    9 billion rubles have been allocated for the advanced construction and reconstruction of four sections of highways needed to extend the M-12 “Vostok” highway from Kazan to Yekaterinburg. The order to this effect was signed by Prime Minister Mikhail Mishustin.

    We are talking about the construction of bypasses of the cities of Nizhnekamsk and Naberezhnye Chelny in Tatarstan, a bypass of the settlements of Isametovo, Verkhneyarkeevo, Layashty, Ishkarovo, Asyanovo in Bashkiria, as well as the reconstruction of two more road sections in the Republic of Tatarstan.

    The decision will allow traffic to be launched on new sections of roads by the end of 2024, which, like the entire M-12 “Vostok” highway, will become part of the “Russia” international transport corridor.

    The signed order is necessary to implement the President’s instruction concerning increasing the pace of construction of the Moscow-Nizhny Novgorod-Kazan high-speed highway and extending it to Yekaterinburg. The head of state gave it following his Address to the Federal Assembly in 2021.

    The issue was considered and approved atGovernment meeting on October 3.

    The work is being carried out within the framework of the federal project “Development of the federal highway network” of the national project “Safe high-quality roads”.

    Deputy Prime Minister Dmitry Chernyshenko and Rector of Lomonosov Moscow State University Viktor Sadovnichy announced the winner of the All-Russian competition “Teacher of the Year of Russia” 2024.   • MIL-OSI Russia: Syzran Oil Refinery Completes Installation of Main Equipment at Sulfur Production Unit

    The Syzran Oil Refinery, which is part of the Rosneft oil refining unit, has completed the installation of reactors, receivers and a gas afterburner at the elemental sulfur production unit. The new equipment was manufactured by Russian companies. The reactor is 12 meters high, weighs about 36 tons, and has a diameter of over 3.5 meters. The receiver is 13 meters high and weighs 14 tons.

    Rosneft is implementing a large-scale program to modernize its refineries in Russia. Since the start of the program, more than 900 billion rubles have already been invested, construction/reconstruction projects for 23 main installations and oil refining complexes have been completed, which has allowed the Company to significantly increase the output of gasoline and diesel fuel of the 5th class and fully meet the needs of the domestic market.

    The elemental sulfur production unit will allow the utilization of hydrogen sulfide-containing gas, which is formed in oil refining processes. The unit will use the Claus oxidation method. The technology will ensure the overall degree of hydrogen sulfide utilization at a level of at least 99.8%.

    The elemental sulfur production unit complex is being built at the Syzran Oil Refinery as part of a modernization program together with the FCC catalytic cracking complex facilities, the launch of which will allow the enterprise to significantly increase the production volumes of high-octane gasolines.

    Rosneft, as part of the state program for the development of gas motor fuel, opened gas filling stations in the Orenburg region. The stations are equipped with domestically produced technological equipment.

    At automobile gas filling compressor stations (AGNKS), natural gas is supplied via a gas pipeline, then it is purified, dried and compressed in a compression module. The maximum capacity of the station is 17,000 m3 of gas per day.

    The filling stations were installed as part of the Vankor UTT investment program (part of Rosneft) and transferred to Bashneft-Retail for operation.

    CNG filling stations are designed to refuel vehicles with natural gas (methane). The advantages of using methane as a motor fuel are its environmental friendliness and increased engine life due to the absence of carbon deposits in the cylinders. The use of gas motor fuel can significantly reduce the cost of refueling vehicles and increase the efficiency of transport services.

    Scientists from VNIINP (part of the Rosneft research and development unit) have been awarded the 2022 Russian Government Prize in Science and Technology for Young Scientists*. The award was given for the creation of a line of materials and catalysts for a protective layer for hydrotreating processes in the production of commercial fuels.

    Rosneft pays special attention to the development of modern technical solutions and the implementation of innovations in all areas of activity to increase the Company’s competitiveness.

    The materials developed by the Institute’s specialists are intended for the removal and conversion of various raw material impurities and provide increased energy and resource efficiency of the hydrotreating process. The new products are superior to the best imported analogues.

    In the period 2021-2022, more than 29 tons of protective layer materials and catalysts were produced at the Pilot Industrial Production of NZK LLC, which were loaded and operated at 8 hydrotreating units of Rosneft Oil Refineries. More than 15 tons of catalysts are planned for loading at the Company’s oil refineries in 2023.

    The production of the developed line of new materials and protective layer catalysts is based on the use of domestic raw materials and can be organized at the Company’s catalyst plants.

    * According to the competition regulations, the age of applicants, except for the scientific supervisor of the team of young scientists, must not exceed 35 years at the time of nominating the work for the prize.

    A new kindergarten “Romashka” for 50 children was opened in the village of Stary Kurdym in the Tatyshlinsky district of the Republic of Bashkortostan. Financing for the construction and technical equipment was provided by the company “Bashneft” within the framework of the Cooperation Agreement between NK “Rosneft” and the Republic of Bashkortostan.

    The one-story building with an area of 700 m2 meets the most modern technical requirements. A separate block is provided for each age group. The outdoor area is divided into play and sports zones with trauma-safe covering.

    The facility is completely autonomous – its own boiler house fully meets the needs of the kindergarten and the neighboring school. The new preschool institution also provides a rich educational program. The staff of educators is formed from certified specialists.

    Also, with the assistance of Bashneft, a new kindergarten for 220 children was put into operation in the village of Kushnarenkovo in the Republic of Bashkortostan this summer. The two-story building with an area of 4.2 thousand m2 is an important social facility in the village with a population of more than 10 thousand people. The new kindergarten has relieved the existing 4 preschool education institutions, which were overloaded.

    Since 2017, Bashneft has implemented more than 220 significant social projects in 49 districts and cities of the Republic of Bashkortostan.

    Rosneft, together with the non-governmental development institute Innopraktika, has published the atlas Marine Mammals of Russia as part of the series Ecological Atlases of the Seas of Russia.

    The ecological atlas introduces readers to marine mammals living in the inland waters and seas of Russia. The publication presents scientific data on 47 species of marine mammals found in the described waters. In addition, it contains information on the climatic and oceanographic features of the seas, the history of their study, problems of protecting marine mammals and the main methods of their study. The book provides an opportunity to obtain modern information on the features of biology, population structure, natural and anthropogenic threats to the described species. The publication contains more than 60 maps, unique artistic illustrations, and photographs from the Company’s expeditions.

    The atlas reflects the results of the Company’s long-term work on studying marine mammals – the polar bear and the walrus, which were carried out within the framework of the corporate program for the conservation of biological diversity. The goal of the program is to study and preserve the population of rare animal species, the state of which can be used to judge the balance of Arctic ecosystems. The results of the Company’s research can be found in a special section of the atlas.

    The atlas was developed by specialists from the Company’s Arctic Scientific Center and leading Russian scientific institutes: the P.P. Shirshov Institute of Oceanology of the Russian Academy of Sciences, the M.V. Lomonosov Moscow State University, the Pacific Institute of Oceanology of the Far Eastern Branch of the Russian Academy of Sciences, the Murmansk Marine Biological Institute of the Russian Academy of Sciences, the All-Russian Research Institute of Fisheries and Oceanography, the All-Russian Research Institute for Environmental Protection, and the Marine Mammal Council.

    The publication “Marine Mammals of Russia” will be of interest not only to the professional community, but also to all those who are not indifferent to environmental issues.

    Specialists from the Tyumen Oil Research Center (part of the Rosneft research and design unit) have developed a software module called RN-Gas MUN* to assess the effectiveness of gas methods for increasing oil recovery. The new science-intensive IT product uses analytical calculations to make an express assessment of the potential effect of gas injection into the formation.

    Digitalization in all areas of activity is one of the key elements of the Rosneft-2030 Strategy. The emphasis on the implementation of digital technologies allows for increased efficiency and speed of decision-making throughout the Company’s production chain.

    The use of gas methods is relevant both for increasing oil recovery and for intensifying production, reducing greenhouse gas emissions and utilizing associated petroleum gas. The emphasis on developing proprietary technologies and software tools for predicting the efficiency of gas EOR allows the Company to make the most rational design decisions in the shortest possible time.

    The software module “RN-Gas MUN” evaluates the results of gas impact and determines the efficiency of production using key geological and physical parameters of the studied formation. In a matter of seconds, the program performs an express assessment of geological, technological and infrastructural risks of using gas methods, carries out a preliminary technical and economic calculation of the efficiency of using various technologies for pumping associated petroleum gas and CO2, taking into account the geological features of operational facilities.

    Calculations for ten Company facilities that are promising for the application of the technology have shown that the potential increase in the oil recovery factor from the introduction of gas EOR in terms of total additional production is 238 million tons, which is comparable to the discovery of a new large oil field. Practical application of “RN-Gas EOR” in the Company will allow promptly determining the development potential of gas methods and selecting priority production facilities for further detailed development.

    Scientists from Tyumen State University conducted research and field work within the Irtysh River valley on an area of about 9 thousand square kilometers. At the first stage of the research, ornithologists collected and analyzed data on rare and protected bird species, and at the second and third stages, they conducted field work to assess the quantitative state of the populations.

    Primary field data were collected using the route method, birds were photographed using long-focus optics, voices were digitally recorded to determine species, and sound stimulation was used. Similar studies have not been conducted in the area since the end of the last century.

    During the expedition, scientists discovered representatives of 70 bird species belonging to 10 orders, including 11 rare and protected species. Among them are the white-tailed eagle, the great curlew, the mute swan, the osprey and others.

    Ornithologists analyzed the main limiting factors of life activity for rare and endangered species, and gave recommendations for optimizing nature management, habitats and nesting sites in the study area.

    Scientists have also developed a list of measures to reduce the negative impact on populations of rare bird species, including limiting industrial work during the nesting season (May-June), carrying out biotechnical measures to create artificial nests, fluttering grounds and gravel beds, protecting forests from wildfires, regulating the number of birds of prey, and environmental education of the population.

A complex of high-tech equipment equipped with laser, ultrasonic and thermal imaging sensors allows specialists to identify and eliminate unregulated sources of greenhouse gas emissions at production facilities.

    The start of ground monitoring of methane emissions was a logical addition to the aerial monitoring that Bashkir oil workers began in 2021. Then, using domestic unmanned aerial vehicles equipped with laser gas analyzers, high-resolution photo and video cameras, 26 industrial facilities of the enterprise were surveyed. This year, ground and aerial monitoring has already been carried out at 56 facilities, including oil and gas treatment units of Bashneft-Dobycha LLC.

    Taking into account the experience and results obtained, Bashkir oil workers have developed an optimal program for monitoring methane emission sources, in accordance with which it is planned to study all the enterprise’s site facilities in 2023.

    As part of the Rosneft program for biodiversity conservation, the first summer field studies of the reindeer population in the Tyumen region have been completed. The forest subspecies of the animal is under threat of extinction and is listed in the Red Book of the region.

    In 2022, RN-Uvatneftegaz, which is part of the Rosneft oil and gas production complex, together with the Tobolsk Complex Research Station of the Ural Branch of the Russian Academy of Sciences, began implementing a long-term program to study and preserve the population of northern forest deer in the Uvatsky District of the Tyumen Region.

    The first field studies and their interpretation were conducted from May to October on an area of more than 62 thousand hectares (including within the license areas of RN-Uvatneftegaz). Based on the analysis of about 22 thousand high-resolution digital aerial photographs taken using unmanned aerial vehicles, the first encouraging results were obtained – individual forest reindeer (8 adults and 2 young of the year) were identified, as well as their numerous trails. The data indicate that the animals not only migrate across the territory of the Uvatsky District, but also breed here.

    Scientists have proposed measures aimed at preserving and further increasing the number of forest reindeer in the studied area, and have outlined a plan of specific activities for 2023, including the organization of artificial salt licks, the installation of camera traps to obtain more complete information about their lifestyle and characteristics, and conducting a winter route census of animals. Work on studying new areas is also planned.

    RN-Uvatneftegaz plans to use the research results in the development of the Uvat project fields as part of a set of measures aimed at preserving the disappearing symbol of the Siberian taiga.

    Rosneft has opened a scientific and educational center based on the Mining and Oil Faculty of the Ufa State Petroleum Technological University. The Rosneft-USPTU center is equipped with the latest equipment, some of which has no analogues. More than 800 students and postgraduates will be trained here annually.

    A large educational project is being implemented with the participation of the Government of the Republic of Bashkortostan, the Ministry of Science and Higher Education of Russia – the founder of USPTU.

    With the support of the Company, a comprehensive modernization was carried out in the five-story building of the Mining and Petroleum Faculty with an area of 6 thousand m2. The building is equipped with advanced scientific and educational equipment, intended, among other things, for core research and the study of hard-to-recover hydrocarbon reserves.

    The scientific and educational center has 15 educational clusters, which consist of 26 specialized laboratories (exploration and drilling; development and exploitation of deposits), 8 digital modeling classes and 2 technosphere safety laboratories.

    The educational center has a modern drilling simulator, which students can use in virtual reality to conduct, among other things, major well repairs.

    Rosneft – USPTU opens up broad opportunities for masters and postgraduate students who carry out scientific research in areas relevant to the Company, including in the field of hard-to-recover hydrocarbon reserves and new materials used in drilling to improve the efficiency of well construction.

    The scientific and educational equipment of the faculty allows students to master modern technology, laboratory equipment and software to develop competencies relevant to the Company.

    USPTU is a “forge of personnel” for the oil and gas industry of our country and one of the main suppliers of highly qualified specialists for Rosneft enterprises conducting production activities in various regions of Russia.

    Rosneft has opened a network of ultra-fast charging stations for electric vehicles at its own filling stations in the Moscow region. The Company’s filling stations have 27 charging stations with a capacity of 150 kW, allowing the battery of an electric vehicle to be charged to 80% in just 20 minutes. The equipment supports various international charging standards (CCS, CHAdeMO and Type2) and fully complies with international requirements.

    The project to develop charging infrastructure in the Moscow region was implemented jointly with Rosseti as part of an agreement signed at SPIEF 2021.

    The development of the charging infrastructure will allow drivers to charge electric vehicles at the extensive network of Rosneft gas stations in Russia.   • MIL-OSI Russia: Large-capacity equipment for gasoline production delivered to Ryazan Oil Refinery

    Large-tonnage equipment – two reactors for the gasoline catalytic reforming unit – was delivered to the production site of the Ryazan Oil Refinery Company (part of Rosneft). The reactors are 6.5 and 7.5 meters high, respectively, and weigh 30.7 and 39.1 tons. The reactors were delivered to the plant by specialized motor transport. The equipment was designed and manufactured at a Russian enterprise.

    The catalytic reforming unit plays an important role in the production of high-octane gasoline of the Euro-5 environmental class. The plant produces up to 300 thousand tons of stable catalysate annually.

    Replacing the reactors at the plant will allow the production of a catalyst with a higher octane number (96 or more) and will also increase the catalyst’s regeneration life, which will further improve the quality of the gasoline produced.

    Ryazan Oil Refinery is implementing a large-scale investment program to modernize production, aimed at increasing the depth and volume of processing, improving operational efficiency, environmental and industrial safety. The projects implemented within the program allow the plant to produce gasolines with improved environmental and operational properties – Euro 6, AI-100, as well as low-sulfur marine fuel. The use of digital technologies has made it possible to automate the management of technological processes and industrial safety systems at the main technological units of the enterprise.

    Excellencies, Honored Guests, Ladies and Gentlemen,

    Welcome to the IMF, and welcome to the eleventh annual Michel Camdessus Lecture—our signature lecture series on central banking.

    Let me also welcome our speaker today: the President of the European Central Bank, Madame Christine Lagarde. Christine’s extraordinary professional standing and personal charisma have earned her remarkable prominence, respect and admiration all over the world. She needs no introduction — least so here, at the IMF. Welcome home, Christine!

    During your years at the helm you led the Fund through turbulent times — the aftermath of the Global Financial Crisis, and the Euro area sovereign debt crisis.

    And you steered the Fund to adapt to a changing world — by broadening the institution’s perspective on the macro-criticality of inequality, governance, gender, and climate; and by making sure the quotas reform is advanced, so the Fund can better represent its membership. During COVID the social spending floors introduced in 2018 made a material difference in Fund support to the membership. 

    I am immensely grateful for the fortune to come after you and advance your legacy. I am also a direct beneficiary of your relentless pursuit of breaking new ground for women — first woman-chair at Baker McKenzie, first woman-Minister of Economy and Finance in France, first woman-Managing Director of the Fund, first woman-President of the ECB. I can vouch from experience that when you break the glass ceiling it is so much easier for the next woman to come!

    Of course, another indelible mark you left at the Fund is the creation of the Michel Camdessus Lecture series!

    So, on behalf of all of us here today: thank you for your friendship, leadership, and exceptional contributions to our entire membership. And thank you for gifting us the Camdessus Lecture series and coming to give one today.

    Cautious Optimism about a Soft Landing

    Before I turn the floor to you, let me briefly reflect on developments in the world since last year’s Camdessus Lecture.

    This has been a year of determined action of central banks — of synchronized tightening of monetary policy to address the surge of global inflation. Not popular, but necessary.

    Despite of it, inflation remained stubbornly high and it generated in some places concern about the effectiveness of monetary policy.

    Fast forward to today, and we are clearly in a better place.

    Inflation has declined significantly, to or near target in many economies. It is the result of resolute actions of central banks, as well as fading supply shocks. The forces of monetary policy transmission have re-asserted themselves in the end.

    We are in a better place, but we can’t be complacent. First, in many countries, services inflation is persistent, and inflation could yet tip upwards.

    Second, in more shock-prone environment, we simply don’t know what surprise may hide around the corner. Since COVID and Russia’s invasion of Ukraine, it has become clear central banks need to scan the horizon beyond monetary and financial sector developments.

    Above all, as we know central bankers face a balancing act. They must ensure that inflation sustainably returns to target — and remain there — while avoiding the risk of excessively tight policies. This is particularly important in a world faced with a low growth/high debt conundrum.

    Yet, we can be reasonably confident we have entered the “last mile” in the fight against inflation, allowing most central banks to enter an easing cycle—with ECB in June and the Fed this week marking the most important developments.

    Over the last year at the Fund we have been on the side of the “softlanders” — a win against inflation without a sharp global downturn. In fact, while clearly weaker than we would want, economic activity has been remarkably resilient: we are projecting global growth to be more than 3 percent this and next year.

    Structural shifts and Monetary Policy

    So what next? The fight against inflation has come against the backdrop of four and a half years of extraordinary challenges for central banks.

    And while inflation is retreating, rates are going down and recession appears unlikely, challenges will abound. We are living in a more shock-prone world, a world in which geopolitical considerations turn into geo-economic fragmentation, and a world of tremendous structural shifts due to the green and digital transformation.

    In this new world, central banks must be vigilant to the potential for shocks to unleash powerful inflationary forces and create difficult tradeoffs.

    And they must grapple with ongoing structural changes in the financial sector and the broader economy.

    We must urgently invest in understanding how the growing importance of non-bank financial institutions could affect the transmission of monetary policy and create new tradeoffs between price and financial stability.

    As you do in ECB (and we do at the Fund), we need to recognize the rapid increase of climate-related financial stability risks and the tremendous growth and jobs potential of greening the economy.

    We must manage the gains and the disruptions of AI, which could provide a major impetus to productivity growth but also increase inequality if not accompanied by supportive policies. And we need to monitor how further advances in digitalization transform the financial landscape. Digital assets, including central bank digital currencies, stand out as potential game changers.

    Last but not least, the conduct of fiscal policy is and will remain relevant to the job of central bankers — complicated by the higher levels of public debt.

    Christine, in such a rapidly changing environment, your lecture on structural shifts and monetary policy could not be more timely.

    With your exceptional career, you are uniquely positioned to consider the future of monetary policy strategies and toolkits, both conventional and unconventional.

    You have often said that your experience as an elite athlete in the French synchronized swim team helped define your managerial style. You have embraced collaborative leadership. You value discipline, endurance and strategic planning.

    And you always act with grace under pressure. These are all essential qualities for a central banker — especially one blessed to do the job in such interesting times!

  • MIL-OSI Russia: NSU entered the top 10 of the rating of universities for technological entrepreneurship by the Expert Analytical Center

    This week, the analytical center “Expert” published annual rating universities that are leaders in technological entrepreneurship. NSU is among the top 10 strongest universities in this indicator. Among other leading universities, there are mainly those located in Moscow.

    Since 2016, the Expert AC has been annually assessing the publication activity of Russian universities, their ability to create and implement innovations, and generate local and global technology entrepreneurs.

    The 2024 Techpred-50 study covers 863 local technology startups founded by 1,127 entrepreneurs between 2014 and 2023, headquartered in about 60 cities in Russia, as well as 2,303 startups from 2,367 entrepreneurs founded abroad during the same period. The study included universities with at least 5 active startups in Russia.

    In this edition of the rating, the selection of universities in the top 50 was carried out on a point scale of Effectiveness, which took into account the assessment of local and foreign startups from graduates of Russian universities according to several parameters.

    As an experimental approach to assessing the university’s potential for generating technology entrepreneurs, indicators of the university’s participation in federal competitions and selections, the region’s potential, as well as the presence of a large innovative infrastructure, which includes, for example, modern campuses built within the framework of a federal project, were used.

    Associate Professor of the Department of Management, Head of the Master’s Program “Innovative Entrepreneurship and Management” Faculty of Economics Elena Alyabina, Head of the Novosibirsk State University, commenting on the results of the rating, noted that in 2024 the methodology for calculating the rating of universities-leaders of technological entrepreneurship has changed somewhat: a block of “Local startups” of companies with headquarters in Russia has been added.

    — Despite this, NSU has once again entered the top ten. It is stability that distinguishes NSU from some economic universities that have only recently entered the ranking, — Elena emphasized.

    Technological entrepreneurship is successfully developing at NSU. Thus, at the moment, more than 50 startups founded by university students have received 1 million rubles each for the implementation of projects from the Innovation Assistance Fund; 24 teams have become residents of the Akadempark of the Novosibirsk Akademgorodok.

    — In my opinion, the secret of NSU’s success is in the combination of formal and informal approaches to the development of technopreneurial education. We have learned to integrate acceleration programs into the curricula for training students in various areas, to form mixed teams of “physicists” and “lyricists,” and to involve active technology entrepreneurs in teaching. NSU has formed a productive innovation infrastructure, represented by Center for Technology Transfer and Commercialization, Startup studio, with many student initiative associations with a business focus,” noted Elena.

    NSU has been implementing this for several years now Master’s program “Innovative Entrepreneurship and Management”. It introduces disciplines related to product management that are useful for tech entrepreneurs, and also develops cooperation with NSU Advanced Engineering School. In addition, many entrepreneurial courses are built into the curricula of various bachelor’s degree programs. NSU also prepares and defends theses in the “Startup as a Diploma” format. At the same time, the number of teams is increasing: in 2023 and 2024, it is 2 times larger than the first graduating class in 2022.

    — The plans include involving more students in project activities, where kids can try themselves in the role of a startup team member and understand how close this development trajectory is to them. There are ideas on how to extend the “campus courses” approach to faculties that have not yet been covered. Another promising area is involving schoolchildren: students SUNC NSU are already creating interesting projects that win at the International Scientific Student Conference from a technological point of view. By adding an entrepreneurial component to them, you can get a reserve for future startups, – Elena added.
