    The results of the VIII season of the All-Russian student Olympiad “I am a professional” of the presidential platform “Russia – the country of opportunities” have been summed up. NSU demonstrated the highest results in the region: among the university students there are 75 diploma winners and 6 medalists.

    The new season of the Olympiad involved 185,610 students from 89 regions of Russia, who competed in 71 areas — from psychology, linguistics and jurisprudence to robotics, metallurgy and quantum technologies. Novosibirsk Oblast entered the top 5 following the results of the VIII season: young people in the region received 112 “I am a professional” diplomas.

    This year, 827 students from NSU took part in the selection round, and 197 in the final. The top 5 most popular areas of participation among NSU students were Biology, Biotechnology, Bioengineering and Bioinformatics, Chemistry, and Mathematics. NSU students showed themselves best in such tracks as Biotechnology, Bioengineering and Bioinformatics, Biology, and Ecology. According to the results of the overall medal count, NSU students won three gold and three bronze medals:

    Lyubov Pecherina, track “Psychology”, 4th year bachelor’s degree Institute of Medicine and Medical Technologies;

    Nazim Mustafin, 2 bronze medals in the Chemistry and Biotechnology tracks, 3rd year specialist student of the Faculty of Natural Sciences;

    Anna Skotareva, track “Biotechnology”, 3rd year bachelor’s degree at the Faculty of Natural Sciences.

    NSU traditionally acted as the organizer of the Olympiad track – “Bioengineering and Bioinformatics”. 1231 students from Russian universities took part in the selection stage of the track.

    Olympiad diploma winners will be able to complete internships at major companies and take advantage of benefits when entering the next level of education, and medalists will receive cash prizes of up to 300 thousand rubles.

    The Indian Space Research Organisation (ISRO) on Monday said it is working closely with Axiom Space to refresh time-sensitive experimental specimens, following the rescheduling of the Axiom-4 mission to the International Space Station (ISS) for June 19.

    In a post on X, ISRO said: “@NASA, @Axiom_Space & @SpaceX are targeting no earlier than June 19 for the #Ax4 mission to the @Space_Station. Indian Principal Investigators & @isro are coordinating with @Axiom_Space to refresh time-sensitive experimental specimens. #Space #AxMission4 #ISRO #ISS.”

    The Axiom-4 mission includes Indian Air Force Group Captain Shubhanshu Shukla, who will become the second Indian to travel to space after Rakesh Sharma’s 1984 mission.

    Union Minister of State for Science and Technology Jitendra Singh confirmed the new launch date in a June 14 post on X, saying: “Launch date of the Axiom-4 mission carrying Indian astronaut Shubhanshu Shukla to the International Space Station is, as of now, rescheduled for June 19, 2025.”

    He added that the technical issues which caused the initial delay had been resolved: “The SpaceX team has confirmed that all the issues that led to the earlier postponement of the launch have been duly addressed.”

    The delay was first announced by SpaceX on June 11, when the company cited a need for additional time to repair a liquid oxygen (LOx) leak identified during post-static fire booster inspections. “Standing down from tomorrow’s Falcon 9 launch of Ax-4 to the @Space_Station to allow additional time for SpaceX teams to repair the LOx leak identified during post-static fire booster inspections. Once complete – and pending Range availability – we will share a new launch date” SpaceX said on X.

    The Ax-4 mission is Axiom Space’s fourth private astronaut flight to the ISS. The Ax-4 crew includes astronauts from India, Poland, and Hungary. According to Axiom, this will be the first government-sponsored human spaceflight for the three nations since the 1980s.

  • MIL-OSI Africa: Canon, Coral Spawning Lab, and Nature Seychelles Team Up to Regenerate Coral Reefs

    Canon EMEA (Canon-CNA.com) is partnering with Nature Seychelles, a leading non-profit organisation in the Western Indian Ocean, and the Coral Spawning Lab (CSL), to lead a first-of-its-kind project designed to safeguard the Seychelles’ vital marine ecosystems. The project aims to restore and protect coral reefs against climate change by embracing a new method of coral regeneration in the region.

    Canon will provide investment to Nature Seychelles for the construction and operation of a coral breeding facility as well as Canon imaging equipment to enhance observation and documentation of coral spawning, to be used in citizen science, and for education and awareness. Canon’s equipment will allow researchers to witness coral spawning events in detail previously not seen before.

    This will be the first of its kind in the region and will enhance Nature Seychelles’ new Assisted Recovery of Corals (ARC) facility, a land-based coral aquaculture facility aimed at boosting coral restoration efforts to save reefs from the impacts of climate change.

    With support from Canon and CSL, Nature Seychelles will develop a deeper understanding of coral reproductive timing, post-settlement growth, and survival. The technology provided will also facilitate photomicrography, photogrammetry, and the production of high-quality imagery and videos for researchers.

    The new cutting-edge coral breeding facility will create a genetic bank of resilient coral and document the process like never before. It will be built by CSL – a UK-based team of researchers that work to better understand the life cycles of reefs to equip communities with the information they need to regenerate coral ecosystems. CSL will also provide training in Seychelles to operate the facility.

    Coral reef restoration in the Seychelles has traditionally relied on the “coral gardening” (http://apo-opa.co/45rAo7K) technique where coral fragments are selected from existing reefs and grown in nurseries, before being transplanted back into degraded areas. However, given this process results in a reef populated by genetically identical corals, the technique falls short of creating corals that can routinely withstand the events that degrade them; for example, coral bleaching events, where stress triggered by rising ocean temperatures causes damage to their tissue. The lack of genetic diversity within gardened reefs is a critical weakness, rendering the technique only a temporary fix rather than a long-term solution for improving reef health and resiliency in the region.

    “Currently, we’re essentially cloning corals, creating reefs of genetically identical species,” explains Dr Nirmal Shah, CEO of Nature Seychelles. “Evolution thrives on diversity – the strong, the weak, the healthy, and everything in between. To build truly resilient reefs, we need to embrace true diversity. Canon’s partnership, alongside Coral Spawning Lab’s expertise allows us to do just that, by enabling us to breed corals and create a genetic bank of resilient species.   • MIL-Evening Report: What is uranium enrichment and how is it used for nuclear bombs? A scientist explains

    Late last week, Israel targeted three of Iran’s key nuclear facilities – Natanz, Isfahan and Fordow, killing several Iranian nuclear scientists. The facilities are heavily fortified and largely underground, and there are conflicting reports of how much damage has been done.

    Natanz and Fordow are Iran’s uranium enrichment sites, and Isfahan provides the raw materials, so any damage to these sites would limit Iran’s ability to produce nuclear weapons.

    But what exactly is uranium enrichment and why does it raise concerns?

    To understand what it means to “enrich” uranium, you need to know a little about uranium isotopes and about splitting the atom in a nuclear fission reaction.

    What is an isotope?

    All matter is made of atoms, which in turn are made up of protons, neutrons and electrons. The number of protons is what gives atoms their chemical properties, setting apart the various chemical elements.

    Atoms have equal numbers of protons and electrons. Uranium has 92 protons, for example, while carbon has six. However, the same element can have different numbers of neutrons, forming versions of the element called isotopes.

    This hardly matters for chemical reactions, but their nuclear reactions can be wildly different.

    The difference between uranium-238 and uranium-235

    When we dig uranium out of the ground, 99.27% of it is uranium-238, which has 92 protons and 146 neutrons. Only 0.72% of it is uranium-235 with 92 protons and 143 neutrons (the remaining 0.01% are other isotopes).

    For nuclear power reactors or weapons, we need to change the isotope proportions. That’s because of the two main uranium isotopes, only uranium-235 can support a fission chain reaction: one neutron causes an atom to fission, which produces energy and some more neutrons, causing more fission, and so on.

    This chain reaction releases a tremendous amount of energy. In a nuclear weapon, the goal is to have this chain reaction occur in a fraction of a second, producing a nuclear explosion.

    In a civilian nuclear power plant, the chain reaction is controlled. Nuclear power plants currently produce 9% of the world’s power. Another vital civilian use of nuclear reactions is for producing isotopes used in nuclear medicine for the diagnosis and treatment of various diseases.

    What is uranium enrichment, then?

    To “enrich” uranium means taking the naturally found element and increasing the proportion of uranium-235 while removing uranium-238.

    There are a few ways to do this (including new inventions from Australia), but commercially, enrichment is currently done with a centrifuge. This is also the case in Iran’s facilities.

    Centrifuges exploit the fact that uranium-238 is about 1% heavier than uranium-235. They take uranium (in gas form) and use rotors to spin it at 50,000 to 70,000 rotations per minute, with the outer walls of the centrifuges moving at 400 to 500 metres per second.

    This works much like a salad spinner that throws water to the sides while the salad leaves stay in the centre. The heavier uranium-238 moves to the edges of the centrifuge, leaving the uranium-235 in the middle.

    This is only so effective, so the spinning process is done over and over again, building up the percentage of the uranium-235.

    Most civilian nuclear reactors use “low enriched uranium” that’s been enriched to between 3% and 5%. This means that 3–5% of the total uranium in the sample is now uranium-235. That’s enough to sustain a chain reaction and make electricity.

    What level of enrichment do nuclear weapons need?

    To get an explosive chain reaction, uranium-235 needs to be concentrated significantly more than the levels we use in nuclear reactors for making power or medicines.

    Technically, a nuclear weapon can be made with as little as 20% uranium-235 (known as “highly enriched uranium”), but the more the uranium is enriched, the smaller and lighter the weapon can be. Countries with nuclear weapons tend to use about 90% enriched, “weapons-grade” uranium.

    According to the International Atomic Energy Agency (IAEA), Iran has enriched large quantities of uranium to 60%. It’s actually easier to go from an enrichment of 60% to 90% than it is to get to that initial 60%. That’s because there’s less and less uranium-238 to get rid of.

    This is why Iran is considered to be at extreme risk of producing nuclear weapons, and why centrifuge technology for enrichment is kept secret.

    Ultimately, the exact same centrifuge technology that produces fuel for civilian reactors can be used to produce nuclear weapons.

    Inspectors from the IAEA monitor nuclear facilities worldwide to ensure countries are abiding by the rules set out in the global nuclear non-proliferation treaty. While Iran maintains it’s only enriching uranium for “peaceful purposes”, late last week the IAEA board ruled Iran was in breach of its obligations under the treaty.

  • MIL-OSI Russia: Focus on Youth: Key Decisions of the Expert Council on Science and Education at the IPA CIS

    A meeting of the Expert Council on Science and Education under the Interparliamentary Assembly of the CIS countries was held in the Tauride Palace under the leadership of Academician of the Russian Academy of Sciences, Rector of the Peter the Great St. Petersburg Polytechnic University Andrey Rudskoy.

    Opening the meeting, Secretary General of the IPA CIS Council Dmitry Kobitsky noted that the busy agenda shows the importance of the council’s work and the participants’ great contribution to the development of science and education in the CIS. The experts discussed the draft recommendations on the regulatory framework for academic mobility, and also reviewed the draft concept of recommendations on the professional orientation of children and youth.

    “Our youth are our value and pride,” Andrey Rudskoy emphasized. “That is why it is so important to devote maximum time to working with them.”

    The document pays special attention to supporting schoolchildren and students through the introduction of modern career guidance systems, including online platforms such as the Russian “Ticket to the Future” system and the Kazakhstani EduNavigator service. Practical methods that will help young people better navigate their career choices were also discussed.

    “Today, an important aspect is the development of cooperation between the CIS countries,” commented Dmitry Mokhorov, Director of the Higher School of Law and Forensic Science, expert of the EC at the IPA CIS. “And this cooperation is at all levels. Issues of academic mobility, career guidance activities, best educational practices are the areas where our consolidated experience is invaluable.”

    By unifying approaches, states will be able to exchange successful practices. These include the Belarusian digital service “Step into the Profession”, Azerbaijani classes with a professional focus, Russian “Profile Techno Teams”, and a Kyrgyz program with Beeline. The meeting discussed the development of cooperation in the field of fundamental science, proposals for the long-term plan of model lawmaking for 2026-2028, aspects of regulatory regulation of tutoring activities, and pressing issues of combating bullying against children in the educational process.

    The participants heard information about the preparation for the international conference “Russian Language – the Basis of Integration Dialogue in the CIS Region”, and the responsible secretary of the Expert Council, head of the department for ensuring model lawmaking of the expert and analytical department of the Secretariat of the IPA CIS Council Tatyana Baranova announced the international scientific and educational congress “Intellectual Code of the Commonwealth”.     BISHKEK, June 16 (Xinhua) — The China-Central Asia cooperation mechanism has demonstrated its high potential. And the upcoming summit to be held in Astana, Kazakhstan, will give new impetus to achieving practical results, political scientist and director of the Institute of World Politics of Kyrgyzstan Sheradil Baktygulov said in an exclusive interview with Xinhua.

    Sh. Baktygulov noted that the political will of the leaders of China and the Central Asian countries plays a key role in the sustainable development and continuous strengthening of the China-Central Asia cooperation mechanism. And the personal participation of the leaders of the countries underlines the mutual respect and desire to deepen the partnership between the countries participating in this mechanism.

    According to him, this approach allows for the coordination of countries’ positions on key contemporary issues, strengthening trust between them, and also forming a unified approach to regional security and development.

    In May 2023, the first China-Central Asia summit was held in the Chinese city of Xi’an. The political scientist noted that since then, the platform has demonstrated its high potential. For example, it has managed to strengthen ties in the economic, political and security spheres, creating the basis for deeper integration in the future. China’s investment in the digital economy and logistics of the region has expanded.

    “The China-Central Asia platform demonstrates the ability of Central Asian states to pursue a consolidated policy, and also shows the major role of China as a key development partner in Eurasia,” the expert believes.

    Speaking about the achievements of the mechanism, Sh. Baktygulov noted the deepening of political trust and dialogue between the countries, the holding of high-level meetings, and the intensification of coordination on issues of ensuring security and regional stability.

    In addition, according to him, there is an increase in trade between Central Asian countries and China, the construction of the China-Kyrgyzstan-Uzbekistan railway is accelerating, transport corridors are actively developing, the number of scholarships for students studying at Chinese universities is increasing, and exchanges in tourism, science and technology are expanding.

    “Therefore, there is growing confidence that the China-Central Asia summit in Astana will expand the horizons of cooperation between our countries and give new impetus to achieving practical results for the benefit of the region’s population,” the political scientist said.

Baktygulov, believing that the “China-Central Asia” mechanism promotes mutual learning and strengthening of ties between peoples, and also shows an example of how it is possible and necessary to develop humanitarian and cultural cooperation in the context of a diversity of cultures and civilizations.

    Sh. Baktygulov also praised China’s significant progress in recent years, in particular, economic growth, infrastructure development and improvement of the population’s standard of living.     Dstl announces Orpheus satellite mission contract

    The Orpheus satellite mission will carry a suite of payloads to measure the effects of space weather.

    The Defence Science and Technology Laboratory (Dstl) has awarded the £5.15 million satellite contract for the Orpheus space domain awareness mission to Astroscale UK.

    This will be a successor to the Prometheus-2 and CIRCE missions that were lost aboard the Virgin Orbit launch in 2023. Orpheus is a collaborative effort between UK industry, government and academia–as well as international government partners in Canada and the US. Launch is anticipated to be in 2027.

    Astroscale UK is working with subcontractor Open Cosmos Limited who will design and build 2 near identical cubesats that Astroscale UK will operate for the mission. The satellites will fly in formation in Low Earth, Sun Synchronous Orbit to observe and collect critical data using in-situ and remote sensing techniques.

    Dstl Chief Executive, Dr Paul Hollinshead, said:

    “Changes in space weather can have a critical impact on satellites which provide navigation aids, telecommunications and data transmission. Sustained investment in space research in collaboration with our international partners strengthens the security of UK interests in space.”

    Orpheus will host a suite of Space Domain Awareness (SDA) payloads. These payloads will include a Hyperspectral Imaging (HSI) payload on each spacecraft and an array of payloads to characterise the ionosphere (the ionised portion of Earth’s upper atmosphere) from several UK and international partners.

    The 2 HSI payloads, supplied by Dragonfly Aerospace, will capture image data to support SDA and Intelligence, Surveillance and Reconnaissance (ISR) scientific experiments and measurements of land-based, littoral and ice over water targets.

    Used in a lead-trail configuration in a near-polar earth sun-synchronous orbit, the 2 HSI payloads will allow for the detection and identification of materials and targets of interest based on their spectral signatures.

    The satellites will carry the following payloads to measure the effects of space weather:

    Triple Tiny Ionospheric Photometers (Tri-TIP)

    Characterises the ionosphere through observation of UV wavelengths on the night-side of the Earth, using two payloads with multiple different view angles to allow multi-point sampling. US Naval Research Laboratory, US.

    TOPside ionosphere Computer Assisted Tomography (TOPCAT II)

    Derives total electron content of the propagation medium from differential phase of received GPS signals. University of Bath, UK.

    Wind Ion Neutral Composition Suite (WINCS)

    Provide in-situ observations of ions and neutrals (density, temperature and winds/drifts). US Naval Research Laboratory, US.

    Radiation Monitor (RadMon)

    Comprised of a particle detector, dose rate monitor and total dose monitor. Surrey Satellite Technology Ltd, UK.

    The suite of payloads carried on Orpheus will generate observations enabling a greater understanding of the driving processes of geophysical phenomena in the ionosphere-thermosphere system, distributed across a wide range of latitudes.

    Understanding the characteristics of the dynamic ionosphere is vital for a range of both civil and defence applications such as:

    • GNSS
    • communications
    • sensing technology
    • space sustainability

    This fully funded project will run for 3 years and will conclude in 2028. It will cover the complete lifecycle of the mission, from design through to launch, operations and disposal.

    Orpheus is Astroscale UK’s first defence mission and demonstrates how the defence industry is a conduit for small and medium enterprises to super charge their growth through defence activities.

    In the short-term, Orpheus will enable Astroscale to retain 10 direct jobs, in addition to a further 17 jobs for platform partner Open Cosmos and the wider UK supply chain.

  • MIL-Evening Report: How does Israel’s famous air defence work? It’s not just the ‘Iron Dome’

    Late last week, Israel began a wave of attacks on Iran under the banner of Operation Rising Lion, with the stated goal of crippling the Islamic republic’s nuclear program and long-range strike capabilities. At the outset, Israel claimed Iran would soon be able to build nine nuclear weapons, a situation Israel regarded as completely unacceptable.

    Following Israeli strikes against Iranian nuclear facilities, and targeted assassinations of Iranian nuclear scientists and key members of the Iranian armed forces, Iran retaliated with a large barrage of ballistic missiles and drones against Tel Aviv and Jerusalem. The first wave consisted of some 200 ballistic missiles and 200 drones.

    The conflict continues to escalate, with population centres increasingly being targeted. Israel’s missile defence systems (including the vaunted Iron Dome) have so far staved off most of Iran’s attacks, but the future is uncertain.

    Ballistic missiles and how to stop them

    Iran possesses a large arsenal of ballistic missiles and long-range drones, alongside other long-range weapons such as cruise missiles. Ballistic missiles travel on a largely fixed path steered by gravity, while cruise missiles can adjust their course as they fly.

    Iran is approximately 1,000km from Israel, so the current strikes mostly involve what are classified as medium-range ballistic missiles, alongside long-range drones. It is not clear exactly what type of missile Iran has used in its latest strikes, but the country has several including the Fattah-1 and Emad.

    It is very difficult to defend against ballistic missiles. There is not much time between launch and impact, and they come down at very high speed. The longer the missile’s range, the faster and higher it flies.

    An incoming missile presents a small, fast-moving target – and defenders may have little time to react.

    Israel’s missile defence and the Iron Dome

    Israel possesses arguably one of the most effective, battle-tested air defence systems in service today. The system is often described in the media as the “Iron Dome”, but this is not quite correct.

    Israel’s defences have several layers, each designed to address threats coming from different ranges.

    Iron Dome is just one of these layers: a short range, anti-artillery defence system, designed to intercept short-range artillery shells and rockets.

    In essence, Iron Dome consists of a network of radar emitters, command and control facilities, and the interceptors (special surface-to-air missiles). The radar quickly detects incoming threats, the command and control elements decide which are most pressing, and the interceptors are sent to destroy the incoming shells or rockets.

    Ballistic defence systems

    The other layers of Israel’s defence system include David’s Sling, and the Arrow 2 and Arrow 3 interceptors. These are specifically designed to engage longer-range ballistic missiles, both within the atmosphere and at very high altitudes above it (known as exoatmospheric interception).

    Spectacular footage has been captured of what are likely exoatmospheric interceptions taking place during this latest conflict, demonstrating Israel’s capacity to engage longer-range missiles.

    The US military has comparable missile defence systems. The US Army has the Patriot PAC-3 (comparable to David’s Sling) and THAAD (comparable to Arrow 2), while the US Navy has the Aegis and the SM-3 (comparable to Arrow 3) and the SM-6 (comparable again to Arrow 2).

    The US deployed Aegis-equipped warships to support Israel’s defence against missile attacks in 2024, and appears to be preparing to do the same now.

    Iran possesses some air defence systems such as the Russian S300 which has some (very limited) ballistic missile defence capabilities, but only against shorter range (and thus slower) ballistic missiles. Further, Israel has been focusing on degrading Iran’s air defences, so it is not clear how many are still operational.

    Iran has been focusing on developing technology such as maneuverable warheads, which are harder to defend against. However, it is not clear whether these are yet operational and in Iranian service.

    Can missile defences last forever?

    Missile defences are finite. The defender is always limited by the number of interceptors it possesses.

    The attacker is also limited by the number of missiles it possesses. However, the defender must often assign multiple interceptors to each attacking missile, in case the first misses or otherwise fails.

    The attacker will plan for some losses to interceptors (or mechanical failures) and send what it determines to be enough missiles for at least some to penetrate the defences.

    When it comes to ballistic missiles, the advantage lies with the attacker. Ballistic missiles can carry large explosive payloads (or even nuclear warheads), so even a handful of missiles “leaking” past defensive systems can still wreak significant damage.

    What now?

    Israel’s missile defences are unlikely to stop working completely. However, as attacks deplete its stocks of interceptors, the system may become less effective.

    As the conflict continues, it may become a race to see who runs out of weapons first. Will it be Iran’s stocks of ballistic missiles and drones, or the interceptors and anti-air munitions of Israel, the US and any other supporters?

    It is impossible to say who would prevail in such a race of stockpile attrition. Some reports suggest Iran has fired approximately 1,000 ballistic missiles of an estimated 3,000. However, this still leaves it with an enormous stockpile to use, and it is unclear how fast Iran can make new missiles to replenish its resources.

    But we should hope it doesn’t come to that. Beyond the tit-for-tat exchange of missiles, the latest conflict between Israel and Iran risks escalating. If it is not resolved soon, and if the US is drawn into the conflict more directly, we may see broader conflict in the Middle East.

  • MIL-Evening Report: The Australian government has launched a new strategy to boost vaccination rates. Will it work?

    Last week, the Australian government announced a new National Immunisation Strategy for 2025–30. This strategy sets out the government’s priorities for improving vaccine uptake for children, adolescents and adults over the next five years.

    It comes at an important moment. Childhood vaccination coverage has been declining consistently since 2020.

    So what are the key goals of this new strategy, and will it be able to reverse the drop in vaccination rates among Australian children?

    Declining vaccination coverage since the pandemic

    While overall vaccination coverage remains high by global standards – at 92% for one-year-olds – this is down from a high of nearly 95% in 2020. The reasons for the drop include access challenges and concerns among some parents about vaccine safety and effectiveness.

    Many children are missing out on timely vaccines that prevent diseases such as whooping cough and meningitis. Aboriginal and Torres Strait Islander children, who also have lower vaccination coverage rates at one and two years old, bear a disproportionate burden of these diseases.

    And it’s not just children missing out. Among adolescents, HPV coverage at age 15 has dropped by 5% in girls (down to 81%) and 7% in boys (down to 78%) since 2020.

    Influenza vaccination coverage has declined year on year since 2022 and remains at very low levels. Coverage in 2024 was 62% for people aged 65 and older, and under 30% for the rest of the population.

    Across six key priority areas, the new immunisation strategy seeks to reduce vaccine hesitancy and improve access to vaccinations, particularly in priority groups such as Aboriginal and Torres Strait Islander communities. A few key points stood out to us.

    1. Emphasis on trust and community engagement

    We need to strengthen trust in vaccines and the people and systems that deliver them because low levels of trust are associated with vaccine scepticism and refusal. Even though Australians’ trust in childhood vaccines is generally high, there have been some bumps in recent years.

    The pandemic left some people with lingering questions and misperceptions about vaccines, supercharged by misinformation and increasing political polarisation of vaccination.

    The strategy rightly emphasises the need to engage with communities and build trust in vaccination and the health system.

    However, relationships with communities can’t be stood up at a moment’s notice – they take time and effort to sustain. State and federal governments invested in these relationships with diverse communities during the COVID vaccine rollout, but many of these initiatives have since been dissolved due to lack of sustained funding and commitment.

    Recently, there have been positive indications some governments are reinvesting in these efforts. Hopefully this strategy will encourage more to do the same.

    2. Addressing equity and access

    Too often government leaders and media headlines blame individual laziness or hesitancy for our uptake problems, failing to acknowledge the very real problems with service convenience and access that are also present.

    The strategy makes clear that the government and immunisation service providers should make vaccination accessible and equitable. As a part of this commitment, it highlights the importance of ensuring all health-care professionals who are able to deliver vaccines are being utilised to their full potential.

    Pharmacists are specifically mentioned, but there is no reference to the largest group of immunisation providers: nurses. They should be better recognised and we need reform to enable nurses to vaccinate more independently.

    3. Recognising the importance of data

    When vaccination rates are low, it’s essential to know why. This comes from both talking with communities and collecting robust data.

    We are part of the National Vaccination Insights project, which carries out yearly monitoring using surveys and interviews with the public to better understand the drivers of vaccine uptake.

    The strategy proposes a live dashboard of vaccine uptake data, which would be valuable, but we also encourage the addition of social and behavioural data. The dashboard should also report rates of vaccination in pregnancy. This information is newly available, thanks to the recent addition of a field to record pregnancy status in the Australian Immunisation Register.

    4. Commitment to consider vaccine injury compensation

    Maintaining trust in vaccination means being able to acknowledge when vaccines can very occasionally cause harm. People tend to be more confident in vaccines when you tell them what to expect, what the common minor side effects are, as well as the rare serious ones.

    When those rare serious side effects become a reality for a handful of people, they may have to take time off work, incur medical expenses, and very occasionally, manage long-term complications. So it’s essential these people are financially compensated by government.

    We had such a compensation scheme during the pandemic for COVID vaccines, but this ended in September 2024. We welcome the government’s plan to explore whether establishing a compensation scheme is feasible for all vaccines on the national program.

    A comprehensive no-fault vaccine injury compensation scheme is overdue and, with thoughtful and consultative planning, would make our already robust vaccination system more trustworthy.

    Where to from here?

    The new national immunisation strategy is comprehensive and informed by evidence. But its impact will ultimately come down to its funding and implementation, which are not described in this document. Finalising these key plans and putting them into action must happen soon to arrest declining vaccination coverage and keep people well protected from serious diseases.

  • Dr. P. K. Mishra reviews relief and rescue operations following Ahmedabad plane crash

    Dr P. K. Mishra, Principal Secretary to the Prime Minister, visited Ahmedabad on Sunday to oversee ongoing relief and rescue operations following the tragic plane crash near B.J. Medical College in Meghani Nagar. His visit followed directives issued by PM Modi, emphasising swift action, a thorough investigation, and support for the victims and their families.

    Dr Mishra conducted an on-site review of the crash location, where he was briefed by senior officials from the state government, the Aircraft Accident Investigation Bureau (AAIB), and the Airports Authority of India (AAI). Authorities outlined the timeline of the incident and the immediate response measures undertaken.

    During his visit to Civil Hospital, Ahmedabad, Dr Mishra met injured passengers and extended his condolences to the families of the deceased. He instructed officials to ensure that bereaved families are given full assistance in a seamless manner.

    Later, Dr Mishra visited the Forensic Science Laboratory (FSL) in Gandhinagar, where he reviewed the DNA sampling process. Stressing the need for both accuracy and urgency, he directed forensic teams to expedite the identification of victims while ensuring scientific rigour.

    Chairing a high-level meeting at Circuit House, Ahmedabad, Dr. Mishra reviewed investigation and relief efforts with senior officials from the centre, the state, AAIB, and AAI. The AAIB has launched a detailed probe into the crash.

    Since the aircraft involved was US-manufactured, the US National Transportation Safety Board (NTSB) is also conducting a parallel investigation under international protocols.

    Dr Mishra reaffirmed Prime Minister Modi’s commitment to ensuring a coordinated and compassionate response, with all necessary resources deployed to support victims and their families. He was accompanied by senior PMO officials, including Tarun Kapoor, Advisor to the Prime Minister, and Mangesh Ghildiyal, Deputy Secretary, PMO.

  • MIL-OSI Global: What’s the difference between barista milk and regular milk? It’s what gets added to it

    If you start reading the labels of the various milks at the supermarket, you’ll quickly find different fat levels, added nutrients like calcium, lactose-free options, milk from goats or sheep, and ones made from plants.

    Both at the supermarket and at your local café you’ve probably also seen cartons labelled “barista milk”. These can be dairy or plant milks marketed for making specialist coffee drinks such as flat whites, lattes and others.

    But what exactly makes a product a barista milk, and how does it differ from regular milk?

    What is ‘milk’, anyway?

    “Milk” is a regulated term. Food Standards Australia New Zealand sets requirements on fat and protein contents for dairy milk, and it has to come from “milking animals”. These standards also state what can be added or modified; only plant sterols (a supplement to reduce blood cholesterol) are allowed.

    Despite the name, plant-based milks aren’t bound by a specific “milk” standard. Instead, they fall under broader beverage regulations, which is why you’ll see a wide variety of ingredients, protein levels, sugars and fats from one brand to the next.

    Because of this regulation, manufacturers are careful to make it absolutely clear what is in the carton or bottle so there’s no confusion between cow’s milk and soy milk, for example.

    What is barista milk, then?

    Barista milks, whether dairy or plant-based, are specifically formulated to foam more reliably, with a finer texture and longer-lasting bubbles.

    For cow’s milk, this almost always means higher protein content: about 4–5% in barista milk compared to the 3.3–3.5% in regular milk. You’ll often see “milk solids” listed in the ingredients; this is another name for dried skim milk, added to boost the protein content.

    Plant-based barista milks (such as soy, oat or almond) will vary a lot more, depending on the manufacturer and the plant base.

    The most common additives in plant-based barista milks are:

    • vegetable oils for creaminess and thickness
    • gums (such as gellan or locust bean gum) to increase thickness
    • maltodextrin (a processed starch), also for thickness, and
    • emulsifiers such as lecithin – to help stop the fats and water from splitting apart.
    The foam in frothed milk happens through a complex interaction of ingredients and temperature.

    The science of a good foam

    Foam is essentially gas bubbles suspended in a liquid. Its stability depends on a complex interaction of proteins, fats, sugars and other components, as well as the temperature at which the milk was foamed.

    In cow’s milk, proteins such as casein and whey form ball-like structures that easily rearrange to stabilise foam. These proteins help the milk fat and water stay held together, which is why dairy-based barista milks foam easily and the foam lasts longer.

    Fat plays a more complex role depending on temperature – there’s a sweet spot for a good foam.

    In cold cow’s milk, the fats are semi-solid and will make the foam collapse by breaking the bubble walls. But when heated above 40°C, these fats melt, spread better throughout the milk and easily interact with proteins to help form and stabilise the bubbles.

    However, overheating the milk (above 70°C) cooks and breaks the whey protein balls, making it harder to create foam.

    How barista plant milks work

    Plants make vastly different proteins compared to cows. However, the physical shape of proteins found in soy and oat milks is also ball-like, making them good for foaming just like cow’s milk.

    That’s generally why you see soy and oat milks used in cafes. Barista versions of plant milks often have added vegetable oils to help mimic the fat–protein interaction in dairy. It’s what makes the milk foam stable and the liquid feel creamy.

    Some – but not all – barista plant milks will also have thickeners because they help the foam last longer.

    Compared to soy and oat, almond milk is naturally low in protein. So almond barista milks will almost always contain gums, starches and emulsifiers along with added vegetable oil.

    Many plant milks also contain added sugars for flavour, since they lack the natural lactose found in dairy.

    Is barista milk worth it?

    Many plant-based milk formulations, especially barista ones, contain added gums, manufactured starches and emulsifiers. This qualifies them as “ultra-processed foods”, according to the United Nations’ classification system.

    While the plant-based milk might not be inherently overly harmful, this classification invites reflection on how far these products have moved from their original, natural source.

    On the environmental side, plant-based milks typically have a lower impact than cow’s milk. They use less land and water and produce fewer greenhouse gases.

    Barista milks usually cost significantly more than their regular counterpart. This premium reflects the added ingredients and research and development cost of optimising foaming and drinking characteristics.

    For cafés, the cost is often justified because barista milks produce a more predictable and consistent end product, leading to better customer satisfaction.

    For home use, it depends on your own level of foaming skill and how much you value a perfect flat white every time.

  • MIL-OSI Global: What actually happens to my skin when I have a really, really hot shower or bath?

    The weather is getting cooler and many of us are turning to hot showers and baths to warm up and wind down.

    But what actually happens to your skin when you have really hot showers or baths?

    Your largest organ

    Your skin is your largest organ, and has two distinct parts: the epidermis on the outside, and the dermis on the inside.

    The epidermis is made up of billions of cells that lay in four layers in thin skin (such as on your eyelids) and five layers in thick skin (such as the on sole of your foot).

    The cells (keratinocytes) in the deeper layers are held together by tight junctions. These cellular bridges make waterproof joins between neighbouring cells.

    The cells on the outside of the epidermis have lost these cellular bridges and slough off at a rate of about 1,000 cells per one centimetre squared of skin per hour. For an average adult, that’s 17 million cells per hour, every day.

    Under the epidermis is the dermis, where we have blood vessels, nerves, hair follicles, pain receptors, pressure receptors and sweat glands.

    Together, the epidermis and dermis (the skin):

    • protect you from ultraviolet radiation from the Sun
    • synthesise vitamin D3, which helps your intestines absorb calcium
    • protect you against bacteria, parasites, fungi and viruses
    • regulate your body temperature via the dilation of blood vessels and sweat glands releasing sweat
    • help display how we’re feeling (think, for example, of blushing or goosebumps)
    • allow us to feel sensations such as touch, pressure, pain and temperature.

    So, your skin is important and worth looking after.

    Washing daily can help prevent disease, and really hot baths often feel lovely and can help you relax. That said, there are some potential downsides.

    The skin microbiota

    Normally we have lots of healthy organisms called Staphyloccocus epidermis on the skin. These help increase the integrity of our skin layers (they make the bonds between cells stronger) and stimulate production of anti-microbial proteins.

    These little critters like an acidic environment, such as the skin’s normal pH of between 4-6.

    If the skin pH increases to around 7 (neutral), Staphyloccocus epidermis’ nasty cousin Staphyloccocus aureus – also known as golden staph – will try to take over and cause infections.

    Having a hot shower or bath can increase your skin’s pH, which may ultimately benefit golden staph.

    Being immersed in really hot water also pulls a lot of moisture from your dermis, and makes you lose water via sweat.

    This makes your skin drier, and causes your kidneys to excrete more water, making more urine.

    Staying in a hot bath for a long time can reduce your blood pressure, but increase your heart rate. People with low blood pressure or heart problems should speak to their doctor before having a long hot shower or bath.

    Heat from the shower or bath can activate the release of cytokines (inflammatory molecules), histamines (which are involved in allergic reactions), and increase the number of sensory nerves. All of this can lead to itchiness after a very hot shower or bath.

    Some people can get hives (itchy raised bumps that look red on lighter skin and brown or purple on darker skin) after hot showers or baths, which is a form of chronic inducible urticaria. It’s fairly rare and is usually managed with antihistamines.

    Making the most of moisturising

    Moisturising after a hot bath or shower can help, but check if your moisturiser is up to the task.

    To improve the skin barrier, your moisturiser needs to contain a mix of:

    • an emollient such as ceramides, squalanes or dimethicone (emollients incorporate themselves into the lipid barrier in the epidermis to reduce water loss)
    • a humectant such as glycerin or hyaluronic acid (humectants draw moisture from the dermis into the epidermis)
    • an occlusive such as petroleum jelly or Vaseline, mineral oil, or cocoa butter (occlusives reduce water loss through the skin and increase the production of anti-microbial peptides).

    Not all moisturisers are actually good at reducing the moisture loss from your skin. You still might experience dryness and itchiness as your skin recovers if you’ve been having a lot of really hot showers and baths.

    I’m itchy again, what should I do?

    If you’re itching after a hot shower or bath, try taking cooler, shorter showers and avoid reusing sponges, loofahs, or washcloths (which may harbour bacteria).

    You can also try patting your skin dry, instead of rubbing it with a towel. Applying a hypoallergenic moisturising cream, like sorbolene, to damp skin can also help.

    A group of scientists from the Volgograd State Technical University (VolGTU) headed by Doctor of Engineering Sciences, Professor Viktor Kablov, as part of the implementation of the program of the Competence Center “Technologies for Modeling and Development of New Functional Materials with Specified Properties” (CNFM) based at the Novosibirsk State University, carried out with the financial support of the NTI Foundation, created a database with artificial intelligence modules, which presents more than 5,000 elastomer formulations. At the moment, this is the largest materials science database of elastomeric materials in Russia. A program has also been developed for calculating the thermophysical properties of polymer composite materials and simulating the behavior of fire- and heat-protective materials. All three tools will become a digital assistant for the developer of elastomers, and will significantly speed up the process of creating new materials for many industries. The work is part of the project “Computer materials science of multicomponent nanostructured elastomeric materials with specified properties for extreme operating conditions” and is included in the above-mentioned NSU Center for Scientific and Materials Science Development Program.

    Digital (computer) materials science is a modern field of science and technology that deals with the development and optimization of new materials from the atomic level to the level of the finished product, using digital technologies, modeling methods and virtual testing throughout the entire life cycle. Computer materials science methods allow accelerating the process of creating materials with specified properties several times, while it is possible to predict the structure of materials, regulate their properties, optimize technological processes, design new, unique, not yet existing materials and composites.

    The project “Computer Materials Science of Multicomponent Nanostructured Elastomeric Materials with Specified Properties for Extreme Operating Conditions” includes two stages: development of new-generation software and information support using AI methods to solve problems of computer materials science of elastomeric materials; and development of new elastomeric materials using the created software, manufacturing technology, creation of technical documentation and release of pilot batches of materials. Work on the first stage, which began in 2024, has now been completed – a software and hardware complex has been created, consisting of three tools – a database, a program for calculating the thermophysical properties of polymeric materials and a module for simulating the behavior of materials under extreme loads.

    The work on the project is being carried out by a large group of specialists – specialists from other universities and industrial enterprises are also involved in the work. The work is being coordinated by the NTI Center for New Functional Materials, headed by the Director of the Center, Alexander Kvashnin.

    Elastomers (rubber) are polymeric materials with high elasticity. Currently, they are used in almost any technology – aviation, automobile, shipbuilding, oil and other industries. At the same time, the range of use is constantly expanding, as evidenced by an example from the automobile industry: if in the 50s there were 28 rubber parts in a car, now there are more than 500. Along with the expansion of the range of application of elastomers, the requirements for them are constantly increasing and the conditions of their operation are becoming more stringent, when the materials work near the limits of performance or in the mode of thermal and chemical destruction, severe mechanical, frictional loads, under dynamic loading, etc.

    — Elastomers are complex multicomponent materials in structure, each of them includes up to 20 components that are in a complex physical and chemical interaction. It takes at least 6 months and about 1 million rubles to develop one recipe for a new material. There are about 10,000 different recipes in the field of rubber products alone, and hundreds of new materials are constantly being developed, new ingredients appear. At the same time, the efficiency of many materials is often far from the necessary requirements due to low elaboration. Currently, materials are created mainly by empirical methods, the number of experiments conducted during the development of some materials can exceed 10 thousand. In the context of the rapid development of many industries, this approach is ineffective — conducting experiments has become tens of times more expensive, and the development time with an empirical approach is unacceptably long. Thus, we are faced with two problems that need to be solved. The first is informational, when we need to quickly find the right material. The second is technological, when we need to speed up the process of creating new materials, predict their properties with greater accuracy and model their behavior under the influence of various external factors. Our project is aimed at solving these two problems, – comments Viktor Kablov, Doctor of Technical Sciences, Professor of the Volgograd State Technical University.

    The creation of a data bank is the core of the development of Volgograd State Technical University and NSU. At the moment, it already contains more than 5,000 elastomer recipes, and the database continues to expand. When including a recipe in the database, specialists carry out verification – check, clarify the recipes and evaluate their quality. The database reflects both the ingredients (composition) and the properties of elastomers, technological modes. Based on this data, a reference book is formed in which materials are grouped and classified, which facilitates searching and working with the database.

    The data bank is equipped with machine learning and fuzzy search modules (based on artificial intelligence technologies), which allow finding patterns in compositions, provide the dependence “composition-property” and support the automated design block of the material. Such intelligent data analysis makes it possible to predict the properties of a new material with high accuracy (more than 90%) based on information about its composition.

    — Our task is to ensure that the bank answers not only the question of what material, but also the question of how to make it. As a result, such banks become digital machines in the hands of technologists. In my practice, there were cases when consortiums of experienced technologists could not solve the problem of developing a new material. We “pulled” existing solutions from the data bank and found a way out of the situation. Thus, the data bank becomes one of the important elements of computer materials science, — says Viktor Kablov.

    In the absence of a recipe with specified properties, the process of creating (“designing”) a new recipe is supposed to be carried out using an interactive program for creating recipes for elastomer materials, which uses a database of the properties of the components included in the composition. Since a large number of components are used in the formulation of elastomer materials, the program must select the best combination of components in the composition (search through a large number of options (more than one hundred thousand) and select the optimal one, which significantly simplifies and speeds up the process of creating a new composition.

    The next important component of computer materials science is a program for calculating the thermophysical properties of polymer composite materials by chemical formula (up to 16 properties are calculated). It is used to evaluate the properties of the components used. The program contains a fairly large database of thermophysical characteristics of the components included in the material. In the absence of reference data, these characteristics can be calculated using a program for predicting characteristics by chemical formula.

    — Such properties as heat capacity, thermal conductivity, temperature, density can be calculated experimentally. That is, take a certain material and conduct tests, but this requires expensive equipment and significant time resources. In modern conditions, it would be more effective if, knowing the composition, we could automate the process of calculating thermal physical properties. In my opinion, we have solved this problem quite successfully: we enter the composition into the program, and within a few seconds it calculates four main parameters — heat capacity, thermal conductivity, temperature and density, — explains Viktor Koblov.

    Another tool that scientists are currently working on is a multifactor simulation modeling based on mathematical models that describe the heating of a material with physical and chemical transformations throughout the entire volume of the material. This program uses complex multifactor models that allow for a fairly reliable calculation of the required thickness of the heat-protective coating without resorting to very expensive experiments using installations with full-scale jet engines.

    — Studying the behavior of a material, for example, fire- or heat-protective, which operates in very difficult, extreme conditions, is an extremely expensive undertaking, and the equipment — stands for conducting such tests — are not always available. We have developed a program that allows us to calculate and predict the behavior of a material in certain conditions. By entering 18 parameters that reflect the properties of the material and various factors of influence (temperature, time), we calculate the required thickness of the heat-protective coating. Moreover, it should be taken into account that this is a polymer material that swells, decomposes and absorbs heat during heating. These are the so-called “smart” materials that adapt to external influences and, as a result of a chain of chemical transformations under conditions of, for example, high temperatures, these influences are leveled. Thus, heat is spent on chemical reactions that absorb heat, and as a result, the temperature on the unheated side does not increase. This mechanism is similar to how living organisms work, — says Viktor Kablov.

    NSU plans to commercialize this development, offering partners two options for cooperation: either purchase a license for access to the database and software product, or use the service as part of a subscription service – technical support for the partner’s developments. The technology for designing new elastomers has already attracted interest from companies representing the oil refining, tire manufacturing and rubber industries.

    VolGTU and NSU are also working in parallel on the second stage, that is, the creation of elastomers, polymeric materials that work in extreme operating conditions – at high temperatures, pressure, in complex environments. Such materials are used in various fields, including oil production, petrochemistry, engine building, space technology, etc.

    The weather is getting cooler and many of us are turning to hot showers and baths to warm up and wind down.

    But what actually happens to your skin when you have really hot showers or baths?

    Your largest organ

    Your skin is your largest organ, and has two distinct parts: the epidermis on the outside, and the dermis on the inside.

    The epidermis is made up of billions of cells that lay in four layers in thin skin (such as on your eyelids) and five layers in thick skin (such as the on sole of your foot).

    The cells (keratinocytes) in the deeper layers are held together by tight junctions. These cellular bridges make waterproof joins between neighbouring cells.

    The cells on the outside of the epidermis have lost these cellular bridges and slough off at a rate of about 1,000 cells per one centimetre squared of skin per hour. For an average adult, that’s 17 million cells per hour, every day.

    Under the epidermis is the dermis, where we have blood vessels, nerves, hair follicles, pain receptors, pressure receptors and sweat glands.

    Together, the epidermis and dermis (the skin):

    • protect you from ultraviolet radiation from the Sun
    • synthesise vitamin D3, which helps your intestines absorb calcium
    • protect you against bacteria, parasites, fungi and viruses
    • regulate your body temperature via the dilation of blood vessels and sweat glands releasing sweat
    • help display how we’re feeling (think, for example, of blushing or goosebumps)
    • allow us to feel sensations such as touch, pressure, pain and temperature.

    So, your skin is important and worth looking after.

    Washing daily can help prevent disease, and really hot baths often feel lovely and can help you relax. That said, there are some potential downsides.

    The skin microbiota

    Normally we have lots of healthy organisms called Staphyloccocus epidermis on the skin. These help increase the integrity of our skin layers (they make the bonds between cells stronger) and stimulate production of anti-microbial proteins.

    These little critters like an acidic environment, such as the skin’s normal pH of between 4-6.

    If the skin pH increases to around 7 (neutral), Staphyloccocus epidermis’ nasty cousin Staphyloccocus aureus – also known as golden staph – will try to take over and cause infections.

    Having a hot shower or bath can increase your skin’s pH, which may ultimately benefit golden staph.

    Being immersed in really hot water also pulls a lot of moisture from your dermis, and makes you lose water via sweat.

    This makes your skin drier, and causes your kidneys to excrete more water, making more urine.

    Staying in a hot bath for a long time can reduce your blood pressure, but increase your heart rate. People with low blood pressure or heart problems should speak to their doctor before having a long hot shower or bath.

    Heat from the shower or bath can activate the release of cytokines (inflammatory molecules), histamines (which are involved in allergic reactions), and increase the number of sensory nerves. All of this can lead to itchiness after a very hot shower or bath.

    Some people can get hives (itchy raised bumps that look red on lighter skin and brown or purple on darker skin) after hot showers or baths, which is a form of chronic inducible urticaria. It’s fairly rare and is usually managed with antihistamines.

    If you start reading the labels of the various milks at the supermarket, you’ll quickly find different fat levels, added nutrients like calcium, lactose-free options, milk from goats or sheep, and ones made from plants.

    Both at the supermarket and at your local café you’ve probably also seen cartons labelled “barista milk”. These can be dairy or plant milks marketed for making specialist coffee drinks such as flat whites, lattes and others.

    But what exactly makes a product a barista milk, and how does it differ from regular milk?

    What is ‘milk’, anyway?

    “Milk” is a regulated term. Food Standards Australia New Zealand sets requirements on fat and protein contents for dairy milk, and it has to come from “milking animals”. These standards also state what can be added or modified; only plant sterols (a supplement to reduce blood cholesterol) are allowed.

    Despite the name, plant-based milks aren’t bound by a specific “milk” standard. Instead, they fall under broader beverage regulations, which is why you’ll see a wide variety of ingredients, protein levels, sugars and fats from one brand to the next.

    Because of this regulation, manufacturers are careful to make it absolutely clear what is in the carton or bottle so there’s no confusion between cow’s milk and soy milk, for example.

    What is barista milk, then?

    Barista milks, whether dairy or plant-based, are specifically formulated to foam more reliably, with a finer texture and longer-lasting bubbles.

    For cow’s milk, this almost always means higher protein content: about 4–5% in barista milk compared to the 3.3–3.5% in regular milk. You’ll often see “milk solids” listed in the ingredients; this is another name for dried skim milk, added to boost the protein content.

    Plant-based barista milks (such as soy, oat or almond) will vary a lot more, depending on the manufacturer and the plant base.

    The most common additives in plant-based barista milks are:

    • vegetable oils for creaminess and thickness
    • gums (such as gellan or locust bean gum) to increase thickness
    • maltodextrin (a processed starch), also for thickness, and
    • emulsifiers such as lecithin – to help stop the fats and water from splitting apart.

    The science of a good foam

    Foam is essentially gas bubbles suspended in a liquid. Its stability depends on a complex interaction of proteins, fats, sugars and other components, as well as the temperature at which the milk was foamed.

    In cow’s milk, proteins such as casein and whey form ball-like structures that easily rearrange to stabilise foam. These proteins help the milk fat and water stay held together, which is why dairy-based barista milks foam easily and the foam lasts longer.

    Fat plays a more complex role depending on temperature – there’s a sweet spot for a good foam.

    In cold cow’s milk, the fats are semi-solid and will make the foam collapse by breaking the bubble walls. But when heated above 40°C, these fats melt, spread better throughout the milk and easily interact with proteins to help form and stabilise the bubbles.

    However, overheating the milk (above 70°C) cooks and breaks the whey protein balls, making it harder to create foam.

    How barista plant milks work

    Plants make vastly different proteins compared to cows. However, the physical shape of proteins found in soy and oat milks is also ball-like, making them good for foaming just like cow’s milk.

    That’s generally why you see soy and oat milks used in cafes. Barista versions of plant milks often have added vegetable oils to help mimic the fat–protein interaction in dairy. It’s what makes the milk foam stable and the liquid feel creamy.

    Some – but not all – barista plant milks will also have thickeners because they help the foam last longer.

    Compared to soy and oat, almond milk is naturally low in protein. So almond barista milks will almost always contain gums, starches and emulsifiers along with added vegetable oil.

    Many plant milks also contain added sugars for flavour, since they lack the natural lactose found in dairy.

    Is barista milk worth it?

    Many plant-based milk formulations, especially barista ones, contain added gums, manufactured starches and emulsifiers. This qualifies them as “ultra-processed foods”, according to the United Nations’ classification system.

    While the plant-based milk might not be inherently overly harmful, this classification invites reflection on how far these products have moved from their original, natural source.

    On the environmental side, plant-based milks typically have a lower impact than cow’s milk. They use less land and water and produce fewer greenhouse gases.

    Barista milks usually cost significantly more than their regular counterpart. This premium reflects the added ingredients and research and development cost of optimising foaming and drinking characteristics.

    For cafés, the cost is often justified because barista milks produce a more predictable and consistent end product, leading to better customer satisfaction.

    For home use, it depends on your own level of foaming skill and how much you value a perfect flat white every time.

    At the United Nations Ocean Conference 2025 (UNOC)1 in Nice, held to mark World Oceans Day on June 8, Samsung Electronics hosted a premiere event for “Coral in Focus,” a new documentary that brings the global coral crisis into sharp relief. The event, held at Ocean House, featured a screening of the film followed by a panel discussion with leading voices in marine science, conservation and technology.
     
    Directed by award-winning filmmaker Quentin van den Bossche, “Coral in Focus” follows scientists, engineers and local conservationists as they confront the urgent threats facing coral reefs — ecosystems that support up to a billion people and a quarter of all marine life. This work is part of a broader effort announced at Galaxy Unpacked in January 2025, where Samsung unveiled its partnership with Seatrees to support the restoration of coastal ecosystems with communities in Fiji, Indonesia and the United States, leveraging Galaxy camera technology to document and aid in the recovery of marine environments.

    A Crisis Hidden Beneath the Surface
    As ocean temperatures shattered records, more than 80% of the world’s reefs have suffered from mass bleaching. When corals bleach, they lose not just their color but their lifeblood — the algae that feed them. This crisis, largely invisible to the public, threatens biodiversity, food security and coastal resilience. Long-term climate action is crucial to safeguarding coral reefs, while short-term restoration efforts — informed and supported by innovative technology — can help them withstand rising ocean temperatures.
     
     
    A Galaxy Smartphone That Sees Beneath the Waves
    Samsung collaborated with Seatrees, a nonprofit dedicated to restoring marine ecosystems, and the Scripps Institution of Oceanography at the University of California, San Diego, a global leader in reef research, to pioneer a new frontier in coral restoration by exploring new, innovative solutions. Ocean Mode,2 a specialized camera feature created specifically for this partnership, was developed, introduced and validated in real-world conditions in Indonesia and Fiji. This process has created a credible foundation for broader scientific use while improving the overall accessibility of this new technology.
     
    By enabling more scientists, conservationists and even citizen scientists with the ability to photograph, map and monitor reefs, Ocean Mode can help restoration efforts scale, and make it possible for anyone to protect more reefs, in more places, with greater impact.
     
     
    Innovation With Measurable Impact
    Ocean Mode transforms the Galaxy S24 Ultra into a mobile marine research tool, enabling vivid, high-resolution image capture even in challenging underwater conditions. It corrects the excessive blue and green hues typical of underwater photography, allowing for a more accurate representation of coral health and diversity.
     
    The camera adjusts shutter speed and leverages multi-frame image processing to reduce motion blur caused by water movement or diver activity, ensuring sharp, detailed images. With its interval shooting capability, the device can automatically capture thousands of images in a single dive, dramatically improving both efficiency and consistency. These images can then be used to generate 3D models of coral reefs using technology known as photogrammetry, giving researchers a powerful way to visualize and study the drivers of the structure and health of reefs over time.
     
    Over the past year, the project has delivered extraordinary results. With these coral restoration initiatives, 17 3D models of coral reefs have been made with the help of scientists and Samsung to analyze the impact of coral restoration efforts and validate the precision of Galaxy devices for photogrammetry. In total, Seatrees project partners planted more than 14,046 coral fragments to restore 10,705 square meters of coral reef habitat.
     
     
    A Premiere With Purpose
    The “Coral in Focus” premiere at Ocean House, in partnership with Project Everyone, brought together scientists, storytellers and sustainability leaders for a powerful conversation on the role that technology and global collaboration play in the future of coral reefs.

    “A key focus of the coral restoration efforts is being able to monitor what’s working and what’s not. And that starts with capturing high-quality images of our supported reefs,” said Michael Stewart, co-founder of Seatrees. “Our local partners have really appreciated Ocean Mode because it has improved their ability to capture higher-quality images with Galaxy phones to make the 3D models created by the scientists at Scripps more accurate.”

They also hold unique potential to increase the pace at which we share this information with people around the world who may never get to experience a coral reef themselves.”

    Exploring Ocean Conservation at UNOC
    In addition to the premiere of “Coral in Focus,” Samsung representatives spoke on two panels hosted by the United Nations Educational, Scientific and Cultural Organization (UNESCO-IOC) at the UNESCO-IOC “Beyond Borders: Ocean Futures” pavilion. First, Generation17 Young Leader José Francisco Ochoa spoke about the importance of digital technology and community partnership during the panel “Showcasing the Diversity of Ocean Literacy Practices Around the World,” where he shared insights on how Generation17 elevates his work to advance ocean literacy.
     
    Samsung also participated in a panel discussion titled “The Role of Corals in Unlocking the Secrets of Biodiversity,” highlighting its commitment to marine conservation.          Hong Kong’s biotech sector is driven by innovations such as smart hospitals and telehealth, addressing rising healthcare demands with sustainable solutions. The Hong Kong Special Administrative Region Government is enhancing the city’s capabilities through the establishment of the InnoLife Healthtech Hub in the Hong Kong-Shenzhen Innovation and Technology Park. The 2024 Policy Address also introduced a HK$10 billion I&T Industry-Oriented Fund to channel investment into strategic industries, including life and health technology.

         The GBA presents significant opportunities for American biotech firms. Designated GBA healthcare institutions can utilise Hong Kong-registered drugs and medical devices approved for public hospitals, with 51 drugs and 63 medical devices having been allowed by the Guangdong Provincial Medical Products Administration as of April 30, 2025. Additionally, the Listing Rules reform by the Hong Kong Exchanges and Clearing Limited has positioned it as a leading exchange for biotech initial public offerings, enabling pre-revenue biotech companies to list on the main board and access robust capital markets.

         InvestHK has seen strong momentum in attracting innovation and technology (I&T) companies to establish or expand their presence in the city. In 2024, the number of I&T companies assisted by InvestHK rose to 120, up from 82 in 2023, making it the top-performing sector among all sectors supported by the department. This growth reflects both the increasing global confidence in Hong Kong’s innovation ecosystem and the city’s strategic role as a springboard for I&T businesses looking to access Mainland China and Asia-Pacific markets.

         Associate Director-General of Investment Promotion at Invest Hong Kong (InvestHK) Mr Charles Ng today (June 14) concluded his visit to Canada, deepening economic and business ties with Canadian investors and enterprises.

         During his visit June 8 to 14 to Waterloo, Toronto, and Montreal, Mr Ng met with investors, family offices, start-ups, academia, and business leaders, emphasising Hong Kong’s role as a global financial hub and gateway to Mainland China and international markets. He hosted roundtables highlighting Hong Kong’s strengths in wealth management and cross-border investments and discussed how Canadian enterprises can leverage Hong Kong for global expansion. He toured innovation labs and facilities at universities and discussed Asian expansion plans with Canadian founders.     Millions will take part in clinical trials under the 10 Year Health Plan which will speed up clinical research.

    Patients will receive the most cutting-edge treatments years earlier than planned under the government’s 10 Year Health Plan, which will speed-up clinical trials so the UK becomes a hotbed of innovation.

    Millions of people will now be able to search for and sign up to lifechanging clinical trials, via the NIHR Be Part of Research service on the NHS App, allowing patients to browse and find the trials best suited to their interests and needs.

    Eventually the plan will see the NHS App automatically match patients with studies based on their own health data and interests, sending push notifications to your phone about relevant new trials to sign up to.

    It comes as the NIHR launches a UK-wide recruitment drive for clinical trials – the biggest ever health research campaign – to get as many people involved in research as possible. Adults across the UK are being urged to register, with underrepresented groups including young people, Black people and people of South Asian heritage particularly encouraged to sign up, at bepartofresearch.uk

    The 10 Year Health Plan will bring transparency to which Trusts are performing well in clinical trials – and which are not. All NHS Trusts and organisations will need to submit data on the number of trials being conducted and the amount of progress being made – as we rebuild the country’s global status as the epicentre of research.

    Public reporting will show the number of trials sponsored by both commercial and non-commercial sponsors at specific Trusts and other organisations, including universities or Primary Care sites. It will reveal to the government, patients, investors, and Trust boards which NHS organisations are performing well and which are falling behind. Government investment will only be prioritised for the Trusts that can prove they can support the NHS to deliver the treatments of tomorrow.  

    Health and Social Care Secretary Wes Streeting said:

    The UK was has been at the forefront of scientific and medical discovery throughout our history. Some country will lead the charge in the emerging revolution in life sciences, and why shouldn’t it be Britain?

    The 10 year plan for health will marry the genius of our country’s leading scientific minds, with the care and compassion of our health service, to put NHS patients at the front of the queue for new cutting-edge treatments.

    The NHS App will become the digital front door to the NHS, and enable all of us as citizens to play our part in developing the medicines of the future. The British people showed they were willing to be part of finding the vaccine for Covid, so why not do it again to cure cancer and dementia?

    By slashing through red tape and making it easier for patients to take part, reforms in our ten year plan will grow our life sciences sector, generate news funds for the NHS to reinvest in frontline care, and benefit patients through better medicines.

    In recent years, the UK has fallen behind as a global destination for these trials, with patients and the wider economy missing out. It takes around 100 days to set up a trial in Spain, but around 250 days in the NHS. The plan will see commercial clinical trial set-up times fall to 150 days or less by March 2026 – this will be the most ambitious reduction in trial set-up times in British history.

    Currently set up processes for clinical trials take too long as a result of unnecessary bureaucracy and duplication of activities across different agencies and sites.

    Government will cut set up times for clinical trials. Currently, trials have to agree separate contracts with each part of the NHS they want to be involved. The plan will introduce a national standardised contract which can save months of wasted time, as well as simplifying paperwork to remove duplication on technical assurances.

    This means if any authority asks for evidence from a study, they can provide it once without having to spend time reframing that evidence differently to meet a separate criteria for another authority.

    In the coming weeks, the government will publish its 10 Year Health Plan. Through the plan, we will restore our position as a world leader in clinical trials, so we attract the world’s greatest minds and drive vital investment into the UK. This will spur economic growth, improve the standard of care to support a healthier population, and make the NHS more financially sustainable.

    Professor Lucy Chappell, Chief Scientific Adviser at the Department of Health and Social Care (DHSC) and Chief Executive Officer of the NIHR said:

    We know the benefits of embedding clinical research across the NHS and beyond. It leads to better care for patients, more opportunities for our workforce and provides a huge economic benefit for our health and care system. Integrated into the NHS App, the NIHR Be Part of Research service enables members of the public to be matched to vital trials, ensuring the best and latest treatments and care get to the NHS quicker.

    Ensuring all sites are consistently meeting the 150-day or less set-up time will bring us to the starting line, but together we aim to go further, faster to ensure the UK is a global destination for clinical research to improve the health and wealth of the nation.

    Dr Vin Diwakar, Clinical Transformation Director at NHS England, said:

    The NHS App is transforming how people manage their healthcare, with new features letting them see their test results or check when prescriptions are ready to collect – all at the tap of a screen.

    We’re making it easier to sign up for clinical trials through the NHS App so patients can access new treatments and technologies earlier, improving their quality of care.

    The Medicines and Healthcare products Regulatory Agency (MHRA) – which makes sure that medicines and healthcare products available in the UK are safe and effective – has already improved its performance.

    All clinical trial approval backlogs are cleared, and performance targets are now being met. Building on this, the 10 Year Health Plan will see the MHRA focus its attention on the most complex and potentially transformational new treatments – like individually personalised cancer vaccines, and the regulation of artificial intelligence. 

    Nicola Perrin, Chief Executive of the Association of Medical Research Charities, said:

    Clinical trials are good for patients, the NHS and the economy. But both commercial and non-commercial trials in the UK have closed because of failures to recruit.

    Today’s announcements will help to maximise opportunities for everyone to take part in research and speed up access to innovative treatments. We warmly welcome the focus on driving up the participation of diverse and under-served groups – something that is incredibly important to our member charities.

    It’s encouraging to see the government recognise that boosting access to clinical trials must be a key part of the 10 Year Health Plan. Transforming clinical trials is an important step in truly embedding research in the NHS, securing the UK’s position as a leader in life sciences and offering a lifeline to patients.

    This commitment is very welcome as streamlined trial set-up times and enhanced public access through the NHS App will accelerate the translation of cutting-edge treatments from laboratory to bedside, directly benefiting patients whilst driving economic growth and ensuring policymakers have the evidence needed for informed healthcare decisions. 

    The focus on improving participation from under-represented communities is important, though success will depend on earning trust and addressing the broader barriers to diverse participation. By embedding research throughout the NHS and making it accessible to all communities, we can ensure that medical innovation benefits reach every corner of society whilst strengthening the UK’s position as a hub for life sciences investment and discovery.

    In a few days, a new satellite that can detect changes on Earth’s surface down to the centimetre, in almost real time and no matter the time of day or weather conditions, is set to launch from India’s Satish Dhawan Space Centre near Chennai.

    Weighing almost 3 tonnes and boasting a 12-metre radar antenna, the US$1.5 billion NISAR satellite will track the ground under our feet and the water that flows over and through it in unprecedented detail, providing valuable information for farmers, climate scientists and natural disaster response teams.

    Only when the conditions are right

    Satellites that image the Earth have been an invaluable scientific tool for decades. They have provided crucial data across many applications, such as weather forecasting and emergency response planning. They have also helped scientists track long-term changes in Earth’s ecosystems and climate.

    Many of these Earth observation satellites require reflected sunlight to capture images of Earth’s surface. This means they can only capture images during daytime and when there is no cloud cover.

    As a result, these satellites face challenges wherever cloud cover is very common, such as in tropical regions, or when nighttime imagery is required.

    The NISAR satellite – a collaboration between the national space agencies of the United States (NASA) and India (ISRO) – overcomes these challenges by using synthetic aperture radar (SAR) technology to take images of the Earth. This technology also gives the satellite its name. NISAR stands for NASA-ISRO SAR.

    So what is SAR technology?

    SAR technology was invented in 1951 for military use. Rather than using reflected sunlight to passively image the Earth’s surface, SAR satellites work by actively beaming a radar signal toward the surface and detecting the reflected signal. Think of this as like using a flash to take a photo in a dark room.

    This means SAR satellites can take images of the Earth’s surface both during the day and night.

    Since radar signals pass through most cloud and smoke unhindered, SAR satellites can also image the Earth’s surface even when it is covered by clouds, smoke or ash. This is especially valuable during natural disasters such as floods, bushfires or volcanic eruptions.

    Radar signals can also penetrate through certain structures such as thick vegetation. They are useful for detecting the presence of water due to the way that water affects reflected radar signals.

    The European Space Agency used the vegetation-penetrating properties of SAR signals in its recent Biomass mission. This can image the 3D structure of forests. It can also produce highly accurate measurements of the amount of biomass and carbon stored in Earth’s forests.

    Sang-Ho Yun, Director of the Earth Observatory of Singapore’s Remote Sensing Lab, is a key proponent of using SAR for disaster management. Yun has previously used SAR data to map disaster-affected areas across hundreds of natural disasters over the last 15 years, including earthquakes, floods and typhoons.

    NISAR, which is due to launch on June 18, will significantly build on this earlier work.

    Monitoring Earth’s many ecosystems

    The NISAR satellite has been in development for over a decade and is one of the most expensive Earth-imaging satellites ever built.

    Data from the satellite will be supplied freely and openly worldwide. It will provide high-resolution images of almost all land and ice surfaces around the globe twice every 12 days.

    This is similar in scope to the European Space Agency’s Sentinel-1 SAR satellites. However, NISAR will be the first SAR satellite to use two complementary radar frequencies rather than one, and will be capable of producing higher resolution imagery compared with the Sentinel-1 satellites. It will also have greater coverage of Antarctica than Sentinel-1 and will use radar frequencies that penetrate further into vegetation.

    The NISAR satellite will be used to monitor forest biomass. Its ability to simultaneously penetrate vegetation and detect water will also allow it to accurately map flooded vegetation.

    This is important for gaining a deeper understanding of Earth’s wetlands, which are important ecosystems with high levels of biodiversity and massive carbon storage capacity.

    The satellite will also be able to detect changes in the height of Earth’s surface of a few centimetres or even millimetres, because changes in height create tiny shifts in the reflected radar signal.

    The NISAR satellite will use this technique to track subsidence of dams and map groundwater levels (since subsurface water affects the height of the Earth’s surface). It will also use the same technique to map land movement and damage from earthquakes, landslides and volcanic activity.

    Such maps can help disaster response teams to better understand the damage that has occurred in disaster areas and to plan their response.

    Improving agriculture

    The NISAR satellite will also be useful for agricultural applications, with a unique capability to estimate moisture levels in soil with high resolution in all weather conditions.

    This is valuable for agricultural applications because such data can be used to determine when to irrigate to ensure healthy vegetation, and to potentially improve water use efficiency and crop yields.

    Further key applications of the NISAR mission will include tracking the flow of Earth’s ice sheets and glaciers, monitoring coastal erosion and tracking oil spills.

    We can expect to see many benefits for science and society to come from this highly ambitious satellite mission.

  • MIL-Evening Report: Millions rally against authoritarianism, while the White House portrays protests as threats – a political scientist explains

    At the end of a week when President Donald Trump sent Marines and the California National Guard to Los Angeles to quell protests, Americans across the country turned out in huge numbers to protest Trump’s attempts to expand his power. In rallies on June 14, 2025, organized under the banner “No Kings,” millions of protesters decried Trump’s immigration roundups, cuts to government programs and what many described as his growing authoritarianism.

    The protests were largely peaceful, with relatively few incidents of violence.

    Protests and the interactions between protesters and government authorities have a long history in the United States. From the Boston Tea Party to the Civil Rights movement, LBGTQ Stonewall uprising, the Tea Party movement and Black Lives Matter, public protest has been a crucial aspect of efforts to advance or protect the rights of citizens.

    But protests can also have other effects.

    In the last few months, large numbers of anti-Trump protesters have come out in the streets across the U.S., on occasions like the April 5 Hands Off protests against safety net budget cuts and government downsizing. Many of those protesters assert they are protecting American democracy.

    The Trump administration has decried these protesters and the concept of protest more generally, with the president recently calling protesters “troublemakers, agitators, insurrectionists.” A few days before the June 14 military parade in Washington, President Donald Trump said of potential protesters: “this is people that hate our country, but they will be met with very heavy force.”

    Trump’s current reaction is reminiscent of his harsh condemnation of the Black Lives Matter protests in the summer of 2020. In 2022, former Secretary of Defense Mark Esper said that Trump had asked about shooting protesters participating in demonstrations after the 2020 shooting of George Floyd.

    As co-director of the Crowd Counting Consortium, which compiles information on each day’s protests in the U.S., I understand that protests sometimes can advance the goals of the protest movement. They also can shape the goals and behavior of federal or state governments and their leaders.

    Opportunity for expressing or suppressing democracy

    Protests are an expression of democracy, bolstered by the right to free speech and “the right of the people peaceably to assemble” in the First Amendment of the U.S. Constitution.

    At the same time, clamping down on protests is one way to rebut challenges to government policies and power.

    For a president intent on the further centralization of executive power, or even establishing a dictatorship, protest suppression provides multiple opportunities and pitfalls.

    Widespread, well-attended demonstrations can represent a mass movement in favor of democracy or other issues as well as serve as an opportunity to expand participation even further. Large events often lead to significant press coverage and plenty of social media posting. The protests may heighten protesters’ emotional connection to the movement and increase fundraising and membership numbers of sponsoring organizations.

    Though it is not an ironclad law, research shows that when at least 3.5% of the total population is involved in a demonstration, protesters usually prevail over their governments. That included the Chilean movement in the 1980s that toppled longtime dictator Augusto Pinochet. Chileans used not only massive demonstrations but also a wide array of creative tactics like a coordinated slowdown of driving and walking, neighbors banging pots outside homes simultaneously, and singing together.

    Protests are rarely only about protesting. Organizers usually seek to involve participants in many other activities, whether that is contacting their elected officials, writing letters to the editor, registering to vote or running a food drive to help vulnerable populations.

    In this way of thinking, participation in a major street protest like No Kings is a gateway into deeper activism.

    Risks and opportunities

    Of course, protest leaders cannot control everyone in or adjacent to the movement.

    Other protesters with a different agenda, or agitators of any sort, can insert themselves into a movement and use confrontational tactics like violence against property or law enforcement.

    In one prominent example from Los Angeles, someone set several self-driving cars on fire. Other Los Angeles examples included some protesters’ throwing things like water bottles at officers or engaging in vandalism. Police officers also use coercive measures such as firing chemical irritants and pepper balls at protesters.

    When leaders want to concentrate executive power and establish an autocracy, where they rule with absolute power, protests against those moves could lead to a mass rejection of the leader’s plans. That is what national protest groups like 50501 and Indivisible are hoping for and why they aimed to turn out millions of people at the No Kings protests on June 14.

    But while the Trump administration faces risks from protests, it also may see opportunities.

    Misrepresenting and quashing dissent

    Protests can serve as a justification for a nascent autocrat to further undermine democratic practices and institutions.

    Take the recent demonstrations in Los Angeles protesting the Trump administration’s immigration raids conducted by Immigration and Customs Enforcement, or ICE.

    Autocrats seek to politicize independent institutions like the armed forces. The Los Angeles protests offered the opportunity for that. Trump sent troops from the California National Guard and Marines to Los Angeles to contain the protests. That domestic deployment of the military is rare but not unheard of in U.S. history.

    And the deployment was ordered against the backdrop of the president’s partisan June 10 speech at a U.S. military base in North Carolina. The military personnel in attendance cheered and applauded many of Trump’s political statements. Both the speech and audience reactions to it appeared to violate the U.S. military norm of nonpartisanship.

    This deployment of military personnel in a U.S. city also dovetails with the expansion of executive power characteristic of autocratic leaders. It is rare that presidents call up the National Guard; the Guard is traditionally under the control of the state governor.

    Yet the White House disregarded that Los Angeles’ mayor and California’s governor both objected to the deployment.

    The state sued the Trump administration over the deployment. The initial court decision sided with California officials, declaring the federal government action “illegal.” The Trump administration has appealed.

    Autocrats seek to spread disinformation. In the case of the Los Angeles protests, the Trump administration’s narrative depicted a chaotic, gang-infested city with violence everywhere. Reports on the ground refuted those characterizations. The protests, mostly peaceful, were confined to a small part of the city, about a 10-block area.

    More generally, a strong executive leader and their supporters often want to quash dissent. In the Los Angeles example, doing that has ranged from the military deployment itself to targeting journalists covering the story to arresting and charging prominent opponents like SEIU President David Huerta or shoving and handcuffing U.S. Sen. Alex Padilla, a California Democrat.

    The contrast on June 14 was striking. In Washington, D.C., Trump reviewed a parade of troops, tanks and planes, leaning into a display of American military power.

    At the same time, from rainy Bethlehem, Pennsylvania, to sweltering Yuma, Arizona, millions of protesters embraced their First Amendment rights to oppose the president. It perfectly illustrated the dynamic driving deep political division today: the executive concentrating power while a sizable segment of the people resist.

  • MIL-Evening Report: A solar panel recycling scheme would help reduce waste, but please repair and reuse first

    Australia’s rooftop solar industry has renewed calls for a mandatory recycling scheme to deal with the growing problem of solar panel waste. Only about 10% of panels are currently recycled. The rest are stockpiled, sent overseas or dumped in landfill.

    One in three Australian homes now have rooftop solar panels, and new systems are being installed at the rate of 300,000 a year. Meanwhile, older systems are being scrapped – often well before the end of their useful life.

    This has made solar panels Australia’s fastest-growing electronic waste stream. Yet federal government plans for a national scheme to manage this waste appear to have stalled.

    Clearly, solar panel waste is a major problem for Australia. Recycling is one part of the solution. But Australia also needs new rules so solar panels can be repaired and reused.

    What are product stewardship schemes?

    The Smart Energy Council, which represents the solar industry, is calling for a national product stewardship scheme.

    Product stewardship schemes share responsibility for reducing waste at the end of a product’s useful life. They can involve people all along the supply chain, from manufacturers to importers to retailers.

    Such schemes may be voluntary, and industry-led, or mandatory and legislated. Alternatively, they can be shared – approved by government but run by an organisation on behalf of industry.

    Existing schemes manage waste such as oil, tyres, paper and packaging, mobile phones, televisions and computers.

    Depending on the product, a levy is paid by the manufacturer, product importer, network service provider (in case of mobile muster), retailer or consumer – or a combination of these. The money raised is then invested in recycling, research or raising awareness and administering the scheme.

    Establishing a solar panel product stewardship scheme

    Solar panel systems were added to a national priority list for a product stewardship scheme in 2017.

    In December 2020, the federal government called for partners to help develop the scheme, but later stated that no partnership would be struck.

    The government released a discussion paper for comment in 2023. The scheme has not yet been established.

    This is particularly problematic given Australia’s commitment to renewable energy, which will entail a rapid expansion of solar technology.

    Recycling should be the last resort

    Product stewardship schemes assume recycling is the main solution to the waste problem.

    Australia’s National Waste Policy also focuses on on recycling, rather than reuse or repair. This is despite recycling being the last resort on the “waste hierarchy”, just slightly above disposal.

    Solar photovoltaic panels are built to last 30 years or more, and are “not made to be unmade”. They are not easy to dismantle for recycling because they are built to withstand harsh conditions.

    It’s difficult for Australia to influence the design of solar panels, given 99% are imported. Just one manufacturer, Tindo Solar in Adelaide, assembles solar panels on Australian soil, using imported silicon cells.

    Many solar panels are being removed well before their end of life, generating waste ahead of time. This is rarely because they have stopped producing power.

    In our previous research, we found many reasons why people chose to take solar panels down. Consumers are often advised to replace the whole system when just a few panels are faulty. Or they may simply be upgrading to a larger, more efficient system. Sometimes it’s because they want to access a new renewable energy subsidy.

    Renewable subsidies and other solar panel policies should be redesigned to keep panels on roofs for longer.

    Functioning solar panels removed before the end of their life should be reused. This would require new regulations including quality-control measures certifying second-hand solar panels, and second-hand markets. This is a much neglected field of research and development.

    What else should such a scheme include?

    Others have discussed what a solar panel product stewardship scheme could include and the possible regulatory environment.

    We think the scheme should also involve collecting and transporting panels around Australia, including remote areas.

    Unfortunately, existing product stewardship schemes do not differentiate between urban, regional and remote areas. The same is likely to be the case for a solar panel collection and recycling scheme.

    This leaves regional and remote areas with fewer recycling facilities and collection points. With a growing number of large solar projects in Northern Australia, reducing waste is imperative.

    Remote island communities in the Northern Territory bundle up their recyclables and ship it to Darwin. Removed solar panels are then transported to urban Victoria, New South Wales or South Australia for processing. Who should bear the cost of transporting this waste? Consumers, remote regional councils with small ratepayer bases, or manufacturers and retailers?

    A well-designed scheme would help recover valuable resources across Australia for reuse in new products.

    However, large volumes of solar panels would be required for recycling schemes to become commercially viable. That’s why the solar recycling industry is concerned about exporters and scrap dealers collecting panels rather then certified solar panel recyclers.

    Even if the technology for recycling solar panels is nascent in Australia, it’s worth stockpiling panels in Australia for later.

    Considering these issues in the design of a product stewardship scheme would help ensure we can maximise the benefits of renewable energy, while minimising waste.

    This Joint Statement follows the meeting of the Prime Ministers of the United Kingdom and Canada on 15 June 2025.

    Today, Sir Keir Starmer, Prime Minister of the United Kingdom (UK) and Mark Carney, Prime Minister of Canada met in Ottawa to reaffirm the profound friendship and shared values that unite both nations. The Canada-UK partnership, rooted in a common history and enduring people-to-people ties, continues to grow stronger, with a focus on delivering prosperity and security for the working people of Canada and the UK alike.

    The two leaders discussed the many geopolitical challenges currently facing the world, including in the Middle East and tensions in the Indo-Pacific region, and reaffirmed their steadfast support for Ukraine in the face of Russia’s illegal and unjustifiable war of aggression.

    The two leaders underscored the importance of a fair, open and predictable global trading system; reiterated their commitment to a rules-based international order underpinned by respect for sovereignty and territorial integrity; and committed to advancing peace and trans-Atlantic security.     Growth and Innovation Partnership

    • Trade: Strengthen trade ties as trusted, reliable partners. This will include expanding trade under the Canada-UK Trade Continuity Agreement. We will establish a new structured UK-Canada Economic and Trade Working Group to deepen our existing trading relationship further, including to address existing market access barriers, to expand existing arrangements into new areas, such as digital trade, and to explore cooperation in the development of critical minerals and sovereign artificial intelligence infrastructure. The working group will report back to both Prime Ministers within six months. Canada will seek to introduce legislation this autumn to ratify the UK’s accession to the Comprehensive and Progressive Trans-Pacific Partnership.

    • Semiconductors: Deliver industrial R&D projects to enhance both nations’ complementary strengths in semiconductors, photonics, emerging materials and chip design. They will deepen connections between the innovation rich semiconductor ecosystems in Canada and the UK to help build resilient supply chains and accelerate breakthroughs in this key sector that is driving economic growth.

    • Quantum: Announce a joint commitment to develop secure, transatlantic communications based on quantum technologies, allowing us to connect our national systems and lay the groundwork to create a truly global, next-generation network, with applications across our financial and telecoms sectors.

    • Digital: Mutually reinforce nation-building digital public infrastructure by co-developing policy levers and standards, and common technology components.

    • Artificial Intelligence: Deepen and explore new collaborations on frontier AI systems to support our national security. This will include a partnership agreement to strengthen existing collaboration on AI safety and security between the Canadian AI Safety Institute and UK AI Security Institute, and new Canadian and UK MOUs with leading Canadian AI firm Cohere. Under the Canadian MOU, Cohere will collaborate with the Canadian AI Safety Institute and develop their commitment to building cutting-edge data centres in Canada. Under the UK MOU, Cohere will expand their UK presence to support the delivery of the UK AI Opportunities Action Plan. Both MOUs reflect ongoing collaboration on the application of AI tools in security and intelligence and are rooted in Cohere’s strong foundations in Canada and ongoing commitment to the UK.

    • Biomanufacturing: Strengthen collaboration to deliver economic growth and be better prepared for future health emergencies, including a joint investment of $14.8 million to support joint biomanufacturing research and development that will grow the talent and skills pipeline in both countries, and to help businesses scale.

    • Civil Nuclear: Develop a world-leading fusion energy collaboration and deepen cooperation on nuclear energy from fission to reduce the influence of Russia on our international fuel supply chains.

    • Critical Minerals: Intensify bilateral cooperation by conducting a strategic mapping exercise to pinpoint key critical minerals, infrastructure, production and processing capacities. They will identify projects for joint investment to support secure and sustainable critical minerals supply chain development and  leverage all available financial tools to mobilize funding and drive production to strengthen our manufacturing and mining sectors.

    Enhanced Defence and Security Partnership

    The two leaders agreed to strengthen cooperation – both bilaterally and through the NATO Alliance and Five Eyes partnership – to safeguard democratic values advance global stability and ensure the safety of our people in an increasingly complex world. To achieve this, they committed to:

    • Ukraine: Further support Ukraine in its self-defence against Russia’s war of aggression. This will include continued support for the Coalition of the Willing and respective efforts to support Ukraine’s domestic defence industrial production. The UK and Canada will continue to work together to support the Air Force Capability Coalition and develop cutting edge aircraft weaponry technology in support of Ukraine.

    • Military Cooperation: Position the Canada-UK defence relationship for further growth across military operations, industrial collaboration, and defence innovation, catalyzed by Canada’s newly announced defence investment trajectory and the UK’s Strategic Defence Review. Canada and the UK will work towards a new permanent arrangement for the long-term and sustainable use of British Army Training Unit Suffield (BATUS) through the “BATUS Future Project”. The Project will deepen the Canada-UK relationship on defence and showcase CFB Suffield as a multi-purpose facility for the development and testing of new equipment and cutting-edge technology which are vital to maintaining our shared security and prosperity.

    • Intelligence: Build on the long history of deep and productive collaboration between our security and intelligence organizations by launching coordinated operational campaigns to combat terrorism and violent extremism, and deepening collaboration on enhanced intelligence collection, including by expanding officer exchange programs.

    • National Security: Tackle evolving state threats together, including sabotage, transnational repression, foreign interference, malicious cyber activity, information manipulation and economic coercion, all of which seeks to undermine our national security and that of our Allies and partners. This will include joint work to invest in civil society organizations actively working to counter digital transnational repression through the Joint Canada-UK Common Good Cyber Fund, a first-of-its-kind multilateral fund aimed at supporting civil society actors at high risk. To kickstart this fund, Canada and the UK are providing $5.7 million in seed funding to the Fund, which will be disbursed over 5 years. They also agreed to strengthen bilateral development and delivery of secure communications products and cutting-edge cryptography and explore new research partnerships to address gaps in AI security and evolve AI models to support national security.

    • Border Security: Strengthen bilateral cooperation to tackle transnational organized criminal organizations engaged in the illicit movement of goods and narcotics, and bolster our response to combat irregular migration, migrant smuggling and human trafficking, including through deeper bilateral information and knowledge exchange.

    Today, Mark Carney, Prime Minister of Canada, and Sir Keir Starmer, Prime Minister of the United Kingdom (UK), met in Ottawa to reaffirm the profound friendship and shared values that unite both nations. The Canada-UK partnership, rooted in a common history and enduring people-to-people ties, continues to grow stronger, with a focus on delivering prosperity and security for the working people of Canada and the UK alike.

    The two leaders discussed the many geopolitical challenges currently facing the world, including in the Middle East and tensions in the Indo-Pacific region, and reaffirmed their steadfast support for Ukraine in the face of Russia’s illegal and unjustifiable war of aggression.

    The two leaders underscored the importance of a fair, open and predictable global trading system; reiterated their commitment to a rules-based international order underpinned by respect for sovereignty and territorial integrity; and committed to advancing peace and trans-Atlantic security. They agreed the following joint initiatives aimed at strengthening economic growth and prosperity and enhancing collective security and defence:

    Growth and Innovation Partnership

    Canada and the UK are committed to delivering economic growth for their people. The two Prime Ministers today announced further collaboration on trade, science, technology and innovation. Through their Partnership, Canada and the UK will work together to:

    • Trade: Strengthen trade ties as trusted, reliable partners. This will include expanding trade under the Canada-UK Trade Continuity Agreement. We will establish a new structured UK-Canada Economic and Trade Working Group to deepen our existing trading relationship further, including to address existing market access barriers, to expand existing arrangements into new areas, such as digital trade, and to explore cooperation in the development of critical minerals and sovereign artificial intelligence infrastructure. The working group will report back to both Prime Ministers within six months. Canada will seek to introduce legislation this autumn to ratify the UK’s accession to the Comprehensive and Progressive Trans-Pacific Partnership.
    • Semiconductors: Deliver industrial R&D projects to enhance both nations’ complementary strengths in semiconductors, photonics, emerging materials and chip design. They will deepen connections between the innovation rich semiconductor ecosystems in Canada and the UK to help build resilient supply chains and accelerate breakthroughs in this key sector that is driving economic growth.
    • Quantum: Announce a joint commitment to develop secure, transatlantic communications based on quantum technologies, allowing us to connect our national systems and lay the groundwork to create a truly global, next-generation network, with applications across our financial and telecoms sectors.
    • Digital: Mutually reinforce nation-building digital public infrastructure by co-developing policy levers and standards, and common technology components.
    • Artificial Intelligence: Deepen and explore new collaborations on frontier AI systems to support our national security. This will include a partnership agreement to strengthen existing collaboration on AI safety and security between the Canadian AI Safety Institute and UK AI Security Institute, and new Canadian and UK MOUs with leading Canadian AI firm Cohere. Under the Canadian MOU, Cohere will collaborate with the Canadian AI Safety Institute and develop their commitment to building cutting-edge data centres in Canada. Under the UK MOU, Cohere will expand their UK presence to support the delivery of the UK AI Opportunities Action Plan. Both MOUs reflect ongoing collaboration on the application of AI tools in security and intelligence and are rooted in Cohere’s strong foundations in Canada and ongoing commitment to the UK.
    • Biomanufacturing: Strengthen collaboration to deliver economic growth and be better prepared for future health emergencies, including a joint investment of $14.8 million to support joint biomanufacturing research and development that will grow the talent and skills pipeline in both countries, and to help businesses scale.
    • Civil Nuclear: Develop a world-leading fusion energy collaboration and deepen cooperation on nuclear energy from fission to reduce the influence of Russia on our international fuel supply chains.
    • Critical Minerals: Intensify bilateral cooperation by conducting a strategic mapping exercise to pinpoint key critical minerals, infrastructure, production and processing capacities. They will identify projects for joint investment to support secure and sustainable critical minerals supply chain development and  leverage all available financial tools to mobilize funding and drive production to strengthen our manufacturing and mining sectors.

    Enhanced Defence and Security Partnership

    The two leaders agreed to strengthen cooperation – both bilaterally and through the NATO Alliance and Five Eyes partnership – to safeguard democratic values advance global stability and ensure the safety of our people in an increasingly complex world. To achieve this, they committed to:

    • Ukraine: Further support Ukraine in its self-defence against Russia’s war of aggression. This will include continued support for the Coalition of the Willing and respective efforts to support Ukraine’s domestic defence industrial production. The UK and Canada will continue to work together to support the Air Force Capability Coalition and develop cutting edge aircraft weaponry technology in support of Ukraine.
    • Military Cooperation: Position the Canada-UK defence relationship for further growth across military operations, industrial collaboration, and defence innovation, catalyzed by Canada’s newly announced defence investment trajectory and the UK’s Strategic Defence Review. Canada and the UK will work towards a new permanent arrangement for the long-term and sustainable use of British Army Training Unit Suffield (BATUS) through the “BATUS Future Project”. The Project will deepen the Canada-UK relationship on defence and showcase CFB Suffield as a multi-purpose facility for the development and testing of new equipment and cutting-edge technology which are vital to maintaining our shared security and prosperity.
    • Intelligence: Build on the long history of deep and productive collaboration between our security and intelligence organizations by launching coordinated operational campaigns to combat terrorism and violent extremism, and deepening collaboration on enhanced intelligence collection, including by expanding officer exchange programs.
    • National Security: Tackle evolving state threats together, including sabotage, transnational repression, foreign interference, malicious cyber activity, information manipulation and economic coercion, all of which seeks to undermine our national security and that of our Allies and partners. This will include joint work to invest in civil society organizations actively working to counter digital transnational repression through the Joint Canada-UK Common Good Cyber Fund, a first-of-its-kind multilateral fund aimed at supporting civil society actors at high risk. To kickstart this fund, Canada and the UK are providing $5.7 million in seed funding to the Fund, which will be disbursed over 5 years. They also agreed to strengthen bilateral development and delivery of secure communications products and cutting-edge cryptography and explore new research partnerships to address gaps in AI security and evolve AI models to support national security.
    • Border Security: Strengthen bilateral cooperation to tackle transnational organized criminal organizations engaged in the illicit movement of goods and narcotics, and bolster our response to combat irregular migration, migrant smuggling and human trafficking, including through deeper bilateral information and knowledge exchange.

  • MIL-OSI Asia-Pac: Sun Dong begins Dutch visit

    Secretary for Innovation, Technology & Industry Prof Sun Dong today met the management of internationally renowned semiconductor company Nexperia as he began his visit to the Netherlands.

    Apart from learning about Nexperia’s latest development directions and technology as well as its businesses in Hong Kong and globally, Prof Sun also explored with the company on its plan of further expansion in Hong Kong.

    Nexperia has businesses around the globe with research and development (R&D) facilities established in the Hong Kong Science Park.

    On Saturday, Prof Sun visited the showroom of Renault Group in Paris, France, and met the group’s management who gave him a briefing on the latest development and planning of the group and its brands as well as its various innovative businesses. Both sides also explored ways to deepen collaboration.
