    Since the beginning of the year, tenants of capital real estate have bought out almost 400 properties under the right of first refusal. This was reported by the Minister of the Moscow Government, Head of the Department of City Property Maxim Gaman.

    “Small and medium-sized businesses that rent buildings and non-residential premises from the city can buy them out under the right of first refusal. Over the first nine months of 2024, entrepreneurs have privatized 387 properties with a total area of almost 57 thousand square meters in this way. This is 32 percent more than in the same period last year, which indicates high business activity in the capital,” said Maxim Gaman.

    Preemptive redemption is a measure to support small and medium-sized businesses. It is available to entrepreneurs who have been renting real estate from the city for at least one year and have been included inregister of small and medium-sized businesses (SMEs). The lease term for non-residential premises sold at auctions for small businesses is at least two years. The property has been in thelist of objects, intended for SMEs.

    Transactions are concluded without holding auctions. The value of the object in this case is equal to the market value, it is determined by independent appraisers. Tenants can buy the property in installments from five to seven years. The overwhelming majority of entrepreneurs use this.

    Among the registered properties are more than 380 premises with a total area of over 53.5 thousand square meters, as well as three buildings with an area of over 2.7 thousand square meters.

    The most popular properties among entrepreneurs are in the city center. SMEs bought 65 premises and two separate buildings with a total area of almost 11.6 thousand square meters in the Central Administrative District. In the south of the capital, small and medium businesses registered 50 premises as their property, with a total area of approximately 6.6 thousand square meters, and in the southwest — more than 40 properties with an area of about eight thousand square meters.

    To buy out the property, the tenant can use the state online service “Paid alienation of real estate leased by small and medium-sized businesses from the state property of the city of Moscow”. Sales and purchase agreements are concluded electronically.

    The “Stars of the Profession” tournament for employees of the capital’s centralized accounting departments will take place from November 18 to 22. It is timed to coincide with the professional holiday – Accountant’s Day.

    “For the third year, our tournament has brought together the best employees of the city’s centralized accounting departments, inspiring them to further development. For them, this is an opportunity to go beyond their daily work, demonstrate their professional qualities, communicate with colleagues, exchange experiences and new ideas. And for us, it is an opportunity to form a team of like-minded people who are capable of not only maintaining a high level of professionalism, but also improving the centralized accounting system,” she noted.

    The project to centralize budget accounting has been implemented in Moscow since 2018. The unified model allows for the regulation and unification of accounting operations, the generation of reports automatically, and the increase in the productivity of accountants.

    The “Stars of the Profession” tournament is part of this large-scale project. One centralized accounting office can put up several teams of six people for the competition. Applications are accepted until November 14 on the website.

    Accountants will have to make a video business card and go through three stages: two remote and one in-person. Participants will begin their path to victory on November 18 with an online test of logic, attention, as well as the ability to write texts and work with numbers. On November 19, there will be another test of knowledge of regulatory and legal acts in the field of accounting.

    The teams that score the maximum points after two qualifying rounds will advance to the final. It will be held on November 22 in the Smart City pavilion at VDNKh. Ten finalists will compete there. They will be asked to solve accounting problems and analyze non-standard cases. The teams will be evaluated by a competent jury, which will include representatives of the Ministry of Finance and the Federal Treasury of the Russian Federation.

    The five final rounds are united by the common theme “Back to the Future”. In the first round “Cyber Warm-up”, the captains will have to travel in virtual space and complete various tasks. In the second stage “Triathlon”, the teams will be divided into pairs, each of which will have to solve a professional case. In the “Relay” round, all members of each team will have to pass the test.

    Only the five teams with the best results advance to the fourth round, called “Skeet Shooting”. This competition resembles a brain ring: the team that presses the button first is the one who answers. The most difficult final round is called “Grandmaster” – its results determine who will win the competition.

    According to Bogdan Pismarkin, in Soviet times, the issue of shortage of blue-collar workers was resolved with the help of vocational schools (PTU), which trained specialists for various industries. In the modern world, the situation has changed, government agencies no longer regulate this issue. The demand for higher education has grown, and the popularity of Internet professions is growing. There is a shortage of skilled workers, and people have to be hired from abroad. Digital platforms can simplify hiring, provide training and advanced training, and analyze labor market data.

    The digital platform for searching and planning labor resources in construction is an innovative tool that automates the selection, verification, planning and management of personnel.   • MIL-OSI Russia: HSE and Yandex Present Report on Integration of Artificial Intelligence into Higher Education

    The Higher School of Economics and Yandex Education have prepared a joint report, Artificial Intelligence in Education. It analyzes leading global practices that reveal the potential of artificial intelligence (AI) technologies in the educational sphere. The report is a map with cases of universities in different countries that are already using AI today. The goal of the project is to help Russian universities implement AI, based on the experience of other universities.

    The study includes an extensive block of real cases and examples, including on the topic of the practical use of AI in the world’s leading universities: from helping students explain concepts and translate texts to structuring materials and preparing educational documents.

    The authors analyzed a number of sociological studies around the world. The results of the analysis show that AI is already actively used in both educational (today 49% of students use generative technologies) and management and research activities. At the same time, 47% of students note the positive impact of text generative technologies on learning. As for the main ways of using new technologies, the most popular were clarifying concepts and working with questions for understanding specific disciplinary concepts (56% of those who use GPT), in second place were research tasks and working with literature (45%), in third place was translation of texts (42%), in fourth place was creation and analysis of texts (39%).

    To make the material as interactive as possible, experts from the National Research University Higher School of Economics and Yandex Education have created a special online resource, which contains examples and cases. The platform is a live space that not only demonstrates examples of AI use, but also forms a picture of possible scenarios for its application in the educational environment. Universities that have AI application practices can send their cases to the authors through a special form on the site, and they will be added to the case library.

    The report identifies key areas for integrating AI into the work of students, teachers, researchers, and managers. These areas may become the closest areas for AI development at universities. In this context, the Higher School of Economics has already adopted its own course on using AI in the learning process. The university has formulated an ethical and educational policy, including recommendations on when and to what extent AI should be used in independent work, as well as in which cases it is necessary to inform the teacher about the generated text. The HSE case demonstrates how the correct integration of technologies will allow students to develop the necessary skills for a full and fruitful educational process.

    “At Yandex Education, we have seen how AI technologies have really begun to penetrate and take root in schools, universities, and EdTech platforms over the past year. It is important for the university community and bigtech to see where new growth points are emerging and how the potential of AI can be applied in education. They turned out to be very different and affect the management system, the life of a student, teachers, and even the didactics of higher education.     A team of students from the Polytechnic University took part in the All-Russian and regional Olympiads in engineering and computer graphics (descriptive geometry).

    The 23rd All-Russian Student Olympiad in Descriptive Geometry, Engineering and Computer Graphics “Geometryada” was held in Moscow at the Department of Engineering and Computer Graphics of the Russian Technological University – MIREA. Representatives of 22 Russian universities competed for the victory, including three from St. Petersburg – SPbPU, BSTU “VOENMEKH” named after D. F. Ustinov and SPbSUT named after prof. M. A. Bonch-Bruevich.

    The Polytechnic University team participated in the Olympiad for the first time. The team included IMMiT students Kirill Khitushkin, Aidar Ibragimov, Matvey Leontyev, Anton Izyumov and Artem Doronin. In the team standings in the “Descriptive Geometry” section, the Polytechnics took third place. In the individual standings, Kirill Khitushkin also came in third. In the “Engineering Graphics” section, the SPbPU team entered the top ten.

    Even before the main event began, the atmosphere in the hall was like a discotheque – music was playing, spotlights were cutting through the stage smoke, fans were waving flags, posters, hearts made of light bulbs, and their ringleaders were chanting into a megaphone.

    During the autumn school holidays, the annual festival for schoolchildren of grades 9–11, “Polytechnic Challenge,” was held at the St. Petersburg Polytechnic University. The festival is a team competition where children solve research and scientific problems of various types, apply the knowledge they have gained in practice, and learn to think creatively.

    This year, the Polytechnic Challenge was held in six areas. New this year was the Physical Battles. Schoolchildren had to not only find a solution to a physical problem, but also justify it and defend their point of view against their opponent. In two days, the teams also had to solve difficult tasks from the festival organizers. Thus, the participants in the engineering competitions had to assemble a device that could detect objects using a laser.

    The case championship teams worked on solving the problem of detecting and preventing forest fires. The traditional game “What? Where? When?” brought together the largest number of teams willing to demonstrate their knowledge, logic and ingenuity. The teams that took part in the 3D case needed the skills to work in special programs in order to design a crane structure and print the resulting model on a 3D printer. At the hackathon, high school students helped a large company avoid the consequences of a data breach and created their own application based on the provided database.

    The winners were teams from the SPbPU Natural Science Lyceum, Gymnasium No. 406, Engineering and Technology School No. 777, Anichkov Lyceum, Begunitskaya Secondary School, and the Academy of Digital Technologies. The best participants received prizes from the university, as well as additional points to their Unified State Exam results, which can be used when applying to the Polytechnic University.

    We like programming using Arduino, and the “Polytechnic Challenge” is a great opportunity for us to test and show our skills. Despite the difficulties during the creation of the device, we managed to find a solution that allowed us to win. Each time the tasks are more interesting, so next time we will take part in the festival again, — shared their impressions the students of the Natural Sciences Lyceum, winners of the festival in the “Engineering Competitions” category.

    — There are not many CTF competitions in Russia that are accessible not only to students, so we decided to take part. We were also attracted by the location of the event. In addition, it was an opportunity for us to get together as a team. The main thing we managed to learn was that the Kuban CTF 2024 final had a very good level of execution. We can recommend these competitions to our student teams in the future. Personally, I am pleased with the performance.     The citywide contact center (CCC) has begun using new domestically developed large language models (LLM) in pilot mode. This is a type of artificial intelligence that enables a voice assistant to quickly find the right option in the knowledge base, answer several questions from subscribers at once, and learn independently. Its use will help improve the quality and speed of providing consultations on hotlines, and will also give operators time to resolve more complex requests from residents.

    “The use of language models is being piloted on the Moscow Government’s unified helpline for two important tasks: providing consultations on incoming calls and classifying feedback based on service results. In combination, this approach allows not only to train the voice assistant without the help of operators, but also to improve the quality of consultations: the language model classifies residents’ feedback based on call results, which will further help improve the knowledge base and consultation scenarios, and, if necessary, improve the qualifications of operators,” said Andrey Savitsky, head of the citywide contact center.

    What are large language models?

    Large language models are a type of deep learning based on a neural network with many parameters. The large amount of data allows them to search for answers to several questions at once in a single query.

    For example, if a resident calls the line and asks how to obtain a Russian passport and which My Documents offices are near the desired metro station, and also asks to clarify the opening hours of the institution, then a large language model will be able to give a comprehensive answer to all questions at once, providing only the necessary information. The latter, in turn, using additional filters, finds the necessary articles with information in the knowledge base, highlights the essence and then generates an answer that the voice assistant tells the subscriber. At the same time, the most accurate comprehensive answer to all the resident’s questions is formed without unnecessary information.

    Large language models can independently and in a split second find information on each new topic in the entire contact center knowledge base and voice it to the applicant. Unlike a standard voice assistant, which reads out the answer from the knowledge base, an assistant based on LLM can support a live dialogue, focusing on the intonation and manner of communication of the subscriber.

    In addition, a large language model based on a neural network trains the voice assistant. If previously operators had to manually upload new topics and answers in various variations to the virtual assistant, now LLM helps the voice assistant independently find the necessary information in the general knowledge base.

    The role of a human is not excluded. Some calls are still processed by operators, and the editors involved in the hotline work monitor the relevance of the information in the knowledge base. Thus, a neural network trains a neural network, but under the strict control of contact center specialists.

    On October 31, 2024, a corporate governance forum was held in Moscow, organized by the Moscow Exchange.

    The forum brought together more than 500 participants and guests of the event, who represented over 300 companies.

    The panel discussions featured representatives of the Bank of Russia, the Ministry of Finance, the Moscow Exchange, major Russian issuers, investors, professional communities, as well as corporate secretaries and recognized experts in this field.

    The leitmotif of the forum was the challenges that the corporate governance system of companies has to face in the process of their IPO and in their further activities. The participants of the discussions considered the importance of corporate governance, including the role of information disclosure for the formation and development of capital markets in modern conditions. The speakers touched upon the topics of improving this system as a key element in increasing trust in financial markets, as well as ensuring the protection of the rights and interests of shareholders.

    Particular attention was paid to the significance of the Corporate Governance Code adopted ten years ago and its impact on strengthening the system of relationships between management, the board of directors, shareholders of the company and other stakeholders. The forum participants discussed how this document contributes to increasing the transparency and efficiency of public companies, whether it should be amended and what prospects await its development in the future.

    • IMF staff and the Gambian authorities have reached a staff-level agreement on economic policies to conclude the second review of the program under the Extended Credit Facility (ECF) arrangement.
    • Economic recovery is strengthening while inflation has decelerated significantly.
    • The Gambia’s reform agenda is advancing despite challenges to fiscal policy.

    Washington, DC: An International Monetary Fund (IMF) team, led by Ms. Eva Jenkner, held discussions in Washington DC with the Gambian authorities. The discussions followed those in Banjul from September 30 to October 11, 2024 (see PR 24/367). A staff-level agreement was reached on the second review of the program supported under the 36-month Extended Credit Facility (ECF) arrangement approved in January 2024 for total access of SDR 74.64 million (about US$99.4 million). Subject to approval by the IMF’s Executive Board, the completion of the review would enable a disbursement of SDR 8.29 million (about US$11.04 million), bringing the total disbursement under the arrangement to about US$33.1 million. The Board date is tentatively scheduled for December 20, 2024.

    At the conclusion of the discussions, Ms. Jenkner issued the following statement:

    “The authorities remain committed to their reform agenda and program objectives.

    “Economic activity is strengthening. Economic growth remains estimated at 5.8 percent for 2024, supported by agriculture, services, telecom, and construction sectors. Inflation reached 10 percent at end-September 2024, from a peak of 18.5 percent at end-September 2023, remaining above the central bank’s medium-term objective of 5 percent.

    “Continued policy discussions mainly focused on the fiscal trajectory for 2024 and 2025 with the aim of maintaining fiscal responsibility. This includes increasing the room for responding to large social and developmental needs, protecting the most vulnerable, addressing climate related risks and vulnerabilities, and ensuring gradual clearance of central government arrears and unsettled commitments.

    “The ECF supported program is anchored on a medium-term fiscal framework aiming to reduce debt vulnerabilities and to maintain overall macrofinancial stability.

    “The mission would like to thank its counterparts for candid and constructive discussions.”
