The festival has spread throughout the city, with record numbers of people visiting its venues last year. 4.5 million people. Almost every street offered unique seafood dishes, and fishing championships, SUP rafting on the river arteries, and a costume regatta attracted a huge crowd.

When choosing the winners, the conditions that regional and local authorities create for business development, as well as the appearance, equipment of the facilities and their demand are taken into account.

“The number of establishments opening in Moscow is growing every month. We always listen to entrepreneurs and implement new support measures. In April, the capital simplified the procedure for placing summer verandas

without special equipment“This is an important step for small cafes, which until now have not had the opportunity to equip a place for guests to relax outside,” shared the Minister of the Moscow Government, head of the capital’s Department of Trade and Services Alexey Nemeryuk.

I would like to note that the nominations of the “Trade of Russia” competition are selected in such a way that representatives of as many retail outlets as possible can take part in it,” said State Secretary – Deputy Minister of Industry and Trade of the Russian Federation Roman Chekushov in his welcoming speech.

Last year, the capital also won in several nominations. The best shopping street was Malaya Bronnaya, where about 70 shops and restaurants are open. The fair on Michurinsky Prospekt, which has been delighting customers since 2023, also received recognition. A special prize was awarded to the Moscow – on the Wave fish market in the Kosino-Ukhtomsky District.

Moscow has support measures for various business sectors. One of the most popular is competitions for the best design of city shop windows, which can not only increase the recognition of an establishment, but also win a cash prize.

  • MIL-OSI Russia: What goods did Moscow entrepreneurs send to SVO fighters this spring?

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

In every district of the capital there are owners of shops, shopping centers, restaurants, cafes, hairdressers and car services who sent humanitarian aid to participants in the special military operation (SVO) this spring.

The products are being donated not only by establishments that purchase food, such as supermarkets or bakeries, but also by beauty salons. Their employees managed to collect a large number of cans of stewed meat and main courses, specially preserved for long-term storage, as well as dry milk porridges.

About 300 food packages were received by servicemen from entrepreneurs from the Levoberezhny and Vostochnoye Degunino districts, and about 200 dry rations were transferred from Ivanovskoye and Kosino-Ukhtomsky. In addition, it was possible to send more than 700 different canned goods – from vegetables to meat.

Restaurant and pastry shop owners in Severnoye Butovo collected almost 300 kilograms of food products, and one teahouse in Lublin donated 500 kilograms of honey to the fighters. The packages also included instant noodles and mashed potatoes, tea and coffee, candy, chocolate and other food.

Humanitarian aid shipments of clothing were sent this spring from the Yaroslavsky, Obruchevsky, Yuzhnoye Tushino, Chertanovo Tsentralnoye, Sokolinaya Gora and Lyublino districts. These are several thousand insoles, including woolen ones, winter and summer uniforms, thermal underwear and socks, T-shirts, hats, and dozens of pairs of shoes.

Fabric and yarn stores donated pillows, blankets, and bed linens so that the soldiers could rest in comfortable conditions. Gas burners were included in the packages for cooking, and stoves and generators were also sent.

The entrepreneurs placed a great emphasis on medical products and collected, for example, liters of antiseptic, hundreds of bandages, tourniquets and catheters, as well as crutches, dressings and medications.

The owners of department stores and car dealerships have not forgotten about spare parts, lumber, electronic warfare systems, quadcopters, professional radios, monoculars, collimators and other military equipment.

There were also those who independently delivered humanitarian aid to the combat zone and also provided facilities for weaving camouflage nets.

Since the first days of the SVO, owners of Moscow stores, shopping centers, car dealerships and other service establishments, as well as Moscow restaurateurs, have been regularly sending humanitarian aid. The parcels contain products that have a long shelf life: canned meat, fish and vegetables, tons of different cereals, pasta, cookies, candies, chocolate and many other sweets. Entrepreneurs donate personal hygiene products and seasonal clothing, such as jackets, boots and thermal underwear, as well as essential medicines, building materials and even military equipment, including quadcopters and entire columns of vehicles.

  • MIL-OSI Russia: Top Class, or How Acrobatic Rock ‘n’ Roll Athletes Are Trained in Moscow

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Hot music, fast tempo, split seconds – and the young athletes are already in the air. Jump, spin, land – we watch with admiration the complex tricks that the students practice during training Moscow Academy of Dance Sport and Acrobatic Rock’n’RollAmong her students are masters of sports of international class, champions of Russia, the world, Europe, and winners of the World Games.

A mos.ru correspondent went to the academy and found out why athletes love acrobatic rock-n-roll and why they regularly compete.

    Dance, acrobatics and discipline

Main site Moscow Academy of Dance Sport and Acrobatic Rock’n’Roll is located on 3rd Frunzenskaya Street (building 5, block 1) in Khamovniki. You can recognize the building by its panoramic windows and the large red sign above the main entrance.

The lobby on the first floor contains the administrator’s post, a cloakroom and soft sofas. The sounds of music are carried along the spacious corridors.

“Our academy is the leading institution for the development of acrobatic rock ‘n’ roll in Moscow and Russia. More than 1.6 thousand people are trained in this sport under the guidance of 60 highly professional coaches. Acrobatic rock ‘n’ roll attracts children with its spectacularity and dynamism. Its uniqueness is also in the fact that it harmoniously develops the child. Here is choreography, acrobatics, work on coordination and stretching, general physical training. And also responsibility and discipline,” says Alexandra Zalipaeva, coach and head of the sports school of acrobatic rock ‘n’ roll, which is part of the academy.

The academy trains athletes from the age of six. The preparatory program is selected by assessing the physical characteristics of each child. In the first years of training, children develop musicality, learn dance moves, and get used to the feeling of flying on trampolines and acrobatic tracks. From the age of eight, young performers participate in competitions, where they first receive youth and then adult sports categories.

The next step is the title of candidate for master of sports. It is awarded from the age of 14. Children over 16 can receive the title of master of sports of Russia and master of sports of Russia of international class.

“Acrobatic rock’n’roll is performed in pairs. Young men and women come out onto the dance floor, having prepared a program to a given piece of music in advance. There is also a category called formation in this sport. Teams compete in it. They may include young men and women (“formation mixed”) or only women (“female formation”). Some of our academy’s students try their hand at several categories at once. And we support them in this. We do not limit training by age – the guys continue to train with us even after they turn 18,” emphasizes Alexandra Zalipaeva.

    From Kick-Ball-Chencha to Migratory Todes

We go down to the first floor, where there are locker rooms, a gym and a training room. Behind one of the doors is a huge space with high ceilings and a shiny dance floor. This is a multi-purpose training room. It has everything necessary for training athletes: a ballet barre, wall bars, mats, acrobatic tracks and a large trampoline. On it, the guys learn to jump and do somersaults.

Energetic music plays, and couples come out to the center of the room. The dancers join hands and beat the beat, rhythmically moving their legs, as if hitting an invisible ball. This movement is called “kick-ball-chench.” Then the young men cross their palms and help their partners push off. A few seconds later, the girls synchronously turn over in the air.

“Acrobatic rock’n’roll is about coordination, synchronicity and confidence. That’s why we pay attention not only to technique, but also to how the kids feel. In our sport, the girls do the tricks, and the boys throw them up and insure them, so the partners should be taller, stronger and tougher than their partners. It’s also important that both trust each other. To do this, we first work on the fear of heights – this is probably one of the strongest fears in children. First, we introduce the child to the trampoline, try to do simple elements. Then we use a safety rope. It is attached to the ceiling and holds the child. When the trick is done confidently, we perform it without the safety rope,” says Nadezhda Abyzova, a trainer at the Moscow Academy of Dance Sport and Acrobatic Rock’n’Roll.

She has been training athletes for over 30 years. During her classes, Nadezhda Abyzova instills in children a love for music, creativity and sports, and tries to reveal the talent in each student. The main secret of the most striking performances, according to her, is the hard work of the children. They spend three hours a day up to four times a week in the training halls.

Among the girls who soar into the air time and time again is Angelina Lyubomudrova. At 17, she is already a master of sports in acrobatic rock and roll and a member of teams in the categories of “women’s formation” and “formation mixed”.

“My mother brought me to the classes. I remember seeing some guys standing on the shoulders of others, creating an incredibly beautiful figure, and I realized that I wanted to do the same. I was seven then. Over the 10 years of training, I tried to perform different elements – from the simplest to the most complex. One of my favorites is the flight death spiral, when you need to push off from one partner, fly up, turn around and land on the back of the other. At the same time, we do not just perform dance and acrobatic elements, but do it quickly, with energy and drive. Our sport gives emotions, for which we love it. Music and confidence that everything will definitely work out help to catch the right mood,” says Angelina Lyubomudrova, a student of the academy.

To be an artist, a champion and a best friend

Stanislav Neporozhnev, a 19-year-old graduate of the Moscow Academy of Dance Sport and Acrobatic Rock ‘n’ Roll, also speaks about the importance of hard work. He appears on the training floor with his partner, 16-year-old Olesya Zvereva. Together they are part of the Moscow Acrobatic Rock ‘n’ Roll Team.

“Now I am a master of sports in acrobatic rock and roll. This title was my dream. I came to classes at the age of eight and at first enjoyed the music and movements, and then I realized that I wanted to win. To defend the rank, you need to take the corresponding prize place at the championship. This is what I worked for, listening attentively to the coach and honing my skills together with my partner,” Stanislav says.

He is sure that the secret of victory is in unity. Everything works out as it should if the couple is not only danced, but also friendly.

“Without a good relationship, a couple will not work out. In order to trust your partner, share the emotions of performance with him and feel confident in every movement, you need to be friends. That’s why we not only train together, but also spend our free time – we walk, communicate. Thanks to this, the atmosphere in classes becomes not competitive, but almost family-like – we get along so well with each other,” Olesya Zvereva supports her partner.

Stanislav Neporozhnev is studying to be an engineer, and Olesya Zvereva is just deciding what she wants to become, but both are sure that acrobatic rock and roll will always be their favorite thing. But Varvara and Sergey Dmitriev dream of one day professionally training future champions. They continue the family tradition.

“We are brother and sister, and our mother is an acrobatic rock ‘n’ roll coach. She no longer teaches, but thanks to her, our path as athletes began. I have been dancing since I was five, and my sister practically since she was in diapers. At first, we just studied the direction, and then we began to perform at championships. Now we can’t imagine our life without it. Now I am 17, Varvara is 15. We are already candidates for master of sports and in the future we want to become coaches,” says Sergey Dmitriev.

In May, the guys performed at the All-Russian Acrobatic Rock ‘n’ Roll Competition and took fifth place. Today, they continue to hone their skills. Together, they go to the middle of the training hall and, to the sound of fiery music, transform into fairy-tale characters – the Wolf and Little Red Riding Hood.

“Competitions are an integral part of our sport. That’s why we always prepare for something. We can have up to four championships in a row per month. This gives the guys not only ranks and titles, but also invaluable experience. They become stronger, more resilient, more graceful. New horizons open up for them. Our students can enroll in physical education universities, sports and pedagogical colleges, attend referee seminars and evaluate performances at championships or continue to go out on the court, reaching world heights. And they often return to us as teachers. And this is wonderful. It means we are doing everything right,” emphasizes Nadezhda Abyzova.

You can enroll your child in the sports training program at the Moscow Academy of Dance Sport and Acrobatic Rock ‘n’ Roll on the portal Mos.ruRegistration is planned to open in September.

  • MIL-OSI Russia: Schools, kindergartens, clinics: what else will appear in the new microdistrict in Krasnopakhorsky district

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

A modern residential cluster with schools, kindergartens, a clinic and commercial real estate will appear in the Troitsky administrative district. The construction will be carried out by an investor determined by the results of the auction, reported Ekaterina Solovieva, Minister of the Moscow Government, Head of the Moscow Department of City Property.

“Investors are actively involved in the urban development of the Troitsky and Novomoskovsky administrative districts. Following an open auction, an agreement was signed with the developer that will allow the company, together with the city, to build a modern residential cluster with the necessary social and commercial infrastructure on the territory of 736 hectares in the Krasnopakhorsky district. It is planned to build 825 thousand square meters of housing, public and business real estate with a total area of more than 41 thousand square meters, as well as a clinic, schools and kindergartens for two thousand students and 1.3 thousand pupils,” said Ekaterina Solovyova.

The project envisages the construction of housing for approximately 15 thousand people. They plan to build more than seven thousand private cottages, as well as townhouses and apartment buildings with almost two thousand apartments. The plots for development are located next to the Central Ring Road, between the settlements of Shchapovo, Pesye and Ovechkino.

The investor of the project will be the Samolet Group of Companies. According to the Investment Director Alexey Romantsov, the partnership of investors and the city allows for the application of the best urban development practices. It is expected that the central core of the project’s audience will be families who will appreciate the unique combination of advantages of country life with urban comfort. The family concept is reflected in the infrastructure, landscaping and apartment layout of the project. Thus, the average area of apartments in low-rise buildings is more than 20 percent larger than the area in city blocks.

Work on the project is planned to begin in 2026–2027.

  • Boisson lights up French Open, Sinner and Djokovic book semi-final showdown

    Source: Government of India

    Source: Government of India (4)

Wild card Lois Boisson lit up the French Open on Wednesday when the home hope downed sixth-seeded Russian Mirra Andreeva to make the semi-finals before Novak Djokovic set up a blockbuster meeting with world number one Jannik Sinner.

While Sinner stretched his Grand Slam winning streak to 19 matches after back-to-back titles at the U.S. Open last year and the Australian Open in January, Boisson, ranked 361st, thrilled the home crowd with a dazzling performance.

Three-time French Open winner Novak Djokovic stole the show in the evening by outlasting German third seed Alexander Zverev 4-6 6-3 6-2 6-4 to remain in the hunt for a record 25th Grand Slam title at the venue of his Olympic gold medal last year.

Victory after three hours and 17 minutes was the 38-year-old Serbian’s 101st win at Roland Garros but he had to draw from his seemingly endless reserves of energy and experience to prevail.

“There was a lot of tension, pressure but it’s normal when you play Zverev, one of the best in the world, in the last five-six years,” Djokovic said.

“My game is based on a lot of running. I’m 38, it’s not easy to keep running like that but, OK, it works.”

Sinner was barely troubled as he defeated Alexander Bublik 6-1 7-5 6-0 and became the first Italian man to reach six Grand Slam semi-finals.

The 23-year-old, who served a three-month doping ban before returning to action in Rome last month, raced through the first set after twice breaking the Kazakh, who had stunned fifth seed Jack Draper in the previous round.

Looking to become the first man representing Kazakhstan to defeat a world number one, Bublik, who hit 37 drop shots against Draper, pulled out this weapon again in the second set.

Sinner broke and held to take it before the 27-year-old Bublik, ever the entertainer, delighted fans with an underarm serve but ultimately could do nothing to stop the Italian’s march into the last four.

    BOISSON SPARKLES

Earlier Boisson became the toast of France after staging the tournament’s biggest upset with a 7-6(6) 6-3 win over Andreeva, who had been tipped as a title contender, in an electrifying match that had the home crowd on the edge of their seats.

The 22-year-old had stunned third seed Jessica Pegula in round four, but on Wednesday pulled off another major shock, beating Andreeva, who had not lost a set in the tournament.

“Every player dreams of winning a Slam – and for a French player, Roland Garros even more so. I’ll go for it because my dream is to win the final, not the semi-final,” Boisson said.

Andreeva, the 18-year-old sixth seed who was bidding to become the youngest female player to reach back-to-back French Open semi-finals in nearly three decades, quickly found herself chasing Boisson’s fierce forehand.

The underdog, who has been a breath of fresh air in the tournament with her no-nonsense power game and down-to-earth approach, looked to have run out of steam as Andreeva went 3-0 up but she proceeded to win the next six consecutive games.

Andreeva repeatedly lost her temper and was handed a warning when she fired a ball into the stands in frustration.

With the home crowd the loudest it had been since the start, chants of ‘Lois, Lois’ echoed across the Philippe Chatrier court, with the decibel level lifted even further because the roof was closed due to rain.

Boisson, who will jump almost 300 places in the rankings next week, will face 2023 U.S. Open champion Coco Gauff, who came out on top in an error-ridden quarter-final against Australian Open champion Madison Keys with the pair littering the court with 101 unforced errors.

    UNFORCED ERRORS

With a total of 49 unforced errors in the first set alone they both struggled to hold serve and Gauff, a semi-finalist in Paris last year, wasted a set point before Keys, who reached the French Open last four in 2018, edged ahead with a tiebreak win.

Gauff, who reached the final in 2022 and is the youngest woman to claim 25 main-draw wins at Roland Garros since Martina Hingis (1995-2000), bounced back to win the next two sets.

“So many unforced errors,” Gauff, who also had 10 double faults, said to herself after sinking another easy baseline shot into the net.

“I was just trying to be aggressive,” the 21-year-old Gauff said. “Usually if you’re playing too passive, in the end the more aggressive player is going to win. I knew in the second and the third that I had to try my best.”

  • MIL-OSI USA: Murkowski Secures Commitment from Secretary of Commerce to Convene Summit with Alaska’s Fishing Industry

    US Senate News:

Source: United States Senator for Alaska Lisa Murkowski
    06.04.25
Washington, DC – U.S. Senator Lisa Murkowski, R-AK and a senior member of the Committee on Appropriations, today secured a commitment from U.S. Secretary of Commerce Howard Lutnick to convene a meeting with Alaska seafood stakeholders on trade issues with Russia and ways the administration can help bolster the industry.
Speaking at hearing held by the Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, Murkowski emphasized the importance of fair-trade practices for Alaska’s fishermen. Secretary Lutnick agreed with the Senator’s assessment, reinforcing that the administration’s trade policy “is to protect our fisherman, which are a key resource of the United States of America.” The Secretary committed to join the Senator in sitting down with leaders of the Alaska seafood industry to chart a path forward.
Click here to watch the full exchange.
The full transcript of Senator Murkowski’s conversation with Secretary Lutnick can be read below.
    TRANSCRIPT
Murkowski: Thank you, Mr. Chairman. Mr. Secretary, welcome. I’m glad to follow the Ranking Member as well as the Chairman of the committee in talking about fisheries. You know I’ll never disappoint you, when you come before the committee, we’re going to talk about fish, and I appreciate what you have shared with Senator Collins about the administration’s desire to protect our fisherman. We’re pleased with the executive order relating to American seafood competitiveness.
I had an opportunity, just yesterday, to visit with one of our seafood industry leaders in the state of Alaska. I thought we were going to be talking about some of the tax provisions that are included in the reconciliation package, but he basically said if we can’t deal with trade issues when it comes to Alaska’s seafood, we are not even going to have to worry about the tax pieces because the trade implications are going to kill us. In Alaska, Russia has declared war on Alaska seafood and they have been very direct, and very open about it. They are using their dominance in the seafood market to help fund their war against Ukraine. And the effort is one that we are looking at, and needing to make sure, I mean really desperate to make sure, that the administration fully understands the implications of what is happening right now.
We’ve got the largest federal fisheries in the nation, about sixty percent of America’s harvest by volume. Seafood processing is 70 percent of Alaska’s manufacturing employment. The Alaska seafood industry generates $6 billion in economic output for that state, it employs 48,000 people in Alaska. Right now, we have Secretary of the Interior, and the Secretary of Energy, and the Administrator of EPA up in the state, all focused on aspects of our resources. But the other great resource for our state is our fisheries, and they are in peril.
I would ask for your commitment to sit down with leaders of the Alaska seafood industry, those important stakeholders, so that we can talk about a path forward on some of these issues that are really harming our industry right now. Can you give me that commitment, that we can work with your team to identify a time to do just that?
Lutnick: Why don’t you organize it, and it would be my pleasure to come and do it together with you, so we can make sure every topic is on the table, and we address it. Because our trade policy is to protect our fisherman, which are a key resource of the United States of America. We are on it and we know about it, I know all about the Russian issues. They’ve been attacking us for years, this is nothing new, sadly. But let’s do it together and this administration is on your side and is on it.
Murkowski: Excellent, I look forward to that, and we’ll be working with you on that.
A couple more issues, there has been a lot of discussion about NOAA, and the budget cuts, as well as with the impact on the National Weather Service.
We’ve been working with the Secretary of Transportation, Secretary Duffy, on aviation safety. We’re going to make some headway, there’s good support within the budget now to do that. But we have a connection here with the Department of Commerce, in that the Automated Surface Observing Systems, the ASOS systems as they are known, which provide for aviation safety, are managed by the National Weather Service. So, right now we’re looking at about a 40 percent staffing shortage. I’ve heard what you’ve said to other colleagues, about you know, you’re not cutting in key areas. I need to make sure that we are looking critically at the National Weather Service staffing in Alaska, to make sure that we are not compromising in any ways, the systems that are vital to transportation, commerce, and safety. We need them to stay operational, so if you can just commit to me that you’ll look at?
Lutnick: That sounds sensible to me.
Murkowski: Another one that works on the safety side, and again it ties into our extraordinary oil resources. We have to move that oil by ship out of Valdez, it has to go through Prince William Sound, and they rely on the National Data Buoy Center to manage, not only the buoys there in Prince William Sound, but over a thousand buoys that are operated by both domestic and international partners. Right now, we have a buoy, the Seal Rocks Weather Buoy, that’s right outside of Valdez. But the tankers can’t leave Valdez unless they get the wave height information from the buoy, the weather buoy that’s sitting out there, right? This buoy has been out of commission for months, and we’re told it’s due to funding for operation and maintenance in NOAA’s budget.
    Lutnick: It’s really old.
    Murkowski: It is old!
Lutnick: It needs to be replaced! Oh my god, if I showed you what that looked like, you and I would hold our heads in our hands.
Murkowski: We all look at them, and the problem it’s not just the buoy out there at Seal Rock, it is this system, this constellation, that is designed to be the information source, the protectorate for the safety. So, let’s work on this, but I highlight how….
Lutnick: How to modernize it, we’ve got to.
Murkowski: I highlight because we’ve got some work to do, but it all knits together. So, I’ve highlighted a couple of specific instances….
Lutnick: I promise you, we are in it together. I promise I agree with you.
Murkowski: I won’t make you go out there, if you’ll commit to me that we’re going to upgrade these systems. But in the meantime, we’re going to get them operational, so that we’re not compromising safety.
    Lutnick: Absolutely.
Murkowski: I appreciate it. Thank you, Mr. Chairman.

  • MIL-OSI Russia: Brazilian journalist gets to know people’s democracy in its entirety in China

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian – People’s Republic of China in Russian –

Source: People’s Republic of China – State Council News

On April 21, the Brazilian magazine Forum published an article by Rafael Henrique Zebetto entitled “Understanding China’s People’s Democracy in the Whole Process in Practice.”

On April 17 this year, I attended a meeting with Beijing government officials in our local area along with four other foreign colleagues. The officials wanted to hear our experiences, observations, and suggestions so as to better understand the actual situation of foreign experts in the city, identify existing problems, and improve relevant policies based on these. Such meetings are a common practice in China’s daily life: officials at various levels regularly communicate with representatives from various walks of life to learn about the difficulties people face and collect suggestions for solutions. This is an important part of China’s people’s democracy in the whole process.

How is people’s democracy in the whole process put into practice? In my early years in China, I closely followed the progress of poverty alleviation work. I even had the opportunity to visit the most remote and poorest parts of the country to observe the process first-hand.

One village woman in Xinjiang managed to escape poverty by opening a guesthouse with the support of the local government. She shared her extraordinary story with me. The woman spoke only Uyghur, while most of her guests were from eastern China and spoke Putonghua (standardized Mandarin). To communicate with her guests, she turned to the local grassroots organization of the Chinese Communist Party, which provided her with a volunteer translator.

These grassroots organizations create a great advantage in the system of state governance because they are able to formulate policies that take into account local needs, have a deep understanding of local problems and development prospects, and maintain close and constant contact with the people.

In addition, Chinese citizens have channels to approach government bodies with questions, criticism, and suggestions. For example, the 12345 hotline in some major cities provides service in foreign languages. In addition to the work of grassroots committees and feedback channels, the government also organizes thematic forums in which officials discuss with representatives of various sectors of society the challenges and difficulties associated with the provision of public services. In addition, various surveys are regularly conducted to collect data for the subsequent development and improvement of specific policies.

People’s democracy in the whole process encourages the participation of the Chinese people, promotes social harmony and brings tangible results.

  • MIL-OSI Global: The secret to Ukraine’s battlefield successes against Russia – it knows wars are never won in the past

Source: The Conversation – Global Perspectives – By Matthew Sussex, Associate Professor (Adj), Griffith Asia Institute; and Fellow, Strategic and Defence Studies Centre, Australian National University

The iconoclastic American general Douglas Macarthur once said that “wars are never won in the past”.

That sentiment certainly seemed to ring true following Ukraine’s recent audacious attack on Russia’s strategic bomber fleet, using small, cheap drones housed in wooden pods and transported near Russian airfields in trucks.

The synchronised operation targeted Russian Air Force planes as far away as Irkutsk – more than 5,000 kilometres from Ukraine. Early reports suggest around a third of Russia’s long-range bombers were either destroyed or badly damaged. Russian military bloggers have put the estimated losses lower, but agree the attack was catastrophic for the Russian Air Force, which has struggled to adapt to Ukrainian tactics.

This particular attack was reportedly 18 months in the making. To keep it secret was an extraordinary feat. Notably, Kyiv did not inform the United States that the attack was in the offing. The Ukrainians judged – perhaps understandably – that sharing intelligence on their plans could have alerted the Kremlin in relatively short order.

Ukraine’s success once again demonstrates that its armed forces and intelligence services are the modern masters of battlefield innovation and operational security.

    Finding new solutions

Western military planners have been carefully studying Ukraine’s successes ever since its forces managed to blunt Russia’s initial onslaught deep into its territory in early 2022, and then launched a stunning counteroffensive that drove the Russian invaders back towards their original starting positions.

There have been other lessons, too, about how the apparently weak can stand up to the strong. These include:

    • attacks on Russian President Vladimir Putin’s vanity project, the Kerch Bridge, linking the Russian mainland to occupied Crimea (the last assault occurred just days ago)

    • the relentless targeting of Russia’s oil and gas infrastructure with drones

    • attacks against targets in Moscow to remind the Russian populace about the war, and

    • its incursion into the Kursk region, which saw Ukrainian forces capture around 1,000 square kilometres of Russian territory.

On each occasion, Western defence analysts have questioned the wisdom of Kyiv’s moves.

Why invade Russia using your best troops when Moscow’s forces continue laying waste to cities in Ukraine?

Why hit Russia’s energy infrastructure if it doesn’t markedly impede the battlefield mobility of Russian forces?

And why attack symbolic targets like bridges when it could provoke Putin into dangerous “escalation”?

The answer to this is the key to effective innovation during wartime. Ukraine’s defence and security planners have interpreted their missions – and their best possible outcomes – far more accurately than conventional wisdom would have thought.

Above all, they have focused on winning the war they are in, rather than those of the past. This means:

    • using technological advancements to force the Russians to change their tactics

    • shaping the information environment to promote their narratives and keep vital Western aid flowing, and

    • deploying surprise attacks not just as ways to boost public morale, but also to impose disproportionate costs on the Russian state.

The impact of Ukraine’s drone attack

In doing so, Ukraine has had an eye for strategic effects. As the smaller nation reliant on international support, this has been the only logical choice.

Putin has been prepared to commit a virtually inexhaustible supply of expendable cannon fodder to continue his country’s war ad infinitum. Russia has typically won its wars this way – by attrition – albeit at a tremendous human and material cost.

That said, Ukraine’s most recent surprise attack does not change the overall contours of the war. The only person with the ability to end it is Putin himself.

That’s why Ukraine is putting as much pressure as possible on his regime, as well as domestic and international perceptions of it. It is key to Ukraine’s theory of victory.

This is also why the latest drone attack is so significant. Russia needs its long-range bomber fleet, not just to fire conventional cruise missiles at Ukrainian civilian and infrastructure targets, but as aerial delivery systems for its strategic nuclear arsenal.

The destruction of even a small portion of Russia’s deterrence capability has the potential to affect its nuclear strategy. It has increasingly relied on this strategy to threaten the West.

A second impact of the attack is psychological. The drone attacks are more likely to enrage Putin than bring him to the bargaining table. However, they reinforce to the Russian military that there are few places – even on its own soil – that its air force can act with operational impunity.

The surprise attacks also provide a shot in the arm domestically, reminding Ukrainians they remain very much in the fight.

Finally, the drone attacks send a signal to Western leaders. US President Donald Trump and Vice President JD Vance, for instance, have gone to great lengths to tell the world that Ukraine is weak and has “no cards”. This action shows Kyiv does indeed have some powerful cards to play.

That may, of course, backfire: after all, Trump is acutely sensitive to being made to look a fool. He may look unkindly at resuming military aid to Ukraine after being shown up for saying Ukrainian President Volodymyr Zelensky would be forced to capitulate without US support.

But Trump’s own hubris has already done that for him. His regular claims that a peace deal is just weeks away have gone beyond wishful thinking and are now monotonous.

Unsurprisingly, Trump’s reluctance to put anything approaching serious pressure on Putin has merely incentivised the Russian leader to string the process along.

Indeed, Putin’s insistence on a maximalist victory, requiring Ukrainian demobilisation and disarmament without any security guarantees for Kyiv, is not diplomacy at all. It is merely the reiteration of the same unworkable demands he has made since even before Russia’s full-scale invasion in February 2022.

However, Ukraine’s ability to smuggle drones undetected onto an opponent’s territory, and then unleash them all together, will pose headaches for Ukraine’s friends, as well as its enemies.

That’s because it makes domestic intelligence and policing part of any effective defence posture. It is a contingency democracies will have to plan for, just as much as authoritarian regimes, who are also learning from Ukraine’s lessons.

In other words, while the attack has shown up Russia’s domestic security services for failing to uncover the plan, Western security elites, as well as authoritarian ones, will now be wondering whether their own security apparatuses would be up to the job.

The drone strikes will also likely lead to questions about how useful it is to invest in high-end and extraordinarily expensive weapons systems when they can be vulnerable. The Security Service of Ukraine estimates the damage cost Russia US$7 billion (A$10.9 billion). Ukraine’s drones, by comparison, cost a couple of thousand dollars each.

At the very least, coming up with a suitable response to those challenges will require significant thought and effort. But as Ukraine has repeatedly shown us, you can’t win wars in the past.

  • MIL-OSI China: Putin tells Trump Russia has to respond to Ukrainian attacks

Source: People’s Republic of China – State Council News

U.S. President Donald Trump disclosed Wednesday that Russian President Vladimir Putin told him that Moscow would “have to respond” to the massive Ukrainian drone attacks on Russia’s strategic air bases days ago.

Trump wrote in a post on his Truth Social account that he finished a phone call with Putin and discussed the attacks on June 1. It was the first time the U.S. president publicly talked about the operation that Ukrainian President Volodymyr Zelensky touted being directed by himself.

“We discussed the attack on Russia’s docked airplanes, by Ukraine, and also various other attacks that have been taking place by both sides… President Putin did say, and very strongly, that he will have to respond to the recent attack on the airfields,” Trump wrote.

He said the Wednesday call lasted approximately one hour and 15 minutes, noting “It was a good conversation, but not a conversation that will lead to immediate Peace.”

    June 4, 2025

Washington, DC: Following the successful conclusion of Stand-by (SBA) and Resilience and Sustainability Facility (RSF) arrangements on May 24, 2025, the Kosovo authorities have made use of SDR 80.122 million (€96.22 million) available under the SBA, approved on May 25, 2023.

The authorities will use the drawing to build buffers against potential shortfalls in external financing in a context of heightened uncertainty, as foreshadowed in their Letter of Intent of April 30, 2025 (see IMF Country Report No. 2025/112).

Kosovo’s SBA and RSF arrangements provided access to SDR 80.122 million (€96.22 million, 97 percent of quota) and to SDR 61.95 million (€74.39 million, 75 percent of quota) respectively, to support Kosovo’s economic policies. Together with the SBA drawdown and already disbursed RSF resources, Kosovo will have outstanding IMF credit of SDR 142.07 million (€170.61 million).

Delegation from Qatar visited Republic of Kalmykia to discuss joint tourism and investment projects

A delegation from the State of Qatar, led by Ambassador Extraordinary and Plenipotentiary Sheikh Ahmed Nasser Al-Thani, visited the Republic of Kalmykia as part of a fact-finding tour aimed at studying the region’s natural and tourism potential, as well as developing international cooperation in the field of environmental protection and sustainable development. The visit was the result of active work by the Qatari delegation at the Caucasus Investment Forum on 25–27 May, where issues related to the development of Russian-Qatari trade, economic, environmental and investment projects were discussed. During the visit Ambassador Extraordinary and Plenipotentiary of the State of Qatar Sheikh Ahmed Nasser Al-Thani met with Batu Khasikov, Head of the Republic of Kalmykia.

“Qatar rightfully holds a special place on the list of Russia’s strategic partners. Our relations are rooted in years of friendship, cooperation, and implementation of joint projects. For us, this visit is not just a sign of attention from our partners in Qatar, but a symbol of strengthened cooperation between our states. Kalmykia has unique natural resources, a rich cultural heritage and a desire for open international dialogue. Developing ties with one of the leading countries in the Persian Gulf opens up new horizons not only in the field of environmental protection and investment, but also in the humanitarian sphere, through the strengthening of cultural dialogue and mutual respect. The visit of the Qatari ambassador is an opportunity to introduce our friends to the region’s potential and meaningfully contribute to strengthening of our relationship,” noted Batu Khasikov, Head of the Republic of Kalmykia.

The visit included a tour of Kalmykia’s national parks, an introduction to the region’s unique ecosystems, such as the Black Earth Nature Reserve, singing sand dunes, the coast of Lake Rosovoye, as well as the region’s wildlife, including saigas, horses, and camels. The programme was designed to give participants a chance to get a feel for the soul of Kalmykia: guests got to not just see the region, but really experience its atmosphere and learn about the traditions and beauty that make Kalmykia so special.

“We express our sincere gratitude for the warm welcome and friendship of the people of Kalmykia. Today’s meeting reflects the bilateral efforts to strengthen friendly and neighbourly relations between the countries. The close and trusting relations between the leaders of our countries serve as a solid foundation for the implementation of joint projects in the fields of environment, sustainable development, and the exchange of tourist flows,” said Ambassador of the State of Qatar Ahmed Nasser Al-Thani.

It is important to note that the State of Qatar has been taking part in the St. Petersburg International Economic Forum (SPIEF) since 2021, when it participated as a guest country. This status opens up broad opportunities for deepening economic, cultural and tourism cooperation between the two countries. In 2025, a representative delegation from Qatar will also take part in the SPIEF, which will be held from 18 to 21 June. In addition, a Russia – Qatar business forum was held in Moscow in April, organized with the support of the Roscongress Foundation and government agencies of both countries. The event became an important platform for discussing promising areas of cooperation and strengthening business ties between the two countries.

The visit of the delegation from the State of Qatar to Kalmykia is an example of effective practice in getting to know Russian regions, which helps to reveal their unique natural and tourist potential. Such fact-finding tours create a foundation for promoting Russian tourist programmes in the global market, attract investment in regional infrastructure, and contribute to the recognition of Russian culture.

“We express our gratitude to the Ambassador of the State of Qatar for his visit to Kalmykia and for supporting friendly and neighbourly relations between our countries. It is very important to develop international cooperation and showcase the unique nature of Russian regions so that people from different countries can discover the beauty and richness of our country. Exchanging experience with foreign partners helps to introduce best practices in nature conservation and create eco-friendly tourist routes. For example, programmes are already being implemented in Kamchatka where tourists can see rare birds, enjoy the unique nature of the region, as well as learn about methods of protecting them, developed with the participation of international experts. Such cooperation helps to foster a responsible attitude towards nature and supports long-term efforts to preserve unique ecosystems,” emphasized Shukhrat Razakov, Advisor to the Director General for International Cooperation and Tourism at the Kamchatka Falcon Centre.

Such initiatives aimed at promoting regions and expanding tourism opportunities are reflected and supported by major professional platforms organized by the Roscongress Foundation. One such event is the Let’s Travel! Russian Tourism Forum, which will be held from 10 to 15 June 2025 at VDNKh in Moscow. This Forum brings together experts, regional representatives, and international partners. It provides a unique opportunity to present new routes, exchange experiences, and build effective cooperation for the development of domestic and international tourism.

(TSX:DSG) (Nasdaq:DSGX) announced its financial results for its fiscal 2026 first quarter (Q1FY26). All financial results referenced are in United States (US) currency and, unless otherwise indicated, are determined in accordance with US Generally Accepted Accounting Principles (GAAP).

“Our first quarter of fiscal 2026 showed strong annual growth, consistent with our communicated plans,” said Edward J. Ryan, Descartes’ CEO. “This is a challenging and uncertain economic and trade environment for shippers, carriers and logistics services providers. They face challenges on how, when, or if, to react to changes in global trade relationships, tariffs, sanctions and economic forecasts. We continue to see strong interest in our domain expertise and our solutions to help companies navigate the complex trade landscape. We remain committed to growing our business with prudent investments and cost discipline to build the premier network and technology for logistics-intensive businesses.”

Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues are non-GAAP financial measures provided as a complement to financial results presented in accordance with GAAP. We define Adjusted EBITDA as earnings before interest, taxes, depreciation, amortization, stock-based compensation (for which we include related fees and taxes) and other charges (for which we include restructuring charges, acquisition-related expenses, and contingent consideration incurred due to better-than-expected performance from acquisitions). These items are considered by management to be outside Descartes’ ongoing operational results. We define Adjusted EBITDA as a percentage of revenues as the quotient, expressed as a percentage, from dividing Adjusted EBITDA for a period by revenues for the corresponding period. A reconciliation of Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues to net income determined in accordance with GAAP is provided later in this release.

    Cost Reduction Initiatives
Considering the economic and global trade uncertainty many Descartes customers are facing, Descartes has undertaken cost reduction initiatives designed to reduce its cost base. The plan is designed to reduce Descartes’ global workforce by approximately 7% and eliminate various other operating expenses. As a result, Descartes expects to incur restructuring charges of approximately $4 million in the second quarter of fiscal 2026 (Q2FY26), which will also impact cash generated from operations in Q2FY26. Once completed, Descartes anticipates annualized cost savings of approximately $15 million.

    Management Update
Descartes is pleased to announce the appointment of William Green as Executive Vice President, Global Sales. Mr. Green has served as Descartes’ Senior Vice President for North American Sales since August 2020. Mr. Green has previously held senior commercial roles at Salesforce, PROLIFIQ and CDC Software (now Aptean). “We’re excited for Bill to extend his leadership of our growth successes in North America to our global commercial operations,” said Mr. Ryan.

Andrew Roszko, Descartes’ Chief Commercial Officer, will depart the company in Q2FY26 to pursue another opportunity. Mr. Roszko was appointed EVP Global Sales in February 2019 and appointed Chief Commercial Officer in June 2022. “Andrew has been a valuable contributor to Descartes’ commercial development. We wish him well in his future endeavors,” said Mr. Ryan.

Reconciliation of Non-GAAP Financial Measures – Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues

We prepare and release quarterly unaudited and annual audited financial statements prepared in accordance with GAAP. We also disclose and discuss certain non-GAAP financial information, used to evaluate our performance, in this and other earnings releases and investor conference calls as a complement to results provided in accordance with GAAP. We believe that current shareholders and potential investors in our company use non-GAAP financial measures, such as Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues, in making investment decisions about our company and measuring our operational results.

The term “Adjusted EBITDA” refers to a financial measure that we define as earnings before certain charges that management considers to be non-operating expenses and which consist of interest, taxes, depreciation, amortization, stock-based compensation (for which we include related fees and taxes) and other charges (for which we include restructuring charges, acquisition-related expenses, and contingent consideration incurred due to better-than-expected performance from acquisitions). Adjusted EBITDA as a percentage of revenues divides Adjusted EBITDA for a period by the revenues for the corresponding period and expresses the quotient as a percentage.

Management considers these non-operating expenses to be outside the scope of Descartes’ ongoing operations and the related expenses are not used by management to measure operations. Accordingly, these expenses are excluded from Adjusted EBITDA, which we reference to both measure our operations and as a basis of comparison of our operations from period-to-period. Management believes that investors and financial analysts measure our business on the same basis, and we are providing the Adjusted EBITDA financial metric to assist in this evaluation and to provide a higher level of transparency into how we measure our own business. However, Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues are non-GAAP financial measures and may not be comparable to similarly titled measures reported by other companies. Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues should not be construed as a substitute for net income determined in accordance with GAAP or other non-GAAP measures that may be used by other companies, such as EBITDA. The use of Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues does have limitations. In particular, we have completed six acquisitions since the beginning of fiscal 2025 and may complete additional acquisitions in the future that will result in acquisition-related expenses and restructuring charges. As these acquisition-related expenses and restructuring charges may continue as we pursue our consolidation strategy, some investors may consider these charges and expenses as a recurring part of operations rather than expenses that are not part of operations.

The table below reconciles Adjusted EBITDA and Adjusted EBITDA as a percentage of revenues to net income reported in our unaudited Consolidated Statements of Operations for Q1FY26, Q4FY25, Q3FY25, Q2FY25, and Q1FY25, which we believe is the most directly comparable GAAP measure.

  • MIL-OSI Russia: Asia-Pacific countries do not welcome NATO participation in regional affairs – Chinese Foreign Ministry

BEIJING, June 4 (Xinhua) — Asia-Pacific countries do not welcome the North Atlantic Treaty Organization (NATO)’s involvement in the region, which certainly does not need an Asia-Pacific NATO, Chinese Foreign Ministry spokesman Lin Jian said at a regular briefing for journalists on Wednesday.

Lin Jian made the remarks in response to remarks made by a European leader at the recent Shangri-La Dialogue, who linked the Taiwan issue to Ukraine, mentioned the so-called “Chinese threat” in the South China Sea, and hinted that NATO had reason to “be involved” in the Asia-Pacific region.

A Chinese Foreign Ministry spokesman said China firmly opposes the remarks, noting that Taiwan is an inalienable part of Chinese territory and that the Taiwan question is entirely China’s internal affairs.

He said that the Taiwan question and the Ukrainian crisis are incomparable, and that China firmly opposes any remarks or actions aimed at confusing or distorting the essence of the Taiwan question. He called on relevant parties to firmly adhere to the one-China principle through practical actions and respect the sovereignty and territorial integrity of the PRC.

“The current situation in the South China Sea is generally stable. There is no problem with the freedom of navigation and overflight that countries enjoy in accordance with the law,” Lin Jian said.

He stressed that China has always advocated the proper resolution of maritime disputes and differences through negotiations and consultations with the countries directly concerned and on the basis of respect for historical facts.

“Countries outside the region should respect the efforts made by regional countries to maintain peace and stability in the South China Sea, instead of inciting differences and provoking conflicts,” Lin Jian added.

He recalled that NATO, as a regional defense organization, has no right to go beyond the geographical boundaries and mandate defined by its founding treaty. China firmly opposes NATO’s attempts to “move east” into the Asia-Pacific region, escalate tensions and create confrontation in it, and undermine peace and stability in the region and the world.

Stressing that Asia is the common home of China and other Asian countries, Lin Jian said it has maintained rapid growth in recent years and, through the joint efforts of countries in the region, has become an outpost of global growth and an oasis of peaceful development.

China has always been committed to the principles of goodwill, sincerity, mutual benefit and inclusiveness in its diplomacy towards neighboring countries, resolutely opposes bloc confrontation and has never sought the so-called “sphere of influence,” the Chinese diplomat said.

“Relevant parties should not make malicious guesses or sow discord among Asia-Pacific countries based on the Cold War mentality. Instead, they should do more to promote peace, stability and prosperity in the Asia-Pacific region,” the Chinese Foreign Ministry spokesman concluded. -0-

BEIJING, June 4 (Xinhua) — State Council Taiwan Affairs Office spokesperson Zhu Fenglian on Wednesday condemned recent remarks by Taiwan Chief Executive Lai Qingde and the Democratic Progressive Party (DPP) leadership that denigrated the social system on the Chinese mainland.

In response to a question from the media, Zhu Fenglian said Lai Qingde and the DPP administration are maliciously slandering and attacking the Chinese mainland, trying to escalate the cross-shore confrontation and mislead international public opinion.

“Their intentions are extremely insidious and their methods are extremely unworthy,” Zhu Fenglian pointed out.

According to her, under the guise of slogans about “democracy,” they are trying to mislead the international community, in a vain attempt to challenge the international architecture based on the one-China principle.

Their actions completely violate the spirit of democracy, and the essence of their “fake democracy, real dictatorship” has long been visible to the world and condemned by Taiwanese compatriots, the official representative added. –0–

NEW YORK, June 4 (Xinhua) — The U.S. Congressional Budget Office, a nonpartisan agency, on Wednesday released an analysis projecting that President Donald Trump’s tax cut bill will reduce tax revenues by $3.7 trillion, increasing the federal budget deficit by $2.4 trillion over the next decade.

The document, which D. Trump and Republican lawmakers call a “big, beautiful” bill, was passed by the House of Representatives (lower chamber) of the US Congress with a narrow majority of votes and is currently awaiting consideration by the Senate (upper chamber). –0–

  • MIL-OSI Russia: Financial news: Reducing the risk of servicing accounts of droppers and technical companies: methodological recommendations of the Bank of Russia

    Translation. Region: Russian Federal

Source: Central Bank of Russia –

Bank of Russia draws attention credit institutions that shadow businesses (online casinos, cryptocurrency exchangers, financial pyramids, drug dealers, etc.) use corporate cards for their payments, which are issued to so-called technical companies.

In order to prevent such risks, the regulator recommends that banks analyze money transfers to corporate cards of technical companies from cards of individuals and vice versa.

Banks are also asked to implement online monitoring of client transactions to promptly identify droppers and technical companies. They must assess whether the analyzed clients have counterparties that have previously transferred money to droppers. If the risk is confirmed, the bank can introduce a limit on individual transactions for crediting money in favor of such a client, including outside working hours.

The Bank of Russia is publishing new methodological recommendations in addition to the existing ones tools on combating money laundering and terrorist financing.

  • MIL-OSI Russia: Dmitry Patrushev: Over the course of a year, systematic work has been established to ensure the effective functioning of treatment facilities

    Translation. Region: Russian Federal

Source: Government of the Russian Federation – An important disclaimer is at the bottom of this article.

“The task of improving the health of the country’s water bodies was set by the President of Russia. Of course, the result of this work is of the utmost importance and determines the quality of life of people. Systematization of problems, development of individual action plans, control and on-site events allowed us to significantly increase the pace of implementation of projects for the construction and commissioning of treatment facilities. Of course, we must not only maintain this momentum, but also increase it. In addition to completing the construction, we must be sure that the commissioned facilities meet the regulatory indicators for wastewater treatment. To this end, Rosprirodnadzor regularly conducts inspections for each facility. Also, digital information and analytical resources of the incident operate around the clock for effective monitoring and timely management decisions,” said Dmitry Patrushev.

The Deputy Prime Minister emphasized that the established format of work has proven its effectiveness. As an example, a conclusion was recently received on reaching the standard indicators of two large-scale facilities – treatment facilities in Irkutsk and Shchyolkovo near Moscow. At the same time, the facility in Irkutsk became the flagship – it was the first in the Baikal natural territory to reach the purification standards.

Dmitry Patrushev noted that the experience gained will definitely be taken into account when implementing the national project “Ecological Well-being” launched in 2025. In particular, the competitive selection will be carried out on the basis of a comprehensive calculation of the effectiveness of each specific project, and the treatment facility will be considered commissioned only after receiving a positive conclusion from Rosprirodnadzor. To strengthen the responsibility of the subjects of the Russian Federation for the quality of project implementation, the bar for regional co-financing will be raised.

The Deputy Prime Minister reported that over the past year, important changes have been made to the regulatory framework for the construction and operation of treatment facilities. In May, the Government approved rules that gave regions the opportunity to establish fishery standards for water quality, taking into account the specifics of individual water bodies. A regulation on interdepartmental interaction in the construction of treatment facilities has also been developed.

Following the meeting, the Deputy Prime Minister instructed federal agencies to conduct a series of training seminars with the regions to provide the necessary methodological assistance, including explaining the procedure for selecting projects for participation in the new national project “Environmental Well-Being”. The practice of on-site events to monitor the work will continue.

Incident No. 55 “Wastewater Treatment Facilities” was created on June 15, 2024 to coordinate work on the construction and reconstruction of wastewater treatment facilities implemented within the framework of the national project “Ecology”, as well as to ensure the operation of these facilities with the achievement of the parameters of standard wastewater treatment. Currently, work is being considered at 145 facilities in 19 regions.

When working in the incident format, a special project management system is used, which is deployed on the basis of the Government Coordination Center. It allows for prompt coordination of the actions of participants and monitoring of project implementation in real time.

  • MIL-OSI Russia: Dmitry Grigorenko: The IT industry’s contribution to the Russian economy amounted to 6%

    Translation. Region: Russian Federal

Source: Government of the Russian Federation – An important disclaimer is at the bottom of this article.

Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko presented the results of monitoring the IT industry for 2024. The presentation took place as part of a meeting with digital transformation leaders at the Digital Industry of Industrial Russia conference in Nizhny Novgorod.

“Today, digital is everywhere – in public administration, the economy, the social sphere. And the basis of these changes is the developments of our IT companies. The IT industry is actively developing. This is evident, among other things, from the solutions presented at CIPR. At the same time, there was previously no reliable and unified model for assessing the industry that would show the real picture and dynamics. We presented an approach based on departmental data on accredited IT companies. It has been verified by businesses and specialized institutes. Thus, the contribution of the IT industry to Russia’s GDP in terms of gross value added was 6%. This is many times more than previously presented estimates, because they did not include data on large technology companies with a non-core OKVED code. Based on comprehensive and regular monitoring of the IT industry, it is also proposed to analyze the effectiveness of government support measures,” said Dmitry Grigorenko.

In the developed methodology, the IT industry is understood as a set of companies included in the register of accredited organizations operating in the field of information technology (register of IT companies). Aggregated data from the Federal Tax Service, as well as data from the Ministry of Digital Development, the Bank of Russia, the Federal Customs Service and Rosstat are used to monitor the IT industry.

An independent methodology for assessing the IT industry was developed by ANO Digital Economy with the support of the Ministry of Digital Development. According to the results of 2024, the contribution of accredited IT companies to the Russian economy amounted to 6%. The IT industry is actively supported by the state, and for every ruble of state support invested, 2 rubles were received in taxes.

Monitoring is planned to be carried out on an ongoing basis with the possibility of expanding the list of indicators.

  • MIL-OSI Russia: Marat Khusnullin: More than 5 thousand km of roads have been restored in the reunited regions

    Translation. Region: Russian Federal

Source: Government of the Russian Federation – An important disclaimer is at the bottom of this article.

The restoration of motorways in the reunited regions is proceeding at an active pace, taking into account both the strategic importance of the backbone network of highways and the demand for inter-municipal and intra-city roads. Over 5 thousand km have already been repaired, Deputy Prime Minister Marat Khusnullin reported.

“Last week, Prime Minister Mikhail Mishustin signed an order to allocate more than 7.6 billion rubles to the budgets of the DPR, LPR, Zaporizhzhya and Kherson regions for road repairs. This will allow us to bring another 240 km up to standard. At the same time, to date, in the reunited regions, we have made high-quality road surfaces on more than 5 thousand km. Now, for example, under the supervision of Avtodor, asphalt laying has been completed on two more highways in the Kherson region,” said Marat Khusnullin.

The Deputy Prime Minister added that the first road, more than 50 km long through the settlement of Ivanovka, connects two strategic highways: Odessa – Melitopol – Novoazovsk and R-280 “Novorossiya”. The second – Novaya Kakhovka – Armyansk – goes from Chaplinka and adjoins the Odessa – Melitopol – Novoazovsk road.

“In general, we have good readiness of roads in the Kherson region according to the 2025 program. More than 125 km of the lower layer and about 120 km of the upper layer of asphalt concrete have been laid. In fact, the current year’s program in the region has been completed by about 70%. Now the main focus will be on the arrangement of roads: marking, installing barrier fencing, sidewalks and bus stops for local residents will be provided in certain areas. Currently, about 150 people and more than 230 units of equipment are involved in the Kherson region,” said Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor.
