  • MIL-OSI Global: Memories of the good parts of using drugs can keep people hooked − altering the neurons that store them could help treat addiction

    Everyday human behavior is guided and shaped by the search for rewards. This includes eating tasty meals, drinking something refreshing, sexual activity and nurturing children. Many of these behaviors are needed for survival. But in some instances, this search for rewards can pose a significant threat to survival.

    People rely on memories of rewards to function and survive. Associated with positive experiences, these memories provide context for evaluating present and future choices. For example, if foods high in sugar are associated with a positive experience, this can reinforce the behavior of eating the food that provided the reward. Similarly, a flavorful meal at a specific restaurant increases the likelihood you’ll become a returning costumer.

    A deeper understanding of how reward memories work and interact with each other is critical to informing the choices you make and to treating disorders where seeking rewards has become problematic. Eliminating all reward seeking would negatively affect behaviors essential for survival, such as eating and reproducing. But if you can specifically target reward memories linked to different drugs, this could help reduce their abuse.

    I am a behavioral neuroscientist studying addiction, and my team is interested in how reward memories are formed and processed in the brain. We study how memories linked to natural rewards such as food, water and sex differ from those linked with rewards from drugs such as fentanyl and cocaine.

    Understanding the differences between these types of rewards and how memories of different drugs interact may lead to more effective treatments for addiction.

    What is memory?

    To study reward memories, it is important to understand the neurobiology of memory, or how the brain remembers things.

    In 1904, evolutionary zoologist Richard Semon introduced the term engram to describe the physical representation of a memory – also called its trace – that forms in the brain after an experience. Later, psychologist Donald Hebb hypothesized that interconnected brain cells that are active at the same time during an experience form a physical ensemble that make up a memory.

    In the past decade, neuroscientists have developed new tools that support the idea that neuronal ensembles, or small populations of brain cells that are activated at the same time, are likely the physical representation of memory. How new memories recruit neurons into ensembles is not fully understood, but the plasticity of neurons – their ability to change their connections with each other – seems to play a major role.

    Research on neuronal ensembles has transformed how scientists understand learning and memory. Researchers can now create artificial memories, activate positive memories to counteract negative feelings, and alter how memories are linked. All these experiments on altering memory have been conducted on animal models, since the technology required to apply these techniques to humans is not yet available.

    To create artificial memories, for instance, researchers can mark a neuronal ensemble associated with a specific environment A in genetically modified mice. They can then activate those neurons when exposing the mice to a foot shock in a different environment B. Later, the mice showed increased freezing behavior in environment A, though they never received a shock in that space. By activating the memory of environment A during the foot shock, mice created a false memory that the foot shock was associated with that space.

    Treating substance use disorders

    Neuronal ensembles hold untapped promise for the study and treatment of substance use disorders and other reward-related disorders. These include those involving a deficit in their ability to experience reward, such as gambling disorder, eating disorders and depression.

    Natural rewards – food, water, sex and nurturing – induce pleasurable feelings that reinforce the behavior that elicits that reward. This is known as positive reinforcement, a strategy often used in everyday life; think training a dog with treats, or using sticker charts for potty training.

    Research has linked positive and negative experiences with neuronal ensembles: exploratory and social behaviors, fear, and feeding. In substance use disorders, a drug can induce both pleasant and unpleasant feelings. For example, cocaine induces an intense rush or high, but the crash induced by the drug wearing off causes irritability and lethargy. These feelings reinforce drug use at the expense of essential behaviors that ensure survival, such as eating, sleeping or maintaining social networks and relationships.

    Neuronal ensembles may also play a causal role in the development of multiple aspects of substance use disorders, including drug taking, drug craving and seeking behaviors, increased sensitivity to certain drugs and relapse.

    How drug memory changes the brain

    Similarly to how any memory is stored in the brain as a neuronal ensemble, drug memories are carried in specific neuronal ensembles and activated during drug-related behaviors.

    Fundamental questions remain about how neuronal ensembles encode drug-related memories. Because the processing centers for drug rewards and natural rewards mostly overlap in the brain, it is challenging to develop treatments that target only drug reward seeking. Emerging treatments for addiction, such as certain types of brain stimulation, are not specific enough to differentiate between drug or natural reward pathways.

    Discovering how particular drugs of abuse affect genes, cells and neuronal circuits can help researchers develop new treatments for substance use disorders without altering the natural reward-seeking behaviors essential for survival.

    For example, about 72% of people suffering from substance use disorders report using multiple substances, frequently together. To better understand how polysubstance use affects the brain, my team tags neurons active during drug-related behaviors in genetically modified mice. This allows us to map and compare the neurons carrying reward-related memories for one drug with the neurons associated with another drug. In this way, we can study how the brain represents and stores memories when mice are exposed to cocaine and fentanyl – two substances people in the U.S. are increasingly taking together – and how different brain regions communicate this information with each other.

    To dissect exactly how drugs of abuse hijack the brain’s natural reward system, my team is comparing how seeking different types of rewards changes the neurons carrying reward memories. For example, we have previously shown that the network of cells carrying the memory of seeking cocaine are mostly distinct from those linked to seeking sugar.

    Based on this work, we are currently using fruit fly models to analyze the genetic activity of the neuronal ensemble linked to seeking cocaine. This will allow us to better identify which genes could be potential targets to reduce the activity of that neuronal ensemble and treat substance use disorder.

    Psychedelics and addiction

    Drug-related intrusive thoughts and fixed behavioral patterns – meaning actions that are repeatedly taken regardless of negative consequences – are common symptoms of substance abuse that lead to the formation of harmful neural pathways in the brain. Psychedelics may be able to help reform these pathways by triggering an overall “system reboot” of the brain.

    Several clinical trials point to the potential of psychedelics to treat tobacco, alcohol and opioid use disorders, with early results showing increased abstinence and reduced drug cravings.

    My lab is currently examining how psilocin – the active metabolite of the psychedelic psilocybin – affects the drug-related memories of mice. Our research focuses on two questions. First, can psilocin alter drug seeking and intake in fentanyl addiction? And second, what type of memory does psilocin create in the brain, and could it alter prior cocaine memories?

    Reward memories both help people survive and lead to substance use disorders. Delving into the intricate mechanisms of how the brain remembers rewards at the cellular and genetic levels can help researchers and doctors better treat addiction without altering the reward pathways needed for survival.

    Birthdays are typically seen as joyful events, filled with celebration, laughter and gifts. Yet it’s not uncommon, particularly if you are approaching a milestone age, to feel sad on your birthday.

    Birthdays can trigger painful emotions for anyone who may feel neglected, lonely, or disappointed about how their lives turned out to be. They are also reminders of ageing and mortality, and may bring feelings of grief for lost time or fear about the future.

    Milestone birthdays, such as turning 30 or 40, are even associated with particularly high instances of suicide, according to research from Japan. More people also die of stroke and a heart attack around their birthdays than on other days.

    All of these negative feelings, whether extreme depression or just feeling a bit disappointed, make up what’s sometimes known as the “birthday blues”.

    One important factor influencing whether you will get the birthday blues is how satisfied you are with your life. Life satisfaction is the degree to which you feel your life aligns with your expectations, and whether you have met, exceeded or fallen short of your life goals.

    If you’re approaching a big birthday, you may feel susceptible to the comparison trap of social media, or feel self-conscious about where you are in life. Birthdays are an often unwelcome benchmark by which to measure how well we are doing at any given age.


    No one’s 20s and 30s look the same. You might be saving for a mortgage or just struggling to pay rent. You could be swiping dating apps, or trying to understand childcare.     Another important factor is whether you have a clear sense of meaning in your life. A clear sense of meaning is associated with greater wellbeing, while ongoing search for meaning is associated with mental health challenges.

    Milestone birthdays often prompt people to re-evaluate their meaning in life. This introspection may result in emotional distress, a decline in wellbeing or even suicidal thoughts – or, it can be a positive step into a new decade.

    Rewriting your birthday

    You might imagine what you would like your milestone birthday celebration to look like, but sometimes reality does not match up. Perhaps you imagined a big party, only to realise you don’t have the social circle to make it happen, or that friends are busy with work and other commitments. You may long for a quiet birthday with a partner and children, yet find yourself still living with your parents, or without a partner or family of your own.

    Here are some practical steps you can take to have a more positive approach to your birthday.

    1. Envision your best possible self

    My colleague and I once worked with a small group of women aged over 55 who struggled to look forward to their retirement. For many, their future felt uncertain, even frightening. To help them shift their mindset, we introduced an activity “Best Possible Self”.

    We encouraged participants to re-imagine their future, focusing on what could go well for them and setting up goals to make their vision come true. After three months, even those who dreaded talking about the future noted a significant increase in hopefulness. The activity reminded them that good times could still come.

    Writing about your best possible self for just 20 minutes a day over a few days, especially around your birthday, could help you re-imagine your future and nurture a sense of hope, no matter what stage of life you are in.

    2. Pick an alternative birthday setting or an activity

    Birthdays don’t have to be a big night out. Plan an activity or visit a place you genuinely enjoy and which brings you happiness or comfort. This could be a walk in a park, attending a theatre performance, or a cosy day at home.

    Instead of just going through the motions, focus on enhancing the emotional quality of the experience. Pick a park that holds a special meaning or memories for you, or plan some home-based activities that energise you, such as cooking your favourite meal, creating art or watching a movie you love.

    3. Practice mindful awareness

    Notice the sounds, smells and other sensations as you go through your day. Pay attention to the emotions that arise, whether it is joy, nostalgia or hope.

    Reflect on how your thoughts have changed as a result of this experience. Perhaps think about what you are grateful for, what you’ve achieved in the last year, how far you have come from more challenging times in the past or what your hopeful vision is towards the future.

    4. Express and reinforce your positive experiences

    Find meaningful ways to express yourself and record your birthday. This might be by writing an entry in a journal, calling someone and sharing your insights, or creating something, like a playlist, photo collage, or drawing to capture this moment.

    Fear of ageing is also about fear of the unknown. We can combat this by cultivating hope – recognising what is going well for us in life and believing in the possibility of better days ahead.

    To ease the pressure of having a “happy birthday”, it might help to aim instead for a more compassionate “hopeful birthday”. This mindset acknowledges the complexity of ageing, and leaves room for both celebration and vulnerability. In a world that demands constant positivity, where we’re expected to keep smiling, stay positive and suppress discomfort, it offers us a break to be ourselves.


    The risk of suicide around birthdays is particularly high for those who have depression or autism. If you are feeling upset about your birthday or belong to a vulnerable group, reach out to a helpline, counsellor, therapist, family member or a friend and ask for support during this challenging time. It is easier to tackle the birthday blues together, than do it on your own.

  • MIL-OSI Global: Why climate is an everyday story – but media coverage still spikes around special environment days and UN summits

    Climate change is already happening. But 36% of the world’s population still disputes the realities of its origins and impacts. When the science is clear but public understanding lags, more lives and livelihoods are put at risk.

    The media can act as a bridge between climate solutions and public understanding. A global analysis by the Reuters Institute for the Study of Journalism found that the news media remain the primary source of climate change information, with 31% of people getting it from television and 24% from websites and social media platforms.

    Despite all of this, the mainstream media around the world is not doing enough to shoulder the responsibility of preparing the public for the impacts of climate change and environmental degradation. Research indicates that climate change coverage spikes around UN climate summits (Cops) and events like World Water Day, but drops off in between.

    That means the stories being told about the environment get the most attention during certain months and consistently less coverage throughout the rest of the year.

    I study how the media reports on climate change in authoritarian countries like Iran and across the Middle East and north Africa, a region where heat indices surpass 55°C and severe water shortages persist.

    As part of my PhD research, I found that international media reporting of the world’s most climate-vulnerable nations is sporadic, with coverage often increasing around political and environmental events.

    Reporting on environmental issues in countries facing conflict, war and political tensions is challenging, as the topic often falls low on the media’s list of priorities.

    When it comes to Iran, most of the news making headlines is focused on its nuclear development programme, problems with the west and violations of human rights. The fact that thousands of Iranians die each year from thirst, air pollution and heatwaves rarely makes it into international media, and when it does, it’s usually tied to a political event like protests or US economic sanctions.

    For the past few years, I have been researching and writing for news outlets about the Iranian government’s failure to take action towards mitigating climate change. While discussing the issue with climate scientists, I learned that Iran is among the top ten countries globally contributing to carbon emissions.

    I also learned that, along with Yemen and Libya, Iran is the only country left to ratify the Paris agreement, a treaty that aims to keep global temperatures to 1.5 degrees above pre-industrial times.

    However, when I analysed the media coverage, there was not nearly enough mention of this throughout the year. Most articles were published in November, around the time the UN usually holds its annual climate summits, like the UN climate summit, Cop29, hosted by Azerbaijan last year.

    This is a trend I’ve realised through my research and reporting. When the media only covers environmental issues in countries like Iran during political upheavals or climate summits, the world remains largely unaware of these ongoing challenges the rest of the time.

    Here’s the problem: just in the past few months, millions of Iranians across the country have been suffering through crippling sand and dust storms, drought and land subsidence, issues that have been exacerbated by climate change.

    My PhD research into how the media covers the environment in authoritarian regimes is supported by other studies. I found that articles about water and climate issues in Iran and the Middle East tend to peak around environmental protests and UN climate change summits.

    My study shows that Iran received the highest amount of environmental coverage during the 2021 protests in the southwestern province of Khuzestan concerning the lack of water and drought.

    The bigger picture

    When journalists, editors and media outlets delay reporting on the impact of climate change in countries like Iran, we miss the full scale of the damage. As a result, there’s less pressure on authorities to change policies or prepare the public for the growing environmental challenges like forced migration, hunger, and conflict.

    If these countries are more vulnerable to climate change and their governments are doing little to solve the problem, this urgency must be reflected in the media.

    This can be achieved if news organisations publish more stories that explore the root causes of environmental problems and include insights from experts who can offer solutions.

    If even one story can help save a lake, river or wetland from drying up, that’s a pretty powerful effect.

  • MIL-OSI Global: Three ways to make dental care kinder for anxious patients

    For many, a visit to the dentist brings fear, anxiety, or memories of uncomfortable experiences. But dentistry is changing – and it’s becoming much kinder.

    Today, needle-free and drill-free approaches are helping manage tooth decay in ways that are more comfortable, especially for children, anxious patients and those with special healthcare needs. Three of the most promising techniques are silver diamine fluoride (SDF), atraumatic restorative treatment (ART) and the Hall technique.

    During the COVID-19 pandemic, many dental clinics sought out non-aerosol-generating procedures (those that don’t spray water or create mist), to reduce viral transmission. SDF and ART became essential treatment approaches during that period – and their popularity has continued to grow. These techniques don’t just make dentistry more acceptable – they challenge the traditional belief that every cavity needs to be drilled and filled.

    Tooth decay is caused by bacteria in dental plaque that feed on sugars and produce acids, gradually wearing away the tooth’s surface when tooth brushing isn’t good.

    Traditional treatment ordinarily involves numbing a tooth by injection of local anaesthetic followed by removal of the decayed part of the tooth with a drill. The hole (or cavity) left is then then restored or “filled” with a filling material, for example dental composite. While effective, this method can be painful or frightening, especially for younger or vulnerable patients.

    But we now understand that not all cavities need to be restored immediately, and that stabilising disease and preventing progression can be just as important.

    Parents are often surprised – and relieved – to learn that their child’s cavity might not need an injection or a filling at all. Sometimes, especially for small cavities in baby teeth close to falling out naturally, just monitoring or applying SDF may be enough.

    Equally, there’s a growing recognition that patient comfort and trust are essential parts of long-term oral health and quality of life. A traumatic dental experience early in life can deter someone from seeking care for years, making problems worse down the line.

    Radically different approach

    Silver diamine fluoride offers a radically different approach. It is a clear liquid applied directly into a cavity using a small brush. It takes only seconds and requires no drilling, no needles or costly, complicated equipment.

    SDF works in two ways. The silver has antibacterial properties that kill the bacteria causing the decay, while the fluoride helps harden the remaining tooth structure. It’s particularly effective for shallow cavities and can stop decay in its tracks. Several studies have found that SDF stopped decay in about 80% of treated cases.

    It’s not a perfect solution. One side effect is that the treated area turns black, which can be an aesthetic concern, especially for front teeth. But for back teeth, or for children who cannot tolerate other options, this may be an acceptable alternative for avoiding needles and drilling or costly treatment under general anaesthetic.

    Filling teeth with hand tools, not drills

    Atraumatic restorative treatment is another gentle approach. Originally developed for use in areas with limited access to dental equipment, it’s now widely used as a patient-friendly option.

    ART involves removing soft, decayed tooth tissue using hand instruments – no noisy drills or anaesthetic injections needed. Once the decay tissue is removed, the cavity is filled with a material called glass ionomer cement. This special material sticks to the tooth, releases fluoride over time, and helps prevent further decay.

    The process is quiet, minimally invasive and usually takes less time than conventional treatments. It can often be done with the patient sitting upright, which is particularly helpful for very young children or those with special needs. This treatment doesn’t require a dental chair or power source so it can be done anywhere – from schools to nursing homes.

    Crowns without drilling

    Another gentle and increasingly popular option for managing decay in children’s teeth is the Hall technique.

    Unlike traditional treatments that involve drilling or removing decay, the Hall technique works by sealing the decayed tissue in, rather than taking it out. It uses a preformed metal crown – often called a “stainless steel crown” – that is simply placed over the decayed baby tooth without any drilling, injections, or removal of tooth tissue.

    Here’s how it works: after checking that the tooth is suitable (usually with an x-ray), the dentist uses small orthodontic separators between the child’s teeth for a few days to create space. Then, in a quick and painless appointment, the crown is gently pushed onto the tooth and held in place with special dental cement. That’s it – no needles, no drill and no discomfort.

    By sealing the cavity in this way, the bacteria inside are cut off from the sugars they need to keep causing damage. Over time, the decay becomes inactive, and the crown protects the baby tooth until it naturally falls out.

    Parents are often amazed by how well children cope with this approach. In fact, studies show that children who have had the Hall technique often experience less discomfort, fewer dental visits, and better long-term outcomes than those who undergo traditional drilling and
    filling.

    The future of kinder dentistry

    Of course, the best (and kindest) way to avoid needles, drilling and filling is to prevent tooth decay in the first place. But when treatment is needed, the options above are changing the game – and they’re here to stay.

    Silver diamine fluoride, atraumatic restorative treatment and the Hall technique aren’t right for every situation, but they’re safe, backed by evidence and a powerful reminder that dental care doesn’t have to be painful to be effective.

    For anxious patients, nervous kids, or anyone who’s put off going to the dentist because of fear, these gentler approaches can be the difference between avoiding care and finally getting it.

    Dentistry is changing – and it’s time our expectations caught up.

  • MIL-OSI Global: South Korea election: Lee Jae-myung takes over a country split by gender politics

    Liberal candidate Lee Jae-myung has won South Korea’s snap presidential election with a clear lead. With all of the ballots counted, Lee won almost 50% of the vote, ahead of his conservative rival Kim Moon-soo on 41%. He takes over a country that is deeply divided along gender lines.

    Lee’s campaign effectively channelled voter anger. He focused on resetting South Korea’s politics after impeached former president Yoon Suk Yeol, who was from the same party as Kim, unleashed chaos by declaring martial law in December 2024.

    However, gender conflict has continued, subtly but powerfully, to shape voter behaviour, campaign strategies and the national debate about who is to blame for the lack of opportunities in South Korea for young men.

    The election took place three years after Yoon pipped Lee to the presidency by just a quarter of a million votes – the closest margin in the country’s history. Yoon’s victory was, as has been noted by researcher Kyungja Jung, “the epitome of the utilisation of gender wars”.

    A key part of Yoon’s strategy was fostering a sense among young Korean men that it was now them, rather than women, who were the victims of discrimination. He secured 59% of the vote from men in their 20s and 53% from men in their 30s. Just 34% of women in their 20s supported him.

    In the latest election, gender was everywhere and nowhere all at once. On the one hand, not a single candidate put forward a meaningful policy to address structural gender discrimination in the workplace, domestic violence or public sexual harassment.

    None even mentioned the gaping absence of women candidates, despite thousands of mostly young women having filled the streets demanding democracy after Yoon’s martial law declaration. It was the first time in nearly 20 years that not a single woman stood among the contenders for the highest role in the country.

    Lee, positioning himself as the consensus candidate, attempted to neutralise gender as a campaign issue. When reporters asked him whether he would announce any women-related pledges, he said: “Why do you keep dividing men and women? They are all Koreans.”

    His remark may sound inclusive. But it signals a strategy to declare the gender issue off-limits for the sake of the greater good, thus sidestepping the specific inequalities that continue to divide the country. It’s a form of unity by erasure.

    Lee Jun-seok of the right-wing Reform party, on the other hand, tried to resurrect the same playbook that delivered Yoon to power in 2022. He attempted to provoke, polarise and win the loyalty of disaffected young men.

    As Yoon had done three years ago, he called for the abolition of the Ministry of Gender Equality and Family. And during a televised debate, he asked: “If someone says they want to stick chopsticks into women’s genitals, would that count as misogyny?” The question was a nod to a controversial online remark Lee Jae-myung’s son had made years earlier.

    Lee Jun-seok’s comment drew widespread condemnation and, ultimately, he only scraped about 7.7% of the total vote. This included over 37% of men in their 20s, while 58% of women in the same age group backed Lee Jae-myung. Gender is a highly political matter in South Korea whichever way you look at it.

    Gender wars

    This gender divide is now one of the most consistent features of South Korean politics. Women are vocal and visible in public to safeguard not just their own rights, but also South Korea’s democracy.

    Yet populist politicians have cultivated a perception among young men – squeezed by stagnant wages, fierce competition over jobs and social expectations – that their diminishing opportunities are due to policies they see as favouring women.

    This has resulted in many young South Korean men seeing feminism not as a movement for equality but as an obstacle to their own progress. In reality, their struggle has less to do with gender and more to do with structural inequalities in income and opportunity for all young Koreans.

    As Kyungja Jung observed in a paper from 2024: “Misogyny becomes an outlet for their [South Korean men’s] frustration and masculinity crisis as they search for a scapegoat for their struggles in neoliberal society. They blame women rather than the neoliberal economy.”

    Young people even from the best universities in Korea feel they cannot compete in the job market no matter what they do. South Korea now has one of the highest rates of young people not in education, employment or training among the OECD countries. This has given rise to the so-called “N-Po” generation, who feel so disadvantaged that they have given up on all future dreams of marriage, family and a career.

    South Korea isn’t alone in mobilising backlash against feminism and gender equality. Around the globe, gender has become one of the major fault lines in politics. In the November 2024 US election, Donald Trump led among young men by 14 points, while Kamala Harris had an 18-point edge with young women.

    Meanwhile, self-described misogynist Andrew Tate continues to shape young male attitudes online. And in Italy, Giorgia Meloni rose to power on a far-right platform that, despite being a woman herself, reduces women to their roles as mothers and homemakers.

    One model for change in South Korea could be to introduce quotas for women in politics to make their voices heard. Women only occupy around 20% of the 300 seats in South Korea’s National Assembly, trailing well behind the global (27.2%) and Asian (22.1%) averages. If women are not in politics making decisions about themselves, then their voices will not be heard beyond the streets.

    Lee Jae-myung’s win has given South Korea a moment to breathe. But the fault lines remain. When an entire demographic, be it young men or women, feels systematically unheard or structurally discriminated against, opportunistic voices can move in to fill the void.

    Gender is political. Ignoring it may be just as risky as confronting it head-on.

  • MIL-OSI Global: How remembering railway accidents from 100 years ago can make the industry safer today

    According to a recent report, the UK rail industry is a relatively safe environment for both passengers and workers. The findings, from the Rail Accident Investigation Branch, came from data on railway accidents for 2024.

    But it also showed that there remain areas of concern in the industry. Specifically, it found examples of “not learning” from accidents and incidents. And alarmingly, there has also been a “lack or loss” of learning from historic tragedies.

    So how and where can the sector recover that experience and insight in order to learn the lessons? The report findings imply the knowledge exists, but has been forgotten. It may be that, rather than looking back over the previous 12 months, the industry should cast its gaze back 100 or 150 years.

    For the rail workforce, a major new historical dataset is being released that might offer some answers. The Railway Work, Life & Death project has added nearly 70,000 cases of worker accidents in England and Wales to its database of staff accidents from before 1939.

    Until now the records have been available only in hard copy. But digital access via the project website will mean insights from accidents – some dating to the 1850s – can be used to improve rail workforce safety in the present day.

    Examples from the project include the case of North Eastern Railway office cleaner Mary Ramsey. She was run over by a train in 1859 at South Shields while taking out the ashes from the station fireplaces. Ivor Richards, who worked for the Rhymney Railway in Cardiff, was just 14 when he was killed crossing the lines in 1916.

    These, and the tens of thousands of other historic cases, can be used to explore issues that resonate today. The online dataset offers a platform for people to access knowledge freely and learn from the past. No living person or current organisation is singled out. This means people in the rail industry now can use the records to draw parallels between past and present, and use it as a way into frank discussions about safety today.

    The utility of this approach and the value of the data is recognised by the industry. From within the rail sector, accident investigators, health and safety managers and trade union officers will be attending the dataset launch on June 5, at The National Archives of the UK, at Kew, London.

    Though the industry has changed radically over the last 200 years, some issues still exist that would have been equally recognisable to workers more than 100 years ago. From working at height, through slips, trips and falls, to working on and around railway lines, the essence of some railway work – and the dangers – remain consistent.

    Lessons from the past

    Last year the Railway Work, Life & Death project collaborated with independent research body the Rail Safety and Standards Board and the Infrastructure Safety Leadership Group to produce a workshop for safety leaders and a track worker safety digest.

    Both used historic examples to address contemporary issues – demonstrating the value of a “useable past” and the potential for this new dataset.

    The examples of Mary Ramsey and Ivor Richards might be used to discuss things like safe walking routes, or safety training and certification for going on or near working railway lines. They can start conversations about the mitigations that might have been put in place to prevent an accident, or “safe systems of work”. Even though concepts like safety certification and safe walking routes are anachronistic, they allow a space in which discussion can borrow from the past to focus on the present.

    The records come from The National Archives of the UK, where a team of volunteers has spent seven years transcribing them to make them more easily accessible. They were then added into the Railway Work, Life & Death project, a collaboration between the University of Portsmouth, National Railway Museum and the Modern Records Centre at the University of Warwick, working with the RMT union.

    The dataset also has benefits for people beyond the rail industry. This year is being marked as Railway 200 – 200 years since the Stockton and Darlington Railway was launched. This is seen as the birth of the modern system. For historians, we can use the dataset to see the people who kept the railway system running.

    There’s a risk that the version of the past that is portrayed is a straightforward one, and railways (particularly steam railways) are seen through rose-tinted spectacles. That view obscures how hard, dirty and dangerous working on the railways was for many people.

    Narratives about the railways’ past should challenge people – and acknowledge the difficult bits. This newly released dataset can do exactly that. It documents working conditions, wages, practices and, of course, dangers from working on the railways. It allows anyone to find out more about the past, making research easier and more accessible.

    And the dataset lets people tell more diverse stories about who was included in the rail industry.

    For example, we can see how disability as a result of a workplace accident was experienced and managed. William Parry was employed as a signalman in south Wales following a 1907 accident on the railways that cost him his leg.

    Giving more prominence to under-represented groups – while showing their long-standing presence in the rail industry – has significant social value. It can help support those currently in the industry, as well as show those contemplating a railway career that the workplace is for them. It meshes with the work of groups like Women in Rail and Ethnicity and Race in Rail to encourage greater representation in the industry.

    Having spent nearly ten years co-leading the Railway Work, Life & Death project, I sometimes ask myself why I do it – not least given the inherent sadness in many of the cases. But then I see the people behind the statistics, their wider lives, their families and communities, and the window the records gives into life on the railways. That personal connection drives me – alongside the conviction that it can make a difference to today’s industry.

    Railway workers from the past and the accidents they often suffered have been largely forgotten, precisely because the industry is now relatively safe. Employee accidents are nowhere near as commonplace or visible as they once were. But there is room for improvement. Remembering the people of the early railway era and learning from their experiences is once again possible through the Railway Work, Life & Death project.

    BEIJING, June 4 (Xinhua) — The second Belt and Road Conference on Scientific and Technological Exchanges will be held from June 10 to 12 in Chengdu, capital of southwest China’s Sichuan Province, the State Council Information Office announced at a press briefing.

    According to Vice Minister of Science and Technology Chen Jiachang, the upcoming conference will be held under the theme of “Building an Innovative Silk Road for Common Development: Working Together to Build a Belt and Road Science and Technology Community.”

    According to the vice minister, holding high the banner of a community with a shared future for mankind, the conference aims to adhere to the principles of joint consultation, joint construction and shared benefits, strengthen exchanges, achieve consensus and deepen cooperation, so as to provide solid scientific and technological support for the high-quality construction of the Belt and Road.

    The conference will feature 38 events in five categories, including key events, theme events, special events, roundtables, and technology matchmaking sessions. The main topics for discussion will be academic exchanges, industrial innovation, international science mega-projects, artificial intelligence, and the alignment of science and technology strategies and plans under the Belt and Road Initiative.

    The Cosmonautics Museum opened in April 1981 in the stylobate of the monument to the Conquerors of Space on Prospekt Mira — the year that 20 years had passed since the legendary flight of Yuri Gagarin. Since then, it has invariably become a point of attraction for all those who are attracted by space. After a large-scale reconstruction in 2009, the exhibition area increased fourfold, and the collection exceeded 100 thousand storage units, occupying eight halls and a film and lecture hall — now it is one of the largest scientific and historical museums on the planet. Here you can see full-size models of the base block of the Mir station and the Soyuz spacecraft, authentic descent vehicles, the first satellites and famous examples of spacesuits for flights and spacewalks, as well as the personal belongings of cosmonauts. The museum has prepared a rich program for the first month of summer.

    Rescue of the out-of-control station

    On June 6, the Museum of Cosmonautics will celebrate the 40th anniversary of the mission to rescue the unmanned orbital station Salyut-7 with a lecture, film screening and quest: visitors will be invited to literally live the story of the heroes Vladimir Dzhanibekov and Viktor Savinykh, who took part in the landmark flight of 1985.

    Then Soyuz T-13 with the cosmonauts on board launched to the immobilized object so that the crew could manually dock to it and restore its functionality. This was the first manual docking in Russian history with an unmanned station that had lost power and communications, threatening to leave orbit and sprinkle the Earth’s surface with debris. After several days of intense work in extreme conditions, the crew restarted the power system, deployed solar batteries and completely restored the complex.

    On June 6, on the anniversary of the memorable event, at 2:00 PM, cosmonaut expert Pavel Gaiduk will give a lecture entitled “Notes from a Dead Station”, and at 3:30 PM, the movie “Salyut-7”, based on the crew’s memoirs, will be shown in the cinema hall. From 10:00 AM to 6:00 PM, there will be an interactive quest about the Salyut-7 mission – participants will test their knowledge of the history of spacecraft and memorial items from the museum’s permanent exhibition, as well as about the cosmonauts, the station and work on it.

    Russia Day at the Cosmonautics Museum

    On June 12, the museum will take part in the Moscow Museum Week event and will be open for free admission. Tickets can be purchased atMos.ru.

    From 12:00 to 16:00 at the main entrance you can take part in astronomical observations, organized jointly with the Center for Pedagogical Excellence: through telescopes, guests will examine the heavenly bodies even in the middle of the day. In addition, the museum will host a creative master class, organized by the Rostokino Gallery, thematically related to the holiday and dedicated to the achievements of Russian cosmonautics. Participants will master various artistic techniques and learn many interesting things about space.

    At 17:00, a walking lecture will begin at the Memorial House-Museum of Academician S.P. Korolev (a branch of the Cosmonautics Museum). During the walk, visitors will learn the history of the appearance on the map of Moscow of a unique space where the famous Soviet scientist, chief designer of rocket and space systems, lived.     Exhibitions and “Vinyl Space”

    At the end of the month, the Memorial House-Museum of Academician S.P.   • MIL-OSI USA: Unique Fellowship Program Gives Recent UConn Alumni a Seat at the State Government Table

    After majoring in political science and human rights, and then completing a fast-track master’s in public policy, UConn alum Sudiksha Mallick ’23 (CLAS) ’24 MPP – who has long been interested in education policy – knew that she wanted to work in state government.

    “But I wasn’t sure exactly where,” she says, “and I was really looking for some sort of mentorship.”

    Eniola Fasola ’20 MA ’24 Ph.D. earned her master’s in economics and her doctorate in agricultural and resource economics from UConn and knew that she ultimately wanted to use her analytical acumen to do work that would have impact.

    “There’s something incredibly fulfilling about seeing your skills contribute to projects that can improve lives,” she says.

    With a background in city planning and an interest in public finance, Kevin Fitzgerald ’18 (CLAS) ’21 MPA knew that he wanted to contribute to policy changes in a way that allowed him to leverage both of those interests.

    “I was drawn to the opportunity to work on state projects,” he says. “I’d previously been in a few town halls, and had worked adjacent to the Department of Economic and Community Development, but really was drawn to the opportunity to contribute to new policy changes through DECD.”

    Katarina Rodriguez ’16 (CLAS) ’21 MPA, who majored in human development and family sciences at UConn, is interested in data storytelling and the ways that it can be used to support public policies that affect individuals and communities.

    “Data storytelling is essentially using data, whether it’s quantitative or qualitative, to broadcast a narrative to an audience that is supported by hard numbers or the accounts of actual constituents,” she explains.

    Tazmaya Reid ’17 (CLAS) ’25 MBA has spent the years since she earned her undergraduate degree in political science and human rights working in the nonprofit sector on addressing health and educational disparities across the state.

    “In my work at a nonprofit, I supported individuals facing the same challenges, no matter where they lived,” she says, and she was interested in finding ways to work on those issues on a broader scale.

    With a background in communication, Carrie Titolo ’24 MPA was not new to the workforce – she’d already spent 15 years working in the nonprofit sector. But where she lacked experience after completing her Master of Public Administration at UConn was in government.

    “As someone with no prior experience in state government, it sounded like the perfect opportunity to learn the landscape without the immediate pressure of committing to a permanent role,” she says.

    That perfect opportunity for Titolo – and for each of these very different UConn alumni – is the Governor’s Fellowship Program, a unique public-private partnership that’s helping to cultivate cohorts of public service-minded professionals into the next generation of policymaking leaders in Connecticut.

    Bright Minds

    Launched in 2020, the Governor’s Fellowship Program – a joint effort supported by the Office of the Governor; the Connecticut Department of Administrative Services, or DAS; the Yale University Tobin Center for Economic Policy; and Social Impact Partners for Connecticut – recruits early-to-mid-career candidates twice per year for fellowship placements within state government agencies, with the goal of providing emerging leaders with an opportunity to be involved and make a positive impact on the state by offering innovative ideas and fresh perspectives.

    “Fellows are selected and placed at state agencies based on skills and experience,” says Melissa Conway ’16 (CLAS), the chief administrative officer at DAS who coordinates the program. “The process is competitive, and as awareness of the program increases, so does the number of applicants. In recent recruitment cycles, we have received anywhere from 40 to 85 applications.”

    After a scoring, evaluation, and interview process that considers professional experience, analytical skills, subject-matter expertise, and communication skills, among other factors, qualified fellows are matched with agency requests that best suit both the candidate’s skills and the agency’s priorities.

    “The state chooses the projects and sets the policy priorities,” says David Wilkinson, the executive director of the Tobin Center at Yale who helped to establish the fellowship program, “and we help bring bright minds from universities in the state to help deliver on agency objectives.”

    Fellowships are for one year, and are available to all applicants, not just those from UConn.

    But UConn has been well-represented in the program’s cohorts, and recent fellows from UConn have been placed in agencies spanning the scope of state government, including the Departments of Transportation, Economic and Community Development, Aging and Disability Services, and Social Services.

    And the work that they’re doing has both depth and reach. Previous governor’s fellows have written major legislation to remove lead from homes in Connecticut’s most vulnerable communities.

    They developed plans for allocating billions in federal pandemic relief dollars.

    They founded and chaired the Governor’s Afghan Evacuee Taskforce, an interagency-public-private-nonprofit working group focused on coordinated approaches to providing safe haven and resources for resettled evacuees in Connecticut.

    And they created and managed the Connecticut Communities Challenge, a competitive grant program to spur investment in high-quality, transit-oriented development.

    In addition to their individual projects, fellows in the program are given in-person and virtual group check-ins throughout the year as well as trainings, a speaker series, networking opportunities, and Fellows Days at the State Capitol in Hartford, where they have the opportunity to visit the Governor’s Office, tour the capitol, and meet the governor’s chief of staff.

    “Fellows have a unique opportunity to work directly with and learn from leaders in government,” says Conway. “While the work can be challenging at times, it is always meaningful, and the connections that fellows make through the program are lifelong.”

    Invited to the Table

    For Rodriguez, who is serving her fellowship in the Department of Aging and Disability Services, a lot of her time right now is spent using data from various programs and bureaus within the agency to produce results-based accountability “report cards.”

    “I’m answering three very basic questions: How much did we do, how well did we do it, and is anyone better off?” she says. “For example, how much did we do? You can answer that in terms of how much money was spent on a program, how many people were served, how many classes people attended of a specific program – how much work we did, how many service hours or how many caseload hours we provided.”

    But in the midst of the 2025 legislative session, Rodriguez has also been called upon to supply data that can help inform proposed bills before the General Assembly that can affect the agency’s constituents and staff.

    “I love being invited to the table when there’s something pressing happening at the state level,” says Rodriguez, who was among the fellows able to attend the governor’s State of the State address this year.

    “We were up on the balcony, and we got to look down and see all the representatives,” she says. “And we were in a room where a lot of changes will be happening during a very crucial time in American politics.”

    The legislative session has also played an important part in Mallick’s fellowship experience thus far. Working out of the Office of the Governor, and reporting to the governor’s senior advisor, she’s gotten a crash course in legislative processes while also working on strategic initiatives surrounding youth family policy.

    “Being able to really implement the policies that we’re developing, and to actually be a part of their development, is really, really cool,” Mallick says. “But because I’m in the Capitol building every single day, I’ve been able to join the legislative team a little bit as well – really being able to understand the process better and being a part of bill tracking and coverage and all of that.”

    Mallick continues, “I’ve never worked in a place like this. There’s always something happening. Just being able to be in that space and seeing everything that’s going on is a huge learning opportunity every day.”

    For their fellowships, Fasola and Fitzgerald – both placed in the Department of Economic and Community Development – are working with the Institute of Data and Economic Analysis, or IDEA, on projects involving concentrated poverty in Connecticut, strengthening the bioscience industry, developing a recession response playbook, mitigating the economic impact of federal tariffs, streamlining efforts to clean up contaminated industrial properties, studying the state’s remote working needs, and exploring opportunities to address Connecticut’s need for housing.

    “IDEA is a cross-agency effort focused on developing data-driven policy solutions, exploring opportunities to enhance the agency’s initiatives,” explains Fitzgerald. “It’s a little bit of comparing what other states are rolling out and seeing if we can implement that in Connecticut, testing how effective our initiatives are, and gathering data on the results from current initiatives and looking at opportunities to improve them.”

    They’ve taken part in the agency’s work around this year’s legislative session as well.

    “One of my goals before joining the program was to better understand how to analyze and interpret legislative proposals,” Fasola says. “This fellowship has helped me make substantial progress in that area. I have had the chance to review and assess the economic implications of legislative bills, which has deepened my understanding of the policymaking process.”

    Within the Department of Social Services, Reid has served as a project manager and worked in the Opportunity Center initiative, which is aimed at streamlining access to services across multiple agencies.

    “The experience was exciting and kept me on my toes,” Reid says. “I loved the opportunity to collaborate on a multi-agency initiative, which was both engaging and meaningful. I’ve always been passionate about integrating business practices with human services. This experience reaffirmed that path for me and opened my eyes to the wide range of roles and opportunities available in government.”

    At the Department of Transportation, or DOT, Titolo reported to the agency’s deputy chief of staff, and she worked on a variety of workforce development programs, partnerships, and initiatives – especially those aimed addressing the agency’s need for engineers and highway and construction professionals.

    “Eric [Scoville, the deputy chief of staff] always made room for me to have a seat at the table and allowed me to take ownership of projects and run with my ideas,” Titolo says. “I loved working with people all across the agency in different roles, and building relationships with our education, nonprofit, and sister agency partners. I was able to apply my skills and talents in a new context, which was both interesting and challenging.”

    Since completing her fellowship earlier this year, Titolo has been hired full-time by the DOT. She’s currently serving as a special advisor to the commissioner for strategic partnerships and projects.

    And it’s that kind of success that’s part of the fellowship’s overall purpose, according to Wilkinson from the Tobin Center.

    “To see some of UConn’s brightest graduates working in state government, serving the people of Connecticut, is a major win for the Governor’s Fellowship,” he says, “and just what we hoped to achieve when we established the program.”

    Well-Positioned

    The inclusion of so many UConn alumni in the fellowship program, particularly alumni from the UConn School of Public Policy, wasn’t something planned, according to Ryan Baldassario ’16 MA ’22 Cert., the school’s director of engagement.

    “It naturally sort of occurred,” Baldassario says. “But I think that’s a testament to our alumni who are active in the public sector. They pursue career opportunities, whether we put it in front of them or not.”

    Public Policy alum Fitzgerald learned about the fellowship program shortly after it launched.

    Fasola, who studied in the College of Liberal Arts and Sciences and the College of Agriculture, Health and Natural Resources, found it through the Tobin Center on LinkedIn.

    School of Business student Reid learned about the program from a community partner and close friend.

    “It felt like a sign, an opportunity to contribute from the top down,” she says.

    But for Titolo, Mallick, and Rodriguez, the School of Public Policy actually did put the opportunity in front of them – they all decided to apply after the school shared information about the fellowship through its alumni listerv.

    “We do have different tools to get career opportunities out to our alumni and to some of our current students,” Baldassario says. “We have an active listserv where we send out opportunities on a weekly basis, if not more frequently. We do encourage students and alumni to come to events – we have networking workshops other alumni events and we have an alumni council where these type of opportunities are shared out as well. We also have a private LinkedIn group that is dedicated to our alumni.”

    UConn’s MPA program, Baldassario explains, is also the only Network of Schools of Public Policy, Affairs, and Administration, or NASPAA, accredited Master of Public Administration program in the state, something that helps to position UConn’s students well once they graduate. UConn is also pursuing formal accreditation for its MPP program this year.

    “There’s other really quality programs at other institutions, but we do take that extra step to go to accreditation to make sure that we’re upholding those standards,” he says.

    “Our students get really good training in their classes,” says Angela Eikenberry, a professor and director at the School of Public Policy, “ and the classes they take, and what we offer – and why we offer it – is driven by a process that we have where we continually try to stay on top of what our students need to be successful.”

    That includes identifying needs within state government in Connecticut, and adjusting programs and training for students to help the state meet those needs, notes Eikenberry.

    Opportunities like the Governor’s Fellowship Program, notes Baldassario, benefit both the state and UConn graduates.

    “These opportunities are essentially allowing students to get more specific full-time experience in the public sector, and then it enables them to have a better idea of where they want to go after that,” Baldassario says. “Do they want to stay in that type of service? Do they want to stay in that type of public-sector work, or do they want to go somewhere different? Do they want to leave state service and go into the nonprofit space? And what skills transfer between those opportunities?”

    Passionate and Driven

    One of the Governor’s Fellowship Program’s greatest successes, according to Conway from DAS, has been the cultivation of leaders who are passionate about public service.

    “After completing their fellowship, many fellows have supported the public sector, either in positions in state government, nonprofits, or organizations that work closely with government,” she says. “In addition, the program has fostered strong networks among the fellows and state professionals by creating a collaborative environment that supports ongoing learning and professional development.”

    The six UConn fellows are now a part of that network, and when asked if they’d recommend the Governor’s Fellowship Program to another UConn alum, all six were emphatic with their endorsement.

    “I would definitely recommend this program, and would advise anyone interested to pursue it,” says Titolo. “It is not always easy to enter state service without prior experience, and this program provides a truly valuable on ramp – pardon the transportation pun – for qualified candidates looking to make a positive impact on local communities and learn more about how state government works.”

    For some, the opportunity to take charge of a project with the support of experienced and encouraging mentorship has proven to be one of the most invaluable parts of their experience.

    “You really get to take the initiative and say, ‘This is a project that I’m going to take charge of and lead in my time here,’ and then have the mentorship of people who have been in that field for a long time, and who have had a lot of success in that field,” says Mallick.

    “I’ve really appreciated the mentorship I’ve received from colleagues within DECD, like my chief of staff,” says Fitzgerald. “I really appreciate his guidance and introduction to state government, and his willingness to assign projects that are really tailored toward my interests.”

    But the fellows have also seen growth and changes in themselves through their fellowship experience.

    “This experience has definitely increased my confidence, and I’m able to now see the impact of the work that I’m doing directly on Connecticut citizens,” says Rodriguez.

    And they’ve found camaraderie amongst themselves as a cohort of like-minded professionals looking to play a role in the policies that impact Connecticut.

    “One of the most valuable components of the program for me has been the Fellows Day,” says Fasola. “This event has been a great platform to connect with other fellows, gain insights into their projects, learn from fellowship alumni and engage with program coordinators. The event offers a sense of community, provides mentorship and has shown me how the coordinators are invested in the work we do across various executive agencies and in our professional development.”

    “We’ve formed a really close cohort, and I think that being able to learn alongside them has been really valuable,” says Fitzgerald.

    “We’re surrounded by other people in the cohort who also are very passionate and driven – who really have this drive for public service, you can tell that they’re all really good people who want to give back,” says Mallick. “Having these people to bounce ideas off of, and this built-in support system – which I don’t think always comes with a job or employment – I think is one of the benefits.”

    “One of the most valuable parts was being part of a cohort of fellows, learning from one another, exploring different facets of government, and building lasting connections,” says Reid, who also noted that the format of the fellowship program, and the dedication of the support team, made all the difference.

    “Their commitment to our growth and success truly stood out and made the experience even more impactful,” Reid says. “I am forever grateful and honored to have the opportunity to be a fellow.”

    The next Governor’s Fellowship Program cohort will launch in late summer 2025; recruitment will reopen in fall 2025 for fellowships starting in January 2026.

  • MIL-OSI USA: Researchers and Industry Flock to UConn to Talk Poultry Innovations and Impacts

    UConn’s College of Agriculture, Health and Natural Resources (CAHNR) welcomed fellow researchers and poultry industry representatives from across the US and the world to the Storrs campus to continue their interdependent work on the Sustainable Agricultural Systems (SAS) Poultry Project. 

    In 2020, the U.S. Department of Agriculture’s National Institute of Food and Agriculture (USDA-NIFA) awarded Kumar Venkitanarayanan, CAHNR senior associate dean of research and graduate education and professor of animal science, a $10 million grant in 2020 to lead the initiative.

    “This group has made considerable progress on each component of our project – bird health, human health, and the environmental impact of the poultry industry,” says Venkitanarayanan. “This has been a collective effort, and being able to meet to continue discussing and sharing ideas keeps our work moving forward.” 

    At the two-day meeting, held at the Innovation Partnership Building, the multi-institutional group and its project teams discussed their on-going efforts to enhance broiler sustainability without antibiotics and ensure safe approaches to improve chicken, human, and environmental health. The meeting comes as the grant enters its final year and the group begins assessing the scope and breadth of the innovations and impacts made over the last five years. 

    The group has made a number of technological advancements to lower heat stress, improve bird welfare, generate energy from poultry litter, and reduce disease, including a UConn-patented probiotic spray method that improves the hatchability and the health of chicks. 

    Additionally, the project has also developed classes and outreach programs to train producers and the next generation of poultry farmers, including a class right here at UConn. 

    Their efforts to ensure the long-term viability, safety, and public trust in antibiotic-restricted poultry farming took a global perspective at the meeting. International speakers discussed poultry production practices around the world, including Mexico, Southeastern Europe, the Middle East, the Indian subcontinent, and Africa. 

    The meeting also featured an industry panel Q&A and a poster session. 

    “We approach our work from a One Health perspective, acknowledging the connection between the health of people, animals, and our environment,” says Venkitanarayanan. “This work is critically important for our society and CAHNR is a unique leader in this type of interdisciplinary research.” 

    Other institutions involved in this project are Appalachian State University, University of Arkansas, University of Georgia, Auburn University, Kansas State University, University of Maryland, University of Minnesota, North Carolina Agricultural and Technical State University, North Carolina State University, Pennsylvania State University, Prairie View Agricultural and Mechanical University, and the USDA Agricultural Research Service (ARS) of Arkansas, Maryland, and Mississippi.

    A graduate of the Leningrad Institute of Municipal Construction Engineers (LIICS), a teacher at the Leningrad Civil Engineering Institute (both now SPbGASU), Soviet architect, graphic artist David Semenovich Goldgor (1912–1982) wrote his name into the history of the city on the Neva for centuries: many of the objects he took part in designing decorate Petersburg to this day. But the Nevsky Cranes Memorial, dedicated to the memory of those who died during the Great Patriotic War, other monuments to heroes, and the Victory Arch for him, a front-line soldier, took a special place in his professional biography, since the architect personally experienced all the hardships of the harsh military years.

    In 1934, David Goldgor graduated from LIIKS. The young architect began his career in Studio No. 5 of the Lenproekt Institute. He worked under the supervision of Evgeny Levinson and Igor Fomin, already well-known architects at that time. The first taught at our university, and a few years later became a corresponding member of the USSR Academy of Architecture, a doctor of architecture, and a professor. The second would soon head the architectural design department at LIIKS, and in 1951 he would take the position of deputy chief architect of Leningrad. They would assemble a strong team of young Leningrad architects, among whom David Goldgor would become one of the most talented. He would immediately be involved in working on building projects for the Institute of Experimental Medicine. In those years, the architect would also prove himself as a graphic artist.

    When the war began, David Goldgor volunteered for the people’s militia and was sent to the first rifle regiment of the 2nd division as a sapper. He took part in combat operations in the Gatchina region. After the blockade was lifted, he worked on the restoration of Leningrad, and in peacetime he returned to his native workshop. Already in 1945, together with the architect Igor Fomin, he drew up a project for a temporary triumphal arch in Leningrad on Obukhovskoy Oborony Avenue near Spartak Garden, intended to welcome the victors.

    In 1953, he became the head of the workshop together with Evgeny Levinson, after whose death in 1968 he took full responsibility for the work of the workshop.

    David Goldgor always remained true to his work and created projects for residential buildings, public buildings, and memorials. Under his leadership, the area around Smolny was formed, and Kupchino was developed. In collaboration with other architects, he designed the Moscow Hotel and the automatic telephone exchange, which formed the space of Alexander Nevsky Square. Among the widely known objects is the ground pavilion of the Narvskaya metro station, opened in 1955.

    In the 1960s and 1970s, David Goldgaard combined his active professional work with teaching at the Department of Architectural Planning at LISI.

  • MIL-OSI Global: What if Alberta really did vote to separate?

    Alberta Premier Danielle Smith is using sovereignty sentiments in Alberta as a kind of implied threat to get a better deal for the province.

    In a letter to Mark Carney in the run-up to the recent first ministers conference in Saskatoon, Smith told the prime minister that failure to build additional pipelines for Alberta oil would “send an unwelcome signal to Albertans concerned about Ottawa’s commitment to national unity.”

    Accordingly, it’s worth asking: what would happen if Alberta did vote to leave?

    Two historical touch points are the 1995 sovereignty referendum in Québec and the Brexit vote in the United Kingdom in 2016. In different ways, both examples drive home one inevitable point: in the event of a vote to pursue sovereignty, the future of Alberta would have to be negotiated one painful and uncertain step at a time.

    International lawlessness

    Sovereignty is an assertion of independent governmental authority, notably including a monopoly over the legitimate use of force over a defined people and territory. Unlike provinces in a country like Canada, sovereign countries co-operate with each other if — and only if — it’s in their interests to do so.

    Some proponents of separatism have argued that an independent Alberta could rely on international law to secure continued access to tidewater through Canada. The idea seems to form the basis of Smith’s assertions that one nation cannot “landlock” another under international law. But that’s not the case.

    What’s more, international law — even if it does apply in theory — doesn’t always hold in practice. That’s because between countries, formal anarchy prevails: no one has the responsibility to enforce international law on their own. If one country breaks international law, it’s up to other countries to respond. If that doesn’t happen, then it just doesn’t happen.

    Simply put, if Alberta were to leave Canada, it would lose all enforceable rights and protections offered by the Canadian Constitution and enforced by the institutions and courts. In their place, Alberta would get exactly — and only — what it can bargain for.

    The Québec example

    The Québec independence saga has in many ways clarified and refined the path to potential secession for provinces in Canada, and hints at what can happen in the aftermath of a sovereignty referendum.

    In the wake of the near miss that was the 1995 referendum — when those wanting to remain in Canada defeated those who voted to separate with the narrowest of margins — Jean Chretien’s Liberal government took rapid steps to respond.

    Plan A focused on actions aimed at addressing Québec’s grievances, not unlike Carney’s quest for a national consensus to build an additional pipeline.

    Another course of action, known as Plan B, defined the path to secession.

    The federal government asked the Supreme Court of Canada for a clarification on the legality of sovereignty. It then passed the Clarity Act, which enshrined into law Ottawa’s understanding of the court’s answer. The reference and act both made clear that any secession attempt could be triggered only by a “clear majority” on a “clear question.”

    The act also illuminated the stakes of secession. The preamble of the legislation, for instance, spells out that provincial sovereignty would mean the end of guaranteed Canadian citizenship for departing provincial residents.

    The act also lays out some of the points to be negotiated in the event of secession, “including the division of assets and liabilities, any changes to the borders of the province, the rights, interests and territorial claims of the Aboriginal peoples of Canada, and the protection of minority rights.”

    Simply put, everything would be on the table if Albertans opted to separate.

    You Brexit, you bought it

    Brexit provides an example of just how painful that process can be. After voting to leave the European Union, the U.K. found itself bogged down in a difficult negotiation process that continues to this day.

    Political, economic and trade rights — even including the border between the Republic of Ireland and Northern Ireland — have all been painfully reconstituted through complex negotiations. Despite the promises made by those who advocated in favour of Brexit, the U.K. will continue to pay in perpetuity for access to the limited EU services it still retains.

    The U.K. is dealing with these challenges even though it was already a sovereign state. Alberta is not. Everything between a sovereign Alberta and its neighbours would be subject to difficult negotiations, both in the initial days of an independent Albertan state and any subsequent discussions.

    Alberta would have little leverage

    Once independent, Alberta would be a landlocked, oil-exporting nation.
    It would be negotiating with Canada — and the United States, its neighbour to the south — over every aspect of its new relationship.

    Its borders with other provinces and territories would need be negotiated, as would the status of marginalized populations and Indigenous Peoples within Alberta. The status of lands subject to treaty — in other words, most of the province — would have to be negotiated.

    Indigenous Peoples themselves have already made clear they have no interest in secession and would mount a vigorous defence of Indigenous rights as they exist within Canada.

    After all, if Canada is divisible, so is Alberta. A new republic has no automatic claims to territory with respect to Indigenous Peoples and treaty lands.

    Once borders were settled, Alberta would have little leverage and would need a lot of help as a country of about 4.5 million negotiating with neighbours of 35 million in Canada and 350 million in the U.S. Who would be its allies?

    Nothing would be guaranteed, not Alberta’s admission to the United Nations, the establishment of an Albertan currency and exchange rates, national and continental defence, the management of shared borders and citizenship rules or the terms of cross-border trade and investment.

    Access to Canadian ports would be at Canada’s discretion, negotiated on terms Canada considered in its interests. Alberta could no more force a pipeline through Canada than through the United States.

    Puerto Rico North?

    Of course, a republic of Alberta would be free to pursue deeper relations with the American republic to its south. The U.S president, however, has already made clear what would be the likely terms for free trade: accession.

    Here, too, there would be no guarantees. Alberta could just as easily become an American territory, with limited representation, as it could a 51st state. “Puerto Rico North” is as possible as “Alaska South.”

    When you are scheduled to participate in Science Operations for the rover’s weekend plan, you know it’s going to be a busy morning! Assembling the activities for Friday through Sunday (Sols 4556 through 4558) was no exception. I participated on this shift as the “keeper of the plan” for the geology and mineralogy theme group where I worked with members of the science and instrument teams to compile a set of observations for the rover to complete over the weekend. The rover continues to drive over a surface of shallow, sometimes sand-filled depressions that are separated by raised ridges — informally known as the “boxwork structures.” On this Friday, we were tasked with assessing the ground in our immediate vicinity to determine if the low-lying bedrock in the hollows was suitable for drilling.
    With a focus on packing the plan with remote sensing activities to understand the bedrock around us, we used the ChemCam laser to analyze the chemistry of two bedrock targets, “La Tuna Canyon” and “Cooper Canyon,” that were also documented by Mastcam. ChemCam and Mastcam also teamed up to image an interesting dark ridge nearby named “Encinal Canyon.” Mastcam created stereo mosaics to document the nature of the candidate drill sites that were near the rover, in addition to the “Blue Sky Preserve” stereo mosaic that beautifully captured the nature of the boxwork structures in front of us. The environmental theme group included some of their favorite activities in the plan to monitor the clouds, wind, and the atmosphere.
    Curiosity has successfully completed numerous long drives (about 20+ meters, or 66 feet and beyond) in the past several weeks but this weekend the rover got a bit of a reprieve — the rover will drive approximately 7 meters (about 23 feet) to get situated in front of a possible drill site. I’m eagerly looking forward to seeing what unfolds on Monday!

  • MIL-OSI Russia: Sultan Qaboos University and HSE Discuss Scientific and Educational Cooperation

    On May 29, 2025, a delegation from Sultan Qaboos University paid an official visit to HSE. The meeting was held on Pokrovsky Boulevard and was dedicated to the development of partnership in science and education. The delegation was led by the Rector of Sultan Qaboos University, His Highness Dr. Fahd Al Said. During the visit, an agreement on cooperation and exchange between the universities was signed.

    The parties discussed possible formats of cooperation: academic and student exchanges, joint research, teaching Arabic to HSE students, and joint publications in international scientific journals. The participants noted their interest in establishing direct contacts between the research teams of the two universities.

    HSE Rector Nikita Anisimov noted that interest in the Middle East countries, including the Sultanate of Oman, is growing, and stressed the importance of dialogue with universities in the region. According to him, Russian higher education today is focused on technological development in both engineering and humanitarian fields, and HSE is actively involved in implementing the priorities outlined by the Russian Government for the next decade. The Rector specifically emphasized that Russian society faces several key challenges, one of which is overcoming the technological gap. HSE contributes to solving these problems by creating in-demand scientific and applied developments.

    Rector of Sultan Qaboos University His Highness Fahd Al Said spoke about the history and key areas of work of the university, noting its strong positions in international rankings, high competition for admission and active research activities. He expressed hope that HSE students will also be able to study in Oman, and proposed to identify specific steps for developing the partnership within two months.

    The meeting was also attended by the Ambassador Extraordinary and Plenipotentiary of the Sultanate of Oman to Russia, Mr. Hamud Salim Abdullah Al Tuwaikh. On behalf of the HSE, the meeting was attended by Nadezhda Orlova, Director Institute of Agricultural Research and academic director of the educational program “Bioinformatics in agrobiotechnologies“, Anna Shestakova, director Institute of Cognitive Neurosciences, Anton Yanovsky, director Center for commercialization of developments and technology transfer, as well as Director of Internationalization Kirill Kisel.

    The parties expressed confidence that educational and scientific cooperation will strengthen ties between the states.

    UNDRR and ISC release an updated overview of hazards to help governments, researchers, and responders to better understand and act on interconnected risks.

    Geneva / Paris – 4 June 2025 – The United Nations Office for Disaster Risk Reduction (UNDRR) and the International Science Council (ISC) have released an updated edition of their comprehensive hazard guide, offering clear, standardized information on 282 hazards – from wildfires and earthquakes to cyberattacks and pandemics.

    The new edition reflects the complex and interconnected nature of today’s global risk landscape. Hazards increasingly occur together, cascade across systems, and amplify one another. In response, the updated profiles emphasize a multi-hazard approach-critical for effective early warning systems, emergency planning, and disaster resilience. Originally launched in 2021 as the first resource of its kind, the hazard definitions and classification provide an authoritative technical foundation for disaster risk reduction efforts worldwide. This updated edition builds on that foundation with:

    • 282 reviewed hazards across 8 types and 39 clusters
    • Improved, machine-readable format to support their use across digital tools and systems. E.g. the updated hazard taxonomy with standard definitions enables the new generation UNDRR-UNDP-WMO disaster tracking system.

  • MIL-OSI United Nations: GPDRR 2025 highlights: Tuesday 3 June 2025

    The human cost of disasters includes lost livelihoods, homes, and cultural ties to landscapes. Where livelihoods are already fragile and being eroded, a disaster-induced displacement of even a few days can damage economic opportunities for years to come. So, the human dimension of recovery remains central to discussions as delegates convened for a second day in several preparatory events for the 8th Global Platform for Disaster Risk Reduction (GPDRR), namely: the World Resilient Recovery Conference, the Third Stakeholder Forum on DRR, and the Global Early Warning for All Multistakeholder Forum (EW4All).

    The GPDRR official programme was launched with a high-level roundtable event at lunchtime and a formal opening ceremony in the afternoon, followed by an official reception.

    Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction, and head of UNDRR, opened the event highlighting the exceptional urgency and importance of delivering on the Sendai Framework. He underscored how communities were coming together and the need to learn from their initiatives, imagination, and resourcefulness, and called for commitment from all actors.

    Recalling the recent loss of a Swiss village to a glacier landslide, Amina J. Mohammed, United Nations Deputy Secretary-General, commented that “early warning saves lives but cannot save glaciers from disappearing.” She stressed that disasters and their cascading effects annually cost up to USD 3.2 trillion and noted that record-breaking disasters make entire regions uninsurable. She called for risk-informed development across all sectors; scaled-up public and private investments in resilience; and national financial frameworks that align with adaptation needs.

    Ignazio Cassis, Minister, Federal Department of Foreign Affairs, Switzerland, observed that, “Risk today is everywhere. Fires are where wetlands were centuries ago.” Noting that the GPDRR2025 is the last Global Platform before the 2030 deadline, he urged that countries deliver on the Sendai Framework, apply science and artificial intelligence, and adopt risk mitigation metrics to mobilize and foster resources.

    After a musical performance on the Hang Drum and a choreographed presentation by Sendai4Youth, Patricia Danzi, Swiss Agency for Development and Cooperation, opened the Eighth Session of the GPDRR.

    Enhancing national DRR governance by 2030—A dialogue among national platforms for DRR

    In opening remarks to this high-level event, Kishore observed that the risk landscape platform is becoming increasingly complex. He recommended strengthening national DRR platforms and embedding risk reduction into national policies and frameworks; ensuring sustainable and predictable finance with policies matching sustainable long-term plans; and having a common risk assessment framework to support national entities with proper data and analytics.

    Speaking on behalf of the host country, Franziska Schmid, Swiss National Platform for Natural Hazards (PLANAT), described the work of PLANAT and highlighted challenges, including overlapping reporting mechanisms and strategies among national government entities focused on resilience. She stressed the importance of addressing duplication, developing appropriate tools, such as hazard maps and building permits, and ensuring crisis management provisions are actually functional.

    Discussions then followed in a roundtable format, moderated by Paola Albrito, UNDRR. Albrito invited delegates to: describe the demonstrated impact of their National Platforms for DRR, share lessons learned, identify remaining gaps in DRR governance, and highlight ways and opportunities to boost Sendai Framework implementation by 2030.

    In their interventions, many called for collaboration among regional and country partners. Speakers included the Deputy Prime Minister of the Democratic Republic of Congo and Tajikistan, as well as many ministers and high-level government representatives. They highlighted lessons and challenges, including: enhancing preparedness through strengthening and modernizing approaches; improving planning and promoting concrete analyses from real-life situations at the grassroots; and mobilizing adequate financing and developing technical expertise to adequately prepare communities.

    Third Stakeholder Forum on DRR

    The Stakeholder Forum continued its deliberations throughout the day, concluding in the afternoon with reflections by supporters and participants of the Stakeholder Engagement Mechanism.

    Spotlight session—Early warning for all

    Moderator Rebecca Murphy, Global Network of Civil Society Organisations for Disaster Reduction (GNDR), invited the UNDRR Stakeholder Forum and the Multi-Stakeholder EW4All communities to combine efforts in crafting action points for the 2025 Global Platform on DRR.

    In the keynote, Gavin White, Risk-informed Early Action Partnership (REAP), summarized common themes in Early Warning, noting that: preparing for disasters is about inclusiveness, honest communication and trusting the person who is providing the guidance; and early warning systems (EWS) can act as a bridge overcoming the silo approaches among different DRR stakeholders. Panelists suggested that: while no system can predict with 100% certainty what shape hazards will take, it is crucial to build trust and understand local contexts; response planners should establish appropriate actions to follow early warnings; emergency systems must be tailored to communities’ experiences so that people can distinguish between different disasters and respond uniquely to each threat; both elderly and youth can inform EWS and response planning; and conflict zones require unique solutions that consider the fragility and power dynamics within communities.

    Bridging the gap: Critical media’s role in strengthening alerts and enhancing disaster preparedness

    Giacomo Mazzone, Media Saving Lives, moderated the session. Matthieu Rawolle, EBU Media Intelligence Service, shared examples of how terrestrial radio networks remained uninterrupted and accessible during disasters, and are used to inform the public and facilitate emergency response, especially when mobile phone and internet services are interrupted. He concluded that radio is an essential communication medium in times of crisis and requires investment.

    Raditya Jati, Deputy Minister of System and Strategy, National Disaster Management Authority, Indonesia, emphasized the need for media to go beyond reporting on casualties and housing collapse, and to incorporate education for people to prepare for disasters.

    Noting that UNDRR is the first UN agency that recognized media’s role in crises, Natalia Ilieva, Asia-Pacific Broadcasting Union, described the Media Saving Lives collaboration between the World Broadcasting Unions and UNDRR that focuses on shifting media perspectives from reactive to proactive reporting, showing the real causes for disasters and instructing people on how to avoid harm. Grégoire Ndjaka, African Broadcasting Union, highlighted the reach of radio in Africa extending to places without electricity supply. Orengiye Fyneface, African Broadcasting Union, discussed trust challenges with journalism as a disaster information source in Africa, pointing to bureaucratic hurdles that prevent journalists from reaching scientists.

    Shaping a sustainable tomorrow: Aligning the Sendai Midterm Review with the Pact for the Future

    Abraham Bugre, University of Regina, moderated this session. In her opening remarks, Toni-Shae Freckleton, UNDRR, called for transitioning from short-term responses to long-term prevention. She stated that the Pact for the Future embeds DRR and resilience building.

    Juan Carlos Uribe Vega, United Cities and Local Governments (UCLG) highlighted gaps in understanding localization and the importance of local-level governance. Jekulin Lipi Saikia, GNDR, called for a focus on listening to and working with communities, improving financial access, and increasing citizen science. Amber Fletcher, University of Regina, emphasized the role of community-driven actions, citizen science, and community engagement in reaching the diverse range of local voices. In the ensuing discussion, attendees identified communication disconnection, lack of funding, and localization among the persistent gaps between global networks and local realities.

    Tanjir Hossain, UNDRR Stakeholder Engagement Mechanism (SEM), moderated the closing session. Jamie Cummings, SEM, recalled her own experience of disaster when Hurricane Helene struck her hometown of Asheville, North Carolina. Describing how volunteers had operated a traditional Appalachian mule brigade to transport life-saving medications to mountain communities after roads were destroyed, she reflected that, “communities who know the land most, hold the solutions.” Martin Schuldes, German Federal Ministry for Economic Cooperation and Development (BMZ), stressed that “the substance and spirit” of the conference must translate into concrete action.

    Jilhane El Gaouzi, African Union Commission, urged all concerned to “be realistic and speed up implementation,” given that only five years remain until the Sendai Framework deadline.

    World Resilient Recovery Conference

    At the opening of this one-day event, Mutale Nalumongo, Vice-President, Zambia, highlighted Zambia’s promotion of climate-resilient agriculture through promotion of drought-tolerant crop varieties, access to weather-based insurance and investment in EWS, including advisories to farmers. Following further opening remarks by speakers, two plenaries and several thematic sessions took place during the day.

    Plenary 1—Taking stock of current recovery practices

    Carolina Fuentes Castellanos, Director, Santiago Network Secretariat, moderated the session.

    Sujit Mohanty, UNDRR, noted the high costs of reconstruction and the difficulties of countries that are perpetually in a state of recovery from one disaster after another, pointing to the need to address institutional fragmentation.

    Renato Umali Solidum, Jr., Department of Science and Technology, Philippines, advocated for greater cohesion between DRR and climate action as being “two sides of the same coin.” He called for transparent grant-based governance to reach at-risk commuities and address both slow-onset and sudden disasters.

    Leon Lundy, Minister of State Office, The Bahamas, highlighted the launch of The Bahamas’ National Disaster Risk Management Authority. He drew attention to the 2022 Act mandating public body disaster plans, including continuity plans, restoration timelines, and staff redeployment protocols to ensure essential services can be maintained or rapidly restored after a disaster.

    Krishna Swaroop Vatsa, National Disaster Management Authority, India, highlighted allocation of 30% of the Authority’s funds for recovery and reconstruction, which are released through an assessment-based process.

    Plenary 2—From commitment to action: Leadership for resilient recovery

    Guangzhe Chen, World Bank, described the World Bank’s recent transition to supporting infrastructure resilience efforts. He invited countries to access the Bank’s preparedness and response toolkit to strengthen their disaster reduction policies, citing recent examples from Malawi, Albania, and Madagascar.

    On financial instruments, panelists explored ways to distribute more rapid financial support, including through multi-dimensional approaches.

    On displacement following disasters, Rania Sharshr, International Organization for Migration (IOM), emphasized that one of the greatest needs of governments is access to reliable and accurate data on how displaced people have been impacted, and guidance on how to integrate these people into existing communities.

    Restoring livelihood: Solutions for disaster-induced displacement and resilient recovery

    Mona Folkesson, UN Development Coordination Office (DCO), moderated the session.

    Emad Adly, Arab Network for Environment and Development, highlighted water scarcity as a key issue for the region and local-level coordination as a key challenge. Alexandra Bilak, Internal Displacement Monitoring Centre (IDMC), cited experience from the 2015 Gorkha Earthquake in Nepal to show how livelihood erosion influences the severity of displacement.

    Ibrahim Osman Farah, Vice President, Somali Regional State, Ethiopia, described livelihood restoration during return and resettlement of internally displaced persons, through ensuring cultural access to land, water, schools, and income-generating opportunities as long-term resilience-based approaches.

    Tasneem Siddiqui, University of Dhaka, recounted how students were a driving force for the university’s Refugee and Migration Research Unit, which now has formed Adaptation Committees in many local areas and supports implementation of national policies on livelihood diversification and skills training. She urged treating displacement not as a humanitarian issue, but as a human rights one.

    Aslam Perwaiz, Executive Director, Asian Disaster Preparedness Center, emphasized skill development with local communities and SMEs to create livelihood options for displaced communities.

    Driving resilience: The critical role of private sector’s operational readiness for resilient recovery

    Moderator, Cedrick Moriggi, Corporate Chief Resilience Officer Network, emphasized connecting the corporate world with the UNDRR world. Ommid Saberi, International Finance Corporation, recommended investing in the “economics of families,” or small businesses, saying even small government incentives can mobilize large funds from the private sector. Dorothee Baumann-Pauly, University of Geneva, said human rights are the enablers for resilience. Jonathan Rake, Swiss Re Solutions, highlighted the need for the private sector to engage locally and to develop and combine social programmes with parametric solutions. Chris Ulatt, Octopus, said upfront investment to boost resilience is the right move, but observed that few investors will remain for the duration of an investment. Kerry Hinds, Department of Emergency Management, Barbados, described an audit tool to ascertain risks and priorities for public-private partnerships, noting the tool helps standardize and trigger business continuity protocols for disaster risk management.

    Turning experience into action: learning from large-scale disasters

    Dilanthi Amaratunga, Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System, moderated the session.

    Banak Joshua Dei Wal, South Sudan’s DRR Focal Point, highlighted the need to work together and identify risks for Sendai Framework implementation to be effective.

    Saini Yang, Integrated Research on Disaster Risk (IRDR), emphasized that China’s National Flood Prevention System has proven effective, with more than an 80% decrease in flood mortality rates over the last 20 years.

    Trevor Bhupsingh, Public Safety Canada, highlighted Canada’s Disaster Financial Assistance Arrangements.

    Guy Gryspeert, Honeywell, defined resilience as the capability of preventing a crisis by having awareness and planning in place.

    Ali Hamza Pehlivan, Disaster and Emergency Management Authority (AFAD), Türkiye, highlighted the usefulness of their National Disaster Response Plan during the 2023 earthquake. Makiko Ohashi, Cabinet Office of Japan, noted the utility of planning on the assumption that a mega-disaster may occur at any time and of reviewing DDR plans in the aftermath of disasters.

    Global Early Warning for All (EW4All) Multistakeholder Forum

    After thematic sessions during the day, EW4All concluded its discussions. Gavin White, Risk-Informed Early Action Partnership, moderated the closing session. Panelists highlighted the importance of focusing on preparedness and developing trust, the need to shift perspectives toward a systemic approach to EWS, and the need to increase private funding.

    In closing remarks, Andrea Hermenejildo, Deputy Secretary General for Risk Management, Ecuador, stressed EWS is not only a technical issue, but also involves social justice. Paola Albrito, Director, UNDRR, emphasized that EW4All is both needed and achievable. Noting the central role of local communities, she underlined that resilience is built with communities.

    Doreen Bogdan-Martin, Secretary-General, International Telecommunication Union, underlined that scaling-up EWS requires partnerships and breaking silos across economic sectors, UN agencies and industries.

    Jagan Chapagain, Secretary-General, International Federation of Red Cross and Red Crescent Societies (IFRC), stressed that inclusive action and investment in EW4All is essential.

    Celeste Saulo, Secretary-General, World Meteorological Organization (WMO), stated that having EWS in just 108 countries is neither sufficient nor acceptable, and called for closing this “justice gap” by providing EWS worldwide and accelerating the transformation needed to protect every person on Earth.

     having regard to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Montenegro, of the other part[1], which entered into force on 1 May 2010,

     having regard to Montenegro’s application for membership of the European Union of 15 December 2008,

     having regard to the Commission opinion of 9 November 2010 on Montenegro’s application for membership of the European Union (COM(2010)0670), the European Council’s decision of 16-17 December 2010 to grant Montenegro candidate status and the European Council’s decision of 29 June 2012 to open EU accession negotiations with Montenegro,

     having regard to the EU-Montenegro Intergovernmental Accession Conferences of 22 June 2021, 13 December 2021, 29 January 2024, 26 June 2024 and 16 December 2024,

     having regard to the 11th EU-Montenegro Stabilisation and Association Council on 14 July 2022,

     having regard to the declaration and recommendations adopted at the 22nd meeting of the EU-Montenegro Stabilisation and Association Parliamentary Committee, held on 31 October and 1 November 2024,

     having regard to Montenegro’s accession to NATO on 5 June 2017,

     having regard to Special Report 01/2022 of the European Court of Auditors of 10 January 2022 entitled ‘EU support for the rule of law in the Western Balkans: despite efforts, fundamental problems persist’,

     having regard to the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention), ratified by Montenegro in 2013, and to the recommendations of the Commission on gender equality and combating gender-based violence,

     having regard to the World Press Freedom Index report published annually by Reporters Without Borders,

     having regard to the UN Refugee Agency (UNHCR) data on the Ukraine Refugee Situation as of April 2025,

     having regard to its recommendation of 23 November 2022 to the Council, the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy concerning the new EU strategy for enlargement[4],

     having regard to its previous resolutions on Montenegro,

     having regard to its resolution of 29 February 2024 on deepening EU integration in view of future enlargement[5],

     having regard to Rule 55 of its Rules of Procedure,

     having regard to the report of the Committee on Foreign Affairs (A10-0093/2025),

    A. whereas enlargement is a key EU foreign policy tool and a strategic geopolitical investment in peace, stability, security and prosperity;

    B. whereas the new enlargement momentum, sparked by the changing geopolitical reality and the EU membership applications by several Eastern Partnership countries, has prompted the EU to accelerate its efforts towards delivering on its long-overdue commitments to the Western Balkans; whereas the future of the Western Balkan countries lies within the EU;

    C. whereas each country is judged on its own merits in fulfilling the Copenhagen criteria, including full respect for democracy, the rule of law, good governance, fundamental EU values and alignment with EU foreign and security policy; whereas the implementation of necessary reforms in the area of ‘fundamentals’ determines the timetable and progress in the accession process;

    D. whereas Montenegro has gone furthest in the accession process, with all 33 chapters of the EU acquis open and six provisionally closed, and has significant public support therefor;

    E whereas the EU is Montenegro’s largest trading partner, investor and provider of financial assistance;

    F whereas Montenegro is exposed to malign foreign influence, disinformation campaigns and other forms of influence, including election meddling, hybrid warfare strategies and unfavourable investments from non-EU actors, particularly Russia and China, which are trying to influence Montenegro’s political, economic and strategic trajectory and threaten democratic processes and media integrity, jeopardising the country’s prospects for EU accession;

    G. whereas on 8 June 2024, an ‘All-Serb Assembly’ took place in Belgrade with the participation of high-ranking parliamentarians under the slogan ‘One people, one Assembly’;

    Commitment to EU accession

    1. Recognises Montenegro’s firm commitment to EU accession and reaffirms its full support for the country’s future EU membership; welcomes Montenegro’s leading regional position in the EU accession process as well as the overwhelming support of Montenegro’s citizens and the majority of political actors for joining the EU in 2028;

    2. Welcomes Montenegro’s positive progress in enacting EU-related reforms and measures, underpinned by an ambitious timeline and calls for collective efforts of political actors, civil society and citizens; commends Montenegro for meeting the interim benchmarks for Chapters 23 and 24, which continue to determine the overall pace of negotiations, and for receiving a positive Interim Benchmark Assessment Report; welcomes the closure of three more negotiating chapters, bringing the total to six;

    3. Encourages all political actors to stay focused on EU integration and the required reforms; stresses the need for political stability, commitment and constructive engagement in consensus building across party lines in order to move swiftly and more effectively towards closing additional chapters in 2025, so as to achieve the country’s ambitious timeline; stresses that the reforms adopted must be implemented effectively and consistently to ensure genuine progress and full alignment with EU legislation; calls for a strengthening of the functioning of, and coordination between, state institutions in order to achieve political stability and advance the country’s substantial progress in implementing key EU-related reforms, in particular electoral and judicial reforms and the fight against organised crime and corruption;

    4. Underlines that the credibility of the EU, including its enlargement policy as a whole, would be affected if tangible progress achieved by certain Western Balkan countries does not translate into clear advancements on the EU accession path;

    5. Welcomes Montenegro’s sustained full alignment with the EU’s common foreign and security policy (CFSP), including EU restrictive measures, inter alia, those related to Russia’s war of aggression against Ukraine and those targeted against cyberattacks, as well as its support for the international rules-based order at UN level; encourages Montenegro to strengthen the enforcement of restrictive measures and avoid their circumvention and to seize the assets of those sanctioned; calls on all government representatives to respect and promote CFSP alignment and EU values and refrain from any activities that may threaten Montenegro’s strategic path towards EU membership and its sovereignty; is highly concerned, in this context, by public high officials’ statements in support of the President of the Republika Srpska entity, Milorad Dodik, who is undermining the sovereignty and territorial integrity of Bosnia and Herzegovina; regrets the participation of high-ranking parliamentarians from Montenegro in the ‘All-Serbian Assembly’ in Belgrade as well as their support for the declaration adopted on that occasion undermining the sovereignty of Montenegro, Bosnia and Herzegovina and Kosovo;

    6. Underlines the strategic importance of Montenegro’s NATO membership and welcomes its active involvement in EU common security and defence policy missions and operations, such as EU Naval Force Operation Atalanta, and in NATO and other international and multilateral missions; welcomes the decision of Montenegro’s Council for Defence and Security to approve the participation of its armed forces in the EU Military Assistance Mission in support of Ukraine and NATO’s Security Assistance and Training for Ukraine and calls on the Montenegrin Parliament to adopt these decisions, thereby reinforcing the country’s commitment to collective security;

    7. Commends Montenegro for its humanitarian and material support to Ukraine and for extending the temporary protection mechanism that grants persons fleeing Ukraine the right to stay in Montenegro for one year; recalls that Montenegro is among the Western Balkan countries hosting the largest number of Ukrainian refugees, with over 18 800 refugees from Ukraine registered in Montenegro as of 31 January 2025, according to UNHCR statistics;

    8. Remains seriously concerned by malign foreign interference, destabilisation efforts, cyberattacks, hybrid threats and disinformation campaigns, including attempts to influence political processes and public opinion, by third-country actors, which discredit the EU and undermine Montenegro’s progress on its accession path; urges Montenegro to adopt countermeasures in stronger cooperation with the EU and NATO and through increased regional cooperation among the Western Balkan countries; notes that religious institutions can be used as a tool for external influence and condemns any undue interference by the Serbian Orthodox Church in this regard; reiterates the importance of building resilience capacity against foreign information manipulation and interference, including through greater oversight of the media landscape, public awareness campaigns and media literacy programmes; recommends that Montenegro establish a dedicated hybrid threat task force;

    9. Urges the Commission, the European External Action Service (EEAS), the Delegation of the EU to Montenegro and the Montenegrin authorities to boost strategic communication to Montenegrin citizens on the benefits of the enlargement process and EU membership, as well as on the concrete accession criteria that Montenegro still needs to fulfil to align with EU requirements; urges them, furthermore, to improve the EU’s visibility in the country, including as regards EU-funded projects; calls for StratCom monitoring to be expanded in order to concentrate on cross-border disinformation threats in the Western Balkan countries and their neighbours; calls on the Commission to further support the efforts of the EEAS and the Western Balkans Task Force so as to expand outreach activities by increasing visibility in local media, fact-checking reports and partnering with civil society organisations to counter false narratives more effectively;

    10. Welcomes the Montenegrin Parliament’s renewed engagement in the Stabilisation and Association Parliamentary Committee;

    Democracy and the rule of law

    11. Recognises the Montenegrin Parliament’s key role in the accession process, notably as regards passing accession-related legislation, and underlines the importance of parliamentary cooperation in this regard; reiterates the European Parliament’s readiness to use its political and technical resources to advance the EU-related reform agenda, including through democracy support activities; notes, with concern, the re-emerging tensions and ethnic polarisation, which are slowing the reform process; calls for constructive dialogue and consensus building across the political spectrum, prioritising legislative quality, and strongly urges that solutions be found through parliamentary dialogue; calls for preventing identity politics from diverting attention from the EU agenda or straining relations with its neighbours, ensuring that Montenegro remains firmly on the EU path; welcomes the agreement between the Montenegrin Prime Minister and opposition leaders to request an opinion from the Venice Commission regarding the termination of the mandate of Constitutional Court judge Dragana Đuranović and for the opposition to return to the parliament;

    12. Expresses its concern about attempts to amend the law on Montenegrin citizenship in the Montenegrin Parliament, which could have serious and long-term implications for the country’s decision-making processes and identity, while emphasising that any discussions on identity politics must be handled with the utmost sensitivity to avoid further polarisation and should aim for broad societal consensus; encourages the Montenegrin authorities to consult and coordinate with the EU on any possible changes to the law on citizenship and stresses the importance of achieving consensus on any matters relating to this subject of crucial importance for the identity and independence of Montenegro;

    13. Strongly encourages the Montenegrin Parliament to hold inclusive and transparent public consultations and regular and meaningful engagement with civil society in decision-making from an early stage in the legislative process, notably for key legislation in the EU reform process; encourages a more active role for the Montenegrin Parliamentary Women’s Club;

    14. Calls on Montenegro to fully align its electoral legal framework with EU standards, notably as regards harmonising electoral legislation, voting and candidacy rights restrictions, transparency, dispute resolution mechanisms, campaign and media oversight, and political party and election campaign financing, and to implement the recommendations of the Organization for Security and Co-operation in Europe’s Office for Democratic Institutions and Human Rights[6]; urges Montenegro to increase transparency and control of political party spending and prevent the abuse of state resources by bringing the relevant legislation into line with EU standards, as well as enhancing the enforcement of third-party financing rules and strengthening sanctions for violations; highlights the role of the Agency for Prevention of Corruption (APC) in this regard, and calls for increased cooperation between the APC and financial intelligence authorities to detect and prevent foreign influence in political campaigns; calls, furthermore, on Montenegro to implement the recommendations of the UN Committee on the Elimination of Discrimination against Women (CEDAW) on gender parity on electoral lists;

    15. Reiterates its call on the Montenegrin authorities to establish a single nationwide municipal election day, as provided for in the Law on Local Self-Government, in order to enhance governance efficiency, reduce political tensions and strengthen the stability and effectiveness of municipal and state institutions; recalls that future disbursement of funds under the Reform and Growth Facility is contingent on the fulfilment of this reform, in line with Montenegro’s commitments in its reform agenda, and should be pursued as a matter of priority; welcomes the fact that, in 2022, elections in 14 municipalities were held on the same day; calls for a robust legislative framework in this regard; is concerned by the misconduct of the electoral process in the municipality of Šavnik;

    16. Calls on the Montenegrin authorities to adopt the Law on Government that should enable an improved governance framework and the optimisation of public administration;

    17. Underlines the importance of a professional, merit-based, transparent and depoliticised civil service; calls on Montenegro to amend and implement the relevant legislation to provide a framework for the professionalisation, optimisation and rationalisation of state administration, including procedural safeguards against politically motivated decisions on appointments and dismissals, as well as high standards for managerial positions; regrets the lack of significant progress in adopting and effectively implementing such legislation and highlights that this allows for public service recruitment to remain subject to political influence;

    18. Welcomes Montenegro’s inclusion in the Commission’s 2024 Rule of Law Report; notes, with concern, the identified deficiencies, including judicial appointments and the independence of the prosecutor’s office;

    19. Welcomes the progress made in implementing key judicial reforms, adopting a new strategic framework and completing long-outstanding judicial appointments; calls on Montenegro to fill the remaining high-level judicial positions;

    20. Urges Montenegro to further align its legal framework, including the constitution, in particular on the composition and decision-making process of the Judicial Council, with EU laws and standards on the independence, accountability, impartiality, integrity and professionalism of the judiciary,  and to further depoliticise appointments to bolster independence, implement outstanding international recommendations, and determine criteria for the retirement of judges and prosecutors in line with European standards and in full compliance with the Constitution; regrets the pending case backlog and calls on Montenegro to take measures to reduce the duration of legal proceedings, particularly for serious and organised crime cases, notably on money laundering; recommends that Montenegro adopt the amendments to the Constitution in the final stage of the country’s EU accession negotiations;

    21. Notes the steps taken in the fight against corruption, including new laws and provisions on the protection of whistleblowers, the creation of a new National Council for the fight against corruption and a new anti-corruption strategy for 2024-2028; encourages Montenegro to further align with the EU acquis and EU standards and address recommendations by the Commission, the Venice Commission and the Group of States against Corruption (GRECO); encourages the Montenegrin authorities to continue addressing existing deficiencies in the handling of organised crime cases and the seizure and confiscation of criminal assets;

    22. Urges Montenegro to step up its criminal justice response to high-level corruption, including by strengthening the effective enforcement of existing criminal legislation and imposing effective and deterrent penalties, and to create conditions for judicial institutions and independent bodies dealing with corruption to function effectively, free from political influence;

    23. Notes the work of the Agency for Prevention of Corruption and calls for it to be provided with sufficient funding and for it to be depoliticised; expects the Agency to deliver tangible results and act non-selectively to strengthen its integrity and enhance its authority in carrying out its competences effectively; calls for a stronger corruption prevention framework;

    24. Urges Montenegro to align its weapons legislation with EU law and international standards, particularly as regards technical standards for firearm markings, deactivation procedures and regulations for alarm and signal weapons, as well as to establish a standardised and effective data collection and reporting system for firearms; is appalled by the tragic mass shooting in Cetinje and expresses its condolences to the victims’ families; expresses its concern over the exploitation of this tragedy for disinformation and ethnic polarisation; urges Montenegro to strengthen its crisis communication to counter disinformation and ensure responsible media reporting in the aftermath of violent incidents; calls for systematic actions in the areas of security, mental well-being and institutional transparency, as well as in civic education and public awareness, outreach and educational initiatives, on the dangers and risks of firearms, in line with citizens’ expectations and societal needs;

    25. Calls on Montenegro to urgently fully align its visa policy with that of the EU, especially as regards countries posing irregular migration or security risks to the EU; expresses its concern that, contrary to expectations, two additional countries have been added to the visa-free regime and that Russian and Belarusian passport holders continue to benefit from a visa-free regime; notes that the harmonisation of the visa policy is also provided for in Montenegro’s reform agenda under the Reform and Growth Facility;

    26. Welcomes the ongoing cooperation between Montenegro and the European Border and Coast Guard Agency (Frontex), Europol, Eurojust and the European Union Agency for Law Enforcement Training (CEPOL), and notes the importance of this cooperation in tackling cross-border crime, including the trafficking of weapons, drugs and human beings, and in combating terrorism and extremism; welcomes the entry into force of the upgraded agreement on operational cooperation in border management with Frontex on 1 July 2023 and encourages further cooperation between Montenegro and Frontex to strengthen border management, support asylum procedures, fight smuggling and enhance readmission;

    Fundamental freedoms and human rights

    27. Regrets that the most vulnerable groups in society still face discrimination; calls on Montenegro to adopt a new anti-discrimination law and relevant strategies, through an inclusive, transparent and meaningful process that actively involves those most affected, to improve vulnerable groups’ access to rights; underlines that respect for the rights of all national minorities is an integral part of the EU acquis; calls for stronger implementation to ensure equal treatment of all ethnic, religious, national and social groups so that they are guaranteed equal rights and opportunities and can fully participate in social, political and economic life;

    28. Welcomes Montenegro’s multi-ethnic identity and calls for the further promotion of and respect for the languages, cultural heritage and traditions of local communities and national minorities, as this is closely intertwined with Montenegro’s European perspective;

    29. Underlines the multi-ethnic identity of the Bay of Kotor; stresses that Montenegro’s European perspective is closely intertwined with the protection of minorities and their cultural heritage; calls on the Montenegrin authorities to nurture the multi-ethnic nature of the state, including the traditions and cultural heritage of the Croatian community in the Bay of Kotor;

    30. Expresses its grave concern over the endangered heritage sites in Montenegro such as the Bay of Kotor and Sveti Stefan; stresses that Sveti Stefan, along with Miločer Park, was listed among the ‘7 Most Endangered heritage sites in Europe’ for 2023;

    31. Calls on the Montenegrin authorities to address the difficult living conditions of Roma people in Montenegro and the discrimination they face, and calls for more measures to promote intercultural understanding in schools; calls on the Montenegrin authorities to also take measures to improve the climate of societal inclusion for LGBTI persons;

    32. Welcomes that Montenegro has aligned its legislative and institutional framework with the EU acquis and international human rights standards regarding compliance with the UN Convention on the Rights of the Child and its optional protocols; urges the authorities to address shortcomings in implementation, namely related to accountability and monitoring;

    33. Calls for the effective implementation of strategies to uphold the rights of persons with disabilities across all sectors and policies;

    34. Condemns all hate speech, including online and gender-based hate speech, and hate crimes; welcomes the criminalisation of racism and hate speech;

    35. Emphasises the need to strengthen institutional mechanisms for gender quality and calls on the Montenegrin authorities to address the gender pay gap, to improve women’s participation in decision-making – in both the public domain, particularly public administration, and judicial and security sectors, and in business – to ensure the increased political participation of women, to introduce gender responsive budgeting, and to combat gender stereotypes and strengthen efforts to combat discrimination against women, particularly in rural areas; welcomes recent efforts aimed at boosting women’s representation in science, technology, engineering and mathematics (STEM) and encourages further efforts in technology sectors;

    36. Is deeply concerned by the high rates of gender-based violence, including domestic violence and femicide; calls on Montenegro to fully align its definitions of gender-based violence and domestic violence with the Istanbul Convention, and with recommendations of international bodies, and to set up effective protection and prevention mechanisms and support centres, and ensure effective judicial follow-up for victims of domestic and sexual violence as well as a more robust penal policy towards perpetrators; calls for the collection of disaggregated data on gender-based violence and gender disparities to improve policy responses;

    37. Regrets that the draft law on legal gender recognition was not adopted in 2024, despite it being a measure under Montenegro’s EU accession programme; urges Montenegro to adopt the law without delay;

    38. Welcomes Montenegro’s new media laws and its strategy for media policy aimed at strengthening the legal framework to effectively protect journalists and other media workers; insists on a zero-tolerance policy with regard to pressure on, harassment of, or violence against journalists, particularly by public figures; underlines the need for effective investigations, the prosecution of all instances of hate speech, smear campaigns and strategic lawsuits against journalists, and follow-up of past cases; stresses the need to ensure journalists’ rights to access information and maintain a critical stance; notes a significant improvement in Montenegro’s press freedom, demonstrated by its progress on the World Press Freedom Index;

    44. Regrets that Chapter 31 could not be closed in December 2024; calls on all engaged parties to find solutions to outstanding bilateral issues in a constructive and neighbourly manner and prioritise the future interests of citizens in the Western Balkans; recalls that using unresolved bilateral and regional disputes to block candidate countries’ accession processes should be avoided; welcomes bilateral consultations between the Republic of Croatia and Montenegro on the status of unresolved bilateral issues; encourages the authorities to continue pursuing confidence-building measures;

    45. Notes Montenegro’s amendments to the Criminal Procedure Code to address legal and practical obstacles to the effective investigation, prosecution, trial and punishment of war crimes in line with relevant recommendations; calls on Montenegro to apply a proactive approach to handling war crimes cases, in line with international law and standards, to identify, prosecute and punish the perpetrators and the glorification of war crimes and ensure access to, and delivery of justice, redress and reparations for victims, and clarify the fate of missing persons; calls on Montenegro to allocate sufficient resources to specialised prosecutors and courts and proactively investigate all war crime allegations and raise issues of command responsibility, as well as to review past cases that were not prosecuted in line with international or domestic law; calls for regional cooperation in the investigation and prosecution of individuals indicted for war crimes; recognises that addressing these issues and safeguarding court-based facts are an important foundation for trust, democratic values, reconciliation and strengthening bilateral relations with neighbouring countries, and encourages Montenegro to step up these efforts;

    46. Warns against the dangers of political revisionism, which distorts historical facts for political purposes, undermines accountability and deepens societal divisions; strongly condemns the glorification of war criminals and widespread public denial of international verdicts for war crimes, including by the Montenegrin authorities; considers that President Jakov Milatović’s statement expressing regret over the participation of Montenegrin forces in the bombardment of the city of Dubrovnik was a valuable contribution to regional peace and reconciliation;

    47. Reiterates its support for the initiative to establish the Regional Commission for the establishment of facts about war crimes and other gross human rights violations on the territory of the former Yugoslavia (RECOM);

    48. Reiterates its call for the archives that concern the former republics of Yugoslavia to be opened and for access to be granted to the files of the former Yugoslav Secret Service and the Yugoslav People’s Army Secret Service in order to thoroughly research and address communist-era crimes;

    Socio-economic reforms

    49. Welcomes Montenegro’s inclusion in SEPA payment schemes, lowering costs for citizens and businesses; underlines that this opens up opportunities for business expansion, increased competitiveness, innovation and improved access to foreign direct investments;

    50. Welcomes the Growth Plan for the Western Balkans, which aims to integrate the region into the EU’s single market, promote regional economic cooperation and deepen EU-related reforms, and which includes the EUR 6 billion Reform and Growth Facility for the Western Balkans; welcomes Montenegro’s adoption of a reform agenda and encourages its full implementation; notes that the implementation of the defined reform measures under Montenegro’s reform agenda for the Growth Plan would provide access to over EUR 380 million in grants and favourable loans, subject to successful implementation; stresses the importance of inclusive stakeholder consultations, including local and regional authorities, social partners and civil society, in the design, implementation, monitoring and evaluation phases;

    52. Calls for the EU and the Western Balkan countries to establish a framework for effective cooperation between the European Public Prosecutor’s Office (EPPO) and the accession countries in order to facilitate close cooperation and the prosecution of the misuse of EU funds, including through the secondment of national liaison officers to the EPPO; encourages Montenegro to fully implement working arrangements with the EPPO; calls for the EU to make the necessary legal and political arrangements to extend the jurisdiction of the EPPO to EU funds devoted to Montenegro as a candidate country;

    Helping bring phage medicines to UK patients – guidance for industry

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today (4 June) published the UK’s first official guidance to support the safe development and use of phage therapies – treatments that use viruses to target and destroy harmful bacteria.

    The guidance aims to help researchers and companies develop phage-based medicines that meet UK safety, quality and efficacy standards, so they can be made available to patients who need them most.

    It covers both combined phage products designed for common infections and circulating strains, as well as personalised phage therapies that are tailored for individual patients with rare or highly resistant infections.

    For patients, this could mean access to phage treatment when standard-of care-antibiotics fail or cannot be given, for example due to allergies. While some patients in the UK have already received phage therapy under compassionate use – with phages imported from abroad – there are currently no licensed phage medicines on the UK market.

    Lawrence Tallon, MHRA Chief Executive, said:

    “Some infections are becoming harder to treat when antibiotics are ineffective against them – and patients urgently need new options.

    Phage therapies use bacterial viruses – called bacteriophages – that attack specific bacteria without harming human cells. They have received increased interest in recent years as a potential way to treat antibiotic-resistant infections, with over 60,000 serious antibiotic-resistant infections estimated annually in the UK and growing.

    The MHRA’s publication sets out how existing UK and international regulatory frameworks apply to phage treatments – from early research through to use in patients. It provides clear, practical advice on what’s needed at each stage of development – whether the goal is a fully licensed product or a treatment used under a clinician’s responsibility for an individual case.

    Further detail in the guidance includes: – What evidence is needed to support clinical trials and market authorisation – How to meet standards on quality, safety and manufacturing, including the application of Good Manufacturing Practice (GMP) – How personalised treatments can be developed and supplied – When and how unlicensed phage treatments can be used for individual patients

    The 28-page document brings together UK and international regulatory standards in one place, helping innovators clearly understand what’s required – and avoid unnecessary delays.

    The MHRA developed the guidance with input from the Phage Innovation Network, a cross-sector group supported by Innovate UK, and from industry, clinicians and academic researchers.

    Protecting mangroves in Madagascar and Indonesia

    The UK’s International Climate Finance (ICF) supports mangrove conservation to reduce the impacts of climate change, protect biodiversity and boost livelihoods.

    Mangrove forests, found in tropical and sub-tropical coastal areas, are a vital home for endangered species such as the white breasted sea eagle and olive ridley turtles. They also support coastal communities that depend on them for their livelihoods.

    Crucially, mangroves play a key role in tackling climate change, with the ability to store up to 4 times more carbon than rainforests.

    However, mangrove forests have been in severe decline for decades. To address this, the UK government is funding the Blue Forest Initiatives programme, led by the UK non-profit Blue Ventures, to protect, restore and sustainably manage mangrove forests in Madagascar and Indonesia.

    The community-led programme is working to prevent deforestation and overfishing while supporting the livelihoods of up to 70,000 people.

    With a goal of protecting approximately 80,000 hectares of mangrove forests – an area larger than the size of 100,000 football pitches, the programme is expected to save 1.7 million tonnes of carbon dioxide from being released.

    By securing the future of these critical ecosystems, the UK is not only combatting climate change but also safeguarding biodiversity and tackling extreme poverty.

    India won the Presidency of the International Institute of Administrative Sciences (IIAS) on Tuesday, 3 June 2025. The International Institute of Administrative Sciences, a notable global institution, is a federation of 31 member countries, 20 national sections, and 15 academic research centres jointly collaborating on scientific research in public administration.

    Prime Minister Narendra Modi had nominated the Indian candidate, Secretary DARPG (Department of Administrative Reforms and Public Grievances), Shri V. Srinivas, for the 2025-2028 Presidency of IIAS in November 2024. Following Presidency hearings in February 2025, the candidacies of India, South Africa, and Austria were forwarded to the IIAS General Body. Subsequently, South Africa withdrew its candidacy in favour of India in May 2025.

    The election between India and Austria was held on 3 June 2025, in which 141 votes were polled. India secured 87 votes (61.7 per cent of the vote), while Austria received 54 votes (38.3 per cent of the vote). India’s candidacy received widespread support from across the membership.

    This election marks two significant firsts in the 100-year history of IIAS: it was the first time the President was elected by a ballot process, and it is the first time India has secured this historic mandate.

    The Indian Presidency of the institution will seek to bridge the North-South Divide with a focus on unity and inclusivity.     From Interview Challenge to AI Innovation

    Obtaining lessons learned and feedback is a vital aspect of any military activity. However, this can be a time-consuming process if done through traditional one-on-one in-person interviews.

    For instance, when naval vessels return from a deployment, only senior officers might be interviewed about lessons learned, leaving hundreds of valuable perspectives lost. But what if there was a way to capture insights from everyone on board, without the resource burden of conducting hundreds of individual interviews?

    DIEM Analytics’ DUCHESS system, developed with DASA funding, can do just that, transforming how defence organisations learn from experience.

    DASA’s Early Investment in DIEM Analytics

    Founded in 2011 as a consulting company by former Ministry of Defence staff, DIEM Analytics set out to explore whether AI could conduct the kind of dynamic interviews that normally required human expertise. Not just static surveys, but conversations that could listen to responses and generate intelligent follow-up questions and gather rich insights at scale.

    Through DASA’s “People in Defence” Themed Competition in 2019, DIEM Analytics secured their first round of funding to develop the first iteration of DUCHESS, an automated interviewing tool – years before ChatGPT and the generative AI boom.

    “We were a bit ahead of our time,” notes Dr. Jaya-Ratnam. “When we first started, talking to AI was quite an unusual experience. Now people are more used to talking to a device, and there’s a bit more understanding in the market that these things are actually really useful.”

    How DUCHESS Works

    DUCHESS uses natural language processing (NLP) technology and carefully designed defence-based interview methodology. The system begins with a set of initial open-ended questions tailored to the specific feedback scenario – whether its lessons learned from a deployment or insights during organisational transformation.

    What sets DUCHESS apart from simple surveys is its ability to analyse responses in real-time and generate relevant follow-up questions, mimicking the natural flow of a human interview.  The dynamic follow-on questions have been proven to generate an average of 63% more data than just using a static question set.

    Evolution Through Testing and Adaptation

    DUCHESS’ journey wasn’t straightforward. Phase 1 funding enabled the team to test their concept at scale with Royal Navy sailors returning from deployment. The positive response from this project led to phase 2 funding, where the system was deployed in a headquarters undergoing transformation.

    “For phase 2, we improved the questioning, and we enhanced the visualisations as well,” explains Dr. Jaya-Ratnam. “How we display interview data is really important, and the different use cases mean that the visual analysis is unique for each of these.”

    The system can identify key themes, sentiment patterns, and causal relationships between interview answers. These insights are then presented through customisable visualisations, allowing decision-makers to quickly grasp complex feedback from hundreds of interviews.

    Further Development and International Adoption

    When COVID-19 hit in 2020, just as phase 2 concluded, the team faced a critical barrier; their system relied on people physically sitting in front of a laptop to conduct the interview. However, with defence personnel at the time working remotely, they needed a new approach.

    “We made the decision to privately fund a cloud-hosted version,” says Dr. Jaya-Ratnam. The team invested approximately £50,000 of their own money and significant effort to adapt their technology to the new reality.

    The investment paid off. Despite being a micro-SME with just four core team members, DIEM Analytics began securing international contracts.

    “The first commercial user was the NATO Joint Analysis Lesson Learnt Centre,” says Dr. Jaya-Ratnam. “After, we secured a contract with the Canadian Air Warfare Centre which became a regular user of DUCHESS.”

    Other users included the Royal Navy, the National Physical Laboratory, and the UK’s Naval Engineering Science and Technology Centre (NEST). The Maritime Warfare Centre also requested a version for offline usage, broadening its applications further.

    In recognition of their innovation, the Royal Navy nominated DIEM for AI Innovation of the Year with Digital Leaders for two consecutive years, with the company placing in the top three in the second year (2021). 

    Embracing the AI Revolution

    When OpenAI and ChatGPT transformed the AI landscape in 2022, DIEM Analytics was perfectly positioned to capitalise on the breakthrough. Having already developed their own interview technology, they understood both the potential and limitations of these new tools.

    “We built our Version 2 of DUCHESS on OpenAI,” explains Dr. Jaya-Ratnam. “Version 2 is more conversational and engaging for users, and slicker in its work.”

    The team designed their system to be compatible with other large language models (LLMs) giving them flexibility for future AI developments. “We have built the system so you could switch in other LLMs, so we’re not completely wedded to OpenAI,” notes Dr. Jaya-Ratnam.

    Beyond Duchess: A Portfolio of Innovation

    DASA’s support for DIEM Analytics extends beyond DUCHESS. MaLFIE (Machine Learning Fuzzy-logic Integration for Explainability) was developed to address a Navy challenge from a 2018 hackathon, to not only detect anomalies at sea but explain and prioritise them. With DASA funding, MaLFIE went from concept to implementation at the National Maritime Information Centre within two years.

    Another innovation, Red Mirror, submitted through a Defence Science and Technology Laboratory (Dstl) competition Intelligent Ship, received three rounds of funding. This technology predicts what an enemy asset will do next, using low-shot learning (when algorithms learn to make accurate predictions with limited training data) to rapidly build a mirror of adversary AI. To support this development, DIEM Analytics created their own drone simulation system called DR SO.

    “We have developed a sophisticated app that is similar to a commercial game,” says Dr. Jaya-Ratnam of DR SO. This technology recently secured a contract with a major prime contractor.

    A third DASA-funded innovation, Red’s Shoes, is an algorithm originally developed for the hedge fund industry that has been adapted to predict adversary commander behaviour. After proving the concept in a NATO exercise, it has been deployed with NATO’s SHAPE Team.

    The Future: Scaling Innovation

    Today, DIEM Analytics is positioning itself for broader commercial success. “We are working out how we will push DUCHESS as a commercial offering at scale,” explains Dr. Jaya-Ratnam. “We want to make it a purely SaaS offering.”

    The team is conducting market testing to identify the most promising sectors, including construction health and safety, venture capital interview processes, and pharmaceuticals.

    With DASA’s initial investment serving as the foundation supporting several innovative technologies, DIEM Analytics has transformed from a defence consultancy into a unique AI company with international reach. Their story demonstrates how targeted government support for early-stage technologies can position UK companies for success in the rapidly evolving AI landscape before that landscape was fully visible.

    “DASA funding gave us the ability to establish reference use-cases and mature the underlying technology. This became a solid foundation on which to invest our own money to create a commercial application that UK and international defence organisations, as well as commercial organisations, have used. We now have DUCHESS version 2.0 and are moving into sectors such as commercial maritime and wellbeing. Thanks to COVID our growth was slower than we wanted, but DASA gave us the leg up we needed.”

    On June 2, the Saint Petersburg State University of Architecture and Civil Engineering and the Union of Restorers of Saint Petersburg signed a cooperation agreement.     The activities of the Union of Restorers of St. Petersburg are aimed at preserving and restoring the architectural heritage of the Northern capital. It unites professionals in the field of complex restoration, suppliers of materials, and design organizations.

    The parties intend to cooperate in the field of science and education, popularization of cultural heritage sites, protection, preservation and popularization of historical sites and buildings, historical and cultural monuments; promote the development of the restoration industry as a complex of exclusive types of work to preserve architectural and cultural heritage; develop volunteerism.

    Following the signing ceremony, the parties outlined further steps aimed at training highly qualified professionals. Together with Evgeny Korolev and Alexandra Komissarova, the constructive dialogue was attended by the Dean of the Faculty of Architecture Ekaterina Voznyak, Advisor to the General Director of the Union of Restorers of St. Petersburg Lidiya Vernik, Associate Professor of the Department of Architectural and Urban Heritage Nadezhda Akulova.

    “We can tell about the possibilities of the SPbGASU educational programs to the members of the Union of Restorers so that they can send their employees to relevant training programs in order to improve their qualifications and develop the restoration industry of St. Petersburg. It also seems interesting to cooperate in the formation of educational programs aimed at improving the training of professional personnel involved in organizing and carrying out work on the preservation of architectural monuments. Organizations that are part of the Union of Restorers have extensive experience in restoration work, they are also valuable and interesting from the point of view of opportunities to replenish the teaching staff. Thus, we will act as a coordinator and accumulator of information on the joint activities of our organizations,” said Alexandra Komissarova.

  • MIL-OSI Russia: Stir, Don’t Shake: HSE and AIRI Accelerate Further Training of Neural Networks

    Researchers from the Higher School of Economics and AIRI have proposed a method for quickly fine-tuning neural networks: data is processed in groups, which are then mixed in an optimal way to improve their interaction. The method copes better than its analogues with generating and analyzing images, and fine-tuning text models. At the same time, it requires less memory and training time. Results The works were presented at the NeurIPS 2024 conference.

    The larger the neural network, the more difficult it is to quickly adjust it to a new task. Retraining a model from scratch is long and expensive. Therefore, developers are looking for low-cost ways to adapt it to a specific task while maintaining the overall quality of the original version.

    One of them is fine-tuning using orthogonal matrices: unlike alternative approaches, they preserve important features of the original model. But popular options like block-diagonal or butterfly matrices have drawbacks: they are either limited or require a lot of calculations.

    Researchers Faculty of Computer Science HSE and AIRI have proposed a new method for constructing matrices, which they call “Group-and-Shuffle”. Instead of working with all the data, they divide its parameters into small groups, process each one separately, and shuffle them together. This structure turned out to be both flexible and compact: it helps the model to more accurately adapt to the task, but at the same time requires less computation and memory.

    Based on GS matrices, the researchers developed the GSOFT method, a new implementation of orthogonal fine-tuning of neural networks. Unlike previous approaches, GSOFT uses fewer parameters, but maintains stability and training quality even with a small amount of data. The team also proposed a two-sided version of the method, Double GSOFT, which allows you to change the parameters on both sides at once, increasing the flexibility and accuracy of the model.

    “We figured out how to form orthogonal matrices using just two matrices of a special type, rather than five or six as in previous approaches. This saves resources and training time,” explains Nikolai Yudin, a research intern Scientific and educational laboratory of matrix and tensor methods in machine learning National Research University Higher School of Economics.

    The researchers tested the approach on three types of tasks. In additional training of the RoBERTa language model, the method worked better with a comparable number of parameters. In image generation, where the model must preserve the features of the original but adapt to the user’s request, GSOFT and Double GSOFT performed better than popular approaches such as LoRA and BOFT, while requiring less memory and training time.

    The authors also tested their approach on convolutional neural networks, which are most often used to analyze images and videos, such as in face recognition. They adapted GS matrices even for cases where the model needs to be highly resistant to noise and distortion.

Senator Duckworth then delivered remarks, saying that she is happy to be back in Taiwan and that she wanted to make sure to come back just after President Lai’s one-year anniversary of taking office to show the dedication and the outstanding friendship that we have. She noted that because no matter who is in the White House, no matter which political party is in power in Washington, DC, she has always believed that if America wants to remain a leader on the global stage, it has to show up for friends like Taiwan.  Senator Duckworth mentioned that in the years that she has been coming to Taiwan since pre-COVID times, she has seen a remarkable increase in participation in its defense and the support of the Taiwanese people for defending the homeland. She then thanked Taiwan for making the commitment to its self-defense, and also for being a partner with other nations around the world.  The STAND with Taiwan Act, the senator noted, is so named because the US wants to stand side by side with Taiwan. Pointing out that Taiwan is an important leader in the Indo-Pacific and on the global stage, she reiterated that there is support on both sides of the aisle in Washington for Taiwanese democracy, and added that the people of Taiwan are showing that they are willing to shore up their own readiness. Senator Duckworth said that whether it is delivering vaccines to Taiwan or making sure that the US National Guard works with Taiwan’s reserve forces or even with its civilian emergency response teams, these are all important components to the ongoing partnership between our nations.  Senator Duckworth indicated that there are many great opportunities moving forward beyond our military cooperation with one another.     On the afternoon of May 27, President Lai Ching-te met with a delegation led by Chair of the Natural Resources Committee of the United States House of Representatives Bruce Westerman. In remarks, President Lai stated that Taiwan and the US enjoy close industrial exchanges and continue to explore new opportunities for investment and collaboration. The president said that Taiwan will continue to increase purchases from and together build non-red supply chains with the US, expressing hope that economic and trade relations grow even closer and that both work together to jointly safeguard peace and stability throughout the region. A translation of President Lai’s remarks follows: I am delighted to meet and exchange views with members of the US House Committee on Natural Resources today. Chair Westerman, the leader of this delegation, is an old friend of Taiwan. On behalf of the people of Taiwan, I extend a very warm welcome to the delegation. I also want to thank you all for your long-term close attention to Taiwan-related affairs and your strong support for Taiwan. Taiwan and the US enjoy close ties and share ideals and values. There is an excellent foundation for cooperation between us, particularly in such areas as energy, the economy and trade, agriculture and fisheries, environmental protection, and sustainable development. In recent years, Taiwan-US ties have grown closer and closer. The US has become Taiwan’s largest destination for overseas investment, accounting for over 40 percent of Taiwan’s outbound investment. Taiwan is also the seventh largest trading partner of the US and its seventh largest export market for agricultural products. The SelectUSA Investment Summit held in Washington, DC earlier this month was the largest in its history. Taiwan’s delegation, representing 138 enterprises, was once again the biggest delegation attending the event. This shows that Taiwan and the US enjoy close industrial exchanges and continue to explore new opportunities for investment and collaboration. Looking ahead, with the global landscape changing rapidly, Taiwan will continue to increase purchases from the US, including energy resources such as natural gas and petroleum, as well as agricultural products, industrial products, and even military procurement. This will not only help balance our bilateral trade, but also strengthen development for Taiwan in energy autonomy, resilience, the economy, and trade. Taiwan and the US are also well-matched in such areas as high tech and manufacturing. As the US pursues reindustrialization and aims to become a global hub for AI, Taiwan is willing to take part and play an even more important role. We will strengthen Taiwan-US industrial cooperation and together build non-red supply chains. Last year, I transited through Guam en route for visits to Taiwan’s diplomatic allies in the Pacific. The enthusiastic reception I received from the government, legislature, people, and members of our overseas community in Guam was very touching and left me with a deep impression. During the morning tea reception hosted by Governor Leon Guerrero, we joined in singing our respective national anthems, as well as the Fanohge CHamoru. I also received at the Guam Legislature a copy of a Taiwan-friendly resolution it passed on behalf of the people of Taiwan. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. She said that after learning during President Lai’s visit to Guam last year that he is a medical doctor, she felt more relaxed because healthcare colleagues are one in their endeavor to help enhance the health and well-being of people. She then expressed her heartfelt appreciation for the invitation to Taiwan.  Governor Leon Guerrero said that as they learn more about opportunities for collaboration with Taiwan, they are humbled by the hospitality they have experienced. In both of our islands, she said, hospitality is more than just a custom – it forms a part of our identities. She noted that despite being nearly 2,000 miles apart, we are connected by the Pacific Ocean and common roots, and our ancestors both value family, community, and tradition. That is why being here today, she said, she feels a strong sense of familiarity, like reconnecting with old friends.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    The annual book festival will be held in Moscow from June 4 to 7 “Red Square”. This year it is dedicated to the 80th anniversary of the victory in the Great Patriotic War and the Year of the Defender of the Fatherland. The event traditionally takes place on Red Square at the beginning of summer and is timed to coincide with the birthday of Alexander Pushkin and the Day of the Russian Language.

    “Moscow libraries under the Department of Culture have prepared more than 100 events for guests of the Red Square book festival. In honor of the 165th anniversary of the author’s birth, they will perform two plays based on humorous stories – “The Bear” and “The Proposal”.

    At 13:00, the theatre studio “Theatre named after Menya” will show the stage production “Manifestation”, which tells about the invention of the camera and photographic film.

    The performance based on Alexander Pushkin’s poem “Gypsies” will be shown by the youth project “Open Theater” at 14:00. The director and performer is Ekaterina Buyanova, winner of the festivals “Yursky’s Butterfly – 2024”, “Territory of the Future. Moscow 2030” in Zaryadye Park and “Red Square – 2024”.

    At 15:00, the artists of the Satire Theatre, accompanied by an orchestra, will perform popular songs for the festival guests, including “Good evening, my city”, “In the city of happy people”, “Moscow windows” and “The best city on earth”.

    A lecture dedicated to the 100th anniversary of the publication of Mikhail Bulgakov’s novel “The White Guard” will take place at 16:00. It will discuss the history of the creation of the work, as well as the events that formed the basis of the novel.

    At 6:00 p.m., photographer, local historian and author of books about the capital Elena Krizhevskaya will hold a presentation entitled “Moscow Mansions, Their Owners and Architects in Stories and Photographs.” Visitors to the event will also be treated to a screening of the new book “Behind the Front Doors.”

    The creative interactive meeting “A Neskuchny Gorod — Other Local History” will take place at 19:00. Guests will learn popular names of Russian streets, interesting facts about manhole covers and other attributes of cities. Pushkin Library Valentina Molotkova will give a lecture dedicated to the 165th anniversary of Anton Chekhov’s birth “I am forever a Muscovite”.

    At 2:00 pm, poet, playwright, show host, member of the Union of Russian Writers Mikhail Slutsky will hold a presentation of the books “Hurry to Share Kindness!”. Editions for children of different ages will be presented, including “Merry ABC”, “Journey from One to Zero”, “Puzzled Tales”, “In Search of the Seven Hills”, “Flight of the Turtle” and “Antique – Ironic”.

    The concert “Commanders and Muses”, dedicated to the 80th anniversary of the victory in the Great Patriotic War, will begin at 16:00. The performance will feature soloists of the “Young Opera of Russia” project and Lyubov Kazarnovskaya.

    At 17:00 there will be a lecture “Ivan Vasilyevich: Leonid Gaidai vs. Mikhail Bulgakov”. Listeners will learn about Bulgakov’s comedy and Leonid Gaidai’s film.

    The creative meeting “Russian victories in Antarctica” will take place at 19:00. 205 years ago, the first Russian Antarctic expedition took place. On the sloops “Vostok” and “Mirny” under the leadership of Faddey Bellingshausen and Mikhail Lazarev, the sixth continent was discovered.

    The Pushkin Coats of Arms, Bulgakov’s Moscow and Fantasy for Children

  • MIL-OSI: Karolinska Development’s portfolio company OssDsign raises approximately SEK 158 million, announces an updated strategy and revises financial targets

    STOCKHOLM, SWEDEN, June 4, 2025. Karolinska Development AB (Nasdaq Stockholm: KDEV) announces that its portfolio company OssDsign has carried out a directed share issue through an accelerated bookbuilding procedure that brought the company approximately SEK 158 million. In connection with the directed share issue, the company announced an updated strategy and revised its financial targets for the period 2025–2028.

    Investors in the directed issue include both existing shareholders and new Swedish and international institutional investors such as Adrigo Asset Management, La financiere de L’Echiquier, Lancelot Asset Management AB, Linc AB and Tedde Jeansson through company. The subscription price in the directed issue was determined through an accelerated bookbuilding procedure.

    In connection with the directed share issue, the company announced an updated strategy, ScaleToProfit“, for the period 2025–2028 that will include investments in four main areas:

    • Sales and marketing: Double the U.S. sales force by 2026 and accelerate marketing
    • Research and development: Launch two new products during the Strategy Period and obtain a minimum of one expanded indication clearance in the U.S.
    • Clinical studies: Continue building the PROPEL spinal fusion registry and conduct 2-3 smaller clinical prospective studies
    • Production: Implement a scalable and more cost-efficient production process and move to a predominant U.S. footprint

    Further, the board of directors of OssDsign has resolved on revised financial targets:

    • Deliver sales of more than SEK 400 million by 2028 – equivalent to over 30 percent compounded annual growth rate during 2025–2028
    • Become EBIT profitable and cash flow positive in the second half of 2025–2028
