  • MIL-OSI Russia: Moscow Family to Compete for the Title of Most Financially Literate in Russia

    The regional stage of the II All-Russian Family Festival of Savings and Investments has ended in Moscow. 21 Moscow teams competed for the right to reach the final of the competition. Participants demonstrated their knowledge of investment products and an effective approach to savings, as well as their intelligence, erudition and resourcefulness.

    This year, the festival includes three stages – municipal, regional and federal. Families from 29 regions of Russia participate in them. The qualifying rounds were held in the format of intellectual tournaments, quizzes, tests and other events. The organizers of the Moscow stages are the capital Department of Finance and the city’s Center for Financial Literacy.

    The first qualifying round took place during the financial literacy day at the Northern River Terminal. The event was attended by 39 Moscow teams, for whom the organizers prepared several competitive tasks. Thus, it was necessary to find the right solutions in matters of distributing the family budget and insuring savings, as well as analyze simulated situations, trying to recognize the actions of illegal investment companies and false brokers.

    The second stage was held in the Technograd Innovation and Education Complex at VDNKh. The winning teams took part in quizzes, intellectual games and master classes. Vladimir Shibeko, a festival participant, said that the topic of savings was easy for his team, but they had to think about investments.

    “The tasks turned out to be tricky, but that’s what made it even more interesting. Especially in the quiz, where questions on financial topics were presented in the context of literature, history, and art. It was difficult to give an answer in 10 seconds, but we managed,” Vladimir Shibeko shared.

    The game “Financial Ingenuity” helped test the participants’ knowledge of budget planning, forming a financial goal and creating a safety cushion. During the intellectual tournament “Investments for All” families discussed the stock market, securities and various investment methods.

    In addition, educational events were held especially for the festival participants: a lecture on savings products and a master class on a long-term savings program. Experts explained how non-state pension funds help create additional income in the future and a financial safety net in case of unforeseen situations.

    Yulia Simonova, a participant of the festival, shared her impressions, noting that it was not just a competition, but a real training platform. After each test, experts from the financial literacy center analyzed the participants’ mistakes in detail and gave recommendations on choosing financial instruments. All this turned out to be very exciting and useful.

    The expert jury recorded the points scored by the teams. As a result of the calculations, the Nadvorny family team, represented by four participants of different generations, became the leader. They demonstrated excellent knowledge in the field of finance, and now they will have to compete with other winners from 28 regions of Russia for the title of the most financially literate family in the country. Irina, the team captain, noted that many rivals presented serious competition.

    “We understand how strong our opponents will be in the final, so we are already preparing for the final stage of the festival. We have thought out a strategy that we will follow. We will try to win the title of the most financially literate family in Russia,” Irina Nadvornaya noted.

    The second place was taken by the Simonov family, and the bronze prize winners of the festival were the Rudenkovs. The participants of the competition received certificates and memorable gifts.

    The final will take place on September 6–7 this year at the Financial University under the Government of the Russian Federation.

    The construction site will be allocated on Nizhnie Mnevniki Street, next to the future tennis center and not far from the Terekhovo station of the Big Circle Line of the metro.

    “As part of the sports cluster in the Mnevnikovskaya floodplain, as part of the implementation of a large-scale investment project, a Billiards Palace will be built, which will have more than 100 tables. For this, the city will provide the investor with 2.37 hectares of land. The lease agreement for the plot is planned to be concluded for three years – this is the maximum term for the project. At the moment, a land surveying project is being developed. The total area of the facility will be 9.8 thousand square meters,” said Ekaterina Solovieva.

    The new complex will house up to 55 Russian billiard tables, 16 pool tables, 26 snooker tables and 16 Chinese eight-ball tables. It is planned that the center will be able to accommodate up to 110 visitors.

    A modern sports cluster is being created on the territory of the Mnevnikovskaya floodplain. Ice arenas, football fields, a tennis center and other facilities will appear here. For their construction, Moscow provides land for rent for the implementation of the MAIP.     TEHRAN, June 27 (Xinhua) — Iranian Parliament Speaker Mohammad Bagher Ghalibaf said on Thursday that a bill to suspend the Islamic Republic’s cooperation with the International Atomic Energy Agency (IAEA) has been submitted to the government for implementation following the Guardian Council’s approval.

    The move comes amid heightened regional tensions following recent exchanges of attacks with Israel and the United States.

    “Today, after the Guardian Council approved the constitution, the law on suspending cooperation with the IAEA was submitted to the government,” the speaker wrote on his social media page X.

    He accused the IAEA of acting as a “defender of Israel’s anti-human interests” and said further cooperation was impossible until the safety of Iran’s nuclear facilities was guaranteed.

    The bill was passed in a public session on Wednesday with 221 votes in favor and one abstention, according to Iran’s parliamentary news agency ICANA.

    The legislative measure follows an escalation that began on June 13, when Israel launched airstrikes on Iranian nuclear and military sites, killing several senior commanders, nuclear scientists and civilians. Iran retaliated with missiles and drones against Israeli targets. –0–

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Amy Klobuchar (D-Minn.) introduced their bipartisan Abducted Ukrainian Children Recovery and Accountability Act. This legislation would support Ukraine’s efforts to investigate and track the nearly 20,000 Ukrainian children who have been abducted during Putin’s brutal invasion. The bill would assist with the rehabilitation and reintegration of children who are returned and provide justice and accountability for perpetrators of these abductions.  

    “After he started the largest war in Europe since World War II, Putin kidnapped thousands of Ukrainian children to brainwash and Russify them, trying to destroy their cultural identity and heritage. These children should be returned home as soon as possible. Our bipartisan legislation supports critical tools to identify and track the location of these children and reintegrate them into their homeland. We’re also helping hold perpetrators accountable for their atrocities to ensure justice is served,” Grassley said.

    “The mass kidnapping of Ukrainian children by Russia is an atrocity. We cannot accept a world where children are abducted during wartime and used as a form of hostage-taking for negotiations. Our bipartisan legislation will provide the necessary resources to bring them home and hold the perpetrators accountable,” Klobuchar said.

    This legislation follows a bipartisan resolution Grassley and Klobuchar led in May condemning Russia’s abduction and forcible transfer of Ukrainian children and demanding their return before reaching a final peace agreement.   

    In March, Grassley and Klobuchar, along with Sen. Dick Durbin (D-Ill.), led a bipartisan letter calling on the State Department to continue supporting efforts to investigate Russia’s abduction and deportation of Ukrainian children.  

    To date, Ukrainian authorities have received at least 19,546 confirmed reports of unlawful deportations and forced transfers of Ukrainian children to Russia, Belarus or Russian-occupied Ukrainian territory. The abductions aim to erase the children’s Ukrainian names, language and identity. As of April 16, Ukraine and its partners have only managed to return 1,274 abducted children.

    The State Department’s 2024 Trafficking in Persons Report found Russia recruits or uses child soldiers, has a state-sponsored policy or pattern of human trafficking and is among the worst hubs for human trafficking in the world.

    Researchers at the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences invite students to take part in studying the cognitive abilities and behavioral characteristics of foxes Faculty of Natural Sciences, Novosibirsk State University. By participating in the research, young people will be able to join the experiment on domestication of silver-black foxes, started in 1959 by the Soviet geneticist, academician Dmitry Belyaev. As a result, over decades of careful selection, scientists of the ICG SB RAS bred a population of foxes genetically adapted to humans. These animals are trusting and friendly to humans, and in adulthood they retain “childish” behavioral and external features. It is important that such friendly behavior is formed on a genetic basis and is stably maintained throughout the life of each individual and its descendants. Selection was carried out only on the basis of behavioral traits, but despite this, from generation to generation, external changes were observed in the “tame” foxes – like many domestic animals, they partially lost melanin and white spots began to appear in their color. In addition, it was found that these foxes had significantly reduced levels of cortisol (the main stress hormone) compared to their relatives from the control population, which were not subjected to behavioral selection.

    — Our experimental farm contains foxes of three populations — aggressive, wild and “friendly”. We need these groups for our research. Aggressive foxes, like “kind” ones, were selected based on behavioral characteristics, but this selection began 10 years later. “Evil” foxes perceive humans with hostility: they try to drive them away, are ready to fight back against a “stranger” or run away, and do not make contact. Representatives of the second group — “wild” ones — do not show aggression towards humans, but they are not friendly either. They are not disposed towards people, but they show interest in them. But domesticated foxes are completely tame. They strive to communicate with humans, are devoid of aggression and fear towards them. The selection of fox cubs based on “malice” or “kindness” begins at the age of one and a half months. Subsequently, they are kept in the same conditions, while the contact with people for representatives of both groups is minimal. Students who undergo practical training with us work mainly with domesticated (“kind”) foxes, said Irina Mukhamedshina, PhD in Biology and Senior Researcher at the Laboratory of Evolutionary Genetics at the Scientific Research Center of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences.

    Currently, students of Perm State University Ksenia Besogonova and Ekaterina Morsakova are undergoing practical training at the experimental fur farm of the ICG SB RAS. The girls are studying at the Department of Vertebrate Zoology and Ecology of the Biological Faculty. Ksenia Besogonova is a first-year master’s student, and Ekaterina Morsakova is a third-year bachelor’s student. The research data they are working on during their summer practical training will form the basis of Ksenia’s master’s dissertation and Ekaterina’s diploma work. The young researchers will spend two months at the experimental fur farm of the ICG SB RAS. They are involved in experiments with domesticated and “wild” foxes and work together with experienced scientists who have been studying the behavioral characteristics of both groups of animals for many years.

    — Using special methods, we compare the behavior of tame foxes with the behavior of “wild” foxes that have not been subjected to selective breeding. We are currently at the stage of selecting individuals for the study. We have already selected 10 “wild” and 20 domesticated puppies aged 2 months. During the observations, we will observe in the enclosure how puppies of both populations and different ages interact with the environment, and then we will conduct an extrapolation test. We will record the entire research process on video. I began studying fox behavior back at Perm State University, where I am studying. Last year I worked here for the first time, and now I have come back again to continue my work, — said Ksenia Besogonova.

    — Domesticated foxes are very different from their “wild” relatives. It is very interesting to work with them. These unique animals are drawn to humans, they gladly allow themselves to be stroked, exposing their bellies. When they see people, they wag their tails like dogs. For our research, we select those in whom these qualities are most pronounced. From the “wild” ones, we choose those that are not afraid of us, show interest in us and do not try to bite. For us, as future scientists, such practice is very useful. I am sure that based on the materials of our research, we will prepare several articles for scientific collections and presentations for participation in various conferences, — Ekaterina Morsakova shared her impressions.

    The girls learned about the large-scale experiment of academician Dmitry Belyaev and his famous domesticated foxes from publications in the media and from their scientific supervisors. And the girls wanted to join this research and work with unique animals themselves.

    “It is very interesting to observe what parameters influence the behavior of foxes – both “wild” and “tame”, to compare them and establish similarities and differences,” said Ksenia Besogonova.

    — In our work, it is important not to be afraid of animals, because we interact with “tame” foxes without gloves. We also check the reaction of “wild” foxes with unprotected hands. Both can accidentally scratch or lightly bite. But it does not lead to serious wounds, because this is not a manifestation of aggression or hostility. It is just that the fox cubs study us this way, — explained Ekaterina Morsakova.

    Irina Mukhamedshina says that students are welcome here: practical training at the experimental fur farm of the ICG SB RAS can be an excellent basis for a diploma thesis or master’s dissertation, and help in conducting experiments and observations will be very important for the scientists themselves. However, she warns that this is not an easy job, requiring energy and physical effort, but it is very interesting and exciting, although perseverance, concentration and a lot of patience are important here.

    Irina Mukhamedshina has been studying the behavior of foxes since 2010, when she began writing her diploma thesis, which was followed by a PhD dissertation, which she successfully defended three years ago.

    — I have been observing animal behavior since childhood, although at that time the object of my interest was dogs, and I became interested in foxes already in my student years. Now I am studying cognitive abilities, decision-making processes, age-related changes in the behavior of these animals.   • MIL-OSI China: Ukraine, Russia conduct fresh prisoner exchange

    Ukraine and Russia on Thursday carried out another round of their prisoner exchange, according to Ukraine’s Coordinating Headquarters for the Treatment of Prisoners of War.

    The swap involved soldiers under the age of 25, as well as ill and wounded servicemen from the Ukrainian Armed Forces, the National Guard and the State Border Guard Service, the agency said in a statement.

    Most of those released had been in captivity for more than three years, with some having taken part in the battles for Mariupol, the statement said.

    All returning soldiers will undergo medical examination, receive psychological support and physical rehabilitation, it said.

    Meanwhile, Ukrainian President Volodymyr Zelensky emphasized in his post on Telegram the importance of bringing all Ukrainians home from Russian captivity.

    Recently, Russian woman Shahnaz Gubaidullina became an Internet star. The girl recently graduated from the bachelor’s degree program at Huzhou University, which is located in Huzhou City, Zhejiang Province, after which she went on a tourist trip to Shaoxing. There, an unexpected situation occurred – an elderly woman fell into the water and began to drown.     BEIJING, June 27 (Xinhua) — Beidaihe Resort Area in Qinhuangdao City, north China’s Hebei Province, has been a favorite vacation spot for Russian tourists for many years. This summer, local authorities have taken various measures to provide Russian travelers with high-quality services that combine international standards and regional features.

    Beidaihe District, administratively subordinate to Qinhuangdao City, is located in the northern part of the Bohai Sea coast and is approximately 300 kilometers east of Beijing.

    ZHENGZHOU, June 27 (Xinhua) — The 10,000th Yutong bus, intended for Central Asian countries, rolled off the assembly line in Zhengzhou on Thursday.

    Yutong, headquartered in Zhengzhou, the capital of Henan Province in central China, is one of the country’s major bus suppliers. The first Yutong buses were delivered to Kazakhstan back in 2005.

    Over the past 20 years, the company has steadily strengthened its position in the Central Asian market, having supplied a total of 10,000 buses to date, including more than a thousand new energy buses. Yutong has now become the best-selling Chinese bus brand in Central Asia.

    Earlier this year, the company signed a contract with Turkmenistan to supply 700 city buses. After the products are handed over to the customer, Yutong will provide 24-hour after-sales service, the company’s press service said.

    Yutong buses, which operate on the roads of Central Asian countries, including Kazakhstan, Uzbekistan and Turkmenistan, are generally in good technical condition. The technical characteristics of the company’s products and the level of service have been recognized by our customers, said Geng Jinke, the company’s product manager for the Central Asian market.

    Yutong’s products cover city buses, tourist buses, school buses and other special-purpose vehicles.

    The awards recognize outstanding journalistic work from the past year in the Asia-Pacific region and were given out at a celebratory dinner in Hong Kong on Thursday June 26, marking the 27th consecutive year of the awards.

    Global, regional/local, and Chinese-language media outlets submitted more than 700 entries in 21 categories including Bahasa Indonesia, which has been part of the lineup for the past three years.

    Submissions from regional and local publications rose substantially from a year earlier, showing the growing voices of smaller publications around the region. To help showcase grassroots coverage, SOPA offered reduced entry fees to small media outlets and first-time entrants from a dozen countries and regions. Several took home prizes including Mekong Eye, which won the top regional/local award in Investigative Reporting for Cattle Hustle, and Hong Kong’s HK Feature got Honorable Mention in the Chinese-language Feature Writing category for ‘Democracy pineapple’ caught in political dilemma across the Taiwan Strait.     The Australian Financial Review won the top regional/local award for Inside the ‘unending chaos’ at Andrew Forrest’s Fortescue, which the judges called “an impressive portrait” of an Australian businessman involved in tackling climate change.

    Initium Media won the top Chinese-language group award for Chinese Fighting for Russia: Money, Thrill and Becoming Influencers, which the judges noted had “sparked significant attention and discussion.”

    EXCELLENCE IN TECHNOLOGY REPORTING

    Nikkei Asia won the top global award for China’s tech industry fights back, which the judges called “a well-reported exploration of China’s drive for tech primacy in the face of U.S. restrictions.”

    EXCELLENCE IN ARTS AND CULTURE REPORTING

    The Economist’s 1843 Magazine won the top global award for How I became the Taliban’s portrait artist, which the judges called “a gripping account” of how the author’s own kidnapping in Afghanistan showed an unexpected side of today’s Taliban.

    The Wall Street Journal won the coveted SOPA Award for Public Service Journalism for A Vicious New Scam Industry Metastasizes that detailed the brutal reality of the global criminal enterprise of “pig butchering” cyber fraud.

  • MIL-OSI Submissions: Australia – Australia’s set to accept its one millionth refugee – AMES

    Sometime, probably around October this year, a person will step off aircraft somewhere in Australia in the last stage of their journey way from conflict or persecution.

    This person will be the one millionth refugee settled in Australia since the end of World War II.

    The Department of Home Affairs says Australia has successfully settled more than 985,000 refugees and humanitarian entrants since the country’s first humanitarian intake occurred in 1947.

    With 20,000 refugee places currently allocated for each financial year, the million milestone is due to be reached in the early months of the 2025-26 financial year.

    Based on these figures, it is expected the one-millionth arrival to occur sometime between September and November 2025.

    The milestone represents a million individual journeys toward refuge and a million stories of people rebuilding their lives in safety with hope for the future.

    Since the 1930s, Australia has welcomed refugees fleeing global conflicts — from Jewish refugees before and after World War Two, to Southeast Asians after the Vietnam War.

    Following World War Two, Australia entered formal agreements with international bodies to accept displaced people from Europe.

    In November 1947, more than 800 people from Estonia, Latvia and Lithuania arrived in Fremantle. They were the first of 170,000 displaced persons resettled in Australia after World War Two.

    Later decades saw more structured resettlement, particularly in response to major global conflicts.

    Over the past 40 years, Australia has continued to resettle people from conflict-riven regions, including the Southeast Asia the Middle East, Africa and Myanmar.

    Today, refugees from Ukraine, Afghanistan, Venezuela, Iraq, Syria, Myanmar and countries in the Horn of Africa continue to arrive under the humanitarian program.

    In two recent emergency situations, Australia evacuated 4100 refugees from Afghanistan following the return of the Taliban to power in 2021 and around 4,000 Ukrainians, mostly women and children, who initially arrived on tourist visas after the Russian invasion are new transitioning to permanent protection visas.

    CEO of AMES Australia Cath Scarth said the million-refugee mark was a reflection of Australia’s proud history of affording refugee to people fleeing war, conflict or persecution.

    “Australia has a generous and sophisticated refugee settlement program that not only offers refuge to people fleeing war or persecution but also equips them to build successful lives and become contributors,” Ms Scarth said.

    “We are an example to the world at a time when more than 122 million people are displaced due to war, conflict or persecution,” she said.

    Australia is a leading refugee resettlement country, ranking among the top few resettlement countries on a per capita basis.

    The United States has historically accepted the greatest number of refugees, but its program has recently been effectively shuttered by the Trump administration, meaning the loss of 100,000 annual resettlement places.

    Among refugees who have come to Australia in recent years are:

    Iraqi doctor Asseel Yako who, in his homeland, tended to battlefield wounds suffered by soldiers or militia members fighting ISIS or patching up women children horrifically injured in explosions of gunfire.

    Ten years later he is still saving lives working a consultant physician, specialising in internal medicine at Warragul Hospital, in Gippsland, Victoria.

    The job is the culmination of years of hard work, striving to get his qualifications recognised in Australia.

    He had studied and worked as a doctor for almost twenty years before arriving in Australia, but he was forced to jump through extraordinary hoops to be able practice medicine again.

    Cambodian refugee Chan Uoy has helped breathe new life into the struggling regional town of Dimboola, in Victoria’s west.

    Chan has opened the Dimboola Imaginarium, an eclectic and exotic gift shop and Air BnB recently featured in the high-end magazine Conde Nast Traveller. Chan has also recently become the deputy mayor of the local Hindmarsh Shire.

    The Dimboola Imaginarium is a stimulating space with a cornucopia of exotic wares, including an almost life-size giraffe, oversize world globes, and colourfully painted rocking horses. The five Air BB bedrooms have differing but exotic and indulgent décor.

    He has also launched the Wimmera Steampunk Festival, which this year is expected to attract 5000 visitors to the town.

    Young soccer star Yaya Dukuly is the embodiment of refugee aspiration and success.

    The 22-year-old Adelaide United soccer star was born into a refugee family in Guinea. His father is a Liberian and his mother is from Guinea.

    Yaya arrived in Australia with his family as a child and grew up in Adelaide. Now a professional footballer and Australian under-23 representative, he is also an emerging community leader and role model.

    Yaya brought is powerful and authentic new voice in the multicultural sector, supporting newly arrived refugees and advocating for their communities.

  • MIL-Evening Report: NATO’s 5% of GDP defence target ramps up pressure on Australia to spend vastly more

    After lobbying by US President Donald Trump, NATO leaders have promised to boost annual defence spending to 5% of their countries’ gross domestic product (GDP) by 2035.

    A NATO statement released this week said:

    United in the face of profound security threats and challenges, in particular the long-term threat posed by Russia to Euro-Atlantic security and the persistent threat of terrorism, allies commit to invest 5% of GDP annually on core defence requirements as well as defence-and security-related spending by 2035.

    This development comes at a tricky time for the Albanese government. It has so far batted away suggestions Australia should increase its defence spending from current levels of around 2% of gross domestic product (GDP), or almost A$59 billion per year (and projected to reach 2.33% of GDP by 2033–34). Trump has called on Australia to increase this to about 3.5%.

    With this NATO agreement, global security deteriorating and defence capability gaps obvious, pressure is mounting on the Australian government to increase defence spending further.

    Pressure from Trump

    A long‑time critic of NATO, Trump and his key officials have castigated NATO’s readiness and spending.

    Meanwhile, Russia’s war on Ukraine, now in its fourth year, and a spate of suspected Russian sabotage across Europe have sharpened concerns about allied preparedness.

    Against this backdrop, the NATO summit saw Trump publicly reaffirms US commitment to the alliance, and European members pledged to lift defence spending.

    What exactly did NATO promise and why?

    The headlines say NATO members agreed to increase annual defence spending to 5% of GDP by 2035.

    In fact, the actual agreement is more nuanced.

    The summit communique, notably shorter than in previous years, broke the pledge down into two parts.

    The first is 3.5% of GDP on what is considered traditional defence spending: ships, tanks, bullets, people and so on.

    The second part – the remaining 1.5% of GDP – is to

    protect our critical infrastructure, defend our networks, ensure our civil preparedness and resilience, unleash innovation, and strengthen our defence industrial base.

    Exactly what strategic resilience initiatives this money will be spent on is up to the individual member nation.

    It might be tempting to paint NATO’s commitment to increased defence spending as evidence of European NATO partners bowing to US political pressure.

    But it’s more than that. It is a direct response to the increased threat posed by Russia to Europe, and perhaps an insurance policy against any doubts European NATO partners may have about the US reliability and enduring commitment to the 76-year-old alliance between the US and Europe.

    However, not all countries are keen on the defence spending commitment, with notable reservations from Spain and Belgium.

    These two countries are yet to meet NATO’s 2014 commitment to spend 2% of GDP on defence.

    What’s all this mean for Australia?

    The commitment to hike NATO defence spending will have an indirect impact on Australia’s own beleaguered defence spending debate.

    As mentioned, Australia’s main strategic ally – the US – has pressured Australia to hike defence spending to 3.5% of GDP, up from around 2.02% of GDP this financial year (which the government projects will reach 2.33% by 2033–34).

    Australia is not the only Indo-Pacific partner being pushed to spend more on defence. Japan is too.

    This is consistent with US Defence Secretary Pete Hegseth’s Shangri-La speech in May, when he urged Asian allies to step up on defence spending, pointing to Europe as the model.

    The NATO announcement will likely embolden the US to apply greater pressure on the Australia to increase defence spending.

    Trump’s strategy towards NATO has clearly been to sow ambiguity in the minds of European countries as to the US’ commitment to NATO, to get them to come to the table on defence spending.

    This may well be a future Australia faces, too. It could mean a bumpy road ahead for Australia and its most crucial alliance partner.

    Where to from here?

    Prime Minister Anthony Albanese has said Australia will determine its own level of defence spending, and that arbitrary GDP limits are unhelpful. Defence spending, he argues, should be based on capability needs, not demands from allies.

    And he is right, to a point.

    That said, allies have a right to have an expectation all parties in the alliance are holding up their end of the bargain.

    Australian defence spending should be based on the capabilities it needs to resource its stated defence strategy and defend its core interests. Currently, in my view, Australia’s defence capability does not match its current strategy.

    There are clear gaps in Australia’s defence capabilities, including:

    • its aged naval capability
    • a lack of mine warfare, replenishment and survey capabilities
    • a limited ability to protect critical infrastructure against missile attack
    • space capabilities.

    These are key risks, at the moment of possibly most significant strategic circumstances since the second world war.

    In the event of a major crisis or conflict in the region, Australia would not presently be able to defend itself for a prolonged period. To address this requires structural reform and defence investment.

    In response to this week’s NATO announcement, Defence Minister Richard Marles said:

    We have gone about the business of not chasing a number, but thinking about what is our capability need, and then resourcing it.

    During the election campaign both the prime minister and defence minister left the door open to increasing defence spending.

    The real unknown is how long it will take to make it happen, and how much damage it may do in the meantime to Australia’s relationship with the US and overall defence-preparedness.

    “No more should American taxpayers have to question the value of foreign assistance to countries that oppose our values and interests,” said Senator Blackburn. “The United States must be a good steward of taxpayer dollars, ensuring every dollar that we send to foreign nations drives global stability and advances American interests. The United Nations Voting Accountability Act would ensure that taxpayers are not forced to fund countries that undermine and vote against the U.S. in the United Nations.”

    BACKGROUND

    • Every year, the U.S. spends tens of billions of dollars on foreign aid for countries around the world. The U.S. also contributes more to the United Nations than any other country, and many recipient countries of U.S. foreign aid often vote against America’s interests at the U.N., leaving American taxpayers questioning the value of continued assistance.
    • After the U.S. airstrikes on Iranian nuclear facilities, Russia, China, and Pakistan began circulating a U.N. resolution calling for an unconditional ceasefire, which ignores Iran’s support for terrorism and shields the Iranian regime from accountability.
    • While the resolution does not name the U.S. or Israel, its intent is obvious. It is unacceptable for U.S. aid recipients to use international platforms to undermine America and protect adversaries like Iran. 

    THE UNITED NATIONS VOTING ACCOUNTABILITY ACT

    The United Nations Voting Accountability Act would block U.S. foreign aid to any country that opposes the U.S. at the U.N. or sponsors or leads resolutions that target the U.S. or its allies.

    The U.S. Secretary of State may exempt a country if it is determined that:

    • There has been a fundamental change in the leadership and policies of the government of the country to which the prohibition applies; and
    • As a result of such change, the government will no longer oppose the position of the U.S. in the U.N.

    MINSK, June 26 (Xinhua) — The 4th Eurasian Economic Forum opened in Minsk on Thursday. Its participants will discuss issues of Eurasian integration.     The forum is being held during Belarus’s presidency of the Eurasian Economic Union (EAEU), and the main topic is “Strategy for Eurasian Economic Integration: Results and Prospects.” The event will last for two days. In a situation of global turbulence, it is important not to trail behind events, but to influence the global agenda in a positive way, to have well-thought-out models for responding to external challenges,” the Belarusian leader said.

    A. Lukashenko drew attention to the fact that the EAEU GDP is only about 4 percent of the world GDP. “What does this mean? That the potential of our integration association is not fully utilized. And over the next 10 years, we must at least double this figure, giving new impetus to integration,” the Belarusian president emphasized and added that some of the most important indicators in the EAEU’s activities have not been met. In many ways, according to him, the solution to these problems depends on the Eurasian Economic Commission and the heads of the member states of the association.

    The Eurasian Economic Union was created in 2015. The union includes Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia.     MINSK, June 26 (Xinhua) — In the 10 years since the formation of the Eurasian Economic Union (EAEU), it has established itself as one of the key centers of global development, Russian President Vladimir Putin said in Minsk on Thursday at the 4th Eurasian Economic Forum.

    “On January 1, the Eurasian Union turned 10 years old. During this time, it has certainly grown stronger and established itself as a successful integration association. The overall economic potential has significantly strengthened, and the EAEU has rightfully established itself as one of the key centers of global development,” V. Putin noted.

    He noted that the combined GDP of the EAEU member states has increased from $1.6 trillion to $2.6 trillion over 10 years. The EAEU’s trade turnover with other countries has increased by 38 percent and amounts to $800 billion. “This is a completely comparable volume of trade between the world’s leading economic powers. And the total volume of mutual trade within the union has doubled to $97 billion. Moreover, 93 percent of settlements between the EAEU states are conducted in national currencies,” the Russian leader said.

    According to V. Putin, the EAEU countries have also achieved significant success in aligning national payment systems and bank cards. The union’s participants are jointly making efforts to integrate the financial infrastructure. The concept of forming a common financial market for the union has been approved. The Eurasian Development Bank and the Eurasian Fund for Stabilization and Development have been created.

    The Russian President recalled that as of the beginning of this year, the Eurasian Stabilization Fund had accumulated about $9 billion, which, if necessary, could be used to support the budgets of the EAEU countries. The Eurasian Bank has accumulated investment portfolios in the amount of $16.5 billion.     Background:

    The bipartisan legislation creates a new authority for the Secretary of State to formally designate countries or nonstate actors as state sponsors of unlawful or wrongful detention, creating a deterrent framework similar to the existing state sponsors of terrorism designation. Once designated, the Secretary may impose a range of penalties on those governments, including diplomatic and economic consequences.

    The bill provides congressional oversight by requiring that all state sponsors of unlawful or wrongful detention designations expire unless Congress passes a joint resolution to approve them within six months. Congress would also have the authority to terminate a designation through a joint resolution, ensuring these decisions reflect the interests of the American people and are subject to public accountability.

    This legislation further directs the Secretary of State to brief Congress on whether the following countries should be designated under this new authority:

    Moscow, June 26 (Xinhua) — As in previous years, on June 22, the Day of Remembrance and Sorrow, when Nazi Germany attacked the Soviet Union without declaring war in 1941, hundreds of residents and visitors of the capital came to the Belorussky Station in Moscow to honor the memory of the defenders of the Fatherland. It was from here that trains with Red Army soldiers departed during the war, and for many relatives this station became the final place to say goodbye.

    Here, “The Sacred War” was performed again – a song that became a symbol of the courage and unbending will of the Soviet people during the Great Patriotic War. The composition, written in the first days of the war, is invariably heard at memorial events in Russia and abroad and has remained part of living historical memory for more than 80 years.

    On June 22, hundreds of Muscovites came to the station to honor the memory of the fallen together with veterans. During the Great Patriotic War, trains with Red Army soldiers departed from here to the front. For many relatives, the farewell on the platform was their last meeting. Since 2005, on the initiative of the Moscow City Council of Veterans with the support of the Russian Ministry of Defense and the Moscow government, an annual patriotic event has been held at the Belorussky Station. Its key event is the performance of a song that appeared in the first days of the war.

    THE BIRTH AND POWER OF THE “HOLY WAR”

    The song “Sacred War” was written in the summer of 1941. As contemporaries recall, composer Alexander Alexandrov saw the poems of poet Vasily Lebedev-Kumach in a newspaper and immediately began composing the music. Rehearsals began the very next day.

    “This song was probably needed like air, precisely in those days… Therefore, this power, this strength, this entire meaning that the authors of this song put into their work, lives on today, and is performed today,” explained the artistic director of the Academic Song and Dance Ensemble of the Russian Army named after A. V. Alexandrov, Honored Artist of the Russian Federation Colonel Gennady Sachenyuk.

    On June 26, 1941, “The Sacred War” was performed for the first time at the Belorussky Station. It was a one-song concert and its premiere at the same time. According to G. Sachenyuk, after the first chords there was silence, and the composer thought that the song had not been received. However, a few seconds later the station was filled with applause, the soldiers asked to perform it again and again.

    KEEPER OF THE PEOPLE’S GENETIC CODE

    The Alexandrov Ensemble has preserved the original sound of “The Sacred War” for decades. The song remains recognizable and symbolically important for each generation. According to the musicians, the strength of the work lies in the inseparable unity of poetry and music born of time.

    “This song contains the genetic code of our people… something awakens inside, and you feel as one with your country, with everyone standing next to you,” the ensemble’s chief conductor, Honored Artist of the Russian Federation Nikolai Kirillov, shared with a Xinhua correspondent.

    “This is exactly the example of musical art, when both poetry and music are united and complement each other,” noted G. Sachenyuk. He added that the performers each time experience the same emotions as the people during the war.

    According to official data, the Soviet Union lost about 27 million people during the Great Patriotic War. And so the song has a deeply personal meaning for millions of Russian families.

    “This is the kind of music that many people sometimes even talk about with a lump in their throat, because it is connected with the history of each family,” emphasized the rector of the Gnessin Russian Academy of Music, Alexander Ryzhinsky.

    “SONG AS A WEAPON”

    A. Aleksandrov left personal memories of the creation and performance of the song. “I was never a military specialist, but I still had a powerful weapon in my hands. This is a song. A song that can also defeat the enemy, like any weapon. When I performed with the Red Banner Ensemble at train stations and other places in front of soldiers going to the front, this song was always listened to standing, with some special impulse, a holy mood. And not only the soldiers, but also we, the performers, often cried,” N. Kirillov read out the composer’s memories with a feeling of deep respect.

    The ensemble’s performers admit that even today they can hardly contain their emotions when they go on stage with this song. It contains the tragedy of war, the feat of the people, the pain of loss and the triumph of life.

    BEIJING, June 26 (Xinhua) — The China Agricultural Development Bank said Thursday it has issued loans totaling about 2.7 trillion yuan (about 377 billion U.S. dollars) since 2021 to preserve the ecosystems of the Yangtze and Yellow Rivers.

    In particular, the bank allocated 2.09 trillion yuan to protect the Yangtze River and 605.2 billion yuan to protect the ecosystem of the Yellow River basin. According to the bank, these loans have significantly supported efforts to preserve the ecosystems of China’s two main rivers.

    The financial institution assured that it would expand its lending support for the protection of the two rivers, focusing on key areas such as water security, transport infrastructure, rural upliftment and food security.
