  • MIL-OSI Russia: IMF Executive Board Concludes 2025 Article IV Consultation with Malaysia

    Washington, DC: On February 25, 2025, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Malaysia and endorsed the staff appraisal without a meeting on a lapse-of-time basis.[2]

    Malaysia’s economic performance has improved significantly in 2024. The economy grew by 5.2 percent (y/y) in the first three quarters of 2024, supported by strong private consumption, buoyant investment, improvements in external demand for electrical and electronic products, and a recovery in tourism. Labor market conditions have been strong, with the unemployment rate low at 3.2 percent in 2024Q3. Meanwhile, inflation has been stable around 2 percent, and the ringgit appreciated against the U.S. dollar by 2.6 percent in 2024.

    Current policies are focused on rebuilding fiscal buffers, augmenting growth potential, and strengthening social protection while preserving macroeconomic and financial stability. The landmark Public Finance and Fiscal Responsibility Act (FRA), enacted in 2023, aims to strengthen fiscal management and governance. Fiscal consolidation continued in 2024, with the overall fiscal deficit estimated to have declined from 5.0 percent of GDP in 2023 to the budget target of 4.3 percent of GDP in 2024, supported by subsidy reforms and strengthening of the sales and service tax. Bank Negara Malaysia (BNM) has kept the Overnight Policy Rate (OPR) unchanged at 3.0 percent since May 2023. Under the Economy MADANI Framework, the authorities have developed a set of concerted policy frameworks that focus on increasing incomes, addressing climate change, promoting digitalization, and enhancing governance.

    Executive Board Assessment

    In concluding the Article IV consultation with Malaysia, Executive Directors endorsed the staff’s appraisal as follows:

    Malaysia’s favorable economic conditions provide a window of opportunity to build macroeconomic policy buffers and accelerate structural reforms. Malaysia’s strong growth momentum is expected to be sustained in the near term, with growth projected at 4.7 percent in 2025. Inflation, which eased to 1.8 percent in 2024, is projected to increase to 2.6 percent in 2025 on account of the anticipated implementation of gasoline subsidy reforms, before moderating to 2.3 percent in 2026. Malaysia’s external position in 2024 is preliminarily assessed to be stronger than the level implied by medium-term fundamentals and desirable policies.

    Risks to growth, mostly external, are tilted to the downside, while inflation risks are tilted to the upside. Downside external risks include deepening geoeconomic fragmentation, a growth slowdown in major trading partners, and intensification of geopolitical conflicts, while upside growth risks include faster implementation of investment projects. The upside risks to the inflation outlook stem from global commodity price shocks and potential wage pressures from increases in minimum wage and civil servants’ pay.

    Fiscal consolidation should continue to rebuild buffers and achieve the medium-term targets set under the FRA. Staff recommends achieving a small structural primary balance by 2027. Building on successful subsidy reforms, including for electricity and diesel, staff recommends gradually phasing out remaining fuel subsidies. Revenue mobilization efforts toward a more broad-based and efficient tax system are warranted. Reintroducing the GST could help achieve this goal. The associated impact of fiscal reforms on vulnerable households should be mitigated by well-targeted cash transfers. Staff welcomes the historic enactment of the FRA and recommends its swift and thorough implementation.

    The current neutral monetary policy stance is appropriate. Going forward, monetary policy should remain data dependent. BNM should stand ready to tighten monetary policy if upside inflation risks materialize. Maintaining exchange rate flexibility is essential.

    Financial systemic risks appear contained, and the financial sector remains sound. Banks’ capital and liquidity positions are robust. Credit growth, corporate and household balance sheets, and real estate markets do not pose systemic risks at this juncture. Continued vigilance is warranted against pockets of more highly leveraged borrowers, interlinkages between banks and non-bank financial institutions, and climate and cyber risks—although spillover risks from these areas remain contained. Given the strong growth and accommodative financial conditions, pre-emptive broadening of the macroprudential policy toolkit could be considered.

    Staff encourages swift implementation of the structural reform initiatives to enhance productivity and inclusive growth. The ongoing development of the PADU digital registry can help strengthen social safety nets and public service delivery. Investment incentives to promote high-growth and high-value industries should be well-targeted and ring-fenced. Further efforts are warranted toward Malaysia’s transition to net-zero emissions and readiness for Artificial Intelligence. Staff welcomes the authorities’ efforts to strengthen governance and the anti-corruption framework.

    Denis Manturov held a meeting on the development of the automotive industry.

    First Deputy Prime Minister Denis Manturov held a meeting on the prospects for the development of the automotive industry until 2035. Currently, interested departments, on behalf of the First Deputy Prime Minister, are already preparing their proposals to update the Strategy for the Development of the Automotive Industry of the Russian Federation until 2035, approved at the end of 2022.     “It is important to conduct joint work of all departments and ensure the interrelation of the developed updates to the industry strategy for the development of the automotive industry with both the Transport Strategy of the Russian Federation – in terms of infrastructure development and balance with other types of transport, and with the Energy Strategy – in terms of the use of traditional and alternative types of fuel,” noted Denis Manturov.

    The event, which took place at the Government Coordination Centre, was attended by Deputy Prime Ministers Alexander Novak and Vitaly Savelyev, Minister of Industry and Trade Anton Alikhanov, Minister of Transport Roman Starovoit, representatives of the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Economic Development, the Ministry of Emergency Situations, the Ministry of Energy, the Ministry of Internal Affairs and other federal and regional executive bodies, as well as leading companies in the industry.

    Deputy Minister of Industry and Trade Albert Karimov spoke about the factors and prerequisites that, according to the Ministry of Industry and Trade, could have the greatest impact on the development of the domestic automobile industry in the period 2035–2050. Among the key factors is the expansion of the use of alternative fuels in the industry.

    “In the strategic aspect of the development of the domestic auto industry, the further introduction of transport on environmentally friendly fuel is a priority for us. We already have state support measures in place for the conversion of equipment to gas motor fuel, as well as measures stimulating the production of electric transport. The development of commercial transport on liquefied natural gas and hydrogen is currently being discussed. The use of these types of fuel improves the environment, helps reduce greenhouse gas emissions, and meets the climate goals of achieving carbon neutrality by the Russian Federation by 2060,” said Deputy Prime Minister Alexander Novak.

    The Ministry of Industry and Trade identified the further development of the sharing economy, an increase in the share of electric transport and driverless cars as other factors that will influence the appearance of the Russian auto industry.

    The meeting participants also agreed to work out options for fine-tuning government support measures, thanks to which the promising image of the domestic auto industry will be formed.

    Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko visited Rosreestr and familiarized himself with the main results of the agency’s work in the field of digital transformation of government services and services in the real estate sector over the past five years.

    During the visit, key digital projects were demonstrated: the Federal State Information System for Maintaining the Unified State Register of Real Estate (FGIS EGRN), the unified digital platform “National Spatial Data System” and the agency’s Cybersecurity Center.

    “Today, Rosreestr is one of the leaders in innovation among government agencies. Over the past five years, the service has achieved a major breakthrough in digitalization. This is especially important, given that Rosreestr services are the most widespread and in demand among citizens. For example, the share of electronic mortgages has increased 9 times and reached 84%. Rosreestr has also become one of the first agencies to actively implement high-tech services using artificial intelligence,” said Dmitry Grigorenko.

    He noted that the digital assistant “Eva” made it possible to automate the process of receiving documents in the MFC. At the same time, the service is used by state registrars of Rosreestr during legal examination, which allows processing 30-40 packages of documents daily instead of 10, as was previously the case. By the end of the year, it is planned to scale “Eva” to the entire country. The “Smart Cadastre” service made it possible to massively identify unregistered real estate objects using neural networks, eliminating manual point analysis and door-to-door canvassing.

    According to the head of the department Oleg Skufinsky, over the past five years, Rosreestr has done a lot of work to reengineer processes and digitalize services. In 2020, the service faced serious challenges. The Unified State Register of Real Estate (USRRE) FGIS was not implemented in 34 of the largest regions of the country, which is 70% of the data, or 110 million real estate objects. Interaction with the MFC was entirely on paper, which led to the department’s archives being overfilled.

    “In an unprecedentedly short time during 2020, we completed the transition to a single centralized system – the Unified State Register of Real Estate. In 2021, we approved the Rosreestr Development Strategy and the departmental digital transformation program – it is one of the largest and sets 374 indicators for 2025. We reengineered processes, switched to paperless document flow with the MFC and ensured extraterritorial acceptance of documents at the MFC in all regions of the country. We ensured the creation of a single domestic electronic cartographic basis – today the digital map of the country is already 72% complete,” the head of the department said.

    According to him, at the end of 2023, Rosreestr put into commercial operation a single digital platform, the National System of Spatial Data (NSPD), which consolidates data on land and real estate. Today, 20 services for people, the state and business operate on the basis of NSPD. Also, on the instructions of the Government and in cooperation with the Ministry of Digital Development, all mass socially significant services of Rosreestr have been transferred to a single portal of public services.

    It was also noted that in 2024, the service provided 407 million services, which is 3 times more than 5 years ago. And the share of electronic services has increased 3 times since 2020, to 60%. The term of registration of rights has been reduced by 3.6 times, to 1.4 days, and the term of cadastral registration – by 2.5 times, to 1.6 days. Suspensions of registration of rights have been reduced by 2 times, to 1.2%, and of cadastral registration – by 6.8 times, to 1.63%.

    In addition, as part of large-scale work to optimize public administration in the field of land and real estate, the public-law company (PLC) Roskadastr was created in 2022.

    Instead of the two institutions and two joint-stock companies that previously operated, one full-cycle enterprise has emerged. Also, using funds from a special treasury loan, a sewer collector is being built along Lokomotivnaya Street in Rostov-on-Don. Currently, its technical readiness is 95%.     Meeting Academic Council of the National Research University Higher School of Economics February 26 was dedicated to science. The participants of the meeting discussed the results of the university’s scientific activities, the work of the postgraduate school and dissertation councils through the prism of the priorities of the country’s scientific and technological policy. In addition, a competition was held to fill the positions of professors and teachers.

    HSE Rector Nikita Anisimov gave a report on the scientific activities of HSE. He emphasized that HSE has established itself as a research university and that the further development of science should be inextricably linked with the tasks facing the country. They have been defined in key documents of the last two years, including decrees of the President of Russia on national goals, priority areas of scientific and technological development and the most important science-intensive technologies and other strategic development documents.

    In his report, Nikita Anisimov noted that changes that facilitate the integration of HSE into solving technological leadership problems are already underway at the university – in particular, new institutes and laboratories have been opened, partnerships with industry have been expanded, etc.

    It is important that HSE has managed to maintain the high quality of fundamental research. This is confirmed by the university’s position among Russian universities in terms of the number of scientific articles of the 1st level of the national “White List” indexed in databases: HSE ranks 2nd. The rector emphasized that this is the result of the motivation system created at the university – academic bonuses. Thus, in 2020, 1,050 employees received academic bonuses, in 2024 – 1,139.

    The rector noted that the volume of R&D at the university in 2024 amounted to more than 8.5 billion rubles, since 2020 it has grown by more than 3 billion rubles. HSE is among the top 3 universities in terms of R&D in Russia. The main topics of research and development at HSE are economic and social-humanitarian areas. To increase the contribution of the university team to solving the problems of technological leadership, the share of STEM topics in the HSE fundamental research program has been increased to 45% in 2026.

    While maintaining HSE’s integration into global science, the next step in the development of scientific activity is to concentrate efforts on technologies that are in demand by the state, society and business. It is necessary to move from individual research to large projects, from isolated fundamental research to full-cycle interdisciplinary projects, from integration into the global agenda to participation in its formation. “It is important for us that the scientific schools and teams of the university intensify their interaction with their industrial partners as much as possible,” the rector added.

    Head of the Academic Council Commission for the Organization of Scientific Research, Dean Faculty of Economic Sciences Sergey Pekarsky supported the theses proposed by the rector. In his opinion, everything that the university has achieved in recent years is important not only to preserve, but also to critically rethink and reconfigure in order to respond to modern challenges.

    About the activity postgraduate studies at the National Research University Higher School of Economics said Vice-Rector Sergey Roshchin. Currently, the university has 1,317 postgraduate students, including 142 foreigners, 59 programs in 72 scientific specialties, 23 postgraduate schools. The unified track “Master’s degree – postgraduate study” is being successfully implemented. The effectiveness of postgraduate study (the share of those who defended their theses on time from the number of those accepted in the corresponding year) varies across faculties and subject schools, and it needs to be increased to 30% in 2026, including by increasing the responsibility of departments for the result.

    First Vice-Rector Vadim Radaev spoke about the dissertation councils of the National Research University Higher School of Economics. There are 21 dissertation councils at the HSE, including 369 permanent members, while dissertations are reviewed by committees consisting of 900 scientists, including 620 external ones. The number of defenses has increased from 71 in 2020 to 180 in 2024. The speaker described the new criteria for assessing the publications of applicants and members of dissertation councils introduced by the Higher Attestation Commission, and the corresponding adjustments that are coming at the National Research University Higher School of Economics.

    The Academic Council meeting also held a competition for filling the positions of the teaching staff in the form of a secret ballot. Based on the results of the vote, a decision is made on whether to elect or not to the position; its results will be announced in the near future.     The students discussed with the military the importance of patriotic education and the preservation of traditional values. They asked what the main quality of a real man is.

    A cold mind and kindness. When, in any difficulties, you pull yourself together and do what you must, without thinking about your own interests, Andrey Sergeevich is sure.

    The participants discussed the importance of humanitarian aid in the SVO zone. The moderator of the meeting, Associate Professor of the Higher School of Social Sciences Ivan Kolomeitsev said that from the very beginning of the special military operation, the university has been actively supporting its participants, and also collecting and sending humanitarian aid to residents of new regions. The guests noted that the support of volunteers and caring people helps them a lot.

    We are very grateful to everyone for their contribution. The guys always greet the vehicles with humanitarian aid with enthusiasm, they are even happy about condensed milk, – said Eduard Vadimovich.

The best debutant was recognized as SIBINTEK, and the diploma “For the Will to Win” was awarded to the RN-Transport team.

    On March 1, 2025, a concert of the Gaudeamus Chamber Choir of the Bauman Moscow State Technical University was held at the State University of Management as part of the implementation of inter-university cultural and educational projects to popularize cultural heritage.

    Choral music is one of the most democratic forms of art, and the amateur choir “Gaudeamus” is a vivid example of this. It mainly consists of students, graduates and teachers of the Bauman Moscow State Technical University. The founder, artistic director and conductor of the choir is Honored Artist of Russia, Professor Vladimir Zhivov, the conductor-choirmaster is Honored Cultural Worker of Russia, Associate Professor Ekaterina Alikina.

    The group introduced the audience to the genre of choral miniatures, performing pearls of Russian classic choral art, works by contemporary composers and Russian folk songs.

    The choir specializes in performing music a cappella, i.e. without instrumental accompaniment.

    The works of A. Dargomyzhsky, P. Tchaikovsky, M. Glinka, M. Balakirev, G. Sviridov, S. Taneyev, Yu. Falik, M. Parkhaladze, Ts. Cui, Yu. Efgrafov, V. Kalinnikov based on poems by A. Pushkin, M. Lermontov, V. Zhukovsky, A. Blok, F. Sologub, I. Brodsky and others were performed.

    The concert ended with thunderous applause from the audience and the student anthem “Gaudeamus Igitur”, after which the choir is named.

    Instilling a love for good music through choral performance is a wonderful way to introduce students to cultural heritage. Choral singing helps to create a sense of unity and belonging to something big. The audience appreciated the high level of professionalism of the Gaudeamus choir and the emotional depth of the choral performances.

    The choir members noted the wonderful acoustics of the atrium of the Information Technology Center of the State University of Management, which helped the performance.

    March 1 marked three years since the opening of the headquarters of the Moscow City Branch of the All-Russian Student Rescue Corps on the territory of the State University of Management. Congratulations to our volunteers on this date!

    It should be noted that the Moscow City Branch of the VSKS is one of the largest branches of the All-Russian Student Rescue Corps, which includes more than 400 volunteers from 19 squads on the territories of higher and secondary educational institutions of the capital, as well as 8 school rescue squads.

    MGO VSKS as of today:

    — organized security at more than 60 major events; — made 5 missions to the territory of the Luhansk and Donetsk People’s Republics as part of the Moscow-VSKS-Donbass project and helped 56 families by carrying out emergency recovery operations and delivering humanitarian aid to residents of villages and towns; — organizes and delivers aid to military personnel in the SVO zone; — works in the joint headquarters of the Kursk and Rostov regions, the city of Anapa, and also conducts missions to the Belgorod, Tver and Zaporozhye regions, the LPR and DPR; — conducts training for the population and popularizes a culture of security.

    In 2024 alone, more than 100 master classes and 50 safety towns were held, and about 19,000 Muscovites and guests of the capital took part in them.

    MGO VSKS is not just an organization, it is a friendly team of like-minded people united by a common goal – to help people in trouble. This is a community where mutual assistance, responsibility and professionalism are valued.

In particular, they discussed the introduction of a regime for the expulsion of illegal migrants, the creation of a register of controlled persons who do not have the right to be in Russia, limiting the number of SIM cards sold to foreign citizens, tightening the requirements for concluding contracts for the provision of communication services, including the collection of biometric data, as well as a law aimed at combating fictitious marriages and adoptions.

    These measures are aimed at creating a more effective system for combating illegal migration and forming a legislative framework for combating illegal actions.

    Professor Volokh also noted that at the current stage of development, it is necessary to develop and approve a new Strategy for the State Migration Policy of the Russian Federation by the Head of State, as provided for by the Constitution of the Russian Federation. This will ensure a more systematic and long-term approach to managing migration processes.

    From February 23 to 28, the qualifying round of the 10th Industry Championship of Professional Skills of the Rosatom State Corporation, Atomskills-2025, in the Engineering Design competency was held at SPbGASU.

    The championship was held within the framework of the federal innovation platform “Innovative methodology for the formation of digital professional competencies of students and specialists in the construction industry” implemented at SPbGASU. The organizer was the Educational Center for Digital Competencies of our university.

    The objective of the “Engineering Design” competency is to demonstrate the participants’ abilities in developing and analyzing design and working documentation for facilities of any complexity based on initial data, within the framework of the technical assignment and current regulatory documentation, using information modeling technologies.

    The championship participants were third- and fourth-year students of various training programs. Five teams of four people took part in the championship, each of whom developed their own section. The teams included the following specialists:

    SPOIM – a specialist responsible for coordinating sections with each other and modeling using information modeling technology; a builder – a specialist responsible for the architectural and construction section of the project; a technologist – a specialist responsible for the engineering sections of the project; an electrician – a specialist responsible for the electrical section of the project.

  • MIL-OSI Russia: NTO and Roscosmos have identified the best schoolchildren in space technologies

    On March 1, the closing ceremony of the space profile finals took place in Moscow National Technology Olympiad (NTO), whose project office operates at the National Research University Higher School of Economics. The names of the winners and prize winners were announced in three areas at once: “Aerospace Systems”, “Analysis of Space Images and Geospatial Data” and “Satellite Systems”. The best were 21 schoolchildren from 13 regions of Russia. The competition was traditionally held with the support of the State Corporation “Roscosmos”.

    Space profiles are among the very first in NTO, and their popularity and demand are only growing. This academic year, applications were submitted by about 4.5 thousand students of grades 8-11 from different parts of the country. However, only 90 participants made it to the final stage. The final competition and the closing ceremony took place within the walls of the university that organized the space profiles — RTU MIREA.

    During the final tests, the participants in teams solved real engineering problems directly related to promising projects in the space industry. The schoolchildren developed a system for analyzing meteorological data to monitor the ice conditions in the northern seas and a satellite that simulates the solution of problems of remote sensing of the Earth. In addition, the finalists made attachments for the rover and programmed the control system.

    The award ceremony was opened by RTU MIREA Rector Stanislav Kudzh: “We are not just holding the Olympiad, but are part of the Roscosmos network, are a strategic partner and train personnel for the corporation. I hope that among you there will be those who will enroll in our university, enroll in other leading universities. And you will continue to glorify our science and our country with your deeds.”

    Evgeny Ivankin first took part in NTO in 2018/2019 in the profile on autonomous transport systems, and the following year he switched to the space track and became a prize winner in the profile “Analysis of space images and geospatial data”. After graduating from school, he successfully performed in the student track and became the winner of the profile “Geospatial digital twins”. The diploma of the school track of NTO helped Evgeny to enter the University of Innopolis without entrance examinations, and the victory in the student track – to get an internship at the company “Innogeotech”, where he transferred to a permanent position and develops geoinformation systems – a direction directly related to the profiles in which he won.

    Another inspiring example is Alexey Gilenko, the winner of the Satellite Systems profile in NTO – 2022/2023. After winning, Alexey entered Bauman Moscow State Technical University, and then joined the team of organizers of his native profile. Now he works at the Education of the Future center and helps develop tasks for new participants.

  • MIL-OSI Russia: Financial News: Citizens May Establish Self-Ban on Loans

    Since March 1, a person can voluntarily refuse the opportunity to enter into credit or loan agreements through State Services and thus protect themselves from a situation where fraudsters issue a loan in their name.

    To “turn on” the mechanism, you will need to record a special ban in your credit history. Self-ban may vary: by type of creditor (bank or microfinance organization), by method of applying for a loan or credit (in the office and remotely or only remotely).

    A person will be able to cancel the self-prohibition if they really want to get a loan or credit. To do this, they need to submit an application through Gosuslugi, which will have to be certified with an enhanced electronic signature (it can be issued for free in the Gosklyuch application) – this is additional protection against fraudsters. The ban will be lifted one day after the relevant information is entered into the citizen’s credit history. Such a cooling-off period will help people make a more informed decision about the need to get a loan or credit.

    Before issuing consumer loans and credits, banks and microfinance organizations will have to check whether the borrower’s credit history contains information about self-prohibition. If a prohibition is established, the lender must refuse to issue a loan. If, despite the established prohibition, the lender concludes an agreement, he will not be able to demand that the borrower fulfill his obligations under the loan.

    The same service will later be available through the MFC – they must implement the possibility of self-prohibition by September 1, 2025, by which time they need to prepare their systems and employees to accept applications without interruption.

    Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov summed up the results of the competitive selection of entities for the provision of a single subsidy for the creation of tourism infrastructure for 2025–2027 within the framework of the national project “Tourism and Hospitality”.

    “President Vladimir Putin has set the task of increasing the contribution of the tourism industry to GDP to 5% by 2030 and increasing the number of trips around the country to 140 million people. Within the framework of the national project “Tourism and Hospitality”, subsidies will be sent to the regions for priority areas for a specific territory. These funds – in the amount of 27 billion rubles – will be used to develop infrastructure for autotourism, create tourist routes and improve city centers. This will create additional opportunities for increasing tourist flow and economic growth in the regions,” said Dmitry Chernyshenko.

    Regions may allocate funds at their own discretion, including for the construction of infrastructure on automobile tourist routes, the creation of camp sites and the purchase of camping tents, the development of beaches and national tourist routes, and the implementation of projects to develop tourist centers in cities. Possible areas include the purchase of tourist equipment and gear, the creation of non-permanent berthing structures, and the holding of festivals.

    “Since 2025, we have increased the annual volume of the single subsidy by almost one and a half times, to 9 billion rubles, which will allow regions to implement larger-scale projects and increase the number of tourist trips – the main indicator we focus on. We have also provided for the possibility of directing funds to priority areas, including the creation of infrastructure for auto tourism. Based on the results of the selection, the leaders in terms of support volumes were Krasnodar Krai, Moscow, Sverdlovsk and Nizhny Novgorod regions and Stavropol Krai,” said Minister of Economic Development Maxim Reshetnikov.

    In total, based on the results of the competitive selection, the subsidy will be sent to 84 entities, including the Zaporizhia and Kherson regions, the Donetsk and Lugansk People’s Republics.

    A single subsidy has been sent to regions for tourism development since 2024. Thus, in Krasnodar Krai, 38 projects were supported last year. For example, work was carried out to ensure an accessible environment in the Anapa sanatorium, and year-round heated swimming pools appeared in Mostovsky, Tuapse, Temryuk districts, Armavir, Anapa and Sochi thanks to the subsidy.

    In the Kaluga Region, two projects were implemented to create non-capital berthing infrastructure on the Oka River, which contributed to the development of shipping, including the launch of excursion routes. Also, a project to create a tourist code for the city of Tarusa was implemented in the region.

    In the Volgograd Region, support was given to projects to create 15 campsites, in which 41 rooms and campsites were created. Such facilities appeared in six districts of the region and the city of Volzhsky.

    In the Kirov region, where the city of Kirov received the status of the New Year’s capital of Russia, a number of events were held with the subsidy funds, and a new city tourist route “Gates of the Russian North” was created, tourist navigation was updated, the “Gates of the Russian North” object was installed and a new public space was opened – Spasskaya Square.

  • MIL-OSI Russia: With the support of Rosneft, a competition of reindeer herders’ skills was held in Yugra

    Samotlorneftegaz, one of Rosneft’s key production assets, provided support for the jubilee 10th Reindeer Herders’ Mastery Competition for the Khanty-Mansiysk Autonomous Okrug – Yugra Governor’s Cup. The competition is timed to coincide with the 80th anniversary of the Great Victory.

    The large-scale event was attended by more than 1.5 thousand people. The competition among reindeer herding families in Yugra is included in the regional calendar of event tourism and is a large-scale celebration of the national culture and sports traditions of the Khanty and Mansi peoples. Participants competed in five all-around disciplines – harnessing reindeer, reindeer sled racing, transporting firewood on sleds, throwing a tynzyan (lasso) on a khorey (a pole for driving reindeer), and running on hunting skis. In addition, the skills of reindeer herding were assessed.

    The competition site recreated the authentic atmosphere of a camp of indigenous peoples of the North: tents were installed, a procession of festive reindeer teams was held. Guests saw an extensive musical and interactive program with performances by folk groups. Craft workshops, play areas, sports grounds were open, and northern delicacies were offered.

    Preservation of the national culture of the indigenous peoples of the North and their traditional way of life is one of the significant areas of Rosneft’s social policy. The Company’s enterprises implement many social projects in the regions of their operations, develop the infrastructure of northern villages, help reindeer herder families, improve the material and technical base of educational institutions, social and medical facilities in the areas of original residence of indigenous peoples.

    On February 25 and 26, the RusHydro Group Youth Technical Council Conference was held at the Technopolis Polytech Research Building. Young specialists from the company’s branches and subsidiaries discussed improving work efficiency, developed plans for 2025, and communicated with experts.

    The Youth Technical Council (YTC) includes young specialists who jointly solve production, scientific, technical and scientific research tasks facing the company. The members of the council act as experts of the collegial bodies of RusHydro. This work opens access to new professional skills and contacts, which contributes to the formation of future technical leaders and key specialists of the industry.

    The first MTS conference was held in March 2024 in Moscow. At the second meeting at the Polytechnic, the participants summed up the results of MTS activities in 2024, spoke to experts in the TED format, developed proposals for the MTS Regulation, making adjustments to it for better work. Representatives of the collegial bodies, represented by the management of the production unit of the executive office of the RusHydro Group, reviewed each change. During a lively discussion, experts and young workers discussed proposals and possible formats for motivating MTS participants.

    Sergey Kondratyev, member of the board, first deputy general director and chief engineer of PJSC RusHydro, spoke at the conference. At the meeting with him, participants and experts defined the role of MTS in the system of collegial bodies of the RusHydro Group.

    On February 28, the first online seminar in 2025 was held for teachers and staff of higher education institutions, dedicated to the issues of introducing project-based learning into the educational process.

    The webinar was organized by the State University of Management as an interregional educational and methodological center for project-based learning and the Association of Project-Oriented Organizations of Science and Higher Education.

    The webinar featured four informative presentations, each of which highlighted important aspects of project activities at the university.

    Artem Merenkov, associate professor of the Department of Transport Complex Management at the Institute of Industry Management at the State University of Management, shared the successful experience of the department in the field of project-based learning, highlighting seven key principles that contribute to the effective implementation of this methodology in the educational process.

    Ekaterina Kupriyanova, head of the “Office of Initiative and Project Management” project, senior lecturer of private and entrepreneurial law at Surgut State University, spoke about the path of development of the project-based learning system at Surgut State University – from the creation of an initiative group to the full integration of the project approach into the educational model.

    Veniamin Manukyan, leading specialist of the business incubator of the Yaroslavl State University named after P.G. Demidov, CEO of the startup studio “Struktura”, presented a methodology for working in an educational environment that allows creating a pipeline of startups and leading to a product with a turnover of several million rubles.

    Oksana Chulanova, professor of the Department of Public and Municipal Administration and Personnel Management at Surgut State University, presented a unique model of project-based learning based on the bionic approach using the example of Surgut State University. This innovative approach allows integrating interdisciplinary knowledge and practical skills, creating conditions for students to deeply immerse themselves in real professional tasks.

  • MIL-OSI Russia: NSU student wins silver award at prestigious International Youth Mathematical Competition

    The International Youth Math Challenge (IYMC) is a prestigious competition that provides students with the opportunity to test their knowledge of mathematics and become part of a global community of young mathematicians. The competition is coordinated by Edu.Harbour from Heidelberg, Germany and is held annually. Since its inception in 2018, IYMC has attracted more than 30,000 participants from around the world.

    Alam Md Mustaqim Bin, master’s student Physics Department of NSU from Bangladesh, was among the top 8% of the best performers and won the silver award. A total of 5,280 students from all over the world competed for the victory this year. Alam Md Mustaqim Bin also won the national award of second degree.

    The main objective of IYMC is to create an innovative platform for students to learn mathematics in depth and develop problem solving skills. The final round of the competition is highly competitive, with participants required to demonstrate their knowledge and skills in a timed online exam.

    — I am interested in astrophysics and astronomy, I am interested in mathematics, so I participated in IYMC for the second time. I also wanted to test my skills. The competition was held online all over the world and consisted of three stages: selection, pre-final and final. All stages were monitored using proctoring (a special monitoring system for conducting an online exam or testing), — said Alam Md Mustaqim Bin.

    The competition required solving various typical mathematical problems and analyzing scientific papers.

    — In 2020, I represented Bangladesh and won a bronze award. This year, I won silver and the second national award (second result in the country). It is a great honor for me to represent NSU, and I am proud to be a student of this university, — the student shared his impressions.

    Mathematics is not just numbers and formulas, it is a way of thinking. It helps to understand not only the laws of physics, but also many phenomena in life.

  • MIL-OSI Russia: Congratulations on the 100th anniversary of the GUU professor Mikhail Makarenko!

    On March 3, 2025, Mikhail Vladimirovich Makarenko, professor of the State University of Management, Doctor of Economics, Honorary Chemist of the USSR, Veteran of Labor, veteran of the Great Patriotic War, will turn 100 years old!

    Mikhail Makarenko was drafted into the army in 1943 at the age of 18. He took part in battles on the 3rd and 4th Ukrainian Fronts as part of the 3rd Guards Army of General Dmitry Lelyushenko, liberated Donbass and Zaporozhye, was wounded twice, and went through the entire war to Berlin. He was awarded the Order of the Patriotic War and many medals.

    In 1969, Mikhail Vladimirovich was appointed associate professor of the Department of Economics and Organization of the Chemical Industry at the Moscow Engineering and Economics Institute (now the State University of Management). Having defended his doctoral dissertation and received the title of professor, he worked fruitfully at the university until 2014 at the Department of Industrial Business of the Institute of Industry Management.

    During his professional and scientific career, Mikhail Vladimirovich has trained 5 doctors and 25 candidates of science, and has about 150 publications to his credit: scientific articles and teaching aids. The professor still leads an active life and even acts as an opponent of dissertations.

    The staff of the State University of Management heartily congratulates Mikhail Vladimirovich Makarenko on his 100th birthday and wishes him good health and creative longevity.
