  • MIL-OSI USA: LaLota Backs Border Security Bill Requiring DHS to Report on Special Interest Aliens

Source: US Representative Nick LaLota (NY-01)

Washington, D.C. —  Congressman Nick LaLota (R‑Suffolk County) released the following statement after voting to pass H.R. 275 – Special Interest Alien Reporting Act of 2025, which requires the Department of Homeland Security to submit monthly reports to Congress detailing the number of foreign nationals who attempt to illegally cross the border while posing an elevated security threat, along with their most recent country of residence and the location of their encounter.

“Americans deserve to know who is coming into our country—especially when national security is at stake,” said Rep. LaLota. “As a native New Yorker who was on Active Duty in the U.S. Navy during 9/11, I know that border security is about far more than immigration—it’s about public safety. This bill ensures Congress has the data it needs to hold agencies accountable, craft smarter policy, and protect our communities. The safety of Long Island families will always come first.”

    Background:

H.R. 275, the Special Interest Alien Reporting Act of 2025, would require the Department of Homeland Security (DHS) to publish detailed monthly reports on encounters with “special interest aliens”—non-U.S. nationals flagged due to travel patterns or national security concerns. The reports must include the number of encounters, countries of origin or last residence, and where the encounter occurred—broken down by land, air, or sea ports of entry, between ports, or within the interior. The reporting would begin with the first full month after the bill becomes law and include a retrospective report covering January 20, 2021, through January 19, 2025. The intent is to enhance transparency and public awareness around national security-related immigration enforcement, addressing concerns that DHS has historically withheld or inconsistently disclosed this data.

Supporters argue the bill will strengthen congressional oversight and improve public accountability by ensuring regular disclosure of how many special interest aliens are encountered and from where. Recent committee findings highlighted a sharp rise in encounters with individuals from countries like China, Iran, and Russia—including an increase in apprehensions of Chinese nationals from around 350 in FY2021 to nearly 38,000 in FY2024. The Congressional Budget Office estimates the cost of implementing the monthly reporting requirement to be less than $500,000 over five years.

BEIJING, July 2 (Xinhua) — China’s first batch of green methanol made from municipal waste was loaded onto a conventional diesel ship at Yangpu Port in south China’s island province of Hainan on Wednesday, marking a milestone in the domestic green shipping industry.

“Green” methanol is produced by China BlueChemical Ltd. /China BlueChem/, a company of China National Offshore Oil Corporation /CNOOC/. It is produced using biogas obtained from the fermentation of municipal kitchen waste, animal manure and other waste as a feedstock.

Using 200 tons of green methanol as fuel can reduce carbon dioxide emissions by approximately 325 tons, which is equivalent to the carbon sequestration effect of planting more than 19,000 trees.

This successful green methanol refuelling marks an important step in China’s shipping industry’s transition from traditional to green energy, said Wu Hongsheng, head of China BlueChem’s green methanol working group. -0-

BEIJING, July 2 (Xinhua) — China on Wednesday called on the United States to immediately lift sanctions on Cuba and remove it from the list of “state sponsors of terrorism.”

Chinese Foreign Ministry spokeswoman Mao Ning made the statement at a regular press conference when she was asked to comment on US President Donald Trump’s signing on Monday of a memorandum on toughening US policy toward Cuba.

Mao Ning noted that over the past 60-plus years, the United States has imposed a brutal blockade and illegal sanctions against Cuba, seriously violating Cuba’s right to existence and development, violating the basic norms governing international relations, and causing grave hardships to the Cuban people.

China firmly supports Cuba in pursuing a development path suited to its national conditions and opposes the US unilateral sanctions under the guise of so-called freedom and democracy, Mao Ning said.

The lifting of sanctions against Cuba and its removal from the list of “state sponsors of terrorism” is also a common call of the international community, she added. -0-

  • MIL-OSI Russia: /Economic Review/ Technological innovation drives growth and expansion of Chinese private enterprises

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian – People’s Republic of China in Russian –

Source: People’s Republic of China – State Council News

BEIJING, July 2 (Xinhua) — The service life of a standard photovoltaic cable is usually 15 years. However, in western China’s Qinghai-Tibet Plateau, such a cable lasted only eight years due to harsh weather conditions such as sudden temperature changes and intense ultraviolet radiation.

The question of how to extend the service life of photovoltaic cables under such conditions was pressing. Ounaite Cable Group Co., Ltd., a private cable manufacturer in Qinghai Province, Northwest China, developed its own solutions in the form of soybean and rapeseed oils, which are considered useful in changing the properties of cables.

The company decided to use a plasticizer derived from soybean and rapeseed oil in the production process of photovoltaic cables, which allowed them to be more flexible. It also used nanocoatings to increase the service life of the cable jackets.

Thanks to years of innovative efforts, the company’s photovoltaic cables remain flexible at temperatures down to minus 40 degrees Celsius, and also withstand corrosion and intense ultraviolet radiation in high-altitude conditions.

To date, Ounaite Cable has obtained more than 130 patents in this field, including 15 patents with independent property rights. With about 10% of the domestic market share in the photovoltaic power transmission and engineering systems sector, the company has also successfully entered the global market.

“Strengthening independent innovation is the key to our transition from a follower to a leader,” said Yang Zhentao, chairman of Ounaite Cable, noting that the company’s annual output of photovoltaic cables currently reaches 120,000 km – enough to circle the Earth three times.

The company continued to expand steadily in 2025, with orders up 45 percent year-on-year in the first five months, Yang Zhentao said, adding that the company aims to reach 20 billion yuan (about $2.8 billion) in production volume by next year, as construction on a new 100 million yuan investment project began in June.

Ounaite Cable’s rise from a micro-firm to a national high-tech enterprise and a member of China’s “little giants” is not an isolated case. “Little giants” are the elite of small and medium-sized enterprises that specialize in a specific market niche, possess advanced technology, and demonstrate great potential.

Hainan Huayan Collagen Technology Co., Ltd., another national high-tech enterprise located in Hainan Province, South China, has successfully developed a new product from fish collagen peptide, filling the gap in the global market of cyclic dipeptides derived from fish.

According to Zhao Zifang, head of the company’s research and development center, this result was achieved after the research team spent more than two years conducting nearly 3,000 experiments.

The company has put into operation two production lines, resulting in an annual output of 4,500 tons of fish collagen peptides, and these products are exported to more than 50 countries and regions.

The rise of innovation-driven private companies is injecting new vitality into China’s economy.

According to official data from the State Administration for Market Regulation, by the end of March 2025, the number of private enterprises in China exceeded 57 million, accounting for 92.3 percent of all enterprises nationwide.

In the first quarter of this year, 1.979 million private firms were created, which is 7.1 percent more year-on-year and exceeds the average growth recorded over the past three years.

This rapid expansion of the private sector has been made possible by the Chinese authorities’ increased efforts to support private companies in recent years.

In the latest move to boost scientific research and industrial innovation, the National Natural Science Foundation of China (NNSF) on Monday launched the Joint Fund for Innovation and Development of Private Enterprises, aimed at allowing private companies to formally participate in national basic research.

Under the fund, private enterprises will identify critical research challenges based on their specific innovation needs, and the joint fund will sponsor leading researchers across the country to address those challenges.

Analysts say the approach, designed to promote deep integration of technological and industrial innovation, is expected to boost innovation in the private sector and give new impetus to China’s innovation-driven development strategy. -0-

The All-Russian student project “Your Move” (an initiative of the Federal Agency for Youth Affairs (Rosmolodezh) and the Ministry of Science and Higher Education of Russia) is holding a competition “Your Move, Headman!” The competition brought together more than 12,000 participants from all over the country.

The participants of the competition completed a series of competition tasks. First, they had to prepare an essay about what it means to be a headman. Then the contestants took an online test on their knowledge of the “Your Move” project and youth policy in Russia, mastered the “School of Headmen” course, and held “Opportunities for Youth in Russia” meetings in their groups. The final test was the creation of a portfolio, which had to reflect the achievements and activity of the entire group – in studies, social projects, volunteer activities, as well as participation in the “Your Move” initiative and in grant competitions of Rosmolodezh.

Five representatives of SPbGASU made it into the top thousand, selected from 12 thousand participants. They are Daria Alekseeva (second year of the Faculty of Civil Engineering, group 1-SUZSs-2), Ekaterina Kashitsyna (fourth year of the Faculty of Automobile and Road Engineering, group 1-NTTSs-4), Anna Snetkova (second year of the Faculty of Economics and Management, group 1-EBs-2), Victoria Marusey (second year of the Faculty of Engineering Ecology and Urban Management, group 1-Sb(VV)-2) and Olga Gavrichenkova (third year of the Faculty of Engineering Ecology and Urban Management, group 1-Sb(IS)-3).

The “Your Move, Headman!” competition is held in two streams throughout the year. Based on the results of each module, a thousand winners will be determined. Each of them will receive a scholarship, which will be paid for six months. The best 100 headmen will take part in the final events of the project.

The second module of the “Your Move, Headman!” competition will start in September. At the same time, the “Otkryvayu” (Discovering) competition will begin for those who will begin their studies in the first year. It will help first-year students to make a name for themselves at the beginning of their student journey, immerse themselves in the student community and its opportunities, and also get acquainted with the ecosystem of Russian youth policy. Based on its results, 200 winners will be determined, who will receive a prize from the project.

Students of SPbGASU take an active part in the project “Your Move”. On June 30, the festival of youth projects of leaders and associations of St. Petersburg “Prometheus” was held, organized by the regional team of the project. From our university, the participants of the program were the project “Drawing”, aimed at developing and supporting interests in the field of descriptive geometry (headed by Edgar Barsegyan) and the project “The concept of an exploitable roof or a well-thought-out courtyard territory on the example of SPbGASU” (headed by Elena Sedunova). The teams held presentations of their initiatives, which were attended by experts of the project “Your Move”, and received recommendations for their further development.

  • MIL-OSI Russia: IMF Staff Complete 2025 Article IV Mission to Timor-Leste

Source: IMF – News in Russian

    July 2, 2025

End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Timor-Leste’s growth is expected to remain robust at 3.9 percent in 2025, supported by fiscal expansion and strong credit growth. Inflation has fallen sharply but is expected to increase moderately in the remainder of 2025.
    • To support growth and macroeconomic stability, Timor-Leste’s substantial savings in the Petroleum Fund should be spent better and more prudently. This would deliver higher living standards and preserve fiscal sustainability.
    • The implementation of financial and fiscal reforms would accelerate private sector development and make public expenditure more efficient.

Washington, DC – July 2, 2025: An International Monetary Fund (IMF) team led by Mr. Yan Carrière-Swallow visited Dili during June 19-July 2 to conduct discussions for the 2025 Article IV consultation with Timor-Leste. At the conclusion of the discussions, Mr. Carrière-Swallow issued the following statement:

“Timor-Leste’s financial buffers and favorable demographics provide an opportunity to develop its economy. Despite impressive progress since independence, the economy remains under-diversified, and fiscal and external imbalances are large. We welcome Timor-Leste’s efforts for greater economic integration in the global and regional economies through World Trade Organization (WTO) membership and prospective ASEAN accession, which will boost growth and is providing a positive impulse to the government’s reform agenda.

“Growth is expected to remain robust at 3.9 percent in 2025, supported by fiscal expansion and strong credit growth, and to moderate to 3.3 percent in 2026. Inflation, which had fallen sharply last year as global food and energy prices declined but is expected to increase moderately as global food prices rise. Inflation is expected to average 0.9 percent in 2025 and to rise to 1.8 percent in 2026. Risks to the outlook are balanced.

“The 2026 budget should prioritize high-quality spending on physical and human capital, including health and education, while containing recurrent expenditure. The government is rightly focused on identifying measures to contain the public sector wage bill, which has grown sharply in recent years, and on implementing a Value Added Tax by January 2027.

“Absent further reforms, deficits are projected to remain large over the medium term, which would lead to a full depletion of the Petroleum Fund by the end of the 2030s. We recommend a 10-year reform agenda of structural and fiscal reforms, allowing the Timorese government to support private sector development while gradually reducing fiscal deficits to preserve debt sustainability. For 2026, our proposed reforms would be consistent with an expenditure envelope of around US$1.85 billion for central government.

“We welcome continued progress in the government’s financial sector reforms—including an insolvency framework, a secure transactions law, development of corporate accounting standards, and a new law on banking activities—whose implementation would support private sector development. We also recommend accelerating the issuance of land titles and establishing a national digital ID system, which are crucial reforms to boost access to credit, diversify the private sector, and improve the efficiency of public spending.

“The team had fruitful discussions with Minister of Finance Santina Cardoso, Central Bank Governor Hélder Lopes, other senior officials, the private sector, civil society, and development partners. On behalf of the IMF team, I would like to thank the Timorese authorities for their hospitality and excellent cooperation. The IMF stands ready to continue providing capacity development to assist the government’s operations and reform efforts.”

  • MIL-OSI Russia: More than 700 dogs from city shelters have found homes since the beginning of the year

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Over the past six months, more than 700 dogs kept in 13 city shelters have found a new home. Most of the animals met their owners in the Southern (177 dogs), South-Eastern (174 dogs) and North-Eastern (151 dogs) administrative districts of the capital. This was reported on International Dog Day, which is annually celebrated on July 2 in some countries, by the Moscow City Services Complex.

    Love at first sight

The timid dog Kapa arrived at the municipal shelter for homeless animals “Solntsevo” of the Western Administrative District last fall. In less than a year, her life changed dramatically. At the shelter, Kapa met her future owner and won her over at first sight.

In a short time, Kapa mastered the elevator, the stairs and learned the walking regime. At home, the animal behaves perfectly, as befits a well-mannered dog. She has another friend – a cat.

The perfect companion for hiking and river rafting

Smiling Jenny, a dog from the municipal shelter of the South-West Administrative District, also went home.

“My sweet Jennie, a favorite, a smart girl, a helper, has finally found owners and has been living as a house dog for three months. In all these years, the shelter had only once expressed interest in her, and that was unsuccessful. And then suddenly some guys showed up – without much experience, hesitant, but very fond of this dog. For a month and a half, they came every weekend, walked Jennie, fed her. At first, the dog did not make contact, did not want to walk, refused to eat. But the guys persistently came with treats. And the ice melted, Jennie warmed up to them, greeted them with joy, walked for a long time and with pleasure. Finally, she went home,” recalls volunteer guardian Yana Sviryakina.

Jeni immediately accepted the rules of living in the apartment: the toilet is strictly outside, she does not damage things, she respects the cat. She rides in the car perfectly, walks on a leash, but is still a little afraid of large cars. And recently Jeni went on her first trip with rafting on the river.

    Become the master

Currently, there are over 15,000 animals living in 13 city shelters. You can visit them without an appointment on working days. You must have a passport with you. All animals are socialized, healthy and vaccinated.

In addition, you can meet a cheerful and friendly little tail at animal adoption exhibitions, which are regularly held in the capital.

The next one will be held on Saturday, July 5, from 11:00 to 17:00 at the site next to the Museum of Moscow Municipal Economy at VDNKh. 25 dogs and cats fromcity shelters “Zelenograd” and “Zoorassvet” State Budgetary Institution “Dorinvest”.

  • MIL-OSI Russia: A residential complex will be built on the banks of the Skhodnya River as part of the KRT project to implement the renovation program

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Two areas in the Yuzhnoye Tushino and Pokrovskoe-Streshnevo districts will be reorganized under the integrated territorial development program (ITD). The corresponding draft resolution published on the mos.ru portal. This was reported by the Minister of the Moscow Government, Head of the Department of Urban Development Policy Vladislav Ovchinsky.

The project for the integrated development of territories in the North-West Administrative District is aimed at implementing a renovation program.

“The two sites subject to redevelopment, with a total area of 5.08 hectares, are located in different areas of the district – Yuzhnoye Tushino and Pokrovskoe-Streshnevo, but in close proximity to each other. They are separated by the Skhodnya River. A new residential complex will be built on its banks in accordance with the high standards of the renovation program. Its total area will be 130.6 thousand square meters, and the area of the apartments will be approximately 81 thousand square meters. Due to the placement of shops, cafes and other small and medium-sized businesses on the ground floors, about 500 jobs will also be created here,” said Vladislav Ovchinsky.

The plots are located in Pokhodny and 2nd Tushinsky Proezd. The natural monument “Skhodnensky Ladle” is a 15-minute walk away. Volokolamsk Highway is nearby. The picturesque area will be further improved, including areas for walking and recreation, children’s and sports grounds. There are several schools, kindergartens and medical institutions near the future new buildings. The project is planned to be implemented within six years.

Earlier, within the framework of the KRT project, it was also planned to construct a building for the college on this territory with an area of 33 thousand square meters. Later, the city decided to increase its area and build it within the framework of the Targeted Investment Program.

According to the program of integrated development of territories, multifunctional city blocks are being created, where roads, comfortable housing and all necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas. Currently, 302 KRT projects with a total area of about 4.2 thousand hectares are at various stages of development and implementation in Moscow. This work is being carried out on behalf of Sergei Sobyanin.

Renovation program approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Earlier, the Mayor of Moscow ordered to increase the pace of implementation of the program in twice.

Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

  • MIL-OSI Russia: Every 10th farmer at Moscow fairs helps SVO participants – Sergei Sobyanin

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Since the beginning of the special military operation (SVO), participants in Moscow fairs have sent more than 250 tons of products to soldiers and residents of the new territories of Russia. Every 10th farmer makes his contribution. This was reported by Sergei Sobyanin in his telegram channel.

“Sergey from the Tula region, a supplier to the Moscow fair on Semenovskaya Square, has been giving the children not only his own products since the very beginning of the military operation. Together with his children, he makes trench candles from natural materials and a dry shower. He also organizes fundraising, purchases food and personal hygiene items,” the Moscow Mayor wrote.

Source: Sergei Sobyanin’s Telegram channel @mos_sobyanin

Maya, a participant in the weekend fair, sends a car with food to the SVO zone every month. Her husband and son are now defending their homeland. Farmer Miron from the Bryansk region sends vegetables and fruits that he grew himself, and on holidays he cooks pilaf for military border territories.

Artists make a great contribution to supporting the fighters. The capital’s cultural organizations have collected over 165 tons of humanitarian aid.

The Mosconcert cultural brigade has held more than a thousand speeches in the new territories of Russia for military personnel and local residents.

The Russian Philharmonic Symphony Orchestra regularly performs in hospitals, and the Great Moscow State Circus goes on humanitarian missions. During the tour, the circus team donated funds to support the children’s social center in Gorlovka and the Pif animal shelter. The money from ticket sales was sent to the Donetsk Circus Cosmos and to purchase several vehicles for SVO fighters. The artists also regularly visit military units and hospital patients.

In addition, over 61 thousand books were sent from Moscow to field libraries of military units, hospitals, training centers and to libraries in new territories.

“Every deed, every package, every speech is priceless. I am grateful to everyone who does not stand aside. This is the strength of spirit and unity of our people,” Sergei Sobyanin emphasized.

  • MIL-OSI China: US halts military aid to Ukraine

Source: People’s Republic of China – State Council News

The Trump administration has halted part of military aid to Ukraine following a review of U.S. own stockpiles, the White House and Pentagon confirmed on Tuesday.

“This decision was made to put America’s interests first following a review of our nation’s military support and assistance to other countries across the globe,” White House spokesperson Anna Kelly said in a statement.

The move came amid concerns about U.S. military stockpiles falling too low, multiple U.S. media outlets reported, citing informative sources.

Last month U.S. Defense Secretary Pete Hegseth issued a memo ordering a review of the U.S. stockpile of munitions, in the aftermath of three years of aid to Ukraine, recent strikes on Yemen’s Houthi group and Iran.

The review determined that stocks were too low on some weapons previously pledged, according to media reports.

Elbridge Colby, the Defense Department undersecretary for policy, said the Pentagon will continue “to provide the president with robust options to continue military aid to Ukraine, consistent with his goal of bringing this tragic war to an end.”

“At the same time, the department is rigorously examining and adapting its approach to achieving this objective while also preserving U.S. forces’ readiness for Administration defense priorities,” Colby said in a statement.

After meeting with Ukrainian leader Volodymyr Zelensky during the NATO summit at The Hague last week, U.S. President Donald Trump told reporters that Ukraine is eager to get the Patriot air defense missiles from the United States.

“They do want to have the anti-missile missiles, OK, as they call them, the Patriots,” Trump said then. “And we’re going to see if we can make some available. We need them, too.”

“We’re supplying them to Israel, and they’re very effective, 100 percent effective. Hard to believe how effective. They do want that more than any other thing,” he said.

Some analysts suggest it is a signal that the Trump administration may further reduce aid to Ukraine. Hegseth skipped a meeting last month of an international group to coordinate military aid to Ukraine. It is the first time the U.S. defense secretary was not in attendance.

The United States has provided Ukraine with more than 66 billion U.S. dollars worth of weapons and military assistance since the Russia-Ukraine conflict broke out in February 2022, according to an AP report.

  • MIL-OSI Security: NATO and Ukraine agree to exchange Military Police training expertise

    Source: NATO

On 20 June 2025, NATO agreed to recognise the 25th Military Police Training Centre (MPTC) in Lviv, Ukraine as a NATO Partnership Training and Education Centre (PTEC).

PTECs form a global network of institutions offering courses and academic seminars to civilian and military staff from NATO Allied and partner countries. Their goal is to improve the professionalism of national personnel, increase the ability of military personnel to operate well together, and conduct education and training activities carried out within the framework of NATO partnership programmes and policies. Since the PTEC community was launched in 1999, Ukraine has been an active member, thanks to the participation of its International Peacekeeping and Security Centre (IPSC).

Despite the many challenges posed by Russia’s war against Ukraine, the 25th MPTC draws lessons learned from combat experience to refine courses and explore new training opportunities. It actively collaborates with the NATO Military Police community of interest and the NATO Military Police Centre of Excellence, based in Bydgoszcz, Poland, to develop high-quality courses. This helps to strengthen training initiatives in the discipline of Military Policing.

Cooperation with NATO will also be enhanced through the NATO-Ukraine Joint Analysis, Training and Education Centre (JATEC), also based in Bydgoszcz. The 25th MPTC will create synergies with the JATEC and add value by identifying and applying lessons learned from Russia’s war of aggression. Cooperation between NATO and Ukraine is characterised by the common objective of increasing interoperability. Ukrainian officials have highlighted that they see NATO as the right platform for their defence institutions to share their unique and state-of-the-art capabilities with Allies and like-minded partners.

Centres wishing to join the PTEC network must undergo thorough evaluation.  Evaluation of the 25th MPTC in March by experts from NATO Headquarters, Allied Command Operations and other NATO and Allied entities was, exceptionally, conducted in Bydgoszcz due to Russia’s ongoing aggression against Ukraine. Representatives of the centre and NATO experts used the facilities of the NATO Military Police Centre of Excellence. NATO experts concluded that the centre demonstrated high expertise, professionalism and familiarity with NATO standards. The MPTC in Lviv, Ukraine is now the 36th member of the network of Partnership Training and Education Centres.

  • MIL-OSI Russia: Rosmolodezh.Grants: Polytechnic University received over 15 million rubles for the development of student communities and mentoring

    Translation. Region: Russian Federal

Source: Peter the Great St Petersburg Polytechnic University – Peter the Great St Petersburg Polytechnic University –

Polytechnic University was among 89 winners of the large-scale Rosmolodezh. Grants competition among universities. This time, the traditional competition was transformed with a focus on supporting youth policy development programs at the university. The grant is designed for two years and is aimed at systemic work and comprehensive development of leaders of student initiatives and communities.

This year, 293 educational institutions submitted 2803 project solutions, and SPbPU was among the best. The decision to support the initiatives of the Polytechnic University confirms the high level of implementation of the youth policy strategy at the university and the involvement of student community leaders in the development of the institution.

The Community Trajectory project includes eight solutions (six in the first year of implementation, two in the second) with a total coverage of more than 7,000 students, integrated into the life cycle of work with youth as part of the implementation of the target model of youth policy at SPbPU until 2030.

Let’s talk about the projects in more detail.

The historical program “Light Up Knowledge” involves the creation of a corporate-level monitoring system for students during the adaptation process at SPbPU.

In order to implement the project for the leaders of student communities “Activation”, a vector of development of associations in SPbPU will be formed within the framework of the implementation of the youth policy strategy. It is planned to develop a unified system of support and mentoring, which will help transform the directions of development of communities at the university.

The student media space “Medialab” will be created to support systemically important communities in the media environment. The goal is to popularize the development trajectories of leaders and the implementation of youth policy at the Polytechnic within the framework of national goals.

The new model of student self-government “Academic Leader” will be aimed at interaction with the academic group. Its main task is to promote the development of the student self-government system at SPbPU, as well as to identify and train leaders among students for various associations. The emphasis will be on the implementation of the goals and objectives of youth policy and the transmission of values.

During the implementation of the mentoring program of the Public Institute “Adapters”, a basis will be created for the formation of future mentors, members of the Association of St. Petersburg Polytechnic University Graduates.

The AI in PolyCapital system is designed to model the trajectories of student community leaders. It is a single digital ecosystem that allows for effective tracking of talented representatives by modeling their career trajectories through youth policy implementation programs at SPbPU and in the country.

The ProActive media project is aimed at developing an information support system that will help form a new image of a polytechnic leader within the framework of a new model of interaction between communities and the university. The key feature is the active involvement of prominent representatives of various associations.

In the process of implementing the project for leaders of student communities “Activation of the Community Model”, it is planned to develop and test a new model of interaction with the Polytechnic associations. A key role will be played by graduate mentors who will become part of the system of support for the development trajectories of communities. The designed model will become a methodological basis for scaling practices and exchanging experience between universities of St. Petersburg and the country.

All project decisions will be implemented through five modules aimed at involving students who are part of university student communities in the youth policy implementation program. The main focus will be on achieving national goals and indicators.

The project is integrated into the general system of implementing the regional state youth policy, as well as the Working Program for the Education of Students and the Implementation of the SPbPU Youth Policy for 2025–2030. It meets the key areas of youth policy that are developing in our country. The project is a good example of the implementation of the Decree of the President of the Russian Federation of 07.05.2024 No. 309 “On the National Development Goals of the Russian Federation for the Period up to 2030 and for the Perspective Up to 2036”, as well as the initiatives “Russia — the Country of Opportunities”, “Universities for the Generation of Leaders” of the National Project “Youth and Children”.

The result will be the development of a new model of a university student community (a system-forming community) with elements of mentoring. It will be focused on the partnership of universities in solving problems in the field of youth policy. The model will become the foundation for the formation of communities of graduate mentors in the university environment.

Methodological and expert support will be provided by partners – the Mashuk knowledge center, ANO Russia – Country of Opportunities, the Committee on Youth Policy and Interaction with Public Organizations of St. Petersburg, the Standing Commission on Youth Policy, Public Associations and Digitalization, Youth Spaces PROSTO, as well as employees of St. Petersburg universities.

  • MIL-OSI Russia: 3D panoramas of Vorobyovy Gory have been published in the mobile application “Discover Moscow”

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

The mobile application “Discover Moscow” has appeared 3D panoramas of Vorobyovy Gory. Users will see how this area changed over several historical eras, learn what the Vorobyovsky Palace of the Russian tsars of the 18th century looked like, where the restaurant of the enterprising peasant Stepan Krynkin, popular in the city at the turn of the 19th and 20th centuries, was located, and how the main building of the Moscow State University (MSU) named after M.V. Lomonosov was erected in the mid-20th century. All this will help to imagine the various stages of the territory’s development.

“The 3D panoramas of Vorobyovy Gory allow you to imagine how this favorite vacation spot for Muscovites and visitors to the capital looked in different eras. For example, one of the panoramas recreates the construction process of the main building of Moscow State University – users can literally witness a historical moment. To enhance the immersion effect, specialists have worked out in detail not only architectural objects, but also elements of nature: birds in flight, grass swaying in the wind. You can see all this both on site and from home, but the most vivid impressions await those who go to the observation deck of Vorobyovy Gory – breathtaking views open up here and you can feel the connection of times,” the press service said.

Department of Information Technology of the City of Moscow.

An information stele has been installed on the observation deck of Vorobyovy Gory, which will help you to see the 3D panorama right there. To see it, you need to scan the QR code and download the “Discover Moscow” application. After installing the application, you need to scan the QR code again, click the “View 3D panorama” button and select the period of time you are interested in. Then you can look around through your smartphone camera — historical views will come to life right on the screen.

The panorama and key historical moments can be studied remotely – at any time and from anywhere in the country. To do this, in the “Discover Moscow” application, find the “Vorobyovy Gory: observation deck” object card, click the “View 3D panorama” button, select the era and explore the area through the screen of your device.

Sparrow Hills: from the Middle Ages to the present day

The picturesque Vorobyovy Gory with its panoramic views of Moscow has attracted Russian rulers for centuries. The village of Vorobyevo was mentioned in the 15th century, and in the 16th century, Prince Vasily III built a wooden palace here. Ivan the Terrible took refuge within its walls during the uprising of 1547, and later Boris Godunov and Mikhail Romanov used the residence. In 1684, Princess Sophia ordered a new palace to be built in the Moscow Baroque style.

It was here that young Peter I became interested in artillery, which largely determined his future interests. After the capital was moved to St. Petersburg, the palace gradually fell into disrepair, and after a fire in 1812, it finally disappeared. Its foundation was discovered in 1901 during the installation of a water pipe. Today, only archival documents and old engravings remind us of the building. But you can see it in the first 3D panorama – just click the button “Vorobyevsky Palace. 18th century”.

The second 3D panorama will introduce you to a virtual image of another Vorobyovy Gory structure — the Krynkin restaurant of the 19th–20th centuries. It was opened in 1891 by Stepan Krynkin, a native of the village of Vorobyevo. By 1904, the establishment had become a real entertainment center: gypsy choirs were heard here, illusionists performed, reindeer sleigh rides were offered in the winter, roller coasters were offered in the summer, and fireworks were displayed on New Year’s Eve. Krynkin thought through every detail: a narrow-gauge railway with a small locomotive known as the “cuckoo” was even laid for guests, and a boat service was organized. During the revolution, a reading room was built instead of the restaurant, but the building soon burned down, leaving behind only memories and quotes in classical literature.

The third 3D panorama in the Discover Moscow app visualizes the construction of the legendary Stalinist skyscraper — the main building of Lomonosov Moscow State University. Construction began in 1947. The project was developed by leading architects, including Boris Iofan and Lev Rudnev, and the sculptural design was entrusted to Vera Mukhina’s studio. Construction proceeded at a record pace: by 1949, the frame had already reached 10 floors. Chief engineer Nikolai Nikitin created a unique 15-meter-deep floating foundation and special columns that prevented the building from subsiding in unstable soils. From its construction in 1953 until 1990, the building remained the tallest in Europe. Learn more about the history of the university and the key figures associated with its creation, development, and transformation. Thematic quiz, dedicated to the 270th anniversary of the legendary university. The new stele on Vorobyovy Gory is also part of a special project prepared by the portal “Learn Moscow” and Lomonosov Moscow State University and dedicated to the university’s anniversary.

Today, Vorobyovy Gory is a unique historical area and a nature reserve in the very center of the capital, as well as one of the four territories of Gorky Park. More than 150 species of animals and birds, as well as about 400 species of plants, including those listed in the Red Book of Moscow, are found here. There are two ecological trails on the territory, each over one and a half kilometers long. This is one of the most picturesque places in the center of the capital, which is perfect for sports and leisurely walks in the forest.

“Moscow Parks” is a large-scale city initiative aimed at creating comfortable, modern and multifunctional places for recreation. It unites over 50 park areas where you can learn more about culture, play sports, take a walk with the whole family and find solitude in nature. Thanks to the project, unique landscapes and ecosystems are preserved, and bike paths, workout and sports grounds, art objects, children’s playgrounds and summer cafes appear.

“Get to Know Moscow” — a joint project of the departments of information technology, culture, cultural heritage, education and science. The interactive guide contains, for example, photographs and descriptions of more than 3.5 thousand buildings, monuments, historical sites, over 290 walking routes and information about more than 330 historical figures. Users also have access to mobile application “Get to know Moscow.”

The creation, development and operation of the e-government infrastructure, including the provision of mass socially significant services, as well as other services in electronic form, correspond to the objectives of the national project “Data Economy and Digital Transformation of the State” and the regional project of the city of Moscow “Digital Public Administration”.

  • MIL-OSI Russia: Over the year, the Krasnaya Pakhra electric bus depot began servicing 10 more eco-friendly routes

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Over the year, the Krasnaya Pakhra electric bus depot began servicing 10 more eco-friendly transport routes. Today, it provides operation of 17 routes in TiNAO. On weekdays, they make more than 38 thousand trips. The transport is managed by almost 300 professional Mosgortrans drivers. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

“Moscow is the leader in the number of electric buses in Europe and the USA. Three years ago, we opened the first innovative electric bus park in Russia, Krasnaya Pakhra. Thanks to it, residents of nine districts of the capital use environmentally friendly transport and can comfortably get to metro stations and important points of attraction. We continue to replace buses with electric buses on the instructions of Sergei Sobyanin,” said Maxim Liksutov.

Moscow was the first in Russia to start building innovative parks for electric buses. Now the capital is among the world leaders in the development and use of electric transport and the number one city in Europe in terms of the number of electric buses.

    House for electric buses

Today, electric buses are serviced at 12 sites of the State Unitary Enterprise Mosgortrans. In 2022, the Krasnaya Pakhra electric bus park opened in TiNAO. Eco-friendly vehicles entered service in the Novomoskovsky and Troitsky administrative districts.

A year later, the Mitino electric bus park was built in the northwest. With its appearance, electric buses began to run on routes in 20 districts of the capital and two nearby cities of the Moscow region. At the end of 2023, the third innovative electric bus park, Saltykovka, began operating. Thanks to this, electric buses entered the routes in the east of the city.

Electric buses are serviced under life cycle contracts. For 15 years after transfer to Mosgortrans fleets, the manufacturing companies independently ensure the proper operation of the equipment on city routes.

Krasnaya Pakhra is the largest electric bus park in Europe. Its total area is 10 hectares. It is designed to service up to 500 large-class electric buses. Krasnaya Pakhra has more than 200 charging posts and 34 charging stations for electric buses. In addition, the park has three lines of portal electric bus washes with a circulating water supply system.

The Krasnaya Pakhra electric bus depot is designed for 1.6 thousand jobs. Its employees are provided with social guarantees from the Moscow Government. The depot is equipped with comfortable rest rooms, a canteen, showers and changing rooms for drivers.

    Comfortable and environmentally friendly transport

The advantage of electric buses is that they travel smoothly and silently, for the comfort of passengers there is adaptive interior lighting, which changes from a cold shade to a warm one. When the doors are opened, an air curtain is activated, which helps maintain a comfortable temperature in the cabin. It has everything for the convenience of travel: charging ports for gadgets and media screens with useful information about the route.

Such vehicles meet the most stringent safety and service standards. Low-floor transport is suitable for everyone, it is fully adapted for the comfort of passengers with limited mobility: the cabin has a folding ramp and driver call buttons, a storage area is provided for strollers and bicycles.

For the safety of passengers, video cameras are installed outside and inside. In addition, this transport helps to preserve the environment: replacing one bus with an electric bus reduces carbon dioxide emissions into the environment by more than 60 tons per year.

    Innovative and reliable electric buses

Since 2022, improved equipment has been delivered to the capital. In such vehicles, the front route indicator, increased by 18 percent, makes it even easier to see the number from afar. The interior has an electric heater, which minimizes the impact on the environment and maintains an optimal temperature. The power reserve has increased from 40-50 to 80 kilometers. At the same time, the weight of the vehicle has remained the same. In 2024, KAMAZ and LiAZ trucks with an updated design entered service.

In 2025, new generation electric buses entered service. They became even more comfortable thanks to an improved interior layout, a 15 percent larger storage area, hand luggage space, and a modified door design. The climate control system became even more efficient, and the doors now have light strips indicating the opening and closing of the doors. The appearance became even more in line with modern trends in global industrial design.

Under the contract with PJSC KAMAZ, this year it is planned to supply 400 innovative vehicles of the 52 222 model of the A5 generation. They are being created taking into account the operating experience of earlier electric buses and passenger feedback. Moscow’s order for the creation of new equipment supports employment in the regions and stimulates the development of domestic industry.

In 2024, more than 70 electric bus routes were launched in the capital, and over 800 electric buses were delivered. More than 2,350 innovative KamAZ and LiAZ vehicles provide operation on over 210 routes. It is expected that by 2035, almost the entire Mosgortrans fleet will switch to electric buses.

You can pay for your travel in any convenient way using digital validators.
