To do this, scientists are implementing developments that will allow them to immediately read the entire genome of a specific person and analyze the full spectrum of its biomolecules, such as proteins, lipids and metabolites. As a result of the comprehensive analysis, a database is formed, on the basis of which molecular models of the human body can be created.

    Large-scale research work is carried out on high-precision equipment, which is presented in the new center for collective use of Medtech. To conduct research using omics technologies, the latest equipment was installed for a total of more than 160 million rubles. It includes liquid and gas mass spectrometers, capillary genetic analyzers and high-performance sequencers of the new generation.

    Almost 200 residents of two old buildings in the north-east of the capital received letters at the end of October with offers of new apartments under the renovation program. They will move to a new building on Startovaya Street. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “In the Losinoostrovsky district, about 200 residents of two houses are starting to inspect new apartments under the renovation program. A modern residential complex located at 3/1 Startovaya Street has been handed over for their settlement. In total, more than 4.6 thousand families from 68 old houses will receive new apartments in the district,” said Vladimir Efimov.

    The area around the new building was landscaped. Trees and bushes were planted, a children’s playground and a sports ground were created, as well as a quiet recreation area for city residents.

    “The city offered modern apartments with improved finishing to 86 residents of building 5, block 2 on Startovaya Street and 100 residents of building 8, block 2 on Taimyrskaya Street. To make the resettlement process more comfortable and faster for them, a resettlement information center will open on November 6, 2024, on the first floor of the new building. There, city residents will be able to consult on issues related to the registration of documents for new housing,” said the Minister of the Moscow Government, Head of the Department of City Property

    The two-section residential complex has 141 apartments. It is located 200 meters from the old buildings.     During a working visit to the Amur Region, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev familiarized himself with the progress of reconstruction, modernization and operation of infrastructure facilities at the Blagoveshchensk International Airport named after N.N. Muravyov-Amursky (Ignatievo).

    Large-scale reconstruction is underway at Blagoveshchensk International Airport. As part of the airfield infrastructure upgrade, a taxiway connecting the new runway with the new apron has been put into operation. Its length is 320 m, and its width, taking into account the reinforced asphalt shoulders, is 46 m. Aircraft servicing has already been accelerated. Thanks to the new taxiway, aircraft can taxi to the parking areas of the new apron under their own power, without waiting to be towed by a tractor. In addition to the taxiway, the airport also received additional parking areas for aircraft. They are located on the new apron, part of which was put into operation in March of this year. Until today, up to three aircraft could be serviced here at a time. The new areas make it possible to place up to five narrow-body aircraft or up to three wide-body aircraft on the apron. A special area for de-icing aircraft has also been equipped here.

    Work continues on the construction of the new terminal of the Blagoveshchensk airport. The new airport complex will be 3.5 times larger than the current one. The students gave a presentation to their classmates, prepared by their group. The audience learned about the chronology of political repression in the USSR and other countries, as well as what a deep mark they left on history and culture.

    The first symposium of the Indonesian Students Association “PERMIRA” was held at the Polytechnic University.     Speakers shared best practices of university-company collaboration that serves as an incubator for successful young entrepreneurship. The session on navigating the complexities of export-import provided participants with an opportunity to learn about the regulatory framework, typical import-export products, and current challenges of trade diplomacy between Russia and Indonesia. They discussed strategies for increasing the efficiency and competitiveness of local goods in the international arena. The accelerator and startup incubator program was the topic of one of the discussions, where young entrepreneurs could consider the challenges and opportunities they face in the process of creating and developing their projects.

    Particular attention was paid to the interactive session, where alumni of all generations met. Indonesians who studied in Russian universities shared their stories. They talked about the difficulties, advantages of knowledge obtained in Russia, and the influence of the PERMIRA association on strengthening Russian-Indonesian relations.

    The organisers also organised an exhibition of Russian and Indonesian crafts and art, where participants were introduced to the works of Indonesian artisans – from exquisite textiles to artwork reflecting the country’s rich cultural heritage.

    Next year, Russia and Indonesia will celebrate the 75th anniversary of the establishment of diplomatic relations. This event will become another reason for the further development of stable and mutually beneficial cooperation between the two countries.

  • MIL-OSI Russia: Vitaly Savelyev: Pumping out fuel oil from the tanker Volgoneft-239 is completely completed

    Specialists from the Marine Rescue Service of the Ministry of Transport of Russia completed the pumping out of fuel oil from the main and ballast tanks of the aft section of the Volgoneft-239 tanker, which sank near Cape Panagia on December 15, 2024, ahead of schedule. The cleaning of the tanks for dismantling and subsequent disposal has begun. This was reported by the chairman of the government commission for the elimination of the consequences of the tanker wreck, Deputy Prime Minister Vitaly Savelyev.

     

    Between January 19 and 25, 1,488 tons of fuel oil were pumped from the tanker into bitumen carriers, after which it was transferred to 20 railway tank cars.

     

    To be able to pump out the fuel oil, specialists restored the ship’s standard equipment, including the pumping and cargo heating system. In order for the fuel oil to become fluid, its temperature had to reach 45 degrees.

     

    A temporary road was built to allow equipment to reach the tanker, and a protective embankment was created around the hull. This embankment served as an artificial hydraulic structure, protecting the vessel from the storm and preventing fuel oil from spilling into the sea.

     

    A special platform reinforced with concrete slabs was built on the embankment close to the tanker. It provided passage for loaded bitumen carriers transporting fuel oil from the ship.

     

    Eight machines were involved in the round-the-clock pumping operations. During the entire period of the work, 87 bitumen trucks were removed from the tanker. The remaining fuel oil that could not be unloaded by ship equipment was pumped out using hand pumps.

     

    To ensure the environmental safety of the area, even before the work began, the Marine Rescue Service concentrated a group of emergency rescue fleet in the amount of up to 10 vessels. The fleet’s tasks included setting up boom barriers in the work area, which ensured the localization of oil products and the prevention of further pollution of the sea.

     

    Currently, a project for the disposal of the stern of the vessel as sunken property is being prepared. According to the order of the captain of the seaport of Taman, the development of the project should have been completed by January 30. Before the start of work on cutting the vessel, a number of special events will be held. Also, the order of the captain of the seaport of Taman states that by March 31, all work on cutting the vessel and its removal should be completely completed.

     

    Vitaly Savelyev thanked all the participants of this complex technological operation: sailors, divers, road workers, railway workers, volunteers, the OTEKO company, and employees of regional and federal authorities.

    Tourists made 5.5 million trips in nine months across Siberian regions from January to September 2024. This is 15.3% more than in the same period last year. The federal district took first place in terms of the number of tourists received. The Republic of Tyva, Tomsk and Omsk regions demonstrated the highest results.

    The second place in the ranking of federal districts was taken by the traditionally touristy south of Russia. Here, the increase in the number of trips was 14.8%. In total, the southern regions received 12.3 million tourists.

    The North Caucasus rounds out the top three, demonstrating significant growth rates in this area in recent years. The indicator increased by 14.8% and reached 2.3 million trips.

The growing interest in our country from foreign tourists is encouraging: more than 3 million people have become guests of Russian hotels, which is 42% more than last year. This success confirms that Russia is becoming increasingly popular with travelers from all over the world,” said Deputy Prime Minister Dmitry Chernyshenko.

    The Deputy Prime Minister emphasized that President Vladimir Putin had instructed to make the visa regime more flexible and accessible for tourists from other countries. Thus, visa-free group trips are available for citizens of Iran and China, and representatives of 52 countries can obtain electronic visas.

    The regions of the Far East have become leaders in the growth of interest from foreign tourists. The most significant results are shown by the Republic of Sakha (Yakutia), Amur Region and Khabarovsk Krai.

    The top three leaders in terms of growth in tourist trips from abroad also include the Northwest and Siberia, with an increase of 69 and 63.8%, respectively. Here, significant results are demonstrated by the Republic of Karelia, Murmansk Region, St. Petersburg, as well as Irkutsk, Tomsk Region and the Republic of Tyva.

    “This year we are seeing rapid growth and the establishment of new tourist centers. First of all, we are talking about Siberia and the Far East. They are actively being developed by both Russian and foreign travelers. I believe that these are the most promising geographic areas for investors. For our part, we are ready to support these growth points with government support measures within the framework of the national project “Tourism and Hospitality Industry”, – said Minister of Economic Development Maxim Reshetnikov.

In 2017, he moved to Moscow and held leadership positions in Rosmolodezh for four years.     This year, our International Center for Decision Analysis and Choice at the National Research University Higher School of Economics celebrates its 15th anniversary. And almost every year we hold schools such as the autumn school “Advances in Decision Analysis”. Its goal is for scientists to learn what is being done in science around the world. Lagging behind is dangerous, and our school exists to prevent it.

In the current political situation, there are also restrictions, but the respect for our school is very high, so many foreign colleagues agreed to give presentations online. Then Vladimir Makarenkov, head of the bioinformatics department at the University of Quebec in Montreal, Canada, spoke about bioinformatics and practical applications.     In the reports that covered modern challenges and trends in this area, of particular interest were cases and studies of the problems of gender socialization of women, trust and mistrust between the sexes, socio-psychological mechanisms and strategies for successfully resolving family conflicts, including divorces, the share of which in 2022 increased to 68%, while 70 years ago this figure was 4%. In Russia, according to the results of 2023, the total fertility rate, reflecting the average number of children born to one woman during the reproductive period (from 15 to 50 years), turned out to be “terribly low” and amounted to 1.41.

    The moderator of the section “Trust as a socio-gender basis for the formation of a family, stable development of family relations and successful solution of strategic tasks of the demographic policy of Russian society and the state” was the head of the relevant scientific school, professor of the department of sociology, psychology and history of our university Viktor Krivopuskov.

The parties considered the prospects for further cooperation: summer schools, conferences, internships, scientific work and the possibility of joint publications.

    Rosneft Day was held at the Company’s key partner university in the Republic of Bashkortostan, Ufa State Petroleum Technological University (USPTU). 34 subsidiaries, including 10 enterprises of Bashneft, Rosneft’s largest asset in the region, took part in the job fair and presentations.

    During the Rosneft Day, vacancies for students and graduates of universities and colleges were presented. Today, the most popular vacancies among blue-collar jobs are: oil and gas production operator, chemical analysis laboratory assistant, process unit operator, instrument operator, repairman, process unit repairman, process pump operator, commodity operator, general machine operator, electrician for repair and maintenance of electrical equipment, electric and gas welder.

    Rosneft, as part of the corporate continuous education program “school – college/university – enterprise”, is implementing projects to attract talented youth and form an external personnel reserve. In the Republic of Bashkortostan, the program has been implemented for several years. This year, 49 schoolchildren entered the 10th “Rosneft-classes”. Also in 2024, a new master’s program MPE Petroleum Engineering in the direction of “Oil and Gas Engineering” was opened for foreign students at the Department of “Field Pipeline Systems” of USPTU. RN-BashNIPIneft specialists teach master’s students the design, development and production of oil and gas fields on land and offshore, work in Rosneft software products, introduce innovative well drilling technologies, etc. The first students of the program were 10 applicants from Egypt, Nigeria and Cameroon.

    Ufaorgsintez annually holds the Unified Oil Refinery Cup in Oil Refining Olympiad and the Petrochemistry, Chemical Technology and Automation Olympiad for senior students at the University.     Rosneft held the 6th corporate scientific and practical conference on hydrogeology and water supply, bringing together more than 50 Russian experts in this field. The conference was traditionally organized by the Company’s scientific institute in Izhevsk.

    One of the priority tasks of the Rosneft-2030 strategy is to achieve leading positions in industrial safety, labor protection and the environment. The company pays great attention to the rational use of water resources.

    During the conference, experts discussed a number of key challenges facing the Russian oil and gas industry.     On October 31, the second scientific and production forum “Golden Valley” began its work, the main organizer of which is Novosibirsk State University.     The XVII scientific and industrial forum “Technical re-equipment of machine-building enterprises of Russia” is held in Yekaterinburg every year. The event brings together more than a thousand participants from the Sverdlovsk region and other federal districts. This time, experts discussed the development of new technologies at machine-building enterprises, personnel training, labor productivity and improving product quality.

    The Polytechnic team won 1st place in the student volleyball competitions as part of the first stage of the Universiade. The Academic Council honored players Egor Tretyakov (IMMiT) and Ilya Smirnov (IE). At the Universiade, our Polytechnic team entered the top 10 best student teams in the country.

    Ivan Sokolov, a student at the Institute of Mechanical Engineering, Materials and Transport, won first place in the qualifying tournament for the World Championship in Mixed Martial Arts (MMA) “Steel Lion JFC” among juniors and became a Master of Sports of Russia in this sport.

    Vice-Rector for Educational Activities Lyudmila Pankova spoke on the meeting agenda. She spoke about the results of work in the 2023–2024 academic year and the tasks for the 2024–2025 academic year.

    The number of students as of October 1, 2024 was 33,818. Of these, 30,870 are studying in higher education programs (21,810 in bachelor’s programs, 2,124 in specialist programs, 6,936 in master’s programs), and 2,948 in secondary specialized programs. There are 121 people studying in the specialist program at the branch in Sosnovy Bor. There are 156 people in the general education Natural Science Lyceum.

    There are 357 main educational programs at the Polytechnic University, including 142 bachelor’s programs, 15 specialist programs, and 200 master’s programs. There are 22 programs at the college.

    In the 2023–2024 academic year, 23 new basic educational programs were launched. For 2024–2025, 19 new basic educational programs were developed: two for bachelor’s degrees, one for specialist degrees, and 16 for master’s degrees.

    51 basic educational programs are being implemented under network agreements, including 13 with Slavic universities.

    A system of individual achievements has been developed and implemented as a pilot project, allowing teachers to create different trajectories for assessing students, taking into account their individual capabilities, and to conduct interim assessments based on the results of ongoing monitoring of academic performance outside of the examination session.

    A project-based approach has been introduced into the state final certification, and defenses of final qualification works have been organized in new formats — as a project and as a startup. 48 students successfully defended their collective final works as a project (21 projects were completed), and 52 people (26 startups) successfully defended their final qualification works as a startup.

    A policy in the field of formation has been developed and introduced career trajectories for professional development of teachers. Starting from the 2024–2025 academic year, there will be four career paths: research teacher, mentor teacher, practicing teacher, and intern. The transition to them occurs through a competitive selection of faculty members.

    A project to support fundamental training in engineering fields has been launched. A program to improve the quality of teaching fundamental disciplines by reducing the teaching load and providing additional payments has been approved. 181 teachers are participating in the project.

    Entrance testing of first-year engineering students in mathematics and physics was conducted to organize in-depth fundamental training for gifted children and remedial training for those who are lagging behind. A pilot program for in-depth study of mathematics and physics for talented students was launched at IMMiT and IKNK.

    The second issue on the agenda was also related to fundamental disciplines. To ensure advanced training of students in physics and mathematics, taking into account engineering specifics, the Institute of Physics and Mathematics was created at the Polytechnic. Its director Pavel Zakharov spoke about the IFiM development program.

    Also at the meeting, members of the Academic Council voted to award further academic titles to Polytechnic employees. SPbPU Academic Secretary Dmitry Karpov reported on monitoring the implementation of the Academic Council’s decisions.

Lvov was held at the Information Technology Center of the State University of Management, within the framework of which a new master’s educational program of the Eurasian Network University “Economics of Integration Processes in the Eurasian Economic Union” was opened.

    The plenary session was attended by: Vice-Rector of the State University of Management Maria Karelina, Co-Chair of the Forum, Corresponding Member of the Russian Academy of Sciences, Head of the Department of Institutional Economics of the State University of Management Georgy Kleiner, Corresponding Member of the Russian Academy of Sciences, Director of the Central Economics and Mathematics Institute of the Russian Academy of Sciences Albert Bakhtizin, Head of the Scientific Direction “Macroeconomics and Institutional Theory” of the Central Economics and Mathematics Institute of the Russian Academy of Sciences Viktor Dementyev, Director of the Department of Support of New Businesses of the State Corporation “Rosatom” Dmitry Baidarov, Academician of the Russian Academy of Sciences, Head of the Department of Economic Policy and Economic Measurements of the Institute of Economics and Finance of the State University of Management Sergey Glazyev.     It should be noted that this year marks the 70th anniversary of Dmitry Lvov’s graduation from the Moscow Ordzhonikidze Engineering and Economics Institute (now the State University of Management). The head of the Department of Institutional Economics at our university, Georgy Kleiner, delivered a report to the audience. Georgy Borisovich drew attention to the fact that not many economists offered their economic paradigm to the world. Academician Lvov saw the essence of economics in the fusion of material factors, spiritual quests, emotions and institutional influences. It is thanks to this science that we are a society. A person is not only the main resource of the economy, but also a beneficiary, a source of progress. He should not be a hostage to the economic system, but a part of it. Dmitry Lvov’s key idea was that the economy should be a link between man and humanity. It was to study such global issues that Academician Lvov created the first Department of Institutional Economics in Russia at the State University of Management.

    During the active work of Dmitry Lvov, the Internet had not yet penetrated into all spheres of life, but today the academician’s speeches would be constantly on everyone’s lips, because he outraged the space with uncomfortable questions. This was very subtly noted by the director of the Central Economics and Mathematics Institute of the Russian Academy of Sciences, Albert Bakhtizin. Back in 2004, he drew attention to the depopulation of Russia, the unfair division of resources, noted the importance of contacts with China, described the instruments of pressure of the USA on other countries, that is, he saw the contours of the future world order. The speaker analyzed modern economic problems in detail, in particular, he noted that even experts in the USA understand how harmful excessive dollarization is for the world economy.

    Viktor Dementyev, head of the Macroeconomics and Institutional Theory research department at the Central Economics and Mathematics Institute of the Russian Academy of Sciences, gave a report on the topic of “The Resilience of Russian Regional Economies under Different Shocks.” According to him, the modern economy has experienced four shocks: the Great Recession of 2009, the sanctions wave of 2015, the pandemic, and, of course, the second wave of sanctions, which is still ongoing. Research has shown that entities that are resilient to one shock are also resilient to others. But at the same time, methods for successfully overcoming one crisis do not always work under another.

    Dmitry Baidarov, Director of the Department for Support of New Businesses at the Rosatom State Corporation, expressed the opinion that economic challenges facing Russia did not appear after the start of the SVO or during the pandemic – they have always been there, it’s just that the attitude towards them was different before. The history of Rosatom shows that if you pay attention to a gap in the economy in time, you can quickly and effectively fill it. For example, the corporation currently fulfills 88% of global orders for the construction of nuclear power facilities. Dmitry Baidarov regretfully noted that the paradigm of a competitive rather than a partnership economy, imported from outside, still prevails in Russia. The speaker said that Rosatom only realized two years ago how much engineers and economists are needed in production, and there are almost none left on the labor market, so the focus of the State University of Management on training just such specialists is very timely.

    Sergey Glazyev, Head of the Department of Economic Policy and Economic Measurements at the Institute of Economics and Finance at the State University of Management, said that Dmitry Lvov was his academic advisor, with whom they substantiated the priorities of Russia’s new economic development and discussed the need to create state corporations as opposed to the fragmentation of production cycles. China has followed this path and achieved a lot, and we are facing dynamic catch-up, which is also impossible without the creation of state corporations. For an economic breakthrough, we need not just a sharp increase in investment, but targeted investment lines. The experience of Asian economies shows that this is the only way it works. If we followed the ideas of Lvov, who claimed that money cannot be a moral value and the core of the economy, we would already be world leaders along with India and China, where this is carefully monitored.

    The second part of the plenary session was no less interesting and productive. It was dedicated to the opening of the educational program of the Eurasian Network University “Economics of Integration Processes in the Eurasian Economic Union”.

    The program was presented by the Vice-Rector of the State University of Management Dmitry Bryukhanov, who noted that questions about the “fifth freedom”, freedom of knowledge, are becoming increasingly loud today, so the opening of the new program is fully supported by the Ministry of Science and Higher Education of the Russian Federation and Rossotrudnichestvo. The Vice-Rector reported that the program was developed with the assistance of the Eurasian Economic Commission and about 20 master’s students have already been enrolled, and training will start this week. The process will be hybrid, for which a special information environment has been developed.

    One of the developers of the program, Deputy Director of the Department of Macroeconomic Policy of the Eurasian Economic Commission Kanybek Azhekbarov wished all applicants good studies and drew the attention of those gathered to the fact that the program was created on the basis of additional professional education, which has already trained 40 specialists.

    The head of the program, Sergey Glazyev, thanked the Ministry of Science and Higher Education of the Russian Federation, the government of Kyrgyzstan and the State University of Management for their support. He shared plans to expand the program and noted that the Eurasian Economic Union and its labor market cannot effectively exist without a common educational space, and the State University of Management is an excellent platform to begin forming it.

    At the end of the new program, students were presented with a symbolic pass to the State University of Management. After the break, the Forum continued in sections and round tables.
