    In 2025, under the national project “Infrastructure for Life”, about 2 thousand km of regional and local roads leading to tourist attractions: unique natural complexes, architectural monuments, religious buildings, historical landmarks will be brought into compliance with the regulations. This was reported by Deputy Prime Minister Marat Khusnullin.

    “High-quality roads play a key role in the development of the tourism industry, providing access to both popular and new destinations, memorable places and unique natural complexes, increasing the safety of movement and the comfort of travel. This is especially relevant today, when domestic tourism, including automobile tourism, is actively developing in the country. Thanks to the national project “Infrastructure for Life”, in 2025 we plan to bring about 2 thousand km of regional and local roads leading to tourist attractions up to standard,” said Marat Khusnullin.

    The development of domestic tourism is one of the key growth points for regions.

    “High-quality infrastructure can turn a small settlement into a popular tourist center, attracting thousands of visitors every year. In turn, the development of the hotel business, restaurant sector and entertainment sector provides new jobs, increases the income of local residents and contributes to the overall prosperity of the region. This year, under the federal project “Regional and Local Road Network”, repair work will be carried out at 434 sites included in tourist routes,” said Minister of Transport Roman Starovoit.

    Transport accessibility is as important to travelers as service and comfortable accommodation. That is why in recent years, special attention has been paid to the renovation of such roads.

    “Over the six years of implementing the national project “Safe High-Quality Roads”, we have managed to bring more than 9.7 thousand km of tourist routes into compliance, which is about 2 thousand objects – sections of roads and artificial structures. Getting to many attractions has become faster and more comfortable, many interesting places have become more popular, because now there is a good road leading there. The extensive joint work of federal and regional project teams to update tourist routes will continue in the new national project “Infrastructure for Life” and will be aimed at achieving the main goal – improving the quality of life of Russians,” emphasized Deputy Head of the Federal Road Agency Igor Kostyuchenko.

    In the Republic of North Ossetia-Alania, thanks to the national project, the reconstruction of one of the most important regional facilities continues – a tunnel at the 21st km of the Chikola-Matsuta-Komi-Art highway. Its length is 269 m. Now specialists are carrying out the final finishing of the renovated artificial structure and preparing it for commissioning.

    The route along this road provides transport access to one of the most picturesque and ecologically significant areas of the region, opening access to unique natural landscapes, historical and cultural sites and tourist bases of the republic. For example, in the high-mountain part of the Digorskoye Gorge, where the route leads, there are eight tourist bases and mountaineering camps. In addition, here travelers can visit such cultural and natural monuments as the Eagle’s Nest observation deck, the Karaugom glacier, the Tamisk thermal springs and the Uastyrdzhi monument.

    In the Republic of Crimea, thanks to the national project, major repairs are underway on a 20 km section of the Alushta-Sudak-Feodosia highway. This is one of the most picturesque routes in Crimea, which runs along the coast and mountain ranges.

    In the Kostroma region this year, a 3.2 km long access road to the village of Medvedki will be repaired. The road connecting the settlement with the Kostroma-Susanino-Buy highway leads to the oldest stud farm, founded in 1891 in Medvedki by the merchant Skalozubov. The stable buildings built here with a unique tent-type riding arena have no analogues in Russia and are an architectural monument of federal significance.

    The Volgograd International Airport (Gumrak) has been officially named Stalingrad. The order to this effect was signed by Prime Minister Mikhail Mishustin.

    The airport’s history began in the 1930s, when the Volga Directorate of the Civil Air Fleet created the Stalingrad Air Detachment, based in the vicinity of the Voroponovo railway station. Since 1936, the airport provided passenger and cargo flights. During the fierce battles with the Nazi invaders, it was significantly destroyed.

    After the victory in Stalingrad, military enterprises were actively restored, new production sites were built. The city’s population grew rapidly, and the civilian airport Voroponovo, located near Stalingrad, could no longer cope with the increased flow of passenger and cargo traffic. In 1952, the North Caucasus Civil Aviation Administration decided to transfer the air harbor with personnel to the Gumrak airfield, where a transport aviation unit was created. Until 1961, the airport was called Stalingrad (Gumrak), which is confirmed by a number of archival documents.

    The request to return the airport’s historical name was made by veterans of the Volgograd Region. The region’s governor, Andrei Bocharov, conveyed it to President Vladimir Putin.

    The head of state supported the initiative.

  • MIL-OSI Russia: Dmitry Chernyshenko visited the Donetsk People’s Republic on a working visit

    The Deputy Prime Minister assessed the educational infrastructure of the region and spoke with students.

    At the Mariupol State University named after A.I. Kuindzhi (MSU named after A.I. Kuindzhi), Dmitry Chernyshenko talked to the participants of the project “University Shifts”, which allows the younger generation to consciously choose a profession and a university at an early age. Over three years, the project has involved more than 44 thousand children from the regions of Russia. The children told about their personal experience of participating in the project.

    “It’s great that you communicate with your peers, broaden your horizons. At the same time, you have a very clearly structured method of thinking and values. And you can, like Danko with a burning heart, follow your mission, lead and inspire,” the Deputy Prime Minister noted.

    Dmitry Chernyshenko assessed the progress of restoration work and the university infrastructure. In particular, the university has a youth laboratory – the Laboratory of Media Literacy and Media Research. The Deputy Prime Minister handed over a certificate for the purchase of a video studio to its representatives.

    Also, a multifunctional sports ground was opened at Kuindzhi Moscow State University. It was built in six months and, along with other sports grounds of the university, became part of the sports cluster – they are being created on the initiative of the Ministry of Education and Science as part of the program for the socio-economic development of the reunited entities.

    The new site has four locations: a mini-football field, a volleyball and basketball court, an area for passing the standards of the All-Russian physical education and sports complex “Ready for Labor and Defense”, and an area with multifunctional exercise machines.

    The Azov Marine Institute (AMI), a branch of the Sevastopol State University, trains specialists for the maritime industry. Currently, it is the only specialized higher education institution on the shores of the Azov Sea. In the future, it is planned to launch secondary specialized education programs and advanced training courses for already working maritime specialists. To ensure that the training is as practice-oriented as possible, several thematic classrooms were equipped with mock-ups, models, and other training elements during the recently completed repairs.

    The Deputy Prime Minister handed over a certificate for the acquisition of a vehicle to the institute’s management and assessed the university’s infrastructure and equipment, including training and sports simulators – AMI is now one of the most modern training bases for future sailors in Russia. Among the professional simulators are bridge and engine room simulators, a separate large-scale complex for practicing actions in emergency situations on ships.

    During the visit, Dmitry Chernyshenko visited the Mariupol Construction Specialized College, one of the flagships of secondary vocational education in the Donetsk People’s Republic. The educational institution is part of the educational and production cluster “Construction Industry”. As part of the federal project “Professionalism” of the national project “Youth and Children”, students master promising specialties and gain practical experience, which they demonstrated to the Deputy Prime Minister.

    “The most important thing is that the working specialties that you teach are based on the most modern technologies that you actually use in technological processes. For this, you need materials and teachers,” he told the college staff.

    In the Cathedral of the Intercession of the Holy Virgin in Mariupol, Dmitry Chernyshenko discussed work issues with Metropolitan Vladimir of Donetsk and Mariupol. The main topic was the key areas of upcoming construction and restoration work. In addition, in the presence of the Deputy Prime Minister, the pupils of the children’s Sunday school read poems and performed Easter hymns.

  • MIL-OSI Russia: Mikhail Mishustin and Chairman of the Cabinet of Ministers of the DPRK Pak Thae-song took part in the ceremony to start construction of a road bridge across the Tumannaya River

    Construction of a bridge crossing over the Tumannaya River is beginning in Primorsky Krai. The automobile bridge will connect Russia and the Democratic People’s Republic of Korea. Currently, only a railway bridge and air traffic operate between Russia and the DPRK. The automobile bridge will increase cargo traffic and develop passenger transportation.

    The total length of the bridge crossing (with access roads) is 4.7 km. The length of the bridge itself is 1 km. The length of the Russian side is 424 m, the Korean side is 581 m. The width of the bridge is 7 m (two traffic lanes).

    Estimated construction time is one and a half years.

    A vehicle checkpoint will be set up near the bridge crossing.

    I am pleased to welcome you to a significant event – the ceremony to begin construction of a road bridge across the Tumannaya River at the junction of the borders of the Russian Federation and the Democratic People’s Republic of Korea.

    This is a truly significant stage for Russian-Korean relations. Its significance goes far beyond a simple engineering task. It symbolizes our common desire to strengthen friendly, good-neighborly relations, and to increase interregional cooperation. We are creating a reliable foundation for closer cooperation, a path for open and fruitful dialogue, the rapprochement of our peoples, an increase in the number of trips, meetings, exchange of new impressions, and acquaintance with the history and traditions of Russia and North Korea.

    Last year, Russian President Vladimir Vladimirovich Putin and Chairman of State Affairs of the Democratic People’s Republic of Korea Kim Jong-un signed a fundamental interstate Treaty on Comprehensive Strategic Partnership. This document secured the entry of our relations to a new qualitative level that meets the requirements of the time, and created the necessary conditions for launching mutually beneficial joint projects.

    Of course, the key priority for us is the construction of a bridge crossing, through which year-round automobile traffic will go. Currently, the only operating route is the railway connection along the Druzhby Bridge across the Tumannaya River. But its capabilities are no longer sufficient.

  • MIL-OSI Russia: With the support of Rosneft, Reindeer Herders’ Day was celebrated in Taimyr

    RN-Vankor (part of the Rosneft oil and gas complex) acted as the general partner of the main holiday of the indigenous peoples of the North – Reindeer Herders’ Day in the Taimyr village of Nosok. The event became the key cultural event of the already traditional EcoArctic forum, held in Krasnoyarsk Krai – the territory of the implementation of the flagship project of the Company Vostok Oil.

    The most spectacular part of the festival was the reindeer sled race. More than 300 participants competed for the title of the fastest musher in men’s, women’s and youth races.

    The indigenous people took part in northern competitions: jumping over sleds, pulling a stick and throwing a maut on a khorey (a lasso is thrown onto a long pole used to drive reindeer). The ethnic site also hosted a national clothing competition, women presented northern cuisine dishes made from fish and reindeer meat, and arts and crafts. The winners of all competitions received gifts from the oil workers.

    The event ended with a large festive concert with the participation of local creative groups.

    More than 1.5 thousand people live in the village of Nosok, of which almost 90% are representatives of indigenous peoples leading a nomadic lifestyle. Preservation of the national culture and traditional way of life of the indigenous peoples of the North is one of the significant areas of Rosneft’s social policy.

    Oil workers build housing for the indigenous population, develop the infrastructure of northern villages, help families of reindeer herders, improve the material and technical base of educational institutions, social facilities and healthcare institutions in the areas of traditional residence of the indigenous peoples of the North.

    “VNIKTIneftekhimoborudovaniye” (part of the scientific and design block of “Rosneft”) took part in the landscaping of the slope of Mamayev Kurgan, dedicated to the 80th anniversary of the Victory in the Great Patriotic War. Employees of the Volgograd institute prepared the territory of the future alley and planted 80 silver maple seedlings.

    One of the symbols of the Victory and the price paid for it by the Soviet people is the unconquered Stalingrad and the world-famous memorial complex “To the Heroes of the Battle of Stalingrad” on Mamayev Kurgan. Paying tribute to all the heroes of the Great Patriotic War, the participants of the event honored the memory of the fallen soldiers in the Hall of Military Glory.

    For many years, the institute’s staff has been engaged in the improvement and landscaping of the memorial complex’s territory; the very first seedlings were planted back in 1967, the year the monument ensemble was opened.

    Scientists from the St. Petersburg Polytechnic University have proposed a new approach to the production of centrifugal compressor wheels (impellers) using electric arc growing technology. Until now, no one in the world has used additive technologies to produce such large items. At the same time, the new method allows for the production of parts several times faster and cheaper than the traditional method.

    Impellers are a whole class of products that can be part of a centrifugal compressor, pumping unit or pump. Such devices are necessary for many industries, but are especially relevant in the energy sector – for moving gas through main gas pipelines. The traditional method of manufacturing impellers – mechanical processing of metal blanks – is quite long and expensive.

    The Polytechnic University proposed using electric arc growing from metal wire, which melts due to the energy of the electric arc, to manufacture the impeller. During the melting process, the metal is transferred layer by layer, forming the product blank. Its strength is affected by a verified combination of movement speed during growing, as well as the wire feed speed, arc power, wire metal composition, etc.

    With the traditional manufacturing method, the mass of the workpiece is seven times greater than the mass of the final part. Engineers mechanically process the metal like an artist who carves a sculpture from a piece of marble. In this case, most of the metal (86% of the mass of the original workpiece) turns into shavings, this is a long and expensive process. Our technology allows us to obtain a workpiece that is only 15% greater in mass than the final product, i.e. the material utilization factor (MUF) is 0.86. With the traditional method, the MUF is 0.14. We significantly save expensive material, and at the same time speed up the process of manufacturing the impeller several times, – said Oleg Panchenko, Head of the Laboratory of Light Materials and Structures of the Institute of Mechanical Engineering, Materials and Transport of SPbPU.

    The sample manufactured in the Polytechnic laboratory successfully passed a series of bench tests, the conditions of which were similar to operational ones. The impeller was spun up to 18 thousand revolutions per minute.

    After the tests, we scanned the impeller and compared it with the three-dimensional model that was used to prepare the control program for printing. The comparison did not reveal any deviations in the geometry of the tested impeller from the digital model. This means that the approach we proposed allows us to create a reliable product, explained Ivan Kladov, Lead Engineer at the Laboratory of Light Materials and Structures at IMMiT.

    Experts note that the technology developed at the Polytechnic University can be used to manufacture impellers on existing Russian production lines and will not require their significant restructuring.

    The third annual Soft Skills tournament was held at the Polytechnic University. Students demonstrated soft skills by participating in board games.

    At the current stage of transformation of the higher education system, the formation of flexible skills is an important component of training specialists capable of ensuring the achievement of technological leadership of our state, emphasized the Vice-Rector for Educational Activities of SPbPU Lyudmila Pankova.

    The organizing committee and jury included university teachers and activists of the SPbPU Students’ Trade Union, as well as representatives of the organizations and companies “Russia – Country of Opportunities”, “TGK-1”, “Gazprom Gazifikatsiya”, “Gazprom Pitanie”, “Lengidroproekt”, “VNIIG im. B. E. Vedeneyev”. Support was provided by well-known board game publishers GaGa.ru and “Lavka Igr”, their game masters helped the participants and the jury understand the rules and taught them how to get out of difficult situations.

    Seventeen student teams made it to the first round: six from the Institute of Power Engineering, five from the Institute of Industrial Management, Economics and Trade, one team each from the Humanitarian Institute, the Civil Engineering Institute and the Institute of Mechanical Engineering, Materials and Transport, as well as three teams — IPMET, ISI, IKNK, IMMiT. A student from the St. Petersburg State University of Aerospace Instrumentation participated in the tournament for the first time.

    The students spent a whole month preparing for the tournament stages and fighting for victory at the gaming table. In the end, four teams reached the final. The awards were presented by the chairman of the jury, director of the Higher School of Software Engineering Pavel Drobintsev.

    In the team standings, the places were distributed as follows:

    1st place — team “Ь” (soft sign) (IPMET); 2nd place — team “Burryashchie Brazgi” (team of IPMET, IMMIT, ISI, GUAP); 3rd place — team “Successors of Peter” (IMMIT).

    The team “SOVpadenie” (IPMET) fell just short of victory and took 4th place.

    In the individual competition the following were awarded:

    1st place — Vlada Chernyaeva, IPMET; 2nd place — Alexander Shevchuk, ISI; 3rd place — Daniil Grevtsev, IMMIT.

    The members of the jury and the organizing committee highly appreciated the organization of the tournament, noted the involvement and good level of development of the participants’ cross-professional competencies.

    The Soft Skills tournament for students is a great tool for developing cross-professional competencies. During the game, the kids practice communication, learning to clearly express thoughts, formulate precise questions and negotiate with each other. They learn to analyze information, develop strategies and make decisions in conditions of limited resources. Team games improve both leadership qualities and the ability to work in partnership with other team members, because victory often depends on the coherence of actions and the distribution of roles. In addition, games create conditions for understanding one’s strengths and personal growth points. This training format is a safe environment for mistakes, live feedback from the environment and, most importantly, motivation to develop through pleasure. Young specialists get practice in a game form and can then transfer it to work, – noted the head of the Analytics and Diagnostic Tools Development Department of the Assessment and Methodology Department of ANO “Russia – Country of Opportunities” Ekaterina Stepashkina.

    I was greatly impressed by the ease with which the participants understood the complex rules and their prompt response to changes that arose during the game. The speed of change in the modern world is only growing, and the ability to quickly accept them is one of the most important “soft skills”. I wish the participants to apply this in real life, which throws up many more surprises than any game, – said Evgeniya Tyupanova, Head of the Labor and Wages Department at Gazprom Gazifikatsiya, who took part in the tournament for the first time as a member of the organizing committee and jury.

    Anna Lavrova, head of the personnel selection and assessment group at TGK-1, has been a permanent member of the jury since the tournament was founded. She emphasized that young specialists with the qualities that students demonstrate at the Soft Skills tournament will be in demand in any company, and confirmed that TGK-1 is always happy to welcome students from the Polytechnic University.

    Leading specialists of the social development department of Gazprom Pitanie Ilya Khudov and Anna Konevskaya, as well as leading specialist of the personnel department of VNIIG im. B. E. Vedeneyev Alla Larchina noted that gaming technologies helped the children to reveal a whole range of soft skills and allowed them to see their potential.

    The modern world requires not only professional knowledge, but also the ability to adapt, think critically and work in a team. The Soft Skills tournament is a mirror that reflects the future. Here, students learn to listen, make decisions in conditions of uncertainty and turn challenges into opportunities. I am amazed by their energy and willingness to grow.     The fame of the orchestra of future engineers Ingenium is thundering. In April alone, it became a laureate of the first degree in two competitions, conquered applicants and their parents at the Open Day of the Polytechnic University and performed a big concert in the White Hall.

    The Variety Symphony Orchestra became the successor of the symphony orchestra created by the first director of the Polytechnic Institute, Prince Andrei Grigorievich Gagarin, in 1907. But if at the beginning of the 20th century professional musicians also played in it, today the orchestra unites only Polytechnic students, graduates and, sometimes, applicants. There is only one professional musician in the group – the artistic director and chief conductor Dmitry MisyuraThe second conductor is Pavel Zhukov, a graduate of the Institute of Mechanical Engineering, Materials and Transport of SPbPU.

    Despite the fact that music is a hobby of future engineers, their creative activity is growing exponentially. In early April, the orchestra became a first-degree laureate of the IV International Arts Competition and Prize “Embodiment of Mastery”. And in late April, the musicians presented Polytechnic University with first place in the Student Spring festival, the most significant annual creative competition of student groups from all universities in the North-West region of the country. The Polytechnicians won an unconditional victory among student orchestras and ensembles, leaving behind orchestras from ITMO, RSPU, SPbGIKiT, VKA Mozhaisky and other universities in the face-to-face competition.

    The victory of our orchestra in the “Student Spring-2025” is quite natural, because the guys study a lot, and their performance level is constantly growing. Their great desire to play as part of the orchestra is important. The zeal with which future engineers come to rehearsals causes sincere admiration and certainly affects the quality of concert performances, – Dmitry Misyura is sure.

    Today, the orchestra is capable of giving two concerts a day, as it did on April 27. During the day, Polytechnic students surprised potential Polytechnic students and their parents at the Open Day, and in the evening they gave a big solo concert in the White Hall. This Latin word has two roots and two meanings: an engineer capable of inventing, and a genius.     On the last Saturday of April, the Polytechnic University hosted the tenth anniversary student physics olympiad.

    The idea of holding a physics olympiad at SPbPU arose in 2015. By that time, experience had been accumulated in participating in such competitions – since the early 2000s, Polytechnic students had participated in the inter-university physics olympiad. It was held in September, and preparations began in advance – teachers from the physics and technology faculty (now the physics department) worked specifically with the students. As a result, the Polytechnic students confidently performed at each olympiad, taking prizes.

    Professor Yuri Mamaev, scientific director of the physics practical laboratory, associate professor Sergei Starovoitov, and associate professor Tatyana Vorobyeva made a great contribution to the Olympiad movement at the Physics Department, including the emergence of their own Olympiad at the Polytechnic University.

    In 2015, together with Mikhail Voronov, a research fellow at the Physics and Technology Institute, the team of organizers began organizing the Olympiad at the Polytechnic, selecting tasks and criteria for their evaluation. The preparation of student participants was carried out at an optional club. The head of the department, Vadim Ivanov, helped with the audience, and also provided other organizational assistance.

    And so, 10 years ago, on the last Saturday of April 2015, the first student Olympiad in Physics took place. More than a hundred people took part in the competition. The winners from the department were awarded books – dictionaries and encyclopedias on physics.

    According to the rules, the participants of the competition could only use reference books on physics and mathematics. This tradition has been preserved to this day: the use of textbooks or notes is not allowed. Although this will not help the participants much, since solving the Olympiad problems requires systematic knowledge and understanding of physical laws. To the question: “Is it possible to cheat at the Olympiad?” Sergey Starovoytov answers with a smile: All Olympiad problems are author’s, so it is impossible to find their solution on the Internet.

    The authors of the problems are a group of young teachers and postgraduate students of the Department of Physics, who develop unique problems from the physics course that require an original solution. A careful approach to the selection of tasks allows us to create conditions for equal and fair participation in the competition. A team is formed from among the SPbPU students who successfully performed at the Physics Olympiad for subsequent participation in the Interuniversity Physics Olympiad. It is prepared by a senior teacher of the Department of Physics Vadim Kozhevnikov.

    The solution to each problem is presented by the authors-developers after the end of the Olympiad. Not only participants, but also anyone who wishes can attend the event with the analysis of the problems.

    The Olympiad is open to everyone, so there is a special atmosphere here: not so much a rivalry as a celebration of knowledge and science! This idea is confirmed by the feedback from the participants of the tenth anniversary Olympiad.

    Key Threat Insights from the AI Security Report:

    At the heart of these developments is AI’s ability to convincingly impersonate and manipulate digital identities, dissolving the boundary between authentic and fake. The report uncovers four core areas where this erosion of trust is most visible:

    • AI-Enhanced Impersonation and Social Engineering: Threat actors use AI to generate realistic, real-time phishing emails, audio impersonations, and deepfake videos. Notably, attackers recently mimicked Italy’s defense minister using AI-generated audio, demonstrating that no voice, face, or written word online is safe from fabrication.
    • LLM Data Poisoning and Disinformation: Malicious actors manipulate AI training data to skew outputs. A case involving Russia’s disinformation network Pravda showed AI chatbots repeating false narratives 33% of the time, underscoring the need for robust data integrity in AI systems.
    • AI-Created Malware and Data Mining: Cyber criminals harness AI to craft and optimize malware, automate DDoS campaigns, and refine stolen credentials. Services like Gabbers Shop use AI to validate and clean stolen data, enhancing its resale value and targeting efficiency.
    • Weaponization and Hijacking of AI Models: From stolen LLM accounts to custom-built Dark LLMs like FraudGPT and WormGPT, attackers are bypassing safety mechanisms and commercializing AI as a tool for hacking and fraud on the dark web.

    Defensive Strategies:

    The report emphasizes that defenders must now assume AI is embedded within adversarial campaigns. To counter this, organizations should adopt AI-aware cyber security frameworks, including:

    • AI-Assisted Detection and Threat Hunting: Leverage AI to detect AI-generated threats and artifacts, such as synthetic phishing content and deepfakes.
    • Enhanced Identity Verification: Enhanced Identity Verification: Move beyond traditional methods and implement multi-layered identity checks that account for AI-powered impersonation across text, voice, and video—recognizing that trust in digital identity is no longer guaranteed.
    • Threat Intelligence with AI Context: Equip security teams with the tools to recognize and respond to AI-driven tactics.

    Students of the Institute of Marketing of the State University of Management visited the Cryptography Museum. The event was dedicated to the 80th anniversary of the Great Victory.

    Cryptography is a science of information protection methods, the evolution of which the museum tells through the history of communications development. The museum space includes the path from the era of the birth of the idea of written communication between people through alphabetic systems and signs through the industrial era, when radio, telephone, television and telegraph were created, to the modern digital era and computers.

    Under the guidance of Olga Vasilyeva, senior lecturer in the Department of Advertising and Public Relations, students became acquainted with a unique collection of encryption equipment and archival documents, most of which were declassified specifically for display in the museum.

    The unique exhibition dedicated to encryption methods during the Great Patriotic War deserves special attention. The expression “intelligence enters the war first” exhaustively characterizes the role of intelligence agencies of any state in wars. The main task that the Soviet leadership set for foreign intelligence was to identify the military-political plans of Germany and its allies during the war. Another key task was the organization and use of special operational detachments in the enemy’s rear to carry out reconnaissance and sabotage activities, as well as to assist party and Soviet agencies in developing the partisan movement. Various means were used to solve intelligence and counterintelligence tasks, including radio games. In some periods, state security officers played up to seventy radio games with the enemy simultaneously.

    Many of the groundbreaking papers in artificial intelligence were written by people who worked in cryptography and cryptanalysis during World War II. Random sequences of numbers are used as encryption keys for one-time pads, an unbreakable encryption system. The names of people whose work involves protecting state secrets often remain classified for years, sometimes decades. Cryptographers, cryptanalysts, and encryption developers are among them.

  • MIL-OSI Russia: NSU became the only university beyond the Urals to receive government support for training specialists in the field of AI

    The Ministry of Digital Development of the Russian Federation together with the ANO “Analytical Center under the Government of the Russian Federation” completed the competitive selection of universities that will train highly qualified specialists in the field of artificial intelligence until 2030. Grant support is provided in the form of subsidies from the federal budget, an essential condition is co-financing from industrial partners in the amount of at least 30%. NSU was included in the list of winners, taking fourth place in the ranking of universities, and became the only university beyond the Urals to receive support.

    Grant support will be provided for the development and implementation of a new bachelor’s degree program in “Applied Artificial Intelligence” in Institute of Intelligent Robotics NSU, admission to study will begin this academic year. The first intake will consist of at least 150 students.

    — One of the key research areas that will be developed on the basis of infrastructure modern campus of NSU, being built within the framework of the national project “Youth and Children”, is the theme “Advanced areas of applied mathematics: artificial intelligence and big data processing, applied engineering”. The new educational program was developed to solve technological problems of the new direction. Graduates of the program will be able to configure existing AI models, further train such models, use previously created software libraries and frameworks to solve applied problems, – commented the rector of NSU, academician of the Russian Academy of Sciences Mikhail Fedoruk.

    The Institute of Intelligent Robotics is the youngest educational division of NSU, where the number of undergraduate students in the Mechatronics and Robotics. Artificial Intelligence program has grown more than 7 times in 5 years, including due to foreign students. In 2024, according to the results of the university ranking for the quality of training specialists in the field of artificial intelligence, NSU became the leader among universities in the Siberian Federal District and entered the top 15 best universities in the country.

    — The grant competition was aimed at supporting the best Russian universities with strong educational programs in the field of AI and great potential for training new-level personnel. The high final score of the NSU application, which was prepared jointly by the Institute of Intelligent Robotics and Research Center in the field of artificial intelligence of NSU, confirms the significant potential of the university for training personnel to ensure technological leadership of the country. It is assumed that students in the new bachelor’s program will actively participate in the implementation of strategic technological projects of the NSU Development Program within the framework of “Priority”, – noted Svetlana Sablina, Vice-Rector for Academic Affairs of NSU.

    The key feature of the training is the focus on the practical application of AI and solving real problems from industrial partners, who provide co-financing of educational programs in the amount of at least 30% of the grant amount. This became one of the essential conditions of the competition.

We have been cooperating with Rostelecom for over a year within the framework of the NSU Artificial Intelligence Center. Among the main joint projects are the development of an intelligent system for managing urban transport flows, a security system, etc. The second company that supported our initiative is T1 Innotech. This is a large company working in the field of IT and AI, our new partner, with whom we are just starting to work. Thanks to such cooperation, the educational program will be focused on the needs of the market and solving the problems of the modern AI industry.   • MIL-OSI Russia: Best goalkeeper and bronze medals: GUU victories at the XI All-Russian Championship of Russia in hockey

    From April 22 to 27, 2025, the GUU hockey team participated in the Student Hockey League Championship, held in St. Petersburg.

    Our hockey players played a total of 12 games in 6 days. This year, 16 of the strongest student hockey teams from 11 subjects of the Russian Federation competed for the title of champion of the Championship.

    Following the draw, HC GUU met three teams from Nizhny Novgorod and St. Petersburg in the group stage. Having lost one match to Spartak RANEPA SPB in overtime with a score of 2:1, our hockey players entered the playoffs from the second line of the tournament table.

    In the quarterfinals of the main tournament, the GUU team faced a serious opponent – the current champions of the Championship “Black Bears – Polytech SPB”: the walls of their home arena helped the “bears” defeat our team, thereby sending the guys to play the tournament for the small cup of the Russian Championship in the 3×3 format.

    The group stage of the small cup took place in one day – our team played 5 matches in a row and again secured the second place in the tournament table. Based on the results of the second group matches, the opponent for the 1/4 finals was determined – “Nevskie Lviv SPB”, into whose gates our hockey players scored 5 goals and won with a score of 5:3. In the battle for a ticket to the final, the GUU team, unfortunately, suffered a defeat from the team from Orel and was forced to fight for bronze medals with the “Black Foxes” from Surgut.

    The magic of numbers in the 3×3 tournament was on our side and HC GUU won a confident victory with a score of 5:2 in the final match for bronze!

    The best player of the tournament was recognized as the goalkeeper of GUU Roman Shiryaev – it was he who received the individual award of the SHL tournament.

    The week was intense and difficult, now our geese are going to win more, because the final matches of the regular championships of the MSHL and NSHL await them in Moscow on the weekend.

    To assist Ukraine in revitalizing its domestic insurance market and to boost international investment interest in Ukraine, Taiwan has agreed to allocate €4 million from the TaiwanBusiness-EBRD Technical Cooperation Fund for the Ukraine Recovery and Reconstruction Guarantee Facility (URGF) initiative led by the European Bank for Reconstruction and Development (EBRD). The donation agreement was signed in Taipei on December 2 at a ceremony witnessed by Deputy Minister of Foreign Affairs Tien Chung-kwang. It was signed on behalf of Taiwan by Jonathan C. Y. Sun, Director General of the Department of International Organizations at the Ministry of Foreign Affairs, and by Director for Donor Partnerships Camilla Otto on behalf of the EBRD. 
     
    The EBRD held a ceremony to launch the URGF in its London headquarters on December 12, which was attended by Taiwan Representative to the United Kingdom Vincent C. H. Yao. In his remarks at the event, Representative Yao said that Taiwan staunchly supported Ukraine and looked forward to working with like-minded democratic allies to assist in Ukraine’s reconstruction through the URGF mechanism.
     
    Due to the Russia-Ukraine war, international reinsurance companies have had reservations about providing coverage for businesses operating in Ukraine. The EBRD thus aims to raise €110 million via the URGF mechanism so as to provide additional guarantees for potential losses incurred by war-related risks. This will increase international investor confidence and, in turn, accelerate economic recovery and improve the lives of the Ukrainian people. France, the United Kingdom, Norway, the European Union, and Switzerland have also pledged to donate to the URGF. (E)

    Minister of Foreign Affairs Lin Chia-lung on December 27 hosted a luncheon to welcome a Ukrainian delegation led by Lviv Mayor Andriy Sadovyy. During the event, the two sides exchanged views on the ongoing Russia-Ukraine war, the peaceful development of Ukraine, the strengthening of local municipal exchanges, the building of resilient cities, and other initiatives. In addition to sharing with the guests Taiwan’s experience and insights regarding economic transformation and high-tech industrial development, Minister Lin stressed that cities in Taiwan and Ukraine could engage in exchanges at the annual Smart City Summit and Expo held in Taiwan.
     
    The visiting delegation thanked the Taiwan government for its humanitarian assistance and support to Ukraine, adding that the Ukrainian people were deeply moved by Taiwan’s goodwill. They expressed the wish that the two countries could further engage in reciprocal support and cooperation on the basis of friendship and mutual trust. 
     
    Lviv is the largest city in western Ukraine. Following the outbreak of the Russia-Ukraine war, it has become an important hub for other countries to deliver humanitarian aid to Ukraine as well as a major medical base to which wounded soldiers and patients are transferred for follow-up treatment. On December 27, the Taipei Representative Office (TRO) in Poland, the Lviv city government, and the Multidisciplinary Clinical Hospital of Emergency and Intensive Care signed a memorandum on cooperation and partnership for the reconstruction of the UNBROKEN National Rehabilitation Center in Lviv. The virtual signing ceremony was witnessed by Deputy Minister of Foreign Affairs François Chihchung Wu. The government of Taiwan will fund the renovation of a rehabilitation facility, which will be named the Taiwan Friendship Building to accentuate Taiwan’s donation and friendship. 
     
    Speaking as Taiwan’s representative at the MOU signing ceremony, Deputy Minister Wu stated that postsurgery rehabilitation would be available to military personnel and civilians at the Taiwan Friendship Building in the UNBROKEN center and that the Taiwan government would continue to work with Lviv on the basis of mutual trust and support so as to help Ukraine work toward a brighter future amidst current adversity. Mayor Sadovyy presented a briefing on UNBROKEN’s operations and the recovery of those injured. Noting that the rehabilitation facility to be renovated with Taiwan government funding would benefit more Ukrainian patients, he expressed heartfelt appreciation to the government and people of Taiwan. 
     
    UNBROKEN is a national rehabilitation center supported by Ukraine’s Ministry of Health and overseen by the Lviv city government. The center includes a general hospital, a children’s hospital, a rehabilitation center, a surgery facility, a prosthetics manufacturing facility, and temporary housing. To date, more than 940,000 Ukrainian patients have received medical treatment at this nationally renowned center. The facility to be renovated with Taiwan’s assistance is a seven-story building located in the western part of the center. Once the project is completed, it will be home to specialized departments and provide such diverse medical and rehabilitation services as physical therapy, psychological consultations, and prosthetic fittings. It is expected to have the capacity to serve 13,000 patients simultaneously. (E)

  • MIL-OSI Asia-Pac: 2024 diplomacy review: building a new Taiwan of democracy, peace, and prosperity through integrated diplomacy

    In 2024, the global landscape underwent rapid changes; geopolitical turmoil continued unabated; democracy and authoritarianism remained starkly divided; the Russia-Ukraine war deadlocked; and instability prevailed in the Middle East, the South China Sea, the Korean Peninsula, and even in the first island chain. All of these events highlighted the increasingly formidable challenges that the world faces from the axis of upheaval. 
     
    Meanwhile, the Republic of China (Taiwan) successfully completed its eighth presidential election on January 13, another milestone in its democratic advancement. The situation across the Taiwan Strait continued to elicit a high level of international concern, while the Indo-Pacific became pivotal to global strategy. All of these developments were closely intertwined with Taiwan’s national security and interests.
     
    Diplomats at the Ministry of Foreign Affairs (MOFA) and its overseas missions showed resilience and self-confidence. They did their utmost to safeguard Taiwan’s sovereignty, dignity, and interests, as well as the Taiwanese people’s rights and interests. Building on the excellent foundation laid by steadfast diplomacy over the past eight years, MOFA implemented integrated diplomacy, which aims at realizing values-based diplomacy and transforming Taiwan into a thriving global economic powerhouse as envisioned by President Lai Ching-te. Based on the three pillars of democracy, peace, and prosperity, MOFA fostered cooperation and deepened partnerships. MOFA pursued mutual benefits and coprosperity with diplomatic allies and like-minded nations, demonstrating that Taiwan was a pivotal force for stability and prosperity in the Indo-Pacific and underscoring its value as a global model of freedom and democracy. 
     
    Democratic Taiwan neither yielded nor provoked, remaining calm and confident. It worked with the global democratic community to respond to threats posed by authoritarian regimes. Taiwan stood firm and resilient against authoritarian expansionism, actively provided international humanitarian assistance during times of crisis, and leveraged its strengths to share prosperity with diplomatic allies and like-minded countries. For its contributions, Taiwan gained worldwide acclaim and recognition from all sectors. 
     
    With the support of Taiwan’s people, MOFA and its overseas missions spared no effort to promote head-of-state diplomacy. In December, President Lai led a delegation to Pacific diplomatic allies the Marshall Islands, Tuvalu, and Palau under the theme “Smart and Sustainable Development for a Prosperous Austronesian Region.” He achieved the three main objectives of smart sustainability, sustainable democracy, and sustainable diplomatic ties while also making successful US transit stops in Hawaii and Guam. The tour was immensely productive and successfully consolidated international support for Taiwan. It both deepened Taiwan’s friendships with allies and launched a new era of values-based diplomacy. 
     
    In October, Minister of Foreign Affairs Lin Chia-lung, serving as special presidential envoy, attended celebrations marking the 45th anniversary of the independence of Saint Vincent and the Grenadines. He also visited Guatemala, Saint Lucia, Belize, and Saint Christopher and Nevis, where he witnessed the achievements of values-based diplomacy and economic and trade diplomacy. In addition, he deepened partnerships on the foundations already laid for bilateral cooperation. In November, Minister Lin visited Belgium, where the European Parliament is headquartered, as well as Lithuania and Poland, further enhancing democratic alliances and cooperation as well as economic and trade linkages between Taiwan and Europe. 
     
    International friendship and support for Taiwan reached new heights this year. Following the successful completion of Taiwan’s presidential and legislative elections in January, more than 1,600 prominent political figures from over 100 countries offered congratulations. Taiwan’s significant success in diplomacy was substantively reflected through its solid formal alliances, rock-solid partnership with the United States, growing ties with Europe, and steadfast friendship with Japan. Diplomatic allies and like-minded nations spoke in support of Taiwan’s international participation and reaffirmed the global consensus on maintaining peace and stability across the Taiwan Strait. They lauded Taiwan as a force for good that safeguarded democratic values, provided humanitarian assistance, and made concrete contributions. 
     
    Meanwhile, Taiwan has continued to deploy soft power, pursue public diplomacy, and seek international support. It has integrated resources across ministries, agencies, and departments to bolster its overall diplomatic strength. Furthermore, it has sought to have other countries implement consular measures addressing visas and digital governance to afford greater convenience to Taiwan’s people while also promoting closer people-to-people exchanges with other nations. 
     
    MOFA has devoted a maximum effort to the planning and implementation of the Diplomatic Allies Prosperity Project to deepen substantive relations with allies and like-minded countries. MOFA has formulated eight flagship projects concerning the Five Trusted Industry Sectors, covering semiconductor supply chain resilience, reliable networks and digital governance, new energy and carbon credit cooperation, smart demonstration parks overseas, smart medicine and healthcare, smart agriculture, sovereign AI, and sustainable tourism. Taiwan has brought its industrial strengths to play while integrating the resources of all ministries and agencies. Through the export of smart solutions, Taiwan has stimulated the prosperous development of allies and bolstered democratic supply chains. This has consolidated diplomatic ties and is helping allies enjoy greater prosperity. 
     
    Taiwan is greeting a new world and the world is greeting a new Taiwan. Not only is this MOFA’s mission in its diplomatic work, it is also the stellar outcome of coordinated efforts by the Taiwanese people and related agencies. MOFA has helped to promote the Executive Yuan’s economic diplomacy task force and has a strategic team conducting research and administrative work for the task force. This task force facilitates the efficient integration of resources from across ministries, enabling every citizen to be a diplomat and every ministry to serve as a foreign ministry. 
     
    MOFA will continue to improve the efficiency and quality of its public-facing services so that they have a tangible and positive impact on people’s lives. It will work diligently for the dignity, rights, interests, continuity, and development of the nation and people. MOFA will utilize Taiwan’s strengths as it connects to the world and work steadily to promote technology diplomacy, human rights diplomacy, cultural diplomacy, urban diplomacy, parliamentary diplomacy, medical and public health diplomacy, environmental diplomacy, sports diplomacy, indigenous diplomacy, religious diplomacy, and gender equality diplomacy. MOFA will help the international community better understand the important role that Taiwan plays. It will live up to the expectations of all sectors as concerns diplomatic efforts.
     
    In 2025, the world will usher in a new chapter in geopolitics. With confidence, resilience, and a professional and flexible approach, MOFA will maintain its footing in the new environment. It will leverage Taiwan’s strengths; overcome challenges; and amplify the values of democracy, peace, and prosperity. By integrating diplomatic momentum from all sectors, MOFA will continue to contribute to the international community and realize President Lai’s policy of values-based diplomacy and vision of Taiwan as a thriving global economic powerhouse.   • MIL-OSI Russia: Symbol of the Unconquered Spirit: 80 Years Since the Raising of the Victory Banner over the Reichstag

    On April 30, 1945, several banners and flags of various units of the Red Army were installed over the Reichstag building in Berlin. But the Banner of Victory is considered to be a specially made cloth of the 150th Rifle Order of Kutuzov, 2nd degree, Idritskaya Division of the 79th Rifle Corps of the 3rd Shock Army of the 1st Belorussian Front. In accordance with Russian law, this banner is a symbol of Victory in the Great Patriotic War and a state relic.

    The Reichstag had also long had a more symbolic meaning in 1945. After the National Socialist German Workers’ Party came to power in Germany in 1933 and the building was set on fire, government meetings were no longer held there, and the plenary hall was not even repaired. In 1941, the windows were walled up, the basements became a bomb shelter, and anti-aircraft guns were installed in the corner towers. Nevertheless, for the Germans, the building remained one of the symbols of statehood. And the Soviet troops needed the final goal of their victorious campaign in the form of a real object. With the approval of Joseph Stalin, the Reichstag building was chosen as such a goal.

    Given the circumstances, the Reichstag was defended by elite SS units, not only Germans, but also Swedes, Norwegians, and Latvians. And the building was stormed by the most experienced Red Army guards. Due to the ferocity of the battles and the contradictory reports, it is difficult to reliably determine who was the first to raise the flag over the Reichstag. In addition to the nine flags specially made for this purpose, many went into battle with homemade flags. According to various sources, there were from 20 to 40 of them. Recently, it has been accepted that on the afternoon of April 30, the fighters of the 150th Rifle Division, Lieutenant Rakhimzhan Koshkarbayev and Private Grigory Bulatov, were in the lead. Later, two more flags were raised. Noticing this, the Germans began shelling the building and, having broken the glass dome, managed to destroy all three flags.

    Late in the evening of April 30 (already May 1 Moscow time), Junior Lieutenant Meliton Kantaria and Private Mikhail Egorov from the same 150th Rifle Division managed to install the banner on the eastern facade of the building, where it could not be reached by enemy artillery. It was this flag that became the Victory Banner. On May 2, after the capitulation of the Berlin garrison, the same soldiers were ordered to move the banner to the dome of the Reichstag. A few days later, for the sake of safety, the banner was removed, and on June 20 it was transported by plane to Moscow, where it was transferred for permanent storage to the Central Museum of the Armed Forces.

    Thus, both the actual and symbolic victory over Germany was achieved at the very beginning of May. All that remained was to confirm it legally.
