    Moscow is the largest center for the development of creative industries in the country.     Cybercriminals are constantly inventing new ways to deceive citizens. For example, the number of cases of fraud using deepfake technology has been growing recently. Using artificial intelligence, attackers reproduce voice messages and video calls allegedly from relatives, friends or colleagues. Then, using synthesized voices and videos, they try to lure out personal information and gain access to citizens’ savings. At the project event “Call me back yourself” Experts talked about common techniques used by criminals who use deepfake technology and gave useful recommendations to help protect yourself and your loved ones.

    Today, one of the most common methods of fraud based on deepfake technology is fake video calls, audio and images generated using artificial intelligence. Under stress and psychological pressure, they can believe the deepfake, transfer money to the attackers or transfer personal information. To protect yourself, you do not need to block all calling friends and colleagues on your phone: you can recognize synthesized speech and images even despite their high realism and accuracy. Signs of deception may include unnatural facial expressions, desynchronization of voice and video, suspicious elements in the photo, unusual wording or pronunciation errors, a mechanical, emotionless voice,” said Valentina Shilina, head of the “Call Back Yourself” project of the Moscow

Six experienced teachers work with them, among them are masters of sports in rowing and professional yachtsmen. We invite children from seven to 14 years old to the summer program. Last year, about 600 people joined us in June, July and August,” says Artem Osadchiy, head of the Moscow City Children’s Marine Center named after Peter the Great.

    Young Muscovites take their first steps as cabin boys, navigators, boatswains and captains in the educational building of the center on Leningradskoe Shosse (building 56a).     A few minutes later, the children go out into the yard with the teacher and, like real sailors, try to throw the mooring lines — ropes — over the line indicated by the teacher. This is what sailors do to secure a ship to the pier. Then the children wrap the rope around the bollard — a pair of small metal pipes for mooring ships, making loops in the shape of the number eight. When the knots are tied tightly, the children jump for joy: the imaginary ship is moored!

    Another unusual task awaits the children at the next lesson. On the second floor, in one of the classrooms, there is a huge ship’s wheelhouse – a navigation simulator. The students sit down in chairs near the display, and the ocean rages in front of them on the big screen. It seems as if the cabin is really floating on the water. The realism of what is happening is enhanced by the sound of waves from the speakers. Using switches and levers, you can control the ship, completing tasks: save a person who has fallen overboard and go around a huge barge. A couple of seconds – and the weather on the screen changes: a storm begins. Visibility drops, but the children do not give up – they overcome the waves, maneuvering between the ships.

    “This simulator not only imitates navigation, but also develops the vestibular system, allowing you to understand how pitching feels. The simulator also helps in preparing for boating in the water area. The waves are small here, but skill is also needed. As a rule, going out on the water is the most anticipated event for the children. And we try to allow them on boats and yachts at least three times per shift. And in addition to navigation, the program includes unique activities: a tour of the Khimki Reservoir, laser tag, active games and tourism. Under the guidance of experienced instructors, children learn to pitch a tent and make a fire,” emphasizes Artem Osadchiy.

    River navigation and teamwork

    After theoretical lessons, the children head to the shore of the Khimki Reservoir, where snow-white boats await them on wooden piers. The children put on life jackets, descend from the pier onto the vessel and take up the oars. Vladimir Petukhov, a rowing coach and teacher at the Peter the Great Moscow City Children’s Marine Center, gets into the boat with them.

    “On rowboats, children learn to row. This activity develops strength, endurance and coordination, and teaches teamwork. In rowing, it is important to do everything in a coordinated and synchronized manner, because if one lags behind, the others feel it too. At the same time, the main task of the coach is not only to teach the child to row correctly, but also to help him cope with the fear of water or pitching. A boat passed, waves appeared, and the children became worried. And we calm them down, show how to overcome them with the bow or stern. You can also place the boat parallel to the waves. The children quickly remember and eagerly await the next lessons,” says Vladimir Petukhov.

    Among the brave rowers is second-grader Arkady Grozdov. He confidently holds the oar and looks around. At seven years old, he can not only control a rowboat, but also work in a team. In the future, the boy wants to become a captain and lead ships along the Moscow River.

    “Rowing is not an easy activity, but I really like it. I get into the boat, take the oar and get ready to follow the teacher’s commands. Without synchronized movements, nothing will work,” notes Arkady Grozdov.

Ekaterina Kochkina, a teacher at the Moscow City Children’s Marine Center named after Peter the Great, a master of sports in sailing and a hereditary yachtsman, helps the children get on them. Following the example of her father, brothers and sisters, she has been sailing yachts for more than 20 years. She spent her first shift under sail last year, and this summer she is already confidently holding her own on the boat and quickly determines which way the wind is blowing.

    “There are multi-colored strings on the sail – “sorcerers”. They help to set the yacht on course. If the boat is moving, and both strings fly back, it means we are going with the wind. I associate centerboard boats with the sea, and I like that, even living far from the south, you can feel like you are there. I have not yet thought about whether I will connect my life with shipping, but next year I would like to take part in such a shift again,” says Alexandra Molchanova.

    Having become familiar with boat and dinghy management, the children often stay at the center in the fall.     Residential development in Moscow, especially given the architectural diversity of the central districts, is conventionally divided into two types: standard buildings and houses built according to individual projects. At the same time, unique architectural solutions are not only pre-revolutionary Art Nouveau or Soviet neoclassicism. Later and modern residential buildings were also often built according to individual projects. This year, specialists from the Moscow City Services Complex will overhaul more than 1,100 such houses.

    One of these buildings is located in Veskovsky Lane (house 4). It was built in 1901 in the eclectic style. The facades have decorative elements, and neighboring houses adjoin the ends. The first floor is separated from the upper part by a profiled cornice. There is a crowning cornice along the perimeter of the building. The building is also crowned with pinnacles.

    The façade, roof and entrances are currently being restored. The Moscow Capital Repairs Fund has developed an individual project for this building, which involves the use of modern domestic materials and technologies.

    The work began with cleaning the facade, treating the wet areas with antifungal compounds and restoring the brickwork. Then the builders will return the walls to their original peach cream color. The sandriks and pilasters will be painted signal white.

    The repair of the brick façade began with washing the exposed surfaces from accumulated dirt. Then the craftsmen restored the damaged areas of the brickwork and filled the weathered seams with a special compound. Wet areas were treated with antiseptic solutions. At the next stage, the walls will be covered with an invisible protective film that can withstand temperature changes.

    The entrances and basement will be put in order, the slopes will be repaired and modern double-glazed windows will be installed in common areas. The roofing will be replaced on the roof of the building. The builders will also update the power supply system, water mains, central heating risers, cold and hot water supply.

    This year, a panel building erected in Odoevskogo Passage (house 7, block 7) according to an individual project in 1996 will be put in order. Work in the 24-story building will be carried out using façade electric cradles. In order to minimize inconvenience for residents, the work was divided into several stages.

    First, the builders thoroughly washed the panels and cleared the interpanel seams from the old filling. The next stage will involve treating wet areas and insulating the interpanel seams, after which it will be time for sealing. The facade will be painted in shades of “pale sienna”, “rust” and “signal white”.

    At the final stage, the builders will replace the balcony screens and floor covering, install modern window units in common areas, repair the basement, and also install a new asphalt concrete blind area.

    The Moscow City Services Complex noted that the regional housing stock capital repair program being implemented in the capital is in line with the goals and objectives of the national project “Infrastructure for life”.

    The results of the Russian Science Foundation mega-grant competition for fundamental scientific research and exploratory scientific research under the supervision of leading foreign scientists have been summed up. 230 projects from 127 scientific organizations from 35 subjects of the Russian Federation applied for RSF support. This laboratory was created in May 2017 as a result of the victory of the project “Spatio-temporal Nonlinear Optics of Multimode and Multi-Core Fiber Systems” in the fifth competition of the Ministry of Education and Science of Russia for receiving grants from the Government of the Russian Federation for state support of scientific research conducted under the supervision of leading scientists. Its head is a recognized world expert in the theory of surface waves, as well as an expert in nonlinear effects in fiber-optic communication systems Stefan Wabnitz.     — Our project is aimed at creating an innovative endoscopic device that combines optical biopsy and low-temperature plasma therapy technologies. Its goal is to develop a unified system that provides the ability to both diagnose and treat gastrointestinal diseases, including oncological diseases, in real time, which will eliminate the need for lengthy histopathology and increase the accuracy of examinations. This device will combine two functions at once — diagnostics (using machine learning) and therapy (laser/plasma), minimizing damage to healthy tissues, — said Denis Kharenko, senior researcher at the laboratory.

    In current medical practices, ex vivo histopathology is used for accurate cancer diagnostics, during which laboratory studies of living tissue transferred from the body to an artificial external environment are carried out. It involves taking tissue from the patient, which leads to delays in the start of therapy and requires complex laboratory procedures and practically does not allow observing the course of the disease in dynamics. NSU scientists propose to solve this problem by introducing in-vivo diagnostics, which allows examining the body without taking material using optical endoscopic methods. It is important that this diagnostic method will be associated with the possibility of therapeutic intervention, which will not only significantly increase the area under study and the volume of data obtained, but also accurately identify the affected area during repeated examination, minimizing time and economic costs, as well as the risks of errors associated with the analysis of samples outside the body.

    — The new type of endoscopic system we are creating, in addition to diagnostics, will be able to precisely affect tumor cells using temperature-controlled laser radiation and low-temperature plasma, causing their apoptosis without excessive heating — a process of programmed cell death, in which the cell self-destructs, disintegrating into individual fragments, which are then absorbed by other cells without causing negative consequences. This leads to minimal damage to healthy tissue. This feature will reduce side effects, avoid fibrosis and vascular damage, which is extremely important for improving the quality of life of patients. The project is a significant step forward in the field of “optical biopsy” and endoscopic therapy, — explained Denis Kharenko.

    One of the main scientific tasks of the scientists will be to optimize the process of diagnostics and treatment of cancer using a multimode optical fiber, which implements the Kerr self-cleaning effect, providing high resolution (up to 0.66 µm) and resistance to mechanical impacts during the propagation of laser radiation. The integration of multiphoton fluorescence and Raman scattering will further expand the diagnostic capabilities of the device, allowing for spectroscopic studies of tissues and the detection of biomarkers characteristic of different stages of the disease with microscopic accuracy. According to the project participants, this technology will make the device a universal tool for both diagnostics and subsequent treatment.

    The project involves several stages. First, the scientists will design and test multimode fibers and high-repetition-rate lasers for the endoscopic system. The next step will be to test the device on biological samples, including lab-created organoids and cancerous tissue.

    — We are confident that our experimental setup with the ability to precisely control low-temperature plasma will allow localized impact on the affected areas of organs and tissues, which will create the basis for the application of the technology in clinical practice. We intend to create a flexible and highly effective visualization and therapy system, which will subsequently become established as a standard in the field of diagnostics and treatment of gastrointestinal diseases, including oncological diseases in the early stages, — said Denis Kharenko.

    On July 15, the Federation Council held a round table on the topic of “Development of special economic zones of the technology-implementation type as a driver of innovation.” The event was organized by the Committee on Economic Policy with the participation of Senator Vladimir Kravchenko.     Today, there are seven special economic zones of the technology implementation type operating in Russia. Despite their small number, they demonstrate impressive results from year to year, promoting the development of high-tech production and innovative infrastructure. They include: SEZ Technopolis Moscow (Moscow), Saint Petersburg (Saint Petersburg), Dubna (Moscow Region), Tomsk (Tomsk Region), Innopolis (Republic of Tatarstan), Istok (Fryazino, Moscow Region), and Saratov (Saratov, Saratov Region).

    In his report, Svyatoslav Sorokin noted the importance of technology implementation zones in the formation of non-resource growth of the economy and the technological sovereignty of the country.

    “Today we see that, despite the fact that there are only seven technology-implementation SEZs, they generate almost half of all revenue and jobs created in the SEZ territory. This speaks to the high efficiency of this format and its key role in the development of high-tech production,” the deputy minister emphasized.

    Today, there are more than 570 residents registered in the TVT SEZ, 32 of which have foreign capital. The total revenue of residents exceeds 1.75 trillion rubles (43% of the total revenue for all SEZs), and the volume of investments amounted to more than 764 billion rubles. Thanks to the activities of these zones, more than 50 thousand highly paid jobs have been created.

    “Residents of technology-implementation SEZs today produce unique IT solutions, medical products, and products for the aviation and space industries. These are real growth points and architects of the innovative economy,” noted Svyatoslav Sorokin.

    The roundtable participants discussed proposals for fine-tuning the SEZ mechanism, aimed at increasing their efficiency and investment attractiveness. The Ministry of Economic Development will work on initiatives from the constituent entities of the Russian Federation to adjust the methodology for assessing the efficiency of special economic zones, providing for increased attention to the development of technologies and the introduction of innovations. The new approach will be implemented taking into account the emphasis on technology implementation processes that ensure the implementation of the strategic goals of the national economy – structural adaptation of industries and the achievement of technological sovereignty of the country. These measures are aimed at increasing the competitiveness of Russian enterprises, accelerating scientific and technological progress and ensuring the sustainability of economic growth in the context of global competition.

    Today we will look at important issues in the development of the aviation industry.

    The President has set large-scale tasks for the industry to update the fleet of Russian airlines. Without a doubt, our country needs a modern air fleet based on its own technological solutions and a powerful production base.

    In the context of sanctions and external restrictions, the creation of a full range of domestic equipment is necessary for the reliable development of connectivity between our regions and the achievement of the strategic goal of increasing the aviation mobility of citizens by one and a half times by 2030.

    Of course, for this purpose new comfortable airport complexes are also being actively built, airfield infrastructure is being modernized, air traffic control systems are being improved, which contributes to the expansion of the route network. And as a result, flights on domestic routes are becoming more convenient for more people.

    In order to ensure the independence of Russian civil aviation, a specialized federal project has been formed – “Production of Aircraft and Helicopters”. It has become part of the national project of technological leadership “Industrial Support of Transport Mobility”, which was launched, let me remind you, at the beginning of this year. It is planned to allocate a total of 765 billion rubles from the federal budget for its implementation over six years.

    First of all, to create aircraft, competitive engines, electronic equipment, various technical systems. And the entire list of science-intensive equipment. We are talking about developing truly unique products that do not yet have Russian analogues, the production of which must be mastered.

    Of course, here we are counting on the high efficiency and coordinated actions of our research centers, design bureaus, industry enterprises and many thousands of related companies that are involved in cooperation chains.

    I will highlight several key challenges that aviation industry enterprises will have to overcome.

    First of all, it is necessary to bring to successful completion the experimental design work on all implemented programs.

    There are preliminary results. In particular, yesterday the operation of the onboard radio-electronic equipment was successfully tested during the flight tests of our flagship MS-21. For the first time, a laboratory based on the Yak-40 with a VK-800 engine took to the air, which will be installed on local aircraft – “Baikal” and the joint aircraft with the Belarusians “Osvey”.

    According to the Ministry of Industry and Trade, the certification of the updated Superjet with the PD-8 engine is expected to be completed no later than December of this year. Just recently, let me remind you, it flew from Komsomolsk-on-Amur to Zhukovsky. As did the regional airliner Il-114, which we examined in detail last week while visiting the Innoprom exhibition in Yekaterinburg.

    And the MS-21 and Baikal should be ready for serial production – according to the plans we have – in October and December of next year, respectively.

    I would like to draw the attention of my colleagues to the fact that specific deadlines need to be set for each type of aircraft. Including for import-substituted versions of the well-known Tu-214 and Il-96-300 models. As well as for our other projects, such as Ladoga and Osvey. And also for promising helicopters of various classes: from the lightest – Mi-34, Ansat, Ka-62 to the heavy ones – Mi-38, Mi-171. It is important that the final economic and flight-technical characteristics of the new Russian equipment correspond to the parameters agreed upon with the airlines.

    Another equally serious task is related to the implementation of investment projects to expand production capacity at all enterprises of the cooperation, taking into account the high cost of credit resources today.

    In order to provide systemic support for the construction and modernization of plant facilities, the Government approved a comprehensive program for the development of the aviation industry until 2030 three years ago.

    Taking into account new challenges, it needs to be revised. It is also necessary to update the aircraft delivery schedules by year, based on the current situation.

    I would like to emphasize that we cannot allow any delays that could hinder the growth of passenger traffic. This is a top priority.

    I propose to analyze in detail the current status of each project, the results achieved, as well as the existing challenges, and to develop solutions that will allow us to reach large-scale production of a full cycle of aircraft.

    Additionally, on the section between km 323 and km 337 near Zhireken, a rest area was renovated and sunshades were installed to prevent the occurrence of subsidence or so-called Amur waves, which are formed as a result of the thawing of permafrost soils at the base of the road.

    “The Amur Federal Highway is one of the most important elements of the Russian transport system. The average annual traffic intensity on this highway is growing every year. Thus, in 2022 it was about 2.5 thousand cars per day, and in 2024 – already more than 3.2 thousand vehicles. That is why we are constantly working to improve the transport characteristics of the road, including the use of innovative technologies and materials that can increase the durability and safety of the highway,” said Azamat Ilimbetov, head of the Federal State Institution “Zabaikalye Federal Highway Administration”, which carried out the repair of the highway.

    — maximum rates on deposits available to any client (including potential ones) without restrictions and preconditions are taken into account. Deposits for selected categories of clients (pensioners, children) and purposes (for social and humanitarian purposes, etc.) are not considered;

    — rates with capitalization of interest on the deposit are not taken into account;

    At a meeting on Tuesday, July 15, State Duma deputies supported in the first reading a systemic bill that will help increase investment in the housing and utilities sector and modernize the utilities infrastructure.

    The bill was prepared in the context of fulfilling the order of Russian President Vladimir Putin to attract budget and private funds in the amount of 4.5 trillion rubles for the modernization of critical infrastructure by 2030.

    “The bill introduces a rule for resource supplying organizations to approve investment programs. We also link these programs with depreciation already taken into account in the current tariffs. In the absence of legislatively established directions for depreciation, it is impossible to track what purposes it is spent on (major repairs, covering current expenses, or placing funds on deposits), since this remains at the discretion of the resource supplying organization,” Deputy Minister of Economic Development Mikhail Kaminsky noted at the plenary session.

    Depreciation charges in the housing and utilities sector are part of the cost of fixed assets that organizations include in their costs to compensate for their wear and tear. Depreciation is already included in the tariffs that the population pays for housing and utilities services, while depreciation can also be used for purposes not related to the modernization of housing and utilities facilities, which leads to insufficient funding of investment programs and accelerated wear and tear of infrastructure.

    Now the direction of depreciation to finance investment programs will become mandatory. This will allow the investment resource already included in the tariff to be used for the development of the industry. According to Mikhail Kaminsky, today no more than 10% of organizations have investment programs.

    The mechanism of regulatory agreements, which will be extended to the heat supply sector and fine-tuned in water supply, will help support investments in the regions of the Russian Federation. The agreement will establish the procedure for determining and changing tariffs for the heat supply organization, and will record the obligations of the subject of the Russian Federation, the municipality to set tariffs for the entire term of the agreement. This is necessary to attract private investment and provide regions and municipalities with the opportunity to provide budget support measures to resource supply organizations.

    “We are thus providing the opportunity to record long-term mutual obligations of resource supplying organizations, regions and municipalities: organizations will receive long-term tariffs that take into account investment programs for a period of at least five years, and regions and municipalities will receive modernized infrastructure facilities,” Mikhail Kaminsky clarified.

    The bill also introduces a unified approach to monitoring the implementation of investment programs. Currently, regional state control over investment programs is carried out within the framework of tariff regulation. Now the bodies authorized to do so, which are determined by the region itself, will work according to the rules of the basic law on control. In particular, they will receive the right to inspect the implementation of investment program activities.
