    This year, the department’s research team, with the participation of Vladislav Shilov, is creating a fuel processor for obtaining synthesis gas that runs on commercial diesel fuel. It integrates the developed catalyst for converting diesel fuel to obtain synthesis gas from diesel. In the future, in cooperation with consortium members within the framework of the NTI project “Hydrogen as the Basis of a Low-Carbon Economy”, it is planned to create a power plant based on planar solid oxide fuel cells, combined with a diesel fuel processor for generating electricity.

    — We were the first to achieve complete conversion of commercial diesel fuel into hydrogen-containing gas suitable for fuel cells. When creating the catalyst, we encountered a serious difficulty: the conversion of diesel fuel into synthesis gas is a high-temperature process (about 700 – 1000 °C), as a result of which the active component of the catalyst quickly sinters. Therefore, for these applications, we were the first to use a metal substrate made of FeCrAl alloy as a structured carrier, which has good heat and mass transfer properties. This is what makes the system we developed unique. The method of applying layers of catalytic coating to a metal mesh is quite complex and was developed over several years. This was not an easy task — the coating of the active component peeled off or cracked. We needed to increase the adhesive (i.e., “bonding”) properties of the substrate surface so that each layer of the catalytic coating would reliably adhere to it. We found a technological solution to this problem. Now we have reached the level where we can carry out small-scale production of structured catalysts for various catalytic applications, said Vladislav Shilov.

    When creating the diesel fuel conversion catalyst, experiments were conducted in a laboratory setup. Now the researchers are faced with the task of creating a model of the fuel processor into which it will be integrated. Diesel fuel, water and air will enter the system, which as a result of the catalytic reaction will be converted into synthesis gas suitable for use in solid oxide fuel cells. Now this work is in the active stage and is nearing completion. Next, scientists will have to evaluate the operation of the entire power plant in order to begin industrial implementation.

    — The structured catalyst we developed also turned out to be highly active in converting light hydrocarbon fuels into synthesis gas, which interested our industrial partner, the InEnergy group of companies, which is engaged in the creation of power plants based on fuel cells. This year, the Boreskov Institute of Catalysis of the Siberian Branch of the Russian Academy of Sciences, together with InEnergy, launched small-scale production (about 600 units) of compact power plants TOPAZ-GAMMA M, operating on natural gas and propane-butane, where our development was used. One such power plant was presented by our research group at the International Forum of Technological Development “Technoprom”, where it aroused great interest, — said Vladislav Shilov.

    Electrochemical generators running on diesel fuel can be used as a stationary, backup or auxiliary source of electric power, since it is a more convenient carrier of hydrogen. Compared to other alternative carriers, diesel fuel has the largest amount of hydrogen per unit volume, and its long-term storage is carried out at ambient temperature and pressure. In this regard, natural gas transported through gas pipelines and propane-butane are significantly inferior to this type of fuel. Electrochemical generators running on diesel fuel can be used as a stationary, backup or auxiliary source of electric power.

    According to Vladislav Shilov, this technology will find application in remote northern regions, in the conditions of the Far North and in the development of the Arctic, as well as at other sites where diesel fuel is the main energy source. It is possible that this development will be of interest to the Russian Ministry of Defense, where most of the equipment also runs on this type of fuel. But in order to launch small-scale production of diesel electrochemical generators, it is necessary to complete work on creating a prototype in laboratory conditions and contact companies interested in launching these devices into small-scale production. The developers have no doubt that such investors will certainly be found.

    — Such devices have a much higher efficiency compared to internal combustion engines. They are environmentally friendly — their emissions are carbon dioxide and water vapor. They are distinguished by silent operation, a long service life and do not require frequent maintenance. And the use of fuel cells to generate electricity allows it to be extracted from energy sources by directly converting the energy of chemical bonds into electrical energy. The efficiency of this process is higher than when using standard diesel generators, in which the energy of chemical bonds is first converted into heat, then into mechanical energy and only then into electrical energy. Increasing the efficiency of power plants will reduce the volume of resource-intensive delivery of diesel fuel to remote, Arctic regions. In addition, the use of the developed power plants will be more environmentally friendly due to the reduction in the volume of diesel fuel consumption, — explained Vladislav Shilov.

    The Corporate Information Security program can also be implemented in a corporate format for groups of 20 people or more.

    The program, which will last 104 academic hours (including 72 contact – interactive hours), is expected to be completed over 9 weeks, starting on October 21, 2024. Classes will be held online, primarily in the evenings, twice a week. The cost of training is 42,000 rubles.

    The city has put 12 non-residential premises in buildings located in the central districts of the capital up for auction. Bid campaigns will be completed between September 25 and November 11, depending on the lot selected. This was reported by the press service of the capital Department of Competition Policy.

    “The presented objects are located in basements or ground floors of buildings. Their cost will be determined during auctions that will be held from October 4 to November 20, depending on the lot. All premises have a free functional purpose, so the winners of the auction will be able to open pick-up points, beauty salons, shops and other service institutions in them,” the press service said.

    11 premises are connected to the main utility systems: electricity, sewerage and water supply, one – only to water supply.

    Five non-residential premises are located in buildings located in Presnensky district, two objects per house in Khamovniki and Basmanny district, and one more in buildings in the districts Meshchansky, Arbat and Zamoskvorechye.

    The area of the premises ranges from 11.8 to 402 square meters. Registration on the digital trading platform is required to participate in the auction. “RoselTorg” and enhanced qualified electronic signature.

    I would like to welcome you all to our celebration of the Swiss National Day – one month in advance, indeed, but this is the only way to catch you all here!

    This is a very special occasion that I am privileged to share with you today:
    This year, we are also celebrating the 30th anniversary of development cooperation between our countries; and the centenary of the Kara Kyrgyz Autonomous Oblast, the new beginning of the modern Kyrgyz Republic.

    A few years after that beginning, Swiss travellers started to visit your country:
    Notably the writer and photographer Ella Maillart, who is honoured in the karakul museum, and the alpinist Lorenz Saladin, who climbed Khan Tengri.
    Today, I have had the pleasure to discover a bit of your beautiful country and its many similarities with mine.  

    • We both have stunning nature and impressive mountains.
    • We are both rather small and landlocked countries;
    • We both have larger neighbours.

    Geographic, natural, cultural, ethnic, religious, and linguistic diversity has been a key asset and factor for success for Switzerland as it is for the Kyrgyz Republic.

    Our relations are fruitful and strong.
    In 2023, Switzerland was the biggest export partner of the Kyrgyz Republic.
    We have regular high-level meetings, including political consultations, and now, my visit to Bishkek.

    It was about time to come here, to strengthen our relations.

    The team at your Embassy in Switzerland and at the Swiss Embassy in Bishkek invest countless hours in nurturing our bilateral relations.

    Not to forget the personal link of friendship between our countries:

    I would like here to recognise some of my compatriots who live in Kyrgyzstan – thank you for promoting Switzerland by your presence.

    Switzerland will stay committed to its development cooperation with the Kyrgyz Republic. We will continue to work together in the future.
    We should continue supporting the private sector, local governance and the water-energy sector, to the extent allowed by today’s trying circumstances.

    Speaking of circumstances, the stability and prosperity of our two countries strongly depend on the global balance of power.

    As a neutral country, Switzerland is a traditional partner for peace and dialogue.
    To fulfil this responsibility my country hosted the first Summit on Peace in Ukraine two weeks ago.
    We have launched a broadly supported process, where voices from all corners of the globe can discuss their ideas and points of view.
    The path to peace is long and challenging but it is in the interest of everyone – including Switzerland and Kyrgyzstan – to commit to this ambition.
    Both our countries thrive in peace, as will Ukraine and Russia when a “comprehensive, just and lasting peace” has been achieved.

    On all anniversaries, it is customary to make wishes – and I have three wishes for your exceptional country:

    • May Kyrgyzstan navigate the difficult international context successfully, grounded in its neutrality.

    Headline: From 12 to 21: how we discovered connections between the Twelve and BlackJack groups

    While analyzing attacks on Russian organizations, our team regularly encounters overlapping tactics, techniques, and procedures (TTPs) among different cybercrime groups, and sometimes even shared tools. We recently discovered one such overlap: similar tools and tactics between two hacktivist groups – BlackJack and Twelve, which likely belong to a single cluster of activity.

    In this report, we will provide information about the current procedures, legitimate tools, and malware used by the BlackJack group, and demonstrate their similarity to artifacts found in Twelve’s attacks. We will also analyze another recently discovered activity that has much in common with the activity of the potential cluster.

    Who are BlackJack?

    BlackJack is a hacktivist group that emerged at the end of 2023, targeting companies based in Russia. In their Telegram channel, the group states that it aims to find vulnerabilities in the networks of Russian organizations and government institutions.

    As of June 2024, BlackJack has publicly claimed responsibility for over a dozen attacks. Our telemetry also contains information on other unpublicized attacks, where indicators suggest BlackJack’s involvement.

    The group only uses freely available and open-source software, such as the SSH client PuTTY or the wiper Shamoon, which has been available on GitHub for several years. This confirms that the group operates as hacktivists and lacks the resources typical of large APT groups.

    Wiper – Shamoon

    BlackJack uses a version of the Shamoon wiper written in Go in their attacks. Static analysis helped us extract the following characteristic strings:

    In addition to the wiper, BlackJack also uses a leaked version of the LockBit ransomware to harm their victims.

    We found the ransomware in the same directories as the wiper:

    The network directories for placing the malware were not chosen at random. This allows the attackers to spread their samples across the victim’s infrastructure and later place them in C:ProgramData for further execution in the system.

    To launch LockBit, the attackers use scheduled tasks containing the following command line (the 32-character password may vary depending on the host or victim):

    This confirms that the group is not aiming for financial gain, but rather to cause damage to the compromised organization.

    Ngrok

    To maintain persistent access to compromised victim resources, the attackers use tunneling with the common ngrok utility. We found the utility and its configuration file in the following directories:

    Radmin, AnyDesk, PuTTY

    To ensure remote access to the system, BlackJack installs various remote access tools (RATs). Judging by the incidents we studied, the attackers initially attempted to use the Radmin utility, but all the external connections we observed were made through AnyDesk.

    During the RAT installation, the attackers created the following services:

    Additionally, the popular SSH client PuTTY was used to connect to certain hosts within the infrastructure.

    Connection with the Twelve group

    The malware and legitimate tools described above significantly overlap with the arsenal of the hacktivist group Twelve. This group also relies on publicly available software and does not use proprietary tools in its attacks.

    Most of the connections and overlaps between the two groups were discovered through Kaspersky Security Network (KSN) telemetry and Kaspersky Threat Intelligence solutions. KSN telemetry is anonymized data from users of our products who have consented to share and process this information.

    Malware sample similarities

    Let’s first examine the similarities between the ransomware and wiper samples from the BlackJack and Twelve groups. Below is the information from the Kaspersky Threat Intelligence Portal (TIP) on the LockBit ransomware file discovered while investigating the BlackJack attacks:

    The sample is named bj.exe, presumably an abbreviation for the BlackJack group. Among other things, the TIP page shows a list of similar files compiled using the Similarity technology, which identifies files with similar patterns. Although the sample used by the hacktivists was created with the leaked LockBit builder, Similarity first identifies the most closely related files. Note the first hash in the list: 39B91F5DFBBEC13A3EC7CCE670CF69AD.

    Checking this hash on the Threat Intelligence Portal reveals that it was mentioned in our recent investigation into the Twelve group.

    This suggests that the two groups use similar LockBit samples. Additionally, analysis of the configuration of the two samples (BlackJack and Twelve) showed that their exclusion lists (files, directories, and extensions to leave unencrypted) are identical.

    Just like the BlackJack’s LockBit sample, the Twelve group’s ransomware also has a list of similar files.

    Upon checking one of them (underlined in red on the screenshot), we found that the file was also named bj.exe. This means that it is another instance of the BlackJack group’s ransomware, further indicating that the two groups use nearly identical LockBit samples.

    Below is a list of paths where LockBit samples were found during the investigation of incidents related to the BlackJack and Twelve groups:

    Summing up the ransomware analysis, we can draw the following conclusions:

    • Both groups use similar LockBit ransomware samples;
    • The paths where these samples were found are almost identical.

    Let’s continue searching for further connections.

    Wiper reuse

    The study of wiper samples from incidents involving the BlackJack and Twelve groups also revealed similarities between them.

    Both wipers overwrite the MBR record with almost identical placeholder strings:

    By analyzing the BlackJack wiper on the Threat Intelligence Portal, we found that in some cases it was extracted from the following archive:

    Examining the archive, we found the Chaos ransomware – 646A228C774409C285C256A8FAA49BDE:

    Moreover, this file was mentioned in our report on the Twelve group. That is, malware from both groups is distributed in the same archive.

    Checking the file names and paths, we discovered a familiar network directory sysvoldomainscript.

    In addition, during our investigation of attacks carried out by the Twelve group, we also found the use of Shamoon-based wipers. Moreover, according to KSN data, a specific variant of Shamoon, which was involved in BlackJack group attacks, was also seen in some Twelve attacks.

    Similar to the analysis of the LockBit ransomware, we decided to study the paths where the wipers were found in incidents related to the BlackJack and Twelve groups. As you can see from the table below, these paths are identical:

    Summing up the analysis of the Shamoon wiper, we can confidently say that both groups use it or its components in their attacks and place them in identical directories. Moreover, the version of Shamoon that became available as a result of the leak was written in C#, whereas the variants of this wiper used in the BlackJack and Twelve attacks were rewritten in Go, further supporting the connection between these groups.

    Familiar commands and utilities

    In addition to the connections identified through analyzing the malware samples, we also discovered overlaps in the commands and tools used by both groups.

    New activity

    During our research, we also discovered another activity that closely resembles the ones described above. At this point, we cannot definitively determine which specific group is responsible for this activity; however, the malware samples and procedures clearly indicate that the source is the activity cluster under investigation.

    The similarities we found are listed below:

    1. The discovered wiper contains the characteristic strings we saw in the Twelve and BlackJack wipers and also creates a similar MBR record.
    2. The wiper is spread through the sysvol network directory and saved using a scheduled task, which copies it to that same C:ProgramData directory.

    Victims

    The mentioned malware samples, utilities, and command lines were found in the infrastructures of government, telecommunications, and industrial companies in Russia.

    Attribution

    Based on our research, we cannot be sure that the same actors are behind the activities of both groups. However, we suspect that the BlackJack and Twelve groups are part of a unified cluster of hacktivist activity aimed at organizations located in Russia.

    Conclusion

    In this study, we demonstrated that the BlackJack and Twelve groups have similar targets and use similar malware, distributing and executing it using the same methods. At the same time, they are not interested in financial gain but aim to inflict maximum damage on target organizations by encrypting, deleting, and stealing data and resources.

    Mr. President, Mr. Secretary-General, Dear colleagues, Ladies and Gentlemen,

    I thank Slovenia for its initiative. It is crucial that this Council continues to reflect on ways to restore peace and end the Russian war against Ukraine. And this, in the presence of Ukraine; I welcome the presence of President Zelenskiy here.

    I firmly believe in the importance of respecting the United Nations Charter, international humanitarian law, as well as the application of the Geneva Conventions, whose 75th anniversary we are celebrating this year.

    And yet, despite all the tools established after World War II, we have not succeeded in silencing the guns. We have not been able to prevent countless civilians from suffering the consequences.

    Ladies and Gentlemen

    So far, this Council has not assumed its responsibility. After 1000 days of war, we still have not found a diplomatic solution.

    Why are we unable to agree on the way forward to restore peace? Have we lost the common grammar of peace?

    If I hold my position as Minister, it is because I believe in the power of politics in the service of the common good. Politics must always challenge the maxim of the strategist von Clausewitz that: “war is the mere continuation of politics by other means.” And the UN is politics.

    Excellencies,

    Making peace takes courage.

    By organising the first Peace Summit in Ukraine last June, Switzerland had the audacity to place peace on the international agenda, and this in the midst of war.

    Countries from five continents gathered near Lucerne to discuss three key issues essential to building peace: • Nuclear security; • Food security; and • The humanitarian dimension of the conflict.

    The joint Bürgenstock communiqué, signed by a majority of participants representing the entire world, has helped to ease certain blockages revealed by the war in Ukraine and to restore a beginning of trust between us.

    This first step towards peace must not be left without follow-up. It is now essential to continue this dialogue also with Russia.

    Only pragmatic diplomacy can get us out of this impasse, which has already cost too many lives.

    Ladies and Gentlemen,

    While peace must be our priority, the reconstruction of Ukraine is also a collective responsibility. A lasting peace will also depend on well-prepared reconstruction. From the beginning of the conflict, Switzerland laid the foundations for this reconstruction with the Lugano Conference.

    One of our priorities is humanitarian demining. We are currently investing $120 million to demine civilian and agricultural areas in Ukraine. The Ukraine Mine Action Conference, co-organized by Switzerland and Ukraine on October 17-18 in Switzerland, will discuss the needs and solutions for this action.

    Ukraine is about to face its third winter of war. It is our duty to finally offer the Ukrainian people a spring of peace.

    On September 23-24, 2024, the Lomonosov cluster hosted the II International Forum “Digital Transportation”, in which a group of teachers and scientists from the State University of Management took part, and our volunteers helped in the organization.

    For the second year in a row, the forum has brought together industry leaders, experts and government officials. The focus is on the main trends and key tasks of the transport and logistics complex, innovative digital solutions, import substitution issues and ensuring the technological sovereignty of our country.

    The Forum was attended by the Minister of Transport of the Russian Federation Roman Starovoit, his deputy for digitalization Dmitry Bakanov, CEO of PJSC Aeroflot Sergey Aleksandrovsky, Chairman of the Board of JSC Russian Railways Oleg Belozerov, Chairman of the Board of Directors of Sitronics Group Nikolay Pozhidaev, CEO of JSC GLONASS Alexey Raikevich, Director of Digitalization of the State Corporation Rosatom Ekaterina Solntseva, Vice President of the FESCO Transport Group Dmitry Surovets.

    From the State University of Management in the business program of the forum, Professor of the Department of Transport Complex Management Vladimir Savchenko-Belsky, Associate Professor of the Department of Transport Complex Management Artem Merenkov, Associate Professor of the Department of Project Management Svetlana Sycheva, and Director of the Business Incubator Dmitry Rogov took part.

    Participants discussed advanced technologies in the field of digitalization of transportation, the introduction of unmanned systems on land, in water and in the air, cybersecurity issues, the use of “big data”, mechanisms and projects for the transition from import independence to the export of large digital platforms in the field of transport, logistics and tourism services. Experts shared their experience in implementing digital solutions in state and municipal administration to improve management efficiency and provide better services to citizens and spoke about the most ambitious plans for the near future. A separate session was devoted to staffing the industry.

    The forum was also attended by students of the Institute of Industry Management studying in the educational programs “Logistics and Supply Chain Management”, “Transport and Logistics Systems Management”, “Automotive Business Management” and “Project Management”. And 13 students of our university helped in organizing the Forum as volunteers.

    For students studying in a specialized field, it is especially important to attend such events in order to delve deeper into the specifics of their future profession, get acquainted with innovative solutions, learn about current trends in the industry and establish useful contacts with potential employers.

    The Forum is organized by the Digital Transport and Logistics Association with the support of the Ministry of Transport of the Russian Federation.

    This year, specialists from the city economy complex equipped more than 250 heating stations with smart leak detection technology. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Events are ongoing to equip heating points with smart leak detection technology, which allows identifying possible unreliable sections and promptly repairing them, preventing emergency situations in heating networks and hot water supply networks. Since the beginning of the year, more than 250 heating points of PJSC MOEK have been equipped with this system. Thus, today smart technology is available at 7.2 thousand,” noted Petr Biryukov.

    Algorithms for identifying signs of hidden leaks in heat distribution networks based on the analysis of data from the automated Dispatching system were developed in 2020.

    The algorithms use information from about 10 different sensors from each heating point. The program analyzes insignificant changes in the most important parameters in real time during the night hours of equipment operation, when hot water consumption is minimal. Thanks to this, it is possible to determine heat losses as accurately as possible and identify a potentially unreliable section, to which a repair team is immediately sent.

    The system allows detecting even minor technological violations, which at the initial stage may not have external signs. This is, for example, a leak of the coolant or a deterioration in the parameters of the consumer.

    On Tuesday, September 24, Minister of Foreign Affairs Radosław Sikorski spoke during the UN Security Council debate. Madam Chairwoman! Ladies and Gentlemen! The Russian ambassador announced that this debate would consist of “platitudinous statements dictated by Brussels” – this is a lie. I assure you that what you are about to hear I wrote myself. The Russian ambassador claims that Russia does not bomb civilian targets – this is another lie. Two weeks ago I visited Lviv, a city in Ukraine, where a Russian Kalibr missile hit a tenement house. In front of a man’s eyes, his wife and three daughters were pulled out of the rubble – all dead. They were all civilians, all lived far from the front line, all were killed. The Russian ambassador spoke about the children’s cemetery in Gaza, which is indeed a tragic situation. Well, Ukrainian children are not only a target for bombs. Thousands of them have been kidnapped and taken deep into Russia, where they are brainwashed to strip them of their memories and national identity. Russia claims that these children are orphans left to fend for themselves in a war zone. And another lie. Many of them have been separated from their parents, either by accident during attacks or deliberately by the invading army. Independent reports have revealed that, quote: “officials are deporting Ukrainian children to Russia or to Russian-occupied territories without their consent, lying to them that their parents do not want them, using them for propaganda purposes, and placing them with Russian families and granting them Russian citizenship.” In special camps, the abducted children are given “patriotic education” and a hotline is set up to connect them with potential “foster families” who are promised money. In addition, Mr. Putin signed a decree introducing an accelerated procedure for granting Russian citizenship to stolen Ukrainian children. These are not accidental war losses. So I have a few questions for the Russian ambassador and his superiors: What is the difference between what you are doing to the kidnapped Ukrainian children and what the German Nazis did to your children and ours? How many Russian officials have adopted stolen Ukrainian children, following the example – as reported by the BBC – of Sergei Mironov, former chairman of the Russian Federation Council? When will you return the remaining thousands of stolen Ukrainian children to Ukraine? Do you know that stealing children from another country is tantamount to genocide, as recently confirmed by the Parliamentary Assembly of the Council of Europe? Do you remember that diplomats and propagandists of a genocidal regime are also criminals – as Soviet prosecutors argued at Nuremberg, referring to Ribbentrop and Streicher? The permanent members of the UN Security Council are supposed to be guardians of peace, not wage their own wars, using this is someone else’s children. The couple brings shame to Russia, which is neither forgiven nor forgotten. And by the way – since Embajador Nebenzia denies that the Soviets collaborated with the Nazis during the invasion of Poland in 1939, here is a photo from their joint parade. I am sure you recognize the Soviet uniforms. Thank you very much!

  • MIL-OSI United Kingdom: The Kremlin could never have envisaged how war in Ukraine is developing: UK statement to the OSCE

    UK military advisor, Nicholas Aucott, says the military situation is markedly different to what many expected two and a half years ago and this is a testament to the bravery and fortitude of the Ukrainian people.

    Thank you, Mr Chair. The present situation in the ongoing conflict between Russia and Ukraine is one that the Kremlin could hardly have envisaged when it embarked on its devasting war of aggression.

    Russia boasted that Ukraine would be defeated in a three-day lightning war, yet today marks two years and 219 days of this conflict. Ukraine now controls Russian territory in the Kursk Oblast. This is the first time that Russian territory has been held since the Second World War. We should be clear: this is a direct consequence of Russia’s illegal invasion and entirely consistent with Ukraine’s right to self-defence. To try and tackle this situation of its own making, Russia has been launching 50% of its glide bombs at its own territory, and on the neighbouring Sumy region of Ukraine.

    Since we met last week, on the evening of 17-18 September Ukraine conducted a successful attack on the Toropets strategic ammunition depot. Renovated in 2018, this was one of Russia’s largest strategic ammunition depots supporting Russia’s operation in Ukraine and housing ammunition of varying calibres, including ammunition procured from the DPRK.

    The resulting explosion recorded 2.7 on the Richter scale, equivalent to a mild earthquake. It forced Russia to declare a state of emergency, with the resulting fires 6 km wide and detectable from space. This was followed on 21 September by additional successful strikes on depots again in Toropets, and in Tikhoretsk. These Ukrainian strikes mark significant strategic setbacks for the Kremlin. The level of losses accounts for months of Russian ammunition expenditure rates.

    Moreover, Russia continues its attacks on Ukrainian civilian and energy infrastructure in an attempt to try and break the will of the Ukrainian people. Strikes in Ukraine’s central region of Poltava cut power to 20 settlements, whilst in Zaporizhzhia Oblast, an attack on Monday killed at least one person and injured seven, amongst them a 13 year old girl and a 15 year old boy.

    The military situation is markedly different to what many expected two and a half years ago and this is a testament to the bravery and fortitude of the Ukrainian people. But it is also critical that Ukraine continues to receive the support of allies and partners, diplomatically and militarily. The Kremlin would like to portray such support as a western conspiracy. But the reality is that the Russian state isolated itself from the moment it instigated an unprovoked, premeditated and barbaric attack against a sovereign democratic state. Furthermore, Russia has contravened international law and misled this Forum completely.

    The United Kingdom’s support to Ukraine is ironclad. To date the UK’s total military, economic and humanitarian support for Ukraine amounts to £12.8 billion, which includes £7.8 billion in military support. £3 billion in military aid has been pledged to Ukraine in 2024-25, a £700 million increase on 2023-24.

    The gap between Russia’s expectation of a three-day operation and the 943-day reality continues to grow. The Russian state has a clear path to prevent this metric from diverging further. It must cease hostilities and withdraw from Ukraine’s internationally recognised borders.  The United Kingdom, alongside its partners, will continue in its enduring support for Ukraine’s independence, sovereignty and territorial integrity.
