    JAKARTA, May 30 (Xinhua) — The death toll from a quarry landslide in Indonesia’s West Java province on Friday has risen to at least 13, with several others still missing, West Java Provincial Search and Rescue chief Ade Dian Permana said.

    According to him, five people are currently seriously injured, while several others have minor injuries.

    “At the moment, we still do not know the exact number of missing people. However, we will continue the search tomorrow, as we believe that there are several more people affected by the landslides,” he said.

    Ade Dian Permana also noted that the work of excavators is being hampered by a massive pile of stones, adding that four units of special equipment were sent to the scene.

    The disaster occurred at the Gunung Kuda mine in Bobos village, Cirebon regency, at around 10:00 a.m. local time, West Java provincial disaster agency spokesman Hadi Rahmat Harjasasmitha said. –0–

    Good morning everyone, bonjour à tous.

    It’s a privilege to join you for this year’s CANSEC. My thanks to Christyn Cianfarani and everyone at CADSI for organizing this important event, and for bringing us together.

    It is especially an honour to be here as CANSEC is hosted in the electoral district I represent. I want to welcome you all to Ottawa South.

    Many of the companies in this room have a home in the National Capital Region. With over 10,000 workers, Ottawa’s defence sector is a major employer. We have talent working in all aspects of the industry from tech, aerospace, and manufacturing. This is my first major engagement as Minister of National Defence.

    Many of you are new faces—but I’m looking forward to getting to know you, and learning more about how your work strengthens Canada’s defence and security.

    Building a business is difficult. It comes with a lot of uncertainty and financial risk. Without you taking on that risk, we wouldn’t have the equipment and services needed to keep Canadians safe.

    So, thank you, for getting to work, thank you for employing Canadians, and thank you for growing our economy.

    For those of you here today in uniform…
    The people who commit their lives to service…
    Who take on the hardest tasks in the toughest conditions…
    Who are ready at the drop of a hat… 
    Who deserve the best from those of us who support them— 

    Thank you for choosing to serve Canada.

    I’ve been struck by the deep sense of shared purpose I’ve seen—across government and industry—to strengthen our defence capabilities, and ensure our people are equipped for today’s challenges and tomorrow’s threats.

    We have a clear direction, and we’ve made a decision. We’ve decided to act without delay, in close cooperation with our industry partners.

    The global security environment today is volatile and uncertain.

    Russia’s illegal and immoral invasion of Ukraine has stretched into a third, brutal year. China’s imperial ambitions are increasingly clear—in its military buildup and its assertive posture toward other international powers.

    And, states like North Korea and Iran continue to act as destabilizing forces in the Indo-Pacific and the Middle East.

    Canada is not immune to these threats.

    We face real challenges—both military and non-military—that demand an equally strong and coordinated response.

    This includes growing activity in the Arctic, where our competitors have shown little hesitation in challenging Canada’s territorial sovereignty.

    As well as the threats posed by emerging technologies that are changing the very nature of war.

    And we get it.

    We are moving quickly to ensure our military has the tools to defend our country and continent—while remaining an engaged, reliable partner abroad.

    And here is the key message: this work can only be done in partnership with you. 

    It is work that needs the full spectrum of equipment and services offered in this room—from quantum computing to shields to ammunition.

    A new government was elected some four short weeks ago, and having run on a platform to strengthen Canada’s sovereignty and security, your government is moving to take immediate and decisive action to rebuild Canada’s defence capacity, rearm the Canadian Armed Forces, and invest in the Canadian defence industry.

    The commitments we are making will support skilled and reliable jobs and stimulate growth in our communities across the country—including in more than 3,000 communities where the Canadian Armed Forces are present.

    Already, in Canada, defence accounts for two hundred seventy-six thousand direct and indirect jobs.

    Let’s be practical: we see this with the opening of the new B Jetty in CFB Esquimalt, which created close to 1,300 jobs during its construction.

    We see this in our Future Aircrew Training program, an $11.2 billion investment in training the next generation of Canadian aviators – which will create or maintain 3,400 jobs annually across Canada.

    We see this with our River-Class Destroyer project, which will sustain over 5,000 jobs over the next 15 years, many of them in Halifax, Nova Scotia.

    And by sourcing Canadian-made steel, aluminum, and critical minerals, we will multiply the economic benefits and strengthen local industries— like the aluminium industry in Québec.

    But that’s not enough. I share in your ambition to do more.

    Now is the time to scale up our production here at home. Now is the time for government and industry to work together.

    Now is the time for your government to invest in you—to capitalize on the immense and growing defence opportunities.

    Canada’s defence is bolstered by the strong relationships we have with our Allies and international partners.

    We have over fifty international delegates attending CANSEC this year – a testament to the high calibre of the Canadian defence industry.

    And as we strengthen these international ties, there will be opportunities for industry to help us deliver on shared priorities.

    In November, Canada and Australia signed an agreement to work together on researching emerging missile threats, with a focus on countering hypersonic weapon systems.

    And, earlier this year, Prime Minister Carney announced further cooperation with the Australians—investing over six billion dollars in a partnership to develop advanced Over the Horizon Radar capabilities.

    After all, the Canadian Arctic belongs to Canada.

    I want to increase the work our defence industry does with our Allies and partners.

    My promise to you is that I will be: 

    Unafraid to carry the flag of the Canadian defence industry around the globe. 

    Unafraid to champion the innovative and class leading technology of Canadian companies. 

    Unafraid to help you compete on the world stage.

    Our defence industry is world-class.

    Innovative, highly skilled, and globally competitive.

    Yet we need to better harness what you bring to the table.

    In previous engagements between National Defence and industry, many of you raised concerns—about friction points, timelines, and the need for clear, consistent guidance.

    I want to reassure you that your comments have been heard.

    Our forthcoming Defence Industrial Strategy will put your insights into action.

    We’ll build a secure, resilient industrial base that supports long-term defence goals.

    Canada has planned to triple defence spending from 2014 levels by 2030—but, your government is moving to accelerate this.

    Your government will invest more to acquire the necessary equipment the CAF needs to be successful in carrying out its missions.

    We’re also taking real steps to improve how we buy, maintain, and upgrade our equipment. That includes streamlining our requirements and speeding up delivery—so CAF members get the tools they need, faster.

    And we’re moving toward a more regular, ongoing approach to defence planning. One that helps us stay on top of global threats, track our progress, and fix gaps before they grow.

    I don’t need to remind you that the world is changing fast—and this new approach will help us keep up. It will also give more consistency and predictability to our industry partners.

    Having a strong, well-equipped military, supported by a strong defence industrial base, is top priority for me, for the Prime Minister, and for your government—as demonstrated by the PM’s appointment of Canada’s first-ever Secretary of State for Defence Procurement, Stephen Fuhr.

    And as your government promises to do more, we ask that you do more.

    We simply cannot afford to wait a decade for the capabilities we need today.

    We need you to help us meet our ambitious timelines.

    Canadians have a legacy of mobilizing quickly when times get tough.

    During the Second World War, we went from just six ships to the third-largest navy in the world.

    We can—and we will—recapture that same innovative spirit.

    By procuring new equipment we can meet modern challenges.

    But, we need people.

    We need soldiers, aviators, and sailors.

    The people that make up the Canadian Armed Forces are our greatest asset. Without them, we wouldn’t be able to accomplish anything we set out to do.

    Last fiscal year, we surpassed our recruitment goals, bringing in over 6,700 new Regular Force members.

    That’s a 55% increase from the year before.

    And we will build on this success and grow our recruitment numbers even further.

    We’re going to do that by making it easier to serve, by building more housing units on bases, by expanding access to childcare, by providing better training, better equipment, and meaningful opportunities for career growth.

    And by building a culture rooted in dignity, inclusion, and respect for everyone who serves.
    We ask a hell of a lot of our military members and their families. 
    We ask them to be apart for extended periods of time. 
    We ask them to carry out dangerous missions. 
    In fact, we ask them to put the safety of others before their own—in defence of peace, freedom, and democracy.

    That is a lot to ask.

    And no matter the task, they carry out their duties with the utmost skill, dedication, and professionalism.

    To the Canadian Armed Forces members listening: you are simply second to none.

    To conclude we’re ready to work with you to bring this vision for defence, and for Canada’s defence industry, to life. In fact, no government can do this without you.

    Without your risk taking.

    Without your creativity.

    Without your entrepreneurship.

    Our cooperation will ensure our Armed Forces members have everything they need to protect our country and those who call it home.

    And reaffirm Canada’s position as a reliable and valuable partner on the international stage.

    We are seized with the urgency of this task—and I know you are too. Our country is calling on us to take on this responsibility in the defence of Canadians, their security and sovereignty.

    The onus is on Russia and Putin to show they are serious about peace: UK statement at the UN Security Council

    Statement by Fergus Eckersley, UK Minister Counsellor, at the Security Council meeting on threats to international peace and security.

    We’ve listened very carefully to the Russian delegation, including their attacks on the UK.

    Let me say one thing.

    Let us all hope that Russia engages more seriously and with more sincerity in the peace talks than we’ve heard here today.

    Russia has just blamed the UK and other European countries for somehow sabotaging peace.

    They’re trying to complicate things and confuse us.

    But the reality is quite simple. Let me restate a few simple facts.

    1) Russia invaded Ukraine twice in fact, in recent years.

    2) Russia violated the UN Charter.

    3) Russia is right, as we speak, trying to annex Ukrainian land.

    4) Russia appears, from its public statements, to be seeking the overthrow of the government in Kyiv and to impose limits on Ukraine’s independence.

    5) Russia has rejected an unconditional ceasefire.

    6) Russia continues to bomb cities across Ukraine, 900 drone and missile attacks in just three days last week.

    There is plenty more we could talk about, including Russia’s use of sophisticated weaponry in urban areas, killing civilians, or its reckless seizure of the largest nuclear power plant in Europe. 

    We could talk about the enablers of Russia’s war, such as weapons flows from Iran and its military partnership with DPRK, in violation of Council resolutions, and weaponised dual-use goods from other third parties.

    But in the end, we don’t really need to look beyond the most essential facts about Russia’s invasion to understand the situation and what needs to happen next.

    Ukraine on the other hand:

    1) Is defending its territory.

    2) Is defending the principles of the UN Charter.

    3) Has agreed to an unconditional ceasefire.

    President Zelenskyy has even offered direct talks with President Putin, which President Putin has rejected.

    So yes, the UK stands proudly with Ukraine as it seeks a just and lasting peace.

    Supporting Ukraine to defend itself from Russian attacks is not the cause of this war; it is a necessary response to it.

    The onus really is on Russia, and President Putin, to show they are serious about ending the war that they started. Let us hope they do that very soon.

    On May 30, the General Meeting of the Russian Academy of Sciences summed up the results of the elections for academicians and corresponding members of the RAS. About 1,800 people took part in them. Among those elected this year were scientists from the Higher School of Economics.

    Dean Faculty of Biology and Biotechnology Alexander Tonevitsky became an academician of the Russian Academy of Sciences in the specialty of “medical bioengineering and instrumentation”. Alexander Grigorievich is a professor Basic Department of the Institute of Bioorganic Chemistry named after Academicians M.M. Shemyakin and Yu.A. Ovchinnikov of the Russian Academy of Sciences Faculty of Biology and Biotechnology, HSE, Chief Research Fellow Laboratories for research into molecular mechanisms of longevity HSE, Honored Scientist of the Russian Federation, awarded the Order of Friendship of Peoples.

    Vladimir Pudalov was elected as an academician of the Russian Academy of Sciences in the specialty “Physics and Astronomy”. Vladimir Moiseevich is a professor Department of Electronic Engineering MIEM, Doctor of Physical and Mathematical Sciences, awarded the medal of the Order “For Merit to the Fatherland” 2nd degree.

    HSE scientists were also elected as Corresponding Members of the Russian Academy of Sciences.

    Alexander Pavlov, head Schools of Philosophy and Cultural Studies HSE, elected to the Russian Academy of Sciences in the specialty “philosophy”. Alexander Vladimirovich – Doctor of Philosophy, Professor Faculty of Humanities HSE.

    Igor Kolokolov, Head of Department the basic department of theoretical physics of the L.D. Landau Institute for Theoretical Physics of the Russian Academy of Sciences, elected to the Russian Academy of Sciences in the specialty “physics”.

    Konstantin Petrosyants was elected as a Corresponding Member of the Russian Academy of Sciences in the specialty “Computing, Location, Telecommunication Systems and Element Base”. Konstantin Arestovich is a leading research fellow at the Department of Electronic Engineering at MIEM, Doctor of Technical Sciences, Professor, laureate of the Russian Federation Government Prize in Education, Science and Technology, and Honorary Worker of Higher Professional Education of the Russian Federation.

    BEIJING, May 30 (Xinhua) — China celebrated National Scientists’ Day on May 30, with exhibits related to the achievements of outstanding scientists on display at a museum.

    The National Museum of Chinese Scholars in Beijing has displayed 10 significant items, including a group photo of scientists who participated in the development of the atomic bomb, ballistic missile and satellite, and a prestigious award given to engineering expert Qian Qihu.

    The event included speeches by the scientists themselves, their family members and students.

    Also present was Wan Gang, Chairman of the All-China Society for Science and Technology, who called on scientific and technical workers to contribute to the country’s development.

    He called on them to develop innovative elements of traditional Chinese culture and accelerate the achievement of a high level of national scientific and technological self-sufficiency.

    ALMATY, May 30 (Xinhua) — The first International High-Level Conference on Glacier Protection was held in Tajikistan’s capital Dushanbe on Friday, the Khovar news agency reported.

    The forum, held in Kokhi Somon, the seat of the Government of Tajikistan, brought together more than 2,500 experts from 80 countries, heads of government delegations, high-ranking representatives of regional and international organizations, research institutes and development partners.

    BEIJING, May 30 (Xinhua) — China’s overseas portfolio investment (excluding reserve assets) reached 1.42 trillion U.S. dollars by the end of 2024, official data released by the State Administration of Foreign Exchange showed Friday.

    According to the agency, of the total investment, $859.8 billion was invested in shares, and $557.5 billion in bonds.

    Non-bank financial institutions held $795.5 billion in foreign portfolio investment assets, or 56 percent of the total. Banks held $422.1 billion, or 30 percent of the total.

    The non-financial sector accounted for $199.8 billion of such assets, or 14 percent of the total. –0–

  • MIL-OSI Russia: HSE students took all the prize places at the Russian Cup from the Federation of Sports Programming

    The final of the Russian Cup in sports programming in the discipline “Algorithmic programming” took place. From Faculty of Computer Science Seven students and one teacher took part in the competition. The entire podium was occupied by students of the educational program “Applied Mathematics and Computer Science” National Research University Higher School of Economics.

    The competition took place in person in Moscow, where 30 of the strongest participants of the qualifying round from ten regions of Russia were invited: Voronezh Region, Moscow, Moscow Region, Krasnoyarsk Territory, Perm Territory, the Republic of Karelia, the Komi Republic, Rostov and Saratov Regions, as well as St. Petersburg.

    The finalists were given three hours to solve eight problems. The first, second and third places were taken by students of the educational program “Applied Mathematics and Informatics” of the Faculty of Computer Science of the National Research University Higher School of Economics.

    First place – Fedor Romashov, third year.

    Second place – Alexey Vasiliev, second year.

    Third place – Alexey Mikhnenko, third year.

    — I am glad that I managed to take second place. It was very difficult to jump higher because of the strong competitor in first place. The selection was held in the form of an online contest, and only 30 of its best participants were invited to the final. It was not difficult for me to pass thanks to my extensive experience in Olympiad programming.

    To win a prize in the final, it is important to be able to quickly come up with ideas for solving problems, as well as quickly and competently implement them. In the final, five people solved six problems each, so the winners among them were determined by the penalty, that is, by the speed of the solution. There were several strong opponents, whom I often encounter in other contests, so the competition was serious.

    On May 30, 2025, the State University of Management’s sports field hosted the “GUU – Big Family” celebration.

    More than 200 people joined teams to show off their athletic abilities ahead of International Children’s Day.

    The event was opened by the rector of the State University of Management Vladimir Stroev:

    “GUU is a really big family. I often see how our students and staff enjoy spending time in large groups at our university’s sporting events. It’s nice that today many came with their families, immersing their children in the atmosphere of our university from an early age.”

    A representative of our partners, the head of the SBER campus projects implementation department, Maxim Guzenko, also gave a welcoming speech.

    After the grand opening, those gathered warmed up with some fiery exercises, completed an interesting quest and fortified themselves with aromatic pilaf. A separate children’s area with fun and safe activities was organized for the youngest participants.

    In addition to the main program, everyone could try their hand at knife throwing thanks to partners from the All-Russian FSOO “Sports Knife Throwing”.

    The award ceremony was held by the Vice-Rector of the State University of Management Vitaly Lapshenkov: each team received a nomination and memorable prizes with the symbols of our beloved first management.

    URUMQI, May 30 (Xinhua) — Horgos Port, a major railway hub in northwest China’s Xinjiang Uygur Autonomous Region, has handled more than 4,000 China-Europe (Central Asia) freight trains since the beginning of the year, after a train loaded with electronics and mechanical equipment departed for Duisburg, Germany, on Thursday.

    According to the Urumqi Office of China Railway Urumqi Group Co., Ltd., the Horgos railway checkpoint has so far handled a total of more than 46,000 China-Europe/Central Asia freight train trips, bringing the total number of these trains to 87, covering 46 cities and regions in 18 countries.

    Situated on the border between China and Kazakhstan, Khorgos and Alashankou, also known as the Alatau Pass, are the two main railway border crossings in Xinjiang.

    According to previously published data, as of May 26, the Alashankou checkpoint had handled more than 3,000 China-Europe/Central Asia/ freight train trips since the beginning of the year. These trains traveled along 123 routes connecting 21 countries, including Germany and Poland.

    Over the past three years, the capacity of these two railway checkpoints has grown at double-digit rates.

    In 2024, these checkpoints handled 27.5 million tons of cargo, accounting for nearly 70 percent of XUAR’s total land import and export volume. In addition, the number of China-Europe freight trains passing through these two border crossings exceeded 50 percent of the national total.

    In 2024 alone, the two checkpoints handled 16.4 thousand China-Europe freight train trips, up 14 percent from the previous year. –0–

  • MIL-OSI Security: St. Petersburg Man Deported From the Philippines to the United States Sentenced to Three Years for Threatening to Kill a Political Rival

    Tampa, Florida – U.S. District Judge William F. Jung today sentenced William Robert Braddock, III (41, St. Petersburg) to three years in federal prison for interstate transmission of threat to injure. Braddock pled guilty on February 3, 2025.

    According to court documents and evidence discussed in open court, in 2021 Braddock and Victim-1 were candidates in the primary election to represent the 13th Congressional District of Florida in the United States House of Representatives. Braddock viewed Victim-1, the Republican party frontrunner, as his only obstacle to winning that race. For months, Braddock disparaged Victim-1 with her peers and attempted to inject himself into her life. During a June 2021 telephone call with Victim-2, a private citizen and acquaintance of Victim-1, Braddock threatened to have Victim-1 murdered if she continued to poll well in the race for the 13th District. Specifically, Braddock threatened, in part, to “call up my Russian-Ukrainian hit squad” and make Victim-1 “disappear.” Braddock further stated, “I will be the next congressman for this District. Period. End of discussion. And anybody going up against me is f—ing [expletive] ignorant for doing so. [Victim-1]’s ignorant so I don’t have a problem taking her out, but I’m not going to do that dirty work myself obviously.”

    In November 2021, Braddock flew to Thailand on a one-way ticket, and ultimately settled in the area of Santa Rosa, Laguna, Philippines. He remained in the Philippines until self-surrendering to authorities in Manila in June 2023. Braddock remained in foreign custody until being transported to the United States in September 2024.

    This investigation was led by the FBI Tampa Division and the St. Petersburg Police Department. The United States Marshals Service provided substantial assistance. The investigation also benefited from foreign law enforcement cooperation provided by the Philippine Department of Justice, the Philippine Bureau of Immigration, and the Manila Office of the Legal Attaché. It was prosecuted by Assistant United States Attorney Carlton C. Gammons and Trial Attorney Alexandre Dempsey of the Department of Justice’s Criminal Division’s Public Integrity Section.

    BEIJING, May 30 (Xinhua) — China’s child health care has been steadily improving in recent years, Shen Haiping, a senior official with the National Health Commission, said at a press conference on Friday.

    She noted that in 2024, the infant mortality rate and the under-five mortality rate in the country dropped to 4 per thousand and 5.6 per thousand, respectively, reaching record lows. In these indicators, China has taken a leading position among the world’s upper-middle-income countries.

    Moscow, May 30 /Xinhua/ — A Russian delegation led by Russian presidential aide Vladimir Medinsky will arrive in Istanbul on June 2 for the second round of direct talks with Ukraine. There is no talk of Turkish or anyone else mediating in the second round of talks between Russia and Ukraine in Istanbul. This was stated on Friday by Russian Foreign Ministry spokesperson Maria Zakharova.

    On May 28, the students of the university-wide elective course “GR in modern Russia: theory and practice” The projects were evaluated by three commissions consisting of professors. Department of Theory and Practice of Interaction between Business and Government HSE University. One of the commissions was headed by the head of the department, HSE President Alexander Shokhin.

    This academic year, the Department of Theory and Practice of Business and Government Interaction at the National Research University Higher School of Economics celebrated its 20th anniversary. For over 15 years, its key project has been a university-wide elective course. It is attended not only by HSE students, but also by representatives of other universities, government agencies, commercial organizations, etc.

    The department was one of the first at the university to use a project-based approach to teaching. “Students in our elective write their final theses not as classic coursework or diploma theses, but as projects, including group projects, aimed at solving specific problems. This is due to the fact that the faculty of the department are practicing politicians, officials and entrepreneurs,” notes Alexander Shokhin.

    The head of the department himself annually supervises the preparation of several projects. In the current academic year, one of them was devoted to youth entrepreneurship; a team of four people worked on it: two HSE Master’s students and two elective students who had already received a higher education.

    “Writing the paper under the guidance of Alexander Nikolaevich was exciting, but incredibly inspiring,” says Alena Velikanova, a first-year student in the master’s program.Media management” He was deeply immersed in the topic, guided us, helped to build a clear structure for the research and set the accents.     Another team of students, led by Professor Vladimir Salamatov, developed a project entitled “Development of the Northern Sea Route in the Context of Eastern Transport Infrastructure and Integration into International Transport Corridors.” It included Sergey Kharyushin, a second-year student in the bachelor’s program “State and municipal administration“, Alexey Proskurin, HSE graduate, head of the data analytics department of the Moscow Department of Information Technologies, and Elizaveta Metelyova, head of the operational analytics department of the Analytical Center under the Government of the Russian Federation.

    “The Northern Sea Route is a unique transport artery that connects Europe and Asia. After the introduction of sanctions, it became the most relevant, many problems associated with its use became more acute, and their solution required the combined efforts of various departments and shippers. The Northern Sea Route expands every year, attracts new participants, and last year it set a historical record for cargo turnover,” explains Elizaveta.

    “We have developed a number of recommendations – for example, we proposed creating the Main Directorate of the Northern Sea Route, an independent institution that will coordinate interdepartmental cooperation between Rosmorrechflot, Rosatom, the Ministry of Digital Development, Communications and Mass Media of Russia and other structures on this issue. For online navigation tracking, we proposed creating a digital twin with the involvement of the Agency for Strategic Initiatives. According to the authors, the expertise of Vladimir Salamatov, who has been working at the Department of Theory and Practice of Interaction between Business and Government at the National Research University Higher School of Economics since 2015, helped to prepare it at a high level and adequately defend it. In different years, he was Deputy Minister of Industry and Trade of the Russian Federation, General Director of the International Trade Center, and created his own analytical center dealing with issues of international trade.

    “I came to this department because it is unique. People who have achieved great results, worked or work in very important positions and, of course, have invaluable experience work here. They all understand that only the state or only business will not be able to solve the issues of our country’s development, that their alliance is needed for this. Both in professorial lectures and in student projects, the topic of interaction between business and government is highlighted every time,” Vladimir Salamatov notes.

    According to his assessment, there is a noticeable differentiation among the elective course participants by educational tracks: not only economists and political scientists come here, but even engineers, graduates of the Higher School of Economics and other universities. By and large, anyone can participate in the selection for the elective course. “I am equally interested in working with first-year students and graduates who perceive the material, including through the prism of their experience,” the professor adds.

    He recommends that elective students “not stand still, constantly study, test themselves, and if you do this constantly, success will not be long in coming.”

    Among the professors of the department who supervised the projects of the students this year was Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova. The topic of one of the projects was devoted to the mechanisms of partnership interaction between the state and large businesses, the state and small businesses, large and small businesses, and another to the landscape of entrepreneurial awards as platforms for interaction between government bodies and businesses and identifying public opinion leaders in the entrepreneurial environment.

    “GR is the art of building a dialogue between business and the state based on mutual trust and strategic vision. Our elective course at HSE is a unique platform where future economists, managers and analysts learn to understand real decision-making mechanisms by working with relevant cases from practice. In the modern economy, where the regulatory environment is rapidly changing, such competencies are becoming critically important. Come and we will analyze real cases and explore the field of interaction between business and government in our joint project work,” said Tatyana Ilyushnikova.

    “In this elective, you will be able to receive exclusive information from outstanding experts – ministers, deputy ministers, State Duma deputies, famous entrepreneurs, and it will certainly be useful when studying in virtually any educational program. Personally, I learned a lot not only from the professors, but also from my senior comrades with whom I worked on the project,” says HSE student Sergey Kharyushin.

    At the end of this academic year, 45 students of the university-wide elective course “GR in Modern Russia: Theory and Practice” defended 27 projects, including 12 group projects. The range of scores was quite large. The maximum score, which only some managed to get, was 9 out of 10. It gives the right to apply for publication in the electronic journal “Business. Society. Power”, 8-point works can also be considered.

    After the defense, Alexander Shokhin thanked the audience for their involvement in the elective. Each was given a copy of the magazine “Business and Power in Russia”, published for the 20th anniversary of the department, with autographs of its professors.

  • MIL-OSI United Nations: Leveraging Migration for Sustainable Development: IOM Director General Visits Central Asia

    Bishkek/Astana, 30 May 2025 – International Organization for Migration (IOM) Director General Amy Pope made her first-ever visit to Bishkek, Kyrgyzstan, and Astana, Kazakhstan, this week, working with key partners and government officials on ways in which migration can contribute to economic growth and sustainable development in the region.  

    “As Central Asia takes on an increasingly prominent role as a destination and host for migrants, IOM stands ready to support national governments to harness the potential of migration for long-term sustainable development,” DG Pope said. “By working together, we can address the drivers of migration, support and stabilize vulnerable communities, and ensure the safe, dignified return of migrants to their countries of origin when possible.”   

    In Astana, DG Pope met with His Excellency, Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, together with IOM’s regional Goodwill Ambassador, Dimash Qudaibergen, and discussed the impacts of migration and mobility in the region. DG Pope commended President Tokayev’s commitment to upholding the rights and economic contributions of migrants.  

    DG Pope also attended the Astana International Forum which brought together heads of states, thought leaders, and experts from the public and private sectors. The Forum aims to reignite multilateralism and spark transformative dialogue, positioning Central Asia as a key global partner.  

    Kazakhstan, the largest economy in Central Asia and historically a bridge between East and West, hosts the largest number of migrants in the region. Most come from neighboring Commonwealth of Independent States countries, primarily Uzbekistan, Kyrgyzstan, and the Russian Federation. In addition to regional flows, migrants are coming increasingly from other countries, notably China, Türkiye, and India.   

    During her visit in the Kyrgyz capital of Bishkek, DG Pope met with H.E. Prime-Minister Adylbek Kasymaliev and reiterated how migration can significantly impact Kyrgyzstan’s socio-economic landscape. DG Pope then joined partners to officially open the pre-departure orientation and reintegration centre for migrants. The centre will equip prospective and returning migrants with the necessary tools to have a safe migration experience.  

    For over two decades, IOM has worked closely and remains committed to deepening collaboration with Kazakhstan and Kyrgyzstan in implementing projects and policies that improve migrant protection, combat trafficking in persons, address climate-induced mobility, and support South-North labour migration in the country.

    “A nine-month-old baby was admitted to hospital with symptoms of high fever on Monday. The baby was diagnosed with measles. Despite receiving the necessary treatment, the baby’s condition progressively worsened, resulting in his death on Friday morning,” the official statement said.

    URUMQI, May 30 (Xinhua) — The Standing Committee of the People’s Congress of northwest China’s Xinjiang Uygur Autonomous Region on Friday announced regulations to promote economic development at border crossings, which will take effect on July 1 this year.

    The document noted that people’s governments of counties, cities and prefectures where checkpoints are located should strengthen the construction of a comprehensive transportation network, checkpoint inspection infrastructure, and commodity inspection and control facilities to promote transportation connectivity and ensure efficient customs clearance.

    Under the new rules, local border crossings are encouraged to promote the development of multimodal transport and build modern logistics bases and centers that combine functions such as transportation, warehousing, packaging, distribution and delivery.

    Local authorities should improve the placement of production facilities within the checkpoint area and promote international cooperation in production chains and supply chains based on their own resource advantages, according to the provisions.

    As stated in the document, priority attention in the economic development plan at the checkpoint will be given to such emerging industries of strategic importance as oil and gas production and processing, clean and efficient use of coal and new energy systems, as well as specific advantageous industries including grain, oil and food processing, cotton and textile industry, green livestock products and high-quality fruits and vegetables.

    To attract enterprises and projects related to trade, processing, bonded logistics and cross-border e-commerce, it is necessary to utilize open platforms such as the Xinjiang Pilot Free Trade Zone, the Kashgar and Horgos economic development zones, comprehensive bonded zones and cross-border economic cooperation zones.

    The provisions also encourage local enterprises to carry out investment cooperation with Belt and Road Initiative countries in areas such as energy resources, new materials, specialty medicine and pharmaceuticals, and agricultural crop cultivation.

    The document also emphasizes the need to create an internationalized business environment that operates on the basis of market principles and the rule of law.

    The development of these provisions is aimed at stimulating high-quality economic development at Xinjiang checkpoints, promoting the construction of the core zone of the Silk Road Economic Belt and expanding high-level openness, the document noted.

Chernov’s contribution to the theory and practice of metallurgy was highly praised by domestic and foreign scientists.

    • IMF staff and the Ethiopian authorities have reached staff-level agreement on economic policies to conclude the third review of the four-year US$3.4 billion Extended Credit Facility arrangement. Once approved by the IMF Executive Board, Ethiopia will gain access to about US$260 million in financing.
    • Ethiopia’s macroeconomic performance has exceeded program expectations, with better-than-forecast results for inflation, export growth, and international reserves.
    • Maintaining reform momentum remains essential for consolidating recent gains, correcting macroeconomics imbalances, restoring external debt sustainability, laying the foundations for high, private sector-led growth, and ensuring the success of Ethiopia’s homegrown reform agenda.

    Washington, DC: A staff team from the International Monetary Fund (IMF) led by Mr. Alvaro Piris, visited Addis Ababa from April 3 to 17, 2025, to discuss the 2025 Article IV consultation and the third review under the Extended Credit Facility (ECF). Discussions continued at the Spring Meetings in Washington DC, April 21-28, and subsequently. The ECF arrangement was approved by the IMF Executive Board on July 29, 2024, for a total amount of US$3.4 billion (SDR 2.556 billion). Subject to approval by the IMF Executive Board, the third review will make available about US$260 million (SDR191.7 million), bringing total IMF financial support under the ECF arrangement so far to about US$1,849 million (SDR1,406.4 million).

    Today, Mr Piris issued the following statement:

    “The IMF staff team and the Ethiopian authorities have reached staff-level agreement on the third review of Ethiopia’s economic program under the ECF arrangement. The agreement is subject to the approval of IMF management and the Executive Board in the coming weeks. A memorandum of understanding with official creditors is expected to be agreed ahead of the IMF Board’s consideration of the third review.

    “The authorities’ policy actions in the first year of the program have yielded strong results. The transition to a flexible exchange rate regime has proceeded with little disruption. Measures to modernize monetary policy, mobilize domestic revenues, enhance social safety nets, strengthen state-owned enterprises, and anchor financial stability continue to show encouraging results. Macroeconomic indicators have performed better than expected, with substantially better outcomes than forecast for inflation, goods exports, and international reserves.

    “Recent policy action should help deepen the FX market and tackle remaining distortions. While real exchange misalignment has been corrected and FX availability has improved from a year ago, the spread between the official and parallel market widened again in early 2025 and high fees and commissions persist. Actions that are being rolled out to enhance transparency, reduce costs, ease restrictions on current account transactions, and strengthen prudential regulation will help to improve the functioning of the FX market.

    “Maintaining reform momentum will be key to consolidating gains and securing sustainable high growth. Continued tight monetary and financial conditions will be important for managing inflation and exchange rate expectations. Further revenue mobilization is needed to provide sustainable financing for critical development spending. Reforms to improve the business environment, ensure fair taxation practices, encourage foreign direct investment, and facilitate open dialogue with business will be important to secure private sector investment. Efforts to end the remaining elements of financial repression and develop the capital market will help to mobilize savings and support the efficient allocation of capital.

    “The staff team is grateful to the authorities for the excellent policy discussions and their strong commitment to the success of the IMF-supported economic program. The team met with Minister of Finance Ahmed Shide, Governor of the National Bank of Ethiopia Mamo Mihretu, State Minister of Finance Eyob Tekalign, and other senior officials. Staff also had productive discussions with representatives of banks and businesses that are operating in a range of sectors and representatives of civil society.”

    BEIJING, May 30 (Xinhua) — Customs offices at Beijing’s two major airports processed 369 million yuan (about 51.4 million U.S. dollars) in tax refunds from outbound overseas travelers in the first four months of 2025, up 79.41 percent year on year and setting a new record for the period, data from Beijing Customs showed.

    The introduction of 240-hour visa-free transit has led to a significant increase in the number of foreigners arriving in China, customs officials said.

    In January-April this year, 7.07 million incoming and outgoing travelers passed through Beijing Customs posts, up 22.3 percent year-on-year. In addition, at Beijing’s two international airports, Beijing Capital International Airport and Beijing Daxing International Airport, customs officials recorded a 23.9 percent increase in the number of incoming and outgoing flights to 40,622. -0-

    BEIJING, May 30 (Xinhua) — China’s Ministry of Education is working with the Office of the Central Cyberspace Commission and the Ministry of Public Security to curb the spread of malicious information related to the upcoming national college entrance examination, the ministry said Friday.

    The authorities have called on relevant online platforms to identify and eliminate false information about the leakage of examination materials, the sale of “answers” and combat fraud related to university admissions.

    Authorities have warned that those who create and spread online rumors, disturb public order or mislead the public will be subject to severe punishment.

    They also urged applicants and their parents to refrain from exam-related crimes and remain vigilant against fraud.

    The nationwide college entrance exam, also known as the gaokao, will begin on June 7 this year, with a total of 13.35 million applicants taking it. -0-

    SINGAPORE, May 30 (Xinhua) — The 22nd Shangri-La Dialogue, Asia’s premier defense and security summit, opened here on Friday amid geopolitical tensions.

    This year, representatives from 47 countries are participating in the dialogue, including 40 minister-level delegates, 20 chiefs-of-defence delegates, more than 20 senior military officials, as well as eminent academics, Singapore’s Ministry of Defence said.
