  • MIL-Evening Report: Marshall Islands nuclear legacy: report highlights lack of health research

    A new report on the United States nuclear weapons testing legacy in the Marshall Islands highlights the lack of studies into important health concerns voiced by Marshallese for decades that make it impossible to have a clear understanding of the impacts of the 67 nuclear weapons tests.

    The Legacy of US Nuclear Testing in the Marshall Islands, a report by Dr Arjun Makhijani of the Institute for Energy and Environmental Research, was released late last month.

    The report was funded by Greenpeace Germany and is an outgrowth of the organisation’s flagship vessel, Rainbow Warrior III, visiting the Marshall Islands from March to April to recognise the 40th anniversary of the resettlement of the nuclear test-affected population of Rongelap Atoll.

    Dr Mahkijani said that among the “many troubling aspects” of the legacy is that the United States had concluded, in 1948, after three tests, that the Marshall Islands was not “a suitable site for atomic experiments” because it did not meet the required meteorological criteria.

    “Yet testing went on,” he said.

    “Also notable has been the lack of systematic scientific attention to the accounts by many Marshallese of severe malformations and other adverse pregnancy outcomes like stillbirths. This was despite the documented fallout throughout the country and the fact that the potential for fallout to cause major birth defects has been known since the 1950s.”

    Dr Makhijani highlights the point that, despite early documentation in the immediate aftermath of the 1954 Bravo hydrogen bomb test and numerous anecdotal reports from Marshallese women about miscarriages and still births, US government medical officials in charge of managing the nuclear test-related medical programme in the Marshall Islands never systematically studied birth anomalies.

    Committed billions of dollars
    The US Deputy Secretary of State in the Biden-Harris administration, Kurt Cambell, said that Washington, over decades, had committed billions of dollars to the damages and the rebuilding of the Marshall Islands.

    “I think we understand that that history carries a heavy burden, and we are doing what we can to support the people in the [Compact of Free Association] states, including the Marshall Islands,” he told reporters at the Pacific Islands Forum leaders’ meeting in Nuku’alofa last year.

    “This is not a legacy that we seek to avoid. We have attempted to address it constructively with massive resources and a sustained commitment.”

    Among points outlined in the new report:

    • Gamma radiation levels at Majuro, the capital of the Marshall Islands, officially considered a “very low exposure” atoll, were tens of times, and up to 300 times, more than background in the immediate aftermaths of the thermonuclear tests in the Castle series at Bikini Atoll in 1954.
    • Thyroid doses in the so-called “low exposure atolls” averaged 270 milligray (mGy), 60 percent more than the 50,000 people of Pripyat near Chernobyl who were evacuated (170 mGy) after the 1986 accident there, and roughly double the average thyroid exposures in the most exposed counties in the United States due to testing at the Nevada Test Site.

    Despite this, “only a small fraction of the population has been officially recognised as exposed enough for screening and medical attention; even that came with its own downsides, including people being treated as experimental subjects,” the report said.

    Women reported adverse outcomes
    “In interviews and one 1980s country-wide survey, women have reported many adverse pregnancy outcomes,” said the report.

    “They include stillbirths, a baby with part of the skull missing and ‘the brain and the spinal cord fully exposed,’ and a two-headed baby. Many of the babies with major birth defects died shortly after birth.

    “Some who lived suffered very difficult lives, as did their families. Despite extensive personal testimony, no systematic country-wide scientific study of a possible relationship of adverse pregnancy outcomes to nuclear testing has been done.

    “It is to be noted that awareness among US scientists of the potential for major birth defects due to radioactive fallout goes back to the 1950s. Hiroshima-Nagasaki survivor data has also provided evidence for this problem.

    “The occurrence of stillbirths and major birth defects due to nuclear testing fallout in the Marshall Islands is scientifically plausible but no definitive statement is possible at the present time,” the report concluded.

    “The nuclear tests in the Marshall Islands created a vast amount of fission products, including radioactive isotopes that cross the placenta, such as iodine-131 and tritium.

    “Radiation exposure in the first trimester can cause early failed pregnancies, severe neurological damage, and other major birth defects.

    No definitive statement possible
    “This makes it plausible that radiation exposure may have caused the kinds of adverse pregnancy outcomes that were experienced and reported.

    “However, no definitive statement is possible in the absence of a detailed scientific assessment.”

    Scientists who traveled with the Rainbow Warrior III on its two-month visit to the Marshall Islands earlier this year collected samples from Enewetak, Bikini, Rongelap and other atolls for scientific study and evaluation.

  • MIL-OSI China: Millions vie for college spots as reforms boost fairness and opportunities

    As a rare hush replaces the usual rustle of pages and scribbled notes, 13.35 million students in China close their textbooks one final time, moving from intense preparation to the calm before the storm.

    On Saturday, bright young minds from across the country will participate in the college entrance exam, seeking the best possible opportunities to chase their dreams and casting a vote of confidence in the country’s higher education system.

    Since its reinstatement in 1977, the unified exam, known as the gaokao, has transformed millions of lives through merit-based selection. As a powerful social equalizer, it reinforces the belief that with hard work and determination, any student can shape a successful future.

    While the intense competition has long been a subject of national attention — once likened to “thousands of troops crossing a single-plank bridge” — reforms over the past decade have gradually expanded students’ choices in the matriculation system, while maintaining a strong commitment to fairness.

    According to the latest available figures from the Ministry of Education, China’s gross enrollment rate in higher education had surpassed 60 percent by 2023. More than 47 million students studied at colleges and universities that year.

    Prior to this year’s gaokao, one of the country’s vice premiers inspected an enrollment and examination center and an exam site at a school in north China’s Shanxi Province.

    Noting that the exam concerns the immediate interests of millions of families, Ding Xuexiang said that fairness and equity must be upheld, calling them the “lifeline” of the gaokao.

    To ensure smooth traffic for students, cities across China are stepping up efforts with temporary traffic controls around test centers, keeping the roads clear and congestion at bay. For students facing travel difficulties, many cities are rolling out free ride services to make sure no one is left behind.

    Silence will also be the order of the day — honking around exam venues will be banned, and nearby construction will come to a halt.

    Within certain exam halls, technicians are busy fine-tuning AI-powered surveillance systems that can flag unusual behavior and rule violations in real time, effectively eliminating any opportunity for cheating.

    Liu Boyang, a student from southwest China’s Chongqing Municipality, will sit the gaokao on Saturday. He hopes to study medicine. “I might choose a major related to intelligent medical engineering, as smart technology is the direction of future development,” he said.

    This year, universities and colleges have introduced 29 new majors, including low-altitude technology and engineering, geriatric medicine and health, and carbon neutrality science and engineering.

    “A lot of these new majors are tied to national strategies and really open doors to the careers of tomorrow,” said Fu Xiaoying, a college admissions advisor.

    There are about 3,000 colleges and universities across the country. In recent years, the government has elevated the status of vocational education, bringing it on par with general education. Key measures include extending bachelor’s degree programs to the vocational education system and allowing secondary vocational students to take the gaokao.

    In some cases, higher education vocational programs may be more appealing than traditional university degrees.

    A vocational-and-technical college in Zhengzhou, central China’s Henan Province, recently made headlines for requiring applicants to already possess a bachelor’s degree to apply for its high-speed rail equipment testing program, even though the diploma awarded is an associate degree.

    This unusual requirement reflects strong job prospects and the high level of technical skills these roles represent, said Chen Zhiwen, a member of the academic committee at Chinese Society of Educational Development Strategy.

    As society becomes more diverse, Chinese students can pursue their ambitions through pathways beyond traditional academic routes. The gaokao is no longer a single-plank bridge but a wide junction of diverse paths.

    Though it remains imperfect, this matriculation system is considered one of the most efficient ways to achieve fairness in education for a population of 1.4 billion.

    “I think the gaokao really levels the playing field for most students in China,” said Chen Hanting, an 11th grader from Beijing’s Chaoyang District.

    “After all, my family can’t fund an elephant conservation trip to Africa or land me an internship with a foreign politician to boost my college application,” said Chen, whose father runs a video game studio and whose mother is a senior editor at a newspaper.

    For years, rumors spread that graduates from China’s elite universities were heading abroad in large numbers. However, experts and university officials clarified to the media that there hasn’t been a mass exodus — rather, the fact is that fewer students are now choosing to pursue studies abroad.

    At Tsinghua University, for example, the proportion of graduates continuing their education overseas dropped from about 15 percent in 2018 to just 8 percent in 2023, according to the university.

    “For the advancement of science and technology, we need to encourage greater international exchange in both the humanities and scientific fields,” said Zhang Chao, former director of student career development at Tsinghua.

    China has experienced a noticeable decline in the willingness of students to pursue international education, reversing the surge in the early 2000s.

    A report from the Institute of International Education revealed that the number of students from the Chinese mainland studying in the United States fell 4.2 percent year-on-year to approximately 277,000 in the 2023-2024 academic year, a level last seen in 2013-2014.

    The decline is particularly pronounced at the undergraduate level, with a year-on-year drop of 12.8 percent, according to the report.

    Experts point to uncertainties arising from geopolitical tensions and disruptive measures, such as the threat of sudden visa cancellations for students.

    Chen Zhiwen attributed this shift to rising national pride, driven by two decades of economic growth, improved living standards, and — perhaps most importantly — increasing confidence in domestic higher education.

    “We’re unlikely to go abroad for undergraduate studies. Right now, studying at a Chinese university is hands down the most cost-effective option,” said Chen Hanting’s father.

    The Polytechnic University continues active interaction with the development teams of Slavic universities. In the last week of May, SPbPU experts held a Project-analytical session at the Russian-Armenian University (RAU) to prepare the RAU Development Program for 2026-2030.

    The work began with an introduction to the key educational and scientific departments of RAU and a discussion of the goals and objectives of the session with RAU Rector Edward Sandoyan. At the meeting with the Rector, Nikita Golovin briefly presented the format of the session and the expected results. The Rector described his vision of the directions of RAU development, existing barriers and ways to overcome them.

    Our university has very serious educational and scientific results. We have achieved a lot, including thanks to long-term partnership with leading universities, such as the Polytechnic University. But we also have huge potential for further development. We are confident that such joint project sessions not only facilitate the exchange of experience, but also create real opportunities for determining the priorities for the further development of science and education at RAU and, importantly, the formation of mechanisms and tools for achieving the goals set, – noted Edward Sandoyan.

    For three days, the SPbPU expert team and the RAU development team consistently built the future image of the university. The session participants were divided into four thematic groups – education, research, human capital and economy, infrastructure and digitalization. In three steps, the experts went from analyzing current results to forming an ambition and a target model for 2030. Each step began with an introductory speech by SPbPU experts, at which they defined methodological approaches to designing a development program, principles of interrelation between different university processes, tasks for the step and expected results. At each stage, SPbPU experts accompanied the group work, actively involving participants in the discussion, sharing their own experience and examples that could be taken into account when developing the university’s fundamental policies.

    Elena Vinogradova and Natalia Ivanova worked with the group on economic and infrastructure policy, as well as on human capital management policy. Ekaterina Pavlova joined the discussions of the educational policy of RAU, and Nikita Golovin built communication in the group on scientific research policy. He also accompanied the work of all four groups, encouraging colleagues from RAU to openly talk about current positions, barriers to development and ways to overcome them. After each stage of group work, the leaders of the thematic groups presented the results of their work at the plenary session and answered questions from their colleagues and Polytechnic experts.

    On the last day of the PAS, the groups presented summary reports in which they described the current positions of RAU in four areas of activity, the image of the target model of the university and the steps aimed at achieving it. Everyone was unanimous in the fact that RAU is a research classical university (educational, scientific and technological center) with a wide range of areas, having an interstate status. Of course, to achieve this goal, much still needs to be rethought, changed and launched. But RAU has all the necessary base and, most importantly, the desire of the team to change.

    Concluding the session, Nikita Golovin noted: One of the key tasks of our project-analytical session has been completed – we were able to launch internal communication between team members at RAU. The development team began to jointly form the image of the future of their university, find solutions to those tasks that will allow transforming RAU into a leading research university in both Armenia and Russia.

    Next comes the painstaking work of drafting the Development Program document, defining target characteristics and indicators. The presentation and defense of the Program at the Ministry of Science and Higher Education of the Russian Federation is planned for this fall.

    A meeting of students and teachers with representatives of the National Center of Physics and Mathematics (NCPM) and the Russian Federal Nuclear Center – VNIIEF (RFNC-VNIIEF) took place at Peter the Great St. Petersburg Polytechnic University.

    The event was held as part of an all-Russian series of meetings with scientific directors of RFNC-VNIIEF, organized with the support of the State Corporation Rosatom in the year of the 80th anniversary of the Russian nuclear industry.

    The delegation included leading experts from the nuclear industry and the scientific community:

As the lead organization in the framework of work to ensure the country’s defense capability, RFNC-VNIIEF actively develops scientific cooperation with leading universities and institutes of Russia. The center not only solves problems of national scale, but also acts as one of the flagships of high-tech developments in the civilian sector, including nuclear energy, materials of the future and digital technologies.

    The event was attended by the First Vice-Rector of SPbPU Vitaly Sergeev, Vice-Rector for Digital Transformation of SPbPU Alexey Borovkov, Director of the Institute of Computer Science and Cybersecurity Dmitry Zegzhda, Acting Director of the Institute of Physics and Mechanics Nikolay Ivanov, as well as students and postgraduates of the Institute of Computer Science and Cybersecurity and the Institute of Physics and Mechanics.

    The meeting at the Polytechnic was part of a federal initiative to popularize science among students at the country’s leading technical universities.   • MIL-OSI Russia: Scientific Regiment. Tamara Smirnova: LISI first-year student and intelligence officer

    For her unparalleled courage and heroism, the nineteen-year-old first-year student of the construction department of the Leningrad Institute of Civil Engineering (now St. Petersburg State University of Architecture and Civil Engineering), medical instructor of the Baltic Fleet Marine Brigade Tamara Smirnova was awarded the Order of the Red Banner. Seriously wounded and bleeding, she crawled across the front line for 28 hours and was able to convey valuable information to the command. In 1942, the fighting Baltic delegated her to the All-Union Anti-Fascist Rally of Soviet Women.

    Tamara Smirnova went to the front as a volunteer marine. She received her baptism of fire in a landing operation: she rushed to attack across a river with the Red Navy sailors on a dark autumn night. Despite the cold, icy water, wet clothes and shoes, the group reached the opposite bank. Only then did the enemy notice them and open heavy fire. With the support of artillery and machine guns, the Red Navy sailors found themselves behind enemy lines, breaking through a line of pillboxes. Tamara was with them until the last minute of the battle.

    Tamara proved her fearlessness and impeccable performance of combat missions again and again. One frosty day, Tamara was assigned to track the location of fire weapons on the enemy’s front line. The girl made her way through the forest, crawled across all the open spaces and lay unnoticed all day a few steps from the enemy, and at night she went to the rear of the Germans with the Red Navy sailors. Our artillery struck the fire points she had marked, and our troops soon captured the enemy’s fortified lines.

    She was on the front lines and with scouts made her way under the German barbed wire, passed through minefields, and went behind enemy lines. Once, a group of sailors was conducting a night reconnaissance in force. The sailors-scouts needed to take a fascist bunker. The enemy was illuminating everything around with rockets, so the main thing was to seize the moment to attack. However, one fighter did not have enough patience, and he rushed forward… While bandaging the wounded, Tamara received serious wounds to the head, chest, thigh, and lay unconscious for several hours literally twenty meters from the fascists’ location. Having come to, overcoming the pain, she made her way to her own for another 28 hours.

    After the war, Tamara Smirnova completed her studies at the university and worked in her specialty in Belgorod. Her son also studied at our university.

    The School of Research is pleased to announce that Sibylle Léonard, a PhD student in political science at CEVIPOF – Sciences Po’s Centre for Political Research, has been selected to participate in the exchange programme between Sciences Po and the University of Oxford.

    As part of this programme, she will hold a visiting academic position at Oxford, where she will be affiliated with the Department of Politics and International Relations and will continue her doctoral research on the political effects of labour market transformations, at the intersection of political sociology, political theory and political economy.

    The Oxford–Sciences Po PhD exchange programme, established many years ago between the two institutions, aims to promote mobility among doctoral students and stimulate scientific collaboration.     The School of Research is pleased to announce that Thomas Charrayre, a PhD student in political science at CEVIPOF – Sciences Po’s Centre for Political Research, has been selected to participate in the CamPo (Cambridge-Sciences Po) PhD exchange programme.

    As part of this academic partnership of excellence between Sciences Po and the University of Cambridge, Thomas Charrayre will join the prestigious British institution as a visiting PhD student. He will continue his doctoral research there, which focuses on the intellectual history of conservatism, particularly the relationship between conservative thinkers and liberalism, and the plurality of their epistemological approaches.

  • MIL-OSI Europe: Joséphine Lechartre, Winner of the Prestigious Gabriel A. Almond Research Award

    My work focuses on the long-term legacies of wars on political participation in post-conflict societies. During civil wars, it is not uncommon to see the emergence of alternative forms of social orders at the local level, under the control of armed actors such as paramilitaries, rebel groups, state counterinsurgent forces, and others.

    These actors often impose new norms of civilian behaviour, organisation, and seek to instil new political ideologies in the populations under their control. Although we now understand well how these orders emerge and function across the globe, we still lack an understanding of how they reshape the organisation and political subjectivities of civilians. These new social relations and political subjectivities regularly endure well beyond the end of the conflict, with important implications for state-society relations, peacebuilding, and political representation post-conflict. 

    Through a rigorous comparison of Mayan indigenous communities who survived the civil war (1960-1996) and the Mayan genocide (1980-1983) in Northern Guatemala along the Mexican border, I compare how the control of state forces, rebel actors, and humanitarian actors in refugee camps in Mexico ushered in the emergence of alternative forms of social orders during the war. Using in-depth interviews with survivors, extensive archive evidence, and an original household survey embedded in nine months of ethnographic fieldwork, I show that these social orders durably shaped the forms of organisation and the political thinking of local civilian populations.

    I find that, after the war, these legacies endured to shape patterns of indigenous engagement in protests and electoral politics, but also their capacity to resist the encroachment of organised crime and dispossession by agribusiness. These differences have fundamental implications for survivor access to representation, public goods and services, and the continuity of indigenous self-determination in Norther Guatemala. 

    While I focused on Guatemala, these findings have important implications for other war-ridden countries, and my book project will include a comparative study of Colombia’s internal conflict, while future projects will incorporate cases from other world regions.

    Taiwan’s Automotive Research & Testing Center (ARTC) has reached a major milestone in the field of smart mobility. Through the integration of advanced technologies and collaboration with local industry partners, ARTC has successfully developed the country’s first domestically produced electric bus with Level 3 autonomous driving capabilities. This innovation was internationally recognized with a Bronze Award at the 2025 Edison Awards, underscoring Taiwan’s growing influence in global intelligent transportation.

    At the core of this achievement is a highly intelligent electric bus equipped with a suite of advanced sensors and control systems. The vehicle is capable of real-time monitoring of the driving environment, autonomous control, and seamless transitions between manual and autonomous driving modes when road conditions permit. These features are enabled by an integrated platform that combines perception, decision-making, and vehicle control technologies.

    The autonomous system is designed to maintain lane discipline and avoid obstacles by analyzing road features. When the driver activates the turn signal, the system ensures that a safe gap in traffic is available before assisting in the maneuver. These capabilities not only enhance driving safety but also alleviate the driver’s workload-particularly in complex or congested driving environments.

    In addition, the vehicle incorporates a driver monitoring system that uses facial and posture recognition to assess the driver’s readiness to take over control. If the environment becomes unmanageable and the driver is unresponsive-due to fatigue or distraction-the bus will automatically reduce speed and come to a safe stop or pull over. This significantly reduces the risk of accidents caused by human error or delayed reaction times.

    Currently, most buses in Taiwan still rely heavily on manual driving, making driver fatigue a key safety concern. The implementation of Level 3 autonomous functions provides a practical solution for improving operational safety and passenger comfort. It also marks an important step toward more intelligent and sustainable forms of public transportation.

    The project was made possible through ARTC’s partnership with Taiwanese bus manufacturer CHTC Motor. The resulting vehicle meets both domestic requirements and key international standards, including UNECE regulations UN R79 and UN R157. These cover features such as automated lane keeping, emergency steering, and lane change assistance-essential functions for Level 3 autonomy.

    Being named a Bronze Winner at the 2025 Edison Awards-one of the world’s most prestigious accolades for innovation-demonstrates the global competitiveness and technical excellence of Taiwan’s smart mobility initiatives.   • MIL-OSI China: Crossing mountains, Chinese youth building future beyond the fields

    On a crisp spring morning, Wang Bing navigated frost-rimmed paths toward her office at the government building of Taxkorgan Tajik Autonomous County in northwest China’s Xinjiang Uygur Autonomous Region, a windswept frontier perched 4,000 meters above sea level on the Pamir Plateau.

    Last year, the 24-year-old from Inner Mongolia Autonomous Region in north China had joined 44 peers in the “Go West” program, trading city life for a government audit role in one of China’s most remote regions. Her sun-burned cheeks tell a story shared by hundreds of thousands — generations redefining success through service in the nation’s hinterlands.

    Wang’s journey mirrors a seismic shift among China’s youth. Since its launch in 2003, China’s “Go West” program has enabled 540,000 young volunteers to serve across over 2,000 county-level regions in the country’s vast, underdeveloped western regions for a year or more, according to the Communist Youth League of China. The talent program seeks to bring fresh perspectives and energy to areas with significant growth potential.

    In Kuqa City’s No. 3 Middle School, Liu Daqian from Harbin Institute of Technology (HIT) in northeast China, helps his students, who once “struggled to hold a mouse,” to practice robot programming. In January 2024, an HIT alumni-founded company donated an AI laboratory to the school. That same year, two student teams mentored by HIT volunteer teachers won national competition awards, setting a new record for southern Xinjiang.

    “I studied bridge engineering, and I want to build that same kind of bridge, one that connects children to a bigger world,” said Liu, who teaches geography. To his students, the witty and humorous teacher from Heilongjiang Province possesses a magical charm — he always seems to have the answer to every question.

    Of those in the “Go West” program, over 55,000 volunteers have served in Xinjiang, a region covering one-sixth of China’s territory, with more than 15,000 choosing to remain in Xinjiang long term, the regional Communist Youth League Committee revealed.

    Wang Jiamin, meanwhile, has returned to familiar territory but in a new role. After earlier teaching in rural Yunnan Province in southwest China via this program, the Beijing Foreign Studies University graduate has gone back to Yunnan after her stint as a student in the Chinese capital, this time serving as a civil servant. Calling Yunnan her “second hometown,” Wang expressed excitement about trekking through the fields and visiting the homes of villagers to persuade families to send their children back to school.

    There are also rooted professionals active in rural settings in the west of China. Dressed in pink scrubs and gloves, 29-year-old veterinarian Bai Hua deftly examined a cow in Guyuan of northwest China’s Ningxia Hui Autonomous Region, where she was born into a cattle farming family and has practiced as a veterinarian for a decade since graduating from a local vocational-technical school.

    “Field vets must travel village-to-village daily and most can’t handle it,” she said, recalling initial skepticism from farmers about her petite frame. “But skill outweighs size,” she added. Her team now treats over 100 livestock daily — providing critical expertise to remote farms.

    Youth-driven innovation is transforming rural economies. In the mountainous areas of Longnan, northwest China’s Gansu Province, tech-savvy entrepreneur Zhao Wuqiang could be seen live-streaming his walnut oil products to national audiences. A former software engineer in eastern China, Zhao made a pivotal career shift 14 years ago. His foresight of China’s internet boom and his hometown’s untapped potential combined to create a 380-million-yuan (about 52.9 million U.S. dollars) business integrating more than 200 farming cooperatives, establishing direct farm-to-table supply chains while modernizing walnut cultivation for some 12,000 farmer households.

    “Upgraded rural internet infrastructure and logistics networks have been game-changers for our e-commerce growth,” Zhao said. The ex-programmer’s company has garnered 130,000 followers on social media platforms.

    Official statistics showed that as of the end of 2024, over 90 percent of China’s administrative villages had achieved 5G network coverage, with gigabit broadband networks now available in all county-level regions. Notably, rural logistics infrastructure has also seen significant enhancement, with 346,000 integrated mail and delivery service stations now operational at village level — providing express delivery access to more than 95 percent of the country’s administrative villages.

    As China accelerates its agricultural modernization, a growing wave of urban youth are returning to their rural roots. In Anji County of east China’s Zhejiang Province, an eco-tourism hotspot which drew over 34 million visitors last year, Ding Chuxiao, 27, blends design flair with tea culture and farm experiences.

    Ding’s creative teahouse showcases her artistic vision through bamboo products, white tea caddies and canvas bags with ink-wash painted tea hills, capitalizing on Anji’s booming rural tourism. The slower pace there fuels her creativity, and Ding’s business now generates revenue of more than 100,000 yuan annually.

    China’s urban-rural development model preserves rural landscapes while injecting modern elements, addressing agricultural gaps to achieve shared prosperity. “Young people bring fresh perspectives and market savvy to identify new opportunities in rural revitalization,” said Xue Zelin, a senior fellow and secretary of the Communist Youth League Committee of Shanghai Academy of Social Sciences.

    To date, more than 12 million people have returned to or settled in rural areas to start businesses across China, according to Han Wenxiu, executive deputy director of the Office of the Central Committee for Financial and Economic Affairs, who noted that human capital is fundamental to rural revitalization, emphasizing the need to leverage the countryside’s abundant opportunities to attract talent while utilizing its pleasant and scenic living conditions to retain them.

    “Even deep in the mountains, if you settle in with commitment and perseverance, you’ll grow upward and see the promise of rural revitalization,” Zhao said.

  • MIL-OSI Russia: “GUU-SVOim” campaign: another humanitarian cargo sent to border regions

    The State University of Management and the Moscow City Branch of the All-Russian Student Rescue Corps, whose headquarters are located on the territory of our university, sent another humanitarian aid to the area of the special military operation as part of the joint action “GUU-SVOim”.

    The rector of the State University of Management Vladimir Stroyev, vice-rectors Dmitry Bryukhanov and Vitaly Lapshenkov, as well as volunteers from the Moscow City Organization of the All-Russian Society of the Scientists and Scientists took part in loading the essential items.

    “The joint action of the GUU and VSKS “GUU-SVOim” has been going on for about a year and a half. During this time, we have made thousands of dry showers and trench candles with our own hands, purchased other useful things at the front of the special military operation with voluntary donations. VSKS volunteer rescuers help eliminate the consequences of terrorist attacks in the border regions, restore the infrastructure of new entities. Positive changes are evident, for example, in Mariupol. I thank our rescuers for their noble deeds and wish them a safe journey together with this humanitarian cargo,” said Vladimir Stroyev.

    The humanitarian cargo includes surgical napkins, dry showers, trench stoves and candles, as well as other items needed for frontline use. In addition, the vehicle still needs to be loaded in Rostov-on-Don.

    The “GUU-SVOim” campaign started in January last year. The project is aimed at collecting humanitarian aid for military personnel performing tasks within the special military operation and civilians in border regions. The project is part of the people’s campaign of the Ministry of Science and Higher Education of the Russian Federation “Universities for the Front”.

Our cooperation in healthcare, agriculture, fisheries, education and training, and climate change has yielded many positive results. This is President Heine’s first state visit to Taiwan since taking office for a second time. We look forward to engaging our esteemed guests in in-depth discussions on issues of common concern. And moving ahead, Taiwan will continue to deepen collaboration with the Marshall Islands across all domains for mutual prosperity and growth. I wish to also convey my appreciation to Your Excellency President Lai, for the hospitality and very warm welcome – kommol tata. This visit marks my seventh official state visit to this beautiful country. It’s a testament to my strong commitment to further deepening ties between the Republic of the Marshall Islands and the Republic of China (Taiwan). During this visit, I look forward to engaging in meaningful discussions with Your Excellency President Lai to further strengthen the bilateral relationship between our two nations and our peoples.  For over a quarter-century, Taiwan has been a strong ally and friend to the Marshall Islands. Our partnership has thrived across many sectors, including education, healthcare, infrastructure, and economic development. Through Taiwan’s generous support and collaboration, we have made significant progress in improving the lives of our people, empowering our communities, and fostering sustainable growth. The Marshall Islands deeply values our partnership with Taiwan and appreciates Taiwan’s support over the years.     President Lai attends 2025 Europe Day Dinner
    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity. A transcript of President Lai’s remarks follows: Chairman [Henry] Chang (張瀚書), thank you for the invitation, and congratulations on your second term. I’m confident that under your leadership, the ECCT [European Chamber of Commerce Taiwan] will build even more bridges for cooperation between Taiwan and Europe. I would also like to thank EETO [European Economic and Trade Office] Head [Lutz] Güllner and all the European country representatives stationed in Taiwan. Your hard work over the years has helped deepen Taiwan-Europe relations and brought about such fruitful cooperation. Thank you. This year we celebrate the 75th anniversary of the Schuman Declaration. In 1950, then-French Foreign Minister Robert Schuman proposed to create a European federation dedicated to preserving peace. The declaration symbolized a new flowering in the post-war era of democracy, unity, and cooperation. As we face the geopolitical challenges and drastic economic changes of today’s world, the Schuman Declaration still speaks to us profoundly. This year is also the 80th anniversary of the end of World War II in Europe. Moving forward, Taiwan will continue to advance cooperation with our democratic partners, and will join hands with Europe to build a partnership of even greater resilience and mutual trust. Europe is Taiwan’s third largest trading partner. It is also Taiwan’s largest source of foreign direct investment. Last year, bilateral trade between Taiwan and Europe totaled US$84.7 billion. This demonstrates our vibrant economic and trade ties and reflects the high levels of confidence our businesses have in each other’s markets and systems. We look forward to Taiwan and Europe further establishing institutionalized mechanisms for our trade and investment ties. Today’s Taiwan has an internationally recognized democracy and a semiconductor industry vital to global security and prosperity. This enables us to play a key role in restructuring global democratic supply chains and the economic order. In particular, we see supply chains dominated by a new authoritarian bloc expanding their influence through non-market mechanisms, price subsidies, and monopolies on resources, as they seek global control of critical technologies and manufacturing capabilities. Their actions not only distort principles of market fairness, but also threaten the international community’s basic expectations for democracy, the rule of law, and corporate responsibility. In response, Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains. We will also introduce an initiative on semiconductor supply chain partnerships for global democracies. This is more than a proposal for economic cooperation; it is an alliance of shared values and advanced technology.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-Evening Report: New rules for cosmetic injectables aim to make the industry safer. Will they work?

    New guidelines to regulate Australia’s booming cosmetic procedures industry have been called “tough” and “a crackdown” in media reports this week.

    On Tuesday, the Australian Health Practitioner Regulation Agency (AHPRA) announced the new guidelines – one for procedures, the other for advertising – and said it put the lucrative industry “on notice”.

    The guidelines stem from AHPRA’s 2023 review of non-surgical cosmetic procedures – think injectables (such as Botox and dermal fillers), laser skin resurfacing, chemical peels, hair transplants and more.

    That review was established only after AHPRA investigated widespread reports about unsafe practices in cosmetic surgery in 2022, exposing risks and deficiencies in both the surgical and non-surgical cosmetics sector.

    These included the predatory targeting of under-18s, inadequate training for practitioners, and poor screening of patients. For example, 52-second telehealth consultations.

    So, how tough are these guidelines? And can they be enforced?

    What do the guidelines say?

    The new rules aim to put safety before sales and cover many more issues than any previous guidance.

    They also fill a gap, as they apply to all health practitioners. Previously only doctors had clear guidelines, while nurses and midwives had been guided by a “position statement” published by the Nursing and Midwifery Board of Australia.

    These new rules ban financial incentives, discounts and other financial arrangements, such as “contra deals” – where Botox injections might be administered in exchange for restaurant meals, as occurred in one New South Wales case.

    They also ban perks for social media influencers, who often get free treatments.

    The guidelines confirm influencers recruited by practitioners should not create unreasonable expectations of benefits for patients (which is already against the law if practitioners do it). If influencers do, the recruiting practitioner will be responsible.

    The new rules for health practitioners aim to make non-surgical procedures safer.

    Botox is a prescription-only drug subject to strict controls.

    But several practitioners have been disciplined for administering or procuring it inappropriately, such as in day spas or by arranging “remote” prescriptions by email. Recent cases of unregistered people injecting it at parties, resulting in botulism (a serious condition), also suggest gaps in oversight.

    The new rules allow only suitably trained practitioners to prescribe these drugs following an in-person or video consultation. Batch prescribing – issuing prescriptions for multiple patients – is now clearly unacceptable.

    The guidelines emphasise skills and training. Registered nurses will now need a year’s experience in other fields before giving cosmetic treatments. Enrolled nurses will be expected to first have a year of supervised, relevant experience.

    There must also be robust protocols to manage any complications after a procedure. Practitioners must provide detailed aftercare instructions, and ensure patients are aware of their right to complain and to whom.

    Screening for suitability

    Short and impersonal cosmetic consultations have often not met the legal requirements for informed consent.

    The guidelines address this by requiring registered nurses and nurse practitioners to thoroughly assess a patient’s suitability for a treatment.

    They must confirm the patient’s expectations are realistic, discuss risks and alternatives (including no treatment), be transparent about their own skills and experience, and explain all costs.

    The guidelines specify that screening assessments must check for underlying conditions, such as body dysmorphic disorder, which is known to be more common in those seeking cosmetic treatments.

    It is one of several mental health disorders diagnosed in people who experience anxiety and persistent thoughts about perceived flaws in their physical appearance.

    Patients experiencing this condition would likely be unsuitable. That’s because people with body dysmorphic disorder are at higher risk of poor psychosocial outcomes (such as poorer mental health or wellbeing).

    If found unsuitable, patients must be refused treatment and referred to another appropriate practitioner, such as a psychologist, for appropriate support.

    Overall, the new guidelines foster better informed consent processes. They prompt practitioners to screen for and discuss the psychosocial risks known to be associated with cosmetic procedures.

    Consultations will have to screen patients to see if they’re suitable for treatment.

    What about under 18s?

    AHPRA says the new rules offer greater protection for young people through new safeguards and special rules for under-18s.

    The guidelines say prescribing dermal fillers to minors is inappropriate. For other procedures, they require parental or guardian consent where practicable, and a cooling-off period of seven days between obtaining informed consent and the procedure.

    However, health practitioners will still be able to exercise their clinical judgement for under-18s within the limits of the law.

    That’s because the general law permits “mature minors” to lawfully consent to medical treatments if they have been assessed as having sufficient understanding and intelligence to appreciate fully what is being proposed.

    So, how are these rules enforced?

    These guidelines are not parliamentary laws.

    Instead, they define the standards expected of all registered health practitioners who perform non-surgical cosmetic procedures – except doctors, who have their own guidelines.

    If a health practitioner does not comply with the guidelines, the board responsible for their registration and accreditation – for example, the Nursing and Midwifery Board – can take “immediate action” to suspend them or launch disciplinary proceedings for extended sanctions.

    The guidelines will make it easier for national boards and state complaints organisations to support any allegations of professional wrongdoing against health professionals performing or promoting cosmetic procedures.

    Before now, there were no specific rules about cosmetic procedures – just the general (but important) codes of conduct for each profession.

    The guidelines give real teeth to the bodies that regulate the health profession and will likely enable them to weed out bad actors from the cosmetic workforce. Even so, they cannot compensate or redress patient harms.

    For that, patients may sue practitioners in court, report unlawful drug advertising to the Therapeutic Goods Administration (where fines can be issued), or take action under Australian consumer law.

    Prime Minister Narendra Modi on Friday lauded the remarkable global achievements of India’s youth, describing them as symbols of “dynamism, innovation and determination.” He said the nation’s progress over the past 11 years has been driven by the “unmatched energy and conviction” of Yuva Shakti.
     
    In a post on X, the Prime Minister said, “India’s youth have made a mark globally. Our Yuva Shakti is associated with dynamism, innovation and determination. Our youth have driven India’s growth with unmatched energy and conviction.”
     
    Referring to notable contributions in diverse fields, Prime Minister Modi highlighted that young Indians have excelled across sectors such as startups, science, sports, community service, and culture. “In the last 11 years, we have witnessed remarkable instances of youngsters who have done the unthinkable,” he said.
     
    The Prime Minister also underlined the transformative role of policy changes and government programmes introduced since 2014 that focus on youth empowerment. “The last 11 years have also seen a decisive shift in policy and programmes aimed at youth empowerment,” he added.
     
    He cited flagship initiatives such as StartUp India, Skill India, Digital India and the National Education Policy 2020, and said these reforms are rooted in the firm belief that “empowering youth is the most powerful thing a nation can do.”
     
    Addressing the importance of youth in the journey towards a developed India, Prime Minister Modi said, “With the new education policy and focus on skill development and start-ups, the youth have become important partners in the resolution of ‘Viksit Bharat’.”
     
    He further added, “The government has made continuous efforts to empower the youth. I’m confident that our youth will keep strengthening the efforts to build a Viksit Bharat.”
     
    The Prime Minister reaffirmed the Centre’s commitment to providing young citizens with every possible opportunity to realise their potential. “The government will always give Yuva Shakti all possible opportunities to shine,” he said.

    About $22 billion of SpaceX’s government contracts are at risk and multiple U.S. space programs could face dramatic changes in the fallout from Elon Musk and President Donald Trump’s explosive feud on Thursday.

    The disagreement, rooted in Musk’s criticism of Trump’s tax-cut and spending legislation that began last week, quickly spiraled out of control. Trump lashed out at Musk when the president spoke in the Oval Office. Then in a series of X posts, Musk launched barbs at Trump, who threatened to terminate government contracts with Musk’s companies.

    Taking the threat seriously, Musk said he would begin “decommissioning” SpaceX’s Dragon spacecraft used by NASA.

    Hours later, however, Musk appeared to reverse course. Responding to a follower on X urging him and Trump to “cool off and take a step back for a couple of days,” Musk wrote: “Good advice. Ok, we won’t decommission Dragon.”

    Still, Musk’s mere threat to abruptly pull its Dragon spacecraft out of service marked an unprecedented outburst from one of NASA’s leading commercial partners.

    Under a roughly $5 billion contract, the Dragon capsule has been the agency’s only U.S. vessel capable of carrying astronauts to and from the International Space Station, making Musk’s company a critical element of the U.S. space program.

    The feud raised questions about how far Trump, an often unpredictable force who has intervened in past procurement efforts, would go to punish Musk, who until last week headed Trump’s initiative to downsize the federal government.

    If the president prioritized political retaliation and canceled billions of dollars of SpaceX contracts with NASA and the Pentagon, it could slow U.S. space progress.

    NASA press secretary Bethany Stevens declined to comment on SpaceX, but said: “We will continue to work with our industry partners to ensure the president’s objectives in space are met.”

    Musk and Trump’s tussle ruptured an extraordinary relationship between a U.S. president and industry titan that had yielded some key favors for SpaceX: a proposed overhaul of NASA’s moon program into a Mars program, a planned effort to build a gigantic missile defense shield in space, and the naming of an Air Force leader who favored SpaceX in a contract award.

    Taking Dragon out of service would likely disrupt the ISS program, which involves dozens of countries under a two-decade-old international agreement. But it was unclear how quickly such a decommissioning would occur. NASA uses Russia’s Soyuz spacecraft as a secondary ride for its astronauts to the ISS.

    SPACEX’S RISE

    SpaceX rose to dominance long before Musk’s foray into Republican politics last year, building formidable market share in the rocket launch and satellite communications industries that could shield it somewhat from Musk’s split with Trump, analysts said.

    “It fortunately wouldn’t be catastrophic, since SpaceX has developed itself into a global powerhouse that dominates most of the space industry, but there’s no question that it would result in significant lost revenue and missed contract opportunities,” said Justus Parmar, CEO of SpaceX investor Fortuna Investments.

    Under Trump in recent months, the U.S. space industry and NASA’s workforce of 18,000 have been whipsawed by looming layoffs and proposed budget cuts that would cancel dozens of science programs, while the U.S. space agency remains without a confirmed administrator.

    Trump’s nominee for NASA administrator, Musk ally and billionaire private astronaut Jared Isaacman, appeared to be an early casualty of Musk’s rift with the president when the White House abruptly removed him from consideration over the weekend, denying Musk his pick to lead the space agency.

    Trump on Thursday explained dumping Isaacman by saying he was “totally Democrat,” in an apparent reference to reports Isaacman had donated to Democrats. Isaacman has donated to some Republican but mostly Democratic candidates for office, according to public records.

    Musk’s quest to send humans to Mars has been a critical element of Trump’s space agenda. The effort has threatened to take resources away from NASA’s flagship effort to send humans back to the moon.

    Trump’s budget plan sought to cancel Artemis moon missions beyond its third mission, effectively ending the over-budget Space Launch System rocket used for those missions.

    But the Senate Commerce Committee version of Trump’s bill released late on Thursday would restore funding for missions four and five, providing at least $1 billion annually for SLS through 2029.

    Since SpaceX’s rockets are a less expensive alternative to SLS, whether the Trump administration opposes the Senate’s changes in the coming weeks will give an indication of Musk’s remaining political power.

    SpaceX, founded in 2002, has won $15 billion of contracts from NASA for the company’s Falcon 9 rockets and development of SpaceX’s Starship, a multipurpose rocket system tapped to land NASA astronauts on the moon this decade.

    The company has also been awarded billions of dollars to launch a majority of the Pentagon’s national security satellites into space while it builds a massive spy satellite constellation in orbit for a U.S. intelligence agency.

    In addition to not being in U.S. interests, former NASA Deputy Administrator Lori Garver said canceling SpaceX’s contracts would probably not be legal.

    But she also added, “A rogue CEO threatening to decommission spacecraft, putting astronauts’ lives at risk, is untenable.”

    The All-Russian hackathon “Smart Campus” has recently ended in Nizhny Novgorod, in which more than 80 students from more than 20 regions of Russia took part. The competition was held by NEIMARK University as part of the international conference CIPR-2025. NSU was represented at the hackathon by a team of students Faculty of Mechanics and Mathematics (MMF), they won one of the hackathon cases – the development of a communication service for deaf students.

    — Over the past three years, the Smart Campus hackathon has become a vibrant tradition that unites talented students and progressive ideas. Active participation of students helps create an effective educational ecosystem that ensures the successful functioning of the campus. The developments presented at the hackathon are already being implemented in campuses, a constellation of which is being created today in Russia, — noted Deputy Minister of Education and Science of Russia Andrey Omelchuk.

    More than 20 student teams gathered in Nizhny Novgorod, they were offered 5 cases to solve, not intersecting with each other. Thus, 4 teams worked on each case, for each of the tasks three prize winners were determined.

    The winning team from NSU included Timur Yenikeev, a 4th-year student of the Engineering School of the Faculty of Mathematics and Mechanics of NSU, Maxim Yemelyanov, a 1st-year master’s student of the Faculty of Mathematics and Mechanics of NSU, Ivan Gudylin, a 2nd-year master’s student of the Faculty of Mathematics and Mechanics of NSU, and the team captain – Taisiya Uskova, a 1st-year master’s student of the Faculty of Mathematics and Mechanics of NSU.

    — I, like another member of our team, Maxim Yemelyanov, have participated in this event more than once. This year, the hackathon has changed dramatically — this concerns both the structure and the tasks. So, we solved only cases from partners. In addition, all the tasks were somehow related to inclusive education, which, in my opinion, is the main feature of this year’s hackathon, — said Taisiya.

    Over the course of two days, student teams developed education quality monitoring systems, created inclusive technologies for students with disabilities, and designed a universal mobile service for campuses. Participants also optimized digital educational interfaces and tried to integrate neurotechnology into the educational process.

    The NSU team worked on a case to improve the Yandex Conversation app, which is designed to help hearing-impaired people. This app recognizes speech and can read out messages written by the user.

    —Our task was to implement this application with the required design, which was provided by the customer-curators from Yandex. We had to propose a model and add the functionality of recognizing speakers and saving them, as well as develop other improvements. For example, we implemented functionality that allows the application to work offline, — Taisiya explained.

    According to Taisiya, the team’s perseverance, ability to quickly understand complex topics and work within tight deadlines helped them win.

    —The team was quite diverse, we didn’t have the necessary competencies for all the issues, but we managed. In two days, we figured out what we had never done before, and that’s why, in my opinion, we won, — Taisiya shared.

    Such events are aimed at developing the existing campus infrastructure and introducing new solutions in those campuses that are currently being built across the country as part of the national project “Youth and Children”. Therefore, it is important that students themselves propose and develop solutions that may be interesting and in demand on campuses.

    Thus, a modern NSU campus is currently under construction, the first stage was opened in 2024. In the fall of 2025, a new building of flow auditoriums is being prepared to receive students, which will also become a demonstration center for technologies in the field of artificial intelligence. For example, a “smart” library will operate there, students will be able to use self-service stations to check out books from the open collection, take them home and return them at any time.

  • MIL-OSI Russia: Exhibition dedicated to 100th anniversary of Gury Ivanovich Marchuk opened at NSU

    June 8 marks the 100th anniversary of the birth of the famous Russian mathematician Gury Ivanovich Marchuk. Part of his life was connected with Akademgorodok and Novosibirsk State University. The NSU History Museum together with the Scientific Library of NSU and the Siberian Branch of the Russian Academy of Sciences have prepared an exhibition of Gury Ivanovich’s memoirs about life on Siberian soil.

    — The preparation process was three-sided: we collaborated with our NSU Scientific Library, which selected literature for us, books by Gury Ivanovich himself and related to him; we used our own funds and open funds of the Siberian Branch of the Russian Academy of Sciences — the result was a collection of unique interesting photographs of Gury Ivanovich, which can be seen at the exhibition. In addition, the stands present both general information about where he worked and studied, and his memories of Siberia. The exhibition carries such a coloring of memories — memories of Gury Ivanovich about his life in the Novosibirsk Akademgorodok, his work in the Siberian Branch of the Academy of Sciences, — said Victoria Vybornova, keeper of the NSU History Museum.

    In 1962, Guriy Ivanovich Marchuk completed his project in Obninsk and came to Akademgorodok at the invitation of Mikhail Alekseevich Lavrentyev. Here he began working at the Computing Center and, as was traditionally established, became a professor at Novosibirsk State University. As Mikhail Alekseevich’s successor, in 1975 he became president of the Siberian Branch of the USSR Academy of Sciences, and later, in 1980, he moved to Moscow and became the last president of the USSR Academy of Sciences.

    — Despite the fact that he spent several years in Akademgorodok, he nevertheless retained very warm memories of our Siberian region, so the exhibition focuses on this period of his life. He had many friends and colleagues in Akademgorodok, and he was always concerned about the development of Siberian science.

    Of course, this is a great example for the younger generation to follow, because Guriy Ivanovich is a person full of energy, full of various ideas, initiatives. As a scientist, he was a man of the world, traveled a lot and was familiar with scientific communities of other countries. He saw how science was created all over the world. Guriy Ivanovich took the best, implemented it in our Siberian branch, and then in Moscow. This is a great example and a great image of a scientist of the Soviet period, who began his career creating a nuclear shield together with I.V. Kurchatov, with a large team. Later, he took up mathematical modeling in immunology, then ecology. He was always ahead of science, in its first ranks, so every student and employee of NSU, a resident of Akademgorodok will be interested to learn and be inspired by his story, – emphasized Victoria Vybornova.

    Until June 20, the exhibition will be located in the second-floor passage between the first and third blocks of the NSU Academic Building (1 Pirogova St.). Later, it will move to the skylight opposite Okladnikov Auditorium 2322 and will run until mid-July.

    Among the most interesting exhibits are photographs of Gury Ivanovich, his scientific works, personal memories of Siberia and memories of his contemporaries about him.

  • MIL-Evening Report: ‘Godfather of AI’ now fears it’s unsafe. He has a plan to rein it in

    This week the US Federal Bureau of Investigation revealed two men suspected of bombing a fertility clinic in California last month allegedly used artificial intelligence (AI) to obtain bomb-making instructions. The FBI did not disclose the name of the AI program in question.

    This brings into sharp focus the urgent need to make AI safer. Currently we are living in the “wild west” era of AI, where companies are fiercely competing to develop the fastest and most entertaining AI systems. Each company wants to outdo competitors and claim the top spot. This intense competition often leads to intentional or unintentional shortcuts – especially when it comes to safety.

    Coincidentally, at around the same time of the FBI’s revelation, one of the godfathers of modern AI, Canadian computer science professor Yoshua Bengio, launched a new nonprofit organisation dedicated to developing a new AI model specifically designed to be safer than other AI models – and target those that cause social harm.

    So what is Bengio’s new AI model? And will it actually protect the world from AI-faciliated harm?

    An ‘honest’ AI

    In 2018, Bengio, alongside his colleagues Yann LeCun and Geoffrey Hinton, won the Turing Award for groundbreaking research they had published three years earlier on deep learning. A branch of machine learning, deep learning attempts to mimic the processes of the human brain by using artificial neural networks to learn from computational data and make predictions.

    Bengio’s new nonprofit organisation, LawZero, is developing “Scientist AI”. Bengio has said this model will be “honest and not deceptive”, and incorporate safety-by-design principles.

    According to a preprint paper released online earlier this year, Scientist AI will differ from current AI systems in two key ways.

    First, it can assess and communicate its confidence level in its answers, helping to reduce the problem of AI giving overly confident and incorrect responses.

    Second, it can explain its reasoning to humans, allowing its conclusions to be evaluated and tested for accuracy.

    Interestingly, older AI systems had this feature. But in the rush for speed and new approaches, many modern AI models can’t explain their decisions. Their developers have sacrificed explainability for speed.

    Bengio also intends “Scientist AI” to act as a guardrail against unsafe AI. It could monitor other, less reliable and harmful AI systems — essentially fighting fire with fire.

    This may be the only viable solution to improve AI safety. Humans cannot properly monitor systems such as ChatGPT, which handle over a billion queries daily. Only another AI can manage this scale.

    Using an AI system against other AI systems is not just a sci-fi concept – it’s a common practice in research to compare and test different level of intelligence in AI systems.

    Adding a ‘world model’

    Large language models and machine learning are just small parts of today’s AI landscape.

    Another key addition Bengio’s team are adding to Scientist AI is the “world model” which brings certainty and explainability. Just as humans make decisions based on their understanding of the world, AI needs a similar model to function effectively.

    The absence of a world model in current AI models is clear.

    One well-known example is the “hand problem”: most of today’s AI models can imitate the appearance of hands but cannot replicate natural hand movements, because they lack an understanding of the physics — a world model — behind them.

    Another example is how models such as ChatGPT struggle with chess, failing to win and even making illegal moves.

    This is despite simpler AI systems, which do contain a model of the “world” of chess, beating even the best human players.

    These issues stem from the lack of a foundational world model in these systems, which are not inherently designed to model the dynamics of the real world.

    On the right track – but it will be bumpy

    Bengio is on the right track, aiming to build safer, more trustworthy AI by combining large language models with other AI technologies.

    However, his journey isn’t going to be easy. LawZero’s US$30 million in funding is small compared to efforts such as the US$500 billion project announced by US President Donald Trump earlier this year to accelerate the development of AI.

    Making LawZero’s task harder is the fact that Scientist AI – like any other AI project – needs huge amounts of data to be powerful, and most data are controlled by major tech companies.

    There’s also an outstanding question. Even if Bengio can build an AI system that does everything he says it can, how is it going to be able to control other systems that might be causing harm?

    Still, this project, with talented researchers behind it, could spark a movement toward a future where AI truly helps humans thrive. If successful, it could set new expectations for safe AI, motivating researchers, developers, and policymakers to prioritise safety.

    Perhaps if we had taken similar action when social media first emerged, we would have a safer online environment for young people’s mental health. And maybe, if Scientist AI had already been in place, it could have prevented people with harmful intentions from accessing dangerous information with the help of AI systems.

    Big animals of the ocean go about their days mostly hidden from view. Scientists know this marine megafauna – such as whales, sharks, seal, turtles and birds – travel vast distances to feed and breed.

    But almost a third are now at risk of extinction due largely to fishing, shipping, pollution and global warming.

    Protecting them can be difficult, because we don’t often know where these animals are.

    New research I led sought to shed light on the issue. My colleagues and I gathered 30 years of satellite tracking data to map hotspots of megafauna activity around the globe.

    We tracked 12,794 animals from 111 species to find out where they go. The results reveal underwater “highways” where megafauna crisscross the global Ocean. They also show where megafauna dwell for feeding and breeding. Now we know where these special places are, we have a better chance of protecting them.

    Pulling all the data together: a mega task

    For more than 30 years, marine biologists have tagged large animals in the sea with electronic devices and tracked their movements via satellite. The trackers capture data on everything from speed of travel, to direction of movement and where the animals spend most of their time.

    I put a call out to the global research community to bring together the tracking data. I hoped it would help scientists better understand the animals’ movements and identify their favourite places.

    Some 378 scientists from 50 countries responded. We assembled the world’s largest tracking dataset of marine megafauna. It includes species of flying birds, whales, fishes (mostly sharks), penguins, polar bears, seals, dugongs, manatees and turtles. They were tracked between 1985 and 2018, throughout the world’s oceans.

    Mapping reveals a lack of protection

    When we started analysing the data, it showed the tagged animals used some parts of the ocean more frequently than others. Most of them travelled to the central Indian Ocean, northeast Pacific Ocean, Atlantic north, and waters around Mozambique and South Africa.

    It’s likely this reflects a lack of data from elsewhere. However, these species are known to go to places where they are most likely to find food, so we expect some areas to be used more than others (including the areas we detected).

    Then we were able to identify the world’s most “ecologically and biologically significant areas” for the tracked animals.

    Currently only about 8% of the global ocean is protected. And only 5% of the important marine megafauna areas we identified occur within these existing marine protected areas.

    This leaves all of the other important marine megafauna areas we identified unprotected. In other words, the species using those areas are likely to suffer harm from human activities taking place at sea.

    More than 90% of the important marine megafauna areas we identified are exposed to high plastic pollution, shipping traffic or to intensifying global warming. And about 75% are exposed to industrial fishing.

    We also found marine megafauna tend to spend most of their time within exclusive economic zones. This area lies beyond the territorial sea or belt of water 12 nautical miles from the coast of each country, extending 200 nautical miles from shore. The presence of megafauna in these exclusive economic zones means individual countries could increase the protection afforded within their jurisdictions.

    About 40% of the important marine megafauna areas were located in these zones. But about 60% were on the high seas.

    The future of marine megafauna conservation

    The High Seas Treaty, recently adopted by the United Nations and signed by 115 countries, governs the conservation and sustainable use of marine biological biodiversity on the open ocean.

    Working alongside this treaty, the Kunming-Montreal Global Biodiversity Framework aims to protect 30% of the global ocean by 2030. This presents an opportunity to ensure important marine megafauna areas are well represented.

    We used an optimisation algorithm to identify the best areas to protect, when it comes to marine megafauna. We gave priority to areas that are potentially used for feeding, breeding, resting and migrating across all the different species.

    But even if important marine megafauna areas are selected when 30% of the ocean is protected, about 60% of these areas would still stay unprotected.

    Significant risks from human activities will remain. Management efforts must also focus on reducing harm from fishing and shipping. Fighting climate change and cutting down noise and plastic pollution should also be key priorities.

    Like for most megafauna on land, the reign of marine megafauna might come to an end if humanity does not afford these species greater protection.

    However, is mould exposure linked to a serious lung disease in children, unrelated to asthma? As we’ll see, this link may not be real, or if it is, it’s so rare to not be a meaningful risk. Yet we still hear mould in damp homes described as “toxic”.

    Indeed, mouldy homes can harm people’s health, but not necessarily how you might think.

    What is mould?

    Mould is the general term for a variety of fungi. The mould that people have focused on in damp homes is “black mould”. This forms unsightly black patches on walls and other parts of damp-affected buildings.

    Black mould is not a single fungus. But when people talk about black mould, they generally mean the fungus Stachybotrys chartarum or S. chartarum for short. It’s one of experts’ top ten feared fungi.

    The focus on this species comes from a report in the 1990s on cases of haemorrhagic lung disease in a number of infants. This is a rare disease where blood leaks into the lungs, and can be fatal. The report suggested chemicals known as mycotoxins associated with this species of fungus were responsible for the outbreak.

    What are mycotoxins?

    A variety of fungi produce mycotoxins to defend themselves, among other reasons.

    Hundreds of different chemicals are listed as myocytoxins. These include ones in poisonous mushrooms, and ones associated with the soil fungi Aspergillus flavus and A. parasiticus.

    The fungus typically associated with black mould S. chartarum can produce several mycotoxins. These include roridin, which inhibits protein synthesis in humans and animals, and satratoxins, which have numerous toxic effects including bleeding in the lungs.

    While the satratoxins, in particular, were mentioned in the report from the 90s in children, there are some problems when we look at the evidence.

    The amount of mycotoxins S. chartarum makes can vary considerably. Even if significant amounts of mycotoxin are present, getting them into the body in the required amount to cause damage is another thing.

    Inhaling spores in contaminated (mouldy) homes is the most probable way mycotoxins enter the body. For instance, we know mycotoxins can be found in S. chartarum spores. We also know direct injection of high concentrations of mycotoxin-bearing spores directly in the noses of mice can cause some lung bleeding.

    But just because inhaling spores is the probable route of contamination doesn’t mean this is very likely.

    That’s because S. chartarum doesn’t release a lot of spores. Its spores are typically embedded in a slimy mass and it rarely produces the spore densities needed to replicate the animal studies.

    The original reports suggesting the US infants who were diagnosed with haemorrhagic lung disease were exposed to toxic levels of mycotoxins were also flawed.

    Among other issues, the concentrations of mould spores was calculated incorrectly. Subsequent correction for these issues resulted in the association between S. chartarum and this disease cluster basically disappearing.

    The American Academy of Asthma Allergy and Immunology states while there is a clear, well-established relationship between damp indoor spaces and detrimental health effects, there is no good evidence black mould mycotoxins are involved.

    But mould can cause allergies

    Moulds can affect human health in ways unrelated to mycotoxins, typically through allergic reactions. Moulds including black moulds can trigger or worsen asthma attacks in people with mould allergies.

    Some rarer but severe reactions can include allergic fungal sinusitis, allergic bronchopulmonary aspergillosis and rarer still, hypersensitivity pneumonitis.

    These can typically be controlled by removing the mould (or removing the person from the source of mould).

    People with impaired immune systems (such as people taking immune-suppressant medications) may also be prone to mould infections.

    In a nutshell

    There is sufficient evidence that household mould is associated with respiratory issues attributable to their allergic effects.

    However, there is no strong evidence mycotoxins from household mould – and in particular black mould – are associated with substantial health issues.

    WASHINGTON, DC – Today, Congresswoman Kim Schrier’s M.D. (WA-08) bipartisan bill, the Hydropower Relicensing Transparency Act (H.R. 3657), passed through the Energy Subcommittee of the House Committee on Energy and Commerce. This bill will support clean, reliable, and affordable energy for Washington state ratepayers by enhancing efficiency and transparency for all parties involved in the hydropower dam relicensing process. Hydropower dams must relicense their dams with the Federal Energy Regulatory Commission (FERC) in order to continue operating a facility every 30 to 50 years.  Congresswoman Schrier introduced this bill alongside Congressman Russ Fulcher (ID-01).

    “Over half of the energy produced in Washington State comes from hydropower, making it an essential part of our state’s economy, future, and clean energy goals,” said Congresswoman Schrier. “Chip manufacturing and data center expansion are driving energy demand through the roof, and it’s critical that we meet the moment. By providing transparency on the hydropower dam relicensing process, we can better inform all parties and streamline the process. I’m thrilled to work with both parties on this to bring this closer to the President’s desk.”

    “Hydropower is an essential and dependable baseload energy source for the Northwest,” said Congressman Fulcher. “I am proud to support the Hydropower Relicensing Transparency Act, H.R. 3657, with my colleague Representative Kim Schrier of Washington. This legislation requires the Federal Energy Regulatory Commission (FERC) to report annually—rather than every three years—on its progress in getting crucial hydropower facilities relicensed. More congressional oversight is needed to increase transparency, address bottlenecks, and help ensure applicants can move through FERC’s process more efficiently.”

    According to a DOE report, FERC relicensing activity is set to more than double in the coming decade. On average, relicensing a hydropower facility takes between seven to ten years to complete. This legislation will help maintain resource adequacy in the Pacific Northwest by requiring the Federal Energy Regulatory Commission (FERC) to provide an annual report to Congress on the status of the relicensing process for each application for a renewed hydropower dam license. The bill now moves to the Full Committee of Energy and Commerce for consideration.

Kennedy, Jr.’s unilateral withdrawal of COVID-19 vaccine recommendations for children and pregnant women. This reckless decision—circumventing science-based approval—begins a slippery slope toward a sicker America where Kennedy alone decides what’s best for American children.

    For months, RFK, Jr.’s HHS and Centers for Disease Control and Prevention have ignored science-based recommendations by the independent Advisory Committee on Immunization Practices (ACIP). In April, ACIP voted unanimously to expand its respiratory syncytial virus (RSV) vaccine recommendation and to provide a meningococcal vaccine to healthy teens and college-aged kids—but Kennedy ignored these recommendations. These actions are setting a dangerous precedent and jeopardizing access through critical programs like the Vaccines for Children program.

    Secretary Kennedy is actively backtracking on his own promise in November 2024 that he wouldn’t “take away anybody’s vaccines” and contradicting his own Food and Drug Administration’s framework. His brazen undermining of ACIP’s independence and persistent spreading of anti-vaccine conspiracy theories threatens decades of public health progress—and will put the lives of pregnant women and unvaccinated infants at risk. 

    The Family Vaccine Protection Act protects access to affordable vaccines by: 

    • Codifying current practices of a rigorous, science-based system for recommending vaccines:
      • This bill sets a timeline for new vaccine consideration by ACIP and requires that both the CDC Director and HHS Secretary adopt such recommendations if supported by a preponderance of scientific evidence.
    • Strengthening the independence of the Advisory Committee:
      • This bill writes the role of ACIP into statute and specifies its structure, its membership selection processes, meeting frequency, and expertise requirements—protecting it from dissolution or undue interference by the HHS Secretary.
    • Keeping politics out of medicine by ensuring the Secretary cannot unilaterally make or withdraw vaccine recommendations contrary to the advice of scientific experts:
      • This bill requires the HHS Secretary to adopt the official vaccine decision as set by ACIP—and if the Secretary chooses to depart from an ACIP recommendation, it requires the Secretary to publish the basis for the agency action, including an explanation as to how the action is supported by the best available, peer-reviewed scientific evidence.
    • Establishing guardrails to ensure vaccines remain accessible to all:
      • This bill protects the role of ACIP in making immunization recommendations for the Vaccines for Children Program as well as for the purposes of cost-free coverage of vaccines by health insurance plans—ensuring continued widespread access to life-saving vaccines.

    The Family Vaccine Protection Act has received the support of the American Academy of Pediatrics, American Academy of Family Physicians, American Public Health Association, Infectious Disease Society of America, and Vaccinate Your Family.

  • MIL-Evening Report: Premature babies are given sucrose for pain relief – but new research shows it doesn’t stop long-term impacts on development

    Infants born very preterm spend weeks or even months in the neonatal intensive care unit (NICU) while their immature brains are still developing.

    During this time, they receive up to 16 painful procedures every day. The most common is a routine heel prick used to collect a blood sample. Suctioning of the infant’s airways is also common.

    While many of these procedures provide critical care, we know they are acutely painful. Even tearing tape off the skin can be painful.

    We also know, from decades of research, that preterm babies’ exposure to daily painful invasive procedures is related to altered brain development, stress functioning and poorer cognitive and behavioural outcomes.

    The commonest strategy to manage acute pain in preterm babies is to give them sucrose, a sugar solution. But my recent research with Canadian colleagues shows this doesn’t stop these long-term impacts.

    In New Zealand, there is no requirement to document all procedures or pain treatments. But as the findings from our Canadian study show, we urgently need research to improve long-term health outcomes for children born prematurely.

    Long-term effects of pain in early life

    We collected data on the number of procedures, clinical exposures and sucrose doses from three NICUs across Canada.

    One of these sites does not use sucrose for acute pain management. This meant we were able to compare outcomes for children who received sucrose during their NICU stay and those who did not, without having to randomly assign infants to different care as you would in a randomised controlled trial – the gold standard approach.

    At 18 months of age, when children born preterm are typically seen for a follow-up, parents report on their child’s behaviour. Our findings replicate earlier research: very preterm babies who were exposed to painful procedures early in life showed more anxiety and depressive symptoms by toddlerhood.

    Our findings are similar regarding a child’s cognition and language, backing results from other studies. We found no link between preterm babies’ later behaviour and how much sucrose they were given to manage pain.

    The sweet taste of sucrose is thought to alleviate pain because it leads to the release of endorphins. It has become the worldwide standard of care for acute neonatal pain, but it doesn’t seem to be helping in the long term.

    Improving pain treatment

    About 1 in 13 babies are born preterm each year in Aotearoa New Zealand. Some 1-2% are very preterm, two to four months early. Māori and other ethnic minorities are at higher risk.

    Studies in New Zealand show children born very preterm have up to a three-fold risk of emotional disorders in preschool and by school age. This remains evident through adulthood.

    Sucrose may stop preterm babies from showing signs of pain, but physiological and neurological pain responses nevertheless happen.

    As is the case internationally, sucrose is used widely in New Zealand, but there is considerable variation in protocols of use across hospitals. No national guidelines for best practice exist.

    Infant pain should be assessed, but international data suggest this isn’t always the case. What’s more, pain isn’t always managed. Routine assessment of pain and parent education videos are useful initiatives to encourage pain management.

    Minimising the number of procedures is recommended by international bodies. Advances in clinical care, including the use of less invasive ventilation support and the inclusion of parents in the daily care of their infant, have seen the number of procedures decrease.

    Pain management guidelines also help, but whether these changes improve outcomes in the long term, we don’t know yet.

    We do know there are other ways of treating neonatal pain and minimising long-term impacts. Placing a newborn on a parent’s bare chest, skin-to-skin, effectively reduces short and long-term effects of neonatal pain.

    For times when whānau are not able to be in the NICU, we have limited evidence that other pain management strategies, such as expressed breast milk, are effective. Our recent research cements this: sucrose isn’t helping as we thought.

    Understanding which pain management strategies should be used for short and long-term benefits of this vulnerable population could make a big difference in the lives of these babies.

    This requires additional research and a different approach, while considering what is culturally acceptable in Aotearoa New Zealand. If the strategies we are currently using aren’t working, we need to think creatively about how to limit the impact of pain on children born prematurely.

  • MIL-Evening Report: Defections are fairly common in Australian politics. But history shows they are rarely a good career move

    For many years now, Australian political scientists have pointed out that that established partisan allegiance is in decline. In 1967, 36% of Coalition supporters and 32% of Labor voters reported lifetime voting for their side. At the 2022 election, the Australian Election Study found the figures to be 16% and 12%.

    These changes help to explain the rising support for independents and minor parties at federal elections; they now take about a third of the primary vote.

    So much for voters. What about for politicians? Of course, there have always been plenty of parliamentarians who had an earlier stint as a member of some other party before landing in the one that sent them into parliament. Brendan Nelson was in the Labor Party before he was Liberal. John Gorton was Country Party before he was Liberal. Adam Bandt was Labor before he was Green. And so on. We are all entitled to change our minds, even if switching political parties was once closer to changing football teams – a habit that immediately arouses suspicion in a sports-loving nation.

    Senator Dorinda Cox’s switch from the Greens to the Labor Party was apparently a homecoming, according to Cox. She was once a Labor Party member, she said. Last week, she was criticising the party over its approval of Woodside’s Northwest Shelf gas project. This week, she finds Labor’s values aligned with her own.

    Of course, her defection has been accompanied by a steady leaking of little details of her Greens career, such as an excoriation of the Labor Party, in her application to run for the Greens, when she said the ALP patronised “women and people of colour” and cared more about its donors than members.

    That’s politics, but it’s a democratic deficit that senators elected as part of a Senate team, in a system that has facilitated above-the-line voting since 1984, can sit for years afterwards in the parliament as a member of another party.

    But good luck in getting up a constitutional change, via referendum, to change that.

    Still, it is easy to understand how such nimbleness breeds cynicism about political parties. Another perspective might be that the fluidity of allegiance out in the electorate has come to inhabit the political class itself.

    All the same, defections from one party to another are quite rare these days in federal politics, at least after one is sitting in parliament. But defections from a party to sit as an independent are not and some, such as Bob Katter, have managed to build successful political careers outside the parties.

    One who did not was was Julia Banks, the Liberal member for Chisholm, who announced she would not be seeking re-election and then left the party for the crossbench in the wake of Scott Morrison’s ascension to the leadership in 2018. Banks complained of bullying and intimidation within the Liberal Party and the wider parliament, and wrote a book on her experiences. She subsequently failed to gain election as an independent in another seat.

    There were several defectors in the last parliament. A House of Representatives crossbench that began at 16 had reached 19 by the end, with the defections of two Liberals (Russell Broadbent and Ian Goodenough, both after losing preselection) and one National, Andrew Gee, the latter over his party’s opposition to the Voice. Only Gee has lived politically to tell the tale, winning Calare as an Independent, as Peter Andren did before him.

    Defections from minor and microparties are especially common, based as they often are on a high-profile leader and lacking traditions of party discipline or solid structures of organisational governance. Jacqui Lambie began as a Palmer United Party senator. Tammy Tyrrell began as a Jacqui Lambie Network senator.

    The biggest “defection” in modern Australian politics was that of Cheryl Kernot from the Australian Democrats to the Labor Party in 1997. It is easy, over a quarter of a century on, and with the Australian Democrats no longer in the Australian parliament, to underestimate what a big deal this was at the time.

    Kernot was a rock star of a politician, leader of the Australian Democrats, and a national celebrity. But there are significant differences with Cox beyond Kernot’s greater eminence. She resigned her Senate seat immediately and would win the marginal Brisbane seat of Dickson in the following year’s election. Then, in 2001, she would lose it to a young and ambitious former policeman named Peter Dutton.

    The experience was ultimately an unhappy one for Kernot: she believed that having recruited her into the ranks, the Labor Party – and its leader, Kim Beazley, did not know how to make the best use of her. She was also on the receiving end of some relentlessly negative and sometimes intrusive media coverage. And by her own admission, she made mistakes. The story of her career’s unravelling is not straightforward. The role that gender played in it remains contentious.

    Perhaps Kernot’s experience would alone be sufficient to prompt second thoughts in anyone seeking to jump ship. There are, of course, older prohibitions. In the Labor Party, a defector was known as a “rat”. Billy Hughes, the prime minister whose effort to introduce conscription in the first world war split the party, is the most famous of them.

    “Rat” is not a word much heard these days, but it was thrown around a bit when Senator Fatima Payman defected in 2024, and applied more seriously in 1996 to Labor Senator Mal Colston when he resigned from the Labor Party in exchange for the deputy presidency of the Senate.

    The best historical example of a defection being good for your career is that of Joe Lyons, who ratted on Labor in 1931 to lead a new party called the United Australia Party, a switch engineered by a small group of influential businessmen.
    The circumstances – the Great Depression, real fear of civil violence, and the disintegration of a federal Labor government – were highly unusual.

    More commonly, defection is a bad career move. Most of the Labor politicians who went over to the breakaway anti-communist Democratic Labor Party (DLP) in the mid-1950s found themselves out of parliament and looking for a new job. Stan Keon, one of those flying high ahead of the split, even occasionally mentioned – unrealistically – as a possible future prime minister, would run a Melbourne wine shop. Others, such as Vince Gair, Queensland Labor premier, lived to fight another day as a DLP senator (and ambassador to Ireland).

    Cox has three years left of her senate term. After that, she will be at the mercy of the Labor Party. Labor won three Senate seats at the 2022 half-Senate election in Western Australia and perhaps it could do so again. On that occasion, in a surprise victory, the third place went to the young up-and-coming union organiser, Fatima Payman.

  • MIL-Evening Report: E-bikes and e-scooters are popular – but dangerous. A transport expert explains how to make them safer

    Last weekend a pedestrian in Perth tragically died after being struck by an e-scooter.

    This followed the death of another person in Victoria last month who was hit and killed by a modified e-bike which police alleged could travel at 90 kilometres per hour.

    A study published earlier this week also found nearly 180 e-scooter injuries in young people aged five to 15 at the Sunshine Coast University Hospital in 2023 and 2024. One in ten injuries were life-threatening or potentially life-threatening.

    Even though e-bikes and e-scooters have many benefits, such as improving urban accessibility and giving people scope to reduce or even eliminate carbon-emitting car use, these examples highlight their associated risks.

    For these risks to be properly addressed, an overhaul of regulations covering e-bikes and e-scooters is urgently needed.

    All to do with power

    E-bikes have a battery-powered motor to assist the rider. The key word there is “assist”: to be legal the rider has to be pedalling to get the power assistance.

    E-scooters are a new variant of the once humble children’s kick scooter. They are more sturdy to support an adult rider, and the battery-powered motor provides all the power.

    Some e-bikes and e-scooters have throttles, which enable riders to accelerate to higher speeds without pedalling. Technically, these are illegal.

    These new forms of urban transport are surging in popularity. This year alone, about 150,000 e-bikes are forecast to be sold across the country. An estimated 350,000 Australians – about 1.3% of the population – owned an e-scooter in 2024.

    Regulations governing e-bikes and e-scooters were historically designed with reference to the power required to ride a regular bicycle.

    A person needs to provide power equal to 220 watts to propel a regular bicycle at 32km/h on a flat road without a headwind.

    The figure of 250 watts emerged as the baseline in Europe for the power limit on e-bikes. It is 500 watts in Canada and 750 watts in the United States.

    In 2017, Australia harmonised its e-bike regulations with with those in Europe.

    The regulations specify that power-assisted e-bikes can have a motor up to 250 watts. But the rider must pedal to get the power assistance and it must cut out above 25km/h.

    E-bikes can travel faster than 25km/h. But the rider has to be providing all the power above that speed.

    The same power limit was applied to e-scooters. But given their design and smaller wheels, regulators in Australia were more conservative, specifying a 20km/h maximum speed.

    Differences across Australian states have since emerged with New South Wales allowing e-bikes up to 500 watts. Queensland has also removed motor power output from its e-scooter regulations and allows them to travel at speeds up to 25km/h.

    There are two main problems with the existing system of regulations. First, there is nothing to stop the import of high-performance e-bikes and e-scooters from overseas. Second, enforcement is difficult and rarely occurs, because the police don’t have the equipment to easily test motor power.

    What needs to change?

    The federal government has a clear role to play in stemming the import of e-bikes and e-scooters that exceed the legal limits for public use in Australia.

    However there is no evidence the government has engaged with the issue. This is inconsistent with its commitment to the National Road Safety Strategy and the approach taken to the management of vehicle safety and import regulations which apply to motor vehicles.

    State and territory governments must revise and simplify their e-bike and e-scooter regulations.

    Tasmania is on the front foot with its review of e-bike regulations. But e-scooter regulations also need reform – to make them easier for the public to understand, to ensure these devices offer a viable travel option for people and, importantly, to enable efficient enforcement.

    A few changes to the rules could then make a big difference.

    For a start, references to motor power should be removed because the severity of a crash depends on speed not the power of the device. Having the regulations framed in terms of power is a complication for enforcement and we don’t use it to regulate motor vehicles.

    Then we need to focus on where, and how fast, these vehicles can be ridden.

    A good first step would be to follow the lead of Queensland and Tasmania and legalise footpath riding, subject to a 12km/h or 15km/h speed limit as is the case in those states.

    Restricting e-scooters to low-speed roads (up to 50km/h), and with a lower speed limit when ridden on the footpath, would minimise the risk of dangerous collisions with pedestrians and reduce the risk of dangerous collisions with cars on high-speed roads.

    Specifying a max speed under power assistance for e-bikes of 32km/h would bring us in line with the regulations for countries that have cities similar to Australia’s such as Canada and New Zealand.

    This would open our market to more models from overseas. It would also ensure e-bikes are better able to keep up with traffic when ridden on roads and are more competitive in terms of travel time relative to the car, to help further reduce car use.

    When it comes to e-scooters, moving to a 25km/h speed limit (as is the case in Queensland), combined with restricting their use to roads of up to 50km/h, would improve their compatibility with the flow of motor vehicles on local streets.

    Local government and road authorities should also have the power to declare areas where footpath riding is not permitted – for example, inner-city footpaths with heavy pedestrian activity. They should also have the power to set speed limits for riders on shared paths and bicycle lanes where there is likely to be interaction with pedestrians.

    With those changes in place, police would be able to enforce displayed speed limits for e-bikes and e-scooters using radar guns, as is already done in Queensland, and issue fines where appropriate.

    It’s not every day a TV icon and one of Aotearoa’s most loved scientist personalities turns your local park into a lab – but that’s exactly what happened when Ruud Kleinpaste, a.k.a the Bug Man, hit Kohuora Park in Papatoetoe.

    Ruud is a naturalist, entomologist (a scientist who studies insects) and host of the Animal Planet series Buggin’ with Ruud.

    On 2 May, over 120 students, teachers, and the Sustainable Schools team gathered at Kohuora Park for a day of discovery, connection, and environmental action, made possible with funding from Ōtara-Papatoetoe Local Board.

    Board chair Apulu Reece Autagavaia says, “We need to care for and protect our public green spaces so that flora and fauna can thrive – so we don’t have to visit a zoo or head deep into the bush to experience wildlife right here in our urban areas.”

    Sustainable school’s advisor Cate Jessep says, “It was a valuable hands-on opportunity for teachers, students, and the wider community to connect with this special local place during Saturday’s community day. This work is more than just science, it’s about identity, guardianship, real world learning, inclusion and future leadership. As tamariki (children) engage with their local environment, they discover that they are part of it, and that they can protect it.”

    Throughout the day, they learned new kupu (words), deepened their connection to nature, and strengthened their understanding of how to care for te taiao (the environment).

    TAIYUAN, June 5 — Chinese Vice Premier Ding Xuexiang inspected preparations for the college entrance examination and energy sector reforms in north China’s Shanxi Province from Tuesday to Wednesday, emphasizing the need to uphold fairness and ensure safety in the national examination, also known as Gaokao.

    The examination is crucial for national development and the future of families, said Ding, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, during a visit to the provincial Admissions and Examination Management Center and a test site at a Taiyuan middle school. He urged authorities to safeguard fairness as the “lifeline” in examination and admission reforms, and Gaokao organization.

    Ding stressed the importance of rigorous test paper security, anti-cheating measures, and compassionate support for students.

    At Shanxi College of Applied Science and Technology, Ding called for alignment with industrial upgrades to cultivate talent and stronger employment support for graduates.

    While inspecting a local company under the State Grid, Ding urged the energy-rich province to lead the way in the clean and efficient use of coal, improve policies for new energy integration, and accelerate the development of a new energy system.

    At an air quality monitoring station, Ding called for the optimization of industrial, energy, and transportation structures to fundamentally address pollution issues. He also emphasized the need to accelerate upgrades in key industries to achieve ultra-low emissions, strictly enforce regulations against scattered, non-compliant, and polluting enterprises, and continually improve air quality.

    “When the federal government stands in the way of developing better care, there’s a problem. The cures developed through small biotech innovation change the future for many patients. Instead of limiting it, we should encourage it,”said Dr. Cassidy.
    “The Inflation Reduction Act has proven to fall short in several areas, including its small biotech exemption that disincentivizes companies from investing in R&D and hinders the development of innovative therapies. By tying eligibility to R&D spending, we can better incentivize companies to develop new treatments that will benefit patients nationwide,”said Representative Pfluger. “The bicameral Small Biotech Innovation Act is a forward-thinking approach that will strengthen America’s leadership in life-saving science by modernizing the small biotech exemption to reward real innovation and research investment, and ultimately protect these innovative small biotech companies.”
    The Small Biotech Innovation Act would counter the negative impact that the Inflation Reduction Act (IRA) will have on innovation and drug development by providing any small biotech that spends a certain amount of money on research and development with the ability to delay one of their drugs for IRA negotiation for a year. The bill also prohibits any company that is owned by a foreign adversary from being eligible for the delay.
