  • MIL-OSI Russia: Moscow Metro Pilots Digital Ruble Payments via Universal QR Code

    The Moscow Metro, in collaboration with the Central Bank of Russia (CBR) and VTB Bank, is piloting a new payment method using the digital ruble via a universal QR code. The closed-beta test involves a focus group successfully purchasing Troika cards and topping up their balance using the digital ruble at ticket booths.

    This innovative system simplifies the payment process:

    1. Passengers use their bank’s mobile app to scan a single, static QR code located at the ticket booth.

    2. They select the digital ruble or the Fast Payment System (FPS) and confirm the payment.

    Moscow is a global leader in the number of payment methods available on public transport. In the future, passengers will be able to pay using the digital ruble alongside cash and contactless payments. Currently, we are working with our partners to verify and analyze the accuracy of digital currency transactions.     Since 2021, individuals seeking sanctuary in the European Union (EU) have attempted to cross the border from Belarus only to face severe violence in the remote and densely forested border area. While the Belarusian government is alleged to have orchestrated the increase in people attempting the crossing since 2021, the absence of safe pathways to the EU has left people needing refuge with no other option than to take perilous journeys, including across the Belarusian-EU green border. People crossing this border have, as a result, been depicted as threats and weapons in a supposed “hybrid war” directed by Belarus and Russia. This rhetoric has justified increasingly repressive, violent and militarised means against people seeking protection in the EU.

    In Poland, the erection of border barriers, domestic “legalisation” of pushbacks, large-scale deployment of military troops, and the systematic denial of access to territory and assistance for those seeking sanctuary in the EU since 2021 have left people stranded in wild forests, exposed to violence and indefinitely rebuffed across the border between Belarus and Poland. These policies have led to a continuous cycle of violence, trapping individuals seeking protection in the EU between fences while they struggle to survive amidst physical assaults Since the spring of 2024, a perception of increasingly organised crossings from Belarus and the fatal stabbing of a Polish soldier at the border have triggered a further escalation of violence.

Mario Draghi, Italy’s former prime minister and former European Central Bank president, stressed that ‘electricity prices in all EU countries have increased compared to last year and are two to three times higher than those in the United States. We must lower energy prices.’

    In addition, the European Commission predicts that growth in the EU will not exceed 0.9 % this year. What is more, EU officials have publicly expressed the view that ‘Europe’s energy deficit, combined with the end to the supply of Russian gas via Ukraine and Trump’s threats of tariffs on imports from the EU are creating new inflationary pressures’.

    Specialists from the city economy complex will put the territories of more than 60 educational institutions in order. This was announced by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Comprehensive measures are planned to improve the territories of over 60 educational institutions, including 51 within the framework of the modernization program “My School”. The main task is to create comfortable and safe spaces for students in accordance with modern standards. Children spend a lot of time on the territory of schools and kindergartens, so it is important that there are all the conditions for comprehensive development and recreation near the buildings,” said Pyotr Biryukov.

    Specialists will repair and add, where necessary, children’s and sports grounds with trauma-safe surfaces. Play equipment and exercise machines will be installed there.

    Special attention will be paid to security issues. Video surveillance systems and energy-efficient lamps will be installed on the territory of educational institutions. In addition, outdoor recreation areas will be organized, existing pedestrian paths will be repaired and new ones will be laid, street furniture will be installed and additional landscaping will be carried out.

    All work will be completed by September 1.

    The Committee for Physical Culture and Sports of St. Petersburg summed up the results of student competitions among universities. More than 18 thousand athletes competed for awards in 65 sports. Representatives of 69 educational organizations of the city and Leningrad Region took part in the competitions.

    The sports results were summed up in the absolute team championship, as well as in five categories depending on the contingent of students. The award ceremony took place on March 4 in the assembly hall of the NSU of Physical Education, Sports and Health named after P. F. Lesgaft. It was attended by the chairman of the Committee on Physical Education and Sports of St. Petersburg, Honored Master of Russia Anton Shantyr and acting rector of the university Vadim Grishkov.

    In the overall team standings, the first place was taken by the NSU of Physical Education, Sports and Health named after P. F. Lesgaft. The second place was taken by the Peter the Great St. Petersburg Polytechnic University, and the third place was taken by the Baltic State Technical University “VOENMEKH” named after D. F. Ustinov.

    In the comprehensive standings of the championship of universities for students with a contingent of over ten thousand students, the victory was won by Peter the Great St. Petersburg Polytechnic University, second place went to the National Research University ITMO, and third place went to the A. I. Herzen State Pedagogical University of Russia.

    The Baltic State Technical University took the lead in the team championship for students with a contingent of five to ten thousand students. The second place in this category went to the Saint Petersburg Mining University, and the third place went to the Saint Petersburg State University of Industrial Technologies and Design.

    In the category for students with fewer than one thousand students, the Military Institute of Physical Culture won. The second place went to the St. Petersburg State Institute of Psychology and Social Work, and the bronze went to the St. Petersburg University of the Federal Penitentiary Service.

    Alexey Kharitonov is known in the country and abroad as a scientist in the field of construction materials science. His specialization is the creation of effective materials for the restoration of cultural heritage sites – architectural monuments. The researcher makes a great contribution to the development of university science and construction education in the country, and has been engaged in scientific and pedagogical activities for 25 years.

    Alexey Kharitonov is a member of the dissertation council of SPbGASU and the scientific and technical council of the Housing Committee of the Government of St. Petersburg, a member of the editorial board of the journal “Cement and Its Applications”, included in the list of the Higher Attestation Commission of the Russian Federation.     In recent months, we’ve seen an increase in the use of Windows Packet Divert drivers to intercept and modify network traffic in Windows systems. This technology is used in various utilities, including ones for bypassing blocks and restrictions of access to resources worldwide. Over the past six months, our systems have logged more than 2.4 million detections of such drivers on user devices.

    The growing popularity of tools using Windows Packet Divert has attracted cybercriminals. They started distributing malware under the guise of restriction bypass programs and injecting malicious code into existing programs.

    Such software is often distributed in the form of archives with text installation instructions, in which the developers recommend disabling security solutions, citing false positives. This plays into the hands of attackers by allowing them to persist in an unprotected system without the risk of detection. Most active of all have been schemes for distributing popular stealers, remote access tools (RATs), Trojans that provide hidden remote access, and miners that harness computing power to mine cryptocurrency. The most commonly used malware families were NJRat, XWorm, Phemedrone and DCRat.

    Blackmail as a new infection scheme

    We recently uncovered a mass malware campaign infecting users with a miner disguised as a tool for bypassing blocks based on deep packet inspection (DPI). The original version of the tool is published on GitHub, where it has been starred more than 10,000 times. There is also a separate project based on it that is used to access Discord and YouTube.

    According to our telemetry, the malware campaign has affected more than 2,000 victims in Russia, but the overall figure could be much higher. One of the infection channels was a YouTuber with 60,000 subscribers, who posted several videos with instructions for bypassing blocks, adding a link to a malicious archive in the description. These videos have reached more than 400,000 views. The description was later edited and the link replaced with the message “program does not work”.

    The link pointed to the malicious site gitrok[.]com, which hosted the infected archive. The counter at the time of posting the video showed more than 40,000 downloads.

    Later, in discussions in the tool’s original repository, we found messages about a new distribution scheme: attackers under the guise of the tool developers sent strikes about the videos with instructions for bypassing restrictions. Next, the attackers threatened the content creators under the pretext of copyright infringement, demanding that they post videos with malicious links or risk shutdown of their YouTube channels.

    I created a tutorial video using materials from this repository, since it was publicly available on GitHub, and the video was non-commercial. But I still got hit with a YouTube strike for demonstrating the code.
    I’d like to know if it’s the authors themselves or someone on their behalf who send the strikes? Or is it just a misunderstanding?

    This way, the scammers were able to manipulate the reputation of popular YouTubers to force them to post links to infected files.

    YouTuber complaints about cybercriminal activity

    Dear program developer @[REDACTED] YouTubers who showed how the program works and helped people unblock YouTube in Russia are having problems with scammers handing out strikes and threatening to delete these creators’ channels. They force you to shoot 2 more videos for your channel so that if anything happens they can send 2 more strikes, then it’s 3 strikes and you’re out – Google will delete the channel. YouTubers feel pressured to give in to the scammers’ demands to save their channels. But that only makes things worse.

    SCAMMERS FORCE YOUTUBERS TO SHOOT VIDEOS OF THEIR PROGRAM, THAT’S WHY I DON’T HAVE A SINGLE YOUTUBE VIDEO OF THIS PROGRAM…

    In addition, we found a Telegram channel actively distributing the malicious build and a video tutorial on a YouTube channel with 340,000 subscribers.

    And in December 2024, users reported the distribution of a miner-infected version of the same tool through other Telegram and YouTube channels, which have since been shut down.

    All the discovered infected archives contained one additional executable file, while the original start script general.bat had been modified to run this file using PowerShell. In one version, if the security solution on the victim’s device deleted the malicious file, the modified start script displayed the message “File not found, disable all antiviruses and re-download the file, that will help!” to persuade the victim to run the malicious file, bypassing protection:

    The malicious executable is a simple loader written in Python and packed into an executable application using PyInstaller. In some cases, the script has been additionally obfuscated using the PyArmor library.

    Example of the unpacked loader

    The loader retrieves the URL of the next-stage payload from a hardcoded path on one of two domains: canvas[.]pet or swapme[.]fun. After the download, it saves the payload named t.py in a temporary directory and runs it.

    Note that the payload can be downloaded only from Russian IP addresses, indicating that the malware campaign was aimed at users in Russia.

    Second-stage malware loader

    The next stage of the infection chain was a custom Python loader based on open-source code snippets. Below are the execution steps for this script:

    1. Scanning the current environment for artifacts of running on a virtual machine or in a sandbox. The loader compares system data (computer and user names, MAC addresses, unique disk identifiers (HWID), GPU parameters, etc.) with predefined lists of values used by virtual environments.
    2. Adding the AppData directory to Microsoft Defender exclusions.
    3. GET request to http://193.233.203[.]138/WjEjoHCj/t. Depending on the response ( true/false) and the specified probability, the script either downloads the executable file from the server at http://9x9o[.]com/q.txt, or uses a hardcoded block of data in Base64 format. The resulting file is saved at %LocalAppData%driverpatch9t1ohxw8di.exe.
    4. Modifying the payload. The executable file just written to disk is modified by appending random blocks of data to the end until it reaches 690 MB in size. This technique is used to hinder automatic analysis by antivirus solutions and sandboxes.
    5. Gaining persistence in the system. The loader creates a service named DrvSvc and sets its description to that of the legitimate Windows Image Acquisition (WIA) service:

    SilentCryptoMiner

    The downloaded di.exe is a SilentCryptoMiner sample based on the open-source miner XMRig. This is a covert miner able to mine multiple cryptocurrencies (ETH, ETC, XMR, RTM and others) using various algorithms. For stealth, SilentCryptoMiner employs process hollowing to inject the miner code into a system process (in this case, dwm.exe). The malware is able to stop mining while the processes specified in the configuration are active. It can be controlled remotely via a web panel. The miner is coded to scan for indicators of running in a virtual environment and check the size of the executable itself, which must be at least 680 MB and no more than 800 MB – this is how the attackers make sure that the miner was run by the above-described loader.

    The miner configuration is Base64-encoded and encrypted using the AES-CBC algorithm with the key UXUUXUUXUUCommandULineUUXUUXUUXU and the initialization vector UUCommandULineUU. It has many parameters, including: the algorithm and URL for mining; a list of programs which upon execution cause the miner to temporarily stop and free its resources; a link to the remote configuration that the miner will receive every 100 minutes.

    The campaign makes use of the Pastebin service to store configuration files. We detected several accounts distributing such files.

    Takeaways

    The topic of restriction bypass tools is being actively exploited to distribute malware. The above campaign limited itself to distributing a miner, but threat actors could start to use this vector for more complex attacks, including data theft and downloading other malware. This underscores once again that, while such tools may look enticing, they pose a serious threat to user data security.

  • MIL-OSI Russia: “Two Epochs of Ilya Glazunov”: Unknown Masterpieces in Zaryadye

    Ivan Glazunov, rector of the Russian Academy of Painting, Sculpture and Architecture, said “Moscow Culture” about two special works by his father, the paintings “Prince Igor” and “Tsarevich Dmitry”, which are presented for the first time at the exhibition in Zaryadye.

    — At our exhibition, Ilya Sergeyevich had to be represented by paintings. And famous, iconic paintings, for which he is remembered, loved then and remembered for the rest of his life. Therefore, it was very important to make a capacious exposition of several works. And this is what is presented here: “Prince Igor”, 1960s. This is the first version of the famous “Prince Igor”, which is in the Tretyakov Gallery. But it is vertical.

    Here the artist’s attention is more focused on the prince’s face. And his passion for the icon is visible. And he created the frame himself, because there were no framing workshops then, like now. He combined this framing with antique brocade, preserving the feeling of antiquity, which he loved very much. This is a new, unexpected solution for such an iconographic image by a contemporary artist at that time. I found the painting in his things in the workshop, and it is my property. I value it very much and am glad that it can be shown at an exhibition for the first time.

    The second work is “Tsarevich Dmitry”. This is the first version of the famous painting. Here, as in the previous canvas, the artist’s attention is more concentrated on the hero’s face. There is also a more mature version – with a glued-on brocade shirt. In addition, a red morocco boot appears in the subsequent composition. And here the concentration is on the main thing.

    This is certainly not a sketch, because the sketch is also presented here, it is a variant. I simply found it in the attic. Ilya Sergeyevich forgot about this painting, probably knowing that I would find it someday.

    — When creating the image of the wooden horse in this painting and in the original, Ilya Sergeyevich used this toy. These were sold at the Central Market in Moscow, where my mother took me when I was still a little boy. On a certain day, folk craftsmen would come there and sell matryoshkas and horses.

    They were different from those that are now sold at the Izmailovsky Vernissage or in souvenir shops. These were authentic toys with a simple, cheap outline. They were brought from those places where such toys are traditionally made, simple, unpretentious and very cute. This touching toy, it brings some kind of childish accent here.

    And of course, the artist in his work also speaks out on the topic of the murder of the royal family already in that Soviet time, because people understood what it was about. This is not just the prince from Boris Godunov, this is a multifaceted image. I think it touched everyone who has children and those who love small children with this creepy, but not physiological, but simply terrible allegorical reminder of a dead child. It touches, it is scary to watch.

    And there is much in Ilya Glazunov’s early works, they are very unusual. And by the way, they are not so academic, although he left us an academic school and a testament on how to work with it. We carry it, preserve it and protect it. But these early things of his are above all schools. They are very individual, personal, sharp and so piercing.

    The exhibition is designed for visitors over six years old and will run until April 6.

    Statement to the 108th Session of the Executive Council of the Organisation for the Prohibition of Chemical Weapons, by Her Excellency Joanna Roper, Permanent Representative of the United Kingdom of Great Britain and Northern Ireland

    Mr Chairperson, Director General, Excellencies, Distinguished Delegates,

    Let me start by extending my thanks to His Excellency, Director General Fernando Arias, for his comprehensive report demonstrating the significant and increasing demands on this organisation and the progress he has made. I would also like to thank His Excellency, Ambassador Terán Parral for chairing this session and for his excellent leadership of the Executive Council since May 2023.

    Mr Chairperson,

    At long last, with the collapse of the Assad regime, Syria is now in a position to take a fresh approach to its engagement with the OPCW and finally close the file on the chemical weapons programme. This is an opportunity that few could have imagined 12 months ago.

    We welcome commitments made by Syria’s Interim Authorities to cooperate with the Technical Secretariat and international community to this end. We warmly welcome the DG’s report of his recent visit and note on the way forward. We look ahead to the rapid deployment of OPCW technical teams on the ground to help Syria deliver a full, complete and accurate declaration; and to start destruction. And I would like to thank the Permanent Representative of Qatar for representing Syria’s interests at the OPCW since December so effectively. 

    After more than a decade, we are urging Syria to turn the page on the horrific legacy of Assad’s chemical weapons programme and we must support it to do so. We call on States Parties to support the Technical Secretariat and the Syrian Arab Republic to complete the job of destroying the Assad Regime’s chemical weapons. The UK has recently announced additional funding for the OPCW’s Syria Missions – we have given a total of more than £1m to the OPCW’s Syria Trust Fund over the past year. And yesterday, Mr Chairperson, I sent a letter to the Director General, confirming that we will provide a comprehensive offer of practical support to him and his team later this month.

    Mr Chairperson,

    I wish that I could reflect positive progress on other states of concern. Russia continues to undermine the Chemical Weapons Convention. It is now three years since Russia started a war of aggression against Ukraine – a brutal attack on the sovereignty, political independence and territorial integrity of a democratic state. As my Prime Minister said last week: “For three years we have been united in opposition to Russia’s barbaric invasion. And for three years we have been full of admiration for the incredible response of the Ukrainian people.”

    Let there be no doubt, UK support to Ukraine will remain steadfast.

    Russia continues to use chemical weapons in Ukraine. We note the conclusions of the Technical Secretariat’s most recent Technical Assistance Visit report issued on 14 February. This report confirmed the presence of CS gas in samples taken from three separate incidents in Ukraine, establishing a pattern of violations of the CWC across a wide geographic area. There must now be attribution for such attacks, and the perpetrators must be held to account.

    We must not forget Russia has form in regularly violating international law concerning chemical weapons. Seven years ago today, on 4 March 2018, Russia deployed Novichok nerve agent on the streets of the United Kingdom. This attack resulted in the tragic death of Dawn Sturgess. Russia also used Novichok to poison Alexei Navalny in Russia in 2020. 

    Mr Chairperson,

    Russia has set a damaging example. We must defend the fundamental principles of the Chemical Weapons Convention. We are extremely concerned by reports which suggest that the Sudanese Armed Forces have used chemical weapons in Sudan. Sudan, like any other State Party to the Chemical Weapons Convention, must abide by its obligations.

    Mr Chairperson,

    We also welcome the Technical Secretariat’s response to the opportunities and risks of emerging technology. The excellent Morocco AI Conference in October, and the AI Research Challenge, co-funded by the UK, provide a sound foundation for our collective efforts to capture the benefits of new technologies, and to understand the security risks they will pose.

    Mr Chairperson,

    The Director General is critical to the success of this organisation. This body has important work to do over the coming months to find a worthy successor to Director General Arias.  As the British say, they will have big shoes to fill.

    Events in Syria and continuing Russian breaches demonstrate that the OPCW remains central to international security. This Council must provide its unwavering support for every aspect of the OPCW’s work at this critical juncture.

    Maslenitsa has been celebrated at NSU since March 19, 1967. Traditionally, folk festivities dedicated to the arrival of spring take place near the main building of the university. The program includes round dances, folk games, performances by folk groups, youthful fun with competitions and much more. This year, Maslenitsa coincided with the first day of spring and gathered more than a thousand guests – students, university teachers and city residents.

    Various student associations take an active part in the Maslenitsa festivities. Thus, the initiative group Faculty of Mechanics and Mathematics, NSU For the second year in a row, she held a master class on making dolls-amulets in the Russian tradition. Anyone could try to make it from fabric. And the NSU Handicraft Club “τρια μοιρα” helped the participants make such a doll from threads.

    For those interested in active games, the modern sword fighting club at NSU Siberica LegioN* offered to try themselves in the role of a knight and take part in a sword fight. And the student sports club “Enot” organized areas for playing gorodki and the traditional Maslenitsa game “valenki throwing”.

    Peddlers, guys from the theater studio “kvARTira”, worked at the celebration: in order to treat yourself to a pancake from a box, you had to tell a Russian proverb, saying, sing a ditty or a verse from a Russian song. And you could warm up with hot tea from a real wood-fired samovar.

    — Folk holidays introduce us to the traditions of our ancestors, so it is important to celebrate them. Almost all of our events that tell about Russian culture are extremely popular with foreign students of NSU. This includes Maslenitsa, Russian folk parties, and other events, — said Elena Krasilova, Head of the Department of Youth Policy and Educational Work of NSU.

    The creative association of the Orthodox gymnasium from Berdsk is very familiar with Maslenitsa traditions, so they took part in the celebration. Also in the concert numbers were presented youth groups from the Novosibirsk Regional College of Culture and Arts and the Siberian State University of Railway Engineering “Okolitsa”, folklore ensembles “Maryin Sad”, “Vo Pole”.

    One of the main organizers is the NSU ethnoclub “Semyonov Den”. This year, the student association has a new leader – Sofia Kuznetsova. This is her first year of work at NSU and her first experience of holding Maslenitsa within the walls of the university.

    — Before joining Semyonov Den, I had participated in organizing Maslenitsa festivities many times. We started the preparatory work long before the holiday. We had to organize the work of the points, think over the concert program, the script, prepare the props for the games. The hardest thing was to coordinate numerous organizational issues. But the most interesting thing was to actually hold the holiday, see the joy on people’s faces, feel the mood, notice how people change their stern and shy expressions to a good-natured and open face. I think that at the end of the holiday, any organizer, along with fatigue, always has joy, satisfaction from the work done and new acquaintances! It seems to me that the university has very sociable and open young people, so the impressions from the holiday are the most pleasant. It was great! — shared the head of the Semyonov Den ethnoclub, Sofia Kuznetsova (Roslyakova).

    Students and teachers of the university took part in the Maslenitsa festivities.

    “We were passing by and ended up here. There are a lot of people near the stage, and we can’t get close, but we can hear riddles being asked from here,” said fourth-year student Lisa Elster, majoring in Journalism.

    “Liza has already managed to guess several,” noted fourth-year student of the Journalism program Vasilisa Bondarenko.

    In 2024, the Slavneft-Krasnoyarskneftegaz company received an economic effect of more than 900 million rubles thanks to measures aimed at increasing production efficiency.

    Slavneft-Krasnoyarskneftegaz specialists developed and implemented 14 innovations. The greatest effect was achieved by projects for accounting of associated petroleum gas, modernization of the electrical equipment repair system, and reduction of well construction time.

    Among the highly effective projects are also projects for optimizing well design when drilling in absorption conditions and the use of an innovative solvent for treating the bottomhole formation zone. The expected result from the implementation of the developments is an increase in the productivity of production wells by 17%.

    Over the seven years of implementing the production efficiency improvement program, Slavneft-Krasnoyarskneftegaz specialists developed 139 production efficiency improvement projects, 91 of which were implemented in production. The total economic effect from the implemented solutions exceeded 15 billion rubles.

    Systematic work to improve production efficiency is one of the key elements of Rosneft’s strategy. The company is carrying out large-scale work to reduce operating costs at production facilities, including through the introduction of advanced technological solutions.

    The educational programs of the Department of Public and Municipal Administration of the State University of Management have successfully passed the public accreditation procedure.

    Every year, a huge number of hip replacement surgeries are performed in Russia. Despite significant advances in the development and use of implants, there is a constant need to improve their long-term effectiveness. The success of joint replacement surgeries is largely determined by the postoperative period, when osseointegration occurs. During this process, the bone grows into the surface of the implant. Such a strong connection is necessary to restore the patient’s range of motion. The coating of the implant must meet several conditions: biocompatibility and the absence of an immune reaction, promoting the growth of osteoblasts on the surface of the implant, attracting stem cells from surrounding tissues, and mechanical stability under physiological loads. To this end, scientists are looking for the optimal way to apply porous coatings to the surface of the implant.

    Existing methods of coating implants have some limitations, such as insufficient biocompatibility, low mechanical strength or limited integration with the surrounding tissue. Most often, biocompatible cement is used to connect the implant to the bone tissue, but in some cases this can lead to insufficient adhesion of the bone-implant pair. Polytechnic engineers are working on creating a technology that allows the implant and bone tissue to connect without cement. To do this, open porous structures are formed on the surface of the prosthesis: the bone literally grows into it.

    Specialists of the research laboratory “Laser and Additive Technologies” of the Institute of Mechanical Engineering, Materials and Transport of SPbPU have developed a technology for surfacing a porous coating with a layer thickness of 600 µm with an open porosity of 60-80% and the ability to control these parameters. At the moment, clinical tests of samples and the process of manufacturing a serial surfacing complex are underway by order of OOO “Rutil”.

    We have developed not only the technology, i.e. the method of manufacturing implants, but also the instrument base. In our laboratory, we have assembled a model of the laser cladding complex. It consists of a laser head, a nozzle for feeding powder and a powder feeder. A fiber laser is used as a laser source. To obtain a porous coating, we used a programmed trajectory of the nozzle movement. The advantage of our technology is the ability to control the height of the porous coating and the proportion of open porosity. Cups manufactured using this technology belong to the premium class in terms of the quality of the porous coating, – said Mikhail Kuznetsov, head of the Laser and Additive Technologies Research Laboratory of the Institute of Mechanical Engineering, Materials and Transport of SPbPU.

    The development of additive manufacturing is a key factor in ensuring Russia’s technological independence. The success of the Research Laboratory of Laser and Additive Technologies of the SPbPU IMMiT in creating hip joint cups not only demonstrates the high qualifications of its employees, but also opens up new horizons for import substitution in medicine. This is an important step towards strengthening the university’s position in the market of innovative solutions and reducing dependence on foreign technologies. In addition, achievements in this area significantly strengthen the image of the Polytechnic University as an advanced scientific and educational institution capable of solving current problems and contributing to the development of domestic science and technology, noted Anatoly Popovich, Director of the SPbPU IMMiT.

    The implants have successfully passed tests on mice, during which they showed a high level of survival and lack of toxicity for the body. Currently, Endoart LLC and Armalit JSC together with the R. R. Vreden Russian Research Institute of Traumatology and Orthopedics are conducting the next stage of implant testing. Polytechnic University scientists are also manufacturing the first complex in Russia designed for serial application of a porous coating in production conditions. In the future, this will allow for serial production of implants.

    The number of indicators used to analyze the quality of drinking water in Moscow has increased to 200. Sergei Sobyanin spoke about this in his telegram channel.

    Rome, Italy, 5 March 2025: Global leaders, policymakers and evaluation experts have come together in Rome for the first day of the 2025 IDEAS-NDB Conference, on the topic of “Multi-Dimensional Evaluation for Influence & Transformation”. Jointly organised by International Development Evaluation Association (IDEAS) and the Independent Evaluation Office (IEO) of the New Development Bank (NDB), the conference will examine how evaluation can drive real-world transformational change in today’s complex global landscape. Lasting for two days, the event is being held at the headquarters of the Food and Agriculture Organization of the United Nations (FAO).

    With the world facing rising geopolitical tensions, economic uncertainty, climate change and widening social inequities, the role of evaluation in shaping evidence-based decision-making has never been more crucial.

    The FAO Director-General Dr. Qu Dongyu highlighted the important role of evaluation as the cornerstone of learning and innovation to ensure effective sustainable development policies, stating: “We cannot solve food security challenges without understanding efficiency, effectiveness and the impacts of investment. Evaluation must move beyond metrics – it must shape the policies and innovations that will help us ensure sufficient and healthy foods for future generations. I believe that this conference can be a stepping-stone towards driving meaningful progress.”

    The event welcomed around 400 global delegates, with Professor Michael Kremer, winner of the 2019 Nobel Memorial Prize in Economics, delivering the keynote speech on the conference theme of multi-dimensional evaluation for influence and transformation. He was joined by senior government officials, policy and decision-makers, high-level officials and heads of evaluation offices from major multilateral development institutions, and representatives of academic and research institutions, non-governmental organizations, the private sector and others.

    Over the two days, the conference will feature high-level discussions, expert panels, and strategy sessions examining a range of interconnected themes crucial to evaluation’s role in tackling the world’s most pressing challenges.     On March 2, 2025, the United States charged Mohammad Sharifullah, also known as “Jafar,” a member of the terrorist organization the Islamic State of Iraq and ash-Sham-Khorasan Province (ISIS-K), with providing and conspiring to provide material support and resources to a designated foreign terrorist organization resulting in death, in violation of 18 U.S.C. § 2339B. Sharifullah has been arrested and is expected to appear in the Eastern District of Virginia on March 5, 2025.

    “This evil ISIS-K terrorist orchestrated the brutal murder of 13 heroic Marines,” said Attorney General Pamela Bondi. “Under President Trump’s strong leadership on the world stage, this Department of Justice will ensure that terrorists like Mohammad Sharifullah have no safe haven, no second chances, and no worse enemy than the United States of America.”

    “The lethal attack that killed 13 American service members and Afghan civilians during the U.S. troop withdrawal from Afghanistan was an act of terrorism,” said FBI Director Kash Patel. “ISIS-K brazenly claimed responsibility for the carnage.     On Aug. 26, 2021, American and other Coalition military forces were conducting an evacuation operation at Hamid Karzai International Airport in Kabul, Afghanistan. Abbey Gate was the main entry point for the operation. Thousands of civilians were at Abbey Gate for evacuation.

    At approximately 5:36 p.m., ISIS-K member Abdul Rahman al-Logari detonated a body-worn suicide bomb at Abbey Gate, killing 13 U.S. military service members and approximately 160 civilians.

    During an interview with FBI Special Agents on March 2, 2025, after waiving his Miranda rights, Sharifullah admitted to helping prepare for the Abbey Gate attack, including scouting a route near the airport for an attacker. Sharifullah specifically checked for law enforcement and American or Taliban checkpoints; he then communicated to other ISIS-K members that he believed the route was clear and that the attacker would not be detected. Sharifullah also admitted to recognizing al-Logari as an ISIS-K operative he had previously known.

    During his interview with the FBI, Sharifullah also admitted to supporting and conducting activities on behalf of ISIS-K in multiple other lethal attacks.

    On June 20, 2016, a suicide bomber acting for ISIS-K detonated a bomb that killed over ten embassy guards and multiple civilians and wounded other soldiers guarding the Canadian embassy in Kabul. ISIS claimed responsibility for the attack. As alleged in the complaint, prior to the attack, Sharifullah conducted surveillance to prepare the suicide bomber and later transported the bomber to the attack area.

    On March 22, 2024, a group of ISIS-K gunmen attacked Crocus City Hall near Moscow, Russia. The attack killed approximately 130 people and injured numerous others. Russian authorities arrested four gunmen in connection with the attack. During his interview with the FBI, Sharifullah admitted that, on behalf of ISIS-K, he had shared instructions on how to use AK-style rifles and other weapons to would-be attackers. Sharifullah also admitted to recognizing two of the four arrested gunmen as those he had previously instructed.

    If convicted, Sharifullah faces a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant U.S. Attorneys Michael P. Ben’Ary and Troy A. Edwards, Jr., for the Eastern District of Virginia and Trial Attorneys Alicia Cook, Charles Kovats, and Ryan White for the Department of Justice’s National Security Division are prosecuting the case.

    At approximately 5:36 p.m., ISIS-K member Abdul Rahman al-Logari detonated a body-worn suicide bomb at Abbey Gate, killing 13 U.S. military service members and approximately 160 civilians.

    During an interview with FBI Special Agents on March 2, 2025, after waiving his Miranda rights, Sharifullah admitted to helping prepare for the Abbey Gate attack, including scouting a route near the airport for an attacker. As alleged in the complaint, prior to the attack, Sharifullah conducted surveillance to prepare the suicide bomber and later transported the bomber to the attack area.

    On March 22, 2024, a group of ISIS-K gunmen attacked Crocus City Hall near Moscow, Russia. The attack killed approximately 130 people and injured numerous others. Russian authorities arrested four gunmen in connection with the attack. During his interview with the FBI, Sharifullah admitted that, on behalf of ISIS-K, he had shared instructions on how to use AK-style rifles and other weapons to would-be attackers. Sharifullah also admitted to recognizing two of the four arrested gunmen as those he had previously instructed.

    If convicted, Sharifullah faces a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.
