BEIJING, July 9 (Xinhua) — Chinese authorities have allocated 150 million yuan (about 20.97 million U.S. dollars) from the central disaster relief fund to support flood, typhoon and geological disaster relief efforts in affected regions, the Ministry of Finance said Wednesday.
The emergency aid funds, jointly provided by the Ministry of Emergency Management, have been distributed among six regions, including Zhejiang, Fujian, Sichuan, Gansu provinces, Xizang Autonomous Region and Chongqing Municipality, the department said.
China has entered its main flood season, with floods and geological disasters increasing in some regions. In addition, Typhoon Danas, the fourth typhoon of the year, has hit several southeastern coastal regions, causing secondary disasters. –0–

Almaty, July 9 (Xinhua) — The Almosi Valley in Tajikistan’s Gissar district has been officially recognized by the Food and Agriculture Organization of the United Nations (FAO) as a “globally important agricultural heritage system,” the Khovar news agency reported on Wednesday, citing the press center of the FAO office in Tajikistan.
The corresponding decision was made at the meeting of the FAO scientific advisory group held in Rome on July 7-8. The Almosi Valley has become the first and only site in Central Asia with the status of “globally important agricultural heritage system”.
“Until now, only 12 sites in the Europe and Central Asia region have been included in FAO’s Agricultural Heritage List… Now, the Almosi Valley in Tajikistan has joined them, becoming a bridge between Central Asia’s rich natural and cultural heritage and the international community,” said Kaveh Zahedi, Director of FAO’s Climate Change, Biodiversity and Environment Division. –0–

“I support the President’s recent announcement of renewed critical defensive weapons shipments to Ukraine—including lifesaving air defensive systems. The harmful pause in shipments should have never happened in the first place. Last week’s revelation of the unexpected Department of Defense halt came just days after the single largest Russian barrage against Ukraine in which Putin launched over 500 drones and missiles against its cities and civilian populations. Russia has only continued to escalate its devastating strikes.
“US-made air defense systems, including Patriot batteries, are the centerpiece of Ukraine’s defenses against Russian strikes. They save lives every day. There are no parallel defense alternatives for Ukraine if the US stops supplying these vital munitions. Tragic incidents on the water were recorded in Ulaanbaatar and some Mongolian aimags.

Today, Democratic Leader Hakeem Jeffries appeared on CNN’s The Situation Room where he emphasized that House Democrats will continue pushing back against the extremism that has been unleashed on the American people by the Trump administration and Rubber Stamp Republicans in Congress.
WOLF BLITZER: Leader Jeffries, thanks so much for joining us. What do you think? What does this say about the relationship between President Trump and the Defense Secretary?
LEADER JEFFRIES: Pete Hegseth is the most unqualified Defense Secretary in American history, undermines the ability of the Department of Defense to keep the American people safe and Donald Trump should fire him, or Pete Hegseth should tender his resignation. That’s been clear and apparent for months. And it’s shocking to me that this charade continues to go on. Ukraine is an ally. Russia is a sworn enemy of the United States of America. And when you limit Ukraine’s ability to be successful in the war of aggression that Russia has launched against a sovereign country, you undermine America’s national security interests. And that’s highly problematic.
WOLF BLITZER: Very strong words. Very strong words, I should just say. Trump says he’s now considering supporting a bill in the Senate that would impose punishing sanctions on Russia. Leader Jeffries, what do you make of the President’s change in tone against Russia and Vladimir Putin for that matter? And do you expect that these sanctions, this sanctions bill will ultimately come up for a vote?
LEADER JEFFRIES: There’s strong and bipartisan support for sanctions against Vladimir Putin and Russia, and it’s unfortunate that the Trump administration has spent months playing footsie with Vladimir Putin and some would suggest bending the knee to an enemy of this country. This war of aggression that Russia has launched against Ukraine is clear. It’s not just about territorial integrity. It’s a battle between democracy and autocracy, between freedom and tyranny, between truth and propaganda. And the United States of America should always stand on the side of democracy and freedom and truth. That means standing on the side of Ukraine until victory is won.
WOLF BLITZER: So you would support these sanctions if, in fact, they’re passed?
LEADER JEFFRIES: Certainly need to take a look at the specifics of the sanctions, but I am a strong supporter of continuing to escalate and intensify the sanctions that have been previously put into place relative to Russia until they back down and, you know, withdraw from Ukraine and create a situation where Ukraine’s sovereignty can be restored and the killing of innocent civilians stops, including the killing of Ukrainian children that have been targeted by Russia and Vladimir Putin.
WOLF BLITZER: And the Russians are now launching a record number of drones and other missiles against various civilian targets in Ukraine as we speak right now. I want to turn while I have you, Leader Jeffries, to the President’s major policy bill that he signed into law on July 4. All Congressional Democrats, of course, voted against it. What’s your biggest concern right now about the impact this legislation, which is now the law—he signed it into law—will have?
LEADER JEFFRIES: Donald Trump’s One Big Ugly Law hurts everyday Americans all across the country and rewards billionaires. It’s an unprecedented assault on the healthcare of the American people. Hospitals will close, including in rural America. Nursing homes will shut down. Community-based health clinics will no longer be able to operate. And as a result of so many people losing coverage in different ways, people are going to die all across this country. This bill also rips food away from the mouths of children. And all of this is being done to reward their billionaire donors. And by the way, it’s also going to set us on a course toward possibly bankrupting the nation by adding trillions of dollars to America’s debt, which is already far too high. We’re going to tattoo this law on the foreheads of every single House Republican who voted against the best interests of the people that they represent in doing the bidding of supporting this bill and continuing to rubber stamp Donald Trump’s extreme agenda.
WOLF BLITZER: Your fellow Democrats have signaled they intend to make the Medicaid cuts—and there are enormous Medicaid cuts in this new law—a key issue in next year’s midterm elections. But the bill was designed so that those cuts won’t actually happen until after the midterm elections. Given that, Leader Jeffries, will this bill really have as big of an impact on the midterms as some Democrats are saying?
LEADER JEFFRIES: Well, this is not about politics. It’s about policy. And Republicans have supported a policy which involves the largest cut to Medicaid in American history. And by setting this massive cut into motion, it lays the conditions for the collapse of the Medicaid system in many ways. So this is a big challenge. And also, Wolf, it’s important to recognize that this bill also will rip coverage away from millions of Americans because of changes that were made to the Affordable Care Act. It also goes after Medicare, possibly a cut that could be set into motion by more than $500 billion and it also represents an attack on the Children’s Health Insurance Program and on Planned Parenthood. So it’s an all-out assault on healthcare and it is going to have real consequences for the American people, and that will be felt, in many ways, immediately.
WOLF BLITZER: Many of your Democratic colleagues are facing angry voters back in their districts. According to Axios, some are even being told they need to be more willing to go out there and get shot when fighting—that was a direct quote, get shot—when fighting back against some of Trump’s policies. One House Democrat saying, quote, and I’ll read it to you, ‘Our own base is telling us that what we’re doing is not good enough. There needs to be blood to grab the attention of the press and the public.’ How do you respond to that, Leader Jeffries? Are Democrats not meeting the moment, not doing enough to fight these developments?
LEADER JEFFRIES: Well, we are in a more is more environment in terms of the unprecedented assault on the American way of life and our country that has been launched by Donald Trump and compliant House Republicans—more speeches, more rallies, more protests, more sit-ins, more press conferences, more town hall meetings in Democratic districts and Republican districts. We’re in a more is more environment and we’ll continue to lean in aggressively. At the same period of time, we also are going to span out across the country and talk to the American people about our affirmative vision of making their life better. Imagine a country where everyone can afford to live the good life—a good-paying job, good healthcare, good housing, good education for your children and a good retirement. That’s what Democrats are working hard to bring about. When you work hard in America and when you play by the rules, you should be able to afford to live the good life. And far too many people are struggling to live paycheck to paycheck. That’s unacceptable in the wealthiest country in the history of the world.
WOLF BLITZER: Leader Jeffries, I also want to talk to you about Zohran Mamdani, the Democratic nominee for Mayor in New York City. CNN has new reporting that some progressives who empowered Mamdani to victory now want to primary you and other Democrats in New York City. The co-chair of New York City’s Democratic Socialists of America says he thinks you’re picking fights, quote, ‘with the left,’ instead of focusing ‘on fighting the right.’ His words. Asked whether Mamdani thinks those incumbent challenges should happen, his Press Secretary told CNN he was declining to comment, at least for now. How do you respond?
LEADER JEFFRIES: I have no idea what these people are talking about. We are going to continue to focus our efforts, as we did on the House Floor, in connection with Donald Trump’s One Big Ugly Bill, on pushing back against the extremism that has been unleashed on the American people. It’s clear to us, as House Democrats, it’s clear to us as Members of the New York City delegation, that the problem is Donald Trump and House Republicans who have launched this unprecedented assault on the American way of life, an assault on healthcare. They’re ripping food out of the mouths of children, veterans and seniors. They’re exploding the national debt. They’re unleashing masked agents on law-abiding immigrant communities. It shouldn’t be too difficult for some people to figure out who the problem is in the United States of America.

The winter season of 2024-25 marked a resurgence of fur clothing – both faux and real – in fashion across Europe and North America. Shearling jackets and embroidered “Penny Lane coats” featured widely in reports on the latest fashion trends. Vintage fur coats are also back in vogue.
To many, the resurgence came as a surprise. The anti-fur movement, especially influential in the 1980s, continues to shape perceptions of fur. In the 2010s, cities including New York and Los Angeles banned the use of fur to make clothes. The UK meanwhile banned the farming of fur-bearing animals, and, alongside the EU, has committed itself to legislating against all fur imports.
Just last year the town of Worthing, in England, debated whether their mayor should wear ceremonial robes trimmed with fur or not. Despite these trends, many young people have embraced the renewed trend of wearing real fur.
Some clothes made from animal skins became popular during the counter-cultural movement of the 1960s, but historically, fur has mostly marked status, wealth and luxury. Today, many critics interpret fur’s return to fashion as a cultural expression of rightwing politics.

Fur is prominent in the “boom boom” fashion trend, which emphasises excess and “male-coded values”. It has been described by fashion journalists as “over-the-top and unashamed about its own greed and lack of wokeness”.
Fur clothing is a reminder of the moral tensions between need and desire, and luxury and excess. In addition to being inter-generational, these debates are also about gender. For much of the 20th century, fur coats symbolised femininity, erotic power and class position in the west. But by the 1980s, advertising campaigns depicted women who wore fur as either stupid and unthinking or thinking and unspeakably cruel, leading many to jettison it.
Fur’s return to fashion has injected old debates with new significance. Some young people are willing to wear faux fur because it does not involve killing animals. But others argue that, because it is made from synthetic material, faux fur is actually more environmentally damaging and prefer to wear the real thing. They claim that wearing vintage fur is a form of “sustainable consumption” but are challenged by those who argue that this fashion trend ultimately justifies killing animals to make clothes.
The boom boom trend is said to embody a contemporary expression of 1980s “conspicuous consumerism”, but in an era of economic austerity the adoption of fur by young people suggests the clothes they wear identify their desires rather than their financial reality.
Today, as in the 1980s, the perspectives, interests and experiences of non-Europeans are often unheard in debates around fur. A decline of fur-bearing animal populations in North America and Siberia from the early 19th century, led to a global expansion in fur farming.

From the 1850s, for example, Central Asia supplied furs to Europe and North America. Local artisans cured the pelts of karakul lambs – a native breed – to yield a rich and glossy fur. In central and south Asia, men of high status wore karakul hats; in Europe and America, they were mostly used to make women’s coats.
After the Russian revolution of 1917, many nomadic and semi-nomadic pastoralists, who raised sheep and other animals, left central Asia and moved with their flocks to neighbouring Afghanistan. The trade in karakul fur grew in the country, and foreign currency reserves came to depend on lambskins sold at auctions in London and New York.
In the 1960s, sheepskin coats made in Afghanistan – known as “Afghans” – became popular in the west, being worn by stars including Brian Jones of the Rolling Stones. The 1969 British edition of Vogue featured an interview with an icon of “oriental chic”, the “beautiful, dashing, intelligent, adventurous” Afghan socialite, Safia Tarzi, who lived in Paris, and ran a boutique clothing shop in Kabul.
The Afghan coat enjoyed a resurgence in 2000 having been worn by the character Penny Lane (Kate Hudson) in the film Almost Famous.

In the 1980s, the anti-fur campaign contributed to a declining market for karakul. For decades, rumours of Central Asian shepherds extracting lambs from the wombs of sheep to ensure a steady yield of delicate pelts had circulated. Moral opposition to the practice was not confined to the west.
During my research on globally dispersed activists, intellectuals and merchants from Afghanistan, a man from Afghanistan, now based in London, told me that his father banned his family from wearing karakul hats because sheep and their lambs were treated cruelly.
In the 1990s, civil war destroyed much of the infrastructure of the karakul industry in Afghanistan, but a trickle of pelts reached auction houses located in Frankfurt, Copenhagen and Helsinki.
In the 2000s, international development organisations attempted to revive the trade, though sales never returned to anyway near the levels of the 1970s. By the 2010s, families in northern Afghanistan struggling economically opted to send sons to travel illegally to Turkey to find work as shepherds for commercially oriented Turkish farmers.
Promotional videos of fashion houses occasionally touch on the Penny Lane coat’s ties to Afghanistan, but media coverage of fur fashions rarely address its historical connections to central Asia.

As the 14th Dalai Lama celebrates his 90th birthday with thousands of Tibetan Buddhists, there’s already tension over how the next spiritual leader will be selected. Controversially, the Chinese government has suggested it wants more power over who is chosen.
Traditionally, Tibetan leaders and aides seek a young boy who is seen as the chosen reincarnation of the Dalai Lama. It is possible that after they do this, this time Beijing will try to appoint a rival figure.
However, the current Dalai Lama, who lives in exile in India, insists that the process of succession will be led by the Swiss-based Gaden Phodrang Trust, which manages his affairs. He said no one else had authority “to interfere in this matter” and that statement is being seen as a strong signal to China.

Throughout the 20th century, Tibetans struggled to create an independent state, as their homeland was fought over by Russia, the UK and China. In 1951, Tibetan leaders signed a treaty with China allowing a Chinese military presence on their land.
China established the Tibetan Autonomous Region in 1965, in name this means that Tibet is an autonomous region within China, but in effect it is tightly controlled. Tibet has a government in exile, based in India, that still wants Tibet to become an independent state.
This is a continuing source of tension between the two countries. India also claims part of Tibet as its own territory.
Beijing sees having more power over the selection of the Dalai Lama as an opportunity to stamp more authority on Tibet. Tibet’s strategic position and its resources are extremely valuable to China, and play a part in Beijing’s wider plans for regional dominance, and in its aim of pushing back against India, its powerful rival in south Asia.
Tibet provides China with a naturally defensive border with the rest of southern Asia, with its mountainous terrain providing a buffer against India. The brief Sino-Indian war of 1962 when the two countries battled for control of the region, still has implications for India and China today, where they continue to dispute border lands.
As with many powerful nations, China has always been concerned about threats, or rival power bases, within its neighbourhood. This is similar to how the US has used the Monroe Doctrine to ensure its dominance over Latin America, and how Russia seeks to maintain its influence over former Soviet states.
Beijing views western criticism of its control of Tibet as interference in its sphere of influence.

Another source of contention is that Beijing traditionally views boundaries such as the McMahon line defining the China-India border as lacking legitimacy, a border drawn up when China was at its weakest in the 19th century. Known in China as the “century of humiliation”, this was characterised by a series of unequal treaties, which saw the loss of territory to stronger European powers.
This continues to a source of political tensions in China’s border regions including Tibet. This is a controversial part of China’s historical memory and continues to influence its ongoing relationship with the west.
Tibet’s importance to Beijing also comes from its vast water resources. Access to more water is seen as increasingly important for China’s wider push towards self-sufficiency which has become imperative in the face of climate change. This also provides China with a significant geopolitical tool.
For instance, the Mekong River rises in Tibet and flows through China and along the borders of Myanamar and Laos and onward into Thailand and Cambodia. It is the third longest river in Asia, and is crucial for many of the economies of south-east Asia. It is estimated to sustain 60 million people.
China’s attempts to control water supplies, particularly through the building of huge dams in Tibet, has added to regional tensions. Around 50% of the flow to the Mekong was cut off for part of 2021, after a Chinese mega dam was built. This caused a lot of resentment from other countries which depended on the water.
Moves by other nations to control access to regional water supplies in recent years show how water is now becoming a negotiating tool. India attempted to cut off Pakistan’s water supply in 2025 as part of the conflict between the two. Control of Tibet allows China to pursue a similar strategy, which grants Beijing leverage in its dealings with New Delhi, and other governments.
Another natural resource is also a vital part of China’s planning. Tibet’s significant lithium deposits are crucial for Chinese supply chains, particularly for their use in the electric vehicle industry. “China has become the first country in the world to have more than 4 million patents in force domestically, with high-quality patents accounting for 41.5 percent. In 2024, the number of international patent applications under the Patent Cooperation Treaty (PCT) exceeded 70,000, ranking China first in the world for the sixth consecutive year,” Zhang Hanhui wrote.
As he points out, the thesis spread by the American side about the alleged “unfair protection of intellectual property” in China actually aims to incite discord and hinder the influx of foreign investment into the Chinese market. Moscow, July 9 /Xinhua/ — The 9th China-Russia EXPO, which opened in Yekaterinburg, has already become a calling card of bilateral relations, said Zhang Hanhui, Ambassador of the People’s Republic of China to Russia.

JERUSALEM, July 9 (Xinhua) — Israel is ready to negotiate a permanent ceasefire in the Gaza Strip if a temporary truce is reached with the Palestinian movement Hamas, Israeli Foreign Minister Gideon Saar said on Wednesday.

NANNING, July 9 (Xinhua) — Dou Wangui, a former Party member and vice chairman of the CPPCC (Chinese People’s Political Consultative Conference) Committee of northwest China’s Xinjiang Uygur Autonomous Region, was sentenced to death with a two-year reprieve on Wednesday for accepting bribery.
Dou Wangui was also stripped of his political rights for life and all his personal property was to be confiscated.
Dou Wangui was sentenced by the Second People’s Court of Liuzhou City, Guangxi Zhuang Autonomous Region, south China. The investigation against him began in March 2024 and he was arrested in October of the same year.
The court found that between 2003 and 2022, Dou Wangui, while holding various leadership positions in Xinjiang, used his authority to benefit relevant entities and individuals by providing them with “favors” in matters related to contracting, mining, corporate business operations and career advancement, and received in return money and material goods totaling 229 million yuan (about $32 million).
By his actions, Dou Wangui caused serious damage to the interests of the state and the people, but the court recognized his admission of guilt and repentance, as well as the return of illegally obtained income, as mitigating circumstances, follows from the court ruling. -0-

As a mild-mannered statistics professor, it’s not often that I get
contacted directly by the CEO of a multi-million-dollar company, much less regarding allegations of cheating and malfeasance among world champions.
But that’s precisely what happened last summer. Erik Allebest, CEO of the world’s largest online chess site, Chess.com, asked me to investigate former world chess champion Vladimir Kramnik’s concerns about the long winning streaks of top player Hikaru Nakamura.
Kramnik argued that these streaks had very low probability and were therefore very suspicious and “interesting.” He didn’t quite accuse Hikaru of cheating, but the implication was clear. Feelings were running high, with Kramnik’s supporters posting angry comments (often in Russian) about cheating as many Chess.com players and Hikaru partisans dismissed the accusations.
Who was right? Who was wrong? Who could say?
Allebest asked me to conduct an independent, unbiased statistical analysis to see just how unlikely those chess winning streaks actually were.
Now, I am no stranger to public statistical disputes, having published a
best-selling book about everyday probabilities and conducted the statistical analysis for the high-profile lottery retailer scandal. But could statistical analysis really help to clarify this simmering controversy on the world’s biggest chess stage?
To sort this out, I first had to calculate the probability of each player winning or tying each game. Different players can have very different abilities, and more advanced players have a greater chance of defeating less experienced opponents. But just how great?
Chess.com assigns a chess rating to each player after each game, and these ratings were shared with me. My analysis suggested that a certain logistic — or s-shaped — curve function provided an accurate estimate of each game’s probabilities.
Furthermore, deviations from this probability in successive game results were approximately independent, so the influence of one game on the next could be safely ignored. This gave me a clear probability of each player winning each game.
I could then analyze those winning streaks that had provoked so much ire. It turned out that Hikaru, unlike most other top players, had played lots of games against much weaker players. This gave him a very high probability of winning each game. But even so, should he have such long winning streaks, sometimes more than 100 games in a row?
To check this, I conducted some Monte Carlo simulations, which repeat a test with random variations.
I wrote computer programs to randomly assign wins and losses and draws to each of Hikaru’s games, according to the probabilities from my model. I had the computer measure the most surprising winning streaks each time. This allowed me to measure how Hikaru’s actual streaks stacked up against what we should expect.
I found that in many of the Monte Carlo simulations, the
simulated results included streaks just as unlikely as the actual ones.
This demonstrated that Hikaru’s chess results were just about what might
be expected. He had such a high probability of winning each game, and had played so many games on Chess.com, that such long winning streaks were likely to emerge according to the rules of probability alone.
I wrote up a brief report of my findings, and sent it to Chess.com.
It ran a news item on its site, which elicited many comments, mostly supportive.
Hikaru then posted his own video commentary, also supporting my analysis. But meanwhile, Kramnik posted a 29-minute video criticizing my research.
Kramnik did include some substantive points, so I wrote an addendum to my report to address his concerns and show that they would not effect the conclusion. I also converted my report into a formal paper, which I submitted to a research journal.
I then got busy with my teaching duties and put the chess controversies
out of my mind until I received a response in December. It consisted of three referee reports and editor comments, with detailed comments totalling six single-spaced pages.
I also then discovered that Kramnik had posted a second 59-minute video critiquing my addendum and raising additional points, too.
I addressed Kramnik’s and the referees’ additional points while revising my article for publication. My paper was finally published in the Harvard Data Science Review.
I was glad to have my findings published in a prestigious statistics journal, thus giving them a formal stamp of approval. And perhaps, at long last, to settle this particular champion-level chess controversy.

WUHAN, July 9 (Xinhua) — The Wuhan-Moscow-Wuhan direct flight will officially resume on Sept. 9, the branch of China Southern Airlines in central China’s Hubei Province said Wednesday.
Flights between Wuhan, the capital of Hubei, and the Russian capital will reportedly be operated by wide-body Airbus A350-900 passenger aircraft on Tuesdays and Sundays.
The aircraft will depart from Wuhan Airport at 15:10 Beijing time and arrive at Moscow Sheremetyevo International Airport at 19:15 local time, and depart in the opposite direction from Moscow at 21:15 local time, arriving in Wuhan at 10:30 the following day Beijing time. The one-way flight will take approximately 8 hours.

XINING, July 9 (Xinhua) — Zhao Leji, chairman of the Standing Committee of the National People’s Congress (NPC), has called on lawmakers to ensure good performance of their legislative, oversight and parliamentary duties, thereby contributing to the successful completion of the 14th Five-Year Plan (2021-2025).
Zhao Leji, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks during an inspection tour of northwest China’s Qinghai Province from Sunday to Tuesday.
During his visit to Xining and Haidong, Zhao Leji visited legislators’ workplaces, enterprises and rural areas, talking with legislators and local residents to solicit their opinions and advice on promoting high-quality development of legislative work.
Stressing the importance of maintaining the Party’s comprehensive leadership, Zhao Leji called on the legislative organs to comprehensively implement the major principles and policies as well as the important decisions and plans of the Party in their legislative work.
He called on legislatures at various levels in Qinghai to focus on more effectively protecting the ecological environment in the province in the spirit of the rule of law, especially when it comes to protecting the ecology in the Sanjiangyuan area, which is known as the “water tower of China” and is home to the headwaters of the Yangtze, Yellow River and Lancang, China’s three largest rivers.
Stressing the need to uphold a people-centered stance and consciously put the people’s democracy of the whole process into practice, Zhao Leji called on legislators to conduct in-depth research and actively solicit opinions and suggestions from all sectors.
He stressed that deputies must strictly fulfill their duties in accordance with the Constitution and other laws, stressing the need to strengthen the NPC’s oversight work by fully implementing the revised Oversight Law.
Zhao Leji also called for strengthening the work of improving the people’s congresses and strictly implementing the eight guidelines issued by the CPC Central Committee to improve the behavior style of party cadres and civil servants. The 15th anniversary industrial exhibition INNOPROM continues its work in Yekaterinburg. Today the pavilions opened their doors to all categories of visitors, and the flow of guests has noticeably increased. The trend of this year’s exhibition is the demonstration of advanced developments that have already proven their effectiveness in real production conditions.
The delegation of the Polytechnic University takes part in key events of the business program, where current issues of industrial development, innovative technologies and scientific and technical cooperation are discussed.
Thus, at the Polytechnic stand, a cooperation agreement was signed between the Federal State Autonomous Institution “Digital Industrial Technologies” and Peter the Great St. Petersburg Polytechnic University.
The document, which envisages cooperation between the parties in order to implement joint expert and analytical activities aimed at highlighting the results and stimulating the development and effective application of advanced digital and production technologies, artificial intelligence technologies in industrial sectors of the Russian Federation economy, was signed by the director of the organization Eduard Shantayev and the chief designer for the key scientific and technological development area of SPbPU “System Digital Engineering”, director of the Advanced Engineering School of SPbPU “Digital Engineering” Alexey Borovkov.
Alexey Borovkov also took part in the events of the INNOPROM business program, including the session “Fast. Complex. Precise. How additive technologies accelerate industrial development.” The participants discussed the prospects for industry growth due to increased demand for additive technologies and materials, tools for interaction between business, science and the state, as well as successful cases of implementing such technologies in industry.
During his speech, Alexey Ivanovich spoke about a world-class project carried out in the interests of the Fuel Division of the Rosatom State Corporation – the development of a digital twin of a VVER-1000 fuel assembly (FA) with an anti-debris filter and mixing grids.
The optimized design of the anti-debris filter and the geometry of the mixing grids of the fuel assembly was developed in six months and, in contrast to the original product, is 10 times more efficient, the speaker emphasized.
Alexey Borovkov also presented the developments of the Polymer Composite Materials laboratory of the Advanced Engineering School of SPbPU “Digital Engineering”, including demonstrators of overprinting and induction welding technologies for thermoplastic composite materials, as well as automated laying out of thermoplastic unidirectional prepregs.
According to Alexey Borovkov, overprinting technology is ideal for working with engineering polymers due to the absence of a number of technological limitations and is of great interest for integration into large technological chains: laying out – stamping – printing.
An award ceremony was held at the Polytechnic stand. For his great contribution to the development of Peter the Great St. Petersburg Polytechnic University, the General Director of the Union of Defense Industry Enterprises of the Sverdlovsk Region Vladimir Shchelokov received the “For Merits” badge of distinction. The honorary award was presented to him by the Scientific Secretary of SPbPU Dmitry Karpov.
SPbPU is an active member of the Union. The University improves the quality of personnel training in the military-industrial complex, as well as in the field of scientific research and educational services. The Union participates in the implementation of federal target programs and technology platforms to achieve leadership in the leading high-tech sectors of the economy: aviation and engine building, rocket and space industry, nuclear power complex, shipbuilding, electronic and radio-electronic industry and others. The Union includes more than 100 enterprises and organizations.

This year, INNOPROM pays special attention to machines, units, machine tools and robotic systems that are actively used in various industries today. The technological potential of SPbPU is presented at a separate stand. Here, visitors can get acquainted with innovative developments that have undergone practical testing and are ready for implementation in industrial production.
At the exhibition, a team from the Laboratory of Light Materials and Structures (LLMS) of IMMiT demonstrated electric arc 3D printing. Right before the eyes of the audience, a “Laval nozzle” was created – a gas channel of a special profile designed to accelerate the gas flow to supersonic speeds.
The printing technology is based on melting metal wire using an electric arc. This approach allows for high-speed production of products: up to 2.2 kg/h for aluminum alloys and up to 6 kg/h for steel. The key advantage is the absence of restrictions on the shape of the part: the manipulator easily moves along the rail system and follows the growth of the product, which allows for the implementation of the concept of an open production cell.
The laboratory carries out a full cycle of implementation of additive technologies – design and launch of 3D printing installations, personnel training, technical support and production support.
Mikhail Kuznetsov, Head of the Laser and Additive Technologies Research Laboratory at the Institute of Metallurgy and Metallurgy at St. Petersburg Polytechnic University, spoke about the laboratory’s work at INNOPROM: At the exhibition, we presented the “Nomad” laser cladding complex, samples made using laser welding and additive technologies. Of particular interest are the hip joint cups. The samples were made as part of R&D in close cooperation with the Armalit JSC company with the participation of the Vreden Institute of Traumatology and are evidence of how modern solutions can effectively work to address the challenges of import substitution and technological sovereignty of the country. We held a number of productive meetings with industry representatives and engineering centers from different regions of Russia. It is especially valuable that enterprises from a wide variety of industries, from aircraft manufacturing to medicine, are interested in our technologies. This indicates a high degree of versatility and applied significance of our solutions.
The Polytechnic University was also represented in the international agenda of the forum. Candidate of Technical Sciences, Associate Professor of the Higher School of Computer Technology and Information Systems of Peter the Great St. Petersburg Polytechnic University, Leading Researcher of the Gazpromneft-Polytech Scientific and Educational Center, Analyst in the project “Automation of Seismic Data Processing Using Artificial Neural Networks” Sergey Khlopin took part in the round table “Russian-Chinese Scientific and Technical Cooperation in the Field of Development and Implementation of High Technologies”. As part of the session “Projects and Technologies in the Field of Intellectual Production”, he made a report “Current Models for the Implementation of Digital Technological Projects in the Field of Geological Exploration”. Sergey Khlopin, commenting on the results of his speech, noted: This year, INNOPROM-2025 became a platform for demonstrating the start of the work process of Gazpromneft-Polytech REC specialists in the field of AI application for geological exploration. One of the key tasks that the models being created will be aimed at solving in the future is the labor-intensive manual processing of seismic information. In tests, the model shows accuracy comparable to classical methods on linear data, but significantly exceeds them in cases with nonlinear dependencies, which are more common in practice. However, the project has just started, so the team faces various difficulties during development. Neural networks do not always give the correct result. We are solving the problem of the relevance of the data received.
Since 2018, Polytech has implemented more than 20 contracts for research and development work with 12 of the largest industrial and research companies in China. The most active cooperation is in the field of telecommunications and IT technologies, aviation industry, automotive industry and new materials. During the discussion of the interaction of the Gazpromneft-Polytech REC with an industrial partner, Sergey Khlopin demonstrated the successful experience of implementing a scientific project aimed at the practical application of the results of industrial operation. He also emphasized the importance of further developing cooperation and expressed confidence in the formation of reliable partnerships with representatives of the PRC in an alliance with an industrial partner.
