 

    Small Modular Reactors with Rolls Royce. 

    On the site of an old coal-fired power station, a new prototype nuclear fusion plant at West Burton in Nottinghamshire.   

    Britain’s carbon capture industry, I know there’ll be people here from the carbon capture industry, in Scotland and Humberside, alongside Teesside and the North West. 

    A new regional hydrogen network for transport, storage, industry and power.  

    Our new publicly owned energy company Great British Energy supporting clean energy supply chains from offshore wind to cable manufacturing.  

    A Warm Homes Plan upgrading millions of homes across Britain – delivering jobs as we cut bills and emissions. 

    And investing in tree planting, peatlands and nature recovery across our countryside and towns. 

    And the reason I say this is that this is relevant not just to the UK but also to people here from other parts of the world.  

    Place by place. 

    Town by town. 

    City by city. 

    This is the sound of the jobs of the future arriving. 

    This is how we as a government intend to win the argument for the clean energy revolution. 

    And together with you we will make it happen. 

    The second point I want to make is that, while our ambition is to lead at home it is also in our national interest to lead globally. 

    The UK is less than 1% of annual emissions. 

    But for this government, this is not an excuse for inaction but an imperative to work with other countries.  

    The UK passed the world leading Climate Change Act in 2008 when I was last Energy Secretary and now nearly 60 countries across the world have similar legislation. 

    That is the power, I believe, of example.  

    And I say to everyone in this room it’s time, if I can say this gently, to talk about the progress we have made together as a world as well as how far we have to travel. 

    Of course, we should be deeply alarmed about the scale of the climate crisis. 

    And we must acknowledge that we are way off track from where we need to be as a world. 

    But we should not be defeatist because look at the progress we have already made. 

    And the reason I say this, and I’ll talk about the progress in a minute, is because the challenge we face is no longer just responding to people who deny the problem of the climate crisis or the people wanting to delay action, but also those who say:  

    “There’s no point in acting because people have been talking about this for decades and nothing ever seems to change.” 

    We have a duty to explain the reasons for hope not despair. 

    And let me just give you some examples of why I think we can do that. Ahead of the Paris Agreement in 2015, the projections were for up to 4 degrees of warming. Actually, in 2010, up to 5 degrees.  

    Today, these estimates are no longer credible because the world has moved. 

    In 2015 when the Paris Agreement was negotiated no major economy had a net zero target, now 80% of global GDP is covered by net zero commitments. 

    At the time of Paris the majority of energy investment was in fossil fuels, last year over $2 trillion was invested in clean energy – twice as much as fossil fuels.  

    That is the progress we have made. 

    And I say this very directly, if we don’t talk about that progress, nobody else is going to – we have a duty to do so. 

    But we know how much further we have to travel. So as a country, the UK is determined to lead with the power of example again.  

    COP30 is now less than five months away and we haven’t got a moment to waste.  

    Every organisation represented in this room has a role to play. 

    Governments in providing direction and leadership. 

    Businesses in driving action in the real economy. 

    Investors in helping unlock the finance we need. 

    Trade unions and civil society in holding us all to account. And that’s a really important role.  

    A whole economy effort. 

    Working together across borders. 

    Global North and Global South. 

    And I pledge the UK will play our part. 

    That is why the Prime Minister announced an ambitious, 1.5 aligned NDC of 81% reductions by 2035 at COP29 last year. 

    That is why we are helping to scale climate finance, including through our Global Clean Power Alliance. 

    And today here at the Guildhall I can announce another step forward. 

    We will take the next steps on implementing our manifesto commitment on mandatory 1.5 degrees-aligned transition plans for major companies and financial institutions.  

    Today we are launching consultations on how transition planning and sustainability reporting can ensure public and private investors drive our country and the world towards climate and clean energy. For those of you who don’t work in this space, this is incredibly important. If we can get private finance driving in the right direction, not just in the UK, across the world including the Global South, we can make a real difference.  

    And I believe, speaking from the City of London, it is time to mobilise the City of London, secure its place, which it already has, as the sustainable finance capital of the world and drive private investment into clean energy. 

    The right thing for Britain and the right thing to do for the world. 

    Let me just end with this: 

    We obviously live in uncertain and unstable times. 

    All of us in this room are very aware of the challenge to the agenda we are talking about today. 

    But I want to end by saying to everyone here today, every one of whom can make a difference, we don’t just have a choice we have a duty to choose hope over despair. 

    There are many people in our country and our world who see the climate and nature crisis affecting their lives but have no power in their hands to make a difference. All of us in this building have the power in our different ways to make a difference.  

    Pessimism is a luxury we cannot afford.  

    To despair, to step back, to lose confidence would be to let down the people who depend on us—today and in future generations. 

    Despair and defeatism will not create a single job or protect a single person from the effects of the climate crisis. 

    And turning our back on action would not only be a betrayal of future generations but today’s generations too. 

    Now there are those in Britain who would turn their backs on the opportunities of the clean energy transition and what it can do for energy security, good jobs and doing the right thing by future generations. 

    The UK government, I pledge to you, will face down these defenders of a failed status quo in our country and merchants of misinformation. 

    And the way we will do this is show how together we can ensure better lives for people today and protect future generations. 

    Governments, civil society, businesses, trade unions. 

    This is the coalition, all of you, that gives me the greatest cause for hope about the future. 

    I thank you so much for being in London. And I look forward to working with you in the months and years ahead to do great things for our country and great things for the world.

    • Satwa Mid-Rise Development – 13 floors plus roof access – 240 apartments. The total contract value is AED 2.6 million.
    • Additional Cluster Projects – Four smaller projects across Dubai, collectively valued at AED 520,000.

    All new projects will convert to recurring revenue through Al Shola Gas’s long-term utility service contracts.

    Union Minister for Road Transport and Highways Nitin Gadkari on Tuesday said that the government has drawn up plans to build tunnel projects worth Rs 2.5–3 lakh crore over the next 10 years as part of the country’s infrastructure development.

    Speaking at the inauguration of the International Workshop on ‘Sustainable Tunnelling for Better Life’ at MIT World Peace University (MIT-WPU), the minister said, “India is entering a golden era of infrastructure development, with tunnels playing a crucial role in connectivity, safety, and sustainability.”

    Gadkari highlighted the need to reduce construction costs without compromising quality. “That means using new technologies and sustainable fuels like CNG, ethanol, hydrogen, and electric alternatives to diesel. We should also refurbish old tunnelling machines, import used ones from European countries like Austria, Norway, and Spain, and eventually manufacture our own,” he explained.

    The minister pointed out that India’s geology varies by region, so research and training are essential. Industry experts and experienced engineers should guide students alongside faculty.

    “My ministry is ready to support this initiative with equipment and training. Together, with innovation, research, and commitment, we can make India self-reliant in tunnelling technology and infrastructure development,” Gadkari said.

    He also lauded MIT-WPU for taking the first step towards research in sustainable tunnelling technology, which is the need of the hour for a developing country like India.

    Earlier, Gadkari inaugurated the International Workshop on ‘Sustainable Tunnelling for Better Life’ at MIT-WPU. The two-day event was organised in collaboration with the International Tunnelling and Underground Space Association’s Committee on Education and Training (ITA-CET).

    The workshop brought together global experts from India, Europe, the UK, and the US.

    A key highlight of the event was the inauguration of the Centre of Excellence for Tunnelling and Underground Construction at MIT-WPU — India’s first-of-its-kind facility featuring a Tunnel Monitoring Laboratory and a Drilling and Blasting Laboratory. The Centre of Excellence, set up in collaboration with Sandvik and Tata Projects Ltd, aims to support advanced research and training in underground construction technologies.

    The workshop featured technical sessions, keynote addresses, and panel discussions led by eminent experts such as Arnold Dix (Past President, International Tunnelling Association) and other noted figures in the field.

    Dix said, “This Centre of Excellence is of global importance, as it addresses the disconnect between engineering expertise and practical skills. Too often, young workers are placed at risk because they lack the training needed to safely construct what has been so carefully designed.”

    Thank you, Jane [Cooper]. I just want to say how brilliant it is to be here today, it’s a real privilege. I read my old speech from a year ago, about 15 days before the general election, and it holds up reasonably well to history.

    I felt an incredible sense of excitement back then about having a chance to be Secretary of State, and today I feel an incredible sense of privilege. One of the reasons I feel that sense of privilege is because of all of you, because of the incredibly inspiring things you are doing for energy security, for jobs, around the country, and to tackle the climate crisis.

    I also want to pay tribute to Jane, you are doing an absolutely brilliant job championing this industry – you and the RenewableUK team are truly outstanding.

    Can I say at the same time we are delighted to have secured our superstar signing Dan McGrail as interim CEO of Great British Energy – it’s fantastic to have him and Juergen Maier both here, as well as my colleague Michael Shanks, Minister for Energy who many of you will have met and is doing an absolutely brilliant job, and it’s a privilege to work alongside.

    As I walked into the conference today and saw the banner ‘Mission: Possible’, I felt a real sense of excitement.

    Because when I look around the exhibition hall and this room, I feel that overwhelming sense of possibility, as the slogan suggests.

    Huge economic and industrial opportunities for Britain, huge chances to transform our country. Challenges of course, but as I say I am incredibly proud of this industry, and for 5 years we have worked together on a shared agenda.

    For energy security, lower bills, good jobs and climate.

    I think it is an inspiring and exciting vision of a new era of clean energy abundance for Britain, getting off the rollercoaster of fossil fuels – and we’re reminded by geo-political events all the time how important that is.

    And at the Spending Review last week we committed to the most significant programme of investment in homegrown clean energy in the UK’s history.

    On Tuesday, we announced the biggest nuclear building programme in a generation, creating jobs in Suffolk, Nottinghamshire and across the UK.

    On Thursday, investment in kickstarting carbon capture in Aberdeenshire and the Humber.

    On Friday, half a billion pounds of funding for Britain’s first hydrogen network to help drive industrial renewal.

    And today we go further with a genuinely transformative package of investment in offshore wind supply chains and jobs.

    I truly believe we are witnessing the coming of age of Britain’s green industrial revolution as we build this new era.

    I think it demonstrates above all what an active and strategic government working in the closest partnership with industry can achieve.

    So I want to talk today about the clarity of mission we’re seeking to provide, the way we’re breaking down the barriers to success – barriers you talked a lot with us about when in opposition – the role of catalytic public investment – which is partly about the announcement I’m making today – and then a bit about what I would ask from you as an industry.

    First, I know it has been a tough time for the industry.

    Offshore wind is not immune from the global economic challenges we have seen in the last few years, many of which remain present today.

    My response and my responsibility is to ensure that you have the clarity and certainty you need to make future investment decisions, because I know the biggest enemy of investment is uncertainty.

    We want Britain to be a safe haven for investment.

    That is why from day one we have offered a clear sense of direction, with our goals to deliver clean power by 2030 and accelerate to net zero across the economy.

    Just 6 months after we came to office we published our 2030 Clean Power Action Plan.

    Setting out for the first time the different pathways for deployment of different technologies.

    Offshore wind, onshore wind, solar, nuclear, batteries, hydrogen, CCUS.

    To give developers and investors clarity about the direction of travel.

    When we came to office we also took decisions around AR6 to make it a record-breaking auction.

    But we have also listened hard to the industry about how we can improve the auction process – particularly for fixed and floating offshore wind.

    And we will shortly confirm key decisions for the AR7 auction. I want to say to you very clearly, as far as that decision is concerned and all other decisions, my overriding priority is to give you confidence and certainty because I know these are essential ingredients for you to make the long-term investments we need.

    Second, for years clean energy projects have been held back by barriers and blockages.

    You told us we needed to deal with them.

    So over the last 11 months, that’s what we have gone about doing.

    On planning, we lifted the onshore wind ban within 72 hours of coming to office.

    We’ve introduced the Planning and Infrastructure Bill – the biggest reform of planning in a generation.

    And we’ve sped up planning decisions, including consenting enough clean energy to power the equivalent of almost 2 million homes.

    On grid, we’ve ended the first come first served connections queue which wasn’t serving our country well, prioritising the power projects we need.

    And we’ve brought forward plans to ensure communities benefit from hosting clean energy infrastructure.

    We’re also working with Defra on improving environmental consenting.

    On radar, we’ve worked with the Ministry of Defence to resolve funding issues that have plagued this sector for years.

    On skills, we’ve backed industry’s skills passport for oil and gas workers.

    And set up the Office for Clean Energy Jobs to ensure we have the skilled workforce we need and to do that planning with our colleagues at the Department for Education.

    In addressing these long-standing issues, we are trying to break down those barriers, which again get in the way of your investment and try to make progress step by step and demonstrating each day what a mission driven government means.

    My observation from the first 11 months in office is having this as one of the Prime Minister’s 5 missions makes all the difference in driving through Whitehall and working with others.

    Third, alongside clarity, certainty and breaking down the barriers we are delivering catalytic public investment to secure jobs and supply chains as part of our long-term industrial strategy.

    This is the right choice for Britain because we want those jobs, it’s also the right choice for our energy security and resilience – and the right long-term way I believe to deal with some of the pressures the industry faces.

    I think it’s fair to say we know that for too long governments have not focused enough on ensuring our success in offshore wind generation leads to the jobs our country needs.

    This government is different.

    There is a global race for these jobs, and we are determined to create them in Britain.

    You told us public investment could unlock funding from the private sector – and you’re right.

    With Great British Energy that is what we are committed to do.

    And today we are announcing a truly historic partnership between public and private investors.

    Hundreds of millions of public funding from Great British Energy crowding in many hundreds of millions more from the offshore wind industry and The Crown Estate.

    Enabling us to today announce a total of £1 billion of supply chain funding to bring offshore wind jobs to Britain.

    It’s designed, this fund, to turbocharge the brilliant work of the sector’s Industrial Growth Plan to invest in ports and factories, so we make turbine towers, blades, foundations and cables here in the UK.

    Helping to drive the clean energy rollout at home and capture a growing export market abroad – including seizing the opportunities of being an early mover in floating offshore wind.

    And this is just the start, with Great British Energy bringing together a wider group of public and private investors to build our offshore wind supply chains and I am incredibly excited about the work that Juergen and Dan are doing at GBE.

    Today I can also confirm we have released the results of the first Clean Industry Bonus round.

    Again here, you told us that the private sector would step up, if we showed the importance of building supply chains here in the UK, and again you were right.

    We were delighted by the response of developers to this scheme.

    Showing that when government leads with ambition, industry is ready to match it.

    We calculate that every pound of public money could unlock up to £17 of private investment.

    The Clean Industry Bonus unleashing the potential of billions of private investment in factories and ports from the North East to East Anglia to Scotland.

    When we talk about catalytic investment, this is what we mean.

    Public investment crowding in, not crowding out, the private capital we need.

    And giving you the confidence to build a long-term industrial base for Britain.

    So look, these are some of the steps we’re taking. Government doesn’t get everything right, but what we are seeking to do is deliver on the promises we made to you in opposition about how we can work together – a true partnership.

    Now often the industry asks me, how can we help you to deliver this mission? Let me just give you a few thoughts on that.

    On jobs, you have a crucial role in reversing decades of failure to invest in our industrial communities and creating a new generation of good jobs at decent wages.

    You have shown your commitment to building supply chains in Britain.

    And my ask of you is to ensure you deliver the 95,000 jobs this industry says it could support in the UK by the end of the decade.

    On trade unions, there is important work on union recognition in some renewables companies.

    But I want to be clear: this government considers trade unions as an essential part of a modern workplace and economy.

    So I ask you to recognise the huge value of partnering with trade unions in all parts of the industry.

    And finally, I would say this:

    I am one of your biggest champions because I know that this mission is the route to building a more secure energy system that can bring down bills for good.

    As we consider the multiple pathways to clean power, my mandate to Chris Stark as head of our 2030 Mission Control, is to deliver at least cost to billpayers and taxpayers and the most economic benefit to the country.

    So in AR7, AR8, AR9 and beyond, value for money for billpayers is our priority, recognising that while the market needs to make a return, we also need to deliver a fair price for consumers.

    Once again, this must be a partnership between us.

    We are doing everything we can, as I have set out, to help the industry continue its strong record in bringing down costs.

    And I urge you to continue to drive forward with innovation and competition to deliver for the country.

    Let me end with this before we get into questions.

    I think over the last 11 months we have shown that Britain is back in the race for the jobs and industries of the future.

    And above all we have shown one thing fundamentally, which is we are serious about delivering. When we said it, we meant it. When we said becoming a clean energy superpower would become one of the Prime Minister’s 5 missions, we meant it. I have my regular meetings with the Prime Minister about this issue and he is incredibly inspired by what you are delivering.

    What we’re seeking to do is have a plan to deliver.

    Clear and consistent leadership.

    Breaking down the barriers.

    Catalytic public investment.

    A true partnership between government, trade unions and industry.

    We believe this is how we build the age of clean energy abundance.

    This is how we boost our energy independence and bring down bills for families and businesses.

    This is how we seize the economic and industrial opportunity of our time.

    And this is how we face up to the greatest long-term challenge we face as a country and as a world, the climate crisis.

    My final thought is this: of course, the industry faces challenges that I am aware of. Nobody believed this was going to be easy, the kind of transformation we are talking about in our economy and in our energy system.

    The thing I feel above all, after 11 months in this role, is more of a sense of optimism about what we can achieve together, more of a sense of optimism that this is the right path for energy security, more of a sense of optimism that this can be the jobs driver of the 21st century for our country.

    Going round the country, there’s nothing more inspiring than seeing those jobs being created and the opportunity for young people doing apprenticeships and being part of this industry.

    I am more certain than ever this is the right path to tackle the biggest long-term threat to humanity, the climate crisis.

    Thank you so much for what you do for our country, thank you so much for your partnership with government.

    And I look forward to continuing to work together to do great things in the months and years ahead.

  • MIL-OSI Global: Federal energy office illustrates the perils of fluctuating budgets and priorities

    When new presidential administrations enter the White House, federal agencies often find their funding and priorities shifting, sometimes dramatically.

    I’m a scholar who studies how policy and market shifts affect regional economies, labor markets and public systems, particularly in the context of critical infrastructure such as energy and water. I’ve seen how both of those types of changes – of funding levels and priorities – destabilize agencies and cut off long-term projects before they achieve their intended goals.

    In one research project, with co-authors Dr. Deborah A. Carroll and Zach Perkins, I took a close look at one office within a federal agency, the Department of Energy’s Office of Energy Efficiency and Renewable Energy. What we found serves as an example of how these changes have played out in the past, and it gives context to how the Trump administration’s changes are playing out now in that agency and across the federal government.

    The office, known by researchers and its personnel as EERE, is mainly focused on funding research and development to advance energy efficiency and renewable energy technologies and reduce the costs of those technologies to consumers. Its key efforts involve low-emission transportation, renewable electricity generation and decreasing the carbon emissions of buildings and industry processes.

    It makes grants to, and enters research and development agreements with, small businesses, industry, national laboratories, universities and state and local governments. Recipients are often required to contribute matching funds or other support to the project to complement the federal funding.

    In general, Congress appropriates funding to the office as part of the yearly budget process. However, the office also receives sporadic influxes of additional funding to stimulate the economy or address concerns related to energy security and greenhouse gas emissions. Ultimately, the amount of funding EERE gets depends in part on overall economic conditions or national crises.

    Boosting funding levels

    Some of those supplemental allocations can be significant, and many last until the funds have been spent, even if that takes a number of years. Following the energy crisis in the early 2000s, Congress allocated EERE a total of about $7 billion in funding for research and development in energy efficiency, renewable energy and biofuels.

    Then in 2009, following the Great Recession, Congress gave EERE $16.7 billion – most of which was to help low-income families pay to install efficient light sources or insulation to save them money. About $5.4 billion was for research and development.

    In 2020, amid the COVID-19 pandemic, Congress passed the Energy Act of 2020, mainly focusing on nuclear energy and carbon capture technologies but also providing over $500 million in research and development funding for EERE.

    In 2021, the Infrastructure Investment and Jobs Act allocated about $16.3 billion to EERE. And in 2022, the Inflation Reduction Act provided an additional $18 billion. As with other additional funding allocations, Congress made most of that money available until the total authorized amount has been spent.

    But the future of these allocations is uncertain. A January 2025 executive order by President Donald Trump requested that all agencies immediately pause the disbursement of funds Congress approved in both laws.

    In its 2026 budget, the Trump administration is proposing spending $900 million on EERE’s work – a 70% reduction from its 2025 allocation of $3.5 billion. This echoes a move during Trump’s first term when the White House proposed the office’s funding be cut by nearly 70% between the 2017 and 2018 budgets. However, at that time, Congress decided to keep the office’s budget largely intact. Congress will review and decide on this proposed budget as well.

    Shifting priorities

    How those varying amounts of money are spent also changes, often based on shifts in political leadership with different views about what types of technologies are most worth investing in, and about the most effective role of government in developing new technologies.

    Our qualitative analysis has found that Republican administrations typically believe that very-early-stage research and development is an appropriate role for the federal government, but that as technologies move closer to commercialization, the private sector should take the lead.

    In contrast, we found that Democratic administrations believe that promising innovations often fail to reach the market due to insufficient private sector support during the demonstration and deployment phases. So they tend to advocate for increased federal involvement to assist with the transition from research to market-ready technologies.

    There is also a partisan difference in which technologies get financial support. Solar and wind energy technologies have historically received higher funding under Democratic administrations. In contrast, bioenergy and hydrogen technologies have received higher funding under Republican administrations.

    Funding the future

    EERE often funds projects that are considered too risky for private investors to fund alone. Expanding knowledge requires experimentation, so some EERE projects have achieved notable success, while others have not.

    For instance, the office’s investments have played a pivotal role in both spreading electric vehicle technologies and reducing their cost to consumers. Beginning with a major funding boost from the American Recovery and Reinvestment Act of 2009, and with further allocations in subsequent years, EERE helped fund breakthroughs in battery manufacturing, power electronics and electric drive systems.

    These advancements contributed to a sharp rise in adoption: In 2012, there were just 100,000 electric vehicles registered in the U.S. By 2022, that number was above 3 million. And in 2014, hybrid, plug-in hybrid and battery electric vehicles accounted for 3% of all new light-duty vehicle sales. By 2024, that share had grown to 19%.

    EERE’s investments in electric vehicles powered by hydrogen fuel cells, by contrast, have not done so well. Despite significant government support in the 2000s, their commercial availability remains largely limited to California, where most of the country’s hydrogen refueling stations are located.

    A change in approach

    Our analysis of the office’s operations finds that the amount of change in funding levels and priorities can create an environment that hinders thoughtful project selection. Programs that begin under one administration can’t be counted on to continue under subsequent presidents, and dollars allocated for the future may be repurposed down the road, leaving projects only partially finished.

    Studies also find that rapidly increasing budgets can create misaligned incentives as public administrators scramble to use the funds during the authorization period. For example, some may prioritize grantees who can accept and spend money rapidly, regardless of the potential public benefit of their innovation.

    Further, the shifting priorities complicate long-term planning for government officials, researchers and businesses. Sustaining innovation over a long period takes years of commitment. Studies have shown that inconsistent or volatile government funding can hinder overall technological progress and discourage private investment. One example is the exploration of algae-based biofuels in the 1980s, which was shut down in the 1990s due to shifting federal priorities. That stalled progress in the field and led to a loss of more than half of the genetic legacy collected through the program. In the late 2000s, the federal government resumed funding algae-based biofuel research.

    Overall, research by us and others underscores the importance of sustained funding and institutional continuity to ensure the success of publicly funded research and development. That’s what other peer countries are doing: boosting long-term investments in clean energy with consistent priorities and predictable funding.

    Following that model, in contrast to the current practice of ever-shifting priorities, would create more effective opportunities to develop, produce and deploy innovative energy technologies in the U.S., helping to maintain global competitiveness and reduce reliance on foreign manufacturing.

    A.  whereas the Clean Industrial Deal (CID) aims to bring together climate action and competitiveness under one overarching growth strategy focusing on supporting energy-intensive industries and the clean tech sector; whereas this is much needed, as the transition to a decarbonised and circular economy can only be successful when competitiveness is maintained;

    B.  whereas the Action Plan for Affordable Energy aims to provide affordable clean energy and short-term relief by lowering energy bills while accelerating the implementation of structural reforms and strengthening our energy systems to mitigate future price shocks;

    C.  whereas European industry is currently facing enormous challenges with high fossil-based energy prices, unfair international competition, lost jobs and skills shortages, leading to scaled-back production, delocalisation and closed sites, thereby increasing our dependency on external suppliers and undermining strategic autonomy, while innovation, manufacturing and associated emissions risk being relocated rather than addressed at source;

    D.  whereas European industry is willing to move towards sustainability, contributing to achieving climate neutrality by 2050, and a future-proof, decarbonised industrial base can offer significant opportunities, but decarbonisation projects risk being shelved because their business case within Europe no longer adds up;

    1.  Welcomes the Clean Industrial Deal as a long-awaited first step towards strengthening Europe’s industrial competitiveness and innovation, strategic autonomy, decarbonisation, prosperity and clean growth; urges the Commission to swiftly move from strategy to action and implementation; recognises that the proposed actions must be expanded with further measures; stresses that robust and well-targeted industrial policy is crucial to ensure a strong and sustainable industrial base in Europe and to create and maintain high-quality jobs while decarbonising our economy, reducing pollution and strengthening Europe’s resilience;

    2.  Welcomes the establishment of the Industrial Decarbonisation Bank with the aim of mobilising EUR 100 billion in funding, as well as the announced pilot with a EUR 1 billion auction on the decarbonisation of key industrial processes across various sectors supporting industrial decarbonisation and electrification; emphasises the importance of scaling up investment in and access to capital for clean tech manufacturing, including via additional funding through the Innovation Fund; calls for broader participation by the Member States in auction-as-a-service schemes; calls for the adoption of investment criteria based on carbon impact, scalability and security of supply; supports Carbon Contracts for Difference in closing the gap between the carbon price and the cost of industrial carbon management projects for hard-to-abate sectors; considers its establishment as a budget line for deployment of industrial decarbonisation technologies within the governance of the Competitiveness Fund;

    3.  Supports the Action Plan for Affordable Energy and its focus on the implementation of the Electricity Market Design, enhancing tools such as Power Purchase Agreements (PPAs) and two-way Contracts for Difference (CfDs) to reduce the influence of fossil fuel prices on electricity prices; welcomes the pilot programme for corporate PPAs via the European Investment Bank and stresses the need to leverage PPAs to expand capacity and achieve genuine decarbonisation; calls on the Commission to introduce de-risking tools to address the main barriers that energy-intensive industries face in signing PPAs, in particular renewable PPAs, as well as CfDs for risk reduction on the demand side for energy users, and to explore how to stimulate the development of hybrid PPAs with matching flexibility products;

    4.  Underlines the need to boost energy infrastructure, especially cross-border, including interconnections, and to complete the Energy Union; calls for the pursuit of an ambitious outcome of the future dialogue on deeper electricity market integration, as the current fragmentation of regulatory oversight and investment planning across all Member States is hampering integration and electrification; calls on the Member States, transmission system operators and the Commission to boost cross-border electricity trading so as to unlock the benefits of market integration and improve reliability of supply for all interconnected parties; urges the Member States to strive to achieve the current 15 % interconnection target, as set out in Regulation (EU) 2018/1999(3);

    5.  Highlights the need to finalise work on the revision of the Energy Taxation Directive(4), which aims to align the taxation of energy products with the EU’s energy and climate policy objectives, and to harmonise a design of tariff methodologies for network charges, provided that such measures do not come at the expense of final consumers; calls on the Member States to urgently provide short-term relief to industry and households, for example by reducing electricity taxes and levies and abstaining from unjustified additional requirements (‘gold-plating’ EU legislation) where this distorts the level playing field;

    6.  Encourages the Commission and the Member States to improve the coordination of state aid spending on common European industrial priorities and calls on the Member States to make use of this to support industry on the path towards a clean transition, while taking into account different fiscal capacities; reiterates the need for a level playing field; stresses the need for improved coordination of industrial policy across the Union, both among the Member States and between the Member States and the Commission; supports the deployment of the competitiveness coordination tool to guide and align national efforts; considers that public support should contribute to safeguarding jobs and industrial activity in Europe, and that beneficiaries of such support should commit to safeguarding decent employment and working conditions and engage in social dialogue;

    7.  Endorses simplification and digitalisation to speed up permitting procedures, while respecting environmental safeguards and protecting human health; calls on the Commission to further address permitting bottlenecks for industrial access to energy and industrial decarbonisation in the Industrial Decarbonisation Accelerator Act, including through the adoption of measures to accelerate judicial and administrative procedures, and to assess criteria for targeted exemptions for construction emissions and depositions for clean and net zero projects, storage and grid projects; urges the Member States to improve their administrative capacities to ensure timely processing of permits and to fully implement the Renewable Energy Directive(5), including the overriding public interest principle, and the Net Zero Industry Act (NZIA)(6);

    8.  Calls on the Commission to take into account, in safeguarding both security of supply and affordability, all available technologies that contribute to reaching the EU’s climate neutrality goal for 2050 in a cost-effective way in the pursuit of a cleaner, stable, secure and more independent energy mix; recognises that renewable energy, alongside nuclear energy for those Member States that decide to use it, is essential for a clean and secure energy mix; calls on the Commission to strengthen cooperation on the safe development and production of small modular reactors in Europe and to advance research in nuclear fusion as a future energy technology; welcomes the announced assessment of the possibility of streamlining licensing practices for new nuclear energy technologies;

    9.  Stresses the role of electrification, but notes that significant expansion and modernisation of grids are necessary; calls for an ‘EU strategy on energy flexibility’ with a focus on demand-side response and energy storage; welcomes the intention to update the Heating and Cooling Strategy and Electrification Action Plan; calls on the Commission to recognise the energy efficiency sector as a key strategic sector for industrial decarbonisation and European competitiveness;

    10.  Stresses the important role that renewable and low-carbon hydrogen can play in the decarbonisation of industry; calls for the swift adoption and implementation of a simple, technology-neutral and investment-friendly definition of low-carbon hydrogen in the forthcoming delegated regulation to supplement Directive (EU) 2024/1788(7) by specifying a methodology for assessing greenhouse gas emissions savings from low-carbon fuels, while ensuring that such a definition is robust, science-based and incentivises hydrogen production and usage to ensure emissions reductions; supports the announcement of a study on the rules for renewable fuels of non-biological origin (RFNBOs); urges the Commission to take into account the outcomes of this study and the concerns of stakeholders and propose, where appropriate, changes to the delegated act on RFNBOs(8) in order to increase renewable hydrogen production and lower its prices for consumers;

    11.  Reiterates the need to develop measures to ensure gas supply at a mitigated cost for those sectors which cannot rely substantially on electrification in the short to medium term; calls for diversified and reliable partnerships in line with the Union’s security, interests and the RePowerEU roadmap;

    12.  Urges the Commission to engage in sectoral dialogues with industries, academia, social partners and relevant stakeholders from clean tech and energy-intensive industries and (cross-border) regional industrial clusters to strengthen their competitiveness and facilitate their transition pathways; stresses that industrial ecosystems are highly interconnected and efficient, where closure of one facility affects the whole cluster; calls for annual monitoring and reporting on the competitiveness and resilience of our industrial ecosystems and on the progress made on the transition pathways, so that instruments can be adapted swiftly with tailor-made support when needed;

    13.  Underlines that the success of the clean industrial transition hinges on a skilled workforce; calls on the Commission and the Member States to develop a coordinated industrial skills strategy aligned with the NZIA and clean technology priorities; supports the swift deployment and expansion of the Net-Zero Industry Academies and Centres of Vocational Excellence; encourages the use of EU instruments such as ESF+, Erasmus+ and the Just Transition Fund to support targeted up- and reskilling in industrial regions undergoing transformation, including rural areas;

    14.  Welcomes lead markets for European-made clean, circular and low-carbon products; underlines the need to stimulate demand through public and private procurement and with the introduction of sustainability and resilience criteria and standards, where appropriate; supports the creation of voluntary carbon intensity labels for industrial products (e.g. for steel and cement), which should reflect carbon performance rather than process bias, and alignment with existing EU legislation, including the Ecodesign for Sustainable Products Regulation(9) and the Construction Products Regulation(10); calls on the Commission to explore other requirements to guarantee demand for clean EU-made products;

    15.  Welcomes the proposed actions powering the circular economy and the bioeconomy by securing access to materials and resources; encourages the inclusion in the Circular Economy Act of measures to increase the use and affordability of strategic secondary materials within the EU, taking into consideration the aims of the Critical Raw Materials Act(11); stresses the need to define those secondary raw materials that are strategic and that should be subject to export monitoring, such as steel and metal scrap, and to tackle any imbalance in their supply and demand, including by exploring export restrictions; insists on the effective enforcement of the Waste Shipment Regulation(12); calls for a predictable regulatory framework that unlocks circular business models, particularly those based on waste prevention, reuse and high-quality recycling;

    16.  Stresses the need to protect the European market from unfair competition and the dumping of industrial overcapacity from non-EU countries by using trade defence mechanisms to their full extent; calls on the Commission to adopt a systematic, proactive and proportionate use of trade defence instruments, including anti-dumping and anti-subsidy investigations; demands that the enforcement capacity of the Foreign Subsidies Regulation(13) be strengthened, and regrets that this tool has not yet been activated systematically in key sectors; calls for the Commission to treat industrial overcapacity and strategic dependencies as core competition risks requiring a coordinated EU-level response and appropriate tools; calls on the Commission to ensure that access to the EU internal market or to European industrial projects is not granted to actors contributing to structural market distortions or unfair competition;

    17.  Welcomes the proposed simplification of the Carbon Border Adjustment Mechanism (CBAM) in the first omnibus package as an important step to further enhance the effectiveness of the CBAM to address carbon leakage; reiterates its call for a workable export solution to address the risk of carbon leakage for CBAM goods exported from the EU to non-EU countries; asks the Commission to analyse carefully the risks associated with unverified certificates from outside the EU, which could harm fairness and competitiveness; welcomes the Commission’s intention to present an anti-circumvention strategy before the end of the year, and to consider extending the CBAM to additional sectors as part of the upcoming review; underlines the importance of an effective CBAM in the context of phasing out the free allowances in the EU emissions trading system;

    18.  Welcomes, in the context of the implementation of the Industrial Carbon Management Strategy, building the business case for permanent carbon removals into upcoming (reviews of) legislation; recognises that carbon management, including capture, storage, transport and utilisation, may be needed for hard-to-abate sectors; underlines the need to propose a CO2 market framework package for CO2 transport and infrastructure;

    19.  Urges accessible funding for SMEs; welcomes accelerated approval and disbursement in instruments such as the Innovation Fund and the NZIA and stresses that the Important Projects of Common European Interest (IPCEI) initiative needs to be accessible to SMEs; urges further improvements and harmonisation to simplify funding applications, reduce reporting obligations and fast-track small projects;

    20.  Stresses the importance of sector-specific approaches to effectively implement the Clean Industrial Deal across the full range of industrial ecosystems; welcomes the Industrial Action Plan for the Automotive Sector, the Steel and Metals Action Plan, the announcement of the Chemicals Industry Package, the Sustainable Transport Investment Plan and the Bioeconomy Strategy as key building blocks of a coherent industrial transition; calls for the Sustainable Transport Investment Plan to include detailed decarbonisation strategies, reflecting the specific technological and investment needs for the different modes of transport; calls for the inclusion of other sectors, such as the European aerospace sector and alternative fuels, in the framework of the Clean Industrial Deal; calls for a specific action plan on clean tech;

    21.  Instructs its President to forward this resolution to the Commission, the Council and the governments and parliaments of the Member States.

  • MIL-Evening Report: A carbon levy on global shipping promises to slash emissions. We calculated what that means for Australia’s biggest export

    Moving people and things around the world by sea has a big climate impact. The shipping industry produces almost 3% of global greenhouse gas emissions – roughly the same as Germany – largely due to the movement of container ships, bulk carriers and tankers.

    Under international rules, these emissions are not included in any nation’s greenhouse gas reporting. That means they often escape scrutiny.

    Unlike cars, international shipping can’t shift to using low-emissions electricity – the batteries required are too big and heavy. So clean fuels must play a role.

    A proposed shake-up of the global shipping industry would encourage the use of clean fuels and penalise shipping companies that stick to cheaper, more polluting fuels. Should it proceed, emissions from global shipping would be regulated for the first time.

    Using our peer-reviewed modelling, we investigated how the changes might affect Australia’s largest export: iron ore.

    What is the proposed carbon levy all about?

    The International Maritime Organisation (IMO) is the United Nations body responsible for regulating international shipping. It recently approved a draft plan to tackle the shipping sector’s contribution to climate change through a type of “cap and trade” scheme.

    The plan would involve setting a limit, or cap, on how much each shipping company can emit. Companies must then either buy credits or be penalised if they go over their limit. Companies that stay under their limit – for example, by using cleaner fuels – would earn credits, which they could then sell.

    In this way, high-emitting shipping companies are penalised and low-emitting companies are rewarded.

    Under the plan, the total limit for emissions from global shipping would fall each year. This increases the incentive for companies to switch to lower emission fuels and makes higher-emission fuels progressively more expensive to use.

    The plan is scheduled to be adopted by the shipping industry in October this year and would begin in 2027.

    Not all fuels are the same

    The proposed change is particularly significant for Australia. As a remote island nation, our imports and exports are heavily reliant on massive ships. This is most important for our commodity exports – iron ore in particular.

    Our recently published modelling estimated the emissions and financial impacts of various low-emission shipping options for Australia’s exports.

    We estimated Australia’s commodity exports create about 34 million tonnes of greenhouse gases a year. This is about 8% of Australia’s domestic greenhouse gas emissions, but it’s not included in Australia’s national reporting.

    Using the same modelling, we then examined how the proposed new regulation would affect the cost of shipping Australia’s largest export, iron ore. We chose a common route from Port Hedland in Western Australia to Shanghai in China.

    First, we looked at current fuel costs, as well as overall shipping costs measured per tonne of delivered ore. Shipping costs include both the fuel costs and the cost of the ships designed to use it. Then we estimated how much fuels and shipping might cost from 2030, assuming the proposed regulation has come into force.

    We also examined three types of fuel.

    The first was heavy fuel oil (HFO), one of the main fuels used in international shipping. It’s traditionally the cheapest shipping fuel and also has the highest greenhouse gas emissions.

    The second was “blue” ammonia. This fuel is typically made from natural gas using a manufacturing process where the carbon in the natural gas is captured and stored. It has lower greenhouse gas emissions than heavy fuel oil, but it is not a “green” fuel.

    Thirdly, we looked at “green” ammonia, which is produced using renewable energy. We examined two types of green ammonia – that produced using current technology, and “advanced” green ammonia, made using new technologies in development.

    Is green ammonia an answer?

    From about 2030, the overall cost of shipping powered by heavy fuel oil will start to rise significantly under the proposed regulation. That’s because shipping companies using this fuel must purchase credits from those using cleaner options.

    Blue ammonia may then make it cheaper to ship iron ore from Australia to Asia. Users of this fuel could generate and sell credits that higher-emitting fuel users buy, offsetting some of the shipping costs associated with using blue ammonia.

    But if international shipping is to reach the IMO’s goal of net-zero emissions by about 2050, this is very likely to require a green fuel.

    However, green ammonia is more expensive than heavy fuel oil and blue ammonia with current technology. And our analysis found the proposed regulation – and associated subsidy – doesn’t make it the lowest cost shipping option from 2030 onwards either.

    This is why technological innovation is important. CSIRO projections of the future costs of renewable energy and green-fuel manufacture suggest that, should technologies improve, green ammonia may compete on cost with heavy-fuel oil in the 2030s, even without subsidies.

    If so, this zero-emission fuel could become the cheapest way to export Australian iron ore.

    Looking ahead to net-zero

    As our calculations show, a combination of regulation and innovation could help international shipping achieve its goal of net-zero emissions.

    These fuels could be made in Australia, and potentially used by other industries such as rail, mining, road freight and even aviation.

    Such an industry would therefore contribute significantly to the world’s emission-reduction goals, and could help Australia realise its ambition to become a major global exporter of green fuels and other green products.

  • MIL-OSI China: European executives eye huge opportunities in Chinese market

    At the venue of the 6th Qingdao Multinationals Summit, Umberto Englmann, director of operations at German e-commerce firm Internet Up GmbH, looked out over the coastline of the eastern Chinese host city and reflected on its vitality.

    “It’s dynamic, open and innovative,” he said. “You can feel China is ready to grow with international companies from Europe and other regions.”

    His observations reflect a broader view shared by many European executives attending the summit, which was held last week and drew 570 participants from 43 countries and regions. For many, China’s vast market, high-level opening up and reputation for being an innovative manufacturing powerhouse continue to make it a key driver of sustainable growth.

    Roland Lukas, chief financial officer of Internet Up GmbH, said that the company’s success was closely tied to China.

    “Our Snapbuy platform bridges Asian sellers and Western consumers, and it is easy to bring goods from China to Europe and the U.S., because the supply chains are very well organized in China,” he said. “The opportunities are huge, and China is very important for our growth.”

    Internet Up, one of the fastest-growing e-commerce firms in Europe, is seeking new manufacturing and logistics partners in China to further expand its presence, according to Lukas.

    A report released during the summit revealed that the operating revenue and profits of major foreign-invested industrial enterprises in China increased by 14.5 percent and 12.5 percent, respectively, in 2024 compared to 2019 levels.

    China’s strong innovation capabilities and robust industrial and supply chain systems have helped multinationals maintain their competitive edge globally.

    Belgium-based Bekaert Group, a global leader in steel wire transformation and coating technologies, is a long-term participant in China’s market. The company has invested more than 1.5 billion euros in China since 1993 and plans to invest further.

    “We are upgrading our product portfolio, especially in low-energy and green technologies,” said Kurt Van Rysselberge, head of Bekaert China, adding that China is becoming an innovative manufacturing powerhouse, which is a very favorable environment for multinational companies.

    China is rapidly deploying green energy and Bekaert is part of these value chains, the executive said, adding that this offers tremendous opportunities to create a virtuous cycle to create low-carbon products that will be very competitive on the world markets.

    Bekaert is ramping up innovation in areas like hydrogen generation, tire reinforcement, offshore wind components, and sustainable construction, and many of the innovations come from China.

    This year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union. The two sides have become each other’s major trading partners, with the annual bilateral trade growing from 2.4 billion U.S. dollars to 780 billion U.S. dollars over the past 50 years.

    “Over the past 50 years, China-EU cooperation has created immense value on both sides,” said Jens Eskelund, president of the European Union Chamber of Commerce in China. “Access to China’s supply chain has enhanced additional purchasing power for European consumers and integrated China into the global value chain.”

    Eskelund added that China’s investment in human capital, including the annual output of engineers, has made it a natural partner for R&D collaboration. For many European companies, China isn’t just a market, but a place to innovate and co-create, he said.

    China’s efforts to build a first-class business environment, including expanded visa-free travel, national treatment for foreign investment and shortened negative lists for greater market access, have boosted investor confidence.

    Looking ahead, European executives said the momentum of collaboration is only building. “China’s opening up is very beneficial for the world, and also for China itself. We can work together and do great business,” said Lukas.

    The Honourable Anita Anand, Minister of Foreign Affairs, hosted His Highness, Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates (UAE), for a visit to Canada from June 19 to 20, 2025. The visit reaffirmed the shared commitment of Canada and the UAE to deepen bilateral cooperation across trade, investment, innovation, people-to-people ties, international development, and regional peace and security.

    During the visit, His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the UAE, met with the Right Honourable Mark Carney, Prime Minister of Canada. The two sides discussed the growing ties between Canada and the UAE. On behalf of HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, HH Sheikh Abdullah bin Zayed Al Nahyan extended to Prime Minister Carney an invitation to visit the UAE this year.

    Canada and the UAE will continue to deepen their bilateral relationship by exploring new opportunities for cooperation, with particular emphasis on economic ties. Both countries welcomed the launch of the Dubai Chambers office in Toronto—the organization’s first in North America—which will serve as a strategic platform to foster deeper commercial ties.     The Ministers welcomed ongoing dialogue between institutions and stakeholders to explore cooperation in AI and emerging technology research, commercialization, and responsible deployment. Both sides emphasized the importance of inclusive, secure, responsible, and sustainable AI development that supports innovation and economic growth.

    Water: Both countries recognized that water lies at the core of climate action, affirming their shared commitment to addressing global water challenges. Both sides underscored the need to strengthen international cooperation, highlighting the upcoming 2026 UN Water Conference, to be co-hosted by the UAE and Senegal, as a key opportunity to advance global water efforts. They also stressed the importance of investing in water technology and innovation to scale up water-scarcity solutions, as exemplified by the UAE’s launch of the Mohamed bin Zayed Water Initiative in early 2024. 

    Energy and Natural Resources: Canada and the UAE reaffirmed their shared commitment to advancing energy security and accelerating a just transition to a low-carbon economy. The UAE’s growing investment footprint in Canada demonstrates the strong commercial foundation for future cooperation. Canada welcomed the UAE’s interest in formalizing energy collaboration. Canada recognized the UAE’s pioneering efforts in the energy sphere and welcomed the UAE’s interest in promoting greater energy collaboration on an international level. Canada also expressed support for continued dialogue on joint initiatives in decarbonization, liquified natural gas, nuclear, hydrogen, and critical mineral value chains. In this context, Canada and the UAE highlighted their dedication to build on their current ties in the fields of energy and critical energy-transition minerals, while including a focus on promoting investment opportunities and enhancing mutual investment attraction.

    International Peace and Security: Canada and the UAE reiterated their shared commitment to promoting peace, stability, and inclusive prosperity across the Middle East and beyond. Both countries emphasized the importance of sustained diplomatic engagement, humanitarian leadership, and multilateral cooperation in addressing geopolitical challenges. They unequivocally condemned all acts of terrorism. They reaffirmed the importance of maintaining and promoting peace and coexistence and their rejection of intolerance, hate speech, discrimination and all forms of extremism.

    Canada and the UAE also restated that the principles of dialogue, adherence to international law, and respect for state sovereignty are essential to resolving the conflict between Israel and Iran. Both sides stressed the need for an immediate and permanent ceasefire in Gaza; the release of all remaining hostages; and the urgent, sustainable, unhindered, at-scale flow of aid to address the appalling humanitarian catastrophe. Canada and the UAE also underscored the importance of sustained efforts to advance a serious political horizon toward the two-state solution. The Ministers reaffirmed the urgent need for de-escalation and urged all parties to refrain from actions that further destabilize the region. Both sides reasserted that diplomatic engagement remains essential to ensuring long-term regional stability and international security.

    Joint Committee for Cooperation: Both countries are actively using the Joint Committee for Cooperation (JC) as a strategic platform to drive forward a deeper, more institutionalized partnership. Through regular, high-level dialogue, the JC is advancing collaboration in priority areas such as trade and investment, defence and security, and climate and energy. Canada will host the next Ministerial meeting, reinforcing the shared commitment to sustained, results-driven engagement.

    International Development Cooperation: Canada and the UAE reaffirmed their mutual determination to address pressing global development and humanitarian challenges. Canada welcomed the UAE’s role as a global development and humanitarian partner. Recognizing the unprecedented scale and severity of humanitarian crises around the world, Canada and the UAE reaffirmed their shared commitment to cooperate closely in delivering assistance and empowering communities. Both countries underscored the importance of this partnership, and committed to leveraging their complementary strengths, particularly during a time of intensifying conflicts around the world.

    Canada commended the UAE’s global leadership in humanitarian and mediation efforts, including in Gaza, where the UAE has emerged as the largest bilateral aid donor, and in Ukraine, where the UAE has facilitated 15 prisoner-of-war exchanges, consistent with Canada’s ongoing efforts to address the human dimension of the war. These efforts underscore a shared commitment to upholding international humanitarian law and fostering dialogue in times of conflict. Both sides emphasized the importance of pursuing durable and just solutions grounded in international law and inclusive political processes. They expressed their mutual intent to continue working together on their shared goals of advancing stability and development, promoting tolerance and coexistence, protecting human dignity, and addressing hate speech, discrimination and all forms of extremism.

    People to People: Canada and the UAE celebrated their deepening people-to-people ties, which serve as a cornerstone of the growing bilateral partnership. Canada welcomed the increasing number of Emirati students in Canadian higher education institutions, reflecting mutual recognition of academic excellence. The UAE acknowledged the valuable contributions of the more than 60,000 Canadians living and working in the Emirates, who continue to enrich the diversity, innovation and vibrancy of UAE society.

    The two countries also stressed their shared commitment to cultural exchange and intercultural dialogue to foster mutual understanding and respect.   • MIL-OSI New Zealand: Prime Minister strengthens NZ’s ties with Europe

    Prime Minister Christopher Luxon has held high-level talks with European Union leaders in Brussels, to underline the close ties between New Zealand and the EU.

    “The European Union is one of New Zealand’s most trusted partners,” Mr Luxon says.

    “This is something that was emphasised in my meetings with both EU Commission President Ursula von der Leyen and EU Council President António Costa.

    “President von der Leyen and I discussed our commitment to the international rules-based system – something that’s more important than ever given the pressure on global security and prosperity.

    “We also talked about opportunities to ramp up two-way trade under the EU-New Zealand Free Trade Agreement.

    “New Zealand’s goods exports to the high-value EU market have already grown by more than $1 billion, a 25 percent increase since last year. But we know there is still scope to significantly increase this further with our premium New Zealand products.”

    New Zealand and the EU are also collaborating on research, science and innovation through Horizon Europe, the world’s largest research funding programme.

    “Our researchers are working together on 17 projects across a range of sectors, from hydrogen storage to bioprinting. By joining forces, we are driving scientific progress and innovation that delivers economic benefit for both our regions,” Mr Luxon says.

    While in Belgium, Mr Luxon also visited New Zealand memorials and other significant sites across Flanders Fields, to pay respect to the thousands of Kiwi soldiers who served on the Western Front during World War I.  

    He now travels to the Netherlands where he will meet with Dutch Prime Minister Dick Schoof before attending the NATO Summit in The Hague.

  • MIL-OSI USA: NASA Fosters Innovative, Far-Out Tech for the Future of Aerospace

    Through the NASA Innovative Advanced Concepts (NIAC) program, NASA nurtures visionary yet credible concepts that could one day “change the possible” in aerospace, while engaging America’s innovators and entrepreneurs as partners in the journey.  
    These concepts span various disciplines and aim to advance capabilities such as finding resources on distant planets, making space travel safer and more efficient, and even providing benefits to life here on Earth. The NIAC portfolio of studies also includes several solutions and technologies that could help NASA achieve a future human presence on Mars. One concept at a time, NIAC is taking technology concepts from science fiction to reality.  
    Breathing beyond Earth 
    Astronauts have a limited supply of water and oxygen in space, which makes producing and maintaining these resources extremely valuable. One NIAC study investigates a system to separate oxygen and hydrogen gas bubbles in microgravity from water, without touching the water directly. Researchers found the concept can handle power changes, requires less clean water, works in a wide range of temperatures, and is more resistant to bacteria than existing oxygen generation systems for short-term crewed missions. These new developments could make it a great fit for a long trip to Mars.  
    Newly selected for another phase of study, the team wants to understand how the system will perform over long periods in space and consider ways to simplify the system’s build. They plan to test a large version of the system in microgravity in hopes of proving how it may be a game changer for future missions. 
    Detoxifying water on Mars
    Unlike water on Earth, Mars’ water is contaminated with toxic chemical compounds such as perchlorates and chlorates. These contaminants threaten human health even at tiny concentrations and can easily corrode hardware and equipment. Finding a way to remove contaminates from water will benefit future human explorers and prepare them to live on Mars long term. 
    Researchers are creating a regenerative perchlorate reduction system that uses perchlorate reduction pathways from naturally occurring bacteria. Perchlorate is a compound comprised of oxygen and chlorine that is typically used for rocket propellant. These perchlorate reduction pathways can be engineered into a type of bacterium that is known for its remarkable resilience, even in the harsh conditions of space. The system would use these enzymes to cause the biochemical reduction of chlorate and perchlorate to chloride and oxygen, eliminating these toxic molecules from the water. With the technology to detoxify water on Mars, humans could thrive on the Red Planet with an abundant water supply. 
    Tackling deep space radiation exposure 
    Mitochondria are the small structures within cells often called the “powerhouse,” but what if they could also power human health in space? Chronic radiation exposure is among the many threats to long-term human stays in space, including time spent traveling to and from Mars. One NIAC study explores transplanting new, undamaged mitochondria to radiation-damaged cells and investigates cell responses to relevant radiation levels to simulate deep-space travel. Researchers propose using in vitro human cell models – complex 3D structures grown in a lab to mimic aspects of organs – to demonstrate how targeted mitochondria replacement therapy could regenerate cellular function after acute and long-term radiation exposure.  
    While still in early stages, the research could help significantly reduce radiation risks for crewed missions to Mars and beyond. Here on Earth, the technology could also help treat a wide variety of age-related degenerative diseases associated with mitochondrial dysfunction. 
    Suiting up for Mars 
    Mars is no “walk in the park,” which is why specialized spacesuits are essential for future missions. Engineers propose using a digital template to generate custom, cost-effective, high-performance spacesuits. This spacesuit concept uses something called digital thread technology to protect crewmembers from the extreme Martian environment, while providing the mobility to perform daily Mars exploration endeavors, including scientific excursions. 
    This now completed NIAC study focused on mapping key spacesuit components and current manufacturing technologies to digital components, identifying technology gaps, benchmarking required capabilities, and developing a conceptional digital thread model for future spacesuit development and operational support. This research could help astronauts suit up for Mars and beyond in a way like never before.   
    Redefining what’s possible 
    From studying Mars to researching black holes and monitoring the atmosphere of Venus, NIAC concepts help us push the boundaries of exploration. By collaborating with innovators and entrepreneurs, NASA advances concepts for future and current missions while energizing the space economy.

  • MIL-OSI Canada: Prime Minister Carney meets with Prime Minister of Belgium Bart De Wever

    Today, the Prime Minister, Mark Carney, met with the Prime Minister of Belgium, Bart De Wever.

    Prime Minister Carney congratulated Prime Minister De Wever on taking office in February and emphasized the longstanding ties between Canada and Belgium.

    The leaders discussed expanding bilateral trade and investment, with a focus on advancing clean energy solutions such as nuclear and hydrogen, strengthening critical minerals supply chains, and deepening co-operation on defence procurement.

    They affirmed their support for Ukraine’s sovereignty and agreed on the imperative of achieving a just and lasting peace. The leaders also underscored their commitment to defence co-operation in support of security in Europe, particularly on NATO’s eastern flank.

    Prime Minister Carney and Prime Minister De Wever agreed to remain in close contact and looked forward to continuing discussions at the NATO Summit in The Hague, the Netherlands, later this week.

In a rapidly changing world marked by geopolitical uncertainty, shifting economic dynamics, and the accelerating impacts of climate change, this partnership is more important than ever.
       
    2. We stand united in our objective to forge a new ambitious and comprehensive partnership that responds to the needs of today and will evolve to meet the challenges and opportunities of the future. This marks the beginning of a long-term effort that will help us promote shared prosperity, democratic values, peace and security. We will increase pressure on Russia, including through further sanctions and taking measures to prevent their circumvention, and by ensuring that Russian sovereign assets remain immobilized until Russia ceases its war of aggression against Ukraine and compensates it for the damage caused by this war. We are committed to ensuring full accountability for war crimes and other serious crimes committed in connection with Russia’s war of aggression, including by the establishment of a Special Tribunal for the Crime of Aggression against Ukraine. We also remain committed to supporting Ukraine’s repair, recovery and reconstruction including through the Ukraine Donor Platform and in-country coordination mechanisms. We welcome Canada’s continued support, through the extension of an expert deployment to the Ukraine Donor Platform. The Ukraine Recovery Conference in Rome in July 2025 will be particularly relevant in that context.[1]
       
    8. We also reaffirm our continued support for the Republic of Moldova’s sovereignty and territorial integrity, enhancing the country’s resilience in dealing with the consequences of Russia’s war of aggression against Ukraine and the hybrid activities by Russia to undermine Moldova, in particular in the run-up to the Parliamentary elections. 
       
    9. In relation to the situation and latest developments in the Middle East, we reaffirm our commitment to an immediate and permanent ceasefire in Gaza, the release of all hostages, and the resumption of unimpeded humanitarian aid at scale into Gaza in line with humanitarian principles, in order to address the catastrophic humanitarian situation on the ground. We reiterate our strong condemnation of the escalation in the West Bank, including East Jerusalem, following increased settler violence, the expansion of settlements, which are illegal under international law, and Israel’s military operation. We emphasize the importance of pursuing a lasting and sustainable peace based on the implementation of the two-state solution. We see no role for Hamas in the future governance of Gaza. 
       
    10. We express our deepest concern at the dangerous escalation following Israeli strikes on Iran, and Iran’s response. We reiterate our strong commitment to peace and stability in the Middle East, including the security of Israel, and call on all sides to show restraint and abide by international law. We have been consistently clear that Iran can never have a nuclear weapon. A diplomatic solution remains the best way to address concerns over Iran’s nuclear program. The EU and Canada stand ready to contribute to a negotiated deal, which imposes verifiable constraints on Iran’s nuclear program, with the International Atomic Energy Agency in charge of monitoring and verification. We also remain committed to addressing Iran’s destabilizing behaviour, including its nuclear proliferation risks, military support for Russia’s war of aggression in Ukraine, backing of regional armed groups, transnational repression, and systematic human rights violations.
       
    11. Security in the Euro-Atlantic and Indo-Pacific regions is increasingly interconnected. We reaffirm our shared interest in maintaining peace and stability in the Indo-Pacific, including in the East and South China Seas and across the Taiwan Strait. We will continue working with regional partners, including ASEAN, to uphold a free, open and secure Indo-Pacific region based on international law. We continue to be deeply concerned by DPRK’s ongoing nuclear weapons and ballistic missile programs and condemn Russia-DPRK military cooperation, which violates UN Security Council resolutions and undermines international security.
       
    12. We will continue deepening our cooperation and dialogue, together with partners from around the world, to address key regional issues, in particular in relation to the broader Middle East – notably Lebanon and Syria. We will also continue engaging with each other on issues related to Africa, and Latin America and the Caribbean, including Haiti. We will stay engaged in fragile and conflict-affected countries, facing instability or in complex settings, to support populations, in particular the most vulnerable.
       
    13. The Arctic will remain an area of close collaboration to foster peace and security, stability, and sustainable economic development, in particular of the blue economy, in full respect of the interests, priorities and rights of Indigenous Peoples in line with the United Nations Declaration on the Rights of Indigenous Peoples.
       
    14. The EU and Canada will continue to be reliable and responsible partners. We reiterate our steadfast commitment to advancing global sustainable development, working with partners across the globe. We are determined to deliver on the 2030 Agenda and its Sustainable Development Goals, together with international partners and in multilateral fora. We look forward to the upcoming 4th International Conference on financing for Development (FfD4), which will take place in Seville from 30 June to 3 July 2025. We will continue to deepen our cooperation and dialogue on humanitarian aid, including on respect for International Humanitarian Law and response to humanitarian crises.
       
    15. We recognize the existential threat of the interdependent crises of climate change, biodiversity loss, land degradation and pollution. The EU-Canada Green Alliance is our steadfast, joint commitment to ambitious environment and climate action on the global stage. Carbon pricing, carbon removal and industrial decarbonization are key to reaching net-zero and decarbonization goals, while a high integrity carbon market can contribute to enhancing the global ambition. The EU is a dedicated participant in Canada’s Global Carbon Pricing Challenge (GCPC). At COP30, the EU and Canada aim to further promote carbon pricing as a tool to combat climate change, foster innovation and to modernize our industries. COP30 will also be an opportunity to highlight the importance of decarbonizing the transport sector and to promote sustainable transportation solutions. We reiterate our commitment to the swift and full implementation of the goals and targets of the Kunming-Montreal Global Biodiversity Framework, including through the Nature Champions Network.
       
    16. We agree that the Strategic Partnership Agreement (SPA) and the Canada-EU Comprehensive Economic and Trade Agreement (CETA) are at the core of the EU-Canada relationship. Through these agreements we are developing and deepening our partnership continuously in response to an evolving global context. We will continue to ensure their effective implementation and remain committed to achieving their full ratification. The SPA and CETA have allowed us to boost our cooperation over the past eight years.
       
    17. We are committed to further enhancing our EU-Canada trade and investment relationship, to advance and diversify our trade, promote our economic security and resilience, create investment opportunities and ensure our long-term security and prosperity. Our relationship is underpinned by CETA and its benefits are clear: bilateral trade has increased by over 65% compared to pre-CETA levels. We welcome the efforts being made to remove barriers to interprovincial trade in Canada and reduce barriers within the EU Single Market as they will further ease trading and doing business for our companies.
       
    18. Ensuring reliable and sustainable supply chains is a mutual priority and we have a shared interest in diversifying our supply chains and strategic investment. We will foster a closer cooperation on targeted industrial matters driving global competitiveness and strategic autonomy, such as artificial intelligence, quantum technologies, space, cyberspace, aeronautics, biotechnologies, new energies, minerals and critical metals, advanced manufacturing and cleantech. We intend to maintain a secure transatlantic supply chain on key technologies such as artificial intelligence (AI), supercomputers and semiconductors. We welcome the recent announcement of a Canadian strategic nickel project under the EU Critical Raw Materials Act and will work to identify opportunities for co-investment in projects of mutual interest. We welcome the G7 Global Critical Minerals Action Plan agreed under Canada’s Presidency.
       
    19. We also remain committed to pursuing mutually beneficial collaboration on digital and tech policy issues and bolstering the bilateral digital trade relationship. Through the Canada-EU Digital Partnership, we are already working hand in hand on concrete projects in crucial areas for a robust digital economy, such as research in cutting-edge technologies, and we look forward to Canada hosting the first EU-Canada Digital Partnership Council later this year. We intend to enhance cooperation on AI innovation, including collaboration on AI Factories, to link our high-performance computing infrastructure and to deepen research cooperation in strategic technology areas such as AI and quantum. We also intend to align our frameworks and standards in the regulatory field, to make online platforms safer and more inclusive, to develop trustworthy AI systems and to establish interoperable digital identities and digital credentials to facilitate interactions between our citizens and our businesses.
       
    20. We have agreed today an EU-Canada Security and Defence Partnership, which provides a coherent, high-level political framework for our joint efforts in this field and will strengthen and widen the scope of cooperation and dialogue between the EU and Canada. We remain committed to continuing our strong cooperation, notably through Canada’s contributions to EU missions and operations, and welcome possible further collaboration on crisis management in the future. Canada will strengthen its defence relationship with the EU by posting a defence representative to the EU. We underscore the value of Canada’s participation in the EU’s Permanent Structured Cooperation (PESCO) projects and look forward to pursuing additional initiatives within this framework. In line with our shared security interests, we attach particular importance to collaboration on defence. For Canada and those EU Member States who are NATO Allies, NATO remains the cornerstone of their collective defence. Our aim will be to help deliver on our capability targets, including through our defence industries, more quickly and economically and with enhanced interoperability in ways that deliver mutual benefit and reinforce the European contribution to NATO. All of the above is without prejudice to the specific character of the security and defence policy of certain EU Member States, and taking into account the security and defence interests of all Member States, in accordance with the EU Treaties. We appreciate Canada’s continued commitment to European security, which includes the largest deployment of Canadian Armed Forces overseas.
       
    21. Recognizing the importance of the Women, Peace and Security as well as the Youth, Peace and Security agendas, we will continue supporting the full, equal and meaningful participation of women and youth in conflict prevention, mediation, resolution, peacekeeping, peacebuilding, and post-conflict reconstruction. We recognize that an enabling environment, is fundamental to ensuring the safe participation of women, and remain committed to fostering such environments. We will ensure that Women, Peace and Security is integrated in all aspects of cooperation on security and defence. Gender equality is a shared political and security priority, and we will collaborate to counter setbacks against gender equality and the rights of women and girls.
       
    22. To ensure comprehensive and sustainable progress, Canada and EU senior officials will meet at regular intervals to review progress and identify opportunities to deepen cooperation, in line with existing CETA and SPA consultation mechanisms, and in view of the next EU-Canada Summit. 

    Annex – The New EU-Canada Strategic Partnership of the Future 

    Together, we will: 

    Increase trade flows and promote economic security 

    • Support businesses to grow and diversify markets by fully and effectively implementing CETA.
    • Modernize our approach to trade by launching work towards a Digital Trade Agreement that would complement CETA.
    • Create tools for businesses to better support trade diversification, such as facilitating B2B matchmaking, cluster-to-cluster cooperation, and supporting the internationalization of small and medium-sized enterprises (SMEs).
    • Advance our collaboration in the EU-Canada Economic Security Dialogue. Political and technical exchanges will allow us to identify trends and risks of mutual concern that could affect our economic security, and cooperation on possible policy responses.
    • Reduce barriers and strengthen agriculture and agrifood trade.
    • Prepare ourselves for the energy needs of the future, by cooperating more closely and exploring options to work together on more resilient, diversified, reliable energy supply chains, including clean tech value chains, LNG, renewables, safe and sustainable low-carbon hydrogen and other safe and sustainable low-carbon technologies, in view of increasing bilateral trade and strengthening energy security.
    • Continue the existing cooperation on nuclear technologies, including fuels and fuel cycle services, through the negotiation of a modernized and comprehensive Canada-Euratom Nuclear Cooperation Agreement.
    • Strengthen labour mobility by facilitating the movement of highly skilled workers, and explore shared interests in exchanging information about immigration partnerships. 

    Foster competitiveness and resilience through strengthened cooperation in strategic value chains 

    • Launch a new EU-Canada Industrial Policy Dialogue to boost industrial and supply chain cooperation in strategic sectors.
    • Promote projects and investments that reduce supply chain risks and foster resilience and the competitiveness of our industries and critical goods (e.g. semiconductors), including by promoting projects that abide by environmental, social and governance standards.
    • Work together closely to ensure security and diversity in the supply of minerals and metals critical to our mutual security and the green and digital transitions, including by exploring new opportunities to facilitate the two-way flow of investment, materials and expertise through the EU-Canada Strategic Partnership on Raw Materials.
    • Complete the negotiations for a renewed Canada-EU Competition Cooperation Agreement, providing a legal framework to coordinate enforcement activities and share information obtained through investigative powers in full respect of data privacy guarantees in both jurisdictions, as soon as possible. 

    Deepen regulatory alignment 

    • Identify opportunities for increased regulatory alignment between Canada and the EU, including through advancing work under CETA’s Protocol on the Mutual Acceptance of the Results of Conformity Assessment.
    • Bolster formal consultative mechanisms on EU and Canadian legislation and regulations, including CETA’s Regulatory Cooperation Forum. 

    Increase transatlantic security through a new era of EU-Canada security and defence cooperation, including the full implementation of the EU-Canada Security and Defence Partnership 

    • Bolster our bilateral dialogue and operational cooperation in all areas of joint interest in support of peace, security and defence – such as maritime security, cyber issues and hybrid threats.
    • Advance cooperation on the climate-security nexus and expand joint efforts in maritime security by identifying opportunities for coordinated naval activities.
    • Expand cooperation on defence capabilities, in particular by creating opportunities for increased defence industrial cooperation.
    • Secure and protect our democratic institutions by preventing and countering foreign information manipulation and interference (FIMI) through increased cooperation through relevant EU, Canadian and multilateral initiatives, such as the Canada-hosted G7 Rapid Response Mechanism.
    • Consider Canada’s further participation in EU Permanent Structured Cooperation (PESCO) projects, with an aim towards joint development of capabilities and greater interoperability.
    • Increase defence procurement cooperation through Canadian collaboration with ReArm Europe/Readiness 2030:
      • launch work towards a bilateral agreement related to the Security Action for Europe (SAFE) instrument
      • explore the possibility of establishing an administrative arrangement between Canada and the European Defence Agency 

    Shape the digital transition and promote exchanges in education and on innovation for technologies of the future 

    • Deepen cooperation in the framework of the EU-Canada Digital Partnership, and hold the first EU-Canada Digital Partnership Council later this year to drive this process forward.
    • Advance cooperation on AI, cybersecurity, secure digital communication and advanced connectivity, secure and trusted communications infrastructure (including 5G and subsea cables), the transparency and resilience of global tech supply chains, digital identity, quantum science, data spaces, online platforms and fighting FIMI.
    • Advance regulatory cooperation under the Digital Partnership, notably in AI and cybersecurity, so as to work towards the mutual recognition of AI and cybersecurity product certification including under the CETA Protocol on Conformity Assessment.
    • Deepen collaboration by leveraging Canada’s association to Horizon Europe, including on high priority topics, and exploring its potential participation in EU’s 10th Framework Programme.
    • Expand cooperation for access to world-class high-performance computing infrastructure through Horizon Europe.
    • Support research and industrial collaboration in research security, artificial intelligence, semiconductors, quantum sciences, cyber security, climate change, oceans, circular economy, polar research and researcher mobility and training, including through the Canada-EU Digital Partnership and under the EU-Canada Science and Technology Cooperation Agreement.
    • Promote and defend the freedom of academic and scientific research and the protection of scientists.
    • Increase people to people ties, improve mobility and recognition, including in higher education and research through Erasmus+, the European Research Council and the Marie Skłodowska-Curie actions. 

    Fight climate change and environmental degradation and facilitate the transition to climate neutrality 

    • Support for carbon pricing and industrial decarbonization as priority cooperation areas to combat climate change.
    • Bolster competitiveness through cooperation on carbon pricing systems and carbon border measures.
    • Work with international partners to promote the full, swift and effective implementation of the goals and targets of the Kunming-Montreal Global Biodiversity Framework.
    • Collaborate to achieve an internationally legally binding instrument on plastic pollution covering the full lifecycle of plastics at INC 5.2.
    • Collaborate on the implementation of the Just Energy Transition Partnerships.
    • Jointly call for ambitious action to implement the Paris Agreement, in line with efforts to keep the 1.5°C warming goal within reach.
    • Continue working with other international partners to promote relevant international instruments to combatting climate change, biodiversity loss, and pollution.
    • Welcome Canada joining the Global Energy Transition Forum launched by the European Commission to deliver on the goals of tripling the world’s renewable energy capacity and doubling the global annual rate of energy efficiency improvement by 2030 in parallel to a transition away from fossil fuels in energy systems.
    • Work together as co-conveners of the Global Methane Pledge to deliver on the goal of reducing global methane emissions by at least 30% from 2020 levels by 2030.
    • Advance cooperation on the climate–security nexus by exploring a Climate-Security Dialogue. 

    Crisis management 

    • Advance public and private investments, notably in sustainable, inclusive, resilient and quality infrastructure, including through our shared G7 commitment under the Partnership for Global Infrastructure Investment and the EU’s Global Gateway strategy. At the same time, we recognize that investments in human development are a key enabling factor for just and sustainable digital and green transitions.
    • Strengthen cooperation on international crisis response and enhance cooperation on emergency management with the signing of an Administrative Arrangement between the Department of Foreign Affairs, Trade and Development of Canada and the European External Action Service on international cooperation in emergency planning and crisis response.
    • Respond more effectively to humanitarian crises and explore the possibility of a humanitarian administrative arrangement to align priorities and facilitate coordination.
    • Build health security and resilience through enhanced partnerships, including an administrative arrangement on medical countermeasures.
    • Building on the sale of 22 Canadian-built DHC-515 water bombers to the EU and Member States, explore further opportunities to share mutually beneficial technology and expertise in combating disasters. 

    Justice and Home Affairs 

    • Explore cooperation between Eurojust, the European Public Prosecutor’s Office and the Canadian authorities in the field of criminal justice.
    • Advance the implementation, ratification and entry into force of the-EU-Canada Passenger Name Record Agreement.

Kenya, for example is rolling out LPG expansion, electric cooking and bioethanol alternatives with support from private sector investment, Tanzania is integrating clean cooking solutions into its national electrification plan and broader energy transition strategy while Ghana has adopted a multi-pronged approach, enhancing LPG affordability and scalability.     Business leaders from across the UK have welcomed the government’s modern Industrial Strategy. The Strategy is a 10-year plan to promote business investment and growth and make it quicker, easier and cheaper to do business in the UK.

    The plan focuses on 8 sectors where the UK is already strong and there’s potential for faster growth: Advanced Manufacturing, Clean Energy Industries, Creative Industries, Defence, Digital and Technologies, Financial Services, Life Sciences, and Professional and Business Services.
