  • MIL-OSI Europe: ‘I feel happy here’

    When the Russian bombardments started in Odesa in March 2022, Patrashku fled to Kopparberg in southern Sweden. After a year, she moved north to Skellefteå to work as assistant nurse.

    With a population of 76 542, Skellefteå has grown quickly over the past five years. By 2030, it’s expected to add 16 000 further people.

    Finding accommodation wasn’t easy for Patrashku. Properties were often taken before she could even visit them. The only option seemed to be living with other Ukrainian refugees, but Patrashku was determined to get a proper place. She signed onto Skebo’s housing list and started collecting “points”.

    The number of points required to rent an apartment varies according to  location and the applicant’s place in the queue. While those with the greatest need, such as low-income individuals, homeless people, refugees and the disabled, are given priority, others can also qualify if there is enough housing available.

    With 53 points, Patrashku qualified for an apartment in Bostäder, a picturesque rural area north of Skellefteå. “Support from the European Investment Bank has given us the opportunity to accelerate housing construction in places where the private sector wouldn’t see an immediate return on investment,” says Ulander, the municipal official.

    European Parliament resolution on Iraq, notably the situation of women’s rights and the recent proposal to amend the Personal Status Law

    The European Parliament,

     having regard to its previous resolutions on Iraq,

     having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

    A. whereas Iraq’s Parliament is drafting highly restrictive amendments to Law 188/1959 (the Personal Status Law), affecting women’s rights; whereas as a result, family matters, including marriage, divorce and child custody, would effectively fall under the remit of religious rather than civil courts, entailing disturbing discrepancies along religious lines, according to UN experts; whereas for some, the minimum legal marriageable age would be 9 for girls and 15 for boys, and there are fears of increased violence against women in the future; whereas 22 % of unregistered marriages involve girls under 14; whereas the Supreme Court endorsed the constitutionality of the most problematic amendments before a third reading, which was postponed on 2 October 2024; whereas the women’s rights situation in Iraq already drew fierce criticism;

    B. whereas Iraq’s UN mission UNITAD, which had been investigating sexual crimes committed by Daesh against women, particularly Yazidis, had to close on 17 September 2024 following last year’s decision, supported by Russia and China, to discontinue its UN Security Council mandate; whereas Iraq’s UN mission UNAMI will also have to close in 2025;

    C. whereas the 2016 Sakharov Prize for freedom of expression was awarded to Nadia Murad and Lamiya Aji Bashar, two Iraqi Yazidi women, for their struggle against conflict-related sexual violence;

    D. whereas Article 14 of Iraq’s constitution states that ‘Iraqis are equal before the law without discrimination based on gender’;

    E. whereas 73 % of respondents surveyed by the Iraq Polling Team expressed ‘strong opposition’ to the changes to Law 188/1959;

    1. Urges Iraq’s Parliament to fully and immediately reject the proposed amendments to Law 188/1959 (the Personal Status Law); underlines, with utmost concern, that the amendments would violate Iraq’s international obligations regarding women’s fundamental rights, and result in a significant rollback, an increasingly negative international reputation and the withholding of some foreign assistance from bilateral and multilateral organisations;

    2. Calls on the VP/HR and the Member States to condemn the proposed amendments; calls on the EU delegation to Iraq to make development grants conditional on judicial training on sexual and gender-based violence and the establishment of women’s shelters; urges Iraq to adopt a national action plan to eliminate child marriage, criminalise marital rape, fight domestic violence and strengthen women’s and girls’ rights, in line with the UN Convention on the Elimination of All Forms of Discrimination against Women; calls for a reinforced partnership with the Human Rights Committee of Iraq’s Parliament, in line with Iraq’s international obligations;

    3. Calls on the Member States to increase their support to women’s and children’s rights defenders in Iraq;

    4. Is highly concerned by the lack of legal protection in the penal code for women and child victims of domestic violence and calls for improvements;

    5. Instructs its President to have this resolution translated into Arabic and to forward this resolution to Iraq’s Parliament and Government, the VP/HR and the Member States.

    The 9th Polish-Czech intergovernmental consultations were held in Prague. The meeting was chaired by Prime Minister Donald Tusk and the head of the Czech government, Petr Fiala. We have many common interests and we look at issues in a similar way, such as the role of Europe, assistance to Ukraine, security and actions related to crisis situations. Polska and Chequia also have a common position on illegal immigration in the European Union. Prime Minister Donald Tusk was accompanied by 14 members of the Council of Ministers. At the same time, Donald Tusk recalled the Polish initiative to organize a meeting in Wrocław regarding the rapid and flexible aid from the European Union, which will concern flood-affected areas. “The idea is to use European funds as effectively as possible and in some situations also jointly […] so that we can jointly and effectively counteract this type of disasters in the future,” explained the head. Polish government. Prime Minister Petr Fiala, who was one of the participants of the meeting in Wrocław, thanked the Polish initiative in the EU. “I thanked the Prime Minister for his actions. It was a meeting with the President of the European Commission, Ursula von der Leyen, and the Prime Ministers of Central European countries in Wrocław,” emphasized the head of the Czech government. Countries struggling with the effects of the September flood will be able to benefit from aid in the amount of EUR 10 billion for reconstruction from the Cohesion Fund. For our country, it will be half of this amount – 5 million de euros, i.e. approximately PLN 20 billion. Together in the international arena, Poland and the Czech Republic cooperate very well in the European Union forum, as well as in the matter of helping the struggling Ukraine. “I would like to thank the Czech Republic very much for their initiatives regarding Ukraine. We will cooperate even closer. We do it in a responsible, rational and very solidary way – both when it comes to helping refugees from Ukraine and helping to defend Ukraine against Russian aggression,” explained the head of the Polish government. As he explained during the press conference after the consultations, Poland and the Czech Republic must convince other partners in the European Union that the EU’s task is to protect the external border, not to create internal borders and searching in, which only consist in moving groups of illegal immigrants within Europe. “We will cooperate here in all aspects. Poland can count on Chequia and Chequia can count on Poland. We will give examples of this at the next meeting of the European Council,” announced the head of the Polish government. Prime Minister Petr Fiala also drew attention to the need for decisive action in the fight against illegal migration. “A change of perspective is necessary on migration. We need to be more active and more assertive towards third countries. I am convinced that both our countries have similar positions and views here,” said the head of the Czech government. As he added, organized pseudo-terrorist groups are particularly active in the matter of illegal migration. Polish-Czech energy cooperation One of the topics of intergovernmental consultations in Prague was energy cooperation .“Cooperation in the field of energy is important to us. We are starting nuclear energy practically from scratch. You already have a very long experience […]. Therefore, I am very glad that we have decided to cooperate closely and exchange information so that our activities in this field are effective and as cheap and effective as possible,” emphasized Donald Tusk. Prime Minister Petr Fiala also drew attention to the aspect of developing energy cooperation. “In both Our countries are preparing to build new nuclear blocks […]. The nuclear alliance is a form of cooperation that makes sense,” said the head of the Czech government. As he added, both countries see the benefits of the development of nuclear energy. By train from Prague to the Polish seaThis year’s tourist season on the Baltic Sea was exceptional – over half a million Czechs visited Poland beaches. “I am an eyewitness to the most friendly and expected invasion of ours, which were tourists from the Czech Republic at our seaside. Soon, tourists will have a new opportunity to reach the Baltic Sea. A direct railway connection between Prague and Tricity will be opened. Trains will run 4 times a day.     On October 8, 2024, the Council of Ministers adopted the Medium-Term Budgetary and Structural Plan for 2025-2028. The scale and pace of fiscal consolidation are fully compliant with all requirements set out in EU regulations and European Commission guidelines. The Plan will be implemented by implementing appropriate measures in subsequent budget laws until 2028 and in annual reports on the implementation of the Plan, published by April 30. In connection with the Reform of Economic Governance in the European Union, which entered into force in April this year, the medium-term budgetary and structural plan. The Plan, which is a fiscal strategy for 2025-2028, presents a path for reducing the deficit and debt of the general government sector, while at the same time ensuring that economic growth and public investment are maintained. Contents of the Plan The Plan assumes reducing the nominal deficit below 3% of GDP in 2028 and, as a result, exiting the excessive deficit procedure and introducing the debt onto a path of its gradual reduction (ultimately below 60% of GDP). The most important element of the Plan is the sector expenditure path until 2028, which should ensure compliance of the sector deficit and debt with EU regulations in the medium term. The implementation of this scenario requires the government to take appropriate actions (the Plan presents only a framework consolidation structure). The Plan assumes using the possibility provided for in EU regulations to unevenly distribute the deficit reduction over the period covered by the Plan. As a result, next year it is planned – in line with the draft budget act for 2025 – to reduce the primary structural deficit by 0.25% of GDP. This then means a correspondingly greater effort in the next 3 years of the Plan (on average slightly above 1% of GDP in 2026-28). The sector deficit forecast for 2024-2025 presented in the Plan is consistent with the forecast for the draft budget act for 2025. After increasing to 5.7% of GDP in 2024, the sector deficit will be reduced in subsequent years and is to reach 2.9% of GDP in 2028. EU regulations do not require the presentation in the Plan of all measures leading to deficit reduction. These, depending on the development of the deficit, economic growth and the actual effects of already planned measures, will be implemented in subsequent years and presented in annual reports on the implementation of the Plan. However, the Plan presents the first measures supporting deficit reduction in the Plan period.

    Throughout the entire period of the Plan, a significant challenge will be the need to implement high defense expenditures while reducing excessive deficits and ensuring that economic growth and public investment are maintained. Defense expenditures in subsequent years within the Plan horizon will result from the limits specified in the Homeland Defense Act (no less than 3% of GDP) and will be significantly higher than those incurred before Russia’s aggression against Ukraine. Expanding defense capabilities is also one of the common priorities of the EU. Defense expenditures in the so-called cash approach, used in the Polish budget act, are the largest in OTAN. The projected sector debt-to-GDP ratio for 2025-2028 is consistent with the fiscal adjustment path and compliance with the net expenditure path presented in the Plan. The forecasted sector debt-to-GDP ratio will amount to 54.6% in 2024 and 58.4% in 2025. Then – mainly as a result of high defence expenditure – it will increase to 61.3% in 2027 and in 2028 it will decrease to 61.2%, which is consistent with the Public Finance Sector Debt Management Strategy for 2025-2028. The debt-to-GDP reference value of 60% will be exceeded in 2026. Forecasts and simulations of the development of the sector debt discussed in detail in the budget part of the Plan confirm that after eliminating the excessive deficit and in the absence of further changes in budgetary policy, the debt – even in the case of adverse shocks – will return to a level below 60% of GDP in 2030. The three alternative scenarios presented below assume: a permanent deterioration in the structural primary balance (SPB) by 0.5 percentage points of GDP, a one-year increase in the short and long interest rate by 1 percentage point, a permanent deterioration in the ratio of real economic growth to interest rates by 1 percentage point.

    Part of the Plan was prepared by the Ministry of Development and Technology and includes reforms and investments planned for implementation by 2028, which contribute to the implementation of the EU Council recommendations for Poland (so-called CSR) issued annually during the European Structural Funds and to the implementation of the common EU economic priorities: a fair ecological and digital transformation, including climate goals; social and economic resilience, including the European Pillar of Social Rights; energy security. This set does not constitute a comprehensive list of the portfolio of reforms and investments that Poland intends to undertake in the coming years. Assessment of the Plan by EU institutions After adoption by the Council of Ministers, the Plan will be forwarded to the Commission and the EU Council. The Commission will have about 6 weeks to assess the Plan and prepare a draft recommendation of the EU Council establishing the expenditure path. Then, in early 2025, the Ecofin Council will adopt, in parallel with the recommendation establishing the expenditure path, recommendations for Poland regarding the elimination of the excessive deficit. The reformed economic governance framework allows, unlike before 2024, to spread the reduction of the excessive deficit over a longer period, in principle 4 years, and to base the consolidation path on the country’s position presented in the Plan. The implementation of the Plan will be monitored through reports, prepared annually by the end of April. The report will present, among other things, progress in implementing the expenditure path established by the Council and up-to-date information on measures supporting compliance with the path, in particular those contained in the budget law. Informe will also include information on Poland’s implementation of the recommendations of the EU Council and the common priorities of the Union. The report may include new significant policy initiatives, in particular in the area of reforms and investments. The first report will be submitted for adoption by the Council of Ministers in April 2025 and will be published no later than 30 April.

    KODIAK, Alaska — The crew of the Coast Guard Cutter Alex Haley (WMEC 39) returned to their home port in Kodiak, Oct. 4, following a 75-day patrol in the Bering Sea and Arctic Ocean. The crew intercepted a Russian Federation naval vessel transiting the U.S. Exclusive Economic Zone, conducted domestic fisheries along the Aleutian Islands, and provided search and rescue coverage to the Bering Sea.

    In September, the Moscow Exchange Index grew for the first time since May — by 7.8%. The stock market was positively influenced, in particular, by news about dividends of individual companies.

    • Timor-Leste’s growth is expected to rise in 2024, supported by an increase in public spending and strong credit growth. From a high level in 2023, inflation has fallen sharply and is projected to continue easing with the moderation of global food prices.
    • A key policy priority is ensuring that Timor-Leste’s substantial savings are best utilized to support development while achieving fiscal sustainability. Improving the composition and quality of public spending would boost growth, while containing overall spending is needed to preserve fiscal sustainability.
    • Promoting private sector development requires well-sequenced structural reforms, and the authorities are rightly prioritizing an ambitious agenda of legal reforms of the financial sector.

    Washington, DC: An International Monetary Fund (IMF) team led by Mr. Yan Carrière-Swallow visited Dili during September 25-October 8 to conduct discussions for the 2024 Article IV consultation with Timor-Leste. At the conclusion of the discussions, Mr. Carrière-Swallow issued the following statement:

    “Timor-Leste has made impressive progress since its independence. Yet, the economy remains under-diversified and highly dependent on the public sector. The IMF stands ready to continue providing capacity development to assist the government’s development and reform efforts.

    “Growth is expected to rise in 2024, supported by an increase in public spending and strong credit growth, and will maintain its momentum in 2025. From a high level in 2023, inflation has fallen sharply and is projected to continue easing with the moderation of global food prices. Risks to the outlook are balanced.

    “The draft 2025 budget contains an appropriate increase in spending on capital projects, health, and education, but also an excessive increase in recurrent spending. Large fiscal deficits are expected to persist as spending remains high, requiring excess withdrawals from the Petroleum Fund that will lead to its full depletion by the end of the 2030s. We recommend a 10-year reform scenario that supports economic diversification through structural reforms and gradually reduces fiscal deficits to stabilize the Petroleum Fund.

    “We welcome the government’s ambitious financial sector reform agenda to address structural impediments to lending, which is essential for private sector development. We recommend accelerating the issuance of land titles, which would offer a crucial source of collateral to households and businesses seeking credit from banks.

    “The team had fruitful discussions with Prime Minister Kay Rala Xanana Gusmão, Minister of Finance Santina Cardoso, Central Bank Governor Hélder Lopes, other senior officials, development partners, the private sector, and civil society. On behalf of the IMF team, I would like to thank the Timorese authorities for their hospitality and excellent cooperation.”

  • MIL-OSI Russia: IMF Reaches Staff-Level Agreement with Papua New Guinea on a Resilience and Sustainability Facility (RSF) Arrangement and the Third Reviews Under the Extended Credit Facility and the Extended Fund Facility

    • The Papua New Guinea authorities and the IMF team reached staff-level agreement on the request for access under the Resilience and Sustainability Facility (RSF) for about US$265 million to enhance resilience to climate change. The IMF Executive Board will consider the request in the coming weeks.
    • The authorities and the IMF team also reached staff-level agreement on the third reviews of the authorities’ reform program supported by the IMF’s Extended Credit Facility and the Extended Fund Facility.
    • Papua New Guinea’s outlook remains positive, with economic growth increasing to 4.5 percent in 2024, and the authorities continue to make progress in implementing their homegrown economic reform program.

    Port Moresby, Papua New Guinea: An International Monetary Fund (IMF) team led by Mr. Tahsin Saadi Sedik, visited Port Moresby from September 26 to October 9, 2024, to review progress under the authorities’ homegrown economic reforms supported by the Extended Credit Facility (ECF) and Extended Fund Facility (EFF) arrangements of SDR684.3 million (about US$918 million), and to discuss the authorities’ request for access to the Resilience and Sustainability Facility (RSF).

    At the conclusion of the mission, Mr. Saadi Sedik issued the following statement:

    “I am pleased to announce that IMF staff and the Papua New Guinea (PNG) authorities have reached a staff-level agreement on (i) the policies needed to complete the third reviews of the ECF and EFF arrangements; and (ii) a new 24-month RSF arrangement with access of SDR197.4 million (about US$265 million), which will run in parallel to the ECF-EFF arrangements, to support the authorities’ policy agenda aimed at enhancing resilience to climate change.

    “To enhance PNG’s capacity to address challenges posed by climate change and reinforce its resilience, the proposed RSF arrangement, subject to approval by the IMF Executive Board, would help build policy buffers and contribute to enhancing the effective implementation of PNG’s climate commitments. PNG would become the first Pacific Island country to benefit from RSF support. Building on these commitments, reforms under the proposed RSF arrangement will focus on strengthening disaster risk management capacity, supporting the inclusion of climate considerations in public investment decisions, encouraging the development of green finance, and enhancing mitigation policies. These reforms, which will be supported by capacity development activities from PNG’s international partners, are expected to catalyze financing for climate and sustainable development. 

    “The completion of the third reviews of the ECF-EFF, upon approval by the Executive Board of the IMF, would allow for the immediate disbursement of SDR94.75 million (approximately US$127 million) in financing, bringing the total IMF financial support disbursed thus far under the ECF-EFF arrangements to SDR321.12 million (about US$430 million). Adding the new RSF support, the total IMF commitment under all these arrangements would be SDR881.72 million (about US$1.19 billion).

    “Papua New Guinea’s economic outlook remains positive. Growth is expected to increase to 4.5 percent in 2024 from 2.9 percent in 2023, supported by the resumption of activities at the Porgera gold mine and improvements in access to foreign exchange. Average headline inflation is projected to remain historically low at 1.3 percent in 2024, while core inflation, which excludes volatile items such as betel nut, is projected to moderately increase to 3.9 percent in 2024, while staying below the historical average, mainly driven by food and transportation costs. Gross international reserves stood at US$3.2 billion at end-June 2024, providing space to continue implementing central banking reforms.

    “Performance since the start of the ECF-EFF arrangements has been strong. The government of PNG has continued to make progress in implementing its structural reform agenda, focused on advancing budget repair, modernizing central banking, and improving governance. These reforms are bearing fruit, with notable positive outcomes including: (i) the easing of foreign exchange shortages, which contributes to improving the business environment; (ii) the reduction of excess liquidity in the banking sector, which enhances monetary policy transmission; (iii) a lower fiscal deficit, which strengthens public debt sustainability; and (iv) progress in the operationalization of the anti-corruption framework.

    “The government remains committed to an ambitious fiscal consolidation strategy set out in its 13-year budget repair plan. After reducing the fiscal deficit by 0.9 percentage points of GDP in 2023, while creating space for more social spending, the authorities are on track to deliver an additional 0.4 percentage points of GDP reduction in 2024. The authorities remain committed to implementing their prudent borrowing strategy aimed at preserving debt sustainability.

    “The Bank of Papua New Guinea (BPNG) has continued to actively implement its roadmap of reforms to help alleviate foreign exchange shortages, gradually return to kina convertibility, and modernize its monetary policy operations. The increased flexibility of the exchange rate under the de facto crawl-like arrangement, combined with the BPNG’s foreign exchange intervention strategy, has supported improved access to foreign exchange, particularly for essential import orders. The reduction of the structural misalignment of the kina will help enhance the competitiveness of PNG’s exports, including in the agricultural sector, and thus increase rural incomes and improve living standards. The BPNG continues monitoring developments in domestic financial markets and stands ready to calibrate its policy stance accordingly. The BPNG is also modernizing its monetary policy operations, enabling commercial banks to improve their liquidity management. Amendments to the Central Banking Act, adopted in September by Parliament, have significantly improved the mandate, governance, and autonomy of the BPNG.

    “The governance and anti-corruption frameworks are being strengthened. The Independent Commission Against Corruption (ICAC), benefiting from a significant increase in funding, has successfully defined its operational procedures and set up more secure information systems.

    “The IMF will continue to work closely with the Papua New Guinea authorities and stands ready to help them, not only through financing and policy advice, but also through technical assistance.

    “The IMF staff team is grateful to the authorities for their warm hospitality, productive collaboration, and candid policy dialogue. The IMF team held meetings with Minister for Treasury Ian Ling-Stuckey, Governor of BPNG Elizabeth Genia, Secretary of Treasury Andrew Oaeke, and other senior government officials.   • MIL-OSI Russia: Robotic surgeons, transplantation and research. How Botkin Hospital became a scientific and clinical center

    More than 90 clinical departments, a flagship emergency center, minimally invasive surgery, innovative equipment, organ transplantation, scientific research and implementation of advanced technologies. This is what it looks like today City Clinical Hospital named after S.P. Botkin. It recently received a new status – Moscow Multidisciplinary Scientific and Clinical Center (MMNCC). This is a natural result of the evolution that the hospital has undergone over the past 10 years. A mos.ru correspondent spoke with doctors about its key transformations.

    What specialized medical centers have opened in renovated buildings, how are cancers treated at stage zero, what surgeries are performed by robots, how innovators create cutting-edge technologies, and why is city recognition important to them – in our article.

    From emergency care to bone marrow transplants

    The transformation of the Botkin Hospital began about 10 years ago, since then 11 buildings have been built and renovated. Specialized medical centers are being opened in them, where they provide a full cycle of care – from diagnostics to treatment and dynamic monitoring.

    In 2024, the hospital will celebrate 114 years since its foundation. All these years, it has been providing emergency medical care in various areas. We maintain centuries-old traditions and introduce new technologies into our work. We create unique specialized centers, use innovative equipment, develop minimally invasive surgery, train doctors, conduct scientific research and develop advanced treatment methods. Thanks to the achievements of recent years, the hospital has received the status of a scientific and clinical center Dmitry Grekov Deputy Director for Clinical Work of the Moscow Multidisciplinary Scientific and Clinical Center named after S.P. Botkin

    In 2019, the only city ophthalmology center in the capital began operating — one of the largest and most modern specialized centers in Russia and Europe. It treats any eye pathologies. Later, the hematology building was modernized, where courses of chemo-, immuno-, and targeted therapy, as well as bone marrow transplantation, are now conducted. In the outpatient oncology care center, under the supervision of one team of doctors, you can undergo pathomorphological examinations, receive radiation and surgical treatment. The interdistrict nephrology center specializes in the treatment of kidney pathologies: hemodialysis, replacement therapy, transplantation. Another transformation of the Botkin Hospital is the launch in 2021 of the first high-throughput endoscopic center in Moscow for the early diagnosis of oncological diseases of the gastrointestinal tract (GIT). Patients from the risk group are referred here.

    “Every fourth patient in the capital has neoplasms in the gastrointestinal tract. But they can be avoided if screening is performed in time. The center conducts gastro- and colonoscopy under intravenous anesthesia, and if polyps are detected, endoscopists remove them immediately. Sometimes we already see tumor cells in the removed polyps, this is stage zero cancer. After the procedure, the patient does not need medications or operations – only regular examinations. Over three years of work, the center has conducted almost 130 thousand studies and removed about 15 thousand formations. That is, we have already prevented oncology in so many people,” Dmitry Grekov emphasized.

    Last year, the Botkin Hospital opened a flagship emergency medical care center; during the first 24 hours of hospitalization, patients undergo diagnostics, surgical treatment, and intensive care. That same year, the Moscow City Urology Center opened, which became the largest in Russia.

    Laparoscopes, surgical robots and neuronavigators

    The S.P. Botkin MMNCC is a leader in the number of high-tech surgeries performed. Innovative equipment has made it possible to develop minimally invasive surgery. During laparoscopy, the doctor does not make large incisions, but inserts an endoscope with a camera transmitting an image to the screen and instruments through punctures into the organ. With the endovascular method, vessels are operated through punctures.

    “Minimally invasive surgery has become commonplace for us. We are also pioneers in robotic technologies. In 2013, the first Da Vinci robot appeared in the hospital in Moscow, now we have six of them. They operate following the surgeon’s commands. Their “hands” can perform complex manipulations, as they rotate 540 degrees. Robots remove tumors in the liver, lungs, stomach, mediastinal tumors (this is an anatomical space in the middle sections of the chest cavity). They have no equal in narrow places: the rectum, pelvis, prostate gland. With the help of the Da Vinci robot, more than 10 thousand operations have already been performed in our clinic,” said Dmitry Grekov.

    The MMNCC has modern CT and MRI machines at its disposal. Angiographs visualize the lumen of blood vessels and heart cavities. In neurosurgery and ophthalmology, intraoperative microscopes are indispensable for detailing deep lesions. The neuronavigator builds a route to the affected area of the brain so that the surgeon does not touch functionally significant areas.

    “Our center has one of the largest experience in Russia in using minimally invasive methods to treat people with complicated malignant neoplasms. We have almost all medical specialties, which has allowed us to form multidisciplinary teams and make decisions at a single consultation. For example, we have already performed more than 10 operations for kidney tumors, when the tumor thrombus grows along the inferior vena cava and reaches the heart. In such a situation, the operating team consists of urologists, cardiac surgeons, vascular and abdominal surgeons,” the doctor said.

    A place where medical work is inseparable from scientific work

    Treatment should go hand in hand with science – this is the principle of the S.P. Botkin MMNCC. Since its foundation in 1910 to the present day, the institution remains an innovator. All scientific staff are practicing doctors.

    Our goal is to improve treatment methods and medical technologies based on our experience. We see a weak point and try to find a solution. We start by analyzing the results. We performed surgery on 300 people, and 10 percent had postoperative complications. What factors influenced the procedure — age, smoking, diabetes? Statistics indicate the cause, and the team begins to create a medicine, a new treatment strategy, or a device. The development is tested at the center, and then the database is collected again. One study takes an average of three years. In emergency surgery, the results are immediately visible: on the 10th day after the operation, it is clear whether there are complications or not.     – organization of academic exchange and internships for teachers, master’s and doctoral students;

    – development of joint educational programs.

    As the rectors of the universities noted at the meeting, in the near future the main focus will be on cooperation in the field of science, part of which will be joint developments. Interaction in the educational sphere will also be strengthened. In order to achieve these goals, the parties agreed to draw up a roadmap for the development and expansion of cooperation between the two universities.

    Currently, NSU cooperates with 16 leading universities of Kazakhstan, 6 of them in the field of IT technologies. Currently, about 180 Kazakhstani students study at Novosibirsk State University, mainly at the Faculty of Natural Sciences, the Humanities Institute and the Institute of Medicine and Medical Technologies.

    The Moscow Chamber Orchestra Musica Viva, subordinate to the capital’s Department of Culture, regularly organizes concerts and performances for wounded soldiers of the special military operation (SVO) at concert venues and in hospitals together with the charitable foundation “Our Power of Good”.

    The charitable foundation “Our Power of Good” was created in March 2023. Its task is to socialize disabled participants of the SVO, promote their involvement in the full life of society, and also help in acquiring the necessary skills taking into account the injuries received.

    “The facility will be a one-story building with an area of 2.5 thousand square meters. There will be a gym for strength training with an area of 800 square meters, and large halls for boxing and weightlifting will be located here. Construction of the sports complex began this year, and it is planned to be built in 2025,” Vladimir Efimov noted.

    The work is being carried out at the site located at the address: block 34, land plot No. 18. In addition to the gyms, the building will house coaching rooms, a medical center, women’s and men’s locker rooms with showers, and a security room. A sports nutrition and equipment store and a cafeteria will be opened on the territory. Guest parking will be located next to the complex.

    “In the Troitsk district, this will be the third major facility where you can do sports. For outdoor activities, there is the Prirodny Park with an area of 14 hectares. Much attention is paid to sports here. The park’s infrastructure includes workout areas, a football field, a hockey rink, a skate park, paths for cycling, running and Nordic walking. Also, a chain sports club with an area of 1.5 thousand square meters has been opened for training in the new shopping center,” added the head of the Department for the Development of New Territories of the City of Moscow.

    The Moscow State Construction Supervision Committee issued a permit for the construction of a sports building in early July 2024. The developer immediately began work.     The State University of Management organized an international scientific and practical conference of the scientific and educational consortium “Eurasian Network University” “Education as a driver of economic growth in the context of Eurasian integration”.

    The Chairman of the Cabinet of Ministers Akylbek Japarov, the Minister of Economy and Commerce of the Kyrgyz Republic Daniyar Amangeldiev, the Chairman of the Board of the Russian Peace Foundation Sergey Baburin, and the Rector of the Kyrgyz Economic University named after M. Ryskulbekov Almaz Kadyraliev addressed the conference participants with welcoming remarks.

    The opening of the conference was also attended by Vice-Rector of the State University of Management Dmitry Bryukhanov, Vice-Rector for International Activities and Networking of the Nizhny Novgorod State University named after N.I. The conference participants reviewed the best practices of organizing internships, discussed the problems and prospects of integration trends in science and education, coordination of scientific research, problems of developing and recognizing common standards in the scientific and educational sphere in the Eurasian space, as well as the development of joint multilateral scientific research and educational programs.

    Particular attention was paid to the development of new standards and educational programs for training personnel with relevant competencies that meet the modern needs of the economies of the EAEU countries, the importance of integrating the academic and business communities within the framework of socio-economic development, key factors of economic growth and the formation of a single economic space within the EAEU.

    Following the conference “Education as a Driver of Economic Growth in the Context of Eurasian Integration,” tasks were identified that require solutions for successful Eurasian integration and interaction in various spheres of society and the state and the formation of a Eurasian partnership.

    The event included an exhibition of the scientific and educational consortium “Eurasian Network University” (ENU), where the main areas of activity of the network university were presented, and the Olympiads were presented: the All-Russian scientific and practical tournament with international participation “Hi-Tech Breakthrough”, the Olympiad “Future of the EAEU” and the Eurasian Olympiad – International Student Olympiad of ENU, the winners of which get the opportunity to study at Russian universities participating in ENU within the quota of the Government of the Russian Federation.
