    BEIJING, July 15 (Xinhua) — Chinese Premier Li Qiang on Tuesday called on China and Australia to further strengthen cooperation ties, promote trade and investment liberalization and facilitation, form stronger development synergy and effectively deal with environmental uncertainty.

    Li Qiang made the remarks at the 8th China-Australia Business Leaders Roundtable, which he co-hosted with Australian Prime Minister Anthony Albanese in Beijing.

    About 30 heads of chambers of commerce and enterprises of the two countries took part in the round table.

    Li Qiang recalled that this year marks the 10th anniversary of the China-Australia Free Trade Agreement, and noted that over the past decade, bilateral economic and trade cooperation has demonstrated remarkable resilience and vitality.

    Moscow, July 15 /Xinhua/ — China plays an important role in promoting mutually beneficial cooperation in the field of rare earth metals, while the negative narratives spread by the United States about the “Chinese threat” in this area sow discord and contradict the laws of economic globalization, Chinese Ambassador to Russia Zhang Hanhui said in an opinion piece published in the Russian newspaper Argumenty i Fakty on Tuesday.

    “China has always carried out international cooperation in the mineral resource sector on the basis of equality and mutual benefit, in accordance with the law, and has never resorted to putting pressure on other countries or putting forward political or security-related conditions,” the publication says.

    As Zhang Hanhui emphasized, China has an important mission in the global supply of rare earth metals, accounting for nearly 70 percent of the world’s supply. The ambassador noted that in recent years, China has given priority to the high-quality development of the rare earth metal industry through scientific and technological innovation, consistently carries out industry regulation, and successfully mastered “green” mining technologies, solving the global pollution problem. “Strengthening the management of rare earth metal exports by China contributes to further changing the extensive development model of the industry, promoting its standardization, orderliness and sustainable development,” the Chinese diplomat said.

    The author of the article recalled that in November last year, China revised its Mineral Resources Law.     Kyiv, July 15 /Xinhua/ — The Verkhovna Rada of Ukraine on Tuesday approved the country’s temporary withdrawal from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (Ottawa Convention), MP Yaroslav Zheleznyak reported on Telegram.

    Last month, the Ukrainian Foreign Ministry said that official Kyiv needed to suspend the treaty because the Russian Federation, not being a signatory to the Ottawa Convention, had been widely using anti-personnel mines in the Russian-Ukrainian armed conflict since 2022. Because of this, as noted, Ukraine found itself in an unequal and unfair situation that limits its right to self-defense.

    According to the text of the bill approved by the Verkhovna Rada, the Ottawa Convention will be suspended for Ukraine until the armed conflict with the Russian Federation is completely ended, as reported by the Ukrinform news agency.

    The Ottawa Convention was signed in December 1997. Ukraine joined the treaty in February 1999 and ratified it in May 2005.

    On June 29 of this year, Ukrainian President Volodymyr Zelensky signed a decree that puts into effect the decision of the National Security and Defense Council on the country’s withdrawal from the Ottawa Convention.     The martial law and general mobilization in Ukraine were supposed to expire on August 7. Both legal regimes were extended for the 16th time.

    For the approved bills to come into force, they must be signed by the country’s president, Volodymyr Zelensky.

    How do Russians evaluate the financial “safety cushion”?

    During the survey, 38% of Russians admitted to having no savings – they have no savings, so not receiving a salary in the first month will have a negative impact on their standard of living. The remaining citizens noted that they have a “safety cushion”, savings are enough to live without income:

    13% of Russians – no more than a month; 24% – within two months; another 12% of citizens will be able to hold out for up to six months; 7% of respondents are ready to live on savings for up to a year; only 6% of Russians have savings that will last for a year or more.

    A similar picture was demonstrated by the results of a similar survey conducted a year earlier. Then, 27% of respondents stated that their savings would last up to three months, and 12% – up to six months. The typical portrait of a person with savings was a family man, holding a management position in a large city and having a higher education.

    What has changed in the area of financial literacy among Russians?

    Although almost 40% of Russians do not have savings, the level of economic literacy in the country continues to grow. As the results of the study showed:

    78% of the population control the family budget; 80% of citizens plan income and purchases; about 50% of respondents keep track of their funds.

    “Surveys show that Russians are attentive to money – many plan a budget, control expenses, and keep records,” the expert noted.

    By the way, the literacy level of men is higher than that of women. Representatives of the stronger sex tend to plan expenses for a longer period – from six months: women are more likely to make impulsive purchases. Experts reminded that having a “safety cushion” for 3-6 months is the optimal solution that will allow you to survive a crisis or force majeure.

    A working meeting was held at Peter the Great St. Petersburg Polytechnic University between SPbPU Rector Andrey Rudskoy, the Minister of Science, Higher Education and Technological Development of the Arkhangelsk Region Alexey Aksenov and the Acting Rector of the Northern (Arctic) Federal University named after M.V. I am confident that this synergy will become the basis for comprehensive solutions that can change the infrastructure of the North and become an example for other regions of the country,” Andrey Rudskoy emphasized.

    It is worth noting that over the course of three years of close cooperation with the Scientific and Educational Center “Russian Arctic” of NArFU, specialists of the Scientific and Research Laboratory “Laser and Additive Technologies” of IMMiT SPbPU have completed several projects on direct laser growth and laser welding of thin metals. Now the polytechnicians are faced with the task of developing a technology for hybrid laser-arc welding of samples with a blunting thickness of at least 30 mm. In the future, joint interests include the creation of a technological complex and the introduction of laser technologies into the production of city-forming enterprises.

    At the meeting, the guests voiced a proposal to create a center, discussed the levels of interaction and upcoming stages of joint work.

    “For the Arkhangelsk Region, the development of advanced production technologies capable of ensuring reliable and efficient operation in the conditions of the North and the Arctic is especially important. Joint scientific projects and the creation of a competence center are a step towards a real technological breakthrough. We are counting on practical results and are ready for systematic work on the implementation of new solutions in shipbuilding and related industries,” noted Alexey Aksenov.

    During the visit, a tour of the university campus and research laboratories of the Institute of Mechanical Engineering, Materials and Transport of SPbPU took place. The guests examined the equipment of the Laser and Additive Technologies Research Laboratory in most detail. They were interested in the robotic technological complexes and exhibits manufactured as part of joint projects with the Russian Arctic Research and Education Center of NArFU.

    “In recent years, within the framework of cooperation with the Scientific and Educational Center “Russian Arctic” of NArFU, we have successfully implemented several projects using direct laser growth and laser welding technologies. We see great interest in laser technologies from the Arctic region and are confident that the next stage of cooperation will allow us to move from pilot solutions to large-scale integration of technologies into production,” said Mikhail Kuznetsov, Director of the Russian-German Center for Laser Technologies.

    Alexey Aksenov and Mikhail Danilov showed keen interest in the scientific developments of the Polytechnic University and expressed readiness for further cooperation. Following the meeting, a decision was made to hold a series of working meetings for a more detailed discussion of the project.

    The visit of the delegation from the Arkhangelsk region became an important step towards strengthening interregional scientific and technical cooperation.     HSE ART GALLERY in partnership with the platform Artz. Vork continues the cycle of group exhibition projects from the “Big Themes” series, rethinking fundamental ideas and offering new interpretations of timeless concepts. This time, the theme of the exhibition was flowers – their images, symbolism and meanings.

    Flowers are traditionally associated with transience: they do not live long, quickly fade, and disappear almost without a trace. Therefore, flora in art often becomes an image of memory, loss, something that slips away but continues to exist. Alexandra Lurye, Maria Panina, Anna Stavinozhenko, and Alina Kerimova work in this vein. In the context of the climate and political crisis, flora is increasingly acquiring features of vulnerability and anxiety — as in the works of Anastasia Kovaleva, Alexandra Zamurueva, and Polina Filippova. Some artists — Irina Afanasyeva and Galya Fadeeva — radically rethink the very idea of the “language of flowers,” rejecting established symbols in favor of new ways of expression. When we talk about flowers, we most often imagine something living, fragile, tangible. But what happens when flora loses its materiality and turns into a digital image? This question is asked by Masha Rogova, Dariella, and Olga Filina. Flowers at the exhibition become a reason for a conversation about identity, personal history and deep self-reflection — in the works of Inga Tatarshao, Ekaterina Ivanitskaya and Marya Dmitrieva. Separately, the exhibition presents “Flower Horoscope” — a fantasy digital project by the art group Agey Tomesh.

    One of the conceptual lines of the exhibition is the metaphorical convergence of the phenomena of herbarium and collecting. To collect a herbarium and to collect art means to touch time. In both cases, it is about choosing, selecting and preserving what can disappear. However, in the post-digital era, when the boundaries between the physical and the virtual are increasingly blurred, a new form of interaction with art is emerging – phygital collecting, combining the material (physical) and the digital (digital). Being part of the exhibition program Biennale of private collections, the project invites us to reflect on the nature of phygital collecting. This format became the basis of the platform Artz. Vork, where viewers can find all the works on display — add a memorable piece to their digital collection and purchase a print based on it. The Flower Horoscope is an archaic system of symbolic classification found in cultural layers of the supposed pre-continental period. Unlike astrological systems based on observation of stellar movement, this model correlates human individuality with phenological cycles — the flowering time of plants, seasonal weather changes, and the migration of fauna.

    Each day of the modern calendar year corresponds to a certain type of ancient plant (usually a flower), supposedly possessing its own “character” or behavioral metaphor. It is believed that a person born on this day inherits the qualities attributed to “his” plant, as well as its supposed role in the natural-social structure.

    BEIJING, July 15 (Xinhua) — Two special trains on the China-Europe international rail freight route arrived one after another at the Multimodal Transport Center of the China-SCO Regional Economic and Trade Cooperation Demonstration Zone (hereinafter referred to as the China-SCO Demonstration Zone), delivering more than 3,100 tons of feed wheat flour from Kazakhstan to Shandong Province, east China. After unloading, the goods were stored in a warehouse in the national logistics hub park for China-Europe trains in Qingdao, east China, marking the official opening of the warehouse-shipment-trade integrated service for goods transported along the aforementioned China-Europe routes.

    According to the Qingdao Daily newspaper, the “warehouse-transportation-trade” format in the context of international China-Europe rail freight transportation implies the close integration of three links – warehousing, transportation and trade – into a single, highly efficient and coordinated trade and logistics ecosystem within the framework of the operation of the aforementioned trains. Such an integrated service allows for the optimization of resource allocation, reduction of intermediate links and significant improvement of overall operational efficiency.

    According to a representative of Shandong Hi-Speed Group, the company has currently developed a comprehensive solution for the entire process in the format of “warehouse-transportation-trade” for a customer of feed wheat flour from Kazakhstan, taking into account customer needs.

    DAMASCUS, July 15 (Xinhua) — Syrian authorities on Tuesday declared a complete ceasefire in the southern province of As-Suwayda after days of deadly clashes between local Druze armed groups, Bedouin tribes and forces loyal to the Damascus regime, Defense Minister Murhaf Abu Qasra said.

    In a statement published on the X social network, M. Abu Kasra said: “We have ordered a complete ceasefire for all units operating in the city of As-Suwayda after reaching an agreement with local elders and senior officials.”

    He said Damascus-controlled forces would only respond to active sources of fire, adding that strict instructions had been given to protect civilians, maintain public order and protect public and private property.

    The events come amid a sharp rise in violence over the weekend. At least 99 people have been killed and nearly 200 wounded in the past two days, according to the Britain-based Syrian Observatory for Human Rights.     700 streets. Among them are the outbound highways: Profsoyuznaya Street with 60th Anniversary of October Avenue, Shchyolkovskoye Highway with Krasnoprudnaya and Bolshaya Cherkizovskaya Streets. On Volgogradsky Prospekt, one of the city’s largest outbound highways, work is underway on the section from the Garden Ring to the Moscow Ring Road with a total length of 12.5 kilometers. The project also includes Marxist Street. The area will become even more comfortable for residents, while the transport function of the highway will be preserved,” the Moscow Mayor said in on your telegram channel.

    Volgogradsky Prospekt is one of the largest outbound highways in Moscow. More than 860 thousand people live in the houses located next to it. More than 110 thousand cars drive along this avenue per day, and the passenger flow of 24 city transport routes is 120 thousand people daily.

    The comprehensive improvement of Volgogradsky Prospekt and Marxistskaya Street began in April 2025. Work is being carried out on the section from the Garden Ring to the Moscow Ring Road. Its total length is 12.5 kilometers.

    The main objective is to make the urban environment more functional and comfortable for local residents, while maintaining the transport purpose of the highway.

    Instead of the outdated stops along the avenue, 30 modern pavilions will be installed. Thanks to the infrastructure upgrade, as well as due to the adjustment of traffic lights and the provision of priority to city transport, its speed will increase by 20 percent.

    About 490 benches and trash bins will be placed on sidewalks and in other suitable places. 26 informational steles will help to find your way around.

    It will be lighter and safer in the evening and at night thanks to the installation of more than a thousand energy-saving lamps. In addition, 1055 old gas-discharge lamps will be replaced with LED ones. Contrast lighting poles will be installed at unregulated pedestrian crossings.

    Volgogradsky Prospekt will become much greener: previously lost lawns will be restored here. More than 1,300 large trees will be planted along the highway, including in the area of the exit to the Moscow Ring Road. Four green islands with decorative compositions of coniferous plants will be arranged on the scenic sections of the highway.

    To improve the appearance of the avenue, decorative fencing with an individual pattern will be installed along industrial enterprises and garage complexes. Ventilation shafts and other engineering structures will receive decorative cladding. In addition, the dog walking area near house 187/16 will be updated.

    Specialists will replace the pavement surfaces (about 105.3 thousand square meters) and roads (111.4 thousand square meters). Overhead cable lines will be moved underground and an additional drainage system will be installed.

    Over 380 people and over 70 units of equipment are involved in the work. The improvement of Volgogradsky Prospekt with Marxistskaya Street is planned to be completed this fall.
