    From creative circles to festivals

    Over the past few years, the capital’s library network has changed noticeably: institutions have become popular city centers for self-development and creativity.     Exports of goods and services in the first quarter of 2025 amounted to about $11.42 billion, down 1.1 percent year-on-year. Imports of goods and services reached about $12.04 billion, up 4.6 percent year-on-year.

    HANGZHOU, May 27 (Xinhua) — China’s Ningbo-Zhoushan Port in east China’s Zhejiang Province, the world’s busiest by cargo throughput, on Tuesday announced three initiatives with three major European ports — Hamburg and Wilhelmshaven in Germany and Valencia in Spain — to build green shipping corridors and promote China-Europe cooperation on low-carbon ports.

    The international shipping industry, which accounts for around 80% of global trade, is currently facing urgent pressure to reduce emissions. Under the above initiatives to decarbonise international shipping, participating ports will engage with shipping companies, cargo owners, energy suppliers, think tanks and other stakeholders to promote zero-carbon technologies, clean fuels and smart management systems on specific shipping routes.

    Key collaborative actions under these initiatives include the construction and use of shore power infrastructure, optimisation of cargo distribution networks, implementation of renewable energy solutions and expansion of clean fuel bunkering capacity to create zero-carbon corridors from port origin to destination.

    Currently, Ningbo-Zhoushan Port serves more than 300 marine container lines, including more than 250 international routes, which connect over 600 ports in more than 200 countries and regions around the world.

    In recent years, increasing the scale of research, development and promotion of green low-carbon technologies has been a particular focus for Ningbo-Zhoushan Port, whose clean energy utilization rate now reaches about 74%.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC: An International Monetary Fund (IMF) team held discussions for the 2025 Article IV consultation for Tuvalu in Funafuti, during May 20-27. The team issued the following statement at the conclusion of the mission.

    RECENT DEVELOPMENTS, OUTLOOK, AND RISKS

    Tuvalu’s economy has experienced a strong recovery from the COVID-19 pandemic. After falling for three consecutive years in 2020-22, GDP growth rebounded strongly at 7.9 percent in 2023, driven by the resumption of construction activity, the trade recovery, and higher government spending. GDP growth in 2024 is estimated to have reached 3.3 percent, supported by continued effects of reopening and major infrastructure projects. Since peaking at 14.2 percent in 2022Q3, inflation has been trending down and slowed to 1.2 percent in 2024, in line with global food and commodities prices and continued easing of shipping bottlenecks.

    The economic recovery is expected to continue, but growth is projected to moderate gradually over the medium term. Growth in 2025 is projected at 3 percent, driven by the construction of the new phase of Tuvalu Coastal Adaptation Project and an increase in public spending. While externally-financed projects are expected to continue to support economic activities, growth is projected to decline gradually to around 1.8 percent over the medium term, due to sluggish productivity growth, increasing emigration, and vulnerability to climate events. Inflation is expected to remain below 2 percent in 2025, reflecting the negative CPI at end-2024 and lower global commodity prices, and to rise gradually to 2.5 percent over the medium term, aligning with inflation dynamics of Tuvalu’s trading partners.

    The fiscal balance is projected to turn to a surplus in 2025 reflecting higher grants but would deteriorate again starting in 2026. Higher grants are expected to more than offset the increase in expenditures and improve the fiscal balance from a deficit of 7 percent of GDP in 2024 to a surplus of 2.9 percent of GDP in 2025. Over the medium term, grants are projected to gradually decline to historical levels of around 27 percent of GDP, while current expenditure pressures would remain elevated. As a result, fiscal balances are expected to deteriorate gradually and reach -6.8 percent of GDP by 2030. Because the projected withdrawals from Tuvalu’s sovereign funds are not sufficient to fully finance the fiscal deficits, foreign financing will be required to close the financing gap. Under these baseline projections, Tuvalu is assessed to remain at a high risk of debt distress.

    Downside risks to the outlook remain high. The global environment has significantly changed this year, reflecting escalated trade tensions, heightened policy uncertainty, and tighter financial conditions.  While Tuvalu’s export exposure is limited, heightened global uncertainty and volatility could affect Tuvalu’s external revenues, including from its internet domain, fishing licenses, and development assistance, and significantly impact Tuvalu’s public finances, external position, and growth outlook. Global risks of heightened trade tensions and higher commodity prices could also increase inflation. A sharp downward correction in financial market returns could affect the performance of Tuvalu’s sovereign funds. Under-performance of public corporations could cause fiscal risks, and further loss of CBRs would severely disrupt cross-border payments. An acceleration of outward migration would exacerbate labor shortages. Extreme climate events and climate change remain major risks to Tuvalu’s economic outlook. Upside risks include higher fishing licenses and grants and greater structural reform momentum, which could accelerate economic growth.

    FISCAL POLICY

    Fiscal policy should balance ensuring fiscal sustainability and supporting Tuvalu’s development priorities. Tuvalu’s high vulnerability to external shocks requires fiscal sustainability and adequate buffers against downside risks. Meanwhile, the government faces significant near-term spending pressures in order to deliver essential public services, while also having to address medium-term climate adaptation costs and labor shortages stemming from increasing emigration.

    A multi-pronged fiscal strategy is required to address these challenges. Given persistent fiscal deficits and Tuvalu’s limited fiscal space, the main elements of the strategy should include: i) gradually reducing fiscal deficits; ii) increasing spending for priority areas; and iii) appropriately using fiscal buffers to stabilize fiscal accounts, cushion against shocks, and address long-term challenges. IMF staff’s simulations show that reducing the fiscal deficit gradually to around 2.3 percent of GDP by 2030 (compared to 6.8 percent of GDP in the baseline scenario) by utilizing the returns of the Tuvalu Trust Fund and the Consolidated Investment Fund (CIF) to finance deficits would keep public debt on a downward path. The domestic current balance would provide an appropriate anchor and is expected to improve to -40 percent of GDP by 2045 under the consolidation scenario, and the value of the buffer fund (CIF) would stabilize at around 40 percent of GDP, which is needed to cover major shocks and downside risks.

    The recommended fiscal strategy entails a combination of revenue mobilization, expenditure rationalization, and resource reprioritization measures. Expenditure measures should primarily focus on unwinding the recent increases in current expenditure, including containing the increase in the wage bill, implementing cost-saving measures for the Medical Referral Scheme and overseas scholarships, unwinding the increase in goods and services spending, and cutting broad-based utility subsidies. Revenue mobilization should prioritize strengthening the compliance and efficiency of tax collection, while considering reviewing tax policies and exploring options to boost tax revenue and streamline tax incentives. Part of the savings from the above measures should be redirected to areas such as targeted protection for the most vulnerable, infrastructure, human capital, and climate resilience.

    Improving public financial management (PFM) can help manage revenue volatility and fiscal risks. The authorities have made progress in PFM, including introducing the new Financial Management Information System and formulating the Medium-Term Fiscal Framework. The publication of Tuvalu’s Fiscal Risk Reports is also welcome. Further efforts are needed to improve budget reliability, strengthen investment management to enhance absorption capacity, implement climate budget tagging, enhance fiscal reporting and transparency on extra-budgetary funds and SOEs, and reinforce procurement management.

    FINANCIAL SECTOR POLICIES

    Establishing effective regulatory and supervisory frameworks is urgently needed. Priorities include strengthening the statutory role and expanding the supervisory perimeter of the Banking Commission of Tuvalu (BCT), issuing the proposed new prudential standards, enforcing the timely submission of prudential returns, and addressing delays in the audits of the financial statements of the financial institutions. These measures should be supported through adequate resourcing of the BCT to conduct both on-site and off-site supervision.

    Continued efforts are needed to strengthen Tuvalu’s connectivity to the global payment system and improve financial inclusion. Tuvalu’s membership of the Asia/Pacific Group on Money Laundering is a welcome step, and the authorities should continue strengthen the legal framework and compliance. Efforts to address Correspondent Banking Relationship pressures should also take into account potentially low ML/TF risk environment in Tuvalu and focus on the outreach to the key foreign regulatory authorities, including a corridor risk assessment. The ongoing efforts to modernize banking services, including the recent launch of Tuvalu’s first ATMs, can help overcome geographical barriers and improve efficiency. Improving financial literacy and establishing a reliable national digital ID system are also crucial for financial inclusion. Meanwhile, introducing digital services should consider supervisory capacities and ensure financial integrity.

    STRUCTURAL REFORMS

    Structural reforms need to be carefully prioritized, focusing on addressing development bottlenecks and attaining higher growth potential. Priorities should include: i) collaborating with local communities to effectively develop the reclaimed land; ii) improving internet connectivity and leveraging IT technology to deliver more public services; iii) ensuring proper maintenance of key infrastructure assets, particularly transportation and utilities including renewable energy; iv) strengthening SOE governance and performance, accompanied by reviewing utility pricing to ensure cost recovery; and v) exploring economic diversification in sectors with higher potential, including agricultural products such as coconut, eco-tourism, and commercial fishery.

    Mitigating the impact of emigration and enhancing climate resilience are crucial. While outward emigration has supported remittances and consumption, measures to enhance both human capital and labor supply are required to address labor shortage issues. The authorities should focus on improving education access and quality, enhancing training, and attracting returning migrants and promoting skill transfer. Facilitating female labor force participation could help bridge significant gender gaps in employment, while alleviating labor shortages. Tuvalu should continue to engage with development partners to secure climate financing and implement major climate resilient projects. In addition, the authorities need to further enhance disaster management through enforcement of amended building codes, use of risk maps to inform planning, and strengthening community disaster preparedness. Accelerating renewable energy production can lower Tuvalu’s energy costs, reduce its external sector vulnerability, and enhance energy security.

    URUMQI, May 27 (Xinhua) — More than 3,000 crossings of China-Europe/Central Asia freight trains have been recorded at the Alashankou railway checkpoint on the China-Kazakhstan border since the beginning of 2025 as of May 26, according to the railway department of northwest China’s Xinjiang Uygur Autonomous Region.

    According to the checkpoint data, during the current year, the average daily volume of freight train crossings through Alashankou was maintained at over 21, with the maximum value being 30.

    Currently, 123 freight routes between China and Europe/Central Asia pass through Alashankou, reaching Germany, Poland and 19 other countries. They carry more than 200 types of goods, including new energy vehicles, mechanical components, electronic products and daily necessities.

    There are two railway checkpoints in Xinjiang, Alashankou and Khorgos.     BEIJING, May 27 (Xinhua) — China will continue to strengthen the role of national-level economic and technological development zones in attracting foreign investment amid its ongoing efforts to expand opening up to the outside world, the Ministry of Commerce said Tuesday.

    The international economic and trade order is currently facing serious upheavals, China’s Vice Minister of Commerce Lin Ji said at a press conference, noting that the role of national-level economic and technological development zones as a basis for stabilizing foreign trade and investment is becoming increasingly prominent.

    By the end of 2024, the number of such zones across the country reached 232, with their combined gross regional product (GRP) amounting to 16.9 trillion yuan (about $2.35 trillion), according to the ministry.

    During the same period, the foreign trade volume in these zones reached 10.7 trillion yuan, accounting for 24.5 percent of the country’s total import and export volume.     Development of small and medium-sized businesses in Moscow

    Entrepreneurship is one of the key sectors of the Moscow economy.     Acting Director of the Institute of Distance Education Sergey Lenshin reported on the Institute’s results for 2024 and development prospects for 2025.

    “Today, most students study in the departments of “State and Municipal Administration”, “Project Management” and “Private Law”. We try to keep the contingent during the training as much as possible, we meet our students halfway, because we understand that people often combine work and study. We also conduct civil and educational activities, we are working on the possibility of creating a military department,” shared Sergey Lenshin.

    Advisor to the rector’s office Sergei Chuev congratulated those gathered on the All-Russian Library Day and proposed opening an Electronic Reading Room in the Main Academic Building as a branch of the Scientific Library of the State University of Management on the basis of the RMC of the State University of Management.

    “We decided to expand the capabilities of our library. It will now be located not only in the flow auditorium building, but there will also be a reading room in the Main Academic Building on the basis of the RUC. There is a spacious room, individual workstations. Where there is access to the Electronic Library System and all the resources that are available in the main hall,” said Sergey Chuev.

    Created in Nizhny Novgorod campus of HSE International Laboratory of Dynamic Systems and Applications conducts deep theoretical research and applied studies, including the study of ocean waves, solar corona reconnections, volcanic phenomena and ship stability. Its scientists, who have won more than 20 significant scientific grants over the past 5 years, actively collaborate with Russian and foreign colleagues from China, Spain, the USA, Great Britain, Brazil and other countries.     — When was the laboratory created?

    — Let’s start with 2014, when colleagues from the Mathematics Department of the Moscow HSE suggested creating a department on the Nizhny Novgorod campus, and we were fired up by the idea. Together with five colleagues, we moved from the Nizhny Novgorod State University to the HSE in Nizhny Novgorod, and in 2015 we opened the first intake of undergraduate students for the Mathematics educational program, a total of eight people.

    Then the recruitment began to expand, and I began inviting people from UNN. We worked as research fellows at the Laboratory of Theory and Practice of Decision Support and simultaneously taught students.

    In 2017, we separated into the Laboratory of Topological Methods of Dynamics, and in 2019, we won a mega-grant from the Government, and this was the only mega-grant in fundamental mathematics won in the Nizhny Novgorod region in the entire history of projects. Our leading scientist Dmitry Turaev is also a former Nizhny Novgorod resident, now a professor at the British Imperial College, a renowned specialist in the field of dynamic systems.

    The laboratory began to grow rapidly, and in parallel with the increase in scientific work, we also expanded our educational areas: we created a postgraduate program, a master’s program, and this year we are opening a new bachelor’s program in applied mathematics.

    — Tell us about the priority areas of the laboratory’s work.

    — Initially, our laboratory was created primarily as a center for fundamental scientific research. Mathematics is a self-sufficient science, and there are always people who are interested in learning its own laws. An equally important activity is to explain how these laws work in practice. Recently, the laboratory team has noticeably expanded with researchers actively engaged in applied developments.

    — What applied areas would you highlight?

    — We have problems that come from physics. For example, we studied the effects of reconnection in the solar corona. From the point of view of deep mathematical theory, we explained the mechanism of solar flares. If we imagine the surface of the Sun as a two-dimensional sphere, then the magnetic charges on the surface create domes that change their location depending on the configuration of the charges. When the domes collide, so-called separators appear, visually manifesting themselves in the occurrence of a solar flare. The mechanisms of dome reconnection were explained using the bifurcation of the birth of a heteroclinic curve, widely known in the theory of dynamic systems.

    We also managed to explain the pattern recognition algorithm by the existence of an energy function in a dynamic system. In general, tasks related to the construction of such functions are very important. All dynamic systems are largely dissipative, that is, they lose energy over time. We managed to establish the relationship between the energy function and the dynamics of the system. That is, a scientist, even without knowing the system, can measure the indicators of its energy function and say a lot about the dynamics of the system.

    These are just the applications I have worked with personally. But there are many employees in the lab developing other applied areas.

    Efim Pelinovsky and his student Ekaterina Didenkulova conducted a theoretical analysis of internal waves that arise in the ocean during an explosive eruption of an underwater volcano. They calculated the characteristics of the wave field for different ratios between the radius of the explosion source and the depth of the basin. And they showed that the field of internal waves has the form of frequency-modulated groups, of which the head group has the maximum amplitude. The wave of maximum height in this train arrives significantly later than the weak head wave, which makes it possible to prepare for the approach of dangerous waves.

    Ioann Melnikov studies the dynamics of waves in both linear and nonlinear weakly dispersive models. In his work with shallow water equations, there is an interesting question about finding non-reflective bottom profiles, due to which a wave can propagate freely over large distances (with conservation of energy), which is important for applications. Together with Efim Pelinovsky, he obtained a countable family of limited bottom profiles and a continuous family in the form of underwater slides. Research into weakly nonlinear and weakly dispersive models (described by Korteweg-de Vries type equations) is also aimed at finding and studying waves that propagate with a constant speed and unchanged shape (in particular, soliton solutions). In this way, a classification of soliton solution shapes was obtained in the generalized Korteweg-de Vries equation, and now the question arises of how this classification can change with a different account of nonlinearity and dispersion.

    Fedor Peplin studies computational fluid dynamics, motion dynamics and stability of high-speed vessels. New criteria for the stability of hovercraft have been obtained. A model of the dynamics of an hovercraft with flexible skegs has been constructed, allowing for the design of amphibious vehicles for use in hard-to-reach regions. Issues related to the damping of various types of high-speed vessels have been studied. Work is currently underway to obtain new, more precise criteria for the stability of promising amphibious vehicles, taking into account the design features and operating conditions of the vehicles. Methods for modeling the dynamics of flexible pneumatic structures in a fluid flow are also being developed.

    — There are several scientific groups within the laboratory, conducting research in different directions. How did you manage to unite them?

    — The forming direction is dynamic systems, but almost all phenomena in the world fall under the definition of “dynamic systems”. Thus, Natalia Stankevich uses them for research in biology and medicine, and Alexey Kazakov is engaged in numerical calculation for specific systems of differential equations describing such phenomena as turbulence, Celtic stone, Chaplygin’s top, etc.

    Under the umbrella of dynamic systems in the laboratory, specialists in such fundamental mathematical areas as algebra, geometry, topology, function theory, etc., which are not directly related to dynamic systems, also feel great. There is a very strong group of physicists involved in fluid mechanics. Often, such scientific symbiosis brings unexpected results at the junction of research areas.

    — How do you attract such diverse specialists?

    — As a rule, a young or established scientist appears in the laboratory as a participant in some won grant or project. The laboratory management does everything possible to create comfortable conditions for the employees, welcoming any creative initiative. People appreciate this and in most cases remain in the team after the end of the project, some even move to Nizhny Novgorod for permanent residence.

    Another source of promising researchers is educational activity. Since the laboratory serves several educational programs, the range of which is expanding every year, the number of professors and teachers naturally increases. Due to the presence of a scientific department, teachers have a smaller workload than in their previous places of work. The newly arrived employees are happy to devote their free time to scientific research.

    The main source of influx of personnel, of course, are students of our program “Fundamental and Applied Mathematics”.

    We try not only to attract students to scientific research, but also to track their emerging interest in a timely manner. We offer to work as an intern, some come in the first year of the bachelor’s degree. We involve them in active scientific life, grants, schools, conferences. The overwhelming majority stay in the laboratory, and this is a huge driving force

    We have now reached a staff of 60 employees, almost like a small research institute.

    — How important do you consider mentoring and personal example to be in science?

    — Extremely important. Specifically for our team, we managed to ensure the continuity of generations. In our laboratory, we have employees who are over 75–80 years old, very experienced scientists, some of whom studied with Academician Alexander Andronov, his closest associates and students. There are not so many middle-aged scientists (like me), but we managed to show young people scientists with a high academic culture, such as my scientific supervisor Vyacheslav Grines and his colleagues from the school of nonlinear oscillations.

    Let me remind you that the scientific school of nonlinear oscillations was created in Gorky (now Nizhny Novgorod) by young scientists who moved to the then closed city, headed by the future academician Alexander Andronov. A physicist by profession, he sought to describe mathematical models of physical processes and phenomena, to translate them into mathematical language. He created the radiophysics department at Gorky University, then the Institute of Applied Mathematics and Cybernetics was organized, and a scientific school was formed, known in the world as the school of dynamic systems.

    — How do you manage to find resources for research?

    — We constantly apply for grants and development programs — for established researchers, young people, external and internal to HSE. Over the past 5 years, we have won 21 grants — that’s a lot for a relatively small team. Thanks to young and experienced colleagues who go through the very labor-intensive application process. In general, the main rule of an ambitious team is to never stop at what has been achieved. Even if it seems that today you already have everything you wanted, you must constantly set new goals for yourself.

    — How was the international academic cooperation project formed and how does it work?

    — The project with Shanghai Tongji University is a joint Russian-Chinese grant, it began in 2024 and is designed for three years. The project mainly involves fundamental research in the qualitative theory of dynamic systems. We met the Chinese co-director of the project, Bin Yu, back in 2010 in France, where we worked together with world-class dynamist Christian Bonatti. To date, we have already written several joint articles.

    International scientific cooperation, exchange of ideas is always great. Our young employees went to China, and everyone really liked the atmosphere at the partner university. It is a great joy to have the opportunity to discuss your scientific ideas with interested people.

    — Do the laboratory and its staff work outside the university, implementing the educational function of HSE?

    — The annual international conference “Topological Methods in Dynamics” has been gathering like-minded scientists from all over the world within the walls of the Nizhny Novgorod HSE for 9 years now.

    This year we are holding another scientific conference dedicated to the 30th anniversary of the Nizhny Novgorod Mathematical Society, of which I am currently the president.

    For 6 years now, every March we have been holding a school for students called “Mathematical Spring”, inviting different lecturers and speakers, and judging by the students’ feedback, this is a very interesting format for them.

    For the second year in a row, we are organizing a student school at the Sirius Mathematical Center together with colleagues from Moscow State University and Moscow Institute of Physics and Technology.

    A good initiative was the holding of the All-Russian review of students’ diploma works, which will be held for the fifth time this year.

    In June-July we hold a thematic shift for schoolchildren called “Intellectual”. The children are immersed in mathematics, including applied mathematics, computer science, and artificial intelligence. It has been held for the tenth time, in recent years – in the “Salut” camp in the Nizhny Novgorod region.

    Throughout the school year, we have a “Mathematical Academy”, where schoolchildren gain their first experience working with scientific research. Our scientists generously share interesting tasks with young talents, and under their guidance, students annually become winners of the “Scientific Society of Students” research paper competition.

    I would like to emphasize once again that all this would be impossible without our youth with their energy and enthusiasm. It is great that we have them and that there are more and more of them.

    The inclusion of a bank in the list of SZKO will entail the application of increased surcharges to capital adequacy standards. Thus, for large banks, the specified standard is 2.5%, and for systemically important banks – 3.5%. In the near future, the Central Bank of the Russian Federation will develop a new matrix of surcharges, which will be differentiated for different organizations.

    “Increased premiums are necessary so that if the bank’s financial situation worsens, there are more opportunities to emerge from the crisis,” noted the regulator’s representatives.

    The Museum of Time and Clocks presents exhibition, dedicated to the 80th anniversary of the victory in the Great Patriotic War.

    Among the historical exhibits is a rare collection of anniversary wristwatches that were produced by Soviet factories to mark memorable dates associated with the victory over Nazi Germany.

The watch company “Slava”, the watch manufacturer “Polet-Chronos”, the jewelry factory “Nika”, the brand “Anton Sukhanov”, the Uglich watch factory and others exhibited this year’s models dedicated to the 80th anniversary of the Victory.

    China’s Ministry of Emergency Management said in a statement that forecasters were expecting heavy rain and thunderstorms in Guizhou Province, areas south of the Yangtze River and much of southern China over the next three days.

    The current round of precipitation promises to be the heaviest since the start of the year, leaving a number of regions facing a high risk of natural disasters due to heavy rainfall, the statement said.

    BEIJING, May 27 (Xinhua) — New sources on the participation of Soviet volunteer pilots in the war were recently handed over to the Nanjing Anti-Japanese War Martyrs’ Memorial Museum, the Yangtze Wanbao (Yangtze Evening Newspaper) reported.

    Chinese-American Lu Zhaoning donated 37 relics, including foreign newspapers, magazines, books and other items, to the museum. The donation ceremony was held last week at the museum in Nanjing, capital of east China’s Jiangsu Province.

    BEIJING, May 27 (Xinhua) — As of 5 p.m. on May 26, China had harvested 70.05 million mu (about 4.67 million hectares) of winter wheat, and combine harvesters had harvested more than 4 million mu of wheat fields every day over the past three days, according to the Ministry of Agriculture and Rural Affairs.

    BRUSSELS, May 27 (Xinhua) — European Union (EU) ministers on Tuesday approved a 150 billion euro (about 170.23 billion U.S. dollars) defence fund, the first major defence investment programme at the EU level, the EU Council said in a press release.

    The fund’s resources will be channelled through a new instrument called “Safeguard Measures for Europe”, which offers EU member states long-term loans at competitive rates for investments in the defence industry through joint procurement, the document says.
