  • India, UK hold 17th Foreign Office Consultations; launch strategic tech dialogue

    India and the United Kingdom on Tuesday held the 17th round of Foreign Office Consultations (FOC) in New Delhi, where the two sides reviewed the full spectrum of their bilateral ties. The meeting also marked the launch of the first Strategic Exports and Technology Cooperation Dialogue (SETCD), aimed at deepening collaboration in high-technology and strategic sectors.

    Foreign Secretary Vikram Misri led the Indian delegation, while the UK side was represented by Sir Oliver Robbins, Permanent Under-Secretary at the Foreign, Commonwealth & Development Office (FCDO). The last FOC was held in London in May 2024.

    The discussions focused on strengthening cooperation across areas such as trade and investment, defence and security, counter-terrorism, climate action, green energy, science and innovation, education, and people-to-people ties. Both sides welcomed the conclusion of the India-UK Free Trade Agreement and the Double Contribution Convention.

    The inaugural SETCD addressed export control mechanisms, with a view to facilitating greater technology collaboration in strategic areas.

    India appreciated the UK’s expression of solidarity in its fight against terrorism. The two sides also exchanged views on key regional and global developments, including the Russia-Ukraine conflict, the Indo-Pacific, and West Asia.

    Both countries agreed to maintain regular exchanges at the political and senior official levels. The next FOC will be held in London in 2026 at a mutually convenient time.

    CSC, SURF and Nokia Achieve 1.2 Tbit/s Data Transfer to prepare long haul network for new LUMI-AI supercomputer and AI Factories

    • Trial helps researchers prepare network for high performance computing (HPC) clusters and AI Factories handling massive datasets and high-intensity workloads.
    • Results confirm that multi-domain, high-capacity data transfers across European research networks are both feasible and future-ready.

    Espoo, Finland – Nokia, CSC – IT Center for Science and SURF have successfully tested a high-capacity, quantum-safe fibre-optic connection exceeding 1.2 terabit per second (Tbit/s) between Amsterdam, the Netherlands and Kajaani, Finland with data traversing over 3500 kilometers. The trial, which was conducted in May 2025, demonstrated the potential of ultra-fast, cross-border connectivity for research.

    Tests were carried out along several routes, including the longest which spanned 4,700 km through Norway at a capacity of 1Tbit/s. To put this in perspective, 1 Tbit/s is enough to stream 200,000 full HD movies (at 5 Mbit/s each) simultaneously. 

    These results are particularly promising as the research community prepares for supercomputers and AI Factories to come online – where reliable, scalable, and secure connections will be critical to supporting some of the world’s largest datasets and most demanding workloads.

    The test used a combination of real research data and synthetic data, transferred directly from disk to disk – from SURF’s facility in Amsterdam to CSC’s data center in Kajaani, across five production research and education networks: SURF (the Netherlands), NORDUnet (Nordic backbone), Sunet (Sweden), SIKT (Norway) and Funet (CSC’s network in Finland).

    The network solution was based on Nokia’s IP/MPLS routing and quantum-safe optical networking gear. Nokia’s IP technology successfully demonstrated Flexible Ethernet (FlexE) to accommodate “elephant flows”, or very large continuous flows of data, and its high-capacity optical transport technology showed the ability to handle massive data sets generated by HPCs over long distances.

    With the exponential growth of research data, especially for training large-scale AI models, the need for resilient, high-throughput and secure connectivity is more critical than ever. This test confirms that multi-domain, high-capacity data transfers across European research networks are both feasible and future-ready. Testing an operational network connection over long distances provides unique insights into data transport and storage of large data volumes. The tests are crucial for improving the infrastructure for data-intensive research.

CSC’s data center in Kajaani already hosts the pan-European LUMI supercomputer and with the upcoming LUMI-AI supercomputer and AI Factory coming online, reliable and scalable data connections throughout Europe are essential. Even though the geographical distance is significant, it poses no obstacle to data traffic,” said Jani Myyry, Senior Network Specialist, CSC.

These efforts offer future perspectives to train GPT-nl on LUMI or for a researcher to compute on LUMI with very large datasets hosted at SURF, such as the KNMI (The Royal Netherlands Meteorological Institute) datasets.   • MIL-OSI Asia-Pac: HK to host Boao innovation forum

    This year’s International Science, Technology & Innovation Forum, organised by the Boao Forum for Asia, will be held at the Convention & Exhibition Centre this Friday and Saturday.

    Under the theme “Transitioning Towards the Future: Powered by Science, Technology & Innovation”, the forum will explore how to capitalise on Hong Kong’s unique advantage of being connected both to the Mainland and the outside world, and how to foster global co-operation in the field of innovation and technology (I&T).

    Focusing on global innovation, the forum is one of the world’s major platforms for high-level I&T co-operation and exchanges.

    Previously held in Macau, Guangzhou and Zhuhai, the forum is being held in Hong Kong for the first time this year. Cohosted by the Hong Kong Special Administrative Region Government and the Boao Forum for Asia, the event affirms Hong Kong’s advantages of as a highly internationalized city that is a gateway to both China and the world.

    With an expected attendance of more than 800 top experts, scholars and political and economic leaders from Hong Kong and abroad, the forum will serve to deepen regional and international I&T collaboration, and accelerate Hong Kong’s development as an international I&T hub.

    A Hong Kong Forum, themed “Leveraging the Advantages of Connecting with Both the Mainland & the World to Foster Global Innovation & Technology Collaboration”, will be staged on Saturday. It will bring together renowned experts, as well as political and business leaders from different fields, to explore how Hong Kong can fully leverage its unique advantages, in terms of internal and external connectivity, to promote collaboration among the Government, industry, academia, the research community and investors, with a view to fostering global I&T development.

    Sub-forums, fringe sessions and roundtable events during the two-day conference will involve former foreign heads of state and political leaders, senior representatives of international organisations, renowned scientists and academics, entrepreneurs and youth leaders from various countries, sharing their insights on a host of issues in the I&T field.

  • Scientists in Japan develop plastic that dissolves in seawater within hours

    Researchers in Japan have developed a plastic that dissolves in seawater within hours, offering up a potential solution for a modern-day scourge polluting oceans and harming wildlife.

    While scientists have long experimented with biodegradable plastics, researchers from the RIKEN Center for Emergent Matter Science and the University of Tokyo say their new material breaks down much more quickly and leaves no residual trace.

    At a lab in Wako city near Tokyo, the team demonstrated a small piece of plastic vanishing in a container of salt water after it was stirred up for about an hour.

    While the team has not yet detailed any plans for commercialisation, project lead Takuzo Aida said their research has attracted significant interest, including from those in the packaging sector.

    Scientists worldwide are racing to develop innovative solutions to the growing plastic waste crisis, an effort championed by awareness campaigns such as World Environment Day taking place on June 5.

    Plastic pollution is set to triple by 2040, the UN Environment Programme has predicted, adding 23-37 million metric tons of waste into the world’s oceans each year.

    “Children cannot choose the planet they will live on. It is our duty as scientists to ensure that we leave them with best possible environment,” Aida said.

    Aida said the new material is as strong as petroleum-based plastics but breaks down into its original components when exposed to salt. Those components can then be further processed by naturally occurring bacteria, thereby avoiding generating microplastics that can harm aquatic life and enter the food chain.

    As salt is also present in soil, a piece about five centimetres (two inches) in size disintegrates on land after over 200 hours, he added.

    The material can be used like regular plastic when coated, and the team are focusing their current research on the best coating methods, Aida said. The plastic is non-toxic, non-flammable, and does not emit carbon dioxide, he added.

    Take care of the health of the little ones and not only

    Around one in ten Australians say they follow a gluten-free diet.

    This means eliminating common foods – such as bread, pasta and noodles – that contain gluten, a protein found mainly in wheat, barley and rye.

    Not everyone who follows a gluten-free diet has an underlying condition. But if you experience nausea, bloating or stomach pain after eating gluten, it could be the sign of a gluten intolerance, or coeliac disease.

    While gluten intolerance and coeliac disease share many similar symptoms, one can cause intestinal damage and malnutrition. So, what’s the difference?

    What is coeliac disease?

    Coeliac disease is an autoimmune disease. This means the body mistakenly starts attacking healthy cells and tissue – in this case, in the small intestine – causing inflammation.

    It affects around one in 70 Australians, but only 20% of this group are diagnosed.

    If you have coeliac disease, eating foods that contain gluten can damage your villi, structures in the small intestine that help the body absorb nutrients.

    Following a meal containing gluten, you may experience digestive problems including diarrhoea, bloating, nausea, gas and abdominal pain.

    Gluten can also cause non-digestive symptoms such as brain fog, headaches, dermatitis herpetiformis (an itchy, blistery skin rash), joint pain and fatigue.

    In the long term, untreated coeliac disease can lead to malnutrition because the damaged villi can’t absorb nutrients from food. It can also reduce bone mineral density and has been linked to neurological disorders such as epilepsy and dementia.

    How is coeliac disease diagnosed?

    For an accurate diagnosis, you must not have eliminated gluten from your diet yet. This is so its effect on your digestive system can be measured.

    A diagnosis involves blood tests followed by biopsies of the small intestine using an endoscope (an instrument with a light that can look inside the body).

    Blood tests look for antigens – markers of a reaction to gluten – while the biopsy inspects any damage to the villi in the intestine.

    In some cases, a capsule endoscopy, where a pill-sized camera is swallowed, is used to look at the intestine and observe for damage.

    What about gluten intolerance?

    People with gluten intolerance experience similar symptoms to coeliac disease. The difference is, after consuming gluten, there is no autoimmune response or intestinal damage.

    Gluten intolerance is sometimes known as non-coeliac gluten sensitivity.

    An estimated 1% of Australians live with a gluten intolerance, but only 12 in every 100 of this group are diagnosed by a doctor.

    Doctors will rule out coeliac disease and wheat allergies as a first step for a person with symptoms related to eating gluten.

    Once these have been ruled out, a gluten-free diet trial, supervised by an accredited practising dietitian, might be recommended to see if symptoms improve.

    A formal diagnosis of gluten intolerance can only be confirmed using a highly complex dietary trial that compares the effect of gluten and a placebo over at least eight weeks.

    This form of scientific study is very labour-intensive and not very common.

    So instead many people just choose to eliminate gluten, without a diagnosis.

    Extreme sensitivity to gluten

    Coeliac disease is more severe than gluten intolerance and sensitivity can vary among those diagnosed.

    Even traces of gluten can trigger symptoms. This means a strict, lifelong, gluten-free diet essential.

    It also means people with coeliac disease have to be careful about cross-contamination. For example, using the same knife, chopping board or toaster to cut or toast gluten-free bread and regular bread can transfer gluten particles and cause a reaction.

    According to the latest studies, consuming just 50mg of gluten per day is enough to cause intestinal damage for people with coeliac disease.

    For context, a slice of whole-wheat bread contains about 4,800mg of gluten, meaning 50mg is around 1/100th of a slice of bread.

    A small amount of gluten won’t affect someone with gluten intolerance in the same way. They may have temporary symptoms, but won’t experience intestinal damage.

    However, the symptoms and their severity can vary from person to person, depending on their individual sensitivity.

    Should I cut out gluten, just in case?

    You might be wondering if there is a downside to avoiding gluten, if you don’t have coeliac disease or an intolerance.

    There can be.

    Grain foods that contain gluten are rich in essential nutrients such as fibre, folate, iron and B-group vitamins.

    Avoiding gluten when you don’t need to can lead to nutritional deficiencies.

    Gluten-free products can also be more expensive and are sometimes higher in sugar, salt and fat to help compensate for texture and taste.

    Before making any changes to your diet, it is best to speak with an accredited practising dietitian to make sure you’re not missing out on important nutrients.

    So, what if you have symptoms?

    Common signs of a gluten intolerance or coeliac disease include bloating, diarrhoea or constipation, and stomach pain. Both conditions can trigger non-gastrointestinal symptoms such as headaches, fatigue and joint pain.

    If these symptoms sound familiar, it’s best to speak to a health-care professional who may test you for coeliac disease and/or a wheat allergy before eliminating gluten from your diet.

    Remember, self-diagnosing and removing gluten without proper guidance might do you more harm than good.

  • MIL-Evening Report: Ahead of the Brisbane Olympics, it’s time for Australia to get serious about esports

    Most of us have heard of esports but many don’t realise the fast-growing world of competitive video gaming features tournaments, university scholarships and billions of dollars in revenue.

    As we approach the 2032 Brisbane Olympic and Paralympic Games, it’s time for Australia to develop esports talent pathways and invest in infrastructure.

    Doing so would create social benefits and economic opportunities, creating jobs in game development, content creation, events and tourism.

    The athletes

    For those unaware, esports refers to the organised, competitive playing of video games. All esports are video games but not all video games are esports.

    Esports players compete in competitions ranging from online ranked play (where you get an Elo rating, like chess) to live, in-person tournaments.

    Popular games include League of Legends, Dota 2 and Counter-Strike.

    Professional players compete in leagues and tournaments, online or in packed stadiums.

    Like most pro athletes, these players often train with their teams daily, and many also train by themselves informally. During training, they are honing reflexes, refining tactics and analysing opponents.

    Some competitions offer prize pools worth millions and global audiences can rival major traditional sports broadcasts.

    Like traditional sports, esports athletes are scouted young, attend development academies and receive university scholarships.

    An Olympic horizon?

    Esports has been around in some form since the 1970s but it’s exploded into the mainstream in the past decade.

    Unlike traditional sports, which depend on TV deals and fixed broadcast schedules, esports live online. Events are streamed on platforms like Twitch and YouTube, letting fans tune in from anywhere in the world.

    Much of the global momentum comes from Asia. South Korea is often credited with legitimising esports through the Starcraft boom of the early 2000s.

    Today, China, Japan and other nations have government-backed esports strategies, dedicated arenas and thriving pro circuits.

    The International Olympic Committee (IOC)’s announcement of the 2027 Esports Games marks a significant step.

    While not part of the main Olympics, this event is a signal esports is valued for its skill, global reach and cultural impact.

    With Brisbane to host the 2032 Olympic and Paralympic Games, this may be Australia’s moment to step up by building talent development pathways and investing in major infrastructure: purpose-built training centres, venues for live competition and streaming and systems to support players from grassroots to elite levels.

    What’s happening in Australia?

    Australia is home to a growing esports community, with thousands of young Australians competing in national and international tournaments.

    Esports have become a central part of youth culture, from local high school leagues to university tournaments.

    Australia has already shown it can host major international esports events. Over the past decade, we’ve hosted qualifiers for titles such as Counter-Strike, Dota 2 and League of Legends.

    Flagship events such as Intel Extreme Masters (IEM), one of the most prestigious esports tournaments globally, continue to highlight Australia’s potential: in 2019, IEM Sydney drew thousands of fans and international teams, filling stadiums and putting Australia on the global esports map.

    More recently, IEM Melbourne in April this year brought Counter-Strike 2 back to local fans.

    If the right infrastructure is developed here, Australia could become a regular destination for international esports tournaments.

    On the education front, universities such as Queensland University of Technology, Swinburne and Southern Cross are leading the way with esports degrees, scholarships and research centres.

    These programs don’t just train players, they prepare students for careers in broadcasting, game development, coaching and performance science.

    Despite limited national support, some states and councils are experimenting with community programs, while broadcasters such as ESL Australia continue to grow local events and coverage.

    Challenges and opportunities

    Australia’s esports industry boasts immense potential, but it still faces significant challenges.

    The biggest hurdle is a lack of national investment and infrastructure.

    Unlike traditional sports, esports have no central body coordinating funding, training or pathways from amateur to professional. While other countries are investing in esports stadiums and elite teams, Australia has largely left the sector to develop on its own.

    Another issue is cultural: esports still struggle for full acceptance from sporting bodies, schools and sections of government.

    Without a coordinated effort to integrate esports into national sporting strategy, Australia risks being left behind.

    Yet the opportunities are clear.

    The IOC’s 2027 Esports Games could be a turning point. Ahead of Brisbane 2032, Australia is uniquely positioned to lead a national commitment to esports infrastructure and player development.

    Brisbane’s organisers could also advocate for esports’ inclusion in the 2032 Olympics, which could position Australia as a leading contender in this emerging field.

    There’s also a chance to combine esports with Australia’s world-class research in sports science and mental health: Australia is leading the way in developing health-focused research and initiatives that address player wellbeing from grassroots to professional levels.

    With the right support, Australia could shift from spectator to serious player.

    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity. A transcript of President Lai’s remarks follows: Chairman [Henry] Chang (張瀚書), thank you for the invitation, and congratulations on your second term. I’m confident that under your leadership, the ECCT [European Chamber of Commerce Taiwan] will build even more bridges for cooperation between Taiwan and Europe. As we face the geopolitical challenges and drastic economic changes of today’s world, the Schuman Declaration still speaks to us profoundly.     President Lai meets US delegation led by Senator Tammy Duckworth
    On the afternoon of May 28, President Lai Ching-te met with a delegation led by United States Senator Tammy Duckworth. In remarks, President Lai thanked the US Congress and government for their longstanding and bipartisan support for Taiwan. The president stated that Taiwan will continue to strengthen cooperation with the US and jointly safeguard regional peace and stability. We will encourage mutual investment between Taiwanese and US businesses to stimulate industrial development on both sides, especially in such industries as national defense and shipbuilding. We therefore look forward to Congress passing the US-Taiwan Expedited Double-Tax Relief Act as soon as possible, as this would deepen Taiwan-US trade ties and create more niches for business. In closing, I once again thank Senator Duckworth for making the trip to Taiwan. Let us continue to work together to elevate Taiwan-US ties. I wish you a pleasant and successful visit. She noted that because no matter who is in the White House, no matter which political party is in power in Washington, DC, she has always believed that if America wants to remain a leader on the global stage, it has to show up for friends like Taiwan.  Senator Duckworth mentioned that in the years that she has been coming to Taiwan since pre-COVID times, she has seen a remarkable increase in participation in its defense and the support of the Taiwanese people for defending the homeland. She then thanked Taiwan for making the commitment to its self-defense, and also for being a partner with other nations around the world.  The STAND with Taiwan Act, the senator noted, is so named because the US wants to stand side by side with Taiwan. Pointing out that Taiwan is an important leader in the Indo-Pacific and on the global stage, she reiterated that there is support on both sides of the aisle in Washington for Taiwanese democracy, and added that the people of Taiwan are showing that they are willing to shore up their own readiness. Senator Duckworth said that whether it is delivering vaccines to Taiwan or making sure that the US National Guard works with Taiwan’s reserve forces or even with its civilian emergency response teams, these are all important components to the ongoing partnership between our nations.  Senator Duckworth indicated that there are many great opportunities moving forward beyond our military cooperation with one another. Whether it is in chip manufacturing, agricultural investments, shipbuilding, or in the healthcare field, those investments in both nations will facilitate stability and development in both our nations. She said that is why she wants to continue the Taiwan-US relationship, underlining that they are in it for the long haul. The president said that Taiwan will continue to increase purchases from and together build non-red supply chains with the US, expressing hope that economic and trade relations grow even closer and that both work together to jointly safeguard peace and stability throughout the region. This will not only help balance our bilateral trade, but also strengthen development for Taiwan in energy autonomy, resilience, the economy, and trade. Taiwan and the US are also well-matched in such areas as high tech and manufacturing. As the US pursues reindustrialization and aims to become a global hub for AI, Taiwan is willing to take part and play an even more important role. We will strengthen Taiwan-US industrial cooperation and together build non-red supply chains. In addition to bringing our economic and trade relations even closer, this will also allow Taiwanese industries to remain rooted in Taiwan while expanding their global presence, helping bolster the US, and marketing worldwide. As for military exchanges, we are grateful to the US government for continuing its military sales to Taiwan and backing our efforts to upgrade our self-defense capabilities. Taiwan will continue to work with the US to jointly safeguard peace and stability throughout the region. In closing, I thank our guests once again for making the long journey here, not only offering warm friendship, but also demonstrating the staunch bipartisan support for Taiwan in the US Congress.     On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. Last month, we were pleased to see United Airlines officially launch direct flights between Taipei and Guam. I believe this will benefit tourism and economic and trade exchanges for both sides. In the area of health care, many hospitals in Taiwan already offer referral services to patients from Guam. Both Governor Leon Guerrero and I have backgrounds in medicine. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. This will further advance industrial development in Taiwan and Guam. In closing, I thank Governor Leon Guerrero and all our distinguished guests for backing Taiwan. I wish you all a smooth and successful visit.  Governor Leon Guerrero then delivered remarks, saying that she is very happy to come to Taiwan. She said that after learning during President Lai’s visit to Guam last year that he is a medical doctor, she felt more relaxed because healthcare colleagues are one in their endeavor to help enhance the health and well-being of people. She then expressed her heartfelt appreciation for the invitation to Taiwan.  Governor Leon Guerrero said that as they learn more about opportunities for collaboration with Taiwan, they are humbled by the hospitality they have experienced. In both of our islands, she said, hospitality is more than just a custom – it forms a part of our identities. She noted that despite being nearly 2,000 miles apart, we are connected by the Pacific Ocean and common roots, and our ancestors both value family, community, and tradition. That is why being here today, she said, she feels a strong sense of familiarity, like reconnecting with old friends. The governor remarked that Taiwan has evolved so quickly in all areas of essential life, sustenance, economy, and prosperity, adding that Taiwan’s resources in such areas as health, education, data, AI, advanced technology, aquaculture, agriculture, and commerce enhance our economic stability. She stated her belief that in collaboration and support, and working with each other, we can gain prosperity, maintain freedom and democracy, and live in peace.  Governor Leon Guerrero stated that their delegation is here to see how they can partner with Taiwan to help raise the quality of life for both our peoples, mentioning that one special concern of theirs is tourism. Tourism, she said, is the most influential engine and driver for the economy and quality of life in Guam, but they cannot have a vibrant economy and tourism without air connectivity. She added that they are prepared to help in any way to provide incentives and low-cost fees so that they can get more airlines from Taiwan to establish permanent flight schedules to Guam, so as to drive development in Guam’s tourism industry. Governor Leon Guerrero then proceeded to introduce each of the members of her delegation before remarking that while they have been very busy on this visit they are always reminded of the freedom and democracy that the people must protect. She said she looks forward to a great, strong relationship between Taiwan and Guam in cooperation on social and economic issues, in culture, marketing, tourism, and freedom and democracy.     President Lai meets delegation from European Parliament
    On the morning of May 27, President Lai Ching-te met with a delegation from the European Parliament. In remarks, President Lai thanked the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait and voice support for Taiwan. The president expressed hope for an even closer relationship and diversified cooperation between Taiwan and the European Union. The president said that Taiwan and the EU can work together in such areas as semiconductors, AI, and green energy to create more resilient supply chains for global democracies and contribute to global prosperity and development. A translation of President Lai’s remarks follows: I warmly welcome our guests to the Presidential Office. After being elected last year, MEPs Reinis Pozņaks and Beatrice Timgren are making their first visits to Taiwan, demonstrating support for Taiwan through concrete action. On behalf of the people of Taiwan, I extend my sincerest welcome and appreciation. I would also like to take this opportunity to thank the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait. Just last month, the European Parliament adopted resolutions with regard to annual reports on the implementation of the European Union’s Common Foreign and Security Policy and Common Security and Defence Policy. These resolutions reaffirmed the EU’s steadfast commitment to maintaining the status quo across the Taiwan Strait. The European Parliament also condemned China for continuing to take provocative military actions against Taiwan and emphasized that Taiwan is a key democratic partner in the Indo-Pacific region. It called on the EU and its member states to continue working closely with Taiwan to strengthen economic, trade, and investment ties. Once again, I thank the European Parliament for voicing support for Taiwan. Just as MEPs Pozņaks and Timgren are visiting Taiwan to strengthen Taiwan-EU exchanges, our Minister of Economic Affairs Kuo Jyh-huei (郭智輝) also led a delegation to Europe last year, marking the first in-person dialogue between high-ranking economic and trade officials of Taiwan and the EU. Moving ahead, we look forward to bringing Taiwan-EU ties even closer and to diversifying our cooperation. The EU is Taiwan’s largest source of foreign investment. Both sides are highly complementary in such areas as semiconductors, AI, and green energy. Through our joint efforts, we can create more resilient supply chains for global democracies and further contribute to global prosperity and development. Looking ahead, I hope that MEPs Pozņaks and Timgren will continue to make the case in the European Parliament for the signing of a Taiwan-EU economic partnership agreement. Unfortunately, he said, there is already war in Europe, but he is confident that their situation is similar to Taiwan’s, adding that they have a neighbor who uses disinformation attacks. MEP Pozņaks said that we live in very challenging times, and that our choices will define the future of the world, asking whether it will be a world where the rule of law prevails or where physical power and aggression succeeds. Coming from a small country, he said he clearly understands that for them there is no other possibility; they must protect the world where the rule of law prevails. That is why now, he emphasized, it is very crucial for all democracies around the world to stick together to protect our freedoms, values, and democracy. MEP Timgren then delivered remarks, thanking President Lai for meeting with them and saying it is a big honor. Noting that they arrived here two days ago and that while she really loves Taiwan, its food, and the good weather, she stated that the reason they are here is because of the values that we share, our good relationships, and solidarity with other democratic countries in the world, which is important for them in Europe and in Sweden. MEP Timgren, referring to MEP Pozņaks’s earlier remarks, said that they face a big threat from Russia that is discernible even in the European Parliament. Actually, she pointed out, there is a war inside Europe that shows us how important it is that we support one another. She said that the Russian people thought it would be easy to take over Ukraine, but it was not, because all European countries stepped up and provided weapons and support. And that is why, MEP Timgren said, it is important that democratic countries maintain good relationships and let China and Russia see that we have good relationships, because a part of defense is solidarity.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI China: BRI forum aims to boost tech connection

    China is set to unveil a raft of initiatives aimed at boosting international scientific and technological collaboration at the second Belt and Road Conference on Science and Technology Exchange, senior officials announced on Tuesday.

    The conference, which will be held from June 10 to 12 in Chengdu, Sichuan province, seeks to strengthen international cooperation within China’s global development network.

    Chen Jiachang, a vice-minister of science and technology, said representatives from more than 100 countries and international organizations will attend the conference, guided by the idea of building a community with a shared future for humanity.

    “The second Belt and Road Ministerial Meeting on Science and Technology Exchange will also be held during this period, in which representatives will engage in in-depth discussions on topics such as strengthening exchange and collaboration in scientific and technological innovation with member countries of the Belt and Road Initiative, as well as enhancing the global governance framework for science and technology,” Chen said.

    Li Wenqing, a vice-governor of Sichuan, highlighted a new “Double Thousand” plan, which refers to a “1,000 cooperation projects” plan and a”1,000 young scientists exchange” plan. Double Thousand, which will be introduced at the conference in partnership with Chongqing, aims to deepen collaboration with BRI countries in areas such as joint research, technology transfer, and scientific and cultural exchanges.

    Sichuan and Chongqing, strategically located at the intersection of the BRI epicenter and the Yangtze River Economic Belt, plan to leverage their strengths as hubs of the nation’s reform and opening-up efforts. They will collaborate with partner countries on joint research initiatives focusing on major core technologies in fields such as electronics information, aerospace and clean energy.

    Additionally, significant landmark projects and specialized livelihood projects related to public health, medicine and health, and environmental governance will be established in partner countries to enhance the well-being of their citizens. A series of technology transfer and transformation projects customized to the specific needs of each country will also be executed.

    Li added that young Chinese scientific talent are expected to be sponsored for learning, training and collaborative research abroad, while young foreign talent can also receive funding for short-term research and exchange activities in China. Technical training programs and academic forums will also be organized.

    Sichuan and Chongqing intend to establish a specialized coordination mechanism and allocate dedicated funds for the plan, Li noted, enhancing and deepening scientific and technological cooperation with partner countries in a comprehensive and effective manner.

    Since China proposed the Belt and Road Science, Technology and Innovation Cooperation Action Plan in 2017, it has made significant advancements in international cooperation, Chen said.

    Regarding scientific cooperation with countries involved in the BRI, China has signed more than 80 government-to-government agreements, set up more than 70 joint laboratories and established 10 international technology transfer centers in areas such as Sichuan, Chongqing and Yunnan province. Support for young foreign scientists’ short-term research and exchange activities in China has covered more than 80 percent of the countries, Chen said.

  • MIL-OSI China: Chinese scientists develop degradable coating to tackle marine biofouling challenges

    Chinese researchers have developed an innovative degradable silicone-hydrogel coating that shows exceptional anti-biofouling performance in marine applications.

    The study, conducted by researchers from east China’s Ningbo Institute of Materials Technology and Engineering under the Chinese Academy of Sciences, has been published in the journal Small. It presents a sustainable solution for combating microbial fouling, a major challenge in terms of marine engineering and underwater infrastructure.

    Marine equipment and underwater structures often face serious biofouling problems caused by microorganisms, which can reduce performance, increase maintenance costs and create safety risks. Current solutions either use highly toxic biocides that harm marine ecosystems or eco-friendly alternatives that have limited effectiveness and durability.

    To solve this problem, the research team created a unique coating by combining a simple sol-gel method with Schiff base chemistry. This approach allowed them to mix different types of monomers — some that resist fouling, others that kill microbes, and some that make the coating flexible and able to break down over time.

    The resulting coating works in four ways to prevent biofouling: It makes surfaces amphiphilic, so organisms can’t stick, resists microbial attachment, kills attached bacteria and slowly renews itself as it degrades. Tests showed that the material is both flexible and long-lasting, with a hardness measurement of 0.135.

    In laboratory experiments, the coating demonstrated outstanding performance — killing 98.8 percent of bacteria and preventing 99.8 percent of microbial attachment.

    Yan Minglong, the study’s lead author, explained that this new coating lasts longer than current options, with an estimated 5.5-year lifespan when applied at a thickness of 200 micrometers.

    According to co-corresponding author Zhao Wenjie, this innovation could significantly improve marine equipment, such as ships and underwater structures, while being more environmentally friendly than traditional antifouling methods. The technology may also be useful in medical devices that need to resist bacterial growth.

    The global higher education landscape is undergoing a profound transformation, as China shows consistent improvement in academic output while universities in the United States face downward pressure in global rankings amid recent student visa policies, experts said.

    China has surpassed the US for the first time in the number of universities listed in the latest Global 2000 university rankings. Chinese institutions now account for 17 percent of the list, up from 324 last year to 346 this year, while the number of ranked US universities dropped from 329 to 319.

    The World University Rankings 2025, released on Monday by the Center for World University Rankings, revealed that 98 percent of Chinese universities improved their positions — a surge attributed to enhanced research performance and sustained government investment in higher education.

    Tsinghua University rose six places to rank 37th, excelling in employability and research. Peking University advanced three places to the 44th, while the University of Chinese Academy of Sciences jumped four places to 46th — surpassing Shanghai Jiao Tong University in the 61st place and Zhejiang University in the 68th position.

    Nadim Mahassen, president of the Center for World University Rankings, said that China is well represented among the world’s top universities, and further financial backing from the government will allow the country to be more competitive in the rapidly evolving global academic landscape.

    Although the US still has eight of the world’s top 10 universities — led by Harvard, MIT and Stanford — 83 percent of its listed institutions declined in rank. The United Kingdom’s Cambridge and Oxford secured the fourth and fifth places, respectively.

    Mahassen said that while the US still boasts the top universities in the world, the decline in ranking of the vast majority of its higher education institutions on the list is concerning.

    “At a time when Chinese universities are reaping the rewards of years of generous financial support from their government, American institutions are grappling with slashed federal funding and disputes over academic freedom and free speech,” he said.

    Recent controversies, such as the Trump administration’s move to revoke enrollment of international students at Harvard, later blocked by a federal judge, highlight the challenges facing US higher education.

    “For many years, American universities were able to attract a large number of international students, particularly from China. But with China’s extraordinary ascent in the rankings, coupled with the recent visa policies of the US, the situation may change soon,” Mahassen said.

    Liu Wei, senior vice-president of New Channel International Education Group and CEO of its overseas study division, said that China has been gaining ground in multiple international ranking systems — including QS, Times Higher Education and the Academic Ranking of World Universities — showing consistent improvement in academic output and global research influence.

    He emphasized that recent US visa policies toward Chinese students, such as the announcement of revoking the visas of some of those studying in “critical fields”, are also influencing the global higher education landscape and may affect the future rankings of US and Chinese institutions.

    “Stricter visa policies have introduced uncertainty for Chinese students seeking to study in the US, prompting many to consider alternatives,” Liu said.

    Countries such as the UK, Canada, Australia and Singapore, as well as some European countries, have ramped up efforts to attract international students, particularly those diverting from the US.

    Universities in the Hong Kong Special Administrative Region also moved quickly to offer assistance when Harvard’s ability to admit international students was curtailed.

    Chen Zhiwen, a member of the Chinese Society of Educational Development Strategy, said that Chinese students contribute significantly to research productivity and academic exchanges on US campuses, especially in the fields of science, technology, engineering and math, as well as among postgraduate students.

    A decline in the number of Chinese students due to visa policies could have an impact on academic output in US higher education, Chen said. Chinese universities could benefit from this in the long term, as students who planned to study in the US may instead enroll in top domestic institutions, boosting China’s academic and research environment, he added.

    “Since 2018, the proportion of Tsinghua University graduates pursuing overseas studies has shown a declining trend,” he said, adding that the trend could usher in a more multipolar higher education system, reducing the US’ historical dominance.

    With accusations flying thick and fast last year about supposed “dysfunction” and a “shambles” at Wellington City Council, Local Government Minister Simeon Brown stepped in and appointed a Crown Observer.

    Announcing the move, Brown said the “financial and behavioural challenges” facing the council represented a problem under the Local Government Act. Part of the issue, Prime Minister Christopher Luxon claimed recently, was that there had been “way too much ideology and party politics”.

    With the Green-endorsed current mayor Tory Whanau withdrawing from the next election, and former Labour cabinet minister Andrew Little announcing his mayoralty bid, it remains to be seen whether those partisan perceptions have diminished.

    But at the other end of the political spectrum, the ACT Party is actively recruiting candidates to stand at the 2025 elections using its branding and policy platform. The ACT website states clear policy positions for prospective candidates to campaign on.

    The Local Government Act, on the other hand, requires elected members to consult with people affected by their decisions and to do so with an open mind. Reinforcing this point, the Office of the Auditor-General says those managing public resources must avoid holding pre-determined positions:

    You are not required to approach every decision as though you have given it no prior thought, or have no existing knowledge or opinion. However, you are required to keep an open mind, and you must be prepared to change or adjust your views if the evidence or arguments warrant it.

    If ACT is successful in building a local government ticket nationally, this tension – and the kind of tensions recently at play in Wellington – could be seen in other councils.

    Benefits of party branding

    Political party affiliations in local government are not actually the norm. In 2019, winning councillors around New Zealand mostly left the affiliation section of their nomination forms blank (60%) or stated they were “independent” (18%).

    Only 3% of winning councillors were affiliated with a registered political party, and 4% with a local grouping or ticket.

    But the picture changes in our three largest councils: Auckland Council, Christchurch City Council and Wellington City Council. No winning councillors in those cities left the affiliation section blank in 2019, 38% ran on a local ticket, and 22% for a political party.

    And there are good reasons for local body candidates to run as party-endorsed or on a local ticket, as former local body politician Shirin Brown outlined in her PhD thesis on Local Boards in Auckland: shared costs, shared resources (such as party volunteers to deliver leaflets), shared expertise and brand recognition for voters.

    Importantly, a candidate with low name recognition can coat-tail on higher profile candidates on the same ticket, or the public profile of the ticket overall. Other research suggests the strategy works: in Auckland, at least, those who stand with a group affiliation are more likely to be elected than those who do not.

    In larger urban areas, with high populations and low levels of representation per capita, visible groupings of local government candidates make sense. Research reveals a major obstacle to voting in local elections is a lack of information about candidates and what they stand for.

    Blurred party lines

    Once elected, though, there are questions about the cohesion of groupings. Shirin Brown found the ad-hoc nature of some local tickets for Auckland’s local boards – formed for strategic election reasons but with little coherence or discipline once elected – sometimes collapsed once in office.

    In Auckland, ward councillors and the mayor have run with group branding, but there is little evidence of whipping along party, ticket or broad ideological lines.

    As a councillor for the Manukau ward (2016-2022), the late Efeso Collins stood for election as a Labour Party candidate, but he voted against some initiatives of the Mayor Phil Goff, a former leader of the Labour Party.

    Communities and Residents (C&R) councillors have mostly been aligned with the National Party, but have also included ACT and unaffiliated centre-right candidates.

    While they often voted against Goff, and earlier against Labour Party member Len Brown (mayor from 2010-2016), it wasn’t always as a uniform block. Indeed, Brown’s initiatives were simultaneously opposed by Cathy Casey (City Vision) on the left and Cameron Brewer (C&R) on the right.

    Keeping an open mind

    As this year’s local elections approach, the Crown Observer for Wellington City Council, Lindsay McKenzie, has written candidate guidelines about political affiliations and their legal obligations to avoid predetermined positions.

    These cover the promises they make on the campaign trail as well as how they act once elected. They address the tension between the democratic act of signalling your values and policy positions to voters, and the requirement under the Local Government Act to make decisions based on local concerns rather than political affiliation.

    As McKenzie points out, having an open mind is not just an issue for party members. It also applies to those who stand as independents and adhere rigidly to policy positions they campaigned on.

    Irrespective of their affiliation, candidates in the upcoming local elections have a tightrope to walk – between declaring their values and policy positions, and being receptive to new information and perspectives once elected.

    Voters need to accept elected members may have access to information that was not available when they were campaigning. And the political media needs to give some leeway to councillors and mayors who change their positions.

    Thank you for the invitation to speak today and for that warm welcome. Before I begin, I would like to acknowledge that we are on the traditional territory of many nations, including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples. I thank them and pay respect to their Elders.

    I received the invitation to speak at this event the exact same day that I received my Long Service Award for 25 years in the public service. And I thought, “well this is too perfect, I’ll call my speech ‘Looking back on a quarter century of telecommunications policy.’” And I’ll weave together anecdotes from my 25-year career with key moments in telecommunications policy to write a nice little speech that perfectly aligns with the 25-year history of this conference. Then somebody told me it was, in fact, the 24th edition of the Telecom Summit.

    Things don’t always line up quite as perfectly as you had hoped. Nonetheless, I would still like to spend some time looking back on –not quite – a quarter century of telecom policy.

    I have spent my career thinking about Canadian telecommunications and developing public policies to support a competitive and innovative telecommunications industry. I was at the very first Telecom Summit as a junior analyst for what was then Industry Canada – which became Innovation, Science and Economic Development Canada. I was so junior, that I was probably the only person in the room without a Blackberry. Instead, I brought a pocket full of quarters so I could stay in touch with the head office in Ottawa via pay phone, if you can believe that.

    I hearken back to those early days of this conference and my time in government not to make myself feel old – though, believe me, I feel plenty old – but to make the point that the health of Canada’s telecommunications industry and the services it offers Canadians have been top of mind for the Canadian government for a very long time.

    Throughout that time, while the specific circumstances, approaches and tools have varied, the core areas of focus have remained fundamentally the same. In fact, I’ve been explaining telecom policy by drawing the same triangle diagram for 25 years with quality, coverage, and price at the corners.

    Its apt because a triangle is a remarkably stable structure, and one where each of the sides supports, and is supported by, the two others. So I will touch on each corner in turn, describing the work we are doing on each at the CRTC, and show how we are promoting competition and consumer empowerment as foundational blocks that hold up our policy triangle.    

    Ensuring quality services for Canadians

    Let’s start with quality. The CRTC is part of the larger federal government effort to ensure Canadians have high-quality and reliable telecommunications networks. And quality is perhaps where our job has historically been least difficult, as world-class networks have been a hallmark of Canadian telecommunications.

    In terms of the Internet today, this means ongoing investment in fibre, DOCSIS upgrades, next-generation fixed wireless, and investment in LEO satellites. And in terms of cellphones, this means the rollout of modern networks which already cover most of Canada’s urban areas and are quickly becoming available in more and more rural and remote areas as well.

    We are seeing that companies are continuing to make network investments to provide the telecommunications services that Canadians need.

    Hand-in-hand with ensuring that our regulatory regime supports ongoing investment in modern networks, we are also working to ensure our networks are reliable. As the world we live in gets more unpredictable and the impact of service outages on a digital economy more severe, this is more important than ever.

    So we are developing a robust strategy and regulatory framework to help reduce the occurrence of service outages and improve network resiliency and the reliability of services. Because Canadians need to be safe in the knowledge that in an emergency, they will be able to reach out for help.

    To that end, we have already issued an interim decision on outage notification requirements for providers. We also have upcoming consultations aimed at reducing outages, mitigating their impact, and ensuring consumers are treated fairly when they do occur.

    We are committed to ensuring all Canadians have access to reliable Internet and cellphone services.

    Providing coverage for rural, remote and Indigenous communities

    This leads into the second corner of our triangle: coverage. And specifically, the challenge of getting coverage in areas where market forces alone may not meet the need. 

    Meeting this challenge when it comes to Internet coverage has been the focus of the CRTC’s Broadband Fund. The Broadband Fund team works with partners across the industry, governments and municipalities to connect communities that have previously lacked adequate or sufficient access.

    And every day we are getting closer to ensuring all Canadians have it. In 2017, 84% of Canadians had access to Internet services at speeds that meet our 50/10 universal service objective, and the gap between urban and rural parts of our country was vast: just 37% of rural, remote and Indigenous households had access to Internet at target speeds versus 97% of urban homes.

    Eight years later, more than 95% of Canada, 78% of rural households, and around 60% of homes in the Territories and on Reserves have access to 50/10 Internet. And through an array of investments, innovations, and a whole-of-government effort, we are on track to meet our goal of 100% of the country by 2030. But in many ways, the job gets harder the closer we get to our target. There is little, if any, low-hanging fruit remaining. CRTC staff are likely getting sick of hearing me say that the last steps to the finish line are often the hardest.

    As hard as they might be, we are committed to getting there. The Broadband Fund has had three calls for applications at this point, and directed funding to help connect more than 270 communities. We are continuing to deliver funding from our third call.

    In the past year alone, we have committed support across seven provinces and territories, which will improve telecommunications services along approximately 100 kilometres of major roads and help build over 2,700 kilometres of transport fibre.

    These investments will make a profound impact in those communities by improving access to health care services and education, and creating new opportunities for local businesses. And while we are pleased with this progress, we know we can do better. So we launched a review of the Broadband Fund to find ways we can improve the allocation of funding.

    To date, we have announced a number of changes, including making it faster and easier to submit a funding application, cutting down on the time it takes for us to review applications, implementing new ways to help Indigenous applicants, and improving our mapping so we can better identify roads and communities that need more help.

    We are continuing to review other aspects of the Fund so it can help us close the coverage gaps that remain across the country.

    Delivering affordable service plans for Canadians

    As we work to ensure all Canadians have access to telecommunications services, and that Canadian networks are among the highest quality in the world, we also want to make sure everyone has access to affordable choices – the third corner of our triangle.

    We are addressing a common complaint: too often, Canadians feel like they pay more than they can afford for telecommunications services.

    The Government’s February 2023 policy direction instructed the Commission to renew our approach to telecommunications policy in Canada, and to consider how our decisions could promote competition, affordability, reliability, and consumer interests.

    In the two years since that direction, we have taken action promoting those goals in both the cellphone service and Internet service markets in Canada.

    In the cellphone market, our mobile virtual network operator (or MVNO) framework allows competitors to operate on the networks of Canada’s incumbent mobile carriers. Competitors are now offering Canadians service plans in regions of the country where they previously had no presence and the impact on prices is apparent.

    Through this framework, we are fostering greater competition across Canada and creating the conditions for more affordable choices. At the same time, we know that building and maintaining high-quality networks is expensive. So we are simultaneously providing incentives for companies to continue to make facilities-based investments. For example, competitors that take advantage of MVNO access must also build-out their own networks in the new areas they serve within seven years of the framework’s launch. And our ongoing monitoring of compliance with that requirement will ramp up the closer we get to the seven-year sunset for this access in 2030.

    We are similarly focused on seeing more affordable Internet service choices available to Canadians. This is an ongoing file, with several applications before us being considered. So far, for the first time, we have provided competitors with a workable way to sell Internet services using the fibre-to-the-home networks of large telephone companies. The data showed that our previous approach to wholesale fibre didn’t produce the results that we wanted and Canadians deserved, so we pivoted. And more than a dozen companies are already using the new high-speed access framework to increase their competitive footprints.

    Canadians are seeing increased competition in the high-speed Internet marketplace, and we hope that trend will continue. Here, too, it is important to add that we have put in place incentives for continued investment – wholesale rates will be cost-based, providing the network builder the opportunity to recover their investments. And for the first time ever, any new fibre-to-the-home access built by incumbent providers is exempt from competitor access until 2029, giving network builders a head-start on recovering their investments even before cost-based wholesale competition kicks in.

    We expect continued downward pressure on telecom prices as a result of the changes we have made. And indeed, we are encouraged that year-over-year prices for Internet and cellphone services are trending in the right direction. But despite what the numbers say, many Canadians are telling us that they aren’t seeing those savings.

    We are exploring a range of options to determine how we can ensure Canadians are benefitting from greater competition. I am thrilled that increased competition has led to more and better service offerings in the marketplace. But the job isn’t done until Canadians see improvements in the bills on their kitchen tables. This is another phrase that staff will become sick of hearing me repeat.

    In fact, next week we will be holding a public hearing as part of our consultation on making it easier for consumers to shop for Internet services. This includes better labelling for Internet service plans, potentially presented the same way we see nutritional information on cereal boxes at the grocery store. Consumers deserve to have the services on offer presented to them simply and clearly, and we want them to have easy-to-compare information on each plan. This will make it easier to shop, and also make it easier to see whether consumers are getting what they pay for.

    This is one of several consumer-centric consultations we have underway. We are also looking into establishing rules that would require service providers to notify customers when their current plans or discounts are about to expire; examining what fees service providers charge that may impede switching; and seeing what additional tools or portals consumers need to manage their plans with minimal hassle.

    We look forward to finding new and innovative ideas to ensure affordable choices are available to all Canadians.

    And that, I think, is a good place for me to wrap up today. The CRTC is focused on how we can best set up Canadian communications networks to deliver reliable, affordable and high-quality Internet and cellphone services to all Canadians, from coast to coast to coast. Competition and consumer empowerment are going to be pivotal.

    It’s a goal which, as I stated at the beginning, has not changed since the beginning of my career and that first Telecom Summit almost a quarter century ago. And although the frameworks, assumptions and environment may have changed, the fundamental way in which we work has not. Because at the end of the day, the CRTC relies on all Canadians, and all of you here today, to do our work.

    CRTC decisions are made only after extensive public processes, including consultations, hearings, and outreach. There is ample opportunity for everyone to get involved and help shape our regulatory work. Please do not hesitate to reach out, have your voice heard, and help us to better understand your experience of Canada’s communications systems.

    The Government continues to obliterate science and innovation in New Zealand.

    “New Zealand’s world leading crown research institutes are being left to dwindle, and New Zealand’s best scientists are losing their jobs and leaving the country,” Labour science and innovation spokesperson Reuben Davidson said.

    “National’s decision to cut Callaghan Innovation has lost the country at least 60 skilled science jobs, meaning the expertise to commercialise great New Zealand innovations has evaporated.

    “GNS Science has axed nearly 10 percent of its workforce, despite its important work on seismic and climate research. ESR – the Institute of Environmental Science and Research – slashing eight percent of its workforce because of government cuts. NIWA was also proposing 13 percent of its workforce would have to go.

    “Cuts to the Marsden Fund, which supports important research at universities, will mean less research in public health, nursing, law, education, Māori studies, and public policy.

    “The Government has also closed the Sustainable Food and Fibre Futures fund and replaced it with a new, smaller fund, and decided not to award new funding through the Endeavour Fund in 2026.

    “They’ve taken a total of $90 million out of grants and funds in Budget 2025. This is incredibly short-sighted, and gambles with New Zealand’s technology future.

    “National is happy to turn up to events like the Hi-Tech awards and congratulate winners when the cameras are rolling in Budget week, but behind the scenes they are cutting the funding that got lots of our best innovators there,” Reuben Davidson said.

  • MIL-OSI New Zealand: French authorities block Greenpeace ship from participating in UN Ocean Conference

    French authorities have blocked Greenpeace International’s ship Arctic Sunrise from entering the port of Nice, where the “One Ocean Science Congress” and the UN Ocean Conference are being hosted. This was retaliation against Greenpeace France, highlighting the weaknesses of the French network of Marine Protected Areas last month in the Mediterranean Sea, in an expedition on board the Arctic Sunrise.
    Greenpeace International will write a formal letter of complaint to the United Nations, deploring the behaviour of the hosting French government. Civil society participation is a core element of the UN Ocean Conference.
    The presence of the Arctic Sunrise in Nice would coincide with the 40th anniversary of the bombing of the Rainbow Warrior by French secret services in Auckland.
    Greenpeace Aotearoa spokesperson Ellie Hooper says, “It’s ironic that so close to the 40th anniversary of the French Government’s attempt to silence Greenpeace here in Auckland by bombing the Rainbow Warrior, the French Government is again trying to shut us down by blocking our ship from entering Nice.”
    “But just like we were not silenced then, neither will we be silenced now. Climate change, ecosystem collapse, and accelerating species extinction pose an existential threat, and our work has never been more important.”
    The Arctic Sunrise had been invited by the French Ministry of Foreign Affairs to participate in the “One Ocean Science Congress” and in the Ocean wonders parade taking place right before the UN Ocean Conference.
    Greenpeace International had intended to deliver the messages of three million people calling for a moratorium on deep sea mining to the politicians attending the conference. The ship’s entry to Nice has now been blocked.
    Mads Christensen, Greenpeace International’s Executive Director, says, “The French authorities’ attempt to silence fair criticism ahead of this UN Ocean Conference is clearly a political decision and is utterly unacceptable. Greenpeace and our ships have been working peacefully to protect the oceans for decades. The Arctic Sunrise highlighted the failure of the French government to properly protect its Marine Protected Areas – where bottom trawling is still permitted – and now we are being punished.
    “France wants this to be a moment where they present themselves as saviours of the oceans, while they want to silence any criticism of their own failures in national waters. We will not be silenced. We believe the voices of the three million calling for a stop to deep sea mining must be heard in Nice. Greenpeace and the French government share the same objective to get a moratorium on deep sea mining, which makes the ban of the Arctic Sunrise from Nice even more absurd.”
    Millions of people around the world have joined Greenpeace’s campaign to stop deep sea mining from starting. In 2023, the Arctic Sunrise crew took action at sea to bear witness to the threat of the deep sea mining industry. They peacefully protested against The Metals Company, which had been publicly accused of “environmental piracy” by the French government a few weeks ago, given their attempt to bypass international law by requesting an exploitation permit through President Trump’s administration.
    Right now, the Rainbow Warrior is in the Tasman Sea to expose the damage being done to ocean life there and will be in New Zealand to mark the anniversary of the bombing in Auckland on 10 July.
    Onboard photographer Fernando Pereira died in the attack, which came soon after Operation Exodus, in which the Greenpeace flagship had evacuated victims of American nuclear tests on Rongelap Atoll and was preparing to oppose French nuclear tests on Mururoa Atoll.
    Following the first-ever deep sea mining licence application by The Metals Company to the United States, Greenpeace says that now is the time to resist and stop this industry from starting.
    This UN Ocean Conference will be a key moment to galvanise support ahead of the July meeting of the International Seabed Authority, the UN regulator.

  • MIL-OSI Russia: Dmitry Chernyshenko: Russian schoolchildren brilliantly completed the tasks of the International Chemistry Olympiad

    The results of the Abu Rayhan Biruni International Chemistry Olympiad (ARBIChO 2025) were summed up in Tashkent. The Russian team of four schoolchildren participated in the competition in person and received three gold and one silver medal.

    The medalists were congratulated by Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Education of Russia Sergei Kravtsov.

    “Friends! You have brilliantly completed the Olympiad tasks, leaving behind the strongest competitors from other countries. Three gold and one silver medal are the result of your talent, perseverance and competitive passion. We are proud of your achievements and thank your teachers and mentors for these victories. As President Vladimir Putin noted, we need to achieve excellence in chemistry and in the creation of new materials. The future in these areas is yours!” the Deputy Prime Minister said.

    Gold medals were won by:

    § Said Nurgayanov, Lyceum No. 131, Kazan;

    § Arseny Sysoev, Scientific Research Center of Moscow State University, Moscow;

    § Azamat Sharafiev, Secondary School No. 9 with in-depth study of the English language, Kazan.

    Silver went to Vladimir Rurenko from the CPM School, Moscow.

    “At the International Chemistry Olympiad named after Abu Rayhan Biruni, our schoolchildren once again demonstrated a high level of training and confirmed the quality of the national education system. Such results were possible thanks to the talent and determination of the children, as well as the professionalism, experience and dedication of their mentors. I sincerely thank everyone who contributed to this success. I am sure that new victories, bright discoveries and significant achievements in science await us ahead,” commented Minister of Education Sergey Kravtsov.

    The head of the Russian national team was Vasily Krasnobrov, a methodologist at the Center for Pedagogical Excellence. He spoke about the level of the international intellectual competition.

    “Next year Tashkent is hosting the International Chemistry Olympiad, and therefore the format of the tasks, their complexity and evaluation criteria have been brought closer to the standards of this competition. In this regard, the Olympiad becomes both easier and more difficult for our students. For example, the tasks of the All-Russian School Olympiad require a significantly greater volume of knowledge and a significantly higher level of complexity of logical reasoning. In each round, the participants of the All-Russian Olympiad need to solve only four problems. Here, the students need to complete eight relatively simple but voluminous problems in the same amount of time,” he noted.

    The Abu Rayhan Biruni International Chemistry Olympiad includes two rounds. The practical round consists of two problems, each of which takes 2 hours and 10 minutes to complete, with a 20-minute interval for answering. The maximum score for the practical round is 40. The theoretical round includes eight problems, calculated for five hours. Each problem is worth 7.5 points, the total score for the theoretical round is 60. The format of the problems and the assessment system are as close as possible to the structure of the International Chemistry Olympiad (IChO).

    The competition is held among students of schools, academic lyceums and vocational schools with the aim of identifying and supporting children with outstanding abilities in the field of chemistry. The Russian team participated in the competition as part of the preparation of candidates for the team for the International Chemistry Olympiad.

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), senior member of the Senate Finance Committee and ranking member of the Senate Committee on Commerce, Science, and Transportation, joined Senate Majority Leader Chuck Schumer (D-NY) and U.S. Senator Amy Klobuchar (D-MN) for a press conference at the Capitol calling on their Republican colleagues to reject the devastating cuts to Medicaid included in the budget bill that barely passed the House of Representatives last month.
    “If this bill is enacted — reversing the gains of the Affordable Care Act — it will increase our uncompensated care cost. One estimate: $42 billion alone in 2026 of uncompensated care, and $278 billion in uncompensated care increases over a 10-year window,” Sen. Cantwell said.
    “The result in declining revenue would have adverse consequences for at-risk hospitals and rural communities. We have all heard from our rural hospitals warning us about this. How is it that our Republican Senate colleagues are not listening to those rural hospitals?”
    She continued: “Do our Republican colleagues not care about delivery of health care in our rural community and the spillover effect it has to their economies? This is not scare tactics. This is a bill, if enacted, [that] will not result in savings. It will result in an increase in the uninsured. It will result in financial stresses on our system, and it will increase costs on all of us. And yes, it will cost lives.”

    Last month, the U.S. House of Representatives passed a reconciliation bill containing over $700 billion in cuts and significant changes to Medicaid, the federal program that insures many low-income adults and children, pregnant people, seniors, and people with disabilities. 
    Medicaid, known as Apple Health in Washington state, covers over 1.9 million Washingtonians. On May 2, Sen. Cantwell released a snapshot report highlighting the impact that Medicaid cuts would have on Washington state’s highly-ranked long-term care system for seniors and people with disabilities. In February, she released a snapshot report that demonstrated how cuts would harm health care access in Washington state, and she followed up with a report in March that dove into impacts on the Puget Sound region.
    Highlights of those snapshot reports include:
    In Washington state, WA-04 (Central Washington) and WA-05 (Eastern Washington) have the highest proportions of adults and total population on Medicaid (Apple Health). In District 4, 70% of children are on Medicaid.
    In the Puget Sound, children in Seattle’s blue-collar strongholds would feel the deepest pain from Medicaid cuts. More than half of children in Burien, SeaTac, Kent, Federal Way, Auburn, Renton, and Rainier Valley depend on Medicaid.
    In an exclusive new survey of 68 WA nursing homes, 67 of 68 would cut services if Medicaid were cut by 5% or more, and 65% would consider closing.
    Over the past three months, Sen. Cantwell also took a tour around the state to hear from folks who would be directly impacted by cuts to Medicare. Doctors, patients, and health care providers in Seattle, Spokane, the Tri-Cities, and Wenatchee warned that such cuts would devastate Washington state’s health care system and limit access to lifesaving care.
    On May 21, Sen. Cantwell joined Washington state health care professionals for a virtual press conference to highlight statewide alarm and opposition to proposed Medicaid cuts. That same day, 23 Republican members of the Washington state legislature sent a letter to the entire Washington state federal Congressional delegation, urging the delegation to “protect Medicaid funding for Washington State.”

  • MIL-Evening Report: People with severe mental illness are waiting for days in hospital EDs. Here’s how we can do better

    On ABC’s 4 Corners this week, psychiatrists and nurses have warned New South Wales’ mental health system is in crisis. They report some patients with severe mental distress are waiting two to three days in emergency departments for care.

    The program highlighted chronic failures in NSW’s mental health system, but the shortfalls are being felt across the nation.

    Just over 7% of the nation’s health budget is spent on mental health. But together with alcohol and drug issues, mental health accounts for around 15% of the nation’s burden of disease.

    Problems in mental health go beyond under-funding: it’s also about how the resources we do have are spent.

    So how did we get here? And what can we do to fix it?

    It wasn’t supposed to be like this

    Back in the 1980s, psychiatric deinstitutionalisation promised to replace treatment provided in the old psychiatric institutions with mental health services and care in the community. Too often, these institutions failed to promote recovery, and delivered improper care and even abuse.

    Many of these institutions were indeed closed. But the shift in mental health care over the past 40 years has not been from asylums to the community, but rather to the mental health wards of Australia’s general public hospitals and the emergency departments (EDs) which operate in them.

    Hospitals are expensive and often traumatic places to provide mental health care. We know this from frequent statutory inquiries and reports.

    For presentations to EDs, all the indicators are heading in the wrong direction. More people are seeking care for their mental health in EDs, they are arriving sicker (according to their triage category) and they wait longer for care.

    Hospitals account for more than 80% of total state and territory spending on mental health. In 2022–23, A$6.5 billion of the states and territories’ total spend of $8bn on mental health was directed towards hospital-based care. Just $1bn was provided outside hospitals.

    Evidence indicates community-based care can reduce reliance on EDs for mental health care.

    Yet community mental health services now often comprise little more than a phone call to check if a client is taking their medication. Of the 9.4 million community mental health service contacts in 2022–3, 4 million lasted less than 15 minutes.

    Mental health clinical staff spend just 20% of their time with consumers.

    What are the solutions?

    The solutions are already at hand, but haven’t been pursued or scaled up. These include:

    • multidisciplinary models such as assertive community treatments, which provide mixed specialist clinical and psychosocial support in the community, in people’s homes

    • service models the Australian College of Emergency Medicine have proposed as alternatives to hospital ED care. These include safe havens, mental health nurse liaison services and dedicated homelessness teams. These services can provide the care required to divert patients away from hectic emergency departments, in calmer, more therapeutic spaces

    • NSW programs such as the Housing and Accommodation Support Initiative provide community based, clinical and psychosocial support to people with severe mental health needs. This program reduced admissions due to mental health by 74% over two years

    • Adelaide’s Urgent Mental Health Care Centre, which operates as an alternative to EDs and is open 24 hours a day, seven days a week. This clinic was designed in collaboration with the community, including people with a lived experience of a mental health crisis, and offers a welcoming, safe environment

    • Step-Up Step-Down services, which can effectively meet the needs of some of “the missing middle”. These are people whose mental health needs are too complex for primary care but not assessed as a big enough risk to themselves or others to “qualify” for hospital admission.

    Community-based care for mental illness and social support can reduce reliance on EDs.

    Funding support for psychosocial services remains tiny. It accounts for about 6% of total spending on mental health care by states and territories.

    As a result, almost half a million Australians with either severe or moderate mental health needs are currently unable to access necessary psychosocial care. This impacts their recovery.

    It also leaves clinical services without a viable “psychosocial partner”. So people needing mental health care might be able to get a prescription, but are much less likely to receive assistance with unstable housing, employment support or help getting back to school.

    Working together

    There is already concern to address identified workforce shortages and psychiatrists’ pay disputes.

    The next round of mental health planning must also discuss and clarify the complementary roles in mental health care, as people with more complex mental health needs typically benefit from multidisciplinary, team-based care. This includes psychiatrists, psychologists, allied health professionals, nurses, peer workers, social service providers, GPs, justice, school and housing services and others such as drug and alcohol services. Who is best placed to plan and coordinate this care?

    Reducing our over-reliance on hospital-based mental health care and EDs needs agreement by all Australian governments to explicitly prioritise the principles of early intervention, community-based mental health care and hospital avoidance in mental health.

    These steps, together with more personalised approaches to treatment and better accountability, will help us achieve systemic quality improvement in mental health care.

    Can spiders swim?

    What a great question!

    Most spiders don’t swim by choice. But they sure can survive in water when they need to. From floating like a boat, to paddling like a rower, to carrying their own scuba bubbles, spiders have developed brilliant ways to deal with water.

    Let’s dive into the science in some more detail, and look at how spiders handle getting their paws wet, with examples from our local bush.

    Spiders can run across water

    Water has surface tension – this acts like a kind of invisible skin that can hold up small, light objects.

    Many spiders are tiny and have water-repellent hairs on their legs, so they can stand or run on water without sinking.

    For example, fishing spiders wait at the water’s edge and scuttle across the surface to grab insects, tadpoles or even small fish.

    If prey escapes underwater, this spider can even hide beneath the water’s surface briefly, then come back up.

    Spiders can hold their breath underwater for days

    Spiders don’t have gills, so they can’t get oxygen from water like fish do. But they have evolved clever strategies for staying alive if they stay in the water for a long time.

    For example, the Australian Sydney funnel-web spider often falls into backyard swimming pools. People might see one and think it drowned, but it can actually survive underwater for hours by holding its breath much longer than a human could.

    That’s because it breathes much more slowly than we do. Like many spiders, it has both tracheae (tiny air tubes) and book lungs (they look like a book with many pages) for breathing. Some spiders can close these and become watertight, to hold their breath for a long time.

    Some trapdoor spiders have been recorded only taking a breath every six minutes.

    Do not burst their bubble

    Some spiders take the air with them like a scuba diver.

    On the Great Barrier Reef coast, a little intertidal spider called Desis bobmarleyi actually lives part of its life under seawater. At high tide, it hides in a silk-lined air pocket in coral or shells. It uses the long hairs on its legs and body to trap a bubble around itself so it can breathe underwater between the tides. When the tide goes out, this spider comes out to hunt on the wet reef.

    And in other parts of the world, there’s the famous diving bell spider, the only spider that spends its whole life entirely underwater.

    It weaves an underwater silk web that it fills with air – like an underwater house. This spider can stay underwater for more than a day at a time by letting its air-bubble vessel actively pull oxygen from the water.

    Flood proofing, trapdoor spider style

    Some spiders sit tight and make their homes flood-proof. Remember those trapdoor spiders we mentioned? Trapdoor spiders live snug in burrows underground with a silken lid on top (like a little trapdoor).

    In areas that get sudden heavy rains, a trapdoor spider might build its burrow with a raised entrance – a bit like a chimney – so water flows around or over it rather than straight in.

    Some Australian trapdoor spiders in the outback clay pans have been found to build thick muddy silk doors that fit perfectly like a bath plug into the surrounding soil. The water just goes straight over the top.

    Even if water does get in, some trapdoor spiders can seal their bodies and essentially hold their breath. They don’t swim in their flooded burrows, but they can wait out a flood without drowning.

    What to do with a soggy spider

    If you ever find a spider struggling in water – say in a swimming pool or even in a bucket – you can help as long as you’re careful.

    First, always ask an adult before trying to assist a spider. Nobody has died in Australia in 60 years from spider venom. But some (such as the Sydney funnel-web) can still be fatal, so you must be sure not to touch or provoke it.

    A good way to save a spider in a pool is to use a net or a scoop with a long handle. Gently lift the spider out and put it on the ground away from the water. The spider might look dead at first, but don’t be surprised if it “comes back to life” as it dries out – just like trapdoor spiders do.

    And remember: never poke a spider with your bare hands, even if it seems lifeless. Spiders such as funnel-webs can still bite underwater or right after being rescued, and they will defend themselves if they feel threatened. So, play it safe and use tools or ask an adult or a spider expert to help.

    If anyone is bitten, get an adult to seek medical attention immediately.

    Next time you’re exploring nature (or even looking into the toilet), keep an eye out for our eight-legged friends and how they interact with water. You might spot a little spider boat captain or an air-bubble diver right in your backyard.

    The fourth International Conference on Advances in Radiation Oncology (ICARO-4) is underway this week at the IAEA headquarters in Vienna, bringing together participants from around the world to examine the latest advances in treating cancer with radiation.

    Opening the conference, IAEA Deputy Director General and Head of the Department of Nuclear Sciences and Applications Najat Mokhtar urged attendees to remember inclusivity as they discuss recent innovations ranging from new techniques to the use of artificial intelligence, robotics and automation. “The future of radiotherapy, and of cancer care more broadly, must be equitable. For this, patients [and practitioners] must be at the centre of all we do.”

    Although more than half of all cancer patients need radiotherapy at some point, access to this life-saving treatment remains out of reach for far too many. To meet the target of one machine per 500 patients, low-income countries on average need eight times more machines than currently available, the IAEA-led Lancet Oncology Commission on Radiotherapy and Theranostics found. In terms of human resources, the global radiation medicine workforce of 2022 must expand by more than 60 percent to respond to the 35.3 million new cancer cases and limit the potential 18.5 million deaths anticipated by 2050.

    “Through shared commitment, we can ensure that radiation medicine continues to serve as a force for healing, resilience and sustainable growth in every corner of the world,” said Mohammad Haidar, Lebanon’s Minister of Labor, during the opening ceremony. He noted that Lebanon is strengthening education and training, creating sustainable job opportunities through investments in medical infrastructure and ensuring the well-being and dignity of its workers. These combined efforts, he added, will help improve healthcare outcomes, support the country’s broader economic recovery and contribute to its national development goals.

    “The IAEA’s commitment to science, education and international cooperation has helped shape a new future for Lebanon — one in which human capital is at the centre of this progress,” he said. “Let us continue working together; let us turn dialogue into action and challenges into opportunity.”

  • MIL-OSI Australia: State of the Climate 2024: Increased fire weather, marine heatwaves and sea levels

    The State of the Climate Report 2024 has found Australia’s weather and climate has continued to change, with an increase in extreme heat events, longer fire seasons, more intense heavy rainfall, and sea level rise.

    The report, prepared every two years, was released today by Australia’s national science agency, CSIRO, and the Bureau of Meteorology.

    It draws on the latest national and international climate research, monitoring, and projection information to describe changes and long-term trends in Australia’s climate.

    Scientists found the oceans around Australia are continuing to warm, with increases in carbon dioxide in the atmosphere leading to more acidic oceans, particularly south of Australia.

    CSIRO Research Manager Dr Jaci Brown said warming of the ocean has contributed to longer and more frequent marine heatwaves, with the highest average sea surface temperature on record occurring in 2022.

    “Increases in temperature have contributed to significant impacts on marine habitats, species and ecosystem health, such as the most recent mass coral bleaching event on the Great Barrier Reef this year,” Dr Brown said.

    “Rising sea levels around Australia are increasing the risk of inundation and damage to coastal infrastructure and communities.

    “Global mean sea level is increasing, having risen by around 22 centimetres since 1900. Half of this rise has occurred since 1970.

    “The rates of sea level rise vary across the Australian region, with the largest increases in the north and south-east of the Australian continent.”

    The amount of greenhouse gases in the atmosphere continues to increase, contributing to climate change, with 2023 the warmest year on record globally.

    Dr Karl Braganza, Climate Services Manager at the Bureau of Meteorology, said Australia is continuing to warm, with eight of the nine warmest years on record occurring since 2013.

    “This warming has led to an increase in extreme fire weather, and longer fire seasons across large parts of the country,” Dr Braganza said.

    The report describes the shift toward drier conditions between April to October across the southwest and southeast, and reduced rainfall in southwest Australia now seems to be a permanent feature of the climate.

    “The lower rainfall in the cooler months is leading to lower average streamflow in those regions, which can impact soil moisture and water storage levels and increase the risk of drought. Droughts this century have been significantly hotter than those in the past,” Dr Braganza said.

    “However, when heavy rainfall events occur, they are becoming more intense, with an increase of around 10 per cent or more in some regions.

    “The largest increases are in the north of the country, with 7 of the 10 wettest wet seasons since 1998 occurring in northern Australia.”

    Although Australian emissions have declined since 2005, Australia is projected to see continued warming over the coming decades, with more extremely hot days and fewer extremely cool days.

    The rate of emissions decline will need to accelerate from now to meet Australia’s 2030 emissions targets.

    State of the Climate 2024 is the eighth report in a series published every two years by CSIRO and the Bureau of Meteorology. The findings highlight the importance of ongoing monitoring and help to inform and manage climate risk.

  • MIL-OSI USA: Future Engineers Shine at NASA’s 2025 Lunabotics Robotics Competition

    And the winner is… the University of Utah in Salt Lake City. The Utah Student Robotics Club won the grand prize Artemis Award on May 22 for NASA’s 2025 Lunabotics Challenge held at The Astronauts Memorial Foundation’s Center for Space Education at the Kennedy Space Center Visitor Complex in Florida.

    “Win was our motto for the whole year,” said Brycen Chaney, University of Utah, president of student robotics. “We had a mission objective to take our team and competition a step further, but win was right up front of our minds.”
    Lunabotics is an annual challenge where students design and build an autonomous and remote-controlled robot to navigate the lunar surface in support of the Artemis campaign. The students from the University of Utah used their robot to excavate simulated regolith, the loose, fragmented material on the Moon’s surface, as well as built a berm. The students, who competed against 37 other teams, won grand prize for the first time during the Lunabotics Challenge.
    “During the 16th annual Lunabotics University Challenge the teams continued to raise the bar on excavating, transporting, and depositing lunar regolith simulant with clever remotely controlled robots,” said Robert Mueller, senior technologist at NASA Kennedy for Advanced Products Development in the agency’s Exploration Research and Technology Programs Directorate, and lead judge and co-founder of the original Lunabotics robotic mining challenge. “New designs were revealed, and each team had a unique design and operations approach.”

    Other teams were recognized for their achievements: The University of Illinois Chicago placed first for the Robotic Construction Award. “It’s a total team effort that made this work,” said Elijah Wilkinson, senior and team captain at the University of Illinois Chicago. “Our team has worked long and hard on this. We have people who designed the robot, people who programmed the robot, people who wrote papers, people who wired the robot; teamwork is really what made it happen.”
    The University of Utah won second and the University of Alabama in Tuscaloosa came in third place, respectively. The award recognizes the teams that score the highest points during the berm-building operations in the Artemis Arena. Teams are evaluated based on their robot’s ability to construct berms using excavated regolith simulant, demonstrating effective lunar surface construction techniques.

    Students from Purdue University in Lafayette, Indiana received the Caterpillar Autonomy Award for their work. The University of Alabama placed second, followed by the University of Akron in Ohio. This award honors teams that successfully complete competition activities autonomously. It emphasizes the development and implementation of autonomous control systems in lunar robotics, reflecting real-world applications in remote and automated operations.
    An Artemis I flag flown during the Nov. 16, 2022, mission was presented to the University of Illinois Chicago, as well as the University of Virginia in Charlottesville as part of the Innovation Award. The recognition is given to teams for their original ideas, creating efficiency, effective results, and solving a problem.
    Dr. Eric Meloche from the College of DuPage in Glen Ellyn, Illinois, and Jennifer Erickson, professor from the Colorado School of Mines in Golden each received an Artemis Educator Award, a recognition for educators, faculty, or mentors for their time and effort inspiring students.
    The University of Utah received the Effective Use of Communications Power Award and the University of Virginia the agency’s Center for Lunar and Asteroid Surface Science Award.

    Students from the Colorado School of Mines placed first receiving a Systems Engineering Award. University of Virginia in Charlottesville and the College of DuPage in Glen Ellyn, Illinois, came in second and third places.

  • MIL-OSI USA: Interview with Dave Des Marais

    Let’s start with your childhood, where you’re from, your family at the time, if you have siblings, your early years, and when it was that you became interested in what has developed into your career as an astrophysicist or research scientist?

    I was born in Richmond, Virginia in 1948, the youngest of four siblings – two brothers, a sister and myself. My father was a civil engineer for DuPont chemical company and designed HVAC systems for plants built in the late 30’s and early 40’s for the war effort. Our family moved around frequently back then, so my siblings and I were born in different states. When our father transferred to  DuPont headquarters in Wilmington, Delaware, we moved to nearby Kennett Square, Pennsylvania, about 30 miles southwest of Philadelphia. During my childhood, my participation in outdoor activities with the Boy Scouts and my motivation by excellent high school chemistry and physics teachers stimulated my interest in the natural sciences.

    I attended Purdue University in Indiana in part because Purdue had an excellent chemistry curriculum and because my second older brother, whom I had always admired, received his chemical engineering degree there. As an undergraduate, I was particularly fascinated by the periodic table of the elements and analytical chemistry. Experiences outside the classroom were also important.  I noticed that another student in my dormitory had a little miner’s carbide headlamp on his desk. He explored caves as a member of the Purdue Outing Club and invited me to join. When we took caving and climbing trips in southern Indiana, I developed a fascination with geology, particularly about how caves form and about rocks generally. This kindled my interest in geochemistry, which ultimately guided my choices of graduate school and career. Three factors led to my decision in 1970 to attend Indiana University. One was IU’s strong geology and geochemistry programs. I also wanted to remain as near as possible to Shirley, my future spouse. The third reason was to continue exploring caves!

    While at IU I indeed continued cave exploration. I joined the Cave Research Foundation (CRF), which maps caves and supports research in the national parks, particularly in Mammoth Cave, Kentucky, which is the longest cave in the world, with 250 miles of mapped passageways. My involvement with CRF deepened my interest in other aspects of geology and geochemistry.

    My NASA connection began when Dr. John Hayes became my graduate advisor in geochemistry. Hayes’ graduate dissertation had addressed organic compounds in meteorites. He was also involved with the Viking mission as a member of Klaus Bieman’s MIT research group, which created the mass spectrometer for the Mars Viking mission. I took Hayes’ class on mass spectrometry, and fortunately he liked my term paper! Soon after, I chose to do my dissertation with him on lunar sample analyses, focusing on carbon and other elements relevant to life. I first presented my work in 1972 at the third Lunar Science Conference, where I met Sherwood Chang, then chief of the Ames Exobiology branch. Sherwood was also investigating carbon and other elements in lunar samples. Sherwood, John, and others inspired me to continue in the space sciences.

    That’s an Interesting path because many of our researchers had a postdoc with somebody or attended a conference and met someone through that network and found their way to Ames that way.

    I then did a postdoctoral fellowship at UCLA with Dr. Isaac (Ian) Kaplan, whose biogeochemistry group also had analzed lunar samples. I continued developing methods for carbon isotopic analyses of very small samples. The carbon-13 to carbon-12 abundance ratios of molecules can offer clues about how they are formed. Isotopic measurements also help to identify contamination in meteorites and other extraterrestrial samples. Sherwood Chang wanted to create an isotope geochemistry laboratory in the Ames Exobiology Branch, and that led to my being hired at Ames in 1976.

    You mentioned contamination of the meteorites. Was it geo-contamination or contamination from elsewhere that concerned you?

    The basic analytical goal is to decipher the entire history of an extraterrestrial sample, starting with understanding the contents of an object when it was formed, which in most cases was billions of years ago. When an object was still in space, other events happened that altered its composition. But our major concern has been about what happens after a meteorite arrives here. Life has become so pervasive that its chemical ‘fingerprints’ are on virtually everything. It’s difficult to avoid these substances anywhere in the shallow Earth’s crust. Also, Earth is an inhospitable place for meteorites because its surface environments are relatively hot and moist compared to conditions in space. So our environment can alter the meteorites and add organic contamination.

    What has been your most interesting work here at Ames?

    I have had a near-unique opportunity to explore the biogeochemistry of carbon across a wide range of processes and environments that sustain our biosphere. I investigated the isotope geochemistry of carbon and nitrogen in lunar samples, meteorites, and oceanic basalts. Our molecular isotopic measurements of hydrocarbons in carbonaceous chondrites confirmed their extraterrestrial origins and provided clues about their synthesis. My measurements of mid-oceanic basalts and hydrocarbon gases in geothermal systems chracterized components from the mantle and from sedimentary organic carbon.

    I participated in the Precambrian Paleobiology Research Group at U.C.L.A., led by Dr. J. W. Schopf. For example, we documented carbon isotopic evidence for the long-term evolution and oxygenation of Earth’s early environment. Later, I coordinated a long-term project to study the biogeochemistry of marine benthic microbial communities as modern analogs of Earth’s oldest known (>3 billion yr.-old) ecosystems. We characterized their enormous microbial diversity, their highly efficient harvesting of sunlight, their cycling of life-sustaining elements, and mechanisms for their fossilization in sedimentary rocks. These experiences, among others, informed me as I chaired the development of NASA’s Astrobiology Roadmaps in 2003 and 2008, and as I served as PI of Ames’ NASA Astrobiology Institute team from 1998 to 2014. These roles also informed my participation in NASA’s Mars Exploration Rover and Curiosity rover missions.

    Now that you’ve described what your pursuit is, what your discipline or research interests are, how would you justify that to people who are not scientists as to why taxpayers should be funding this particular research for NASA?

    NASA’s research programs are uniquely positioned to explore and compare multiple planets, including Earth. All life depends critically upon interactions between organisms and the geological processes and climate of their host planet. My career has addressed these interactions in multiple ways. Studies such as these are important for understanding the future of life on Earth, and they also guide our search for evidence of life elsewhere and for planning human missions to other bodies in our solar system.

    A more specific answer to your question is that the public has been interested in any life on Mars. Searching for evidence of past or present life there requires environmental surveys and analyses to identify the most promising locations. NASA’s Viking mission illustrated why most of the Martian surface is really not suitable to look for evidence of life. At least 70% of the surface of Mars is clearly unsuitable, but the remaining more promising 30% is still a lot of territory. The surface area of Mars is equal to that of all the continents on Earth.  Much of my research has related to an assessment of habitability, namely, assessing the resources that an environment must provide to sustain life. Where are the best places to look? Our rovers have now visited places that we are convinced could have supported life some three or more billion years ago. The next questions are:  did any fossils survive and can we actually bring the right samples back to Earth to confirm any findings? 

    Also, could a human mission sustain itself there? Again, we must look for resources that might support life today. Geochemical analyses are a key aspect of that search. If we have any future interest in Mars related to astrobiology or to human missions, we need to assess the past habitability and the present life-sustaining resources of potential landing sites. The public generally supports these exploration goals.

    They do, that is true, and that’s really the answer to why NASA does what it does. It’s directed by Congress, and they are influenced by the public, by what the public wants. I’ve always thought, or at least for a long time, that robotic exploration is much more practical, but the country wants astronauts, that’s where the public support is.

    I agree totally!

    And so, we continue to do that, and they’ve done wonderful things. But the time will come when it’s not feasible to do astronautic things because we humans don’t live long enough given the distances involved.

    Certainly that’s applies for destinations beyond our solar system. And even if there is a human mission to Mars, astronauts are going to be in a station, with robots going out in all directions. So robots will be with us in many ways for the future.

    It’s a very fascinating career you’ve described and the work that has followed from it.

    Thanks! It’s certainly been very fulfilling personally.

    What advice might you give to a young person who sees what you’re doing, is intrigued by it, and would like to pursue it as a career, would like to become a researcher for NASA?

    The advice I would give a young person is just engage in multiple experiences. You don’t know what what will stimulate and motivate you until you try it. And once you find something in particular, like astrobiology, then apply to institutions, like universities or institutes that are involved. Go to a place where they’re doing stuff that’s related to astrobiology in some way. Secondly, see if you can get yourself in a lab and get some undergraduate research experience.

    As an example, what worked for my son? He’s not in astrobiology. He went to Berkeley as an undergraduate and wanted to be a physician. But then he had an opportunity to work in someone’s plant biology lab. By the time he was applying for graduate schools he was identifying professors with whom he might want to work.  Now, years later, he’s a professor in plant genetics at a major university. When I applied to graduate schools, my approach wasn’t nearly as rigorous as my son’s strategy! So, perhaps get an undergraduate experience in a lab and, in any case, get a sense of what’s interesting by giving yourself multiple experiences and not necessarily focusing too soon. That’s the most general advice.

    That is similar to what parents do with their children. They don’t know what their children are going to be interested in or would do well, so they expose them to music, to art, and to all kinds of things and with some of them there won’t be any connection, but at some point, they’ll be interested in something and want to pursue it. So, you’re right, get a broad exposure to a variety of things and something will resonate.

    Yes, the more experiences, the better chance you might hit something that really resonates for you.

    You’ve talked about your professional work and research interests but what do you do for fun?

    Well, along with a lot of the things I’ve already described, my interest in the outdoors has always been high. Our family has done a lot of hiking and travel.

    Do you still do caving or spelunking?

    I was still active after joining Ames in 1976. I got CRF involved at Sequoia-Kings Canyon National Park, and CRF is still working there. I’ve been fortunate to participate in this collaboration between CRF and the National Park Service at Mammoth Cave, Kentucky, Carlsbad Caverns, New Mexico, and Sequoia-Kings Canyon National Park, California. My active participation tapered off about the same time my involvement with Mars picked up in the 1990’s.

    Earlier, I mentioned a little miner’s carbide cap lamp in another student’s dormitory room that led me to the Outing Club, geology, and ultimately my career. So, over the years I’ve collected artifacts related to mining and interacted with folks who explore the history of mining and its economic importance. That has made me realize just how difficult were the lives of miners. What I hadn’t anticipated was how grateful I became that I am alive today and not 100+ years ago, or that I live in the US and not many other places today.

    I often feel that. There are a lot of places in the world where you can’t just go over to the wall and dial up the temperature you want. We are certainly blessed in that regard. So, the collecting has been kind of a hobby for you. Do you have any musical interest or talent, anything like that?

    I was pretty proficient at the piano until I got into high school. But I took up the saxophone and got into the high school band. Later, I joined the Purdue Marching Band and played at football games. That was a great experience but I didn’t continue beyond my college sophomore year. My daughter and son have continued on piano intermittently as an effective form of relaxation. This reminds me of Carl Pilcher (former NASA Senior Scientist for Astrobiology and Director of the NASA Astrobiology Institute) who was a really good pianist.

    I didn’t know that and that’s interesting to me because I knew Carl. This is one reason why we do these interviews, because there will be a number of people who will read this and they won’t have known that about Carl if they knew him, and that’s how these little things that we don’t know about people come out as we sit down and talk with each other. You’ve mentioned your wife, Shirley, and your son and your daughter.  Would you like to say anything else about your family? Or your pets, or things you like to do together or vacations, anything like that?

    Shirley and I have been married 54 years as of this interview. She was an elementary school teacher for more than 25 years. Her support was crucial while I was in graduate school. She became a full-time parent for our pre-school children but then returned to Redwood City schools for most of her teaching career. She then became deeply involved in the local chapter of the League of Women Voters, serving both as its chairman and in other leadership positions. Shirley is the keystone of our family and she has enabled my career achievements immeasurably.

    Our son is a is a molecular biologist. He went to Berkeley first aspiring to be a doctor probably because his high school biology teacher emphasized human physiology. At Berkeley he ventured from one interest to the next. He had not been inspired by plant biology in high school, probably because his teachers focused on rote memorization of facts. But later he gained research experience in a Berkeley plant lab and got really interested in them. He attended graduate school at Duke University and is now an assistant professor in plant genetics with the MIT civil engineering  department. Why, you ask, is a civil engineering department interested in plant genetics? MIT started a major climate change project and one key concern is how crops must adapt.  His specialty is plant water use efficiency, response to CO2 levels, and temperature, factors that would be affected by a changing climate.

    Our daughter also attended Berkeley. She studied international economics of developing countries. She is good at math and also interested in social issues, so that curriculum motivated her. But her ultimate career choice arose from the focus on developing countries and her experiences in South America when she spent a semester at a university in Chile, and then worked with nonprofit organizations in Brazil. She then got a master’s degree in public health at the University of North Carolina.  She’s still involved in public health in North Carolina, working with a foundation that advises county health departments about treatments for drug addiction. The government has provided funds for counties, especially rural counties. She leads a group that’s advising them on how to administer these funds effectively.

    That’s very commendable. You should be proud of her as well.

    Yeah, we certainly are.

    We also had cats from the early ‘70’s up until maybe 2010 or something like that. We eventually achieved ‘parental freedom’ when the kids moved away and the pets passed away.  But our our family’s legacy lives on: both our son and our daughter have multiple cats in their houses! (laughs)

    We had cats too, and enjoyed them. My wife used to have to go away for a week or so every month to tend her parents, who were getting elderly, because she wanted to keep them in their home. I used to think it was funny that people talked to their pets, but when she was away, I talked to the cat all the time! I really enjoyed having her around. She would curl up on my lap if I was watching TV. She was good company.

    Yeah, no kidding. Dogs especially are like little kids that never grow up!

    Yes!

    One of the questions we like to ask is who or what has inspired you along your life path?

    My high school chemistry teacher inspired me about chemistry. He was also an outdoorsman type. My older brother was involved in Boy Scouts, and that also nurtured my interest in Scouts and the outdoors.

    At the time I was enrolled at Purdue University, a geology department had recently started and three faculty occupied the basement of an engineering building. Dr. Levandowski advocated that geochemistry might actually be a good match for me. At Indiana University, John Hayes, my thesis advisor, was very accomplished, charismatic, and inspirational. He was recognized internationally and ultimately inducted into the National Academy of Sciences. And, of course, Sherwood Chang and Chuck Klein helped inspire and guide my early career at Ames.

    Do you read for pleasure and if so, what do you like to read? What genre do you enjoy?

    I do not read fiction for pleasure.  I frequently read popular science and technology articles, so I guess that’s my pleasure reading. It’s still science, but it’s science that extends well beyond my own work, and I find that interesting.

    Absolutely it is.  I don’t read enough for pleasure. I buy a lot of books that I intend to read, but I just never get around to them. My wife says, in jest I think, when I’m gone, she’s going to have a big bonfire and burn all of them because they take up a lot of space. I would like to live to be 200 and read all of them, but I know I won’t! (laughs)

    One of the things that we like to do is add pictures to these interviews, of things we talked about, or any images that you particularly like.  What picture might you have on the wall there in your office, or perhaps in your home?  You could add something later after thinking about it a bit.  I had a map of the world, a satellite image of the world at night, in my office for a time. You’ve probably seen it. I was fascinated by it because you could tell so much about the countries by the lighting, the different colors, where it was and where it wasn’t.

    I have a big map of the world that emphasizes geology and particularly shows a lot of details about the ocean floor, especially with the volcanoes and all the features there. And you’ve probably seen the exobiology mural? it was in building N-200.

    I think I know which one you’re talking about. It has sea life coming up from the ocean on one side across the land and up to the stars on the other side.

    That’s right. Linda Jahnke, Tom Scattergood, and I created that back in 1980’s.

    You did?
    Yeah. When the art department made copies, I got one for my office, and several others have copies also.

    Oh, that’s wonderful. If you have an image of that you could include it when you send me back your edited transcript, and we could put it in and attribute it to you, Linda, and Tom.

    OK. That mural touches on several research topics I’ve addressed during my career. So, it would be a good one to include.

  • MIL-OSI USA: NASA’s Webb Rounds Out Picture of Sombrero Galaxy’s Disk

    After capturing an image of the iconic Sombrero galaxy at mid-infrared wavelengths in late 2024, NASA’s James Webb Space Telescope has now followed up with an observation in the near-infrared. In the newest image, the Sombrero galaxy’s huge bulge, the tightly packed group of stars at the galaxy’s center, is illuminated, while the dust in the outer edges of the disk blocks some stellar light.

    Studying galaxies like the Sombrero at different wavelengths, including the near-infrared and mid-infrared with Webb, as well as the visible with NASA’s Hubble Space Telescope, helps astronomers understand how this complex system of stars, dust, and gas formed and evolved, along with the interplay of that material.
    When compared to Hubble’s visible light image, the dust disk doesn’t look as pronounced in the new near-infrared image from Webb’s NIRCam (Near-Infrared Camera) instrument. That’s because the longer, redder wavelengths of infrared light emitted by stars slip past dust more easily, so less of that stellar light is blocked. In the mid-infrared image, we actually see that dust glow.

    The Sombrero galaxy is located about 30 million light-years away from Earth at the edge of the Virgo galaxy cluster, and has a mass equal to about 800 billion Suns. This galaxy sits “edge on” to us, meaning we see it from its side.
    Studies have indicated that hiding behind the galaxy’s smooth dust lane and calming glow is a turbulent past. A few oddities discovered over the years have hinted this galaxy was once part of a violent merger with at least one other galaxy.
    The Sombrero is home to roughly 2,000 globular clusters, or collections of hundreds of thousands of old stars held together by gravity. Spectroscopic studies have shown the stars within these globular clusters are unexpectedly different from one another.
    Stars that form around the same time from the same material should have similar chemical ‘fingerprints’ – for example, the same amounts of elements like oxygen or neon. However, this galaxy’s globular clusters show noticeable variation. A merger of different galaxies over billions of years would explain this difference.
    Another piece of evidence supporting this merger theory is the warped appearance of the galaxy’s inner disk.
    While our view is classified as “edge on,” we’re actually seeing this nearly edge on. Our view six degrees off the galaxy’s equator means we don’t see it directly from the side, but a little bit from above. From this view, the inner disk appears tilted inward, like the beginning of a funnel, instead of flat.

    The powerful resolution of Webb’s NIRCam also allows us to resolve individual stars outside of, but not necessarily at the same distance as, the galaxy, some of which appear red. These are called red giants, which are cooler stars, but their large surface area causes them to glow brightly in this image. These red giants also are detected in the mid-infrared, while the smaller, bluer stars in the near-infrared “disappear” in the longer wavelengths.
    Also in the NIRCam image, galaxies of diverse shapes and colors are scattered throughout the backdrop of space. The variety of their colors provides astronomers with clues about their characteristics, such as their distance from Earth.

Webb is solving mysteries in our solar system, looking beyond to distant worlds around other stars, and probing the mysterious structures and origins of our universe and our place in it.   • MIL-OSI USA: c-FIRST Team Sets Sights on Future Fire-observing Satellite Constellations

    Two NASA-developed technologies are key components of a new high-resolution sensor for observing wildfires: High Operating Temperature Barrier Infrared Detector (HOT-BIRD), developed with support from NASA’s Earth Science Technology Office (ESTO), and a cutting-edge Digital Readout Integrated Circuit (DROIC), developed with funding from NASA’s Small Business Innovation Research (SBIR) program.

    A novel space-based sensor for observing wildfires could allow first responders to monitor burns at a global scale, paving the way for future small satellite (SmallSat) constellations dedicated entirely to fire management and prevention.
    Developed with support from NASA’s Earth Science Technology Office (ESTO), the “Compact Fire Infrared Radiance Spectral Tracker” (c-FIRST) is a small, mid-wave infrared sensor that collects thermal radiation data across five spectral bands. Most traditional space-based sensors dedicated to observing fires have long revisit times, observing a scene just once over days or even weeks. The compact c-FIRST sensor could be employed in a SmallSat constellation that could observe a scene multiple times a day, providing first responders data with high spatial resolution in under an hour.
    In addition, c-FIRST’s dynamic spectral range covers the entire temperature profile of terrestrial wild fires, making it easier for first-responders to detect everything from smoldering, low-intensity fires to flaming, high intensity fires.
    “Wildfires are becoming more frequent, and not only in California. It’s a worldwide problem, and it generates tons of by-products that create very unhealthy conditions for humans,” said Sarath Gunapala, who is an Engineering Fellow at NASA’s Jet Propulsion Laboratory (JPL) and serves as Principal Investigator for c-FIRST.
    The need for space-based assets dedicated to wildfire management is severe. During the Palisade and Eaton Fires earlier this year, strong winds kept critical observation aircraft from taking to the skies, making it difficult for firefighters to monitor and track massive burns.
    Space-based sensors with high revisit rates and high spatial resolution would give firefighters and first responders a constant source of eye-in-the-sky data.
    “Ground-based assets don’t have far-away vision. They can only see a local area. And airborne assets, they can’t fly all the time. A small constellation of CubeSats could give you that constant coverage,” said Gunapala.
    c-FIRST leverages decades of sensor development at JPL to achieve its compact size and high performance. In particular, the quarter-sized High Operating Temperature Barrier Infrared Detector (HOT-BIRD), a compact infrared detector also developed at JPL with ESTO support, keeps c-FIRST small, eliminating the need for bulky cryocooler subsystems that add mass to traditional infrared sensors.
    With HOT-BIRD alone, c-FIRST could gather high-resolution images and quantitative retrievals of targets between 300°K (about 80°F) to 1000°K (about 1300°F). But when paired with a state-of-the-art Digital Readout Integrated Circuit (DROIC), c-FIRST can observe targets greater than 1600°K (about 2400°F).
    Developed by Copious Imaging LLC. and JPL with funding from NASA’s Small Business Innovation Research (SBIR) program, this DROIC features an in-pixel digital counter to reduce saturation, allowing c-FIRST to capture reliable infrared data across a broader spectral range.
    Artifical intelligence (AI) will also play a role in c-FIRST’s success. Gunapala plans to leverage AI in an onboard smart controller that parses collected data for evidence of hot spots or active burns. This data will be prioritized for downlinking, keeping first responders one step ahead of potential wildfires.
    “We wanted it to be simple, small, low cost, low power, low weight, and low volume, so that it’s ideal for a small satellite constellation,” said Gunapala.
    Gunapala and his team had a unique opportunity to test c-FIRST after the Palisade and Eaton Fires in California. Flying their instrument aboard NASA’s B-200 Super King Air, the scientists identified lingering hot spots in the Palisades and Eaton Canyon area five days after the initial burn had been contained.
    Now, the team is eyeing a path to low Earth orbit. Gunapala explained that their current prototype employs a standard desktop computer that isn’t suited for the rigors of space, and they’re working to incorporate a radiation-tolerant computer into their instrument design.
    But this successful test over Los Angeles demonstrates c-FIRST is fit for fire detection and science applications. As wildfires become increasingly common and more destructive, Gunapala hopes that this tool will help first responders combat nascent wildfires before they become catastrophes.
    “To fight these things, you need to detect them when they’re very small,” said Gunapala.
    A publication about c-FIRST appeared in the journal “Society of Photo-Optical Instrumentation Engineers” (SPIE) in March, 2023.

  • MIL-OSI Europe: The Netherlands: Leyden Labs lands €20 million EIB investment facilitated by HERA to advance pandemic preparedness activities

    • European Investment Bank and Leyden Labs sign €20 million financing to advance Leyden Labs’ pandemic preparedness activities, guaranteed by European Commission’s InvestEU initiative through its Health Emergency Preparedness and Response (HERA).
    • Funding is part of “HERA Invest,” a €110 million top-up to the European Union’s InvestEU initiative, meant to address pandemic readiness, biodefense and antimicrobial resistance.
    • Leyden Labs will use the funding to advance development of its novel non-vaccine approach, with nasal sprays containing broadly-protective antibodies to defend against seasonal and pandemic viral infections.

    The European Investment Bank (EIB) and Dutch clinical-stage biotechnology company Leyden Laboratories B.V. have signed a €20 million financing deal to advance development of the Company’s broadly-protective antibodies to defend against seasonal and pandemic viral infections. Leyden Labs’ lead program is a pan-influenza nasal spray currently in clinical development (PanFlu), which has the potential to provide first-in-class influenza protection and meaningfully reduce the burden of influenza infection, including in infection from Avian Flu (H5).

    The venture debt financing agreement is supported under the European Commission’s InvestEU programme and specifically falls under “HERA Invest.” This €110 million initiative from the European Health Union is meant to address biodefence, pandemic readiness and antimicrobial resistance in Europe, as a top-up to the European Union’s InvestEU initiative, funded by the EU4Health programme.

    “The COVID-19 pandemic taught us multiple lessons, including that we should strengthen the EU’s preparedness and autonomy in key areas like bio sciences.” stated EIB Vice President Robert de Groot. “With the support of the European Commission, the EIB backs highly innovative EU companies like Leyden Labs with venture debt, enabling them to grow and thrive in Europe. Technological innovations from companies like Leyden Labs are key for European competitiveness and the well-being of our society.” 

    Hadja Lahbib, Commissioner for Equality, Preparedness and Crisis Management, added: “Respiratory viruses are common and affect us all, especially the most medically vulnerable. Today’s agreement reaffirms our commitment to invest in innovation to strengthen preparedness and protection against respiratory viruses. HERA Invest is a prime example of Europe at the forefront of medical advancements in response to serious threats to health.”

    Leyden Labs’ product candidates are nasal sprays that administer broadly protective antibodies directly to the respiratory mucosa. Leyden Lab’s solutions are designed to work at the earliest moment, before the virus even reaches systemic circulation. Systemically administered vaccines primarily generate systemic protection against viruses, however, this may be a limitation that contributes to suboptimal efficacy. Airborne viruses, including influenza, do not directly enter systemic circulation, but rather, they enter the body through the nose and mouth. The Company’s antibodies aim to protect against full viral families, so they keep working even when a virus mutates and evolves. This intranasal strategy also has the potential to benefit people with weakened immune systems because it does not rely on the person to be able to mount an immune response in order to be protective.

    The Company’s novel approach has the potential to transform the way the healthcare ecosystem thinks about viral prophylaxis, while also providing an innovative solution for use both in times of seasonal outbreaks as well as pandemic emergencies.

    HERA’s responsibility is to ensure that the EU and Member States are ready to act in the face of cross-border health threats. The €20 million proceeds of this financing will support further development of Leyden Labs’ novel, non-vaccine approach to fighting respiratory viruses to contribute to European pandemic preparedness efforts.

    Background information:

    Health Emergency Preparedness and Response (HERA). The European Commission’s Health Emergency Preparedness and Response Authority (HERA) supports projects that strengthen preparedness and response capacities in the field of health. HERA was established as a direct consequence of the lessons learned from the initial management of the COVID-19 pandemic, to ensure a solid Union response to serious-cross border health threats and secure ready availability and accessibility of medical countermeasures. HERA’s responsibility is to ensure that the EU and Member States are ready to act in the face of cross-border health threats, and its mandate covers both the strengthening of preparedness in advance of future emergencies and the implementation of a swift and efficient response once crisis hits.

    HERA Invest is a €110 million top-up to the InvestEU programme, funded by the EU4Health programme. It is implemented by the EIB and supports projects that focus on pathogens with pandemic potential, chemical, biological, radiological, nuclear threats, and antimicrobial resistance. Together with HERA, the EIB assesses whether an operation meets HERA Invest’s criteria.

    The InvestEU programme provides the European Union with crucial long-term funding by leveraging substantial private and public funds in support of a sustainable recovery. It also helps mobilise private investment for EU policy priorities, such as the European Green Deal and the digital transition. InvestEU brings together under one roof the multitude of EU financial instruments previously available to support investment in the European Union, making funding for investment projects in Europe simpler, more efficient and more flexible. The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal. The InvestEU Fund is deployed through implementing partners who will invest in projects using the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least €372 billion in additional investment.

    The European Investment Bank (EIB) is the long-term lending institution of the European Union, owned by its Member States. The Netherlands owns a 5,2% share of the EIB. It makes long-term finance available for sound investment in order to contribute towards EU policy goals and national priorities. More than 90% of its activity is in Europe. Over the last ten years, the EIB has made available more than €27 billion in financing for Dutch projects in various sectors, including research & development, sustainable mobility, drinking water, healthcare and SMEs. In 2024 the EIB Group, which also includes the EIB’s subsidiary, the European Investment Fund (EIF), made available more than €3 billion for Dutch projects.

  • MIL-OSI USA: Gov. Kemp Announces Solicitor General, Superior Court, and State Court Appointments

    Atlanta, GA – Governor Brian P. Kemp today announced three appointments. Elizabeth W. Torres will serve as the Solicitor General of Worth County, filling the vacancy created by the appointment of the Honorable James “Jay” E. Crowe, Jr. as State Court Judge of Worth County; Chaundra Lewis will serve on the Superior Court of the Flint Judicial Circuit, filling the vacancy created by the resignation of the Honorable Brian J. Amero; and James Boles will serve on the State Court of Henry County, filling the vacancy created by the appointment of the Honorable Chaundra Lewis.

    Elizabeth W. Torres is currently a partner at Wilmot & Torres. She also currently serves as the solicitor for the City of Tifton and City of Lenox. Following her graduation from law school, she worked in Atlanta practicing commercial litigation for a year. She then decided to return to her hometown of Tifton, Georgia to continue her law career. In addition to her prosecutorial work, she practices a wide variety of civil litigation, including family law and matters pending in probate court.

    Torres attended the University of Georgia, where she earned her Bachelor of Arts in political science. She then attended the University of Georgia School of Law as the Richard B. Russell Distinguished Law Fellow. Torres and her husband have two children and reside in Tift County.

    Chaundra Lewis currently serves as a Henry County State Court Judge. In addition to handling her assigned caseload, Judge Lewis also presides over the Henry County DUI/Drug Court Program. Prior to joining the Henry County State Court bench,  Judge Lewis served as deputy chief assistant in the Henry County District Attorney’s Office. She also served as the deputy chief assistant solicitor general in both Fulton and Clayton Counties. Prior to her time as a prosecutor, Judge Lewis was a state court staff attorney, as well as a civil litigator and defense attorney in private practice.

    Judge Lewis is an avid community servant, serving as a board member of Gigi’s House and also volunteering with Miracle Mission International Outreach, Inc. Judge Lewis is a graduate of Leadership Clayton, Leadership Henry and Leadership Georgia. She is also an active member of Alpha Kappa Alpha Sorority, Inc. and Jack and Jill of America, Inc. 

    Judge Lewis earned her Bachelor of Arts Degree in English from Spelman College.  She earned her Juris Doctor from the University of Memphis Cecil C. Humphries School of Law. Judge Lewis and her husband of 27 years, Kevin,  live in McDonough and are the proud parents of three daughters, Kennedy, Lauryn, and Chandler.

    James D. Boles, Jr. is a trial attorney and managing partner at Sexton & Moody, P.C. Before joining the firm, he worked in a similar capacity as a sole proprietor at the Law Office of James D. Boles, LLC.

    James attended Atlanta’s John Marshall Law School and graduated in 2016. He served on the board of the Public Interest Law Society, was justice of the Phi Alpha Delta Law Fraternity, and competed as a member of the Trial Competition Team. Prior to law school, James attended Kennesaw State University, where he graduated with a bachelor’s in political science.

    James and his wife, Leslie, live in Henry County, where he volunteers as a coach for the Stockbridge High School Mock Trial Team.
