    Today, the Board of Directors of Agillic A/S (“Agillic” or the “Company”) has exercised its authority to issue a total of 473,859 warrants in accordance with section 3.10 and 3.12 of the articles of association. Out of the total number of issued warrants, 348,859 warrants are issued as part of a 1-year performance-based programme, and 125,000 warrants are issued as part of a 4-year programme.

    The warrant programmes are an essential part of creating incentives for the management of Agillic to reach the financial targets of the Company and to create value for the shareholders.

    1-year warrant-programme

    The 348,859 warrants issued under the 1-year warrant-programme are granted to CEO Christian Samsø, CFO Jack Sørensen and 4 other key employees of the Company.

    Each warrant entitles the holder to subscribe for one share of nominal DKK 0.10 in the Company at a strike price of DKK 9.40.

    The warrants will vest subject to the Company’s achievement of financial performance targets for the financial year 2025 and upon approval of the annual report for 2025 at the annual general meeting.

    The warrants include conditions on accelerated vesting in case of an exit event, e.g. a takeover, merger or sale of assets. The warrants can be exercised upon final vesting of all warrants on the date of the annual general meeting in 2026 and can take place in periods of 14 days starting the day after the publication of the Company’s financial reports. The warrants shall be exercised no later than 36 months after the final vesting.

    The theoretical market value of one warrant on a diluted basis is calculated to DKK 2.19 using the Black-Scholes model. The key assumptions for the calculation are a share price of DKK 9.40, volatility of 46.78%, and a risk-free interest rate of 2.13%.

    4-year warrant-programme

    The 125,000 warrants issued under the 4-year warrant-programme are granted to CEO Christian Samsø and CFO Jack Sørensen

    Each warrant entitles the holder to subscribe for one share of nominal DKK 0.10 in the Company at a strike price of DKK 9.40.

    The warrants will vest over a 4-year period. The first part, equivalent to 10% of the total number of warrants, will vest 12 months following the of grant. Subsequently, the remaining part of the warrants will vest in three instalments as follows: 20% after 24 months, 30% after 36 months and 40% after 48 months.

    The warrants include conditions for the board of directors to decide on accelerated vesting, e.g. in connection with a takeover, merger or similar. The warrants can be exercised upon final vesting of all warrants on and can take place in periods of 14 days starting the day after the publication of the Company’s financial reports. The warrants shall be exercised no later than 12 months after the final vesting.

    The theoretical market value of one warrant on a diluted basis is calculated to DKK 4.06 using the Black-Scholes model. The key assumptions for the calculation are a share price of DKK 9.40, volatility of 47.45%, and a risk-free interest rate of 2.15%.

  • MIL-OSI Global: What autistic people think should be prioritised in education for autistic learners

    The education of autistic children and young people in western societies has been heavily influenced by a medicalised understanding of autism. This means considering autism as a disorder, with a focus on correcting autistic people’s perceived lacks, rather than building on their strengths.

    Autistic learners’ strengths, interests, preferences, goals and values were typically sidelined. Making the learner appear less autistic was the main focus.

    This included increasing eye contact and building neurotypical social skills. It involved attempting to reduce stimming: self-stimulatory behaviour, which can include chewing on objects, fidgeting, watching moving objects, and making repetitive sounds.

    However, the neurodiversity movement – a social advocacy movement that promotes the idea that neurological differences are an expected and normal part of human variation – has challenged these assumptions. Instead of the autistic learner being viewed as disabled, it suggests the educational environment can be disabling for the autistic learner.

    This contrasts with the past when school norms typically did not support the strengths and needs of autistic learners. These children were expected to fit in.

    What autistic people want

    The autistic voice has been largely missing from educational research and policymaking. My research study with colleagues, co-produced with autistic researchers, set out to change this. We wanted to identify the educational priorities of adult members of the autistic community, as well as teachers supporting autistic learners, in the Republic of Ireland and Northern Ireland.

    We did this by carrying out a survey comprising 34 autistic adults with no role in education (non-educators), ten autistic educators, and 65 non-autistic educators who supported autistic learners. We asked them about priority goals to be included in individual education plans for autistic learners.

    The individual education plan is the foundation of inclusive and special education in many countries. It serves as an educational map that charts the learner’s current level of performance and their annual goals. It lays out the steps and resources needed to reach these goals.

    In countries such as Finland, the US and UK, an individual learning plan is legally mandated for all learners who make use of special education services. However, this is not the case in the Republic of Ireland. Provisions were made in the 2004 Education for Persons with Special Education Needs Act. Over 20 years later, though, individual education plans are still not compulsory, regulated or assessed in the Republic of Ireland.

    This lack of oversight has occurred against the backdrop of a 600% increase in special classes in the Republic of Ireland from 2013 to 2023. Autism classes accounted for 89% of these – 2,466 classes out of a total of 2,754.

    Before carrying out the survey, we expected very little overlap in the goal priorities of autistic respondents and non-autistic respondents. We were wrong. Our findings clearly showed significant overlap in the priorities across the groups.

    Our survey respondents prioritised goals that promote autonomy, social inclusion and communication. They saw these goals as contributing positively to autistic wellbeing.

    On the other hand, academic goals did not feature as a priority for the vast majority of respondents. Academic goals include reading comprehension, writing skills, critical thinking, time management, problem solving and maths skills.

    It could be argued that this does a disservice to the educational potential of autistic learners. However, while academic goals are important, wellbeing must come first. Without a strong foundation of physical and mental health, meaningful academic success is difficult to achieve.

    Finally, all groups actively discouraged educational goals that focused on improving eye contact and reducing stimming. The overriding consensus was that a focus on changing these aspects of behaviour is detrimental to a learner’s ability to work towards meaningful and functional educational goals including independence, wellbeing and social inclusion.

    Prioritising wellbeing

    There is growing support for prioritising wellbeing, communication, socialisation and daily living skills over more academic goals. However, teachers may not be equipped to design, teach and monitor goals that align with these priorities of the autistic community.

    Teachers in a UK study cited several barriers to supporting autistic learners in their classrooms. Their greatest frustration came from having limited access to autism-specific knowledge and expertise during their initial teacher training.

    Similar frustrations were also reported among Irish teachers. Many teachers in the study thought a specialised qualification should be compulsory for those teaching in autism classes.

    However, autism prevalence rates are on the rise, and there is an international trend towards inclusive education – educating children with special educational needs in mainstream classrooms. This means there is a growing likelihood that teachers will find themselves supporting autistic learners.

    Research shows that teachers’ attitudes, knowledge and skills towards inclusion are improved if they can go on placements during their training to schools that emphasise a culture of inclusion.

    Partnerships between universities and schools could be an important way to make this happen. This could help empower student teachers to go on to design and support effective individual education plans for their autistic learners.

    However, without a legal mandate for individual education plans in the Republic of Ireland, initial teacher education and teacher professional development programmes will continue to struggle to effectively prepare teachers for this part of their role.

    Siili Solutions Plc’s Annual General Meeting of shareholders was held today 8 April 2025 at 2 p.m. EEST at the address Töölönahdenkatu 2, Helsinki Finland in event venue Eliel, Sanomatalo.

    Adoption of the financial statements and discharge of liability 
    The Annual General Meeting adopted the financial statements for the year 2024 including the consolidated staements and discharged the members of the board of directors and the CEO from liability.

    Dividend
    The General Meeting resolved that, based on the adopted balance sheet for the financial period 2024, a dividend of EUR 0.18 per share will be paid from the Company’s distributable funds, i.e., approximately EUR 1.46 million in total, and that the rest of the distributable funds be retained in equity.

    The dividend will be paid to shareholders who on the dividend record date 10 April 2025 are registered in the Company’s shareholders’ register held by Euroclear Finland Oy. In accordance with the proposal, the dividend will be paid on 17 April 2025.

    Remuneration report 
    The General Meeting adopted the remuneration report of the governing bodies.

    Board composition, remuneration of the board of directors, auditor and remuneration of the auditor
    It was confirmed that the number of members of the Board of Directors to be elected is five (5). The General Meeting resolved, according to the proposal of the Shareholders’ Nomination Board, to re-elect the current members of the Board of Directors Harry Brade, Jesse Maula, Henna Mäkinen and Katarina Cantell. Sebastian Nyström was elected as new member to the Board of Directors.

    In accordance with the Shareholders’ Nomination Board, the General Meeting resolved to keep the Board remuneration unchanged and as follows: The Chair of the Board is paid EUR 3,850 per month, the Deputy Chair EUR 2,500 per month and the Chair of the Audit Committee EUR 2,500 per month and other members EUR 2,000 per month. The Chairs of the Board of Directors’ Committees are paid EUR 200 per month for their work on the Committee, in addition to which all Committee members are paid a meeting fee of EUR 300 per meeting. In addition, the members of the Board of Directors receive compensation for travel expenses in line with the Company’s travel policy.

    Audit firm KPMG Oy Ab was re-elected as the Company’s auditor and assurer of Company’s sustainability reporting for the following term of office. APA, ASA Leenakaisa Winberg will continue as the responsible auditor and Sustainability auditor.

    In accordance with the proposal of the Audit Committee, the General Meeting resolved that the auditor and sustainability assurer of the Company be paid remuneration in accordance with the auditor’s reasonable invoice.

    Board authorizations
    The General Meeting authorised the Board of Directors to resolve on the repurchase and/or acceptance as pledge of the Company’s own shares under the following terms:
    Using the Company’s unrestricted equity, a maximum of 814,000 shares may be repurchased and/or accepted as pledge in one or more tranches, which corresponds to approximately 10% of all shares in the Company.

    The shares will be repurchased in trading on Nasdaq Helsinki Oy’s regulated market at a price formed in public trading on the date of repurchase. The Company’s own shares shall be repurchased to be used for carrying out acquisitions or implementing other arrangements related to the Company’s business, for optimising the Company’s capital structure, for implementing the Company’s incentive scheme or otherwise to be transferred further or cancelled.

    Own shares can be repurchased otherwise than in proportion to the shareholdings of the shareholders (directed repurchase). The share purchase will decrease the Company’s distributable unrestricted equity. The Board of Directors resolves on all other terms and conditions for the repurchase and/or acceptance as pledge of the Company’s own shares.

    The authorisation remains in force until the end of the next Annual General Meeting, however no later than until 30 June 2026. The authorisation revokes earlier unused authorisations to resolve on the repurchase and/or acceptance as pledge of the Company’s own shares.

    Further, the General Meeting authorized the Board of Directors to resolve on the issuance of shares and the issuance of special rights entitling to shares within the meaning of chapter 10, section 1 of the Finnish Limited Liability Companies Act in one or more tranches either against consideration or free of consideration. 

    The number of shares to be issued, including shares received on the basis of the special rights shall not exceed a maximum of 814,000 shares, which corresponds to approximately 10% of all shares in the Company. The Board of Directors may resolve either to issue new shares or to transfer treasury shares held by the Company. The total maximum number of shares to be issued for the purpose of share-based incentive schemes is 162,800 shares, which corresponds to approximately 2.0% of all the shares in the Company. The maximum number of shares intended for the incentive schemes is included in the maximum number of the issuance authorisation referred to above.

    The authorisation entitles the Board of Directors to resolve on all terms of the share issue and the issuance of special rights entitling to shares, including the right to deviate from the shareholders’ pre-emptive subscription right (directed issue). The authorisation may be used to strengthen the Company’s balance sheet and financial position, to pay purchase prices for acquisitions, in share-based incentive schemes or for other purposes resolved by the Board of Directors.

    The authorisation remains in force until the end of the next Annual General Meeting, however no later than until 30 June 2026. The authorisation revokes earlier authorisations concerning share issues and the issuance other special rights entitling to shares.

    Constitutive meeting of the Board of Directors
    In its constitutive meeting held after the General Meeting, the Board of Directors elected Harry Brade as its Chair and Jesse Maula as its Vice Chair.

    The Board of Directors also appointed the members to its committees. Henna Mäkinen, Jesse Maula, Katarina Cantell and Sebastian Nyström were elected to the Audit Committee. Henna Mäkinen was elected as the Chair of the Audit Committee. Harry Brade, Katarina Cantell and Jesse Maula were elected as the members of the HR committee. Harry Brade was elected as the Chair of the HR Committee.

    All members eleccted to the Board of Directors are considered independent of the Company. All members of the Board of Directors, apart from Harry Brade, are considered independent of the significant shareholders of the Company.     Royal Navy aircraft carrier in final preparation to lead multinational deployment to Mediterranean and Indo-Pacific

    Nearly 4,000 British personnel will support the deployment, which will deliver trade events in Singapore, Japan, and India, promoting Britain’s world-leading industry

    Final preparations are underway for a multinational deployment, led by the Royal Navy flagship HMS Prince of Wales, reaffirming the UK’s commitment to the security of the Mediterranean and Indo-Pacific, while providing an opportunity to promote British trade and industry.

    Aircraft carrier HMS Prince of Wales is scheduled to sail from Portsmouth on 22 April, where it will proceed to join a formation of warships, supply ships, and aircraft off the coast of Cornwall, before departing for the Mediterranean where it will conduct exercises to reinforce European security.

    Around 2,500 personnel from the Royal Navy and 592 from the Royal Air Force will be involved in the eight-month deployment, which will see the group sail through the Indian Ocean to conduct exercises and port visits with partners including the US, India, Singapore, and Malaysia. They will be joined by around 900 personnel from the British Army for exercises during the deployment.

    The deployment, named Operation Highmast, provides an opportunity for the UK’s Armed Forces to conduct a major global deployment and a chance to exercise complex operations alongside partners and allies in the region, with 12 other nations supporting the deployment with ships or personnel.

    The Indo-Pacific is a critical region for UK trade, with imports and exports in the region worth billions of pounds for the UK economy, and the deployment will provide a chance for UK companies to take part in trade events during port visits.

    Trade between the UK and Indo-Pacific accounted for 17% of total trade between the UK and all trading partners in the 12 months to September 2024, with the total amount traded in goods and services between the UK and Indo-Pacific standing at £286 billion in the same period.

    As the biggest class of ship in the Royal Navy, the flight decks of HMS Prince of Wales and her sister ship are roughly the size of three football pitches and defended by advanced weapons. A maritime strike force of this size is composed of multiple types of ship, frigates, destroyers, submarines, and supply ships to support logistics.

    After its compliment of up to 24 Royal Air Force F-35B Lighting fighter jets is embarked on board HMS Prince of Wales, and the departure for the Mediterranean, the group will initially be placed under NATO command as it joins Exercise Neptune Strike – testing the Alliance’s ability to use high-end maritime strike capabilities, including multiple aircraft carrier and amphibious strike groups.

    The group will transit though the Indian Ocean, conducting exercises and port visits with partners including the US, India, Singapore and Malaysia, before joining 19 partner nations for Exercise Talisman Sabre near Australia, and then training alongside the Japanese Self Defence Forces and conducting a port visit to India.

  • MIL-OSI United Nations: We must get disability-inclusive disaster risk reduction right — here are 5 ways to deliver results

    We’ve done well in raising the profile of disability-inclusive disaster risk reduction — now it’s time to deliver results on the ground.

    As Sendai implementation picks up pace, I suggest five areas that could offer lasting wins for persons with disabilities – a group that comprises 15% of the global population.

    In early April 2025, I had the privilege of attending the Global Disability Summit in Berlin, which was hosted by the Governments of Germany and Jordan. Held at Station Berlin, at historic Potsdamer Platz, the event brought together more than 4,000 participants from across the world to explore how we can put persons with disability at the heart of every aspect of human life, to ensure that they are fully included in our collective flourishing.

    The atmosphere was truly inspiring, charged with hope, optimism and a palpable “can do” attitude. The phrase, “nothing about us, without us” rang out clearly as a powerful, heartfelt dictum. I was particularly glad to see disaster risk reduction (DRR) featuring prominently at the Summit.

    While the global, national, and local discourse on the topic has come a long way, specific on-the-ground actions still need to catch up. As one speaker said during the Opening Ceremony, we need to cultivate a sense of “radical curiosity about the experiences of persons with disability.”

    We’ve seen in several recent disasters that mortality and morbidity rates among persons with disability have been several times higher than the general populace – a reminder of the urgent work ahead. In the remaining five years of the Sendai Framework, if we pursue the following five strands with urgency, we will show the concrete results that we need:

    1. Embed disability inclusion in DRR plans and strategies

    A decade into the Sendai Framework’s implementation, the most progress has been on Target E – plans and strategies for disaster risk reduction. Yet many of these still fall short of addressing the specific needs and capacities of persons with disabilities.

    These strategies must be informed not only by data and evidence – such as census information on persons with different types of physical and intellectual disabilities – but also by the lived experience of persons with disabilities themselves. To make this happen we need to build an institutional culture that is responsive to specific individual needs, especially those of the most vulnerable people.

    2. Gather data on disaster impacts on persons with disabilities

    The Sendai Monitor calls for disaster loss data that is disaggregated by gender, age, and disabilities. However, only a few dozen countries presently collect and report such data for persons with disabilities. In some data-scarce contexts, this may be a challenging task – especially when the baseline data on persons with disabilities don’t exist.

    However, we must start somewhere. If we begin collecting data on disaster impacts on persons with disabilities now, in a few years this will throw up rich insights that can help us refine our strategies for persons with disabilities.

    3. Move from policies and guidelines to specific actions:

    In recent years, several countries – and sub-national bodies – have developed and adopted policies and guidelines for disability-inclusive disaster risk reduction – a close-to-home example (for me) is India, with guidelines at the national level and the sub-national level(Kerala State as one instance).

    What specific actions flow from these instruments? In the context of early warning systems, we’ve seen examples of standard operating procedures developed to ensure a suite of disability inclusive actions – from accessible warning and inclusive evacuation plans to suitable evacuation infrastructure. However, such concrete actions should also extend to address comprehensive disaster risk reduction efforts.

    Let’s take flood risk management as an example: if a community has to relocate away from a flood-prone settlement, how can it ensure that the new location is suitable for persons with disabilities? Or if houses are being retrofitted and being raised on stilts, how can these meet the needs of persons with disabilities? Similarly, what does it mean for persons with disabilities to “build back better” after disasters? We need to stretch our imagination of risk reduction to turn policies and guidelines into concrete inclusive actions.

    4. Extend access to assistive technologies

    The last decade has seen great progress in assistive technologies for persons with disabilities. Rapid advances in fields such as AI, neurosciences, and synthetic biology promise an even brighter future. But access to these technologies is highly unequal – between men and women, between developing and developed countries, between rural and urban areas, and so on.

    Governments must take a proactive policy stance to address these inequalities. Could disability-disaggregated census data be used to incentivize both public and private sector investments in developing assistive technologies that are cost-efficient and affordable?

    5. Ask: is it really working?

    And finally, we must find smarter ways to asses our impact. A good start would be for every post-disaster “after action review” to include this key question for persons with disabilities: “Did the systems work for you?”


    At UNDRR, we have made disability-inclusive DRR a priority. In my recent missions to Australia, Finland, Fiji and Germany, I was struck by deep commitment to this cause – and a rising sense of urgency – from governments. In Berlin, I had rich discussions with ministers from Italy and Scotland – both are serious about making real changes in their countries.

    UNDRR has endorsed the Amman-Berlin Declaration, the fruit of the Global Disability Summit. This declaration calls for all international development programmes to be inclusive of and accessible to persons with disabilities, and for at least 15% of country-level development programmes to explicitly pursue disability inclusion as an objective: “15 percent for the 15 percent.”

    We are making steady progress on disability inclusion in disaster risk reduction. With accelerated action and wider mobilization, transformational change is within reach!

    UK and others announce that the recipient of the 2025 Democracy Defenders Award is the Georgian Young Lawyers’ Association.

    The Democracy Defenders Award recognises the contribution civil society makes to promoting democracy in the OSCE region. The Georgian Young Lawyers’ Association (GYLA) has been tireless in its efforts to protect democracy, human rights, the rule of law, and due process for Georgians since 1994.

    On behalf of the delegations of Canada, Denmark, Montenegro, the Netherlands, Sweden, Switzerland, the United Kingdom, and the United States of America, I would like to inform the Permanent Council of the following matter. 

    In 2016, the Democracy Defender Award was established to recognize the enormous contribution civil society makes to defending and promoting democracy in the OSCE region.  The Award honours outstanding contributions to upholding the principles of the Helsinki Final Act. 

    In keeping with this tradition, and as we mark 50 years since the signing of the Helsinki Final Act, we are pleased to announce that the recipient of the 2025 Award is the Georgian Young Lawyers’ Association. 

    The Georgian Young Lawyers’ Association (GYLA) has been tireless in its efforts to protect democracy, human rights, the rule of law, and due process for Georgians since 1994 and is one of the largest and most respected human rights organizations in Georgia.

    LCSD’s “Hong Kong Artists” Series to present cross-genre arts performance “Soundscape Impressions” in May       
         The first half of the programme opens with Debussy’s “Sonata in G minor, L. 140” and Saint-Saëns’s “Suite for Cello and Piano, Op.16”, paired with the paintings of small animals and natural scenery of the four seasons respectively to highlight the resonance between music and painting. It is followed by Ravel’s piano four-hand work “‘Ma Mère l’Oye’ (The Mother Goose) Suite”, inviting audiences into a whimsical fairytale world through the interplay of melodies and painting images. The second half features Ravel’s “Piano Trio in A minor” accompanied by paintings depicting the Hong Kong cityscape, which further explores the boundless possibilities of cross-genre artistic inspiration. This fusion also allows audiences to appreciate and interpret classical music and paintings from multiple perspectives.
          
         Lee is currently the Honorary Artist-in-Residence of the Education University of Hong Kong and a tutor at the Hong Kong Academy for Performing Arts (HKAPA) and the Hong Kong Baptist University (HKBU). Lee has performed worldwide in solo recitals and with numerous renowned orchestras, such as Warsaw Philharmonic Orchestra, China Philharmonic Orchestra, the Israel Philharmonic Orchestra and Hong Kong Philharmonic Orchestra, among others. She has appeared in major festivals, including the Duszniki Festival Poland, Musicus Fest in Espoo, Finland and Shanghai New Music Week.
          
         Fu currently engages in painting and art education. He is a tutor in watercolour painting courses at the School of Continuing and Professional Studies of the Chinese University of Hong Kong. His works centre on everyday scenes of life and people and have been exhibited in more than 20 countries in Europe, America and Asia. He has also received numerous awards, including the Honorable Mention Award in the 2nd International Watercolor Society India Biennale in 2017, the Special Prize in the Poland International Watercolor Competition in 2019 and the Silver Award at the third Asia Pacific Art Biennial Exhibition the following year.
          
         Chan is a violinist sought after as a soloist and chamber player around the globe. He is a two-time Sylva Gelber Music Foundation Award recipient in Canada. In 2023, Chan won the Musicus Society’s Young Artist Audition and was selected to join the roster of Musicus Soloists Hong Kong.
          
         Poon now serves as the Artistic Director of the Hong Kong International Cello Association and teaches at the HKAPA and the HKBU. Poon’s performance engagements with various organisations have taken her to China, Thailand, Japan, Italy, France, Spain, and more, in addition to her regular concert appearances in Hong Kong. 
          
         Young pianist Wong has given solo recitals in the United States, Europe and Asia and has performed at venues, such as the National Concert Hall in Dublin and Carnegie Hall in New York. She is a prize winner in the 2022 Steinway Förderpreis Münster and gained first prizes in the Karlovac International Piano Competition, the Valletta International Piano Competition, and more.

    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. Taiwan and the UK are partners that share the values of freedom and democracy. In recent years, our bilateral relations have continued to deepen. With the efforts of Representative Bradley-Jones and our respective governments, I look forward to the expansion of dialogue and cooperation between Taiwan and the UK. This will further elevate our bilateral ties. Especially in the face of expanding authoritarianism, the UK is not only playing an important role in crafting a unified European response; it is also demonstrating staunch support for Taiwan through various channels. For example, joint statements released after the Australia-UK ministerial consultations, as well as the G7 foreign ministers’ meeting, underlined a high level of concern for peace and stability across the Taiwan Strait. The UK government has publicly expressed support for Taiwan’s international participation on multiple occasions. And last November, the UK House of Commons passed a motion clearly asserting that United Nations General Assembly Resolution 2758 does not mention Taiwan. These actions attest to the UK’s belief in supporting democracy and peace, and have further solidified our countries’ friendship. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety.     President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. Governor Dunleavy then delivered remarks, saying that their trip to visit friends in Taiwan has been fantastic, thanking President Lai for the invitation to meet, and thanking all the staff. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship. Governor Dunleavy said that he believes this trip is going to lay the groundwork for a fantastic future between Taiwan, Alaska, and the US, and that with President Lai’s support as well as the support of the US administration, we can work together to build even better relationships.

    President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. In closing, I look forward to seeing even greater achievements from Taiwan-US economic and trade cooperation. Thank you.     President Lai meets Arizona Governor Katie Hobbs  
    On the afternoon of March 18, President Lai Ching-te met with a delegation led by Arizona Governor Katie Hobbs. In remarks, President Lai said that Taiwan and Arizona enjoy close economic and trade relations, and expressed hope that through our joint efforts, Arizona will become a shining example for Taiwan-United States high-tech collaboration and the creation of non-red supply chains. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations. A translation of President Lai’s remarks follows: I warmly welcome you all to the Presidential Office. Governor Hobbs previously visited Taiwan after taking office in 2023. Her leading a delegation to Taiwan once again demonstrates Arizona’s continued friendship and the importance Arizona attaches to Taiwan. For this, I express my sincerest gratitude, and I welcome you again. In recent years, ties between Taiwan and Arizona have continued to expand and progress.     President Lai meets 2025 Yushan Forum participants
    On the afternoon of March 18, President Lai Ching-te met with participants in the 2025 Yushan Forum. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Those opportunities allowed Taiwan to share with the world our motivation for, and our work toward, safeguarding freedom and democracy. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI United Nations: Historic Danish public-private partnership with WFP expands home-grown school meals in East Africa

    COPENHAGEN  The United Nations World Food Programme (WFP) is extending its partnership with the Novo Nordisk Foundation, through a historic private-public sector collaboration that brings in the Danish Ministry of Foreign Affairs and the Grundfos Foundation, to expand home-grown school meals programme in Kenya, Rwanda, and Uganda.

    This partnership builds on WFP’s leading work on school meals globally to co-create a programme to deliver safe, nutritious, and locally sourced school meals, while also strengthening the climate resilience of smallholder farmers and promoting clean cooking solutions in schools. The partnership includes a strong focus on research and learning, leveraging expertise of the Novo Nordisk Foundation and the Grundfos Foundation.

    Running from January 2025 for three years, the initiative is backed by a historic USD 40 million in co-financing from the Danish Government and the two foundations – the first of its kind to WFP.

    Over the next three years, the initiative will reach 321,400 students in 375 schools across East Africa with nutritious home-grown meals. Around these schools, the partnership will build an ecosystem of support that ensures the long-term sustainability of the initiative. This includes establishing 1,300 school gardens, training 61,500 smallholder farmers in climate-smart food production and equipping schools with fuel-efficient cooking infrastructure.

    The partnership builds on an initial phase that ran from November 2022 to December 2024 in Rwanda and Uganda with an initial USD 4.1 million investment from the Novo Nordisk Foundation. This second phase expands on the effort to include schools in Kenya’s Turkana County and scale up coverage in Uganda and Rwanda.

    The home-grown school meals programme is a flagship WFP initiative that addresses some of the most pressing challenges facing both people and the planet: food insecurity and sustainable agricultural practices. The linking of school meal programmes to local agriculture creates stable markets for smallholder farmers, helps to foster job creation—particularly for women—and supports the transition to climate-smart agricultural techniques.

    It also supports the local governments’ national development agenda, aligning with broader momentum around the school meals in the region and globally through the School Meals Coalition, which WFP serves as the Secretariat.  In addition, water, sanitation and hygiene (WASH) facilities will be constructed or rehabilitated, cooks and school staff will receive training and public information campaigns will inform and educate the local communities. Government staff will also be trained to strengthen national capacity.

    This initiative underscores the commitment of WFP and its partners to fostering resilient food systems and ensuring that school meals provide not only essential nutrition but also long-term economic and environmental benefits. By connecting school meal procurement to local agriculture, the programme enhances food security, supports smallholder farmers, and strengthens local economies.

    Espoo, Finland – Nokia and Fibrus, a leading provider of broadband services across Northern Ireland and Cumbria, have signed a five-year agreement to deploy the Nokia Deepfield solution across its growing network following a successful trial. This partnership will enhance Fibrus’ ability to protect its network from cyber threats like DDoS attacks and manage the increasing demand for high-quality broadband services.

    As Fibrus expands its network, which has already connected over 100,000 customers and delivered connectivity to almost 400,000 premises, the Nokia Deepfield solution will provide critical network analytics capabilities, giving Fibrus greater insight into the nature of the traffic flowing through its infrastructure. This will allow Fibrus to optimize network resources, ensuring that customers continue to receive reliable, high-performance broadband.

    Konsolidator’s quarterly update – Q1 2025

    Konsolidator’s contracted ARR (CARR) increased by 11% (YoY) in the first quarter of 2025 compared to Q1 2024, reaching DKK 21.6m. Konsolidator came off to a strong start in its new strategy period 2025-2027, focusing on resilient growth. The most notable aspect of Q1 2025 was that the transition towards partner-driven sales was better than expected, as 50% of sales were through the partner channel. Other key initiatives include a data warehouse collaboration with KPMG to enhance financial reporting and data analytics, new partnerships to expand market reach, and a capital raise of DKK 2.2m in February 2025 and DKK 1.8m in further funding at a later point in 2025.

    During Q1 2025, the CARR increased by DKK 0.3m, signing 8 new customers but also saying goodbye to customers, mainly due to M&A and customers downsizing their activities. Churn remained at the same level as Q4 2024.

    At the beginning of the year, Konsolidator launched its third strategy since the IPO, “Resilient Growth”. The strategy prioritizes CARR growth through the partner channel and profitability through reduced Customer Acquisition Costs and higher average income per customer. In line with the strategy, Konsolidator delivered, particularly in the following fields in this quarter:

    • Partner channel: Welcomed 5 new partners in Spain and held 11 new meetings with potential partners in the rest of the World. More notably, 50% of Konsolidator’s new customers in Q1 2025 came from the partner channel.
    • Broader product offering: Commenced a data warehouse collaboration with KPMG, which was launched on April 1st.
    • Operational strengthening: The transition to a partner-driven sales organization continues, and we saw a 50% reduction in CAC/CARR in Q1-25 compared to Q1-24

    Zhao Leji, chairman of China’s National People’s Congress (NPC) Standing Committee, held talks with Jussi Halla-aho, speaker of the Finnish parliament, in Beijing on Monday, calling for the joint creation of a favorable and stable legal environment for practical cooperation.

    Noting that this year marks the 75th anniversary of diplomatic ties between China and Finland, Zhao said China stands ready to work with Finland to implement the important consensus reached between their heads of state to advance the future-oriented, new-type cooperative partnership between the two countries.

    China hopes that Finland will continue to uphold the one-China principle, understand and support China’s legitimate rights to safeguard its national sovereignty and territorial integrity, and consolidate the political foundation of mutual trust, he added.

    He said that China is deepening its comprehensive reforms and expanding its high-level opening-up, which will bring new opportunities for bilateral cooperation. He highlighted China’s willingness to deepen exchange between political parties, as well as exchange in the fields of culture and youth, to strengthen public support for bilateral relations.

    Scientists comment on the first baby being born from a womb transplant in the UK.

    Dr Nicola Williams, Wellcome Lecturer in Ethics of Human Reproduction, Lancaster University, said: 

    “Clinicians, lawyers and ethicists from the UK have long been involved in research surrounding this novel transplant, and it is encouraging to hear of the birth of a healthy baby following the UK’s first uterus transplant. While this is a key milestone in developing this treatment, there is still much work to do to ensure that all can benefit. Crucially, this includes establishing the long-term safety of the procedure for recipients, donors, and children born after uterus transplantation. Given the novelty of the procedure and its high costs (both physical and financial) for donors and recipients, careful consideration needs to be given to balancing the risks and benefits of this procedure, and teams worldwide must work together to ensure safety, efficacy and the adequate monitoring of long-term health outcomes for all involved.

     

    Dr Laura O’Donovan, Lecturer in Law, University of Sheffield, said:

    “This has been a long time in the making, and I’m so pleased for the recipient, her family and the clinical team. As the UK sees more of these transplants it will become increasingly important to discuss NHS funding priorities and access policies to ensure that the treatment is available as a real option for those with uterine factor infertility. For example, should uterus transplants be publicly funded, and who should be able to access them? – these are difficult decisions that NHS commissioners will need to make in the context of scarce resources and the current IVF postcode lottery, which has already resulted in unequal access to fertility treatment.

The transplanted womb will need to be removed once her family is complete. The ethical aspects are thoughtfully considered, including the risk to the living donor who also undergoes major pelvic surgery.

  • MIL-OSI: Rumble & Rebel News sue MP Saks & others for conspiring to violate free speech rights

    TORONTO, April 07, 2025 (GLOBE NEWSWIRE) — Rumble Canada, (NASDAQ: RUM), the high-growth video platform and cloud services provider, has joined Rebel News Network and its founder, Ezra Levant, in suing the government of Canada, Member of Canadian Parliament Ya’ara Saks, and other officials, for conspiring to deprive them of their constitutional right to free expression. The lawsuit, filed today in the Ontario Superior Court of Justice, alleges that the defendants unsuccessfully tried to block two lawful and peaceful public gatherings celebrating free speech in the Toronto area last year simply because they disagreed with the political points of view of the organizers and participants. The suit alleges that the officials tried to thwart the events, which included Donald J. Trump Jr. as a featured speaker, by imposing unreasonably high charges for security measures that were not needed and designed only to prevent the events from taking place. The plaintiffs are seeking reimbursement in the amount of $37,177.80 for the excessive security costs, $250,000 in punitive damages, and legal expenses, and have requested a trial in Toronto.  

    Specifically, the suit alleges that the defendants tried to scuttle the events, promoted as “Rumble Live” and “Rebel News Live” on May 10 & 11, 2024, by enforcing unjustifiable fees for security measures they knew were unnecessary and exorbitant. The gatherings were planned and held by the two companies after they entered into a lawful contract to rent a venue in North York, Ontario that typically hosts wedding receptions and other private events.

    Referencing internal communications, the complaint alleges that the defendants had been told by local police there was no indication of planned protests or threats of unrest or violence surrounding the gatherings, yet they still imposed outrageously high security charges—more than the cost of putting on the events themselves—in a failed attempt to derail the festivities. More emails make the case that officials worked on ways to shut down the celebrations based on the political beliefs of the people they expected to be involved.

    “If it happens on or near our property, we might attract an undesirable crowd,” wrote one official in an email to colleagues.

    “I am wondering if you think there is any language within the lease agreement that would permit us to stop this event from happening,” wrote another. “Based on my review, I don’t think there is, but I would appreciate your opinion.”

    Both “Rumble Live” and “Rebel News Live” were wildly successful and transpired without incident.

    “The Defendants knew that there was no way for them to lawfully prevent the Event from proceeding,” the lawsuit alleges. “Nonetheless, they sought to, and did, interfere with the contractual relationship between Rebel News and the [venue], successfully pressuring the venue to impose the Unwarranted Costs on the Plaintiffs, contrary to the Agreement. These actions constitute unlawful inducement of breach of contract, for which the Plaintiffs have suffered damages as a result of paying for expenses well-above the contracted rate set out in the Agreement.”

    Further, the rental agreement contained language that expressly protected the plaintiffs’ rights to free speech.

    “The [venue] Agrees to: uphold free speech principles and contractual obligations, irrespective of the event’s content or the public’s reaction to such content,” the rental agreement read. “The [venue] shall not cancel or postpone the event due to external pressures, including but not limited to public dissent, social media campaigns, safety concerns (other than those unrelated to the event), or politically motivated requests.”

    Indeed, a public statement from MP Saks revealed that she had political motivations for attempting to interfere, specifically identifying her adversary in an upcoming election and his relationship with Rebel News.

    “My conservative opponent, Roman Baber, has been platformed by and interacted with Rebel News at every opportunity,” she wrote on X on May 10, 2024. “Rebel News is clearly supporting Roman Baber.”

    This is not the first time that government officials have been accused of interfering with the plaintiffs’ constitutional rights. In 2023, Levant and Rebel News alleged that they had been blocked from viewing official government accounts on the social media platform X (formerly Twitter), depriving them of access to government information and the ability to engage in public discourse or represent their views as journalists and citizens. In January 2024 a federal judge issued a consent order that required the plaintiffs to be unblocked.

    Listed as defendants in this new lawsuit are MP Saks and several officials with Canada Lands Company Limited, which operates Downsview Park where the venue is located, and a representative of security services at CN Tower.

    Trade-related climate measures
    Members discussed two new proposals, namely the Republic of Korea’s communication titled “Key Considerations for Trade-related Climate Measures (TrCMs): Suggested approaches toward a sustainable future” and the submission of Djibouti, presented by Burkina Faso, on behalf of least developed countries (LDCs) on “Perspectives on LDC environment-friendly trade and trade-related climate challenges”.
    Members welcomed the two submissions, noting the need to collectively address regulatory fragmentation and trade disruptions arising from the increasing use of TrCMs. Many supported the Republic of Korea’s call to ensure that TrCMs are consistent, interoperable, flexible and transparent, while striking a balance between climate objectives and WTO trade rules.
    Recognizing the challenges that LDCs face in adapting to trade-related climate policies, members emphasized the importance of addressing their specific needs and ensuring fair, equitable trade. They called for stronger support in technology transfer, capacity building and other measures to enhance LDCs’ economic situation, trade and climate resilience.
    As a follow-up to thematic sessions on TrCMs and guiding questions from the Committee Chair (Ambassador Erwin Bollinger of Switzerland), members also engaged in a substantive discussion on the way forward in addressing TrCMs in the Committee.
    Technology transfer
    On 1 April, the Committee held its 5th thematic session on technology transfer. The co-coordinators, Ms. Chanikarn Dispadung of Thailand and Mr. Richard Tarasofsky of Canada, briefed members on the key takeaways from the session.
    They said the session addressed a wide spectrum of challenges and opportunities in environmental technology transfer, fostering experience-sharing among international organizations, member governments and the private sector. Speakers identified key barriers to technology transfer, including high costs and technical requirements; supply, demand and knowledge/IP gaps; and the need for adequate funding and innovative financing mechanisms.
    Other identified barriers included stakeholder engagement and trust; infrastructure; and market size for technology absorption.  Best practices and successful approaches were also highlighted. These included needs-based and locally tailored solutions; public-private partnerships; South-South collaboration; innovative financing mechanisms; and possibilities for integrating climate technology and governance frameworks.
    Delegates emphasized the importance of tailored solutions that adapt to local contexts, with enabling conditions like skilled labour, investment and regulatory frameworks. Concrete recommendations were made for WTO action, including coordination and knowledge-sharing with relevant international organizations, as well as more targeted technical assistance through existing frameworks such as Aid for Trade.
    The thematic session series, launched in November 2023 at the request of members, serves as a platform to deepen understanding of specific issues of interest through concrete case studies and practical experience sharing. Previous sessions have addressed topics such as the clean energy transition and trade-related climate measures.

    Transparency and information sharing
    As part of WTO “reform by doing”, the Committee followed up on a proposal from Barbados, Colombia, India, Grenada, Paraguay, Singapore, St. Kitts and Nevis, the United Kingdom and Uruguay to further improve “Administrative processes to enhance clarity and accessibility of information”.  
    Moreover, at the request of a group of members — Argentina, Australia, Brazil, Japan, India, Paraguay and the United States — the WTO Secretariat provided a briefing on its current and planned workstreams related to trade and environment, covering activities across various WTO divisions and with outside organizations. Members appreciated the detailed briefing provided. They reaffirmed the value of regular updates and suggested exploring ways to enhance two-way communication. Additionally, members continued discussions on improving other processes to ensure greater clarity and accessibility of information within the Committee and across committees.
    Additionally, the WTO Secretariat presented the 2023 update to the WTO Environmental Database.
    The Secretariat of the United Nations Framework Convention on Climate Change (UNFCC) presented outcomes from the 2024 Climate Change Conference (COP29) and outlined preliminary plans for COP30, scheduled for November 2025 in Brazil. The WTO Secretariat also provided an update on its initial preparations for COP30, noting that planning is still in the early stages.     Other
    Members were further briefed on developments regarding the Dialogue on Plastics Pollution and Environmentally Sustainable Plastics Trade (DPP) and the Trade and Environmental Sustainability Structured Discussions (TESSD).
    The European Union provided an update on its Green Deal, highlighting recent regulatory changes aimed at simplifying processes and reducing compliance burdens for businesses. Members welcomed the update and reiterated concerns about the trade impact of key measures, particularly the EU Deforestation Regulation and the Carbon Border Adjustment Mechanism.
    Parties to the Agreement on Climate Change, Trade, and Sustainability (ACCTS) — Costa Rica, Iceland, New Zealand and Switzerland — briefed the Committee on the key features (JOB/TE/93) of ACCTS as an innovative agreement on trade, climate change and environmental sustainability. Trade liberalization in environmental goods and services under the Agreement will be extended to all WTO members on a non-discriminatory basis.
    The UN Food and Agriculture Organization and the Organisation for Economic Co-operation and Development presented their latest work related to trade and the environment.
    Next meeting
    The next Committee meeting will take place during “WTO Trade and Environment Week,” scheduled for 30 June to 4 July 2025.

  • MIL-OSI United Nations: Ceasefire Monitoring ‘Can No Longer Be Just about Being Present’, Senior Official Tells Security Council, Noting New Capabilities for Real-Time Observation

    Ahead of the ministerial meeting on peacekeeping that will be held this May in Berlin, speakers in the Security Council today both urged the importance of technological advances to ceasefire monitoring and acknowledged that such efforts alone will not create the sustainable peace that the United Nations seeks to achieve in conflict zones around the world.

    Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, recalled that peacekeeping was originally conceived as a means to monitor a ceasefire or truce.  “The original mandate of UN peacekeepers was to provide impartial observation, meticulous reporting and confidence-building support for the political processes aimed at resolving conflicts peacefully,” he said.  Then — as now — effective ceasefire monitoring depends on strict adherence to the core peacekeeping principles of consent, impartiality and non-use of force to ensure that peacekeepers are always perceived as credible, unbiased observers who can accurately record and report incidents.

    However, spotlighting the “increasingly dynamic” nature of today’s operating environment, he stressed that ceasefire monitoring “can no longer be just about being present”.  Rather, it necessitates rapidly understanding — and acting on — what is happening on the ground.  To that end, technological advances offer the ability to increase impact by deploying monitoring capabilities beyond traditional demilitarized zones.  “Such capabilities allow us to observe vast and complex landscapes in real time, overcoming the limitations of older methods that relied primarily on physical presence,” he observed.

    Continuing, he reported that the Action for Peacekeeping-Plus digital transformation strategy is designed to enhance UN missions by providing better tools to swiftly detect violations, effectively coordinate responses and maintain the trust of communities served.  However, future monitoring efforts will have to address hazards that extend beyond traditional physical domains, including influence operations, cyberattacks and other hybrid threats.  He added:  “While peacekeeping can be an integral part of a ceasefire-monitoring regime, the success of any ceasefire remains the sole responsibility of the parties.”

    Next to brief the Council was Aroldo Lázaro Sáenz, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon (UNIFIL), who emphasized that monitoring the cessation of hostilities remains central to the Force’s mandate.  “This mission has taken on even greater importance following the hostilities of October 2023,” he stated, adding that a lasting ceasefire has long been hindered by differing interpretations of obligations under resolution 1701 (2006).  Achieving one, he noted, “may still take a long time”.

    Elaborating, he said this would potentially require an internal political process in Lebanon — particularly on sensitive issues, such as the military capabilities of Hizbullah and other non-State actors.  It would also demand a political track between Lebanon and Israel to resolve matters of sovereignty, territorial integrity and border demarcation.  Underlining the importance of Lebanon’s continued consent to the Force’s presence, he also voiced concern over growing disinformation and misinformation.  The Lebanese Government has a crucial role to play in fostering public understanding of UNIFIL’s role to prevent misperceptions, he stressed.

    Technology, he added, offers a valuable tool for modern peacekeeping.  For UNIFIL, it can enhance the safety and effectiveness of peacekeepers and address current surveillance gaps, such as detecting low-flying unmanned aerial vehicles or air strikes that evade radar.  Drones equipped with radar and cameras could help monitor wider areas for longer periods, providing real-time intelligence to troops on the ground and improving situational awareness, he observed.

    Ulisses de Mesquita Gomes, Force Commander of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), then provided an update on his operating environment.  MONUSCO possesses certain surveillance technologies — including unmanned aerial vehicles for aerial reconnaissance and ground-based radar systems for perimeter security — that have significantly reduced risks to Mission personnel and improved mandate delivery.  “These tools could equally be deployed towards ceasefire monitoring,” he said.

    He noted, however, that surveillance technology has also been used by armed groups, militia and criminal networks.  He reported:  “In recent months, we have observed the use of readily available drones for reconnaissance by armed groups and the exploitation of encrypted messaging apps for coordination and propaganda dissemination.”  To address this, MONUSCO has adapted its procurement and force-generation strategies to leverage the latest capabilities “within weeks and months, rather than years”, he said.

    Also underlining the importance of maintaining the long-term consent of host States and local populations, he said that MONUSCO and the Government of the Democratic Republic of the Congo have worked jointly to define the Mission’s priorities and objectives.  While the role of technology is important, he added that “the success of our Mission is not solely dependent on technology”.  He stressed:  “Effective ceasefire monitoring depends on the continued cooperation and consent of the host State and local populations.”

    In the ensuing discussion, many Council members pointed to the transformative potential of modern technology in the peacekeeping domain. The representative of Pakistan emphasized that advances in sensing technology — including drones and satellite imagery — can significantly enhance monitoring capabilities by providing “real-time, comprehensive situational awareness”.  Denmark’s representative said that enhancing peacekeepers’ capabilities — particularly through technology — would enable significantly greater coverage in operational areas often rendered inaccessible by adverse weather, challenging terrain or security risks.

    The representative of France, Council President for April, spoke in his national capacity to similarly state that missions must be equipped with modern technology to effectively implement their mandates. “They must have night-vision capabilities and the latest drone or fixed cameras,” he said, adding:  “This is not a secondary matter at all — it is very important because a force without the means is a diminished force.”

    For his part, Greece’s representative spotlighted the double-edged sword presented by advanced technology, a point echoed by others today.  On that, he observed that technology can be harnessed for peacekeeper training; logistical support; landmine detection, mapping and clearance; and tasks involving surveillance and monitoring.  Conversely, he said, “these technologies can also be misused to carry out malicious cyberattacks, to disseminate hate speech or to undermine populations’ trust in peacekeepers through disinformation campaigns”.

    The representative of Guyana, too, said that the proliferation of disinformation and misinformation can “exacerbate the gap between local perceptions and expectations about peacekeeping missions and the mission’s actual mandate and capabilities”.  She therefore urged the development of robust public-information strategies, spotlighting as an example the use of radio stations by certain missions to counter the spread of negative narratives.  The representative of the United Kingdom also voiced support for using technology to counter threats arising from misinformation and disinformation.

    In that vein, the representative of the United States rejected recent attacks on the credibility of UN peacekeeping missions — particularly those directed at MONUSCO by Rwandan officials and forces.  Such attacks undermine trust in ceasefire monitoring and “cast doubt on their impartiality”, he observed.  He added:  “The challenges we currently face in the Democratic Republic of the Congo and Lebanon underscore the necessity for UN peacekeeping to be more efficient, adaptable and focused on long-term solutions to achieve lasting peace.”

    “Combining technical tools with human expertise is essential for success,” stressed Slovenia’s representative.  She also underscored that effective, impartial and transparent monitoring — based on a clear and well-funded mandate — builds trust and maintains legitimacy.  As the UN explores the future of peacekeeping, the ability to support and monitor ceasefires must remain a core part of this endeavour.  She stressed, however, that “monitoring alone cannot bring peace”; without political solutions, “monitoring risks to become but a technical activity”.

    Others picked up this thread.  “The goal of ceasefire monitoring is to win time and space for political settlement,” said China’s representative, adding:  “Without a parallel political process, ceasefire monitoring may degenerate from a peace stabilizer to a conflict-freezing agent that will not help achieve the desired goal.”  The representative of Panama emphasized that peace operations must be complemented by a greater civil and political component.  Further, he stressed that this must be accompanied by investments in development, education, health, employment and economic reconstruction “in order to avoid relapses into social tensions that could rekindle conflicts”.

    Sierra Leone’s representative, noting the UN’s ability to create the space necessary for political processes to take root, joined others in spotlighting the importance of partnerships:  “Cooperation with host Governments is fundamental to building trust and achieving lasting peace.”  The representative of the Republic of Korea, similarly, pointed to host country consent in the context of technology:  “Closer coordination with host States, emphasizing the mutual benefits of these innovations, can help foster understanding and garner support.”  The representative of Somalia added:  “We emphasize strong collaboration with regional organizations, technological providers, academic institutions and civil society organizations.”

    Along these lines, the representative of the Russian Federation said that her country is prepared to discuss the possibility of including MONUSCO in the monitoring of an eventual ceasefire — so long as there is a request to this end from subregional organizations.  On UNIFIL, she observed that, if the Force was not present, “the Security Council, for example, would not have heard that — since the ceasefire — there have been 50 more shellings coming from Israel, rather than those coming from the north of the Blue Line”.

    Algeria’s representative, going further, recalled that the Council has often been briefed on flagrant violations of ceasefires by the missions tasked with monitoring them.  “However, the reporting of these violations is usually followed by a concerning inaction to hold the perpetrators accountable,” he said.  He added:  “This is clearly a matter of accountability — and without accountability, serious questions would naturally be raised about the credibility of mandated UN operations on the ground and about the credibility of this Council.”

  • MIL-OSI United Nations: 7 April 2025 Departmental update The multigenerational charge for women’s health and gender equality

    During the 69th Commission on the Status of Women (CSW69), held from 10–21 March 2025, countries from around the world reaffirmed their commitment to gender equality through a high-level political declaration. The declaration renewed the global commitment to women’s rights, acknowledged the setbacks and called for urgent, gender-responsive policy action, including the protection of the right to the highest attainable standard of physical and mental health across the life course.

    A major moment for this advocacy came on 10 March with the official WHO flagship side event, “No gender equality without women’s health”, co-sponsored by WHO, the United Kingdom of Great Britain and Northern Ireland, United Mexican States, UN Women and the World Economic Forum. The event drew a full house and highlighted a unified call for evidence-based approaches to address gaps in women’s health across the life course as a core component of advancing gender inequality and through health, particularly amid rising anti-rights rhetoric around the world.

    A call for holistic, life-course approaches

    The event emphasized that women’s health is not a niche concern, but a global issue that must be addressed across the life course. Without universal access to integrated care for all women, the goals associated with the key commitments of the Beijing Platform for Action will remain out of reach.

    Speakers pointed out that while women often live longer than men, they experience poorer health due to systemic barriers and lifelong disadvantage. Investing in women’s health is not only critical for gender equality but could also yield major economic gains, with national health systems potentially saving billions each year.

    Addressing data gaps

    Several speakers at the event emphasized that limited availability, analysis and use of disaggregated sex and gender data continues to hinder progress. The lack of such data contributes to underinvestment and misdiagnosis, in conditions that specifically, differently or disproportionately affect women and particularly in conditions that remain widely underrecognized, such as endometriosis. Closing this gap and ensuring women’s inclusion in clinical trials could not only improve health outcomes but also generate significant global economic savings, estimated at up to US$ 1 trillion annually.

    Young people at the forefront of change

    Lucy Fagan, WHO Youth Council member representing the UN Major Group for Children and Youth, offered a vital perspective on the role of youth in advancing gender equality and women’s health. “The Beijing agenda was created before many of us were born,” she said. “Progress is slowing, but youth are now part of the conversation. And we’re here to carry it forward.”

    Fagan highlighted that youth-led groups are not only active on the ground, but also resilient, continuing to drive momentum for issues such as sexual and reproductive health and rights (SRHR), gender-based violence (GBV) and mental health despite political pressures and reduced funding. As well as stressing the need for more data disaggregated by age and sex, she emphasized that “we’re driving the work forward from the ground up.” Lucy’s remarks served as a reminder that young people are essential actors in safeguarding progress from CSW through to Beijing+30, and that their voices are especially critical to countering rising anti-rights narratives, especially in digital spaces.

    Working towards more intersectional solutions

    Panellists emphasized the need for intersectional approaches that address systemic discrimination faced by marginalized groups: older women, women in detention, women with disabilities, those living in rural or indigenous communities and many others. It was also emphasized that women make up the majority of the global health workforce as well as taking 80% of health decisions at the household level, a massive yet underleveraged influence in shaping healthier societies.

    WHO’s engagement at CSW69 extended beyond this flagship event. Other sessions included:

    • Closing the gender nutrition gap: a key feminist approach to fight hunger and malnutrition, co-sponsored by Action contre la Faim, FHI360;
    • Digital solutions for gender equality and SRHR, which explored tech-driven innovations for advancing women’s health, co-sponsored by Norway, Colombia, UNFPA and WHO/HRP; 
    • Bridging the divide: men and boys as allies and agents of change, co-sponsored by MenEngage Alliance, UN Women, OHCHR, WHO, UNFPA, Government of Sweden, Government of Rwanda, Equimundo and others; and
    • From potential to progress: multisectoral approaches to empower adolescents, co-sponsored by UNICEF, WHO, FCDO, Plan International and BRAC. 

    These events reinforced WHO’s commitment to a rights-based and evidence-driven agenda for gender equality and women’s health. The takeaway from WHO at CSW69 is clear: investing in women’s health is not optional; it is essential to achieving the 2030 Agenda and reflects our shared values. In a time of global challenges, advancing gender-responsive health systems and policies that uphold women’s rights is more urgent than ever. And the voices of young people like Lucy Fagan, which are grounded in community action and solidarity, are joining the multigenerational charge and reminding us that there is no gender equality without women’s health and well-being.

  • MIL-OSI Canada: Refocusing acute care funding in Alberta

    [. This grant has grown by $3.4 billion since 2018-19, and although Alberta performed about 20,000 more surgeries this past year than at that time, this is not good enough. Albertans deserve surgical wait times that don’t just marginally improve but meet the medically recommended wait times for every single patient.

    With Acute Care Alberta now fully operational, Alberta’s government is implementing reforms to acute care funding through a patient-focused funding (PFF) model, also known as activity-based funding, which pays hospitals based on the services they provide.

    “The current global budgeting model has no incentives to increase volume, no accountability and no cost predictability for taxpayers. By switching to an activity-based funding model, our health care system will have built-in incentives to increase volume with high quality, cost predictability for taxpayers and accountability for all providers. This approach will increase transparency, lower wait times and attract more surgeons – helping deliver better health care for all Albertans, when and where they need it.”

    Activity-based funding is based on the number and type of patients treated and the complexity of their care, incentivizing efficiency and ensuring that funding is tied to the actual care provided to patients. This funding model improves transparency, ensuring care is delivered at the right time and place as multiple organizations begin providing health services across the province.

    “Exploring innovative ways to allocate funding within our health care system will ensure that Albertans receive the care they need, when they need it most. I am excited to see how this new approach will enhance the delivery of health care in Alberta.”

    Patient-focused, or activity-based, funding has been successfully implemented in Australia and many European nations, including Sweden and Norway, to address wait times and access to health care services, and is currently used in both British Columbia and Ontario in various ways.

    “It is clear that we need a new approach to manage the costs of delivering health care while ensuring Albertans receive the care they expect and deserve. Patient-focused funding will bring greater accountability to how health care dollars are being spent while also providing an incentive for quality care.”

    This transition is part of Acute Care Alberta’s mandate to oversee and arrange for the delivery of acute care services such as surgeries, a role that was historically performed by AHS. With Alberta’s government funding more surgeries than ever, setting a record with 304,595 surgeries completed in 2023-24 and with 310,000 surgeries expected to have been completed in 2024-25, it is crucial that funding models evolve to keep pace with the growing demand and complexity of services.

    “With AHS transitioning to a hospital-based services provider, it’s time we are bold and begin to explore how to make our health care system more efficient and manage the cost of care on a per patient basis. The transition to a PFF model will align funding with patient care needs, based on actual service demand and patient needs, reflecting the communities they serve.”

    Leadership at Alberta Health and Acute Care Alberta will review relevant research and the experience of other jurisdictions, engage stakeholders and define and customize patient-focused funding in the Alberta context. This working group will also identify and run a pilot to determine where and how this approach can best be applied and implemented this fiscal year.

    Final recommendations will be provided to the minister of health later this year, with implementation of patient-focused funding for select procedures across the system in 2026.

It’s a major moment for developer Ninja Theory (which previously picked up 9 nominations, winning in 5 categories, for Hellblade: Senua’s Sacrifice), a testament to the hard work and care that went into creating this singular experience.

    To celebrate this moment, we spoke to developers across the studio about the work that went into their nominated category, and what it means to see this recognition.

    “In Senua’s Saga, Ninja Theory have represented one of the most misunderstood of conditions with incredible skill, respect and sensitivity. Their depiction of psychosis was crafted with unerring attention to the underlying clinical neuroscience and, more importantly, to the personal experiences of those who have themselves carried the burden of psychosis.

  • MIL-OSI Canada: Nova Scotia Welcomes Nordic Heads of Mission

    Nova Scotia is welcoming the five heads of mission representing Denmark, Finland, Iceland, Norway and Sweden in Canada, who are in Halifax together on a joint diplomatic visit beginning today, April 7.

    During the three-day visit, provincial ministers and other officials will meet with the Nordic region diplomats to explore opportunities to strengthen existing trade partnerships and exchange insights on shared priorities.

    For the Nordic countries, areas of special interest include the blue economy (sustainable use of ocean resources for economic growth); renewable energy and green solutions; healthcare and life sciences; technology and innovation; and trans-Atlantic security and defence. For Nova Scotia, this includes opportunities to increase its self-reliance and invest in critical minerals, wind resources and the seafood sector.

    Iceland’s fourth National Action Plan (NAP) on Women Peace and Security has been published. The NAP sets out the government’s policy for implementing UN Security Council Resolution 1325, and the broader Women, Peace and Security Agenda until 2030. Focus will be on three areas; First, achieving full, equal and meaningful participation of women in peace processes, security and defence. Second, protection of women and girls in conflict settings and third, integrating gender perspectives into security and defence in Iceland. Iceland ranks number four on the Women’s Peace and Security Index by Georgetown Institute for Women, Peace and Security. 

    The Ministry for Foreign Affairs led the policy work in collaboration with ministries, civil organizations in the area of security and defence, academia and research institutions and civil society.

    The action plan will be implemented by the Ministry for Foreign Affairs in collaboration with eight partners, who are responsible for specific actions: The Prime Minister’s Office (PMO), Ministry of Justice (MOJ), Ministry of Social Affairs and Housing (MSL), National Commissioner of the Icelandic Police (NCP), Icelandic Coast Guard (ICG), Gender Equality Studies and Training Program (GRÓ/GEST), Institute of International Affairs (IIA), Directorate of Labour (DL).

    Emphasis will be on facilitating collaboration and discussions with civil society, and women’s grassroot organizations, and institutions on international affairs in order to keep the Women, Peace and Security Agenda high on the domestic and international agenda.     We are making this collective statement to emphasise the urgent need for action to achieve Sustainable Development Goal (SDG) 3. Health is a human right and a foundation of sustainable development, driving economic growth, social cohesion, and individual dignity.

    Over the past decades, significant progress has been made in many areas of health. We have seen a reduction in maternal and child mortality, expanded access to modern contraceptive methods as well as maternal and newborn medicines and commodities, improvements in adolescent health and education, addressing sexually transmitted diseases including HIV, and a decline in child and early forced marriages. These achievements give us hope for a healthier future.

    However, significant challenges persist, and the urgent need for equal access to health services and opportunities for healthy lives remains out of reach for many.

    Health inequalities stemming from complex, interrelated factors such as economic disparities, social exclusion, significant financial hardship, discrimination, and unequal access to resources, has a profound impact on individuals and communities. These inequalities manifest in poor health outcomes, lower life expectancy, reduced household income, and weaker national economic growth potential. Income inequality exacerbates vulnerabilities, limiting access to health services in low-income countries and disadvantaged communities. Social disparities rooted in gender, race, age, class, religion, and ethnicity perpetuate stigma, violence, and adverse health determinants.

    Economic disparities within and among countries remain significant, impacting the lives of many individuals. Far too many people are unable to access essential health services or are forced to forgo care due to unaffordability. Rising out-of-pocket health costs are pushing millions into poverty, hindering the realisation of Universal Health Coverage. Conflicts and climate change are straining health systems and the health workforce, contributing to stagnating maternal mortality rates, growing mental health challenges, and the inability of health systems to cope with the rise of non-communicable diseases.

    Equitable, inclusive, and resilient health systems are essential to ensure healthy lives and promote well-being. It is imperative to prioritize universally accessible, quality, and comprehensive primary healthcare services. Sexual and reproductive health and reproductive rights must enable individuals to make free and informed decisions about their health and their lives. Addressing the social determinants of health – such as poverty, malnutrition, education, water and sanitation, and gender inequality – is critical for achieving inclusive economic growth that strengthens and benefits all of society.

    The health and well-being of adolescents and youth also demands greater attention – they require better access to health services, education, and information that enable them to make informed decisions about their lives.

    Investing in health, particularly sexual and reproductive health, is not just a matter of well-being, but also a powerful driver of economic growth. UNFPA estimates that allocating an additional $79 billion by 2030 to expand maternal health and family planning services could yield $660 billion in economic benefits by 2050—preventing 400 million unplanned pregnancies, 1 million maternal deaths, 6 million stillbirths, and 4 million newborn deaths, while also enhancing workforce participation and economic productivity (UNFPA, 2022). Similarly, closing the women’s health gap more broadly could further accelerate economic progress, with the World Economic Forum projecting a potential boost of at least $1 trillion annually to the global economy by 2040.

    Greater investments in health infrastructure, workforce capacity, and innovative solutions like digital health can improve service delivery and expand access to services. Strengthening and expanding the global health workforce is at the heart of this. We must address health workforce shortages, ensure equitable distribution, enhance training and pay attention to sustainable retention strategies.

    It is vital that we, as policymakers, health organizations, and civil society, address disparities within and among countries, ensuring that people in vulnerable situations, including women, children, older persons, migrants, people with disabilities, and those in extreme poverty, have access to quality, comprehensive health services without financial hardship and discrimination. Our role in promoting responsive health systems that cater to the unique needs of at-risk individuals are key to sustainable and inclusive progress.

    A healthier population is central to achieving the 2030 Agenda for Sustainable Development. The ICPD’s Programme of Action has guided countries toward inclusive, equitable policies advancing health and gender equality. By strengthening health systems and addressing inequalities, we can work toward a world where all people can live healthy, productive and fulfilling lives.

  • MIL-OSI: Baltic Horizon Fund – notice of termination of the SDR program and delisting from Nasdaq Stockholm

    On 13 February 2025, Baltic Horizon Fund (the “Fund”) disclosed the plan to terminate the Fund’s Swedish Depositary Receipts („SDR“) program and delist the SDR from Nasdaq Stockholm: https://view.news.eu.nasdaq.com/view?id=1342914&lang=en.

    Today, the issuer of SDRs, Nordic Issuing AB, has sent a notice of termination to the SDR holders under section 17.1 of the terms and conditions of the SDR-s (Nordic Issuing AB’s General Terms and Conditions for Swedish Depository Receipts regarding fund units in Baltic Horizon Fund, the „Terms“, available on https://www.baltichorizon.com/wp-content/uploads/2022/12/Terms-and-conditions-for-SDR.pdf). Investors are hereby notified that the SDRs will be terminated on 14 October 2025, which is the record date (the “Record Date”) for de-registration of the SDRs from the Euroclear Sweden register.

    As a result of the termination, every holder of the SDR must decide before the Record Date if they will sell their SDRs or convert them into the fund units held in Nasdaq CSD by giving respective notice to Nordic Issuing AB. Where no decision has been made by the holder before the Record Date, mandatory conversion will take place, provided that the respective investor has the ability to hold fund units. If the mandatory conversion is technically impossible, the underlying fund units of the remaining SDRs will be sold by Nordic Issuing AB according to section 17.2 of the Terms. Such SDR holder shall be entitled to the sale proceeds following deduction for reasonable costs, fees and taxes.

    The timeline for the termination of the SDRs is set out below:

    • 8 October 2025 – Last day of trading in the SDR on Nasdaq Stockholm
    • 14 October 2025 – Record Date in Euroclear Sweden for the de-registration of the SDRs
    • Following the Record Date, any remaining SDRs will be mandatorily converted into fund units, or, if the conversion is not possible, the underlying fund units represented by SDRs on the Record Date will be sold by Nordic Issuing AB.

    In order to convert the SDRs into fund units, an investor holding the SDRs through a nominee account (the nominee-registered holder) should contact their bank, and an investor holding the SDRs directly (the direct-registered holder) should contact Nordic Issuing at info@nordic-issuing.se.

    The Fund invites holders of the SDRs to join its investor conference webinar on the delisting, where more information will be provided on the termination and de-listing, scheduled at 14:00 (local Estonian time) on 14 April 2025.

    The equity and the net asset value of INVL Technology amounted to EUR 51.43 million, which is 18.2% more than a year earlier. The per share value of its equity and NAV was EUR 4.2896 and grew 19%. 

    The company had a net profit last year of EUR 8.09 million.

    Performance of INVL Technology’s business holdings

    In 2024, INVL Technology’s portfolio companies had aggregated revenues of EUR 66.23 million, which is 5.8 % more than in 2023. Their gross profit increased 9.7 % in the period of comparison to EUR 19.78 million, while their aggregated EBITDA grew 42.7 % to EUR 5.13 million.

    INVL Technology owns and manages the cybersecurity company NRD Cyber Security, the GovTech company NRD Companies, and the Baltic IT company Novian.

    The consolidated revenue of NRD Cyber Security, which also owns NRD Bangladesh, increased 37.6% in 2024 compared to 2023 to EUR 10.19 million. NRD Cyber Security’s gross profit grew 12.7% in the same period of comparison to EUR 4.50 million, while its EBITDA rose 6.9% during the year to EUR 1.22 million.

    NRD Companies had consolidated revenue of EUR 9.97 million last year, 9.3% less than in 2023. It had a gross profit of EUR 4.83 million in 2024, or 9.8% more than the previous year, while its group EBITDA decreased by 4.1% to EUR 1.30 million. Norway-based NRD Companies has the subsidiaries Norway Registers Development in Norway, with a branch in Lithuania, and NRD Systems and Etronika in Lithuania.

    Novian had consolidated revenues of EUR 38.90 million in 2024, 2.4% more than in 2023, while its gross profit of EUR 8.80 million was 14.4% larger than the year before. The Novian group’s EBITDA more than doubled last year to EUR 2.58 million. The group consists of Novian in Lithuania with the technology-area businesses Novian Technologies, Zissor in Norway, Novian Eesti in Estonia, Andmevara in Moldova, and Novian Rwanda (earlier Norway Registers Development Rwanda) in Rwanda, and the software services businesses Novian Systems and Novian Pro in Lithuania.
