    7. On the draft federal law “On Amendments to the Labor Code of the Russian Federation” (in terms of providing guarantees to employees undergoing military service in connection with a special military operation, during the period of suspension of the employment contract, regardless of the term of the contract)

    The bill is aimed at protecting the labor rights of workers.

    8. On the draft amendments of the Government of the Russian Federation to the draft federal law No. 727321-8 “On the budget of the Pension and Social Insurance Fund of the Russian Federation for 2025 and for the planning period of 2026 and 2027”

    The draft amendments are aimed at clarifying certain provisions of the draft federal law in terms of the areas of expenditure carried out by the Social Fund of Russia and the names of budget classification codes.

  • MIL-OSI Russia: IMF Executive Board Concludes the Seventh and Eighth Reviews under the Extended Fund Facility and Extended Credit Facility and Review under the Resilience and Sustainability Facility Arrangement with Kenya

    • The Executive Board’s decision to complete the reviews enables a combined disbursement of around US$606 million to support the authorities’ efforts to rebuild fiscal and external buffers, including to enhance resilience to climate shocks.
    • Resolution of the exceptional external financing pressure earlier this year has revived market confidence, aided stabilization of the shilling, and enabled a faster buildup of foreign exchange reserves. However, large revenue shortfalls in FY2023/24 and pushback against revenue measures owing to governance concerns pose a challenge to the ongoing fiscal consolidation efforts.
    • The Kenyan authorities face a difficult balancing act of boosting domestic revenues to protect critical spending in priority areas while meeting heavy debt service obligations. Delivering on this would call for improving governance and transparency to restore public trust in the effective use of public resources.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded today the seventh and the eighth reviews under the extended arrangement under the Extended Fund Facility (EFF) and the arrangement under the Extended Credit Facility (ECF), approved in April 2021, and a review under the Resilience and Sustainability Facility (RSF) arrangement, approved in July 2023, with Kenya.

    The EFF/ECF arrangements aim to support Kenya’s program to address debt vulnerabilities while safeguarding resources for priority social and developmental needs; build resilience to shocks; improve governance and transparency; and support broader economic reforms to realize the country’s medium-term potential. The RSF arrangement aims to reinforce Kenya’s strong efforts to address climate-related challenges and catalyze further private climate finance.

    The Executive Board’s decision allows for the immediate disbursements of SDR365.28 million (about US$485.8 million) under the EFF/ECF arrangements and SDR90.47 million (about US$120.3 million) under the RSF arrangement. In addition, following the resolution of exceptional financing needs earlier this year, the Board approved a reduction in the total access under the EFF/ECF arrangements from exceptional access, approved in January 2024 (see PR24/12), to within the normal access limits and a rebalancing of access toward the zero-interest ECF arrangement. Together with the recent changes to the IMF’s charges and surcharges policy, these adjustments would lower Kenya’s interest payments to the IMF.

    Under the EFF/ECF arrangements, total IMF financial commitment stands at SDR2.714 billion (about US$3.61 billion), of which SDR2.343 billion (about US$3.12 billion) has been approved for disbursement. For the RSF arrangement, the corresponding amounts are SDR407.1 million (about US$541.3 million) and SDR135.70 million (about US$180.4 million), respectively.

    In completing the reviews, the Executive Board recognized that the resolution of the exceptional external financing pressure earlier this year has revived market confidence, supporting shilling stabilization and facilitating faster buildup of reserves. However, the fiscal consolidation efforts have faced headwinds following a sizable tax revenue shortfall in FY2023/24 and withdrawal of the 2024 Finance Bill after widespread public protests. Nevertheless, the EFF/ECF program has delivered on reducing inflation, strengthening external buffers, and stabilizing the exchange rate. In addition, the Board approved waivers of non-observance for the end-December 2023 tax revenue and the end-June 2024 primary budget balance and tax revenue targets based on the corrective action taken through the passage of the Supplementary FY2024/25 Budget, which together with medium-term fiscal consolidation would help reduce debt vulnerabilities, a core objective of the program. The Board also completed review under the RSF arrangement and approved the disbursements associated with two reform measures implemented.

    The Board emphasized that sustaining progress requires improving the quality of fiscal adjustment, addressing fiscal and financial sector vulnerabilities, advancing governance reforms, and implementing the structural agenda, including climate-related reforms. Continued efforts to support the vulnerable population, broadening the socio-political support for reforms, and ensuring agile policymaking will also be necessary.

    At the conclusion of the Executive Board’s discussion, Ms. Gita Gopinath, First Deputy Managing Director of the IMF and Acting Chair, made the following statement:

    “Kenya’s economy remains resilient, with growth above the regional average, inflation decelerating, and external inflows supporting the shilling and a buildup of external buffers, despite a difficult socio-economic environment.

    “The EFF/ECF and the RSF arrangements continue to support the authorities’ efforts to anchor macroeconomic stability, reduce debt vulnerabilities, promote reforms, and mitigate climate-related risks.

    “Performance since the last reviews of these arrangements has weakened. While accumulation of foreign exchange reserves and inflation were better than expected, the fiscal performance fell significantly short of the targets. The revenue and export underperformances increased debt vulnerabilities. Implementation of several reforms was also delayed.

    “In this context, a difficult adjustment path lies ahead. A credible fiscal consolidation strategy remains central to addressing debt vulnerabilities while protecting social and development spending. Reforms to make the tax regime more efficient, equitable, and progressive as well as strengthening accountability, transparency, and efficiency of public finances will help garner political and societal support for reforms. Clearly communicating the necessity and benefits of the reforms is paramount.

    “Given the elevated risks around the fiscal strategy, policymaking needs to be agile. Contingency planning remains critical, with policies adapting to evolving outcomes to safeguard stability and ensure that program objectives continue to be met.

    “The Central Bank of Kenya’s decisive actions have supported price stability and external sustainability, including through institutional changes to improve the functioning of the monetary policy operational framework and the money and foreign exchange markets. Exchange rate flexibility is vital to improve resilience to external shocks and competitiveness. Addressing banks’ deteriorating asset quality and emerging risks requires close monitoring and strengthened oversight.

    “Fast-tracking key reforms would raise medium-term potential. In particular, addressing deficiencies in governance, anti-corruption frameworks, and AML/CFT, including leveraging the requested governance diagnostic, is essential for garnering public trust and enhancing policy credibility, and for attracting fresh investments, including finance to build climate resilience.”

    The new railway, which is necessary for transporting coal from deposits in Krasnoyarsk Krai and Yakutia to ports in Khabarovsk Krai, has been included in the list of railway infrastructure facilities, the construction of which is being carried out at an accelerated pace.     The railway is being built by a private investor. The new line will connect the Tunguska coal basin, as well as the Elga coal complex with the sea terminals in the area of Cape Manorsky in Khabarovsk Krai. Now this construction is included in the list of objects covered by the federal law “On the specifics of regulating certain relations for the purpose of implementing priority projects for the modernization and expansion of infrastructure.” The document introduces a special legal regime in the construction sector and allows for the acceleration of the implementation of projects for a period of 9 to 21 months.

    The construction of a new railway line will make it possible to relieve the BAM and Trans-Siberian Railway. In addition, the constructed engineering infrastructure – electrical networks and communication networks – will improve the quality of life of people in Siberia and the Far East.

  • MIL-OSI Russia: Over 600 tons of garbage during navigation: how river waters are cleaned in Moscow

    The municipal fleet collected more than 600 tons of garbage from the capital’s waters during the navigation period this year. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Communal vessels were engaged in daily garbage collection from the water surface of the Moscow River and the navigable part of the Yauza, eliminated pollution, and removed silt sediment. In total, they collected over 600 tons of floating garbage, eliminated almost 140 different types of pollution, and removed about 6.5 thousand tons of sand and soil from the bottom,” noted Pyotr Biryukov.

    Thanks to the competent arrangement of the fleet and waste collection bases, the entire water area of the Moscow River within the city boundaries and the navigable section of the Yauza are under 24-hour control. The main efforts to collect floating waste were concentrated in the upper reaches of the Moscow River, which ensured the cleanliness of the riverbed downstream. Garbage collection vessels worked mainly, with small vessels operating in shallow areas. Floating cranes and non-self-propelled barges with tugs were used to extract bottom sediments of sand and soil.

    The head of the city economy complex reminded that the capital’s municipal fleet operates all year round. Even after the end of the seasonal navigation, two vessels with an ice class of up to 20 centimeters remain on the water. Garbage collectors and rapid response boats continue to operate on non-freezing rivers.

    During the inter-navigation period, the bulk of the fleet is moored in winter mooring areas, where maintenance and routine repairs are carried out.

  • MIL-OSI Russia: Hello, Lucky: “Active Citizens” Chose a Name for a Baby Dolphin from Moskvarium

    Muscovites chose a name for a Black Sea bottlenose dolphin calf in the Active Citizen project. More than 290,000 people took part in the voting.

    According to its results, the baby will be called Lucky, which means “lucky” in English. This option was chosen by 34 percent of participants. In second place was the name Fedya – 24 percent of votes. 14 percent of “active citizens” voted for Kesha. 13 percent of Muscovites would like to name the baby Leon. 12 percent of participants liked the name Lars. Four percent of users trusted their choice to specialists.

    The baby dolphin was born in the Moskvarium oceanography and marine biology center in July. As Moskvarium reported, during the two months of voting, the baby managed to grow a lot and become more independent.

    “The baby is developing quickly, gaining weight well and growing actively. Since birth, its weight has tripled, and it has grown by about 40 centimeters. It has also started teething. We regularly monitor all of its physiological indicators and can confidently say that the baby’s development is within the biological norms for this age,” shared Irina Suvorova, head of the veterinary service at Moskvarium.

    The baby dolphin is also increasingly showing interest in the world around him. Previously, he spent all his time with his mother, but now he often communicates with other inhabitants, especially with the cubs Loki and Izy.

    “The baby is very playful and inquisitive. He loves his toys, especially the fitballs and the big ring. Recently he learned to blow bubbles with his blowhole, his favorite pastime now is blowing them up and popping them. He actively tries to interact with the trainers, comes up to scratch himself, offers his tummy and tail,” said Ilya Siplivy, a marine mammal trainer at Moskvarium.

    With the help of voting in the Active Citizen project, residents of the capital have already chosen names for animals of the Moscow Zoo and the City Farm at VDNKh. Among them are panda Katyusha, tiger Amur, macaques Manya and Dunya, yak Zvezdochka, alpacas Shokoladka and Chernichka, and others.

    In the Kryukovo district, a phased resettlement of 860 residents of four old houses to a new building on Zavodskaya Street is beginning. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The new building is located at the address: Zavodskaya Street, Building 14, Buildings 1 and 2. It was erected on the site of four old buildings that were resettled and dismantled. 860 residents of the Kryukovo district are starting to move to the new residential complex. In total, 34 houses are to be resettled under the renovation program in Zelenograd, and more than seven thousand residents of the district will receive modern apartments,” said Vladimir Efimov.

    The first stage of the renovation program in the district has come to an end. The resettlement of city residents has been completed ahead of schedule.

    “The completion of the new building on Zavodskaya Street has made it possible to speed up the resettlement of residents of buildings included in the second stage of the renovation program. The building is designed for 477 apartments. For the convenience of Muscovites, entrance groups were made on both sides. You can exit both into the inner courtyard space with a playground, and into the outer part of the courtyard with guest parking for cars,” added the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy Vladislav Ovchinsky.

    The first to be resettled are residents of old buildings located at the following addresses: Zavodskaya Street, Buildings 4 and 6. According to the Minister of the Moscow Government, Head of the Moscow Department of City Property Maxim Gaman, letters offering equivalent apartments to 280 Muscovites were sent on October 30. City residents will be able to inspect the new housing starting the next day. Another 580 residents of two buildings at the addresses: Zavodskaya Street, Building 2 and 1 Maya Street, Building 4 will begin inspecting apartments on November 6 and 12, respectively. Specialists from the City Property Department will send them notifications with offers the day before — November 5 and 11.

In 2023 alone, 59 new buildings in the capital were handed over for settlement and the resettlement of over 47 thousand people was ensured. The Mayor of Moscow has instructed to double the pace of implementation of the renovation program.

    Moscow is one of the leaders among regions in terms of construction rates and volumes. In recent years, within the framework of the federal project “Housing” of the national project “Housing and Urban Environment” the volume of construction and commissioning of residential properties in the capital has doubled – from three to five to seven million square meters per year. Then the participants learned about serendipity (the ability to draw deep conclusions from random observations) and learned why luck is not just a coincidence, but attentiveness and the ability to use opportunities. Together with the Harmony team, we were able to organize useful trainings, intensive courses and interesting master classes. In three days, we managed to show the real life of a volunteer. We managed to charge the guys with kindness and set them up for positivity.     At the end of the evening, the participants got acquainted with the brightest and largest events of the SPbPU Dobro.Center, and also took part in the evening reflection, where everyone could speak about their emotions and impressions, thank each other for communication and the joint experience of participating in the volunteer forum.

The forum was filled with educational lectures, the speakers spoke in a very interesting and accessible way about how to subjugate creativity, how to prevent emotional burnout, and much more. I would like to separately highlight the high-quality work of the entire Dobro.Center team. It is evident how they try to make every minute spent at the forum happier. After the “Youth Initiative”, absolutely every participant wanted to join the ranks of the best volunteer headquarters to help all those in need.     In TiNAO, two modern fire stations with four parking spaces each have been built. They were built under the Safe City program, which is part of the Moscow City Targeted Investment Program.     “New fire brigade buildings have appeared in the village of Pervomayskoye in the Filimonkovsky District and the village of Nikulskoye in Shcherbinka. This year, a fire brigade building for two parking spaces was also erected in the village of Rassudovo in the Bekasovo District.     All the facilities were equipped with training towers with a climbing wall, sports grounds, and training fire hydrants. The builders also constructed gas boiler houses and material warehouses. Each housed rooms for fire-fighting equipment and its maintenance, a communications center, rest and dining rooms, classrooms, a gym, and a paramedic’s office with a treatment room. Convenient access roads were built to the special facilities.

    According to the Chairman of the Committee for State Construction Supervision of the City of Moscow (Mosgosstroynadzor) Anton Slobodchikova, the construction of two fire stations for eight parking spaces was supervised by the department’s inspectors. During the entire period, 20 on-site inspections were carried out, to which specialists from the subordinate Center for Expertise in Research and Testing in Construction were involved. The specialists carried out a set of laboratory and instrumental studies to assess the compliance of the quality of work and materials used with the requirements of the design documentation.

    Komsomolsk Oil Refinery (part of the Rosneft oil refining complex) has completed the implementation of a unique environmental project for the Far East: the construction of a closed collector for the Klyukvenny stream.

    This complex of structures will protect sections of several streets in the city of Komsomolsk-on-Amur from flooding during floods and will eliminate the possibility of riverbank erosion products getting into the stream.

    During the final second stage of the project, overpasses with devices for automatic monitoring of water level fluctuations in the stream, as well as pumping stations, were installed. The pumps will direct excess surface water to the treatment facilities of the Komsomolsk Oil Refinery.

    Earlier, during the first stage of the project, almost two kilometers of the stream bed were enclosed in a protective reinforced concrete structure, providing waterproofing along its entire length. A new bridge has been built on Gorodskaya Street, which the stream used to wash away during floods.

    Rosneft strives to achieve leadership positions in the field of minimizing environmental impact and environmentally friendly production.     The central event of the third national congress with international participation “National Healthcare” took place in the Great Hall of the State Kremlin Palace – the plenary session “From N.A. Semashko to the Present Day”, dedicated to the 150th anniversary of the birth of the outstanding scientist and physician.

    The plenary session of the third national congress with international participation “National Healthcare” was opened by the President of the Russian Federation Vladimir Putin.

    The moderator of the plenary session was Deputy Prime Minister Tatyana Golikova. The event was attended by Minister of Health Mikhail Murashko, Minister of Science and Higher Education Valery Falkov, Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Anna Popova, Governor of the Orenburg Region Denis Pasler, and TV presenter of the Russia 24 TV channel Alexandra Suvorova.

    The plenary session included a discussion of key areas of development and achievements of the Russian healthcare system through the prism of the merits of the outstanding Soviet healthcare organizer N.A. Semashko: development of human health; accessibility of medical care regardless of place of residence; unity of prevention and treatment; public involvement in the implementation of state policy in the field of healthcare; ensuring sanitary well-being; healthcare management from a scientific point of view; provision of affordable healthy food for everyone and modern affordable medical products.

    “The peculiarity of this congress was its dedication to one of the significant organizers, the first People’s Commissar of Health Nikolai Aleksandrovich Semashko, who laid the foundations of the world’s first state health care system and formed a hierarchical state centralized model with a district principle of providing primary health care, which was subsequently implemented in many countries of the world – Great Britain, Norway, France, Sweden, Denmark, Italy and others. We carried the main principles of Semashko’s system through the years and laid them at the foundation of our Russian health care system,” emphasized Tatyana Golikova.

    The state character of the Russian healthcare system, its free nature and accessibility for citizens, has been preserved.

    “Every year, the state’s expenses on paying for medical care alone increase and by the end of 2023 amounted to 4 trillion rubles. Over the past five years, compared to 2018, expenses on paying for medical care have increased by 1.5 trillion rubles. And by the end of 2024, such expenses are preliminarily estimated at 4.5 trillion rubles,” the Deputy Prime Minister said.

    Currently, medical care is provided by 7 thousand state and municipal medical organizations, including more than 300 federal ones.

    The federal law “On the Fundamentals of Health Protection of Citizens in the Russian Federation” establishes an approach to the formation of human health from birth and throughout the entire period of his life.

    The entire population of our country is attached to medical organizations. And at least 118 million people use their capabilities annually, including almost 31 million children. Medical organizations annually perform more than 1 billion cases of medical care.

    As Tatyana Golikova noted, in order to implement the main principle of Soviet medicine – disease prevention and prophylaxis – since 2024, the volume of medical care provided in outpatient settings has been increased, and dispensary observation at the workplace has been introduced. “But so far only 36 regions of our country have taken advantage of this opportunity. I ask all regions to more actively implement this approach to dispensary observation,” the Deputy Prime Minister said. She emphasized that the principle of accessibility of medical care at the place of residence, work or study is the main one in Russian legislation.

    Accessibility of medical care and its provision itself are impossible without medical personnel. “Until 2023, we noted a decrease in the number of doctors. Therefore, a whole range of measures was implemented at the federal level, which allowed us, by the end of 2023, for the first time in the last five years, to stop this decline and increase the number of doctors by 7.5 thousand people without taking into account new regions,” Tatyana Golikova emphasized.

    Developing and continuing the foundations laid by Nikolai Aleksandrovich Semashko, the primary health care system is being actively modernized, which in 1978 was recognized by the World Health Organization as the best in the world, which was recorded in a specially adopted declaration. Therefore, the federal project for the modernization of the primary health care system is the most resource-intensive project of the new national project “Long and Active Life”.

    “Over the past three years, we have already modernized over 18,000 healthcare facilities, which affected over 24 million of our citizens. By the end of 2025, within the framework of current regional programs, we will modernize almost 2,000 more facilities. The plans for 2025-2030 include over 30,000 more facilities, where over 80 million residents of the country receive medical care, including those living in rural areas, urban-type settlements and small towns,” noted Tatyana Golikova.

    The priority of prevention in health protection has been established by law, the unity of prevention and treatment has been regulated. Almost 5 thousand medical prevention departments and health centers have been opened in its development. 35.5 million people have applied to these departments for training in the principles of a healthy lifestyle. Another 9 million people have been trained in so-called schools.

    The population is provided with medical examinations and preventive check-ups.

    Since 2024, as part of the Year of the Family, a medical examination to assess reproductive health has been introduced for the first time. Over 3 million men and women of reproductive age have already been examined. In 11% of cases, diseases that negatively affect reproductive function were detected. Additional examination and treatment of such patients is being carried out.

    “We have preserved and strengthened the state system of ensuring sanitary well-being and social hygiene, the foundations of which were laid by Nikolai Aleksandrovich. We have launched a new federal project, “Sanitary Shield of the Country”. We have formed a single centralized system for responding to possible infectious threats. As a result, we have ensured a multiple reduction in infectious diseases. Last year alone, such a reduction was 30%. More than 17 million cases of infectious pathology were prevented,” the Deputy Prime Minister emphasized.

    Since 2019, a separate project aimed at promoting healthy eating has been implemented within the framework of the national project “Demography”. The project’s activities have already covered more than 40 million people.

    Research for the development of medical science is conducted by over 400 scientific, medical and educational organizations. These organizations perform almost 5.5 thousand studies for medicine. 120 billion rubles have been allocated from various sources for these purposes.

    “We have created conditions for the development of the medical and pharmaceutical industries. In 2023 alone, Russian medical products worth over 1 trillion rubles were produced,” said Tatyana Golikova.

    At the meeting of the Academic Council of the Polytechnic University on October 30, a ceremony was held to present the diploma and mantle of the Honorary Doctor of SPbPU to the head of the S. M. Kirov Military Medical Academy (VMedA), Lieutenant General of the Medical Service, Academician of the Russian Academy of Sciences Evgeny Kryukov.

    Evgeny Vladimirovich graduated with a gold medal from the military medical faculty of the Gorky Medical Institute, served in the Black Sea Fleet as a doctor and head of the medical service of a submarine. He was a senior resident and head of the therapeutic department, chief therapist, and since 2009 – head of the Naval Hospital named after Academician N. I. Pirogov.     The new Honorary Doctor of the University was presented by the University Scientific Secretary Dmitry Karpov: Today, the large family of Polytechnicians welcomes a man for whom caring for the lives of others has become his life’s work. Evgeny Vladimirovich is a military doctor: from the Crimean Medical Institute and the Military Medical Faculty of the Gorky Medical Institute, which he graduated with honors, to the title of Honored Doctor of Russia and veteran of military service.     Dmitry Karpov noted that Evgeny Kryukov contributed to the formation of a system for providing troops in armed conflicts, the creation of principles for interaction between military and civilian healthcare, and the adjustment of the scientific process to the needs of the army and navy.

    Dmitry Anatolyevich also said that Yevgeny Vladimirovich made a significant contribution to the fight against the COVID-19 pandemic and participated in the trials of the Sputnik V vaccine. As the head of the Main Military Clinical Hospital at the time, Yevgeny Kryukov put on a protective suit and carried out procedures in the red zone himself to understand the operating conditions of medical personnel. For his dedicated work during the pandemic, he received the specially established Pirogov Order. Yevgeny Vladimirovich’s awards also include the Certificate of Honor of the President of the Russian Federation (2021), the Order of Honor (2022) and “For Military Merit” (2024).

    Evgeny Kryukov significantly strengthened the ties of the Military Medical Academy with the Russian Academy of Sciences and relevant international organizations. In conclusion of the presentation, Dmitry Karpov expressed confidence that such a connection will also be strengthened with the St. Petersburg Polytechnic University.

    After all the welcoming words, the rector of the Polytechnic gave the command: Bring in the Honorary Doctorate Diploma, the mantle and the medal!

    According to tradition, the doctoral gown and cap were brought into the hall of the Academic Council by students dressed in the uniform of polytechnics of the early 20th century. The ceremony was accompanied by the Gaudeamus anthem performed by the Polyhymnia choir. Yevgeny Vladimirovich was also presented with a book about the Honorary Doctors of the Polytechnic — his page is already in it.

    Our cooperation in medicine dates back about sixty years, when the Department of Biophysics was created at the Polytechnic University. In 1997, the outstanding professor of the Military Medical Academy Vladimir Olegovich Samoilov headed the faculty of medical physics at your university, – said Evgeny Vladimirovich. – Over this time, more than a hundred people have been awarded the high honor of becoming Honorary Doctors of the Polytechnic University, mainly representatives of engineering and exact sciences. Today’s event is especially valuable for me, because for the first time a doctor has been elected Honorary Doctor of the Polytechnic University. First of all, this is, of course, the merit of scientific schools, professors of the Military Medical Academy, the merit of all military medicine. Your decision demonstrates the unity of science, the army and society.
