  • MIL-OSI China: China makes major progress in building world’s highest solar observatory

    CHENGDU, June 24 — Construction of supporting infrastructure for a cutting-edge solar telescope began Tuesday in Daocheng County in southwest China’s Sichuan Province, marking a significant step toward a new era of high-resolution solar observation.

    The 2.5-meter Wide-field and High-resolution Solar Telescope, a national research instrumentation project, is led by Nanjing University in collaboration with the Nanjing Institute of Astronomical Optics and Technology and the Yunnan Observatories, both under the Chinese Academy of Sciences.

    The construction of the telescope officially began in 2022. Upon completion, it will be the world’s largest axisymmetric solar telescope.

    Strategically situated at an elevation of 4,700 meters on an unnamed mountain in Daocheng County, the chosen site boasts exceptional atmospheric stability and solar observation conditions.

    This location is poised to become the world’s highest solar observatory, providing a critical foundation for acquiring world-class observational data.

    Construction of the supporting infrastructure and telescope assembly is scheduled for completion by the end of 2026, followed by comprehensive system commissioning and testing.

  • MIL-OSI Russia: Scientists and NSU graduates have developed an algorithm for controlling a swarm of drones using the “detection-delivery” scheme

    Scientists from NSU, engineers from Smart Drones LLC (SmartDrones platform) and specialists from the Siberian Fire and Rescue Academy of the State Fire Service of the Russian Emergencies Ministry presented a joint development — an algorithm for controlling a swarm of drones, online detection and determination of the coordinates of detected objects using AI. The technology was tested at an off-site meeting dedicated to the introduction of innovative technologies in the work of agricultural producers, which took place in the Ordynsky District on June 20 with the participation of Deputy Governor of the Novosibirsk Region Irina Manuilova, Minister of Science and Innovation Policy of the Novosibirsk Region Vadim Vasiliev and Minister of Agriculture of the region Andrei Shindelov. The off-site meeting of representatives of science, developers of advanced technologies and innovative projects was held at the production site of Dary Ordynska OPKh LLC.

    The researchers demonstrated the ability of drones to interact in space using the detection-delivery scheme, distributing tasks: one of them detects an object, determines and transmits coordinates to another drone, which carries out delivery according to the specified coordinates. The control algorithm can be scaled to any number of devices and different types of recognized objects.

    The joint development is the result of agreements that were reached after testing drone delivery in April. Then, a new model of an unmanned aerial vehicle, developed by NSU scientists for delivering goods to hard-to-reach areas, successfully covered a distance of 4.5 km across the Ob River and delivered the goods to their destination. The test flight was part of the first tests in Siberia of SmartDrones Fires technology for detecting and extinguishing fires using a swarm of drones and AI technologies, jointly with the Main Directorate of the Ministry of Emergency Situations of Russia for the Novosibirsk Region.

    — Based on the results of the tests, we decided to combine the two technologies and try to work them out in a complex, namely: one drone, controlled using specialized SmartDrones software developed by our company, automatically analyzes data from a video camera, detects a person and transmits his coordinates to the second drone developed by NSU. The second UAV automatically delivers the necessary parcel, which may include water, medicine, etc., according to the specified coordinates. In two months, we took the necessary steps for integration and presented the new technology in action at an off-site meeting that took place at the end of last week, — said Alexey Meleshikhin, founder of the Smart Drones company, a graduate of the Physics Department of NSU.

    In the future, NSU researchers and engineers from the SmartDrones startup will work together to improve the technology for controlling a swarm of drones using the “detection-delivery” scheme and plan to create a full-fledged digital platform that will find application in various areas – agriculture, tourism, emergency prevention, etc.

    — Now we have worked out the interaction of two drones and tested the algorithm “detection and delivery of water”. We have shown how the automatic data transfer from the first drone to the second one works, so that the latter arrives at these coordinates and makes the delivery. In the future, we plan to conduct testing on a larger number of devices, when we can have several drones, each of them monitoring its own square and solving the problem of detecting different types of objects that need different types of delivery – water, medicine, life jacket, etc. In the future, the technology can be scaled to an unlimited number of devices. In addition, the platform being developed will allow drones to make various joint decisions. For example, to calculate the distance of an object and determine who will fly to it faster and deliver, for example, a first aid kit to a victim; what to do in case of loss of communication with one of the UAVs, etc. All these algorithms will be worked out and implemented on the basis of the SmartDrones digital platform, — explained Alexey Meleshikhin.

    The Smart Drones company, founded by NSU graduates and developing the SmartDrones Fires hardware and software complex for automatic fire detection and calculation of the forces and means required to extinguish them using a swarm of drones and AI technologies, is a resident of AkademPark and the winner of the spring, 30th, anniversary accelerator A:START.

  • MIL-OSI USA: Artificial Intelligence for Materials Science (AIMS) Workshop

    As part of the JARVIS workshop series, the 6th Artificial Intelligence for Materials Science (AIMS) workshop will be held as an in-person only event at the National Cybersecurity Center of Excellence (NCCoE) located at 9700 Great Seneca Highway in Rockville, Maryland on July 9 – 10, 2025. This event is sponsored by the National Institute of Standards and Technology (NIST).

    The scope of the workshop is briefly stated below:

    The Materials Genome Initiative (MGI) promises to expedite materials discovery through high-throughput computation and high-throughput experiments. The application of artificial-intelligence (AI) tools such as machine learning, deep learning and various optimization techniques is critical to achieving such a goal.

    Some of the key research areas for materials AI include: developing well-curated and diverse datasets, choosing effective representations for materials, inverse materials design, integrating autonomous experiments and theory, challenges and advantages of self-driving laboratories, merging physics-based models with AI models, and choosing appropriate algorithms/work-flows. Lastly, uncertainty quantification in AI-based predictions for material properties and issues related to building infrastructure for disseminating AI knowledge are of immense importance for making AI- based materials investigation successful. This workshop is intended to cover all the above-mentioned challenges. To make the workshop as effective as possible we plan to largely but not exclusively focus on inorganic solid-state materials.

    Topics addressed in this workshop will include (but not be limited to):

  • MIL-Evening Report: A carbon levy on global shipping promises to slash emissions. We calculated what that means for Australia’s biggest export

    Moving people and things around the world by sea has a big climate impact. The shipping industry produces almost 3% of global greenhouse gas emissions – roughly the same as Germany – largely due to the movement of container ships, bulk carriers and tankers.

    Under international rules, these emissions are not included in any nation’s greenhouse gas reporting. That means they often escape scrutiny.

    Unlike cars, international shipping can’t shift to using low-emissions electricity – the batteries required are too big and heavy. So clean fuels must play a role.

    A proposed shake-up of the global shipping industry would encourage the use of clean fuels and penalise shipping companies that stick to cheaper, more polluting fuels. Should it proceed, emissions from global shipping would be regulated for the first time.

    Using our peer-reviewed modelling, we investigated how the changes might affect Australia’s largest export: iron ore.

    What is the proposed carbon levy all about?

    The International Maritime Organisation (IMO) is the United Nations body responsible for regulating international shipping. It recently approved a draft plan to tackle the shipping sector’s contribution to climate change through a type of “cap and trade” scheme.

    The plan would involve setting a limit, or cap, on how much each shipping company can emit. Companies must then either buy credits or be penalised if they go over their limit. Companies that stay under their limit – for example, by using cleaner fuels – would earn credits, which they could then sell.

    In this way, high-emitting shipping companies are penalised and low-emitting companies are rewarded.

    Under the plan, the total limit for emissions from global shipping would fall each year. This increases the incentive for companies to switch to lower emission fuels and makes higher-emission fuels progressively more expensive to use.

    The plan is scheduled to be adopted by the shipping industry in October this year and would begin in 2027.

    Not all fuels are the same

    The proposed change is particularly significant for Australia. As a remote island nation, our imports and exports are heavily reliant on massive ships. This is most important for our commodity exports – iron ore in particular.

    Our recently published modelling estimated the emissions and financial impacts of various low-emission shipping options for Australia’s exports.

    We estimated Australia’s commodity exports create about 34 million tonnes of greenhouse gases a year. This is about 8% of Australia’s domestic greenhouse gas emissions, but it’s not included in Australia’s national reporting.

    Using the same modelling, we then examined how the proposed new regulation would affect the cost of shipping Australia’s largest export, iron ore. We chose a common route from Port Hedland in Western Australia to Shanghai in China.

    First, we looked at current fuel costs, as well as overall shipping costs measured per tonne of delivered ore. Shipping costs include both the fuel costs and the cost of the ships designed to use it. Then we estimated how much fuels and shipping might cost from 2030, assuming the proposed regulation has come into force.

    We also examined three types of fuel.

    The first was heavy fuel oil (HFO), one of the main fuels used in international shipping. It’s traditionally the cheapest shipping fuel and also has the highest greenhouse gas emissions.

    The second was “blue” ammonia. This fuel is typically made from natural gas using a manufacturing process where the carbon in the natural gas is captured and stored. It has lower greenhouse gas emissions than heavy fuel oil, but it is not a “green” fuel.

    Thirdly, we looked at “green” ammonia, which is produced using renewable energy. We examined two types of green ammonia – that produced using current technology, and “advanced” green ammonia, made using new technologies in development.

    Is green ammonia an answer?

    From about 2030, the overall cost of shipping powered by heavy fuel oil will start to rise significantly under the proposed regulation. That’s because shipping companies using this fuel must purchase credits from those using cleaner options.

    Blue ammonia may then make it cheaper to ship iron ore from Australia to Asia. Users of this fuel could generate and sell credits that higher-emitting fuel users buy, offsetting some of the shipping costs associated with using blue ammonia.

    But if international shipping is to reach the IMO’s goal of net-zero emissions by about 2050, this is very likely to require a green fuel.

    However, green ammonia is more expensive than heavy fuel oil and blue ammonia with current technology. And our analysis found the proposed regulation – and associated subsidy – doesn’t make it the lowest cost shipping option from 2030 onwards either.

    This is why technological innovation is important. CSIRO projections of the future costs of renewable energy and green-fuel manufacture suggest that, should technologies improve, green ammonia may compete on cost with heavy-fuel oil in the 2030s, even without subsidies.

    If so, this zero-emission fuel could become the cheapest way to export Australian iron ore.

    Looking ahead to net-zero

    As our calculations show, a combination of regulation and innovation could help international shipping achieve its goal of net-zero emissions.

    These fuels could be made in Australia, and potentially used by other industries such as rail, mining, road freight and even aviation.

    Such an industry would therefore contribute significantly to the world’s emission-reduction goals, and could help Australia realise its ambition to become a major global exporter of green fuels and other green products.

  • MIL-OSI Russia: NSU students won six medals at the “I am a professional” Olympiad

    The results of the All-Russian Student Olympiad “I am a Professional” – one of the largest educational projects in the country – have been summed up. NSU students won six medals: three gold and three bronze.

    Master’s student Faculty of Information Technology Ivan Baksheev won the gold medal and became the winner of the Olympiad for the fourth time. This year, he immediately went to the final as last year’s medalist. The Olympiad included two rounds: theoretical and practical, both under strict online proctoring.

    — I have been participating in the Olympiad for several years now. This year was my last chance, as the Olympiad is not held for postgraduates. The most difficult tasks were those on the physical protection of critical facilities, but in the end I solved them best. And in the practical round, I had to urgently deal with memory dumps — quickly find the necessary software, install and use it. The results were expected: judging by the scores, it was already clear in April that the gold was in my pocket, — Ivan shares.

    The student is currently continuing his research work, with his interests focused on various aspects of information theory, including issues related to data protection:

    “I am studying various aspects of information theory and plan to enroll in graduate school at NSU or one of the institutes of the Siberian Branch of the Russian Academy of Sciences, continuing to work in this field,” he says.

    The gold medal in the Psychology track was won by Lyubov Pecherina, a student at the Institute of Medicine and Medical Technologies of NSU. The Olympiad was held in two stages – an online qualifying round and an in-person final, which Lyubov wrote at the TSU site.

    — During my school years, I actively participated in Olympiads — I won and took prizes. In my fourth year, I wanted to test my knowledge again, but in the direction of my studies at the university, that is, psychology. The result was the status of a gold medalist, that is, first place. The Olympiad tasks were really interesting, and completing them brought me considerable pleasure. I think the most difficult task was the one in which I had to read an English-language article from a scientific journal on cognitive sciences and write an abstract for it, also in English. But what I liked most was the task about the problems of the modern urban environment and the psychological consequences of living in the city, which required multidisciplinary knowledge. I was once again convinced that the main thing when solving problems in the Olympiad is not to be afraid to think and always go beyond the curriculum, to act creatively. I was amazed at such a high result. When I saw my gold medal diploma, tears came to my eyes, and I realized that all the effort I put into my studies was not wasted, says Lyubov.

    Lyubov is currently studying the characteristics of self-perception in people with autism spectrum disorders and is preparing to enter the NSU Master’s program in counseling and clinical psychology.

    — I study autism spectrum disorder, namely, what characterizes and distinguishes the perception of the surrounding world, oneself, one’s body and emotions in people with ASD from neurotypical people. In the future, I plan to enroll in a master’s program at NSU, finish and publish an article dedicated to the peculiarities of self-perception in autistic people, and, of course, take part in the Olympiad again, — Lyubov shares.

    Another gold medal winner is Alexander Tomilov, a student Faculty of Natural SciencesHe became the winner in the track “Chemistry”.

    — I have been participating in this Olympiad for the second year, because it gives an opportunity to demonstrate my knowledge and receive a reward in the form of an increased scholarship or cash prizes for medalists. This year I managed to become a gold medalist in Chemistry and a prize winner in Physics, which I am very happy about. The selection was held online, the semi-final included theoretical problems, and the final at Moscow State University was a practical course. There, it was necessary to work in a chemical laboratory: prepare solutions, carry out synthesis and analyze products. This year, the problems were closer to those we solve at the department, so I coped with them more confidently. The medal is both recognition and financial support, — says Alexander.

    Nazim Mustafin, a student of the Faculty of Natural Sciences, became a two-time bronze medalist of the Olympiad in two tracks at once: Chemistry and Biotechnology.

    — There is a qualifying round for both Olympiads, but I only wrote the chemistry qualifying round, since my diploma in biotechnology was accepted last year. The chemistry qualifying round was quite difficult, so I didn’t think I would make it to the final. However, I was lucky, — says Nazim.

    The final of the chemical track took place at Moscow State University. Nazim managed to meet friends in Moscow, visit various museums and become a prize winner.

    — Last year I won a silver medal in biotechnology and fourth place in chemistry — this year the results have shifted a little. The student track for the master’s degree is more difficult: I had to compete with graduates of the master’s degree. The final in chemistry itself was easier this year — I scored 99 points out of 100 for the practical. But in biotechnology they added a choice of problems, and it became more difficult to calculate the time correctly, — Nazim admits.

    Nazim calls participation in the Olympiad a challenge and an opportunity to earn money – there is a solid cash prize for medals. Next year, he plans to try his hand at mathematics and quantum computing.

    — I am very happy with this victory. Now the period of active study is over, so I plan to delve into the theoretical foundations of what I do in the laboratory, at the same time I am working there on a project to assemble an experimental setup, — the prize winner concludes.

    Also, a bronze medal in biotechnology was won by a student of the Faculty of Natural Sciences Anna Skotareva. This is her first participation in this track, and immediately – a prize place.

    — I have been participating in Olympiads since the first grade. At university I decided to continue — this year I tried myself in biotechnology for the first time and unexpectedly received bronze. The tasks were classic, without surprises. The topics about industrial ecology and synthetic structures turned out especially well — they are close to what I do, — Anna shares.

    In addition, Anna became the winner in the track “Ecology”. Now she studies genes associated with antibiotic resistance in prokaryotes, is interested in systems biology and bioinformatics.

    “These days it’s difficult to be a specialist in one field; you need to be able to adapt quickly,” says Anna.

    The All-Russian Olympiad “I am a Professional” is the flagship project of the presidential platform “Russia – the Land of Opportunities”. It is held with the support of the Ministry of Education and Science of the Russian Federation, more than 35 leading universities in the country and over 500 companies, including Yandex, Sber, VTB, Rosatom, Russian Railways and others.

  • MIL-OSI China: China maps new healthcare blueprint for world

    How can people in remote and underdeveloped areas access advanced healthcare services? Can tailored medical solutions meet their unique needs? China, with such questions in mind, is boosting technological advancements to map a healthcare blueprint that benefits the world.

    Jotham Kimondo, a 35-year-old doctoral student from Tanzania, is currently studying at the University of Electronic Science and Technology of China in Chengdu, capital of southwest China’s Sichuan Province.

    Under the supervision of Wu Zhe, a professor at the university and director of the Chengdu Tianfu Jincheng Frontier Medical Equipment Research Institute, Kimondo is focusing on the design of ultrasonic medical devices.

    As a faculty member in Tanzania, Kimondo aims to learn ultrasonic instrument design and manufacturing in China to benefit his home country.

    “My research involves innovative design of ultrasonic medical instruments to monitor the pathological changes of human tissues, which is an important indication of disease. Women in Tanzania still rely on traditional methods like physician’s palpation to check for lumps in the mammary examination. This approach greatly depends on physicians’ individual experience and is not always accurate. And some women are not willing to do breast examinations,” said Kimondo.

    Kimondo added that many diseases still plague the people of Tanzania. “I want to improve healthcare in Tanzania, helping people to maintain health. If we develop more innovative ultrasonic medical equipment together in the future, it would be highly beneficial for early screening of breast diseases and other illnesses in Tanzania, especially after those devices become more convenient and cheaper, and can be better promoted across African countries.”

    At the Tianfu Jincheng Lab City of Future Medicine, over 53 registered companies related to frontier medicine have been attracted to explore the cutting edge of future medical innovation and integrated medicine.

    Recently, at the Remote Ultrasound Center of the Tianfu Jincheng institute, a doctor was talking online with another doctor at the Ultrasound Department of Chengdu Eastern New Area Second People’s Hospital, guiding the use of a portable ultrasound device on a patient’s carotid artery.

    Real-time imaging and relevant data of the ultrasound inspection were displayed on a shared screen, allowing the two doctors to communicate directly, discuss pathological conditions and give professional diagnostic results.

    “Traditional high-end ultrasound machines are expensive, costing millions. Rural residents in China’s western regions often need to seek ultrasound examinations in higher-level county hospitals,” Wu explained.

    “Our research efforts aim to enable portable ultrasound devices to be widely used in rural areas of western China for early disease screening and chronic disease management. Compared to high-end ultrasound machines, our portable device significantly lowers costs. Additionally, it is simpler and more convenient to use in grassroots hospitals,” Wu added.

    Use of this portable ultrasound device, which is the size of a smartphone, has already been implemented in over 10 health centers in eastern Chengdu — providing free carotid and thyroid screenings to more than 2,000 residents.

    With the continuous improvement of China’s industrial design and manufacturing capabilities and medical research levels, innovation in the development of medical devices is soaring. The growing recognition of Chinese medical devices in overseas markets is resulting in increasing international orders, encouraging more Chinese medical companies to go global.

    In the City of Future Medicine, an industrial park, workers at Chengdu Seamaty Technology Co., Ltd. are packing biochemical analysis reagents. This batch of goods is set to be shipped globally from Chengdu.

    This “Little Giant” firm, which refers to novel and elite small and medium-sized enterprises that specialize in a niche market, boast cutting-edge technologies and show great potential, focuses on the research and production of point-of-care testing (POCT) medical devices, and has already sold its medical products to more than 150 countries and regions worldwide.

    In its quality inspection center, hundreds of fully automated biochemical analyzers undergo pre-shipment quality checks.

    “This shipment of instruments will be sent to Europe. Last year, our company’s total sales reached 320 million yuan (about 44.6 million U.S. dollars), and in the first five months of this year, our international business has increased by 59 percent compared to the same period last year,” said Wang Bin, deputy general manager of the company, highlighting that the growth in overseas orders reflects an increasing acceptance of Chinese medical device manufacturing products in international markets.

    Innovative technologies such as 3D printing, organ-on-chip systems, nanorobots and brain-computer interfaces are advancing the scientific research applications of medical devices in China, presenting a future-oriented medical landscape.

    At Chengdu Tianqi Additive Intelligent Manufacturing Co., Ltd., personalized patient-matched medical solutions are being precisely created with 3D printing technology. It uses computer-aided design and manufacturing (CAD/CAM) modeling, and a layer-by-layer printing process, to turn virtual designs into physical products, making the envisioned design a tangible reality.

    In a modern manufacturing workshop, dozens of industrial printers operate in an orderly manner, with a laser engraver precisely etching patterns in titanium alloy powder to an accuracy of 0.01 millimeters.

    Within just a few hours, products such as patient-matched maxillofacial bone plates are printed. This seemingly ordinary industrial scene reflects significant advancements that China has made in the realm of precision medical manufacturing.

    Compared to the handmade bending of bone plates in the past, 3D printing offers a more precise, convenient, safe and stable way to create customized products.

    “We are currently conducting custom production for a case in Singapore. Engineers input patient data transmitted from the hospital into the system, and the AI algorithms aid designers in creating personalized data models for patient facial reconstruction, which are then integrally formed via metal 3D printers,” Gao Bangkui, marketing director of Chengdu Tianqi Additive lntelligent Manufacturing Co., Ltd said.

    Gao added that in the future, the company will prioritize serving the Middle East, Africa and Southeast Asia to meet the customized medical needs of countries and regions participating in the Belt and Road Initiative.

  • MIL-OSI USA: House Passes Congressman Valadao’s Romance Scam Prevention Act

    WASHINGTON – Today, the House of Representatives unanimously passed H.R. 2481, the Romance Scam Prevention Act. Congressman David Valadao (CA-22) introduced the bipartisan legislation in April alongside Reps. Brittany Pettersen (CO-07), Tom Suozzi (NY-03), and Craig Goldman (TX-12). This bill would require dating apps and services to issue fraud ban notifications to users who have interacted with a person removed from the app for fraudulent activity.

    Senators Marsha Blackburn (R-TN) and John Hickenlooper (D-CO) introduced the companion bill in the Senate, which passed out of the Senate Committee on Commerce, Science, and Transportation on March 12, 2025.

    “Millions of Americans use online dating platforms to connect with romantic partners, but unfortunately, they’ve also become a way for scammers to target and exploit unsuspecting victims,” said Congressman Valadao. “As criminals become more sophisticated, it’s important we have safeguards in place to protect users. The Romance Scam Prevention Act is a bipartisan effort to enhance online safety and combat financial fraud, and I look forward to working with my Senate colleagues to get this bill across the finish line.”

    “Online dating services are being used as a platform for bad actors to target and exploit individuals, yet protections continue to lag behind,” said Rep. Pettersen. “Notifying users if they have been in contact with a potential scammer is a basic security feature that every online dating service should provide. This bipartisan bill will help reduce online crime and keep people safe from online scammers. I’m grateful this legislation has passed the House with bipartisan support, and I will keep working to see it signed into law.”

    “These aren’t just creepy or shady tactics—they are life-ruining attacks that disproportionately target the elderly, as well as young men and women,” said Rep.     I rise to urge support for my bill, the Romance Scam Prevention Act. 

    Every year, millions of Americans from all ages and backgrounds use dating apps and websites to make connections. For many, online dating has made it easier to build relationships, but unfortunately there are countless stories of criminals using these sites for fraudulent activity.

    While it’s sadly common to see users lie about things like their age or occupation, romance scammers use fake profiles to develop connections and emotionally or financially exploit unsuspecting users.

    According to the Federal Trade Commission, Americans lost over $1.1 billion in 2023 alone, with senior citizens being the most at-risk age group.

    There have been countless stories of people being conned out of their entire life savings, all because they believed they had found love online.

    People who meet online often take their conversations to other communication platforms and might not know they are talking to someone who has been removed. 

    This bill requires dating platforms to issue fraud ban notifications to users who have interacted with an account who has been removed for fraudulent activity.

    As criminals are becoming more sophisticated when it comes to exploiting victims online, it’s time to put safeguards in place to protect users from financial fraud.

    Background:

    Over 60 million Americans used an online dating service in 2023, and the Federal Trade Commission (FTC) reported that romance scams resulted in victims losing over $1.1 billion. Criminals use false names and stories to lure individuals into conversation before manipulating them to give up sensitive information. When an online dating service provider becomes aware of a user committing fraudulent activity, like illegally obtaining money, the online dating service provider immediately deactivates the fraudulent user’s account. However, individuals who meet online often take their conversations to other communication platforms, so even when a fraudulent account is removed, an individual might not know they are still communicating with someone who was banned from the platform.

  • MIL-OSI USA: Case Opposes Proposed Funding Bill That Cuts Food Assistance To Hawaii Residents

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee, tonight voted against the proposed Fiscal Year (FY) 2026 Agriculture, Rural Development, Food and Drug Administration (FDA) and Related Agencies funding measure.  

    The measure would provide $25.5 billion, a $1 billion decrease from the current year, for U.S. Department of Agriculture (USDA) agriculture and rural development programs, the Farm Credit Administration, Commodity Futures Trading Commission and the FDA.

    It is the third of twelve separate bills developed and approved by the Appropriations Committee that would fund the federal government at some $1.6 trillion for FY 2026 commencing October 1st of this year. 

    “While the measure funds many critical Hawai‘i priorities, I regrettably had to vote against it because it would cut food assistance for vulnerable families and make it even harder for Hawai‘i farmers to make ends meet,” said Case, who is in his seventh year on Appropriations and previously served on the House Committee on Agriculture.  

    “At a time when families around the country and our state are struggling with the high cost of living and rising food costs, and when Hawai‘i agriculture is struggling with high production costs and the consequences of the administration’s rash and chaotic tariff war, we should be maintaining our time-tested federal programs, not reducing or even eliminating them.” 

    The bill:  

    ·        Cuts $100 from the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and fails to support the cash benefit for fruits and vegetables that ensures women, infants and children get the nutrients they need.  

    ·        Reduces staffing for the Farm Service Agency (FSA), which operates offices across the country that assist farmers in getting needed federal assistance. The bill provides $110 million less for FSA staffing than what was provided in FY 2025.  

    ·        Cuts funding for the Natural Resources Conservation Service Conservation Operations by 5 percent below FY 2025 funding levels.

    ·        Cuts rural housing and water and waste-water grants.

    In addition, the bill eliminates key programs for Hawai‘i, like the Reimbursement Transportation Cost Payment Program for Geographically Disadvantaged Farmers and Ranchers. This program helps our local farmers with the cost of getting their produce to the mainland markets. Additionally, the Micro-Grants for Food Security Program, which increases the quantity and quality of locally grown food through small-scale gardening, herding and livestock and apiary operations, was eliminated.  

    Case especially objected to large cuts in critical foreign food assistance programs, including $900 million for Food for Peace, almost 50% down to its lowest level since 2002, and $220 million for the McGovern-Dole International Food for Education and Child Nutrition program, $20 million below the FY 2025 level. 

    “Cutting our international food assistance programs is contrary to our values and harms our national security. Global food insecurity leads to political instability, making countries more vulnerable to conflict and extremism, and helping other countries and peoples with their food needs knits together alliances and partnerships which are critical to our national defense,” said Case, a member of the Defense Appropriations Subcommittee.  

    Despite these and other significant problems with the bill, Case highlighted positive provisions he requested including important victories for Hawai‘i, including $216 million for the Specialty Crop Pests Program, which helps to protect our topical crops from invasive species. In addition, $15 million was included for Minor Crop Pest Management, which provides expert assistance for effective minor/specialty crop protection. The bill also provides research and education funds for Alaska Native and Native Hawaiian-Serving institutions, in addition to funding for our land-grant universities like the University of Hawai‘i.  

    “Invasive species pose a significant ecological and economic threat to our Hawai‘i, with specially damaging impacts on local agriculture,” said Case.  

    “This agriculture funding bill provides support for our local farmers, farmers markets and food promotion programs, which combined will help our Hawai‘i deal with the soaring cost of food, much of which is imported to our islands,” said Case.  

      Provisions in the bill of interest to Hawai‘i that Case worked to secure include:  

    ·        $5 million for Education Grants for Alaska Native and Native Hawaiian-Serving Institutions. This program addresses the educational needs of food and agricultural sciences-related disciplines and prepares low-income students for careers related to food, agricultural and natural resources.  

    ·        $123 million for the USDA Wildlife Damage Management Program, which helps to prevent the spread of the Brown Tree Snake to Hawai‘i.  

    ·        $3 million for Agricultural Canine Detection and Surveillance of invasive species and diseases, an increase of $500,000.  

    ·        $1.1 billion for the Animal and Plant Health Inspection Service, including $216 million for combating specialty crop pests.  

    ·        $36 million for Agriculture Quarantine Inspections to prevent infestations of pests and diseases.  

    ·        $15 million for the Minor Crop Pest Management Program to provide expert assistance to minor and specialty crop producers.  

    ·        $8 million for the Grassroots Source Water Protection Program that is designed to prevent water source pollution.  

    ·        $5 million for Aquaculture Centers and $2 million for aquaculture research programs.  

    ·        $1 million for Tropical and Subtropical Agricultural Research Grants for Insular Areas.  

       The measure also:  

    ·        Directs the Agricultural Research Service to continue research on tropical and subtropical crops, emphasizing the need to combat invasive pests.

    ·        Directs the Animal and Plant Health Inspection Service to report on existing protocols protecting Hawai‘i from invasive species and evaluate options for enhancing this protocol.

  • MIL-OSI China: Britain unveils 10-year industrial strategy to cut energy costs, support key sectors

    The British government on Monday unveiled a comprehensive 10-year Industrial Strategy designed to tackle long-standing structural challenges facing British industry, including high energy costs and lengthy delays in electricity grid connections.

    The plan also outlines targeted support for eight high-growth sectors, including advanced manufacturing, clean energy, and digital technology.

    A major component of the strategy is the British Industrial Competitiveness Scheme, which aims to reduce electricity bills by up to 25 percent for more than 7,000 energy-intensive businesses – including those in the steel and chemicals sectors – starting in 2027. These savings will come from removing several existing charges on electricity bills that currently fund renewable energy generation and backup supply systems.

    Complementing this initiative, the British Industry Supercharger program will expand support for approximately 500 companies in sectors such as ceramics, glass, and aluminum. These firms currently receive a 60 percent discount on electricity network charges, which will increase to 90 percent from 2026, a move expected to lower operating costs and enhance global competitiveness.

    To address persistent delays in connecting to the electricity grid, the government plans to launch a Connections Accelerator Service by the end of 2025. The service will work in coordination with energy providers, devolved governments, and local authorities to expedite grid access for major investment projects.

    British Prime Minister Keir Starmer hailed the strategy as “a turning point for Britain’s economy and a clear break from the short-termism and sticking plasters of the past.”

    Chancellor of the Exchequer Rachel Reeves emphasized the plan’s investment-friendly approach, noting that it would ease business energy costs, unlock funding for advanced technologies, and support job creation. “It will boost our economy and create jobs that put more money in people’s pockets,” she said.

    The government stressed that the reforms would not lead to higher taxes or household energy bills. Instead, they will be financed through adjustments to the national energy system and increased revenues from carbon pricing.

    Beyond energy reforms, the strategy includes sector-specific support for eight high-potential industries: advanced manufacturing, clean energy, creative industries, defense, digital and technologies, financial services, life sciences, and professional and business services. Each sector will receive tailored policy frameworks and funding packages over the next decade.

    While industry representatives have broadly welcomed the announcement, some experts and business leaders have voiced reservations. Critics argue that although the electricity price reforms may enhance competitiveness, they are unlikely to fully close the gap with lower industrial power costs in countries like France and Germany. Britain’s electricity prices remain closely linked to wholesale gas markets, which still account for a larger share of Britain’s energy mix than in many European countries.

    Others questioned the government’s ability to follow through on its long-term commitments, citing past inconsistencies in industrial policy. Several industry voices also called for faster implementation amid intensifying global competition for green investment.

    The government said detailed action plans for each sector will be published in phases over the coming months.

  • MIL-OSI China: Defying all odds, “Desert Poplar Spirit” works green miracles in Taklimakan

    In the vast wilderness of Xinjiang’s Taklimakan Desert, the populus euphratica, or the desert poplar, thrives against harsh conditions, withstanding cold, heat, alkali, and extreme drought while serving as a natural barrier against sandstorms.

    Mirroring the indomitable nature of the trees, a dedicated group has taken root there, tirelessly working to transform sand into greenery. Their perseverance has crystallized into what locals call the “Desert Poplar Spirit.”

    Nurjamal Emdulla is one of them. After graduating from college in 2010, she returned to her hometown of Awati County in Aksu Prefecture to join the local forestry and grassland bureau.

    In 2021, local authorities initiated a sand control project in the county’s Aiximan region on the northwestern margin of the Taklimakan, an area characterized by extensive sand dunes resulting from desertification. This was when Nurjamal Emdulla’s war against the sands began.

    For days on end, she would spend over ten hours in the field. “I teach workers planting techniques — how to dig holes, plant saplings, and water them correctly,” she explained. “And how to secure each sapling’s base with wire mesh to prevent wildlife from damaging the young plants.”

    The commute to and from work was no easy feat. “When sandstorms rage, visibility drops greatly, and even fresh footprints vanish instantly. Getting lost was routine,” she recalled. “My mom would always complain that ‘as a girl, you don’t even have a chance to wear dresses.’”

    For Nurjamal Emdulla, the harsh working conditions were never the real challenge. What truly unsettled her was the seeming impossibility of life taking root in those barren sands.

    For desert control workers, failure is a daily companion. One strong sandstorm can uproot freshly planted saplings in minutes. And the scorching heat and lack of water can also claim the fragile seedlings.

    “Oftentimes, it felt like what we were doing was pointless,” she even considered quitting.

    The turnaround came in spring 2022. One day, Nurjamal Emdulla discovered some new green on the branches of the saxaul shrubs, although it was too pale to be seen. “The trees were alive! I saw hope,” she recalled, with tears brimming in her eyes.

    Nowadays, vast stands of saxaul trees and tamarisk flourish across the once-barren lands, and long-absent wild animals such as hares, foxes and pheasants can be spotted occasionally.

    The same kind of despair that once bothered Nurjamal Emdulla was also felt by people in Wenaletaikushi village in Kashgar Prefecture.

    The village was encircled by desert on three sides, with encroaching dunes just 50 meters from the nearest homes. Villagers tried to plant trees but failed due to drought. Cotton and wheat yields withered season after season. Many abandoned their homes in search of a better life.

    Dai Zhigang, 55, from the forestry and grassland bureau of Kashgar, was sent to work as head of the village in 2023 with a battle cry: “We will tame this desert!”

    With the township government’s backing, the village implemented drip irrigation systems to resolve the water shortage issue. And a trial planting of saxaul trees and Russian olive shrubs began in earnest.

    “At the beginning, villagers were doubtful,” he said; some call him “bottle gourd head,” which in the Uygur language means a stubborn, silly person.

    Indeed, the campaign was not without its struggles: the newly leveled sand dunes would reclaim their heights overnight after sandstorms; the freshly planted saplings were often uprooted by shifting sands.

    After facing one defeat after another, a forest comprised of sand-fixation trees had successfully taken root last year.

    “Now the villagers are convinced and as determined as I am to continue with our planting,” Dai said. More and more villagers have voluntarily joined the desert prevention and control team. By this spring, over 160 hectares of desert had been regreened.

    The resilience and perseverance are evident not only on the frontlines of desert control but also within research institutions, where science is waging its campaign against the encroaching sands.

    Li Zhijun, a professor of Tarim University in Aral City, is called the “Desert Poplar Princess” by her colleagues.

    Over the past 25 years, she has traveled across the Tarim Basin to collect wild poplar germ plasm resources, leading multiple studies on the conservation and restoration of populus euphratica forests.

    Li and her team spend over six months each year conducting field surveys. When their cars get stuck in the soft sands, they pick up their heavy ladders and sampling gear, and trek the remaining kilometers.

    They climb up and down the trees to collect samples and conduct measurements. When encountering strong winds, the team could only hold hands with one another and push forward against wind and sand.

    “The desert poplar is a part of my life. Their resilience and vitality inspire me, enabling me to persist,” said the 62-year-old.

    Over the years, she led her team to over 60 counties and cities, collecting over 4,000 samples of poplar genetic resources. She developed conservation plans for various genetic resources of the species and established a gene pool for China’s poplar resources.

    Every day, such stories of failure, success, struggle and perseverance unfold across the vast deserts of Xinjiang.

    Thanks to decades of sand control efforts, China completed a 3,046-km green belt of trees and sand-blocking technologies last November to fully encircle the Taklimakan Desert.

    A brighter prospect is emerging for the sand fighters.

    “We not only work to control the sand, but will also make money from it,” said Dai Zhigang. Besides planting saxaul and poplar trees to fix the sand, the village is also cultivating economic crops such as licorice, roses, and watermelons. He also set aside a section of vacant sandy land with plans to create a desert park to attract tourists.

    Asked about his plans to retire, he replied, “I’ll keep working with the desert until the day these old bones turn to dust!”

  • MIL-Evening Report: Here’s why some people suffer from motion sickness – and which remedies actually work

    Cars may be a modern phenomenon, but motion sickness is not. More than 2,000 years ago, the physician Hippocrates wrote “sailing on the sea proves that motion disorders the body”. In fact, the word nausea derives from the Greek naus, meaning ship.

    Whether you’re in a ship, car, plane, or riding a rollercoaster, motion sickness (also called travel sickness or seasickness) can make you retch, vomit, sweat and become pale, and feel nauseated, dizzy and tired.

    For some people, watching dizzying scenes in a television show or simply thinking about moving can make us feel woozy. Playing video games or using virtual reality headsets can also lead to motion sickness (in this case, called “cybersickness”).

    But why does it happen? And why doesn’t it affect everyone?

    What is motion sickness?

    Motion sickness can happen in response to real or perceived motion.

    We don’t understand the exact mechanisms underlying motion sickness, although there are various hypotheses.

    The most accepted theory is that our brains like to know what’s going on around us. If our body is moving, but our brain can’t work out why, this creates some internal confusion.

    Within our brains, the “vestibular system”, which includes sensory organs in your inner ear, helps maintain balance.
    It has trouble doing this when you’re constantly being moved around (for example, inside a car) and sends the signals throughout our body which make us feel woozy.

    Supporting this theory, people who have damage to some parts of their inner ear systems can become completely immune to motion sickness.

    Why does motion sickness affect some people and not others?

    Very rough movement will make almost anyone
    motion sick. But some people are much more susceptible.

    Women tend to experience motion sickness more than men. There is evidence that hormonal fluctuations – for example during pregnancy or some stages of the menstrual cycle – may increase susceptibility.

    Some other conditions, such as vertigo and migraines, also make people more likely to experience motion sickness.

    In children, motion sickness tends to peak between ages six and nine, tapering off in the teens. It is much rarer in the elderly.

    In a car, the driver is normally in charge of the motion, and so their brain can anticipate movements (such as turning), leading to less motion sickness than for passengers.

    Are some modes of transport worse?

    Motion sickness is typically triggered by slow, up-and-down and left-to-right movements (low-frequency lateral and vertical motion). The more pronounced the motion, the more likely we are to get sick.

    This is why you might feel fine during some stages of an air flight, but become nauseous during times when there is turbulence. It’s the same at sea, where the larger and more undulating the waves, the more chance there is passengers will feel sick.

    Recent reports have suggested electric vehicles make motion sickness worse.

    This may be because electric vehicles tend to launch from a standstill with a fast acceleration. Sudden movements like this can make some occupants more nauseous.

    The silence of an electric vehicle is also unusual. Most of us are used to hearing the engine running and feeling the vehicle’s rumble as it moves. The silence in an electric vehicle removes these prompts, and likely further confuses our brain, making motion sickness worse.

    Interestingly, when an electric vehicle is put into autonomous (self-driving) mode, the driver becomes just as susceptible to motion sickness as the passengers.

    What helps motion sickness?

    For some people it never goes away, and they remain susceptible to motion sickness for life.

    But there are ways to manage symptoms, for example, avoiding travelling in bad weather, looking out the window and focusing on stable points (such as the aeroplane wing during a flight) or a distant stationary object (such as the horizon). This reduces conflicting signals in your brain.

    It may also help to:

    Medicines can help. Your doctor or pharmacist can recommend a variety of over-the-counter medications, such as antihistamines, which may help alleviate symptoms.

    Some people find alternative treatments helpful, including ginger, anti-nausea wrist bands (sea-bands or pressure bands). However we still don’t have enough consistent scientific evidence to endorse these remedies.

    There are longer-term options such as prescription medications and skin patches. However, many have potential side effects, so you should discuss these with a health professional.

    Not all of these medications will be suitable for children. However, there are some options which may help alleviate serious cases, and these can be talked through with your family GP.

    Does it ever go away?

    Sometimes, repeated exposure to the activity (called habituation) can help reduce motion sickness. The ancient Romans and Greeks reported the more experienced a sailor became, the less prone they were to sea sickness.

    While inconvenient, motion sickness may also have some evolutionary advantages. It’s thought species prone to motion sickness (including humans, fish, dogs, cats, mice and horses) avoid dangerous patches of rough water or high windy branches.

    We’re safest when firmly on land and not moving at all. Perhaps motion sickness is simply one way that our body works to keep us out of harm’s way.

  • MIL-Evening Report: Data gaps and demographic change: the end of the NZ census will create big blind spots

    Ending the New Zealand census as we’ve known it will save money – it was “no longer financially viable”, according to Statistics Minister Shane Reti – but the true cost of those savings could be considerable.

    Of course, it’s no secret the two previous censuses raised major questions about the quality of census data and the process. In 2018, an untested experiment with online returns, and a reduced workforce in the field, saw “an unacceptably low response rate”.

    In 2023, StatsNZ had to apologise again, this time for failing to keep the collected data safe and for another low response rate, especially for Māori. The problems were compounded by low trust in government and an unwillingness to share private information in the wake of COVID-related misinformation.

    It didn’t help that the 2023 census cost NZ$325 million, up from $104 million in 2013 – double the amount per capita, for reasons that remain unclear.

    That was enough. Cabinet papers between March and May last year signalled the government was going to move to an alternative system of data collection. The shift was characterised as “modernising the census” – except there will be no census.

    But the change has been made without any apparent consideration of how the census is used – specifically, that it is crucial to the management of a modern society and economy – and what will be lost in the process.

    Comparison across time

    One of the primary functions of a census is to allow comparison with previous censuses over time. And these go back a long way.

    The first census, in 1851, collected data on Europeans only, although the Native Secretary provided details of Māori from 1849 to 1850. The Census Act of 1858 required that a national census of all Europeans take place every three years. A new act in 1877 introduced the five-yearly census we’ve become used to.

    Data on Māori was collected separately until 1916 when a question on “race” appeared. The 1926 Census and Statistical Act then required all individuals, including Māori, to complete the census forms.

    Depression and war meant there were no censuses in 1931 and 1941, and the 2011 census was delayed because of the Christchurch earthquakes. Otherwise, we have had regular updates from nearly all the resident population on a whole range of aspects of life in New Zealand.

    This comprehensive picture of New Zealanders and the way we live underpins nearly every aspect of political decision-making and policy development. But no more.

    The new approach will use existing administrative data collected by government departments and agencies as part of their normal business. ACC, Inland Revenue, the Ministry of Social Development, Ministry of Education, and Department of Internal Affairs will be key data sources.

    The data gaps will be addressed by asking those departments and agencies to change some of what they collect. But the main change will involve surveys – as yet unspecified in terms of sample size or frame, or the questions and topics to be covered – which will “verify data quality and fill gaps”.

    As well as saving money, the statistics minister says, this approach will provide “more timely insights”. But this all leaves important questions unanswered.

    Inadequate administrative data

    Administrative data is collected for specific purposes and in different ways by government departments and agencies. The coverage is incomplete, there is often no consistency in what is collected, and there are issues about data quality and robustness.

    Moreover, information management is not a particular strength of most public sector agencies (Inland Revenue might be one of the few exceptions). It will be interesting to see whether the government is prepared to fund new technology options and methods to help improve this data collection.

    For example, the Understanding Policing Delivery research project has identified issues with data collection, especially in relation to ethnicity: national intelligence activities collect and hold data on ethnicity, iwi and hapū affiliations, but the process for issuing police infringement notices for offending does not.

    As a StatsNZ exercise which looked at ethnicity data collection across the government sector noted:

    The question asked for ethnicity differs widely across administrative data sources and often differs within each administrative source depending on the mode of collection or the form used.

    Such inconsistencies will need to be rectified if administrative data is to be anything like as comprehensive and consistent as the data provided by the census.

    Major demographic change

    New Zealand is also undergoing major demographic change, including the following trends:

    • fertility has declined and is at sub-replacement levels

    • the population is rapidly ageing

    • the proportion of population living in the top half of the North Island is increasing

    • and immigration has contributed significantly to population growth and diversity.

    I am not convinced the new administrative approach will capture these demographic changes, much less good data on the wellbeing of various communities or the nature of families and households.

    Administrative data, by definition, is partial and suited to the particular activities and concerns of the agency or department in question. But in a modern, complex society, data is key. We have just lost one of the most powerful tools available for understanding this country in the 21st century.

  • MIL-OSI Global: Here’s why some people suffer from motion sickness – and which remedies actually work

    Cars may be a modern phenomenon, but motion sickness is not. More than 2,000 years ago, the physician Hippocrates wrote “sailing on the sea proves that motion disorders the body”. In fact, the word nausea derives from the Greek naus, meaning ship.

    Whether you’re in a ship, car, plane, or riding a rollercoaster, motion sickness (also called travel sickness or seasickness) can make you retch, vomit, sweat and become pale, and feel nauseated, dizzy and tired.

    For some people, watching dizzying scenes in a television show or simply thinking about moving can make us feel woozy. Playing video games or using virtual reality headsets can also lead to motion sickness (in this case, called “cybersickness”).

    But why does it happen? And why doesn’t it affect everyone?

    What is motion sickness?

    Motion sickness can happen in response to real or perceived motion.

    We don’t understand the exact mechanisms underlying motion sickness, although there are various hypotheses.

    The most accepted theory is that our brains like to know what’s going on around us. If our body is moving, but our brain can’t work out why, this creates some internal confusion.

    Within our brains, the “vestibular system”, which includes sensory organs in your inner ear, helps maintain balance.
    It has trouble doing this when you’re constantly being moved around (for example, inside a car) and sends the signals throughout our body which make us feel woozy.

    Supporting this theory, people who have damage to some parts of their inner ear systems can become completely immune to motion sickness.

    Why does motion sickness affect some people and not others?

    Very rough movement will make almost anyone
    motion sick. But some people are much more susceptible.

    Women tend to experience motion sickness more than men. There is evidence that hormonal fluctuations – for example during pregnancy or some stages of the menstrual cycle – may increase susceptibility.

    Some other conditions, such as vertigo and migraines, also make people more likely to experience motion sickness.

    In children, motion sickness tends to peak between ages six and nine, tapering off in the teens. It is much rarer in the elderly.

    In a car, the driver is normally in charge of the motion, and so their brain can anticipate movements (such as turning), leading to less motion sickness than for passengers.

    Are some modes of transport worse?

    Motion sickness is typically triggered by slow, up-and-down and left-to-right movements (low-frequency lateral and vertical motion). The more pronounced the motion, the more likely we are to get sick.

    This is why you might feel fine during some stages of an air flight, but become nauseous during times when there is turbulence. It’s the same at sea, where the larger and more undulating the waves, the more chance there is passengers will feel sick.

    Recent reports have suggested electric vehicles make motion sickness worse.

    This may be because electric vehicles tend to launch from a standstill with a fast acceleration. Sudden movements like this can make some occupants more nauseous.

    The silence of an electric vehicle is also unusual. Most of us are used to hearing the engine running and feeling the vehicle’s rumble as it moves. The silence in an electric vehicle removes these prompts, and likely further confuses our brain, making motion sickness worse.

    Interestingly, when an electric vehicle is put into autonomous (self-driving) mode, the driver becomes just as susceptible to motion sickness as the passengers.

    What helps motion sickness?

    For some people it never goes away, and they remain susceptible to motion sickness for life.

    But there are ways to manage symptoms, for example, avoiding travelling in bad weather, looking out the window and focusing on stable points (such as the aeroplane wing during a flight) or a distant stationary object (such as the horizon). This reduces conflicting signals in your brain.

    It may also help to:

    Medicines can help. Your doctor or pharmacist can recommend a variety of over-the-counter medications, such as antihistamines, which may help alleviate symptoms.

    Some people find alternative treatments helpful, including ginger, anti-nausea wrist bands (sea-bands or pressure bands). However we still don’t have enough consistent scientific evidence to endorse these remedies.

    There are longer-term options such as prescription medications and skin patches. However, many have potential side effects, so you should discuss these with a health professional.

    Not all of these medications will be suitable for children. However, there are some options which may help alleviate serious cases, and these can be talked through with your family GP.

    Does it ever go away?

    Sometimes, repeated exposure to the activity (called habituation) can help reduce motion sickness. The ancient Romans and Greeks reported the more experienced a sailor became, the less prone they were to sea sickness.

    While inconvenient, motion sickness may also have some evolutionary advantages. It’s thought species prone to motion sickness (including humans, fish, dogs, cats, mice and horses) avoid dangerous patches of rough water or high windy branches.

    We’re safest when firmly on land and not moving at all. Perhaps motion sickness is simply one way that our body works to keep us out of harm’s way.

    strong>SALEM, Ore.—In an age of digital communication, public broadcasting radio stations remain an indispensable tool for emergency alerts and disaster response. As natural disasters, extreme weather events, and public safety emergencies continue to challenge communities, local and national public radio stations provide reliable, timely and accessible information that can save lives.

    “The Public broadcasting radio plays a critical role in disseminating emergency alerts when disasters strike,” Oregon Statewide Interoperability and Watch Center Manager William Chapman, said. “Through partnerships with agencies like the Federal Emergency Management Agency (FEMA) and the National Oceanic and Atmospheric Administration (NOAA), public radio stations broadcast emergency messages, weather warnings, and evacuation orders to ensure that residents receive crucial updates—especially in areas where other forms of communication, like internet access and cellular service, is unavailable or disrupted.”

    Unlike digital platforms that rely on cellular networks or broadband services, radio signals remain stable and reach communities even when power lines are down and mobile networks are overloaded. This resilience makes public radio a trusted source during hurricanes, wildfires, earthquakes and other crises where traditional communication channels may fail.

    The Public Broadcasting Network (PBN) helps emergency responders coordinate effectively by making its statewide spectrum available to federal and state authorities to communicate with first responders and the media during emergencies. While, PBS WARN provides a back-up mechanism to wireless emergency alerts, should carrier connections fail either due to an internet disruption or a cybersecurity incident.

    Additionally, the Federal Department of Homeland Security’s Science and Technology Directorate (S&T) is collaborating on a new effort to arm agencies with a digital alerting system that taps into NEXTGEN public TV broadcasting technologies to provide emergency dispatch backup and resiliency if the internet or phone systems are down.

    “Next Gen TV will not only improve emergency alerting but also create resilient methods of communications to get emergency call information to first responders when other means of communication are offline,” Chapman said. “This capability is still in the development phase but early protypes have shown that the technology works.”

    While many for-profit broadcasters choose to provide emergency alerts voluntarily, public broadcasters are expected to do so as part of their core mission. Since public broadcasting is mission-driven—not profit-driven—and publicly owned, offering alerts is a mandatory service. However, services like emergency alerts often cost more to maintain than they generate in revenue, which is why they’ve traditionally been subsidized by taxpayer dollars. As a result, federal funding is foundational for public media, representing an essential portion of station budgets. It enables stations to provide free educational content, local programming, and critical emergency alerts. Without it, many stations, especially in rural areas, would struggle to operate.

    Public radio stations also contribute to disaster preparedness by offering educational programming on emergency response, featuring expert interviews, and keeping listeners informed about potential threats. Furthermore, in the aftermath of a disaster, they help relay recovery related information, share community resources, and offer support to those affected.

    “Public radio connects communities with lifesaving information and resources, ensures that emergency responders can coordinate effectively, and provides reassurance during uncertain times,” Erin McMahon, the Oregon Department of Emergency Management (OEM) director, said.

    As climate-related disasters increase and emergency response becomes more complex, public broadcasting radio remains a vital part of public safety infrastructure and a reliable source of information in times of crisis.

  • MIL-OSI China: Expo mirrors China’s vital role in Vietnam’s electronics supply chains

    Amid rows of exhibition booths displaying smart devices and electronic components, Vietnamese officials and business representatives at the Vietnam International Electronics Expo 2025 are sharing a common sentiment that China remains an essential partner in sustaining stable electronics supply chains.

    Held in Vietnam’s Bac Ninh province, the three-day event from June 20 to 22 gathered nearly 200 suppliers from China, South Korea and Vietnam.

    Among the visitors to the expo, Phan Thi Thanh Nhan, a logistics specialist handling freight from China to Vietnam, sees the efficient supply chain between the two countries reflected in her work.

    Highlighting that the Chinese market is large and offers a wide variety of goods, she said that “Vietnamese customers highly favor it and wish to cooperate with Chinese partners.”

    Beyond trade, “the Chinese side is very enthusiastic about resolving procedures quickly and always provides timely support to ensure smooth supply chains,” she noted.

    On the factory floor, Vietnamese manufacturers see similar benefits.

    Nguyen Thanh Binh, a representative of a Vietnamese cable manufacturing enterprise, emphasized the importance of Chinese machinery in production.

    “China is an important partner in our company’s product supply chain,” Binh said, noting that “we mainly import machinery for cable production from China.”

    He added that Chinese suppliers have continued to meet the electronics industry’s needs despite logistical challenges in global markets, enabling Vietnamese firms to maintain output and competitiveness.

    According to Vietnamese official statistics, China accounted for 26 percent of Vietnam’s total trade turnover in 2024, remaining its largest trading partner and top import market, with bilateral trade spanning agricultural produce, consumer goods and electronic components.

    Le Nguyen Thien Nga, head of the Institute of Policy Governance under the Vietnam Union of Science and Technology Associations, noted that China plays a strategically important role in Vietnam’s electronics supply chains.

    “We consider China a very important partner in Vietnam’s process of international economic integration,” she said.

    The upcoming 2025 Summer Davos Forum in north China’s Tianjin offers a timely opportunity for participants to explore how entrepreneurship can unlock economic growth potential amid global challenges.

    Exceptional economic uncertainty, rising tensions, major technological disruptions and the climate emergency are what chief economists refer to as the “exceptional uncertainty” facing the world today, Gim Huay Neo, managing director of the World Economic Forum (WEF), told Xinhua in Beijing ahead of the event, scheduled from June 24 to 26.

    According to the WEF, the world is undergoing a fundamental economic transformation as geopolitics, technology, sustainability, and demographic changes reshape traditional growth engines. Meanwhile, complex and shared challenges in development and climate change require urgent cooperation, innovative thinking, and an entrepreneurial spirit.

    Gong Ke, research lead for the 2025 Summer Davos topics, said that the entrepreneurial spirit, rooted in innovation, social responsibility and teamwork, plays a vital role as a new driving force and leader in economic development.

    “Entrepreneurs in the new era contribute to optimizing global resource utilization and promoting resource sharing, providing an important economic foundation for building a community with a shared future for humankind,” he added.

    The Summer Davos Forum, also known as the 16th Annual Meeting of New Champions of the WEF, carries the theme “Entrepreneurship in the New Era” this year. The forum will focus on five key areas — deciphering the world economy, outlook on China, industries disrupted, investing in people and the planet, and new energy and materials.

    The event is expected to bring together around 1,800 participants from over 90 countries and regions, according to the organizers.

    Explaining the choice of theme, Neo said the entrepreneurial spirit is centered on solutions and inspires hope and optimism. She emphasized the importance of focusing on areas with opportunities and potential for innovation to tackle the many challenges ahead, while maintaining a long-term perspective.

    At a time like this, it is important for all of us to embrace the entrepreneurial spirit, to view the challenges we face as opportunities, to create business solutions that address issues affecting people and the planet, and to be open to learning from one another in order to constantly improve and adapt, she said.

    Neo added that the record number of participants at the forum since the COVID-19 pandemic reflects the global community’s strong interest in gaining first-hand insights into China’s evolution, artificial intelligence (AI), and the broader innovation ecosystem, as well as exploring potential business opportunities and partnerships.

    Li Jiayi, a member of the forum’s preparation team, noted that the economic growth model driven by science and technology has injected new vitality into China’s development, making AI, green energy, and the country’s innovative momentum key topics of discussion among participants.

    Hailing China’s progress in green growth, Neo said the country has seized the global environmental crisis as an opportunity to transform industries and stimulate the growth of new green industries.

    At a press conference last week on the upcoming Summer Davos Forum, Chen Shuai, an official from the National Development and Reform Commission, reaffirmed China’s commitment to pursuing high-level opening up and to sharing the opportunities created by its development with the rest of the world.

    The Annual Meeting of the New Champions was established in 2007 through a collaboration between the WEF and China. What began as an initiative to spotlight emerging economies and future-oriented businesses has grown into a global platform for economic dialogue.

    Now in its 16th edition, the 2025 meeting reinforces the forum’s commitment to fostering international cooperation and addressing complex global issues.

    “Through action-oriented dialogues, the meeting aims to accelerate progress on shared imperatives and offer participants the opportunity to explore how entrepreneurship and emerging technologies can unlock more dynamic and resilient economies,” reads the introduction on the event’s official site.

    The National Emergency Management Agency (NEMA), the Natural Hazards Commission Toka Tū Ake (NHC), and the Insurance Council of New Zealand Te Kāhui Inihua o Aotearoa (ICNZ) have formed the Natural Hazards Resilience Partnership (the Partnership) to lift the coordination and cooperation in responding to and recovering from major disasters in New Zealand.

     

    The Partnership brings together key government and private sector organisations to improve national resilience by streamlining the sharing of information, aligning resources, and strengthening the overall response and recovery system following natural hazard events.

     

    “The Partnership is a proactive step in ensuring that New Zealand is better prepared to respond to and recover from major natural disasters,” NEMA’s chief executive Dave Gawn said.

     

    “Collaboration is crucial in emergency management, so we can support New Zealanders and their communities when they most need it. By working together, we can improve outcomes for affected communities and reduce recovery timeframes.”

     

    “New Zealand is a country at high risk of natural hazards. Very few areas are without risk, and we know that after personal and whanau safety, the safety and security of your home very quickly becomes a key focus for people impacted by natural disasters. So insurance plays a critical role in helping communities to recover,” NHC Chief Executive Tina Mitchell said.

     

    “Climate change makes it ever more important that we work together to prepare for and respond to natural hazard impacts. This Partnership leverages New Zealand’s unique public-private insurance system, which has been in place for 80 years, and strengthens how we’ll work together across the system to support community recovery.

     

    “All the members of this Partnership share a commitment to learning the lessons from past events and building our ways of working, so that we’re better prepared for future major events, together,” she said. 

     

    The Partnership will boost New Zealand’s resilience including the opportunity to collaborate before an event occurs to improve the system’s readiness, ICNZ Chief Executive Kris Faafoi said.

     

    “Insurance funds a sizeable portion of the recovery from most disaster events. Integrating insurers into the response and recovery allows for the best possible coordination of the entire system.

     

    “The insurance sector can relieve a significant burden from the agencies leading response and recovery by looking after insurance customers and providing certainty to get Kiwis back on their feet as quickly as possible.”

     

    Dave Gawn said this is one of several initiatives the Government is pursuing to lift the country’s emergency management system by investing in change.

     

    “The Partnership is a great example of where opportunities for improvement have been identified, and the sector is collaborating to make these changes happen. 

     

    “It helps ensure role clarity across the insurance and emergency management sectors, and it supports prosperity by ensuring that there is no daylight between response and effective recovery.

     

    “The Partnership is a key example of how investing in building trusted relationships in quiet times, means we will benefit from the consequent increase in resilience in turbulent times.”

     

    The Partnership will improve coordination across the insurance system and will allow the pursuit of shared goals across the 4Rs of emergency management (Risk Reduction, Readiness, Response, and Recovery).

     

    The emergency management system is an integral part of the broader national resilience system. Other related work includes local government reform, resource management reform (including national direction on natural hazards) and National Adaptation Framework, science sector reforms, and Crown risk financing and incentives for pre-event risk reduction.

  • MIL-Evening Report: Warm-ups, layered clothes, recovery: 4 tips to exercise safely in the cold

    Temperatures have dropped in many parts of Australia which means runners, cyclists, rowers, hikers, or anyone physically active outside need to take extra precautions to stay safe and exercise in relative comfort.

    Cold environments can also include high winds and water exposure, which present unique physiological, psychological and logistical challenges that can turn people off exercising.

    While exercising in the cold does not typically increase injury risk, certain conditions can lead to a drop in whole body temperature (hypothermia) and impaired exercise performance.

    One advantage to exercising in the cold is that it often feels easier, since the body perceives lower exertion levels compared to performing the same task in hot environments.

    While it’s sometimes tempting to rug up and stay indoors when temperatures plummet, here are some tips for exercising in cold conditions.

    1. Wear layers

    Start exercising in a slightly chilled state (if you’re warm when you begin, take a layer off).

    Strip down one layer as you warm up to avoid overheating and excessive sweating, which can lead to chilling later as you cool down.

    Clothing recommendations include:

    • inner (base) layer: wear a lightweight, moisture-wicking fabric (such as polyester) as a base layer to keep sweat away from your skin
    • middle (insulating) layer: add a fleece or thermal layer if temperatures are close to freezing
    • outer layer: a windproof, water-resistant jacket is essential in wet, windy or snowy conditions
    • additional considerations: for hands and feet, wear gloves and opt for polyester socks. A beanie or headband is great for the head and ears because you lose a significant amount of heat from your head.

    2. Warming up is crucial

    In cold conditions, your muscles may take longer to warm up and may be at a greater risk of injury due to reduced blood flow (vasoconstriction), reduced flexibility and slower reaction times.

    Spend about ten minutes (perhaps indoors) performing a structured warm-up. This should include dynamic stretches and exercises such as push-ups, leg swings, lunges, calf raises, squats and high knees before heading out.

    This will help enhance blood flow, increase tissue temperature and improve your joints’ range of motion.

    No matter what exercise type you choose, start slowly and gradually progress your intensity.

    3. Be aware of the risks

    Depending on the mode of activity, outdoor exercise can be riskier during winter due to slippery surfaces and reduced visibility.

    If you are walking or running, shorten your steps and stride length when it’s wet to maintain control and prevent slips and falls.

    If you are cycling, avoid sharp turns or sudden stops. Stick to well-lit areas and paths and try to exercise during daylight hours if possible.

    Also, consider wearing bright or reflective clothing at night or in foggy conditions.

    4. The importance of recovery

    Spend a few minutes at the end of your workout for active recovery (walking and stretching) which helps prevent blood pooling and inflammation in the feet, while bringing the body’s systems back to homeostasis (resting breathing and heart rate).

    When it’s extremely cold, get indoors immediately because your body temperature drops fast once you stop moving.

    Change out of any damp clothes and have a warm shower or bath as soon as possible to help regulate body temperature and prevent hypothermia. Be aware of signs of hypothermia, which include shivering, slurred speech, cold pale skin and poor coordination, among others.

    Other tips to consider

    If it’s nearing or below 0°C with wind chill or rain or snow, perhaps opt for an indoor mode of exercise such as treadmill running, stationary cycling or cross-training to avoid unnecessary risks such as hypothermia, non-freezing cold injuries (such as trenchfoot) or freezing cold injuries (frostbite).

    To ensure adequate hydration, it is recommended to consume about 500ml of fluid two hours before exercise and to continue to drink during and after exercising.

    If you do brave the cold to exercise outside, is still advisable to wear sunscreen (SPF 30 or higher) on exposed skin during the day, since ultra violet radiation can still pass through clouds and is not related to temperature.

    Overall, exercise in the cold can be safe and enjoyable with the right precautions and planning.

    Prime Minister Christopher Luxon has held high-level talks with European Union leaders in Brussels, to underline the close ties between New Zealand and the EU.

    “The European Union is one of New Zealand’s most trusted partners,” Mr Luxon says.

    “This is something that was emphasised in my meetings with both EU Commission President Ursula von der Leyen and EU Council President António Costa.

    “President von der Leyen and I discussed our commitment to the international rules-based system – something that’s more important than ever given the pressure on global security and prosperity.

    “We also talked about opportunities to ramp up two-way trade under the EU-New Zealand Free Trade Agreement.

    “New Zealand’s goods exports to the high-value EU market have already grown by more than $1 billion, a 25 percent increase since last year. But we know there is still scope to significantly increase this further with our premium New Zealand products.”

    New Zealand and the EU are also collaborating on research, science and innovation through Horizon Europe, the world’s largest research funding programme.

    “Our researchers are working together on 17 projects across a range of sectors, from hydrogen storage to bioprinting. By joining forces, we are driving scientific progress and innovation that delivers economic benefit for both our regions,” Mr Luxon says.

    While in Belgium, Mr Luxon also visited New Zealand memorials and other significant sites across Flanders Fields, to pay respect to the thousands of Kiwi soldiers who served on the Western Front during World War I.  

    He now travels to the Netherlands where he will meet with Dutch Prime Minister Dick Schoof before attending the NATO Summit in The Hague.

    [WASHINGTON, D.C.] – Today, U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Committee on Commerce, Science and Transportation (CST) and Ranking Member of the CST Aviation Subcommittee—issued the following statement announcing her strong opposition to Bryan Bedford’s nomination to serve as Federal Aviation Administrator. Her announcement comes after Bedford refused to commit to upholding the 1,500-hour certification standard for our nation’s pilots after Duckworth pressed him on the issue.

    “It is deeply disturbing that at this critical moment in aviation safety Mr. Bedford refuses to commit to upholding the 1,500-hour pilot training requirement. Amid a surge in near-misses, an air traffic controller shortage, aging air traffic control equipment and facilities, and in the wake of the first major deadly commercial crash in more than a decade, now is not the time to weaken flight hour requirements for all aspiring airline pilots. Incident after incident, it has been pilots who have made last second decisions to avert disaster. Well-trained pilots are our last line of defense, and I cannot support a nominee who as a corporate executive prioritized—and gained notoriety for—his failed effort to convince the FAA to exempt him from the 1,500-hour rule and let him hire less experienced pilots. I will be voting no on Mr. Bedford’s nomination.”

    In light of Bedford’s previous comments and actions against the 1,500-hour rule, Duckworth underscored at his nomination hearing that he would unilaterally attempt to weaken this standard and produce less-prepared pilots despite the serious challenges our nation is facing with regard to aviation safety. When Duckworth asked Mr. Bedford for his commitment to not reduce the 1,500-hour rule if confirmed, Mr. Bedford refused to commit. Duckworth’s remarks can be found on the Senator’s YouTube.

    In 2022, while Bedford was CEO of Republic Airways, the airline asked the FAA for an exemption to the 1,500 hour requirement for graduates from the airline’s training academy. The airline argued its graduates needed only 750 hours of flight time to become first officers, but FAA rejected the application, finding it did not provide an equivalent level of safety.

    Last week, the families of the Colgan Air Flight 3407 crash announced their opposition to Bedford’s nomination.

    For years before the deadly DCA crash, Duckworth has been sounding the alarm that we must make critical aviation safety investments to prevent all-too-often near-misses from becoming catastrophic tragedies. Last Congress, Duckworth chaired two CST Aviation Subcommittee hearings—one last December and the other a year prior—to address our aviation industry’s chilling surge in near-deadly close calls and underscore the urgent need to improve air traffic control systems to protect the flying public.

    Duckworth helped author the landmark bipartisan FAA Reauthorization Act of 2024 that was signed into law last year and included several of her provisions to safeguard the 1,500-hour rule, improve safety, expand the aviation workforce and enhance protections for travelers with disabilities.

    Greater security delivered for the British people with record billion-pound investment in new national biosecurity centre

    Huge investment in new National Biosecurity Centre to protect the British public and the economy from future pandemics.

    The country’s ability to prevent a future pandemic has been significantly enhanced today (Tuesday 24th June) with the announcement of a £1 billion investment in a new National Biosecurity Centre.

    This funding will deliver the next phase of a new National Biosecurity Centre – a cutting-edge scientific campus in Surrey that will serve as the UK’s foremost animal biosecurity facility.

    The investment is one part of the new National Security Strategy, to be published today, which marks a step change in this country’s approach to securing British interests whilst also creating jobs, wages, and growth for the British people as part of the Government’s Plan for Change.

    Animal disease outbreaks represent a serious and increasing risk to public health, food security, and the UK economy. Approximately 60% of all known human infectious diseases are zoonotic, meaning they can be transmitted from animals to humans. Furthermore, about 75% of emerging infectious diseases originate in animals, making the fight against these diseases about human health and security too.

    Without strong and modernised biosecurity infrastructure, disease incursions could severely impact our farmers, agricultural production, devastate rural communities and disrupt key supply chains. The export of livestock, meat and meat products, dairy and animal by-products is worth £16 billion per year alone to the UK economy.

    The funding will now enhance the country’s detection, surveillance and control capabilities for high-risk animal diseases such as avian influenza, foot and mouth disease and African swine fever, whilst enhancing our ability to manage concurrent disease outbreaks.

    Environment Secretary Steve Reed said:

    The first role of any Government is national security.

    That is why we are making a record investment into the nation’s biosecurity capabilities, and in turn our national security, after years of chronic underfunding.

    Farmers and food producers will now be better protected from diseases, our food security strengthened, and public health better safeguarded against future pandemics. This government is getting on with delivering on our Plan for Change.

    The new National Biosecurity Centre will play an essential role in addressing the full range of biological threats we face, including from hostile nations, and will ensure that the UK retains the scientific capability, infrastructure and expertise needed to lead international efforts to identify, manage, and mitigate disease threats in the years ahead.

    The high containment laboratories for animal health, run by the Animal & Plant Health Agency at Weybridge in Surrey, urgently need renewal to handle escalating disease risks, which are growing in the face of our changing climate. The Government inherited laboratories in poor condition with their long-term future in doubt and the country facing increased risk without action.

    The new facility will join a network of national centres set up by the Cabinet Office under the UK Biological Security Strategy and announced in the National Security Strategy. This new network of government laboratories provides a sovereign capability that keeps the public safe and is essential to responding to biological security risks.

    The network will strengthen and formalise existing collaborations between the UK Health Security Agency, the Animal and Plant Health Agency and the Defence Science and Technology Laboratory. It will ensure we are better prepared for a crisis, can respond more effectively when an incident does happen and deliver a more holistic approach to biological research.

    Jenny Stewart, Senior Science Director at the Animal and Plant Health Agency, said:

    This funding is a vital milestone in the delivery of a world-leading facility that will protect the UK from animal disease threats for decades to come.

    Our scientists and specialists at Weybridge are at the heart of the UK’s disease surveillance and response capability and provide a global centre of expertise.

    Investment on this scale will enable them to continue their critical work in modern, fit-for-purpose facilities, supported by the very latest technologies.

    Preparatory work at the Weybridge site is already underway. Planning Consent has been secured, and a contractor has been appointed to build the main new facilities. The first interim labs to support critical science while we transform the site will be ready in 2027 and 2028. The main construction works start in 2027, with the full NBC live and operational in 2033/34.

  • MIL-Evening Report: Drone footage captured orcas crafting tools out of kelp – and using them for grooming

    The more we learn about orcas, the more remarkable they are. These giant dolphins are the ocean’s true apex predator, preying on great white sharks and other lesser predators.

    They’re very intelligent and highly social. Their clans are matrilineal, centred around a older matriarch who teaches her clan her own vocalisations. Not only this, but the species is one of only six known to experience menopause, pointing to the social importance of older females after their reproductive years. Different orca groups have fashion trends, such as one pod who returned to wearing salmon as a hat, decades after it went out of vogue.

    But for all their intelligence, one thing has been less clear. Can orcas actually make tools, as humans, chimps and other primates do? In research out today by United States and British researchers, we have an answer: yes.

    Using drones, researchers watched as resident pods in the Salish Sea broke off the ends of bull kelp stalks and rolled them between their bodies. This, the researchers say, is likely to be a grooming practice – the first tool-assisted grooming seen in marine animals.

    Self kelp: why would orcas make tools?

    Tool use and tool making have been well documented in land-based species. But it’s less common among marine species. This could be partly due to the challenge of observing them.

    This field of research expands what we know these animals are capable of. Not only are orcas spending time making kelp into a grooming tool, but they’re doing it socially – two orcas have to work together to rub the kelp against their bodies.

    To make the tool, the orcas use their teeth to grab a stalk of kelp by its “stipe” – the long, narrow part near the seaweed’s holdfast, where it tethers to the rock. They use their teeth, motion of their body and the drag of the kelp to break off a piece of this narrow stipe.

    Next, they approach a social partner, flip the length of the kelp onto their rostrum (their snout-like projection) and press their head and the kelp against their partner’s flank. The two orcas use their fins and flukes to trap the kelp while rolling it between their bodies. During this contact, the orcas would roll and twist their bodies – often in an exaggerated S-shaped posture. A similar posture has been seen among orcas in other groups, who adopt it when rubbing themselves on sand or pebbles.

    Why do it? The researchers suggest this practise may be social skin-maintenance. Bottlenose dolphin mothers are known to remove dead skin from their calves using flippers, while tool-assisted grooming of a partner has been seen in primates, but infrequently and usually in captivity.

    Orcas across different social groups, ages and genders were seen doing this. But they were more likely to groom close relatives or those of similar age. There was some evidence suggesting whales with skin conditions were more likely to do the kelp-based grooming.

    Humpback whales are known to wear kelp in a practice known as “kelping”. But this study covers a different behaviour, which the authors dub “allokelping” (kelping others).

    A surprise from well-studied pods

    Interestingly, this new discovery comes from some of the most well-studied and famous orcas in the world – a group known as the southern resident killer whales. If you were a child of the 90s, you would have seen them in the opening scene of Free Willy, the movie which set me on my path to study cetaceans.

    These orcas consist of three pods known as J, K and L pods. Each live in the Salish Sea in the Pacific Northwest on the border of Canada and the US.

    Researchers fly drones over these resident pods most days and have access to almost 50 years of observations. But this is the first time the tool-making behaviour has been seen.

    Unfortunately, these pods are critically endangered. They’re threatened by sound pollution from shipping, polluted water, vessel strike and loss of their main food source – Chinook salmon.

    Orcas are smart

    In one sense, the findings are not a surprise, given the intelligence of these animals.

    In the Arctic, orcas catch seals by making waves to wash them off ice floes. Before European colonisation, orcas and First Nations groups near Eden hunted whales together.

    They can mimic human speech, while different groups have their own dialects. These animals are awe-inspiring – and sometimes baffling, as when a pod began biting or attacking boats off the Iberian peninsula.

    While orcas are often called “killer whales”, they’re not whales. They’re the biggest species of dolphin, growing up to nine metres long. They’re found across all the world’s oceans.

    Within the species, there’s a surprising amount of diversity. Scientists group orcas into different ecotypes – populations adapted to local conditions. Different orca groups can differ substantially, from size to prey to habits. For instance, transient orcas cover huge distances seeking larger prey, while resident orcas stick close to areas with lots of fish.

    Not just a fluke

    Because orcas differ so much, we don’t know whether other pods have discovered or taught these behaviours.

    But what this research does point to is that tool making may be more common among marine mammals than we expected. No hands – no problem.

    Science, Innovation and Technology Minister Dr Shane Reti and Space Minister Judith Collins have today announced that in partnership with the US, the Government is investing $5.6 million to support five new joint NZ-NASA research projects in the field of Earth observation.

    Researchers from New Zealand and NASA will work in partnership to tackle challenges such as disaster resilience and environmental management over the next three years.

    “These projects will combine some of New Zealand’s best research talent with NASA’s world-leading scientific expertise and technology, driving innovation in space science and environmental monitoring,” Dr Reti says.

    “Advancing Earth observation science helps us better understand our natural environment and enables us to manage our natural resources more effectively. For example, we can use satellite data and AI algorithms to accurately measure water movements, which helps manage freshwater and mitigate floods.

    “These projects will create a more resilient economy and drive productivity in some of our most valuable export industries, such as forestry and agriculture. They will also grow our science and innovation sector by positioning us in global growth markets such as remote sensing,” Dr Reti says.

    “The US is an indispensable space cooperation partner for New Zealand and our engagement with NASA is a key part of our bilateral relationship. These projects will further entrench our ongoing and positive relationship with NASA,” Ms Collins says.

    “NASA will contribute Earth observation satellite data, access to advanced tools and technology, as well as approximately $1.9 million in direct staff time and expertise.

    The projects are the second stage of the NZ–NASA research partnership through the Catalyst Fund, following an earlier round of feasibility studies. The selected projects span a range of high-impact areas:

    • Te Mātai Pū o te Kea – High Altitude Coastal Remote Sensing – advances remote-sensing technology using Kea’s Atmos high-altitude uncrewed aircraft.
    • Satellite Multi-Scale Hydrologic Framework for Te Hiku ō Te Ika Wairere Ngahere – develops tools to measure terrestrial water flux via satellite data.
    • Monitoring Vegetation–Geothermal Interactions from Space and Airborne Platforms – Integrates multiple Earth observation data streams to measure chemical and physical changes via vegetation.
    • Near Real-Time Fuel Moisture System for Wildfire and Drought – builds a predictive fire model using remote sensing.
    • Integrating Machine Learning and Remote Sensing for Dynamic Forest Mapping – develops predictive forest mapping using satellite imagery.

    UK to deliver on 5% NATO pledge as Government drives greater security for working people

    Working people will be more secure as the Prime Minister will make a historic commitment at the NATO Summit to spend 5% of GDP on national security.

    Working people will be more secure as the Prime Minister will make a historic commitment today at the NATO Summit (Tuesday 24 June) to spend 5% of GDP on national security.  

    This pledge to meet the NATO commitment on 5% comes as the government today publishes its National Security Strategy, drawing together all of the security work that has taken place since the General Election, with the relentless pursuit of British interests as its founding principle. 

    Marking a step change with the approach of previous governments, the National Security Strategy directly answers to the concerns of working people, aligning our national security objectives and plans for economic growth in a way not seen since 1945.  

    This will increase investment in security, defence and resilience, delivering jobs, wages and growth for the British people to raise living standards and put more money in working people’s pockets.   

     Prime Minister Keir Starmer said: 

    We must navigate this era of radical uncertainty with agility, speed and a clear-eyed sense of the national interest to deliver security for working people and keep them safe.   

    That’s why I have made the commitment to spend 5% of GDP on national security. This is an opportunity to deepen our commitment to NATO and drive greater investment in the nation’s wider security and resilience.   

    After all, economic security is national security, and through this strategy we will bring the whole of society with us, creating jobs, growth and wages for working people – guided by my Plan for Change.

    The UK has long argued that investment in things like energy security and tackling smuggling gangs is vital to national security. That is reflected in the National Security Strategy and the Spending Review and is now expected to be recognised by NATO. 

    With the new 5% commitment on national security, the UK expects a projected split of 3.5% (core defence) and 1.5% (resilience and security) to be agreed at the NATO summit, with a target date of 2035.

    Under NATO’s new estimate, the UK expects to reach at least 4.1% of GDP in 2027. All Allies will review the trajectory and the balance of spend between defence and wider national resilience in 2029, when NATO next reviews its capability plans.

    The National Security Strategy, with support from academics and other technical experts, reaffirms that the UK must become more competitive and robust in crucial areas like science, education, trade and frontier technology – or risk falling behind. 

    In a more transactional world, the report determines that building our own sovereign, independent capabilities in strategically important areas will reduce our dependency on other nations, support British businesses to grow and shield the British public from strong headwinds in the global economy.

    As this government has said before, the benefits of our increased investment in defence will be felt directly in the pockets of working people. This will extend to good, stable work in communities across the country – from doubling the number of apprentices and creating 9,500 jobs Berkshire by investing £15 billion in our sovereign warhead programme, to delivering 200 new jobs in BAE Systems’ new artillery factory in Sheffield or supporting 800 defence jobs across the country to build up to 7,000 long range missiles for our Armed Forces.

    Drawing our priorities to make the UK more secure and economically prosperous further together, the government’s Industrial Strategy will also invest £86 billion in research and development to drive growth in technologies that will underpin our future economic and military competitiveness.  

    The National Security Strategy is also a call to action that our entire society needs to become more resilient, recognising that national security means more than it used to – from the security of our borders to the health of our economy, from supply chains to food prices and from safety on our streets to the online world.  

    Faced by this reality in a world of increasing ‘grey zone’ threats, we cannot take a piecemeal approach that enhances the security of one part of our critical national infrastructure but leaves gaps elsewhere for our adversaries to exploit. This requires us to fortify in the round our economy, industry, digital communications and transport and energy networks against cyber-attacks and sabotage that we have seen launched against our public services and businesses, causing uncertainty and inconvenience for working people. 

    So, by stepping up we will meet the threats we face, following the clear objectives defined in the National Security Strategy to make every part of the UK more secure and resilient. We will become more unapologetic and systematic in pursuit of our national interests – delivering security for the British people.

  • MIL-OSI USA: Alaskan Wildlife: Observations from the Aleutian Arc Expedition

    As the R/V Atlantis makes its departure from Dutch Harbor and heads south down the Aleutian Islands, the Alaskan wildlife is abundant like no other. The upwelling that occurs along the Aleutian chain makes these waters a highly productive place and as a result, these are prime feeding grounds for marine birds. The rapid fluttering of Tufted Puffins renders these birds unforgettable as they are known for their deep diving, not flying. Nonetheless, puffins remain a fan favorite on board.

    Murres and Northern Fulmars have colonies nearby and soar in the sky in the hundreds, giving the ship an elegant show to watch and an almost insurmountable task of counting them. One could not miss the graceful flying of the many Albatross species living in this area, including the Laysan and Short-Tailed Albatross, with their long wingspans and effortless gliding close to the sea surface. Cormorants and gulls are a few other bird species that have been sighted and added to our life lists!

    Aside from marine birds, seagoers have found joy in watching Northern Fur Seals. As the human occupied vehicle Alvin was deployed on the second day of the expedition, several fur seals curiously swam around the submersible, diving down and resurfacing every so often to look around. Everyone on deck found delight in this spectacle. On the third day of the cruise, as the science team transited with rough weather, a humpback whale and an orca made appearances to those who were lucky enough to spot them. Needless to say, the Aleutians are home to incredible wildlife and anyone who experiences it will leave in awe of what they saw.

    Russian team of the first Open International Geographical Olympiad (openGeo 2025)

    The results of the first Open International Geographical Olympiad (openGeo 2025) were summed up at the University Gymnasium of the Lomonosov Moscow State University. The competition brought together 107 participants from 23 countries. The Russian team was represented by six winners of the final stage of the All-Russian School Olympiad in Geography for the 2024/25 academic year. In the team competition at openGeo 2025, they won first place: the Russian team has four gold and two silver medals.

    The children were congratulated by Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Education of Russia Sergei Kravtsov.

    “Our President Vladimir Putin noted that geography serves as the basis for the formation of patriotic values, cultural, national identity and self-awareness. The brilliant victory of our schoolchildren shows that adult outstanding scientific minds have someone to rely on. Thanks to such victories, we see that our common work to fulfill the President’s task – to improve the quality of teaching natural sciences in schools – is bearing fruit. Thank you to everyone who contributed to these high results, and we wish you success in the future!” said the Deputy Prime Minister.

    He also added that the national project “Youth and Children” helps to create conditions for realizing the potential and developing the talents of each person.

    The head of the Russian Ministry of Education, Sergei Kravtsov, congratulated the children and drew attention to the fact that the Olympiad contributes to strengthening international educational ties.

    “Today we pay special attention to developing interest in schoolchildren in studying natural sciences. Participation in the Open International Geographical Olympiad is an opportunity for children not only to test their knowledge, but also to meet young talents from different countries, exchange experiences and ideas. I would like to note that such a competition was held on the Russian platform for the first time. I congratulate our team, their parents and teachers on their brilliant result. I am sure that the success of our schoolchildren will inspire their peers to new discoveries and achievements,” emphasized Sergey Kravtsov.

    Young geographers from Azerbaijan, Armenia, Afghanistan, Belarus, Bosnia and Herzegovina, Brazil, Ghana, Zambia, Indonesia, Iran, Malaysia, Mongolia, Kazakhstan, China, Nigeria, Russia, Serbia, Slovenia, Tajikistan, Thailand, Tunisia, the Philippines, and Sri Lanka took part in the Olympiad. Thaddeus Trazo (Philippines) was recognized as the absolute winner of openGeo 2025. Russian schoolboy Christian Rymarchuk shared 2nd place with a participant from Belarus.

    All Olympiad tasks were completed in English. The Olympiad competition program consisted of three rounds. During the theoretical round, participants solved five problems in physical and socio-economic geography. The practical round included tasks aimed at analyzing space images, graphic and cartographic tasks. As part of the multimedia test, schoolchildren answered 40 illustrated questions from various areas of geographical knowledge.

    The scientific committee and jury of openGeo 2025 included leading scientists and geographers from Russia (representatives of Lomonosov Moscow State University, Institute of Geography of the Russian Academy of Sciences), India, Kazakhstan, Serbia and other countries.

    Open International Geographical Olympiad (HTTPS: //opengeo. Msu.ru) is an international competition for high school students. Its organizers are the Russian Ministry of Education and Lomonosov Moscow State University.

    The competition is held as an open alternative international Olympiad for schoolchildren and students selected based on the results of national geographic Olympiads and other intellectual competitions in the field of geography of the CIS, SCO, BRICS and other countries. The event is aimed at popularizing geographical knowledge and skills among talented schoolchildren and strengthening international educational and academic ties.

    In 2025–2027, more than 33 billion rubles will be allocated from the federal budget to a number of regions to create a network of modern university campuses as part of the new national project “Youth and Children”. The order on the distribution of these funds was signed by Prime Minister Mikhail Mishustin.

    The funds will be sent to the regions whose applications for the creation of campuses were approved by the Ministry of Education and Science as a result of a competitive selection. These are Perm Krai, Novgorod and Tyumen Oblasts.

    The campuses will be multifunctional spaces with co-working spaces, classrooms, sports facilities, libraries, accommodation for students, postgraduates, teachers and researchers, and technology parks. The creation of such student campuses will not only provide additional opportunities to improve the level of research and education, but will also contribute to the development of areas adjacent to the campus and ensure cultural interaction between the city and university environments.

    Part of the funds for the creation of campuses will be invested by businesses and the regions themselves. Interaction with investors will be built on the model of public-private partnership or on the basis of concession agreements.

    The decision taken was discussed atmeeting with deputy prime ministers on June 23“By 2030, 25 such spaces should be put into operation, intended primarily for the implementation of significant educational and scientific projects, deepening the relationship between education, science and the economy, taking into account the specifics of the region where the campus is located,” noted Mikhail Mishustin.

    The head of government called this project large-scale, complex and extremely important and instructed Deputy Prime Minister Dmitry Chernyshenko to personally monitor the quality of the implementation of planned activities, the efficiency of spending funds provided by the federal budget, and compliance with established deadlines.

    Work on creating university campuses based on public-private partnerships is being carried out on the instructions of the head of state, which he gave following a joint meeting of the State Council and the Presidential Council for Science and Education, held in 2021.
