    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a working meeting with timber industry workers from Primorsky Krai in Vladivostok.

    “We will discuss the use of forest resources. Unfortunately, forests in the Russian Federation are used to a much lesser extent than in other forest countries. In addition, there is a certain downward trend. In the first quarter of this year, timber harvesting in Primorsky Krai decreased by 11%, and exports decreased even more.     The issues discussed included the implementation of forest management activities in the Primorsky Krai, the work of the Federal State Information System of the Forestry Complex, and support by forestry enterprises of the Primorsky Krai for the special military operation.

    According to Primorsky Krai Governor Oleg Kozhemyako, since the beginning of the SVO, forestry companies operating in the region have transferred more than 16 thousand cubic meters of timber, more than 50 units of equipment, supplied equipment, weapons, medicines and provided other assistance to military units. During the period of partial mobilization, they equipped and provided military training grounds and tent cities with the necessary materials entirely at their own expense.

    “We have always provided and continue to provide large-scale, free assistance to the families of military personnel – tens of thousands of cubic meters of firewood, money. Their fellow countrymen who serve on the front lines contact their leaders directly. And they never get a refusal – on any issues. Now our enterprises have organized a rhythmic and regular free supply of lumber to the troops, to the SVO zone. Despite the sanctions, the decline in revenue and the difficult economy, assistance to the army is being scaled up,” said Oleg Kozhemyako.

    The meeting discussed the work of the Primorsky branch of the Federal State Budgetary Institution “Roslesinforg”. The previous management of the branch concluded 19 contracts with forest lessees of Primorsky Krai on forest management (forest taxation) on an area of 330 thousand hectares, for which obligations were overdue. The work was not completed, the funds were spent, and an irreparable cash gap was actually formed. The work was either not started, or it needs to be completely redone.

    In addition to unfulfilled obligations to businesses, the Primorsky branch of Roslesinforg has had debts to the region since 2020 under a contract for the establishment of rural forests on an area of 50 thousand hectares. These works were ordered at the expense of their own budget. The forest management work carried out under the 2023 state assignment in the Ussuri forestry on an area of 127 thousand hectares requires a complete review and large-scale adjustment.

    Currently, the Primorsky branch is fulfilling overdue obligations through current business and financial activities with an acute shortage of tax engineers and funds allocated for the fulfillment of the state assignment: the branch is forced to spend a significant portion of the funds received from new customers to fulfill overdue obligations and fulfill the state assignment for 2024 and 2025.

    The new head of the branch takes a set of measures aimed at independently resolving the current situation (an agreement is reached with the tenants of forest areas on extending the terms of execution of contracts, new employees are actively hired, including those with remote employment from other regions, new contracts are concluded, etc.). But the measures taken are clearly insufficient due to the scale of the problem; intervention by the federal center is required to correct the current situation with forest management in the Primorsky Territory, as well as a deep analysis of this area as a whole, including an assessment of the effectiveness of the decisions taken on federalization and monopolization of these powers.

    Yuri Trutnev instructed the Ministry of Natural Resources to develop and submit proposals for remote forestry accounting.

    “A number of unqualified management actions have led to people not being able to obtain forest plots and even information, or build a timber processing plant. We have promoted a clear way to solve this problem – forest management based on space images and aerial photographs. We can keep records of forests based on remote methods. The Ministry of Natural Resources supports this solution. We discussed this together with the minister. Therefore, we need to switch to remote methods as quickly as possible and restore order in the forest,” said Yuri Trutnev.

    Deputy Prime Minister Dmytro Chernyshenko made a working visit to the Kherson region.

    The Vice Prime Minister assessed the progress of construction and restoration of institutions in the spheres of education, youth policy, sports, religion, and also talked to their representatives. The events were attended by the Governor of the Kherson region Volodymyr Saldo.

    Deputy Prime Minister Dmitry Patrushev held a meeting on issues of obtaining comprehensive environmental permits.     “Our task is to increase the level of environmental responsibility of business. Such permits confirm compliance with environmental requirements or the existence of plans to modernize production.

    Dmitry Patrushev noted that most of the facilities that did not submit applications are concentrated in the Republic of Dagestan, Saratov and Moscow regions. In the Kaliningrad region, the republics of Ingushetia and North Ossetia-Alania, not a single facility received permission.

    The Deputy Prime Minister instructed Rosprirodnadzor to conduct unscheduled inspections of facilities that did not receive comprehensive environmental permits on time. The absence of these permits will result in a hundredfold increase in the fee for negative impact on the environment, as well as fines.

  • MIL-OSI USA News: 100 DAYS OF HOAXES: Cutting Through the Fake News

    Since President Donald J. Trump took office 100 days ago, it has been a nonstop deluge of hoaxes and lies from Democrats and their allies in the Fake News suffering from terminal cases of Trump Derangement Syndrome.

    In no particular order, here are some of the most egregious hoaxes peddled by the usual suspects so far in President Trump’s second term:

    • HOAX: Fake News CNN attempted to “fact check” President Trump’s claim that the Biden Administration spent millions on “making mice transgender.”
    • FACT: After their so-called “fact check” was thoroughly debunked, they were forced to update it in disgrace and admit the claim was, in fact, true.
    • HOAX: The Fake News claimed the Department of Defense removed Gen. Colin Powell’s name from a list of notable Americans buried at Arlington Cemetery.
    • FACT: No service members’ names were removed from that section — and Gen. Powell’s name remains among those listed.
    • HOAX: Rep. Eric Swalwell (D-CA) claimed “no president” presided over more plane crashes during their first month in office as President Trump.
    • FACT: “There were 55 aviation accidents in the U.S. between Biden’s inauguration on Jan. 21, 2021, and Feb. 17, 2021, compared to 35 during the same period for Trump,” Fox News reported.
    • HOAX: Gov. JB Pritzker (D-IL) and Chicago Public Schools officials claimed, without bothering to verify, that ICE agents had conducted a “raid” at an elementary school — a false claim echoed by media outlets, including the Chicago Tribune.
    • FACT: It was actually the U.S. Secret Service investigating a threat unrelated to immigration.
    • HOAX: Far-left influencers and other leftist hacks falsely claimed the Department of Government Efficiency (DOGE) and Elon Musk were out to “cut Social Security.”
    • FACT: They were referencing an interview in which Musk was clearly referring to the tremendous amount of waste, fraud, and abuse within entitlement programs.
    • HOAX: The media smeared DOGE as “young, inexperienced engineers” engineering a “government takeover.”
    • FACT: In reality, DOGE is led by seasoned industry professionals, including successful CEOs who paused their lives to aid in the effort of streamlining government and holding the bureaucracy accountable.
    • HOAX: NBC’s Peter Alexander peddled the lie that “constituents in some traditionally red districts” were unhappy with President Trump’s effort to cut waste, fraud, and abuse in government.
    • FACT: The same “protests” cited by the Fake News were funded and organized by far-left special interest groups.
    • HOAX: NPR claimed NASA astronauts Suni Williams and Butch Wilmore — who were stuck on the International Space Station for more than nine months following problems with their spacecraft — were “not stranded.”
    • FACT: NPR itself had described the astronauts as stranded in prior reporting, and only seemed to take issue with the description once President Trump and Elon Musk made it a priority to bring them home.
    • HOAX: A foreign Fake News outlet reported that President Trump “shut down” the British prime minister during a news conference.
    • FACT: In reality, President Trump was simply moving on from a reporter who was trying to goad the two leaders into division.
    • HOAX: NPR falsely claimed the White House was actively searching for a new secretary of defense.
    • FACT: This lie was immediately shut down by multiple Trump Administration officials, including President Trump himself.
    • HOAX: The Fake News attempted to paint illegal immigrant gang member Kilmar Abrego Garcia as an innocent “Maryland father” who was unjustly deported by the Trump Administration — and actively censored the truth about him.
    • FACT: Abrego Garcia is a citizen of El Salvador and was deported to his home country amid overwhelming evidence of his gang affiliation.
    • HOAX: Deranged “filmmaker” Michael Moore questioned whether deported illegal immigrants would go on to cure cancer or stop “that asteroid (sic) that’s gonna hit us.”
    • FACT: Moore’s statement was a strong early contender for the dumbest, most ridiculous statement of the year considering those deported illegal immigrants were violent criminals.
    • HOAX: The Fake News portrayed Mahmoud Khalil, a pro-Hamas radical who led violent protests at Columbia, as an innocent graduate student with an absolute right to remain in the U.S.
    • FACT: An immigration judge ruled Khalil — who is not a U.S. citizen — can be deported.
    • HOAX: The Financial Times reported that Senior White House Counselor Peter Navarro wanted to remove Canada from the “Five Eyes” intelligence sharing network.
    • FACT: Mr. Navarro immediately shut down this fake story.
    • HOAX: A foreign Fake News reporter claimed President Trump referred to European nations as “parasites.”
    • FACT: President Trump immediately pushed back on this ridiculous claim — as did the Italian prime minister.
    • HOAX: Fake News CNN’s Brianna Keilar implied the Trump Administration was somehow wrong for stopping illegal immigrants from stealing taxpayer dollars in the form of welfare benefits.
    • FACT: Deputy Chief of Staff Stephen Miller summarily embarrassed her with the facts: “The federal government will find EVERY illegal alien who is stealing American taxpayer dollars — and that’s what Americans expect to happen. I don’t even fathom the premise of your question.”
    • HOAX: A favorite refrain of the Fake News is that Secretary of Health and Human Services Robert F. Kennedy, Jr., is “anti-vaccine.”
    • FACT: Kennedy debunked the lie in his confirmation hearings: “This has been repeatedly debunked … Bringing this up right now is dishonest.”
    • HOAX: WIRED falsely claimed the Social Security Administration is “shifting its public communication exclusively to X” under President Trump.
    • FACT: Not happening.
    • HOAX: Reuters falsely reported that the Trump Administration “stalled a United Nations program in Mexico aimed at stopping imported fentanyl chemicals from reaching the country’s drug cartels.”
    • FACT: The Department of State is actually trying to expand the initiative.
    • FACT: The Fake News frequently pushed the lie that as part of the Trump administration, Secretary Kennedy would implement a national abortion ban and “restrict or even ban medication abortion without a single act of Congress.”
    • FACT: Secretary Kennedy consistently pledged to implement President Trump’s policies — which include leaving abortion to the states, ending barbaric late-term abortions, protecting conscientious objections, and ending federal funding for abortions.
    • HOAX: Fake News savant Tara Palmeri falsely reported that President Trump’s proposal for Gaza was conceived by Jared Kushner.
    • FACT: This lie was immediately and summarily debunked by the Trump Administration: “The worst reporter in America makes up fake news for clout because she has no real sources. Sit down, dummy.”
    • HOAX: Sen. Chris Murphy, Rep. Jasmine Crockett, and media outlets claimed President Trump’s directive to pause radical, wasteful government spending meant an end to Medicaid, food assistance, and other individual assistance programs.
    • FACT: Individual assistance programs — Social Security, Medicare, Medicaid, SNAP, etc. — were explicitly excluded, as was made clear by Press Secretary Karoline Leavitt and the Office of Management and Budget. Only unnecessary spending — DEI, Green New Scam, NGOs that undermine the national interest — were included in the directive.
    • HOAX: A “physicians advocacy group” was widely cited as opposing President Trump’s nomination of Robert F. Kennedy, Jr., to lead the Department of Health and Human Services.
    • FACT: The “advocacy group” was really an astroturfed partisan organization funded by prominent left-wing donors — and accepted fake signatures.
    • HOAX: Sen. Tim Kaine (D-VA) and other Democrats pushed the lie that DOGE posted “classified information” on their website.
    • FACT: That alleged “classified information” was really just an employment headcount — which has been publicly available for years.
    • HOAX: Rep. Debbie Wasserman Schultz (D-FL) claimed Secretary of Homeland Security Kristi Noem called all Venezuelan immigrants “dirtbags.”
    • FACT: Secretary Noem actually called illegal immigrant members of the vicious Tren de Aragua gang “dirtbags,” which is true.
    • HOAX: The New York Times wrote that Secretary Robert F. Kennedy, Jr., wanted to “ban fluoride in drinking water” and “reverse … one of the most important public health practices in the country’s history.”
    • FACT: New York Times made no mention of their own reporting that fluoride may be “linked to lower IQ scores in children.”
    • HOAX: Sen. Chuck Schumer (D-NY) repeatedly lied about President Trump “going after” Social Security.
    • FACT: President Trump has repeatedly pledged to protect Social Security and make it more robust for American citizens.
    • HOAX: Sen. Mark Kelley (D-AZ) attempted to scare veterans by shamelessly claiming their care was in jeopardy due to “layoffs” at VA hospitals.
    • FACT: The lie was debunked by Secretary of Veterans Affairs Doug Collins: “What changes are you talking about? We’ve not had those layoffs… I put $360 million back into community care… It’s concerning to me that a veteran would actually tell stories to veterans that are not true.”
    • HOAX: Rep. Jasmine Crockett (D-TX) exploited the Ronald Reagan Washington National Airport plane crash tragedy by claiming President Trump “froze the hiring” of air traffic controllers.
    • FACT: Air traffic controllers were exempt from the federal hiring freeze.
    • HOAX: Rep. Jasmine Crockett (D-TX) implied that “cutting” members of an aviation advisory committee was somehow a cause of the Ronald Reagan Washington National Airport plane crash tragedy.
    • FACT: The advisory group hadn’t met since 2023 and was comprised of business and union leaders who gave “advice” to the TSA and had nothing to do with actual air travel.
    • HOAX: A far-left writer claimed Elon Musk and DOGE staffers “illegally installed a commercial server to control federal HR databases that contain sensitive personal information, including SSNs, home addresses, and medical histories.”
    • FACT: A top official confirmed “there’s nothing illegal and no server, just more made up tall tales from uninformed career bureaucrats.”
    • HOAX: The Washington Post alleged the Trump Administration was setting “quotas” for immigration authorities — and gave the administration just four minutes to comment before publishing.
    • FACT: As usual, this was a fake story.
    • HOAX: Online liberal activists claimed President Trump “took down” President Obama’s portrait in the White House.
    • FACT: Obama’s portrait was not taken down — it was simply moved only feet away from its previous location.
    • HOAX: Sen. Mazie Hirono (D-HI) claimed Attorney General Pam Bondi created a “weaponizing task force.”
    • FACT: It was a task force to END weaponization at the Department of Justice.
    • HOAX: CBS News reported that Secretary of Defense Pete Hegseth ordered a “makeup studio” be installed inside the Pentagon.
    • FACT: It was a “totally fake story,” and the alleged studio was really an existing green room with no frills.
    • HOAX: Politico reported the Trump Administration was debating lifting sanctions on Russian energy assets, including the Nord Stream pipeline.
    • FACT: This was debunked by both Secretary of State Marco Rubio and Special Envoy Steve Witkoff.
    • HOAX: An illegal immigrant in U.S. custody “simply disappeared,” The New York Times reported.
    • FACT: The illegal immigrant was a confirmed member of the vicious Tren de Aragua gang. An immigration judge ordered his removal, and he was deported along with other threats to national security.
    • HOAX: The Wall Street Journal alleged that Special Envoy Steve Witkoff was receiving sensitive information on a personal phone while in Moscow and that Russian Intelligence must’ve had access to the information.
    • FACT: This was a total fabrication. Special Envoy Witkoff did not even have a personal phone with him in Russia. He had only a government phone; a secure line of communication.
    • HOAX: The Wall Street Journal claimed the Trump Administration “sought to portray” deported criminal illegal immigrant gang member Kilmar Abrego Garcia as “violent.”
    • FACT: Abrego Garcia’s own wife filed an order of protection against him and testified that he brutally beat her.
    • HOAX: An AP reporter claimed that FAA staff who worked on “radar, landing and navigational aid maintenance, among others” were “harassed on Facebook” by DOGE.
    • FACT: That was a total lie. DOGE doesn’t have a Facebook page and no professionals who perform critical safety functions were fired.
    • HOAX: The Daily Beast claimed Vice President JD Vance “broke one of the most notorious Vatican rules during his Easter weekend visit” by being photographed in the Sistine Chapel.
    • FACT: Buried all the way down in the 14th paragraph, The Daily Beast admitted the vice president was given special permission by the Vatican to have photographs taken inside the Sistine Chapel.
    • HOAX: Left-wing social media accounts promoted fake, AI-generated audio of Vice President Vance “disparaging Elon Musk in private.”
    • FACT: The audio was debunked as fake.
    • HOAX: The New York Times reported that funding for the Women’s Health Initiative was being slashed by the Department of Health and Human Services.
    • FACT: Secretary Robert F. Kennedy, Jr., himself declared this Fake News and recognized the project is “mission critical.”
    • HOAX: Fox News’s Jennifer Griffin gave legitimacy to a hoax from delusional Reps. Debbie Wasserman Schultz (D-FL) and Rosa DeLauro (D-CT) that Secretary of Defense Pete Hegseth requested nearly $140,000 in “upgrades” to his government residence.
    • FACT: This lie was debunked by Secretary Hegseth — and it was so outrageous, even the AP was forced to admit it was completely fake.
    • HOAX: Rep. Don Beyer (D-VA) and many others claimed the Supreme Court ordered the return of illegal immigrant gang member Kilmar Abrego Garcia to the United States.
    • FACT: Even CNN admitted that’s not what happened: “They did not order the administration to return him to the United States … they could’ve said ‘we order him returned,’ but they didn’t do that.”
    • HOAX: Joe Biden accused the Trump Administration of “taking aim at Social Security.”
    • FACT: As usual, he was lying — President Trump has repeatedly pledged to protect Social Security.
    • HOAX: Rep. Ro Khanna (D-CA) claimed the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest was “unprecedented.”
    • FACT: It wasn’t; it has happened before.
    • HOAX: Sen. Tammy Baldwin (D-WI) called the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest a “gravely serious and drastic move.”
    • FACT: The judge violated the law by obstructing an ICE arrest of an illegal immigrant.
    • HOAX: Sen. Amy Klobuchar (D-MN) claimed the arrest of the Milwaukee judge who obstructed an apprehension of a criminal illegal immigrant “threatens the rule of law.”
    • FACT: It literally does the opposite because no one is above the law.
    • HOAX: Politico claimed the Trump Administration “wipe[d] out firefighter health and safety programs.”
    • FACT: The programs remain a top priority for the administration — and will remain intact.
    • HOAX: Sen. Elizabeth Warren claimed that President Trump’s policies make it so “no one wants to make investments in the United States.”
    • FACT: President Trump has secured more than $5 trillion in investments since taking office, which is expected to create more than 451,000 new jobs — and the list is only expected to grow.
    • HOAX: NBC’s Kristen Welker peddled a Fake News hoax that the Trump Administration was deporting children.

    As in life, trust matters in international politics. Vital for cooperation and reciprocation, trusting someone nevertheless leaves one vulnerable should they break faith and pursue self-serving goals. As US political scientist Andrew Kydd recognised, trust is the belief that someone “prefers mutual cooperation to exploiting and suckering others”.

    Two versions of trust matter in international relations. Strategic trust, in the form of institutionalised agreements and organisations which provide certainty – as well as material incentives – to encourage people and nations to honour their commitments. And moralistic trust, based on what social scientists call an “implicit theory of personality” that involves people making everyday judgements regarding a person’s character and integrity.

    A brief look at the liberal post-war economic order shows how trust has proved fundamental. The Bretton Woods system of multilateral institutions that developed after the second world war, including the International Monetary Fund, World Bank and World Trade Organization, created a rules-based consistency for mutual benefit.

    The WTO, for example, promised members that economic conditions between countries would not opportunistically and suddenly change. If they did, independent recourse was available through its appellate body.

    This certainty encouraged many otherwise hesitant states to engage. The collapse of the appellate body in 2019 – after the US, under then-president, Donald Trump, blocked further appointees, thus denying it the required quorum – was a critical first step towards the present crisis in trust.

    Across the opening 100 days of his second term, Trump has broken both these conceptions of trust. In doing so, he has devastated – perhaps irreparably – economic confidence in the US.

    In terms of strategic trust, look no further than Trump’s attacks on Canada and Mexico. On February 1, Trump threatened near-universal 25% tariffs on exports from America’s two largest trading partners. These tariffs entered into effect on March 4 and were followed by additional duties on aluminum, steel and auto parts.

    Viewed from Canada and Mexico, Trump’s actions were an unambiguous breach of trust and the US-Mexico-Canada agreement, which Trump had personally signed in 2020. Canada’s prime minister, Mark Carney, reacted by forewarning that “its clear the US is no longer a reliable partner” and predicted a “fundamentally different relationship” between the two countries going forwards.

    When it comes to moralistic trust, Trump was on weak ground before even becoming president. Beyond his business dealings – which have historically involved unpaid vendors and fraudulent practices – as well as serious allegations of abuse, Trump’s first term was marked by numerous reputational failings. These included a historic two impeachments, the second for his role in the January 6 insurrection that attempted to unlawfully overturn the 2020 election result.

    “Liberation Day” on April 2, which was when Trump announced the details of his tariffs, delivered a singular blow. The heavy targeting of poorer countries such as Cambodia and Lesotho – while exempting Russia – strengthened reservations about Trump’s character. Equally, the blatant idiocy of many tariffs – most prominently the Heard and McDonald Islands, which are uninhabited save for penguins – further limited confidence in his administration’s competency and judgement.

    Combined with Trump’s imperialistic bullying of other nations, from Greenland, to Panama to Ukraine, his remaining integrity in economic affairs has imploded. Although the full effects (and damage) of Trump’s actions on America’s reputation are not yet known, adverse consequences should be expected in both the short and longer terms.

    The long and the short

    In the short term, decreased economic trust will prolong market volatility. April 3-4 saw the largest-ever two-day loss, as US$6.6 trillion (£5 trillion) was erased from US stocks. Trump’s tariffs are also expected to depress growth, both at home and abroad.

    JP Morgan now rates the likelihood of a recession this year at 60% – more than double when Trump took office. Consumer confidence, meanwhile, is at its second lowest since records began.

    Increased prices for groceries – two-thirds of US vegetable imports come from Mexico – as well as energy bills – the US imports 61% of its oil from Canada – is also likely. Higher tariffs on goods from China will similarly impact domestic spending.

    In the longer-term, diminished economic trust will continue to weaken bond markets, hampering America’s ability to service its colossal national debt. The increased cost of dollar-denominated goods could also spark a debt crisis reminiscent of the 1980s, when Latin America defaulted en masse, causing widespread economic turmoil.

    Perhaps most significantly, declining global trust will accelerate processes of de-dollarisation and reduce reliance on the dollar as a reserve currency. The ending of the “exorbitant privilege” – the advantage enjoyed by the US thanks to the dollar being the global reserve currency – could spell disaster vis-à-vis borrowing costs and, ultimately, risk a balance of payments crisis. More broadly, de-dollarisation would leave the US economically marginalised in a more multipolar global economy.

    Extending beyond economics, however, Trump’s trade policy will eviscerate American soft power unless corrected. With trust in the US dwindling, an increase in coercive forms of bargaining with international trade partners over more cooperative approaches becomes inevitable. Despite the demonstrable superiority of the latter approach, mutual trust is required to facilitate successful collaboration.

    Without trust, negotiation itself becomes an impossibility. And if trust is consistently broken, even those predisposed towards cooperation will be deterred.

    The US under Trump is fast becoming untrustworthy. American reliability must now be broadly questioned, from collective security to the rule of law. The effect of this widespread loss of trust – embodied by Trump’s indiscriminate and ill-mannered economic attacks – will be the neutering of US soft power.

    The foundation of American strength for decades, its ability to attract and appeal to its allies as an alternative to coercion, is now on life support. Meanwhile, China – purportedly “the greatest threat to America today” – is actively exploiting this decline and accelerating its own soft power initiatives.

    If Trump truly wishes to make America great again, then betraying allies through coercive mistreatment is not the answer. Honest engagement that builds trust is.

    The government continues to improve the mechanism for issuing infrastructure loans, which are used to modernize housing and utilities in the regions, as well as create transport, engineering, energy, tourism and other infrastructure facilities. Previously, such loans were financed directly from the budget, but now they will be issued using temporarily available funds from the single account of the federal budget. The procedure for selecting projects for the provision of such loans has been approved by the signed resolution.

    According to the document, the selection for the provision of treasury infrastructure loans will be carried out in four areas: projects in the housing and utilities sector, master plan activities for cities in the Far Eastern Federal District and the Arctic zone of Russia, projects selected as part of a competition, as well as projects implemented on the instructions of the President or the Chairman of the Government.

    Applications submitted by regions for project selection will undergo an initial review by the public-law company “Fund for Development of Territories” and then sent to the Ministry of Finance, the Ministry of Economic Development, the Ministry for the Development of the Russian Far East and the Ministry of Construction to prepare conclusions. The final decision on granting a loan will be made by the Presidium of the Government Commission for Regional Development.

    The total volume of treasury infrastructure loans planned to be provided to regions in 2025–2030 is 1 trillion rubles. The President instructed the Government to ensure the operation of this mechanism following the results of the Address to the Federal Assembly in 2024.

    In connection with the introduction of a new article into the Budget Code regulating the provision of treasury loans, the Cabinet of Ministers in February 2025 approved the rules for issuing treasury loans, according to which entities will be able to receive them for 15 years at 3% per annum.

Also, based on archival documents, information on 1.4 million objects has been entered into the Unified State Register of Real Estate. In general, this colossal work allows us to create an accurate real estate register not only for the inclusion of new objects in circulation, but also so that citizens can quickly and without delays formalize their property rights and protect their property rights. Inventory is also necessary for further mass cadastral valuation of objects,” said Marat Khusnullin.

    As part of the inventory, the characteristics of objects, information about which is entered into the Unified State Register of Real Estate, are also clarified, and the title holders, unused lands, and ownerless buildings, structures, and premises are identified.

    The UK is committed to doing all we can to protect information integrity with a human rights-based approach: UK statement at the UN

    Statement by UK Spokesperson to the UN Letisha Lunin at the UN Committee on Information General Debate.

    Thank you Chair, let me begin by congratulating you and the members of the Bureau on your election.

    I would also like to thank the Secretariat and Under-Secretary-General Fleming and the Department of Global Communications for its work, including on the UN’s Global Principles for Information Integrity, which we are proud to support.

    The UN’s footage and testimony from war zones shines a light on humanitarian crises. Its news and campaign services raise awareness of the Sustainable Development Goals, and equip us with accurate information on the climate and nature crisis. 

    As we mark the UN’s 80th anniversary, the Department’s work has never been more important.

    It is vital audiences understand the nature and magnitude of the current global challenges we face, and how the UN has made a difference, maintaining international peace and security, in accordance with the UN charter.

    Chair, I will make three points:

    First, the UK is extremely concerned at the rapidly growing threats to information integrity, fueled by artificial intelligence.

    Mis and disinformation operations are being used to exacerbate tensions and conflicts, and compromise the integrity of elections, undermining trust in democratic institutions. 

    The recent World Economic Forum Global Risks Report for 2025 lists mis and disinformation as the most severe global risks over the next two years.

    Mis and disinformation is being weaponised by state and non-state actors to deceive populations at scale.  

    Since Russia’s illegal invasion of Ukraine, Russia has been using disinformation to undermine global support for Ukraine. The UK has been proactive in identifying and acting against these malign information operations. This includes exposing and sanctioning the Russian state-funded Social Design Agency, whose sole purpose is to weaken international support for Ukraine by spreading false social media content.

    Recently, the UK shared information that Proxies, directed by the Russian state, have plans to interfere with elections in the Central African Republic, including through suppressing political voices and conducting disinformation campaigns to interfere in political debate. 

    Russia has also been exploiting the Security Council as a platform for disinformation. Russia has invited dozens of individuals as briefers to spread conspiracy theories about what has happened in Ukraine.

    Member States all have a responsibility to protect the integrity of the UN as a trusted source of information.

    The UK condemns disinformation about UN Peacekeeping operations. The spread of false allegations not only erodes trust between the Blue Helmets and the communities they serve, it is also damaging their ability to implement their mandate, and it is putting peacekeepers’ lives at risk.  

    We are proud to support the UN’s Mis and Disinformation in Peacekeeping Settings Project.

    Second, independent journalism reported freely, without fear, is essential in a democratic society.

    But in many parts of the world, the freedom of the media is under threat. 

    The Committee to Protect Journalists (CPJ) reports that more journalists were killed in 2024 than in any other year since it began collecting data over three decades ago.  

    The conflict in Gaza has become the deadliest ever recorded for media and journalist workers. 

    In Sudan, reporters are also taking significant risks to document the horrors of war.

    Journalists should be able to carry out their work safely and free from censorship and harassment. 

    The UK is proud to have co-founded the Media Freedom Coalition, with 51 countries as members, advocating for the safety of journalists. 

    And we also thank the Department of Global Communications for its work supporting journalists.

    This brings me to my third point, Chair. The UK is committed to doing all we can to protect information integrity with a human rights-based approach.  

    That is why we are proud to support the Global Digital Compact.

    The UK’s Online Safety Act ensures platforms tackle harmful content by requiring companies to take steps to remove illegal content, including illegal mis and disinformation.

    Finally, the UK supports multilingualism. 

    And while a third of the world’s population remains offline, the UK supports collective efforts to close the digital divide and ensure those who come online have access to accurate and reliable information.

    “I learned how to properly handle classified information when I was a teenager in the U.S. Naval Academy. I used that training again as a Russian Policy officer in the Navy. 

    So I’ll start with the obvious: if Secretary Pete Hegseth believed a word he said about turning our military into a meritocracy, he would have sent in his resignation weeks ago. 

    His decision to send strike plans in multiple unsecured signal chats with his wife, his brother, his personal attorney, and a reporter could have killed American service members. And he did so while at least one Signal member was in the Kremlin. 

    But I’m not surprised by his complete disregard for our national security and the safety of our men and women in uniform. From his views on women in combat, to his willingness to bend the knee to Russian Dictator Vladimir Putin, we knew exactly who Trump was picking. It’s why I strongly opposed his nomination from the very beginning. 

    But I will say that I am deeply disappointed that it has taken until this moment for us to even bring this up. An investigation by this committee is long overdue. Because every single individual in this room knows that the information Hegseth shared on Signal was classified. 

    Every member of the House Armed Services Committee knows without a doubt that the timing, schedule, and composition of operations are absolutely classified. Every individual in this room knows that Pete Hegseth’s use of Signal could have gotten American service members killed. 

    So even if you haven’t served in uniform, you know how to handle classified information by virtue of sitting on this very committee. We host any hearing with classified information in secure rooms, without our phones, and without messaging apps like Signal. 

    Which is why I think it’s frankly asinine that the Majority on this committee has refused to hold any sort of investigatory hearing into Hegseth’s behavior. So the next time the majority tries to tell you they support our troops or care about our national security, remember that they continue to defend a Secretary of Defense who is a clear and present danger to every single American in uniform.”

  • MIL-OSI United Kingdom: Liverpool launches landmark 2040 plan to create “framework for a better future”

    A detailed, data-led report looking at how to create a better future for Liverpool’s half a million residents over the next 15 years has been published.

    The Liverpool 2040 Plan, which has been published online, sets out a step-by-step framework to foster greater collaborations across dozens of key organisations to make Liverpool the UK’s leading city of opportunity – for all.

    This strategic vision, documented in a 37-page publication, has been launched with a commitment from city leaders “to work closer together than ever before” on a series of common issues and to influence and guide public sector reform on key areas such as education, employment, housing and health.

    Set out as “a framework for a better future”, the wide-ranging plan has been developed by the Liverpool Strategic Partnership, whose membership has been increased to include more than 20 organisations. Collectively the LSP has a combined workforce of more than 60,000 people and an annual spend of £10bn a year.

    The overall aim of the Liverpool 2040 Plan is to offer greater opportunities to the city’s residents, of all ages and backgrounds, in a united effort to make it a better city to live, learn, work and play in.

    The Liverpool 2040 plan also sets out how city partners will collaborate to improve life-long educational standards whilst addressing deep rooted socio-economic and health inequalities, as well as global challenges such as climate change.

    Work is already on some fronts, with Liverpool last week being awarded Marmot City status for its work in tackling health inequalities and has been appointed the world’s first UN Accelerator City for its work on reduce the carbon footprint in the entertainment industry.

    However, Liverpool, whose population is set to grow by 10% over the coming decade, is a city where a third of residents are classed as economically inactive and where one in five have a disability. And at a neighbourhood level, life expectancy can vary by up to 14 years for residents living just four miles apart.

    Such challenges, set against unprecedented pressures on public finances, has led city leaders to come together in a renewed effort to identify and align common priorities. This approach is underpinned by a commitment to analyse and share intelligence to inform and strengthen joint-working to identify and maximise opportunities presented by new government policies.

    The 2040 timeline also aligns with other key data-rich programmes as identified in the State of Health in the City: Liverpool 2040 report and the city region goal to achieve New Zero status also by 2040.

    This shared ambition is set around eight key priorities, each to be measured against five specific outcomes, with a clear intent to provide a long-term vision for the type of city the next generation should be inheriting.

    The eight pillars of the 2040 plan are:

    1. The Next Generation – key aim: For Liverpool to be UNICEF Child Friendly City.
    2. Healthy Lives – key aim: To improve life expectancy and reduce health inequalities in poorest communities.
    3. A Fair Transition to Net Zero – key aim: For Liverpool to be a zero-waste city.
    4. Safe, Cohesive and Clean Communities – key aim: To improve safety at neighbourhood level.
    5. Quality Homes – key aim: To work at eliminating homelessness and rough sleeping.
    6. Inclusive Economic Growth – key aim: To develop city-wide innovation and skills strategy.
    7. An Exciting and Distinctive City – key aim: For Liverpool to build on top 5 UK visitor city destination status.
    8. Vibrant Public Services – key aim: To be a leading innovator based on data-led evidence.

    The LSP, overseen by a board of chief executives, chaired by the chief executive of Liverpool City Council, has also been refreshed in response to the Strategic Futures Panel’s recommendations around strengthening the city’s approach to public service reform.

    The LSP has also been devised to enable Liverpool to speak with one voice to national government and its departments. It also provides a shared platform for the city to take advantage of any new government opportunities.

    The Liverpool 2040 Plan has also identified a priority focus on public service reform, with an emphasis on what makes sense for local areas to meet the needs of local people.  This will build on key initiatives including Liverpool City Council’s new neighbourhood model, the Health Determinants Research Collaboration (HDRC), the Complex Lives project, the North Liverpool Public Service Reform Prototype, and the development of an Office of Public Service Innovation.

    The Liverpool 2040 plan, which has been endorsed by Liverpool City Council’s cabinet, replaces the former City Plan that was published in 2020.

    This previous city plan was in need of a refresh to reflect on the lessons and consequences of Covid-19 pandemic, the commissioner-led intervention to improve Council performance, as well as recent socio-political issues like a new UK government, last summer’s civil unrest. It also needed to respond to wider issues like the global energy crisis caused by the Russian invasion of Ukraine as well as the rise of AI and understanding and identifying the challenges and opportunities it presents.

  • MIL-OSI Global: Putin’s three-day ceasefire isn’t a genuine move towards peace, but Ukraine has to play along

    The Russian leader, Vladmir Putin, has announced a three-day ceasefire in Ukraine to commence on May 8, coinciding with the 80th anniversary of the Soviet Union’s victory in the second world war. The Kremlin says “all hostilities will be suspended” during this period and has made it clear it expects Ukraine to follow suit.

    Ukraine responded by calling for an immediate month-long ceasefire and questioned Russia’s commitment to lasting peace. In a post on social media, Ukraine’s foreign secretary, Andrii Sybiha, wrote: “If Russia truly wants peace, it must cease fire immediately … Why wait until May 8th?”

    The ceasefire announcement followed two important developments. On April 18, the US secretary of state, Marco Rubio, claimed that President Donald Trump was growing impatient and was likely to abandon peace efforts within days if there was no progress.

    Trump then made a rare rebuke of Putin on social media, writing “Vladmir, STOP” after a Russian air attack on Kyiv on April 24 killed 12 people and injured more than 80 others.

    A temporary ceasefire allows Putin to do just enough to keep Trump thinking he is committed to a peace deal, hoping this will lead to eventual sanctions relief. But it also has clear benefits for Russia on the battlefield.

    Many aggressors use ceasefires to regroup, rearm and improve their positioning. Analysts have warned that Russia will use the pause to reorganise in order to pursue larger territorial ambitions, particularly in southern and eastern Ukraine.

    According to Ukraine, the broken “Easter truce” helped Russian forces in the Lyman sector of Donetsk Oblast regroup and launch a large-scale infantry assault shortly after its end. The Ukrainian president, Volodymyr Zelensky, says the Easter ceasefire was violated by Russia around 3,000 times.

    While Trump appears frustrated by these recent developments, he has remained committed to maintaining a solid relationship with Putin. And in spite of the fact that only 2% of Americans are sympathetic to Russia, Trump has done little to hide his admiration for the Russian leader.

    Bloomberg news examined more than 300 of Trump’s public comments and over 3,000 social media posts since August 2024 and found that Trump has been echoing Russian talking points. The latest evidence of this occurred just days ago.

    When asked by a journalist on April 25 about what concessions Putin has made in the negotiation process, Trump claimed his Russian counterpart was making a “pretty big concession” by not taking over all of Ukraine.

    And while most western leaders condemned the Russian invasion of Ukraine in 2022, Trump referred to it initially as “genius” and “savvy”.

    Trump not only respects Putin but sees their relationship as mutually beneficial. Putin has enticed Trump with potential investment opportunities in Russia, such as a Trump Tower project in Russia, and has supported his administration’s desire to take over Greenland.

    Though Putin occasionally flatters Trump, this is mostly to manipulate him. It was easy to see through Putin’s intentions with his commissioning of a laudatory portrait of Trump in the aftermath of his assassination attempt, standing triumphantly with the Statue of Liberty and American flag in the background. But, apparently, Trump was touched by it.

    This flattery seems to be working. Trump has recently announced that he supported Putin’s claims on Crimea, which Russia seized in 2014, representing a huge departure from decades of US foreign policy.

    By doing so, Trump is reneging on the 1994 Budapest Memorandum, where the US committed to support Ukraine’s sovereignty. This constitutes a breach of international law and will also make peace in Ukraine harder to achieve.

    The recognition of Russian sovereignty over Crimea is considered a red line for Ukraine and would be politically unpopular. Zelensky has made it clear that Crimea belongs to Ukraine, and that Russian annexation violates Ukraine’s current constitution. The constitution cannot be changed when the country is at war and under martial law.

    Ukraine’s limited options

    In spite of the unfavourable terms of any looming peace agreement, Zelensky has little choice at this point but to support a ceasefire. Nearly 90% of Ukrainians polled have faced stress due to the war and another poll, published in March, showed that 77% of Ukrainians back a ceasefire.

    The other issue is that Zelensky can no longer count on the US. And research from 2023 shows that for parties that have lost international support, moving towards a ceasefire is much more likely.

    With the US making clear that long-term support for Ukraine is not guaranteed, and Trump not approving a single military aid package since taking office, Zelensky has few options but to support a ceasefire agreement.

    Ceasefires are fairly common occurrences in conflict – over 230 ceasefires have taken place since 1990. But they are frequently broken. Russia in particular, has not been the most trustworthy partner in peace. According to Zelensky, Putin has broken 25 peace agreements over the past decade.

    This doesn’t leave one with much confidence that the latest ceasefire is a genuine move towards peace for Putin, or that the ceasefire will lead to anything more substantial.

    With Trump impatient to get a deal done rather than address the root cause of the conflict (Russia’s imperial ambitions), Russia will continue to manipulate the peace process and block future security guarantees for Ukraine.

    Putin is an expert at committing to agreements that he will renege on. By doing so, he can exact more concessions in the process, all the while blaming Ukraine for the breakdown in peace.

If the military budget is divided by the number of inhabitants, the US spent an average of $2,694 per inhabitant. By comparison, Israel spent $29 billion in 2023, but achieved the highest per capita expenditure in the world: $2,997 per inhabitant.Pope Francis’ words on this subject are illuminating: “Certain decisions are not neutral: spending a large part of the budget on weapons means taking it away from something else, once again taking it away from those who lack the necessities.   • MIL-OSI Russia: The role of family in modern society was discussed at the State University of Management

    On April 29, the 2nd International Scientific Conference “Family in Modern Russian Society” was held at the State University of Management, organized by the Research Institute of Public Policy and Management of Industrial Economics of the State University of Management together with the university institutes.

    Today, family issues are given special attention at all levels. Thus, 2024 in Russia was held under the auspices of the Year of the Family and became fruitful in terms of long-term legislative, economic and social initiatives aimed at supporting Russian families.

    More than 50 students, postgraduates, applicants, scientists and teachers presented papers on the role of the family in Russian society, issues of family policy and traditional family values. Students and teachers of Russian universities, experts, representatives of government bodies and the clergy took part in the work of the sections. The Chairman of the Program Committee was Oleg Sudorgin, Director of the Research Institute of Public Policy and Management of Industrial Economy of the State University of Management.

    The conference included five sections.

    The section “Family and Marriage Values in the Minds of Modern Youth” was led by Deputy Director of the Institute of Personnel Management, Social and Business Communications for Research Galina Mokhova. Participants presented research on the specifics of family relationships and youth education, discussed the problems of trust in family relationships, and the perception of family and marriage by young people. Considerable attention was paid to the preservation and strengthening of intergenerational relationships and traditional family values.

    The Family Economy section, chaired by Galina Sorokina, Director of the Institute of Economics and Finance, discussed the specifics and issues of family economics and family budget in modern society. Representatives of the Russian Orthodox Church also took part in the work: the rector of the Spaso-Preobrazhensky Pronsky Monastery in the Ryazan Diocese, Abbot Luka (Stepanov), the rector of the Church of the Holy Blessed Prince Andrei Bogolyubsky on Volzhsky, Priest Kirill (Kraev), and the priest of the Church of the Life-Giving Trinity near Saltykov Bridge, Priest Grigory (Falin). GUU expresses its deep appreciation and gratitude to the representatives of the Russian Orthodox Church for their participation in the conference.

    Within the framework of the section “Formation and development of modern state family policy in Russia”, headed by the head of the department of state and municipal administration, adviser to the rector’s office Sergey Chuev, current national and federal projects, strategies in the field of family and demographic policy, issues and prospects for state support for young families were discussed.

    Under the guidance of Irina Goncharova, leading researcher at the Research Institute of Public Policy and Management of Industrial Economics, in the section “The Institute of Family in the Era of Change: from Historical Mission to Modern Challenges,” the speakers examined aspects of the institution of family in the context of modern demographic challenges and the impact of digitalization, the role of the family in fostering patriotism and the formation of a positive image of the family in the media.

    The conference included a special thematic section dedicated to the 80th anniversary of the Victory in the Great Patriotic War — “The Contribution of Families to Achieving Victory in World War II.” The section was chaired by Fanis Sharipov, Director of the Center for Socio-Economic and Political Research of China at the Research Institute of Public Policy and Management of Industrial Economy. The speakers presented stories related to their ancestors who fought during the Great Patriotic War, and shared memories of the courage and dedication of their relatives. The key issues of the section were the importance of preserving historical memory and the contribution of young people to preserving the memory of the war. Nikita Stepanov, Senior Researcher at the Center for Socio-Economic Development Institutes at the Institute of Economics of the Russian Academy of Sciences, and Ivan Arkhipov, Deputy Chairman of the Russian-Chinese Friendship Society and President of the I.V. Arkhipov Foundation, took part in the section.

    For the second time, the conference became a platform for professional and extensive consideration of the vectors of development of the Russian family, key foundations for preserving the continuity of traditions and family values. Participants unanimously noted the importance of discussing and forming new ideas for developing the institution of the family, and also emphasized that the regular nature of such events promotes dialogue between generations, preservation and popularization of traditions and family values in modern Russian society.

  • MIL-OSI Russia: Students of SPbGASU won the international Olympiad in applied mechanics

    Two teams from SPbGASU took part in the All-Russian Student Olympiad in Applied Mechanics with International Participation. One of them won, the other became a bronze medalist.

    The Olympiad was held with the support of the Ministry of Education and Science of Russia, the Association of Technical Universities and the Federal Educational and Methodological Association in the field of “Mechanical Engineering” at the Advanced Engineering School “Digital Engineering” of Peter the Great St. Petersburg Polytechnic University (PISh SPbPU). 29 teams from 14 regions of Russia, as well as from Belarus, Kazakhstan and Kyrgyzstan registered.

    The first place was taken by the team of the construction faculty of SPbGASU. It included Artem Grigoriev, Vladislav Laptev, Anastasia Zimovets and Alexandra Leonova. The leader was Associate Professor of the Department of Structural Mechanics Nadezhda Ostrovskaya.

    The team of the Automobile and Road Faculty took third place. It consisted of Ilya Zhdanov, Maxim Golubovich, Daniil Agapov and Nikita Gladkov. The leader was Alena Kolomeets, senior lecturer of the Department of Land Transport and Technological Machines.

    In the individual competition, third place went to Artem Grigoriev.

    As Nadezhda Ostrovskaya explained, the Olympiad was held from 1999 to 2020, and in 2025 it was resumed at the Advanced Engineering School of SPbPU (AES). The goals of the Olympiad are to revive the platform for interaction between gifted and talented students and their mentors in the field of applied mechanics, to introduce students to real enterprises of high-tech industries and Russian engineering software.

    In addition to the main program, where students were asked to solve six problems – three on theoretical mechanics and three on the strength of materials, all days were filled with interesting events. On the first day, an engineering competition for students took place, on the second day – excursions to the museum and laboratories of the St. Petersburg Polytechnic University, as well as to the enterprises of industrial partners. On the third day, master classes were held on the use of domestic software for various engineering purposes.

    Artem Grigoryev shared his impressions: “The tasks covered all sections of strength of materials and theoretical mechanics. To solve them, I had to recall many tasks completed during preparation – typical and advanced. I really liked that each task had a “key”, after finding which the task became much easier. I would like to express my deep gratitude to the organizers for the interesting program, as well as appreciation to my teachers Anna Olegovna Yulina and Nadezhda Vladimirovna Ostrovskaya, who helped me prepare, conducted interesting classes and thus inspired me to win.”

    “The high results of our students can be called a triumph of the SPbGASU engineering school, proof of the excellent training of our specialists in such fundamental disciplines as theoretical mechanics and strength of materials,” noted Nadezhda Ostrovskaya.

    The VIII International Scientific and Practical Conference “Information Modeling in Construction and Architecture” (BIMAC-2025), held at the St. Petersburg State University of Architecture and Urban Planning on April 22–25, has ended. Over the course of four days, representatives of the scientific and industry communities discussed the development of digital solutions and their implementation in segments of the construction industry in various sections.

    Focus on digital solutions

    Information modeling of architectural and design solutions, engineering systems, the use of information modeling technologies in estimates, artificial intelligence and training of engineering personnel for the digitalization of construction, parametrics, visual programming, software development, 4D modeling in construction – these were the topics that were the focus of discussions and were considered from the point of view of various representatives of the construction industry. The Consortium of the Construction Industry of the Northwestern Federal District organized a working meeting and a round table “Digitalization of Construction Project Management Processes”. Let us recall that the priority areas of the consortium’s activities are the creation of a system of interaction with administrative, educational, scientific, industrial and public-professional organizations to ensure the region’s leading positions in the construction industry, the effective implementation of national projects and regional development programs.

    In addition, the conference paid attention to advanced training: Deputy General Director of Interregional Institute of Expertise LLC Sergey Dragomirov held a two-day intensive course “Information modeling in construction. Regulatory legal acts and legislative requirements, national standards”, in which he covered the current state of the regulatory framework in the field of application of information modeling technologies (BIM) in the design, construction and operation of capital construction projects.

    An industry exhibition was held on the upper balustrade of SPbGASU.     The meeting resulted in the definition of the main vectors of interaction between the State University of Management and the Control Center. On the educational track, this is the organization of a basic department, the preparation and implementation of additional professional education and professional retraining programs. In the field of scientific research, the parties expressed mutual interest in joint research in the field of software modeling of various critical situations in the field of urban economy and their consequences.

    The 5th All-Russian Interuniversity Forum “The Art of Management: Science, Practice, Project Technologies” has concluded at the State University of Management.

    This forum has become an important platform for exchanging experiences in organizing project-based learning in higher education institutions, discussing current issues in project management and introducing innovative approaches in the educational and scientific fields.

    The event took place thanks to a fruitful partnership with two authoritative organizations: the project-methodical association “Association of project-oriented organizations of science and higher education” and the professional community “Association of project management “SOVNET”, which unites leading specialists in the field of project management.

    The Forum program included three large-scale events that brought together participants of different categories: from first-year students to teaching staff, representatives of administrative and managerial personnel of universities and experts from organizations of the real sector of the economy.

    On the second day, the Final of the Student Project Competition took place, which this year for the first time went beyond the SUM and attracted more than 50 external projects from various Russian universities, including: Kazan National Research Technical University named after A.N. Tupolev, Siberian Federal University, Southern Federal University, St. Petersburg State University of Architecture and Civil Engineering, Tyumen State University, Russian University of Transport, MSTU “STANKIN”, Moscow Automobile and Road State Technical University, etc.

    Student project teams presented their developments to the expert jury in four nominations: “Business projects (startups)”, “Social projects”, “Consulting projects” and “Research projects”. Thanks to the support of our partners – IPI Lab LLC, Roskachestvo, Bank FINAM JSC, Exity Group, Algorithmika LLC, BPM Soft, Alfa-Bank, Smartika LLC and independent consultants – the participants received valuable recommendations and opportunities for further development of their projects.

    A particularly active and interesting event within the framework of the V All-Russian Interuniversity Forum “The Art of Management: Science, Practice, Project Technologies” was the Interuniversity Hackathon “Urban Development Technologies”, which took place at the State University of Management throughout all three days of the Forum.

    This year, the Hackathon was held for the fourth time and united 80 participants from GUU, RUT (MIIT), RGUTIS, RTU MIREA, RUDN, SFedU, SPbGASU in various fields of study in 9 teams as participants and team facilitators.

    The V All-Russian Interuniversity Forum “The Art of Management: Science, Practice, Project Technologies” ended with a ceremonial summing up of the results and awarding of the winners of the GUU Student Project Competition and the interuniversity hackathon “Urban Development Technologies”. Student projects and case solutions were awarded both the highest awards (1-3 places) and individual nominations from our colleagues and partners, as well as audience sympathy prizes.

    Representatives of the RUC of the State University of Management took part in the V All-Russian Forum of Inclusive Higher Education with International Participation “Formation of the Space of Inclusive Education: Requirements of the Time, Achievements, Growth Areas”

    Deputy Minister of Science and Higher Education of Russia Olga Petrova addressed the Forum participants with a welcoming speech, noting the importance of developing inclusive higher education.

    The State University of Management was represented at the Forum by the Director of the RUMTS Elena Mitrofanova, the project managers of the RUMTS Tatyana Beregovskaya and Associate Professor Svetlana Grishaeva.

    Forum participants discussed six key problem areas:

    Theoretical and methodological aspects of the formation of the inclusive education space. Priorities of scientific research in the field of inclusive higher education. Issues of comprehensive support for students with disabilities in the social, educational and labor spheres. Practices of career guidance, education and employment of persons with disabilities. Social and educational inclusion, personal and professional development in the context of inclusion. Interdepartmental, interlevel and network interaction in education.

    The event featured a professional discussion of current issues in a wide range of continuous and successive, seamless inclusive education, social, educational and labor inclusion.

    Let us recall that a resource educational and methodological center for training disabled people and people with disabilities has been created and has been successfully operating since 2017 on the basis of the State University of Management.   • MIL-OSI Security: Foreign National Pleads Guilty To Conspiring To Submit Over 100 Fraudulent Voter Registrations

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces that Sanjar Jamilov (32, Uzbekistan) has pleaded guilty to conspiring to submit fraudulent voter registrations. Jamilov faces a maximum penalty of 5 years in federal prison. A sentencing date has not yet been set.

    According to the plea agreement, Dmitry Shushlebin (45, Russia) hired Jamilov and others to submit more than 100 fraudulent voter registration applications to the Pinellas County Supervisor of Elections in February and March 2023. These applications were submitted in names other than their own, in envelopes with return and address labels that were identically formatted, including containing the same typographical error, and bore various indicia of fraud including, among other things, repeating dates of birth and addresses and nearly sequential Social Security numbers. Change of address forms were also submitted to the U.S. Postal Service to route mail to the names and addresses on the fraudulent applications to three locations that Shushlebin and Jamilov allegedly controlled. The Pinellas County Supervisor of Elections was able to detect the fraud and rejected the fraudulent applications.

    Dmitry Shushlebin has been charged for his alleged role in this case. The case is currently pending.

    This case was investigated by the United States Postal Inspection Service, the Federal Bureau of Investigation, and the Florida Department of Law Enforcement. It is being prosecuted by Assistant United States Attorney Daniel J. Marcet and Trial Attorney Leo Wise from the Justice Department’s Public Integrity Section.

    VANCOUVER, Wash., April 29, 2025 (GLOBE NEWSWIRE) — Riverview Bancorp, Inc. (Nasdaq GSM: RVSB) (“Riverview” or the “Company”) today reported earnings of $1.1 million, or $0.05 per diluted share, in the fourth fiscal quarter ended March 31, 2025, compared to $1.2 million, or $0.06 per diluted share, in the third fiscal quarter ended December 31, 2024. During the fourth fiscal quarter of 2024, Riverview strategically restructured a portion of its balance sheet resulting in an after-tax impact of $2.1 million and recorded $2.3 million in non-interest expense related to a litigation charge. Including the effects of the investment portfolio restructuring and litigation charge, Riverview reported a net loss of $3.0 million, or $0.14 per diluted share, in the fourth fiscal quarter ended March 31, 2024.

    For fiscal 2025, net income was $4.9 million, or $0.23 per diluted share, compared to $3.8 million, or $0.18 per diluted share, for fiscal 2024.

    Income Statement Review

    Riverview’s net interest income was $9.2 million in the current quarter, compared to $9.4 million in the preceding quarter, and $8.6 million in the fourth fiscal quarter a year ago. The decrease compared to the preceding quarter was primarily due to the recognition of a loan prepayment fee and related loan fees totaling $318,000 during the preceding quarter. The increase compared to the year ago quarter was driven by higher interest earning asset yields due to higher origination rates on new loan growth as well as loan repricing. In fiscal 2025, net interest income was $36.3 million, compared to $38.1 million in fiscal 2024. The decrease is attributed to the increase in interest expense over the respective periods. Investment income decreased compared to the year ago period due to the strategic investment restructuring that was executed in the fourth quarter of fiscal 2024.

    Riverview’s NIM was 2.65% for the fourth quarter of fiscal 2025, a five basis point increase compared to 2.60% in the preceding quarter and a 33 basis-point increase compared to 2.32% in the fourth quarter of fiscal 2024. “Our NIM improved during the quarter, compared to the preceding quarter, as the decrease in funding costs more than offset the modest decrease in asset yields. The preceding quarter’s loan yield included the favorable impact from the recognition of the previously mentioned loan prepayment fee and related loan fees,” said David Lam, EVP and Chief Financial Officer. “With the Federal Reserve rate reductions implemented near the end of 2024, we anticipate deposit costs to further stabilize in future quarters. Additionally, the rate cuts reduced the interest expense on borrowings, which also benefitted NIM during the fourth quarter.” In fiscal 2025, the net interest margin was 2.54% compared to 2.56% in fiscal 2024.

    Investment securities decreased $14.7 million during the quarter to $322.5 million at March 31, 2025, compared to $337.2 million at December 31, 2024, and decreased $50.2 million compared to $372.7 million at March 31, 2024. The average securities balances for the quarters ended March 31, 2025, December 31, 2024, and March 31, 2024, were $346.0 million, $364.2 million, and $444.1 million, respectively. The weighted average yields on securities balances for those same periods were 1.84%, 1.82%, and 2.02%, respectively. The duration of the investment portfolio at March 31, 2025, was approximately 5.1 years. The anticipated investment cashflows over the next twelve months is approximately $37.4 million. There were no investment purchases during the fourth fiscal quarter of 2025.

    Riverview’s yield on loans was 4.91% during the fourth fiscal quarter, compared to 4.97% in the preceding quarter, and 4.63% in the fourth fiscal quarter a year ago. “Loan yields declined during the current quarter compared to the prior quarter due to the impact on the loan yield in the prior quarter from the recognition of the loan prepayment and related loan fees. Compared to a year ago, loan yields have increased as a result of the current yield curve which has resulted in higher yields on loans when compared to the existing loan portfolio. We continue to explore opportunities to enhance our loan yield by expanding our commercial business portfolio offerings to include more variable rate loan structures,” said Mike Sventek, EVP and Chief Lending Officer. Deposit costs improved to 1.30% during the fourth fiscal quarter compared to 1.32% in the preceding quarter and increased compared to 1.00% in the fourth fiscal quarter a year ago. The increase from clients seeking higher deposit yields has moderated quarter over quarter compared to the increase from the fourth fiscal quarter a year ago given the relative change in the interest rate environment during those respective periods.

    Non-interest income increased to $3.7 million during the fourth fiscal quarter of 2025 compared to $3.3 million in the preceding quarter and $494,000 in the fourth fiscal quarter of 2024. Non-interest income during the quarter included a $261,000 BOLI death benefit. The fourth fiscal quarter of 2024 included a $2.7 million loss on the sale of investment securities from the balance sheet restructure. In fiscal 2025, non-interest income increased to $14.3 million compared to $10.2 million in fiscal 2024.

    Asset management fees were $1.5 million during the fourth fiscal quarter, compared to $1.4 million in both the third fiscal quarter and in the fourth fiscal quarter a year ago. Asset management fees from new client relationships more than offset a volatile market performance during the fourth fiscal quarter. Riverview Trust Company’s assets under management were $877.9 million at March 31, 2025, compared to $872.6 million at December 31, 2024, and $961.8 million at March 31, 2024.

    Non-interest expense was $11.4 million during the fourth fiscal quarter, compared to $11.2 million in the preceding quarter and $13.1 million in the fourth fiscal quarter a year ago. Salary and employee benefits, the largest component of non-interest expense, increased during the current quarter compared to the preceding quarter due to open positions being filled. Professional fees increased during the current quarter compared to the preceding quarter due to higher consulting fees. The efficiency ratio was 88.7% for the fourth fiscal quarter, compared to 87.6% for the preceding quarter and 144.9% in the fourth fiscal quarter a year ago. In fiscal 2025, non-interest expense was $44.3 million compared to $43.7 million in fiscal 2024.

    Riverview’s effective tax rate for the fourth fiscal quarter of 2025 was 21.5%, compared to 21.8% for the preceding quarter and (27.0)% for the year ago quarter.

    Balance Sheet Review

    Total loans increased $17.4 million during the quarter to $1.06 billion at March 31, 2025, compared to $1.05 billion three months earlier and increased $38.4 million compared to $1.02 billion a year earlier. Riverview’s loan pipeline was $41.1 million at March 31, 2025, compared to $49.1 million at the end of the preceding quarter and $18.4 million at March 31, 2024. New loan originations during the quarter increased to $49.4 million, compared to $31.1 million in the preceding quarter and $12.7 million in the fourth fiscal quarter a year ago.

    Undisbursed construction loans totaled $18.2 million at March 31, 2025, compared to $19.5 million at December 31, 2024, with the majority of the undisbursed construction loans expected to be funded over the next several quarters. Undisbursed homeowner association loans for the purpose of common area maintenance and repairs totaled $18.3 million at March 31, 2025, compared to $14.5 million at December 31, 2024. Revolving commercial business loan commitments totaled $48.9 million at March 31, 2025, compared to $46.9 million at December 31, 2024. Utilization on these loans totaled 28.90% at March 31, 2025, compared to 17.60% at December 31, 2024. The weighted average rate on loan originations during the quarter was 7.16% compared to 7.04% in the preceding quarter. Loan repricing and maturities with respective weighted average rate for fiscal year 2026 totaled $76.6 million with a weighted average rate of 4.65%. Looking ahead, loan repricing and maturities for fiscal year 2027 total $77.1 million with a weighted average rate of 4.03%, for fiscal year 2028 total $96.2 million with a weighted average rate of 5.42% and in aggregate for fiscal years after 2028 total $108.3 million with a weighted average rate of 6.09%.

    The office building loan portfolio totaled $110.9 million at March 31, 2025, compared to $113.4 million at December 31, 2024. The average loan balance of the office building loan portfolio was $1.5 million with an average loan-to-value ratio of 53.5% and an average debt service coverage ratio of 1.80x at March 31, 2025. Office building loans within the Portland core consist of two loans totaling $20.5 million which is approximately 18.5% of the total office building loan portfolio or 1.92% of total loans.

    Non-interest checking and interest checking accounts, as a percentage of total deposits, totaled 48.7% at March 31, 2025, compared to 46.8% at December 31, 2024, and 51.9% at March 31, 2024. The increase during the quarter was in part due to Riverview Bank reciprocation of $20 million of balances back from Riverview Trust. Riverview Bank had moved customer deposits to Riverview Trust as a higher yielding deposit alternative and those assets were all retained within the Company during the period of increasing interest rates. CDs decreased during the quarter as Riverview allowed higher cost CDs to run off. Total deposits increased $13.3 million during the quarter to $1.23 billion at March 31, 2025, compared to $1.22 billion at December 31, 2024, and were unchanged compared to a year ago.

    FHLB advances decreased $7.8 million during the quarter to $76.4 million at March 31, 2025, compared to $84.2 million at December 31, 2024. FHLB advances decreased during the quarter as a result of the increase in deposits.

    Shareholders’ equity increased to $160.0 million at March 31, 2025, compared to $158.3 million three months earlier and $155.6 million one year earlier. Tangible book value per share (non-GAAP) increased to $6.33 at March 31, 2025, compared to $6.20 at December 31, 2024, and $6.07 at March 31, 2024. Riverview paid a quarterly cash dividend of $0.02 per share on April 25, 2025, to shareholders of record on April 14, 2025.

    Credit Quality

    “Asset quality remains a priority during uncertain economic conditions, and we continue to closely monitor our portfolio mix, loan growth, and local and national conditions to maintain an appropriate allowance,” said Robert Benke, EVP and Chief Credit Officer. Non-performing loans, excluding SBA and USDA government guaranteed loans (“government guaranteed loans”) (non-GAAP) totaled $155,000 or 0.01% of total loans as of March 31, 2025, compared to $168,000, or 0.02% of total loans at December 31, 2024, and $173,000, or 0.02% of total loans at March 31, 2024. There were no non-performing government guaranteed loans at March 31, 2025, and one non-performing government guaranteed loan totaling $301,000 at December 31, 2024. At March 31, 2025, non-performing assets were $155,000, or 0.01% of total assets.

    Riverview recorded $22,000 in net loan recoveries for the current quarter. This compared to $114,000 in net loan charge-offs for the preceding quarter. Riverview recorded no provision for credit losses for the current quarter, or for the preceding quarter.

    Classified assets were $2.9 million at March 31, 2025, compared to $226,000 at December 31, 2024, and $723,000 at March 31, 2024. The classified assets to total capital ratio was 1.6% at March 31, 2025, compared to 0.1% at December 31, 2024, and 0.4% a year earlier. The increase in classified assets during the quarter was primarily due to one $2.0 million loan for which a plan is in place to either return to performing status or payoff. Additionally, there was a borrowing relationship with two loans totaling $725,000 that credit administration is working with the borrower to bring current or seek full payoff. Criticized assets were $48.5 million at March 31 2024, compared to $50.4 million at December 31, 2024, and $36.7 million at March 31, 2024. Criticized assets decreased during the current quarter compared to the prior quarter as a result of one loan payoff. The increase compared to a year ago was primarily due to one relationship that was moved to the criticized asset category as the loans go through probate. The Company does not anticipate any loss from this relationship.

    The allowance for credit losses was $15.4 million at March 31, 2025, December 31, 2024, and March 31, 2024, respectively. The allowance for credit losses represented 1.45% of total loans at March 31, 2025, compared to 1.47% at December 31, 2024, and 1.50% a year earlier. The allowance for credit losses to loans, net of government guaranteed loans (non-GAAP), was 1.51% at March 31, 2025, compared to 1.54% at December 31, 2024, and 1.58% a year earlier.

    Capital/Liquidity

    Riverview continues to maintain capital levels well in excess of the regulatory requirements to be categorized as “well capitalized” with a total risk-based capital ratio of 16.27% and a Tier 1 leverage ratio of 11.10% at March 31, 2025. Tangible common equity to average tangible assets ratio (non-GAAP) was 8.93% at March 31, 2025.

    Riverview has approximately $471.3 million in available liquidity at March 31, 2025, including $174.0 million of borrowing capacity from the FHLB and $297.3 million from the Federal Reserve Bank of San Francisco (“FRB”). At March 31, 2025, the Bank had $76.4 million in outstanding FHLB borrowings.

    The uninsured deposit ratio was 23.4% at March 31, 2025. Available liquidity under the FRB borrowing line would cover nearly 100% of the estimated uninsured deposits and available liquidity under both the FHLB and FRB borrowing lines would cover 163.7% of the estimated uninsured deposits.

    On September 25, 2024, the Company’s Board of Directors adopted a stock repurchase program. Under this repurchase program, the Company may repurchase up to $2.0 million of the Company’s outstanding shares of common stock, in the open market, based on prevailing market prices, or in privately negotiated transactions. Once the repurchase program is effective, the repurchase program will continue until the earlier of the completion of the repurchase or 12 months after the effective date, depending upon market conditions. During the fiscal fourth quarter, the Company repurchased 158,558 shares of common stock at an average price of $5.65. As of February 2, 2025, the Company had completed the full $2.0 million stock repurchase plan, repurchasing 358,631 shares at an average price of $5.53 per share.

    From April 21 to 24, the final stage of the All-Russian Student Olympiad in the field of “Production and Application of Construction Materials and Products” was held at the Nizhny Novgorod State University of Architecture and Civil Engineering.

    SPbGASU was represented by a team consisting of master’s students from the Faculty of Civil Engineering, Sofia Mikheeva and Anastasia Kim, under the supervision of Associate Professor of the Department of Construction Materials Technology and Metrology, Georgy Khrenov.

    To successfully solve the Olympiad tasks, both theoretical knowledge of building materials and skills in solving creative engineering problems were required. Our students confidently coped with the Olympiad tasks and took second place in the team standings, and Sofia Mikheeva took third place in the individual standings.   • MIL-OSI Russia: Towards Victory! Polytechnic remembers the heroes of the Great Patriotic War

    In honor of the 80th anniversary of the Victory, the Polytechnic University is organizing a large-scale program dedicated to the heroes who participated in the Great Patriotic War from among the students and teachers of the university. Special projects cover in detail the fates of those who defended the Motherland on the front lines, those who survived the siege of Leningrad, and those who, sparing no effort, worked for the coming victory.

    The SPbPU History Museum presents the project “The Institute That Survived the War”. It consists of nine chapters, each of which is dedicated to the students, teachers and staff of the Polytechnic University during the Great Patriotic War. The project describes the work of the military hospital in the Main Building, the transformation of the university for the needs of the front, the activities of defense workshops, scientific developments of scientists and the learning process during that difficult time, as well as the participation of polytechnics in military operations. All information is illustrated with historical photographs and archival documents. It can be read on the website or listened to in audio format. These unique stories will allow you to better understand the fates of people who stood at the forefront of scientific and social life during the war years.

    The Polytechnic University park has information stands telling about the history of the university during the war years and the role of the Polytechnics in the victory. Each stand has a QR code, which can be used to obtain additional information and listen to an audio recording.

    The exhibition “The Path to Victory” presents the fates of great graduates of our university – engineers who made a significant contribution to the development of technical equipment of the USSR army. The exhibition also tells about polytechnics awarded the honorary title “Hero of the Soviet Union” and about students who went to the front or worked in the rear. The exhibition can be viewed on the first floor of the Main Building.

    At the end of May – beginning of June, a historical exhibition will be organized on the territory of Fort Reef, which will tell about the graduates and teachers of the university who played an important role in the development of Kronstadt and strengthening its defensive positions.

    Also in May, Library No. 9 will host an exhibition dedicated to the events of the Great Patriotic War and to Daniil Granin, a 1940 graduate of the Leningrad Industrial Institute, after whom the library is named.

    The events of the Polytechnic University will be a bright event for everyone who is interested in the history of our country and wants to honor the memory of the heroes of the Great Patriotic War. On the eve of Victory Day, new unique elements of the exhibition dedicated to one of the outstanding polytechnicians will appear in the SPbPU History Museum.   • MIL-OSI Russia: More than 250 people wrote the “Victory Dictation” at SPbGASU

    On April 25, the annual international historical dictation on the events of the Great Patriotic War, “Victory Dictation”, was held within the walls of SPbGASU. According to the organizers, more than 250 students and employees of the university took part in it. More than two million people wrote it in all regions of our country and in 84 countries of the world.

    “Victory Dictation” was held simultaneously at three SPbGASU sites. Within 45 minutes, participants completed 25 tasks developed by leading historians of the country.

    Volunteer assistance in conducting the dictation was provided by activists of the all-Russian student project of Rosmolodezh “Your Move”, second-year bachelor’s students of the Faculty of Engineering Ecology and Urban Economy Victoria Marusey and Danil Ivanov. We asked them to share their opinions about the dictation, as well as to tell about their projects.

    “The dictation is our memory of the events of the war years. We must remember the feat of our ancestors,” Danil is sure.

    “Thanks to such events, young people learn more about history,” Victoria believes.

    Together with second-year undergraduate students of the Institute of Economics and Geophysics Alina Prikhodko and Anna Kozhina, Victoria is working on an environmental project within the framework of the “I Do” track, “Analysis of the state of soil and ground in St. Petersburg to assess the possibility of planting green spaces.” The result of the project will be an electronic map that visually displays the environmental state of various areas, as well as recommendations for planting plants. Information can be entered into the map by all interested city residents, and not only. “I have a special interest in ecology and strive to contribute to improving the environmental situation both in the city and in the country,” said the student, who is also the group leader.

    Danil Ivanov not only studies, but also works as a technologist in the company. As part of the “I Do” track, he is implementing the WaterTechnologies project, aimed at making the process of developing treatment facilities easier.

    “Any treatment facilities are very expensive and complicated. A lot of documents are created when implementing even simple water treatment plants for both drinking and technical purposes. The presence of such water treatment plants is the key to the development of any modern city. There are very few people who can and want to do such a complex task. They have a huge amount of work, and this overload causes burnout, inattention, which leads to errors. My project will help reduce the workload of each person, speed up the process of document development, reduce the influence of the human factor and make the water in our country a little cleaner,” the student said.

    One of the participants of the “Victory Dictation” was a fourth-year bachelor’s student of the construction faculty Zlata Zolotykh, who heads the “EcoTusa” project. The children collect waste paper and plastic caps, participate in city and all-Russian clean-up days.

    “This dictation is a very important event, and I am glad that so many of our students are here. The questions were interesting. I learned some things for the first time,” Zlata shared.

    “Victory Dictation”, aimed at increasing historical literacy and patriotic education of youth, is of particular importance in the year of the eightieth anniversary of the Great Victory and in the Year of the Defender of the Fatherland. At SPbGASU they do everything to instill in young people respect for the feat of our people during the Great Patriotic War.

  • MIL-OSI Russia: Worst result in 8 years – mortgage market predicted to face a severe rollback

    How will the mortgage lending market change in 2025?

    Experts’ forecast for issuance mortgage loans in Russia is disappointing – experts expect the worst result since 2016. As expected, in 2025:

    the number of executed mortgage agreements will decrease to 800 thousand, which will be 40% lower than last year’s level; the amount of issued loans will amount to 3.7 trillion rubles – a drop of almost 30%; the average bill will increase above 4 million rubles (a year earlier – 3.7 million rubles); an increase in the average payment is expected by 13% – up to 35 thousand rubles per month; the total volume of the banks’ mortgage portfolio, taking into account existing loans, will increase above the 20 trillion ruble mark.

    Why are mortgage loans being issued in Russia decreasing?

    Negative dynamics in the mortgage loan segment have been observed since mid-2024, amid the cancellation of the preferential mortgage program in new buildings. The decrease in demand for housing loans is due to the following factors:

    high interest rates, often exceeding 30%; worsening conditions for government-supported programs; tightening regulation of the industry by the Central Bank of the Russian Federation; popularity of installment programs from developers – such loans already account for up to 50% of all contracts; continuing growth in housing prices – apartments are becoming less and less affordable.

    “It is not profitable for Russians to take out mortgage loans – now many families planning to buy housing prefer to open savings accounts and deposits, expecting a reduction in rates in the industry,” experts emphasize.

    Current borrowers have also changed their payment behavior – early mortgage repayment is becoming less and less popular, and by the end of 2025, only 2% of contracts will be closed ahead of schedule. Russians have fewer and fewer incentives to repay loans early, especially against the backdrop of favorable conditions for savings products.

    When will demand for mortgages among Russians recover?

    It is definitely not worth expecting even a partial recovery of the industry in the coming months. As the survey results show, most Russians are ready to take out a mortgage if market rates fall to 15-18% per annum. Every fifth borrower in the Russian Federation is willing to consider getting a loan even at 20%, and every tenth citizen is waiting for a reduction to 10%.

    However, there are no prerequisites for such a serious revision of the conditions on the part of banks no – the regulator has been keeping the key rate at the current level for several meetings in a row.
