    The infrastructure of the reunited regions is being updated through the joint efforts of federal customers and the sponsor regions. There, 12 infrastructure facilities will be restored in 2025, Deputy Prime Minister Marat Khusnullin reported.

    “The city of Torez in the DPR is one of many examples of the joint work carried out by the sponsor regions and federal customers in the new regions. All of it is aimed precisely at raising the quality of life in them to the average Russian level as quickly as possible, and creating the necessary conditions for this. “The Single Customer” will repair the educational building of the medical college and the student dormitory here, Primorsky Krai will carry out repairs in school No. 24, modernize more than 7 km of water supply, renew the pressure sewer collector, put in order five sections of the city’s street and road network and the pedestrian zone on Pionerskaya Street,” said Marat Khusnullin.

    The Deputy Prime Minister added that more than 800 students will be able to study in comfortable conditions in the college’s educational building, and more than 150 people will be able to live in the renovated dormitory.

    “The college’s academic building and student dormitory were built in the 1970s and have never undergone major repairs since then. The builders will carry out work to strengthen the load-bearing structures of the buildings, repair the interior spaces, and renew the roof and utility systems,” said Karen Oganesyan, CEO of the public-law company “Single Customer in Construction.”

    The current agreement on the temporary suspension of import duties and quotas on Ukrainian exports to the EU – struck to support Ukraine’s economy in the face of Russian aggression – expires on 5 June 2025. The Commission has made it clear that rather than prolonging this temporary measure, it aims to find a permanent solution for liberalisation of trade with Ukraine by revising Article 29 of the EU-Ukraine Association Agreement[1]. However, little has been shared about the state of play and progress in negotiations with Ukraine.

    Clarity on the situation is needed, also for the economic stability of Member States, particularly these bordering Ukraine.

  • MIL-OSI Global: Europe’s elderly need migrant caregivers – whether we like it or not

    Who will care for your ageing relatives when you can’t? It’s a question that many families in Europe are having to answer, as demographic changes caused by Europe’s ageing populations become more deeply embedded.

    As loved ones get older or face long-term illnesses and disabilities, the demand for care is skyrocketing. But the workforce isn’t keeping up. One in five Europeans is already 65 or older, and by 2050, that number will hit 30%. This demographic shift will drive a 23.5% increase in demand for long-term care workers – but where will they come from?

    Right now, the numbers don’t add up. Europe’s long-term care sector employs around 6.3 million people, yet there is already a massive shortfall of carers. Millions of families are stepping in, with 44 million Europeans – mostly women – providing unpaid, informal care for elderly relatives. This burden is neither sufficiently acknowledged nor sustainable. Our recent research shows the extent to which migrant care workers bridge this gap.

    Across the EU, nearly 10% of long-term care workers are foreign-born. Some come from within the EU, but many arrive from South America (20%), Africa (12%), and Asia (10%). Once in Europe, they plug a critical gap in the care system, taking on jobs that local workers won’t or can’t do.

    Despite their essential role, migrant care workers frequently suffer poor treatment. Many work on temporary contracts, earning lower wages than their European counterparts and contending with exploitative conditions. Some work in undeclared jobs, leading to informal roles with no legal protections, making them vulnerable to abuse.

    In Norway, migrant carers tend to be given lower-status jobs, even when their qualifications match or exceed those of their local colleagues. They are also perceived as less professional, despite their experience and training. In Germany, a family hiring a Polish caregiver through an agency was shocked to learn she received just €1,000 (£860) per month, while they were paying €2,800 (£2400) – with the agency pocketing the difference.

    In some EU countries, restrictive immigration policies make things harder for migrant care workers. In Cyprus and Malta, for example, migrant care workers on temporary visas are denied access to social benefits, even after years of service. Many also struggle with language barriers, making it harder to assert their rights or have their qualifications recognised.

    Labour shortages

    Nearly all EU countries face critical labour shortages in long-term care. The problem is worse in lower-income EU countries, where attracting and retaining care workers is more difficult. Low wages and difficult working conditions make these jobs unattractive to locals, pushing many to seek employment in western European countries with better pay.

    The disparities are stark. In the Netherlands, long-term care workers earn 96% of the national average hourly wage. In Bulgaria, it is just 62%. Many eastern European and Baltic states also suffer from a lack of home care services, forcing families to rely on underfunded nursing homes or informal, unregulated care.

    The European Commission introduced the skills and talents package in 2022, to improve conditions and legal migration processes for workers in sectors with shortages. This included a proposal for the EU Talent Pool – a digital platform to connect employers in the EU with skilled workers from non-EU countries. The European Parliament’s civil liberties committee endorsed the plan in March of this year, paving the way for a new approach to international recruitment.

    If properly implemented, this initiative could help fill Europe’s care workforce gap and provide a legal, structured pathway for skilled migrants to join the sector. But public resistance to migration remains a huge barrier.

    Anti-immigration sentiment

    Europeans want their elderly relatives to receive quality care, but many are unwilling to accept that foreign workers are one of the ways to make that happen. This tension between public attitudes and economic realities threatens the future of long-term care in Europe.

    Research shows that western European Millennials (born 1982–1991) are now more anti-immigrant than those born between 1952–1961.

    The EU recognises the need for foreign workers, yet politicians are reluctant to make the case publicly. Public attitudes towards migration remain deeply divided, with preference often given to migrants from other EU countries or from Ukraine, following Russia’s 2022 invasion.

    The EU’s reliance on migrant care workers will only increase in the coming decades. However, simply recruiting more foreign workers is not a sustainable solution unless the system itself changes.

    Several measures could help ensure that migrant care workers receive fair treatment. Firstly, introducing a specific care visa for non-EU workers would ensure they have legal status and job security. Stronger legal protections against exploitative contracts and unfair wages are necessary. And making it easier to recognise foreign qualifications would allow skilled workers to take on roles that better match their experience.

    Fairer wages and working conditions are essential to attract and retain both migrant and local workers. International cooperation between the EU and third countries could also create ethical, regulated migration pathways.

    The bottom line is this: Europe’s population is getting older, and without migrant workers, millions of families will struggle to find care for their loved ones. Europe must support and protect workers, both migrant and local, in the care system for its own sake.

  • MIL-OSI Russia: Make way for the young! Polytechnicians awarded for participation in the project “Contract Manager of St. Petersburg”

    The first stream of the project “Contract Manager of St. Petersburg. Make Way for the Young”, aimed at training young specialists in the field of procurement, has ended. The award ceremony for the best participants took place in the Nevskaya Town Hall. The project was implemented by the Committee for State Order of St. Petersburg together with the Committee for Civil Service and Personnel Policy of St. Petersburg, as well as the electronic platform “RTS-tender”.

    Participants were given the opportunity to master the sought-after profession of contract manager for free. More than 400 people from three universities of St. Petersburg took part in the project. 172 specialists reached the final, who were awarded certificates and memorable prizes. Teachers and students of the Institute of Industrial Management, Economics and Trade of SPbPU took an active part in the project.

    The absolute winner, who scored the maximum number of points, was Ekaterina Minina, a student majoring in Economic Security at the Higher School of Public Administration at IPMET.

    Chairman of the Committee on State Procurement of St. Petersburg Denis Tolstykh, Deputy Chairman of the Committee on State Service and Personnel Policy Igor Murashev and Director of the North-West Branch of RTS-tender Nikita Avvakumov expressed their gratitude for participation in the first stream. They noted that a specialist in state procurement is a sought-after profession that requires unique skills and a creative approach, thanks to which the project participants now have a competitive advantage in the labor market.

    I congratulate all the participants and organizers on the successful completion of the first stream of the project. This is an important event for all the participants who invested their efforts, ideas and desire in development and created a solid foundation for their future careers. I can say that the project is already attracting the attention of other authorities interested in students and graduates of universities, – noted the Vice-Rector for Additional and Pre-University Education of SPbPU Dmitry Tikhonov.

    Our university has become the most representative in terms of the number of participants. The project attracted students from a wide range of fields and levels of study. It is very important that the participants receive not only theoretical training, but also practical experience in city government bodies, a chance to get into the personnel reserve, which will increase their chances of employment. Our final goal was, of course, to help graduates find work in the field of public procurement in St. Petersburg — noted the project coordinator from SPbPU and the head of the educational program “State and Municipal Administration”, associate professor of the Higher School of Public Administration IPMEiT Marina Ivanova.

    Participants will be assessed by the Committee for Civil Service and Personnel Policy of the Government of St. Petersburg within the framework of the city’s youth personnel reserve. The best students will have the opportunity to apply their knowledge and skills in practice, working in contract services or representing suppliers at tenders.   • MIL-OSI Russia: Today, the 63rd International Scientific Student Conference opened at NSU — MNSC

    Today, the 63rd International Scientific Student Conference started at Novosibirsk State University. This year, more than 3,100 participants registered for the largest such event beyond the Urals, more than 2,800 of them passed the scientific selection. More than half of the participants are representatives of NSU, the number of participants in school sections increased to 453, which is 16% of the total. 40% of students and young scientists represent other universities in Russia.

    The MNSC has a wide geography of participants. Thus, this year, schoolchildren, students and young scientists from 40 regions of Russia, as well as participants from abroad – Kazakhstan, Uzbekistan and Belarus – will present their reports at the conference.

    Sergey Golovin, director Advanced Engineering School of NSU, delivering a welcoming speech, drew attention to the interest of out-of-town students in the university and the opportunities provided by the Akademgorodok ecosystem:

    — I am very glad to see that half of the guys are not from NSU, and this is very good, because you consider the university and our conference as a platform where you can come and discuss many interesting things. We are located in a unique place — in the Akademgorodok of Novosibirsk. In this relatively small area there are more than 30 research institutes and more than 5,000 research staff work on a variety of topics. It is also very important: there is a Technopark on our territory, it is one of the most successful in Russia, because it was created on the initiative of those innovators, those companies that wanted this technopark to appear. Now it has more than 350 residents who earn more than 50 billion rubles a year. Being in such an ecosystem, of course, everyone who studies here and everyone who comes here has very great opportunities to develop themselves and implement their projects through this ecosystem.

    The conference will be held in 46 sections and 143 subsections. This year, two new sections have appeared: “Intercultural Communication and Translation” and “Romano-Germanic Philology and Theory of Language”.

    It is important that in recent years, not only schoolchildren, students and young scientists, but also representatives of companies, partners of the university, have taken part in the events of the MNSC. And this is no coincidence, since NSU does a lot to build closer cooperation with the real sector. The university is integrating into the socio-economic agenda and is more actively working on solving industrial problems, replicating the experience of many years of successful interaction with research institutes to high-tech companies.

    This transformation in the university’s strategy was noted by Igor Marchuk, Dean Faculty of Mechanics and Mathematics of NSU:

    — Now the country faces the task of achieving technological leadership, it is impossible to solve this task without science. I am sure that your reports, many of the results that will be presented, will serve to achieve this goal. Now it is important to link science and production, to work in closer connection with the real sector. Thus, at the NSU Mathematical Center, we are just beginning to work in such a product logic, although for mathematicians it is not so easy, since we mainly have theorems, proofs, algorithms. Nevertheless, we know many examples when the results of scientific research have a significant impact on the development of industries. Thus, we are now in the auditorium of the NSU Faculty of Economics — the Leonid Vitalyevich Kantorovich auditorium. He is an outstanding mathematician, who is a Nobel laureate in economics. The results of his work have had a huge impact on technology.

  • MIL-OSI Russia: A house under the renovation program will appear in Tagansky District

    The project of a residential building, which will be built under the renovation program in the Central Administrative District of the capital, has been approved. This was reported by the Chairman of the Moscow City Committee for Pricing Policy in Construction and State Expertise of Projects (Moskomexpertiza) Ivan Shcherbakov.

    “Mosgosexpertiza has issued a positive conclusion to the project of an apartment building under the renovation program in the Tagansky District. According to the documentation, the building is planned to be built on the site of a vacated five-story building at the address: 2-ya Dubrovskaya Street, Building 1,” said Ivan Shcherbakov.

    The house will consist of one section. It is designed to have 108 apartments. The first floor will house a pram room, a concierge room, a mailbox room and an elevator hall, as well as non-residential commercial and public premises with individual entrances from the street. The basement will be used for technical needs – there will be a pumping station, electrical panels and an individual heating point.

    The project complies with modern fire safety standards. In particular, the building will have a smoke-proof staircase, and the elevator units will be separated from the intra-apartment corridors by fire doors. In addition, the building will have an elevator with a fire brigade transportation mode. All premises, including apartments, will be equipped with automatic fire alarm systems.

    Previously Mayor of Moscow told on resettlement under the renovation program in the Timiryazevsky district.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Earlier, Sergei Sobyanin instructed to double the pace of implementation of the renovation program.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

  • MIL-OSI Russia: Daily summary of the Berlin offensive operation

    Exactly 80 years ago, on April 16, 1945, the Berlin Strategic Offensive Operation began, ending the Great Patriotic War with the complete and unconditional victory of the Soviet Union over Nazi Germany.

    The Guinness Book of Records lists this operation as the largest-scale battle in world history. About 3.5 million people, 52 thousand guns and mortars, 7,750 tanks and 11 thousand aircraft took part in it on both sides. The German capital was attacked by forces from three fronts: the 1st Belorussian under the command of Georgy Zhukov, the 2nd Belorussian under the command of Konstantin Rokossovsky and the 1st Ukrainian under the command of Ivan Konev.

    The scale of the operation is clearly described by Zhukov in his book “Memories and Reflections”: “On the first day, 1,197,000 shots were planned for artillery alone, but in fact 1,236,000 shots were fired. Think about these numbers! 2,450 train cars of shells, that is, almost 98 thousand tons of metal fell on the enemy’s head.”

    On April 16, at exactly 4 a.m., the final chord of retribution for Germany’s treacherous attack sounded – the code signal “Rodina” swept through the communication lines and the battle began. Having recovered from the first artillery barrage, the Germans put up serious resistance, the Soviet tanks got bogged down in heavy fighting and were unable to outpace the infantry.

    On April 17, as a result of bloody battles, the Seelow Heights, 50-60 kilometers from Berlin, were taken; they were considered by the German command to be the most reliable line of defense.

    On April 18, the Red Army began to cross the Ost-Oder.

    On April 19, the breakthrough of the entire Oder defensive line was completed.

    On April 20, Soviet long-range artillery began shelling Berlin.

    On April 21, troops of the 1st Belorussian and 1st Ukrainian Fronts reached the eastern and southern outskirts of the city, respectively. The first street battles began.

    On April 22, the German command transferred troops of the Frankfurt-Guben group from the Western Front to stop the envelopment of Berlin from the north. This attack was repelled by Soviet troops with the help of the 2nd Polish Army.

    On April 23, during particularly fierce battles, the 9th Rifle Corps of Major General Ivan Roslov captured the Karlshorst and Kölönig areas, and immediately crossed the Spree River, where the Dnieper military flotilla was already operating.

    On April 24, in the southeast of Berlin, in the Bonsdorf area, troops of the 1st Belorussian and 1st Ukrainian fronts met, encircling the German Frankfurt-Guben group.

    On April 25, the troops of the same fronts united in the Ketzin area, encircling the enemy’s Berlin group. At the same time, the famous meeting on the Elbe with the troops of the 1st US Army took place.

    On April 26, the two-day air operation “Salute” ended, during which 1,222 tons of bombs were dropped on the central districts of Berlin to suppress the enemy – 70 tons per square kilometer.

    On April 27, the assault on the central districts of the German capital began – the city front stretched from the southeast to the northwest in a narrow strip 16 km long and 2-3 km wide. The Red Army seemed to be plunging into the capital of Germany with a bayonet.

    On April 28, the commander of Army Group Vistula, Gotthard Heinrici, ordered his troops to retreat, for which he was removed from command and later surrendered to British troops. Meanwhile, the Russians reached the Reichstag area.

    On April 29, the Moltke Bridge leading to the Government Quarter of Berlin was captured.

    April 30 – German Fuhrer Adolf Hitler committed suicide. On the same day, the Frankfurt-Guben group, the largest German unit at the time, numbering about 200 thousand soldiers, was liquidated. The Ministry of Internal Affairs building next to the Reichstag was captured. Red flags also began to rise over the Reichstag itself. There was more than one Victory Banner; a total of nine special flags were prepared for the Red Army assault groups.

    On May 1, the German government announced Hitler’s death and offered to conclude a truce, but did not agree to an unconditional surrender. The storming of the Government Quarter resumed.

    On May 2, still at night, a radio message in Russian arrived at the headquarters of the 1st Belorussian Front asking for a ceasefire. At 6 a.m., after brief negotiations, the commander of the Berlin defense, Helmut Weidling, surrendered and signed the capitulation order. The units that refused to surrender were destroyed by the end of the day.

    Thus ended the Berlin offensive operation. And although the capitulation of all of Germany was still ahead, it was already a matter of time. The main result of the battle was the destruction of the last large forces of Germany and the capture of its top leadership, as well as the liberation from captivity of hundreds of thousands of civilians of the Soviet Union and many European countries. About 1 million Red Army servicemen were awarded the Medal “For the Capture of Berlin”.     “In our Moscow Longevity Centers, we create all the conditions for senior residents so that they can not only have an interesting time, but also actively take care of their health – physical, cognitive and emotional. These are spaces that are organized according to a single principle and equipped with everything necessary – from gyms and culinary studios to libraries and media rooms with computers. Less than a month ago, together with the Federal Medical and Biological Agency of Russia, we launched a unique program to preserve cognitive functions and psycho-emotional health for residents of the “silver” age. More than 20 thousand people have already signed up for classes. To make it easier for participants to plan intellectual and sports leisure, we decided to introduce new areas of classes and a single schedule in the Moscow Longevity Centers to make leisure planning even more convenient,” said Anastasia Rakova.

    “Longevity Charging” and Smart Training

    The schedule was designed to take into account the life rhythms and needs of older Muscovites: physical activity in the morning, intellectual and educational activities in the afternoon, and a cultural program in the evening. New features in the unified calendar of activities include daily exercises and rhythmic exercises, as well as smart workouts called “Let’s Go and Listen!”. Participants can exercise while listening to fascinating lectures, audiobooks, podcasts, or music.

    The schedule covers all areas important for maintaining activity and interest in life in old age: from physical education and health to culture and communication.     Computer Literacy and Health Schools

    Every day from 12:00 to 14:00, the centers are visited by MFC employees who help participants in the Moscow Longevity project receive the necessary government services without waiting and queues. The 100 years of Ivan Andreevich’s life encompassed an entire era, which included noble teaching work, fiery front-line roads, and many years of impeccable service in the Armed Forces of the country,” the Mayor of Moscow wrote.

    For his frontline exploits and peacetime labors, the veteran was awarded numerous state awards, one of which was the title of honorary citizen of the city of Moscow.

    Ivan Slukhay was born on December 5, 1924 in the village of Uspenka, Zilairsky District, Bashkir ASSR. At the age of 16, he became the head of an elementary school in the village of Buzuluk, Orenburg Region, and the secretary of the district Komsomol committee.

    In 1942, he joined the people’s militia and after an accelerated training course, he ended up at the front near Stalingrad. In one of the battles, together with his comrades, he destroyed a group of German troops. On the approaches to Belgorod, Ivan Slukhai was already in command of a company, and on the day of the liberation of Belgorod and Orel, he received his first Order of the Red Star. He met the victory in the Great Patriotic War in Austria.

    For his valiant service, Ivan Slukhai was awarded four Orders of the Red Star, two Orders of the Red Banner, the Order of the Patriotic War of the first and second degrees, and the Order of Service to the Motherland in the Armed Forces of the USSR of the third degree.

    After the war, Ivan Sluhai served in the USSR Armed Forces for 45 years, 40 of which were in the air defense forces. He retired with the rank of major general.

    In reserve, Ivan Slukhai devoted himself to public activities. Since 1996, he headed the Moscow public organization of veterans of the Great Patriotic War, veterans of combat operations, military service and labor veterans. With the assistance of the organization, patriotic events were held, museums of military and labor glory were opened in schools and universities, and the memories of war participants were recorded. In 2013, Ivan Slukhai’s book about the history of the creation and military exploits of the Moscow people’s militia during the Great Patriotic War was published.

    In 2016, the hero was awarded the title of “Honorary Citizen of the City of Moscow.” In December last year, the veteran celebrated his 100th birthday.

    The residential complex was built under the renovation program in the Eastern Administrative District of the capital. It is located in the Izmailovo district at the address: Nikitinskaya Street, Building 5.     The new building is designed with high standards of comfort in mind: it has spacious apartments with glazed balconies, underground parking, and a landscaped area around the building.

    “The two-section residential complex has 210 apartments with finished, improved finishing according to the renovation program standards. Their total area is over 11 thousand square meters. Modern elevators with a lifting capacity of one thousand and 400 kilograms are installed in the entrances, and on the first floor there are rooms for concierges, a stroller room and mailboxes. For the convenience of residents, two children’s playgrounds and one sports ground, recreation areas with benches are equipped. Not far from the residential complex is the Izmailovskaya metro station, as well as educational institutions, a film studio, a sports complex, state and private clinics, shops and cafes,” said Vladislav Ovchinsky.

    The State Construction Supervision Committee (Mosgosstroynadzor) issued a conclusion on the compliance of the constructed facility with the approved design documentation. During the entire construction cycle, the committee’s inspectors conducted on-site inspections, assessing the quality of the work and materials used – a total of 11 control and supervision activities took place. Instrumental control was carried out by specialists from the subordinate Expertise Center. This guarantees the quality and safety of the building after it is put into operation, the head of the department noted. Anton Slobodchikov.

    The facades of the house are faced with ceramic bricks, and they are equipped with baskets for air conditioners. The entrances are decorated with stained glass.

    “For the finishing of the residential complex, natural shades were used – graphite and brown with a “melange” effect, the laconic range of facades was diluted with white inserts in the window openings,” noted the chief architect of the capital, first deputy chairman of the Committee for Architecture and Urban Development (Moskomarkhitektura)

    The area around the house was improved: trees and bushes were planted, lawns and flower beds were laid out. For the comfort and safety of residents, outdoor lighting and video surveillance systems were installed.

    Previously Mayor of Moscow told about the relocation of residents of the Timiryazevsky district to houses built under the renovation program.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Sergei Sobyanin ordered to increase the pace of implementation of the renovation program has doubled.

    The Institute of Secondary Vocational Education of SPbPU held the defense of a student research paper, “Leningrad Lunch,” which became part of the St. Petersburg government project, “St. Petersburg Cuisine.”

The guys also prepared a “Leningrad Lunch” using recipes from a collection of USSR recipes and 19th century cookbooks by Ignatius Radetsky and Pelageya Aleksandrova-Ignatyeva, thereby emphasizing the peculiarity of Leningrad cuisine, which has preserved the culinary traditions of St. Petersburg cuisine. The guests were served Leningrad-style fish, Novinka cutlets, herring forshmak, Ladoga salad, Leningrad cake, Yeralash multilayer jelly and ice cream.

    The event was attended by the First Deputy Chairman of the Committee for External Relations of St. Petersburg, head of the “St. Petersburg Cuisine” project, Sergei Markov.

    On March 30, the final stage of the Siberian Geological Olympiad ended at Novosibirsk State University, bringing together schoolchildren from all over Siberia and the Urals. Participants demonstrated their knowledge of geology, exchanged mineralogical findings and visited Scientific and educational center “Evolution of the Earth”, taking a step towards a future career in science and geological exploration.

    How the Olympiad was held: first, schoolchildren sent their own research on one of the proposed topics. For example, in 2024, the children were asked to complete work related to “mineralogy and petrography”, “the evolution of the organic world and climate in the history of the Earth” and other topics. The author’s personal contribution, the originality of the topic and presentation of the material, the degree of fulfillment of the goals and objectives set in the work, as well as literacy were assessed. After summing up the results of the correspondence round, for three days, the invited schoolchildren from the 5th to the 11th grades immersed themselves in the study of geology. In addition to the Olympiad tasks, which consisted of the oral and written rounds, the children participated in master classes and seminars. During master classes with NSU teachers, the children observed the extraction of gold from ore, examined all stages of 3D printing and much more, and the seminars allowed them to apply the knowledge they had gained in practice.

    — At first, we introduced only popular science lectures: we took schoolchildren to geological laboratories of scientific institutes of Akademgorodok, to various museums. This year, master classes and popular science seminars for schoolchildren appeared. At first, the children did not really understand what it was. We tried to reconstruct a simplified seminar, but intended for schoolchildren, so that they would feel a little like students and understand what it is like to study with us. This is an open dialogue: in the master class, we simply show – they repeat, and at the seminar we show how scientists, teachers and students of the Faculty of Geology and Geology obtain this knowledge. We helped the children master a piece of knowledge that is not yet available to them in geological clubs, — said Olga Khokhryakova, candidate of geological and mineralogical sciences, senior lecturer Faculty of Geology and Geophysics of NSU.

    The Olympiad is special in that the priority for evaluation is not so much knowledge as the ability to think logically, the ability to build a sequence of conclusions from ignorance with the help of erudition and horizons in order to arrive at a final answer, even if it is incomplete or not entirely correct.

    — Two years ago I already tried my hand at this competition, but it didn’t work out then. That failure became valuable for me — I analyzed my mistakes and purposefully worked to make my application stronger this time. I decided to try again because I believe in the importance of my scientific work.

    I plan to use the grant to purchase a powerful computer for quantum chemical calculations. The new equipment will allow me to perform more complex and resource-intensive calculations and will significantly speed up my work, – Veronika Komlyagina shared her experience.

    As the student says, the selection for Alpha Chance consisted of one stage. It was necessary to prepare a detailed motivation letter, where Veronika talked about her scientific interests, goals and principles. A separate letter about hobbies was also required, in which the student shared information about her sports achievements, additional education received and other various life activities. In addition, it was necessary to provide documents confirming achievements – scientific publications, diplomas from conferences and competitions, sports awards. The student paid special attention to significant publications.

    — I am incredibly happy with this victory! It proves that persistence and working on mistakes really do lead to success. My advice to future participants:

    1. Don’t be afraid to apply to this and any other competitions, even if it seems like the competition is high.

    2. Pay special attention to motivation letters – they should reveal your personality and can bring a significant number of points to your grant application.

    3. Systematize the grant application – divide all the files into folders, give clear names to each file, so it will be easier for experts to evaluate the application, – Veronica shared her emotions and advice.

    Maxim Yemelyanov also persistently pursued his goal – he applied for the Alpha-Chance scholarship for several years in a row and finally achieved a result.

    — For the competition for the Alpha-Chance scholarship, I recorded a video business card, where I spoke in detail about my achievements, goals and hobbies. Receiving the scholarship will help me improve my professional competencies and reach a new level in my work.

Based on the results of the examination of the initial maximum prices of contracts (agreements), the city managed to reduce it and save 13.8 billion rubles of budget funds,” emphasized Maria Bagreeva.

    In total, from 2015 to March 31 of this year, over 45 thousand expert opinions on public procurement were issued, the total amount of which exceeded nine trillion rubles. According to the results of the NMCK(D) examination, the city saved 543 billion rubles.

    The examination of the NMCK(D) in the capital, with the exception of purchases for current repairs, improvement, construction of pedestrian zones, demolition, local events and repair and restoration work, is carried out by Department of Economic Policy and Development of the City of Moscow.

    Coltsfoot

    Coltsfoot is a perennial herbaceous plant that blooms in early spring, starting in March. It appears on open and well-warmed southern slopes free of snow. The flower can be found in all natural areas of the capital.

    In Russia, the plant was dubbed coltsfoot due to the characteristics of its leaves: the fluffy and soft underside is the mother, and the smooth and cold upper side is the stepmother. The flower is considered a particularly valuable early spring honey plant, providing bees with nectar and pollen.

    Bluebells

    In the fauna reserve “Dolgie Prudy” you can find the blue-flowered squill. Its vegetation period is very short: from the emergence of sprouts to the formation of seeds, several weeks pass, then the above-ground part gradually dies, and the underground part – the bulb – plunges into a state of rest until the next spring. The squill reproduces not only by seeds, but also vegetatively: small shoots form on the mother bulb, which in a couple of years become full-fledged adult plants.

    Several species of scilla are common in Moscow, the most common of which are the two-leaved scilla and the Siberian scilla. The Siberian scilla can be found in the Ostankino Natural and Historical Park.

    Corydalis

    There are several hundred varieties of Corydalis, herbaceous perennials, in the world. Three species: Corydalis intermedia, Corydalis dense, Corydalis marshallii are listed in the Red Book of Moscow under the second category of rarity. They grow in valleys and on river slopes, love the light and almost do not tolerate competition with other grasses, such as Carex pilosa.

    You can tell the Corydalis apart by the color of their flowers. The intermediate Corydalis has pink flowers, the dense Corydalis has blue or dark lilac flowers, and the Marshall Corydalis has yellow flowers. The plant usually blooms in April-May.

    Corydalis intermedia can be seen in the Bitsevsky Forest and in the Losiny Ostrov National Park. Corydalis dense is found in the Medvedkovsky Nature Reserve and the Dolgie Prudy Faunistic Reserve, as well as in the Troekurovsky Forest. Corydalis marshaliana grows in the Bitsevsky Forest and on the territory of TiNAO.

    Lungwort obscure

    Lungwort is one of the earliest honey plants. It is listed in the Red Book of Moscow under the third category of rarity. Lungwort, like many other rare early flowering plants, can be found on the territory of the Losiny Ostrov National Park. Its flowers have a rare property: over time, they change color from pink to blue. The flower was called Lungwort because of the large amount of nectar. The scientific generic name of Lungwort pulmonaria comes from the Latin pulmo (lung) and is associated with the use of plants of this genus to treat lung diseases.

    Anemone ranunculus

    Anemone ranunculaceae is a perennial plant with bright yellow flowers. It can live for 50 years, although there are older specimens. The reason for this is the branching rhizome, which forms independent sections from which practically autonomous clone plants grow. Anemone usually blooms in early May. It can be found in all natural areas of the capital.

    Goose onion yellow

    Goose onion is a perennial forest plant with yellow flowers. It blooms in the sixth year of life. This happens from mid-April to mid-May, and the fruits ripen in June. The flower is named so for a reason: geese like to pluck it, and therefore its second name is goose onion.

    Yellow goose onion grows in the Losiny Ostrov National Park, Izmailovsky Forest Park and Bitsevsky Forest.

    Marsh marigold

    Marsh marigold is listed in the Red Book of Moscow under the third category of rarity. This coastal-aquatic perennial plant with wide round leaves and small yellow flowers can be seen in secluded places. Marsh marigold feels good on the banks of small rivers, in oxbow lakes, hollows, in swamps or meadows with moist soil. In favorable conditions, the flower can grow strongly and compete quite successfully with other plants.

    Marsh marigold is found in the Altufevsky complex reserve, the Setun River Valley and Medvedkovsky nature reserves, the Ostankino and Pokrovskoe-Streshnevo natural and historical parks, and in the territories of the Chermyanka River Valley from Dezhnev Passage to the Mouth and Skhodnenskaya Bowl natural monuments.

    Spring celandine

    Cestyak vernalis is a perennial herbaceous groundcover plant. Cestyak, or spring buttercup, produces a large amount of pollen, so it attracts the first awakening pollen-eating beetles, flies and bees. In early spring, it is covered with bright yellow star-shaped flowers. By the time leaves and buds appear on the branches of the bushes, the buttercup almost completely disappears until the following spring. You can see it in the Bitsa forest.

    Common wood sorrel

    Wood sorrel is a small plant, better known as hare’s cabbage. Its delicate leaves are cut into three parts, resembling animal ears, hence another name – hare’s ears. In dry and hot weather, the leaf blade folds in half to reduce water loss. It usually blooms in May-June. Wood sorrel can be found, for example, in the Izmailovsky forest park. In spruce forests, it forms a solid carpet with small, clearly visible white flowers.

    From January to March of this year, almost 7.6 thousand city residents became owners of comfortable housing under the renovation program. This was reported by the Minister of the Moscow Government, head of the capital’s Department of City Property Maxim Gaman.

    “Muscovites in the east of the city were the most active in signing contracts for housing in new buildings in the first quarter of this year. Over 2.7 thousand people became owners there in three months. Almost 1.5 thousand people received keys to comfortable apartments in the north, and over 1.1 thousand in the southeast. At all stages – from inspecting the housing to moving – participants in the renovation program are consulted by employees of information centers. This allows future new residents to resolve all issues related to resettlement as easily and as quickly as possible,” said Maxim Gaman.

    In January, the number of people who signed contracts was about 1.9 thousand people, in February – almost a third more, already 2.7 thousand. In March, contracts were signed by about three thousand city residents. All of them received apartments with improved finishing, plumbing and lighting fixtures.

    Modern residential complexes are built taking into account the criteria of a barrier-free environment. On the ground floors of new buildings there are rooms for concierges, pram rooms, as well as premises in which shops, service enterprises and social facilities will be opened.

    The areas around the new houses are landscaped, and the courtyards are equipped with children’s and sports playgrounds.

    The application campaign for participation in the weekend fairs ended at the end of March. In total, more than a thousand trading places were distributed.

    Rotation occurs four times a year: participants from more than 40 regions of the country get the opportunity to take a place at the market for free, and regular sellers – to change the trading site. This season, as usual, Moscow weekend fairs have been replenished with new producers ready to offer residents of the capital high-quality and fresh products.

    Farming with a social mission

    Among the new participants is farmer Georgy from the Kirov region. He brings vegetables and fruits to Moscow. The man has been involved in agriculture for many years, and participation in weekend fairs gives him the opportunity to present his goods at the capital market.

    For Georgy, farming is not just a business, but an opportunity to contribute to the development of society. In addition to growing organic vegetables on their own plot, he and his brother are actively involved in the life of their region. Together with fellow villagers, they regularly organize the collection of humanitarian aid for the servicemen of the special military operation (SVO) – from long-term storage products (stewed meat, lard, honey, pickles) to warm clothes and essential goods.

    “Our parents raised us like this: if you can help with something, you should help. I try to show this to my children by my own example. They themselves already remind us when the next shipment is planned, help to collect food and things,” says Georgy.

    In addition to sending humanitarian aid to the front lines, farmers also support the families of SVO fighters: they send food packages and do minor household repairs. The initiative has already united dozens of local residents: some are engaged in procurement, and others – in delivery.

    The capital’s fairs feature products from more than 40 regions of Russia. Each supplier guarantees the quality and freshness of the goods, and specialists Veterinary Committee of the City of Moscow check them before sending them to the counter.

    The 5th Guards Fighter Aviation Berlin Red Banner Order of Bohdan Khmelnitsky Regiment (5th GIAP) became the most effective air combat unit of the Great Patriotic War. The pilots carried out over 15 thousand combat sorties, destroyed over 700 enemy aircraft, inflicted great damage on ground troops, and collected important intelligence data.

    The profession of a pilot was extremely popular and in demand in the USSR in the first half of the 20th century. The exploits of its representatives had a huge impact on the younger generation: the flight of Valery Chkalov, the rescue of the Chelyuskinites, in which the future head of the first cosmonaut detachment Nikolai Kamanin took part, the dropping of the Victory Banner on the roof of the Reichstag (for this the 5th GIAP received the title of “Berlin”). Yuri Gagarin in his autobiography described a meeting with pilots during the occupation and his admiration for these amazing people: “In the morning the pilots flew away, leaving behind bright memories. Each of us wanted to fly, to be as brave and beautiful as they were. We experienced some strange, unknown feeling.” The first cosmonauts, whose childhood fell on the war years, became military pilots – thus the baton of heroes was passed on.

    The exhibition is based on the story of two people united by the goal of preserving the memory of the heroic past of their ancestors: the son of ace pilot Ivan Laveykin, Hero of the Soviet Union, USSR pilot-cosmonaut No. 61 Alexander Laveykin, and the great-grandson of sniper Vasily Zaytsev, Vladimir Donshin.

    Visitors will see the squadron’s authentic battle flag — a sacred symbol of the regiment, personifying the glory and valor of the military unit. Descendants of the heroes will help them learn their stories: the exhibition will feature documentary and photo materials, personal belongings, including priceless relics — uniforms and awards. One of the sections of the exhibition will be a large-scale video installation, which combines newsreel footage and fragments of the film “Only Old Men Are Going to Battle”. Among the artifacts on display is the heart of the legendary combat vehicle, the fiery engine. At the end of the exhibition, you can learn the story of the feat of Pyotr Kalsin, who was nominated for the title of Hero of the Soviet Union, but did not have time to receive the award, as he went missing.
