    Shell announces commencement of a share buyback programme

    Shell plc (the ‘Company’) today announces the commencement of a $3.5 billion share buyback programme covering an aggregate contract term of approximately three months (the ‘programme’). The purpose of the programme is to reduce the issued share capital of the Company. All shares repurchased as part of the programme will be cancelled. It is intended that, subject to market conditions, the programme will be completed prior to the Company’s Q4 2024 results announcement, scheduled for January 30, 2025.

    The Company has entered into an arrangement with a single broker consisting of two irrevocable, non-discretionary contracts, to enable the purchase of ordinary shares on both London market exchanges (the London Stock Exchange and/or on BATS and/or on Chi-X) (pursuant to one ‘London contract’) and Netherlands exchanges (Euronext Amsterdam and/or on CBOE Europe DXE and/or on Turquoise Europe) (pursuant to one ‘Netherlands contract’) for a period up to and including January 24, 2025. The aggregate maximum consideration for the purchase of ordinary shares under the London contract is $2.1 billion and the maximum consideration for the purchase of ordinary shares under the Netherlands contract is $1.4 billion. Purchases under the London contract will be carried out in accordance with the Company’s authority1 to repurchase shares on-market and will be effected within certain contractually agreed parameters. Purchases under the Netherlands contract will be carried out in accordance with the Company’s authority1 to repurchase shares off-market pursuant to the off-market share buyback contract approved by its shareholders and the parameters set out therein.

    The maximum number of ordinary shares which may be purchased or committed to be purchased by the Company under the programme (across both contracts) is 525,000,000, which is the maximum number remaining as of the date of this announcement pursuant to the relevant authorities granted by shareholders at the Company’s 2024 Annual General Meeting1.

    The broker will make its trading decisions in relation to the Company’s securities independently of the Company.

    The programme will be conducted in accordance with Chapter 9 of the UK Listing Rules, Article 5 of the Market Abuse Regulation 596/2014/EU dealing with buy-back programmes (‘EU MAR’) and EU MAR as “onshored” into UK law from the end of the Brexit transition period (at 11:00 pm on 31 December 2020) through the European Union (Withdrawal) Act 2018 (as amended by the European Union (Withdrawal Agreement) Act 2020), and as amended, supplemented, restated, novated, substituted or replaced including by relevant statutory instruments (including, The Market Abuse (Amendment) (EU Exit) Regulations (SI 2019/310)), from time to time and the Commission Delegated Regulation (EU) 2016/1052 (the ‘EU MAR Delegated Regulation’) and the EU MAR Delegated Regulation as “onshored” into UK law from the end of the Brexit transition period (at 11:00 pm on 31 December 2020) through the European Union (Withdrawal) Act 2018 (as amended by the European Union (Withdrawal Agreement) Act 2020), and as amended, supplemented, restated, novated, substituted or replaced, including by relevant statutory instruments (including, The Market Abuse (Amendment) (EU Exit) Regulations (SI 2019/310)), from time to time.

    The first symposium of the Indonesian Students Association “PERMIRA” was held at the Polytechnic University. A bright and significant event in the humanitarian and scientific cooperation between Russia and Indonesia. The participants of the event discussed current topics related to the interaction of the two countries in the field of culture, science and technology.

    The theme of the symposium was “Youth Intercultural Entrepreneurship: Integrating Public Diplomacy to Strengthen Cooperation in a Multipolar World.” The welcoming speech was given by the Honorary Consul of the Republic of Indonesia in St. Petersburg and President of the Association of Industrial Enterprises of St. Petersburg Valery Radchenko and the Head of the Department for Relations with International Organizations of the Committee on External Relations Igor Bondarchuk.

    In light of modern challenges, the importance of developing relations between our countries cannot be overestimated, Igor Bondarchuk noted. Young people are the engine of change and progress.

    He also emphasized the role of youth cooperation in shaping future connections and partnerships.

    The topics we discuss are extremely relevant for both countries, especially given the challenges we face. It is important that we continue to develop our relations between Russia and Indonesia,” said Berlian Helmi, Deputy Head of the Indonesian Diplomatic Mission to Russia and Belarus.

    This symposium demonstrates the potential for cooperation between Polytechnic University and universities and partners from Indonesia. Youth intercultural entrepreneurship is an interesting area for joint work. In his welcoming speech, the head of the International Cooperation Department Vladimir Khizhnyak expressed SPbPU’s readiness to develop cooperation in various fields. In particular, the intention to place online courses of the Polytechnic University in English on Indonesian educational platforms was discussed. Vladimir Dmitrievich also invited Indonesian students to take part in the Summer School, which offers more than 40 different programs in English. An important step in strengthening cooperation will be the invitation of leading professors from Indonesian universities to read courses (online and in person).

    The symposium became a platform for dialogue on joint projects and the implementation of ideas that will deepen the country’s interaction in the field of science and technology. In addition, the participants discussed the prospects for cooperation with Indonesian universities and the possibility of Indonesian students participating in the Polytechnic’s educational programs.

    The symposium featured several fruitful sessions, each focusing on relevant topics for young entrepreneurs. The first session covered the state of the market both nationally and internationally. Participants discussed the opportunities and challenges facing young entrepreneurs, as well as ways to enhance opportunities for international students to build successful businesses.

    Speakers shared best practices of university-company collaboration that serves as an incubator for successful young entrepreneurship. The session on navigating the complexities of export-import provided participants with an opportunity to learn about the regulatory framework, typical import-export products, and current challenges of trade diplomacy between Russia and Indonesia. They discussed strategies for increasing the efficiency and competitiveness of local goods in the international arena. The accelerator and startup incubator program was the topic of one of the discussions, where young entrepreneurs could consider the challenges and opportunities they face in the process of creating and developing their projects.

    Particular attention was paid to the interactive session, where alumni of all generations met. Indonesians who studied in Russian universities shared their stories. They talked about the difficulties, advantages of knowledge obtained in Russia, and the influence of the PERMIRA association on strengthening Russian-Indonesian relations.

    The organisers also organised an exhibition of Russian and Indonesian crafts and art, where participants were introduced to the works of Indonesian artisans – from exquisite textiles to artwork reflecting the country’s rich cultural heritage.

    Next year, Russia and Indonesia will celebrate the 75th anniversary of the establishment of diplomatic relations. This event will become another reason for the further development of stable and mutually beneficial cooperation between the two countries.

    The first all-Russian conference “Additive technologies: barriers and overcoming” was held in Moscow as part of the international engine-building forum. The event was organized by the Additive Technologies Center with the support of the Rostec State Corporation and the United Engine Corporation. Polytechnic was represented at the conference by employees of the Institute of Mechanical Engineering, Materials and Transport.

    Representatives of Rostec, Rosatom, Roscosmos, UAC, UEC and others took part in the conference. The business program was divided into several thematic blocks: production, materials, equipment and software. The organizers held a round table with the participation of members of territorially distributed centers of additive manufacturing specialization of UEC and industry experts.

    The delegation from the Polytechnic University included the following representatives of IMMiT: Director of the Institute Anatoly Popovich, Director of the Center for Continuing and Professional Education Maria Trenina and Director of the Scientific and Educational Center “Mechanical Engineering Technologies” Pavel Novikov. The conference participants discussed current issues and prospects for the development of additive technologies. At the plenary session, Anatoly Popovich made a report on the topic “Additive Technologies. Experience and Development Prospects”. He noted the high level of the event and spoke about the achievements of SPbPU in the field of additive technologies, emphasizing the importance of developing ceramics and 3D printing for use in aircraft engine building and space.

    At the conference, a cooperation agreement was signed between JSC Center for Additive Technologies and Peter the Great St. Petersburg Polytechnic University. On behalf of JSC Center for Additive Technologies, the document was signed by General Director Alexey Mazalov. The agreement provides for the joint development of educational programs, advanced training of teachers and staff, and joint research work.

    Specialists from the Marine Rescue Service of the Ministry of Transport of Russia completed the pumping out of fuel oil from the main and ballast tanks of the aft section of the Volgoneft-239 tanker, which sank near Cape Panagia on December 15, 2024, ahead of schedule. The cleaning of the tanks for dismantling and subsequent disposal has begun. This was reported by the chairman of the government commission for the elimination of the consequences of the tanker wreck, Deputy Prime Minister Vitaly Savelyev.

     

    Between January 19 and 25, 1,488 tons of fuel oil were pumped from the tanker into bitumen carriers, after which it was transferred to 20 railway tank cars.

     

    To be able to pump out the fuel oil, specialists restored the ship’s standard equipment, including the pumping and cargo heating system. In order for the fuel oil to become fluid, its temperature had to reach 45 degrees.

     

    A temporary road was built to allow equipment to reach the tanker, and a protective embankment was created around the hull. This embankment served as an artificial hydraulic structure, protecting the vessel from the storm and preventing fuel oil from spilling into the sea.

     

    A special platform reinforced with concrete slabs was built on the embankment close to the tanker. It provided passage for loaded bitumen carriers transporting fuel oil from the ship.

     

    Eight machines were involved in the round-the-clock pumping operations. During the entire period of the work, 87 bitumen trucks were removed from the tanker. The remaining fuel oil that could not be unloaded by ship equipment was pumped out using hand pumps.

     

    To ensure the environmental safety of the area, even before the work began, the Marine Rescue Service concentrated a group of emergency rescue fleet in the amount of up to 10 vessels. The fleet’s tasks included setting up boom barriers in the work area, which ensured the localization of oil products and the prevention of further pollution of the sea.

     

    Currently, a project for the disposal of the stern of the vessel as sunken property is being prepared. According to the order of the captain of the seaport of Taman, the development of the project should have been completed by January 30. Before the start of work on cutting the vessel, a number of special events will be held. Also, the order of the captain of the seaport of Taman states that by March 31, all work on cutting the vessel and its removal should be completely completed.

  • MIL-OSI Russia: Dmitry Chernyshenko: Siberia, the South and the Caucasus Lead in Growth of Tourist Trips Over Nine Months

    Tourists made 5.5 million trips in nine months across Siberian regions from January to September 2024. This is 15.3% more than in the same period last year. The federal district took first place in terms of the number of tourists received. The Republic of Tyva, Tomsk and Omsk regions demonstrated the highest results.

    The second place in the ranking of federal districts was taken by the traditionally touristy south of Russia. Here, the increase in the number of trips was 14.8%. In total, the southern regions received 12.3 million tourists.

    The North Caucasus rounds out the top three, demonstrating significant growth rates in this area in recent years. The indicator increased by 14.8% and reached 2.3 million trips.

    “Over the past nine months, Rosstat recorded 65.5 million tourist trips across Russia, which is 11.1% more than in the same period in 2023. The growing interest in our country from foreign tourists is encouraging: more than 3 million people have become guests of Russian hotels, which is 42% more than last year. This success confirms that Russia is becoming increasingly popular with travelers from all over the world,” said Deputy Prime Minister Dmitry Chernyshenko.

    The Deputy Prime Minister emphasized that President Vladimir Putin had instructed to make the visa regime more flexible and accessible for tourists from other countries. Thus, visa-free group trips are available for citizens of Iran and China, and representatives of 52 countries can obtain electronic visas.

    The regions of the Far East have become leaders in the growth of interest from foreign tourists. The most significant results are shown by the Republic of Sakha (Yakutia), Amur Region and Khabarovsk Krai.

    The top three leaders in terms of growth in tourist trips from abroad also include the Northwest and Siberia, with an increase of 69 and 63.8%, respectively. Here, significant results are demonstrated by the Republic of Karelia, Murmansk Region, St. Petersburg, as well as Irkutsk, Tomsk Region and the Republic of Tyva.

    “This year we are seeing rapid growth and the establishment of new tourist centers. First of all, we are talking about Siberia and the Far East. They are actively being developed by both Russian and foreign travelers. I believe that these are the most promising geographic areas for investors. For our part, we are ready to support these growth points with government support measures within the framework of the national project “Tourism and Hospitality Industry”, – said Minister of Economic Development Maxim Reshetnikov.

    The Minister added that this year the Discover Russia brand was also developed, which already today helps promote Russian tourism products in foreign markets through the cultural component, creative and gastronomic industries.

    Grigory Aleksandrovich began working in the field of youth policy when he was still a student at the North Caucasus Humanitarian and Technical Institute. And since graduating in 2006, he has not changed his chosen career direction, working and devoting himself to various specialized organizations in his native Stavropol Krai. In 2017, he moved to Moscow and held leadership positions in Rosmolodezh for four years. Later, for about a year and a half, he was Deputy Minister of Science and Higher Education of the Russian Federation. In December 2022, he headed the Russian Movement of Children and Youth “Movement of the First”, and in September of this year he became the head of Rosmolodezh.

    We wish the birthday boy further career success, even more implemented projects of all-Russian scale and state awards for his work.     Sharing research results

    This year, our International Center for Decision Analysis and Choice at the National Research University Higher School of Economics celebrates its 15th anniversary. This HSE division carries out work that is at the forefront of scientific research in various fields, and we also interact a lot with various universities around the world. And almost every year we hold schools such as the autumn school “Advances in Decision Analysis”. Its goal is for scientists to learn what is being done in science around the world. Science is not Russian or American, English, science is international, it is aimed at the benefit of all humanity. We must constantly exchange research results. And within the framework of the school, we receive the very latest scientific work of the highest level. This is of great importance for our students and teachers. Lagging behind is dangerous, and our school exists to prevent it.

    Comfortable format

    The online format is convenient for our school. During Covid, we mastered this technology because people could not travel. In the current political situation, there are also restrictions, but the respect for our school is very high, so many foreign colleagues agreed to give presentations online. As part of the autumn school, we made several broadcasts on the Internet, which were joined by participants from various universities in Russia and around the world.

    List of speakers

    The first speaker was Professor Arunava Sen, one of India’s leading scientists who works at the Indian Statistical Institute. Some schools in India have an excess supply of teachers, while others have a shortage, and the speaker explained how to effectively reassign teachers, taking into account their wishes and the needs of the schools. Then Ahmed Alkan from Sabanci University, Turkey, one of the largest specialists in the field of generalized matchings, spoke – also completely new work related to representing these matchings in the form of lattices. The next speaker, Mario Guarracino from the University of Cassino, Italy, gave an amazing overview of neural network analysis methods and how neural networks operate. Eric Maskin, an employee of our center and a Nobel laureate, also spoke; I was delighted by his work on classical voting models. But he made very significant progress here. Alexey Myachin, also our employee, gave a report on completely new models in pattern analysis. This is a direction that has been developing for us for 20 years. Very high-quality new results have been obtained. The next talk is by Michel Grabisch from the Panthéon-Sorbonne University in Paris, who spoke about the possibility of generating linear orders. Then Vladimir Makarenkov, head of the bioinformatics department at the University of Quebec in Montreal, Canada, spoke about bioinformatics and practical applications. One of the world’s leading experts in the field of data analysis, Boris Mirkin, also spoke, who spoke about new models of K-means algorithms for data analysis. Colleagues from Sberbank Dzhangir Dzhangirov and Andrey Vashevnik spoke about large linguistic models and new visions for risk assessments.

    Terms like “move to [country]” and “visa [country]” were searched, and the average monthly search volume over the past 12 months was analysed to rank countries by the frequency of relocation searches.
     
    State data was compared to its respective populations.

    The State University of Management, together with the Financial University under the Government of the Russian Federation, co-organized the VI Russian Sociogender Forum with international participation “Social, demographic and spiritual security of the family institution in the context of the formation of a new social world order.”

    As part of the Forum, on October 25, 2024, a meeting of the scientific section “Trust as a socio-gender basis for the formation of a family, stable development of family relations and successful solution of strategic tasks of the demographic policy of Russian society and the state” was held at the Institute of Public Administration and Law of the State University of Management.

    In the reports that covered modern challenges and trends in this area, of particular interest were cases and studies of the problems of gender socialization of women, trust and mistrust between the sexes, socio-psychological mechanisms and strategies for successfully resolving family conflicts, including divorces, the share of which in 2022 increased to 68%, while 70 years ago this figure was 4%. In Russia, according to the results of 2023, the total fertility rate, reflecting the average number of children born to one woman during the reproductive period (from 15 to 50 years), turned out to be “terribly low” and amounted to 1.41.

    The moderator of the section “Trust as a socio-gender basis for the formation of a family, stable development of family relations and successful solution of strategic tasks of the demographic policy of Russian society and the state” was the head of the relevant scientific school, professor of the department of sociology, psychology and history of our university Viktor Krivopuskov.

    The scientific discussion was also attended by professors of sociology T.E. Petrova, I.V. Mkrtumova, V.V. Krivopuskov, professors of psychological sciences N.A. Tsvetkova, N.A., O.A.     The international week “Design without Borders” was held in Yerevan on October 21-26 at the National University of Architecture and Construction of Armenia (NUACA). The event was held jointly with the Saint Petersburg State University of Architecture and Civil Engineering and the Saint Petersburg State University of Industrial Technologies and Design and was intended to unite specialists and students in the field of design.

    In his welcoming speech at the opening of the week, Dean of the Faculty of Design at NUASA Artashes Melikyan noted that he was glad to welcome everyone to the university and expressed hope for successful cooperation.

    Representatives of SPbGASU spoke about current trends and achievements in the academic and extracurricular work of the architectural faculty. The reports aroused genuine interest, became a reason for questions from colleagues and led to serious discussions.

    The participants confirmed the high level of SPbGASU and, in a broader sense, the prestige of St. Petersburg as a world cultural center.

    Our participants got acquainted with the organization of the educational process at the NUASA Design Faculty, the content, methodology and material base of training, saw samples of coursework and graduation works in various areas of training, visited classrooms, fine art studios, model and geodetic workshops, discussed key topics today, in particular, the use of artificial intelligence methods in design and training. The parties considered the prospects for further cooperation: summer schools, conferences, internships, scientific work and the possibility of joint publications.

    Students of the Faculty of Architecture of SPbGASU performed well as speakers: NUASA teachers noted their high motivation, cultural level and professional outlook.

    Ksenia Yakovleva shared her impressions of the trip: “The exchange of professional experience in educational, work and cultural aspects was useful for students and teaching staff. Many topics related to trends in education were discussed at the round tables. In addition, the topics of preserving cultural heritage, opportunities and the degree of involvement of architects in the improvement of the urban environment were touched upon.

    Our students actively participated in master classes and gave presentations, where they confidently demonstrated not only their projects, but also demonstrated motivational and professional qualities, once again confirming the high level of training at SPbGASU.

    Official and informal meetings, acquaintance with culture and history, excellent organization made this trip rich and unforgettable. The contacts established during the working trip to Yerevan will be used for further exchange of experience and expansion of international relations.”

    Rosneft Day was held at the Company’s key partner university in the Republic of Bashkortostan, Ufa State Petroleum Technological University (USPTU). 34 subsidiaries, including 10 enterprises of Bashneft, Rosneft’s largest asset in the region, took part in the job fair and presentations.

    During the Rosneft Day, vacancies for students and graduates of universities and colleges were presented. Today, the most popular vacancies among blue-collar jobs are: oil and gas production operator, chemical analysis laboratory assistant, process unit operator, instrument operator, repairman, process unit repairman, process pump operator, commodity operator, general machine operator, electrician for repair and maintenance of electrical equipment, electric and gas welder.

    Oil refiners from Bashneft-Novoil held a quiz for students on the topic of “Oil refining and more”, the winners won tickets to the cinema. Orenburgneft held a game of “oil monopoly”. Guests of the fair could also attend a lecture on “Hydraulic fracturing – a discipline at the intersection of sciences” from RN-GRP. The master class “Career roasting” and a meeting with foreign students were held by RN-Service employees. All participants of the events received memorable souvenirs.

    Rosneft, as part of the corporate continuous education program “school – college/university – enterprise”, is implementing projects to attract talented youth and form an external personnel reserve. In the Republic of Bashkortostan, the program has been implemented for several years. This year, 49 schoolchildren entered the 10th “Rosneft-classes”. In addition, in Ufa, in pilot mode, 25 9th-grade students were enrolled in the “Rosneft-class”. The Ufa Fuel and Energy College (UTEK) acted as a partner of the pilot.

    There are six Bashneft corporate groups in Ufa State Petroleum Technical University and Ufa Energy Company in various training areas, including: oil and gas geology and geophysics, solid fuel, oil and gas processing technology, design and operation of oil and gas processing equipment, etc. In specialized groups, students combine work in production with training according to an individual schedule. Training in specialized subjects is carried out with the involvement of expert teachers from among Bashneft employees. Students also participate in career guidance and corporate events of the Company.

    In partnership with Bashneft enterprises, the following basic departments were created at USPTU: “Technologies of Petrochemical Processes”, “Welding of Oil and Gas Structures”, “Bashneft Processing”, and “Bashneft – Environmental Engineering”.

    The scientific institute “RN-BashNIPIneft” supervises 7 basic and graduating departments at USPTU. This year, the institute opened two new basic departments at the university: “Lean Technologies and Innovations in the Oil and Gas Complex” and “Oil and Gas Field Equipment for Well Operation and Repair”. Also in 2024, a new master’s program MPE Petroleum Engineering in the direction of “Oil and Gas Engineering” was opened for foreign students at the Department of “Field Pipeline Systems” of USPTU. RN-BashNIPIneft specialists teach master’s students the design, development and production of oil and gas fields on land and offshore, work in Rosneft software products, introduce innovative well drilling technologies, etc. The first students of the program were 10 applicants from Egypt, Nigeria and Cameroon.

    Ufaorgsintez annually holds the Unified Oil Refinery Cup in Oil Refining Olympiad and the Petrochemistry, Chemical Technology and Automation Olympiad for senior students at the University. In addition to certificates and gifts, winners and prize winners receive additional points that are taken into account when applying for a master’s degree at USPTU, and are also invited to interviews at Bashneft enterprises for possible employment.

  • MIL-OSI Russia: Rosneft held the 6th scientific and practical conference on hydrogeology

    Rosneft held the 6th corporate scientific and practical conference on hydrogeology and water supply, bringing together more than 50 Russian experts in this field. The conference was traditionally organized by the Company’s scientific institute in Izhevsk.

    One of the priority tasks of the Rosneft-2030 strategy is to achieve leading positions in industrial safety, labor protection and the environment. The company pays great attention to the rational use of water resources.

    During the conference, experts discussed a number of key challenges facing the Russian oil and gas industry. The key topic of discussion was the results of the implementation of the RN-Aqua software package, developed by specialists from the Izhevsk Scientific Institute, into production. The participants noted the positive experience of working with this product, identifying areas for further expansion of its functionality.

    The conference also featured scientific and applied reports devoted to the updating and development of new areas of work and competencies in hydrogeology, as well as best practices used in the design of hydrogeological work.

    “We are pleased to report solid third-quarter results, highlighted by 13% year-over-year revenue growth and a significant improvement in profitability and cash flow from operations,” said Roy Zisapel, Radware’s President and CEO. “Our results reflect double-digit growth in subscription revenue, strong sales of software subscriptions, and the ongoing success of DefensePro X, which carries with it more subscription revenue.     Financial Highlights for the Third Quarter 2024
    Revenue for the third quarter of 2024 totaled $69.5 million:

    • Revenue in the Americas region was $27.7 million for the third quarter of 2024, an increase of 11% from $24.9 million in the third quarter of 2023.
    • Revenue in the Europe, Middle East, and Africa (“EMEA”) region was $25.2 million for the third quarter of 2024, an increase of 30% from $19.3 million in the third quarter of 2023.
    • Revenue in the Asia-Pacific (“APAC”) region was $16.6 million for the third quarter of 2024, a decrease of 5% from $17.4 million in the third quarter of 2023.

    GAAP net income for the third quarter of 2024 was $3.1 million, or $0.07 per diluted share, compared to GAAP net loss of $6.9 million, or $(0.16) per diluted share, for the third quarter of 2023.

    Non-GAAP net income for the third quarter of 2024 was $10.2 million, or $0.23 per diluted share, compared to non-GAAP net income of $2.9 million, or $0.07 per diluted share, for the third quarter of 2023.

    As of September 30, 2024, the Company had cash, cash equivalents, short-term and long-term bank deposits, and marketable securities of $411.7 million. Cash flow from operations was $14.7 million in the third quarter of 2024.

    Non-GAAP results are calculated excluding, as applicable, the impact of stock-based compensation expenses, amortization of intangible assets, litigation costs, acquisition costs, restructuring costs, exchange rate differences, net on balance sheet items included in financial income, net, and tax-related adjustments. A reconciliation of each of the Company’s non-GAAP measures to the most directly comparable GAAP measure is included at the end of this press release.

    Revenue was $2.29 billion for the third quarter of 2024, an increase of 6% as compared to $2.17 billion for the same period in the prior year. Excluding the impact of foreign currency, revenue increased 6%. On an organic basis, revenue increased 6%. See Supplemental Segment Information for additional detail on book-of-business settlements and interest income included in revenue.

    Net Loss for the third quarter of 2024 was $1.67 billion compared to Net Income of $139 million in the prior-year third quarter. Loss from Operations, Operating Margin, Net Loss and Diluted EPS for the third quarter of 2024 include pre-tax non-cash losses and impairment charges of over $1.0 billion each related to the pending sale of TRANZACT. Adjusted EBITDA for the third quarter was $501 million, or 21.9% of revenue, an increase of 15%, compared to Adjusted EBITDA of $436 million, or 20.1% of revenue, in the prior-year third quarter. The U.S. GAAP tax rate for the third quarter was 16.1%, and the adjusted income tax rate for the third quarter used in calculating adjusted diluted earnings per share was 19.7%.

    Cash Flow and Capital Allocation

    Cash flows from operating activities were $913 million for the nine months ended September 30, 2024, compared to $823 million for the prior year. Free cash flow for the nine months ended September 30, 2024 and 2023 was $807 million and $707 million, respectively, an increase of $100 million, primarily driven by operating margin expansion, partially offset by cash outflows related to transformation and discretionary compensation payments. During the quarter ended September 30, 2024, the Company repurchased $205 million of WTW outstanding shares.

    The HWC segment had revenue of $1.33 billion in the third quarter of 2024, an increase of 4% (3% increase constant currency and 4% organic) from $1.28 billion in the prior year. Health had organic revenue growth driven by strong client retention, new local appointments and the continued expansion of our Global Benefits Management client portfolio in International and Europe, along with increased brokerage income in North America. Wealth generated organic revenue growth from higher levels of Retirement work in Europe, an increase in our Investments business due to capital market improvements and growth from our LifeSight solution. Career had organic revenue growth from increased compensation survey sales and advisory services in Work & Rewards and product revenue in Employee Experience. Benefits Delivery & Outsourcing (BD&O) had an organic revenue decline for the quarter primarily as a result of deliberately moderating growth in Individual Marketplace and a stronger comparable in Outsourcing.

    The R&B segment had revenue of $940 million in the third quarter of 2024, an increase of 10% (10% increase constant currency and organic) from $855 million in the prior year. Corporate Risk & Broking (CRB) had organic revenue growth driven by higher levels of new business activity and strong client retention. Insurance Consulting and Technology (ICT) had organic revenue growth for the quarter primarily due to strong software sales in Technology, partially offset by tempered demand for discretionary services in Consulting.

    Operating margins in the R&B segment increased 240 basis points from the prior-year third quarter to 18.1%, primarily due to operating leverage driven by organic revenue growth and disciplined expense management, as well as Transformation savings.

    2024 Outlook

    Based on current and anticipated market conditions, the Company’s full-year targets for 2024, consistent with those targets that have been previously provided, are as follows. Refer to the Supplemental Slides for additional detail.

    • Expect to deliver revenue of $9.9 billion or greater and mid-single digit organic revenue growth for the full year 2024
    • Expect to deliver adjusted operating margin of 23.0% – 23.5% for the full year 2024

    Within the measures referred to as ‘adjusted’, we adjust for significant items which will not be settled in cash, or which we believe to be items that are not core to our current or future operations.     We evaluate our revenue on an as reported (U.S. GAAP), constant currency and organic basis. We believe presenting constant currency and organic information provides valuable supplemental information regarding our comparable results, consistent with how we evaluate our performance internally.

    We consider Constant Currency Change, Organic Change, Adjusted Operating Income/Margin, Adjusted EBITDA/Margin, Adjusted Net Income, Adjusted Diluted Earnings Per Share, Adjusted Income Before Taxes, Adjusted Income Taxes/Tax Rate and Free Cash Flow to be important financial measures, which are used to internally evaluate and assess our core operations and to benchmark our operating and liquidity results against our competitors. These non-GAAP measures are important in illustrating what our comparable operating and liquidity results would have been had we not incurred transaction-related and non-recurring items.     Constant Currency Change – Represents the year-over-year change in revenue excluding the impact of foreign currency fluctuations. To calculate this impact, the prior year local currency results are first translated using the current year monthly average exchange rates. The change is calculated by comparing the prior year revenue, translated at the current year monthly average exchange rates, to the current year as reported revenue, for the same period. We believe constant currency measures provide useful information to investors because they provide transparency to performance by excluding the effects that foreign currency exchange rate fluctuations have on period-over-period comparability given volatility in foreign currency exchange markets.

    Organic Change – Excludes the impact of fluctuations in foreign currency exchange rates, as described above and the period-over-period impact of acquisitions and divestitures on current-year revenue. We believe that excluding transaction-related items from our U.S. GAAP financial measures provides useful supplemental information to our investors, and it is important in illustrating what our core operating results would have been had we not included these transaction-related items, since the nature, size and number of these transaction-related items can vary from period to period.

    Adjusted Operating Income/Margin – (Loss)/Income from operations adjusted for impairment, amortization, restructuring costs, transaction and transformation and non-recurring items that, in management’s judgment, significantly affect the period-over-period assessment of operating results. Adjusted operating income margin is calculated by dividing adjusted operating income by revenue. We consider adjusted operating income/margin to be important financial measures, which are used internally to evaluate and assess our core operations and to benchmark our operating results against our competitors.

    Adjusted EBITDA/Margin – Net (Loss)/Income adjusted for provision for income taxes, interest expense, impairment, depreciation and amortization, restructuring costs, transaction and transformation, gains and losses on disposals of operations and non-recurring items that, in management’s judgment, significantly affect the period-over-period assessment of operating results. Adjusted EBITDA Margin is calculated by dividing adjusted EBITDA by revenue. We consider adjusted EBITDA/margin to be important financial measures, which are used internally to evaluate and assess our core operations, to benchmark our operating results against our competitors and to evaluate and measure our performance-based compensation plans.

    Adjusted Net Income – Net (Loss)/Income Attributable to WTW adjusted for impairment, amortization, restructuring costs, transaction and transformation, gains and losses on disposals of operations and non-recurring items that, in management’s judgment, significantly affect the period-over-period assessment of operating results and the related tax effect of those adjustments and the tax effects of internal reorganizations. This measure is used solely for the purpose of calculating adjusted diluted earnings per share.

    Adjusted Diluted Earnings Per Share – Adjusted Net Income divided by the weighted-average number of ordinary shares, diluted. Adjusted diluted earnings per share is used to internally evaluate and assess our core operations and to benchmark our operating results against our competitors.

    Adjusted Income Before Taxes – (Loss)/Income from operations before income taxes adjusted for impairment, amortization, restructuring costs, transaction and transformation, gains and losses on disposals of operations and non-recurring items that, in management’s judgment, significantly affect the period-over-period assessment of operating results. Adjusted income before taxes is used solely for the purpose of calculating the adjusted income tax rate.

    Adjusted Income Taxes/Tax Rate – Benefit from/(provision for) income taxes adjusted for taxes on certain items of impairment, amortization, restructuring costs, transaction and transformation, gains and losses on disposals of operations, the tax effects of internal reorganizations, and non-recurring items that, in management’s judgment, significantly affect the period-over-period assessment of operating results, divided by adjusted income before taxes. Adjusted income taxes is used solely for the purpose of calculating the adjusted income tax rate. Management believes that the adjusted income tax rate presents a rate that is more closely aligned to the rate that we would incur if not for the reduction of pre-tax income for the adjusted items and the tax effects of internal reorganizations, which are not core to our current and future operations.

    Free Cash Flow – Cash flows from operating activities less cash used to purchase fixed assets and software for internal use. Free Cash Flow is a liquidity measure and is not meant to represent residual cash flow available for discretionary expenditures. Management believes that free cash flow presents the core operating performance and cash-generating capabilities of our business operations.

    Free Cash Flow Margin – Free Cash Flow as a percentage of revenue, which represents how much of revenue would be realized on a cash basis. We consider this measure to be a meaningful metric for tracking cash conversion on a year-over-year basis due to the non-cash nature of our pension income, which is included in our GAAP and Non-GAAP earnings metrics presented herein.

    On October 31, the second scientific and production forum “Golden Valley” began its work, the main organizer of which is Novosibirsk State University. The goal of the event is to stimulate interaction between the university and scientific organizations with industrial partners through the implementation of joint projects and demonstration of scientific developments in the interests of the real sector of the economy. The forum brought together more than 1,000 participants from all over the country.

    Opening the forum, Vice-Governor of the Novosibirsk Region Irina Manuilova noted that our region has extensive experience in holding large forums. For the 11th time this year, the Technoprom International Forum for the Development of the Russian Federation was held, and the topics that will be discussed within the framework of the Golden Valley will be continued at Technoprom next year.

    — Today we are opening a forum at a leading university, which is one of the five leading universities in the country. Industry leaders have gathered here to share their experience in solving priority tasks to achieve technological sovereignty of Russia. The President has set a task for us — to become leaders in the implementation of innovations in the economy, to achieve technological leadership. In the shortest possible time, we need to build new technological chains together. To this end, new technological projects will be launched in 2025, developed in accordance with the national development goals of the Russian Federation for the period up to 2030. Universities play one of the leading roles in this process. As Governor Andrei Travnikov noted earlier, the role of universities in the socio-economic development of the regions has increased significantly today.   • MIL-OSI Russia: Mechanical engineering and technical re-equipment: challenges and opportunities for engineering universities

    The XVII scientific and industrial forum “Technical re-equipment of machine-building enterprises of Russia” is held in Yekaterinburg every year. The event brings together more than a thousand participants from the Sverdlovsk region and other federal districts. This time, experts discussed the development of new technologies at machine-building enterprises, personnel training, labor productivity and improving product quality.

    As part of the forum, a meeting of the council for work with personnel of the Union of Defense Industry Enterprises of the Sverdlovsk Region and the Sverdlovsk regional branch of the Union of Mechanical Engineers of Russia was held at the High-Tech Technopark.

    The forum will last until November 14, thematic sections will work at sites throughout the city. Representatives of mechanical engineering companies, universities, and government bodies will give reports, discuss ideas and proposals.

    The section “New Personnel for the Defense Industrial Complex and Mechanical Engineering” brought together representatives of the Sverdlovsk Region government, heads of HR departments of industrial enterprises and representatives of educational and scientific organizations. The main topic was the development and implementation of basic and additional educational programs for training professions that are in short supply for defense industry and mechanical engineering enterprises.

    Head of the Directorate of Continuing Education and Industry Partnership Ivan Kurta represented SPbPU. In the report “Development of Human Capital in Partnership with Industry: Polytechnic University Experience in the Interests of the Defense-Industrial and Machine-Building Complexes” Ivan Valentinovich spoke about the training and retraining of personnel, shared the unique experience of the university in designing and implementing educational programs to meet the needs of industrial partners.

    Particular interest from participants gave rise to joint projects with corporate universities, in particular, the campus of internal trainers and teachers held in August of this year under the auspices of Gazprom Neft, as well as programs in the field of engineering, the demand for which from the industry is growing every year.

    For us, this platform is important in terms of our positioning in the region. The Union of Defense Industry Enterprises of the Sverdlovsk Region and the Sverdlovsk Regional Branch of the Union of Mechanical Engineers of Russia can play a special role in promoting the educational and scientific environment of the Polytechnic University.     Thank you, Madam Chair. Since Russia’s illegal annexation of Crimea in 2014, its actions in Ukraine have featured widespread reports of arbitrary detention, enforced disappearances, extrajudicial executions of Prisoners of War and civilian detainees, and other serious violations of human rights.

    Activists, journalists, community leaders, and those perceived as supportive of Ukrainian sovereignty have faced persecution and illegal detention by Russian forces in the temporarily occupied territories of Ukraine. Many are sent to far-flung regions within the Russian Federation. They are held in prisons, pre-detention centres, and unofficial places of detention. Their families are often denied information about their whereabouts or access to them, causing great distress and an inability to organise effective legal counsel.

    Since Russia’s full-scale invasion in 2022, these practices have increased in both frequency and severity, with thousands of Ukrainian civilians held incommunicado and denied their fundamental rights. Independent reports, including the latest Moscow Mechanism, detail inhumane conditions, from physical abuse to psychological coercion.

    Madam Chair, these actions constitute violations of international law but behind them lie personal stories of human suffering. This week two Ukrainian civilians, Hryhorii Holovko and Oleksandra Stoliar, shared theirs at an event held in the UK Foreign Commonwealth and Development Office, supported by the Ukrainian NGO, Media Initiative for Human Rights.

    Hryhorii Holovko was detained by Russian forces in Kherson in October 2022. Russian forces tortured and intimidated him, including beatings and electric shocks and by carving Russian symbols into his body. Russian guards made threats against his wife and child and forced him to sing the Russian national anthem. Hryhorii was released in May 2023, having been forced to sign papers to align with the Russian state. His story is familiar to many others who have survived Russian occupation.

    Oleksandra Stoliar is mother to 26-year-old Iryna Navalnaya who is still being unlawfully detained. Russian forces took Iryna from her home in Mariupol in September 2022. Two months passed before Iryna’s family discovered she was being held in a prison in Donetsk. Women who have been released from this prison have shared accounts of the beatings and other barbaric treatment Iryna has experienced during interrogations, leaving her covered in bruises. They report that detainees are regularly denied access to medical assistance. Iryna’s mother worries continually that she might die in captivity.

    These testimonies are just two out of thousands. We recall that three Special Monitoring Mission (SMM) members, our colleagues, are also subjected to this systematic arbitrary detention.

    The UK stands in solidarity with them and Ukraine – and reaffirms the urgent need for accountability. We call on Russia to fully cooperate with international mechanisms investigating these abuses, grant immediate access to humanitarian organisations to all facilities where Ukrainian civilians are being held, and uphold its obligations to protect civilians and respect human rights. Russia must release all arbitrarily detained Ukrainian citizens, including Iryna Navalnaya and the SMM members. We call on Russia to end its illegal war and respect the sovereignty and territorial integrity of Ukraine. Thank you.

    Mariana Katzarova, Special Rapporteur on the situation of human rights in the Russian Federation said, “the aggressive war, the full-scale invasion against Ukraine” has exacerbated “the repression against civil society, against any antiwar expression inside the Russian Federation.”

    Special Rapporteur spoke to reporters Tuesday (29 Oct) in New York, describing instances of Russian citizens, soldiers, and critics who resist the war facing severe punishment, ranging from beatings to torture.

    Katzarova said, “Russian soldiers who decide, or officers who decide, already in Ukraine, that they don’t want to follow criminal orders, they do not want to participate in the war, they have been subjected to despicable torture in so called “zindans” pits in the ground, or they have been suspended from trees without water, without food while they’ve been severely beaten. Some has been shot in the back while trying to escape the war zone.”

    The clampdown has also extended to Russian journalists covering the conflict, with Katzarova detailing how authorities have detained more than 30 reporters. She said, “there are rules of war, but when the authorities of any country, and here we’re talking about the Russian government, starts hunting down journalists on assignment, this shows a desperation by the authorities to really cover up, to silence the truth about the aggressive war in its third year against Ukraine.”

    Katzarova estimated that over 1,300 people are currently detained as political prisoners, though some NGOs place the number above 1,700. Among these cases, she pointed to a young poet, arrested after reading an anti-war poem publicly in Moscow, who was reportedly gang-raped by police officers in detention. Despite the poet’s request for an investigation, Katzarova said, “the judge turned a blind eye.”

    Other dissenters, including prominent activist Vladimir Kara-Murza, have received lengthy prison terms for speaking out. Kara-Murza was sentenced to 25 years for “publishing three articles and delivering two speeches against the war.” His recent release as part of a prisoner exchange is an exception in Russia, Katzarova emphasized.

    Beyond political repression, Katzarova highlighted the troubling status of marginalized groups in Russia, particularly the LGBTQ+ community, which was labeled “extremist” by Russia’s Supreme Court last year, criminalizing expressions of LGBTQ+ identity and symbols. She said, “if you allow yourself to wear the rainbow flag, you are promoting the symbols of extremist organization.”

    Katzarova also condemned Russia’s tolerance of other severe human rights abuses, including the prevalence of female genital mutilation (FGM) in regions like Dagestan, a practice that remains legal in the country. “Russia is a signatory to the UN Convention Against Torture, which mandates torture be criminalized under national law,” she stated, noting that domestic violence and torture remain unaddressed by Russian legislation. “There is no law in Russia outlawing domestic violence, nor any distinct criminal offense of torture in Russian legislation,” said the Special Rapporteur.

    Following her UN briefing, Katzarova joined a meeting with public and grassroots organizations, hosted by the German Mission, where Vladimir Kara-Murza, now free, also addressed attendees. Speaking later with UN News, Kara-Murza said, “I believe it’s vitally important that now, for the first time ever, there is a specific mandate holder within the United Nations system tasked with documenting human rights violations in the Russian Federation. This is the first time ever that such a mandate holder has been appointed with responsibility for a permanent member of the UN Security Council, and that alone speaks volumes about the horrendous state of Vladimir Putin’s Russia.”

    As part of his working visit to Uzbekistan, Deputy Prime Minister of Russia Dmitry Chernyshenko took part in the ceremonial opening of the new campus of the branch of the Russian State Pedagogical University named after A.I. Herzen in Tashkent.

    The ceremony was also attended by the Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva, First Deputy Director of the National Agency for Social Protection under the President of the Republic of Uzbekistan Shakhnoza Mirziyoyeva, Minister of Education of the Russian Federation Sergey Kravtsov, Minister of Preschool and School Education of the Republic of Uzbekistan Khilola Umarova, Rector of the Russian State Pedagogical University named after A.I. Herzen Sergey Tarasov.

    “This new education center symbolizes another step in strengthening the close ties between our countries, Uzbekistan and the Russian Federation, which have been reliable partners and true friends for many, many decades,” said Tanzila Narbaeva.

    Minister of Preschool and School Education of Uzbekistan Khilola Umarova noted that today the branch successfully implements its mission, training specialists in the fields of preschool education, child psychology and teaching Russian.

    “There are already more than 1,100 students studying here. And in the near future, upon completion of construction work, we plan to increase their number to 3,000, creating modern conditions for their study,” the minister said.

    The Deputy Prime Minister thanked everyone who made the opening of the new campus of the Herzen State Pedagogical University of Russia possible, especially the heads of state. In May, the leaders of the countries Vladimir Putin and Shavkat Mirziyoyev held a meeting at which they made a number of important decisions, including in the field of education.

    “Education, upbringing and enlightenment are an investment in the future development of our countries. It is very important that it is at the site of the RSPU branch that advanced technologies are used, including those made and developed in Russia, which have proven experience and successful application. Teachers who will then teach our children study here – this is a very necessary investment. The opening of the campus is a celebration, first of all, for teachers and students. They have received unique conditions for work and study. Of course, we expect a responsible attitude from them so that these conditions are converted into an excellent result, which the leadership of the countries expects from us,” emphasized Dmitry Chernyshenko.

    The Deputy Prime Minister noted that today 14 branches of leading Russian universities operate in Uzbekistan. The republic also occupies a leading position in the number of students in Russian universities among the countries of the near and far abroad – this is about 53 thousand people.

    Additionally, Dmitry Chernyshenko emphasized the role of the Russian language in the development of relations between Russia and Uzbekistan.

    “A new campus of the branch of the Russian State Pedagogical University has opened. This is a big event for our countries. The competition for training today is three people per place, all the popular areas are represented here. I am sure that the opening of the branch will become a new stage of our cooperation, will facilitate the exchange of teachers and students. For our part, we will provide all the necessary methodological assistance,” said Minister of Education Sergey Kravtsov.

    He emphasized that the renovation work carried out made it possible to make the external appearance of the main building of the branch as similar as possible to the façade of Count Razumovsky’s palace in St. Petersburg, where the oldest pedagogical university in Russia has been located for more than 200 years.

    The Russian delegation inspected the library, computer room, Center for Defectological Education and Rehabilitation, and laboratories in the campus building.

    Together with the Minister of the Russian Federation for the Development of the Far East and the Arctic Alexey Chekunkov, the Deputy Prime Minister also visited the Victory Park memorial complex in Tashkent, where he laid flowers at the Ode to Fortitude monument and left a commemorative note in the book of honored guests.

    “Thank you very much for your careful attitude to the memory of our common Victory in the Great Patriotic War. Thanks to your museum, the younger generation will learn more about the pages of military history and the feat accomplished by our huge country in the struggle for liberation from fascism. The contribution of the people of Uzbekistan to the Victory is difficult to overestimate – the republic became a reliable rear and did everything possible for the front. Many of its soldiers died on the battlefield – we sacredly honor their feat in the name of peace.     Europe is falling behind. It’s true. And so is France. Mario Draghi’s report highlights the productivity gap, which is largely due to the tech sector. Tech players in Europe and the United States believe that the gap first emerged during the digital revolution that began in the mid-1990s.

    The question now is whether the boost that the United States got from the mid-1990s will continue with artificial intelligence, the accumulation of data centres and the exploitation of these data. This is the key issue. In Europe we need to roll up our sleeves and make an effort to keep those companies that start out here and then develop themselves elsewhere. We need to try to make them stay.

    So what is the solution? Do you think the gap will remain?

    We need to look at why Europe is falling behind. The energy component is key, especially as regards data centres. Labour is also important, with mobility being much greater in the United States. And regulation is a crucial issue, too. In overly simple terms, the United States is developing AI very quickly, and already has a number of major players. In the meantime, not only is Europe lacking such big players, but it has also become a pioneer in AI regulation. This causes players in this sector to say “OK, let’s do this elsewhere. It’ll be easier and we’ll have fewer obstacles and fewer restrictions”.

    What about the public funding provided to businesses in the United States?

    The fourth factor that is contributing to Europe falling behind is the “light” industrial policy pursued by the United States. It’s not light in terms of money because the Inflation Reduction Act of August 2022 is very large, but there are relatively few criteria to qualify for funding to start a company on US soil. When I ask manufacturers, they pretty much all agree that in Europe, the process is complicated and unwieldy. And on top of the multi-layered European system, you then have those of the Member States.

    The final factor is private funding. In the United States there are pension fund plans and other financial instruments that make it possible to channel savings and get savers (employees or retirees) interested in the future of the economy or the evolution of the stock market. In many European countries, these plans are still a long way off of those mechanisms, especially share participation and company profit sharing. Hence the need to develop a capital markets union.

    But we have been talking about this project for the past 15 years. And when Mario Draghi’s report was published, Germany immediately opposed common borrowing. Is Europe really capable of reacting?

    You’re right. We have been talking about a capital markets union since the time of Jean-Claude Juncker (President of the European Commission from 2014 to 2019), and little progress has been made. The Letta and Draghi reports are a wake-up call for Europeans, a warning. The assessment is severe but fair and provides specific recommendations. It suggests that all Europeans should gear up and be ready to give up a bit of sovereignty to ‘combine the best,’ to paraphrase what Paul Valéry once said. But what gives me hope is the engagement of all European institutions on the capital markets union. The ECB’s Governing Council is firmly engaged as well. We must use this momentum.

    In 2020, the plan for a collective European loan of €750 billion was a major step forward. Four years later, less than half of the loan has been allocated. Should we see this as another example of European slowness?

    We had exactly the same problem during the Greek crisis. The administrations of the different countries are not always able to quickly manage the incoming funds. The finance ministers of countries receiving a lot of funds tell you that they have of course identified what bridge or railway line should be constructed, but that they need to obtain local authorisations as well as permissions to expropriate property, and that environmental organisations are taking court actions. All of this takes a lot of time.

    In this context, what consequences could the US elections on Tuesday 5 November have for Europe?

    I do not want to give an opinion on any particular candidate. But US international trade policy will of course have an impact on economic activity in the rest of the world, and primarily on China. Whoever wins, if trade fragmentation worsens, the effect on global GDP will be negative, with losses reaching 9% in a severe scenario of full decoupling according to ECB simulations. But remember: when Joe Biden was elected, everyone thought that he would remove the customs barriers erected by his predecessor (Donald Trump). Nothing came of that.

    Between China, which is withdrawing towards Asia, and the United States, which is closing up again, isn’t Europe, as a partner to both powers, the big loser?

    That’s why we need to act and roll up our sleeves. Will Europe need to undergo another crisis for it to bring about reforms? It’s always in times of crisis that we are able to make things happen. That may be why Mario Draghi speaks of “agony”, it’s a way of saying “the crisis is here, now, do something!”.

    There is talk of a European decoupling. But isn’t there a French decoupling within Europe?

    If you compare today’s GDP figures with those of 2019, the United States has grown by 10.7%, the European average by 4.8% and France by 3.7%. France is lagging behind the European average.

    What is your view of the surge in the French deficit?

    The prospect of returning in line with European standards by applying European fiscal rules should serve as a binding guideline.

    As I said, applying European fiscal rules should serve as a binding guideline.

    Will we be heading towards a recession in Europe in 2025?

    Based on the information now available and our current assessment, we don’t see a recession in 2024, nor in 2025, nor in 2026.

    What will drive this growth, given the weakness in demand?

    The two levers are exports and domestic demand, which is set to pick up. Today, with wages rising and inflation falling, disposable income is increasing. For the moment, this benefits savings more than consumption. But we are convinced, and economic history shows us, that this additional disposable income will ultimately flow towards consumption.

    How do you explain the fact that it is proving so difficult for consumption to recover?

    We can indeed ask why households are choosing to save their money instead of spending it. It could be that people are reluctant to make major purchases owing to geopolitical uncertainty. A second explanation could be related to the return on their savings, which is still fairly high in the euro area. A third could be that people are deciding it’s better to save rather than spend when they expect their taxes or other contributions to go up.

    Euro area inflation was at 1.7% in September, below your 2% target. Is it now under control?

    The target is in sight but I’m not going to tell you that inflation is defeated yet. Inflation stood at 1.7% in September. Excluding energy and food, it was still at 2.7%. We are pleased about the 1.7% figure, but we also know that inflation is going to rise again in the coming months simply because of base effects. In September energy prices were 6.1% lower than a year earlier, bringing down the cost of the consumption basket. Besides, inflation in the services sector – which is highly dependent on wages – is still at 3.9%. So, prudence is warranted.

    How do you respond to those who say the ECB was too late in reacting to the rise in inflation?

    I tell them we should look at the facts. Don’t forget that inflation was at 10.6% two years ago. It has fallen back to 1.7%. Perhaps we could have started a few months earlier. But we raised rates at the fastest pace ever and we managed to bring down inflation considerably in a short period of time. I now want to see inflation reach the 2% target on a sustained and durable basis. Unless there is a major shock, this will happen during the course of 2025.

    And what do you say to those who now accuse you of cutting rates too late and not quickly enough?

    The pace at which interest rates are cut will be determined by the economic data we receive in the coming weeks and months – based on our updated assessment of the inflation outlook, the dynamics of underlying inflation and the strength of monetary policy transmission. And to revitalise growth, urgent action is needed in the area of structural reforms.

    The spread between France and Germany has increased from 0.5% to 0.8% since the French National Assembly was dissolved. The ECB has an instrument that it can use to intervene and calm the markets. Are you ready to use it?

    We have clearly outlined the conditions under which we will use this instrument. And that is not an issue today.

    A number of emerging countries brought together by the BRICS (Brazil, Russia, India, China and South Africa) are thinking about a payments system to circumvent the dollar. Is dedollarisation happening?

    That would require another country to be able to take on the role of reserve currency. China is preparing for that, but it isn’t ready yet. I won’t see the renminbi take the place of the dollar in my lifetime.

    The next meeting of the Polytechnic University Academic Council was marked presentation of the mantle of the Honorary Doctor of SPbPU to the head of the S. M. Kirov Military Medical Academy, Lieutenant General, Academician of the Russian Academy of Sciences Evgeny Kryukov.

    In addition, the ceremonial part of the meeting, as usual, included the presentation of certificates of academic titles to university employees and the honoring of the best polytechnicians who have earned awards in science, education, social and cultural life and sports.

    Rector of SPbPU Andrey Rudskoy congratulated the director of the Higher School of Sports Pedagogy Vladislav Bakayev and professor of the Higher School of Service and Trade Sergey Barykin on being awarded the title of “professor”. The certificate of assignment of the academic title of associate professor was received by the leading research fellow of the laboratory “Synthesis of New Materials and Structures” Vadim Sufiyarov.

    The company “Kodeks” received a commemorative medal and gratitude from the university, represented by its CEO andgraduate of the Physics and Mechanics Department of the Polytechnic University Sergei Tikhomirov. “Kodeks” made a significant contribution to the development of the SPbPU Endowment Fund and the formation of the endowment “Development of scientific, educational, youth and educational projects of PhysMech”. Also, for assistance in the formation of the endowment capital of PhysMech, its graduates, Associate Professor of the Higher School of Mechanics and Control Processes Natalia Ermakova and Professor of the Higher School of Applied Mathematics and Computational Physics, received awards. Maxim Frolov.

    The Polytechnic University fruitfully cooperates with the Kalininsky District in many areas. The honorary badge “For services to the Kalininsky District” was awarded to the director of the Higher School of Engineering and Economics Dmitry Rodionov.

    From October 14 to 17, the super final of the Open International Student Internet Olympiad in Mathematics was held. In the individual standings, the silver medal was won by PhysMech student Chinh Thi Thu Hoai, and the bronze medal was won by IMMiT student Phan Mau Dat. The Polytechnic team included another PhysMech student, Ilya Grishchenko, and the guys also took bronze in the team standings. The scientific supervisor was Maria Bortkovskaya, associate professor of the Department of Higher Mathematics.

    The gold medal of the IV International Construction Championship in the individual nomination “Information Modeling” was won by the student of the Civil Engineering Institute Serafim Zagorodniy. In the team standings, the gold of the championship was won by the students of the ICI: Dmitry Zharkov, Alexandra Kulakova, Ulyana Popova, Mikhail Safoshkin and Alina Doroshenko. The expert of the championship, assistant of the Civil Engineering Institute Alexander Mitin received a letter of gratitude from the Minister of Construction and Housing and Communal Services of the Russian Federation Irek Faizullin and the General Director of the ANO “Russia – Country of Opportunities” Alexey Komissarov.

    The next series of congratulations concerned the athletes.

    The Polytechnic University team won first place in the overall team standings at the student orienteering competitions within the first stage of the IX All-Russian Summer Universiade and third place in the overall team standings of the Universiade. Pavel Ivanov (IEIT) also won the Universiade in the sprint discipline, and together with Alexander Gumennikov (PhysMech) won silver medals in the men’s relay.

    The Polytechnic team won 1st place in the student volleyball competitions as part of the first stage of the Universiade. The Academic Council honored players Egor Tretyakov (IMMiT) and Ilya Smirnov (IE). At the Universiade, our Polytechnic team entered the top 10 best student teams in the country.

    Ivan Sokolov, a student at the Institute of Mechanical Engineering, Materials and Transport, won first place in the qualifying tournament for the World Championship in Mixed Martial Arts (MMA) “Steel Lion JFC” among juniors and became a Master of Sports of Russia in this sport.

    Vice-Rector for Educational Activities Lyudmila Pankova spoke on the meeting agenda. She spoke about the results of work in the 2023–2024 academic year and the tasks for the 2024–2025 academic year.

    The number of students as of October 1, 2024 was 33,818. Of these, 30,870 are studying in higher education programs (21,810 in bachelor’s programs, 2,124 in specialist programs, 6,936 in master’s programs), and 2,948 in secondary specialized programs. There are 121 people studying in the specialist program at the branch in Sosnovy Bor. There are 156 people in the general education Natural Science Lyceum.

    There are 357 main educational programs at the Polytechnic University, including 142 bachelor’s programs, 15 specialist programs, and 200 master’s programs. There are 22 programs at the college.

    In the 2023–2024 academic year, 23 new basic educational programs were launched. For 2024–2025, 19 new basic educational programs were developed: two for bachelor’s degrees, one for specialist degrees, and 16 for master’s degrees.

    51 basic educational programs are being implemented under network agreements, including 13 with Slavic universities.

    A system of individual achievements has been developed and implemented as a pilot project, allowing teachers to create different trajectories for assessing students, taking into account their individual capabilities, and to conduct interim assessments based on the results of ongoing monitoring of academic performance outside of the examination session.

    A project-based approach has been introduced into the state final certification, and defenses of final qualification works have been organized in new formats — as a project and as a startup. 48 students successfully defended their collective final works as a project (21 projects were completed), and 52 people (26 startups) successfully defended their final qualification works as a startup.

    A policy in the field of formation has been developed and introduced career trajectories for professional development of teachers. Starting from the 2024–2025 academic year, there will be four career paths: research teacher, mentor teacher, practicing teacher, and intern. The transition to them occurs through a competitive selection of faculty members.

    A project to support fundamental training in engineering fields has been launched. A program to improve the quality of teaching fundamental disciplines by reducing the teaching load and providing additional payments has been approved. 181 teachers are participating in the project.

    Entrance testing of first-year engineering students in mathematics and physics was conducted to organize in-depth fundamental training for gifted children and remedial training for those who are lagging behind. A pilot program for in-depth study of mathematics and physics for talented students was launched at IMMiT and IKNK.

    The second issue on the agenda was also related to fundamental disciplines. To ensure advanced training of students in physics and mathematics, taking into account engineering specifics, the Institute of Physics and Mathematics was created at the Polytechnic. Its director Pavel Zakharov spoke about the IFiM development program.

    Also at the meeting, members of the Academic Council voted to award further academic titles to Polytechnic employees. SPbPU Academic Secretary Dmitry Karpov reported on monitoring the implementation of the Academic Council’s decisions.

  • MIL-OSI Global: Why Europe should consider putting boots on the ground in Ukraine

    The mantra “as long as it takes” has become the European Union’s rallying cry in support of Ukraine’s resistance against Russia. Initially, some experts predicted that Ukraine would fall within three days – yet nearly three years have passed, and Ukraine is still standing. This prolonged struggle has come at an immense human cost.

    It’s clear that the decision to resist was made by the Ukrainian population, and they are grateful to the EU for its support. However, hopes that Ukraine can repel the invaders are fading, and there is no clear end in sight. “As long as it takes” for the EU translates, for Ukrainian ears, to “as many of your lives as we can afford to sacrifice”. Ukrainians are weary, even as they hold the front line, but the west has not communicated a commitment to fully engage in stopping Russian aggression and deterring future threats. Instead, it seems focused on a policy of “de-escalation management”. This only emboldens Russia and its allies.

    What is even more concerning is the absence of a coherent strategy for managing Russia. What would the EU do in the event that the war were to magically end tomorrow? Is there a plan in place, or will EU leaders simply offer Russia a reset?

    The EU has excelled in rhetoric when it comes to Ukraine but has fallen short in delivering military support. It remains reluctant to draw firm red lines for Russia as a response to attacks on European soil or to adopt a more assertive stance.

    The supply of shells to Ukraine is a case in point. The EU pledged to supply 1 million rounds of ammunition by March 2024, but by January, Josep Borrell, the EU’s foreign affairs chief, admitted that the bloc would only deliver half of that on time while committing to send 1.1 million shells by the year’s end. To address this shortfall, Czech president Petr Pavel proposed an initiative at the Munich Security Conference in February, aiming to provide 800,000 shells to Ukraine by the year’s end, sourcing ammunition globally instead of solely from EU manufacturers. By August 2024, the EU had sent Ukraine only 650,000 shells out of the promised 1 million.

    Various news outlets have reported that the result is a grim picture on the front line, where for every shell fired by Ukraine, Russian forces are firing ten or more.

    Additionally, the EU has been reluctant to take decisive action, even in response to Russian attacks on its territory. Recent incidents, such as a narrowly avoided plane crash in Germany attributed to suspected sabotage, reflect a troubling increase in aggressive behaviour from Russian saboteurs. The only response so far has been a relatively weak sanctions framework to be used on those involved in such attacks.

    A strategy for the future

    The EU must adopt a proactive approach to securing peace in Ukraine, recognising that Russia is currently unwilling to negotiate – but would also never negotiate from a position of weakness.

    A clear strategy – including security guarantees for Ukraine, preferably through a pathway to Nato membership – could help put pressure on Russia and facilitate negotiations. It’s clear that bringing Ukraine into Nato might take years, but in the meantime, European countries should consider deploying troops to Ukraine as a security guarantee for this interim period.

    As the Lithuanian minister of foreign affairs, Gabrielius Landsbergis, rightly said: “At the beginning of the year, Emmanuel Macron hinted at putting boots on the ground. At the end of the year, North Korea had actually done so. We are still on the back foot, reacting to escalation instead of reversing it. Macron’s ideas should now be revisited – better late than never.”

    Security agreements do of course exist between Ukraine and its EU and G7 partners, but not a single country has hinted at a possibility of providing, as a guarantee for peace, such a security guarantee as “troops on the ground”. EU countries must consider this seriously.

    And with a view to what happens after the Russian aggression in Ukraine, the EU needs at least the beginnings of an idea about what its terms would be for re-engaging with Russia. Otherwise it risks enabling Russia to set its own terms.

    The situation on the ground is dire. While the west boasts economic strength, it lacks visionary leadership and political will. It should not allow Russia to take the lead and must adopt a clear strategy for Ukraine’s victory. Otherwise, we are heading toward the scenario described by Timothy Garton Ash in his Financial Times article advocating for Ukraine’s accession to Nato:

    Consider the alternative. A defeated, divided, demoralized, depopulated Ukraine, pulsating with anger against the West and – as Zelenskyy hinted last week – probably seeking to acquire nuclear weapons. Moscow triumphant. The rest of the world concluding that the West is a paper tiger. Xi Jinping encouraged to have a go at Taiwan. Biden and Harris going down in history as the leaders who ‘lost Ukraine’.

    One could add: the EU faces disintegration, regressing to its pre-union state. Ursula von der Leyen is remembered as the leader whose “as long as it takes” policy resulted in an epic failure to secure a safer future for Europe and Ukraine. Does the west want to see itself in this way?
