    BEIJING, May 30 (Xinhua) — China’s overseas portfolio investment (excluding reserve assets) reached 1.42 trillion U.S. dollars by the end of 2024, official data released by the State Administration of Foreign Exchange showed Friday.

    According to the agency, of the total investment, $859.8 billion was invested in shares, and $557.5 billion in bonds.

    Non-bank financial institutions held $795.5 billion in foreign portfolio investment assets, or 56 percent of the total. Banks held $422.1 billion, or 30 percent of the total.

  • MIL-OSI Russia: HSE students took all the prize places at the Russian Cup from the Federation of Sports Programming

    The final of the Russian Cup in sports programming in the discipline “Algorithmic programming” took place. From Faculty of Computer Science Seven students and one teacher took part in the competition. The entire podium was occupied by students of the educational program “Applied Mathematics and Computer Science” National Research University Higher School of Economics.

    The competition took place in person in Moscow, where 30 of the strongest participants of the qualifying round from ten regions of Russia were invited: Voronezh Region, Moscow, Moscow Region, Krasnoyarsk Territory, Perm Territory, the Republic of Karelia, the Komi Republic, Rostov and Saratov Regions, as well as St. Petersburg.

    The finalists were given three hours to solve eight problems. The first, second and third places were taken by students of the educational program “Applied Mathematics and Informatics” of the Faculty of Computer Science of the National Research University Higher School of Economics.

    — I am glad that I managed to take second place. It was very difficult to jump higher because of the strong competitor in first place. The selection was held in the form of an online contest, and only 30 of its best participants were invited to the final. It was not difficult for me to pass thanks to my extensive experience in Olympiad programming.

    To win a prize in the final, it is important to be able to quickly come up with ideas for solving problems, as well as quickly and competently implement them. In the final, five people solved six problems each, so the winners among them were determined by the penalty, that is, by the speed of the solution. There were several strong opponents, whom I often encounter in other contests, so the competition was serious.

    URUMQI, May 30 (Xinhua) — Horgos Port, a major railway hub in northwest China’s Xinjiang Uygur Autonomous Region, has handled more than 4,000 China-Europe (Central Asia) freight trains since the beginning of the year, after a train loaded with electronics and mechanical equipment departed for Duisburg, Germany, on Thursday.

    According to the Urumqi Office of China Railway Urumqi Group Co., Ltd., the Horgos railway checkpoint has so far handled a total of more than 46,000 China-Europe/Central Asia freight train trips, bringing the total number of these trains to 87, covering 46 cities and regions in 18 countries.

    Situated on the border between China and Kazakhstan, Khorgos and Alashankou, also known as the Alatau Pass, are the two main railway border crossings in Xinjiang.

    According to previously published data, as of May 26, the Alashankou checkpoint had handled more than 3,000 China-Europe/Central Asia/ freight train trips since the beginning of the year. These trains traveled along 123 routes connecting 21 countries, including Germany and Poland.

    Over the past three years, the capacity of these two railway checkpoints has grown at double-digit rates.

    In 2024, these checkpoints handled 27.5 million tons of cargo, accounting for nearly 70 percent of XUAR’s total land import and export volume. In addition, the number of China-Europe freight trains passing through these two border crossings exceeded 50 percent of the national total.

    On May 28, the students of the university-wide elective course “GR in modern Russia: theory and practice” The projects were evaluated by three commissions consisting of professors.     This academic year, the Department of Theory and Practice of Business and Government Interaction at the National Research University Higher School of Economics celebrated its 20th anniversary. For over 15 years, its key project has been a university-wide elective course. It is attended not only by HSE students, but also by representatives of other universities, government agencies, commercial organizations, etc.

    The department was one of the first at the university to use a project-based approach to teaching. “Students in our elective write their final theses not as classic coursework or diploma theses, but as projects, including group projects, aimed at solving specific problems. This is due to the fact that the faculty of the department are practicing politicians, officials and entrepreneurs,” notes Alexander Shokhin.

    The head of the department himself annually supervises the preparation of several projects. In the current academic year, one of them was devoted to youth entrepreneurship; a team of four people worked on it: two HSE Master’s students and two elective students who had already received a higher education.

    “Writing the paper under the guidance of Alexander Nikolaevich was exciting, but incredibly inspiring,” says Alena Velikanova, a first-year student in the master’s program.Media management” He was deeply immersed in the topic, guided us, helped to build a clear structure for the research and set the accents.     Another team of students, led by Professor Vladimir Salamatov, developed a project entitled “Development of the Northern Sea Route in the Context of Eastern Transport Infrastructure and Integration into International Transport Corridors.” It included Sergey Kharyushin, a second-year student in the bachelor’s program “State and municipal administration“, Alexey Proskurin, HSE graduate, head of the data analytics department of the Moscow Department of Information Technologies, and Elizaveta Metelyova, head of the operational analytics department of the Analytical Center under the Government of the Russian Federation.

    “The Northern Sea Route is a unique transport artery that connects Europe and Asia. After the introduction of sanctions, it became the most relevant, many problems associated with its use became more acute, and their solution required the combined efforts of various departments and shippers. The Northern Sea Route expands every year, attracts new participants, and last year it set a historical record for cargo turnover,” explains Elizaveta.

    “We have developed a number of recommendations – for example, we proposed creating the Main Directorate of the Northern Sea Route, an independent institution that will coordinate interdepartmental cooperation between Rosmorrechflot, Rosatom, the Ministry of Digital Development, Communications and Mass Media of Russia and other structures on this issue.     “I came to this department because it is unique. People who have achieved great results, worked or work in very important positions and, of course, have invaluable experience work here. They all understand that only the state or only business will not be able to solve the issues of our country’s development, that their alliance is needed for this. Both in professorial lectures and in student projects, the topic of interaction between business and government is highlighted every time,” Vladimir Salamatov notes.

    According to his assessment, there is a noticeable differentiation among the elective course participants by educational tracks: not only economists and political scientists come here, but even engineers, graduates of the Higher School of Economics and other universities. By and large, anyone can participate in the selection for the elective course. “I am equally interested in working with first-year students and graduates who perceive the material, including through the prism of their experience,” the professor adds.

    He recommends that elective students “not stand still, constantly study, test themselves, and if you do this constantly, success will not be long in coming.”

    Among the professors of the department who supervised the projects of the students this year was Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova. The topic of one of the projects was devoted to the mechanisms of partnership interaction between the state and large businesses, the state and small businesses, large and small businesses, and another to the landscape of entrepreneurial awards as platforms for interaction between government bodies and businesses and identifying public opinion leaders in the entrepreneurial environment.

    “GR is the art of building a dialogue between business and the state based on mutual trust and strategic vision. Our elective course at HSE is a unique platform where future economists, managers and analysts learn to understand real decision-making mechanisms by working with relevant cases from practice. In the modern economy, where the regulatory environment is rapidly changing, such competencies are becoming critically important.     At the end of this academic year, 45 students of the university-wide elective course “GR in Modern Russia: Theory and Practice” defended 27 projects, including 12 group projects. The range of scores was quite large. The maximum score, which only some managed to get, was 9 out of 10. It gives the right to apply for publication in the electronic journal “Business. Society.     URUMQI, May 30 (Xinhua) — The Standing Committee of the People’s Congress of northwest China’s Xinjiang Uygur Autonomous Region on Friday announced regulations to promote economic development at border crossings, which will take effect on July 1 this year.

    The document noted that people’s governments of counties, cities and prefectures where checkpoints are located should strengthen the construction of a comprehensive transportation network, checkpoint inspection infrastructure, and commodity inspection and control facilities to promote transportation connectivity and ensure efficient customs clearance.

    Under the new rules, local border crossings are encouraged to promote the development of multimodal transport and build modern logistics bases and centers that combine functions such as transportation, warehousing, packaging, distribution and delivery.

    Local authorities should improve the placement of production facilities within the checkpoint area and promote international cooperation in production chains and supply chains based on their own resource advantages, according to the provisions.

    SHIJIAZHUANG, May 30 (Xinhua) — The Chinese People’s Liberation Army Air Force (PLAAF) recently conducted aerial refueling training at the Shijiazhuang PLAAF Flight Academy to enhance the combat capability of cadet pilots.

    Moscow, May 30 /Xinhua/ — The Federal Security Service (FSB) of Russia has detained six Russian citizens who committed arson as part of criminal cases on terrorist acts, the agency’s press service reported on Friday.

    The detainees, including a 15-year-old teenager, from the Novgorod, Leningrad and Tyumen regions, carried out arson attacks on transport infrastructure facilities and decorations installed to celebrate Victory Day in the Great Patriotic War, on orders from the Ukrainian special services.

    During interrogations, they explained that they had transferred from 100,000 to 1 million rubles to telephone scammers. After that, they were contacted by “law enforcement officers and special services” who persuaded the Russians to commit arson under the pretext of participating in an inspection of the anti-terrorist security of facilities.

The award is named after the Russian metallurgist and inventor Dmitry Konstantinovich Chernov. Chernov was one of the leading experts in steelmaking of his time. He is the author of a classic course of lectures on steelmaking that has been republished many times. Several generations of Russian artillerymen went through the school under the guidance of this famous metallurgist. D.K. Chernov’s contribution to the theory and practice of metallurgy was highly praised by domestic and foreign scientists.

    • IMF staff and the Ethiopian authorities have reached staff-level agreement on economic policies to conclude the third review of the four-year US$3.4 billion Extended Credit Facility arrangement. Once approved by the IMF Executive Board, Ethiopia will gain access to about US$260 million in financing.
    • Ethiopia’s macroeconomic performance has exceeded program expectations, with better-than-forecast results for inflation, export growth, and international reserves.
    • Maintaining reform momentum remains essential for consolidating recent gains, correcting macroeconomics imbalances, restoring external debt sustainability, laying the foundations for high, private sector-led growth, and ensuring the success of Ethiopia’s homegrown reform agenda.

    Washington, DC: A staff team from the International Monetary Fund (IMF) led by Mr. Alvaro Piris, visited Addis Ababa from April 3 to 17, 2025, to discuss the 2025 Article IV consultation and the third review under the Extended Credit Facility (ECF). Discussions continued at the Spring Meetings in Washington DC, April 21-28, and subsequently. The ECF arrangement was approved by the IMF Executive Board on July 29, 2024, for a total amount of US$3.4 billion (SDR 2.556 billion). Subject to approval by the IMF Executive Board, the third review will make available about US$260 million (SDR191.7 million), bringing total IMF financial support under the ECF arrangement so far to about US$1,849 million (SDR1,406.4 million).

    Today, Mr Piris issued the following statement:

    “The IMF staff team and the Ethiopian authorities have reached staff-level agreement on the third review of Ethiopia’s economic program under the ECF arrangement. The agreement is subject to the approval of IMF management and the Executive Board in the coming weeks. A memorandum of understanding with official creditors is expected to be agreed ahead of the IMF Board’s consideration of the third review.

    “The authorities’ policy actions in the first year of the program have yielded strong results. The transition to a flexible exchange rate regime has proceeded with little disruption. Measures to modernize monetary policy, mobilize domestic revenues, enhance social safety nets, strengthen state-owned enterprises, and anchor financial stability continue to show encouraging results. Macroeconomic indicators have performed better than expected, with substantially better outcomes than forecast for inflation, goods exports, and international reserves.

    “Recent policy action should help deepen the FX market and tackle remaining distortions. While real exchange misalignment has been corrected and FX availability has improved from a year ago, the spread between the official and parallel market widened again in early 2025 and high fees and commissions persist. Actions that are being rolled out to enhance transparency, reduce costs, ease restrictions on current account transactions, and strengthen prudential regulation will help to improve the functioning of the FX market.

    “Maintaining reform momentum will be key to consolidating gains and securing sustainable high growth. Continued tight monetary and financial conditions will be important for managing inflation and exchange rate expectations. Further revenue mobilization is needed to provide sustainable financing for critical development spending. Reforms to improve the business environment, ensure fair taxation practices, encourage foreign direct investment, and facilitate open dialogue with business will be important to secure private sector investment. Efforts to end the remaining elements of financial repression and develop the capital market will help to mobilize savings and support the efficient allocation of capital.

    “The staff team is grateful to the authorities for the excellent policy discussions and their strong commitment to the success of the IMF-supported economic program. The team met with Minister of Finance Ahmed Shide, Governor of the National Bank of Ethiopia Mamo Mihretu, State Minister of Finance Eyob Tekalign, and other senior officials.     In dollar terms, the country’s exports of goods and services amounted to $326.5 billion, while imports amounted to $280.3 billion, resulting in a positive balance of $46.2 billion, according to the department.

    In March of this year, Peter the Great St. Petersburg Polytechnic University, following the presentation of the University Development Program at the Council of the Ministry of Science and Higher Education of the Russian Federation entered the leading group of universities participating in the Priority 2030 program.

  • MIL-OSI Russia: SPbGASU specialists awarded the St. Petersburg Government Prize for their contribution to the development of education

    On May 29, in the assembly hall of Smolny, the Governor of St. Petersburg, Alexander Dmitrievich Beglov, ceremoniously presented the St. Petersburg Government Prizes for achievements in the field of higher and secondary vocational education.

    In the nomination “Scientific achievements that contribute to improving the quality of training specialists and highly qualified personnel”, the laureates were the rector of SPbGASU Evgeny Ivanovich Rybnov, the head of the department of transport systems and road and bridge construction Stanislav Sergeevich Evtyukov and professor of the department of transport systems and road and bridge construction Alexander Ivanovich Solodkiy. They were awarded the high award for the study “Scientific support for the formation of competencies of highly qualified personnel in the field of intelligent transport systems”.

    One of the most important tasks of the Russian transport system is to ensure maximum efficiency of the transport and road complex by more fully satisfying the needs of the economy and citizens for safe and efficient transport services. This task can be achieved through two mutually complementary areas of activity: the development of transport infrastructure and the introduction of technologies for organizational management of the transport system using modern information, telecommunications and telematic technologies – intelligent transport systems (ITS).

    The paper evaluates the effectiveness of Russian practice in implementing ITS. An algorithm has been developed for creating cooperative ITS, in which, based on high-speed wireless communication, interaction between vehicles, with the infrastructure and with all participants in the passenger transportation processes is carried out.

    The obtained results have been implemented in the system of training and retraining highly qualified personnel, are used in the development of state requirements for the qualifications of experts and specialists in the field of ITS, as well as teachers of the three-level system of training drivers/operators of vehicles, and have been tested at scientific and practical conferences of various levels.

  • MIL-OSI Russia: Rosneft supports social projects for children and teenagers in Russian regions

    Rosneft and its subsidiaries, within the framework of cooperation agreements with Russian regions, are implementing projects aimed at creating a modern social infrastructure and a favorable environment for the development of medicine, mass sports, culture, educational projects and the upbringing of the younger generation.

    Bashneft supports the construction and reconstruction of children’s institutions within the framework of a cooperation agreement with the Republic of Bashkortostan. For example, in 2024, the Children’s Art Center in the village of Verkhneyarkeevo in the Ilishevsky District was reconstructed, a multifunctional educational center was built in the village of Elan-Chishma in the Yermekeyevsky District, Ufa kindergarten No. 2 was improved, and a multifunctional sports and health complex was built on the territory of the Republican Engineering Boarding School in Ufa.

    In the Samara Region, with the support of Rosneft, the reconstruction of schools No. 28 and No. 29 in Syzran, the Harmony gymnasium in Otradny and school No. 24 in Samara has been completed. Thanks to the help of oil workers, the children’s surgical department and the perinatal center of the Syzran Central City Hospital have been equipped with high-tech equipment. They now have an operating table, an operating shadowless lamp and an open resuscitation system for newborns.

    With the support of Rosneft, a new building of the Small Academy of Sciences with modern laboratories, a biotechnology center with laboratories for genomics and the study of ancient DNA, an IT center, a library, a TV studio, a sports hall and a gym was built in Yakutia. Children’s playgrounds and sports grounds were also opened in Yakutsk, Tas-Yuryakh, Myndyb and elsewhere. In the sponsored school of the Botuobuinsky nasleg of the Mirninsky district, in the school where children of indigenous peoples study, the robotics rooms, 3D modeling, and the press center were renovated, a stadium was built and the assembly hall was reconstructed.

    Under the agreement with the government of Yugra, Rosneft supports the construction and reconstruction of educational and sports institutions in the Khanty-Mansiysk Autonomous Okrug. In 2024, a kindergarten, the Lider and MediaQuant youth clubs, and an outdoor sports and play complex were opened in Nizhnevartovsk.

    RN-Yuganskneftegaz is implementing a comprehensive program to support children and young people. In 2024, School No. 9 in Khanty-Mansiysk received modern equipment, including interactive panels and equipment for physics lessons. Much attention is paid to the development of children’s sports: ten sports schools in Yugra received almost a thousand units of modern hockey equipment, including sticks, skates and protective helmets. A modern sports complex was opened in the village of Lyamina.

    In Achinsk, with the support of the Company, major repairs are underway at the inpatient department of the Krasnoyarsk Regional Center for the Protection of Motherhood and Childhood No. 2.

    A project IT laboratory has been opened in Udmurtia and two sports halls have been renovated in School No. 12 in the city of Votkinsk in Udmurtia. The laboratory is equipped with modern technology, including an interactive panel, a 3D printer, a laser 3D scanner and all the necessary software.

    In addition, the Company creates “Rosneft-classes” in the regions of its operations based on the best educational institutions: schools, lyceums and gymnasiums. As part of the project, students receive a high-quality general secondary education. Schoolchildren in grades 10-11 study according to programs with in-depth study of mathematics, physics, chemistry and computer science. The project is aimed at career guidance and motivation of teenagers to enter universities in the Company’s core specialties and subsequent employment of graduates at Rosneft enterprises.

    In the completed academic year, 2.7 thousand schoolchildren studied in 118 Rosneft-classes. The project is being implemented in 56 general education organizations located in 47 cities and towns in 20 regions of Russia.

    In anticipation of International Children’s Day, volunteers of the Company and its subsidiaries are organizing dozens of festive events aimed at developing sports and a healthy lifestyle, and the cultural and patriotic education of youth.

    Kuibyshev Oil Refinery presented an educational interactive project “City of Safety”. Hundreds of children and teenagers have already taken part in it. In a game format, children learn the rules of safe behavior in various life situations, including road traffic and the Internet.

    Workers of the Novokuibyshevsk Oil Refinery organized a holiday for children from social institutions of the city with quizzes dedicated to oil professions. Oil refiners annually organize an ecological family festival “Ecofest” for city residents; this year the festival brought together more than 400 schoolchildren.

    Volunteers of the Syzran Oil Refinery brought gifts to the children of the center for helping children left without parental care. Samaraneftegaz organized a holiday for the children of employees called “Hello, Summer!” with the participation of representatives of the Russian Emergencies Ministry, who conducted a safety lesson in an entertaining manner.

    Employees of the Saratov Oil Refinery conducted an interactive lesson “Ecology” for kindergarten children and donated sports equipment to the social rehabilitation center “Vozvrashchenie”.

    Slavneft-Krasnoyarskneftegaz organized a city football tournament in Krasnoyarsk, during which 150 children had the opportunity to play at a professional stadium. In Krasnoyarsk Krai, oil workers delivered gifts to kindergarten children in the remote village of Kuyumba, overcoming a difficult route by helicopter and special equipment.

    Orenburgneft volunteers conducted a series of eco-lessons as part of the Eco-School environmental marathon, where students were told about a responsible attitude towards the environment.

    Tyumenneftegaz organized a big family day out in the fresh air with sports games, master classes and treats. Volunteers of Kharampurneftegaz organized an excursion to the zoo and an environmental quiz for the children of the Siyanie Severa family center. Volunteers of the corporate institute in Tomsk together with Tomsk Polytechnic University organized a quest game for schoolchildren of the city called “Oil Journey: from the Deposit to the Gas Station”. In a game form, the participants got acquainted with oil and gas professions, and as a reward, the winners received additional points for admission to the university.

    Rosneft Scientific Institute in Ufa is implementing a volunteer project called “Social Tutor”. For the fifth year in a row, the institute’s employees have been voluntarily tutoring children from low-income families online.

    Employees of Rosneft-Stavropol together with representatives of the State Traffic Safety Inspectorate held road safety lessons for preschoolers. At the Rosneft gas station in Stavropol Krai, young guests received educational books with creative tasks “Travel with a Polar Bear Cub” as a gift. In Arkhangelsk, RN-North-West organized an educational event “Children for Safe Roads”, where children studied traffic rules and tried themselves in the role of drivers.

    Rosneft employees take an active part in all-Russian and regional campaigns, including the New Year’s “Wish Tree”, “Help Go to School”, “Give a Child a Holiday”, “Spring Week of Kindness”, “Warmth for Children”, “A Backpack for a First-Grader”, “Let’s Get a Child Ready for School”, “There Are No Other People’s Children”, “Santa Claus in Every Home”, “A Gift for School”, “A Gift from Santa Claus” and others.
