    Regarding the situation in the Middle East, the two leaders reaffirmed the need for an immediate ceasefire and expressed deep concern over the ongoing humanitarian crisis in Gaza. They agreed on the importance of defining a path towards lasting peace between Israelis and Palestinians, and recalled the importance of upholding international humanitarian law, ensuring that humanitarian assistance reaches conflict-affected areas and protecting civilians.

    Prime Minister Trudeau and Secretary-General Guterres discussed the situation in Haiti and agreed on the need for continued and sustained support to the transitional government and the United Nations-authorized Multinational Security Support Mission.

    Prime Minister Trudeau underscored Canada’s unwavering support for Ukraine and our commitment to working with our international partners to mitigate the global impact of Russia’s illegal and unjustifiable invasion.

    Secretary-General Guterres thanked Prime Minister Trudeau for Canada’s continued support for the United Nations. The two leaders agreed to stay in touch and continue working together, including in advance of Canada’s G7 presidency next year.

    The Committee on Standards for the Activities of Credit Institutions approved the Standard for the Protection of the Rights and Legitimate Interests of Mortgage Borrowers, agreed upon with the Bank of Russia.

    The main goal of the document is to minimize the spread of high-risk mortgage lending schemes and to ensure that banks provide borrowers with more detailed information about the terms of the loan and the risks associated with it.

    The standard, in particular, is aimed at preventing cases when banks send funds issued under a mortgage loan not to an escrow account, but to a letter of credit, where they then remain for a long time and are not used for their intended purpose. A ban on long-term placement of funds of mortgage borrowers in letters of credit will reduce the risks of citizens, since in letters of credit, unlike escrow accounts, funds are not protected by the deposit insurance system.

    The down payment cannot include the amount that will be returned to the buyer after purchasing the apartment (cashback). The purpose of these requirements is for the buyer to pay the down payment using his own funds, since the less of them, the higher the risk that he may overestimate his strength and ultimately lose both the money and the apartment.

    The bank will not have the right to receive compensation from the seller (developer) for setting a reduced interest rate on a mortgage if this leads to an increase in the price of the property.

    The mortgage standard sets out the principles for determining the terms of a mortgage agreement, and describes what the lender must take into account when determining the loan amount, term, possible fees, and other parameters. It is recommended to conclude mortgage loan agreements for a term of no more than 30 years and for an amount no higher than 80% of the fair value of the mortgaged item.

    The document also describes what information the bank is obliged to disclose to the borrower in an understandable form before concluding the agreement and what risks to warn about. The credit institution is obliged to answer the borrower’s questions about the mortgage loan and related services.

    The standard will become mandatory for banks from January 1, 2025 and will apply to contracts concluded after this date. From January 1, banks will also be required, when receiving a reward from a borrower for setting a reduced interest rate, to honestly inform him of the difference in the total cost of the loan, so that when making a decision, the borrower understands whether this service is beneficial for him. The bank will also have to return the unused portion of such reward in the event of early repayment of the loan.

  • MIL-OSI Security: Defense News: U.S. Navy EOD advances exMCM capabilities with Allies and partners at Exercise Sea Breeze 2024

    VARNA, Bulgaria – Explosive Ordnance Disposal Mobile Unit (EODMU) 8 and Mobile Diving and Salvage Company (MDS) 2-3 operated alongside NATO allies and partners at Exercise Sea 24-3, Sept. 9-20, 2024. This collaborative exercise aims to address the current maritime mine threat, collective demining capabilities, and effective means of enhancing Black Sea regional maritime security.

    In its 23rd iteration, Sea Breeze is an annual, multinational maritime exercise, originally co-hosted by Ukraine and U.S. 6th Fleet to enhance interoperability and capabilities among participating forces.

    For Sea Breeze 24.3, U.S. 6th Fleet led the pre-planning and coordinated logistics, and EODMU 8, a subordinate command of Commander Task Force (CTF) 68 headquartered in Rota, Spain, led the planning and execution, sharing extensive expeditionary mine countermeasure (exMCM) knowledge and capabilities with NATO allies and partners. Countries participating, observing, or mentoring during Sea Breeze 24-3 included Bulgaria, Denmark, Estonia, France, Georgia, Japan, Norway, Romania, Sweden, Türkiye, Ukraine, and U.S.

    U.S. Navy expeditionary forces such as EODMU 8 have had a consistent presence in the Black Sea and have a longstanding history of training alongside partner nations on tactics, techniques, and procedures for mine threat operations in order to enhance our shared lethality and support freedom of navigation.

    “EOD Mobile Unit 8 operates consistently with outstanding professionalism, and every member of the Thunderstealer team plays a critical role in ensuring mission success,” said Cmdr. John Kennedy, commander, EOD Mobile Unit 8. “Exercises like Sea Breeze allow us to share our knowledge, techniques, and best practices with our NATO Allies and partners for enhanced agility and interoperability in future mine countermeasure operations and demining the Black Sea.”

    Since Russia invaded Ukraine in February 2022, Allied and partner nations have counter charged over 100 floating mines. As this threat increases, EOD forces have a responsibility to prepare for a large-scale post-conflict demining effort.

    “Our goal for this year’s Sea Breeze is to improve freedom of navigation in the Black Sea region for the security and stability of the Black Sea nations,” said Vice Adm. Thomas Ishee, commander, U.S. 6th Fleet. “We’ll do this through continued training and by enhancing interoperability to counter the floating mine threat in the Black Sea.”

    The mines in the Black Sea region pose a significant danger to civilian ships, disrupt exports, and threaten freedom of navigation.

    “Due to the ongoing Russia-Ukraine conflict, there is currently a mine concern in international waters, and our job is to mitigate that,” said Kennedy. “We’ve shown our standards to our partners and allies, we’ve practiced our techniques shoulder-to-shoulder, and that builds confidence when we are called to mitigate explosive threats in the Black Sea. Our support to Ukraine has never been stronger.”

    In response to the current mine threat, NATO members Bulgaria, Romania, and Türkiye joined forces to tackle this issue through the Mine Countermeasures Task Group Black Sea (MCM Black Sea).

    Collaboration between NATO members in support of MCM Task Group Black Sea underscores the importance of collective security efforts to restore safety and stability in the region.

    Multinational exercises like Sea Breeze are a tangible representation of the agility and cooperation made possible through partnership in the dynamic security environment of the Black Sea.

    “The greatest value we’ve gained from Sea Breeze is an understanding how each unit of action operates, and then learning to operate together in order to be the most lethal combined force in a future conflict,” said Lt. Jon Miller, EOD company commander, EODMU 8. “We’re able to enhance the tactics, techniques, and procedures of all participating units at the exercise, and then flex those capabilities in the event of real-world operations.”

    Mobile Diving and Salvage Unit (MDSU) 2, a subordinate command of EODGRU 2, is also participating in Sea Breeze 24-3, with a focus on diving and salvage training. MDS Company 2-3, currently deployed to U.S. 6th Fleet, trained alongside partners and Allies from Ukraine and Romania on surface supplied diving, underwater cutting and welding, and other skills to enhance harbor clearance and battle damage repair capabilities.

    “Operating and exchanging knowledge on battle damage repair in this area of operations is our unit’s first opportunity to train the techniques and capabilities in a region with real world implications,” said Chief Navy Diver Michael Christensen, company master diver, MDSU 2. “We are in the Black Sea, doing this with the Ukrainian salvage divers, and their military is currently engaged in conflict. After Sea Breeze, they can return to the fight and utilize these skills for harbor clearance.”

    Navy EOD is the only community with mine warfare as a core competency, and our capabilities directly support deterrence of aggression, promote freedom of navigation and stability, and contribute directly to the fight for sea control. Our unique ability to conduct explosive ordnance disposal operations and clear hazards underwater make Navy EOD crucial in a future fight for sea control – protecting our own and our partners’ bases, harbors and sea lanes, sea transport capabilities, mobility and combat strength.

    CTF 68 provides explosive ordnance disposal operations, naval construction, expeditionary security, and theater security efforts in the 6th Fleet area of responsibility.

    EODGRU 2 operates as part of Navy Expeditionary Combat Command and provides skilled, capable, and combat-ready deployable Navy EOD and Navy Diver forces around the globe to support a range of operations.

    The delegation of the Polytechnic University visited the forum “Partnership Days”. It was held on the day of the celebration of the foundation (September 21, 1420) of the Samarkand State University.

    The government is gradually transferring the procedure for preparing regulations and draft laws to digital format. This was announced by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko during a meeting of the commission on legislative activity.

    The Deputy Prime Minister reminded the state secretaries and other participants in the rule-making process that the Government Resolution on the launch of the state information system (GIS) “Rule-making” had been signed. This was an important step towards modernizing the process of developing legislation.

    By the end of 2024, it is planned to deploy the system in five federal executive bodies: the Ministry of Economic Development, the Ministry of Energy, the Ministry of Finance, the Ministry of Natural Resources, and the Ministry of Justice. And starting next year, it will be introduced into the legislative activities of all federal ministries and departments under the leadership of the Government.

    The GIS “Norm-making” is designed for joint work on draft federal laws and regulations online. This eliminates the need to send documents and provides access to the current version and preparation status.

    In addition, the system automates technical functions such as the formation of tables of disagreements and holding meetings. It also includes common standards and document templates, which allows departments to focus on content without being distracted by edits from the point of view of technical and legal execution of acts.

    Finally, the system provides a single document flow route, which guarantees traceability and control over the timing of preparation of draft federal laws, regulations, orders, decrees and other legal acts at all stages of their development and approval.

    The implementation of the GIS “Norm-making” does not provide for a regulatory reduction in the terms of document preparation. But it is assumed that the system will reduce the number of errors in the preparation of acts and legislative initiatives, and will also significantly affect the actual terms of their development and improve the quality of documents.

    In particular, the system provides for the use of artificial intelligence. In the future, the technology will be used to automate the procedure for correcting legal and technical errors, and automatically check the completeness of documents and their completeness.

    “We are creating a single digital space where ministries and departments will be able to work collectively on legal documents in real time. Thus, the preparation procedure will be 100% transparent. This is a new stage in improving the quality of legislative activity. The system allows you to control the entire process of document development online and promptly make the necessary changes. At the moment, it is being launched in test mode in five ministries, we will implement the system in stages,” said Dmitry Grigorenko.

    WASHINGTON — Utilizing his “magic minute,” Speaker Johnson argued today on the House floor for swift passage of the Safeguard American Voter Eligibility (SAVE) Act, legislation introduced by Rep. Chip Roy (R-Texas) that would increase protections against noncitizens and illegal aliens voting in U.S. elections.
     
    “This will be one of the most important votes that members of this chamber will ever take in their entire careers. And it’s an issue we never thought we would have to actually address, but that moment has come to us now,” Speaker Johnson said. “Should Americans and Americans alone determine the outcome of American elections? Or should we allow foreigners and illegal aliens to decide who sits in the White House and in the People’s House and in the Senate?”

    On the risks posed by noncitizen voting and illegal immigration:
     
    Americans all over the country understand what’s at stake here. They refuse to hand over our country to illegal aliens, cartels, traffickers and violent criminals and murderers. That’s what’s at stake. Now, look, I hate to say it, but we have so many noncitizens in the country right now. That if only one out of 100 of those illegal aliens voted, you’re talking about hundreds of 1000s of votes being cast.
     
    And remember, these aren’t huddled masses of frightened families yearning to be free. In January of this year, we took the largest delegation of members of Congress to the border. In January, we went to Eagle Pass, Texas, it was the epicenter of the open border crisis at the time, and we met with the Border Patrol agents and high of high officers in US Customs and Border Patrol and they told us the truth. 
     
    They said down there at Eagle Pass of all the many, many countless people who have come across that border illegally because Joe Biden and Secretary Mayorkas opened the border wide, they said you should know this members of Congress, they said 70%, 70% of the people who crossed illegally in Eagle Pass in the Del Rio sector are single adult males between the ages of 18 and 49. These are not huddled masses of people seeking refuge from persecution, you know seeking asylum here for just causes. These are people who do not have our best designs in mind. 
     
    Because of Joe Biden’s open border policies, we’ve got ISIS smuggling rings operating in our country. We have cartels. We have operational control of the border. We’ve got Chinese and Russian spies here in our midst roaming freely in our country. We’ve got murderers and rapists offending again and again across the country and they are never deported. These are people that Joe Biden and his administration are releasing into the country every day. The director of the FBI has testified multiple times now before this before Congress before our committees and said all the red lights are flashing. What is he referring to? The unprecedented dangerous situation. The enemy is here the enemy is in our country now… 
     
    We’re facing a dangerously high number of dangerous individuals who could actually change the outcome of our elections and thus determine the future of this great Republic.
     
    On addressing counter-arguments:  
     
    Now, some of our colleagues are arguing, some of the outside interest groups who want those open borders, the open borders crowd, they’re pointing out that it’s already illegal to vote and you don’t really need to do this. That’s true. It is illegal to vote under federal law.  Only US citizens are supposed to vote in a US election. But here’s the problem. The law is not being followed.
     
    Even though it’s already illegal, this is happening. Let me give a couple examples: in Georgia State election officials are catching 1000s of noncitizens who are trying to register to vote but they are one of only a few states that is making that effort right now to check the voter rolls on the front end before the disaster occurs. 
     
    In May, the state of Ohio, they had to remove 137 noncitizen voters from the rolls when they did a quick check. In May of last year, Virginia removed almost 1500 noncitizens from their voter rolls. But here’s the catch, only after more than 800 of those noncitizen ballots had been cast in 2019. They already participated in an election illegally.
     
    It shouldn’t surprise us that criminals who break our border laws my friends are also going to break our election laws. These are not paragons of virtue in all these cases, as the 70% of people who came across the border who are military aged males coming into our country without any deterrence at all. They’re not law abiding citizens my friends, they’re illegal aliens and they should not be participating in the election. Remember, if just a small percentage, a fraction of a fraction of all those illegals that Joe Biden is brought in here vote, if they do vote, it wouldn’t just change one race and it might it might potentially change all of our races.
     
    On the necessity of the SAVE Act:
     
    The Save Act is the bill before us. It’s not complicated. It’s written in very plain language so that everyone can read it and understand it.
     
    Everybody understands the SAVE Act. We’ll do several important things and all of them are obvious common-sense measures. Here’s the list: 1) It requires state election officials to ask about citizenship before providing voter registration forms. What a concept. 2) It requires an individual to provide proof of citizenship, if indeed he or she wants to register to vote in our federal elections. 3) Provide states with access to our federal agency databases. Why is that so important? Well, so they can remove noncitizens from voter rolls and confirm citizenship for individuals who lack that all important proof of citizenship. 4) It directs the Department of Homeland Security to determine whether to conduct removal proceedings if an illegal alien or noncitizen has been identified as having been registered to vote in federal elections.
     
    American citizens will be protected and in no way harmed by this bill. There is not a conceivable argument that the Democrats can make to oppose the commonsense measures that we’re putting before them today. Nothing changes the voter registration process in the states. The only people who will face hurdles here are those who are trying to break our federal laws.
     
    And that’s why it’s patently absurd that the White House issued a veto threat. They issued a veto threat. President Biden’s is going to veto the bill. And Democrat leadership right now is engaging in a very robust whipping operation to stop this bill from being passed. It is absolutely outrageous. And the American people need to know what’s happening here. It’s dangerous. It’s dangerous for the future of our country.   • MIL-OSI Russia: “For the third time, we will gather the best scientists and AI researchers in Russia at the HSE site”

  • MIL-OSI USA News: On-the-Record Press Gaggle APNSA Jake Sullivan at the Quad Leaders  Summit

    MR. SULLIVAN:  Thank you, guys, for being here.  Today, we have the fourth Quad Leaders Summit, fourth in-person Quad Leaders Summit, and the first time that President Biden has actually hosted leaders in his hometown and, literally, at his home in Wilmington, Delaware. 
     
    You guys have heard the President say many times that all politics is personal, all diplomacy is personal.  And developing personal relationships has been core to his approach to foreign policy as President.
     
    So, opening his home to the leaders of India, Japan, and Australia is a way of him showing, not just saying, that these leaders matter to him, that the Quad matters to him as a significant foreign policy priority.  And institutionalizing and deepening and elevating the Quad has been one of the things that he’s going to be very proud of when he leaves office and passes the baton to the next President of the United States.
     
    When President Biden came in, within the early months, he held a Quad — a virtual summit, and it was the first time the leaders of the Quad had actually met in any format.  And what the President wanted to do was not just have this be something where leaders convened occasionally, but actually a vehicle for driving deepening cooperation and integration across the region. 
     
    And so, if you look at the last three and a half years, whether it’s on the response to COVID-19 or humanitarian response across the region, or issues like cyber and cyber capacity-building across the region, there’s a range of significant achievements the Quad has already had.  And today, the Quad leaders will announce a number of further steps forward. 
     
    There’ll be the announcement of the Quad Cancer Moonshot, which we’re very excited about, with all four countries coming to the table with resources and capacities to help drive towards the cures to deadly cancers.  And there’ll be more to say on that later today.
     
    There’s the expansion of the Indo-Pacific Maritime Domain Awareness Initiative, which is a mouthful, but is really about integrating new technologies and new capabilities, not just for Quad members, but for countries in Southeast Asia and the rest of the region, for them to understand their maritime domains so they can better manage and regulate them and ensure their security and also ensure that they are delivering economic benefits to the people of the relevant countries. 
     
    There will be — we’ll have an announcement of the expansion of the Quad fellows, which will now not just be fellows from the four countries, but fellows from Southeast Asia as well.
     
    We’ll announce the pre-positioning of relief supplies across the region and the ability for Quad countries to react more rapidly in the case of humanitarian crises and natural disasters.
     
    And the Quad will announce its first-ever coast guard mission together as well, which will show the joint capabilities of the four countries in terms of their ability — in terms of their coast guards. 
     
    So, there’s a number of other things that you’ll see in the fact sheet as well, but this just shows the breadth and range of ways in which the Quad is becoming a feature of the architecture of the Indo-Pacific.  And we hope and expect that that will deepen in the years ahead. 
     
    And the reason I think we can have some confidence in that is there’s genuine bipartisan support for the Quad.  It’s something that really transcends party lines.  And, in fact, over the last 24 hours, we’ve had the announcement of a bipartisan, bicameral Quad Caucus, something I never quite thought I would see, but Republicans and Democrats in both the House and the Senate actually standing up a caucus to support this, this platform, because of the importance that Congress places on it and what it can deliver. 
     
    The last thing I would say is that when you look at the Quad and AUKUS and the Camp David trilateral and our engagement with the Pacific Islands in ASEAN, one thing that has been a hallmark of the President’s foreign policy in the Indo-Pacific has been to move from the traditional hub-and-spoke model, rooted largely in bilateral alliances and bilateral partnerships, to a latticework approach with multiple institutions, overlapping partnerships, different configurations that all add up to genuinely new architecture for the Indo-Pacific, and the Quad is a critical part of that. 
     
    And I think it leaves the United States in a stronger position, with a more dense and capable and dynamic set of partnerships, and with relationships not just between us and our partners, but among our partners, that allow us to deliver greater results and achieve more stability and security and drive towards the ultimate objective, which is a free and open Indo-Pacific. 
     
    So let me stop there, and happy to take your questions. 
     
    Q    Jake, just (inaudible), you didn’t mention China directly in the joint leaders’ statement.  What sort of language should we expect directed at the PRC?
     
    MR. SULLIVAN:  The Quad isn’t really about any other country.  It’s not directed at another country.  It’s directed at problem solving and standing up for a set of common principles and a common vision for the region. 
     
    So, I don’t think you should expect to see a focus on any particular country, including the PRC, in the Quad leaders’ statement.  That’s been the pattern since the beginning, because the nature and purpose of this institution is really about the kinds of things I just described.  It’s about delivering vaccines, delivering cyber capacity, delivering coast guard capacity, delivering humanitarian assistance, delivering science and technology progress.  So that’s what we’re going to continue to focus on, and that’s what you’ll see in the fact sheet — the joint leaders’ statement. 
     
    Q    But, Jake, as you add more security features to this partnership, you know, is there a risk, a possibility that China, which has already expressed concerns about encirclement related to the Quad, begins to have objections to this cooperation?
     
    MR. SULLIVAN:  Look, I’ll let the PRC speak for itself, and obviously it does speak for itself about a number of different initiatives the United States has taken in the Indo-Pacific.  We’re just going to prove year on year everything that I just said, which is really that the thrust and purpose of the institution writ large and the security features of it are about a positive agenda to enhance security, not just for Quad countries but for other regional partners. 
     
    So, it’s hard for me to see how and why the PRC should object to the four countries, for example, doing a coast guard mission together, or doing cyber trainings for Southeast Asia together, or taking steps with respect to maritime domain awareness.  These do not, to me, indicate any form of aggression or assertive behavior.  They’re fundamentally constructive and positive, and that’s where we’re going to continue to position the Quad. 
     
    Q    Can you speak a little bit to the President’s meeting with Prime Minister Modi and what, if anything, he’ll say about what he wants to do vis-à-vis China and Russia (inaudible)?
     
    MR. SULLIVAN:  I won’t go too deep into the details of what he will say on those issues, which are obviously sensitive and will obviously be critical priorities in the bilateral meeting. 
     
    I will just say this: that the United States has been clear about our view that Russia’s brutal war of aggression against Ukraine flouted every norm and principle of international law, that countries like India should step up and support the principles of sovereignty and territorial integrity, and that every country everywhere should refrain from supplying inputs to Russia’s war machine for it to be able to continue to prosecute this brutal war.  So they will talk about that. 
     
    The President will also h
    ear from Prime Minister Modi about his trip to Ukraine, which was an important and indeed historic trip, and it will be the opportunity for the two of them to talk about their respective views of the way forward.
     
    And then, with respect to China, you know, they will talk about how they see China’s actions in the region, where China is headed.  And that’s not just true in the security domain, but the economic and technology domain as well.  And we’ll work to try to coordinate approaches to the extent that that makes sense for both countries.
     
    Q    In the past month or so, there’s been a lot of (inaudible) China (inaudible).  There’s been lots of (inaudible) still in the offing.  Can you speak to, like, how the President himself is reviewing the culmination, I guess, of the administration’s China strategy leading up to this?  And should we consider this Quad sort of part of that puzzle, (inaudible)?
     
    MR. SULLIVAN:  I think you should consider this Quad and all of our other actions part of an effort to strengthen the capacity of the United States to defend our interests, support our allies and partners, advance problem solving on critical common challenges, and generally put ourself in a more robust, competitive position writ large.
     
    But I don’t think you should see it again as being directed at China.  And I think this is American foreign policy, in a way at its historic best, which innovation partnerships designed to enhance stability, designed to deliver results, and connected to other partnerships that are going the same thing.
     
    And I think, kind of, over-cranking the emphasis on any one country is missing what I think the central thrust and purpose of these kinds of institutions, including the Quad, are all about.
     
    Q    You mentioned at the top the personal nature of this visit.  And the White House is using the terminology “personal meeting” rather than the usual “bilateral meeting.”  Can you give us a sense of how these meetings are different, what we might expect?  For example, Prime Minister Albanese yesterday, did he get a tour of the house?  See the Corvette?  Were there family members present?  Can you can you give us a flavor of that?
     
    MR. SULLIVAN:  He did get a bit of a tour of the house.  I don’t think he saw the Corvette, though.  I can’t confirm that for sure, because the two of them sort of went off by themselves for a bit, and I haven’t had a chance to speak to the President about what exactly the Prime Minister saw. 
     
    There weren’t other family members there.  It was really a sort of one-on-one opportunity for President Biden and the Prime Minister to sit and talk.  And then, a few of us joined them, obviously, for part of the meeting when it turned to substance. 
     
    It was just — honestly, the vibe of it was sort of two guys, one at the other guy’s home, talking in broad strokes about where they see the state of the world, about — you know, swapping some stories from their respective political careers, you know, talking about the history of the U.S.-Australia alliance. 
     
    It just kind of had a feeling like if you had someone come over for a cup of coffee or a meal.  You know, that kind of feeling was much more present than, like, a stiff bilateral.  And the President told everybody, “Take off your jackets.  Get comfortable,” which we all obliged. 
     
    So, yeah, I’m very bad at answering questions like that, but that’s my best shot at it. 
     
    Q    Well, if I may, on Sudan, a United Nations panel of experts has accused the United Arab Emirates of supplying arms to the RSF in breach of the weapons embargo on Darfur.  MBZ, I guess, is coming to the White House this week.  Will the President raise those allegations directly with the leader of the United Arab Emirates?
     
    MR. SULLIVAN:  I’ll let the President talk to Sheikh Mohamed privately about Sudan.  I think it would be more effective to do that. 
     
    What I will say is we are concerned about a number of countries and the steps they are taking to perpetuate rather than resolve the conflict.  And I will also say that Sudan will certainly be on the agenda, and the President will be as direct and candid with Sheikh Mohamed as he is with every leader.  And then, after the fact, we’ll share what we feel we can.
     
    And the reason why I’m not, sort of, laying it out all in public right now is: Our ultimate objective is to get the entire conflict in Sudan on a different track than the tragic and horrific track it is on right now.  And I think that requires some intense but sensitive diplomatic conversations with a number of players.  That’s what the President is intending to do writ large.  And as I said, Sudan will certainly be part of the agenda with the UAE President on Monday.
     
    Q    Jake, so (inaudible) President will Japan Prime Minister Kishida.  Do you expect him to talk about that deal between U.S. Steel and Japan Nippon Steel?  And does (inaudible) oppose that deal and try to stop it?
     
    MR. SULLIVAN:  I cannot say yet whether that particular deal will come up in the conversation today.  There are obviously huge priorities in terms of current events and geopolitical trends and economic and technology cooperation.  So, I’m not sure that it will come up.  And the President has spoken to this issue before, but the matter really is, at the moment, in a official process while the transaction is studied by the relevant authorities and the relevant agencies, the U.S. government. 
     
    And so, you know, the President will obviously allow that process to run its course because that’s what’s required under the law.  And then we will see what happens.
     
    Q    Prime Minister Kishida will step down soon.  You going to talk about his contribution, achievement, but what do you expect from the new Japanese prime minister?
     
    MR. SULLIVAN:  One thing that I do expect, whoever the new Japanese prime minister is, is continued investment in and support for the U.S.-Japan alliance as the cornerstone peace of security in the Indo-Pacific.  And I expect that because the overwhelming majority of the Japanese people support that and because this alliance is bigger than any one leader on either side, in Japan or the United States. 
     
    So I have confidence that the strong bond and partnership between our two countries will continue no matter who takes the helm, although I will say Prime Minister Kishida should be saluted, and President Biden will salute him, as a very significant contributor to the high-water mark we’ve reached in the U.S.-Japan alliance at this point and in Japan’s global leadership role. 
     
    So, it will obviously be different because Prime Minister Kishida is a unique individual, but one thing that we think will remain the same is the strong alliance between the United States and Japan.
     
    Q    Just on the Nippon deal, very quickly: Some proponents of that deal are interpreting last week’s extension as a sign that the President is having second thoughts.  What would you say to them?
     
    MR. SULLIVAN:  I can’t speak to that because I think nobody should overread what happened last week as a substantive expression of views, rather as a matter of process to ensure that the transaction gets the full review that’s appropriate in a case like this, as I said, from the relevant authorities and agencies.  And the President really does want to let that play out. 
     
    Q    You mentioned that it’s not about one country, but of course, China comes to mind over time.  As just recently, they announced sanctions against American companies.  They’re selling weapons to Taiwan.  Taiwan is getting money from the United States to be able to defend themselves.  And the incidents in the past few weeks in (inaudible) has been escalating, not only with Taiwan with China, but also Philippines.
     
    During this meeting, is that top of mind
    , or is this something that you want to address?  Because, I mean, you mentioned the coast guard event shouldn’t be questioned by the Chinese; it’s just an event that they’re going to do as a group.  But from their point of view, they’re talking about it and condemning these types of actions.  Should we worry about China moving forward or being more aggressive as the world is focused on Lebanon, the Middle East, Ukraine?
     
    MR. SULLIVAN:  Well, first of all, it’s true that the front pages of newspapers are filled with stories about the Middle East rather than the Indo-Pacific right now.  But the United States of America is focused in both places.  And there’s probably no better proof point than the fact that we’re sitting here right now, on a Quad Summit day, meeting with leaders of the Indo-Pacific, even as we continue to closely monitor events in the Middle East.
     
    So, if you look at the work that we have done over the last four years, the intense engagement with allies and partners, the work on — this latticework that I described, the efforts to strengthen our own industrial and innovation base, the measures we’ve taken to protect our sensitive technologies, we feel like we are in a very strong position to stand up for peace and stability in the Indo-Pacific.  And obviously, we are concerned about actions that China has taken, and we speak out about those actions quite directly and candidly. 
     
    But we are also putting the United States and our allies and partners in a position to effectively defend our interests and to defend the rules of the road that have kept the peace in the Indo-Pacific for a long time.  We’re going to continue to do that. 
     
    The other thing I would say is that each of the four members of the Quad has their own approach to the PRC.  There’s not going to be some “Quad approach” to the PRC.  But of course, in the course of the conversation today, the four leaders will have the opportunity to talk about all of the developments in the Indo-Pacific, and obviously the PRC is part of that. 
     
    So, it will be one of the issues or one of the topics that come up among many.
     
    Q    If I may, on Venezuela — because Venezuela is close to China right now, and it’s one of the allies, but also Russia and Iran.  So we know four Americans are detained in the past few days.  The situation is getting just harder and harder to get to an agreement.  We are expecting a meeting at the United Nations to talk about Venezuela, led by Uruguay and other countries.  Do you see any possibility of moving forward in this subject?  We understand the U.S. have supported the talks.  Is it a possibility to go back to Qatar?  Is Qatar in the table again?
     
    MR. SULLIVAN:  We continue to talk to Qatar, who wants to play a constructive role in engaging the Maduro regime, the opposition, the United States, other players.  At the moment, there’s not much traction on talks, and what we’re instead continuing to see are negative steps by the Maduro regime in the aftermath of an election where we have been very clear our judgment is that Edmundo Gonzalez received the most votes. 
     
    So, we’ll continue to work, particularly with countries in the region, to try to develop a common approach forward to support democracy and a democratic transition in Venezuela.  But I will say that at the moment there is not a substantial diplomatic opportunity to make progress, and we’re going to
    have to keep looking for one.
     
    Q    Jake, on the Middle East, the Lebanese are saying at least 31 were killed in that bombing of a building that apparently targeted at least one Hezbollah commander.  Has the U.S. figured out who exactly was targeted and killed?
     
    MR. SULLIVAN:  The Israelis have announced, and I believe Hezbollah itself has confirmed, some of the people who were killed in that strike.  And I will let Israel and Hezbollah speak to it, because obviously we don’t have an independent capacity at this point to confirm.  But I believe a fair amount of that is out in the public domain at this point.
     
    Q    If at least one of those was one of those responsible for organizing the barracks bombing back in the ‘80s, how significant would that be that he’s now dead?
     
    MR. SULLIVAN:  That individual has American blood on his hands and has a Rewards for Justice price on his head.  And he is somebody who the United States promised long ago we would do everything we could to see brought to justice. 
     
    And anytime a terrorist who has murdered Americans is brought to justice, we believe that that is a good outcome.  But again, I’m not in a position this morning, until I have the opportunity to talk again to my Israeli counterparts today, to formally confirm anything; just to say, you know, 1983 seems like a long time ago, but for a lot of families, a lot of people, it was — they’re still living with it every day.
     
    Q    One other.  Paul Whelan and Evan Gershkovich have been in Washington in recent days, mostly to visit with lawmakers.  Is there any plan for them to meet with the President?
     
    MR. SULLIVAN:  I guess not.  The President met with both of them, obviously, when they came back to the States.  So there wasn’t — we didn’t have a plan for them to sit down this past week or this coming week in Washington.  But, you know, I’m sure he would be happy to see them again at some point. 
     
    Q    There’s a report that I got (inaudible) disagree with about U.S. officials conceding that there won’t be a deal during the President’s term.  What is your assessment of that?
     
    MR. SULLIVAN:  I think that’s crazy.  I mean —
     
    Q    So, it was correct that you’d (inaudible).  (Laughter.)  (Inaudible) disagree with it, that yes —
     
    MR. SULLIVAN:  This is not me sitting here saying, “Hey, there will be a deal.”  One can’t know.  And I’ve — you’ve heard me repeatedly use this George Mitchell line of “700 days of failure, one day of success.”  But this is diplomacy.  Every day, you get up and you try to drive towards a deal that brings about a ceasefire, the return of hostages, surge of humanitarian assistance, and ultimately the end of the war.  We’re doing that today.  We’re going to do that tomorrow.  We’re going to do that every day. 
     
    And I do still believe there is a path to get there.  It has been a winding path, a frustrating path, but we are still on that path, and we hope to reach the destination.  But we’re also mindful of the fact and very clear-eyed about the fact that there’s still obstacles in the way; we’re going to do our best to clear them.  And I can’t make any predictions about what’s going to happen, but what I can certainly say is we are not conceding that, period.
     
    Q    But we’ve been waiting a while in terms of a new bridging proposal.  Is that right?  So when is — when do you expect to put that on the table?
     
    MR. SULLIVAN:  I can’t tell you that because we’re not at a point right now where I can — where we’re prepared to put something on the table.  We’re continuing to work with Qatar and Egypt.  They’re talking to Hamas.  We’re talking to Israel.  The Qataris and Egyptians are talking to Israel.  And when we feel ready to take another step, we’ll take another step. 
     
    Q    What’s the holdup?
     
    MR. SULLIVAN:  Well, at the moment, we don’t feel like we’re in a position, if we put something down today, to get both sides to say yes to it.  Could that change over the course of the coming days?  It could.  You know — yeah, I’ll leave it at that for now.
     
    Q    Jake, in terms of the events of last week in Lebanon, do you have any assessments what that has done to the operational capabilities of Hezbollah?  And what is your current level of concern that what you’ve been trying to prevent the last, you know, 11-plus months could st
    art off as (inaudible)?
     
    MR. SULLIVAN:  It stands to reason that Lebanese Hezbollah’s capabilities have taken a hit.  How significant a hit, how that translates to their ability to represent a threat to Israel, I think we still need some more assessment to reach more guidance on.
     
    The risk of escalation is real; it has been since October 7th.  There are moments where it is more acute than others.  I think we are in one of those moments where it is more acute. 
     
    But I would take a step back and make an observation that I don’t think gets sufficient attention in the reporting on this dynamic, which is that Hezbollah started this whole thing.  Hamas attacks on October 7th, this vicious massacre.  And then, as Nasrallah just said in his speech this week, the way he put it, Nasrallah opened the Northern Front. 
     
    Israel didn’t start just randomly attacking into Lebanon.  Hezbollah and its allies in — its terrorist allies in Lebanon started attacking Israel.  And tens of thousands of Israeli citizens had to leave their homes.  That led to an exchange of fire, and then Lebanese citizens had to leave their homes.  And we’ve been in that dynamic ever since. 
     
    So, that’s an important structural factor that I think, kind of, gets set aside in the commentary and the coverage of the current circumstance.
     
    That being said, the United States’ position is we would like to see calm on the northern border and a durable solution that allows the people on both sides of that border to return to their homes.  We are driving at that.  Amos Hochstein was recently back in the region to work towards that.  I’ve spoken with my Israeli counterparts just in the last couple of days to see how we find a way forward on that. 
     
    And so, while the risk of escalation is real, we actually believe there is also a distinct avenue to getting to a cessation of hostilities and a durable solution that makes people on both sides of the border feel secure, and we’re going to do everything that we can to bring that about. 
     
    Q    And can I just (inaudible) — when you say the risk of escalation is real, are you saying the IDF flattening tower blocks in Beirut is not an escalation?
     
    MR. SULLIVAN:  I think the question he was asking — the heart of his question was: could we get into a wider war that we have been trying to avoid for the last 11 months.  I think that’s what the question was.
     
    Q    Then I’ll ask the question.
     
    MR. SULLIVAN:  I was answering (inaudible).
     
    Q    I’ll ask the question then: Was the IDF strike an escalation, in your view?
     
    MR. SULLIVAN:  Look, when I talk about escalation, I mean where does this take us from the point of view of, “Are we going to end up in a wider war.”  We’re not there yet.  I hope we do not get there. 
     
    When you pose a question, “Was this strike escalation?  Was that strike escalation?” the United States is not going to score-keep like that.  There’s a number of different ways to look at this strike.  The chief way I personally look at it goes back to the discussion we were having before, which is it was a strike against a senior terrorist who has both Israeli and American lives on his hands. 
     
    So we could pick any moment, any set of rockets launched by Hezbollah, any set of strikes by Israel, and say, “Is this an escalation?  Is that an escalation?” and so forth.  I think it’s not a particularly useful exercise.  For us, the most useful exercise is to try to drive both parties to a place where we get an agreed and durable outcome that can end the cycle and keep us from ending up in the larger war that, as we were just talking about, we’ve worked so hard to (inaudible).
     
    Q    Is there any announcement that we should expect next week about Haiti?  (Inaudible) report that says that even though we have now the Kenya team there and the security forces, 80 percent of Port-au-Prince is run by gangs.  Things are not getting better for the people.  Violence keep growing.  And of course, we don’t have elections or plan of a government soon. 
     
    MR. SULLIVAN:  Look, things are not where we would like them to be in Haiti, but I think it is not correct to say that things have not gotten better from a low point when flights were shut down, the port was shut down, it looked like the entire government was going to be run out of the country.
     
    We have improved the situation from that low point, but the progress we have made has been slower and more uneven than we’d like it to be.  Our goal is to continue to enhance the Multilateral Security Support Mission and ultimately work with the United Nations to make sure that it gets institutionalized. 
     
    But I don’t know that we have any particular announcements next week.  Rather, our goal is to use the U.N. General Assembly to get more resources, more contributions, and a common vision around building step by step on what we’ve put in place so that we can improve the situation beyond where it is right now.
     
    MODERATOR:  We have time for about two more questions.
     
    Q    Just a follow-up.  And how can that happen?  I know Colombia wanted to help, but, like, it’s not an actual mission like (inaudible) it was the U.N. (inaudible) — is this a security group, and the U.S. is leading the efforts.  So how the countries will get involved, and how can they operate?  Like, Mexico cannot (inaudible) officers —
     
    MR. SULLIVAN:  Well, a number of countries have pledged contributions, including police units, former police units.  And so, the first thing that can happen is we can turn those pledges into reality, and then we can work bilaterally with countries like Mexico and Colombia on their legal requirements to try to satisfy them so that they could, in fact, (inaudible).
     
    Q    To put a pin, though, you know, the discussion about China, you know, before, in the lead-up to this, administration officials at the podium were telegraphing that there could be talk about aggressive PRC military action on fair trade practices, tensions over the Taiwan Strait.  You know, preview that there’s going to be discussion of North Korea.  I know you said that the Quad is not about one country, but to China and to many people, it looks like it’s focusing on China.  So I’m curious to what your response to me, to folks that say you’re trying to have it both ways on China. 
     
    MR. SULLIVAN:  I guess what I would say, and I think I said this before, is the leaders are going to talk about all of the significant developments and dynamics in the Indo-Pacific.  Everything you just mentioned fits into that category.  So we don’t take issues off the table to discuss or speak about. 
     
    But my point is that the purpose of the Quad is not to come together around China or any other country.  It’s to come together around how to construct a free and open Indo-Pacific.  And actions and policies that disrupt or undermine that are certainly not just of interest, but are going to be a matter of discussion for Quad members. 
     
    But the way I square the circle is to say these issues are on the agenda because they relate to a free and open Indo-Pacific, but China is not the focus of the Quad, and the Quad is not about one country.  It is about a larger vision that we’re (inaudible).

    8:50 A.M. EDT MR. SULLIVAN:  Thank you, guys, for being here.  Today, we have the fourth Quad Leaders Summit, fourth in-person Quad Leaders Summit, and the first time that President Biden has actually hosted leaders in his hometown and, literally, at his home in Wilmington, Delaware.  You guys have heard the President say many times that all politics is personal, all diplomacy is personal.  And developing personal relationships has been core to his approach to foreign policy as President. So, opening his home to the leaders of India, Japan, and Australia is a way of him showing, not just saying, that these leaders matter to him, that the Quad matters to him as a significant foreign policy priority.  And institutionalizing and deepening and elevating the Quad has been one of the things that he’s going to be very proud of when he leaves office and passes the baton to the next President of the United States. When President Biden came in, within the early months, he held a Quad — a virtual summit, and it was the first time the leaders of the Quad had actually met in any format.  And what the President wanted to do was not just have this be something where leaders convened occasionally, but actually a vehicle for driving deepening cooperation and integration across the region.  And so, if you look at the last three and a half years, whether it’s on the response to COVID-19 or humanitarian response across the region, or issues like cyber and cyber capacity-building across the region, there’s a range of significant achievements the Quad has already had.  And today, the Quad leaders will announce a number of further steps forward.  There’ll be the announcement of the Quad Cancer Moonshot, which we’re very excited about, with all four countries coming to the table with resources and capacities to help drive towards the cures to deadly cancers.  And there’ll be more to say on that later today. There’s the expansion of the Indo-Pacific Maritime Domain Awareness Initiative, which is a mouthful, but is really about integrating new technologies and new capabilities, not just for Quad members, but for countries in Southeast Asia and the rest of the region, for them to understand their maritime domains so they can better manage and regulate them and ensure their security and also ensure that they are delivering economic benefits to the people of the relevant countries.  There will be — we’ll have an announcement of the expansion of the Quad fellows, which will now not just be fellows from the four countries, but fellows from Southeast Asia as well. We’ll announce the pre-positioning of relief supplies across the region and the ability for Quad countries to react more rapidly in the case of humanitarian crises and natural disasters. And the Quad will announce its first-ever coast guard mission together as well, which will show the joint capabilities of the four countries in terms of their ability — in terms of their coast guards.  So, there’s a number of other things that you’ll see in the fact sheet as well, but this just shows the breadth and range of ways in which the Quad is becoming a feature of the architecture of the Indo-Pacific.  And we hope and expect that that will deepen in the years ahead.  And the reason I think we can have some confidence in that is there’s genuine bipartisan support for the Quad.  It’s something that really transcends party lines.  And, in fact, over the last 24 hours, we’ve had the announcement of a bipartisan, bicameral Quad Caucus, something I never quite thought I would see, but Republicans and Democrats in both the House and the Senate actually standing up a caucus to support this, this platform, because of the importance that Congress places on it and what it can deliver.  The last thing I would say is that when you look at the Quad and AUKUS and the Camp David trilateral and our engagement with the Pacific Islands in ASEAN, one thing that has been a hallmark of the President’s foreign policy in the Indo-Pacific has been to move from the traditional hub-and-spoke model, rooted largely in bilateral alliances and bilateral partnerships, to a latticework approach with multiple institutions, overlapping partnerships, different configurations that all add up to genuinely new architecture for the Indo-Pacific, and the Quad is a critical part of that.  And I think it leaves the United States in a stronger position, with a more dense and capable and dynamic set of partnerships, and with relationships not just between us and our partners, but among our partners, that allow us to deliver greater results and achieve more stability and security and drive towards the ultimate objective, which is a free and open Indo-Pacific.  So let me stop there, and happy to take your questions.  Q    Jake, just (inaudible), you didn’t mention China directly in the joint leaders’ statement.  What sort of language should we expect directed at the PRC? MR. SULLIVAN:  The Quad isn’t really about any other country.  It’s not directed at another country.  It’s directed at problem solving and standing up for a set of common principles and a common vision for the region.  So, I don’t think you should expect to see a focus on any particular country, including the PRC, in the Quad leaders’ statement.  That’s been the pattern since the beginning, because the nature and purpose of this institution is really about the kinds of things I just described.  It’s about delivering vaccines, delivering cyber capacity, delivering coast guard capacity, delivering humanitarian assistance, delivering science and technology progress.  So that’s what we’re going to continue to focus on, and that’s what you’ll see in the fact sheet — the joint leaders’ statement.  Q    But, Jake, as you add more security features to this partnership, you know, is there a risk, a possibility that China, which has already expressed concerns about encirclement related to the Quad, begins to have objections to this cooperation? MR. SULLIVAN:  Look, I’ll let the PRC speak for itself, and obviously it does speak for itself about a number of different initiatives the United States has taken in the Indo-Pacific.  We’re just going to prove year on year everything that I just said, which is really that the thrust and purpose of the institution writ large and the security features of it are about a positive agenda to enhance security, not just for Quad countries but for other regional partners.  So, it’s hard for me to see how and why the PRC should object to the four countries, for example, doing a coast guard mission together, or doing cyber trainings for Southeast Asia together, or taking steps with respect to maritime domain awareness.  These do not, to me, indicate any form of aggression or assertive behavior.  They’re fundamentally constructive and positive, and that’s where we’re going to continue to position the Quad.  Q    Can you speak a little bit to the President’s meeting with Prime Minister Modi and what, if anything, he’ll say about what he wants to do vis-à-vis China and Russia (inaudible)? MR. SULLIVAN:  I won’t go too deep into the details of what he will say on those issues, which are obviously sensitive and will obviously be critical priorities in the bilateral meeting.  I will just say this: that the United States has been clear about our view that Russia’s brutal war of aggression against Ukraine flouted every norm and principle of international law, that countries like India should step up and support the principles of sovereignty and territorial integrity, and that every country everywhere should refrain from supplying inputs to Russia’s war machine for it to be able to continue to prosecute this brutal war.  So they will talk about that.  The President will also hear from Prime Minister Modi about his trip to Ukraine, which was an important and indeed historic trip, and it will be the opportunity for the two of them to talk about their respective views of the way forward. And then, with respect to China, you kn
    ow, they will talk about how they see China’s actions in the region, where China is headed.  And that’s not just true in the security domain, but the economic and technology domain as well.  And we’ll work to try to coordinate approaches to the extent that that makes sense for both countries. Q    In the past month or so, there’s been a lot of (inaudible) China (inaudible).  There’s been lots of (inaudible) still in the offing.  Can you speak to, like, how the President himself is reviewing the culmination, I guess, of the administration’s China strategy leading up to this?  And should we consider this Quad sort of part of that puzzle, (inaudible)? MR. SULLIVAN:  I think you should consider this Quad and all of our other actions part of an effort to strengthen the capacity of the United States to defend our interests, support our allies and partners, advance problem solving on critical common challenges, and generally put ourself in a more robust, competitive position writ large. But I don’t think you should see it again as being directed at China.  And I think this is American foreign policy, in a way at its historic best, which innovation partnerships designed to enhance stability, designed to deliver results, and connected to other partnerships that are going the same thing. And I think, kind of, over-cranking the emphasis on any one country is missing what I think the central thrust and purpose of these kinds of institutions, including the Quad, are all about. Q    You mentioned at the top the personal nature of this visit.  And the White House is using the terminology “personal meeting” rather than the usual “bilateral meeting.”  Can you give us a sense of how these meetings are different, what we might expect?  For example, Prime Minister Albanese yesterday, did he get a tour of the house?  See the Corvette?  Were there family members present?  Can you can you give us a flavor of that? MR. SULLIVAN:  He did get a bit of a tour of the house.  I don’t think he saw the Corvette, though.  I can’t confirm that for sure, because the two of them sort of went off by themselves for a bit, and I haven’t had a chance to speak to the President about what exactly the Prime Minister saw.  There weren’t other family members there.  It was really a sort of one-on-one opportunity for President Biden and the Prime Minister to sit and talk.  And then, a few of us joined them, obviously, for part of the meeting when it turned to substance.  It was just — honestly, the vibe of it was sort of two guys, one at the other guy’s home, talking in broad strokes about where they see the state of the world, about — you know, swapping some stories from their respective political careers, you know, talking about the history of the U.S.-Australia alliance.  It just kind of had a feeling like if you had someone come over for a cup of coffee or a meal.  You know, that kind of feeling was much more present than, like, a stiff bilateral.  And the President told everybody, “Take off your jackets.  Get comfortable,” which we all obliged.  So, yeah, I’m very bad at answering questions like that, but that’s my best shot at it.  Q    Well, if I may, on Sudan, a United Nations panel of experts has accused the United Arab Emirates of supplying arms to the RSF in breach of the weapons embargo on Darfur.  MBZ, I guess, is coming to the White House this week.  Will the President raise those allegations directly with the leader of the United Arab Emirates? MR. SULLIVAN:  I’ll let the President talk to Sheikh Mohamed privately about Sudan.  I think it would be more effective to do that.  What I will say is we are concerned about a number of countries and the steps they are taking to perpetuate rather than resolve the conflict.  And I will also say that Sudan will certainly be on the agenda, and the President will be as direct and candid with Sheikh Mohamed as he is with every leader.  And then, after the fact, we’ll share what we feel we can. And the reason why I’m not, sort of, laying it out all in public right now is: Our ultimate objective is to get the entire conflict in Sudan on a different track than the tragic and horrific track it is on right now.  And I think that requires some intense but sensitive diplomatic conversations with a number of players.  That’s what the President is intending to do writ large.  And as I said, Sudan will certainly be part of the agenda with the UAE President on Monday. Q    Jake, so (inaudible) President will Japan Prime Minister Kishida.  Do you expect him to talk about that deal between U.S. Steel and Japan Nippon Steel?  And does (inaudible) oppose that deal and try to stop it? MR. SULLIVAN:  I cannot say yet whether that particular deal will come up in the conversation today.  There are obviously huge priorities in terms of current events and geopolitical trends and economic and technology cooperation.  So, I’m not sure that it will come up.  And the President has spoken to this issue before, but the matter really is, at the moment, in a official process while the transaction is studied by the relevant authorities and the relevant agencies, the U.S. government.  And so, you know, the President will obviously allow that process to run its course because that’s what’s required under the law.  And then we will see what happens. Q    Prime Minister Kishida will step down soon.  You going to talk about his contribution, achievement, but what do you expect from the new Japanese prime minister? MR. SULLIVAN:  One thing that I do expect, whoever the new Japanese prime minister is, is continued investment in and support for the U.S.-Japan alliance as the cornerstone peace of security in the Indo-Pacific.  And I expect that because the overwhelming majority of the Japanese people support that and because this alliance is bigger than any one leader on either side, in Japan or the United States.  So I have confidence that the strong bond and partnership between our two countries will continue no matter who takes the helm, although I will say Prime Minister Kishida should be saluted, and President Biden will salute him, as a very significant contributor to the high-water mark we’ve reached in the U.S.-Japan alliance at this point and in Japan’s global leadership role.  So, it will obviously be different because Prime Minister Kishida is a unique individual, but one thing that we think will remain the same is the strong alliance between the United States and Japan. Q    Just on the Nippon deal, very quickly: Some proponents of that deal are interpreting last week’s extension as a sign that the President is having second thoughts.  What would you say to them? MR. SULLIVAN:  I can’t speak to that because I think nobody should overread what happened last week as a substantive expression of views, rather as a matter of process to ensure that the transaction gets the full review that’s appropriate in a case like this, as I said, from the relevant authorities and agencies.  And the President really does want to let that play out.  Q    You mentioned that it’s not about one country, but of course, China comes to mind over time.  As just recently, they announced sanctions against American companies.  They’re selling weapons to Taiwan.  Taiwan is getting money from the United States to be able to defend themselves.  And the incidents in the past few weeks in (inaudible) has been escalating, not only with Taiwan with China, but also Philippines. During this meeting, is that top of mind, or is this something that you want to address?  Because, I mean, you mentioned the coast guard event shouldn’t be questioned by the Chinese; it’s just an event that they’re going to do as a group.  But from their point of view, they’re talking about it and condemning these types of actions.  Should we worry about China moving forward or being more aggressive as the world is focused on Lebanon, the Middle East, Ukraine? MR. SULLIVAN:  Well, first of all, it’s true that the front pages of news
    papers are filled with stories about the Middle East rather than the Indo-Pacific right now.  But the United States of America is focused in both places.  And there’s probably no better proof point than the fact that we’re sitting here right now, on a Quad Summit day, meeting with leaders of the Indo-Pacific, even as we continue to closely monitor events in the Middle East. So, if you look at the work that we have done over the last four years, the intense engagement with allies and partners, the work on — this latticework that I described, the efforts to strengthen our own industrial and innovation base, the measures we’ve taken to protect our sensitive technologies, we feel like we are in a very strong position to stand up for peace and stability in the Indo-Pacific.  And obviously, we are concerned about actions that China has taken, and we speak out about those actions quite directly and candidly.  But we are also putting the United States and our allies and partners in a position to effectively defend our interests and to defend the rules of the road that have kept the peace in the Indo-Pacific for a long time.  We’re going to continue to do that.  The other thing I would say is that each of the four members of the Quad has their own approach to the PRC.  There’s not going to be some “Quad approach” to the PRC.  But of course, in the course of the conversation today, the four leaders will have the opportunity to talk about all of the developments in the Indo-Pacific, and obviously the PRC is part of that.  So, it will be one of the issues or one of the topics that come up among many. Q    If I may, on Venezuela — because Venezuela is close to China right now, and it’s one of the allies, but also Russia and Iran.  So we know four Americans are detained in the past few days.  The situation is getting just harder and harder to get to an agreement.  We are expecting a meeting at the United Nations to talk about Venezuela, led by Uruguay and other countries.  Do you see any possibility of moving forward in this subject?  We understand the U.S. have supported the talks.  Is it a possibility to go back to Qatar?  Is Qatar in the table again? MR. SULLIVAN:  We continue to talk to Qatar, who wants to play a constructive role in engaging the Maduro regime, the opposition, the United States, other players.  At the moment, there’s not much traction on talks, and what we’re instead continuing to see are negative steps by the Maduro regime in the aftermath of an election where we have been very clear our judgment is that Edmundo Gonzalez received the most votes.  So, we’ll continue to work, particularly with countries in the region, to try to develop a common approach forward to support democracy and a democratic transition in Venezuela.  But I will say that at the moment there is not a substantial diplomatic opportunity to make progress, and we’re going tohave to keep looking for one. Q    Jake, on the Middle East, the Lebanese are saying at least 31 were killed in that bombing of a building that apparently targeted at least one Hezbollah commander.  Has the U.S. figured out who exactly was targeted and killed? MR. SULLIVAN:  The Israelis have announced, and I believe Hezbollah itself has confirmed, some of the people who were killed in that strike.  And I will let Israel and Hezbollah speak to it, because obviously we don’t have an independent capacity at this point to confirm.  But I believe a fair amount of that is out in the public domain at this point. Q    If at least one of those was one of those responsible for organizing the barracks bombing back in the ‘80s, how significant would that be that he’s now dead? MR. SULLIVAN:  That individual has American blood on his hands and has a Rewards for Justice price on his head.  And he is somebody who the United States promised long ago we would do everything we could to see brought to justice.  And anytime a terrorist who has murdered Americans is brought to justice, we believe that that is a good outcome.  But again, I’m not in a position this morning, until I have the opportunity to talk again to my Israeli counterparts today, to formally confirm anything; just to say, you know, 1983 seems like a long time ago, but for a lot of families, a lot of people, it was — they’re still living with it every day. Q    One other.  Paul Whelan and Evan Gershkovich have been in Washington in recent days, mostly to visit with lawmakers.  Is there any plan for them to meet with the President? MR. SULLIVAN:  I guess not.  The President met with both of them, obviously, when they came back to the States.  So there wasn’t — we didn’t have a plan for them to sit down this past week or this coming week in Washington.  But, you know, I’m sure he would be happy to see them again at some point.  Q    There’s a report that I got (inaudible) disagree with about U.S. officials conceding that there won’t be a deal during the President’s term.  What is your assessment of that? MR. SULLIVAN:  I think that’s crazy.  I mean — Q    So, it was correct that you’d (inaudible).  (Laughter.)  (Inaudible) disagree with it, that yes — MR. SULLIVAN:  This is not me sitting here saying, “Hey, there will be a deal.”  One can’t know.  And I’ve — you’ve heard me repeatedly use this George Mitchell line of “700 days of failure, one day of success.”  But this is diplomacy.  Every day, you get up and you try to drive towards a deal that brings about a ceasefire, the return of hostages, surge of humanitarian assistance, and ultimately the end of the war.  We’re doing that today.  We’re going to do that tomorrow.  We’re going to do that every day.  And I do still believe there is a path to get there.  It has been a winding path, a frustrating path, but we are still on that path, and we hope to reach the destination.  But we’re also mindful of the fact and very clear-eyed about the fact that there’s still obstacles in the way; we’re going to do our best to clear them.  And I can’t make any predictions about what’s going to happen, but what I can certainly say is we are not conceding that, period. Q    But we’ve been waiting a while in terms of a new bridging proposal.  Is that right?  So when is — when do you expect to put that on the table? MR. SULLIVAN:  I can’t tell you that because we’re not at a point right now where I can — where we’re prepared to put something on the table.  We’re continuing to work with Qatar and Egypt.  They’re talking to Hamas.  We’re talking to Israel.  The Qataris and Egyptians are talking to Israel.  And when we feel ready to take another step, we’ll take another step.  Q    What’s the holdup? MR. SULLIVAN:  Well, at the moment, we don’t feel like we’re in a position, if we put something down today, to get both sides to say yes to it.  Could that change over the course of the coming days?  It could.  You know — yeah, I’ll leave it at that for now. Q    Jake, in terms of the events of last week in Lebanon, do you have any assessments what that has done to the operational capabilities of Hezbollah?  And what is your current level of concern that what you’ve been trying to prevent the last, you know, 11-plus months could start off as (inaudible)? MR. SULLIVAN:  It stands to reason that Lebanese Hezbollah’s capabilities have taken a hit.  How significant a hit, how that translates to their ability to represent a threat to Israel, I think we still need some more assessment to reach more guidance on. The risk of escalation is real; it has been since October 7th.  There are moments where it is more acute than others.  I think we are in one of those moments where it is more acute.  But I would take a step back and make an observation that I don’t think gets sufficient attention in the reporting on this dynamic, which is that Hezbollah started this whole thing.  Hamas attacks on October 7th, this vicious massacre.  And then, as Nasrallah just said in his speech this we
    ek, the way he put it, Nasrallah opened the Northern Front.  Israel didn’t start just randomly attacking into Lebanon.  Hezbollah and its allies in — its terrorist allies in Lebanon started attacking Israel.  And tens of thousands of Israeli citizens had to leave their homes.  That led to an exchange of fire, and then Lebanese citizens had to leave their homes.  And we’ve been in that dynamic ever since.  So, that’s an important structural factor that I think, kind of, gets set aside in the commentary and the coverage of the current circumstance. That being said, the United States’ position is we would like to see calm on the northern border and a durable solution that allows the people on both sides of that border to return to their homes.  We are driving at that.  Amos Hochstein was recently back in the region to work towards that.  I’ve spoken with my Israeli counterparts just in the last couple of days to see how we find a way forward on that.  And so, while the risk of escalation is real, we actually believe there is also a distinct avenue to getting to a cessation of hostilities and a durable solution that makes people on both sides of the border feel secure, and we’re going to do everything that we can to bring that about.  Q    And can I just (inaudible) — when you say the risk of escalation is real, are you saying the IDF flattening tower blocks in Beirut is not an escalation? MR. SULLIVAN:  I think the question he was asking — the heart of his question was: could we get into a wider war that we have been trying to avoid for the last 11 months.  I think that’s what the question was. Q    Then I’ll ask the question. MR. SULLIVAN:  I was answering (inaudible). Q    I’ll ask the question then: Was the IDF strike an escalation, in your view? MR. SULLIVAN:  Look, things are not where we would like them to be in Haiti, but I think it is not correct to say that things have not gotten better from a low point when flights were shut down, the port was shut down, it looked like the entire government was going to be run out of the country. We have improved the situation from that low point, but the progress we have made has been slower and more uneven than we’d like it to be.  Our goal is to continue to enhance the Multilateral Security Support Mission and ultimately work with the United Nations to make sure that it gets institutionalized.  But I don’t know that we have any particular announcements next week.  Rather, our goal is to use the U.N. General Assembly to get more resources, more contributions, and a common vision around building step by step on what we’ve put in place so that we can improve the situation beyond where it is right now. MODERATOR:  We have time for about two more questions. Q    Just a follow-up.  And how can that happen?  I know Colombia wanted to help, but, like, it’s not an actual mission like (inaudible) it was the U.N. (inaudible) — is this a security group, and the U.S. is leading the efforts.  So how the countries will get involved, and how can they operate?  Like, Mexico cannot (inaudible) officers — MR. SULLIVAN:  Well, a number of countries have pledged contributions, including police units, former police units.  And so, the first thing that can happen is we can turn those pledges into reality, and then we can work bilaterally with countries like Mexico and Colombia on their legal requirements to try to satisfy them so that they could, in fact, (inaudible). Q    To put a pin, though, you know, the discussion about China, you know, before, in the lead-up to this, administration officials at the podium were telegraphing that there could be talk about aggressive PRC military action on fair trade practices, tensions over the Taiwan Strait.  You know, preview that there’s going to be discussion of North Korea.  I know you said that the Quad is not about one country, but to China and to many people, it looks like it’s focusing on China.  So I’m curious to what your response to me, to folks that say you’re trying to have it both ways on China.  MR. SULLIVAN:  I guess what I would say, and I think I said this before, is the leaders are going to talk about all of the significant developments and dynamics in the Indo-Pacific.  Everything you just mentioned fits into that category.  So we don’t take issues off the table to discuss or speak about.  But my point is that the purpose of the Quad is not to come together around China or any other country.  It’s to come together around how to construct a free and open Indo-Pacific.  And actions and policies that disrupt or undermine that are certainly not just of interest, but are going to be a matter of discussion for Quad members.  But the way I square the circle is to say these issues are on the agenda because they relate to a free and open Indo-Pacific, but China is not the focus of the Quad, and the Quad is not about one country.  It is about a larger vision that we’re (inaudible). MODERATOR:  All right, thanks, everyone. 9:26 A.M.   • MIL-OSI China: Russia not to participate in Ukraine peace summit

    Russia will not participate in a possible second peace summit on Ukraine, as it is unrelated to resolving the conflict, Russian Foreign Ministry spokesperson Maria Zakharova said on Saturday.

    Zakharova made the remarks in response to Ukrainian President Volodymyr Zelensky’s plan for a second peace summit in November, where he intended to invite Russian representatives.

    “Russian representatives have not participated in any meetings under the so-called Burgenstock Process and do not plan to do so. This process has nothing to do with genuine conflict resolution,” she said on the ministry’s website.

    The summit aims to promote the unworkable Zelensky formula as the sole basis for resolving the conflict, seeking international support and using it as a platform to issue Russia an ultimatum for surrender, she added.

    Zakharova reiterated that Russia does not reject a diplomatic resolution to the crisis and remains open to discussions on serious proposals that reflect the situation on the ground, evolving geopolitical realities and the initiative proposed by Russian President Vladimir Putin on June 14.

    “Without Russia and without taking its interests into account, achieving a fair and sustainable resolution is impossible,” she said.

    Zakharova criticized Kiev and Western nations for focusing on war rather than peace, citing recent Ukrainian attacks on the Kursk region and requests for long-range NATO weapons capable of striking deep into Russian territory.

    The Government has appointed Air Marshal Amar Preet Singh, PVSM, AVSM, presently serving as Vice Chief of the Air Staff, as the next Chief of the Air Staff, in the rank of Air Chief Marshal, with effect from the afternoon of September 30, 2024. The present Chief of the Air Staff Air Chief Marshal Vivek Ram Chaudhari, PVSM, AVSM, VM, ADC demits office on September 30, 2024.

    Born on October 27, 1964, Air Marshal Amar Preet Singh was commissioned into the fighter pilot stream of the Indian Air Force in December 1984. During his long and distinguished service spanning nearly 40 years, he has served in a variety of Command, Staff, Instructional and Foreign appointments.

    An alumnus of the National Defence Academy, Defence Services Staff College and National Defence College, the Air Officer is a Qualified Flying Instructor and an Experimental Test Pilot with more than 5,000 hours of flying experience on a variety of fixed and rotary wing aircraft.

    During his career, the officer has commanded an operational fighter squadron and a frontline air base. As a test pilot, he led the MiG-29 Upgrade Project Management Team at Moscow, Russia. He was also the Project Director (Flight Test) at National Flight Test Centre and was tasked with flight testing of the Light Combat Aircraft, Tejas. He has held important staff appointments of Air Defence Commander at South Western Air Command and Senior Air Staff Officer at Eastern Air Command. Prior to assuming the charge of Vice Chief of the Air Staff, he was the Air Officer Commanding-in-Chief of Central Air Command.

    The State University of Management signed an agreement with the N.D. Zelinsky Institute of Organic Chemistry of the Russian Academy of Sciences.

    The document was signed by the rector of the State University of Management, Doctor of Economics Vladimir Stroyev and the director of the Institute of Organic Chemistry of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, Doctor of Chemical Sciences Alexander Terentyev.

    The University and the Institute will cooperate in the field of fundamental, exploratory and applied scientific research in the field of chemistry, as well as carry out activities related to innovative scientific research and technological developments. Joint participation in competitions and grants is also envisaged.

    “The signing of the agreement is a logical continuation of the course taken by our university to develop engineering competencies in future managers. We have already concluded cooperation agreements with Avtodor-Engineering, Transmashholding, Mercator Kaluga, and an inter-university student design bureau is operating,” said the rector of the State University of Management.

    After the signing ceremony, the delegation of the State University of Management was given a tour of the Institute. Vladimir Stroyev and Vice-Rector for Science Maria Karelina were shown the library of the Institute of Organic Chemistry of the Russian Academy of Sciences, which has a collection of scientific periodicals starting from the 19th century, a laboratory in which students from the Higher School of Economics, Moscow State University and the Higher Chemical Complex of the Russian Academy of Sciences carry out laboratory work in organic chemistry. In the Center for Collective Use, the guests were introduced to unique expensive analytical instruments and installations for conducting interdisciplinary research, within the framework of projects of the Russian Science Foundation.

    The guests were told about the specifics of work in the field of solving specific applied problems of chemical technology at the Center for Advanced Catalytic Technologies of the Institute of Organic Chemistry of the Russian Academy of Sciences, whose activities are aimed at the interaction of fundamental and applied science in the field of inorganic chemistry, physical chemistry and catalysis. The delegation of the State University of Management also visited the Youth Laboratory of Synthetic Glycovaccines, where young researchers are engaged in obtaining diagnostic tests and 3rd generation carbohydrate vaccines for the detection and prevention of dangerous bacterial and fungal infections. A number of synthesized compounds are being studied as potential drugs for cardiology, oncology and hematology.

    In the near future, it is planned to develop and launch a joint network master’s program for TMH specialists, as well as interaction in the field of research and development in the field of agrobiotechnology and new preservation materials.

  • MIL-OSI Asia-Pac: Commerce and Industry Minister Shri Piyush Goyal participates in 12th East Asia Summit Economic Ministers Meeting in Lao PDR

    Shri Piyush Goyal, Minister of Commerce and Industry during the 2nd and last day of his visit to Vientiane, Lao PDR participated in the 12th East Asia Summit Economic Ministers’ Meeting (EAS EMM). The meeting was chaired by H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR, the ASEAN Chair for 2024. The Economic Ministers or their representatives from all the 10 ASEAN countries and 8 other EAS partners viz. India, USA, Russia, China, Japan, Korea, Australia and New Zealand were present in the meeting. Democratic Republic of Timor-Leste joined the Meeting as an observer.

    In the 12th EAS EMM, the Economic Ministers discussed regional and global economic developments and challenges. In his intervention, Minister Goyal reiterated India’s commitment to strengthen the East Asia Summit Forum, being its founder member, and acknowledged its role in promoting peace, stability and economic prosperity in the region. Referring to ASEAN Secretariat’s briefing on the regional and global economic forecast for 2025, he informed that while the global economy is expected to grow at 3.2% in 2024-25, India’s growth rate is projected at 7-7.2%, with India on the way to become the 3rd largest economy by 2027.

    On WTO, Minister Goyal commended the successful conclusion of the 13th WTO Ministerial Conference in March 2024 and reiterated India’s commitment to an open, transparent, and inclusive WTO reform process, emphasizing a rules-based system with principles of non-discrimination, inclusivity, and Special and Differential Treatment.  He invited ASEAN countries to come forward for collaboration on issues of global south at WTO and to strengthen multilateralism.

    Minister Goyal commended the research paper presented by Economic and Research Institute for ASEAN and East Asia on “Navigating the path to a Net-Zero Economy: Decarbonization and Sustainability Initiatives in EAS Countries” and referred to India’s commitment to a net-zero economy by 2070 and the significant strides made by India in climate action achieving reduction in emission intensity of GDP related target 11 years in advance and share of non-fossil fuels in energy mix 9 years in advance. He appealed to the member countries to promote circularity in lifestyles with responsible consumption as outlined by our Hon’ble Prime Minister Modi call for Mission LIFE – Life Style for Environment at COP 26.

    During the day, Minister Goyal had a number of bilateral meetings and other engagements alongside the 12th EAS EMM. The day started with a bilateral meeting with H.E. Dr. Kan Zaw, Minister of Investment and Foreign Economic Relations, Myanmar wherein both sides discussed potential cooperation areas in trade and the ongoing AITIGA review negotiations.

    Minister Goyal also met H.E. Inkyo Cheong, Minister for Trade, Industry and Energy, Republic of Korea and held discussion on bilateral trade relations, progress in negotiations for upgrading India-Korea CEPA and promoting inclusive investments in India.

    Minister Goyal subsequently participated in a programme organized by the Indian Embassy in Laos, for interaction with Indian diaspora. During this event, he engaged in meaningful conversations with community members, acknowledging their invaluable contributions to enhancing bilateral relations between India and Laos. He emphasized the importance of their efforts in promoting cultural exchange and economic collaboration, and expressed gratitude for their role in serving as a bridge between the two nations.

    Minister Goyal had a meeting with Mr. Tetsuya Watanabe, President of Economic Research Institute for ASEAN and East Asia (ERIA). The discussion revolved on possible collaboration in India specific research studies. India had last year announced a financial contribution of USD 1 Million to ERIA over a period of 10 years. ERIA is also collaborating with Indian Centre for WTO Studies on conducting a joint study on AITIGA.

    In the evening, Minister Goyal held a meeting with H.E. Dr. Kao Kim Hourn, Secretary General of ASEAN. ASEAN Secretariat is coordinating discussions on AITIGA review and both the dignitaries deliberated on ways to enhance India and ASEAN trade relations including by addressing market access asymmetries and upgrading AITIGA.

    Minister Goyal wrapped up his visit to Laos with a meeting with H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR. He congratulated Minister Kommasith on the successful hosting of the Economic Ministers’ meetings and engaged in discussions about trade collaboration opportunities, as well as the ongoing negotiations for the review of AITIGA.

    On foreign election interference:
    “I think this is going to become a fact of life in the 21st century. It’s just very easy now for anyone to do it. You don’t have to be a big nation-state. 
    “They’re kind of all different. The Russians are looking at the preexisting fractures in our country, and then they try to sow division, getting us to fight with one another. That’s primarily what we’ve seen them focused on, sowing messages out there, including with inauthentic things that they create. You use AI, you make a fake video, you put it out there just to get Americans to fight against each other. 
    “In the case of Iran, it seems to be more specifically focused on Donald Trump. It’s now publicly documented that they’re trying to kill him. If Iran is trying to kill Donald Trump, they most certainly don’t want him to win the election. That’s what their efforts have been [focused on], including the attempted hack and leak operations. 
    “The Chinese are new to this business or growing into it. In past cases that we’ve seen publicly disclosed, [they have been] going after specific candidates that they view as being anti-China. I don’t think they want Donald Trump to win, but I do think you’ve seen them focus on things like congressional races in the past. I also think they’re laying the groundwork for more expansive operations in the future to influence American public opinion, on things like Taiwan and what’s happening in the South China Sea. 
    “There are multiple actors out there that are in this space now, and I think you’ll see more in the years to come, because you don’t need to build anything really expensive. You just need access to the World Wide Web. We’re an open country, an open society with open means of communication, and the best way to deal with all this is awareness. People need to understand that not everything you see on the internet is true.”
    On the congressional testimony of Microsoft’s president:
    “What he alluded to are some instances in the past where some fake audio or fake video generated using AI is put out there, and it influences the election in 48 hours. I think we’re a little bit insulated from that. Not that we should let our guard down, but a lot of the votes are already in by the time 48 hours comes around. That doesn’t mean it’s irrelevant. In very close races, it could tip the scales.
    “Here’s the bottom line. If you see something out there, a video that just seems way too scandalous, I would pause for a second and make sure that it can be verified. That’s my advice to everybody. Don’t just believe something you see for the first time. It may have been something that happened five years ago, and they’re making it look like it happened yesterday. It may be something that has been made up using an AI mechanism to do so.
    “Again, I’m not saying 48 hours before the election is irrelevant in America. I am saying it’s probably less impactful than it is in some of these other countries who don’t have mail voting, early voting, where so many of the votes are already in by then.”
    On the hack and leak operation that targeted the Trump campaign:  
    “I think you’re going to see more of that in the years to come. I remind everybody that back in 2016, when this first happened, I said, ‘That’s a foreign operation that was used to target the Clinton campaign.’ So, [organized operations] are going to become [more regular]. I’m not saying we should be happy about it or accepting of it, but we need to understand that this is going to become a regular feature.
    “[It won’t just be a feature] of presidential races. Presidential races get so much attention that I think you can wade through some of that. I think some of these lower ballot races are the ones that are more susceptible, because if you’re running for Congress or Senate somewhere, and someone dumped something like this on you, it’s much harder to get the truth out there in time for it to be cleared up. There just isn’t going to be as much interest [in the story], and there aren’t going to be as many people covering it.
    “I don’t know anything more than what’s been publicly reported when it comes to that hack and leak operation. Perhaps we’ll know more this week. It doesn’t surprise me that someone clicked on something [that allowed hackers in]. [The hackers] got into the system, they stole documents, and then they tried to give it to the media. 
    “Here’s what we’re going to see. One day, they’re not going to take it and give it to a campaign or the media; they’re going to give it to some online journalist, somebody who will run with this stuff, begin to report on it, or maybe even alter it. For example, [they will] make up a fake email where it looks like a real email. Maybe it is a real email, but they altered a few words in it and put it out there. By the time you put out that fire, you know it’s done damage. 
    “In a presidential race, everybody will cover that. I think you can get to the truth a lot faster in a down ballot race. It’s going to be a lot harder for some candidates to prove that that email is fake. By the time they do, the election may be over.”
    On Americans’ lack of trust in federal law enforcement:
    “What information is made available to the American public, which deserves to know, on what is behind not just one, but two assassination attempts on Donald Trump? I think that’s where this lack of trust in institutions [comes from]. Multiple people in the Federal Bureau of Investigation face charges or were fired for misconduct in the way they handled issues about Donald Trump just eight years ago. I think people are right to be suspicious and distrustful.
    “That’s why it’s so damaging, for example, when 51 former intelligence officials signed a letter saying that a laptop of Hunter Biden is Russian disinformation, then it turns out not to be true. People logically conclude that this is an example of how these agencies and our institutions work against candidates they don’t like. It undermines people’s trust in our institutions. That lack of trust is eroded in government, in the media, in our agencies, and within the government. 
    “That’s why disclosure and openness with regard to these investigations is so critical. It’s not just because we want to know. It’s because it’s important to preserve trust in our institutions.”
    On the FBI’s duty to be transparent about foreign influence in the 2024 elections: 
    “I trust rank and file, in the field FBI agents to do their job. I don’t know what their leadership in some of these agencies or the mid-level [management] will do with it, because you’ve seen a history in the past of there being bias. I hope that’s not true.  
    “I’m not saying I know this to be true or even that I think it is true, but let’s say there is a foreign nexus to one of these two attempts [on Donald Trump’s life]. Would they allow that information to be put out there to the American public before the election in November?”
    On the bomb threats in Springfield, Ohio, being called in by individuals overseas: 
    “A lot of these calls where they call and tell the SWAT team to go to someone’s house because there’s a murder occurring, a lot of these come from overseas. That doesn’t mean it’s being directed by a government overseas. It could be. I haven’t heard that. But just because they’re coming from overseas doesn’t mean the government is behind it. But we have these kinds of individuals all over the world that like to do these kinds of things.” 
    On the strain of illegal mass migration on communities across America:
    “At a minimum, it shouldn’t keep us from saying, ‘Maybe I don’t believe the dogs and the cats thing, but there are literally people moving in by the thousands.’ They come to Charleroi, Pennsylvania. That’s a 4,000-person city that has 2,500 migrants. 
    “Americans who are not intolerant, they’re not bigots, are troubled by the fact that their city is being flooded. In Springfield, you see legitimate reports of huge increases in traffic accidents, leading to slower police response times, and overcrowded schools. This puts a strain on a community, and if you complain about it somehow, you’re a bigot, you’re a racist, you’re a hater. Everyday Americans are being made to feel like they’re haters because they’re complaining about something that all and any of us would complain about. 
    “If any of us, I don’t care who we are, lived in a city of 4,000 people, and you brought in 2,500 migrants overnight into one place, there would be problems there. It doesn’t make you a bigot. That’s the problem we should be focusing on.”
    On media coverage of illegal mass migration:
    “What should matter the most is there is a real migratory crisis…. There are real impacts happening in our country with this movement of mass migration, and that has not gotten the coverage that it deserves. You say you’ve covered it, but it hasn’t gotten the coverage. The cats and dogs thing has gotten way more coverage than the real world impacts that this is having, and I think that’s what needs to change in the way this issue is covered.”

  • MIL-OSI New Zealand: Activist News – KEEP SPACE FOR PEACE – WELLINGTON PROTEST AGAINST THE AEROSPACE CONFERENCE

    On Monday 23 September at 1pm, Peace Action Wellington will protest against the Aerospace Summit. The Wellington protest will be outside the Ministry of Business at 15 Stout Street.

    “The Aerospace Conference raises serious concerns because of its ties to the US weapons industry and US military. The aggressive steps taken by the NZ government to join the US in the weaponisation of space, contrary to the Outer Space Treaty, is a deeply alarming agenda,” said Valerie Morse, spokesperson for Peace Action Wellington.

    The Aerospace Summit is an annual event sponsored by Rocket Lab and supported by the US government. Rocket Lab is partly owned by Lockheed Martin, the world’s largest arms dealer. Summit speakers include a representative from Boeing Aerospace, the second largest arms dealer. The Summit is held in Ōtautahi/Christchurch.

    Rocket Lab has been launching US military satellites providing actionable information for the genocide in Gaza.

    “Despite weekly outpouring across Aotearoa of calls for peace, the New Zealand Government seems determined to follow the US into their wars more than ever,” said Valerie Morse, spokesperson for Peace Action Wellington. “New Zealand has taken three steps to join the US Space Race in just the past few months.” (1)

    “New Zealand is now one of the top ‘spots’ for space launches – why? Because NZ has become a US military spaceport,” said  Morse. “All other major space programmes – US, India, China, Russia – are directly linked to their militaries. Ours is linked, too, but not to the NZ military, but rather to the US military. That gives the US huge sway in the things that are launched from Aotearoa, including things that are contrary to the interests of ordinary people here like surveillance and private spying satellites”

    This is the third Aerospace Conference hosted in Ōtautahi, and the third year of peace organising to oppose it. The Wellington action is supported by the Stop AUKUS Coalition, Victoria University Socialists, Asians Supporting Tino Rangatiratanga, climate and peace activists, and local solidarity band the Brass Razoo.

    “We invite members of the public in Wellington to join us in opposing the militarisation of space. We stand in solidarity with Stop the Space Waste in Ōtautahi who are mobilising against the Aerospace Conference and have a nationwide petition (2). We stand in solidarity with: RocketLab Monitor in Māhia who have long exposed the military aims of RocketLab, with Kanaky, against French militarisation. Rocket Lab is launching technology for Kineis, a company based in France that builds French military satellites; with Palestine and with the Anti-Bases Campaign who have long opposed military bases,” said Ms Morse.

    President Zelenskyy made a special trip to the Keystone State to visit the Pennsylvania workers who are playing a vital role in Ukraine’s defense. During the visit, President Zelenskyy spoke with workers at SCAAP – a U.S. Army Joint Munitions Command (JMC) facility that manufactures large-caliber metal projectiles and mortar projectiles for the U.S. Department of Defense – and thanked them for their efforts.     Scientists from NSU and ICG SB RAS presented a new approach to collecting, storing and analyzing information on the morphometric characteristics of a wheat ear. Students took an active part in the work on creating the SpikeDroidDB system Faculty of Mechanics and Mathematics of NSU, Faculty of Information Technology NSU, and also Mathematical center in AkademgorodokWork on this project was carried out with the support of the Russian Science Foundation, project No. 23-14-00150.

    The SpikeDroidDB information system allows storing digital images of the ear, annotating their phenotypic characteristics according to 14 important traits and provides a flexible query system for accessing data.

    Using SpikeDroidDB, a collection of F2 hybrid ears from a cross between the Australian soft wheat variety Triple Dirk and the Chinese wheat sample KU506 Triticum yunnanense was digitized and annotated. An analysis of the variability of the ears in shape, length and width was carried out.

    The structure of the ear is one of the most important features of cereals, associated with such economically valuable qualities as productivity, resistance to environmental factors and pests, ease of threshing. Ears differ in shape, size, density, awns, color, etc.

    For breeders and geneticists, such parameters as the number of grains in an ear, the thousand-grain weight, and others are of great importance. These characteristics are closely related to plant productivity. A useful selection feature is the shape of the grain and such characteristics of the ear as its type, length, profile, the presence or absence of awns, the number of fertile and sterile spikelets (i.e., grain content), ear fragility, and the properties of the glume. Collecting and describing these features manually is a labor-intensive and lengthy process.

    — Researchers at our laboratory have long been working on an important task aimed at replacing the measuring methods of geneticists and breeders with a ruler and a computer or mobile phone. We would like to make it so that scientists no longer have to manually measure plant parameters, but simply take a photo of a wheat ear, while observing a number of technical conditions, and then obtain the information they are interested in by uploading this photo to our database. When creating it, we worked with conventional image analysis, that is, with digital vision, and applied deep machine learning in terms of image recognition using neural networks, identifying individual features and classification, — said the leading researcher at the Laboratory of Evolutionary Informatics and Theoretical Genetics of the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences, an employee of the Department of Information Biology Faculty of Natural Sciences, Novosibirsk State University Dmitry Afonnikov.

    The complexity of the researchers’ work was that it was based on digital images of ears. They serve as the initial data when applying automatic phenotyping methods. When developing them, an important task is an expert assessment of many plant characteristics for their further use in training and verification of computer algorithms. However, many morphological features of the ear are usually assessed qualitatively, not quantitatively. Very often, they do not have a quantitative assessment. Such features include the shape of the ear, its density, the color of the ear, the pubescence of the glumes, the type of awns, the color of the awns, the shape of the ear, brittleness of the ear and many others. Therefore, the use of digital image analysis approaches to describe the shape of the grain and ear, as well as their comparison with the assessments of the ear features made by expert breeders, became an important task for the developers.

    — In our database, we have collected over 10,000 digital images of ears and described their structure and properties so that genetic scientists can obtain all the data they need from a photograph — the size of the ear, its thickness, width, presence of awns, color of the ears, etc., essentially replacing conventional measurements with image analysis. And as a result, we obtain more characteristics, and they are also more accurate. In this case, the automated system has more capabilities than a person. If a person determines some parameters “by eye”, then computer vision records them more accurately and productively. With the help of computer analysis of digital images, we can determine hundreds of parameters of ears — both basic and their derivatives, and then use them to develop methods and classifications, as well as to assess productivity. Such technologies provide a high degree of automation of information collection, its storage in databases, integration with data on the genotype and environmental parameters, and create the basis for intelligent analysis of the information received. There is another important advantage: a digital description of the ear and its image will be stored in the database for as long as necessary, whereas a dried ear placed in a paper envelope may crumble, change color or deteriorate, and the sample will be lost, explained Dmitry Afonnikov.

    In the SpikeDroidDB system, several images can be associated with each ear. For each of them, the protocol by which it was obtained is indicated. For shooting, the developers used two protocols for obtaining digital images of mature ears. They chose a blue background as the most contrasting to the color of the ears and allowing you to easily separate the object from the background. Shooting of the ears was carried out in two versions: in the first, the ear is located vertically in front of a blue background, the second shooting option provides for a horizontal position of the ears on the glass above the blue background.

    Good morning, everyone. Secretary Del Toro, Senator Cardin, Mayor Scott — thank you for your leadership, for your support of the finest and fiercest fighting force in the world, and of course for being here today.

    I am incredibly honored to be the sponsor of the future U.S.S. Baltimore.

    Baltimore, and Maryland, have deep meaning for me.

    Some of my earliest childhood recollections are from living in Annapolis, just a few hours’ sail down the Chesapeake.

    And some of my fondest memories are from being back in the Old Line State, for graduate school. It’s where I met my husband, after all — we are fellow Terps. And we’ve spent time here over the years at this very harbor and throughout Baltimore’s neighborhoods. So Charm City will always hold a special place in my heart, and now even more so as the Baltimore‘s sponsor.

    And America’s submarine force, well, she’s just in my blood.

    You see, I grew up in a submarine family. The origin story began 73 years ago this past summer, when my father, Jerry Holland, left his landlocked hometown of Iowa City, Iowa, for the western shores of Maryland, to attend the U.S. Naval Academy.

    He’s never told me exactly why he was drawn to the Navy, but he is a prolific writer, and in one book he observed that “dreams of life at sea can appear at a very young age, and almost always grow in the presence of a ship model, at a museum, on a lake or a pond, or even in a bathtub.”

    So, anything’s possible.

    But we do know that for many midshipmen in those nascent days of the Cold War, submarines were the vanguard of the future.

    It was the birth of America’s nuclear navy. Just a few months before my dad commissioned from Annapolis, the U.S.S. Nautilus went “underway on nuclear power,” making headlines and breaking records for speed and endurance.

    Meanwhile, Run Silent, Run Deep was one of the year’s hottest novels, and would soon be a film starring none other than Clark Gable, the so-called “King of Hollywood.”

    All the star-studded attention was well deserved.

    Think about what it means to serve on a nuclear submarine.

    To willfully seal yourself inside a metal canister along with scores of other human beings.

    Propelled through the inky black depths of the sea by power generated from the splitting of atoms.

    Sensing your environment not by sight, but by sound.

    And to do so for weeks if not months at a time, traversing thousands of miles from open sea to crowded ports, without being heard by other ships even if they’re steaming right above you.

    It takes a special combination of brains, heart, courage, and cool-under-pressure that many admire, but only a few possess. And that’s partly why those who join the silent service are consummate quiet professionals.

    They don’t necessarily brag about being the “best of the best.”

    They just are.

    And my dad was no exception. Like all prospective nuclear submariners in those days, he was personally interviewed by Admiral Rickover, the father of the nuclear navy, to see if young Ensign Holland was up to snuff — and my dad’s decades of service as a submariner, retiring as a Rear Admiral, are testament that he was.

    Throughout that career, the submarine community was more than just his professional home.

    It was a family support system, one in which my mother, Anne Holland, was a leader. One that played an important role for me and my six older brothers and sisters.

    It was a community I was born into.

    For my siblings and me, submarines were more than just where dad went to work. Like other kids, we played with train sets and paper dolls, but we also played with toy submarines.

    [Laughter]

    And the real ones were docked down the street, discussed at the dinner table, and a part of our family identity.

    It is especially fitting — and I am so grateful — that both of my parents are with us here today.

    And as the sponsor of the future U.S.S. Baltimore, SSN-812, I will continue to carry our family’s legacy of service, and commitment to the submarine force.

    And what a force it is.

    As Deputy Secretary of Defense, I’m focused on ensuring America’s military has the capabilities required to defend our nation, our allies and partners, and our interests. America’s submarines are vital contributors to those goals.

    The United States maintains significant overmatch in undersea warfare compared to our pacing challenge, the People’s Republic of China. And we’re going to keep it that way, even as the PLA Navy continues to modernize. Submarines like Baltimore are a big part of how we’re staying in the lead — and not only ahead of the PRC, but also ahead of Russia.

    Indeed, years ago my dad wrote in Proceedings that our submarines are “invisible, nearly invulnerable, and capable of operating close to shore to provide large volumes of fire.” That’s why they’re so important to joint force design, and a deterrent to any who might threaten us.

    And when we invest together with our allies in advanced conventionally-armed, nuclear-powered submarine capabilities — like we’re doing through our AUKUS partnership with Australia and the United Kingdom — it’s a win-win for everyone, from Gare Loch to Groton to Garden Island. In fact, Australian sailors completed maintenance on a U.S. nuclear-powered submarine in Australian waters for the first time just this month.

    Now, today’s boat naming is the beginning of a long journey for the Baltimore: from laydown to launch, shakedown to commissioning, and then a 30-plus-year service life.

    And it’s built, assembled, outfitted, and evaluated — and as it does so — it will be touched by the hands of a world-class workforce: machinists, welders, pipefitters, systems engineers, technicians, testers and more.

    It’s a workforce that is benefitting from the Biden-Harris administration’s historic investments, in partnership with Congress, to bolster and accelerate the productivity of America’s submarine industrial base: so it can support our military and our AUKUS commitment with our Australian and British allies. Over four years of defense budgets and supplemental appropriations, it’s about a $10-billion-dollar investment in the future strength and lethality of the silent service.

    And when Baltimore joins the fleet, with a world-class crew, it will be among the most agile, lethal, resilient, and capable conventional nuclear-powered submarines we’ve ever made.

    When I think about the boats my father served on and skippered — submarines that patrolled from the North Atlantic to the western Pacific, outfoxing the Soviet Navy time and again — I’m reminded that the Baltimore belongs to a continually-modernized class of attack submarines that are not only larger, more powerful, and more lethal. They also run quieter, deeper, and faster.

    It would take over two-and-a-half of those earlier-generation submarines to equal the submerged displacement of a single Virginia-class sub like the Baltimore.

    Virginia-class reactors also produce two-and-a-half times more megawatts than the reactors my dad trained on — that’s enough electricity to power tens of thousands of Maryland households today — and their turbines also generate over three times more shaft-horsepower for propulsion. That’s effectively a 20 percent higher thrust-to-weight ratio.

    And compared to the subs my dad commanded, the most lethal Virginia-class submarines coming off the line today can carry two-and-a-half times more munitions, including dozens of anti-ship missiles like the Maritime Strike Tomahawk. And they have 11 times more torpedo and missile tubes.

    As my dad once wrote, “the submarine provides a flexibility that presents our leaders with many options. Superior both offensive[ly] and defensive[ly].” In that way, Virginia-class subs are a Swiss Army Knife of naval capabilities:

    • They’re capable of anti-surface and strike missions, plus anti-submarine warfare.
    • They can support special operations.
    • They can provide more inputs into our multi-domain awareness.
    • They’re interoperable with U.S. allies’ and partner forces.
    • And they’re built to be upgraded for even more, with technologies and capabilities that we’re still developing today, and even with those that we haven’t yet imagined.

    Of course, our submarine force is still the ‘silent’ service. Even with the passage of time since my dad retired from the Navy, there are still aspects of subs and their missions that he and I cannot share publicly, that remain classified for their ongoing relevance to U.S. national security. And that will be the case for many years to come — just as it will be true for the Baltimore and its future crews.

    But make no mistake about Baltimore‘s purpose. Like all of our submarines, conventional and otherwise, we build them not to provoke war, but rather to prevent wars, through deterrence.

    When our would-be adversaries consider the risks of aggression, sometimes they will see the ‘big stick’ of U.S. and allied military assets, like the U.S.S. Theodore Roosevelt and our other aircraft carriers. They certainly send a signal, and they have the firepower to back it up.

    But other times, there may be advantage in not sending a signal. And for those times, you need something that the other side can’t see.

    U.S.S. Baltimore — with its stealth, endurance, lethality, and speed — will be just such an asset, part of our unseen advantage. And the only thing the adversary will hear is the sound of silence.

    Just over 25 years ago, when the first submarine my father commanded was being decommissioned, he had the opportunity to tour that boat, U.S.S. Pintado. It was “astonishing,” he later wrote, to find the sub “in nearly as perfect condition as when she was commissioned.”

    For over two-and-a-half decades, that submarine had patrolled the seas, helping ensure freedom of navigation and the free flow of commerce, so that Americans, our allies, and many more people around the world could sleep soundly at night, live free, and prosper.

    Dad, to you and all your shipmates past: thank you for having the watch. Mom, thank you for everything you did to lead pier-side, from running Family Service Centers to running the family.

    America is grateful for the service you both gave, and the sacrifices you both made, on all of our behalf. And I am grateful.

    Today, and every day, I’m thankful to those who built that submarine, who served aboard it, and who supported them and their families — just as I’m grateful to those who will do the same for the U.S.S. Baltimore.

    A quarter of a century from now, in 2049 and long beyond, the U.S.S. Baltimore will still be standing guard, out on patrol, so that we all — Americans, our allies, and hopefully the world — can sleep soundly at night, live free, and prosper.

  • MIL-OSI USA: Fitzgerald Co-Introduces Bill to Protect American Businesses from Russian Lawfare

    WASHINGTON, DC – Congressman Scott Fitzgerald (WI-05) co-introduced the Protecting American Businesses from Russian Litigation Act of 2024 to shield American businesses from frivolous Russian lawfare. The bill closes an existing loophole in federal law and amends Chapter 111 of Title 28 of the United States Code to ensure that U.S. persons are protected from lawsuits that result from good faith compliance with U.S. sanctions and export controls.

    “Following Putin’s invasion into Ukraine, Russia has waged an aggressive campaign against American companies that withdrew their services from the country to comply with U.S. imposed sanctions designed to weaken the regime. Russian courts have wrongly awarded large claims against these companies, and Russian litigants have used these decisions as evidence to sue in U.S. Federal courts. This is wrong. Wisconsin businesses who distribute internationally should not be punished for good-faith compliance with U.S. sanctions. That’s why I’m proud to cosponsor the Protecting Americans from Russian Litigation Act, which will amend U.S. Code to shield U.S. persons from frivolous lawsuits for good faith compliance with U.S. sanctions and export controls,” said Rep. Fitzgerald.

    BACKGROUND: In response to Russia’s February 2022 invasion of Ukraine, the U.S. government imposed sanctions and export controls on Russia. To comply with these measures, U.S. companies wound down operations and ceased work in Russia. As a result, U.S. companies have been targeted by Russian litigants seeking damages and being awarded large and inflated claims by Russian courts against U.S. companies. These subjective decisions are then used as the basis for Russian litigants to seek significant damages under U.S. law – essentially functioning as a countersanction for Russia.

    American companies shouldn’t be punished for simply complying with U.S. sanctions and export controls. The Protecting American Businesses from RussianLitigation Act of 2024 will protect American companies and their interests so that they are not subject to litigation for good faith compliance with U.S. sanctions and export controls.

  • MIL-OSI Europe: Answer to a written question – Macro-financial assistance to Egypt under Article 213 TFEU – P-001033/2024(ASW)

    While the United Arab Emirates investment alleviated external pressures in the past fiscal year 2023/24, Egypt still faces sizeable financing needs going forward, as identified by the International Monetary Fund, amid a critical economic situation and risks from the geopolitical situation.

    The current crises have exacerbated financing needs, with a substantial financing gap already in the new fiscal year 2024/25. To help address this, it is urgent that the EU is in a position to disburse the first part of the Macro-financial assistance (MFA) package to Egypt still this year.

    Egypt has seen strong balance of payment pressure, partly due to the Russian war of aggression against Ukraine and the Israel-Hamas conflict that followed the 7 October 2023 Hamas’ terrorist attacks across Israel, which is feeding into the country’s substantial external financing needs. Egypt’s current account deficit expanded significantly in the fourth quarter of 2023 due to a worsening trade deficit and lower remittances.

    Moderate growth in tourism, combined with growing services payments led to a 12% quarter-on-quarter drop in the services surplus. Modest remittances (down 11% year on year) did not provide much support.

    Revenues from the Suez canal, one of the most important sources of foreign currency, fell by 23% during the fiscal year 2023/2024 compared to the previous fiscal year.

    MFA operations are typically not unconditional. On the contrary, the partner country agrees to undertake a number of policy reforms to address the root causes of its problem.

    This is also true for the first operation with Egypt, where actions have been agreed to foster macroeconomic stability and resilience; strengthen competitiveness and business environment; and support the green transition.

    On the political side, respect and protection of human rights and fundamental freedoms are important in The EU’s relations with Egypt.

    In line with the Association Agreement, the Partnership Priorities and the Joint Declaration on the Strategic and Comprehensive partnership[1], the Commission will continue to work together with Egypt to further promote democracy, fundamental freedoms, and human rights, gender equality and equal opportunities.

    As stipulated in Article 2 of the Council Decision (EU) 2024/1144 on the provision of the short-term macro-financial assistance, Egypt shall make concrete and credible steps towards respecting effective democratic mechanisms, the rule of law, and guaranteeing respect for human rights. The assessment of progress made in this respect is part of the disbursement process.

    The Commission services will work closely with the European External Action Service in monitoring the adoption and implementation of such steps.

    Washington, DC: Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today her intention to appoint Ms. Yan Liu as General Counsel and Director of the Legal Department. Ms. Liu will succeed Ms. Rhoda Weeks-Brown and is expected to formally take up her appointment on October 7, 2024.

    “I am pleased to announce the appointment of Yan Liu as General Counsel and Director of the Legal Department,” Ms. Georgieva said. “I have informed the Executive Board of my intention to proceed with this appointment.”

    Ms. Liu joined the Fund in 1999 as Counsel and has risen through the ranks to Deputy General Counsel—the current role in which she leads key strategic initiatives to ensure that the Legal Department continues to fulfill its mandate and contribute to the Fund’s policy work and operations. Ms. Liu works to identify and manage actual and potential risks in key areas such as lending, central banking and payment systems, capital flows, non-performing loan resolution, public financial management, and capacity development.

    Additionally, as a well-recognized expert in sovereign debt, Ms. Liu has played a key role in shaping the Fund’s policies in this area and supporting the Common Framework and the Global Sovereign Debt Roundtable. She has also provided advice on the Fund’s role in facilitating orderly restructurings in countries such as Argentina, Greece, Ukraine, and Zambia. Furthermore, she was instrumental in the design and implementation of the Fund’s digital money strategy.

    “Yan brings to her new role over 25 years of legal expertise and deep understanding of the Fund policy and operations,” said Ms. Georgieva. “She is a thought leader and a trusted advisor who is also well known for her dedication to mentoring and supporting staff in their career journeys. The hallmark of Yan’s work is her collaborative and constructive approach in service to the institution.”

    Ms. Liu, a Chinese national, received her Juris Doctor from the University of Illinois, and a master’s degree from the University of Chicago. She is widely published on various aspects of the law, and policy perspectives on such areas as private debt, sovereign debt restructuring, and good governance. Prior to joining the Fund, she practiced corporate and securities law in the United States.

    At the meeting Schumer convened at the U.S. Capitol they had a wide range of panelists who highlighted the tremendous need for upgrading the ski-bird fleet including: Dr. Sethuraman Panchanathan, Director, National Science Foundation; Major General Ray Shields, Adjutant General, New York National Guard; Dr. Jean Cottam Allen, Acting Director, Office of Polar Programs at the NSF; Stephanie Short, Section Head, Antarctic Infrastructure and Logistics at the NSF; Jennifer Mercer, Section Head, Arctic Sciences at the NSF; Brig. Gen. Gary Charlton II, Assistant Adjutant General (Air), NYANG; and Col Steve Slosek, 109th Airlift Wing, NYANG. Then, panelists covered how the 109th AW’s Ski-Bird mission is crucial to both scientific research and national security, discussing the significant and immediate consequences it would yield if Congress fails to recapitalize the fleet and the aircraft enters restricted flight status. Now, Schumer and these top leaders are advocating for the House to match the Senate Defense Appropriations bill and support its inclusion in the final FY25 appropriations package.

    Schumer explained that with these planes quickly approaching the end of their service life—and following his successful efforts to authorize funding for the procurement of two new J model LC-130 aircraft in the Senate’s National Defense Authorization Act (NDAA) for Fiscal Year 2025 (FY25), securing this funding in the final end-of-year appropriations bills is a national security priority for New York. The senator explained that the $229 million in the Senate bill will support the procurement of two LC-130J Ski-Birds, as well as essential engineering work to accelerate the design and development of the J model’s capabilities.
    Earlier this year, Schumer wrote to Secretary of the Air Force Frank Kendall to urge the Air Force to prioritize recapitalizing the LC-130H fleet and in April, he personally visited the 109th Airlift Wing—the only U.S. military unit in the world that flies these aircraft—in person to double down on the urgent need to recapitalize the LC-130H fleet and formally launch his push to secure federal funding for the procurement of two new LC-130Js in the FY25 appropriations cycle. As he explained during his visit and with the top leaders during the meeting he convened in the Capitol this week, this funding is critical for protecting U.S. national security interests, enhancing U.S. competitiveness with Russia and the People’s Republic of China (PRC), maximizing aircrew safety, and continuing to support cutting-edge research in the polar regions which includes finding solutions to limit global warming and combat climate change.
    “As I have repeatedly said, we need to ensure that we deliver new Ski-Birds for the 109th as soon as possible. Now that we’ve secured more than $200 million for LC-130H recapitalization in both the FY25 Senate NDAA and defense appropriations bill, the House needs to follow suit so that new planes can land in the Capital Region. The National Science Foundation and the NY National Guard both agree, and we are closer than we have ever been. ” added Schumer.
    Schumer explained that after more than 30 years, these planes—several of which were built in the 1970s and operate on technology developed in the 1950s—are rapidly approaching the end of their service life, jeopardizing mission success, aircrew and operator safety, and U.S. national security. Schumer said the airplanes often suffer reliability issues and high maintenance costs, with only five planes out of the ten total in the fleet being mission-capable at any given time. Additionally, nearly all of the aircraft in the fleet have parts that require total replacement, but the 109th AW is unable to make the necessary fixes because those parts are no longer in production due to the aircraft’s age and commodity. With both U.S. Northern Command (NORTHCOM), which oversees the polar airlift mission, and 109th AW, which supports the NSF’s polar science research missions and is the only U.S. military unit in the world that flies these planes, expressing the urgent need to recapitalize, Schumer took action to push for this major federal funding and upgrade the fleet to support U.S. national security and scientific research.
    The LC-130 is also a necessity for maintaining and strengthening the United States’ presence, operations, and research in the Arctic and Antarctica. The Arctic is a region of growing strategic importance, and to compete on a global scale, especially with China and Russia who are expanding their presence in the region, it is vital that the U.S. has the advanced capabilities needed to expand its presence in the region.

    Washington, D.C. –Today, Congressman Doug Lamborn attended the Hudson Institute and the Space Foundation workshop with congressional, government, and industry officials to discuss the future of the American hypersonic missile program. Space Foundation CEO, Maj. Gen. (Ret) Heather Pringle and Rebeccah Heinrichs, Senior Fellow and Director, Keystone Defense Initiative at the Hudson Institute gave introductory remarks. Congressman Lamborn delivered a keynote address as well as a Q & A directly following the keynote. Congressman Lamborn was joined by several members of Congress, including Reps.     120 medical volunteers from different regions of the country gathered at the All-Russian seminar-conference on the development of medical volunteering in the field of preventive healthcare, which is being held from September 19 to 22, 2024 in Novosibirsk. The following cities are represented at the event: Samara, Moscow, Tomsk, Krasnodar, Lugansk, Belgorod, Ryazan, Crimea, St. Petersburg, Kaliningrad, Khanty-Mansiysk, Volgograd, Kirov, Khabarovsk and others.

    First Deputy Prime Minister Denis Manturov visited the Moscow enterprise “MEL”.

    MEL has been manufacturing lifting and transport equipment for over 70 years and today specializes in the production of elevators, including high-speed elevators, transformer substations and electrical equipment. Today, the company manufactures elevators with a lifting speed of up to 4 meters per second and is one of the five largest elevator manufacturers, and by the end of this year it is planned to receive a certificate for elevators with a speed of up to 7 meters per second. Russian elevator manufacturers were able to increase production volumes and master new competencies after Western manufacturers left the country: over the past two years, the volume of elevators introduced by MEL has more than doubled.

    “Guaranteed demand for Russian elevator products, including those manufactured by this site, is provided by the elevator replacement program supervised by the Ministry of Construction. Our manufacturers have room to grow, and they are trying not to miss this opportunity, occupying the vacant niches in the market. The state provides them with all the necessary support in this,” Denis Manturov noted.

    In particular, the support measures offered by the Moscow government help industrialists implement innovative projects, develop new products, expand enterprises and meet market needs. Thus, as part of a large-scale investment project, the MEL plant opened the production of high-speed elevators with a speed of up to 4 meters per second and received a certificate for serial production of this equipment in early 2024. The new workshop will allow the enterprise to increase the annual volume of manufactured products by almost 1.5 times – from 2.7 thousand to 4 thousand units. In addition, 85 people will be able to find employment here.

    During the visit, issues of industry development were discussed, including those related to the protection of the domestic market. According to the company’s management, it is necessary so that the Russian elevator-building industry can fully reveal its potential and implement all planned investment projects.

    Today, the plant is among the top 5 domestic elevator manufacturers. About 65% of the company’s products are supplied to the Moscow region, the remaining 35% – to other regions of the country. In April 2023, the city assigned the plant the status of an industrial complex, which gives the right to tax benefits. Thanks to this support measure, the company’s annual savings can reach 33.1 million rubles. The company can invest the proceeds in its own development, expansion of the product range and the acquisition of modern equipment.
