    Imagine a future where a diagnosis of untreatable male infertility is no longer the end of the road – because science has found a way to produce human sperm from lab-engineered testicular tissue.

    This might sound like science fiction, but I’m leading a team of researchers at the University of Limerick (UL) to work on making the production of human sperm from lab-engineered testicular tissue a reality. If successful, this could redefine fertility treatment and bring hope to the millions of people around the world affected by male infertility.

    Why now? Because male reproductive health is in decline – and the numbers are too stark to ignore.

    Over the past seven decades, sperm counts have decreased dramatically while conditions like testicular cancer, hormone imbalances and genital malformations – which can all have an effect on sperm counts – are on the rise.

    The precise causes of declining male reproductive health are still being debated. While genetics may play a role, no single genetic factor has been shown to affect male fertility at a population level. Instead, much of the focus has turned to the environment, particularly endocrine-disrupting chemicals.

    These chemicals, which can interfere with hormone function, are found in common items such as plastics, pesticides, cosmetics and even painkillers. There is growing evidence that exposure to these substances in the womb can increase the risk of testicular cancer, reduce sperm quality, and lead to male infertility later in life.

    For some men, fertility issues are treatable – lifestyle changes, hormone therapy, or surgery to correct blockages in the reproductive tract can help. But for a large proportion, there is no identifiable cause.

    This type of unexplained infertility, known as idiopathic infertility, currently leaves patients with only one option: surgical sperm retrieval (SSR).

    SSR involves surgically opening the testicles to search for viable sperm for use in assisted reproductive technologies like IVF. However, success is far from guaranteed. In some cases, the chance of finding even a single usable sperm cell is as low as 40%.

    In addition to its physical and emotional toll, SSR places the burden of fertility treatment on the female partner’s reproductive system, meaning women’s bodies are often the target of fertility medications and procedures. It does little to address the underlying health risks associated with male infertility, including higher rates of illness and early mortality.

    And if SSR fails, the only option left is to use donor sperm – a difficult and emotional decision for many people.

    Root of the problem

    To address male infertility, scientists need to get to the root of the problem and develop solutions that restore natural fertility.

    So, given the ethical and biological limits on experimenting directly with humans, researchers have turned to preclinical models to study the human testes. These include ex vivo tissue (human or animal tissue studied outside the body), in vitro cell cultures (human testicular cells grown on lab plates), and animal models (typically rodents or primates).

    However, human sperm production is vastly different – and much less efficient – than in other mammals, making animal models unreliable. To move forward, researchers need preclinical models that closely mimic human testes and their ability to produce sperm.

    This remains one of the biggest scientific hurdles in the field. While researchers have successfully produced sperm in the lab from mouse testicular tissue, the same has never been achieved in humans.

    Our research is attempting to overcome this challenge by combining biology with mechanical engineering and materials science. We started by analysing human testicular tissue samples from a range of donors, building a detailed understanding of how the tissue functions.

    This data was fed into the design of model systems that replicate human testicular tissue – not just biologically, but mechanically and structurally. The ultimate goal is to create a model that can not only mimic testicular function but produce viable human sperm.

    Lab-produced sperm could revolutionise fertility care. It might one day offer a solution to men who have undergone failed SSR procedures, childhood cancer survivors whose fertility was damaged by chemotherapy or radiation, and male patients with severe, unexplained infertility who currently have no treatment options.

    This isn’t just a scientific experiment. It’s about restoring hope to those for whom existing medical approaches have run out of answers.

  • MIL-OSI Global: The biggest barrier to AI adoption in the business world isn’t tech – it’s user confidence

    The Little Engine That Could wasn’t the most powerful train, but she believed in herself. The story goes that, as she set off to climb a steep mountain, she repeated: “I think I can, I think I can.”

    That simple phrase from a children’s story still holds a lesson for today’s business world – especially when it comes to artificial intelligence.

    AI is no longer a distant promise out of science fiction. It’s here and already beginning to transform industries. But despite the hundreds of billions of dollars spent on developing AI models and platforms, adoption remains slow for many employees, with a recent Pew Research Center survey finding that 63% of U.S. workers use AI minimally or not at all in their jobs.

    The reason? It can often come down to what researchers call technological self-efficacy, or, put simply, a person’s belief in their ability to use technology effectively.

    In my research on this topic, I found that many people who avoid using new technology aren’t truly against it – instead, they just don’t feel equipped to use it in their specific jobs. So rather than risk getting it wrong, they choose to keep their distance.

    And that’s where many organizations derail. They focus on building the engine, but don’t fully fuel the confidence that workers need to get it moving.

    What self-efficacy has to do with AI

    Albert Bandura, the psychologist who developed the theory of self-efficacy, noted that skill alone doesn’t determine people’s behavior. What matters more is a person’s belief in their ability to use that skill effectively.

    In my study of teachers in 1:1 technology environments – classrooms where each student is equipped with a digital device like a laptop or tablet – this was clear. I found that even teachers with access to powerful digital tools don’t always feel confident using them. And when they lack confidence, they may avoid the technology or use it in limited, superficial ways.

    The same holds true in today’s AI-equipped workplace. Leaders may be quick to roll out new tools and want fast results. But employees may hesitate, wondering how it applies to their roles, whether they’ll use it correctly, or if they’ll appear less competent – or even unethical – for relying on it.

    Beneath that hesitation may also be the all-too-familiar fear of one day being replaced by technology.

    Going back to train analogies, think of John Henry, the 19th-century folk hero. As the story goes, Henry was a railroad worker who was famous for his strength. When a steam-powered machine threatened to replace him, he raced it – and won. But the victory came at a cost: He collapsed and died shortly afterward.

    Henry’s story is a lesson in how resisting new technology through sheer willpower can be self-defeating. Rather than leaving some employees feeling like they have to outmuscle or outperform AI, organizations should invest in helping them understand how to work with it – so they don’t feel like they need to work against it.

    Relevant and role-specific training

    Many organizations do offer training related to using AI. But these programs are often too broad, covering topics like how to log into different programs, what the interfaces look like, or what AI “generally” can do.

    In 2025, with the number of AI tools at our disposal, ranging from conversational chatbots and content creation platforms to advanced data analytics and workflow automation programs, that’s not enough.

    In my study, participants consistently said they benefited most from training that was “district-specific,” meaning tailored to the devices, software and situations they faced daily with their specific subject areas and grade levels.

    Translation for the corporate world? Training needs to be job-specific and user-centered – not one-size-fits-all.

    The generational divide

    It’s not exactly shocking: Younger workers tend to feel more confident using technology than older ones. Gen Z and millennials are digital natives – they’ve grown up with digital technologies as part of their daily lives.

    Gen X and boomers, on the other hand, often had to adapt to using digital technologies mid-career. As a result, they may feel less capable and be more likely to dismiss AI and its possibilities. And if their few forays into AI are frustrating or lead to mistakes, that first impression is likely to stick.

    When generative AI tools were first launched commercially, they were more likely to hallucinate and confidently spit out incorrect information. Remember when Google demoed its Bard AI tool in 2023 and its factual error led to its parent company losing US$100 billion in market value? Or when an attorney made headlines for citing fabricated cases courtesy of ChatGPT?

    Moments like those likely reinforced skepticism – especially among workers already unsure about AI’s reliability. But the technology has already come a long way in a relatively short period of time.

    The solution to getting those who may be slower to embrace AI isn’t to push them harder, but to coach them and consider their backgrounds.

    What effective AI training looks like

    Bandura identified four key sources that shape a person’s belief in their ability to succeed:

    1. Mastery experiences, or personal success

    2. Vicarious experiences, or seeing others in similar positions succeed

    3. Verbal persuasion, or positive feedback

    4. Physiological and emotional states, or someone’s mood, energy, anxiety and so forth.

    In my research on educators, I saw how these concepts made a difference, and the same approach can apply to AI in the corporate world – or in virtually any environment in which a person needs to build self-efficacy.

    In the workplace, this could be accomplished with cohort-based trainings that include feedback loops – regular communication between leaders and employees about growth, improvement and more – along with content that can be customized to employees’ needs and roles. Organizations can also experiment with engaging formats like PricewaterhouseCoopers’ prompting parties, which provide low-stakes opportunities for employees to build confidence and try new AI programs.

    In “Pokemon Go!,” it’s possible to level up by stacking lots of small, low-stakes wins and gaining experience points along the way. Workplaces could approach AI training the same way, giving employees frequent, simple opportunities tied to their actual work to steadily build confidence and skill.

    The curriculum doesn’t have to be revolutionary. It just needs to follow these principles and not fall victim to death by PowerPoint, or end up being generic training that isn’t applicable to specific roles in the workplace.

    As organizations continue to invest heavily in developing and accessing AI technologies, it’s also essential that they invest in the people who will use them. AI might change what the workforce looks like, but there’s still going to be a workforce. And when people are well trained, AI can make both them and the outfits they work for significantly more effective.

  • MIL-OSI Global: If it looks like a dire wolf, is it a dire wolf? How to define a species is a scientific and philosophical question

    Biotech company Colossal Biosciences made headlines in April 2025 after claiming it had “successfully restored … the dire wolf to its rightful place in the ecosystem.” Three wolf pups – Romulus, Remus and Khaleesi – were born through this de-extinction project.

    But behind the scenes lies a more complicated reality.

    What Colossal actually did was edit a small number of gray wolf genes, aiming to create physical traits that resemble those of the extinct dire wolf. The edited embryos were implanted into surrogate domestic dogs.

    Many scientists and reporters expressed skepticism about the claim that this amounts to restoring the dire wolf. Experts pointed out that tweaking a handful of genes does not replicate the full biological reality of a long-extinct species. Most of the dire wolf’s genetic makeup remains unknown and unreplicated.

    This gap between appearance and biological identity raises a deeper question: What exactly is a species, and how do you decide whether something belongs to one species rather than another?

    Biologists call the answer a species concept – a theory about what a species is and how researchers sort organisms into different groups. As a philosopher of science who studies what defines a species, I can say this: Whether de-extinction projects succeed depends on which species concept you think is right – and the truth is, even scientists don’t agree.

    How scientists define a species

    When scientists talk about biodiversity – the variety of life-forms found in nature – species are the basic building blocks. A species is supposed to reflect a real division between distinct groups of organisms in the natural world, not just a convenient label.

    In classifying living things into species, scientists are trying to “carve nature at its joints” to reflect real patterns shaped by evolution. Even so, deciding what counts as a species turns out to be surprisingly difficult and highly controversial. Scientists have proposed dozens of distinct species concepts – some scholars have counted over 32 ways to define a species – and each draws the lines a little differently. These definitions don’t always agree on whether an organism is part of one species rather than another.

    Two of the most influential species concepts highlight the challenge. The biological species concept defines a species as a group of organisms that can naturally breed with each other and produce fertile offspring. Under this view, African forest elephants and African savanna elephants were once classified as the same species because they could mate and have young together, even though they lived in different habitats and looked different.

    Another approach, the phylogenetic species concept, emphasizes ancestry instead of breeding. A species, in this view, is a group that shares a unique evolutionary history, forming its own distinct branch on the tree of life. By this standard, researchers found that forest and savanna elephants had been genetically evolving separately for millions of years, long enough to be considered different species even if they could still interbreed.

    Understanding these different species concepts is crucial for evaluating claims about de-extinction. If Romulus, Remus and Khaleesi could naturally mate with historical dire wolves and produce fertile offspring, then they would be considered true dire wolves under the biological species concept.

    But for definitions of species that emphasize evolutionary history, such as the phylogenetic species concept, the lab-created wolves would not qualify as real dire wolves – even if they were indistinguishable from the originals – because they did not descend from historical dire wolves.

    Despite differences on how best to define species, there is a surprising degree of consensus among scientists and philosophers on one big idea: What makes something part of a species is not an internal feature, such as a specific set of genes, but a relationship to something else – to its environment, to other organisms, or to a shared evolutionary history.

    By this way of thinking – what is often called relationalism – there is no special “lemon gene” that makes a lemon and no hidden genetic marker that automatically makes an animal a dire wolf. Commonly shared across all these theories is the notion that belonging to a particular species depends on connections and context, not on anything inside the organism itself.

    But what if that consensus is wrong?

    On warblers and mitochondria

    At first glance, the standard ways of defining a species seem to work well. But every now and then, nature throws a curveball – and even the most trusted definitions don’t quite fit.

    Take the case of the blue-winged and golden-winged warblers. These two songbirds look and sound different. They wear different plumage, sing different songs and prefer different habitats. Birders and organizations such as the American Ornithological Society have always classified them as separate species.

    Yet under two of the most common scientific definitions of species, the biological and phylogenetic species concepts, blue-winged and golden-winged warblers are considered the same species. These birds regularly mate and produce young together. They’ve been swapping genes for thousands of years. And when scientists looked at their nuclear DNA – the genetic material tucked inside the nucleus of each cell – they found the two birds are 99.97% identical. This finding suggests that even careful, widely accepted species definitions can miss something important.

    So what if, instead, the key to being part of a species lies deep inside the organism, in the way its basic systems of life fit together?

    Recent work in biology and philosophy suggests another way of thinking about species that focuses on a hidden but vital system inside cells: the partnership between two sets of genetic material. I and my colleague Kyle B. Heine explore this idea by drawing on research in mitonuclear ecology – the study of how different parts of an organism’s genetic material adapt and work together to produce energy.

    Virtually every cell contains two kinds of DNA. One set, stored in the nucleus, acts like an instruction manual that guides most of the cell’s activities. The other, found in structures called mitochondria – the cell’s energy centers – contains its own much smaller set of instructions geared toward supporting its unique role in keeping the cell running.

    Producing energy depends on precise teamwork between nuclear DNA and mitochondrial DNA, like two musicians playing in perfect harmony. Over millions of years, the nuclear and mitochondrial DNA of each species have evolved together to form a unique, finely tuned system.

    This insight has led to a new way of thinking about species, called the mitonuclear compatibility species concept. According to this idea, an organism belongs to a species if its two sets of genes – those in the nucleus and those in the mitochondria – are optimized to work together to generate life-sustaining energy. If the cellular partnership between these two genetic systems is mismatched, the organism may struggle to produce the energy it needs to survive, grow and reproduce.

    By this standard, different species aren’t just defined by how they look or behave, but by whether their nuclear and mitochondrial genes form a uniquely coadapted team. For example, even though blue-winged and golden-winged warblers are nearly identical in their nuclear DNA, they differ by about 3% in their mitochondrial DNA – a clue that their energy systems are distinct. And that’s exactly what the mitonuclear compatibility species concept predicts: They really are two separate species.

    Rethinking the meaning of de-extinction

    Bringing back a species like the dire wolf isn’t just a matter of getting the fur right or tweaking a few visible traits. According to my preferred species concept, even if a recreated animal looks the part, it won’t truly be a dire wolf unless its inner genetic systems – the ones that power its cells – are finely tuned to work together, just as they were in the original species.

    That’s a tall order. And without restoring the full inner machinery of the original species, any lab-grown look-alike would fall short.

    Understanding how scientists define species – and how those definitions shape the possibilities of de-extinction – offers more than just a lesson in biological bookkeeping. It shows that classification is not just about names or lineages, but about recognizing the deep biological patterns that sustain life, offering a deeper appreciation of what it really means to bring back the past.

    Reviving an extinct species isn’t like assembling a model from spare parts. It means recreating a living, breathing system – one whose parts must work in concert, not just look the part.

    And that’s why philosophy and science both matter here: To understand what we’re bringing back, we must first understand what was truly lost.

  • MIL-OSI Global: Prime numbers, the building blocks of mathematics, have fascinated for centuries − now technology is revolutionizing the search for them

    A shard of smooth bone etched with irregular marks dating back 20,000 years puzzled archaeologists until they noticed something unique – the etchings, lines like tally marks, may have represented prime numbers. Similarly, a clay tablet from 1800 B.C.E. inscribed with Babylonian numbers describes a number system built on prime numbers.

    As the Ishango bone, the Plimpton 322 tablet and other artifacts throughout history display, prime numbers have fascinated and captivated people throughout history. Today, prime numbers and their properties are studied in number theory, a branch of mathematics and active area of research today.

    A history of prime numbers

    Informally, a positive counting number larger than one is prime if that number of dots can be arranged only into a rectangular array with one column or one row. For example, 11 is a prime number since 11 dots form only rectangular arrays of sizes 1 by 11 and 11 by 1. Conversely, 12 is not prime since you can use 12 dots to make an array of 3 by 4 dots, with multiple rows and multiple columns. Math textbooks define a prime number as a whole number greater than one whose only positive divisors are only 1 and itself.

    Math historian Peter S. Rudman suggests that Greek mathematicians were likely the first to understand the concept of prime numbers, around 500 B.C.E.

    Around 300 B.C.E., the Greek mathematician and logician Euler proved that there are infinitely many prime numbers. Euler began by assuming that there is a finite number of primes. Then he came up with a prime that was not on the original list to create a contradiction. Since a fundamental principle of mathematics is being logically consistent with no contradictions, Euler then concluded that his original assumption must be false. So, there are infinitely many primes.

    The argument established the existence of infinitely many primes, however it was not particularly constructive. Euler had no efficient method to list all the primes in an ascending list.

    In the middle ages, Arab mathematicians advanced the Greeks’ theory of prime numbers, referred to as hasam numbers during this time. The Persian mathematician Kamal al-Din al-Farisi formulated the fundamental theorem of arithmetic, which states that any positive integer larger than one can be expressed uniquely as a product of primes.

    From this view, prime numbers are the basic building blocks for constructing any positive whole number using multiplication – akin to atoms combining to make molecules in chemistry.

    Prime numbers can be sorted into different types. In 1202, Leonardo Fibonacci introduced in his book “Liber Abaci: Book of Calculation” prime numbers of the form (2p – 1) where p is also prime.

    Today, primes in this form are called Mersenne primes after the French monk Marin Mersenne. Many of the largest known primes follow this format.

    Several early mathematicians believed that a number of the form (2p – 1) is prime whenever p is prime. But in 1536, mathematician Hudalricus Regius noticed that 11 is prime but not (211 – 1), which equals 2047. The number 2047 can be expressed as 11 times 89, disproving the conjecture.

    While not always true, number theorists realized that the (2p – 1) shortcut often produces primes and gives a systematic way to search for large primes.

    The search for large primes

    The number (2p – 1) is much larger relative to the value of p and provides opportunities to identify large primes.

    When the number (2p – 1) becomes sufficiently large, it is much harder to check whether (2p – 1) is prime – that is, if (2p – 1) dots can be arranged only into a rectangular array with one column or one row.

    Fortunately, Édouard Lucas developed a prime number test in 1878, later proved by Derrick Henry Lehmer in 1930. Their work resulted in an efficient algorithm for evaluating potential Mersenne primes. Using this algorithm with hand computations on paper, Lucas showed in 1876 that the 39-digit number (2127 – 1) equals 170,141,183,460,469,231,731,687,303,715,884,105,727, and that value is prime.

    Also known as M127, this number remains the largest prime verified by hand computations. It held the record for largest known prime for 75 years.

    Researchers began using computers in the 1950s, and the pace of discovering new large primes increased. In 1952, Raphael M. Robinson identified five new Mersenne primes using a Standard Western Automatic Computer to carry out the Lucas-Lehmer prime number tests.

    As computers improved, the list of Mersenne primes grew, especially with the Cray supercomputer’s arrival in 1964. Although there are infinitely many primes, researchers are unsure how many fit the type (2p – 1) and are Mersenne primes.

    By the early 1980s, researchers had accumulated enough data to confidently believe that infinitely many Mersenne primes exist. They could even guess how often these prime numbers appear, on average. Mathematicians have not found proof so far, but new data continues to support these guesses.

    George Woltman, a computer scientist, founded the Great Internet Mersenne Prime Search, or GIMPS, in 1996. Through this collaborative program, anyone can download freely available software from the GIMPS website to search for Mersenne prime numbers on their personal computers. The website contains specific instructions on how to participate.

    GIMPS has now identified 18 Mersenne primes, primarily on personal computers using Intel chips. The program averages a new discovery about every one to two years.

    The largest known prime

    Luke Durant, a retired programmer, discovered the current record for the largest known prime, (2136,279,841 – 1), in October 2024.

    Referred to as M136279841, this 41,024,320-digit number was the 52nd Mersenne prime identified and was found by running GIMPS on a publicly available cloud-based computing network.

    This network used Nvidia chips and ran across 17 countries and 24 data centers. These advanced chips provide faster computing by handling thousands of calculations simultaneously. The result is shorter run times for algorithms such as prime number testing.

    New and increasingly powerful computer chips have allowed prime-number hunters to find increasingly larger primes.

    The Electronic Frontier Foundation is a civil liberty group that offers cash prizes for identifying large primes. It awarded prizes in 2000 and 2009 for the first verified 1 million-digit and 10 million-digit prime numbers.

    Large prime number enthusiasts’ next two challenges are to identify the first 100 million-digit and 1 billion-digit primes. EFF prizes of US$150,000 and $250,000, respectively, await the first successful individual or group.

    Eight of the 10 largest known prime numbers are Mersenne primes, so GIMPS and cloud computing are poised to play a prominent role in the search for record-breaking large prime numbers.

    Large prime numbers have a vital role in many encryption methods in cybersecurity, so every internet user stands to benefit from the search for large prime numbers. These searches help keep digital communications and sensitive information safe.

    In March of this year, Peter the Great St. Petersburg Polytechnic University, following the presentation of the University Development Program at the Council of the Ministry of Science and Higher Education of the Russian Federation entered the leading group of universities participating in the Priority 2030 program.

    The Priority 2030 program to support higher education institutions was relaunched this year with an emphasis on achieving technological leadership in Russia by combining the efforts of the state, business, and universities in implementing joint projects. The key performance indicator for participants is the integrated technological leadership index (ITL). ITL is calculated based on the volume of extra-budgetary R&D and scientific and technical services, commercialization of the results of intellectual activity and work.

    In order to achieve technological leadership, in accordance with the approved Strategy and Program for the University Development until 2030 with a perspective until 2036, SPbPU will concentrate its efforts on three key scientific and technological areas (KSTD), as well as on the transformation of engineering education.

    During the two months of the program’s implementation, a great deal of organizational work was done to launch key scientific and technological projects, the Office of Technological Leadership was organized, headed by Oleg Rozhdestvensky, and the SPbPU Technological Leadership Council was created and began its work under the chairmanship of the Rector of SPbPU, Academician of the Russian Academy of Sciences Andrey Ivanovich Rudskoy.

    For each of the key scientific and technological areas, chief designers (director heads) have been approved:

    KNTN-1 “System Digital Engineering” – development of technologies and products superior to foreign analogues, based on digital twin technology andCML-Bench® Digital Platform.     In addition, all selected projects are built in the logic of the qualified partnership model, where the university acts as a qualified performer and its development within the model, as well as interaction with a qualified customer (industrial partner) is carried out within the framework of the RUN-CNANGE-DISRUPT methodology. RUN is an ongoing activity, CNANGE – DISRUPT mean “targeted changes” and “breakthrough”, which are achieved with the help of a scientific and technological reserve formed on a systemic basis, the introduction of digital and technological platforms, and a focus on frontier engineering tasks.

    Over the past few years, we have managed to build sustainable cooperation with dozens of industrial partners, with whom we develop advanced technologies and launch joint educational programs. Based on this experience and the results of our teams, we have formed three key scientific and technological areas that allow us to follow the Polytechnic mission – “creation of knowledge and implementation of developments to ensure technological leadership of Russia.” Concentration of efforts and resources on three scientific and technological areas and building all processes in this logic is the basis of our transformation in the scientific and technological sphere, – commented the head of the SPbPU Office of Technological Leadership Oleg Rozhdestvensky.

  • MIL-OSI USA: Sol 4553: Back to the Boxwork!

    We return to planning today after a successful long weekend and about 42 meters of drive distance (about 138 feet). We planned four sols of activities on Friday to keep Curiosity busy, while the U.S.-based science team and engineers took time off yesterday for the Memorial Day holiday. As we got to admire the new workspace and drive direction view in front of the rover this morning, I realized that we have now driven about 35 kilometers (about 22 miles) and climbed more than 850 meters (2,789 feet) in elevation since landing nearly 13 years ago, and we continue to do exciting science on Mars, having recently driven onto new terrain. 
    The so-called boxwork structures are a series of resistant ridges observed both from orbit and in long-distance rover imaging (see Ashley’s blog here). Not only are the ridges of interest (do they indicate enhanced fluid-flow and cementation?), but the outcrop expression in general changed after we drove over a shallow trough onto the rocks that host the ridges.
    This plan will continue characterization of the interesting boxwork terrain. We had an example of a more resistant, ridge-like feature in our workspace today (see accompanying image). The composition of the ridge will be investigated using ChemCam (target “Sisquoc River”) and APXS (target “Palo Verde Mountains”), with accompanying Mastcam and MAHLI images. We will also acquire Mastcam imaging of a trough-like feature surrounding a bedrock slab, as part of our ongoing documentation of such structures, as well as of an apparent resistant boxwork ridge in the distance (“Lake Cachuma”). And a first for our mission, we are planning the longest-distance ChemCam remote imaging mosaic that we will have acquired — 91 kilometers (almost 57 miles) away! The intent is to compare the long-distance view from the ground with HiRISE orbital images in an attempt to create a 3D view. We also managed to squeeze in a Navcam large dust-devil survey before the planned 24-meter drive (about 79 feet). Once we arrive at our new location, MARDI will take an image of the terrain beneath the rover.
    The plan is rounded out with the standard REMS, DAN and RAD activities.

  • MIL-OSI USA: A Dust Devil Photobombs Perseverance!

    To celebrate her 1,500th Martian day (“Sol”) exploring the red planet, the Perseverance rover used its robotic arm to take a selfie of the rover and the surrounding landscape. But when team members reviewed the photo, they were surprised to find that Perseverance had been photobombed!  
    As the rover sat at the “Pine Pond” workspace, located on the outer rim of Jezero crater, which it has been exploring for the past several months, the Wide Angle Topographic Sensor for Operations and eNgineering (WATSON) camera on the end of its arm was used to acquire a 59-image mosaic of the rover. This is the fifth “selfie” that Perseverance has acquired since landing on Mars in 2021. The rover’s robotic arm is not visible in the self portrait because — just like a selfie you would take with your own cellphone camera — rover operators make sure not to have the arm get “in the way” of the body of the rover. This is even easier to do on Mars because Perseverance needs to take 59 different images at slightly different arm positions to build up the selfie, and the elbow of the robotic arm is kept out of the way while the images are acquired. You can find more details about the Sol 1500 selfie here, and this YouTube video shows how the rover arm moves when these activities take place. 
    While snapping away, Perseverance was photobombed by a dust devil in the distance! These are relatively common phenomena both on Mars and in Earth’s desert regions, and form from rising and rotating columns of warm air, which gives the appearance of a dust tornado. Just like many other weather patterns, there is a peak “season” for dust-devil activity, and Jezero crater is in the peak of that season now (late northern spring).  The one seen in the selfie is fairly large, about 100 meters, or 328 feet, across. While Perseverance regularly monitors the horizon for dust-devil activity with Navcam movies, this is the first time the WATSON camera on the end of the robotic arm has ever captured an image of a dust devil! 
    The dark hole in front of the rover, surrounded by gray rock powder created during the drilling process, shows the location of Perseverance’s 26th sample. Nicknamed “Bell Island” after an island near Newfoundland, Canada, this rock sample contains small spherules, thought to have formed by volcanic eruptions or impacts early in Martian history. Later, this ancient rock was uplifted during the impact that formed Jezero crater. Now that the rover has successfully acquired the spherule sample the science team was searching for, Perseverance is leaving the area to explore new rock exposures. Last week, the rover arrived at an exposure of light-toned bedrock called “Copper Cove,” and the science team was interested to determine if this unit underlies or overlies the rock sequence explored earlier. After performing an abrasion to get a closer look at the chemistry and textures, the rover drove south to scout out more sites along the outer edge of the Jezero crater rim.

  • MIL-OSI Russia: Rosneft supports social projects for children and teenagers in Russian regions

    Rosneft and its subsidiaries, within the framework of cooperation agreements with Russian regions, are implementing projects aimed at creating a modern social infrastructure and a favorable environment for the development of medicine, mass sports, culture, educational projects and the upbringing of the younger generation.

    Bashneft supports the construction and reconstruction of children’s institutions within the framework of a cooperation agreement with the Republic of Bashkortostan. For example, in 2024, the Children’s Art Center in the village of Verkhneyarkeevo in the Ilishevsky District was reconstructed, a multifunctional educational center was built in the village of Elan-Chishma in the Yermekeyevsky District, Ufa kindergarten No. 2 was improved, and a multifunctional sports and health complex was built on the territory of the Republican Engineering Boarding School in Ufa.

    In the Samara Region, with the support of Rosneft, the reconstruction of schools No. 28 and No. 29 in Syzran, the Harmony gymnasium in Otradny and school No. 24 in Samara has been completed. Thanks to the help of oil workers, the children’s surgical department and the perinatal center of the Syzran Central City Hospital have been equipped with high-tech equipment. They now have an operating table, an operating shadowless lamp and an open resuscitation system for newborns.

    With the support of Rosneft, a new building of the Small Academy of Sciences with modern laboratories, a biotechnology center with laboratories for genomics and the study of ancient DNA, an IT center, a library, a TV studio, a sports hall and a gym was built in Yakutia. Children’s playgrounds and sports grounds were also opened in Yakutsk, Tas-Yuryakh, Myndyb and elsewhere. In the sponsored school of the Botuobuinsky nasleg of the Mirninsky district, in the school where children of indigenous peoples study, the robotics rooms, 3D modeling, and the press center were renovated, a stadium was built and the assembly hall was reconstructed.

    Under the agreement with the government of Yugra, Rosneft supports the construction and reconstruction of educational and sports institutions in the Khanty-Mansiysk Autonomous Okrug. In 2024, a kindergarten, the Lider and MediaQuant youth clubs, and an outdoor sports and play complex were opened in Nizhnevartovsk.

    RN-Yuganskneftegaz is implementing a comprehensive program to support children and young people. In 2024, School No. 9 in Khanty-Mansiysk received modern equipment, including interactive panels and equipment for physics lessons. Much attention is paid to the development of children’s sports: ten sports schools in Yugra received almost a thousand units of modern hockey equipment, including sticks, skates and protective helmets. A modern sports complex was opened in the village of Lyamina.

    In Achinsk, with the support of the Company, major repairs are underway at the inpatient department of the Krasnoyarsk Regional Center for the Protection of Motherhood and Childhood No. 2.

    A project IT laboratory has been opened in Udmurtia and two sports halls have been renovated in School No. 12 in the city of Votkinsk in Udmurtia. The laboratory is equipped with modern technology, including an interactive panel, a 3D printer, a laser 3D scanner and all the necessary software.

    In addition, the Company creates “Rosneft-classes” in the regions of its operations based on the best educational institutions: schools, lyceums and gymnasiums. As part of the project, students receive a high-quality general secondary education. Schoolchildren in grades 10-11 study according to programs with in-depth study of mathematics, physics, chemistry and computer science. The project is aimed at career guidance and motivation of teenagers to enter universities in the Company’s core specialties and subsequent employment of graduates at Rosneft enterprises.

    In the completed academic year, 2.7 thousand schoolchildren studied in 118 Rosneft-classes. The project is being implemented in 56 general education organizations located in 47 cities and towns in 20 regions of Russia.

    In anticipation of International Children’s Day, volunteers of the Company and its subsidiaries are organizing dozens of festive events aimed at developing sports and a healthy lifestyle, and the cultural and patriotic education of youth.

    Kuibyshev Oil Refinery presented an educational interactive project “City of Safety”. Hundreds of children and teenagers have already taken part in it. In a game format, children learn the rules of safe behavior in various life situations, including road traffic and the Internet.

    Workers of the Novokuibyshevsk Oil Refinery organized a holiday for children from social institutions of the city with quizzes dedicated to oil professions. Oil refiners annually organize an ecological family festival “Ecofest” for city residents; this year the festival brought together more than 400 schoolchildren.

    Volunteers of the Syzran Oil Refinery brought gifts to the children of the center for helping children left without parental care. Samaraneftegaz organized a holiday for the children of employees called “Hello, Summer!” with the participation of representatives of the Russian Emergencies Ministry, who conducted a safety lesson in an entertaining manner.

    Employees of the Saratov Oil Refinery conducted an interactive lesson “Ecology” for kindergarten children and donated sports equipment to the social rehabilitation center “Vozvrashchenie”.

    Slavneft-Krasnoyarskneftegaz organized a city football tournament in Krasnoyarsk, during which 150 children had the opportunity to play at a professional stadium. In Krasnoyarsk Krai, oil workers delivered gifts to kindergarten children in the remote village of Kuyumba, overcoming a difficult route by helicopter and special equipment.

    Orenburgneft volunteers conducted a series of eco-lessons as part of the Eco-School environmental marathon, where students were told about a responsible attitude towards the environment.

    Tyumenneftegaz organized a big family day out in the fresh air with sports games, master classes and treats. Volunteers of Kharampurneftegaz organized an excursion to the zoo and an environmental quiz for the children of the Siyanie Severa family center. Volunteers of the corporate institute in Tomsk together with Tomsk Polytechnic University organized a quest game for schoolchildren of the city called “Oil Journey: from the Deposit to the Gas Station”. In a game form, the participants got acquainted with oil and gas professions, and as a reward, the winners received additional points for admission to the university.

    Rosneft Scientific Institute in Ufa is implementing a volunteer project called “Social Tutor”. For the fifth year in a row, the institute’s employees have been voluntarily tutoring children from low-income families online.

    Employees of Rosneft-Stavropol together with representatives of the State Traffic Safety Inspectorate held road safety lessons for preschoolers. At the Rosneft gas station in Stavropol Krai, young guests received educational books with creative tasks “Travel with a Polar Bear Cub” as a gift. In Arkhangelsk, RN-North-West organized an educational event “Children for Safe Roads”, where children studied traffic rules and tried themselves in the role of drivers.

  • MIL-OSI Russia: “AI and machine learning are powerful technologies, but not everyone has learned how to apply them”

    The global education industry’s revenue growth could reach 4% in the coming years thanks to the introduction of artificial intelligence technologies. In addition, AI reduces the working hours of teachers by 4-5 times. HSE experts explained how teachers and administrative staff of universities are mastering neural networks, bots and other tools and why there is no need to be afraid that AI will replace them.

    AI is being introduced into higher education

    According to data research HSE and Yandex Education, 49% of students already use generative technologies, and 54% of university employees are confident that these skills will positively influence the career development of students. However, AI technologies are actively used not only by students, but also by teachers and administrative staff.

    Possible scenarios for the use of AI by teachers:

    work with educational programs, curricula, individual modules and topics;

    development of educational content: presentation materials, tests, essay topics;

    assessment of written work and analysis of students’ skills.

    Possible scenarios for the use of AI by university administrations:

    optimization of the educational schedule;

    consulting students on organizational issues and applicants on admission issues;

    analytics and forecasting of educational results;

    creation of marketing content;

    management of local regulatory documents, generation of documents upon request.

    Features of training teachers in AI tools

    Mass training of teachers is not an easy task. To teach such a demanding audience, highly qualified lecturers are needed, and this is a limited resource. Teachers from different faculties and areas expect to receive subject knowledge and specific tools that will allow them to automate the execution of various tasks right now. And all listeners want to hear about cases that are directly related to their field, explained Evgeny Sokolov, scientific director of the Center for Continuous Education, head of Department of Big Data and Information Retrieval HSE Faculty of Computer Science.

    “This complexity is not new at all: we have extensive experience in corporate training in the field of AI, and there we also always hear a request for very specific recommendations and very close cases,” says Evgeny Sokolov. “And this always requires elaboration and explanation. Yes, AI and machine learning are extremely powerful technologies that have already proven themselves and that may have great prospects. But not everyone has learned to use them, not everyone has bright examples of implementation. And therefore we can explain what it is and how it works, show how it brings a lot of benefits in other areas, and then together think about transferring this experience.”

    In total, in 2024, HSE trained 1,750 teachers, researchers, and administrative staff from all campuses to work with artificial intelligence for free. The training was conducted as part of the Priority 2030 strategic academic leadership program. Employees could choose one of the areas based on their level of training — from prompting and Python programming to machine and deep learning.

    Here are some of the applied skills that students learn:

    using generative models to simplify and automate work;

    data analysis and visualization;

    using Python for editing and generating text files: contracts, memos in pdf and word;

    Sending Emails with Python;

    creation of telegram bots to collect information from students, etc.

    The core of the teaching staff of the programs was made up of specialists Faculty of Computer Science HSE University. The organization of advanced training programs was carried out by Center for Continuous Education of the Faculty of Computer Science, and administrative support for all courses was provided by Center for Advanced Studies.

    The Center for Continuous Education of the Faculty of Computer Science trains not only HSE employees. Employees of the Irkutsk National Research Technical University passed advanced training program “Python for automation and data analysis”, and employees of the Vladivostok State University of Economics and Service – program advanced training “Modern approaches and methods of teaching the course “Digital Literacy””.

    How Teachers Are Using AI in Their Work

    Project work plays a significant role in the programs. Students reflect on how AI methods can be useful in their tasks, formulate corresponding ideas and receive feedback from experts. These are ideas about simplifying teaching routines, restructuring disciplines and new research tasks.

    Then these proposals begin to receive full implementation. Within the framework of the program, each student prepares a final project on the implementation of neural networks in work processes, some of which are already successfully used in practice.

    For example, the course “Venture Capital” has an assistant based on the bot-psychologist “Anna”. The AI assistant interacts with students, helps answer difficult questions and improve psychological preparation for interaction with investors. Using the assistant has improved the quality of students’ training and provided new tools for discussing the psychological aspects of entrepreneurship.

    Another example is the use of AI to create educational materials. Tools such as Narakeet and invideo AI reduce the time it takes to create presentation-quality video materials by more than 10 times. Teachers now have a wider range of ready-made templates and ideas for visual presentation of lecture material. All this makes the educational process more visual and understandable for students.

    According to teachers, after training they use AI to prepare notes, presentations, cases and tests, check assignments, work with databases, search for scientific literature, and translate texts.

    “Useful content, accessible presentation of the material, as well as patience with our pace and questions. I was genuinely interested in the tools presented in the course, I will study and apply them further in my work. To be honest, I did not even guess that the speed of a heart attack can be predicted by the voice, and about some other discoveries that have already been implemented in practice. So special thanks for keeping us informed of human technical progress,” noted Anastasia Pyatachkova, Deputy Head of the Asia-Pacific Sector.     Japanese medical and life science companies join business mission to understand Hong Kong’s investment environment and explore business opportunities  
         This is the fourth sector-specific business mission organised by InvestHK and the Hong Kong Economic and Trade Office (Tokyo) in recent years, following the last innovation and technology mission in May 2024, and two food and beverage missions, which were held in February 2025 and April 2023 respectively.
     
         Tying in with the Hong Kong Trade Development Council’s Asia Summit on Global Health and the Hong Kong International Medical and Healthcare Fair 2025, on May 26 and 27, the delegation attended a series of visits, themed seminars, networking sessions, as well as business matching meetings with potential investors, investees and business partners.
     
         At the welcome dinner held on May 26, the Director-General of Investment Promotion, Ms Alpha Lau, said, “With the highest life expectancy in the world, Hong Kong has proven itself as a hub of healthcare excellence and technological innovation. Home to two of the world’s top 30 medical schools, a first-class research talent pool, and globally recognised clinical trial data, our city is a powerhouse for biotech advancement.”
     
         On May 27, the delegates visited the Hong Kong Science and Technology Parks Corporation (HKSTP) to attend a briefing session on the business environment and opportunities available in Hong Kong, followed by a tour of the HKSTP’s Japanese tenants’ lab and other facilities.     1.Expansion of Strategic Partnership with HTX (Home Team Science & Technology Agency)

    Thales and HTX first signed a Master Agreement for Strategic Partnership for Innovation in 2020.  Today, they expanded the scope of this partnership, extending it for another three years to:

    1. Establish a joint-lab focused on AI-enabled technologies, local capability development and the formation of best practices for trustworthy AI within the local context;  
    2. Enable technology insertion through agile collaboration, testing and technology experimentation aligned to HTX’s evolving needs. Thales will support HTX in translating early-stage technical solutions into concrete systems that can be integrated into HTX’s homeland security programmes to drive rapid innovation and early adoption;
    3. Jointly develop a shared Research and Development (R&D) strategy and future technology roadmap relevant to public safety and security, bringing together HTX, Thales, academia and startups, across five critical technology frontiers: Artificial Intelligence (AI), Brain-Computer Interfaces (BCI), Cybersecurity, Quantum Technologies and Space.

    2.Joint Avionics Lab with Civil Aviation Authority of Singapore (CAAS) to innovate avionics-oriented solutions

    CAAS, Changi Airport Group (CAG), the International Centre for Aviation Innovation (ICAI), SATS Ltd. (SATS), Singapore Airlines (SIA) and Thales signed a Memorandum of Understanding (MOU) on 29th May 2025 to foster greater innovation and collaboration at the aviation ecosystem level.

    Under this MOU, the partners will work together to identify key challenges to solve and undertake joint innovation projects to develop solutions, which could include the following:

    1. Air traffic optimisation, by combining airlines’ flight operations and cockpit data with air traffic management information. AI-enabled algorithms can detect and predict holding patterns within a particular radius around Changi Airport, helping manage congestion and leading to reduced flight delays.
    2. Digitalising and optimising the data shared between airlines, air traffic management and airports. Data from sensors in the aircraft, like cameras or inflight entertainment systems, can provide real-time, automated data to complement current data streams like video content from ground infrastructures. Enhancing these with AI models can help airlines, air traffic managements and airport operators improve collaborative decision making.

    The Avionics Lab in Singapore, the first of its kind for Thales outside France, represents a significant milestone in deepening Thales’ avionics capabilities in Singapore and the region.   The Avionics Lab complements the AIR Lab (jointly set up by CAAS and Thales in 2019 to work on cutting-edge Air Traffic Management solutions) to optimise air transport operations in the region. 

    The Avionics Lab will serve as a vital platform for collaborative innovation, between the world leading aviation eco-system in Singapore and Thales, to co-develop and test cutting edge concepts grounded in real-world operational scenarios, strengthening Singapore’s position as a hub for aviation technologies.

    3.AI in critical systems for Defence through DSTA – Thales co-lab

    Announced in April this year, the Defence Science and Technology Agency (DSTA) and Thales have set up a joint lab for AI-enabled technologies, which can augment combat systems currently in use by the Singapore Armed Forces to efficiently handle drone threats. The lab will work on joint projects, the first of which is related to Counter-Unmanned Aircraft Systems (C-UAS) and advanced sensors.

    Thales is also providing a cyber-secured and AI-powered autonomous mine countermeasures system to the Republic of Singapore Navy, in partnership with ST Engineering. The sonars and mission management system are accompanied by data analysis tools reinforced with AI, in order ​ to facilitate target detection and identification that ease the workload of operators.

    These initiatives form the core of Thales’s AI strategy in Singapore and touch on key sectors aligned with the National AI Strategy 2.0. These collective partnerships will see Thales grow its pool of AI experts in Singapore to over several dozen in the next three years, adding to the Group’s global cortAIx network of 800 highly-skilled AI and data specialists.

  • Astronomers scrutinize a star behaving unlike any other

    Astronomers have spotted a star acting unlike any other ever observed as it unleashes a curious combination of radio waves and X-rays, pegging it as an exotic member of a class of celestial objects first identified only three years ago.

    It is located in the Milky Way galaxy about 15,000 light-years from Earth in the direction of the constellation Scutum, flashing every 44 minutes in both radio waves and X-ray emissions. A light-year is the distance light travels in a year, 5.9 trillion miles (9.5 trillion km).

    The researchers said it belongs to a class of objects called “long-period radio transients,” known for bright bursts of radio waves that appear every few minutes to several hours.

    This is much longer than the rapid pulses in radio waves typically detected from pulsars – a type of speedily rotating neutron star, the dense collapsed core of a massive star after its death. Pulsars appear, as viewed from Earth, to be blinking on and off on timescales of milliseconds to seconds.

    “What these objects are and how they generate their unusual signals remain a mystery,” said astronomer Ziteng Wang of Curtin University in Australia, lead author of the study published this week in the journal Nature.

    In the new study, the researchers used data from NASA’s orbiting Chandra X-ray Observatory, the ASKAP telescope in Australia and other telescopes.

    While the emission of radio waves from the newly identified object is similar to the approximately 10 other known examples of this class, it is the only one sending out X-rays, according to astrophysicist and study co-author Nanda Rea of the Institute of Space Sciences in Barcelona.

    The researchers have some hypotheses about the nature of this star. They said it may be a magnetar, a spinning neutron star with an extreme magnetic field, or perhaps a white dwarf, a highly compact stellar ember, with a close and quick orbit around a small companion star in what is called a binary system.

    “However, neither of them could explain all observational features we saw,” Wang said.

    Stars with up to eight times the mass of our sun appear destined to end up as a white dwarf. They eventually burn up all the hydrogen they use as fuel. Gravity then causes them to collapse and blow off their outer layers in a “red giant” stage, eventually leaving behind a compact core roughly the diameter of Earth – the white dwarf.

    The observed radio waves potentially could have been generated by the interaction between the white dwarf and the hypothesized companion star, the researchers said.

    “The radio brightness of the object varies a lot. We saw no radio emission from the object before November 2023. And in February 2024, we saw it became extremely bright. Fewer than 30 objects in the sky have ever reached such brightness in radio waves. Remarkably, at the same time, we also detected X-ray pulses from the object. We can still detect it in radio, but much fainter,” Wang said.

    Wang said it is thrilling to see a new type of behavior for stars.

    “The X-ray detection came from NASA’s Chandra space telescope. That part was a lucky break. The telescope was actually pointing at something else, but just happened to catch the source during its ‘crazy’ bright phase. A coincidence like that is really, really rare – like finding a needle in a haystack,” Wang said.

    In 2025, under the national project “Infrastructure for Life”, about 3 thousand km of regional and local roads to kindergartens, schools and other educational and leisure institutions will be brought into compliance with the regulations.     The issue of reducing the risk of road accidents near children’s educational and leisure institutions has been a priority since the very beginning of the implementation of the national project “Safe High-Quality Roads”.

    “Children are the most vulnerable road users. Their safety depends on our attention and responsibility, as well as on the good transport and operational condition of the roads. Over the six years of implementing the national project “Safe High-Quality Roads”, we have managed to bring more than 5,000 facilities near schools, kindergartens, higher education institutions, etc. into compliance with the regulations. This work continues in the new national project “Infrastructure for Life”. At the same time, together with regional project offices, we are trying to maintain the principle of an integrated approach: if an educational institution is built or modernized in a region, the road to it is also updated,” emphasized Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    Thus, in the village of Chigiri in the Amur Region, construction continues on a section of Krasnaya Street, which will become the access road to the new school. The three-story building of the new educational institution for 528 students was built at the end of last year.   • MIL-OSI China: Integrated data market high on agenda

    China is studying and formulating policy documents to cultivate a national integrated data market in accordance with new characteristics related to the development of the data market as part of a broader push to fully unleash the value of its massive data resources, said the National Data Administration, the country’s top data governance regulator.

    More efforts should be made to bolster the development and utilization of public data, and encourage enterprises to innovate by leveraging data to reduce costs and improve operational efficiency, so as to nurture new quality productive forces and empower high-quality economic and social development, said the NDA.

    To promote the use of data as a factor of production in more fields and tap the potential of data, the administration is ramping up efforts to compile a guideline on the application scenarios of data elements.

    China has issued a three-year action plan to expand the application of data in 12 key fields, including manufacturing, modern agriculture, logistics and financial services.

    The country will take steps to promote the high-level application of data, ensure the quality of data supply, improve the environment of data circulation and strengthen data security, said the action plan.

    Luan Jie, deputy head of the policy and planning department at the NDA, said nearly 500 digital tech companies have been established by centrally administered State-owned enterprises, and about 66 percent of leading enterprises in various industries have purchased data, adding that the extensive participation of social entities has laid a solid foundation for unleashing the value of data.

    Luan said data has been increasingly applied into a diverse range of sectors, such as industry, agriculture and transportation, giving rise to new business forms and models and generating a multiplier effect in boosting the economy.

    Looking ahead, the administration will accelerate steps to roll out a guideline on the construction of data infrastructure and establish comprehensive experimental zones for data elements, while strengthening the top-level design of the data market and establishing rules, facilities and governance systems related to a unified national data market to create a fairer and more dynamic market environment.

    The nation’s total data output reached 41.06 zettabytes last year, up 25 percent year-on-year, while the added value of core industries of the digital economy accounted for about 10 percent of the GDP, said the NDA.

    “Data elements have been rapidly integrated into various areas like production, circulation, consumption and social services, and are playing an increasingly vital role in bolstering industrial upgrades,” said Ouyang Rihui, assistant dean of the China Center for Internet Economy Research at the Central University of Finance and Economics.

    The in-depth integration of data with traditional industries will improve production efficiency, optimize the allocation of resources and create novel business models, Ouyang said, while stressing the need to bolster the circulation and transaction of data, explore a data pricing mechanism and value assessment system, ensure data security and strengthen privacy protection.

    Data have the attributes of commodities, which could be effectively allocated through market evaluation and trading, so as to create huge economic and social value, he said.

    Jiang Xiaojuan, a professor at the University of Chinese Academy of Social Sciences, said the nation’s accelerated push to nurture a national integrated data market and create more abundant applications of data in various sectors is conducive to driving the transformation and upgrade of industries, facilitating the development of digital economy, and giving full play to the value of data to foster new growth drivers.

    The National Industrial Information Security Development Research Center said revenue derived from China’s data elements market is projected to rise to 198.9 billion yuan ($27.7 billion) in 2025, with the compound annual growth rate surpassing 25 percent during the 14th Five-Year Plan (2021-25) period.

    The New South Wales government this week announced reforms that will allow some GPs to treat and potentially diagnose attention-deficit hyperactivity disorder (ADHD).

    This aims to make ADHD care more accessible and less expensive and follows changes in Western Australia and Queensland, which have increased GPs’ role in diagnosing and prescribing for ADHD.

    Previously, only specialists (usually paediatricians and psychiatrists) could diagnose ADHD and prescribe the most commonly used ADHD stimulant medications.

    This reform comes on the back of evidence of extensive wait times for ADHD care and costs too high for many people.

    But while up-skilling GPs to treat ADHD will benefit many patients, some people with more complex cases will still need to see a specialist.

    What’s planned for NSW?

    Under this new framework, the NSW government proposes a two-stage plan.

    In phase one, around 1,000 GPs will be trained to support the ongoing prescribing of ADHD medications.

    In phase two a smaller number, about 100 GPs, will receive more intensive training to conduct ADHD assessments, make diagnoses and initiate ADHD medications.

    For phase two the initial focus will be on children and adolescents and then the trial will extend to adults.

    Why a diagnosis is crucial for people with ADHD

    The recent Senate inquiry into ADHD highlighted growing awareness about the daily struggles of people with ADHD across Australia.

    People with ADHD have serious difficulties with attention, impulsivity and hyperactivity, which impact across the lifespan and many settings where people live, learn, work and play.

    ADHD is linked to many poor outcomes and is even associated with higher rates of accidental injury and death.

    ADHD treatments, such as stimulant medication, has been shown be safe, effective and to substantially lower risks of negative outcomes. But to receive these treatments, a person needs to first receive a diagnosis.

    GPs can play an important role managing ADHD

    There is also no question that GPs are more accessible than specialists, both in terms of availability and cost.

    They already provide ongoing management for a wide range of chronic medical conditions such as diabetes, high blood pressure and obesity. They are highly skilled in monitoring outcomes and adjusting treatments.

    With the right training, they bring many transferable skills to ADHD care. Increasing their ability to take over ongoing prescribing for people diagnosed and stabilised on treatment is low risk and has shown to be effective in a range of studies.

    However, although the proposal to increase the role of GPs in ADHD care is a step in the right direction, it is not without challenges.

    GPs may struggle to assess complex patients

    Collaborative care involves general practitioners working with specialists and specialist teams to provide care. If GPs don’t have specialists to rely on for expert advice about ongoing management, many will choose not to provide ADHD care. Ongoing support and strong links between specialist and primary care services will be essential.

    GPs may also struggle to assess and diagnose complex cases.

    The vast majority of people with ADHD will have other mental health conditions, but some of these other conditions (such as anxiety conditions) can also result in symptoms that appear like ADHD.

    For these complex situations, specialist services with multidisciplinary teams of doctors and allied health providers (such as psychologists and occupational therapists) will still be needed.

    To ensure high-quality care and reduce the potential for misdiagnosis and incorrect treatment, it will be even more important that specialists are available to provide additional services when required.

    There is little detail currently in the NSW proposal about how specialist multidisciplinary services will be supported to ensure this happens. And funding models for this will need to be established to support existing guidelines.

    Bringing GPs into the assessment and diagnosis to initiate treatment is positive but comes with added pressures to manage assessment and treatment.

    There are many cases in the media of poor diagnostic process, where patients were misdiagnosed with conditions such as ADHD after inadequate assessments. These practices may be driven by financial rewards and a poor application of evidence-based guidelines.

    Sometimes teams of clinicians and allied health providers will be needed for a diagnosis.

    Could this lead to over-diagnosis? Or correct under-diagnosis?

    In Australia, the debate about whether ADHD is under- or over-diagnosed is ongoing. There reality is that there is almost certainly a mixture of both.

    The real rates of ADHD are estimated at around 7% in Australian children and 2.5% in adults. While these rates have remained stable for many years, the rates of clinical diagnosis and treatment have increased dramatically, particularly in young women.

    Around 6% of children and adolescents currently receive ADHD medications, similar to the actual rates of ADHD in the population. For adults, the rates of ADHD medication use remain low for those over 45 years. For those between 18 and 44 years, rates now sit at around 2%.

    One interpretation of these figures is that most children, adolescents and adults with ADHD are now getting the support they need.

    However, if we remember the strong evidence that many Australians are struggling to access ADHD care, particularly in under-resourced, regional and remote areas, the more likely answer is that a combination of “misdiagnosis” and “missed diagnosis” means that sometimes diagnoses are not done correctly.

    This highlights the importance of focusing on the need for accurate assessment as the cornerstone of high quality ADHD care. In its answer to the question of who should assess and diagnose ADHD, the Australian ADHD guideline focuses on training and skills rather than which profession conducts the assessment.

    There is no reason that GPs cannot develop these skills, but they will require adequate training and ongoing support to do so, and they will need time to commit to these assessments.

    Finally, we need to make sure medication is not the only option available. Research shows ADHD medications provide effective treatment. But they should never be the only form of treatment offered.

    Sadly, reports show medical treatments are relied upon more frequently in more disadvantaged communities where access to other supports can be difficult.

    These reforms will do little to increase access to psychological and allied health supports to ensure the right care can be provided to people with ADHD.

    The Vice-President drew a vivid analogy to highlight the value of precise and current data in governance, saying, “Effective policy planning without robust statistics you can compare it like a surgery in the dark. You can imagine how relevant your work is. Every digit in our national database represents a human story. Every trend line charts the trajectory of things. Let me give you a small illustration.”

    “And what it portends for our future, you will have rich experiences every moment of your service career. What you took for granted, you will find, is on a fragile premise. It’s a mirage, because data does not lie”, he noted.

    The Vice-President reiterated that India’s aspirations for becoming a developed nation are firmly rooted in evidence-based planning. He said, “We, as a nation, are looking for ‘Viksit Bharat,’ which is not our dream. It is our objective, defined destination, our goal. Bharat is no longer a nation with potential. It’s a nation on the rise, and the rise is unstoppable. And therefore, the path to a developed India is built with statistical insights marked by evidence-based milestones. In togetherness, we must create a nation that thinks empirically, as I indicated earlier, but is driven by hardcore evidence.”

    He urged timely and relevant data collection and usage for informed policymaking, saying, “Statistics is not merely about numbers. It is much more than numbers. It is about identifying patterns and drawing insights that inform wise policy decisions. Now, there is always urgency. If your data, data must be in sync with contemporaneous situations. Otherwise, it has a tendency to be stale. How detailed? It is about identifying patterns and growing insights. Have informed policy decisions based on data that is currently acceptable. A delayed or misguided policy can have serious consequences, and a timely intervention. Well-informed decisions can yield results that are exponential, not just incremental.”

    Affirming the human-centric nature of statistics, he stated, “Numbers are not cold abstractions; they are warm testimonies to our collective aspirations. These are the numbers. The future belongs to those who master the art of reading societies,  statistical signatures. And only you make those signatures available. In the convergence of statistical science and democratic values lies the secret to India’s continued rise.”

    The Vice-President emphasized that statistical accuracy empowers governments to shift from reactive measures to strategic foresight, saying, “This diagnostic precision transforms reactive governance into proactive stewardship. Otherwise, we will always be in reaction mode. Reaction mode is a weakness of policy—it reveals a void in foresight. But proactive stewardship is fundamental.”

    He further said, “We are also required to use data to address demographic trends. Demographic trends are beyond statistics. They are dependent on the analysis of statistics. In several ways, these variations define the pulse of the nation’s transformation. And therefore, understanding statistics from the perspective of demographic variation will help policymakers address the security of the nation. Preserve our sovereignty also. Analyse the threat perception. Help us devise policies. You come to know more about demography only from statistical analysis of raw figures. It’s a compass that will guide the nation’s journey for sustainable development.”

    Encouraging the young officers to see themselves as agents of equality, he reflected on their role in democratizing access and opportunities. Shri Dhankhar said, “You are probationers. Statistical cartography reveals the hidden geometries of inequality. I stressed—I reiterated on a number of occasions—democracy has meaning only if those who cannot help themselves are helped. They don’t have to question others that I need help, which means you must bring about equality and sublimity. Your cartography helps. Governance is enabled by your efforts to craft targeted interventions, where interventions are most needed.”

    He then reflected on the vital role of civil servants in India’s journey, saying, “In the vast canvas of India’s progress, civil servants functioned as the silent yet formidable architects contributing to the socio-economic development and progress of our dynamic nation. Thanks to the vision of the Prime Minister, his mission, that execution has been place by the bureaucracy. The performance of our bureaucracy will always be optimal if the political leadership is in the right framework. With the right policies, we are living in those times where the political framework is indicating hope and optimism. We are on the right path.  And that is why India is a nation at the moment with an unprecedented economic upsurge, phenomenal infrastructure growth. This is a mix of political vision and bureaucratic execution. I therefore say that India takes pride in its bureaucracy. It is the finest in the world. And that is why our aspirations get fructified.”

    Concluding his address, the Vice-President touched upon India’s linguistic diversity and its role in national unity, “India is uniquely positioned in the world when it comes to languages. We have multiple languages that make us proud — Tamil, Telugu, Kannada, Bangla, Sanskrit, Hindi, several others (I may forget some), all of them, including Odia and other languages. Eight of them are classical languages. Our languages generate unity. Some of them have a global impact; their literature is a goldmine of knowledge. Our inclusivity is reflected in our languages, and if you go to the constitutional scheme of things, it is provided in the Constitution that for official work, there will be a progressive decline in the use of the English language and, similarly, an incremental trajectory for Hindi. Our National Education Policy stands out for giving primacy to the mother tongue. Technical subjects like medicine and engineering, the education is now being imparted in the vernacular. Our languages are our spinal strength. Our languages can never be a source of divisiveness. Our languages are a unifying force. I appeal to everyone in the country to have a soothing approach with wholesome motivation toward this fundamental cultural aspect of our nation.”

    BEIJING, May 30 /Xinhua/ — “China remains the main trade and investment partner of Uzbekistan,” said Minister-Counselor of the Embassy of Uzbekistan in China Saidkamol Agzamkhodjaev, adding that mutually beneficial trade, economic and investment cooperation between the two countries is developing dynamically.

    S. Agzamkhodjaev made this statement on Wednesday in Beijing at the presentation of the Strategy “Uzbekistan-2030”, organized jointly by the Embassy of Uzbekistan in China and the Institute of Russia, Eastern Europe and Central Asia of the Chinese Academy of Social Sciences (CAS).

    According to him, China is the leading investor in the economy of Uzbekistan. Over the past few years, the volume of Chinese investments has increased fivefold, and the total portfolio of joint projects has reached $53 billion. In 2024 alone, more than $10 billion of Chinese investments were utilized in Uzbekistan, and over $3 billion in the first months of 2025.

    He added that there are more than 3.7 thousand enterprises with Chinese capital operating in Uzbekistan, of which more than 300 were created over the past year.

    China’s experience in public administration, conducting targeted reforms in all areas of society, and ensuring sustainable development deserves special attention, said S. Agzamkhodjaev.

    Let us recall that the Strategy “Uzbekistan-2030” was developed with the aim of ensuring sustainable and inclusive development of the country and defines the long-term direction of development of Uzbekistan.

    An All-Party Parliamentary delegation from India concluded its three-day diplomatic mission to Saudi Arabia on Thursday, emphasizing India’s unwavering stance against terrorism in the wake of recent cross-border attacks. Led by BJP MP Baijayant Panda, the delegation held extensive interactions with Saudi think tanks and the Indian diaspora as part of a broader global outreach initiative following India’s military response to the devastating April terrorist attack.

    The delegation’s visit comes in response to the April 22 Pahalgam attack, where five armed terrorists killed 26 people, including 25 tourists and a local resident, in one of the deadliest attacks in Kashmir in decades. The incident prompted India to launch Operation Sindoor, which the delegation described as establishing “a new benchmark in India’s fight against terrorism.”

    During their Saudi visit, the Indian representatives met with Dr. Abdulaziz Sager, Chairman of the Gulf Research Centre in Riyadh, and Dr. Abdulmajeed Albanyan, President of the Naif Arab University for Security Sciences.     The Government is ensuring all Year 0 to 8 students have access to high quality, hands-on science kits through Budget 2025, helping pave the way for New Zealand’s future scientists, problem-solvers, and innovators.

    “We want students to love learning about science. Hands-on learning improves critical thinking and science understanding, which are essential for student success in STEAM (Science, Technology, Engineering, Arts and Mathematics). This investment will help lift science engagement and achievement in classrooms across the country and inspire our future meteorologists, marine biologists and software engineers,” Education Minister Erica Stanford says.

    Budget 2025 is investing $39.9 million over four years into developing and delivering science kits for schools nationwide. The kits will be designed to support teachers to confidently deliver practical science learning, aligned with the new science curriculum. Teachers using the kits will also have access to professional development modules to support the use of the new resources in their classrooms.  

    “These practical resources, include hands on experiments and engaging equipment for each year level of the Year 0-8 curriculum.  The kits will help students build their foundational knowledge and skills early and help bring science to life.

    The kits will undergo development and begin to be available from the start of the 2026 school year. They will also be available in te reo Maori, with dedicated pūtaiao kits and bilingual resources available to meet the needs of all learners. 

    “This initiative directly supports the Government’s economic growth agenda by investing in the future talent pipeline that will drive productivity, boost wages and power a more competitive and resilient economy. These benefits will positively impact sectors like agritech, clean energy, biotech and advanced manufacturing, where kiwi innovation already leads the world. 

    “We want our children to be excited by science, to be captured by hands on learning so that we are inspiring the next generation of creators, inventors and great problem solvers,” Ms Stanford says.

    Beijing, May 30 /Xinhua/ — Uzbekistan attaches particular importance to strengthening cooperation with China in the field of tourism, said Minister-Counselor of the Embassy of Uzbekistan in China Saidkamol Agzamkhodjaev.

    S. Agzamkhodjaev made this statement on Wednesday in Beijing at the presentation of the Strategy “Uzbekistan-2030”, organized jointly by the Embassy of Uzbekistan in China and the Institute of Russia, Eastern Europe and Central Asia of the Chinese Academy of Social Sciences (CAS).

    In December 2024, Uzbekistan and China signed an agreement on a visa-free regime, and the “Year of Tourism of Uzbekistan in China” began.

    “As part of the Year of Tourism of Uzbekistan in China, forums and presentations of the tourism potential of Uzbekistan are being held in various cities of the PRC,” said S. Agzamkhodjaev.

    On June 1, 2025, the Agreement between the Government of the People’s Republic of China and the Government of the Republic of Uzbekistan on mutual exemption from visa requirements will come into force.

    According to the document, citizens of both countries are exempt from visa requirements when entering, leaving or transiting through the territories of the two countries for a period of no more than 30 days for each individual stay and for a total period of no more than 90 days within any 180-day period.

    “Undoubtedly, this will contribute to the development of the tourism sector and increase the tourist flow,” noted S. Agzamkhodjaev, adding that Uzbekistan intends to increase the number of Chinese tourists visiting Uzbekistan annually to one million people.

    Currently, China and Uzbekistan airlines operate 58 flights per week on routes linking nine cities in the two countries, including Beijing, Urumqi, Xi’an, Chengdu, Hangzhou, Tashkent, Samarkand and Fergana. -0-

  • MIL-OSI China: What’s the breakthrough made in rocket launch of Tianwen-2 mission

    China successfully launched its first asteroid sample-return mission, Tianwen-2, in the early hours of Thursday, an endeavour designed to shed light on the formation and evolution of asteroids and the early solar system.

    The mission marks the 578th launch of the Long March series of carrier rockets. The Long March-3B rocket, which serves as the primary vehicle for China’s high-orbit launches, holds the record for the highest number of launches in the country, having completed 108 missions, according to the China National Space Administration (CNSA).

    It has previously been involved in lunar exploration projects such as the Chang’e-3 and Chang’e-4 missions.

    China Aerospace Science and Technology Cooperation (CASC), the rocket developer, noted that the Tianwen-2 mission, however, marks the first time the Long March-3B rocket series has been used for a launch to escape Earth’s orbit.

    In previous missions sending payloads into the Earth’s orbit, a rocket is required to achieve a separation velocity equal to the first cosmic velocity, or approximately 7.9 kilometers per second.

    However, this mission requires a separation speed exceeding 11.2 kilometers per second, known as the second cosmic velocity, to escape the Earth’s gravitational influence, necessitating high speed and energy, said the agency.

    Moreover, asteroids are characterized by their small size, low mass, and weak gravity, making them challenging to capture and requiring exceptional precision in the rocket’s trajectory.

    During this launch, the rocket reached a speed of 11.2 kilometers per second, with a permitted speed deviation of no more than one meter per second, which could otherwise lead to a positional error of up to one million kilometers.

    “Achieving such trajectory precision is akin to shooting a basketball from Shanghai to hit a hoop in Beijing, while ensuring the ball’s angle and speed upon entering the hoop are correct,” said the CASC.

    After evaluating the rocket’s payload capacity, performance capability, and reliability, Long March-3B was chosen as the dedicated vehicle for the Tianwen-2 mission, it said.

    The rocket design team has spent two years completing multiple design iterations so as to achieve seamless “handoff” between the rocket and the probe.

    As dusk settles over a bustling sports park in Wuxi, east China’s Jiangsu Province, runners weave along a glowing track embedded with infrared sensors. With every stride, a ribbon of intelligent LED lights flares ahead, tracing a luminous path through the night, like something out of science fiction.

    “Night runs used to be a bit risky when the paths were dim,” said local resident Zhou Qian. “Now the track lights the way and can even sync with my phone to show my heart rate, speed and calories burned. It’s safer and a lot more fun.”

    The park is Wuxi’s first AI-powered urban sports facility, a pioneering blend of the Internet of Things, big data and fitness-for-all initiatives, which is transforming public spaces into futuristic playgrounds accessible to all ages.

    Within the park’s AI-monitored long jump zone, digital screens can instantly display leap distances and motion analysis. Smart fitness facilities for sit-ups and parallel bars connect seamlessly with mobile devices, enabling users to archive achievements, share snapshots and even challenge friends to virtual contests.

    As China accelerates toward becoming a sporting powerhouse, the infrastructure supporting everyday exercise has proliferated apace, and the facilities are increasingly turning intelligent, drawing in a new generation of tech-savvy fitness enthusiasts.

    FUTURISTIC FITNESS

    China has ushered in large-scale, high-tech athletic applications, as the country unveiled a list of 100 flagship smart sports projects for 2024 this March, spanning AI posture correction systems, tactical football analytics and VR-based fitness programs.

    The trend reached a milestone in April when Beijing hosted the world’s first half-marathon run jointly contested by humans and humanoid robots, offering an intriguing glimpse of future sporting landscapes. The capital also plans to stage the inaugural humanoid robot sports games later this year.

    AI-driven human-machine collaborations are bearing fruit. In scenic spots like Mount Tai, elderly hikers now strap on exoskeleton robots that resemble trekking poles. The smart devices can bear bursts of 200 kg and adjust assistance dynamically, reducing exertion by up to 50 percent and allowing seniors to conquer even steep peaks with newfound ease.

    Meanwhile, wearable tech like smartwatches and fitness bands, once novelties, have become indispensable companions for Chinese exercise enthusiasts to track health metrics and workout efficiency.

    The government’s initiatives, like the national fitness plan, underscore the country’s commitment to smart sports, aiming to spawn a wealth of new products, business models and innovation. Industry reports predict that China’s smart fitness sector could reach 82 billion yuan (11.3 billion U.S. dollars) by 2025.

    Tech firms are racing to carve out their niche, as many have integrated large AI models such as DeepSeek into smart treadmills, offering tailored training plans based on personal metrics. “My AI fitness coach’s plans are spot on, blending cardio and strength training perfectly,” said Liu Xiaopeng, a frequent gym-goer.

    “And with VR integration, I can work out in virtual arenas. Exercising has never been so engaging,” Liu added. “I love kickboxing, but real sparring is risky and hard to find a partner. VR combat feels authentic and safe.”

    AI is also reshaping physical education. At a middle school in Jiangsu’s Nanjing, an AI playground system captures data on sprints, long jumps and rope-skipping, correcting students’ technique and tailoring training plans. Coupled with wristbands that monitor heart rate and other indicators, these innovations are also alert to potential safety risks.

    “Exercise feels so cool now,” said Wu Jun, an eighth grader at the school. “And the facility is available all day, so we can practice whenever we want to track our progress.”

    EMPOWERING COMPETITIVE SPORTS

    Beyond mass fitness, AI is also transforming elite athletics. From talent scouting and training to equipment, refereeing and rehabilitation, technology is rewriting the playbook.

    In its Olympic AI Agenda, the International Olympic Committee hailed the potential of AI to foster fairness, excellence, unity and a richer Olympic experience, accelerating the transformation of global sports.

    The most conspicuous impact of sports tech could be in officiating. At the Paris 2024 Olympics, Chinese-made footballs, embedded with chips and motion sensors, worked in tandem with body-tracking systems, helping referees make instant, accurate calls on handballs and offsides.

    And on the assembly line at a Wuxi-based sports tech firm, AI referee robots — armed with high speed cameras and pressure sensors — have undergone thousands of test runs, demonstrating split-second precision in sports like fencing and taekwondo.

    China’s national diving team now trains with a “3D + AI” system that captures every movement mid-air. The system analyzes posture and entry angles in real time, feeding coaches data-driven evaluations to fine-tune performances.

    The national archery squad has embraced AI-assisted ranges. Cameras and motion-capture systems record over 10,000 data points per arrow. “These insights help coaches refine each athlete’s technique down to the smallest detail,” said data analyst Xiu Yu.

    According to Chen Xiaoping, a sports science researcher at the General Administration of Sport of China, AI-led data analysis is now central to personalized training regimens, allowing coaches to efficiently monitor training duration, intensity, performance and recovery.

    “The overall elevation of scientific training is crucial to improving performances,” Chen said, adding that the contest in elite sports today is as much about tech prowess as athletic skill.

    Even more futuristic scenarios are also materializing. A robotics firm in Jiangsu has developed a humanoid robot capable of fluid Tai Chi sequences — a harbinger of robot training partners to come.

    “Robot trainers can be available around the clock,” said Ruan Qiang, a technical expert at SoftStone Tianqing Robotics. “They can precisely correct muscle dynamics, and even recognize fatigue through micro-expression analysis to tailor training in real time.”

    “We’ll gradually see more cutting-edge technologies and methods permeate athlete training,” Chen said, noting that these innovations will also soon filter down to everyday fitness, making workouts safer, smarter and more effective for all.

    EDMONDS, WA – U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, demanded that the Trump Administration immediately exempt the National Weather Service (NWS) from its current federal hiring freeze so that citizens and communities will not be left to fend for themselves without adequate warnings as both hurricane season and wildfire season rapidly approach.  
    “On February 19, 2025, I wrote to Secretary Lutnick to urge protection of NOAA’s workforce and exempt the NWS and other safety related jobs from the hiring freeze due to the crucial role they play in protecting lives, property, and our national economy,” wrote Sen. Cantwell in a letter to Commerce Secretary Howard Lutnick and OPM Acting Director Charles Ezell.  “Now that we have seen the fallout from these ill-advised cuts, I once again demand the Administration immediately provide NOAA with a public safety exemption to the federal hiring freeze so the agency can take immediate steps to fill critical positions and prevent a further breakdown in life-saving forecasts and warnings.”
    Multiple recent reports have documented the impacts of the hiring freeze. The Washington Post reports that “Some…forecasting teams are so critically understaffed that the agency is offering to pay moving expenses for any staff willing to transfer to those offices, according to notices recently sent to employees…” And the New York Times found that “The National Weather Service is preparing for the probability that fewer forecast updates will be fine-tuned by specialists, among other cutbacks, because of ‘severe shortages’ of meteorologists and other employees, according to an internal agency document.” These reports make clear that action must be taken immediately to avoid a catastrophic gap in capacity in the face of a future storm or wildfire.
    “For at least half a century, NWS has provided weather forecasting 24 hours a day, seven days a week, but with the Administration’s cuts, at least eight weather forecasting offices no longer have enough meteorologists to cover overnight shifts,” the Senator wrote. “The Pendleton, Oregon office that covers central Washington will stop staffing overnight shifts, and we’ll lose the consistent local knowledge about weather hazards that impacts the accuracy of forecasts and warnings needed to inform transportation agencies, farmers, schools, firefighters, emergency responders, and other public officials that rely on accurate and timely forecasts and warnings.”
    Months before the current crisis, Sen. Cantwell called for an exemption and accurately predicted exactly the situation we are in now.

    The Administration’s dismantling of the National Oceanic and Atmospheric Administration (“NOAA”) workforce has crippled the National Weather Service (“NWS”). The firing of probationary employees, early retirements, and other Administration efforts have led to more than 560 departures from NWS, a 33% reduction from historic levels, leaving many locations critically understaffed and the agency scrambling to fill the gaps.
    NOAA initiated an agency-wide effort on May 13, 2025, to relocate existing personnel to temporarily fill 155 positions in “critically understaffed” locations across NWS. This proposed solution may serve as a stopgap, but it is not a viable long-term strategy.
    On February 19, 2025, I wrote to Secretary Lutnick to urge protection of NOAA’s workforce and exempt the NWS and other safety related jobs from the hiring freeze due to the crucial role they play in protecting lives, property, and our national economy. Now that we have seen the fallout from these ill-advised cuts, I once again demand the Administration immediately provide NOAA with a public safety exemption to the federal hiring freeze so the agency can take immediate steps to fill critical positions and prevent a further breakdown in life-saving forecasts and warnings.
    For at least half a century, NWS has provided weather forecasting 24 hours a day, seven days a week, but with the Administration’s cuts, at least eight weather forecasting offices no longer have enough meteorologists to cover overnight shifts. The Pendleton, Oregon office that covers central Washington will stop staffing overnight shifts, and we’ll lose the consistent local knowledge about weather hazards that impacts the accuracy of forecasts and warnings needed to inform transportation agencies, farmers, schools, firefighters, emergency responders, and other public officials that rely on accurate and timely forecasts and warnings. Additionally, 30 of the 122 weather forecast offices are currently lacking their highest-ranking official, known as the meteorologist-in-charge, including at offices that cover major metropolitan areas such as New York City, Cleveland, Houston, and Tampa. The office in Jackson, Kentucky lost both overnight staffing and their meteorologist-in-charge and was left scrambling to find adequate staffing on May 16, 2025, as severe storms moved across the region, ultimately killing 18 people in Kentucky.
    The staffing shortages are also impacting NWS’s ability to collect and disseminate the weather data that underpins NOAA’s own forecasts and warnings as well as serves as the foundation for the entire U.S. weather enterprise. There are over 90 vacancies among the specialized staff who maintain and repair the NWS’s Doppler radar and Automated Surface Observing Systems greatly increasing the chances of equipment outages. These systems are the cornerstone of NWS’s severe weather warning operations and provide pilots and air traffic controllers with the data they need to safely manage air traffic and minimize delays. Additionally, at least 10 weather forecast offices have suspended or limited their weather balloon launches, which for decades have occurred twice daily to gather data on a steady cadence. Carrying instruments called radiosondes, the balloons rise to 115,000 feet and gather vital atmospheric data that cannot easily be replicated by satellites or other instruments. Without this information forecasts become less accurate and less reliable.
    June 1 marks the start of hurricane season, and many parts of the country are already contending with wildfires and violent storms. Every living former Director of the NWS, from both Republican and Democratic administrations, wrote and released an open letter to the American people warning about the impact of staffing and program cuts. The Directors “stand united against the loss of staff and resources at NWS and are deeply concerned about NOAA as a whole…[Their] worst nightmare is that weather forecast offices will be so understaffed that there will be needless loss of life.”?
    Granting a public safety exemption to the hiring freeze is essential to prevent further degradation of our nation’s weather readiness. Please provide the Committee with a response by June 1, 2025, explaining how you will resume hiring at the NWS to ensure consistent weather forecasting coverage.

    What goes up must come down, and earlier this week yet another of SpaceX’s Starships, the biggest and most powerful type of rocket ever built, came back down to Earth in spectacular fashion. In the sky above the Indian Ocean, it exploded.

    This was the ninth test flight for the rocket, and the third catastrophic failure in a row, just this year.

    Is this what we should expect from the very ship some are counting on to take humans further than we’ve ever been in the solar system? Or does this failure point to deeper concerns within the broader program?

    A decade of development

    The Starship program from Elon Musk’s space technology company, SpaceX, has been in development for more than a decade now and has undergone many iterations in its overall design and goals.

    The Starship concept is based upon the SpaceX Raptor engines to be used in a multistage system. In a multistage rocket system, there are often two or three separate blocks with their own engine and fuel reserves. These are particularly important for leaving Earth’s orbit and travelling to the Moon, Mars and beyond.

    With Starship, the key factor is the ability to land and reuse vast amounts of the rocket stages again and again. The company’s Falcon 9 vehicles, which used this model, were fantastically successful.

    Initial tests of Starship began in 2018 with two low-altitude flights showing early success. Subsequent flights have faced numerous challenges with now four complete failures, two partial failures and three successes overall.

    Just two days ago, during the latest failed attempt, I watched alongside over 200 other space industry experts at the Australian Space Summit in Sydney. Broadcast live on a giant screen, the launch generated an excited buzz – which soon turned to reserved murmurs.

    Of course, designing and launching rockets is hard, and failures are to be expected. However, a third catastrophic failure within six months demands a pause for reflection.

    On this particular test flight, as Starship positioned itself for atmospheric re-entry, one of its 13 engines failed to ignite. Shortly after, a booster appeared to explode, leading to a complete loss of control. The rocket ultimately broke apart over the Indian Ocean, which tonnes of debris will now call home.

    Polluting Earth in pursuit of space

    We don’t know the exact financial cost of each test flight. But Musk has previously said it is about US$50–100 million.

    The exact environmental cost of the Starship program – and its repeated failures – is even harder to quantify.

    For example, a failed test flight in 2023 left the town of Port Isabel, Texas, which is located beside the launch site, shaking and covered in a thick cloud of dirt. Debris from the exploded rocket smashed cars. Residents told the New York Times they were terrified. They also had to clean up the mess from the flight.

    Then, in September 2024, SpaceX was fined by the US Environmental Protection Agency and the Texas Commission on Environmental Quality for 14 separate incidents since 2022 where the launch facilities discharged polluted water into Texas waterways. Musk denied these claims.

    That same month, the US Federal Aviation Administration (FAA) proposed a fine of US$633,009 in civil penalties should be issued to SpaceX. This was on the grounds of using an unapproved launch control room and other violations during 2023. Musk denied these claims too and threatened to countersue the FAA for “regulatory overreach”.

    It’s unclear if this suit was ever filed.

    Two other failed launches in January and March this year also rained rocket debris over the Caribbean, and disrupted hundreds of commercial flights, including 80 which needed to be diverted and more than 400 requiring delayed takeoff to ensure they were entering safe air space.

    Success of different space programs

    Until last year, the FAA allowed SpaceX to try up to five Starship launches a year. This month, the figure was increased to 25.

    A lot can go wrong during a launch of a vehicle to space. And there is a long way to go until we can properly judge whether Starship successfully meets its mission goals.

    We can, however, look at past programs to understand typical success rates seen across different rocketry programs.

    The Saturn V rocket, the workhorse of the Apollo era, had a total of 13 launches, with only one partial failure. It underwent three full ground tests before flight.

    SpaceX’s own Falcon 9 rocket, has had more than 478 successful launches, only two in flight failures, one partial failure and one pre-flight destruction.

    The Antares rocket, by Orbital Sciences Corporation (later Orbital ATK and Northrop Grumman) launched a total of 18 times, with one failure.

    The Soyuz rocket, originally a Soviet expendable carrier rocket designed in the 1960s, launched a total of 32 times, with two failures.

    No sign of caution

    Of course, we can’t fairly compare all other rockets with the Starship. Its goals are certainly novel as a reusable heavy-class rocket.

    But this latest failure does raise some questions. Will the Starship program ever see success – and if so when? And what are the limits of our tolerance as a society to the pollution of Earth in the pursuit of the goal to space?

    For a rocketry program that’s moving so fast, developing novel and complex technology, and experiencing several repeated failures, many people might expect caution from now on. Musk, however, has other plans.

    Shortly after the most recent Starship failure, he announced on X (formerly Twitter, that the next test flights would occur at a faster pace: one every three to four weeks.

    Senator Patty Murray (D-Wash.), Vice Chair of the Senate Appropriations Committee, and U.S. Senator Chris Van Hollen, Ranking Member of the Senate Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, have sent a letter to the U.S. Comptroller General Gene Dodaro urging the Government Accountability Office (GAO) to continue to investigate the Administration’s withholding of Congressionally appropriated funds. The GAO has the authority to determine whether the Administration is violating the Impoundments Control Act by illegally withholding funds, and the Senators’ letter follows GAO’s recent finding that the Department of Transportation was in fact doing so. In their letter, the Senators press GAO to continue working on the 39 cases and counting of potentially illegal impoundments it has identified and stress that the GAO must move forward with or without the Administration’s cooperation.

    “As members of the Senate Appropriations Committee, we have tracked with growing alarm the pauses and cancellation of federal funding across agencies since the start of the Trump Administration. We have noted at least $430 billion in funding has been blocked, an amount equivalent to nearly a third of the discretionary budget,” the Senators begin.

    Agencies were required to submit spend plans for fiscal year 2025 on April 29, but most did not supply plans or provided insufficient detail to allow the Committee to ensure they are allocating resources in accordance with the law. The Administration has also stopped publicly posting apportionment documents as required by the Financial Services and General Government Appropriations Act of 2023, weakening Congress’s ability to conduct effective oversight,” they continue.

    “In a Committee hearing on April 29, you testified that the GAO has 39 ongoing investigations into potentially illegal impoundments. […] In your testimony on April 29, you indicated that in some cases you were waiting on information from agencies on their justifications for funding freezes. We appreciate that GAO works to ascertain intent as part of any investigation under the Impoundment Control Act (ICA), and that your good faith requests for information from the Administration allow you to obtain a fuller picture of the circumstances surrounding a withholding. […] However, GAO was similarly stonewalled by the prior Trump Administration, when the Office of Management and Budget and the State Department failed to provide necessary information about potential impoundments of Foreign Military Financing Funds. GAO noted then, and we agree, that the delay in response had “constitutional significance” as it obstructed an investigation that Congress delegated to GAO under the ICA,” they note.

    The Senators go on to urge, “As Congress begins deliberations on the fiscal year 2026 appropriations bills, it is critical that we understand how the Administration is executing current law, and whether, through programmatic delay or illegal impoundment, funds are in danger of expiring without obligation. If the Administration is breaking the law without consequence, the fundamental separation of powers and Congressional power of the purse is under serious threat. We encourage you to continue to report to Congress as quickly as possible on any violations of the ICA. In the event of a violation, Congress has also invested GAO with the authority to file suit to ensure funds are spent in accordance with the law.”

    As the President enters his fifth month in office, the argument that programs are simply paused for review becomes increasingly less credible. In addition, executive orders and public statements from the President, his cabinet, and the so-called Department of Government Efficiency indicate a clear intention to stop funding for certain agencies and programs entirely. Those statements have frequently aligned with the cancellation of grants and contracts, indicating that they are implementing cuts in fiscal year 2025 in violation of appropriations law, rather than proposing cuts for fiscal year 2026 for Congressional consideration.

    As you know, Congress has authority under the Constitution to appropriate funds, and the Executive Branch must expend those funds as the law dictates. And as GAO has stated, “Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law.”

    In a Committee hearing on April 29, you testified that the GAO has 39 ongoing investigations into potentially illegal impoundments. We appreciate GAO’s completion of its first legal opinion, that the Department of Transportation violated the recording statute and the Impoundment Control Act (ICA) by improperly recording program liabilities and illegally withholding mandatory funds for the National Electric Vehicle Infrastructure (NEVI) Formula Program. The NEVI program was authorized by the bipartisan Infrastructure Investment and Jobs Act and, as you noted, “[t]he Constitution grants the President no unilateral authority to withhold funds from obligation.” We agree with your conclusion, and will expect the Department of Transportation to immediately make the withheld funds available to the states.

    In your testimony on April 29, you indicated that in some cases you were waiting on information from agencies on their justifications for funding freezes. We appreciate that GAO works to ascertain intent as part of any investigation under the Impoundment Control Act (ICA), and that your good faith requests for information from the Administration allow you to obtain a fuller picture of the circumstances surrounding a withholding.

    However, GAO was similarly stonewalled by the prior Trump Administration, when the Office of Management and Budget and the State Department failed to provide necessary information about potential impoundments of Foreign Military Financing Funds. GAO noted then, and we agree, that the delay in response had “constitutional significance” as it obstructed an investigation that Congress delegated to GAO under the ICA.

    GAO also noted, in its investigation of the illegal impoundment by the Department of Defense that occurred at the same time, that while OMB provided an explanation for the withholding, its explanation did not adequately justify the action. GAO said that “the burden to justify a withholding of budget authority rests with the executive branch.” You reiterated that in your decision on the Department of Transportation’s illegal withholding of NEVI program funds. In the absence of fulsome responses from the Administration, we encourage GAO to carefully examine the public record, including court records in cases filed against agencies, to inform your investigation into whether agencies are demonstrating the intent to illegally impound funds.

    As Congress begins deliberations on the fiscal year 2026 appropriations bills, it is critical that we understand how the Administration is executing current law, and whether, through programmatic delay or illegal impoundment, funds are in danger of expiring without obligation. If the Administration is breaking the law without consequence, the fundamental separation of powers and Congressional power of the purse is under serious threat.

    We encourage you to continue to report to Congress as quickly as possible on any violations of the ICA. In the event of a violation, Congress has also invested GAO with the authority to file suit to ensure funds are spent in accordance with the law.

  • MIL-Evening Report: Most of Australia’s conservation efforts ignore climate risks – here are 3 fixes

    Imagine replanting various native species only to have them die because the area is too hot or too dry. Or reconnecting woodland habitat only to lose large tracts to bushfire.

    Well, our new research suggests those scenarios are entirely possible.

    We analysed the two most common ways to prevent overall biodiversity loss on private land in Australia. We found these efforts largely ignore climate risks such as fire, heat, drought and floods.

    Climate change is already threatening the survival of species. Unless conservation efforts are made more resilient to climate change, Australia’s aim to to reverse biodiversity loss could fail.

    What we found

    We examined two types of biodiversity measures in Australia. One is “biodiversity offsets”, which aim to compensate for damage caused by development. The other is voluntary conservation programs, including “conservation covenants”.

    We analysed 77 policy documents underpinning nine biodiversity offset policies and 11 voluntary conservation programs.

    Of the 77 documents, 84% did not consider the impact of climate change. What’s more, only 44% of biodiversity offset policies and 27% of voluntary conservation programs considered climate risk. Even then, they often lacked detail or tools to translate policy into real action on the ground.

    The most common climate adaptation strategies were:

    • safeguarding climate refuges
    • connecting habitat so wildlife can escape extreme heat, fires or droughts
    • targeting funding
    • avoiding offset sites vulnerable to threats such as sea-level rise.

    But most documents lacked details on implementing these strategies.

    We suggest three practical steps to ensure conservation efforts deliver lasting results in a changing climate.

    1. Identify and protect climate refuges

    Climate refuges are areas somewhat shielded from the effects of climate change. Gullies, sheltered slopes and forests with good water supplies can help species survive during heatwaves and droughts.

    These places can provide a lifeline for endangered species and prevent local extinctions. Species may shelter in these areas during climate extremes and recolonise well-connected habitats when conditions improve.

    Protecting climate refuges by restricting land clearing or other damaging activities is a common climate adaptation strategy. We found it featured in six policy documents supporting voluntary conservation programs and biodiversity offsets across Australia. But few policy documents explain where these places are or how to protect them.

    For example, the New South Wales Biodiversity Conservation Investment Strategy lists climate refuges as high-priority assets under threat. The strategy says future investment should target these areas.

    But we found no explanation of how investments would be prioritised, or where to find that information. Without this detail, mentioning climate refuges in policy documents is little more than having good intentions.

    To be effective, refuges need to be mapped, prioritised and supported with appropriate protections and incentives. Nature law reform must strengthen protection of climate refuges to prevent further loss.

    Conservation programs could also specifically incentivise landholders to protect or restore refuges on their properties.

    2. Promote the actions that build resilience

    On the ground, conservation actions must adapt to climate change. That could mean doing things differently. For example, planting species more likely to survive future climates, or connecting habitat so wildlife can move to new areas.

    While these strategies are well established, we only found three policy documents that mention them. One is the Heritage Agreement policy in South Australia. This offers guidance and potential funding to help landholders implement these actions.

    As Australia’s nature laws are reformed, funding commitments and conservation guidelines need to follow suit.

    Financial incentives or technical support could be offered to landholders for activities that build resilience. Biodiversity offset policies could also mandate conservation actions that improve climate resilience at offset sites.

    3. Adapting to climate change needs to link policy to on-ground action

    Our research found a clear gap between high-level intent and guidelines for on-ground actions. If they don’t line up, then conservation efforts risk falling short. Field programs may lack legal backing, or legislation may not translate into action where it matters most.

    Climate change should be considered at all levels of conservation policies – from high-level legislation to guidelines for implementing individual programs.

    Policies should include clear and consistent targets informed by climate risk. This should be supported by regulations ensuring compliance and practical guidelines for on-ground action.

    Voluntary conservation programs in New South Wales show how it can be done. State biodiversity conservation legislation includes conserving biodiversity under climate change as a key objective. This can then shape real-world programs. For example, the NSW Conservation Management plan echoes this climate commitment. It makes addressing climate change impacts one of the main targets.

    A chance to get it right

    National nature law reform and state reviews present an opportunity to future-proof Australia’s conservation policies.

    These policies must consider the accelerating pace of change and ensure adaptation is embedded through to action. Such actions must be clear, well-resourced, and equipped with practical tools government agencies and landholders can use.

    Otherwise, we risk making conservation policies unfit for the future – missing a golden opportunity to safeguard biodiversity.
