    Challenges to media freedom in the OSCE region: UK statement to the OSCE, April 2025

    Ambassador Neil Holland recalls the vital contribution of media freedom to security in the OSCE region, and calls on Russia, Belarus and others to live up to their OSCE commitments.

    Thank you Mr Chair. And welcome back to the Permanent Council in your new capacity, dear Jan.   

    In this fiftieth anniversary year, I want to start with the Helsinki Final Act. In 1975 our predecessors accepted citizens’ right to seek, receive, and impart information and ideas.  Free, independent and pluralistic media should be at the heart of our societies and our shared security. Sadly we are still far from realising our predecessors’ ambition when it comes to media freedom and other fundamental freedoms in our region.    

    We believe early warning sits at the core of your mandate. We welcome your public statements on recent cases of concern and, in particular, take this opportunity to express our concern about the case of Mzia Amaglobeli in Georgia and the so called “foreign agents” law in Republika Srpska.   

    Since Russia’s full scale invasion of Ukraine in 2022, many journalists and media workers have been killed. And over 100 Ukrainian and foreign journalists have been detained or taken hostage by Russian forces. Furthermore, state disinformation, information manipulation and censorship in Russia and Belarus have reached unprecedented levels. Systemic repression has led to the closure of almost all independent media organizations and a media space largely subject to the State apparatus.  

    We call on both Russia and Belarus to release all political prisoners (including media actors) immediately and unconditionally, including those held by Russia in temporarily occupied Ukrainian territories.   

    In order to realise the ambition of 1975, every participating State has work to do.  I am pleased that the Security Committee’s May 2025 meeting will focus on security implications of information manipulation and interference.  

    And domestically, the UK looks forward to working with you on the safety of journalists, combatting foreign information manipulation and interference and global media freedom challenges.   

    We launched our National Committee for the Safety of Journalists in 2020 and the UK’s National Action Plan for the Safety of Journalists was first launched in 2021. The Action Plan was refreshed in 2023 following delivery of many of its original commitments. Achievements under the 2023 Action Plan include updated Online Harassment Guidance for Journalists; the launch of a journalist safety tracker by the National Union of Journalists; and a Strategic Lawsuits Against Public Participation Taskforce and workplan.  

    The SLAPPs Taskforce has initiated new guidance on SLAPPs for journalists. The Solicitors Regulation Authority who are members of the Taskforce, launched a thematic review on SLAPPs in April 2024 and published an updated warning notice on SLAPPs in 2024, to help solicitors and law firms understand their obligations and how to comply. 

    In 2025 the UK’s National Committee for Safety of Journalists will focus on three priority areas: enhancing the criminal justice response to crimes against journalists; supporting journalists and their employers to tackle online and offline harassment; and – with a non-legislative focus – tackling the risks posed by SLAPPs and other abusive legal threats against journalists.   

    The National Committee – co-chaired by the Minister for Sports, Media, Civil Society and Youth and the Minister for Safeguarding and Violence against Women and Girls –  will also develop the next iteration of the UK National Action Plan later this year. 

    The UK looks forward to continuing to discuss developments of concern across the wider OSCE region with you as well as our domestic policy framework.   And the UK remains a strong supporter of your office, your mandate and your team.  Thank you.

  • MIL-OSI Russia: Habits from childhood: how school years shape leisure time

    Moving to a big city does not always radically change daily habits. A study by the Higher School of Economics showed that an adult’s leisure preferences are largely determined in childhood and depend on where he spent his school years. This is the conclusion reached by an employee Faculty of Economic Sciences HSE Sergey Korotayev after studying the leisure habits of more than 5,000 Russians.

    The environment in which a person lives shapes his daily habits: how he spends his leisure time, what cultural and social activities he chooses. However, as the employee found out Laboratories for comparative analysis of the development of post-socialist societies Faculty of Economic Sciences of the National Research University Higher School of Economics Sergey Korotaev in the newresearch, lifestyle is influenced not only by the current place of residence. The home town where a person graduated from school also plays an important role.

    The study is based on a data set from the project “Social Differences in Modern Russia” and covers more than 5,000 respondents aged 24 to 55. The questionnaires took into account various activity indicators: visiting theaters, exhibitions or sports activities, drinking alcohol together, reading books in libraries and playing computer games. This approach allowed us to record a wider range of everyday behavior patterns.

    The results were then divided into three axes: activity versus passivity, cultural practices versus philistine ones, and real actions versus virtual ones. Based on these data, four behavioral clusters were identified: from people with minimal involvement in leisure to those actively attending cultural events. The analysis showed that a higher level of income, education, and professional qualifications is associated with active and cultural lifestyles. Family also influences the choice of leisure in many ways: for example, having a higher education among parents increases the likelihood of cultural and active leisure, both in megacities and in small towns.

    However, it is not only social status that influences behavioral style. Researchers have tracked how leisure time changed for those who moved from one type of settlement to another. It turned out that the habits formed are more than a third explained by where a person lived during their school years. Residents of megacities, as a rule, attend cultural events four times more often than those who grew up in small towns or villages.

    “It can be assumed that moving itself affects leisure. For example, those who moved to a large city will value new opportunities more, and their leisure will be even more diverse and intense. However, the study showed that this does not happen: the habits of those who moved to large cities are in the middle between the habits of the natives of their hometown and the new one,” comments Sergei Korotayev, an employee of the Faculty of Economic Sciences.

    “The context of the move is important: was it related to getting an education or to finding a job in adulthood. This can have a significant impact on what kind of imprint a person’s spatial trajectory leaves on them. But to take this into account, a more complex model and more data are needed,” noted Sergey Korotayev.

    These findings raise important questions for regional policy and urban development. Understanding how leisure habits are formed can help to more effectively develop cultural infrastructure and offer residents of different areas and ages the most suitable leisure formats. The researcher emphasizes that in order to influence people’s daily activity, it is necessary to take into account not only their current environment, but also their biographical context.

  • MIL-OSI Economics: New Development Bank and National Bank for Financing Infrastructure and Development Sign MoU to accelerate Infrastructure and Sustainable Development Projects in India

    On April 8, 2025, the New Development Bank (NDB) and the National Bank for Financing Infrastructure and Development (NaBFID), one of India’s premier development financial institutions (DFI), signed in Mumbai a Memorandum of Understanding (MoU)   to establish a strategic framework for cooperation in areas of mutual interest, including infrastructure and sustainable development projects.

    This collaboration will facilitate joint infrastructure investments in India and create a framework for the exchange of technical knowledge.

    NaBFID aims to work with NDB on clean energy and transportation projects, including renewable energy initiatives and sustainable water and sewage management, among others. The MoU also lays the foundation for both organisations to participate in infrastructure projects through thematic-level collaborations within their respective mandates.

    Additionally, NDB and NaBFID will partner in research and capacity-building initiatives, including seminars and workshops, to promote knowledge sharing and enhance institutional capabilities.

    NDB has approved nearly USD 10 billion in loans for 28 major infrastructure projects in India, including the Chennai, Indore, and Mumbai metro systems, the Delhi-Ghaziabad-Meerut Regional Rapid Transit System, and the Namo Bharat high-speed trains. Additionally, this funding supports the development of urban and rural roads, bridges and highways; water and sanitation; clean energy and USD 2 billion for COVID-19 emergency aid and economic recovery.

    Mr. Vladimir Kazbekov, Vice President and Chief Operating Officer, NDB, said, “We are delighted to partner with NaBFID to drive India’s infrastructure and social sector development. We are proud of the activities we have undertaken in our founding member country generating a robust USD 10 billion portfolio in a short time span. This MoU reflects our shared vision of fostering economic growth while promoting sustainable and inclusive development.”

    Commenting on the partnership, Mr. Rajkiran Rai G., Managing Director, NaBFID, said, “This collaboration with NDB marks a significant step in our commitment to nation-building and sustainable development. This MoU will help NaBFID accelerate infrastructure financing in clean energy and social impact projects, creating long-term value for all stakeholders.”

    Report by the Representative on Freedom of the Media to the OSCE Permanent Council: Joint Statement, April 2025.

    UK and others call for action to uphold safety of journalists and media freedom against a deteriorating background within some OSCE countries.

    Thank you Mr. Chair,  

    I am delivering this statement on behalf of the following participating States that are members of the informal Group of Friends on Safety of Journalists namely Austria, Canada, Denmark, Estonia, Finland, France, Germany, Greece, Latvia, Montenegro, the Netherlands, Norway, Sweden, the United Kingdom, and my own country, Lithuania. 

    First of all we welcome the Representative on Freedom of the Media Mr. Jan Braathu – dear Jan-  to the Permanent Council and thank him for his first report since taking on this role.   

    We reaffirm our strong support for the autonomous mandate of the Representative on Freedom of the Media, which plays a vital role in monitoring media developments in participating States, providing early warning on violations, and promoting compliance with OSCE commitments. 

    Mr. Chair, 

    We believe there is no genuine security without media freedom, and no media freedom without journalists being able to carry out their work safely. Unfortunately, despite the commitments of participating States, the environment for journalists across the OSCE region is extremely concerning, as they face physical and online violence, legal harassment, including strategic lawsuits against public participation, arbitrary detention, forced disappearance and even death for simply doing their job.  

    Russia’s unprovoked and unjustifiable war of aggression against Ukraine, with the complicity of Belarus, has directly impacted media freedom and the safety of journalists. As Russia‘s atrocities in Ukraine continue, Reporters Without Borders has recorded that since the beginning of the full-scale invasion, nearly 150 journalists have become victims of Russian abuses performing their duties. 13 journalists have been killed by Russian forces. 47 journalists have been injured while reporting as a result of attacks by Russian forces. 19 Ukrainian journalists are currently detained by Russia after being mainly arrested in temporarily occupied Ukrainian territories. According to the Moscow Mechanism reports, Russia uses arbitrary detention and threats against journalists in the temporarily occupied territories to intimidate the population and to eliminate activists. 

    In Russia and Belarus, the systematic crackdown on independent media has reached unprecedented levels. This has resulted in the closure of nearly all independent media organizations, leading to a media and information space almost entirely controlled by the state apparatus. At least 38 journalists and media actors are unjustly imprisoned in Russia, part of over 1500 political prisoners. In Belarus, at least 45 journalists and media actors are unjustly imprisoned among more than 1200 political prisoners. Many more journalists and media actors have been forced into exile. We call on both Russia and Belarus to immediately and unconditionally release all political prisoners, including those held by Russia in temporarily occupied Ukrainian territories. 

    We are increasingly concerned about the deteriorating media freedom situation in other participating States, where journalists are labelled under so-called foreign agent laws and hindered from performing their duties. We urge Georgia to immediately and unconditionally release all journalists who are arbitrarily detained or arrested, and to engage in constructive dialogue with the RFoM and ODIHR to align its laws and actions with OSCE commitments. In Azerbaijan,  there has been an unsettling rise in cases brought against journalists and independent media outlets. We call on Azerbaijan to ensure all citizens‘ fundamental rights and to provide safe and dignified conditions for detainees in line with its OSCE commitments, including  access to health and independent legal services.  All those detained for exercising their fundamental rights should be released. We also echo the statement by the RFoM on March 27 calling for the swift release of journalists arrested in Türkiye while covering demonstrations. 

    Mr. Chair, 

    In this context, the role of the RFoM is more important than ever. We commend the RFoM’s continued work on the Safety of Journalists by creating a network of National Focal Points, developing guidelines and advising participating states on how to improve the implementation of their commitments from the 2018 Milan Ministerial Council decision. We are pleased to hear that the RFOM is developing a comprehensive capacity-building strategy to ensure that women journalists are able to take part in public debates online and offline without fear of harassment, attacks or violence.  

    Mr Chair 

    As pressure on journalists is often an early sign of a broader deterioration of the human rights situation, we also expect the RFOM to fulfil the early warning and rapid response function in cases of serious non-compliance with our shared commitments regarding freedom of expression and media freedom, including with respect to the protection of journalists and other media actors.

    £450M surge of military support to boost Ukraine’s Armed Forces as UK and Germany chair meeting of 50 nations

    Package will support UK jobs and growth, with equipment and repair contracts connecting UK companies with Ukrainian industry

    The UK is surging rapid military support to Ukraine to put them in the strongest position to secure a lasting peace as partners meet in Brussels for the 27th Ukraine Defence Contact Group, chaired by the UK and Germany.

    The security of the UK and Europe starts in Ukraine, and a major new military support package will be delivered by British and Ukrainian suppliers to help boost Ukraine’s Armed Forces as they continue to defend against Russian attack. As chair of the meeting, the UK has secured ambitious pledges for Ukraine from donor countries.

    Today’s package, worth £450 million, includes £350 million from the UK from this year’s record £4.5 billion military support funding for Ukraine. Further funding is being provided by Norway, via the UK-led International Fund for Ukraine.

    The support package will be announced by Defence Secretary John Healey when he chairs the contact group alongside German Defence Minister Boris Pistorius later today, where 50 nations will come together to coordinate urgent military support for Ukraine.

    It will include £160 million of UK funding to provide repairs and maintenance to vehicles and equipment the UK has already provided to Ukraine – partnering UK companies with Ukrainian industry, supporting the UK economy and skilled jobs.

    Today’s support also includes a new ‘close fight’ military aid package – with funding for radar systems, anti-tank mines and hundreds of thousands of drones – worth more than £250 million, using funding from the UK and Norway. The package builds on the work of the drone capability coalition, led by the UK and Latvia.

    This will include high manoeuvrable first-person view (FPV) drones to attack targets, and drones which can drop explosives on Russian positions. These two types of drones are reported to be responsible for 60-70% of damage currently caused to Russian equipment.

    The new kit will be procured from a mixture of UK and Ukrainian suppliers, demonstrating how investment into Ukraine’s defence supports jobs and the economies of both the UK and Ukraine.

    The £160 million package for equipment repairs and maintenance will ensure vital armoured vehicles and other equipment can get back to the battlefield as quickly as possible. It will be implemented through the UK’s Taskforce HIRST, linking UK and Ukrainian companies to ensure repairs can be conducted in country to ensure that vital equipment is returned to the frontline as quickly as possible.

    The support provides opportunities for British companies to learn lessons from the battlefield and support the UK’s own industrial capabilities, an example of the UK-Ukraine 100-year partnership announced by the Prime Minister in action.

    Addressing the contact group, Defence Secretary John Healey MP will say:

    The work of the Ukraine Defence Contact Group is vital to put Ukraine in the strongest possible position and pile pressure on Putin to help force him to end this terrible war.

    We cannot jeopardise peace by forgetting the war, which is why today’s major package will surge support to Ukraine’s frontline fight.

    2025 is the critical year for Ukraine. Our job as defence ministers is to put into the hands of the Ukrainian war fighters what they need. We must step up to deter Russian aggression by continuing to bolster Ukraine’s defences.

    Yesterday, [Thursday] the Defence Secretary and his French counterpart, Minister Lecornu, chaired the first meeting of Coalition of the Willing defence ministers, bringing together 30 countries to progress planning for a reassurance force to support a lasting peace in Ukraine.

    The meeting followed a series of high-level meetings of leaders and defence chiefs in the last month to move forward with operational planning.

    This work delivers on the Prime Minister’s four-point plan to support Ukraine by ramping up delivery of weapons and equipment, boosting Ukraine’s defensive capabilities in the long term, working with allies to develop robust security assurances, and keeping up pressure on Putin.

    The UK is fully committed to working with allies to step up support to ensure Ukraine remains in the strongest possible position, which is why £4.5 billion of military support will be provided this year – more than ever before.

    As well as demonstrating leadership through the Ukraine Defence Contact Group and Coalition of the Willing, the UK is also contributing heavily to NATO’s Security Assistance and Training for Ukraine (NSATU) Command, which is coordinating further support for Ukraine in the form of training and providing more capabilities. Through the International Fund for Ukraine, the UK will manage the NSATU Trust Fund for rapid procurement – which Canada, Denmark and Iceland have already pledged funding towards, to meet Ukraine’s urgent equipment support and logistical needs.

  • MIL-OSI Russia: “Volunteer School”: Developing and Winning

    The results of the All-Russian competition “Volunteer School” have been summed up. It is held annually within the framework of the federal project “Social Activity”, aimed at creating conditions for the development and support of volunteerism (volunteering) as a key element of social responsibility of a developed civil society.

    One of the goals of the competition is to develop and shape a culture of volunteerism in Russia among children and young people. The event promotes the popularization of the volunteer movement, identifying and disseminating best practices.

    Students of the Higher School of Media Communications and Public Relations of the Humanitarian Institute, studying in the direction of “Advertising and Public Relations”, submitted a student project “Polytech Gives Warmth!” to the competition. It has been implemented at the Higher School of Media Communications and Public Relations under the supervision of Associate Professor Elina Avakova for the fourth year. The key area of activity is career guidance events for orphans, which are held in centers for promoting family education.

    The jury awarded the project 1st place in the nomination “Practices aimed at providing assistance to orphans and children left without parental care, as well as children experiencing problems establishing friendly contacts with peers.”

    We have implemented many events, prepared competition applications and, most importantly, brought joy to people. This kindness makes us happier, because it always returns multiplied several times – with good events and reciprocal care from other people. We hope that our example inspires others to small but significant actions that will make the world around them better, – said 3rd year student of the Higher School of Music and Social Sciences Daria Vlasevskaya.

    For the project activists Sofia Ryabinina, Daria Vlasevskaya, Anastasia Tryakina, Karina Olkhovikova and Daria Zaitseva, this is not the first achievement. The team has victories in various city, all-Russian and international competitions. Thus, in December 2024, the girls won the regional competition “Young Volunteer of St. Petersburg”, which is aimed at supporting the best volunteer initiatives aimed at helping people and improving the quality of life. The project activists successfully coped with the defense in the final and won 1st place in the track “Helping People”.

    Volunteering plays an important role in the education, socialization and professionalization of young people. Our project gives students the opportunity to express themselves in various interaction models, gain communication experience, develop positive qualities, which contributes to their harmonious personal growth, and also helps to acquire the skills necessary in future professional activities, – shared the project manager Elina Avakova.

  • MIL-OSI Russia: Rosneft announces the start of the IT Competition Marathon

    Rosneft has opened registration for the Academic Tournament, the first competition of the IT Marathon 2025.

    Teams of research fellows, postgraduate students of physical, mathematical and technical specialties, as well as candidates and doctors of science are invited to participate. The prize fund of the Academic Tournament is 2.5 million rubles (before taxes).

    Participants are invited to develop computer programs that will speed up the solution of a system of linear equations on modern multi-core computers. The need for such programs arises during the modeling of liquid filtration processes in porous rocks. The best solutions will be used in Rosneft’s science-intensive software: RN-SIGMA, RN-KIM, and RN-GRID.

    Participants will need skills in solving systems of linear algebraic equations using numerical methods.

    In addition to the Academic Tournament, the IT Competition Marathon will include the Geonavigation League, the Student Hackathon, competitions in information modeling among Rosneft specialists, and for the first time, the Cup in Additive Technologies and Reverse Engineering, the final of which will take place in September at the Tyumen Industrial and Energy Forum TNF-2025.

    The winners and prize winners of all IT Marathon competitions will meet in December at the grand finale in Moscow.

    Conducting specialized competitions allows Rosneft to solve real production problems, attracting highly qualified specialists and talented youth to cooperation. For participants, this is an opportunity to prove themselves at the all-Russian level and create original solutions that will find application in modern digital technologies of the oil and gas industry.

    The organizers of the IT Marathon in 2025 are the Rosneft Research Institute in Ufa and RN-Technologies.

  • MIL-OSI Russia: Achinsk Oil Refinery Confirms Product Quality Compliance with National Standard

    Achinsk Oil Refinery (part of the oil refining unit of NK Rosneft) voluntarily confirmed the compliance of the quality of the petroleum road bitumen produced by the plant with the requirements of the GOST standard in the National Certification System. Previously, quality conformity assessments were conducted for motor gasoline and diesel fuels of various seasonal grades produced by Achinsk Oil Refinery.

    Voluntary confirmation of product quality compliance with interstate and national standards of the Russian Federation is part of the systematic work of Rosneft enterprises to improve business efficiency.

    The quality certificates issued by the Achinsk Oil Refinery upon shipment of petroleum products bear the signs of the National Certification System. This allows the consumer to obtain information about the properties of the purchased product online. A unique QR code directs to the website of the National Certification System on the secure server of Rosstandart. The consumer can obtain information about the manufacturer, certificates of conformity to GOST based on the results of an independent examination, data on intermediate checks of the parameters of petroleum products, their properties.

    Voluntary certification of products in addition to mandatory certification confirms the high level of technological efficiency of production of motor fuels and other petroleum products at the enterprise. Quality control at the Achinsk Oil Refinery is carried out at all stages of the technological process, ensuring consistently high quality of the commercial product. Rosneft Oil Refinery is constantly working on selecting new recipes for the production of petroleum products with high consumer properties that meet modern GOST requirements.

    Reference:

    Achinsk Oil Refinery, a subsidiary of Rosneft, is the only major oil refining enterprise in the Krasnoyarsk Territory. The plant produces a wide range of high-quality petroleum products, including motor gasoline and diesel fuel of the highest ecological class K5, jet fuel, bitumen, etc.

    ANPZ motor fuels are multiple winners of the All-Russian competition “100 Best Products of Russia”.

    The national certification system was created under the auspices of Rosstandart to increase confidence in voluntary confirmation of conformity and create advantages for bona fide manufacturers.

    ANK Bashneft (part of Rosneft) held the first open Olympiad for schoolchildren at the Ufa State Petroleum Technological University (USPTU). The winners will receive additional points for the Unified State Exam when entering USPTU.

    More than 100 schoolchildren from Ufa, as well as other cities and regions of Bashkortostan, took part in the Olympiad. Students in grades 10-11 were able to test their knowledge in the chemical-mathematical and physical-mathematical areas.

    The awarding of the Olympiad winners is planned at the All-Russian Job Fair, which will be held in Ufa on April 18, 2025. At the fair, Bashneft will also provide the winners with the opportunity to take the “oil quest”, which is dedicated to the profession of an oil worker. The Rosneft Olympiad is planned to be held at Ufa State Petroleum Technical University on an annual basis with an expansion of the number of participants.

    Rosneft, as part of the corporate continuous education program “school – college/university – enterprise”, is implementing projects to attract talented young people and form an external personnel reserve. In the Republic of Bashkortostan, the program has been implemented for several years. In 2024, 49 schoolchildren entered the 10th “Rosneft-classes”. In addition, in Ufa, in a pilot mode, 25 9th-grade students were enrolled in the “Rosneft-class”. The Ufa Fuel and Energy College (UTEK) acted as a partner.

    In partnership with Bashneft enterprises, the following basic departments were created at USPTU: “Technology of Petrochemical Processes”, “Welding of Oil and Gas Structures”, “Bashneft – Processing” and “Bashneft – Environmental Engineering”.

    Volunteers from Tyumenneftegaz (part of Rosneft) held a lesson in courage for schoolchildren from the Polar Star educational center, located in the village of Tazovsky in the Yamalo-Nenets Autonomous Okrug, in honor of the 80th anniversary of Victory in the Great Patriotic War.

    The event participants included children from the “Movement of the First”, Yunarmiya, cadets and schoolchildren from the “Seventieth Spring” search squad, who in the coming days will go on an excursion to the sites of the Battle of Stalingrad. During the discussion, historical events of the war years were discussed, as well as the exploits of the heroes of the Yamal land.

    The oil workers told the children about the great battles, about how every day of the war was a feat of millions of people who forged victory with their lives both at the front and in the rear. To immerse themselves in historical events, the volunteers organized an intellectual game in the quiz format and donated the books “9 Great Battles of 1941-1945” to the library fund of the center. Tyumenneftegaz supported the release of this historical publication, which contains historical information and photographs.

    The company’s volunteers conduct educational events aimed at preserving historical memory, helping children not only learn about the heroism of their ancestors, but also teach them to value peace and care for the future.

  • MIL-OSI Russia: Large language models no longer require powerful servers

    Scientists from Yandex, HSE, MIT, KAUST and ISTA have made a breakthrough in LLM optimization. The Yandex Research artificial intelligence laboratory, together with leading scientific and technological universities, has developed a method for quickly compressing large language models (LLM) without losing quality. Now, a smartphone or laptop is enough to work with the models, and there is no need to use expensive servers and powerful GPUs.

    The method allows for quick testing and implementation of new solutions based on neural networks, saving time and money on development. This makes LLM more accessible not only for large companies, but also for small ones, non-profit laboratories and institutes, individual developers and researchers.

    Previously, to run a language model on a smartphone or laptop, it was necessary to quantize it on an expensive server, which took several weeks. Now, quantization can be done directly on a phone or laptop in a matter of minutes.

    Difficulties in applying LLM

    The difficulty with using large language models is that they require significant computing resources. This is also true for open-source models. For example, one of them, the popular DeepSeek-R1, does not fit even on expensive servers designed for working with artificial intelligence and machine learning. This means that only a limited number of companies can use large models, even if the model itself is openly available.

    The new method allows you to reduce the size of the model while maintaining its quality and run it on more affordable devices. For example, this method can be used to compress even such large models as DeepSeek-R1 with 671 billion parameters and Llama 4 Maverick with 400 billion parameters, which until now could only be quantized using the simplest methods with a significant loss in quality.

    The new quantization method opens up more opportunities for using LLM in various fields, especially where resources are limited, such as education or the social sphere. Startups and independent developers can now use compressed models to create innovative products and services without spending money on expensive equipment. Yandex itself is already using the new method for prototyping — creating working versions of products and quickly testing ideas: compressed models are tested faster than their original versions.

    More about the new method

    The new quantization method is called HIGGS (from Hadamard Incoherence with Gaussian MSE-optimal GridS). It allows neural networks to be compressed without using additional data and without computationally complex parameter optimization. This is especially useful in situations where there is not enough suitable data to further train the model. The method provides a balance between quality, model size, and quantization complexity, which allows models to be used on a wide range of devices.

    The method has already been tested on popular models Llama 3, Llama 4 and Qwen 2.5. Experiments have shown that HIGGS is the best quantization method in terms of quality to model size ratio among all existing data-free quantization methods, including GPTQ (GPT Quantization) and AWQ (Activation-Aware Quantization).

    Scientists from the National Research University Higher School of Economics, the Massachusetts Institute of Technology (MIT), the Austrian Institute of Science and Technology (ISTA), and the King Abdullah University of Science and Technology (KAUST, Saudi Arabia) participated in the development of the method.

    Reaction of the scientific community, other methods

    A scientific article describing the new method has been accepted to one of the world’s largest conferences on artificial intelligence, NAACL (The North American Chapter of the Association for Computational Linguistics), which will be held from April 29 to May 4, 2025, in Albuquerque, New Mexico, USA. Along with Yandex, such companies and universities as Google, Microsoft Research, Harvard University, and others will participate. The article has already been cited by the American company Red Hat AI, Peking University, Hong Kong University of Science and Technology, Fudan University, and others.

    Earlier, Yandex scientists presented 12 scientific studies in the field of quantization of large language models. In this way, the company aims to make the use of these models more efficient, less energy-consuming and accessible to all developers and researchers.   • MIL-OSI Russia: International Day of Liberation of Prisoners of Nazi Concentration Camps

    On April 11, 1945, an international uprising took place in the Nazi concentration camp Buchenwald, as a result of which the prisoners managed to take control of the camp. In memory of this event, the world celebrates International Day of Liberation of Prisoners of Fascist Concentration Camps.

    The uprising was not spontaneous, several underground committees had been operating in Buchenwald since 1942, which by the time of the uprising had managed to obtain and hide over 90 rifles, 100 pistols, over 120 grenades and even one machine gun, as well as a small radio station, with which they contacted the approaching American army. The prisoners created 188 small combat groups: 56 Soviet, 23 German, 22 French and others. During the uprising, the guards were killed and some were taken prisoner, after which the prisoners took up all-round defense in the camp. On the night of April 11, troops of General George Patton’s Third Army entered Buchenwald and completely cleared the camp of the remaining guards.

    Buchenwald did not formally have the status of a “death camp”, but from 1937 until the uprising, about 56 thousand people out of 250 thousand prisoners were killed and tortured there. And this was not even the largest camp. In the largest complex of concentration camps near the city of Auschwitz, liberated by the Red Army on January 27, 1945, according to modern historians, from 1.1 to 1.6 million people were exterminated. Its design capacity allowed for the extermination of up to 30 thousand people per day.

    In total, about 18 million prisoners were imprisoned in 14 thousand fascist concentration camps from 1933 to 1945, and 11 million of them were exterminated in gas chambers, during medical experiments, died from torture, exhaustion and hunger. It was because of the inhumane activities of concentration camps that about 20% of all victims of World War II were children. The exact figures are still unknown, the Nazis were well aware of their crimes and at the end of the war tried to destroy as much evidence of their activities as possible.

    The task of modern humanity is not to forget this terrible chapter in the terrible book of history of the Second World War. We must not allow the spread of the resurgent Nazi ideology, which does not consider many nationalities and races as people, and if necessary, does not consider anyone as people, because the very first concentration camp in Germany was intended for Germans themselves – political prisoners.

    To this day, the International Buchenwald Committee, which was born in the underground of the concentration camp, exists. The International Union of Former Juvenile Prisoners of Fascism is active. But with each passing year, the number of members of these and similar societies is decreasing. This heavy memory will have to be carried by those who have never been dehumanized for imaginary reasons. And we hope that it never will be. In the name of this, the Investigative Committee of the Russian Federation continues to investigate criminal cases of genocide of the civilian population during the Great Patriotic War. Neither previous nor new crimes against humanity will go unpunished.

  • MIL-Evening Report: Coalition plan to dump fuel efficiency penalties would make Australia a global outlier

    The Coalition has announced it would, if elected to government, weaken a scheme aimed at cutting car emissions.

    The scheme, known as the New Vehicle Efficiency Standard (NVES), was introduced by the Albanese government and was due to take effect in July. It involved issuing penalties to automakers that breach an emissions ceiling on their total new car sales.

    The new Coalition plan, announced this week, would see such penalties abolished.

    But the penalties are crucial. Without penalties, automakers have limited incentive to supply fuel efficient, low or zero-CO₂ emitting vehicles to the Australian market.

    If this plan became government policy, it would make Australia an international outlier – and put at risk Australia’s ability to meet its obligations under the Paris climate agreement.

    An international outlier

    More than 85% of the international car market is covered by fuel efficiency standards.

    Without a robust New Vehicle Efficiency Standard scheme, complete with penalties for automakers that break the rules, Australia would join Russia in the tiny minority of developed countries without strong fuel efficiency standards for new vehicles.

    Abolishing the penalties embedded in the scheme also risks making Australia the world’s dumping ground for inefficient vehicles.

    That’s because the penalties embedded in the scheme are there to incentivise automakers to sell more efficient vehicles in Australia.

    The current scheme, as it is, is not particularly punitive. Automakers that breach their cap of emissions are given up to two years to fix their mistakes before being issued with a financial penalty.

    Weakening the scheme won’t help make it easier for Australians to buy fuel-efficient cars.

    Decarbonising Australian roads

    The 2015 Paris Agreement, to which Australia is a signatory, requires developed nations to decarbonise their transport by as much as 80% by 2050.

    Carbon emissions from Australian transport accounts for 21.1% of the nation’s emissions (to June 2023).

    It represents the third largest source of greenhouse gas emissions in Australia.

    Without measures aimed at making cars more fuel efficient, Australia’s CO₂ emissions will continue to rise. It will be harder to meet our commitments under the Paris Agreement.

    It’s regulation, not a tax

    The Coalition, which is hoping to pick up votes in outer-ring suburbs, has called the penalties embedded in the New Vehicle Efficiency Standard scheme a “car tax”.

    Liberal leader Peter Dutton said this week:

    This is a tax on families who need a reliable car and small businesses trying to grow. Instead of making life easier, Labor is making it harder and more expensive […] We want cleaner, cheaper cars on Australian roads as we head towards net zero by 2050, but forcing unfair penalties on carmakers and consumers is not the answer.

    But these penalties are not a tax; they are a form of regulation. Automakers that meet the rules wouldn’t have to pay penalties, under the current scheme.

    If the goal is to reduce people’s hip-pocket pain at the bowser, the focus should be on ensuring Australians can buy fuel-efficient vehicles.

    That means incentivising automakers to bring fuel-efficient vehicles to the Australian market. It also means avoiding any policy that encourages carmakers to see Australia as a dumping ground for gas-guzzling vehicles.

And then he spoke in detail about some of them.

    Important contribution to the Victory

    Among the numerous awards of M.A. Lavrentyev is the Order of the Patriotic War, 2nd degree, which he was awarded in 1944. This Order was awarded to participants in military operations, but Mikhail Alekseevich was one of the few exceptions. He did not directly participate in the battles of the Great Patriotic War and was not at the front, but he made a significant contribution to the Great Victory as a talented scientist. The cumulative charges he developed became one of the factors that influenced the outcome of the Battle of Kursk (July 5 – August 23, 1943).

    — Previously, cumulative antitank aerial bombs were quite large in size, and domestic IL2 attack aircraft could take only a few of them on board, respectively, the maximum possible number of armored targets to be hit was also small. M.A. Lavrentyev proposed his own solution to the problem — the creation of a new generation of cumulative antitank aerial bombs, loaded into cassettes of 78 pieces. Lavrentyev’s PTABs were produced in Ufa, at the Prommetiz artel evacuated from Dnepropetrovsk. Each bomb weighed 2.5 kg and pierced up to 70 mm of armor with a cumulative pestle. This was enough to defeat the most protected Wehrmacht tanks: the armor thickness of the Panther on the turret was no more than 16 mm, and that of the Tiger — 28 mm. The PTABs from Ufa were first used in the Battle of Kursk, and they had a very worthy effect on the fascists – several hundred tanks were destroyed by air strikes, said M.M. Lavrentyev.

    It is important that instead of several heavy 100-kilogram anti-tank aerial bombs (PTAB), the IL2 attack aircraft carried 4 cassettes with 78 PTABs in each, which it literally “sprinkled” on German tanks from a height of 25 m. This ensured greater precision in the bombing strike and the safety of the aircraft itself, reducing to zero the risk of being shot down by the explosion of its own aerial bombs.

    Lavrentyev’s PTABs had another important advantage: unlike conventional aerial bombs made of expensive high-strength steel with a complex fuse, PTABs could theoretically be produced even in a wooden case. Therefore, they could be manufactured not at specialized factories, but in the most primitive conditions.

    The first nuclear artillery shell

    In the early 1950s, M. A. Lavrentyev was involved in the development of atomic weapons in the USSR. Work on the first domestic artillery nuclear projectile involved solving complex theoretical and experimental problems in hydrodynamics and gas dynamics, and preparing their solutions was a complex mathematical problem in itself. M. A. Lavrentyev was known as a major specialist in hydro- and gas dynamics, an outstanding mathematician, the founder of the theory of cumulative projectiles, and a well-known specialist in the use of explosives. Therefore, in 1953, he was transferred from the post of director of the Institute of Precision Mechanics and Computer Engineering to KB-11 (Arzamas-16, now the city of Sarov) to the post of deputy chief designer of the USSR Ministry of Medium Machine Building, which he held for two and a half years. During this time, M. A. Lavrentyev managed to create a creative team of young and talented specialists. Among them were Lev Vasilyevich Ovsyannikov, Dmitry Vasilyevich Shirkov, Vladimir Mikhailovich Titov and Bogdan Vyacheslavovich Voitsekhovsky. They later followed their leader to Akademgorodok and became academicians.

    — M.A. Lavrentyev’s scientific group faced a very difficult task: the projectile had to be compact in size compared to the products that had been created in this design bureau earlier, since they were to be used to load guns. At the same time, the projectile had to experience high overloads while maintaining combat capability. And these overloads were thousands of times greater than those typical for aerial bombs. Other difficulties arose, but the scientific team managed to successfully overcome them, and in 1956, an artillery shell with a nuclear charge successfully passed tests at the Semipalatinsk test site. As M.M. Lavrentyev said, the size of the projectile was still too large, so a gun of the corresponding caliber was specially made for it. Nowadays, similar weapons are installed on modern tanks, — M.M. Lavrentyev said.

    The first domestic computer

    In the 1950s, M.A. Lavrentyev took direct part in the creation of the first Soviet computer. At that time, he was the director of the Institute of Precision Mechanics and Computer Engineering of the Academy of Sciences, where the first computer, called BESM-1 (the first large electronic calculating machine), was being developed. But when performing this complex task, its developers faced competition from the relevant ministry, which at the same time was working on the creation of the Strela computer.

    — The competitors had many advantages, the most important of which was the financing of the work. In addition, 150 electron tubes were required to create BESM, which was a serious problem — about 100 tubes were issued per quarter to the entire Academy of Sciences, and it was impossible to acquire them in any other way. This issue was resolved thanks to the ingenuity of Sergei Alekseevich Lebedev, who is now considered the founder of domestic electronic computing technology. In 1950, he was invited to the Institute of Precision Mechanics and Computer Engineering of the USSR Academy of Sciences in Moscow by M.A. Lavrentyev. They went to the Minister of Radio Industry and asked: “Do consumers of tubes have many complaints against you?” He answered: “Yes, a lot. I believe that in most cases, tubes fail due to the fault of consumers.” Then S.A. Lebedev suggested: “Give us 150 lamps, we will have them in continuous operation, and we will inform you every month that the lamps are working well, and you will replace those lamps that burn out with new ones. The minister agreed, and the problem was solved,” M.M. Lavrentyev said.

    Tests of both machines were conducted in 1953. The advantages were again on the side of the competitors. All units of the new memory designed by S.A. Lebedev were addressed to the “Strela” by the decision from above, therefore the creators of BESM had to make the computer memory on the acoustic principle. This reduced its performance by 15-20 times. In addition, the chairman of the acceptance committee was the manager who had already created his own computing center for the “Strela”. And the first test results did not speak in favor of BESM. But M.A. Lavrentyev drew attention to the fact that one of the test tasks did not make sense. On this basis, he insisted on postponing the acceptance for six months and providing the BESM developers with units designed by S.A. Lebedev.

    — BESM was being improved for six months, after which it demonstrated significantly higher productivity: it solved all tasks assigned to it 5-8 times faster than Strela. In the competition between the two companies, the winner was not the one that had enough funds, people, and space, but the one that had progressive ideas. And BESM-1 became the predecessor of a series of domestic digital computers, — explained M.M. Lavrentyev.

    Throwing soil by explosion

    M.A. Lavrentyev made a significant contribution to saving the city of Almaty (Kazakhstan) from mudflows, which posed a serious danger. One of the evidences of this is the Issyk disaster that occurred on July 7, 1963. Then the mudflow caused the death of one and a half hundred Almaty residents.

    — Only one gorge was dangerous for mudflows. And it was proposed to create a protective dam in it by means of directed explosions. Several years before that, an article by several scientists, including M.A. Lavrentyev, was published in the journal “Applied Mechanics and Technical Physics” about the directed throwing of soil using explosives. This idea was implemented in this unique project, — said M.M. Lavrentyev.

    In 1964, the Kazakh branch of the Hydroproject Institute developed a project for a gravity rock-fill dam. Taking into account the experience of the 1963 mudflow, its design was significantly strengthened. M.A. Lavrentyev was among the scientific consultants of the project. As a result, for the first time in world practice, a 110-meter-high dam was created using directed explosions. The task was complicated by the terrain and seismic features of the area, but the creators of the dam coped – it withstood the mudflow that occurred shortly after the end of the work. To this day, the dam created by explosions protects Almaty from destructive mudflows.

    The students also learned how M.M. Lavrentyev managed to save the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences from closure at a time when genetics was considered pseudoscience and was persecuted. They were also told about his other significant scientific achievements. However, M.M. Lavrentyev noted that Mikhail Alekseevich considered the creation of the NSU Physics and Mathematics School and the Young Technicians Club to be the most significant thing in his life. For him, the involvement of talented youth in scientific work was of primary importance.

    The Russian consulate in Istanbul said Thursday that progress has been made on ensuring banking and financial services for Russian and U.S. diplomatic missions during the second round of bilateral talks in Istanbul.

    Delegations from the two countries “exchanged diplomatic notes to formalise agreed commitments. These commitments are designed to facilitate unimpeded banking and financial services for Russian and American diplomatic missions, in addition to ensuring the fulfillment of the Russian Federation’s contributions to the budgets of the UN and other international organisations,” the consulate said in a press release.

    The two sides “agreed to develop a roadmap” regarding the return of six diplomatic real estate properties confiscated by U.S. authorities and lawfully owned by Russia, the consulate said.

    They also discussed “easing visa processing and travel regulations for diplomatic staff within the host countries,” it said, adding that the Russian side urged promoting the resumption of direct air flights between the two countries.

    The timing of the next round of talks is “currently under coordination,” it said.

    Earlier in the day, the two sides finished their second round of talks on restoring diplomatic missions. The U.S. delegation left the Russian consulate in Istanbul in the afternoon, following approximately five hours of meetings with the Russian side.

    The primary focus of the discussions is to address issues affecting the functioning of the two countries’ embassies and consulates. The U.S. State Department has emphasized that the talks are limited strictly to diplomatic operations.

    “Ukraine is not, absolutely not on the agenda,” U.S. State Department spokesperson Tammy Bruce said Tuesday. “These talks are solely focused on our embassy operations, not on normalizing a bilateral relationship overall, which can only happen, as we’ve noted, once there is peace between Russia and Ukraine.”

    The first round of talks was held in Istanbul on Feb. 27.

    In recent years, Washington and Moscow have expelled numerous diplomats from each other’s countries, significantly hindering the ability of their diplomatic missions to function effectively.

  • MIL-OSI China: NDB issues 3-year Panda bond worth 7B yuan

    The New Development Bank (NDB) has issued a three-year Panda bond worth 7 billion yuan (about 971 million U.S. dollars) in China’s Interbank Bond Market, the bank announced on Thursday.

    Panda bonds are yuan-denominated debts sold by overseas issuers to meet financing demand. The latest issuance reinforces NDB’s position as the largest Panda bond issuer in the China Interbank Bond Market, with a cumulative issuance scale of 68.5 billion yuan.

    The latest issuance has attracted strong interest from a diversified local and foreign investor base, including central banks, insurance companies and bank treasuries, the bank noted, adding that the net proceeds from the sale of the bond will be used to finance infrastructure and sustainable development projects in NDB member countries.

    “The New Development Bank is committed to maintaining a consistent and robust presence in capital markets while diversifying its funding across various instruments, currencies and tenors. In line with the general strategy, NDB is actively expanding its funding sources through local currency-denominated bond issuances, enhancing the Bank’s capability to finance sustainable development projects,” said Monale Ratsoma, NDB vice president and chief financial officer.

    Headquartered in Shanghai, the NDB was established by Brazil, Russia, India, China and South Africa in 2014 to mobilize resources for infrastructure and sustainable development projects in BRICS member nations, and in other emerging market economies and developing countries.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today led a hearing on force posture and budget requirements in the Indo-Pacific region and U.S. Forces Korea. Throughout the full committee hearing, the Commander of U.S. Indo-Pacific Command (INDOPACOM), Admiral Paparo, and the Commander of U.S. Forces Korea, General Xavier Brunson, testified on force requirements, budget necessities and our capabilities in the region.
    During his opening remarks, Chairman Wicker addressed the growing threat posed by the Chinese Communist Party in the region with respect to Taiwan, along with security issues linked to Russian and North Korean cooperation. Specifically, Chairman Wicker made clear that our underinvestment in INDOPACOM has allowed the Chinese People’s Liberation Army to contest our ability to gain air superiority in a conflict in East Asia. Chairman Wicker also stressed that a reduction of our military presence in South Korea would undermine deterrence of both North Korea and China. Chairman Wicker concluded by noting the centrality of the role played by nuclear weapons in deterring conflict in the Indo-Pacific region.

    At this point, we hold a hearing on U.S. Indo-Pacific Command and U.S. Force Korea.  At the outset, I would like to thank Admiral Paparo and General Brunson for their distinguished service to our country.
    Last year at this hearing, I stated that the balance of power in the Indo-Pacific was shifting in China’s favor.  Since then, the Chinese Communist Party has significantly increased its coercive activity toward Taiwan and the Philippines.  Last week, the Chinese conducted an exercise called Strait Thunder 2025A.  This exercise demonstrated the extent to which the People’s Liberation Army (PLA) could execute a maritime blockade of Taiwan and pummel it with missile strikes.   As China conducts more exercises with Taiwan in mind, it also escalates the rhetoric against the island.  Last week, a Chinese military officials called Taiwan’s democratically elected president a “parasite.”
    The Chinese have also substantially increased their harassment of our Filipino allies.  China’s vast Maritime Militia, backed by the PLA Navy and Chinese Coast Guard, is using increasingly aggressive tactics to advance its expansive claims in the South China Sea.  The Second Thomas Shoal remains a major flashpoint. Chinese maritime militias have tried to keep the grounded Filipino Navy ship, the Sierra Madre, from being resupplied.  Secretary Hegseth recently visited the region.  I was pleased to see that he reaffirmed our Mutual Defense Treaty with the Philippines, reminding the world that the treaty applies to attacks on the Filipino armed forces anywhere in the South China Sea.  Even so, it is clear that the Chinese have been emboldened by four years of weakness during the past administration.
    There is another reason China has become so confident in its malign schemes.  Xi Jinping has steadily modernized his military, and that hardware has made him more brazen.  China boasts the world’s largest navy.  It also has an air force that is capable of denying the U.S. air superiority in the First Island Chain- we’ll certainly want to ask about that, gentlemen.  Its missile force can saturate our theater defenses.  China has been expanding its nuclear arsenal at a pace that far outstrips our own.  Multiple STRATCOM commanders have called China’s growth ‘breathtaking.’  In just a few short years, Beijing has built more intercontinental ballistic missile launchers than the United States.  Meanwhile, our own modernization programs languish from past neglect.
    But China is not the only urgent threat in the Indo-Pacific.  The Biden administration chose to ignore North Korea.  It allowed Kim Jong Un to increase his nuclear arsenal and project his military into the European theater to aid Vladimir Putin in Russia’s war against Ukraine.   Kim Jong Un has abandoned the goal of unification of the Korean Peninsula – and again, we’ll want to talk about that – and has declared South Korea to be the principal enemy.  The North Korean nuclear and missile arsenal continues to grow and diversify.  With the rogue nation adopting a strategic doctrine that embraces nuclear first use.
    Kim will surely seek remuneration for his support to Moscow.  The Russian technology transfers and military assistance Kim receives will help him to further strengthen his strategic missile forces.  The continued demonstrations of Russia, China, and North Korea aligning and cooperating should be of great concern to all in the West.  This concern should then lead to action.  If we are to maintain global peace and stability, we must continue taking steps now to rebuild our military and reestablish deterrence.
    As I noted in my Peace Through Strength report last May, it is time to make a generational investment in our national security- and I do believe that view is bipartisan.  We must be able not only to deter and defeat the People’s Liberation Army, but also to maintain deterrence in other theaters.  Our adversaries, led by Bejing, are playing a global game.  We must be smarter and more agile than they are across the board.
    Last year, INDOPACOM’s unfunded requirements list totaled $3.5 billion dollars.  This year’s unfunded requirement list was $11 billion, and virtually none of that was funded under the full-year CR.  This is unacceptable – and also, I hope we’re going to get from everyone an accurate and full assessment of the various unfunded requirements. We need real growth in the FY26 budget request, in addition to a historic defense reconciliation package.
    We need more survivable long-range munitions, more assured U.S. command and control systems, and an improved ability to counter China’s increasingly capable cyber and space systems.  We need a wholesale overhaul of our logistics infrastructure and a rapid deployment of unmanned systems.  We need a renaissance in our camouflage and deception programs, and we need a drastic improvement in our shipbuilding.  The risk is simply too high for us to avoid making these changes.
    So, I look forward to hearing our distinguished, and well-informed witnesses and having a candid conversation about what this committee and this Senate and this Congress can do – this year – to begin address these challenges.

    Washington, D.C. – U.S. Senator Catherine Cortez Masto (D-Nev.) called out Republican politicians for blocking efforts to exempt American allies under attack, Israel and Ukraine, from the Trump Administration’s harmful tariffs. On the Senate floor, Cortez Masto sought unanimous consent to pass her legislation which would exempt Israel and Ukraine from blanket tariffs that President Trump has slapped on these wartime economies.
    “We all know that targeted tariffs can be a useful tool to protect critical American manufacturing and combat our enemies, but that isn’t what President Trump is doing. Instead, he’s punishing our allies Israel and Ukraine,” said Senator Cortez Masto. “Both these countries are currently under attack. They need the United States to be standing with them, not hitting them with nonsensical tariffs that could cause them even more harm. It is outrageous that my Republican colleagues blocked an opportunity to fix this and come together to protect our allies.”
    America’s ally Israel originally got hit with a 17% tariff – even though we maintain a Free Trade Agreement with them – their adversary Iran got tariffed at 10%. The Trump Administration put no tariffs on Russia, but charged Ukraine with a 10% tariff. As Senator Cortez Masto was speaking on the floor, President Trump announced via tweet that over 75 countries, including Israel and Ukraine, will be tariffed at 10% for the next 90 days.
    Senator Cortez Masto has consistently stood with Israel. She has repeatedly voted to deliver critical funding to support Israel’s national Security, and has urged the Administration to crack down on the finances of international terrorist organizations, including Iran’s state sponsorship of terrorism. She has also been a strong advocate for the U.S. to stand up to Russian aggression and support Ukrainian sovereignty. Cortez Masto has voted to pass bipartisan legislation to support Ukraine and helped pass bipartisan economic sanctions that were signed into law to hold Russia accountable for its illegal invasion of Ukraine.

    Background:
    Retail stores on U.S. military bases gain direct and prolonged access to our nation’s servicemembers and their families while operating in a sensitive base environment, which creates serious risks for surveillance. This gives companies, owned by foreign adversaries, unprecedented access to personally identifiable information such as names, payment methods, and purchase history.
    GNC—which started as a small, family-owned health-food store in Pittsburgh in 1935—was bought by the Chinese state-owned Harbin Pharmaceutical Group after the supplement retailer filed for bankruptcy in 2020. Currently, this Chinese-owned company operates over 80 locations on U.S. military bases. 
    On base at North Carolina’s Fort Bragg, GNC operates four storefronts serving 53,700 troops, who make up nearly 10% of the U.S. Army alone.

In light of the recent trade policies enacted by the executive branch, Senator Murkowski spoke about the role that belongs to Congress, but emphasized that institution has slowly ceded its responsibility to the executive over the last century.

    Thank you, Mr. President.
    Yesterday was a day that really captured the attention of the world. We’ve all been talking about tariffs for a little bit, but yesterday was the day that really brought the focus to what was going on here in the United States.
    At 12:01 in the morning on Wednesday, President Trump’s tariffs on the countries with which the United States has had the largest trade deficits went into effect on top of the 10% tariff rates that had previously applied to all countries, which had been initiated on Saturday, April 5. Just hours later, yesterday afternoon, the President announced a 90-day pause and lowered reciprocal tariffs to 10% and at the same time, announced that he was raising tariffs on China to 125% – now today, it looks like that number is closer to 145%.
    So, to say that this has been a dizzying week in Washington, DC is probably an understatement. Those of us that are following the markets, it’s been somewhat head-spinning. I’m not going to comment here on the floor today about the negotiating tactics of President Trump. I think he is legendary, and really world renowned, for his skills in bringing nations to the table. We’re seeing some of this play out literally as we speak. Other countries that have approached the administration to have discussions about tariffs. This is a unique kind of leverage, most certainly keeping those across the table off balance. But bringing the world potentially to the brink of a ruinous trade war certainly qualifies as a very unique point of leverage.
    The effort to try to reshore manufacturing here in this country is important, it’s admirable, and it’s something that we should all be working towards. But, I think there has been general agreement that the message from the administration has been decidedly mixed, which leads to further confusion among our trading partners and our allies. If nobody understands where the finish line is, it’s hard to reach it.
    I don’t want to focus my comments here this afternoon about these possible strategies and end results of these policies. But I want to focus more on the process of how these tariffs were imposed, because I believe it is yet another example of Congress choosing to cede its powers to the executive branch. And if the global implications of these tariffs have shown us nothing else, it’s that measures that are as important as these should be considered by the 535 elected individuals that are in tune with the American people, rather than vesting that with just one individual acting unilaterally.
    It’s under Article One, Section Eight of our United States Constitution that clearly enumerates that “Congress shall have the power to lay and collect taxes, duties, imposts and excises.” In other words, the power to levy tariffs rests with us here in the Congress.
    So why have we seen the executive take control over tariff rates? The answer lies in almost in a centuries-long series of bills that we have seen here that Congress has voluntarily enacted and laid down its authority for the executive to pick up.
    Following the disastrous Smoot Hawley Act of 1930 which plunged our nation deeper into the Great Depression, Congress passed the following legislation. First, it was the Reciprocal Trade Agreements Act of 1934, which authorized the president to make limited tariff rates without congressional review on top of negotiating bilateral, reciprocal trade agreements.
    Then, it was the Trade Expansion Act of 1962, which broadened the President’s trade powers to include multilateral trade agreements, while also allowing the president to unilaterally impose tariffs if imports could threaten national security.
    Then, the Trade Act of 1974, which allowed the president to protect U.S. workers by adjusting tariffs if foreign countries engaged in unfair trade practices.
    And then, just a few years later, it was the International Emergency Economic Powers Act of 1977, which gives the president authorities to address declared emergencies if “unusual and extraordinary” threats exist to national security, foreign policy, or to the economy. So those powers include, you probably guessed it, the authority to regulate or prohibit imports.
    So, in his April 2 executive order, President Trump declared a national emergency because of a lack of reciprocity in our bilateral trade relationships and our trading partners’ economic policies that suppress domestic wages. He is authorized to do so under the National Emergencies Act of 1976, so I want to be clear about all of this: I know some people might not like it, but all of what he has done is clearly above board. The president is clearly within his powers to impose tariffs on our allies, like Mexico and Canada and the EU, just as much as he is with our adversaries, like China and Russia and Iran.
    President Trump, and President Biden before him, took this route because Congress has largely relegated tariff authority to the president through the laws that effectively cede to the executive.
    And my friends, it’s just one more example of Congress abdicating instead of legislating. In my time here, I have seen a troubling pattern, in both bodies, where the party that controls the White House seems all too comfortable relinquishing authority to the President, and then rubber stamping whatever policies the executive wants enshrined into law.
    Both Democrats and Republicans in Congress have deferred to the executive to call the shots, in my view, for far too long. Now we use the phrase around here a lot: “co-equal branches of government.” I use it all the time. But the reality is, Congress was created in Article One of the Constitution. We’re given far more authority than the executive. All you need to do is look in your handy dandy little pocket constitution. Ours is a lot longer.
    Look at the authorities that we have:
    Congress may impeach and remove a President and members of the judiciary;
    Congress can override a presidential veto of legislation;
    Congress appropriates the money that funds the operation of all branches of government; and
    It is Congress that again, needs to lay and collect taxes, duties, imposts, and excises.
    We also say a lot around here that “business loves certainty.” I would suggest the country’s entire tariff regime being subject to the whims of one individual lends anything but certainty. And that’s why I have signed on to Senator Grassley and Senator Cantwell’s legislation. They call it the Trade Review Act of 2025, and it would reclaim this branch’s authority and duty to help manage tariffs as outlined in the U.S. Constitution.
    The bill requires notice to Congress of the imposition of, or increase, in any tariffs. It requires notice to Congress in 48 hours. With that congressional notification, it has to include an explanation of the president’s reasoning for imposing or raising the tariffs, as well as providing an analysis of potential impact on American businesses and consumers.
    And I can tell you, the Alaskans that I’m talking to back home would really like the last part of this: an analysis of how this is going to impact us.
    And then another provision within the Grassley-Cantwell Act is within 60 days, Congress would pass a joint resolution of approval on the new tariff. Otherwise, all new tariffs on imports would expire after that deadline.
    What this act effectively would do would be to reaffirm Congress’s role with regards to tariffs. It allows for a greater engagement, if you will, between the executive and the congressional branch. Allows for the debate, allows for that engagement, allows for that understanding.
    So, again, I’m hearing from folks all over back home, because they’re worried we already pay high costs for just about everything in Alaska. They’re worried about what it’s going to mean for groceries, for cars, for furniture, electronics, even coffee.
    We had a visit with a group of high school students on the on the steps yesterday, and they were from all over the state. We had some from Ketchikan, all the way out to King Cove, and out in the YK Delta. And the first question from one of the 16-year-old’s in that group was, “Can you tell me what’s going on with tariffs? How is this going to impact us?”
    I really appreciated that question from that 16-year-old who’s paying attention to what’s going on. He’s got questions. He’s here in Washington, DC, and he’s figuring he’s going to get some answers from his senator.
    Alaskans are facing consequences. They want to know they have a voice in it, and their voice is us. It’s their senator, it’s their representative. That’s our role here.
    Now it’s been suggested, and the president himself has issued a statement about this legislation: he’s indicated that he does not support it, and that he would veto it. That is absolutely within his power.
    But, we also have powers have powers here in Congress, and we need to assert them. And so, I would hope that this bill is maybe just the start, maybe just the toe in the water, where we’re starting to see Congress reassert its authority.
    Because if we don’t stand up for the institution, if we don’t stand up for the legislative branch of our government by debating this issue by holding votes, debating. Let’s debate this! Let’s have a vote on the Trade Review Act. Because if we just sit back, if we don’t assert our authority, we’ve only got ourselves to blame when we don’t like the direction that may be taken.
    The executive has slowly arrogated more and more power since the end of World War II, and it’s dramatically accelerated post-9/11. We here in Congress have stood by, and we’ve accepted it. We’ve said it’s okay. I think it’s time for Congress to reassert itself, whether it’s on tariffs, whether it’s on the power of appropriation, whether it’s overseeing the bodies, the agencies that we as a body have authorized.
    So, let’s legislate. Let’s remember our role is to legislate. We owe that to those that we represent, as well as to this institution, for the long-term good of the nation.

    When posting information on their websites about the range of the total cost of credit (TCC) for preferential mortgage loans, 16 banks do not take into account a possible increase in the interest rate. Violations were discovered during inspections by the Bank of Russia.

    The Bank of Russia will switch to holding weekly repo auctions instead of deposit auctions from April 15, 2025. This is due to the expected further decline in the structural surplus and the transition of the banking sector to a liquidity deficit, as well as the existing structure of demand from credit institutions in the money market.

    The weekly repo auction on April 15, 2025 will be held in accordance with graphics with the first part of the transactions to be executed on April 16, 2025, and the second part on April 23, 2025. The maximum amount of funds provided at the auction will be set on April 15, 2025. The auction schedule and parameters will be available on the pages of the Bank of Russia website “Schedule of repo operations in rubles” And“Parameters of repo auctions in rubles”.

    In case of a significant change in the dynamics of liquidity formation factors or growth in demand from banks for permanent loans, the Bank of Russia may need not only to provide but also to absorb liquidity. If a decision is made to hold a deposit auction for a period of 1 week instead of a repo auction, the relevant information will be published on the website no later than the working day preceding it. At the same time, the Bank of Russia, as before, will strive to hold weekly auctions for liquidity management in one direction – repo or deposit auction.

    The system of monetary policy instruments of the Bank of Russia will remain unchanged. Banks will still have access to all standing operations for both providing and absorbing liquidity. Also, at the end of the periods of averaging of mandatory reserves, the Bank of Russia will continue to hold “fine-tuning” auctions in the direction and in the volume necessary for banks to meet mandatory reserve requirements.

    The Bank of Russia will continue to monitor the liquidity situation in the Russian banking sector and, taking this into account, will adjust the volumes of operations to provide or absorb liquidity. The purpose of the Bank of Russia’s operations is to maintain money market rates close to the key rate while maintaining a sufficient level of market activity in the interbank money market.

  • MIL-OSI United Nations: Israel’s Actions ‘Threaten Syria’s Fragile Political Transition’, Senior Official Tells Security Council, Calling on All States to Respect Country’s Sovereignty

    Opportunity to Bring Syria Back to Peace, Legitimacy ‘Must Not Be Derailed as Result of Syria Regressing into Geopolitical Battlefield’, Delegate Stresses

    In the wake of hundreds of reported Israeli air strikes across Syria since 8 December 2024, the Israel Defense Forces’ public confirmation that it built multiple positions in the area of separation and statements by Israeli leaders on their intent to stay in Syria for the foreseeable future, senior UN officials told the Security Council today that all parties must uphold their obligations under the 1974 Disengagement of Forces Agreement.

    “Such facts on the ground are not easily reversed — they do threaten Syria’s fragile political transition,” observed Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific in the Departments of Political and Peacebuilding Affairs and Peace Operations.  He pointed to reports of multiple Israeli air strikes across Syria on 3 April, as well as earlier indications by the authorities in Damascus on “not presenting threats to [Syria’s] neighbours and seeking peace on their borders”.  He also pointed to the Israel’s Defence Minister’s 3 April statement qualifying the strikes as “a warning for the future”.

    “Considering these developments”, he spotlighted the Council’s 14 March presidential statement calling on all States to respect Syria’s sovereignty, independence, unity and territorial integrity and to “refrain from any action or interference that may further destabilize Syria”.  Underscoring that the Council’s commitment to the country’s sovereignty and territorial integrity “grows in importance by the day”, he urged:  “Syria’s opportunity to stabilize after 14 years of conflict must be supported and protected, for Syrians and for Israelis, this is the only way regional peace and security can be realized.”

    Providing additional information, Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, said that the United Nations Disengagement Observer Force (UNDOF) area of operations is characterized by significant violations of the Disengagement Agreement.  Israeli forces currently occupy 10 positions in the area of separation and 2 in the area of limitation.  They also continue to construct countermobility obstacles along the ceasefire line and have flown aircraft across the line and into the area of separation.

    Detailing the incident on 3 April, he said that UNDOF personnel observed the movement of Israeli troops in vehicles.  Such personnel later heard and observed multiple explosions, assessing them to be a result of Israeli artillery fire, likely in Nawa and Tasil.  It remains critical, he emphasized, that all parties uphold their obligations under the Disengagement Agreement — including by ending all unauthorized presence in the areas of separation and limitation — and he underscored:  “There should be no military forces or activities in the area of separation other than those of UNDOF.”

    As the floor opened, the representative of Algeria — also speaking for Guyana, Sierra Leone and Somalia — condemned Israel’s military operations in Syria as violations of international law.  “It is crucial to highlight that Syria has neither threatened nor attacked Israel,” he added.  “Upholding international law is not a matter of choice,” he underscored, stating that these escalatory actions — coupled with inflammatory statements by Israeli officials regarding the “indefinite” presence of their forces in Syria — “are contributing to instability and threatening regional peace and security”.

    “In the four months since the change of power in Damascus, Israel has already carried out more than 700 strikes targeting Syria,” said the representative of the Russian Federation, adding that the geographical span of these strikes has recently expanded.  He stressed:  “These actions are a gross violation of Syrian sovereignty and territorial integrity, which under no circumstances need to be called into question — regardless of who holds power in Damascus.”

    Similarly, the representative of Pakistan said that Israel’s recent air strikes — flagrant violations of international law — “further undermine Syria’s pursuit of political stabilization and national reconciliation”.  Moreover, he pointed to a “deeply troubling pattern” of Israel’s continued, unprovoked military aggression, repeated violations of the Disengagement Agreement, illegal military presence in the area of separation and open declaration of indefinite occupation.  “The Security Council cannot allow illegal military actions to set dangerous precedents,” he urged.

    “The fragmentation of Syria is in no one’s interest,” said the representative of France, Council President for April, speaking in his national capacity.  He therefore joined others in calling on Israel to cease its military activities in Syrian territory, respect Syria’s sovereignty and territorial integrity, and withdraw from the area of separation.  In addition to making those calls, China’s representative said that “a smooth political transition is the key to restoring peace and stability in Syria and should be the primary goal of the joint efforts of all parties”.

    Several Council members underlined the deleterious effect that instability could have on that transition.  While acknowledging neighbouring countries’ interest in ensuring that events in Syria do not pose a risk to their security, Slovenia’s representative stressed:  “We remain convinced that external military interventions in the fragile moment of Syrian transition do not contribute to this legitimate objective — indeed, they could have a countereffect.”  The “historic opportunity” to bring Syria back to peace and legitimacy “must not be derailed as a result of Syria regressing into a geopolitical battlefield”, urged the representative of the Republic of Korea.

    “Events reported by different sources cause concern for a number of reasons,” said Panama’s representative — particularly when they result in mass casualties, significant material damage and generate a climate of greater uncertainty and instability “at a particularly delicate time for the country”.  He also expressed concern over the impact on civilians, underscoring the importance of guaranteeing the protection of civilians and respecting international humanitarian law “at all times”.

    “After 14 years of tyranny and conflict at the hands of the Assad regime, the Syrian people still face staggering humanitarian needs,” observed the representative of the United Kingdom, noting that her country has recently pledged up to $207 million in critical humanitarian assistance. “Our focus now should be on supporting Syrians to rebuild their country,” she stressed.  Similarly, the representative of Greece urged those present not to lose sight of Syria’s humanitarian crisis, highlighting the European Union’s overall commitment of some €2.5 billion for Syria’s recovery.

    Stating that Council members should all agree that a stable, sovereign Syria is “critical for our collective security”, the representative of the United States stressed:  “Israel has an inherent right of self-defence, including against terrorist groups operating close to its border.”  She urged the Council to “recommit itself to combating terrorism in Syria, call on Iran and other external actors to stop arming and advising terrorist groups, and urge regional States to rein in the actions of proxies who threaten regional peace and security”.

    Also acknowledging Israel’s legitimate security concerns, Denmark’s representative nevertheless expressed concern over its recent attacks in Syria.  Expressing support for UNDOF, which “has worked to address both Israel’s and Syria’s security concerns” for decades, she urged Israel to withdraw from the area of separation.  With both progress made and challenges present on Syria’s path to a new future, she stressed: “The international community — in particular this Council — has a responsibility to support the people of Syria on that path.”

    Syria’s representative, for his part, noted the “positive and constructive declarations and initiatives undertaken by Member States, international organizations and political groups to support Syria and its people”.  However, in parallel, Israel has challenged international efforts, threatened Syria’s territorial integrity and undermined Government efforts.  Citing the Secretary-General’s latest report, he pointed to “the incursion of the Israeli occupation forces into the buffer zone, the significant alteration of the situation therein and the impact on [UNDOF’s] operations since 8 December [2024]”.

    Israel is also threatening Syria’s water security, establishing military outposts for its forces and promoting tourist tours for settlers in the areas it has invaded, he stressed.  “This exposes the falsity of the occupation entity’s claims that its incursion is temporary and limited — it clearly reveals its aggressive and expansionist intentions,” he added.  Calling on the Council to end Israel’s ongoing aggression and compel its withdrawal from all Syrian lands, he concluded:  “Attempts to impose solutions by force — and to give precedence to the law of force over the force of law — are doomed to failure.”

    Meanwhile, the representative of Israel said:  “We will do whatever is necessary — for however long it takes — to prevent another 7 October [2023].”  Israel’s actions, he stressed, have been guided not by ambitions of expansion, but by necessity, security and prevention.  Pointing, as an example, to the Israel Defense Forces’ dismantling of an underground missile factory “constructed by Iran” in central Syria, he said that “this factory of death had already begun producing precision-guided missiles, several of which were subsequently used in attacks on Israeli territory by Hizbullah”.

    While underscoring that “Israel does not seek territorial gains in Syria”, he stated:  “Where threat exists, we will meet it without hesitation.”  For its part, Israel continues to coordinate with UNDOF under the framework of resolution 350 (1974).  He emphasized, however, that peacekeeping efforts alone cannot stop the spread of sophisticated weapons, intercept Iranian missile parts, dismantle terrorist tunnels or prevent the creation of launch sites embedded in civilian terrain. While Israel is committed to deconfliction and dialogue, he stressed:  “But we are also committed to the protection of our people, and that must take precedence when lives are at stake.”

    For his part, the representative of Libya spoke for the Arab Group to condemn Israel’s repeated aggression against Syria as “blatant” violations of international law.  “They are undoubtedly a threat to the peace and security of the entire region,” he stressed, calling on the international community — particularly the Council — to shoulder its legal and moral responsibility to pressure Israel to immediately cease its aggression and withdraw from all Syrian territory.

    Türkiye’s representative, stating that eliminating terrorist organizations in Syria “remains essential for lasting peace and unity”, stressed that all armed elements must surrender their weapons to the Syrian State, that all terrorist entities must be removed from Syrian territory and that security responsibilities for detention centres and camps in the country’s north-east must be swiftly transferred to the Syrian administration.  “Failure in Syria is not an option,” she said.
