  • MIL-OSI Russia: About two thousand engineering structures were washed in Moscow ahead of winter

    In anticipation of winter, specialists from the city services complex washed the engineering structures. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Before the onset of stable negative air temperatures, large-scale work was carried out to flush engineering structures. In total, about two thousand objects were put in order – bridges, tunnels, underground and overground pedestrian crossings, embankments, piers, fountains and monuments,” said Pyotr Biryukov.

    The work included cleaning and washing of structural elements, concrete, metal and glass surfaces, railings and stairways.

    Each structure is washed using a special technology with neutral solutions that do not damage the surface. Special attention is paid to small parts of monuments and fountains, which are cleaned manually. Alkaline solutions are chosen for washing tunnels and bridges.

    About two thousand workers and over 250 units of equipment, including aerial platforms, watering machines and tunnel washing machines, were involved in washing the engineering structures.

  • MIL-OSI Economics: France defense expenditure to reach $67.8 billion in 2029, forecasts GlobalData

    In July 2023, France outlined its defense spending plans for the next six years in the Military Planning Law (LPM) 2024-30, expanding the modernization initiatives kickstarted by LPM 2019-25 to reflect evolving geostrategic dynamics and better incorporate emerging technologies, including unmanned and space-based assets. Against this backdrop, France is expected to increase defense spending from $60.4 billion in 2024 to $67.8 billion in 2029, according to GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “France Defense Market Size, Trends, Budget Allocation, Regulations, Acquisitions, Competitive Landscape and Forecast to 2029”, reveals that France’s defense spending is forecast to rise to $64 billion in 2025.

    Tristan Sauer, Senior Defense Analyst at GlobalData, comments: “The deterioration of European security following Russia’s invasion of Ukraine has highlighted the importance of France’s strategic reforms, providing the impetus for further and more diversified investment in defense and security capabilities. The most recent spending commitments will allow French defense expenditures to surpass 2% of GDP and finally attain the minimum threshold recommended for NATO members.”

    France’s armed forces continue to pursue modernization across the different operational domains. The largest amount of spending is being directed to the fixed-wing aircraft, missiles and missile defense systems, naval vessels, submarines, and armored vehicles market segments over the next several years. Between 2024-2034, France’s largest investments are for the international FCAS New Generation Fighter program ($17.9 billion), the SNLE 3G nuclear submarines ($17.3 billion), and various upgrades to the Rafale fighter jet program ($12.9 billion).

    Sauer continues: “These investments are indicative of a renewed strategic focus on the commensurate rise of both great power competition and the risk of high intensity conflict. Procurement of conventional capabilities such as aircraft, naval assets, artillery, armored vehicles, and weapons systems is being supplemented with investment in cybersecurity as well as space systems to account for the increasingly diffuse and multi-domain nature of modern warfare.”

    As with many western nations, France is facing recruitment issues leading to personnel shortages despite growing investment. GlobalData forecasts that France will spend $125.9 billion on military personnel between 2025-2029, though spending will only increase at a CAGR of 0.5%, which is far slower than the 1.26% CAGR achieved between 2020-2024.

    Sauer concludes: “France’s continued investments in modernization and acquisition programs provide substance to the broader political refocus on strategic competition and its associated risks, with the nation’s growing defense industrial base providing growing opportunities for international engagement. However, much like with the US and other NATO allies, lackluster performance with regards to personnel recruitment and retention is indicative of a wider challenge, which current investments have thus far failed to overcome.”

  • MIL-OSI Russia: Forum “Youth Initiative”: a journey into the world of good deeds

    The fifth anniversary forum of leaders “Youth Initiative” was held in the estate of the first director of the Polytechnic Institute Prince Andrei Gagarin. Its mission is to strengthen the community of socially active students who create significant projects and develop volunteerism and charity. Volunteer students of the Dobro.Center SPbPU and the campaign gathered at the site of the historical estate

    “Youth Initiative” has always been a special event for active Polytechnic students. The number of student leaders (organizers, heads of volunteer and public activities at the university, authors of grant projects and winners of all-Russian and international competitions), successful Polytechnic graduates who began their journey with this forum, is already in the tens. It is not without reason that “accordionists” consider Kholomki a place of power. Three intense days in a wonderful atmosphere of history, inspiration and creative opportunities are incredibly motivating for both experienced guys (mentors) and first-year students. Moreover, both undergraduate and graduate students, including even foreign students, – said Tatyana Nam, Director of the Dobro.Center “Harmony”.

    The architecture of the forum program consists of educational, practical and cultural-creative parts. The first director of the Polytechnic Institute, Prince Andrei Gagarin, said that the institute was created not only to teach, but also to form a comprehensively developed personality.

    The first day began with an interactive program on the bus. On the way to Kholomki, the students not only met, learned interesting facts and useful information, but also made travel collages as a keepsake. Upon arrival at the estate, the participants went on an excursion with immersion in the history of the Polytechnic University, and also solemnly laid flowers at the memorial to Prince Andrei Gagarin.

    We worked on the script for the literary salon with great interest, enthusiasm and dedication in order to convey not only creativity but also the atmosphere of the era. The performance turned out to be fascinating, many viewers later shared that the performance impressed them to the point of goosebumps, which means we succeeded! I am very glad that the actors and viewers enjoyed it and I hope that together with the talented guys from the PolyNova author’s club of the Polytechnic’s Dobro.Harmony Center, we will be able to make a full-length performance based on this artistic sketch, – shared a 2nd year student, head of the cultural and creative direction

    The Polytechnicians’ vigorous morning on the second day of the forum began with health-improving wushu in the fresh air. They plunged into a volunteer quest consisting of five stations with particular zeal. Creating T-shirts with an individual design of the campaign

    Getting to know volunteerism is impossible without overcoming stereotypes and debunking myths. The Dobro.Center “Harmony” team introduced the participants to the SPbPU volunteer ecosystem and proved that if everyone helps to the best of their ability, the possibilities for good will become limitless. Then the participants learned about serendipity (the ability to draw deep conclusions from random observations) and learned why luck is not just a coincidence, but attentiveness and the ability to use opportunities. They mastered time management skills and even became real detectives by attending a master class on fingerprinting. There, everyone learned how to take prints and create a fingerprint card.

    After a short break, the participants were treated to a mini-course on first aid and psychological training, which helped them better understand and express their experiences through creativity and imaginative thinking. As part of the campaign

    The Youth Initiative Forum is warmth, happiness and the most eventful weekend of autumn. Together with the Harmony team, we were able to organize useful trainings, intensive courses and interesting master classes. In three days, we managed to show the real life of a volunteer. We managed to charge the guys with kindness and set them up for positivity. I am very pleased to be part of such a large-scale event, it is a great experience and inspiration, – shared a second-year student, an activist of the headquarters

    At the end of the evening, the participants got acquainted with the brightest and largest events of the SPbPU Dobro.Center, and also took part in the evening reflection, where everyone could speak about their emotions and impressions, thank each other for communication and the joint experience of participating in the volunteer forum.

    Thanks to the team of organizers for your work, thanks to all the participants! Without their openness, sincerity, readiness to trust new people, the trip would not have been so heartfelt! Thanks to Tatyana Anatolyevna Nam for her care for everyone, for showing us how cool it is to do what you love. Thanks to all the lecturers who spoke about their experience with love and professionalism. It was a trip after which I returned home filled with only bright feelings, motivated, with very pleasant impressions and memories! Well, and the most important thing is the people! We are all so different, but I am sure that after the off-site forum we became a little closer, – shared her impressions the head of the school of GI elders Ksenia Kopylova.

    The next day, the polytechnicians gathered for the ceremonial closing of the forum. All participants, volunteers and organizers were awarded certificates and letters of gratitude. And so, the road back to St. Petersburg, all charged and happy, but with a little sadness in their eyes because of the imminent farewell.

    Mikhail Lomonosov once said: “A nation that does not know its past has no future.” In my opinion, this phrase perfectly describes the purpose of our trip to the estate of the first director of the Polytechnic University, Andrei Gagarin. The forum was filled with educational lectures, the speakers spoke in a very interesting and accessible way about how to subjugate creativity, how to prevent emotional burnout, and much more. I would like to separately highlight the high-quality work of the entire Dobro.Center team. It is evident how they try to make every minute spent at the forum happier. After the “Youth Initiative”, absolutely every participant wanted to join the ranks of the best volunteer headquarters to help all those in need. In general, it was a great cultural and educational forum, where the participants rested their souls and developed their personal skills! – Kirill Grishin, a first-year student of the Institute of Economics and Technology, shared his impressions.

    According to Ukraine’s Ministry of Digital Transformation, Russia has destroyed over 4 300 mobile base stations in Ukraine since the full-scale invasion began in February 2022.

    The EU’s extensive support to Ukraine in the reconstruction of the country’s telecom infrastructure is very important. However, as with all infrastructure investments in Europe, there are a number of security considerations.

    Chinese state control actors are advancing their positions in Ukraine as a result of tendering procedures that are based solely on price. There are risks of new security problems in the long term, not only for Ukraine but also for Europe as a whole, during the process of integrating Ukraine into the EU.

    In light of the above:

    • 1.What conclusions does the Commission draw regarding the security considerations linked to the reconstruction of Ukraine’s telecom infrastructure?
    • 2.Does the Commission consider that procurement processes that are based on EU support to Ukraine for its telecom infrastructure can be carried out on grounds other than price alone?

    Thank you and good morning.

    It’s a great privilege to be with you at PREDICT 2024 today taking place right in the very heart of London’s thriving knowledge quarter.

    I’d like at the outset to take this opportunity to thank Recorded Future for your hard work in bringing us together over these 2 days.

    Not least because I think that forums like these provide us with a crucial platform to connect, share ideas and to learn from one another.

    When our world feels increasingly less certain and increasingly more volatile, it is reassuring to know that last night, as with every night, many of you here today, made it safer.

    Across the UK, millions of phones charging next to our beds were patched whilst we were sleeping – better protecting our messages, our photos and our personal information, frankly, our entire lives these days from constantly mutating cyber threats.

    For ministers like me, there will be 2, maybe even 3, phones next to our beds, but add them to millions more devices and their networks that our world now relies on to function.

    The role that the global community of defenders plays in disrupting and defeating cyber-crime is more than just vital – it’s existential.

    So, I want to say this morning that this country, our country, is enormously in the debt of many of you in this room who strive, day in, day out to protect us all.

    Your work, your dedication and your accomplishments have never been more important.

    Yet, it may be the case, that they have never been more taken for granted, because most will only notice, could only ever notice, when things go wrong.

    Who knew what Synnovis were and the vital service they provide to the NHS until ransomware criminals struck?

    Outside of tech circles, who knew the name Crowdstrike before a wayward patch ground international aviation to a halt?

    How many of the millions of Australian or US citizens, who relied on their services, could have identified the logos of Colonial Pipeline or Medibank before they were attacked? So today, I want to focus on this unnoticed and often unappreciated reality.

    I want to talk about the need for constant vigilance in defending our digital world and how we can do so better and together.

    Now, as I’ve already touched upon, our international rules-based system is being severely tested and technological advances continue to evolve at pace.

    Advances in technology bring both risks and opportunities for us all.

    We have all moved our lives online. In this respect, the UK stands out from other countries in its digital development.

    Indeed, it was national news when the card machine stopped working across Greggs’ stores one morning in March this year. Alongside paying for sausage rolls with our smart watches, there are opportunities to harness technology’s vast potential in areas such as healthcare, education and, of course, security.

    But we must also address the evolving risks and maintain a posture of constant vigilance, including by keeping up with developments in artificial intelligence, which show unstoppable momentum.

    Emerging technologies are changing the nature of diplomacy, trade and competition, driving it online and thus onto our devices and into our pockets.

    The much bigger global IT outage in July demonstrated our near universal dependence on technology.

    For businesses, physical premises are interchangeable with digital platforms when it comes to delivering services and making money.

    Beyond AI, quantum technologies, future, telecoms, connected devices, robotics and drones are rapidly reshaping the landscape.

    Put simply, cyber security is national security.

    Therefore, cyber incidents such as ransomware attacks, network intrusions for cyber espionage or IP theft have significant and complex consequences.

    When organisations are targeted, there can be knock on effects on the UK’s economic resilience.

    Data is becoming an ever more valuable commodity. Last year, the UK saw over a million reported Computer Misuse Act offences, most of which sort out personal data.

    These crimes are estimated to cost the UK economy billions of pounds every year.

    When public services or critical national infrastructure are targeted, there are implications for our national security.

    Criminals exploit this and are early adopters of the latest technology.

    The UK, and the international response must keep pace, and where possible, develop a competitive edge to mitigate these risks.

    If misused, artificial intelligence and machine learning can intensify the impact and scale of cyber-crime.

    Criminals are offering exploitation kits and hacking as a service, making it systems and data compromise increasingly accessible network attack surfaces and opportunities to target third party suppliers are expanding exponentially.

    Unauthorised computer access can lead to a wide range of frauds, theft, extortion, and can also facilitate stalking, domestic abuse and harassment.

    These crimes cause significant harm to the UK, destroying businesses and ruining lives.

    That’s why the government is reviewing the threats that we face and addressing priority cyber threats like ransomware, which is the most acute cyber threat facing most UK organisations.

    It’s also why we are making progress on counter ransomware, and the UK continues to lead international efforts, including through the counter ransomware initiative and by sanctioning 36 cyber-criminal actors since 2021, including ransomware actors like Evil Corps, the clue is in the name, LockBit and Trickbot.

    This year, the UK’s National Crime Agency also led a global effort to disrupt LockBit, the world’s most prolific ransomware group.

    Now we are increasingly seeing the impactful effects of combining law enforcement efforts, disruptive operations and interventions like sanctions that de-anonymise, disrupt and deter cyber criminals through a whole government response.

    But there is much more that we need to do.

    We are considering all options available to us, including reviewing the Computer Misuse Act to strengthen our response to the threat.

    But it’s not only criminals who use cyber to target the UK.

    Our intelligence agencies and international partners work around the clock to expose and counter malicious activities that threaten our interests.

    As Mi5 Director General Ken McCallum set out earlier this month, autocratic states persist in their efforts to undermine UK security.

    States, including Russia and China, are investing in advanced cyber operations, and it is a national security priority to detect, disrupt and deter this activity.

    Russia is home to one of the most expansive and destructive cyber-criminal communities in the world, which targets global businesses with ransomware and other forms of cyber-attack for profit.

    The Kremlin deliberately turns a blind eye to the activities of many cyber criminals within its jurisdiction, choosing not to prosecute, as long as their crimes serve the regime’s interests.

    But the Russian state also has extensive cyber capabilities of its own.

    The National Cyber Security Centre (NCSC), has confirmed Russian attempts to target key sectors of the British economy, including the UK media, telecommunications, political and democratic institutions and energy infrastructure.

    We will not tolerate Russian cyber interference and will continue to work with our international allies to expose Russian cyber aggression and hold the Kremlin to account for its malign activity.

    Compared to Russia, China presents a more complex and significant long term cyber challenge, and there have been a number of high-profile China linked cyber-attacks over the past few years, varying in intensity and sophistication.

    We will continue to engage with China, and we want to see a constructive debate aimed at making cyberspace a safer place to do business for companies and consumers.

    That is why we regularly raise issues with China, and we will keep calling out all state and non-state actors for malicious activity when it is necessary to do so.

    For instance, the UK supported by global allies, publicly attributed and sanctioned Chinese state-affiliated actors responsible for malicious cyber campaigns targeting the UK democratic institutions.

    Working alongside our Five Eyes partners and others, the UK continues to strengthen our defences, safeguard our institutions and protect sensitive data from these ever-growing threats.

    NCSC, combining its cyber expertise with unique intelligence insights, remains decisive in ensuring that the UK stays ahead of these state sponsored threats.

    As this year is a year of elections around the world with around 4 billion people going to vote, and we know that malign actors target the freedoms and democratic processes which are integral to our way of life.

    Foreign states and domestic actors use disinformation and harmful material online in a bid to undermine our democratic institutions.

    The recent general election here in the UK was a prime opportunity for our adversaries to mount a major information attack on the UK in an attempt to affect the outcome.

    Government planned for such an incident, but fortunately, this did not happen.

    Although attempts at interference do not stop with electoral events, and we are alive to this ever present-threat to our democracy, especially the use of disinformation.

    Vigilance and effective cross government working is especially needed as AI technology threatens to exacerbate existing information threats, enabling harmful messages to spread at speed and scale, and making disinformation more difficult to spot.

    We are particularly concerned that a steady stream of disinformation and harmful material online can lead to a slow poisoning of our public discourse that attempts to divide our communities.

    We saw some of this play out during the summer with false information and inflammatory content spread rapidly online, contributing to violent disorder in some parts of our country.

    These are complex issues which many democracies face, and that’s why we are working with international allies to share learning and expertise and with social media companies to hold them accountable for keeping online users safe.

    The defending democracy Task Force is at the heart of much of this work. It is an enduring function that coordinates government’s response to these ever-present threats to our democracy.

    The first duty of any government is to protect the nation and in an ever-evolving world with new and complex threats, collaborative working across government, law enforcement, industry and civil society is absolutely fundamental to driving innovative approaches to the UK’s most pressing challenges.

    This can only be achieved if our work to keep our country safe and secure goes hand in hand with our plan to improve UK prosperity.

    Without national security, we cannot kick start economic growth, become a clean energy superpower, take back our streets, break down barriers to opportunity, or build an NHS fit for the future.

    Our work in National Security provides the foundation to enable these missions.

    Breaking down barriers to opportunity enhances the protective factors for those vulnerable to radicalisation, mis and disinformation, or serious and organised crime. We continuously seek to support and strengthen our national security machinery.

    The government is reviewing several policy areas, especially in light of the spending review. The perspectives of the private sector, will be pivotal in these decisions and discussions.

    Indeed, collaboration between the government, the private, and third sectors are key to addressing national security risks.

    By building an enduring and balanced partnership, we can work together to strengthen the UK’s response and resilience.

    The NCSC leads the industry 100 i 100 initiative which enables diverse minds to challenge thinking and tackle systemic vulnerabilities in cyber security.

    The cyber insurance industry is another key partner and is crucial in the cyber threat mitigation ecosystem, providing protection from cyber based risks such as ransomware and hacking.

    In May of this year, 3 major UK insurance bodies, the Association of British Insurers, the British Insurers Brokers Association and the International Underwriting Association, united with the NCSC to publish joint guidance. This guidance, aimed at 14 cyber-criminals’ profits by reducing the number of ransoms paid by UK ransomware victims, was a powerful show of collaborative government and industry working.

    Since then, and with continued partnership from the three insurance bodies, this guidance has since been internationalised through the Counter Ransomware Initiative, with 40 countries and 8 global insurance bodies signing up.

    The government will continue to work closely with industry researchers, academics and the wider public sector to collectively address risks to our national security.

    The work done across these sectors by organisations like Recorded Future, and those here in the room today, are vital to securing the UK’s National Security.

    To conclude, the threats that we face are evolving rapidly, but so too are the opportunities for innovation and collaboration.

    The challenge for all of us, whatever our sector or discipline, is to stay ahead of the threats whilst maximising the opportunities.

    That is why events like PREDICT 2024 are so important, and it is why we must tackle this critical mission together in a spirit of true partnership and collaboration.

  • MIL-OSI Russia: Two new fire stations built in TiNAO

    In TiNAO, two modern fire stations with four parking spaces each have been built. They were built under the Safe City program, which is part of the Moscow City Targeted Investment Program. This was reported by Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “New fire brigade buildings have appeared in the village of Pervomayskoye in the Filimonkovsky District and the village of Nikulskoye in Shcherbinka. Their total area is 5.3 thousand square meters. The construction of the facilities is fully completed. Now the permitting documentation is being processed and the equipment is being installed. This year, a fire brigade building for two parking spaces was also erected in the village of Rassudovo in the Bekasovo District. Thus, in 2024, three fire brigade buildings for 10 parking spaces will appear in TiNAO,” said Vladimir Efimov.

    All the facilities were equipped with training towers with a climbing wall, sports grounds, and training fire hydrants. The builders also constructed gas boiler houses and material warehouses. Each housed rooms for fire-fighting equipment and its maintenance, a communications center, rest and dining rooms, classrooms, a gym, and a paramedic’s office with a treatment room. Convenient access roads were built to the special facilities.

    Komsomolsk Oil Refinery (part of the Rosneft oil refining complex) has completed the implementation of a unique environmental project for the Far East: the construction of a closed collector for the Klyukvenny stream.

    This complex of structures will protect sections of several streets in the city of Komsomolsk-on-Amur from flooding during floods and will eliminate the possibility of riverbank erosion products getting into the stream.

    During the final second stage of the project, overpasses with devices for automatic monitoring of water level fluctuations in the stream, as well as pumping stations, were installed. The pumps will direct excess surface water to the treatment facilities of the Komsomolsk Oil Refinery.

    Earlier, during the first stage of the project, almost two kilometers of the stream bed were enclosed in a protective reinforced concrete structure, providing waterproofing along its entire length. A new bridge has been built on Gorodskaya Street, which the stream used to wash away during floods.

    Rosneft strives to achieve leadership positions in the field of minimizing environmental impact and environmentally friendly production.     The central event of the third national congress with international participation “National Healthcare” took place in the Great Hall of the State Kremlin Palace – the plenary session “From N.A. Semashko to the Present Day”, dedicated to the 150th anniversary of the birth of the outstanding scientist and physician.

    The plenary session of the third national congress with international participation “National Healthcare” was opened by the President of the Russian Federation Vladimir Putin.

    The moderator of the plenary session was Deputy Prime Minister Tatyana Golikova. The event was attended by Minister of Health Mikhail Murashko, Minister of Science and Higher Education Valery Falkov, Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Anna Popova, Governor of the Orenburg Region Denis Pasler, and TV presenter of the Russia 24 TV channel Alexandra Suvorova.

    The plenary session included a discussion of key areas of development and achievements of the Russian healthcare system through the prism of the merits of the outstanding Soviet healthcare organizer N.A. Semashko: development of human health; accessibility of medical care regardless of place of residence; unity of prevention and treatment; public involvement in the implementation of state policy in the field of healthcare; ensuring sanitary well-being; healthcare management from a scientific point of view; provision of affordable healthy food for everyone and modern affordable medical products.

    “The peculiarity of this congress was its dedication to one of the significant organizers, the first People’s Commissar of Health Nikolai Aleksandrovich Semashko, who laid the foundations of the world’s first state health care system and formed a hierarchical state centralized model with a district principle of providing primary health care, which was subsequently implemented in many countries of the world – Great Britain, Norway, France, Sweden, Denmark, Italy and others. We carried the main principles of Semashko’s system through the years and laid them at the foundation of our Russian health care system,” emphasized Tatyana Golikova.

    The state character of the Russian healthcare system, its free nature and accessibility for citizens, has been preserved.

    “Every year, the state’s expenses on paying for medical care alone increase and by the end of 2023 amounted to 4 trillion rubles. Over the past five years, compared to 2018, expenses on paying for medical care have increased by 1.5 trillion rubles. And by the end of 2024, such expenses are preliminarily estimated at 4.5 trillion rubles,” the Deputy Prime Minister said.

    Currently, medical care is provided by 7 thousand state and municipal medical organizations, including more than 300 federal ones.

    The federal law “On the Fundamentals of Health Protection of Citizens in the Russian Federation” establishes an approach to the formation of human health from birth and throughout the entire period of his life.

    The entire population of our country is attached to medical organizations. And at least 118 million people use their capabilities annually, including almost 31 million children. Medical organizations annually perform more than 1 billion cases of medical care.

    As Tatyana Golikova noted, in order to implement the main principle of Soviet medicine – disease prevention and prophylaxis – since 2024, the volume of medical care provided in outpatient settings has been increased, and dispensary observation at the workplace has been introduced. “But so far only 36 regions of our country have taken advantage of this opportunity. I ask all regions to more actively implement this approach to dispensary observation,” the Deputy Prime Minister said. She emphasized that the principle of accessibility of medical care at the place of residence, work or study is the main one in Russian legislation.

    Accessibility of medical care and its provision itself are impossible without medical personnel. “Until 2023, we noted a decrease in the number of doctors. Therefore, a whole range of measures was implemented at the federal level, which allowed us, by the end of 2023, for the first time in the last five years, to stop this decline and increase the number of doctors by 7.5 thousand people without taking into account new regions,” Tatyana Golikova emphasized.

    Developing and continuing the foundations laid by Nikolai Aleksandrovich Semashko, the primary health care system is being actively modernized, which in 1978 was recognized by the World Health Organization as the best in the world, which was recorded in a specially adopted declaration. Therefore, the federal project for the modernization of the primary health care system is the most resource-intensive project of the new national project “Long and Active Life”.

    “Over the past three years, we have already modernized over 18,000 healthcare facilities, which affected over 24 million of our citizens. By the end of 2025, within the framework of current regional programs, we will modernize almost 2,000 more facilities. The plans for 2025-2030 include over 30,000 more facilities, where over 80 million residents of the country receive medical care, including those living in rural areas, urban-type settlements and small towns,” noted Tatyana Golikova.

    The priority of prevention in health protection has been established by law, the unity of prevention and treatment has been regulated. Almost 5 thousand medical prevention departments and health centers have been opened in its development. 35.5 million people have applied to these departments for training in the principles of a healthy lifestyle. Another 9 million people have been trained in so-called schools.

    The population is provided with medical examinations and preventive check-ups.

    Since 2024, as part of the Year of the Family, a medical examination to assess reproductive health has been introduced for the first time. Over 3 million men and women of reproductive age have already been examined. In 11% of cases, diseases that negatively affect reproductive function were detected. Additional examination and treatment of such patients is being carried out.

    “We have preserved and strengthened the state system of ensuring sanitary well-being and social hygiene, the foundations of which were laid by Nikolai Aleksandrovich. We have launched a new federal project, “Sanitary Shield of the Country”. We have formed a single centralized system for responding to possible infectious threats. As a result, we have ensured a multiple reduction in infectious diseases. Last year alone, such a reduction was 30%. More than 17 million cases of infectious pathology were prevented,” the Deputy Prime Minister emphasized.

    Since 2019, a separate project aimed at promoting healthy eating has been implemented within the framework of the national project “Demography”. The project’s activities have already covered more than 40 million people.

    Research for the development of medical science is conducted by over 400 scientific, medical and educational organizations. These organizations perform almost 5.5 thousand studies for medicine. 120 billion rubles have been allocated from various sources for these purposes.

    “We have created conditions for the development of the medical and pharmaceutical industries. In 2023 alone, Russian medical products worth over 1 trillion rubles were produced,” said Tatyana Golikova.

    N’Djamena (Agenzia Fides) – Three days of national mourning in Chad in memory of the victims of the jihadist attack on a military base near Lake Chad were declared by Chadian President Mahamat Idriss Déby, who personally traveled to the site of the attack on October 28 and announced the start of a counter-offensive, called “Haskanite”, to find the perpetrators of the massacre.On the night of October 27-28, an armed group attacked the Chadian army garrison on the island of Barkaram, on the border with Nigeria.     Dmitry Anatolyevich also said that Yevgeny Vladimirovich made a significant contribution to the fight against the COVID-19 pandemic and participated in the trials of the Sputnik V vaccine. As the head of the Main Military Clinical Hospital at the time, Yevgeny Kryukov put on a protective suit and carried out procedures in the red zone himself to understand the operating conditions of medical personnel. For his dedicated work during the pandemic, he received the specially established Pirogov Order.     During his working visit to the Amur Region, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev got acquainted with the progress of construction of a number of facilities included in the Blagoveshchensk master plan. Among them are the cross-border cable car and the multifunctional pavilion “Tribuna Hall”. The Deputy Prime Minister also held a meeting on the implementation of investment projects in the Amur Region.

    Before inspecting the master plan facilities, Yuri Trutnev visited the site of the second stage of construction of engineering structures to protect against flood waters on the Zeya River in the Blagoveshchensk village of Vladimirovka and got acquainted with the progress of construction of the coastal protection structure. The dam is being built as part of the state program “Construction”. The structure will protect the territory, where more than 2 thousand people live, from floods. The site involves 210 people and 91 units of equipment. The work is ahead of schedule.

    The management of the contractor company has submitted an initiative to postpone the construction of the dam from 2027 to 2025 with the allocation of the necessary funding for this. Yuri Trutnev instructed the region to work on this issue together with the Ministry of Construction and submit relevant proposals to the Government of Russia.

    The Deputy Prime Minister got acquainted with the progress of construction of the Golden Mile facilities, a project within the framework of the integrated development of Blagoveshchensk. The first was the site of the cross-border cable car across the Amur. It will connect Blagoveshchensk and the Chinese city of Heihe. This will be the world’s first cable car between two countries. On the Russian side, a four-level passenger terminal with a total area of 26 thousand square meters will be built to accommodate the terminal station of the cable car, a platform and technological equipment for the cable car, a checkpoint across the state border of Russia, a duty-free shop, restaurants, shopping and entertainment facilities. Art spaces for passengers and city residents to relax will be created both inside the terminal and in the open air: on cascading terraces and observation decks. Work on the international facility is ongoing around the clock in two shifts.

    On the instructions of Russian President Vladimir Putin, a world-class Russian-Chinese business cooperation center is being created in the Amur Region. With the support of the Ministry for the Development of the Russian Far East and the Russian Government, a large city center, Tribuna Hall, is being built. Funds from the federal budget are being allocated through a single presidential subsidy. The construction of the facility has entered the home stretch. The building is 70% complete. The builders should complete the work by January, and the center will welcome its first visitors at the end of next year.

    The unique project on the Amur embankment includes a landscape park, a fountain complex, sports and children’s playgrounds. Next to the Tribuna Hall pavilion there is a square – an open space for holding mass events. In May of this year, the Fountain Alley began operating. It belongs to the Tribuna Hall cultural center and has become the largest light and music fountain complex in Eurasia.

    On the same day, the Deputy Prime Minister met with investors from the Amur Region. “The region occupies one of the leading places in the Far East in this indicator. At the same time, we must remember that a significant part of this flow is created by fulfilling direct instructions from the President of the Russian Federation Vladimir Vladimirovich Putin. This is the construction of the Vostochny Cosmodrome, the Amur Gas Processing Plant, and the Amur Gas Chemical Complex. Of course, investment activity is not limited to this. The activity of the head of the region in attracting investment for the Golden Mile projects deserves a positive assessment. These projects will benefit the Amur Region and the country. Federal measures to support projects in the Far East are working. In total, 51 investment projects with a total value of 2.3 trillion rubles are being implemented in the region. 16 projects have been implemented, about 12 thousand jobs have been created. It is important that this work does not stop, and investors come to the region to implement new projects. It is the attraction of investments that creates the conditions for all other work, for improvements in the social sphere, the improvement of cities and territories,” Yuri Trutnev opened the meeting.

    “Over the past five years, about 2.4 trillion rubles of investments have been attracted to the Amur Region. We reached a record volume of over 751 billion rubles last year. The main increase in funds attracted to the region was provided by the implementation of gas investment projects, the reconstruction of the Eastern Polygon of the BAM and the development of the construction industry. Today, 85 promising investment projects are being developed that will attract over 450 billion rubles and create 7.5 thousand jobs. Projects that involve the creation of manufacturing industries remain a priority for us. We are implementing the “turn to the East” concept, within the framework of which we plan to build a logistics complex and, in the future, a railway bridge across the Amur River in the Jalinda-Mohe area. We have developed and are constantly improving comprehensive support measures for investors,” said Vasily Orlov, Governor of the Amur Region.

    The new cross-border bridge between the Amur Region and China – Jalinda – Mohe will open a shorter exit to China and will reduce the route for transporting goods and raw materials by almost 2 thousand km. The new transport corridor will not only provide an alternative option for communication with Russia’s main trading partner and relieve the load on existing crossings, but will also speed up the delivery of raw materials from Yakutia and the north of the Amur Region to China. “A forecast for the cargo base has been formed for the Jalinda – Mohe project, the location and basic technical parameters of the future bridge have been agreed upon in the course of work with the Chinese side, and a joint conclusion has been made on the technical and economic feasibility of construction. The project has been included in the agenda of the Russian-Chinese subcommittee on cooperation in the field of transport, and there is an agreement to hold interstate consultations. Several models for implementing the project have been considered with the participation of the Russian Ministry of Transport and Russian Railways,” commented Vasily Orlov.

    The construction and launch of a mining and processing plant for processing nickel ore from the Kun-Manyo deposit was discussed. The investor will use the capabilities of the Amurskaya priority development area to build the plant. The project is at the stage of geological exploration and design and survey work.     Ogodzhinskaya Coal Company LLC presented a project for the development of the Sugodinsko-Ogodzhinskaya coal-bearing area in the Selemdzhinsky District. Earthworks and concrete works have already been completed, the main frame of metal structures has been erected, and the completion of the main equipment of the plant is ongoing. The productivity of the complex of factories will be 30 million tons of coal per year. In total, it is planned to build seven processing plants. Construction of the first stage of the Ogodzhinskaya railway continues – 45 km of rails and sleepers out of 72 km have been laid. As a measure of state support, the investor plans to receive the status of a resident of the Amurskaya priority development area.

    A resident of the Amurskaya priority development area, the Far Eastern Agroterminal company, will invest more than 40 billion rubles in the framework of comprehensive business development in the Far East, including more than 26 billion rubles in the project to build an oil extraction plant as part of a production and logistics complex in the city of Belogorsk. At present, the site has already been prepared with landfill and water drainage. An industrial railway station with a capacity of 1.4 million tons of freight turnover per year is being built. The launch of production is scheduled for the end of 2026.     In Blagoveshchensk, the Specialized Developer PIK Blagoveshchensk LLC is building housing as part of the Far Eastern Quarter program. 334 thousand square meters of housing will be built. They influence the development of the entire city’s road network: they improve transport links between districts, make traffic more comfortable and safer, and provide an incentive for housing construction. This creates new opportunities for the development of Perm and the Perm Region,” said Dmitry Makhonin.

    At a meeting with the head of the Karachay-Cherkess Republic Rashid Temrezov, the region’s participation in the new national project “Infrastructure for Life” was discussed, among other things.

    “The Karachay-Cherkess Republic is succeeding in many areas. Thus, the region has completed the resettlement of emergency housing, recognized as such before January 1, 2017, ahead of schedule, and has already begun a new program. Over the first nine months of this year, more than 286 thousand square meters have been commissioned. An important part of the comfortable life of citizens is the improvement of populated areas. Since the beginning of the year, 11 public spaces and 37 courtyards have been improved in the republic,” said Marat Khusnullin.

    The region also uses the mechanisms of infrastructure budget and special treasury loans. As part of the integrated development of a residential area in Cherkessk, it is planned to build water drainage networks at the expense of the IBC. Also, at the expense of the SCC, the region received 20 new buses. The fleet of Cherkessk has been updated by 85%.

    From October 29 to 30, the International Scientific and Practical Conference “Sustainable Development of the Agro-Industrial Complex: Innovations, Technologies, Education” was held at the Oryol State Agrarian University.

    At the event, scientists from the State University of Management presented the results of their research on current issues of sustainable development of the agro-industrial complex of our country – from the export of agricultural products under sanctions and the distribution of resources in multi-level logistics ecosystems to reverse engineering and digital transformation of the agro-industrial complex.

    The plenary session was opened by the rector of Oryol State Agrarian University Vladimir Masalov. The participants were also addressed with a welcoming speech by the Honored Scientist of the Russian Federation, Academician of the Russian Academy of Sciences Anatoly Altukhov, the State Duma deputy, Deputy Chairperson of the State Duma Committee on Science and Higher Education Ekaterina Kharchenko and the director of the Oryol regional branch of JSC Rosselkhozbank Mikhail Shikhman.

  • MIL-OSI Russia: The Secret of Creativity: What is Needed for Industry Development

    On the first day of the conference, four thematic sessions were held. The first was dedicated to creative cities. “This is a complex topic, and now in Russia it is very acute, very relevant, popular. In 2020, this was completely different, four years have changed everything. Our measurements show that creative industries are incredibly unevenly distributed across regions and cities and are concentrated in certain places. That is, they are very selective. This is very important knowledge, and of course, I want to understand what kind of cities and spaces are that attract the creative industry, and what their secret is,” shared the session moderator, Director Center “Russian Cluster Observatory” Evgeny Kutsenko, Institute for Statistical Studies and Economics of Knowledge, National Research University Higher School of Economics.

    Head of Department “Creative Industries Research Laboratory” Victoria Boos, Institute for Statistical Studies and Economics of Knowledge, National Research University Higher School of Economics, presented Rating of innovative attractiveness of world citieswith an analysis of the distribution of creative industries around the world.

    “The key feature of our rating is that it provides an information base for making management decisions in the field of urban management. Another feature is a truly unique system of indicators: we do not use municipal statistics, we do not use expert assessments, we use data from independent platforms that aggregate information about the best representatives of creative industries, that is, about the leaders of creative industries,” she said.

    The study included eight industries that together account for about 90% of the income of the entire creative sector in the world. These are cinema and animation, computer games, music, fashion, advertising and PR, architecture, industrial design and art, which includes literature, performing arts and contemporary art.

    The top 5 cities with the highest concentration of creative industry leaders include London, New York, Tokyo, Los Angeles and Paris. “If we look at this rating, we will see that in the top twenty there is parity between the East and the West, and in the top thirty there are more Western cities. Accordingly, we can say that the East is declaring itself as a full-fledged participant in the creative industries market,” Victoria Boos noted.

    At the same time, the study showed that the top five cities are distinguished by a very large gap from all other cities. “You shouldn’t think that mega-creative cities only do what they do, pull creative leaders away from other settlements. The fact is that these mega-creative cities develop themselves and create creative leaders themselves,” the speaker emphasized.

    The researchers also noted that over the past two years, the proportion between developed countries and the Global South in terms of the number of creative industry representatives has changed. Today, every tenth artist who has released the most downloaded music tracks is a representative of Latin America, while 150 of the most popular fashion brands, designers, and architectural firms are concentrated in the countries of North Africa and West Asia.

    Creative industries are also developing in small towns – they have their own special style of creativity. It turned out that in some industries, more than 5% of stars are concentrated in cities with a population of less than 250 thousand people.

    Over the past year, many cities have shown impressive dynamics, the speaker noted. For example, Dubai rose from 76th to 38th place, and Tokyo entered the top three. Victoria Boos emphasized that creative support measures are needed to develop creative industries. For example, a special economic zone for creative industries is being developed in Dubai. Similar zones have recently begun to appear and develop in China. In Australia, there are three professional associations in the field of architecture and sustainable construction. In Chile, localized music streaming services are developing. Korea subsidizes cable TV prices. India and Russia are creating film cities.

    Also speaking at the session were the Chairperson of the Board of Trustees of the Creative Initiatives and Cultural Heritage Foundation (Kazakhstan) Dina Abdrakhmet, the co-founder and Chairman of the Expert Council of the Agency for Strategic Development “CENTER” Sergey Georgievsky and the Chairman of RuGBC Guy Ims.

    “We are deeply concerned by the pre-election environment of Georgia’s October 26th elections which were marred by reports of vote buying, voter intimidation, abuse of administrative resources, and questionable appointments to election oversight boards.

    The October 26th elections presented Georgia an invaluable opportunity to prove to the international community, to NATO countries and the European Union that Georgia remains firmly committed to its Euro-Atlantic path. Unfortunately, through campaign rhetoric blaming the West for Russia’s aggression in Ukraine, foreign agents’ legislation passed to root out civil society, and lack of accountability for violent attacks against political opposition figures, Georgia’s government provided no such reassurance. These elections, which posed significant challenges to the democratic process, move Georgia significantly further away from joining NATO and the European Union.

    Widespread pressure on public sector employees to vote for the incumbent party and a refusal to investigate violent attacks on political opponents are authoritarian behaviors, and a drastic departure from the vibrant, multiparty emerging democracy that once defined Georgia.

    In the aftermath of the October 26th election, we must be clear: The United States and all NATO countries stand with the Georgian people and their Euro-Atlantic aspirations.”

    Washington, D.C. – Senator Edward J. Markey (D-Mass.) joined Senators Ron Wyden (D-Ore.), Jeff Merkley (D-Ore.), Tim Kaine (D-Va.), Chris Van Hollen (D-Md.), and Cory Booker (D-N.J.) in urging the Biden Administration to make clear a United Nations cyber convention should not be used to justify censorship, spying and human rights abuses by authoritarian governments like Russia and China, in a letter sent to Secretary of State Antony Blinken, Attorney General Merrick Garland, Commerce Secretary Gina Raimondo and National Security Advisor Jake Sullivan.
    “We fear the Convention will legitimize efforts by authoritarian countries like Russia and China to censor and surveil internet users, furthering repression and human rights abuses around the world,” the Senators wrote. “While the Executive Branch’s efforts to steer this treaty in a less-harmful direction are commendable, more must be done to keep the Convention from being used to justify such actions.”
    The U.N. Convention Against Cybercrime was originally proposed by Russia in 2017 as an alternative to an existing treaty on cybercrime. The U.N. convention is expected to come up for a vote in the U.N. General Assembly as soon as December. 
    A broad array of advocates for journalism, human rights and national security have warned that the convention could be abused by authoritarian regimes to repress political dissent and censor independent reporting, and have urged changes to the measure.  
    The senators thanked the Biden Administration for seeking changes to improve the convention, but warned that the final document does not go far enough to protect journalists, cybersecurity researchers and human rights advocates against surveillance and censorship by authoritarian regimes. 
    “As the UNGA considers the Convention, the United States must not align itself with repressive regimes by supporting a Convention that undermines human rights and U.S. interests,” the lawmakers wrote. “Instead, the United States should lead the charge at the U.N., with allies and partners, for a more balanced and rights-respecting approach to cybercrime. Upholding the values of freedom and human rights is essential not only for U.S. global standing but also for the protection of vulnerable communities worldwide.”
