    Headline: Speech: Samantha McCulloch closing address to the 2025 Conference & Exhibition – Australian Energy Producers

    During my opening remarks I noted that despite some sobering messages from our Wood Mackenzie study on Australia’s investment competitiveness, there is cause for optimism.  

    This week has demonstrated why. 

    We’ve had the welcome announcement from the Queensland Government that it’s releasing nine new areas for future gas exploration to boost future supply. 

    The Minister said: Queensland is open for business.  

    Yesterday, Minister Murray Watt announced the conditional approval of Woodside Energy’s North West Shelf extension – a critical project for Western Australia’s long-term energy security and economic growth.  

    I commend the Minister for backing this vital project, and being guided by science and evidence.   

    On the opening morning of the conference, we heard from Resources Minister Madeleine King who recommitted to implementing the Government’s Future Gas Strategy, including the much-needed reforms to clarify consultation requirements for offshore projects.  

    And, importantly, the Minister acknowledged the enormous economic benefits that Australia’s LNG investment and trade continues to deliver for our nation, observing that ”Every Australian receives a dividend from our energy exports.” 

    And I acknowledge Senator McDonald and the Coalition’s commitments during the election campaign to also back the North West Shelf extension and the coalitions continued support for our industry.  

    As the Prime Minister said earlier in the week, the energy transition cannot happen without security of energy supply, “because you will lose community support if people flick on the switch and the lights don’t go on.” 

    Or as Minister King put it, “You can’t get a transition through warm thoughts”.  

    The fact is that Australia needs the reliable and affordable energy that natural gas delivers.  

    And that will require continued investment in gas exploration and development. 

    I remarked at the start of the conference that Queensland’s gas industry is testament to what can be achieved when government and industry work together.  

    And the Queensland Government continues to build on that legacy.  

    It was encouraging to hear Queensland Treasurer David Janetzki tell our conference that at the heart of his government’s aspiration on energy generation is a simple principle – more.  

    “We need more supply to meet future demand and put downward pressure on power prices.” 

    And we also heard this morning from Northern Territory Chief Minister Lia Finocchiaro about her government’s commitment to speed up approvals to unlock more gas supply in the Territory.  

    The Western Australian and South Australian Governments are also backing the role of gas in their economic and energy security.  

    We just need this sentiment to spread to Victoria and NSW.  

    I think Kevin Gallagher would agree.  

    We chose this year’s conference theme: The Energy Edge, to highlight the opportunity for Australia to harness its competitive strengths amid the global energy transformation.  

    Our abundant gas reserves, our innovation, and our proximity to fast growing markets mean we are ideally placed to remain an energy powerhouse.  

    To quote former Australian Ambassador to the United States Joe Hockey’s advice to our industry on what our message to government should be: 

    “Give us certainty and stability, and we can do the job. We can give Australians cheaper energy. We can give people in the world greater opportunity… [and] We can make Australia richer.” 

    I could not agree more.  

    And, judging by the extraordinary work that our industry is leading and that has been showcased here this week – in the plenary sessions, the technical presentations, the conversations on the exhibition floor – I am confident that our industry is well placed to harness our energy edge.

    Robotics demo points to interstellar future

    UKAEA and Space Solar have collaborated on a robotics demonstration unit to pave the way for space-based data centres, solar farms and other megastructures.

    A collaboration between the United Kingdom Atomic Energy Authority (UKAEA), the UK’s national organisation responsible for the research and delivery of sustainable fusion energy, and space-tech innovator, Space Solar, has shown that robotic technology could build infrastructure in space without human intervention.

    The AlbaTRUSS project, conducted at UKAEA’s advanced test facilities on Culham Campus, Oxfordshire, used remotely operated dual-arm robotic manipulators to show that robots could assemble gigawatt-scale solar power satellites.

    The successful demonstration opens the door to building vast infrastructure projects in orbit, such as data centres and energy farms.

    Dr Sam Adlen, Co-CEO of Space Solar, said:

    The AlbaTRUSS project is a milestone not just for our satellite architecture, but for the future of large-scale structures in space, from data centres to energy infrastructure.

    Space Solar aims to harness abundant solar energy in space to provide power to energy-hungry consumers on Earth. Its space-based solar technology requires satellites comprised of hundreds of thousands of modular units to be put together in orbit.

    “Up in space, the sun shines 24-7. Once constructed, these satellites capture solar power and beam it back down to Earth in the form of microwaves, which can be received by antennas on the ground and converted into electricity for the grid,” explained Dr Adlen.

    The structures are designed to be several kilometres long and around 20 meters wide.

    AlbaTRUSS, a proof-of-concept project, showed that robots could assemble a scaled structural truss bay, or tubing called longeron, which forms a core element of the satellite’s framework.  

    Unlike the International Space Station – the largest structure built in space to date – most satellites are single structures or feature only small additional elements that must be deployed in space.

    Using robots to remotely assemble, maintain and decommission infrastructure is more efficient and reduces the risks faced by astronauts.

    Space Solar used UKAEA’s centre for Remote Applications in Challenging Environments (RACE) because fusion and space robotics have a number of things in common – they don’t require oxygenated environments and can function in varying degrees of radiation.

    Professor Rob Buckingham, Executive Director of UKAEA, said:

    Building a machine as complicated as a fusion power plant on Earth, which will be entirely remotely operated, is similar to building structures in space. It could be a lunar station or a facility on Mars, so we’re talking about the future of humanity as well as ensuring energy security.

    Working closely with people in adjacent fields is vital for UKAEA. By enabling new perspectives, it inspires our staff to think of different ways to solve challenges. It is hugely valuable to both parties.

    Space-based solar power and fusion energy each have the potential to deliver constant, low-carbon baseload energy around the world. This partnership demonstrates that the UK is leading on multiple fronts to develop new sustainable energy sources.

    The UKAEA-Space Solar partnership intends to strengthen the UK’s leadership in the fast-growing In-Space Assembly and Manufacturing (ISAM) sector.  

    “This achievement opens up new horizons for the space sector, an adjacent economic sphere that can ensure a bright future here on Earth,” concluded Dr Adlen.  

    The AlbaTRUSS project was supported by the Science and Technology Facilities Council’s Proof of Concept grant.

    Space Solar plans to commission its first 30MW demonstrator system by 2029 and reach full gigawatt-scale capacity by the early 2030s.

    On the afternoon of May 27, President Lai Ching-te met with a delegation led by Chair of the Natural Resources Committee of the United States House of Representatives Bruce Westerman. In remarks, President Lai stated that Taiwan and the US enjoy close industrial exchanges and continue to explore new opportunities for investment and collaboration. The president said that Taiwan will continue to increase purchases from and together build non-red supply chains with the US, expressing hope that economic and trade relations grow even closer and that both work together to jointly safeguard peace and stability throughout the region. A translation of President Lai’s remarks follows: I am delighted to meet and exchange views with members of the US House Committee on Natural Resources today. Chair Westerman, the leader of this delegation, is an old friend of Taiwan. On behalf of the people of Taiwan, I extend a very warm welcome to the delegation. I also want to thank you all for your long-term close attention to Taiwan-related affairs and your strong support for Taiwan. Taiwan and the US enjoy close ties and share ideals and values. There is an excellent foundation for cooperation between us, particularly in such areas as energy, the economy and trade, agriculture and fisheries, environmental protection, and sustainable development. In recent years, Taiwan-US ties have grown closer and closer. The US has become Taiwan’s largest destination for overseas investment, accounting for over 40 percent of Taiwan’s outbound investment. Taiwan is also the seventh largest trading partner of the US and its seventh largest export market for agricultural products. The SelectUSA Investment Summit held in Washington, DC earlier this month was the largest in its history. Taiwan’s delegation, representing 138 enterprises, was once again the biggest delegation attending the event. This shows that Taiwan and the US enjoy close industrial exchanges and continue to explore new opportunities for investment and collaboration. Looking ahead, with the global landscape changing rapidly, Taiwan will continue to increase purchases from the US, including energy resources such as natural gas and petroleum, as well as agricultural products, industrial products, and even military procurement. This will not only help balance our bilateral trade, but also strengthen development for Taiwan in energy autonomy, resilience, the economy, and trade. Taiwan and the US are also well-matched in such areas as high tech and manufacturing. As the US pursues reindustrialization and aims to become a global hub for AI, Taiwan is willing to take part and play an even more important role. We will strengthen Taiwan-US industrial cooperation and together build non-red supply chains. In addition to bringing our economic and trade relations even closer, this will also allow Taiwanese industries to remain rooted in Taiwan while expanding their global presence, helping bolster the US, and marketing worldwide. As for military exchanges, we are grateful to the US government for continuing its military sales to Taiwan and backing our efforts to upgrade our self-defense capabilities. Taiwan will continue to work with the US to jointly safeguard peace and stability throughout the region. In closing, I thank our guests once again for making the long journey here, not only offering warm friendship, but also demonstrating the staunch bipartisan support for Taiwan in the US Congress. Chair Westerman then delivered remarks, saying that it is an honor for him and his colleagues to be in Taiwan to talk about the strong relationship between the US and Taiwan and how that relationship can continue to grow in the future. The chair pointed out that natural resources are foundational to any kind of economic development, whether it is energy, which is key to manufacturing, or whether it is mining, which provides rare earth elements and all the minerals and metals needed for manufacturing. He said that as for natural resources including fish, wildlife, or timber, all are foundational to any society, but this is especially so for agriculture, noting that the US produces a lot of food and fodder and is always looking for more friends to share that with. Chair Westerman indicated that they are excited about opportunities to work with Taiwan, adding that Taiwan’s investments in the US have been greatly appreciated. He said they also are excited about the talks with the Trump administration and the future going forward on how we can have a stronger trade relationship, a stronger bilateral relationship, and how we can work with each other to help both economies grow and prosper. Chair Westerman concluded his remarks by expressing thanks for the opportunity to visit, saying that they treasure Taiwan’s friendship and our long-term relationship, and are very excited to be able to discuss in more detail how our two countries can work together. The delegation also included US House Natural Resources Committee Representatives Sarah Elfreth, Harriet Hageman, Celeste Maloy, and Nick Begich.     President Lai meets and hosts luncheon for delegation led by Governor Lourdes A. Leon Guerrero of Guam
    On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend a warm welcome to Governor Leon Guerrero and her delegation. Last year, I transited through Guam en route for visits to Taiwan’s diplomatic allies in the Pacific. The enthusiastic reception I received from the government, legislature, people, and members of our overseas community in Guam was very touching and left me with a deep impression. During the morning tea reception hosted by Governor Leon Guerrero, we joined in singing our respective national anthems, as well as the Fanohge CHamoru. I also received at the Guam Legislature a copy of a Taiwan-friendly resolution it passed on behalf of the people of Taiwan. And I still remember to this day the striking scenery of the governor’s house and the warm reception I received there. It is therefore a great pleasure to meet with all of you today here at the Presidential Office. This is Governor Leon Guerrero’s first trip to Taiwan. Your visit fully demonstrates the Guam government’s support and high regard for Taiwan. As we begin a new chapter, we look forward to working with you to generate even more momentum in bilateral cooperation and exchanges. Taiwan and Guam are like family. We share the Austronesian spirit and culture. Our wide-ranging and mutually-beneficial collaboration is very fruitful. Last Tuesday, I delivered an address on my first anniversary of taking office. Guam is the closest US territory to Taiwan. It is an important bridge for collaboration between Taiwan and the US. Last month, we were pleased to see United Airlines officially launch direct flights between Taipei and Guam. I believe this will benefit tourism and economic and trade exchanges for both sides. In the area of health care, many hospitals in Taiwan already offer referral services to patients from Guam. Both Governor Leon Guerrero and I have backgrounds in medicine. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. This will further advance industrial development in Taiwan and Guam. In closing, I thank Governor Leon Guerrero and all our distinguished guests for backing Taiwan. I wish you all a smooth and successful visit.  Governor Leon Guerrero then delivered remarks, saying that she is very happy to come to Taiwan. She said that after learning during President Lai’s visit to Guam last year that he is a medical doctor, she felt more relaxed because healthcare colleagues are one in their endeavor to help enhance the health and well-being of people. She then expressed her heartfelt appreciation for the invitation to Taiwan.  Governor Leon Guerrero said that as they learn more about opportunities for collaboration with Taiwan, they are humbled by the hospitality they have experienced. In both of our islands, she said, hospitality is more than just a custom – it forms a part of our identities. She noted that despite being nearly 2,000 miles apart, we are connected by the Pacific Ocean and common roots, and our ancestors both value family, community, and tradition. That is why being here today, she said, she feels a strong sense of familiarity, like reconnecting with old friends. The governor remarked that Taiwan has evolved so quickly in all areas of essential life, sustenance, economy, and prosperity, adding that Taiwan’s resources in such areas as health, education, data, AI, advanced technology, aquaculture, agriculture, and commerce enhance our economic stability. She stated her belief that in collaboration and support, and working with each other, we can gain prosperity, maintain freedom and democracy, and live in peace.  Governor Leon Guerrero stated that their delegation is here to see how they can partner with Taiwan to help raise the quality of life for both our peoples, mentioning that one special concern of theirs is tourism. Tourism, she said, is the most influential engine and driver for the economy and quality of life in Guam, but they cannot have a vibrant economy and tourism without air connectivity. She added that they are prepared to help in any way to provide incentives and low-cost fees so that they can get more airlines from Taiwan to establish permanent flight schedules to Guam, so as to drive development in Guam’s tourism industry. Governor Leon Guerrero then proceeded to introduce each of the members of her delegation before remarking that while they have been very busy on this visit they are always reminded of the freedom and democracy that the people must protect. She said she looks forward to a great, strong relationship between Taiwan and Guam in cooperation on social and economic issues, in culture, marketing, tourism, and freedom and democracy.     President Lai meets delegation from European Parliament
    On the morning of May 27, President Lai Ching-te met with a delegation from the European Parliament. In remarks, President Lai thanked the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait and voice support for Taiwan. The president expressed hope for an even closer relationship and diversified cooperation between Taiwan and the European Union. The president said that Taiwan and the EU can work together in such areas as semiconductors, AI, and green energy to create more resilient supply chains for global democracies and contribute to global prosperity and development. A translation of President Lai’s remarks follows: I warmly welcome our guests to the Presidential Office. After being elected last year, MEPs Reinis Pozņaks and Beatrice Timgren are making their first visits to Taiwan, demonstrating support for Taiwan through concrete action. On behalf of the people of Taiwan, I extend my sincerest welcome and appreciation. I would also like to take this opportunity to thank the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait. Just last month, the European Parliament adopted resolutions with regard to annual reports on the implementation of the European Union’s Common Foreign and Security Policy and Common Security and Defence Policy. These resolutions reaffirmed the EU’s steadfast commitment to maintaining the status quo across the Taiwan Strait. The European Parliament also condemned China for continuing to take provocative military actions against Taiwan and emphasized that Taiwan is a key democratic partner in the Indo-Pacific region. It called on the EU and its member states to continue working closely with Taiwan to strengthen economic, trade, and investment ties. Once again, I thank the European Parliament for voicing support for Taiwan. Just as MEPs Pozņaks and Timgren are visiting Taiwan to strengthen Taiwan-EU exchanges, our Minister of Economic Affairs Kuo Jyh-huei (郭智輝) also led a delegation to Europe last year, marking the first in-person dialogue between high-ranking economic and trade officials of Taiwan and the EU. Moving ahead, we look forward to bringing Taiwan-EU ties even closer and to diversifying our cooperation. The EU is Taiwan’s largest source of foreign investment. Both sides are highly complementary in such areas as semiconductors, AI, and green energy. Through our joint efforts, we can create more resilient supply chains for global democracies and further contribute to global prosperity and development. Looking ahead, I hope that MEPs Pozņaks and Timgren will continue to make the case in the European Parliament for the signing of a Taiwan-EU economic partnership agreement. This would not only yield mutually beneficial development, but also consolidate economic security and boost international competitiveness for both sides. In closing, I am sure that you will gain a deeper understanding of Taiwan through this visit. Please feel welcome to come back as often as possible as we continue to elevate Taiwan-EU ties.  MEP Pozņaks then delivered remarks, saying that it is a great honor to be here and thanking everybody involved in arranging this trip that allows them the opportunity to better know Taiwan. He added that it is definitely not the last time they will be here, as Taiwan is a very beautiful country. MEP Pozņaks mentioned that he comes from Latvia, and despite their being on the other side of the world, they know how the Taiwanese people feel, because they also have a big neighbor who is claiming that Latvia belongs to them. Unfortunately, he said, there is already war in Europe, but he is confident that their situation is similar to Taiwan’s, adding that they have a neighbor who uses disinformation attacks. MEP Pozņaks said that we live in very challenging times, and that our choices will define the future of the world, asking whether it will be a world where the rule of law prevails or where physical power and aggression succeeds. Coming from a small country, he said he clearly understands that for them there is no other possibility; they must protect the world where the rule of law prevails. That is why now, he emphasized, it is very crucial for all democracies around the world to stick together to protect our freedoms, values, and democracy. MEP Timgren then delivered remarks, thanking President Lai for meeting with them and saying it is a big honor. Noting that they arrived here two days ago and that while she really loves Taiwan, its food, and the good weather, she stated that the reason they are here is because of the values that we share, our good relationships, and solidarity with other democratic countries in the world, which is important for them in Europe and in Sweden. MEP Timgren, referring to MEP Pozņaks’s earlier remarks, said that they face a big threat from Russia that is discernible even in the European Parliament. Actually, she pointed out, there is a war inside Europe that shows us how important it is that we support one another. She said that the Russian people thought it would be easy to take over Ukraine, but it was not, because all European countries stepped up and provided weapons and support. And that is why, MEP Timgren said, it is important that democratic countries maintain good relationships and let China and Russia see that we have good relationships, because a part of defense is solidarity. In closing, she expressed her gratitude for having the honor to be here in this beautiful country.

    President Lai hosts state banquet for President Surangel Whipps Jr. of Republic of Palau
    On the evening of May 20, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, hosted a state banquet at the Presidential Office in honor of President Surangel Whipps Jr. of the Republic of Palau and his wife. In remarks, President Lai said that he looks forward to working closely with President Whipps to promote tourism exchanges and sports cooperation so that Taiwan and Palau shine brightly together on the international stage. A translation of President Lai’s remarks follows: It is a pleasure to host this banquet tonight at the Presidential Office for President Whipps, First Lady Valerie Whipps, and the esteemed members of their delegation. Welcome to Taiwan. During my trips to Palau in 2022 and last year, President and First Lady Whipps received me with great hospitality. Wearing my island shirt, I enjoyed a very friendly reception from the people of Palau. It felt warm and friendly, just like being welcomed back home. The first time I visited Palau, President Whipps and I piloted a boat to the Milky Way lagoon. We both tried volcanic mud facial masks. We also fished together and enjoyed the breeze as we walked on the beach. Last year, on my second visit to Palau, I was honored to be invited to address the National Congress. I also observed the results of the close bilateral cooperation between our two nations. Due to its world-famous ocean scenery, Palau is sometimes referred to as “God’s aquarium.” And it is even possible to snorkel with sharks. It leaves a deep impression. Nothing compares to seeing Palau firsthand. During the COVID-19 pandemic, Taiwan and Palau launched a travel bubble that created a safe means of travel. Now, with the pandemic behind us, I hope that even more Taiwanese can tour Palau and gain a greater understanding of our diplomatic ally. In addition to tourism exchanges, I mentioned on my visit to Palau last year that I hoped Taiwan and Palau could promote sports cooperation by providing training away from home. Next month, Palau will be holding the Pacific Mini Games. And right now, Palau’s national baseball and table tennis teams are holding training sessions here in Taiwan. We will do our utmost to support Palau’s national players and we hope they stand out and achieve outstanding results in the events. I look forward to working closely with President Whipps so that Taiwan and Palau shine brightly together on the international stage. Thank you! Mesulang! President Whipps then delivered remarks, saying that it is truly an honor to be here once again one year after President Lai’s inauguration. Mentioning that this is his first state visit after being reelected to a second term, he said that it is important to be here among friends, and that we are more than friends, we are family. He thanked President Lai for the generous words and, most importantly, Taiwan’s enduring support. He remarked that our relationship continues to get stronger in each passing year. President Whipps said that President Lai’s diplomacy initiative, leadership, and vision deeply resonate with them. Diplomacy must be rooted in our shared values, he said, and an unwavering support for our allies and a commitment to a sustainable, inclusive development are all deeply appreciated by their people. President Whipps emphasized that, as we look into the future and the challenges that we face, from security to climate change, it is so important that we are united. He added that it is important for the world, and especially important for them in Palau, that they stand up for Taiwan, so that Taiwan can participate on international fora that address climate change, security, and health, because they know the world is better when Taiwan has a seat at the table. Mentioning that Palau will host the Pacific Islands Forum next year, President Whipps said that Palau remains committed to working closely with Taiwan to ensure a successful event, and that they will continue to speak up for Taiwan’s indispensable contributions as we stand together against any efforts to silence or isolate democratic partners.     President Lai and President Surangel S. Whipps, Jr. of Palau hold bilateral talks and witness signing of cooperation agreements  
    On the afternoon of May 20, following a welcome ceremony with military honors for President Surangel S. Whipps, Jr. of the Republic of Palau and his wife, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, held bilateral talks with President Whipps at the Presidential Office. The two leaders also jointly witnessed the signing of a technical cooperation agreement and an agreement on diplomatic staff training cooperation. In remarks, President Lai thanked Palau for standing firm in its backing of Taiwan’s international participation as geopolitical tensions continue to increase in the Pacific region. He added that he looks forward to the cooperative ties between Taiwan and Palau continuing to expand into even broader areas, allowing our economies and societies to further progress as we jointly advance peace, stability, and prosperity in the Indo-Pacific region. A translation of President Lai’s remarks follows: I welcome our guests to Taiwan once again. Last year on May 20, President Whipps led a delegation to attend the inauguration ceremony for myself and Vice President Hsiao. I am delighted, on the anniversary of my first year in office, to meet with old friends of Taiwan again, as President Whipps returns for this visit. Taiwan-Palau relations have grown even closer in recent years thanks to the strong support of President Whipps. In 2022, during my term as vice president, I led a delegation to Palau as a demonstration of how our nations were together boosting tourism development as we jointly faced the challenges of the COVID-19 pandemic. Every time I visit Palau, and every time I meet with President Whipps, I feel very deeply that Taiwan and Palau are like family. We are both maritime nations and share a common Austronesian heritage and culture. We are also staunch partners in upholding such values as freedom, democracy, and respect for human rights. Last December, when I went on my first overseas trip since taking office, one of the nations I visited was Palau. We celebrated the 30th anniversary of Palau’s independence and 25 years of diplomatic relations, underscoring our friendly ties. Taiwan and Palau enjoy close exchanges and cooperation in a range of areas, including climate change, education, agriculture and fisheries, healthcare, humanitarian assistance, sports, and culture. After this meeting, President Whipps and I will witness the signing of a technical cooperation agreement and an agreement on diplomatic staff training cooperation, demonstrating once again our diverse collaboration and strong friendship. I believe that by working together, Taiwan and Palau can contribute to each other’s development and overcome the regional and global challenges we currently face. In particular, as geopolitical tensions continue to increase in the Pacific region, Palau has wisely and courageously upheld democratic values and stood firm in its backing of Taiwan’s international participation.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    Menopause is something nearly every woman will go through. As fertility ends, levels of oestrogen and progesterone drop significantly – changes that can deeply affect physical health, emotional wellbeing and everyday life.

    For many, the effects of this hormonal shift are more than frustrating – they can be life altering. Symptoms like brain fog, hot flushes, night sweats, headaches, insomnia, fatigue, joint pain, low libido, anxiety, depression and even bone loss from osteoporosis are all common.

    Hormone replacement therapy (HRT) has helped many women manage these symptoms – but one key hormone is often overlooked in both treatment and conversation: testosterone.

    Testosterone is typically viewed as a “male hormone,” but it plays a crucial role in women’s health too. In fact, women have higher levels of testosterone than either oestrogen or progesterone for most of their adult lives. And like the other sex hormones, testosterone also declines with age – with consequences that are only now being fully explored.

    The testosterone gap

    Hormone replacement therapy (HRT) is now widely used to replace oestrogen and progesterone during and after menopause. These treatments – available as tablets, patches, gels and implants – are regulated, evidence-based and increasingly accessible through the NHS.

    But when it comes to testosterone, the situation is entirely different.

    Currently, there are no testosterone products licensed for use by women in the UK or Europe. The only exception is in Australia, where a testosterone cream specifically designed for women is available. Europe once had its own option – a transdermal patch called Intrinsa, designed and approved by regulators based on clinical evidence to treat low libido in women with surgically induced menopause. But the manufacturer withdrew product in 2012, citing “commercial considerations” in their letter to the European Medicines Agency, the agency in charge of the evaluation and supervision of pharmaceutical products in Europe.

    Since then, women across Europe have been left without an approved option.

    In the absence of licensed treatments, some clinicians – mainly in private practice – are prescribing testosterone “off label”, often using products developed for men. These are typically gels or creams with dosages several times higher than most women need. While doctors may advise on how to adjust the dose, this kind of improvisation comes with risks: inaccurate dosing, inconsistent absorption and a lack of long-term safety data.

    Some women report significant improvements – not just in libido, but also in brain fog, mood, joint pain and energy levels. However, the only proven clinical benefit of testosterone in women is in improving sexual desire for those with hypoactive sexual desire disorder (HSDD) following surgical menopause.

    Even so, interest is growing – fuelled by patient demand, celebrity use, social media buzz and a growing sense that testosterone may be a missing piece in midlife women’s care.

    While there is increasing consensus that testosterone can play a role in supporting women’s health, the current situation presents two serious problems:

    Safety and regulation: without licensed products, standardised dosing guidelines, or long-term safety data, off-label use puts both patients and clinicians in uncertain territory.

    Access and inequality: testosterone therapy is rarely available through the NHS and is often only accessible through private clinics, creating a two-tier system. Those who can pay hundreds of pounds for consultations and prescriptions can access care, while others are left behind.

    Innovation

    There are signs of change. For example, I founded Medherant, a University of Warwick spin-out company that is currently developing a testosterone patch designed specifically for women. It’s in clinical trials and, if approved, could become the first licensed testosterone product for women in the UK in over a decade. It’s a much-needed step – and one that could pave the way for further innovation and broader access.

    But the urgency remains. Millions of women are currently going without effective, evidence-based care. In the meantime, off-label prescribing should used with care and use based on the best available science – not hype or anecdote – and delivered through transparent, regulated healthcare channels.

    Women deserve more than workarounds. They deserve treatments that are developed for their bodies, rigorously tested, approved by regulators and accessible to all – not just the few who can afford private care.

    When half the population is affected, this isn’t a niche issue. It’s a priority.

  • MIL-Evening Report: Influencer Andrew Tate is charged with a raft of sex crimes. His followers will see him as the victim

    British prosecutors have this week charged social media influencer Andrew Tate with a string of serious sexual offences, including rape and human trafficking, alleged to have been committed in the United Kingdom between 2012 and 2015.

    This comes in the wake of an ongoing case in Romania. There, Tate and his brother Tristan face similar charges of coercing and exploiting women through what is sometimes described as the “loverboy method” of manipulation that is used to control and monetise women through webcam performances.

    A self-described misogynist, Tate is a widespread figure of notoriety for his views on women and his role in the internet “manosphere”. He has millions of followers globally, including ten million on X alone.

    This latest round of prosecutions will likely further entrench the loyalty of those followers: boys and young men who will see their leader as the victim of a corrupt system.

    Who is Andrew Tate?

    Tate is a British-American social media influencer and former kickboxer. He gained international notoriety for his violently misogynistic videos and pronouncements.

    He’s built a massive, loyal social media following through a brand that is part provocateur, part self-help guru and part conspiracy theorist.

    His rhetoric emphasises an aspirational masculinity geared towards extreme wealth and a physically fit body, combined with resentment towards women and so-called “feminised” societies. He has, for example, stated that women should “bear responsibility” for sexual assault.

    Tate is a leading ideological figurehead of what is often called the “manosphere” – a loose network of online communities and content creators who promote regressive ideas about masculinity, gender roles and male identity.

    Tate offers a template for many boys and young men to make sense of their place in the world, playing up ideas that boys are disenfranchised by social, economic, or cultural change.

    This is part of an emotional hook that provides belonging and clarity in a world his followers are told is stacked against them.

    Tate’s content involves both overt and, more often, insidious celebration of harmful gender norms and misogynistic ideologies.

    Research has found boys’ exposure to this content has contributed to a resurgence of a sense of male supremacy in classrooms. This then increases sexism and hostility towards women teachers and girl peers.

    Reinforcing the narrative

    Given this context, it is unlikely the new charges will erode his popularity.

    To be clear, he is not universally admired. In fact, the majority of boys reject what he stands for.

    However, for the significant minority who comprise his hardcore followers, these new charges will likely be used to reinforce a persecution narrative.

    In this way, Tate has paved the way for more violent and extreme misogyny to become standard, not rare.

    This was exactly the pattern when the Romanian charges first emerged. His followers flooded platforms with hashtags like #FreeTopG, reframing his arrest as proof that he was “telling the truth” and being punished for it.

    Figures like US President Donald Trump provide a relevant comparison. Trump has faced multiple criminal indictments and was found liable in a civil trial for sexually assaulting E. Jean Carroll.

    Yet, his popularity among his base has held firm.

    For many of his supporters, these legal challenges are not signs of wrongdoing, but evidence their champion is being unfairly targeted by corrupt institutions.

    Tate is similar in that his hypermasculine posturing and anti-establishment bravado ensures his audience see him the same way.

    Prompting more loyalty

    Given their previous responses, we can already predict how the Tate brothers will respond this time. They will deny the charges, of course, but more importantly, they will use the moment to deepen their mythos.

    We might expect to see talk of “the matrix” of shadowy elites, and the weaponisation of justice systems to silence truth-telling men.

    They will insist the charges are not about what they did, but about who they are: disruptors of a weak, feminised society. This victim-persecutor framing is central to their appeal and will remain so as this unfolds.

    Their followers will, then, likely respond with greater loyalty. For those already steeped in online misogyny and disillusionment, legal accusations such as these don’t raise doubt, but instead confirm the story they already buy into.

    This makes combating Tate’s influence a complex challenge. Simply “calling it out” is not enough.

    As our research shows, Tate’s brand thrives not in spite of controversy, but because of it.

    This is why we need a more strategic, long-term approach to address the harms Tate and other such figureheads represent.

    We need robust gender education in schools, stronger commitments to critical media literacy, and the elevation of alternative role models who can speak to the same emotional terrain without reinforcing misogyny.

    This can include other content creators, like Will Hitchins, but also youth workers or people of any gender from boy’s existing communities.

    A key lesson here is that, for the manosphere’s key figures, being charged or even found guilty of crimes (should that occur) might not signal their downfall or diminish their relevance.

  • MIL-Evening Report: How the North West Shelf expansion risks further damage to Murujuga’s 50,000-year-old rock art

    Yesterday, new environment minister Murray Watt approved an extension for the North West Shelf liquefied natural gas project. The gas plant at Karratha, Western Australia, will run until 2070.

    This expansion – and the pollution it will release – has led to a recommendation by the International Council on Monuments and Sites to defer UNESCO’s decision on the world heritage listing of the nearby Murujuga rock art.

    Two of the recommendations prior to renomination of the site are to “ensure the total removal of degrading acidic emissions” and “prevent any further industrial development adjacent to, and within, the Murujuga Cultural Landscape”.

    Murujuga has more than one million petroglyphs, some up to 50,000 years old.

    It has the oldest depictions of the human face in the world and records the lore and traditions of Aboriginal Australians since the first human settlement of this continent. It is strikingly beautiful and is of enormous cultural and spiritual importance to the Traditional Owners.

    Despite the immense significance of the site, a large industrial precinct has been built at its centre.

    Concerns about the Murujuga Rock Art report

    On Friday, the Western Australian Government released the long awaited Murujuga Rock Art Monitoring Program Year 2 report. This report examines the effect of industrial pollution upon one of the world’s most significant rock art sites.

    We have conducted our own independent project into the impact of industrial emissions on Murujuga since 2018. Many of our findings support the details in this report but the government’s report summary and subsequent political commentary downplays the ongoing impacts of acidic emissions from industry on the world unique rock art.

    The most significant findings are the Weathering Chamber results. These subjected all rock types from Murujuga to the air pollutants released by industry. The results showed that all were degraded, even with relatively low doses of sulphur dioxide (SO₂) and nitrogen dioxide (NO₂).

    The second highly significant finding is that “there is statistically significant evidence of elevated porosity of granophyre rock surfaces”. This is centred on the industrial precinct in Murujuga. The report acknowledges industrial pollution is the most likely cause.

    This degradation and elevated porosity of the rocks puts the survival of the petroglyphs at risk.

    On our research team, Jolam Neumann’s still to be published PhD thesis at the University of Bonn, Germany, considered the impacts of industrial pollution on Murujuga rocks.

    He used actual samples of gabbro and granophyre rock collected from Murujuga and simulated six years of weathering under current pollution conditions. He found elevated porosity in both rock surfaces. He also collected the residue to understand what was eroded from the rock and how.

    He found there was significant degradation of birnessite (manganese) and kaolinite (clay) from the surface. The dark red/brown surface of the rock became porous and started to break down.

    His work confirms industrial emissions are the cause of the elevated porosity in the report. His work shows the seriousness of the porosity: it is symptomatic of a process causing the rapid disintegration of the rock surface.

    Damage is ongoing

    With Murujuga Rock Art Monitoring Program report showing evidence of damage to the art from pollution, the state government chose to emphasise in their report summary that a defunct power plant from the 1970s and 1980s was likely the culprit.

    The report’s data suggests this power plant produced about 3,600 tonnes of NO₂ per year, and less than 400 tonnes of SO₂ per year. Current industry in the immediate area produces more than 13,000 tonnes of NO₂ per year and more than 6,500 tonnes of SO₂.

    If the old power plant damaged the art then contemporary industrial emissions will be damaging the rock art at least five times faster.

    Neumann also gained access to a piece of rock collected in 1994 by archaeological scientist Robert Bednarik, and stored in his office in Melbourne for the past 30 years.

    The area where this rock came from now has elevated porosity, but the Bendarik rock shows no signs of it. This means the bulk of the industrial damage is likely more recent than 1994 – and is ongoing.

    Losing 50,000 years of culture

    The rock art was formed by engraving into the outer thin red/brown/black surface of the rock, called rock varnish, exposing the blue-grey parent rock beneath.

    This rock varnish was made in a process that involved the actions of specialised microbes called cyanobacteria. They concentrate manganese and iron from the environment to form an outer sheath to protect themselves from the harsh desert environment.

    The rock varnish forms at an incredibly slow rate: 1 to 10 microns in 1,000 years (a human hair is about 100 microns).

    These organisms can only thrive when the rock surface acidity is near neutral (pH 6.5–7). Their manganese sheaths are crucial to the integrity of the rock varnish, it binds it together and holds it to the underlying rock.

    If you lose the manganese you lose the rock varnish and the rock art.

    Neumann found the proportion of manganese in the Bednarik rock sample was 18.4% by weight. In samples collected in the same area in 2021, the manganese content had fallen to 9.6%. The depth of the varnish was reduced, and the varnish layer was full of holes where the manganese had been degraded.

    The damage by industry over the last 26 years was clearly visible.

    Increased porosity is reducing the density of the rock varnish layer and leading to its eventual degradation. There is also an absence of cyanobacteria close to the industrial sites, but not at more distant sites, suggesting industrial emissions are eliminating the varnish-forming microbes.

    Where to next?

    Industrial pollution has degraded the rock art and will continue to do so until the industrial pollution levels at Murujuga are reduced to zero.

    There are two well-recognised ways to eliminate NO₂ emissions. One uses selective catalytic reduction to convert NO₂ to nitrogen and water. The second method is to replace all gas burning heat production processes with electricity.

    The use of such technologies should form part of the conditions to the ministerial approval of the North West Shelf extension.

That is not the essence of governance. And therefore, these caste-based censuses, the data that will emanate, will guide us for targeted development. Development will reach in sectors where it is needed.     He warned of deeply concerning trends threatening Bharat’s social fabric, “Bharat faces alarmingly cliffhanging situations with respect to demographic shifts, driven by unchecked illegal migrants, coupled with another sinister mechanism — alluring, manipulative conversions that distort our social fabric.     He raised the alarm on conversion-based strategies that fragment societal unity, “Equally disturbing, worrisome, of deep concern is the weaponization of faith through coerced or induced conversion. Where belief is replaced by inducement, every belief has to be voluntary, optional. It is induced by Allurement! and choice by agenda. These are not isolated incidents. They erode social harmony, cultural coherence, and compromise of national security. Always remember, and Bharat is known in the world for this, democracies must be compassionate, but democracy cannot afford to be complacent.”

    The Vice-President passionately called for authentic public dialogue rooted in India’s civilisational values, “Authentic discourse is our core civilisational value. We cannot have rhetoric. We cannot have jingoism. Public discourse has to be authentic. Our heritage, drawn from Upanishads and Dharmashastras, celebrates dialogue over dogma, restraint over rage. I am pained sometimes when dogma and rage prevail. Youngsters in the country, the youth of the country, and the future of the country have to play a critical role in making public discourse more rational, sensible, and in sync with our civilisational ethos. Authenticity of communication with the public is fundamental. There are some exceptions, like security aspects, but for the rest, it is non-negotiable. Let us reaffirm the soul of democracy resides in honest, sincere, upright, factually balanced and correct dialogue.”

These three pillars encapsulate the essence of India’s identity and aspirations. Demography represents the dynamic human capital that fuels the engine of progress. Democracy provides a robust framework for collective decision-making. In any other governance, there is no participation of the people in decision-making. Democracy, from that perspective, is unique. And diversity? India represents to the entire world what diversity is. We have a resplendent landscape, a spectrum of cultures, traditions, and perspectives that make our great ‘Bharat’ unique in the world. Understanding population dynamics, its growth, distribution, and composition, is fundamental to crafting policies that ensure sustainable development, economic growth, and social harmony.   • MIL-Evening Report: UNESCO expresses ‘utmost concern’ at the state of the Great Barrier Reef

    UNESCO’s World Heritage Committee has again raised grave fears for the future of the Great Barrier Reef, highlighting the problems of water pollution, climate change and unsustainable fishing.

    The committee this week released draft decisions regarding the conservation of 62 World Heritage properties. This included the Great Barrier Reef, for which it noted:

    Overall, while progress has been made, significant challenges remain in achieving water quality targets, managing extreme climate impacts, and ensuring the long-term resilience of the property.

    The comments confirm what experts already know too well: despite substantial investments from successive Australian governments, threats to the Great Barrier Reef remain.

    Climate change is the greatest threat to the Great Barrier Reef and other coral reefs around the world. But water pollution is the most significant local threat. That issue, along with unsustainable fishing, is entirely within Australia’s control.

    The World Heritage Committee will consider the draft decision at its next meeting in Paris in July. It may amend the decision, but the concerns are now on the public record.

    What’s all this about?

    The Great Barrier Reef has been on UNESCO’s World Heritage list for more than 40 years. The listing recognises outstanding natural and cultural places around the world.

    The reef is jointly managed by the Australian and Queensland governments. UNESCO’s draft decision expressed “utmost concern” at the findings of last year’s outlook report, published by the Great Barrier Reef Marine Park Authority. It noted:

    the overall outlook for the property remains one of continued deterioration due largely to climate change, while the long-term outlook for the ecosystem of the property also remains ‘very poor’.

    Poor water quality persists

    Poor water quality is a major issue on the Great Barrier Reef. It is caused when sediment, nutrients, pesticides and pollution from land-based activities, such as land clearing, farming and coastal development, are carried into the ocean.

    In its draft decision, UNESCO noted with “regrets” that the latest water quality targets for sediment and nitrogen – a key component of fertilisers – were not achieved. UNESCO said the updated water quality plan should ensure targets and actions “are sufficiently ambitious and funded”.

    As the below graph shows, actions from 2009 to now have reduced pollution only by about half the desired amounts. At the existing rate of progress and funding commitments, the targets will not be met until 2047 (for sediment) and 2114 (for dissolved inorganic nitrogen).

    Huge gaps exist between current pollutants levels and the water quality targets. These and some other targets are well out of reach under existing funding levels.

    The draft decision also requests a halt to illegal land clearing while strengthening vegetation laws – both fundamental to reducing water pollution.

    Severe weather events exacerbate the water quality problem. In February this year, for example, floodwaters from ten major rivers merged to form extensive flood plumes along 700 kilometres of coastline from Cairns to Mackay, and up to 100 kilometres offshore.

    Such plumes can remain present for months after a flood. They can smother seagrass and corals, and cause damaging algal growth.

    The wicked problem of climate change

    UNESCO’s draft decision noted “the overall outlook for the property remains one of continued deterioration due largely to climate change”.

    Ocean heatwaves can lead to coral bleaching and potentially death. Mass bleaching occurred again this year on the Great Barrier Reef – the sixth such event since 2016.

    UNESCO described as “deeply concerning” preliminary results showing heat stress was the highest on record during the 2023–24 mass bleaching event.

    Climate change is also expected to produce more frequent and intense extreme weather events such as tropical cyclones, which can damage reefs and island ecosystems.

    UNESCO called on Australia to align its policies with the global goal of “limiting global temperature to 1.5°C above pre-industrial levels”, and to take steps to mitigate negative impacts from extreme weather events.

    The challenges of fishing

    Unsustainable fishing practices damage the Great Barrier Reef. UNESCO’s draft decision noted progress in eliminating gillnet fishing, which is on track for the target of 2027.

    The fishing method involves mesh nets which can accidentally kill other wildlife, including threatened species such as dugongs, turtles, dolphins and sawfish.

    But smaller nets can still be used throughout much of the World Heritage area, so some threats to threatened species remain.

    UNESCO also urged Australia to expand electronic monitoring of commercial fishing vessels, and to ensure the targets in its Sustainable Fisheries Strategy are met. It also called for a comprehensive review of coral harvesting, which primarily supplies the global aquarium trade.

    What next?

    Despite the significant resources and management efforts Australia expends on the Great Barrier Reef, serious threats remain.

    The Great Barrier Reef is struggling under the cumulative impacts of a multitude of threats. The problems outlined above are not isolated challenges.

    Both the Queensland and Australian governments could do far more to boost the health of the reef. Clearly, more funding is needed. Without it, the future of the Great Barrier Reef is in jeopardy, and so too its tourism and fishing economies, and thousands of jobs.

    UNESCO has now asked Australia to provide more comprehensive results from the recent mass bleaching on the Great Barrier Reef, along with an updated plan to improve water quality. Its draft decision maintains the spotlight on conservation concerns for this precious natural asset.

  • MIL-OSI China: Harbin embraces sci-fi-themed events

    A sci-fi-themed-book fair was held in Harbin, Heilongjiang province from May 22 to 26 alongside the 2025 Children Science Fiction Convention. Writers, publishers, editors and industry professionals examined developments in the children’s publishing sector.

    During the fair, themed forums, reading lectures, book launches and signing sessions created a platform to promote public reading and showcase achievements in this field. This not only marks a strategic enhancement of Harbin’s soft power, but pioneers a new model for China’s sci-fi creation and the promotion of nationwide reading among children.

    At the opening ceremony, six authors launched a public reading initiative, alongside six institutions releasing the 2024 list of outstanding Chinese popular science books. Additionally, the Taofen Foundation donated books valued at 2 million yuan (about $277,808) to primary and secondary schools in Harbin. 

    In recent years, children’s science fiction writing has flourished in China. To better summarize the experiences, events like the Children Science Fiction Convention have also been launched. This not only gives enthusiasts something to look forward to, but serves as a great enabler for future industry development. 

    “The era of sci-fi has truly arrived,” said Bai Yunpeng, an organizer and chairman of Harbin Huiwen Academy Cultural Media Group and president of the Harbin Publication Distribution Industry Association. “We’ve now entered an age where science, science fiction and popular science education form an integrated three-in-one.”

    Bai expected that the authors, critics, publishers, and reading promoters participating in this inaugural sci-fi book fair will come up with fresh content, formats, and ideas through intellectual exchanges, providing valuable experience for future exhibitions.

    Yin Chuanhong, deputy secretary of the Chinese Science Writers Association, observed that contemporary children’s sci-fi is demonstrating both diversified genres and a convergence of science and culture. 

    “This genre pushes beyond traditional boundaries, evolving from sensory narratives dominated by scientific wonders to more complex expressions rich in cultural depth and intellectual substance that embody Chinese characteristics and contemporary spirit.” he said, “It provides fertile ground for Chinese sci-fi’s cultural identity and academic framework in the new era.”

    Popular science and science fiction leader Dong Renwei, founder of the Children’s Science Fiction Nebula Awards, delivered a work report for the Children’s Science Fiction Reading Promotion Alliance, which he also chairs. He highlighted the achievements of the alliance, including collaborating with 11 publishers and 39 established and emerging Chinese science fiction authors to produce original and innovative works. The alliance also published award-winning titles from the Children’s Science Fiction Nebula Awards while expanding reading promotion programs to 20 provincial-level regions across China.

    He said the Children’s Science Fiction Nebula Awards aim to strengthen the key position of children’s science fiction in the broader industry ecosystem. The event aims to build multidimensional collaboration platforms, promote the development of Chinese and global children’s science fiction, amplify China’s voice in the international sci-fi community, and contribute Chinese solutions to the joint effort of building a beautiful future for humanity.

    The 2025 Children’s Science Fiction Nebula Awards were presented on May 23 in Harbin, with prominent writers Chen Qiufan and Wu Yan receiving top honors in the novel and short story categories.

    Sci-fi critic Cui Xinping, vice chair of the Shanxi Writers Association, highlighted children’s science fiction in China shows three trends: The first is how Chinese sci-fi works integrate elements from popular science, mythology, history, and military education. The second is the support from awards and talent programs for both new and experienced writers. The third, symbolic of Chinese long-term planning, where publishers develop expansive sci-fi universes around award-winning authors, allowing for rapid serialization and continued growth. All of this expands narrative boundaries and pushes for cross-genre innovation.

    Roundtable forums with the themes of “Focusing on Sci-fi, Strengthening Collaboration, and Seeking Growth” and “The ‘Sci-fi Vision’ in Children’s Science Fiction,” along with new book launches, were also held later that day.

    Zheng Zhong, president of Zhejiang Juvenile and Children’s Publishing House, said science and literature have long been promoted in China. “If we were to identify a literary genre that unifies and embodies both scientific and humanistic literacy, it would be science fiction. That’s why science fiction literature is an essential nutrient for the growth of children in the new era and is absolutely indispensable.”

    Dr Alan Bollard CNZM, Chair

    Alan Bollard is Chair of the New Zealand Portrait Gallery. He is New Zealand Governor of the Economic Research Institute for ASEAN and East Asia, a Director of China Construction Bank (NZ), and Chair of the New Zealand Pacific Economic Cooperation Council.
    He has been Chair of the New Zealand Infrastructure Commission, Professor of Pacific Region Business at Te Herenga Waka – Victoria University of Wellington, and Chair of the Centres for Asia-Pacific Excellence.
    Alan was the Director of the New Zealand Institute of Economic Research from 1987 to 1994, Chair of the New Zealand Commerce Commission from 1994 to 1998, and the Secretary to the Treasury between 1998 and 2020. From 2002 to 2012, he was the Governor of the Reserve Bank of New Zealand. He was the Executive Director of the Asia-Pacific Economic Cooperation (APEC) in Singapore from 2012 to 2018.
    Alan has published a number of economics and popular books. He is a Companion of the New Zealand Order of Merit, a Fellow of Royal Society Te Apārangi, and has honorary doctorate degrees from the University of Auckland and Massey University.
    Robin Hapi CNZM, Deputy Chair

    Robin Hapi was a former Commissioner of the Tertiary Education Commission from 2007 to 2013 and joins TEC for a second time from February 2025. This follows a term of 12 years as Amokapua/Chair of Te Wānanga o Raukawa. He has served on several Boards and led a range of commercial and not-for-profit entities.
    Robin is currently Chair of Tū Ātea Ltd and Co-Chair of the Pūhoro STEMM Academy. His previous service includes positions on the Boards of Te Mātāwai, Kāinga Ora Homes and Communities, WorkSafe NZ and the Whānau Ora Commissioning Agency; he has also been Chair of the Māori Economic Development Advisory Board, Chair of BERL and Deputy Chair of Callaghan Innovation. 
    Robin is an old boy of Hato Pāora College and an alumni of Massey University, where he graduated with a Master of Business Administration with Distinction. In December 2015 Robin was awarded the Companion of the New Zealand Order of Merit (CNZM) in recognition of his contribution to governance, community and Māori, and in 2022 he received the Dame Mira Szászy Lifetime award from the University of Auckland Business School for his contribution to governance. Robin is also a Distinguished Fellow of the NZ Institute of Directors.
    Robin is of Ngāti Kahungunu descent and affiliates to Kahurānaki Marae, Te Hauke.
    Dr Alastair MacCormick, Commissioner, Chair Whatitata Whakau – Risk and Assurance Committee

    TEC’s longest serving Commissioner, Alastair was first appointed to the TEC Board of Commissioners in May 2017, and appointed as Chair of the Whatitata Whakau – Risk and Assurance Committee in August 2017.
    Alastair is an Emeritus Professor of the University of Auckland. He holds a Doctorate in Management Science from Yale University and an MCom in Economics and a BSc in Mathematics and Physics from Auckland. For a decade he was Dean of Business and Economics at the University of Auckland and subsequently Deputy Vice-Chancellor (Academic).
    Alastair also served over nine years on the Grants Committee of Callaghan Innovation for the Government support of Private Sector R&D and is a professional director with global experience in both public, private and listed companies.
    Alastair’s generosity with his time and expertise is demonstrated in his role as Chair of the Board of Trustees of the Elizabeth Knox Home and Hospital (a voluntary role which Alastair has supported for almost 40 years) along with founding the New Zealand Education and Scholarship Trust in 1991. He has also spent 14 years on the Board of Trustees for Auckland Grammar School, serving as Chair of the Board for six years.
    Alastair was awarded a Companion of the New Zealand Order of Merit in The Queen’s Birthday and Platinum Jubilee Honours for services to tertiary education and the community.
    Kirk Hope, Commissioner

    Appointed in November 2019, Kirk brings strong current business sector knowledge to the TEC Board table. Kirk is the Chief Executive of the Financial Services Council. Previously, he was the Chief Executive of BusinessNZ, New Zealand’s largest business advocacy group with approximately 80,000 business connections.
    It is not just his knowledge and understanding of business that Kirk brings to TEC. He has held the positions of CEO of the New Zealand Bankers’ Association, Executive Director of the Financial Services Federation, along with several executive positions in both government and banking industries.
    The pairing of business acumen with a strong financial base, a Master’s in Law, an honours degree in political science, easily makes Kirk a great fit for TEC.
    Kirk’s passion is giving back, so sometime in the future we could see him sharing his wealth of knowledge and business expertise through teaching – perhaps that will be after he finishes PhD in economic history (a long term goal) or when he isn’t surfing.
    Samuelu (Sam) Sefuiva, Commissioner, Chair Ohu Tangata – People and Culture Committee

    Sam has over 30 years’ experience in public policy, strategic and business advice, cultural and economic development and executive leadership. He has a strong professional and personal interest in the Pacific region particularly in human rights, social enterprise and public policy. Sam joined the TEC Board in January 2023.
    Sam has mentored, led and facilitated senior executives in Australia, New Zealand and the Pacific in improving international, regional and domestic non-government and community enterprise environments. His strengths are in high level policy advice and relations, strategic thinking, business planning and facilitation.
    Currently his leadership roles include: Mana Whakapai-AMPTI (consortium) Manager, Auckland Māori and Pasifika Trades Training Initiative; Trustee, Digital Wings Trust; and Trustee Black Grace (Dance) Trust. Previously, Sam was Chief Advisor to the Race Relations Commissioner at the NZ Human Rights Commission.
    Sam enjoys spending time with his family and including grandchildren, his wider Samoan fanau and village (Salani, Falealili), as well as some passive recreational activities such as reading, surfing, fishing.

    Deidre held leadership roles with Ōnehunga High School (OHS) from 1995 and was Principal from 2007 until 2022. Her leadership extended to the Auckland Secondary School Principals’ Association from 2008 to 2015 and the Secondary Principals’ Association of New Zealand (SPANZ) 2014 to 2023. She became President of SPANZ from 2019 to 2021, leading through numerous challenges including the COVID-19 pandemic.
    Deidre is committed to excellent, lifelong educational opportunities for all. She has overseen the establishment of a Construction School at OHS in 2005, followed by a Services Academy in 2007 and later a Health Science Academy. OHS operates the nation’s largest school-based Adult and Community Education programme.

    Bharat Guha is the current Chief Financial Officer (CFO) for the Invercargill Licensing Trust. He is a chartered accountant with extensive experience in the education and hospitality sector.
    Bharat has held numerous senior positions as CEO, Deputy CEO and CFO in different New Zealand and overseas organisations. Before the COVID-19 pandemic, Bharat was based in London, working as the Group CFO for an LSE-listed company with branches in the UK, Malaysia, Singapore and Nepal.
    Bharat was recognised as a Fellow of the Australia New Zealand Chartered Accountants for his financial work on the Zero Fee Scheme for the Southern Institute of Technology.     If you’re a parent or carer of a child who’s autistic, the odds are you’re spinning more plates than the average person. The emotional, physical and logistical demands stack up, often without the kind of support you need. It can leave you exhausted and wondering if things will ever improve.

    Every child is different, and every day can bring new challenges. Some moments are beautiful. Some are overwhelming. Some end in tears and frustration. Just when you think you’re in a routine that works or made some headway, everything can change again.

    As a clinical psychologist, this is what parents of autistic children tell me. As a parent of an autistic child, I too experience some of these stresses.

    In fact, parents of autistic children have much higher levels of stress than parents of children with other disabilities.

    What is autism?

    Autism, or autism spectrum disorder, is a developmental condition that affects how a person communicates, interacts with others, and makes sense of the world around them.

    It involves a wide range of traits and abilities. But it often involves difficulties with interacting and communicating socially, such as understanding body language or holding a conversation, as well as patterns of restricted or repetitive behaviour.

    Autism is usually diagnosed in early childhood. While every child’s experience is unique, it can influence their behaviour, learning and daily routines in ways that affect the whole family.

    For parents, the impact is often intense. This is not just about managing meltdowns or navigating therapy waitlists. The stress can affect everything from mental health, relationships, finances and the ability to cope day-to-day.

    It’s an incredibly tough gig for many parents and carers.

    Why the stress?

    Many parents tell me and research confirms that the hardest part isn’t autism itself – it’s everything around it. The long waits for a diagnosis. The out-of-pocket costs to see specialists, or for therapy or educational supports. The endless phone calls and paperwork. Trying to get help, only to hit another wall.

    Funding cuts to programs such as the National Disability Insurance Scheme (or NDIS) have removed crucial supports and added to the pressure.

    Parents often spend extra time coordinating appointments, supporting school engagement, and advocating for their child. That invisible workload can take a toll, especially when combined with social isolation, lack of respite and little time to care for their own wellbeing.

    Chronic stress and burnout are real risks for many parents, especially when the level of support required just isn’t there.

    What can parents and carers do?

    A few approaches can help lighten the load:

    • be kind to yourself, especially on the hard days. Even a short break and some deep breathing to release tension can take the edge off and help you reset. It might not solve everything, but it can give you a small window to regroup and keep going

    • ask for help if you’re struggling. Whether it’s from your GP, a psychologist, a parenting helpline or something else. Reaching out is a strength, not a weakness. Informal help can be just as important, for instance from other parents with similar experiences, who just get it. You can find them in online support groups

    • research shows evidence-based parenting programs can help families of children with disability feel more confident and less stressed. They can also make it easier to manage tough times and strengthen the parent-child bond. The Australian government offers a free, online, self-paced program, which I co-wrote, to help parents cope.

    How friends, family and schools can help

    Many parents and carers carry a huge emotional load trying to help their autistic child feel supported in educational settings, such as childcare and schools.

    They often become the case manager, counsellor and advocate to make sure their child is included, safe and seen.

    If you’re a friend, family member, or part of the school community, try to understand how challenging this can be. The struggle is often ongoing. Parents and carers aren’t being difficult – they’re doing what they can to give their child their best chance.

    Compassion, a listening ear, or stepping in to help can make a real difference.

    Ongoing support, even small things such as dropping off a meal, helping with school pick-ups, or sending a kind message, can ease the load more than you might realise.

    On May 27, 2025, Health and Human Services Secretary Robert F. Kennedy Jr. announced that the Centers for Disease Control and Prevention will no longer include the COVID-19 vaccine on the list of immunizations it recommends for healthy children and pregnant women.

    The announcement, made in a video posted on the social platform X, comes on the heels of another announcement, made on May 20, in which the Food and Drug Administration revealed that it will approve new versions of the vaccine only for adults 65 years of age and older and for people with one or more risk factors for severe COVID-19 outcomes. The agency will require vaccine manufacturers to conduct clinical trials to demonstrate that the vaccine benefits low-risk groups.

    The Conversation U.S. asked Libby Richards, a nursing professor from Purdue University involved in public health promotion, to explain what these announcements mean for the general public.

    Why are HHS and FDA diverging from past practice?

    Currently, getting a yearly COVID-19 vaccine is recommended for everyone ages 6 months and older, regardless of their health risk.

    In the video announcing the plan to remove the vaccine from the CDC’s recommended immunization schedule for healthy children and healthy pregnant women, Kennedy spoke alongside National Institutes of Health Director Jay Bhattacharya and FDA Commissioner Marty Makary. The trio cited a lack of evidence to support vaccinating healthy children. They did not explain the reason for the change to the vaccine schedule for pregnant people, who have previously been considered at high-risk for severe COVID-19.

    Similarly, in the FDA announcement made a week prior, Makary and the agency’s head of vaccines, Vinay Prasad, said that public health trends now support limiting vaccines to people at high risk of serious illness instead of a universal COVID-19 vaccination strategy.

    Was this a controversial decision or a clear consensus?

    Many public health experts and professional health care associations have raised concerns about Kennedy’s latest announcement, saying it contradicts studies showing that COVID-19 vaccination benefits pregnant people and children. The American College of Obstetrics and Gynecology, considered the premier professional organization for that medical specialty, reinforced the importance of COVID-19 vaccination during pregnancy, especially to protect infants after birth. Likewise, the American Academy of Pediatrics pointed to the data on hospitalizations of children with COVID-19 during the 2024-to-2025 respiratory virus season as evidence for the importance of vaccination.

    Kennedy’s announcement on children and pregnant women comes roughly a month ahead of a planned meeting of the Advisory Committee on Immunization Practices, a panel of vaccine experts that offers guidance to the CDC on vaccine policy. The meeting was set to review guidance for the 2025-to-2026 COVID-19 vaccines. It’s not typical for the CDC to alter its recommendations without input from the committee.

    Robert F. Kennedy Jr. has removed COVID-19 vaccines from the vaccine schedule for healthy children and pregnant people.

    FDA officials Makary and Prasad also strayed from past established vaccine regulatory processes in announcing the FDA’s new stance on recommendations for healthy people under age 65. Usually, the FDA broadly approves a vaccine based on whether it is safe and effective, and decisions on who should be eligible to receive it are left to the CDC, which bases its decision on the advisory committee’s research-based guidance.

    The advisory committee was expected to recommend a risk-based approach for the COVID-19 vaccine, but it was also expected to recommend allowing low-risk people to get annual COVID-19 vaccines if they want to. The CDC’s and FDA’s new policies on the vaccine will likely make it difficult for healthy people to get the vaccine.

    What conditions count as risk factors?

    The CDC lists several medical conditions and other factors that increase peoples’ risk for severe COVID-19. These conditions include cancer, diabetes, heart disease, obesity, chronic kidney disease and some lung conditions like COPD and asthma. Pregnancy is also on the list.

    The article authored by Makary and Prasad describing the FDA’s new stance on the vaccine also contain a lengthy list of risk factors and notes that about 100 million to 200 million people will fall into this category and will thus be eligible to get the vaccine. Pregnancy is included. Reversing the recommendation for vaccinating healthy pregnant women thus contradicts the new framework described by the FDA.

    Studies have documented that COVID-19 vaccines are safe during pregnancy and may reduce the risk of stillbirth. A study published in May 2025 using data from 26,783 pregnancies found a link between COVID-19 infection before and during pregnancy and an increased risk for spontaneous abortions.

    Importantly, a 2024 analysis of 120 studies including a total of 168,444 pregnant women with COVID-19 infections did not find enough evidence to suggest the infections are a direct cause of early pregnancy loss. Nonetheless, the authors did state that COVID-19 vaccination remains a crucial preventive measure for pregnant women to reduce the overall risk of serious complications in pregnancy due to infection.

    Immune changes during pregnancy increase the risk of severe illness from respiratory viruses. Vaccination during pregnancy also provides protection to the fetus that lasts into the first few months of life and is associated with a lower risk of COVID-19 related hospitalization among infants.

    The changes to the CDC’s and the FDA’s plan for COVID-19 vaccines also leave out an important group – caregivers and household members of people at high risk of severe illness from infection. This omission leaves high-risk people more vulnerable to exposure to COVID-19 from healthy people they regularly interact with. Multiple countries with risk-based vaccination policies do include this group.

    What about vaccines for children?

    High-risk children age 6 months and older who have conditions that increase the risk of severe COVID-19 are still eligible for the vaccine. Existing vaccines already on the market will remain available, but it is unclear how long they will stay authorized and how the change in vaccine policy will affect childhood vaccination overall.

    To date, millions of children have safely received the COVID-19 vaccine. Data on whether children benefit from annual COVD-19 vaccines is less clear. Parents and clinicians make vaccination decisions by weighing potential risks with potential benefits.

    Will low-risk people be able to get a COVID-19 shot?

    Not automatically. Kennedy’s announcement does not broadly address healthy adults, but under the new FDA framework, healthy adults who wish to receive the fall COVID-19 vaccine will likely face obstacles. Health care providers can administer vaccines “off-label”, but insurance coverage is widely based on FDA recommendations. The new, narrower FDA approval will likely reduce both access to COVID-19 vaccines for the general public and insurance coverage for COVID-19 vaccines.

    Under the Affordable Care Act, Medicare, Medicaid and private insurance providers are required to fully cover the cost of any vaccine endorsed by the CDC. Kennedy’s announcement will likely limit insurance coverage for COVID-19 vaccination.

    Overall, the move to focus on individual risks and benefits may overlook broader public health benefits. Communities with higher vaccination rates have fewer opportunities to spread the virus.

    URUMQI, May 29 (Xinhua) — The off-season cherry harvest in Tashkurgan Tajik Autonomous County of northwest China’s Xinjiang Uygur Autonomous Region has been in high demand among consumers in May, with the price of cherries exceeding $20 per kilogram.

    A county that is administratively subordinate to Kashgar Prefecture and is located at an average altitude of over 4,000 meters above sea level.

    Here at one agricultural project, an intelligent temperature control system in the greenhouses creates a unique microclimate that contrasts sharply with the windswept desert. In the greenhouses, the branches of the cherry trees are thickly covered with emerald foliage.

    As it turned out, the project used innovative “underground greenhouse” technology, which made it possible to grow high-quality cherries in high-mountain desert conditions with an average annual temperature of about 3 degrees Celsius.

    The first cherry trees transplanted here from the Tarim Basin in 2023 have yielded a harvest comparable to lowland regions this year. The unique advantages of the Pamir Highlands – long hours of sunlight and sharp daily temperature fluctuations – have provided the berries with increased sugar content and bright color.

    Tashkurgan-Tajik Autonomous County, with its harsh climate and ecological fragility, was previously entirely dependent on supplies of vegetables and fruits from other regions. Now local residents have access to fresh produce, and the local economy has received a boost.

    In recent years, the county has been actively developing projects for intelligent greenhouse complexes. The annual production volume of off-season cherries exceeds 3 tons, and in the future, it is expected to increase to 10 tons.

    The China-Germany (China-Europe) Hidden Champions Forum 2025 concluded in Beijing on Tuesday. The importance of investment and collaboration in Chinese market is repeatedly emphasized during three days of in-depth discussions on industrial chain resilience, policy access and new technology cooperation.

    The forum brought together over 600 representatives from China and abroad, including company executives, government officials, and industry leaders.

    Hidden champions refer to highly successful yet lesser-known small and medium-sized enterprises (SMEs) that are global leaders in terms of market share in their respective niches.

    Würth Group is a hidden champion that provides over 125,000 product variants, from screws to chemical-technical products for automotive maintenance, assembly technology, rail transportation, etc.

    Harald Unkelbach, board member of Würth Group, highlighted the reliability and predictability of the Chinese market for foreign investors, noting that the group plans to increase its investment in China further, as it has already established 38 affiliated enterprises there.

    Amid rapid digitalization, forum participants emphasized the urgent need for SME digital transformation and supply chain modernization.

    According to Jiang Xiaojuan, professor at University of Chinese Academy of Social Sciences, digital platforms are helping SMEs engaged in cross-border research and development address challenges like low levels of product localization and slow development cycles.

    Another discussion point was the technological complementarity between China and Germany. Ivka Ocharova from Karlsruhe Institute of Technology noted that while Germany excels in foundational knowledge development and manufacturing technology, China leads in generative AI and applied technologies. This complementary dynamic creates vast potential for cooperation.

    The innovation cluster network is one of the attractive aspects of Beijing, the host city of this forum. Beijing ranks third in the World Intellectual Property Organization’s Science and Technology Cluster Ranking 2024 and that its GDP surged 5.2 percent to 4.98 trillion yuan (about 692.69 billion U.S. dollars) last year, noted Mu Peng, vice mayor of Beijing.

    Beijing has continued to improve the business environment by aligning with international standards, and over 8,300 foreign-funded enterprises have been established here in the past five years.

    Peng Jian, expert at International Cooperation Center of National Development and Reform Commission, pointed to the evolving role of hidden champions, with many transitioning from “in China, for China” to “in China, for the World.” He added that German enterprises set up research and development links in China for products intended for global emerging markets and gain technical inspiration from this process.

    Hans-Peter Friedrich, former vice president of the German Bundestag, said that not investing in China means missing out on prime access to Asia’s vast regional market.

    Friedrich shared a proverb at the forum that received applause from the guests in attendance: When the winds of change blow, some people build walls, others build windmills. He expressed the hope to collaborate with China to jointly create more “windmills” and promote shared development, especially during period of transformation.

    Science, Innovation and Technology Minister Dr Shane Reti and Māori Development Minister Tama Potaka have today announced He Ara Whakahihiko – a new, consolidated fund designed to unlock the economic potential of Māori-led research and innovation. 

    This forward-focused initiative brings together and streamlines previous funding mechanisms to deliver more targeted, impactful investment in science and technology that supports Māori success and drives national prosperity.

    “This Government is committed to backing Māori participation in science and innovation, not just because it’s the right thing to do, but because it strengthens New Zealand’s overall economic performance,” says Dr Reti.

     “He Ara Whakahihiko will help break down the barriers that Māori researchers and entrepreneurs face and ensure stronger representation in our science and technology workforce.”

    Dr Reti says the new fund supports the Government’s broader agenda to reform and refocus the science, innovation and technology system.

    “We are delivering the most significant transformation of our science and innovation system in decades. By clarifying our priorities, streamlining processes, and focusing on commercial outcomes, we’re laying the foundations for a more prosperous, tech-driven New Zealand,” says Dr Reti.

    The Ministers say He Ara Whakahihiko merges two previously separate funding streams to enhance efficiency and maximise returns on public investment.

    “If the Māori economy is to continue its positive trajectory, we need to actively support innovation and science today to create tomorrow’s commercial products and technologies,” says Mr Potaka. 

    “This smarter, sharper fund supports our Government’s economic growth agenda, particularly the Going for Growth with Māori I Tōnui Māori approach, by helping Māori innovators take good ideas to market and build high-value enterprises.”

    He Ara Whakahihiko includes two targeted investment pathways:

    • Ara Whaihua – Impact Pathways for Research: Focuses on near-term implementation and commercialisation of science-led initiatives. It backs 12-month work programmes led by Māori-facing organisations, delivering real economic impact.
    • Rangapū Rangahau – Research Partnerships: Supports two-year collaborative projects that strengthen science capability and build durable partnerships between Māori-facing entities and New Zealand’s wider innovation ecosystem.

    Approximately $2 million is devolved to the Health Research Council to help develop people and support organisations in health research, with a focus on turning research into products or services that benefit the economy.

    “We’re focused on outcomes. That means getting innovation off the whiteboard and into the world—creating jobs, lifting productivity, and enhancing wellbeing for Māori and all New Zealanders,” says Mr Potaka.

    He Ara Whakahihiko reflects the Government’s commitment to smarter public investment, a high-performing science sector, and a more productive, inclusive economy.

    The fund will open for proposals on 20 August 2025.

    The ACCC has outlined its preliminary competition concerns with Elders Limited (Elders)’ (ASX:ELD) proposed acquisition of Delta Agribusiness (Delta) in a Statement of Issues published today.

    Elders and Delta supply rural merchandise such as agricultural chemicals, seed, fertiliser, animal health products and related services, such as agronomy services, through their retail networks. Both companies also supply rural merchandise to wholesale customers in Western Australia.

    “Competition in the supply of rural merchandise is critical to Australian farmers and our global competitiveness in agricultural products,” ACCC Deputy Chair Mick Keogh said.

    “We have preliminary concerns that the proposed acquisition may lead to higher prices or reduced quality in the supply of rural merchandise without an independent Delta competing with Elders following this proposed acquisition.”

    The ACCC is concerned that the proposed acquisition may reduce competition in the retail supply of rural merchandise in various local markets, and at a broader regional, state or national level.

    “Elders and Delta, through their networks of stores, are both significant retail suppliers of rural merchandise in Australia,” Mr Keogh said.

    The ACCC’s preliminary view is that the proposed acquisition is likely to substantially lessen competition in the retail supply of rural merchandise in certain local markets in the North-West Victoria, Northern Wheatbelt (WA), Central Wheatbelt (WA), Great Southern (WA) and Murray-Mallee (SA) regions. The ACCC is also exploring potential concerns in other local markets where both Delta and Elders have a retail presence, and at a broader geographic level.

    “We are continuing to investigate how closely Elders and Delta retail stores compete with each other, and the extent to which larger retail chains and smaller retailers (or smaller chains) are likely to compete with Elders if the proposed acquisition were to proceed,” Mr Keogh said.

    “A key issue we are testing is the extent to which having a chain of retail stores assists Delta to compete with Elders more effectively than smaller retailers, both in individual local markets, and across a broader geographic area,” Mr Keogh said.

    The ACCC is also considering whether the proposed acquisition would reduce competition at the wholesale level in Western Australia, or whether alternative suppliers would be able to compete with Elders effectively, should it acquire Delta. 

    The ACCC has not reached a concluded view on any of the issues outlined.

    Ever wonder if your cat could pick you out of a line up?

    New research suggests they could … but maybe not in the way you would expect.

    Previous research has found that only 54% of cats could recognise humans by their face alone.

    So how does your cat know it’s you?

    Studying the sniff

    A new study published today in PLOS One suggests your cat can recognise you by your smell. This feat has not been studied before and may reveal another layer of depth within cat-human bonds.

    Cats often get a bad rap for being aloof or uncaring about the people in their lives, but a growing number of studies are finding the opposite to be true. We now know that cats learn the names we give them, cats and their guardians form their own communication style, and most cats will pick human social interaction over food, a choice even dogs struggle with.

    And now, thanks to this most recent study, we know that cats can identify their people by smell, something they also rely on to identify their close feline social groups.

    The study, by Yutaro Miyairi and colleagues at Tokyo University of Agriculture, investigated the ability of 30 cats to differentiate between their guardian and an unknown person based on scent alone.

    Cats in the study were presented with a plastic tube containing swab samples from under the armpit, behind the ear and between the toes of either the cat’s guardian or of a human they had never met. As a control, cats were also presented with an empty plastic tube.

    The results?

    Cats in the study spent longer sniffing the scent of an unknown person compared to the scent of their guardian or the empty tube.

    A shorter sniffing time suggests that when cats came across the smell of their guardian, they recognised it quickly and moved along. But when they came to the swabs from an unknown person, the cat sniffed longer, using their superior sense of smell to gather information about the scent.

    Similar patterns have been observed previously, with kittens sniffing the odour of unknown female cats longer than the odour of their own mother, and adult cats sniffing the faeces of unfamiliar cats longer than those within their social group.

    The findings of this new study may indicate that we, too, are in our cats’ social circle.

    The brain and the nose

    The study also found a tendency for cats to sniff familiar scents with their left nostril, while unknown scents were more often sniffed using their right. But when cats became familiar with a scent after sniffing for a while, they switched nostrils from the right to the left.

    While this may sound like an odd finding, it’s a pattern that has also been observed in dogs. Current research suggests this nostril preference may indicate that cats process and classify new information using their right brain hemisphere, while the left hemisphere takes over when a routine response is established.

    Why scent?

    Cats rely on scent to gather information about the world around them and to communicate.

    Scent exchange (through cheek-to-cheek rubbing and grooming each other) is used as a way to recognise cats in the same social circle, maintain group cohesion, and identify unfamiliar cats or other animals that may pose a threat or need to be avoided.

    Familiar scents can also be comforting to cats, reducing stress and anxiety and creating a sense of security within their environment.

    When you come back from a holiday, if you notice your cat being distant and acting like you’re a total stranger, it might be because you smell like one. Try taking a shower using your usual home products and put on some of your regular home clothing. The familiar scents should help you and your cat settle back into your old dynamic sooner.

    And remember, if your cat spends a lot of time sniffing someone else, it’s not because they prefer them. It’s likely because your scent is familiar and requires less work. Instead of being new and interesting, it might do something even better: help your cat feel at home.

  • MIL-Evening Report: Knife crime is common but difficult to investigate. Robots can help

    Around the world, knives are a popular weapon of choice among criminals. In Australia, for example, they are the most common weapon used in homicides. And in countries such as the United Kingdom and Canada, knife crime has recently been on the rise.

    As common as they are, stabbings are also difficult to investigate. Our new study, published this week in WIREs Forensic Science, presents the most comprehensive review to date of the methods used by forensic investigators for the reconstruction of knife crimes. It also highlights the limitations of these methods and introduces mechanical and robotic stabbing machines as a solution.

    These technologies could significantly enhance forensic science and criminal investigations in the pursuit of justice.

    An intensely personal act of violence

    Stabbing is an intensely personal act of violence, carefully planned or opportunistic. It reflects not just an intent to harm but also a direct, physical engagement with the victim.

    Stabbings are also typically associated with high levels of aggression and frenzied attacks. For example, Joel Cauchi fatally stabbed six people and injured ten more in just three minutes during an attack at a Sydney shopping centre on November 13, 2024.

    Forensic investigators will rely on a range of evidence to investigate a stabbing. For example, they will gather statements from any witnesses. But witnesses’ memory can be affected by issues such as shock, lighting conditions or their vantage point.

    Forensic investigators will also gather physical evidence left behind after a stabbing. This can include bloodstain patterns, sharp-force damage in wounds and clothing, and impression evidence. It can also include trace evidence such as DNA, fibres, soil, glass and pollen from the victims clothing or suspected weapon.

    This physical evidence is crucial for the next step of a criminal investigation: reconstructing a crime scene.

    A forensic puzzle

    Investigators reconstruct a crime scene to determine the type of weapon used, estimate whether the stabbing was intentional or not and how forceful it was. But many variables complicate the analysis.

    For example, the attacker’s (or attackers’) physical characteristics such as their size, strength or preferred hand, their familiarity and experience in handling knives can all influence the stabbing motion. So too can the characteristics of a knife.

    The victim’s build, positioning, area of impact, and even the number of clothing layers they have on can also affect how a blade enters the body. For example, stabbing with a kitchen knife and slashing with a machete leave vastly different injuries, just as a thick jacket can slow or deflect a blade.

    Reconstructing a stabbing is a forensic puzzle. It requires a combination of scientific analysis, investigative techniques and the collaborative effort of experts. Each specialist provides a comprehensive perspective on the victim, the weapon, the manner in which it was used, and the impact of the surrounding environment.

    An accurate simulated stabbing

    In many stabbing investigations, it is necessary to confirm evidence through simulation.

    Our new research focuses on the different ways stabbing simulations are conducted. It provides an overview of current methodologies used to reconstruct sharp-force events, especially considering the role of clothing in the reconstruction.

    A well-planned simulation must account for key variables affecting damage to the body and textiles. These factors fall into three categories:

    1. Pre-impact (garment type, weapon and assailant-victim characteristics)
    2. Impact (stabbing method, force and angle)
    3. Post-impact (body decomposition, manipulation, contamination and environmental effects).

    While adding more parameters can improve the realism of a simulation, it may also introduce complexity that reduces accuracy. Because of this, careful planning is pivotal.

    A mix of methods is best

    The choice of simulation method depends on available personnel, tools and funding. Approaches are typically categorised as manual or mechanical, with emerging research exploring the potential of robotic systems.

    Manual simulations rely on human effort to replicate stabbing motions. They remain widely used in forensic testing and provide valuable insights into wound characteristics, biomechanics, and protective materials. But they can be subjective, particularly in force estimation and motion consistency.

    Mechanical simulations address this issue by using devices for controlled, repeatable tests. While they reduce variability, they are often limited by restricted motion, force constraints, and a lack of standardisation in forensic protocols.

    Robotic simulations offer a promising alternative. They combine the adaptability of manual approaches with the precision and repeatability of mechanical systems.

    However, their forensic application is still being developed. They also face challenges such as cost, accessibility, professional expertise and the need for validation in real-world casework.

    Our research suggests that combining manual simulations with robotic and mechanical systems can enhance the accuracy and reliability of stabbing simulations. The manual approach can be used to train robotic systems that replicate human actions while ensuring consistent and controlled measurements.

    By adopting this combined approach, forensic science can bridge crucial gaps in crime scene reconstruction. In turn, this would improve the interpretation of stabbing incidents and the pursuit of justice.

  • MIL-OSI Security: Better investing in science and technology would free up 15 million hours of police time

    Additional investment in science and technology could mean an extra 41,000 hours of police time available every day across England and Wales to be reinvested in neighbourhood policing and preventing crime. 

    Police chiefs are calling for the government to allocate circa £220 million to science and technology per year over the three-year spending review period to scale up tested science and technology capabilities.  

    As police chiefs set out their strategy for use of data and digital technology over the next five years, they make the case for government investment to enable police to roll out   technology that has been successfully trialled across England and Wales. 

    The independent Policing Productivity Review of forces in England and Wales reported examples of science and technology driving productivity. The Office of the Chief Scientific Adviser to Policing estimates that these projects saved 347,656 of workforce hours per year and led to direct savings of £8.2 million a year in costs. If they were scaled nationally, and similar gains were made in all 43 forces, potentially up to 15 million hours, worth £370m per year, could be saved and reallocated each year. 

    National Police Chiefs’ Council Chair Chief Constable Gavin Stephens said:  

    “A decade with very limited capital investment into policing has meant prioritising maintaining existing technology over innovation. The vast majority of police force technology budgets are spent on ageing systems and simply keeping the lights on. This has to change. 

    “Criminals are investing in technology to do harm; we need to invest to keep up and stop them.   

    “With government investment in the spending review, we are ready to roll out technology which could save millions of hours, finish investigations in days instead of months and keep pace with criminal advancements.   

    “Without investment, we will fall behind rather than become more productive.  We will not be able to restore neighbourhood policing.  Halving violence against women and girls and knife crime will become much harder to reach targets.” 

     A refreshed National Policing Digital Strategy 2025-2030 developed by NPCC, Association of Police and Crime Commissioners (APCC) working with Police Digital Service (PDS) has also been published today.  It sets out police digital and data ambitions and the roadmap to achieving them. This supports the NPCC’s Science and Technology Strategy published in May 2023. 

    National Police Chiefs’ Council (NPCC) Lead for Digital, Data and Technology Chief Constable Rob Carden, said: “Over the last decade, digital technology and data and analytics have become integral to policing’s ability to deliver an effective and efficient service and policing will spend nearly £2 billion on it in the next financial year. Policing must change the way we approach data, digital and technology to ensure we invest in solutions which can be used nationally across all police forces.  

    “The National Policing Digital Strategy will provide the direction, purpose and roadmap necessary for forces to enable the changes required. Working towards common goals, which can be upscaled at pace nationally to ensure we are making the savings in time and money in order to help our officers catch criminals and protect the public using data, digital and technology in the most effective way. 

    “One of our key ambitions is to give local communities more convenient ways to get in touch with their local force through improving things such as websites and apps, whilst developing a range self-service digital engagement channels that anyone is able to use and access. 

    “Transparency, fairness and ethical standards will be at the heart of all we implement.”

    Examples of investment: 

    • Roll out Live Face Recognition units.  On average, throughout 2024, there were 60 arrests per month across the three forces currently using Live Facial Recognition, of which a quarter involved registered sex offenders. Live Facial Recognition reduces the time spent on investigations, ultimately meaning swifter justice. 
       
    • Roll out Rapid Video Response –  a video call software that offers a discreet, quick and specialist police response to non-urgent reports of domestic abuse. Developed by Kent Police, it has led to a decrease in the average response time from 32 hours to just three minutes, and a 50% increase in arrests. 
       
    • Complete build of a new national digital forensics’ platform. Checking digital devices for evidence takes a lot of police time. A national digital forensics’ platform will help officers to process evidence on digital devices more quickly, return devices faster and make the process less intrusive for victims. This will help to address the current backlog of around 25,000 devices and keep pace with digital crime, which is growing 29 per cent annually.  
       
    • Enable the public to contact the police in the way that suits them best including adding services like AI-powered assistances and online case tracking, which in turn will reduce wait times for 101 or 999. 
       
    • Developing data and digital capability to catch offenders and protect victims.  This includes creation of a national Data and Analytics Office, which will lead improvements in data quality, compliance and sharing across the criminal justice system.  Continued investment in analytical capability will exploit this data, enabling, e.g. predictive tooling for multi-agency risk assessments and geo-spatial analyses to identify and address unsafe spaces. To date, this work has saved around £1m p.a. per force in productive time, by enabling efficient officer deployment, while early ANPR journey analysis has quadrupled drugs seizures.  
       
    • Funding a national Continuous Integrity Screening capability to provide ongoing detection of unacceptable behaviour from officers and staff and the removal of those who pose a risk. 
    • Expanding our regional centres for Robotic Process Automation.  In the three regions where it is deployed, automation is securing a return on investment of £8 in time saving for every £1 spent, covering 150 different administrative and crime management processes in relation to crime management and admin processes. Its national deployment will ultimately reduce administrative burden on frontline officers.  
    • Roll out nationally video and text redaction tools, automatic translation capabilities, summarisation tooling, and new deepfake detection capabilities.  Recent trials suggest these tools will offer significant time efficiencies and a better quality of service, with text redaction alone estimated to save around 1 million hours of workforce time, estimated at £16m a year.  
    • Fund the police service’s Aviation Pathway Programme will consider use of  Unmanned Arial Systems (i.e., drones). in investigations, surveillance and, to emergency response; improving service and reducing costs.  

    Latest research from the University of Birmingham and University Sheffield has demonstrated a clear link to increased economic growth and prosperity from investment in policing. Investment in policing, including technology investment, can lead to reduced demand on other parts of the public sector, level the playing field for companies who have to absorb the costs of crime, and reduce the need for the public to spend money as a consequence of crime. 

    For example the relationship between house prices and crime reduction shows that each £1 invested in policing yields £4.17 in economic benefits. Based on this, a 10% increase in policing i.e. around £1.7bn per year, will generate £14.5 billion in net benefits over twelve years, equivalent to 0.5% of annual GDP. The Flex Auto Dispense System adjusts the detergent amount to suit the load of laundry when detergent is pre-filled in the compartment, reducing maintenance hassle and preventing overuse or underuse of detergent, which is a common issue with conventional washing machines.

  • MIL-OSI USA: Washington State Sues Trump Administration to Protect Scientific Research and Education Programs

    SEATTLE — Attorney General Nick Brown today joined a coalition of 15 other attorneys general to file a lawsuit against the Trump administration’s illegal attempts to cut critical National Science Foundation (NSF) programs and funding that help maintain the United States’ position as a global leader in science, technology, engineering, and math (STEM).

    On April 18, NSF began terminating projects focused on increasing the participation of women, minorities, and people with disabilities in STEM fields. On May 2, NSF announced that it would also cap “indirect costs” of research projects like laboratory space, equipment, and facility services at 15 percent. This arbitrary limit on indirect costs would slash millions of dollars for groundbreaking scientific research across the country, jeopardizing national security, the economy, and public health.

    With this lawsuit, Attorney General Brown and the coalition are seeking a court order blocking the implementation of NSF’s new directives to eliminate programs addressing diversity in STEM and cut vital funding for research across the country.

    “Washington’s college and university system is at the forefront of critical research and emerging technologies, and relies heavily on support from the National Science Foundation,” said Brown. “Congress created the NSF to promote the progress of science and has recognized America’s need for a preeminent STEM workforce. The Trump administration does not have the authority to unilaterally cut NSF grants and their terminations threaten our national security and economic dominance.”

    NSF also has a Congressionally mandated focus on improving diversity in STEM fields. Congress has instructed in law that a “core strategy” of NSF’s work must be to increase the participation of people who have historically been left out of STEM occupations. This policy has been a success. As the coalition of attorneys general notes, between 1995 and 2017, the number of women in science and engineering occupations, or with science or engineering degrees, has doubled. During that same time, people of color went from 15 percent to 35 percent of science and engineering job or degree holders. As a result of NSF’s April 18 directive to terminate programs seeking to increase diversity in STEM, dozens of projects have been canceled.

    The coalition also asserts in the lawsuit that NSF’s directive to cap indirect costs at 15 percent would devastate scientific research at universities throughout the country. NSF’s new cap would mean essential research and infrastructure would be cut, leading to critical projects being abandoned, staff laid off, and research essential to national security, public health, and economic stability ending. The administration’s unlawful attempts to cap indirect costs at 15 percent for National Institutes of Health (NIH) and Department of Energy (DOE) grants have already been stopped by courts, in part due to a lawsuit brought by Attorney General Brown and 21 other attorneys general.

    Brown and the coalition argue that NSF’s directives violate the Administrative Procedure Act and the Constitution by unlawfully changing NSF policy and ignoring Congress’s intent for how NSF should function. The lawsuit seeks a court order ruling NSF’s new policies are illegal and blocking them from being implemented.

    Joining the Washington state Attorney General’s Office in filing this lawsuit are the attorneys general of California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, and Wisconsin.

  • MIL-Evening Report: Antarctica’s sea ice is changing, and so is a vital part of the marine food web that lives within it

    Antarctica is the world’s great cooling unit. This vital part of Earth’s climate system is largely powered by the annual freeze and melt of millions of square kilometres of sea ice around the continent.

    Our research shows changes to this annual freeze cycle in McMurdo Sound can lead to shifts in the diversity of algal communities that live within the sea ice.

    At the start of the southern winter, as sea water begins to freeze, it expels salt and forms heavy and very cold brine. This sinks to the seafloor, ultimately forming what’s known as Antarctic Bottom Water. This is then pumped out to the rest of the world through several major oceanic currents.

    Historically, this cycle meant that Antarctica effectively doubled in size and the continent was surrounded by an enormous apron of sea ice at the peak of winter. But the changing climate is shifting this annual cycle.

    For the past decade, Antarctic sea ice has been in decline. It hasn’t been a steady trend, but each year since 2016 less sea ice has formed compared to historic averages.

    Antarctica’s annual maximum sea ice extent in September 2023 was the lowest on record, with approximately 1.75 million square kilometres less sea ice than normal – an area equivalent to about 6.5 times the land area of Aotearoa.

    Change happening at the continental scale is usually well documented and publicised. However, smaller, more local changes are also occurring in places such as McMurdo Sound, the home of Aotearoa New Zealand’s only Antarctic outpost.

    For four of the last seven years, unseasonable winter southerly storms have been associated with significant delays in the timing of sea-ice formation within McMurdo Sound.

    Where measurements were taken during these “unusual” years, the sea ice that formed later was thinner (1.5 metres compared to 2.5 metres) and had less snow cover (about 5 centimetres versus 15-30 centimetres) compared to the same locations during “typical” years.

    Icy reefs and algal meadows

    Another type of ice, known as “platelet ice”, also appears to be affected by the later formation of sea ice.

    A layer of platelet ice extends into the ocean below the sea ice in some regions around Antarctica, including McMurdo Sound. It is a fragile lattice structure made up of loosely consolidated plate-shaped ice crystals, creating an upside-down reef-like structure.

    The resulting protective environment is a hot spot for primary productivity – microscopic algae that support the base of the marine food web. When sea ice forms later, the platelet ice doesn’t have as much time to accumulate beneath and can be metres thinner than beneath older ice (down to about 1 metre from more than 3 metres).

    Why should we care about sea ice? Because, it isn’t just a frozen, lifeless sheet expanding out from the continent, broken by the odd silhouette of a seal or a gathering of penguins on the top.

    Beneath the desolate surface, where ice meets water, green meadows of microalgae can spread out as far as the eye can see.

    Microalgae are single-cell, plant-like organisms that use sunlight to create energy. Similar to land-based meadows, they provide food for many other creatures. In winter, when other sources of food can be scarce, this sea-ice superstore plays a crucial role in feeding other inhabitants of McMurdo Sound.

    Diminishing algal diversity under thinner sea ice

    Our research indicates that when the sea ice forms later, microalgal communities living within the ice are also different. In later-forming sea ice, these vital communities are less diverse and dominated by fewer species.

    Some species usually abundant in earlier-forming sea ice are absent or in low numbers when the sea ice forms later. Interestingly, though, it appears the quantity of microalgae in later-forming ice conditions is similar to “typical” ice. However, instead of being spread out through almost three metres depth of the platelet layer, they are crammed into a metre-thick habitat instead.

    These microscopic snacks are diverse in shape, size and the roles they play in the ecosystem. It can help to think of microalgal communities as the produce section in the supermarket. Each type has preferred growing conditions and different nutritional values, producing varied quantities of important resources such as proteins, carbohydrates and fatty acids.

    Imagine, one winter the weather is different and all that grows are cabbages and sweet peas. These won’t provide you with all the nutrients you need. This mirrors the problem when there is less diversity at the base of the food web. As the microalgal communities shift in the ways our research has observed, the quantity and quality of resources they provide are likely to change, too.

    These early signals matter. They foreshadow wider ecological impacts, especially, if Antarctic sea ice continues to thin, retreat or form later each year.

    We need more research to establish the nuances of these changes and the extent of their impact. But it is worth remembering that what happens at the base of the food web in Antarctica doesn’t necessarily stay there. These changes could ripple through ecosystems further afield with the potential to affect key fisheries in the Southern Ocean.

    By paying close attention now, we have a chance to understand and adapt, to ensure ecosystems stay resilient in a changing world.

  • MIL-Evening Report: X-rays have revealed a mysterious cosmic object never before seen in our galaxy

    In a new study published today in Nature, we report the discovery of a new long-period transient – and, for the first time, one that also emits regular bursts of X-rays.

    Long-period transients are a recently identified class of cosmic objects that emit bright flashes of radio waves every few minutes to several hours. This is much longer than the rapid pulses we typically detect from dead stars such as pulsars.

    What these objects are, and how they generate their unusual signals, remains a mystery.

    Our discovery opens up a new window into the study of these puzzling sources. But it also deepens the mystery: the object we found doesn’t resemble any known type of star or system in our galaxy – or beyond.

    Watching the radio sky for flickers

    There’s much in the night sky that we can’t see with human eyes but can detect when we look at other wavelengths, such as radio emissions.

    Our research team regularly scans the radio sky using the Australian SKA Pathfinder (ASKAP), operated by CSIRO on Wajarri Yamaji Country in Western Australia. Our goal is to find cosmic objects that appear and disappear (known as transients).

    Transients are often linked to some of the most powerful and dramatic events in the universe, such as the explosive deaths of stars.

    In late 2023, we spotted an extremely bright source, named ASKAP J1832-0911 (based on its position in the sky), in the direction of the galactic plane. This object is located about 15,000 light years away. This is far, but still within the Milky Way.

    A dramatic event

    After the initial discovery, we began follow-up observations using telescopes around the world, hoping to catch more pulses. With continued monitoring, we found the radio pulses from ASKAPJ1832 arrive regularly – every 44 minutes. This confirmed it as a new member of the rare long-period transient group.

    But we did not just look forward in time – we also looked back. We searched through older telescope data from the same part of the sky. We found no trace of the object before the discovery.

    This suggests something dramatic happened shortly before we first detected it – something powerful enough to suddenly switch the object “on”.

    Then, in February 2024, ASKAPJ1832 became extremely active. After a quieter period in January, the source brightened dramatically. Fewer than 30 objects in the sky have ever reached such brightness in radio waves.

    For comparison, most stars we detect in radio are about 10,000 times fainter than ASKAPJ1832 during that flare-up.

    A lucky break

    X-rays are a form of light that we can’t see with our eyes. They usually come from extremely hot and energetic environments. Although about ten similar radio-emitting objects have been found so far, none had ever shown X-ray signals.

    In March, we tried to observe ASKAPJ1832 in X-rays. However, due to technical issues with the telescope, the observation could not go ahead.

    Then came a stroke of luck. In June, I reached out to my friend Tong Bao, a postdoctoral researcher at the Italian National Institute for Astrophysics, to check if any previous X-ray observations had captured the source. To our surprise, we found two past observations from NASA’s Chandra X-ray Observatory, although the data were still under a proprietary period (not yet public).

    We contacted Kaya Mori, a research scientist at Columbia University and the principal investigator of those observations. He generously shared the data with us. To our amazement, we discovered clear X-ray signals coming from ASKAPJ1832. Even more remarkable: the X-rays followed the same 44-minute cycle as the radio pulses.

    It was a truly lucky break. Chandra had been pointed at a different target entirely, but by pure coincidence, it caught ASKAPJ1832 during its unusually bright and active phase.

    A chance alignment like that is incredibly rare – like finding a needle in a cosmic haystack.

    Still a mystery

    Having both radio and X-ray bursts is a common trait of dead stars with extremely strong magnetic fields, such as neutron stars (high-mass dead stars) and white dwarf (low-mass dead stars).

    Our discovery suggests that at least some long-period transients may come from these kinds of stellar remnants.

    But ASKAPJ1832 does not quite fit into any known category of object in our galaxy. Its behaviour, while similar in some ways, still breaks the mould.

    We need more observations to truly understand what is going on. It is possible that ASKAPJ1832 is something entirely new, or it could be emitting radio waves in a way we have never seen before.

    As a result of NSF’s April 18 directive to terminate programs seeking to increase diversity in STEM, dozens of projects have been canceled. In New York, these include 18 programs funded with $11 million in NSF funds within the City University of New York (CUNY) that specifically seek to promote participation in STEM fields by women, minorities, and people with disabilities. All of those programs have had their funding canceled.

    Attorney General James and the coalition also assert in the lawsuit that NSF’s directive to cap indirect costs at 15 percent would devastate scientific research at universities throughout the country. Twenty-three campuses across the State University of New York (SUNY) system participate in NSF-funded research and received over $104 million in NSF funding in fiscal year 2024. These funds supported cutting-edge research, including microelectronics research at the University at Buffalo, world-leading atmospheric science and climate research at the University at Albany, and the NSF Upstate New York Energy Storage Engine led by Binghamton University, which aims to establish a hub for new battery technology to decrease dependence on technology from China.

    As Attorney General James and the coalition argue, NSF’s new cap would mean essential research and infrastructure would be cut, leading to critical projects being abandoned, staff laid off, and research essential to national security, public health, and economic stability ending. In fiscal year 2025, SUNY expects to receive $24.6 million for indirect costs. A 15 percent cap on indirect costs would slash $18 million in critical research funding for the SUNY system. The administration’s unlawful attempts to cap indirect costs at 15 percent for National Institutes of Health (NIH) and Department of Energy (DOE) grants have already been stopped by courts, in part due to a lawsuit brought by Attorney General James and 21 other attorneys general.

    Attorney General James and the coalition argue that NSF’s directives violate the Administrative Procedure Act and the Constitution by unlawfully changing NSF policy and ignoring Congress’s intent for how NSF should function. The lawsuit seeks a court order ruling NSF’s new policies are illegal and blocking them from being implemented.

    Joining Attorney General James in filing this lawsuit are the attorneys general of California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Wisconsin, and Washington.
