On Monday, July 21, Deputy Prime Minister of the Russian Federation – Chief of the Government Staff Dmitry Grigorenko visited the Novosibirsk Region on a working visit. One of the items on the agenda was a visit to Novosibirsk State University, where guests were presented with developments of the Center for Artificial Intelligence (CAI) and the Advanced Engineering School (AES) of NSU.

During the meeting, the rector of NSU, academician of the Russian Academy of Sciences Mikhail Fedoruk, introduced the vice-premier to the history of the university, told him what is special about NSU, what it is now and what are the plans for the near future. He noted the special role of the university as a center of attraction for innovations and its contribution to the development of Akademgorodok, Novosibirsk and the country as a whole. Mikhail Fedoruk also emphasized that all the main strategic technological projects that the university is implementing within the framework of the Priority 2030 program are somehow related to new technologies and artificial intelligence.

The AI Center employees, in turn, presented a number of projects that are at various stages of readiness. In partnership with Rostelecom, a whole line of video detectors is being developed that monitor various situations that require the intervention of emergency and city services.

Currently, about two dozen such detectors have been created, some of which have already been installed for testing in real conditions at the university campus facilities. In the future, the developers want to move on to creating detectors capable of tracking several specified signs or threats at once in order to optimize the operation of video surveillance systems.

A prototype of an autonomous intelligent assistant for visually impaired and blind patients was also presented, operating on the basis of using large language models and artificial intelligence technologies. This is a joint development with another industrial partner of the AI Center – the Novosibirsk branch of the Federal State Autonomous Institution “NMITs “MNTK “Microsurgery of the Eye” named after Academician S.N. Fedorov” of the Ministry of Health of the Russian Federation.

    — The principle of operation of this system is simple: a video camera will “see” instead of a person, the information from which will be sent to a portable computer, which will convert it into text. Then the text description is converted by a voice assistant and sent through headphones directly to the patient, — explained the head of the project at the NSU Center for Information Technologies Alexey Okunev.

Another area of work is related to monitoring atmospheric and noise pollution in municipalities. Here, the partner of the NSU Center for Informatics and Information Technologies is the Novosibirsk company CityAir, which specializes in the production and maintenance of networks and services for monitoring the quality of atmospheric air. Together with the university, the company intends to more widely implement artificial intelligence technologies in its work, thereby increasing the capabilities of the supplied equipment.

The NSU Advanced Engineering School has presented a “digital core” project for oil companies. NSU is the lead organization of a consortium that won a grant of 210 million rubles to develop digital core methods, an innovative tool that will help the Russian oil industry improve the efficiency of extracting hard-to-recover oil and gas reserves. The research will be conducted using the latest synchrotron, the Siberian Ring Photon Source (SKIF), located in the science city of Koltsovo.

    — The subject of digital core combines the most advanced methods of mathematical modeling, experimental research techniques and data processing. The unique capabilities of synchrotron radiation will allow us to close these areas, making it possible to instrumentally track the impact of various methods of increasing oil recovery on rock and choose the most optimal scenarios for developing hard-to-recover oil and gas reserves, — commented Sergey Golovin, Director of the Advanced Engineering School of NSU, Professor of the Russian Academy of Sciences.

Dmitry Grigorenko highly praised the developments presented to him, while emphasizing that any remarkable results should not remain “a thing in itself,” and it is necessary to move on to their implementation in the real sector of the country’s economy as quickly as possible.

    — Such visits by representatives of the country’s leadership are very important for us. We get the opportunity to tell the top officials of the state about the results of our work, to understand from their reaction how relevant our developments are and, in case of a positive assessment, to receive support in implementation, which today is one of the most difficult barriers for most developers, — commented on the results of the visit the director of the NSU Center for Information Technologies Alexander Lyulko.

BEIJING, July 23 (Xinhua) — Young girls have become the main consumers of health products on Chinese e-commerce platforms. In traditional Chinese medicine (TCM) hospitals, “national health products” such as candied sweet rice (also known as babaofan) are widely popular among young people, and various immune-boosting drugs are gradually becoming the “fourth meal” for young people…

Such phenomena are not uncommon in China. More and more young Chinese are paying attention to a healthy lifestyle and forming a new health trend.

In contrast to traditional concepts of maintaining the health of the older generation, young people do not simply “drink more hot water” or “use immunomodulators,” but strive to implement a healthy lifestyle into all aspects of their lives.

Zhang Yongjian, head of the Research Center for the Development and Supervision of Food and Pharmaceutical Industry at the Chinese Academy of Social Sciences, noted that the rise in education, more convenient access to scientific information in the field of health, as well as the trend towards “rejuvenation” of chronic diseases are forcing more and more young people to monitor their health more closely.

According to the China Institute of Industry Research, the 15-25 year old group of young people is gradually becoming the main consumers in the health care market, and the related methods in this field are also becoming more and more diverse.

Recently, the hashtag “TCM salon beats milk tea outlet in popularity” has been trending on Chinese social media Weibo. In response to the preferences of young people, some TCM pharmacies make special milk tea and sour plum soup, and some also serve them along with medicinal dishes.

The First People’s Hospital in Chengdu, Sichuan Province, southwest China, sells special TCM medicinal dishes according to the health maintenance methods of different seasons. “One of the milk teas with turmeric and cinnamon is very popular with young people,” said Liu Yan, deputy head of the hospital’s clinical dietetics department.

As young people increasingly pay attention to healthy lifestyles, the health care product industry is booming. According to a report by marketing agency iiMedia Research, the health care product market has been growing steadily over the past five years and is expected to reach 423.7 billion yuan (about $59.1 billion) in 2027.

“When consumers buy milk tea, they prefer low-sugar, low-fat products that have ingredients listed on the label,” said a worker at a confectionery shop in Changchun, northeast China’s Jilin Province, noting that big brands are starting to pay attention to adding healthy ingredients and their products are popular with young people who eat healthily.

In addition, scientific and technological means also help Chinese youth improve their health. For example, with the popularization of intelligent health testing equipment such as smart bracelets, personal health management is simplified and more efficient.

“You’ve been sitting for over 90 minutes!” – the smartwatch of 32-year-old programmer Zhang Yang vibrates, reminding him to get up and move around. After Zhang Yang took a break from work and performed a set of traditional Chinese breathing exercises called “Baduanjin”, the mobile health management app updated his activity in real time.

According to the data, in the first quarter of 2024, shipments of wearable devices in the Chinese market grew by 36.2 percent year on year to 33.67 million units. Some smartwatches have increasingly advanced health monitoring features, including heart rate and blood saturation monitoring.

“Maintaining health is no longer just advice from elders, but a quantitatively measurable aesthetic of daily life,” said Liu Junkang, CEO of Jinaitang Health Management Company.

According to him, there are three key trends in healthy living among young consumers: using data to customize their daily routine, rethinking traditional treatments in a modern way, and prioritizing enjoyable and practical experiences in maintaining good health, which are changing the structure of the industry in the country.

BEIJING, July 22 (Xinhua) — China is willing to continue working with all parties to push for tangible progress in the high-quality joint construction of the Belt and Road for common development and a win-win future, Foreign Ministry spokesperson Guo Jiakun said Tuesday.

The diplomat made the remarks at a daily press briefing when asked to comment on a recent report on the Belt and Road Initiative. According to the document, the value of projects under the Belt and Road Initiative in the first six months of this year exceeded the total amount of projects for the whole of 2024, reaching a record high. As some media outlets and experts have noted, China’s growing engagement with countries participating in the Belt and Road Initiative stands in stark contrast to the approach of the United States, which imposes high tariffs on trading partners around the world. Many countries see cooperation under the Belt and Road Initiative as an opportunity to deepen ties with China.

Guo Jiakun pointed out that the joint construction of the Belt and Road has entered a new phase of high-quality development: from Eurasia to Africa and Latin America, from infrastructure and institutional connectivity to people-to-people connectivity. The fruits of this cooperation have benefited the people of more than 150 countries.

To support this, the official cited some of the results of the Belt and Road demonstration projects. For example, the Jakarta-Bandung high-speed railway has served more than 10 million passengers; the total number of trains dispatched within the China-Europe freight rail service has exceeded 110,000 trips; the new land-sea corridor between China and Latin American countries, linking the port of Chancai in Peru with the port of Shanghai in China, has opened for traffic in both directions; the installed capacity of solar power plants jointly built by China and African countries has exceeded 1.5 GW; “small and beautiful” projects such as the “Lu Ban Workshop” and the “juncao” grass cultivation technology have led many households onto the path to a prosperous life.

Guo Jiakun noted that after more than a decade of development, the joint construction of the Belt and Road, which is based on promoting connectivity, has expanded to a platform for industrial and trade cooperation, helping more countries integrate into international industrial chains and jointly safeguarding the stability and resilience of global supply chains.

According to the diplomat, in carrying out cooperation within the framework of the “Belt and Road”, China firmly adheres to the principle of “joint consultation, joint construction and joint use”, the concept of openness, greenness and integrity, as well as the pursuit of high-standard, sustainable and human-centered development. At the same time, China strives to promote the modernization of all countries, Guo Jiakun added.

KUNMING, July 22 (Xinhua) — Law enforcement agencies from China, Laos, Myanmar and Thailand on Tuesday launched the 155th joint patrol of the Mekong River to combat cross-border crime.

The patrol officially began at around 9 a.m. Tuesday, when three Chinese vessels left Jingha Port in southwest China’s Yunnan Province. Patrol vessels from Laos and Myanmar also set out from ports in Laos and Myanmar at the same time, heading to a pre-designated area.

The four-day, three-night joint patrol involves more than 100 law enforcement officers from China, Laos, Myanmar and Thailand, as well as seven patrol vessels from those countries, excluding Thailand. The mission will include combined water-land inspections and training in some key waters on the Mekong River, aimed at combating drug trafficking, fraud, smuggling and illegal migration.

During the patrol, the relevant law enforcement agencies of the four countries will also hold an information-sharing meeting in Chiang Saen, Thailand, to review the security situation in the Lancang-Mekong basin and identify priority areas for further cooperation.

The previous joint patrol ended at the end of June this year. During it, representatives of the joint patrol group organized various preventive actions in villages, schools and enterprises in the coastal zone, distributing more than 1,000 anti-drug leaflets and 4,000 educational materials.

The Mekong River, known in China as the Lancangjiang, is one of the most important waterways for transboundary shipping in Southeast Asia. Joint patrols of the Mekong involving China, Laos, Myanmar and Thailand have been conducted since December 2011. –0–

The parties exchanged views on strengthening political dialogue, cooperation in the areas of energy, transport and trade, and also touched upon current challenges in the area of regional security.

Following the talks, a joint press conference was held. M. Bochorishvili emphasized the importance of ensuring sustainable peace and stability in the South Caucasus, expressing hope for the earliest possible achievement of a peace agreement between Azerbaijan and Armenia. The head of the Georgian Foreign Ministry placed special emphasis on the trilateral format of cooperation between Azerbaijan, Georgia and Armenia. “We believe that we have the potential to continue cooperation between the three countries in this format,” she said.

    J. Bayramov, for his part, confirmed the unwavering support for Georgia’s territorial integrity and highly appreciated the level of political relations between the two states. TEHRAN, July 22 (Xinhua) — Iranian Foreign Minister Abbas Araghchi said on Tuesday that his country is ready to resume indirect talks with the United States on the condition that sanctions are lifted and Tehran’s right to use nuclear technology for “peaceful” purposes is respected.

The diplomat made the statement at a meeting with members of the Iranian parliament’s National Security and Foreign Policy Committee, as reported by the official Iranian news agency IRNA, citing committee member Yaghub Rezazadeh.

According to the legislator, A. Araghchi noted that “if sanctions are lifted and Iran’s right to use peaceful nuclear technologies is respected, indirect negotiations with the United States will take place before the issue of /activating/ the sanctions rollback mechanism is raised in October.”

The sanctions snapback mechanism is part of the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). It allows other parties to reimpose all international sanctions if Iran fails to comply with the agreement.

As Y. Rezazadeh pointed out, in addition, the head of the Ministry of Foreign Affairs announced preparations for negotiations on the Iranian nuclear program between Iran and Russia, as well as a meeting of representatives of Iran and three European countries – France, Great Britain and Germany, which is scheduled to take place on July 25 in Istanbul and will be devoted to the same issue.

Iran signed the JCPOA with six countries – Britain, China, France, Germany, Russia and the United States – in July 2015. Under the deal, Tehran agreed to curb its nuclear program in exchange for sanctions relief.

In 2018, the United States unilaterally withdrew from the deal and reimposed sanctions on Iran, prompting Tehran to begin gradually backtracking on its nuclear commitments. –0–

PARIS, July 22 (Xinhua) — The US withdrawal from the United Nations Educational, Scientific and Cultural Organization (UNESCO) runs counter to the fundamental principles of multilateralism, UNESCO Director-General Audrey Azoulay said on Tuesday.

Expressing deep regret over the decision taken by US President Donald Trump, O. Azoulay warned that the country’s withdrawal from the organization would primarily affect UNESCO’s American partners, in particular communities applying for inclusion of sites on the World Heritage List, obtaining the status of “UNESCO Creative City” and the creation of UNESCO Chairs.

The United States announced on Tuesday that it would withdraw from UNESCO by the end of December 2026, just two years after rejoining, marking the country’s third exit from the organization.

According to a statement from the US State Department, the decision was made in connection with UNESCO’s policy, which Washington believes “promotes divisive social and cultural initiatives” against the backdrop of the Israeli-Palestinian conflict.

Commenting on the statement, the UNESCO Director-General expressed regret over the US decision, rejecting the arguments made. She stressed that the organization remains “a rare forum for consensus building through concrete, action-oriented multilateralism.”

    O. Azoulay assured that the US withdrawal from UNESCO in 2026 and the loss of American funding will not affect the normal activities of the organization, since its financial position has been significantly strengthened.

“We have undertaken major structural reforms and diversified our funding sources. Thanks to the efforts made by the organization since 2018, the decline in US financial contributions has been effectively offset,” the CEO said. –0–

LONDON, July 22 (Xinhua) — Several U.S. nuclear bombs have been delivered to a British air base, marking the first deployment of U.S. nuclear weapons on British soil since 2008, local media reported Tuesday.

As reported by the UK Defence Journal on July 20, the US-run Royal Air Force Lakenheath air base in Suffolk, East Anglia, received B61-12 thermonuclear bombs. These are free-fall nuclear bombs weighing about 320 kg, designed to be dropped from aircraft.

The bombs were allegedly delivered from the Air Force Nuclear Weapons Center in New Mexico using a C-17 military transport aircraft. The aircraft was flying with its transponders on, making it easy for foreign governments and air traffic monitors to track its movements.

As the Times newspaper clarified, citing military experts, the nature of the American transport plane’s flight indicated a “one-way delivery,” which indicates a permanent placement of weapons, rather than a routine movement.

Neither the US Department of Defense nor the UK Defense Ministry commented on the incident.

Ahead of the NATO summit in The Hague in June, British Prime Minister Keir Starmer announced the purchase of at least 12 new F-35A fighter jets from the US for a total of almost £1 billion (about $1.35 billion). –0–

WASHINGTON, July 22 (Xinhua) — The United States on Tuesday announced its decision to withdraw from the United Nations Educational, Scientific and Cultural Organization (UNESCO), two years after rejoining it.

According to a statement from the US State Department, the decision was made in connection with UNESCO’s policy, which Washington believes “promotes divisive social and cultural initiatives” against the backdrop of the Israeli-Palestinian conflict.

“UNESCO’s decision to admit the ‘State of Palestine’ as a member state is highly problematic, runs counter to US policy and contributes to the spread of anti-Israeli rhetoric within the organization,” the statement said.

The US withdrawal from UNESCO will take effect at the end of December 2026.

This is the third time the United States has withdrawn from the organization, and the second time during the Donald Trump administration. Since the start of Trump’s second term this year, his administration has already announced withdrawals from the Paris Climate Agreement, the World Health Organization, and the UN Human Rights Council. –0–

BEIJING, July 22 (Xinhua) — Chinese State Council Premier Li Qiang signed a State Council order on issuing regulations to promote high-quality development of rural highways and ensure that they meet the needs of comprehensive rural revitalization and accelerated agricultural and rural modernization.

The regulations on rural highways, which will take effect on September 15, stipulate that the development of rural highways should be in line with China’s coordinated efforts to promote new-type urbanization and all-round rural revitalization.

The document notes the need to adhere to the principle of equal attention to construction, management, maintenance and operation, gradually improving a comprehensive, accessible, safe, practical, convenient and efficient rural transport infrastructure network.

It is stated that the quality of rural highway networks should be improved and their connections with national and provincial highways should be ensured to promote the integration of urban and rural transportation. Existing rural highways that do not meet the minimum technical requirements should be upgraded.

The document provides for strengthening the management and maintenance of rural roads through a clear division of responsibilities, and also requires regular inspections and the identification of hidden safety threats.

As emphasized in the regulations, local governments at all levels should promote the integrated construction of rural roads and related infrastructure facilities, industrial parks and tourist attractions located along them, which will promote the comprehensive development of rural passenger transportation, freight logistics, postal services and express delivery, and enhance the ability of rural roads to serve economic circulation between urban and rural areas. –0–

Moscow, July 22 /Xinhua/ — The draft memorandums on peace settlement handed over to each other by Russia and Ukraine should become the main topic of the third round of direct Russian-Ukrainian talks. Moscow does not expect any “miraculous” breakthroughs, any forecasts for achieving peace in Ukraine are currently impossible. This was stated at a briefing on Tuesday by the press secretary of the Russian president Dmitry Peskov.

“The topic of the negotiations is quite complex: in addition to other issues, of course, it will be necessary to discuss those very draft memoranda that were exchanged during the second round,” D. Peskov pointed out.

According to him, “of course, there is no reason to count on any breakthroughs from the category of miracles. It is unlikely that this is possible in the current situation.” The Kremlin representative emphasized that the Russian side intends to defend its interests and ensure their achievement.

    D. Peskov did not estimate the time frame for a possible agreement on a Ukrainian settlement, emphasizing that this depends on many factors.

“I would not estimate potential timeframes at all. It depends on many factors, and now any forecasts will be wrong,” the press secretary of the Russian president said.

Moscow proceeds from the fact that Kyiv has still not lifted the ban on negotiations with Russian President Vladimir Putin. “To be fair /it should be noted that/ this ban is still in effect. This is an obvious fact,” added D. Peskov.

According to him, Moscow and Kyiv need to work a lot before discussing the prospects of a summit meeting. –0–

  • MIL-OSI Russia: There are no advantages – 40% of Russians do not see the advantages of the digital ruble

    Translation. Region: Russian Federal

    Source: Mainfin Bank –

An important disclaimer is at the bottom of this article.

What pros and cons do Russians see in the new digital currency?

The citizens surveyed believe that the new currency, which is to be launched in the foreseeable future, has its advantages. 10% of respondents named security, reliability, protection from fraudsters as advantages, another 3% each – ease of payments and the possibility of state control. There were significantly more disadvantages:

12% of Russians noted a low level of personal data protection; excessive control by the state – 8%; linking of electronic wallets to the Internet – 6%; difficulty of use – 4% of citizens.

Only 6% of survey participants did not see any disadvantages to the new form of payment – the same result was recorded a year earlier. The majority of citizens are wary of digital assets, and consider state control over the personal finances of the population to be excessive.

How do citizens rate their readiness to use digital rubles?

Russians also assessed their own awareness of the electronic ruble – 7% of citizens know well how the new currency works, 45% have a general idea, 43% have only heard the term. At the same time, few Russians want to personally use digital rubles:

24% would definitely not like to use a new form of payment; 27% said that they are rather not ready for experiments; another 14% of respondents found it difficult to answer; 26% of Russians are generally not against using the digital ruble; only 9% of people definitely want to try electronic currency.

According to the survey results, only 35% of respondents agree to use digital rubles. It is interesting that over the past two years, this figure has increased – previously, only 30% of Russians expressed such readiness.

Why are Russians wary of the digital ruble?

Experts assured that the skepticism of the population is the result of low awareness of digital assets: people are afraid of everything unknown, especially in the area of personal finance. The possibility of total state control also raises concerns, although the authorities promise that the level of supervision will be the same as in the banking system.

“It is necessary to conduct explanatory work and build up the information campaign as the digital ruble is prepared for a large-scale launch,” the Central Bank of the Russian Federation stated.

Let us recall that the project was supposed to start on July 1, but the regulator was forced to postpone the deadline due to the banks’ unpreparedness to work with the platform. Now the Central Bank of the Russian Federation proposes to introduce the digital ruble no later than September 1, 2026. There is still more than a year left until the new deadline, but experts doubt that even then the new form of payment will be available to every citizen – commercial banks are actively opposing the project’s implementation due to the risk of a significant reduction in commission income.

The Moscow State Historical and Ethnographic Theatre invites you to a performance based on the poem by Alexander Tvardovsky. The audience will see episodes of military life with all its difficulties, difficult choices, fear, small joys, hope and dream of a peaceful life. The role of Vasily Terkin will be played by several actors at once.

Director Mikhail Mizyukov sees in Tvardovsky’s work not just a chronicle of everyday life in war, but a story built according to the laws of Russian popular prints. The stage laconically combines the original Russian and the Soviet, the plausible and the fantastic, the comic and the tragic, the heroic and the lyrical. The entire canvas of the play is permeated with soldiers’ folklore – songs about the hardships of service and longing for home, perky ditties, daring dances, wise proverbs and sayings.
