  • MIL-OSI China: Russia, Ukraine expected to discuss peace memorandums in Istanbul: Kremlin

    The Kremlin announced Friday that it expects both Russian and Ukrainian draft peace memorandums to be reviewed during upcoming negotiations with Ukraine in Istanbul.

    Kremlin Spokesman Dmitry Peskov said the Russian delegation is scheduled to depart for Istanbul and will be ready to begin the next round of talks with Ukraine on Monday morning.

    Peskov added that the two sides will discuss conditions for a potential temporary truce, with safe navigation in the Black Sea likely to be a key component of any future agreement.

    He also noted that high-level contacts between Russian, U.S., and Ukrainian leaders are possible, depending on the outcome of the talks.

    Ukrainian Defense Minister Rustem Umerov said Wednesday that Ukraine expects to receive Russia’s draft peace memorandum ahead of Monday’s meeting. He said that Ukraine had already delivered its own memorandum to the head of the Russian delegation. Meanwhile, Russian Foreign Ministry Spokesperson Maria Zakharova said Friday that the Russian delegation will arrive with a draft memorandum and additional ceasefire proposals.

    Also on Friday, Russian Foreign Minister Sergei Lavrov and his Turkish counterpart Hakan Fidan discussed preparations for the new round of Russia-Ukraine talks during a phone call, according to the Russian Foreign Ministry.

    Fidan, who visited Russia earlier this week and is in Kyiv on Friday, briefed Ukrainian Foreign Minister Andrii Sybiha on Russia’s position regarding the ongoing peace process, the Ukrainian Foreign Ministry said in a statement.

    Russia and Ukraine last held direct talks on May 16 — their first face-to-face negotiations since March 2022. Those talks, also held in Istanbul, concluded without a ceasefire agreement.

    KYIV, May 31 (Xinhua) — Ukrainian President Volodymyr Zelensky said on Friday that he discussed in a telephone conversation with Turkish President Recep Tayyip Erdogan the meetings of Ukrainian and Russian delegations in Istanbul.

    According to V. Zelensky, the exchange of prisoners of war was “important, but, unfortunately, the only” achievement of the first meeting, which took place on May 16.

    V. Zelensky stressed that a ceasefire is necessary for further progress towards establishing peace.

    The parties also discussed the possibility of the next meeting and the conditions under which Ukraine would be ready to take part in it.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, spoke at the Air Force Association Chapter Meeting in Meridian, Mississippi. He highlighted the history of refueling airplanes in Meridian, a particularly relevant topic amid the U.S. Air Force’s ongoing KC-46 basing decision process. Chairman Wicker also discussed his plan to rebuild the American military, which he had published a year to the day earlier in his landmark report, 21st Century Peace Through Strength. Below are excerpts from his speech, lightly edited for clarity.

    On Being Chairman of the Senate Armed Services Committee and Implementing Peace Through Strength:

    “I’m the first Chairman of the Armed Services Committee from Mississippi since John C. Stennis was Chairman of Armed Services. It is a dream for me to be able to do that, and particularly at a time like this. We need to be ready to defend ourselves against the axis of aggressors – China, Russia, North Korea, and Iran – that I talk about in my paper, 21st Century Peace Through Strength. Three of those powers have nuclear weapons. One of them is days, perhaps weeks, away from having a nuclear weapon. I absolutely stand with President Trump and Prime Minister Netanyahu that our policy should firmly be: Iran never gets a nuclear weapon. Iran hates the United States. They hate the West, they hate democracies, and their aim is to destroy us. They don’t get a nuclear weapon. We can stop it, or we can do as other administrations did and take them at their word that they’re only trying to enrich uranium for peaceful purposes. Do you know how much oil is in the Middle East, and how little they need nuclear power in the Middle East, in Iran, to power themselves? There is no reason in the world for them to want enriched uranium other than to create a nuclear bomb. It would mean the destruction, almost certainly, of our ally Israel.”

    On the KC-46 Basing Decision and Meridian’s History of Refueling:

    ”Let’s talk about some of the things that we’re doing for KC-46 here at the 186. Six point seven million dollars in the last National Defense Authorization Act to accelerate the planning and design of a corrosion control hangar. One million dollars to update the fuel hydrant system, $5.6 million to support planning and design of a maintenance hangar, $1.9 million to support the planning and design of a base supply warehouse at Key Field. There’s more to come, and there’s more we’re doing. I, along with Senator Hyde-Smith and Congressmen Michael Guest and Trent Kelly are going to do the best we can to bring the KC-46 to Meridian. 1971, I was in ROTC, and I’m at field training at Grissom Air Force Base. In 1972, we had dinner with Al Key, mayor of Meridian. His brother Fred had set the record – 27 days in air flight without ever landing. Let me tell you, folks, we invented air refueling in Meridian, Mississippi, and I think that ought to give us a leg up for the KC-46. One man was flying the plane for 27 straight days, and when his brother would come up in another biplane to refuel with a hose, the pilot would get out on the wing of that plane, leaving the cockpit, and they would refuel that plane. They did that for 27 days.”

    On the One Big Beautiful Bill and the Golden Dome:

    “There is one piece of legislation that just passed the House and is now being considered in the Senate called the One Big Beautiful Bill, which includes funding for the Golden Dome. I was talking to Donald J. Trump in the Oval Office, and I was advocating for Iron Dome for America. We think the technology is there to do it for the entire continent. He said, “I think we ought to call it the Golden Dome.” It’s going to be expensive, but I think we have to do this, and we’ve got the technology to do that. North Korea can get a missile to the continental United States right now. China can get a missile to the United States right now, and Russia can. We need that protection. What we had to worry about 15 years ago does not compare to what we have now. A cyberattack is a part of national defense now. It is the next quantum leap of what we’re worried about, and that’s why I’m going to vote for this One Big Beautiful Bill. It’s got $150 billion for defense. The President of the United States is behind the Armed Services Committee of the Senate and the House on putting at least $150 billion in this. It will just get us started. But we are behind. We need to be at 5 percent of our national economy. We are in a position now, with the help of this One Big Beautiful Bill, of getting us back to 5 percent of our economy and having the ability to prevent war. There has never been a war started against a country because that country was too strong. Wars start because the victim country is not strong enough. We are determined to get us back to the point where we are so strong that we never have to send these people into combat. That’s the way to stay out of war, and the opposite is the way we’ve always gotten into war.”

    The 22nd edition of the Shangri-La Dialogue, Asia’s premier defense and security summit, opened in Singapore on Friday amid geopolitical tensions.

    This year’s dialogue drew representatives from 47 countries, including 40 ministerial-level delegates, 20 chief of defense forces-level delegates, over 20 senior defense officials, and prominent academics, according to the Singapore Ministry of Defense.

    A Chinese delegation from the National Defense University of the Chinese People’s Liberation Army is attending the event.

    French President Emmanuel Macron is set to deliver a keynote speech late Friday, where he’s expected to position France — and Europe — as champions of international cooperation and rules-based trade.

    U.S. Defense Secretary Pete Hegseth is set to speak on Saturday about America’s “new ambitions for Indo-Pacific security.” Observers say he faces a tough task in convincing Asian allies, many of whom remain uneasy about President Donald Trump’s disruptive policies, not least those related to trade.

    Malaysian Prime Minister Anwar Ibrahim will also give a speech on Saturday and make clear how, amid global geopolitical uncertainties and sharpened geo-economic fault lines, Malaysia as ASEAN’s current chair, provides strategic leadership for the region and beyond, according to the International Institute for Strategic Studies, the organizer.

    EU High Representative for Foreign Affairs and Security Policy Kaja Kallas is also scheduled to speak on Saturday.

    Analysts say key topics will likely include regional cooperation, the U.S. security policies and the ongoing Russia-Ukraine conflict. The implications of sweeping U.S. tariffs are also likely to attract attention, as officials will use the platform to reassure partners and navigate an increasingly multipolar security landscape.

    The Dialogue runs from Friday through Sunday.

    Duanwu Jie is one of the most ancient Chinese holidays, with a history of over 2,000 years. It is celebrated on the 5th day of the 5th month of the lunar calendar (usually in June).

    There are several legends about the origin of the holiday. The most popular is the story of Qu Yuan, a famous ancient poet and nobleman of the Chu kingdom who lived during the Spring and Autumn period (722-481 BC). Seeing his homeland under attack from the powerful Qin kingdom, Qu Yuan gave the ruler of Chu valuable advice on strengthening the military power of the state and resisting the enemy. However, the advice was disputed by other nobles and as a result, the ruler of the kingdom dismissed Qu Yuan from his post and expelled him from the capital. In exile, Qu Yuan composed immortal works in which he expressed his longing for his homeland: Lisao (Elegy of the Detached), Tianwen (Questions to Heaven), Jiuge (Nine Elegies), etc.

    In 278 BC, when the Qin army captured the capital of Chu, Qu Yuan wrote his last work, Huaisha, and, unable to bear the shame of his country’s fall, threw himself into the Miluo River on the fifth day of the fifth month. Upon learning of the poet’s death, the subjects of Chu came to the river. Fishermen tried to find the body of the drowned man. People threw rice, eggs, and other food into the river so that the fish and crayfish would not harm Qu Yuan’s body. One of the doctors poured strong rice wine into the river so that the inhabitants of the river, having drunk the wine, would not be able to eat the poet’s remains. Thus, gradually a custom developed of holding dragon boat races, drinking rice wine, and eating the festive delicacy “zongzi” every year on the fifth day of the fifth month.

    Zongzi is a steamed dish made from glutinous rice, wrapped in reed, bamboo or palm leaves and tied with colorful silk threads. According to historical records, zongzi originated during the Spring and Autumn period. The filling for zongzi can be dates, bean puree, meat, egg yolk. Nowadays, every year at the beginning of the fifth month of the lunar calendar, many Chinese families soak the glutinous rice, wash the reed leaves and cook zongzi.     The final of the All-Russian Championship of Professional Skills “Professionals” in creative industries and information technology competencies has ended in Nizhny Novgorod. Deputy Prime Minister Dmitry Chernyshenko, Minister of Education Sergey Kravtsov, and Governor of the Nizhny Novgorod Region Gleb Nikitin took part in the award ceremony.

    The number of citizens forming pension savings in non-state pension funds (NPF) decreased by 564 thousand people, to 35.4 million people, according to the results of the first quarter.     “Russian farmers harvested almost 130 million tons of grain in 2024. This result fully meets our domestic needs and creates a reserve for solving export problems. According to international institutions, this season Russia ranks second in barley production on the world stage, fourth in wheat and is in the top 10 in corn volumes. The 2025 sowing campaign is proceeding ahead of schedule. About 48 million hectares are planned for grain, including winter crops. All areas affected by recurrent frosts have already been resown. I expect that the approved area structure will be observed. And we can count on decent grain harvests. We hope that the harvest will be higher than in 2024,” said Dmitry Patrushev.

    The Deputy Prime Minister recalled that the Russian Government retains instruments to support farmers – preferential lending, control over the availability of mineral fertilizers, development of a preferential leasing mechanism, and others.

    In 2025, the subsidy for rail transportation of grain from Siberia and the Urals was increased by 2 billion rubles. This will allow more than 2 million tons to be exported from traditionally surplus regions and thereby support local farmers.

    Dmitry Patrushev noted that the intervention fund was transferred to sales mode in 2025. In addition, the export quota for wheat was reduced to maintain stability in the domestic market.

    According to the decree of the President on the national development goals of the Russian Federation, by 2030, with grain harvests of 170 million tons, grain supplies to foreign markets should reach 80 million tons. In the 2023-2024 season, Russia exported more than 71 million tons.

    The Deputy Prime Minister named measures that will allow removing barriers and intensifying current export deliveries.     A targeted approach will be used in providing assistance measures to coal industry organizations, developed by the Government on the instructions of the President.

    For this purpose, a decision was made to create a subcommittee to provide financial measures of state support to individual organizations in economic sectors. It will operate within the framework of the Government Commission on Increasing the Stability of the Russian Economy in the Context of Sanctions at the Ministry of Finance. The subcommittee will be headed by Finance Minister Anton Siluanov. It will include representatives of the Ministry of Economic Development, the Central Bank, the Federal Tax Service, the Federal Financial Monitoring Service and other structures.

    Together with the Ministry of Energy, the Ministry of Finance will have until June 5 to develop and approve the criteria on the basis of which decisions will be made on the consideration of applications for state support for industry companies.

    Thus, until December 1, a deferment of the mineral extraction tax and insurance contributions will be granted to all enterprises in the coal industry. If necessary, it can be extended for a longer period by a separate decision of the subcommittee.

    Another decision concerns the provision of compensation in the amount of 12.8% of the tariff for export transportation of coal in the north-west and south directions to Siberian coal companies. Their list will be formed by the Ministry of Energy and approved by the subcommittee.

    On the instructions of Mikhail Mishustin, plans for the financial recovery of enterprises in the industry will be approved, including those providing for assistance from direct beneficiaries (shareholders), as well as restrictions on the payment of dividends, an increase in the salaries of senior management, and cost optimization.

    In addition, it has been deemed appropriate to give coal industry enterprises that are experiencing a serious debt burden the opportunity to restructure their credit debt. When working on this measure, the position of the financial regulator, the Bank of Russia, will be taken into account.

  • MIL-OSI Russia: IMF Executive Board Concludes 2025 Article IV Consultation with Bolivia

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) completed the Article IV consultation[1] for Bolivia on May 2. The authorities have consented to the publication of the Staff Report prepared for this consultation.[2]

    Bolivia’s real GDP growth has moderated to 2.1 percent in the first three quarters of 2024, driven by a decline in hydrocarbons production, a slowdown in services activity, and a drop in soy crops and related manufacturing due to ‘El Niño’ effects. The economy has also faced disruptions from road blockages and scarcity of foreign exchange (FX)―given critically low international reserves―fuels and other critical inputs. High import costs, weak agricultural production, and road blockages pushed inflation to 10 percent at end-2024, the highest level in over a decade. Unemployment has fallen, but underemployment is rising, and real incomes retrenched on average. The combination of FX shortages, slowing activity, and depreciation of the parallel exchange rate resulted in a compression of the current account deficit to 2.7 percent for 2024. The fiscal deficit surpassed 10 percent of GDP in 2023-24 with declining hydrocarbon revenues, tax exemptions, increased social spending, and higher interest payments. The deficit has been mostly financed by the central bank amid tight external financing constraints. Public debt has increased to 95 percent of GDP.

    The financial sector remains well buffered. However, deposits declined in real terms and net interest margins are pressured by interest rate controls, limiting banks’ ability to raise loan rates amid rising inflation and slowing credit growth. Banks have experienced improved profitability from FX trading gains, resulting in a strengthened capital adequacy ratio of 13.5 percent in 2024, while non-performing loans have remained low at 3.2 percent of total loans.

     

    Executive Board Assessment[3]

    Executive Directors agreed with the thrust of the staff appraisal. They expressed concern over Bolivia’s acute fiscal and external imbalances and unsustainable policy mix and called for urgent actions to address the overvalued exchange rate, bolster foreign reserves, and implement sustained fiscal consolidation. Directors cautioned that inaction could lead to a painful disorderly adjustment and underscored the Fund’s readiness to support the authorities through its various activities. They encouraged the staff to continue to closely engage the authorities on the needed adjustments. Careful communication of the policy reforms to stakeholders would be pivotal to enhance their acceptability.

    Directors stressed that the untenable peg to the U.S. dollar and depleted international reserves call for a decisive shift in the monetary policy framework. They called for a realignment of the exchange rate with market fundamentals, moving toward greater exchange rate flexibility, and for front loaded fiscal consolidation and restrictive monetary policy settings, which would address inflationary pressures, alleviate FX shortages, and allow elimination of FX restrictions. Increasing interest rate flexibility will facilitate effective monetary policy transmission.

    Directors recommended a credible and sustained fiscal consolidation by rationalizing the public wage bill, phasing out fuel subsidies, enhancing public investment management and spending efficiency, and mobilizing tax revenue. Eliminating monetary financing of fiscal deficits is also important. Directors also emphasized the need to mitigate the effects of the policy adjustments on vulnerable populations, including through improved targeting of the social safety net. A coherent fiscal framework can help underpin the consolidation plan.

    Directors emphasized the need to strengthen financial sector supervision amid growing economic vulnerabilities. They called for close monitoring and contingency planning and encouraged the implementation of the remaining 2024 FSAP recommendations and strengthening the AML/CFT framework. Enhancing Bolivia’s public pension fund operations by diversifying investments and strengthening the pension supervisor’s independence is also important.

    Directors called for comprehensive supply side reforms to enhance productivity and growth potential and facilitate external rebalancing by phasing out export ceilings, price controls, and credit quotas. They emphasized the need for a clear regulatory framework to attract private investment and to focus public investment on socially beneficial infrastructure projects. Further efforts to enhance transparency and the governance and anticorruption frameworks will also be important. Improving data adequacy also remains a priority.

    Moscow, May 30 /Xinhua/ — A delegation of the Communist Party of China (CPC) led by Sun Haiyan, deputy director of the International Liaison Department of the CPC Central Committee, visited Russia from May 28 to 30.

    During the visit, the delegation took part in a meeting of the Standing Committee of the International Conference of Asian Political Parties and in the Eurasian International Socio-Political Hearings organized by the United Russia party.

    Sun Haiyan also met with Vladimir Yakushev, Secretary of the General Council of United Russia. The two sides exchanged views on strengthening exchanges between the ruling parties of China and Russia and jointly implementing important agreements reached by the leaders of the two countries.

    In addition, Sun Haiyan acquainted V. Yakushev with the key theses of the central meeting on work in relation to neighboring countries, which took place in April in China. –0–

    WASHINGTON — Extensive coordination between the Justice Department and law enforcement authorities in Canada, Colombia, Costa Rica, the Dominican Republic, Georgia, Guatemala, Germany, Guinea-Bissau, Honduras, Israel, Kenya, Kosovo, Malaysia, Mauritius, Mexico, Moldova, Panama, Peru, Spain, Thailand, Türkiye, Ukraine and the United Kingdom (UK) resulted in the extraditions in April and May of dozens of individuals. The defendants returned to the United States are alleged to have committed crimes — including child sexual abuse and rape, murder, hate crimes, assault, narcoterrorism, drug trafficking, alien smuggling, cybercrime, money laundering, fraud, aggravated robbery and extortion — in a number of U.S. states and federal districts, including Arizona, California, Colorado, Connecticut, Florida, Georgia, Idaho, Illinois, Indiana, Kentucky, Louisiana, Maryland, Michigan, Minnesota, New Hampshire, Nevada, New Jersey, New York, Ohio, Pennsylvania, Puerto Rico, South Carolina, Texas, Utah, Virginia, Washington and the District of Columbia.

    The fugitives extradited to the United States include:

    • Michail Chkhikvishvili, also known as Mishka, Michael, Commander Butcher, and Butcher, 21, a Georgian national and alleged leader of a white supremacist group, was extradited from Moldova to face charges in the Eastern District of New York for soliciting hate crimes and planning a mass casualty attack in New York City. As the alleged leader of the white supremacist group “Maniac Murder Cult,” an international, racially motivated violent extremist group that adheres to a neo-Nazi ideology and promotes violence against racial minorities, the Jewish community, and other groups that it deems “undesirables,” Chkhikvishvili allegedly traveled to Brooklyn in 2022 and actively solicited acts of mass violence with a person who was, unbeknownst to Chkhikvishvili, an undercover FBI employee. In November 2023, Chkhikvishvili allegedly began planning a mass casualty attack to take place on New Year’s Eve, which would involve an individual dressing up as Santa Claus and handing out candy laced with poison to racial minorities. In January 2024, as alleged, the scheme evolved and Chkhikvishvili specifically directed the undercover FBI employee to target the Jewish community, Jewish schools, and Jewish children in Brooklyn.

    • Liridon Masurica, also known as @blackdb, 33, a national of Kosovo and alleged administrator of an online criminal marketplace, was extradited from Kosovo to face charges of conspiracy to commit access device fraud and fraudulent use of 15 or more unauthorized access devices in the Middle District of Florida.

    • Adrian Alberto Cano Gomez, also known as Andrea, 45, a national of Colombia and an alleged member of the Ejército de Liberación Nacional (ELN), a designated foreign terrorist organization, was extradited from Colombia to face charges in the Southern District of Texas of narco-terrorism and distributing kilogram quantities of cocaine from Colombia.

    • Aler Baldomero Samayoa-Recinos, also known as Chicharra, 58, a national of Guatemala and alleged leader of a prolific Guatemalan drug trafficking organization, was extradited from Guatemala to face charges in the District of Columbia of conspiracy to distribute five kilograms of cocaine for importation to the United States.

    • Daniel Flores, 49, a national of Mexico, was extradited from Mexico to face charges of first-degree murder for the 1995 killing of two brothers, both U.S. Marines, ages 22 and 19, in Cook County, Illinois.

    • Manuel Alejandro Vasquez, 47, a citizen of Mexico, was extradited from Mexico to face a charge of murder in Ventura County, California. Vasquez’s two co-defendants were convicted in 1999 and sentenced to life without the possibility of parole for the 1998 murder of a man in his home over an alleged unpaid debt. Vasquez fled to Mexico before charges could be filed against him.

    • Tyler Buchanan, 23, a UK national, was extradited from Spain to face charges of conspiracy to commit computer intrusion, wire fraud, and aggravated identity theft in the Central District of California. Among other crimes, Buchanan and his co-conspirators allegedly stole cryptocurrency worth millions of dollars following phishing attacks on over 45 companies based in the United States, Canada, and the UK.

    • Felix Manuel Mejia-Gonzalez, 33, a Dominican citizen, was extradited from the Dominican Republic to face charges of fentanyl trafficking in the District of New Hampshire.

    • Samuel Steven Huggler, 28, a U.S. citizen, was extradited from Spain, to face charges relating to the alleged murder and attempted murders of three of his siblings in Vanderburgh County, Indiana. Huggler is charged with aiding, inducing, or causing murder, three counts of conspiracy to commit murder, two counts of aiding, inducing, or causing attempted murder, and possession of an altered firearm. 

    • Michel Patrick Desalles, 54, a Mauritian national, was extradited from Mauritius to face a charge of murder in the second degree in the State of New York. Desalles allegedly choked his employer to death with zip ties and immediately fled the United States in 2017.

    • Juan Miguel Roman-Balderas, 45, a citizen of Mexico, was extradited from Mexico to face two charges of murder in Prince George’s County, Maryland. Roman-Balderas is alleged to have stabbed to death his 28-year-old ex-girlfriend in April 2014 in Greenbelt, Maryland.

    • Rody L. Wilcox, 50, a U.S. citizen, was extradited from Georgia to face charges of lewd conduct with a minor under 16 years of age filed in Latah County, Idaho. Wilcox allegedly sexually assaulted a six-year-old child on multiple occasions in 2023. In 2024, Wilcox fled Idaho while on bond. Through OIA’s cooperation with the FBI, U.S. Department of State Diplomatic Security Service and Georgian authorities, Wilcox was arrested in Georgia on Aug. 16, 2024, while en route to the Russian Federation.

    • Miguel Angel Urbano-Vazquez, 48, a citizen of Mexico, was extradited from Mexico to face charges of aggravated first-degree murder and rape in Pierce County, Washington. Urbano-Vazquez is alleged to have raped four victims between March and October 2002, one of whom he is also alleged to have murdered in the course of rape.

    • Gilberto Gutierrez, 46, a citizen of El Salvador, was extradited from El Salvador to face charges of rape, child abuse, and related sex offenses in Wicomico County, Maryland. Gutierrez allegedly repeatedly sexually abused two girls under the age of 10 years old between approximately 1999 and 2004.

    • Ramon Manriquez Castillo, 68, a dual U.S. and Mexican citizen; Edgar Rodriguez Ruano, 29, a Mexican citizen; Fernando Javier Escobar Tito, 48, an Ecuadorian citizen; and Anderson Jair Gamboa Nieto, 30, a Colombian citizen, were surrendered by Guinea-Bissau to face drug trafficking charges in the Southern District of Florida. The co-defendants are alleged members of a transnational drug trafficking organization comprised of several cartels in Mexico, Colombia, and Venezuela, and they allegedly conspired to distribute large quantities of cocaine through Colombia, Venezuela, Mexico, the Bahamas, and Guinea-Bissau using a U.S.-registered airplane, with a U.S. citizen onboard, from about November 2023 to September 2024. They are also charged with distributing cocaine in these countries using an airplane with a U.S. citizen onboard.

    • Artem Aleksandrovych Stryzhak, 35, a Ukrainian national, was extradited from Spain to face charges of conspiracy to commit fraud, extortion, and related activity in connection with computers in the Eastern District of New York and the Middle District of Florida. According to the charges in the Eastern District of New York, Stryzhak is one of the administrators of the Nefilim ransomware gang. The Middle District of Florida charges allege that Stryzhak used the Hive ransomware to engage in a computer hacking and extortion scheme that targeted businesses in the United States and abroad. The Hive ransomware group is estimated to have attacked approximately 1,500 victims and extorted approximately $110 million in ransom payments.

    The fugitives extradited by the United States include:

    • Tahawwur Hussain Rana, 64, a Canadian citizen, native of Pakistan, and convicted terrorist, was extradited to India to stand trial on 10 criminal charges stemming from his alleged role in the 2008 terrorist attacks in Mumbai that killed 160 people, including six Americans, and wounded hundreds more.

    • Aaron Seth Juarez, 26, a U.S. citizen, was extradited to Mexico to be prosecuted for femicide for the 2019 killing of his approximately 31-year-old stepmother, whose body he allegedly buried in the backyard of her Tijuana home. 

    The Justice Department’s Office of International Affairs (OIA), along with the U.S. Marshals Service, provided significant assistance in securing the defendants’ arrests and extraditions. The U.S. Attorney’s Offices for the Central District of California and the Eastern District of California litigated with OIA the successful outgoing extradition cases for Rana and Juarez, respectively. OIA and the Criminal Division’s Narcotic and Dangerous Drug Section’s Office of Judicial Attaché in Bogotá, Colombia provided significant assistance in securing the arrests and extraditions from Colombia. The Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) also provided assistance with the extraditions from Guatemala and Kosovo. The Justice Department thanks and acknowledges the instrumental role of its law enforcement partners in Canada, Colombia, Costa Rica, the Dominican Republic, Georgia, Guatemala, Germany, Guinea-Bissau, Honduras, Israel, Kenya, Kosovo, Malaysia, Mauritius, Mexico, Moldova, Panama, Peru, Spain, Thailand, Türkiye, Ukraine and the United Kingdom for making these extraditions possible.

OIA and the Criminal Division’s Narcotic and Dangerous Drug Section’s Office of Judicial Attaché in Bogotá, Colombia provided significant assistance in securing the arrests and extraditions from Colombia.     Speaking at the opening ceremony of the 4th Dialogue on Exchanges and Mutual Learning among Civilizations in Dunhuang, northwest China’s Gansu Province, on Friday, Han Zheng said exchanges and mutual learning among different civilizations have injected strong impetus into the progress of human civilization and peaceful development throughout the world.

    “We should show mutual respect and promote mutual success, jointly advocate for respect for the diversity of world civilizations, promote each civilization to preserve its unique beauty, and all civilizations to create harmonious diversity together,” Han Zheng said.

    BEIJING, May 30 (Xinhua) — A conference dedicated to the 120th anniversary of the birth of American journalist Edgar Snow was held at Peking University on Friday.

    E. Snow was born in 1905 to an ordinary farming family in Missouri. In 1936, when China was engulfed in internal conflict and faced foreign aggression, E. Snow traveled to the remote headquarters of the Communist Party of China (CPC) in Shaanxi Province (Northwest China), where he conducted extensive interviews with top party leaders, including the late Chinese leader Mao Zedong.

    Snow’s own reporting resulted in Red Star Over China, published a year later. It provided not only the West but also China itself with a rare and authentic account of the Chinese Red Army, its leadership, and its unwavering commitment to improving the lives of the Chinese people.

    After the founding of the People’s Republic of China, E. Snow visited China three times and was warmly received by its top leaders. After his visits, he never ceased to worry about China, firmly supported the just cause of the Chinese people, and actively promoted the development of friendly relations between the PRC and the United States.

    Speaking at the opening ceremony of the conference, Fu Hua, director general of Xinhua News Agency, said that Snow was a sincere friend of the Chinese people, an envoy of China-US relations and a respected journalist.

    “Through his cross-border and cross-cultural journalism practice, E. Snow has provided the world with an accurate, multi-dimensional and comprehensive picture of China,” Fu Hua said.

    “The values embedded in Snow’s work—honesty, curiosity, courage in the face of political pressure—are values that need to be affirmed, renewed, even strengthened, to truly honor his memory,” said Samuel Colin MacLean, a relative of Snow and a fellow at Harvard’s Fairbank Center for China Studies.

    “E. Snow believed that only honest, unvarnished and uncensored communication could bridge the gap between our countries and prevent unnecessary conflicts,” noted S.K. MacLean.

    This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. In this regard, Sun Hua, director of the Edgar Snow China Research Center at Peking University, noted that “Red Star Over China” played a key role in popularizing the CPC’s idea of forming a united front against Japanese aggression.

    Sun Hua explained that as a result of Snow’s work, teams of U.S. representatives, including military observers, went to northern Shaanxi to support China’s anti-fascist efforts. “Snow’s book not only helped unite the Chinese people, but also played an important role in mobilizing international support, including assistance from the United States and Britain,” he said.

    GAZA, May 30 (Xinhua) — The Islamic Resistance Movement (Hamas) said on Friday that it is currently consulting with Palestinian forces and factions on the Gaza ceasefire proposal put forward by U.S. Special Envoy for the Middle East Steven Witkoff.

    A source within the movement said on condition of anonymity that the consultations were intended to examine the details of the initiative and ensure that it was in line with Palestinian interests before a final position was taken.

    Israeli Prime Minister Benjamin Netanyahu said on Thursday that his government accepts Witkoff’s proposal, according to Israeli state television Kan.

    As reported by Kan, citing a senior Israeli official, the proposal includes a 60-day ceasefire in the Gaza Strip in exchange for the release of 10 live hostages and the handover of 18 bodies in two stages.     ABUJA, May 30 (Xinhua) — The death toll from devastating floods triggered by heavy rains in Nigeria’s north-central Niger state has risen to at least 88, local authorities said on Friday.

    At least 67 more bodies have been recovered during ongoing rescue operations in Mokwa Local Government Area, bringing the death toll up from the previous figure of 21 reported on Thursday, May 29, according to Ibrahim Isah Hussaini, head of operations at the Niger State Emergency Management Agency.

    “Their numbers continue to grow. However, according to the latest count, 88 bodies have already been found,” he said during the rescue operation, adding that more people were still missing.

    Heavy rains that hit Mokwa late Wednesday flooded and washed away more than 50 residential buildings, some of which were occupied at the time, I. Isah Hussaini told reporters on Thursday.

    Earlier this week, the Nigerian Meteorological Agency issued a forecast warning of thunderstorms and heavy rainfall in the central part of the country, including Niger State.
