  • MIL-OSI USA: USGS Coastal Storm Team gears up for 2025 hurricane season

    The Atlantic Hurricane Season runs from June 1 through November 30. To ensure readiness, USGS team members meet monthly during the offseason to update members on improvements, processes and new research, said Athena Clark, the team leader and USGS science advisor for the Southeast Region.

    “Information gained from each storm continually advances our science capabilities to improve preparedness, reduce risk, and enhance our resilience to respond to the next storm event,” she said. “Our multidisciplinary team works year-round to enhance our nation’s preparedness for hurricanes and other coastal hazards to ensure we provide the comprehensive science and information needed by those who make emergency management and safety decisions quickly to help protect lives and property.” 

    An extremely active Atlantic hurricane season kept the Coastal Storm Team busy for most of 2024. According to the National Hurricane Center, 11 hurricanes formed during last year’s Atlantic hurricane season with five making landfall in the continental U.S., two as major hurricanes. The 2025 National Oceanic and Atmospheric Administration’s Climate Prediction Center Atlantic hurricane season forecast predicts this year is also expected to be an above-normal season. 

    When storms threaten the U.S. coastline, the Coastal Storm Team, composed of experts from USGS, the National Hurricane Center, and other agencies, springs into action to share information and help communities prepare. Originally started as a small coordination call three decades ago, the team has expanded to nearly 790 members, improving communication and situational awareness during storms.

    “Having representatives from the National Weather Service, FEMA, and the U.S. Army Corps of Engineers on these calls provides valuable real-time updates that help decision-makers track flood impacts and assist affected communities quickly,” Clark said. “These calls give us the opportunity to highlight USGS and other agency products that have been created to help communities and emergency managers make informed decisions about a particular event.”

    Clark explained that during the Coastal Storm Team calls, she not only promotes USGS people and capabilities, but also promotes other agencies that USGS coordinates with by sharing their dashboards and work as part of a national effort.

    “I see these calls as a time for true information exchange so we all can do our jobs better,” she said. “The bottom line is our mission is to provide data to help protect lives and property.”

    Clark became assistant to the Coastal Storm Team leader in 2016 and, as fate would have it, the team leader went on leave later that year right when Hurricane Matthew struck the coast – thrusting her into the leadership chair. She said the team and her survived her “trial by fire,” and she learned some valuable lessons during that experience.

    “During a contingency, we don’t have the time or the luxury to fully figure out processes and procedures, so we began scheduling monthly internal USGS hurricane calls throughout the year to help us improve our coordination,” she said. “Most science centers that may have a role during storms have someone participate in our monthly calls as we look for ways to make our online public presence more streamlined and improved.” 

    Clark believes the Storm Team’s success stems from its collaborative platform, which allows for sharing vital information and assistance. 

    “These Storm Team calls provide situational awareness to various responding agencies while showcasing USGS products that help communities and emergency managers make informed decisions,” she stated. “For instance, during Hurricane Debbie, a local emergency manager from Georgia requested Rapid Deployment Gauges, and the team quickly deployed them to track real-time water levels.”

    The Coastal Storm Team responds to hurricanes, tropical storms, Nor’easters, and even atmospheric river events, particularly along the Pacific Coast and in Hawaii. 

    “If it’s going to affect the U.S. coastline, which USGS oversees, we will activate a Storm Team call and respond,” Clark said.

    The team also manages multi-hazard events like what happened during Hurricane Helene in September 2024, which transitioned from a coastal event to significant inland flooding and landslides. 

    “Some events begin on the coast and then head inland and cause major flooding and landslides, so we coordinated information for each of these events before we passed the torch and handed off the hazards to both the Flood Team and the Landslide Team to continue coordination efforts,” she said. “It’s essential that we work together as one USGS to accomplish our goals.”

    Based on a storm’s forecast intensity and track, the Storm Team decides the timing and extent of the bureau’s storm response. Once it’s determined a hurricane or tropical storm will likely strike somewhere in the U.S., the team leaders decide whether it’s necessary and safe to deploy USGS field crews to the storm’s projected path along the coast to aid in data collecting. 

    “If deployed, one of the main tasks for the field crews is to install special water-level measuring instruments called storm tide sensors,” said Clark. “These sensors record data that track storm tides and coastal flooding. That information helps public officials assess storm damage, tell the difference between wind and flood damage, and helps USGS and NOAA scientists improve storm surge and coastal change forecast models.”

    Over the years, USGS has added hundreds of Coastal Storm Team members to the roster. This ever-expanding roster has led to new relationships and coordination planning between USGS and other federal agencies. For example, NASA and USGS Geospatial Information Response Team meet monthly to coordinate response planning and share information.   

    After nearly a decade of leadership and countless long hours during dozens of storms and hazardous events, Clark said she’s proud of the fact that the Coastal Storm Team plays a pivotal role in safeguarding lives and property during storm events. 

    “I get highly energized about the value of our Storm Team because I view this as the epitome of public service and it’s why all of us are here,” she said. “It’s during these events that we are really accomplishing our mission with a laser focus on the work we all do.” 

    Clark added that she also has a deep appreciation for the USGS employees in the field doing the hard work daily, especially during hurricanes and storms, to help the Storm Team get the data needed to share with our partners. 

    “Everyone on the team wants to share the information they have, information that can be useful to everyone,” she said. “Team members are energized and excited and possess a willingness to share their data, work, and expertise with each other. We all play a crucial role in helping communities prepare for and recover from storms, while continuously improving our capabilities to reduce risks and enhance resilience against future natural disasters. This team really showcases the value we do for society, and I couldn’t ask for a better collaborative team.”

    Washington, D.C – Congressman Dan Goldman (NY-10) and Congresswoman Mikie Sherill (NJ-11) led a bipartisan group of 39 of their colleagues in writing to the House Appropriations Subcommittee on Commerce, Justice, and Science Chairman Hal Rogers (KY-05) and Ranking Member Grace Meng (NY-06) requesting that they provide $10 million for a program within the bipartisan Daniel Anderl Judicial Security and Privacy Act of 2022 for state and local governments to remove the personal information of federal judges and their families from the internet, such as property tax records that would list addresses. 

    “As Donald Trump has escalated his attacks on federal judges, their safety and security are increasingly at risk. If judges alter their decisions out of fear for the safety of themselves and their families, then we no longer live under the rule of law,” Congressman Dan Goldman said. In order to enhance the security of federal judges, it is vital for Congress to fund this essential grant program and ensure that sensitive personal information, including home addresses, financial records, and details about family members, is kept private.” 

    Between 2015 and 2021, threats against federal judges rose by more than 450%, from 926 incidents in 2015 to 4,511 in 2021. The Trump administration’s recent rhetoric against individual judges who have rendered unfavorable rulings has only supercharged that trend, with threats against judges rising over 100% in the last six weeks alone. 

    “Time is of the essence in implementing the Anderl Act’s protections for our federal judges and their families, as members of the Federal judiciary have been exposed to an increased number of personal threats in connection to their role,” the Members wrote. 

    Named after Daniel Anderl—the son of a federal judge who was murdered by a disgruntled attorney who obtained the judge’s home address online—the law’s provisions authorizing anti-doxxing grants for state and local governments have never been funded. 

    “The importance of the Anderl Act to our federal judiciary and to our federal legal system cannot be overstated. It is critical that Congress take action to protect all our public servants on the federal bench and prevent this type of violence and threats in the future. Our judiciary, and by extension, our democracy, cannot continue to bear this burden alone,” the Members concluded.

    Dear Chair Rogers and Ranking Member Meng: 

    As you begin consideration of the Fiscal Year 2026 Commerce, Justice, Science, and Related Agencies appropriations bill, we ask that within the accounts funding the Department of Justice State and Local Law Enforcement Assistance account, you provide $10 million for the state and local government grant program authorized in Section 5934(c) of the Daniel Anderl Judicial Security and Privacy Act of 2022 (Public Law 117-263). 

    This program permits the Attorney General to make grants to States or units of local governments so they can remove personal information about federal judges and their families from their websites, such as property tax records that would list federal judges’ addresses. 

    Time is of the essence in implementing the Anderl Act’s protections for our federal judges and their families, as members of the Federal judiciary have been exposed to an increased number of personal threats in connection to their role.  Testifying before the House Judiciary Subcommittee on Crime and the Federal Government in February of this year, U.S. Marshals Service Director Ronald Davis said that threats against federal judges have doubled in the past 3 years. In fact, from 2015 to 2021, threats against federal court personnel jumped more than 450 percent, from 926 incidents recorded in 2015 to 4,511 incidents in 2021. 

    Among the incidents demonstrating the unfortunate urgency of these measures is the 2020 murder of Daniel Anderl, for whom the legislation was named. The 20-year-old son of New Jersey District Judge Esther Salas, Daniel was shot and killed at home by a disgruntled lawyer who found the judge’s address on the internet and also critically wounded Judge Salas’ husband. 

    After Judge James Robart’s 2017 decision to block former President Trump’s travel ban, critics posted the judge’s home phone and address online. Judge Robart received 40,000 messages, 1,100 of which were serious enough to be investigated, and so many death threats that U.S. marshals set up camp around his house. Additionally, in 2022, a California man was indicted for attempting to assassinate Justice Brett Kavanaugh. An FBI affidavit stated that the would-be assassin found Justice Kavanaugh’s address online. 

    In his annual year-end report in December, Chief Justice Roberts warned about the rising number of threats to the judiciary’s independence, including calls for violence against judges and “dangerous” suggestions by elected officials to disregard court rulings they disagree with. This warning was followed by another by the U.S. Marshals to federal judges indicating an “unusually high threat level” in March. The importance of the Anderl Act to our federal judiciary and to our federal legal system cannot be overstated. It is critical that Congress take action to protect all our public servants on the federal bench and prevent this type of violence and threats in the future. Our judiciary, and by extension, our democracy, cannot continue to bear this burden alone.

  • MIL-OSI USA: US Department of Labor celebrates 50 years of partnering with small businesses to save lives, prevent injuries, strengthen bottom line

    WASHINGTON – For more than half a century, the U.S. Department of Labor’s Occupational Safety and Health Administration’s On-Site Consultation Program has been helping small and medium-sized businesses protect workers and improve safety at no cost and with complete confidentiality. 

    Launched in 1975, OSHA’s On-Site Consultation Program has grown to serve all 50 states, the District of Columbia, and several U.S. territories. It helps employers identify workplace hazards, improve safety practices, and build strong safety and health programs, all without triggering OSHA enforcement. 

    In the last decade alone, the program averaged nearly 24,000 worksite visits annually – 98 percent to worksites with 250 or fewer employees – and prevented nearly three million workers from exposure to hazards each year. A 2023 OSHA economic analysis estimated that these efforts generate $1.5 billion in national benefits annually through fewer injuries and illnesses, lower workers’ compensation costs, and increased productivity.

    Over its 50 years, the program surpassed one million visits in 2010; supported recovery efforts following national disasters such as 9/11 and Hurricanes Katrina and Maria; launched digital resources like the Small Business Handbook app to make safety information more accessible; and created the Safety and Health Achievement Recognition Program, which honors small businesses with outstanding safety programs. SHARP status includes a deferral from programmed OSHA inspections and marks a company as an industry leader in workplace safety. Currently, SHARP recognizes approximately 1,000 employers for their exceptional safety leadership.

    As it marks this milestone, OSHA is reaffirming its dedication to practical, science-based solutions that protect workers and support business success for the next 50 years and beyond.

  • MIL-OSI USA: Attorney General Bonta Sues to Stop Termination, Withholding of National Science Foundation Grants

    OAKLAND – California Attorney General Rob Bonta today filed a lawsuit to stop the U.S. National Science Foundation (NSF) from: (1) terminating grants for scientific research that seeks to promote and understand diversity in higher education and the workforce, and (2) imposing a 15% cap on indirect cost reimbursements for research projects. From creating AI technology that predicts weather patterns to protect communities, to developing sustainable solutions for environmental and economic challenges, to making power grids more sustainable, NSF-funded research at American universities has ensured the United States’ status as a global leader in scientific innovation. In the complaint, Attorney General Bonta and 15 other attorneys general ask the court to bar NSF from implementing the terminations and cost cap as arbitrary and capricious and contrary to law in violation of the Administrative Procedures Act.

    “President Trump wants to make America’s universities second tier with his backwards efforts to slash research funding that has kept us on the cutting edge of science and innovation,” said Attorney General Bonta. “For more than 50 years, Congress has expressly authorized the National Science Foundation to train up the next generation of talent and invest in the infrastructure necessary to keep our position as a global leader in STEM. With President Trump’s latest round of indiscriminate funding cuts, America is poised to fall behind its competitors at a critical moment in the global technology race. We’re suing to stop him.”

    At the direction of President Trump, NSF is taking aim at the twin pillars sustaining the United States’ STEM preeminence. First, NSF announced a departure from Congress’s longstanding policy to promote a robust STEM workforce that draws in underrepresented populations. Second, NSF announced that it would slash support for the infrastructure necessary for cutting edge American research. These actions violate the law and jeopardize America’s longstanding global leadership in STEM.  

    Since 1980, Congress has maintained that for the United States to maintain its competitive edge, the nation would need to encourage and prepare people from groups traditionally underrepresented in STEM to acquire skills and pursue careers in science and engineering fields.  And it has directed, empowered, and funded NSF to carry this policy out – with significant success. Between 1995 and 2017, the number of women in science and engineering occupations, or with science or engineering degrees, doubled; minorities, meanwhile, went from representing about 15% of those groups to about 35%.  

    To conduct NSF research, universities must maintain and staff substantial infrastructure, such as cutting-edge laboratories, advanced computer systems and networks, appropriate security, and specialized heating or cooling systems. Because the costs associated with such infrastructure often are not attributable solely to one federally sponsored research project, the federal government negotiates indirect cost rates that ensure research grants are sufficient to actually sustain university research efforts. By indiscriminately slashing indirect cost rates, NSF is repeating the unlawful practices of the National Institutes of Health and the Department of Energy, which districts courts have already enjoined.  

    In California, millions of dollars in funding are at risk across the California State University, University of California, and public community college systems. Many innovations — like the internet, GPS, and MRI technology — trace their origins to research initially funded by NSF. Without NSF funding, many California colleges and universities will be forced to substantially reduce or stop altogether potentially groundbreaking programs and research projects.

    Attorney General Bonta joins the attorneys general of Hawaii, New York, Colorado, Connecticut, Delaware, Illinois, Maryland, Massachusetts, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Wisconsin, and Washington in filing the lawsuit.

  • MIL-OSI United Nations: Europe steps up wildfire preparedness with new integrated strategy

    A model for anticipatory action and integrated risk governance emerges in Brussels

    Brussels, 27 May 2025 — As wildfire seasons grow longer and more destructive across Europe, driven by climate change and land-use pressures, a new strategy unveiled in Brussels last week aims to transform the continent’s approach to wildfire risk management.

    At the heart of this shift is the Integrated Wildfire Risk Management (IWRM) Strategy for Europe, launched during a high-level event convened on 20–21 May by the Firelogue project and the EU Research Executive Agency (REA). The strategy is the result of a multi-year collaboration between leading scientists, policymakers, and civil society actors, supported by the European Green Deal through projects such as FirEUrisk, FIRE-RES, SILVANUS, and TREEADS

    Framed by the urgency of increasing fire severity and shifting hazard patterns, the event brought together approximately 150 participants—from EU institutions and national governments to fire services, NGOs, and research networks—to explore how Europe can move toward a more proactive and integrated approach to wildfire risk.

    Integrated and systemic governance

    While wildfires have long been considered an issue for the Mediterranean, their geographic spread and intensity are now testing response systems across the continent. In this context, the IWRM Strategy signals a fundamental pivot: away from isolated emergency response toward systemic risk governance, in line with global resilience agendas such as the Sendai Framework for Disaster Risk Reduction.

    The strategy offers a common framework for Member States and stakeholders to align efforts around shared goals, risk metrics, and governance structures. It emphasizes the need to build fire-resilient landscapes, improve coordination across sectors, and strengthen the capacity of local authorities to plan and act before disaster strikes.

    “We are no longer dealing with exceptional events, but with recurring climate-driven risks that demand long-term, integrated solutions,” said Claudia Berchtold, one of the lead authors of the strategy paper.

    Bridging Science, Policy, and Practice

    Throughout the two-day event, attendees engaged in knowledge exchange and hands-on demonstrations that showcased how innovation can enhance preparedness. Tools presented included drone-based fire monitoring, mobile applications for rapid response, and immersive training environments using virtual reality.

    Importantly, these technological advances are not stand-alone solutions. They are embedded within the strategy’s broader emphasis on data-informed decision-making, community engagement, and institutional learning. These align closely with UNDRR’s call for whole-of-society approaches and multi-stakeholder coordination in disaster risk reduction.

    One keynote focused on the importance of stakeholder inclusion, particularly the empowerment of local and regional authorities who often bear the brunt of wildfire impacts. Another panel addressed the challenge of integrating early-warning systems with planning processes, land management, and social protection policies—key to reducing vulnerability and exposure.

    Collaborative Risk Governance in Action

    The event’s high-level roundtable included participation from the European Commission’s DG Environment, DG ECHO, and the Joint Research Centre, as well as international partners such as the World Bank. Discussions underscored the importance of interoperability between national systems and the role of cross-border partnerships in managing transboundary risk.
    To foster long-term collaboration, the strategy proposes integrated risk assessments, the creation of better collaboration at multiple scales e.g by the means of regional Fire Forums—multi-stakeholder platforms designed to facilitate joint planning, capacity-building, and peer learning across Europe. These would support the goals of both the EU Civil Protection Mechanism and global DRR frameworks by connecting practitioners, scientists, and policymakers in a continuous cycle of preparedness and adaptation. 
     

    Toward Fire-Smart Landscapes and Societies
     

    In its closing session, the event turned toward the future. Project representatives reflected on four years of EU-funded research and laid out priorities for the coming decade: from scaling risk-reduction solutions to embedding wildfire preparedness into broader climate adaptation strategies.

    “We need to act on the knowledge we’ve built—to invest in fire-smart landscapes, strengthen local capacities, and accelerate knowledge transfer,” said Krishna Chandramouli, another key contributor to the strategy.

    For UNDRR and its partners, the IWRM Strategy offers not only a blueprint for Europe, but also a replicable model of how countries and regions can integrate disaster risk reduction into climate action, land management, and sustainable development planning. “It connects closely with the Making Cities Resilient 2030 Initiative and its recent report Flames of change: Innovating heat and wildfire governance for inclusive communities” say Andrew Mackey Bower, UNDRR Programme Management Officer who joined the event.

    A Regional Strategy with Global Relevance

    The Brussels event marked more than the launch of a new policy—it was a demonstration of what anticipatory action and collaborative risk governance can look like in practice. As wildfires grow more complex and interconnected, Europe’s strategy stands as a timely and relevant contribution to global DRR efforts.

  • MIL-OSI USA: Eccentric ‘Star’ Defies Easy Explanation, NASA’s Chandra Finds

    Scientists have discovered a star behaving like no other seen before, giving fresh clues about the origin of a new class of mysterious objects.
    As described in our press release, a team of astronomers combined data from NASA’s Chandra X-ray Observatory and the SKA [Square Kilometer Array] Pathfinder (ASKAP) radio telescope on Wajarri Country in Australia to study the antics of the discovered object, known as ASKAP J1832−0911 (ASKAP J1832 for short).
    ASKAP J1832 belongs to a class of objects called “long period radio transients” discovered in 2022 that vary in radio wave intensity in a regular way over tens of minutes. This is thousands of times longer than the length of the repeated variations seen in pulsars, which are rapidly spinning neutron stars that have repeated variations multiple times a second. ASKAP J1832 cycles in radio wave intensity every 44 minutes, placing it into this category of long period radio transients.
    Using Chandra, the team discovered that ASKAP J1832 is also regularly varying in X-rays every 44 minutes. This is the first time that such an X-ray signal has been found in a long period radio transient.

    Using Chandra and the SKA Pathfinder, a team of astronomers found that ASKAP J1832 also dropped off in X-rays and radio waves dramatically over the course of six months. This combination of the 44-minute cycle in X-rays and radio waves in addition to the months-long changes is unlike anything astronomers have seen in the Milky Way galaxy.

    The research team argues that ASKAP J1832 is unlikely to be a pulsar or a neutron star pulling material from a companion star because its properties do not match the typical intensities of radio and X-ray signals of those objects. Some of ASKAP J1832’s properties could be explained by a neutron star with an extremely strong magnetic field, called a magnetar, with an age of more than half a million years. However, other features of ASKAP J1832 — such as its bright and variable radio emission — are difficult to explain for such a relatively old magnetar.
    On the sky, ASKAP J1832 appears to lie within a supernova remnant, the remains of an exploded star, which often contain a neutron star formed by the supernova. However, the research team determined that the proximity is probably a coincidence and two are not associated with each other, encouraging them to consider the possibility that ASKAP J1832 does not contain a neutron star. They concluded that an isolated white dwarf does not explain the data but that a white dwarf star with a companion star might. However, it would require the strongest magnetic field ever known for a white dwarf in our galaxy.
    A paper by Ziteng Wang (Curtin University in Australia) and collaborators describing these results appears in the journal Nature. Another team led by Di Li from Tsinghua University in China independently discovered this source using the DAocheng Radio Telescope and submitted their paper to the arXiv on the same day as the team led by Dr Wang. They did not report the X-ray behavior described here.

    This release features two composite images of a mysterious object, possibly an unusual neutron star or white dwarf, residing near the edge of a supernova remnant. The object, known as ASKAP J1832, has been intriguing astronomers from the Chandra X-ray Observatory and Square Kilometre Array Pathfinder radio telescope with its antics and bizarre behavior.
    Astronomers have discovered that ASKAP J1832 cycles in radio wave intensity every 44 minutes. This is thousands of times longer than pulsars, which are rapidly spinning neutron stars that have repeated variations multiple times a second. Using Chandra, the team discovered that the object is also regularly varying in X-rays every 44 minutes. This is the first time such an X-ray signal has been found in a long period radio transient like ASKAP J1832.
    In the primary composite image of this release, the curious object is shown in the context of the supernova remnant and nearby gas clouds. Radio data is red and and X-ray sources seen with Chandra are in dark blue. The supernova remnant is the large, wispy, red oval ring occupying the lower right of the image. The curious object sits inside this ring, to our right of center; a tiny purple speck in a sea of colorful specks. The gas cloud shows infrared data from NASA’s Spitzer Space Telescope and resembles a mottled green, teal blue, and golden orange cloud occupying our upper left half of the square image.
    The second, close-up image shows a view of the immediate area around ASKAP J1832. In this composite image, infrared data from Spitzer has been removed, eliminating the mottled cloud and most of the colorful background specks. Here, near the inside edge of the hazy red ring, the curious object resembles a bright white dot with a hot pink outer edge, set against the blackness of space. Upon close inspection, the hot pink outer edge is revealed to have three faint spikes emanating from the surface.
    The primary and close-up images are presented both unadorned, and with labels, including fine white circles identifying ASKAP J1832.

  • MIL-OSI USA: Summer Students Scan the Radio Skies with SunRISE

    Solar radio bursts, intense blasts of radio emission associated with solar flares, can wreak havoc on global navigation systems. Now, as part of the Ground Radio Lab campaign led by the University of Michigan and NASA’s SunRISE (Sun Radio Interferometer Space Experiment) mission, which is managed by the agency’s Jet Propulsion Laboratory in Southern California, high school and college students across the nation are collecting, processing, and analyzing space weather data to help better understand these bursts. 
    Participating students have presented their findings at local science fairs and national conferences, including the Solar Heliospheric and INterplanetary Environment (SHINE) conference held in Juneau, Alaska in August 2024. These students sifted through thousands of hours of observations to identify and categorize solar radio bursts.  
    Participating high schools receive free, self-paced online training modules sponsored by the SunRISE mission that cover a range of topics, including radio astronomy, space physics, and science data collection and analysis. Students and teachers participate in monthly webinars with space science and astronomy experts, build radio telescopes from kits, and then use these telescopes to observe low frequency emissions from the Sun and other objects like Jupiter and the Milky Way.

    The European Investment Bank (EIB) welcomes the launch of the United Nations Ocean Investment Protocol, a comprehensive new framework to align financial flows and business practices with the transition to a sustainable ocean economy. As a knowledge partner in its development, the EIB recognises the Protocol as a vital guide to scaling finance for a healthy and resilient ocean.

    The United Nations Global Compact and the UN Environment Programme Finance Initiative (UNEP FI) today unveiled the Protocol, which builds on the UN Global Compact Sustainable Ocean Principles and UNEP FI’s Sustainable Blue Economy Finance Principles. The Ocean Investment Protocol offers financial institutions, insurers, ocean industries, governments, and development finance institutions a clear pathway to collectively foster the growth of the Sustainable Ocean Economy and achieve the Sustainable Development Goals (SDGs), including SDG14 (“Life Below Water”).

    As the largest supporter of the blue economy among development finance institutions, the EIB Group has committed €10.6 billion to blue economy projects between 2020 and 2024, mobilising €43 billion in total investments. The EIB was also a co-founder of the Sustainable Blue Economy Finance Principles in 2017, helping to set a global standard for responsible investment.

    The release of the Ocean Investment Protocol comes at a pivotal moment, as global momentum builds around a nature-positive agenda, the urgent need to curb carbon emissions, and accelerating action to tackle plastic and chemical pollution. The Protocol is intended to galvanize multi-stakeholder collaboration in the run-up to major ocean, climate, and biodiversity milestones.

    Key elements include:

    • Holistic Guidance for financial actors to manage environmental risks and pursue growth in sectors such as offshore renewables, sustainable seafood, and climate-resilient infrastructure.
    • Data and Disclosure recommendations, promoting greater transparency on nature-related risks and impacts and aligning with global reporting frameworks, including the Taskforce on Nature-related Financial Disclosures, the Task Force on Climate-related Financial Disclosures, and science-based targets.
    • Sector-Specific Roadmaps outlining responsible financing and operational practices in shipping, tourism, fisheries, renewable energy and other key ocean industries.
    • Policy and Regulation Support to foster investment-ready environments, highlight the importance of marine spatial planning and encourage incentives for sustainable practices.
    • Catalytic Role of Development Finance in advancing pipeline development for the Sustainable Ocean Economy, especially in emerging markets and coastal communities most vulnerable to climate change.

    “The UN Ocean Investment Protocol is a strong complement to the Sustainable Blue Economy Finance Principles, which the EIB co-founded,” said EIB Vice-President Ambroise Fayolle. “It provides governments, financial institutions, insurers, and companies with the clarity and guidance needed to align private investments with the Sustainable Development Goals.     Background information  

    A thriving ocean is essential for biodiversity, food security, climate resilience, and global livelihoods. The Sustainable Ocean Economy links ocean health with prosperity—making targeted finance more urgent than ever. It is central to achieving the targets of the SDGs, the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework. With ocean health inseparable from global prosperity, mounting pressures—rising ocean temperatures, overfishing, pollution, biodiversity loss, weak governance, and inequitable access to marine resources—highlight the urgency of dedicated investments and policies that safeguard marine ecosystems and drive equitable economic opportunities.

    Scientists remove blur caused by Earth’s atmosphere, revealing a sharp view of the sun’s explosive turbulence

    Using a new optical system, scientists at the U.S. National Science Foundation National Solar Observatory and the New Jersey Institute of Technology have captured the most detailed images of the complex movements in the sun’s atmosphere, the corona. The technology will allow scientists to better understand the extreme nature of the corona and produce computer models that more accurately predict space weather and potential Earth-impacting solar flares.

    The researchers developed the new coronal adaptive optics system at the NSF-funded Goode Solar Telescope in California. Similar to a camera’s “autofocus” feature, the adaptive optics system continuously adjusts to counteract the blurring effect of the Earth’s atmosphere while isolating and zooming in on dynamic coronal features. The results of the study were published in Nature Astronomy.

    This time-lapse video of a solar prominence shows how plasma “dances” and twists with the sun’s magnetic field. This video was taken by the Goode Solar Telescope at Big Bear Solar Observatory using the new coronal adaptive optics system Cona.

    “Observing the sun’s corona requires specialized optical capabilities because details are easily overpowered by the brightness of the sun and blurred from view by Earth’s atmosphere,” says Carrie Black, program director for the NSF National Solar Observatory. “This makes coronal adaptive optics all that much more technologically miraculous, and we expect they will help us better understand the dynamics of the corona and create more accurate predictive models for space weather.”

    The sun’s corona — the outermost layer of its atmosphere, visible only during a total solar eclipse — has long intrigued scientists due to its extreme temperatures and violent Earth-sized eruptions.

    Coronal rain

    Coronal rain forms when hotter plasma in the sun’s corona cools down and becomes denser. Like raindrops on Earth, coronal rain is pulled down to the surface by gravity. Because the plasma is electrically charged, it follows the magnetic field lines, which make huge arches instead of falling in a straight line.

    In addition to recent advancements in detailed solar magnetic field mapping, this latest technology is a major development in ground-based solar astronomy. Researchers aim to pair the adaptive optics technology with the more powerful NSF Daniel K. Inouye Solar Telescope in Hawaii to deliver increasingly detailed coronal mapping.

    Guests to the N.C. Aquarium at Pine Knoll Shores will have an opportunity to watch some exciting otter enrichment during World Otter Day on May 28 with North American river otters Eno, Pee Dee, and Rocky. The Aquarium is part of the N.C. Department of Natural and Cultural Resources.

    The World Otter Day celebration at the Aquarium will include some otter-inspired activities in the Discovery Classroom and a special enrichment for the three otters at 11 a.m.

    “Otters have such a playful nature — the littlest thing makes them happy. They are charismatic animals and watching them always rejuvenates me. We should celebrate World Otter Day every day,” said Kristen Cook, NCAPKS otterkeeper. “Watching the otters inspires me and our guests to help protect them and their habitats.”

    Otters at the N.C. Aquariums

    All three N.C. Aquariums are home to different otter species that inspire guests to appreciate and conserve otters worldwide. Both N.C. Aquarium at Pine Knoll Shores and N.C. Aquarium on Roanoke Island care for North American river otters. N.C. Aquarium at Fort Fisher has a family of Asian small-clawed otters.

    There are 14 species of otter around the world and World Otter Day was founded by the International Otter Survival Fund to highlight and bring awareness to threats otter species are facing.

    While North American river otters are listed as a species of least concern by the International Union for Conservation of Nature (IUCN) Red List of Threatened species, their numbers had been reduced significantly in the late 1800s due to over-trapping and habitat degradation and are still not found living in the entirety of their historic range. Their population made a comeback from the brink of extinction in the 1900s thanks to conservation and reintroduction efforts.

    Almost 2,000 acres of forestlands adjacent to the National Park Service’s Moores Creek National Battlefield in Pender County were recently added to the State of North Carolina’s Registry of Natural Heritage Areas. The registry is managed by the N.C. Department of Natural and Cultural Resources Natural Heritage Program. The newly conserved lands are on five tracts of properties owned and managed by the Clint North family.

    Inclusion of properties on the Registry of Natural Heritage Areas recognizes their value as important natural areas. The registry is a voluntary pledge by landowners to remain conscientious stewards of important natural areas under their safekeeping. A registry agreement signed by the landowner declares their intention to continue to protect and manage the special biological assets and other ecological characteristics of their property.

    During a May 22 meeting at the Battlefield, Charles (Chuck) Roe, the founding director of North Carolina’s Natural Heritage Program, presented a certificate of recognition to the North family for their efforts to conserve these important properties.

    Moores Creek National Battlefield is also on the state’s Registry of Natural Heritage Areas, as one of the early sites to be registered. At the May 22 meeting, another certificate of recognition was presented by Roe to NPS Moores Creek National Battlefield superintendent Matthew Woods, duplicating the award presented by Roe to National Park Service staff in 1986 for inclusion of the battlefield’s natural habitat areas on the state’s registry of protected natural areas.

    Presentations of the Natural Heritage Areas Registry certificates were made on the fortieth anniversary of the North Carolina Nature Preserves Act, signed by Governor James Martin on May 22, 1985.

    Lauding the strengthening ties between India and Italy, External Affairs Minister S. Jaishankar on Wednesday said that the relations between the two nations are on an upward trajectory, marked by renewed momentum in political dialogue, official visits, and growing mutual interest. He reiterated India’s commitment to consolidating the India-Italy Strategic Partnership.

    Speaking at Italy’s National Day celebrations in Delhi on Wednesday, Jaishankar highlighted the shared maritime interests and commitment to freedom of navigation between the two peninsular nations.

    “Whether in the Indo-Pacific or the Indo-Mediterranean, India and Italy share maritime interests and a common commitment to ensuring freedom of navigation and shipping. Italy’s increased presence in the Indo-Pacific, as well as its participation under the Indo-Pacific Oceans Initiative (IPOI) pillar of science and technology, will certainly enhance our cooperation further,” he said.

    “India-Italy relations are undoubtedly progressing positively. There is new momentum in political dialogue, exchanges, and interest in each other’s potential, which I am confident will be fully tapped by stakeholders. Let me reaffirm our government’s commitment to strengthening the India-Italy Strategic Partnership,” he added.

    Jaishankar expressed gratitude to Italy for its support following the terrorist attack in Pahalgam, Jammu and Kashmir. He noted India’s “firm, resolute, and measured response” in targeting terror centers and launch pads.

    “Let me begin by conveying our best wishes to the government and people of Italy on your National Day. We are thankful, Ambassador, for Italy’s solidarity and support following the barbaric terror attack in Pahalgam, Jammu and Kashmir,” he said.

    Referring to Operation Sindoor, launched in response to the attack, Jaishankar said, “India responded firmly and decisively by destroying relevant terror centers and launch pads. The global community has recognized India’s right to defend its people against acts of terror. We believe the world must uphold a zero-tolerance stance against terrorism and cross-border terrorism.”

    The foreign minister noted that the strategic partnership between India and Italy is rooted in shared values and converging interests and recalled the recent meetings between Prime Minister Narendra Modi and his Italian counterpart, Giorgia Meloni, on the sidelines of the G20 and G7 summits.

    “Our strategic partnership is founded on shared values and converging interests, as reflected in multilateral platforms such as the G20. As the Ambassador mentioned, our Prime Ministers met at both the G20 and G7 summits, and our collaboration continues through initiatives like the IMEC (India-Middle East-Europe Economic Corridor), the Global Biofuels Alliance, the Indo-Pacific Oceans Initiative, the International Solar Alliance, and the Coalition for Disaster Resilient Infrastructure.”

    He added, “Our bilateral relations have gained momentum following the adoption of the Joint Strategic Action Plan for 2025–29 by our Prime Ministers last November. We are optimistic that the roadmap outlined in the GASAP will yield concrete and practical outcomes for both our economies and societies.”

    Jaishankar identified trade and economic cooperation as a vital pillar of the partnership and recalled attending the India-Italy Business, Science, and Technology Forum alongside Italy’s Deputy Prime Minister Antonio Tajani and Minister of University and Research Anna Maria Bernini.

    “Trade and economic cooperation are vital elements of our partnership. Last month, I had the opportunity to attend the India-Italy Business, Science and Tech Forum with Deputy Prime Minister and Foreign Minister Tajani and Minister Bernini. The event brought together business leaders and representatives from universities and research centers in both countries to explore collaboration across multiple sectors. This forum also presents an opportunity to boost our bilateral trade, which currently stands at USD 15 billion annually.”

    “As the world’s fastest-growing major economy, India offers numerous opportunities for investment. Italy’s technologies and best practices in clean energy, agri-tech, logistics, and shipbuilding, among other sectors, can significantly contribute to India’s progress toward becoming a developed nation — Viksit Bharat — by 2047,” he said.

    The foreign minister also acknowledged the strong Indian diaspora in Italy and expressed confidence in the future growth of mobility for professionals and academics between the two countries.

    “The Indian diaspora in Italy is among the largest in the European Union. They are well-received and recognized for their contributions across sectors including agriculture, dairy, industry, and healthcare.     Today, Rep. Rick Larsen announced the launch of the 2025 Congressional App Challenge (CAC). The annual competition, which runs through Thursday, October 30, 2025, is open to high school and middle school students who live in or attend school in Washington state’s 2nd congressional district.

    Students can compete in the CAC by creating an application for desktop/PC, web, tablet, mobile, or other devices such as robotics and wearable technology. The CAC accepts any programming language, including C, C++, Java, JavaScript, Python, Ruby, or “block code.”

    “The Congressional App Competition is an opportunity for students to show off their skills,” said Rep. Larsen, whose office has participated in the CAC every year since its founding. “Northwest Washington is a leader in science, technology, engineering and mathematics (STEM) education for young people, and I look forward to seeing the region’s STEM creativity and talent showcased in this year’s submissions.”

    Last year’s winner, Sydney Vo from Mariner High School in Everett, designed a website and app called AccessLink to help individuals experiencing homelessness connect with resources like shelters, food banks, and more.

    Students can sign up to participate and read the full competition rules at https://www.congressionalappchallenge.us/students/student-registration/. Students have until 9:00 a.m. PST on Thursday, October 30, 2025, to register and enter, but CAC organizers recommend students register early to receive extra support and tips.

    Rep. Larsen will announce a district winner in December and invite the winner to the #HouseofCode Capitol Hill Science Fair in Washington, D.C. Winning apps will be electronically displayed in the U.S. Capitol and on the CAC’s house.gov website.

    The Cecil G. Sheps Center for Health Services Research at the University of North Carolina will present new research about the programs, including rural health outcomes, economic impact and services people are receiving.

    Since Medicaid expansion began in 2023, more than 650,000 newly eligible North Carolinians have gained access to affordable health care through Medicaid expansion, including veterans and workers in child care, construction, hospitality, home health care and other industries essential to the state. Including those covered through Medicaid expansion, NC Medicaid provides affordable health coverage to more than 1 in 4 North Carolinians: more than 3 million children, older adults, people living with disabilities and other working adults.  

    Additionally, the innovative first of its kind Healthy Opportunities Pilots in North Carolina have been described as a “life changer” for thousands of North Carolina families. Healthy Opportunities addresses people’s social needs with services like food, housing, transportation and assistance related to interpersonal violence and toxic stress. The program proves the best way to lower health care costs and create healthier communities is to reduce the need for medical care in the first place. Additionally, the state is seeing $1,020 in annual health care costs savings per Healthy Opportunities enrollee, and stronger local economies that are supported by local businesses from family farms to home repair.

  • MIL-OSI Global: From soil to slugs to songbirds – how plastic is moving through ecosystems

    For many people, “plastic pollution” calls to mind pictures of turtles and other marine life drowning in single-use plastic bottles and discarded fishing nets. My own research looks at how the same story is playing out on land.

    Plastics are increasingly found in small mammals, insects and the soil. But how it moves through these ecosystems – and the damage it might be doing – is still poorly understood.

    My own research into this started during my masters degree. I wanted to find out if plastic pollution was affecting UK mammals – and the results were startling.

    Colleagues and I first looked at the faeces of a range of small UK mammals. We then used a special machine that detects infrared light to identify different types of plastic.

    We found plastics in the faeces of European hedgehogs, wood mice, field vole, and brown rats. Of the 189 hedgehog samples, 19% contained plastics. In one sample alone I was shocked to find a total of 12 pink and clear fibres of polyester. This is the UK’s most popular wild mammal, and no one knew they were ingesting plastic.

    Where the microplastics came from

    As part of my ongoing PhD, the next step was figuring out how this plastic was getting into the hedgehogs in the first place. Hedgehogs feed on invertebrates like beetles, snails, slugs, earthworms, caterpillars and woodlice. We wanted to see if those creatures could themselves be contaminated by plastic.

    We collected over 2,000 invertebrates and soil samples from 51 sites in Sussex, England. The sites covered farmland, grassland and suburban areas.

    To trace how plastic might move through the food web, we sampled creatures at various different points in the food web (known as “trophic levels”). This meant plant-eaters, like peacock butterfly caterpillars, and earthworms and other animals that feed on dead plants. We sampled omnivores who will eat all sorts, like the red-footed soldier beetle, and carnivores like ladybirds and ground beetles, who eat other animals and are found higher up the food web.

    After we had grouped the invertebrates by both species and location, we had 530 samples to analyse. We recently published our results in the journal Environmental Toxicology and Chemistry.

    Overall, plastic showed up in 12% of the invertebrate samples. Earthworms had the highest rate at 29%, followed by snails & slugs at 24%. Interestingly, the types of plastic found in carnivores didn’t match those in herbivores and dead plant-eaters. That suggests the carnivores are not just getting it from eating contaminated prey – they might also be picking up plastic as they move through the soil or even from airborne particles that land on their next meal.

    We also found the first evidence of plastic in species of caterpillar like the peacock, powder blue and red admiral butterflies, and in beetles such as ladybirds.

    The most common plastic we found was polyester, probably from clothing and furniture. Other common plastics were those used in single-use packaging, agricultural materials (such as fleece, mulch film, greenhouse films and silage wrap), and even paint.

    So, does it matter if a few slugs or worms are ingesting plastic? Absolutely.

    Invertebrates play important roles within their ecosystems. Earthworms, for example, add air to the soil and help cycle nutrients. Therefore, when they consume plastic, it affects the animals that prey on them, the soil they live in, and even the food we grow.

    In fact, plants grown in plastic-contaminated soil have been shown to take microplastics into their cells. This can stunt their growth and limit the water they can retain, and ultimately reduce our ability to grow the food we need.

    Insect-eating birds like swifts,thrushes and blackbirds are also ingesting similar plastic, likely from their prey. This can stunt their growth, damage organs, and make them less fertile.

    It is too easy to place the responsibility solely on individuals to avoid single-use packaging, recycle more, and avoid synthetic materials. These things make a difference, of course, but big polluters must be held accountable. That means fast fashion companies, drinks giants, supermarket chains and the agriculture sector, which all produce a huge amount of plastic waste and have failed to take responsibility for the damage this causes.

    If we want to protect ecosystems from plastic – on land as well as at sea – we need more than personal action. We need serious accountability, better waste management, and real investment in truly sustainable alternatives.

  • MIL-OSI Canada: Saskatchewan Lieutenant Governor Scholarship Recipients Announced

    The Government of Saskatchewan is proud to announce the 2025-26 recipients of the Saskatchewan Lieutenant Governor Scholarship and the Saskatchewan Lieutenant Governor Indigenous Scholarship. 

    Valued at $20,000 each, these scholarships support graduate and postgraduate students in Saskatchewan who are pursuing research and demonstrating leadership in their chosen fields. This year, each scholarship has been divided between two deserving recipients. Four students will receive $10,000 each.

    “I congratulate the 2025 recipients and commend them for the level of excellence they have shown in earning this recognition,” Lieutenant Governor Bernadette McIntyre said. “It is gratifying to know that these scholarships will help springboard four gifted students towards reaching their goals.”

    “These scholarships recognize the talent, commitment and leadership of Saskatchewan’s graduate and post-graduate students,” Advanced Education Minister Ken Cheveldayoff said. “By supporting their academic and research pursuits, we are investing in a brighter future for our province and empowering the next generation of innovators and leaders.”

    The 2025-26 Saskatchewan Lieutenant Governor Scholarship recipients are Thulani Hewavithana and Jessica Ollinik.

    Thulani Hewavithana is pursuing a Doctorate in Philosophy (PhD) in Computer Science at the University of Saskatchewan, developing computational methods to analyze complex plant genomes and enhance crop resilience, yield and breeding efficiency. This work will help plant scientists develop better crop varieties.

    Jessica Ollinik is pursuing a PhD in Chemistry at the University of Regina, where her research focuses on developing a new tool to monitor insecticide and fungicide contamination in honeybee colonies. This work supports sustainable agriculture and pollinator conservation in Saskatchewan.

    The 2025-26 Saskatchewan Lieutenant Governor Indigenous Scholarship recipients are Ethan Landry and Russell Fayant. 

    Ethan Landry is completing a PhD in Geotechnical Engineering at the University of Saskatchewan, researching how geosynthetic stabilization can improve road durability and safety under harsh prairie conditions, particularly in rural and industrial areas. The research will also build understanding of how to reduce long-term maintenance costs.

    Russell Fayant is pursuing a PhD in Education at the University of Regina, focusing on revitalizing the Michif language to strengthen Métis identity and support greater Indigenous participation in Saskatchewan’s natural resource sector.

    “I am incredibly honoured and immeasurably grateful to receive this award,” Russell Fayant said. “It is an affirmation that my research, which is centered around Michif language reclamation, is valued and seen as helping to preserve a part of the fabric of this province. The scholarship will allow me to take time from work to focus on developing research that will hopefully assist others to revitalize other endangered languages in Saskatchewan.”

    These scholarships are awarded annually to graduate or post-graduate students studying in Saskatchewan who demonstrate outstanding academic achievement and whose research aligns with the goals of Saskatchewan’s Growth Plan.

  • MIL-OSI Global: Trump’s West Point speech brought partisanship to the home of the US military − 2 essential reads

    President Donald Trump’s speech at the graduation of the class of 2025 from the U.S. Military Academy at West Point included segments that were clearly scripted and portions that were obviously not.

    During the unscripted portions, Trump, who wore a bright red “Make America Great Again” campaign hat during his entire appearance on May 24, 2025, delivered remarks that hit many of his frequent partisan political talking points. That included attacking presidential predecessors Barack Obama and Joe Biden, describing immigrants to the U.S. as “criminals” and trumpeting other policy accomplishments in his first and second terms.

    That level of partisanship in a military setting – on the campus of the nation’s first military academy, and before an audience of cadets and their families, many of whom are veterans – is unusual in the United States.

    The Conversation U.S. has published several articles discussing the importance to democracy of keeping the military and partisan politics separate. Here are two highlights from that coverage.

    1. Cadets focus on the Constitution

    During the West Point ceremony, the graduates themselves took an oath to “support and defend the Constitution of the United States against all enemies, foreign and domestic.” And all of them had studied the significance of that oath, including in classes like those taught by Joseph G. Amoroso and Lee Robinson, active-duty Army officers who graduated from West Point and later served as professors there.

    As Amoroso and Robinson wrote, those classes teach cadets that, like all military personnel, they serve the Constitution and the American people, not a particular person or political party:

    (O)ur oath forms the basis of a nonpartisan ethic. In the U.S., unlike in many other countries, the oath implies military leaders should be trusted for their expertise and judgment, not for their loyalty to an individual or political party. We emphasize to cadets the rules and professional expectations associated with this profound responsibility.”

    2. A tradition of nonpartisanship

    Retired U.S. Air Force Maj. Gen. Samuel C. Mahaney, who teaches history, national security and constitutional law at Missouri University of Science and Technology, observed:

    (S)ince the days of George Washington, the military has been dedicated to serving the nation, not a specific person or political agenda. … (N)onpartisanship is central to the military’s primary mission of defending the country.”

    Mahaney wrote that if Trump’s actions during his second term meant a change from the centuries of precedent, “military personnel at all levels would face a crucial question: Would they stand up for the military’s independent role in maintaining the integrity and stability of American democracy or follow the president’s orders – even if those orders crossed a line that made them illegal or unconstitutional?”

  • MIL-OSI USA: H.R. 820, Bottles and Breastfeeding Equipment Screening Enhancement Act

    H.R. 820 would require the Transportation Security Administration (TSA) to issue or update guidance to minimize the risk of contaminating breastmilk, baby formula, and related accessories during the passenger screening process at airports. The bill also would require the Inspector General of the Department of Homeland Security to audit that guidance.

    According to information from the agency, TSA regularly updates its guidance for screening breastmilk and related items under current law. On that basis, CBO estimates that implementing that provision would not significantly affect the federal budget. Based on the cost of similar activities, CBO estimates that conducting the audit would cost less than $500,000 over the 2025-2030 period; any related spending would be subject to the availability of appropriated funds.

    On February 13, 2025, CBO transmitted a cost estimate for S. 260, the Bottles and Breastfeeding Equipment Screening Enhancement Act, as ordered reported by the Senate Committee on Commerce, Science, and Transportation on February 5, 2025. The two pieces of legislation are similar, and CBO’s estimates of their budgetary effects are the same.

    BEIJING, May 28 (Xinhua) — A discovery made by a joint Chinese-Uzbek archaeological team during excavations at the Munchaktepa site in Uzbekistan has been listed as an important achievement in archaeometry and cultural heritage protection, the Chinese Academy of History said on its Weibo microblogging site.

    The discovery at the Munchaktepa archaeological site and six other achievements were announced at a press conference organized by the Chinese Academy of Social Sciences (CAS) in Beijing on Tuesday.

    The Munchaktepa settlement and burial ground, which were discovered in 1986, are located in the Namangan region of Uzbekistan, on the banks of the Syr Darya River. Since September last year, joint excavations have been conducted by researchers from the Archaeological Institute of the Academy of Social Sciences of China and the State Archaeological Center of the Academy of Sciences of Uzbekistan.

    Experts discovered bronze wushu coins /editor’s note: more precisely, wu-zhu, meaning “five zhu”, zhu is a unit of mass in ancient China/, a mirror with arched ornaments, and a fragment of twill brocade.

    Let us recall that the coins “wushu” were in circulation in the Celestial Empire from the 2nd century BC to the 7th century. Brocade is a complex patterned artistic and decorative fabric, usually with a silk base with metal threads with gold, silver or materials imitating them in the weft of the fabric. Its production was known at the beginning of our era in China, from where this art passed to the countries of Asia Minor and later to Europe.

    According to experts, a fragment of twill brocade found in Uzbekistan indicates that China may have mastered the method of producing such twill fabric a hundred years earlier than previously thought.

    The Chinese Academy of Social Sciences said that the results of the research at the Munchaktepa site provide new sources on cultural and material exchanges along the Silk Road from the 3rd to the 6th centuries. -0-

    Moscow, May 28 /Xinhua/ — Under the state program “Scientific and Technological Development of the Russian Federation,” 14 percent more funds have been allocated from the Russian federal budget for science in 2025 than a year earlier, Deputy Prime Minister Dmitry Chernyshenko said at a general meeting of members of the Russian Academy of Sciences (RAS).

    The increase amounts to 83.3 billion rubles. Of these, 50.1 billion rubles are allocated for additional funding of fundamental scientific research.

    According to D. Chernyshenko, the Russian government will continue to support the initiatives of the Russian Academy of Sciences, including in terms of developing fundamental research in Russia. According to him, it is important to ensure the continuity of fundamental science and applied solutions necessary for the creation of the most important science-intensive technologies. –0–

    The XVI All-Russian Interuniversity Personnel Forum named after A.Ya. Kibanov “Innovative Personnel Management” was held at the State University of Management.

    More than 230 students, young scientists, authoritative teachers and experts in the field of personnel management took part in the forum’s in-person events. In total, over 450 people from different regions of Russia became participants in the event this year.

    The concept of the A.Ya. Kibanov Personnel Forum this year was based on the idea that HR specialists, like legendary Russian heroes, stand guard over the interests of the company and, armed with knowledge and skills, are ready to bring glory and prosperity to their organization, and create and strengthen its HR brand.

    Over the course of three days, the participants of the Student Olympiad immersed themselves in the world of HR: conducted analytical research, developed strategies, exchanged experiences, generated innovative ideas, fought in battle mode and presented their solutions to the expert jury. The victory went to the most goal-oriented and creative. In addition to the main assessment of the works by the expert jury, the Student Olympiad also included a Competition for the Audience Award, which was held in person: experts, speakers, teachers and jury members voted for the most liked homework from the teams participating in the Olympiad – the poster “HR-Bingo-Brand”.

    Also this year, the forum included an advanced training course on “Effective Methods of Training HR Specialists”, where 35 students studied and discussed current issues on the development of the use of effective methods in the process of training students in the field of “HR Management”.

  • MIL-OSI Global: Do biases affect assessment in kindergarten? Educators discuss strategies for mitigation

    Educators in a study agreed that the scarcity of dedicated resources, time, attention and training on bias affected their ability to assess their students’ development as accurately as they would like.

    Teachers’ perceptions and judgments of student skills are key to measuring children’s academic progress. But educators’ own biases can distort these perceptions and judgments.

    For example, research in Canada has shown that racialized students were less likely to be perceived as “excellent” in their achievement and learning skills than white students, despite doing well academically. To our knowledge, no work has been done focusing specifically on teachers, assessment, bias and the Canadian kindergarten population.

    Our team at the Offord Centre for Child Studies set out to understand more about how educators perceive the system for assessing kindergarten children’s development, in the context of children’s race, gender and family socioeconomic status.

    In Ontario, kindergarten features five full days of play-based learning every week. Classes are led by a team of one teacher and one early childhood educator (ECE). Teachers have knowledge of the curriculum and are responsible for student learning and reporting to parents. ECEs have knowledge of early childhood development and plan age-appropriate activities to support development.

    As part of our study, we conducted a series of four focus groups with kindergarten educators (five kindergarten teachers and one designated early childhood educator) from a school board in Ontario.

    To be eligible to participate, educators had to have previously participated in cultural responsiveness initiatives and administered a teacher-completed developmental health checklist for kindergarten students at least once. All participants in our focus group were female, taught schools in urban neighbourhoods and five of the six were racialized.

    Educators discussed how their feelings and potential biases might creep into their assessments, and the strategies they use to limit this bias. Specifically, we asked about their use of the standard tool for assessing child development in kindergarten: The Early Development Instrument (EDI).

    Five areas of child development

    The EDI asks teachers to evaluate children in five areas of development: physical health and well-being; social competence; emotional maturity; language and cognitive development; and communication skills and general knowledge.

    Race-related data are not routinely collected with the EDI (such as asking teachers to report how a child’s family identifies a child’s race, or in reporting their own race), even though, as some researchers and educators have noted, race-related data could be used to inform provision of supports.

    While teachers complete this assessment for every child in their classrooms, the results are aggregated and reported at the population level. All publicly funded school boards in Ontario have collected the EDI roughly every three years since 2004.

    Key themes

    Several key themes emerged from our discussions with educators. First, educators admitted that the social identities and demographic characteristics of the students in their classrooms could impact how they interpret kindergarteners’ skills and behaviours.

    They explained that being exposed to a wide variety of students would increase their own awareness of children’s and their families’ identities, shaped by factors like race, ethnicity, gender, socio-economic status and language, and help broaden their perceptions. For example, this would allow them to have a greater understanding of the range of behaviours children display.

    Second, educators addressed the consequences of racial and gender biases in schools, some of them reflecting systemic racism. Educators acknowledged these systemic biases could impact their internal expectations of students, and potentially their reactions and interpretation of student behaviour.

    Recognizing the potential for such unfairness, educators also identified deliberate strategies they use to minimize the impact of individual and systemic biases on their assessment.

    They told us they pause and think critically about what may influence their perceptions of students, reframe how they might be looking at certain situations (that is, taking an “asset-based” approach, focusing on the students’ strengths) or check in with colleagues to be sure they’re being equitable.

    Scarcity of training about bias

    The educators we interviewed revealed many personal feelings come up as they complete assessments and interact with students. For example, educators noted that it can be hard to separate assessing a child from their history with the child, or that they felt they were judging the child’s family.

    In addition to the acknowledgement that biases and preconceived expectations could colour their assessments, they also acknowledged that these feelings, whether positive or negative, can make it difficult to assess their pupils objectively.

    Similar to exposure to a diverse group of students, having knowledge of the whole child and building trusting and reciprocal relationships with families are other ways educators can reduce the impact of bias. For example, if their family is going through hard times, it could be expected that the child might be sad or worried.

    Regarding the specific characteristics of the EDI, educators explained it was sometimes difficult to choose the most accurate responses to each item on a checklist when there were only two or three options.

    Educators said they often wished they could explain their responses more.

    Finally, educators agreed that the scarcity of dedicated resources, time, attention and training on bias affected their ability to assess their students’ development as accurately as they would like.

    Policy improvements needed

    While our study used the example of the EDI to elicit the discussion on assessment being influenced by student identities, the issues mentioned by educators go beyond this specific tool.

    In our study, educators were not only aware of this influence; they used strategies to overcome it. These educators acknowledge that their expertise in evaluating children’s skills and behaviours can improve with better knowledge of and relationships with individual children and their families, by collaborating with colleagues and by having more time and training.

    Our results suggest that policy improvements are necessary to make sure all educators have access to better strategies and opportunities to reduce unintended identity bias and provide more accurate assessments.

    Given that the educators in this study had already participated in cultural responsiveness initiatives, further research could examine how interventions mitigate occurrences of particular biases and their potential adverse effects on students.

  • MIL-OSI China: Former President Tsai visits UK Parliament and delivers speech at LSE, deepening bilateral ties

    Former President Tsai Ing-wen visited Europe from May 10 to 19, traveling to Lithuania and Denmark before continuing to the United Kingdom. On May 15, the first day of her stay in the United Kingdom, she visited the UK Parliament at the invitation of British-Taiwanese All-Party Parliamentary Group (APPG) Cochairs Sarah Champion MP and Lord Rogan. She was warmly welcomed by parliamentarians from across the political spectrum. 

     

    The former president met with House of Commons Speaker Sir Lindsay Hoyle and took part in a reception at the House of Lords, where she delivered a speech. She exchanged greetings with nearly 50 parliamentarians and staff, including former Lord Speaker Baroness D’Souza, House of Lords Deputy Speaker Baroness Finlay, Trade Envoy to Taiwan Lord Faulkner, Labour Friends of Taiwan Chair Navendu Mishra MP, former Conservative Party leader Sir Iain Duncan Smith MP, Conservative Shadow Minister for Innovation and Technology Ben Spencer MP, and Liberal Democrat Foreign Affairs Spokesperson Calum Miller MP.

     

    In her address at the House of Lords, former President Tsai said that the growing threat of antidemocratic forces was testing democracy around the world, adding that this demonstrated the need for Taiwan and the United Kingdom to work together in defense of freedom and democracy. She commended the House of Commons for passing a motion last November clarifying that United Nations General Assembly Resolution 2758 made no reference to Taiwan. This was important in countering reckless behavior in the Taiwan Strait, she explained. Highlighting Taiwan’s position on the front line of defending democracy, former President Tsai said that Taiwan was a critical deterrent to China’s expansionist ambitions and would continue to contribute to protecting democratic values.

     

    APPG Cochair Champion noted that Taiwan and the United Kingdom had a deep friendship and shared core values. She said that the United Kingdom should continue to pay attention to peace and stability across the Taiwan Strait, which she added were essential to global security and prosperity. Cochair Champion noted that in recent years the Taiwan-UK partnership had deepened. She expressed hope that cooperation would expand in semiconductors, artificial intelligence, renewable energy, advanced manufacturing, economic resilience, and other areas.

     

    Former President Tsai also delivered a speech titled “In an Era of Shifting World Order: Taiwan as a Stabilizing Force” at her alma mater, the London School of Economics and Political Science (LSE). The event was moderated by incoming LSE Law School Dean Andrew Murray, who represented the university and LSE President Larry Kramer. Around 100 people, including General Counsel Elizabeth Messud, attended the speech. In her remarks, former President Tsai noted that the international community was experiencing a reassignment of security responsibilities and a rebalancing of trade relations. She said that to appropriately respond to multiple challenges such as economic fragmentation, political extremism, and military conflict, the function of multilateralism was becoming even more important. The former president emphasized that Taiwan had shown a high degree of resilience in turbulent times in the past, such as during supply chain restructuring, and had proven to be a trustworthy and competitive strategic partner. She added that Taiwan was ready to play a more proactive role in the new world order by further deepening cooperation with democratic countries and contributing to the global trade system. Her remarks were enthusiastically received by the audience. 

     

    During her visit to the United Kingdom, former President Tsai also gave an address at Cambridge University, met with faculty and students at the School of Oriental and African Studies, attended a forum hosted by the Royal United Services Institute, and met with Taiwanese people working in the United Kingdom on technology startups and in the arts.

     

    Taiwan-UK relations have witnessed significant progress in recent years. In 2023, the United Kingdom signed the Enhanced Trade Partnership arrangement with Taiwan, becoming the first European country to establish a formal economic and trade framework with Taiwan. The United Kingdom is Taiwan’s fourth-largest trading partner in Europe, third-largest source of investment, and fifth-most popular destination for Taiwanese students studying abroad. The countries collaborate closely in fields such as technological innovation, renewable energy, and societal resilience. Taiwan will further work together with the United Kingdom and other like-minded countries to advance democratic resilience and prosperity. It looks forward to the United Kingdom continuing to demonstrate its commitment to security in the Indo-Pacific region by deploying naval vessels through the Taiwan Strait and taking other concrete actions.

  • MIL-OSI United Nations: 28 May 2025 News release Seventy-eighth World Health Assembly concludes: historic outcomes, consequential highlights

    The  Seventy-eighth World Health Assembly (WHA78), the annual meeting of World Health Organization’s (WHO) Member States, came to a close Tuesday, as health leaders lauded vast accomplishments and global solidarity.

    The Assembly, WHO’s highest decision-making body, convened from 19 May to 27 May, under the theme “One World for Health”. Member States considered approximately 75 items and sub-items across all areas of health, engaging in lively debate and adopting consequential resolutions to improve health for all.

    “The words ‘historic’ and ‘landmark’ are overused, but they are perfectly apt to describe this year’s World Health Assembly,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “The adoption of the Pandemic Agreement and the approval of the next increase in assessed contributions, along with the numerous other resolutions that Member States adopted are a sign to the world that we can achieve cooperation in the face of conflict, and unity amid division.”

    World’s first pandemic agreement: equity for all

    On 20 May, Member States adopted the historic WHO Pandemic Agreement. The moment was met with heartfelt applause, celebrating over three years of intense negotiations by the Intergovernmental Negotiating Body, comprising WHO’s Member States.

    The adoption of the Agreement is a once-in-a-generation opportunity to safeguard the world from a repeat of the suffering caused by the COVID-19 pandemic. The Agreement aims to enhance global coordination and cooperation, equity and access for future pandemics, all while respecting national sovereignty.

    Over the next year, Member States will build on the Resolution, by holding consultations on the Pathogen Access and Benefit Sharing system (PABS), an annex to the Agreement which would enhance equitable access to medical advancements.

    Sustainable financing: protecting the future of global health

    In a changing financial landscape, Member States united to protect WHO’s critical work by approving the second 20% increase in assessed contributions (ACs). By 2030–2031, ACs will make up 50% of WHO’s core budget, providing more predictable, resilient, and flexible funding.

    The Assembly’s commitment to sustainable financing did not stop there; at a high-level pledging event during WHA78, health leaders pledged at least US$ 210 million for WHO’s Investment Round, the fundraising campaign for the Organization’s global health strategy for the next four years (the Fourteenth  General Programme of Work). In addition to the US$ 1.7 billion already raised for the Investment Round, these pledges mark a significant step toward sustainable financing of WHO. Since launching in May 2024, the Investment Round has attracted 35 new contributors – moving WHO closer to the broader donor base envisioned in the Director-General’s ongoing transformation agenda.

    Action for health: major decisions and resolutions

    WHA 78 was steadfast in addressing ongoing health issues and adaptable in targeting threats and conflicts. The accomplishments of the Assembly spanned many areas of health as Member States 

    • adopted a new resolution highlighting the global health financing emergency;
    • endorsed first-ever resolutions on lung and kidney health, highlighting the upcoming UN General Assembly focus on noncommunicable diseases;
    • adopted a new resolution on science-driven norms and standards for health policy and implementation;
    • adopted a new target to halve the health impacts of air pollution by 2040; 
    • adopted an innovative resolution to promote social connection with growing evidence linking it to improved health outcomes and reduced risk of early death; 
    • adopted a resolution for a lead-free future;
    • adopted a resolution to address rare diseases, protecting the over 300 million people globally who live with one of more than 7000 rare diseases;
    • agreed to expand the provisions of the International Code of Marketing of Breast-milk Substitutes to tackle the digital marketing of formula milk and baby foods; 
    • adopted a resolution to accelerate the eradication of Guinea worm disease.

    The Assembly adopted other resolutions on digital health, the health and care workforce, medical imaging, nursing and midwifery, sensory impairment, and skin diseases, among others. Two new official WHO health campaigns were established: World Cervical Cancer Elimination Day and World Prematurity Day.

    Strengthening health emergency preparedness and response

    The World Health Assembly also discussed WHO’s work in health emergencies. Over the last year, WHO responded internationally to 51 graded emergencies across 89 countries and territories, including global outbreaks of cholera and mpox – a public health emergency of international concern – as well as multiple humanitarian crises. Working with over 900 partners across 28 health clusters, WHO helped provide health assistance for 72 million people in humanitarian settings. Nearly 60% of new emergencies were climate-related, highlighting the growing health impacts of climate change.

    During the Assembly, Member States

    • considered matters pertaining to WHO’s work in health emergencies and commended the Organization’s leadership in this space;
    • noted the Director-General’s report on implementation of the health emergency prevention, preparedness, response and resilience (HEPR) framework and expressed their support for the strengthening of the global architecture;
    • considered the health needs of people in Ukraine and the occupied Palestinian territory;
    • noted the Director-General’s report on progress made in implementing the International Health Regulations (2005); and
    • approved a decision to strengthen the research base on public health and social measures to control outbreaks.

    Today, the Honourable Tim Hodgson, Minister of Energy and Natural Resources, and the Honourable Patty Hajdu, Minister of Jobs and Families, announced $15 million to create 470 employment and skills training opportunities for youth across Canada in natural resources sectors including energy, forestry, mining, earth sciences and clean technology.

    Through the Science and Technology Internship Program (STIP) – Green Jobs, employers in natural resources sectors can apply for funding to hire, train and mentor youth aged 15 to 30 for up to 12 months. These job opportunities will ensure that Canada’s natural resources sectors remain a source of economic growth and prosperity in the future.

    STIP – Green Jobs is part of the Government of Canada’s Youth Employment and Skills Strategy (YESS), which supports youth in gaining the hands-on skills and experience they need to effectively transition into the labour market.

  • MIL-OSI Global: Why do we cry happy tears? The science behind this emotional paradox

    Tears are usually seen as a sign of sadness or pain, but it’s not uncommon for people to cry during life’s most joyful moments: weddings, births, reunions, sporting triumphs, or even just an unexpected act of kindness.

    These “happy tears” seem contradictory, but they offer a fascinating window into how the human brain handles intense emotion.

    Crying is a complex biological response to emotional overload – and it doesn’t discriminate between good and bad feelings. Whether triggered by grief or elation, tears are often the result of our brain attempting to process more than it can manage in the moment.

    Both positive and negative emotions activate the limbic system, the part of the brain involved in processing feelings and memory. Within this system, the amygdala – an almond-shaped cluster of neurons – acts as an emotional alarm bell, detecting arousal and signalling the body to respond.

    When highly stimulated, the amygdala activates other brain areas including the hypothalamus, which controls involuntary physical functions like heartbeat, breathing and tear production.

    Another key structure is the anterior cingulate cortex, which plays a role in emotion regulation, decision-making and empathy. It helps coordinate the brain’s response to emotional conflict, such as experiencing joy and sadness at the same time. These overlapping pathways explain why a sudden surge of happiness can still produce a reaction typically associated with distress.

    The limbic system explained.

    Scientists believe happy crying is a form of emotional homeostasis: a way of bringing us back to equilibrium after an emotional high. Crying activates the parasympathetic nervous system, which slows the heart rate and relaxes the body after the adrenaline spike of intense feeling. In other words, tears help us calm down.

    This idea of “resetting” isn’t unique to happiness. Crying in response to stress or trauma serves a similar purpose. What’s striking about happy crying is how it illustrates the body’s effort to balance opposing forces: relief after fear, gratitude after hardship, pride after struggle.

    Happy tears

    So-called “happy” tears are rarely just that. Often they emerge from a blend of emotions. For example, a parent watching their child graduate may be proud, nostalgic, and a little melancholic all at once. A long-awaited reunion might stir joy and the pain of absence. Psychologists refer to this as a dual-valence response – an emotional state that contains both positive and negative elements.

    These emotional blends engage memory systems as well, particularly the hippocampus, which processes and retrieves personal history. That’s why a joyful moment can unexpectedly bring a lump to the throat – it activates memories of previous loss, struggle or longing.

    Interestingly, humans are the only animals known to shed emotional tears. While many mammals produce reflex tears to lubricate the eye, only humans cry in response to emotion. This probably evolved as a form of non-verbal communication, especially in early social groups.

    Tears signal vulnerability, authenticity and emotional depth. Crying during joyful moments demonstrates to others that something profoundly meaningful has occurred.

    In this way, happy crying can strengthen social bonds, invite empathy and create shared moments of catharsis. Research has even shown that people are more likely to offer help to someone who is crying, regardless of whether the tears are sad or joyful.

    So why do we cry when we’re happy? Because happiness is not a simple emotion. It is often tangled with memory, relief, awe and the sheer weight of meaning. Tears are the brain’s way of processing this complexity, of marking a moment that matters, even when it’s joyful. Far from being a contradiction, happy tears remind us that emotional life is rich, messy and above all deeply human.

  • MIL-OSI USA: Volcanic ash is critical to tracking changes in eruption behavior

    An NSF-funded ashfall study links magma composition shifts to volcanic tremors, offering a powerful new tool for monitoring eruptions and protecting communities

    U.S. National Science Foundation-funded researchers discovered that subtle changes in magma composition may drive tremors during volcanic eruptions, offering a new tool for forecasting volcanic activity and guiding hazard assessments.

    Volcano forecasts are critical for protecting lives and property by warning nearby residents to evacuate, take safety precautions and seek emergency services. In addition to offering new clues into the cause of volcanic tremor, a key eruption monitoring parameter, this study shows the benefit of combining petrological data collection, like ashfall, with geophysical data to improve eruption forecasting, hazard assessment and decision-making during volcanic crises.

    After lying dormant for 50 years, the Cumbre Vieja volcano in the Canary Islands erupted in September 2021, forcing thousands of residents to evacuate. Over the next 85 days, the eruption destroyed over 3,000 buildings and hundreds of acres of farmland.

    Working with local scientists, a research team led by Queens College of the City University of New York (CUNY), in collaboration with the CUNY Graduate Center and the American Museum of Natural History, set up a system near the volcano that collected samples of falling ash almost daily, capturing 94% of the eruption timeline. This study represents an unprecedented level of detail, revealing critical insights into internal magma properties and eruption dynamics throughout the three-month eruption.

    Analysis revealed that in the first week of the eruption, magma had higher concentrations of silica, a chemical compound that makes magma more viscous and usually more explosive. Silica content then gradually decreased for two months but increased again as a precursory signal to the end of the eruption. The team found a correlation between silica content and the strength of the volcano’s tremor, a seismic “rattling” associated with liquid and gas movement beneath the surface. They suggest that more viscous, silica-rich magma may cause stronger volcanic tremors.
