  • MIL-OSI Asia-Pac: New Director General of the Bureau of Industrial Parks, MOEA, Mr. Chih-Ching Yang, outlines three core visions to drive park optimization and innovation.

    The Bureau of Industrial Parks (BIP) under the Ministry of Economic Affairs (MOEA) held an inauguration and oath-taking ceremony for BIP’s new Director General on March 26. The ceremony was presided over by MOEA Vice Minister Chien-Hsin Lai, during which outgoing Acting Director General Chi-Chuan Liu handed over the official seal to incoming Director General Chih-Ching Yang. Director General Yang will continue to lead efforts in upgrading and transforming technology industrial parks and industrial parks, with a strong focus on sustainable operations and effective management.
    Director General Yang holds a master’s degree in business administration from the National Taiwan University of Science and Technology. He began his public service career at the grassroots level in industrial services. He has served as Division Director and Deputy Director General of the Industrial Development Bureau, Chief Secretary of the MOEA, and most recently as Director-General of the Industrial Development Administration. Known for his solid academic background, strong execution skills, and proactive leadership, Director General Yang has led the Industrial Development Administration team of MOEA’s renowned “steel battalion” in advancing key initiatives such as amendments to the Industrial Innovation Act, industrial value enhancement, medical supply preparedness during the pandemic, and the dual transformation toward smart and low-carbon development. He is widely recognized in the industry as a key force in promoting sustainable park development.
    The Bureau of Industrial Parks oversees 80 parks across Taiwan. Vice Minister Lai encouraged the bureau to continue pursuing three major tasks: providing high-quality industrial spaces to support the “Five Trusted Industries”; advancing the “Extraterritorial Equivalent to Domestic” policy to expand Taiwan’s industrial reach; and implementing the “Balanced Taiwan” strategy to deepen local industrial clusters, thereby accelerating economic policy implementation.
    Director General Yang stated that building on existing foundations, he will drive optimization and innovation in park development through three core visions:
    Smart – Promoting AI integration across industries
    Safe – Creating secure and high-quality investment environments
    Sustainable – Developing low-carbon, green, and sustainable parks
    He emphasized the importance of public-private collaboration, listening to industry voices, and leveraging government support resources to create industrial bases aligned with the needs of emerging technologies. These efforts aim to accelerate industrial development and ensure the long-term sustainability of the parks.

    Dassault Systèmes: Solid start to the year with strong subscription growth, EPS at the high end of guidance

    Dassault Systèmes (Euronext Paris: FR0014003TT8, DSY.PA) today reports its IFRS unaudited estimated financial results for the first quarter 2025 ended March 31, 2025. The Group’s Board of Directors approved these estimated results on April 23, 2025. This press release also includes financial information on a non-IFRS basis and reconciliations with IFRS figures in the Appendix.

    Rouven Bergmann, Dassault Systèmes’ Chief Financial Officer, commented:

    “In the first quarter, our revenue is driven by strong subscription growth of 14%. As a result, recurring revenue now represents 86% of software revenue, highlighting the resilience of our business model. Regarding operational efficiency, we reached the upper end of our EPS guidance and saw strong growth in operating cash flow, increasing by 21% as reported.

    Entering 2025, our approach was to provide a risk-adjusted financial outlook. Since then, the introduction of new tariffs has created a more volatile market environment, which could lead to longer decision-making cycles. That said, our pipeline remains solid, and our current visibility aligns with the midpoint of our full year guidance.

    Therefore, we keep our 2025 outlook of 6-8% total revenue growth and 7-10% EPS growth unchanged. In addition, we are slightly adjusting our operating margin target, expecting a year-over-year expansion of 50-70 basis points, versus 70-100 basis points prior, to gain additional flexibility and invest in Gen 7 to support our long-term growth.”

    First Quarter 2025 Versus 2024 Financial Comparisons

    • Total Revenue: Total revenue in the first quarter grew by 4% to €1.57 billion, and software revenue increased by 5% to €1.43 billion. Subscription & support revenue rose by 7%; recurring revenue represented 86% of software revenue, up 2 basis points versus last year. Licenses and other software revenue declined by 10% to €198 million. Services revenue was down 6% to €140 million, during the quarter.
    • Software Revenue by Geography: Revenue in the Americas increased by 7% to represent 43% of software revenue. This growth acceleration is driven by Aerospace & Defense, Transport & Mobility and High-Tech. Despite tariff uncertainty, Europe increased by 1%, led by good growth in Aerospace & Defense. Europe represented 36% of software revenue. In Asia, revenue increased by 5%, driven by India, Southeast Asia and Korea. Asia represented 22% of software revenue.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue increased by 8% to €793 million. This strong broad-based performance was led by CATIA, ENOVIA, DELMIA and NETVIBES. Industrial Innovation software represented 55% of software revenue.
    • Life Sciences software revenue was stable at €293 million, accounting for 20% of software revenue. MEDIDATA was impacted by continued CRO2 headwinds, while benefiting from the steady dynamic with Large Pharma and Mid-Market.
    • Mainstream Innovation software revenue increased by 2% to €347 million. SOLIDWORKS had a slow start to the year, but saw solid bookings and good momentum in 3DEXPERIENCE adoption. CENTRIC PLM was impacted by timing of renewals, after an exceptional year of growth in 2024. Mainstream Innovation represented 24% of software revenue, during the period.
    • Software Revenue by Industry: Aerospace & Defense, High Tech and Industrial Equipment were among the best performers during the quarter.
    • Key Strategic Drivers: 3DEXPERIENCE software revenue increased by 17%, driven by Aerospace & Defense, High Tech and Transportation & Mobility, along with opportunities in the sovereign infrastructure domain. 3DEXPERIENCE software revenue represented 39% of 3DEXPERIENCE eligible software revenue. Cloud software revenue grew by 7% and represented 25% of software revenue during the period. 3DEXPERIENCE Cloud software revenue increased by 41%.
    • Operating Income and Margin: IFRS operating income declined by 6% to €304 million, as reported. Non-IFRS operating income increased by 3% in constant currencies to €486 million (up 4% as reported). The IFRS operating margin stood at 19.4% compared to 21.6% in the first quarter of 2024. The non-IFRS operating margin totaled 30.9% versus 31.1% during the same period last year.
    • Earnings per Share: IFRS diluted EPS was €0.20, down 9% as reported. Non-IFRS diluted EPS grew to €0.32, up 6% as reported, or 5% in constant currencies.
    • Cash Flow from Operations (IFRS): Cash flow from operations totaled €813 million, an increase of 21% relative to the same period last year with strong cash collection. Cash flow from operations was principally used for the acquisition of ContentServ for €191 million (net of €11 million of cash acquired), repurchase of Treasury Shares for €80 million, repayment of debt for €59 million and €56 million for investments in CAPEX.
    • Balance Sheet (IFRS): Dassault Systèmes had a net cash position of €1.79 billion as of March 31, 2025, an increase of €0.33 billion, compared to €1.46 billion for the year ending December 31, 2024. Cash and cash equivalents totaled €4.24 billion at the end of March 2025.

    Information in Constant Currencies

    Dassault Systèmes has followed a long-standing policy of measuring its revenue performance and setting its revenue objectives exclusive of currency in order to measure in a transparent manner the underlying level of improvement in its total revenue and software revenue by activity, industry, geography and product lines. The Group believes it is helpful to evaluate its growth exclusive of currency impacts, particularly to help understand revenue trends in its business. Therefore, the Group provides percentage increases or decreases in its revenue and expenses (in both IFRS as well as non-IFRS) to eliminate the effect of changes in currency values, particularly the U.S. dollar and the Japanese yen, relative to the euro. When trend information is expressed “in constant currencies”, the results of the “prior” period have first been recalculated using the average exchange rates of the comparable period in the current year, and then compared with the results of the comparable period in the current year.

    While constant currency calculations are not considered to be an IFRS measure, the Group believes these measures are critical to understanding its global revenue results and to compare with many of its competitors who report their financial results in U.S. dollars. Therefore, Dassault Systèmes includes this calculation for comparing IFRS revenue figures as well non-IFRS revenue figures for comparable periods. All information at constant currencies is expressed as a rounded percentage and therefore may not precisely reflect the absolute figures.

    Information on Growth excluding acquisitions (“organic growth”)

    In addition to financial indicators on the entire Group’s scope, Dassault Systèmes provides growth excluding acquisitions effect, also named organic growth. In order to do so, the data relating to the scope is restated excluding acquisitions, from the date of the transaction, over a period of 12 months.

    Information on Industrial Sectors

    The Group provides broad end-to-end software solutions and services: its platform-based virtual twin experiences combine modeling, simulation, data science and collaborative innovation to support companies in the three sectors it serves, namely Manufacturing Industries, Life Sciences & Healthcare, and Infrastructure & Cities.

    These three sectors comprise twelve industries:

    • Manufacturing Industries: Transportation & Mobility; Aerospace & Defense; Marine & Offshore; Industrial Equipment; High-Tech; Home & Lifestyle; Consumer Packaged Goods – Retail.     Information on Product Lines

    The Group’s product lines financial reporting include the following financial information:

    • Industrial Innovation software revenue, which includes CATIA, ENOVIA, SIMULIA, DELMIA, GEOVIA, NETVIBES, and 3DEXCITE brands;

    Starting from 2022, OUTSCALE became a brand of the Group, extending the portfolio of software applications. As the first sovereign and sustainable operator on the cloud, OUTSCALE enables governments and corporations from all sectors to achieve digital autonomy through a Cloud experience and with a world-class cyber governance.

    GEOs

    Eleven GEOs are responsible for driving the development of the Company’s business and implementing its customer‑centric engagement model. Teams leverage strong networks of local customers, users, partners, and influencers.

    These GEOs are structured into three groups:

    • the “Americas” group, made of two GEOs;
    • the “Europe” group, comprising Europe, Middle East and Africa (EMEA) and made of four GEOs;
    • the “Asia” group, comprising Asia and Oceania and made of five GEOs.

    3DEXPERIENCE Software Contribution

    To measure the relative share of 3DEXPERIENCE software in its revenues, Dassault Systèmes calculates the percentage contribution by comparing total 3DEXPERIENCE software revenue to software revenue for all product lines except SOLIDWORKS, MEDIDATA, CENTRIC PLM and other acquisitions (defined as “3DEXPERIENCE Eligible software revenue”).

    Cloud revenue

    Cloud revenue is generated from contracts that provide access to cloud-based solutions (SaaS), infrastructure as a service (IaaS), cloud solution development and cloud managed services. These offerings are delivered by Dassault Systèmes through its own cloud infrastructure or by third-party cloud providers. They are available through different deployment methods: Dedicated cloud, Sovereign cloud and International cloud. Cloud solutions are generally offered through subscription-based models or perpetual licenses with support and hosting services.

    New business

    New business is the combination of subscription revenue and licenses & other software revenue.

  • MIL-Evening Report: The phrase ‘fuzzy wuzzy angels’ is far from affectionate – it reflects 500 years of racism

    Every Anzac Day, Australians are presented with narratives that re-inscribe particular versions of our national story.

    One such narrative persistently claims “fuzzy wuzzy angel” was used as an “affectionate” name for local stretcher-bearers of sick and wounded Australian soldiers during the New Guinea campaign of 1942 to 1945.

    Papua New Guineans called Australian soldiers masta (master), taubada (big man), and bos (boss). Australian soldiers called Papua New Guinean people by racist phrases including boong, nigger, kanaka, coon, boi, boy and wog.

    Our new research shows that, far from being “affectionate”, the phrase fuzzy wuzzy angel is best understood in this context – and in the context of 500 years of anti-Black racism.

    These other offensive terms used by soldiers are largely gone from the public domain, yet fuzzy wuzzy angel persists. We decided to explore this apparently acceptable form of contemporary racism.

    Power relations across the centuries

    In 1526 the Portuguese explorer Jorge de Menezes named islands in the west of what is now West Papua Ilhas dos Papuas.

    “Papuas” was a borrowed word by the Portuguese of Malay/Indonesian origin, meaning “frizzled” or “curly-haired”. The islands were therefore known as the “islands of the frizzy-haired people”.

    In 1545, the Spanish explorer Yñigo Ortiz de Retez named the east mainland Nueva Guinea (New Guinea). As historian J.H.F. Sollewijn Gelpke describes it, Ortiz de Retez saw a physical resemblance to the “frizzy haired inhabitants […] of the Guinea Coast in West Africa”.

    The first usage we found of the phrase fuzzy wuzzy angels relating to the New Guinea campaign was in an article in the Sydney’s The Daily Mirror in 1942. A war correspondent reported troops along the Track were reciting a “catchy verse with a swing in it”.

    The “catchy verse” appears to borrow directly from the 1892 poem Fuzzy Wuzzy, by English writer Rudyard Kipling. Kipling borrowed the phrase from how British soldiers referred to the Beja warriors of north-east Africa during the Mahdist (Anglo–Sudan) War of 1881–99.

    Shortly after the poem was published in The Daily Mirror, the image of the “fuzzy wuzzy angel” was immortalised in a photograph. George Silk’s image shows Raphael Oimbari (Hanau village, Oro Province) walking with injured Australian soldier Private George “Dick” Whittington (2/10th Battalion) on Christmas Day, 1942.

    While Whittington was identified as the injured soldier, it wasn’t until the 1970s that Oimbari was identified and named as the Papua New Guinean guide.

    The cultural journey of Kipling’s poem in Africa to Australian infantry on the Kokoda follows the same route as Spanish and Portuguese sailors from African Guinea to Papua New Guinea.

    This focus on frizzy or fuzzy hair homogenised Blackness under the colonial gaze.

    Continuing racial relations

    Far from being just stretcher bearers, local people during the Kokoda Campaign were often forced to support the Australian war effort in roles including cooks, cleaners, labourers, construction workers, farm hands and carriers of ammunition.

    These roles have also disappeared from our national narrative, along with the more racist forms of address.

    In place of historically accurate accounts is a distilled national narrative: iconic stretcher bearers “affectionately” known as fuzzy wuzzy angels.

    There was little interest in the Australian war story in Papua New Guinea and the Kokoda Track between the end of the war and the early 1990s. Then, in 1992, Prime Minister Paul Keating kissed the foot of the Kokoda Memorial.

    Attention by subsequent prime ministers and an increased number of books and films propelled the Kokoda Track into mainstream Australian consciousness.

    Prime Minister John Howard made the “affectionate” usage claim in a speech to Papua New Guinea Prime Minister Bill Skate in 1998.

    Papua New Guinean scholar Regis Tove Stella wrote in 2007 that fuzzy wuzzy angel is “belittling and consistent with the discourse of paternalism that largely characterised colonial administrative policy”.

    Yet we continue to see Indigenous perspectives erased in favour of the “affectionate” account.

    500 years of a racist phrase

    Australia’s northernmost island, Saibai Island of Zenadh Kes/Torres Strait Islands, is less than 4 kilometres from Papua New Guinea – yet most Australians know little about our closest neighbours.

    This year marks the 50th anniversary of Papua New Guinea’s independence from Australia, mobilised by the Whitlam government, some 25 years behind the post-war decolonisation movement.

    Yet official decolonisation has not stopped Australians from insisting that it is affectionate – and, by implication, not racist – to use colonial naming practices that date back some 500 years.

    With ongoing cost of living pressures, the Australian and New Zealand supermarket sectors are attracting renewed political attention on both sides of the Tasman.

    Allegations of price gouging have become a political issue in the Australian federal election. At the same time, the New Zealand government has announced that “all options” are on the table to address a lack of competition in the sector – including possible breakup of the existing players.

    But it is not clear breaking up the supermarkets or other government interventions will improve the sector for shoppers and suppliers.

    In 2022, I co-authored a government-commissioned analysis looking at whether New Zealand’s two main supermarket groups should be forced to sell some of their stores to create a third competing chain.

    We found it was possible under some scenarios that breakup could benefit consumers. But key uncertainties and implementation risks meant consumers could lose overall.

    A lot hinges on whether breakup causes supermarkets’ input costs to rise or product variety to fall. Even in more positive scenarios at least some consumers could be left worse off.

    Watchdog concerns

    Competition authorities – the Australian Competition and Consumer Commission (ACCC) and New Zealand’s Commerce Commission – have conducted supermarket sector studies. They each expressed concern at significant barriers to entry and expansion in the sector and supermarkets’ resulting high levels of profitability.

    This year, the ACCC concluded margins earned by Australia’s main supermarkets are among the highest of supermarket businesses in comparable countries. Similarly, in 2022 the Commerce Commission found New Zealand’s supermarkets were earning excess profits of around NZ$430m a year.

    While high profits might mean that market power is being abused, it could also mean managers are doing a good job. Or have had a great run of luck. Alternative explanations for high profits would need to be ruled out before putting fingers on regulatory triggers.

    Barriers to entry

    The starting point is to acknowledge that high profits and prices go hand in hand with barriers to entry and challenges in achieving economies of scale.

    In other words, some sectors are less competitive than others simply because a lack of demand or high costs make it unprofitable for additional competitors to either enter or remain in the market.

    Countries like Australia and New Zealand, with low population densities and large service areas, face high costs of nationwide supply. They also face significant shipping distances from other countries. This limits the ability of overseas entrants using their existing buying and supply infrastructures.

    That said, some barriers to entry might be artificial or caused by existing firms stifling new competitors.

    Existing supermarkets in both countries have gained controlling stakes in the land needed to set up new supermarkets – something regulatory settings can prevent.

    Another challenge for new chains is the process of getting planning and land use consents – something policymakers can address.

    This points to key elements of a test for whether supermarkets are charging too much. One is a recognition that there can be natural reasons for limited competition, and unless technologies or consumer preferences change that will remain the case.

    Another is a focus on the things that can be changed – whether at the firm or policy level – in a way that benefits consumers and suppliers. Finally, policymakers need to consider whether the benefits of implementing them outweigh the costs.

    Testing the market

    Building on work developed by Nobel economist Oliver Williamson, a “three-limb test” was used in the 2017 government-commissioned assessment of fuel pricing in New Zealand that I co-authored. The same could be used to assess the supermarket sector.

    That three-limb test asks

    • are there features of the existing industry structure and conduct giving cause for concern
    • can those causes for concern be remedied
    • would the benefits of remedying those concerns outweigh the costs of doing so?

    If the answer to all three limbs is yes, that suggests suppliers are charging too much (or delivering too little) since there are practical ways to improve on the status quo.

    A virtue of such a test is that is can be applied in any sector where there are high firm concentration, barriers to entry and high profit margins.

    Importantly, the test looks beyond just what firms are (or are not) doing and asks whether policy and regulatory settings are ripe for improvements too.

    The test is also pragmatic – it shouldn’t trigger changes unless they are clearly expected to do more good than harm. This is important if interventions are risky, costly or irreversible, especially in sectors that are important to all of us.

    Politicians on both sides of the Tasman are floating the possibility of supermarket breakup, among other possible interventions. The three-limb test helps to identify whether any proposed interventions are a good idea and whether supermarket prices are higher than they need to be.

    Large-scale modernization of workshops and laboratories continues in the capital’s colleges. They are equipped with the same equipment as modern enterprises in the city.     In the educational complex of urban development “Capital” opened two modern sites for practical training.     Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), a senior member and former Chairof the Senate Health, Education, Labor, and Pensions (HELP) Committee and former Chair of the Senate Appropriations Labor-HHS-Education & Related Agencies Subcommittee released the following statement on the Trump administration gutting the historic Women’s Health Initiative (WHI), the largest National Institutes of Health (NIH) effort studying the health needs of women. WHI has enrolled more than 160,000 participants in clinical trials and tracked the health of many thousands more over more than three decades since its inception in the early 1990s. There are currently over 42,000 participants that are actively involved. WHI’s findings have had a major influence on women’s health care, reducing rates of cancer and other diseases, and influencing clinical guidelines for multiple health factors.
    Yesterday, WHI investigators were informed that the Department of Health and Human Services (HHS) will terminate WHI Regional Center (RC) contracts at the end of their current fiscal year, September 2025. According to the WHI Funding Announcement issued yesterday, the WHI Clinical Coordinating Center, which is based at the Fred Hutchinson Cancer Research Center in Seattle, will continue operations until January 2026, after which time its funding remains uncertain. “The full implications of these funding cuts are still being determined, but these contract terminations will significantly impact ongoing research and data collection—especially the detailed participant health event data collected by RC staff. The loss of this critical data stream would severely limit WHI’s ability to generate new insights into the health of older women, one of the fastest-growing segments of our population,” the notice read.
    “This is a devastating loss for women’s health research. It’s unacceptable and truly tragic that the Trump administration has decided to pull the plug on one of the most influential studies in the world and one that has led to enormous breakthroughs in preventing chronic disease—a stated goal of HHS leadership—and helping women everywhere live healthier and longer lives.
    “The Women’s Health Initiative has not only led to major advancements in our understanding of women’s health issues, especially in older women, but it has paved the way for a generation of researchers focused on women’s health—which has long been overlooked and underfunded. Now, Trump, Elon, and our pro-disease Health Secretary RFK Jr. are taking an axe to a study that has helped millions of Americans live healthier lives and have better treatment options—yet another example of how this administration is hell-bent on cutting health research to the bone without a clue and without a care for the consequences.
    “Destroying the Women’s Health Initiative is an unbelievably shortsighted move that will have an immense long-term cost for our country—in undiscovered treatments and cures, the loss of vast amounts of data to improve women’s health, and a less healthy population overall.
    “This is an unconscionable loss—and I am calling on every one of my colleagues, especially my Republican colleagues who understand the importance of supporting research into women’s health, to join me in demanding that the Trump administration immediately reverse course.”
    Senator Murray has been leading the charge against the Trump administration’s efforts to gut lifesaving research at NIH and fire en masse more than 1,300 skilled scientists and grants administrators at the agency. When the Trump administration attempted to illegally cap indirect cost rates at 15 percent, Senator Murray immediately and forcefully condemned the move, led the entire Senate Democratic caucus in a letter decrying the proposed change, and introduced amendments to Senate Republicans’ budget resolution to reverse it, which Republicans blocked.
    As a longtime appropriator and former Chair of the Senate HELP Committee, Senator Murray has always championed women’s health care and fought to boost investments in women’s health care research in particular. As the former Chair of the Senate Appropriations Labor-HHS-Education & Related Agencies Subcommittee, Senator Murray has fought for increases in women’s health research programs across NIH, including the Implementing a Maternal Health and Pregnancy Outcomes Vision for Everyone (IMPROVE) Initiative and the Office of Research on Women’s Health. As the top Democrat on the Senate HELP Committee, Murray led negotiations and passage of the 21st Century Cures Act in 2016, bipartisan legislation that provided $4.8 billion over the next 10 years to invests in a wide range of health priorities including with regards to women’s health care. Murray leads and has repeatedly introduced the Jeanette Acosta Invest in Women’s Health Act, which would increase women’s access to preventive and lifesaving cancer screenings. Murray has also been a strong advocate for women veterans’ health care—transforming the VA over decades to meet the needs of women veterans, whether by authoring and passing the Women Veterans Health Care Improvement Act in 2010, helping to pass the Deborah Sampson Act and MAMMO Act to address gender disparities at VA and expand access to breast cancer screening and treatment at VA, or by delivering annual funding as an appropriator to help VA provide the necessary care for women veterans.
    Last year as Chair of the Senate Appropriations Committee, Senator Murray delivered a record $900 million investment in women veterans’ health care, as well as a $300 million funding boost for NIH. Senator Murray also leads landmark bipartisan legislation endorsed by Halle Berry to boost menopause research and, for the first time, coordinate the federal government’s existing programs related to menopause and mid-life women’s health. Earlier this month, Senator Murray introduced separate bipartisan legislation to require VA and the Department of Defense (DoD) to research and study the effects of menopause on women servicemembers and women veterans
    Over her years as a senior member of the Appropriations Committee, Senator Murray secured billions of dollars in increases for biomedical research at the National Institutes of Health, and during her time as Chair of the HELP Committee, she established the new ARPA-H research agency as part of her PREVENT Pandemics Act to advance some of the most cutting-edge research in the field.

    Back in October 2024, schoolchildren received difficult tasks, and since then they have been working on solving them in order to brilliantly defend their projects before the jury. This year, about 100 participants and their mentors from 11 educational institutions of Novosibirsk and the Novosibirsk region competed for the title of the best young engineers.

    Over the Easter weekend, seven people drowned along the Australian coast. Most were swept off rock platforms – extremely dangerous locations that are increasingly prevalent in Australia’s coastal fatality data.

    The weather was unseasonably warm, the surf at times looking calm and at others foreboding. And yet, despite warnings from Surf Life Saving, emergency services and meteorologists, many still entered the water – often unaware of how deceptively dangerous the conditions could be.

    It was a tragic reminder that many people don’t understand ocean conditions and how waves and swells work. Current water safety warnings aren’t doing enough to change behaviour – but with simple improvements and better education around long-period swells, we could save lives.

    The difference between waves and swells

    Waves on the ocean are caused by wind. Some, called sea waves, are generated by nearby winds. Others, known as swell waves, are created by distant weather systems, such as storms far away, and travel long distances.

    Swells can travel thousands of kilometres and may still be present even if the local wind is calm. It’s estimated that up to 75% of wave action across the globe is caused by distant storms, not local winds. This makes the predicting of swells and waves a complex science.

    A long-period swell refers to waves that arrive at longer intervals, typically 12 to 20 seconds apart. These swells carry more energy than short-period ones, travel greater distances, and tend to produce sets of larger waves when they hit the coast.

    What makes long-period swells so dangerous?

    Over Easter, hazardous long-period swells generated by an ex-cyclone offshore were hitting much of the east coast. The Bureau of Meteorology issued warnings, and Surf Life Saving reinforced these messages with media alerts and beach closures.

    But the surf didn’t always look threatening – at least not all of the time.

    The misleading nature of long-period swells is part of the problem. They create deceptively calm periods, and lulls between these wave sets can last ten or 15 minutes. During that time, people feel safe entering the water, wading out, going onto a rock platform or relaxing near the shoreline.

    When the next set arrives, it can be unexpected and forceful – knocking people over, pulling them into the water or creating unexpected currents.

    Unlike short-period waves, long-period swells carry momentum that enables them to surge much further up beaches and rock platforms, increasing the chances of sweeping people into the water. When these waves break, they do so with considerable force, and the powerful backwash can drag people into deep water.

    The sudden arrival of these waves, without a gradual buildup, makes them especially dangerous in exposed areas like rock shelves or platforms.

    Rock platforms are dangerous because of a combination of environmental exposure and low visibility in our approach to coastal safety. They’re often exposed to powerful waves, have uneven, slippery surfaces, and lack easy exit points.

    If someone is knocked into the water, there’s usually nothing to hold onto, and climbing back up is almost impossible – especially in heavy clothing or fishing gear.

    Why current warnings don’t cut through

    Australians may be familiar with fire danger ratings, cyclone warnings and the UV index.

    But the way we communicate surf risk – particularly around swell behaviour – is vague and technical. Phrases like “hazardous surf” or “long-period swell” are accurate, but fail to convey what people will actually experience at the shoreline.

    Most members of the public don’t know what a 16-second swell interval means, or how it affects where and how waves break. As a result, warnings go unnoticed, or people believe they can assess the risk themselves by looking at the water – which, during a lull, can seem completely harmless.

    Social media compounds this problem. Over Easter, videos of huge waves circulated widely, but so did footage of people playing or standing near the water with no apparent concern. The public sees mixed signals – and the science and warnings don’t always cut through.

    How to improve coastal hazard communication

    If we want to reduce coastal deaths during swell events, we need to bridge the gap between forecasts and real-world understanding.

    1. Translate forecasts into direct, behavioural warnings

    Instead of just saying “hazardous surf”, add language that explains what that means: “Conditions may appear calm, but large sets of waves will arrive every 10–15 minutes. Stay well back from the waterline”.

    2. Use visual risk systems

    Just like fire danger ratings, a colour-coded coastal risk index could be introduced for days when swell conditions are particularly hazardous. Simple signage at beaches could indicate the risk level and explain the reason for it.

    3. Integrate live updates at key sites

    SMS alerts or digital signage at car parks and entry points could provide real-time hazard updates. These should be visual and multilingual to reach a broader audience.

    4. Make ocean science public knowledge

    Government campaigns, surf clubs and schools should all help explain the basics of swell behaviour – including what long-period swell is, why wave sets arrive and why calm periods aren’t always safe. Just like “swim between the flags” became a known rule, so, too, should basic awareness of wave cycles. Surfers could be champions of this education.

    The conditions that contributed to the Easter drownings were forecast, monitored and forewarned. But most people don’t make decisions based on marine forecasts – they make them based on what they see in front of them.

    Long-period swell is a classic hidden hazard. It tricks even experienced beach goers, not because the science is unclear, but because the risk isn’t made clear to the public.

    Immunization efforts are under growing threat as misinformation, population growth, humanitarian crises and funding cuts jeopardize progress and leave millions of children, adolescents and adults at risk, warn WHO, UNICEF, and Gavi during World Immunization Week, 24–30 April.

    Outbreaks of vaccine-preventable diseases such as measles, meningitis and yellow fever are rising globally, and diseases like diphtheria, that have long been held at bay or virtually disappeared in many countries, are at risk of re-emerging. In response, the agencies are calling for urgent and sustained political attention and investment to strengthen immunization programmes and protect significant progress achieved in reducing child mortality over the past 50 years.

    “Vaccines have saved more than 150 million lives over the past five decades,” said WHO Director-General, Dr Tedros Adhanom Ghebreyesus. “Funding cuts to global health have put these hard-won gains in jeopardy. Outbreaks of vaccine-preventable diseases are increasing around the world, putting lives at risk and exposing countries to increased costs in treating diseases and responding to outbreaks. Countries with limited resources must invest in the highest-impact interventions – and that includes vaccines.”

    Rising outbreaks and strained health systems

    Measles is making an especially dangerous comeback. The number of cases has been increasing year on year since 2021, tracking the reductions in immunization coverage that occurred during and since the COVID-19 pandemic in many communities. Measles cases reached an estimated 10.3 million in 2023, a 20% increase compared to 2022.

    The agencies warn that this upward trend likely continued into 2024 and 2025, as outbreaks have intensified around the world. In the past 12 months, 138 countries have reported measles cases, with 61 experiencing large or disruptive outbreaks – the highest number observed in any 12-month period since 2019.

    Meningitis cases in Africa also rose sharply in 2024, and the upward trend has continued into 2025. In the first three months of this year alone, more than 5500 suspected cases and nearly 300 deaths were reported in 22 countries. This follows approximately 26 000 cases and almost 1400 deaths across 24 countries last year.

    Yellow fever cases in the African region are also climbing, with 124 confirmed cases reported in 12 countries in 2024. This comes after dramatic declines in the disease over the past decade, thanks to global vaccine stockpiles and use of yellow fever vaccine in routine immunization programmes. In the WHO Region of the Americas, yellow fever outbreaks have been confirmed since the beginning of this year, with a total of 131 cases in 4 countries.

    These outbreaks come amidst global funding cuts. A recent WHO rapid stock take with 108 country offices of WHO – mostly in low- and lower-middle-income countries – shows that nearly half of those countries are facing moderate to severe disruptions to vaccination campaigns, routine immunization and access to supplies due to reduced donor funding. Disease surveillance, including for vaccine-preventable diseases, is also impacted in more than half of the countries surveyed.

    At the same time, the number of children missing routine vaccinations has been increasing in recent years, even as countries make efforts to catch up children missed during the pandemic. In 2023, an estimated 14.5 million children missed all of their routine vaccine doses – up from 13.9 million in 2022 and 12.9 million in 2019. Over half of these children live in countries facing conflict, fragility, or instability, where access to basic health services is often disrupted.

    “The global funding crisis is severely limiting our ability to vaccinate over 15 million vulnerable children in fragile and conflict-affected countries against measles,” said UNICEF Executive Director Catherine Russell. “Immunization services, disease surveillance, and the outbreak response in nearly 50 countries are already being disrupted – with setbacks at a similar level to what we saw during COVID-19. We cannot afford to lose ground in the fight against preventable diseases.”

    Continued investment in the ‘Big Catch-Up initiative’, launched in 2023 to reach children who missed vaccines during the COVID-19 pandemic, and other routine immunization programmes will be critical.

    How immunization addresses these challenges

    Joint efforts by WHO, UNICEF, Gavi and partners have helped countries expand access to vaccines and strengthen immunization systems through primary health care, even in the face of mounting challenges. Every year, vaccines save nearly 4.2 million lives against 14 diseases – with nearly half of these lives saved in the African Region.

    Vaccination campaigns have led to the elimination of meningitis A in Africa’s meningitis belt, while a new vaccine that protects against five strains of meningitis holds promise for broader protection, with efforts underway to expand its use for outbreak response and prevention.

    Progress has also been made in reducing yellow fever cases and deaths through increasing routine immunization coverage and emergency vaccine stockpiles, but recent outbreaks in Africa and in the Region of the Americas highlight the risks in areas with no reported cases in the past, low routine vaccination coverage and gaps in preventive campaigns.

    In addition, the past two years have seen substantial progress in other areas of immunization. In the African Region, which has the highest cervical cancer burden in the world, HPV vaccine coverage nearly doubled between 2020 and 2023 from 21% to 40%, reflecting a concerted global effort towards eliminating cervical cancer. The progress in immunization also includes increases in global coverage of pneumococcal conjugate vaccines, particularly in the South-East Asia Region, alongside introductions in Chad and Somalia, countries with high disease burden.

    Another milestone is the sub-national introduction of malaria vaccines in nearly 20 African countries, laying the foundation to save half a million additional lives by 2035 as more countries adopt the vaccines and scale-up accelerates as part of the tools to fight malaria.

    Call to action

    UNICEF, WHO, and Gavi urgently call for parents, the public, and politicians to strengthen support for immunization. The agencies emphasize the need for sustained investment in vaccines and immunization programmes and urge countries to honour their commitments to the Immunization Agenda 2030 (IA2030).

    As part of integrated primary health-care systems, vaccination can protect against diseases and connect families to other essential care, such as antenatal care, nutrition or malaria screening. Immunization is a ‘best buy’ in health with a return on investment of $54 for every dollar invested and provides a foundation for future prosperity and health security.

    “Increasing outbreaks of highly infectious diseases are a concern for the whole world. The good news is we can fight back, and Gavi’s next strategic period has a clear plan to bolster our defences by expanding investments in global vaccine stockpiles and rolling out targeted preventive vaccination in countries most impacted by meningitis, yellow fever and measles,” said Dr Sania Nishtar, CEO of Gavi, the Vaccine Alliance. “These vital activities, however, will be at risk if Gavi is not fully funded for the next five years and we call on our donors to support our mission in the interests of keeping everyone, everywhere, safer from preventable diseases.”

    Gavi’s upcoming high-level pledging summit taking place on 25 June 2025 seeks to raise at least US$ 9 billion from our donors to fund our ambitious strategy to protect 500 million children, saving at least 8 million lives from 2026–2030.

    BEIJING, April 23 — Chinese Premier Li Qiang met with Kenyan President William Ruto, who is on a state visit to China, in Beijing on Wednesday.

    Li noted that in recent years, under the strategic guidance of the two heads of state, China-Kenya relations have continued to improve, with fruitful cooperation outcomes across various fields significantly enhancing the well-being of the two peoples. He added that the two heads of state will hold talks to further plan the deepening of China-Kenya relations and cooperation.

    China is willing to work with Kenya to continually enrich the comprehensive strategic cooperative partnership, expand mutually beneficial cooperation in all areas, and strive toward modernization together, Li said.

  • MIL-OSI China: International Lunar Research Station attracts more partners: CNSA

    SHANGHAI, April 23 — A total of 17 countries and international organizations, as well as more than 50 international research institutions have joined the China-initiated International Lunar Research Station (ILRS), a senior official of the China National Space Administration (CNSA) said Wednesday at a conference held in Shanghai.

    In current international lunar exploration, traditional spacefaring nations continue to carry out missions, emerging space nations are constantly joining in, and commercial spaceflight is flourishing, Bian Zhigang, deputy director of the CNSA, noted at the International Conference on Developers of the ILRS.

    Lunar exploration activities are evolving from short-term missions to long-term construction, from single-craft exploration to multi-craft collaboration, and from national missions to international cooperation, Bian said. The modes of exploration and cooperation are undergoing fundamental changes, he added.

    Bian stressed that the ILRS will offer new opportunities and platforms for fostering global intelligence integration, technological innovation, inclusive cooperation, and shared development.

    Wu Weiren, the chief designer of China’s lunar exploration program, said that the ILRS, which is a scientific experimental facility consisting of sections on the lunar surface and in lunar orbit, is projected to be built in two phases: a basic model to be built by 2035 in the lunar south pole region, and an extended model to be built in the 2040s.

    Chang’e-7 and Chang’e-8 will become parts of the basic model.

    The ILRS will possess capabilities such as Earth-Moon transportation, energy supply, centralized control, communication, navigation, lunar surface scientific exploration and ground support capabilities, Wu said.

    It will conduct multidisciplinary, multiple-objective and comprehensive scientific and technological activities continuously, Wu added.

    The ILRS integrates observation, exploration, scientific experiments and in-situ resource utilization into a single system. It will conduct large-scale, long-duration, multiple-point continuous and real-time synchronous observations, according to Wang Chi, director of the National Space Science Center of the Chinese Academy of Sciences (CAS) and a CAS academician.

    The overall scientific objectives of the ILRS include lunar geology, lunar-based astronomical observation, space environment observation of the Sun-Earth-Moon system, lunar-based fundamental science experiments, and lunar in-situ resource utilization, Wang noted.

    The CNSA has always adhered to the principles of equality, mutual benefits, the peaceful utilization of space, and win-win cooperation, Bian noted. It welcomes international partners to participate in various stages of the ILRS and at all levels of the mission. This will promote the use of space technology to benefit humanity and advance the building of a community with a shared future for humanity in the field of outer space, he said.

    Amjad Ali, deputy director general and chairman secretariat of the Space and Upper Atmosphere Research Commission (SUPARCO) of Pakistan, said that the CNSA leads in inclusive space exploration, enabling emerging space nations like Pakistan to rise.

    The upcoming Chang’e-8 mission will carry a 30-kilogram lunar rover developed by SUPARCO which will contribute to terrain mapping and regolith analysis, according to Ali.

    He said that the ILRS, led by the CNSA, envisions the construction of a permanent lunar outpost by the 2030s. Pakistan’s involvement offers opportunities in science, infrastructure and in-situ resource utilization.

    “Our instruments will analyze regolith composition, test autonomous surface mobility and study lunar environmental conditions, contributing to global lunar science databases,” Ali said.

    “The CNSA-SUPARCO partnership strengthens intercultural dialogue, diplomacy and peaceful collaboration, proving that shared dreams can unite nations among the stars,” he added.

    More than 120 leaders of space agencies, as well as experts and scholars, from 13 countries, regions and international organizations attended the meeting.

    Sec. 2.  Policy.  It is the policy of the United States to promote AI literacy and proficiency among Americans by promoting the appropriate integration of AI into education, providing comprehensive AI training for educators, and fostering early exposure to AI concepts and technology to develop an AI-ready workforce and the next generation of American AI innovators.
    Sec. 3.  Definition.  For the purposes of this order, “artificial intelligence” or “AI” has the meaning set forth in 15 U.S.C. 9401(3).
    Sec. 4.  Establishing an Artificial Intelligence Education Task Force.  (a)  There is hereby established the White House Task Force on Artificial Intelligence Education (Task Force).(b)  The Director of the Office of Science and Technology Policy shall be the Chair of the Task Force.(c)  The Task Force membership shall consist of the following members:(i)     the Secretary of Agriculture;(ii)    the Secretary of Labor;(iii)   the Secretary of Energy;(iv)    the Secretary of Education;(v)     the Director of the National Science Foundation (NSF);(vi)    the Assistant to the President for Domestic Policy;(vii)   the Special Advisor for AI & Crypto; (viii)  the Assistant to the President for Policy; and(ix)    the heads of other such executive departments and agencies (agencies) and offices that the Chair may designate or invite to participate.(d)  The Task Force shall be responsible for implementing the policy stated in section 2 of this order and coordinating Federal efforts related to AI education, including the actions outlined in this order.
    Sec. 5.  Establishing the Presidential Artificial Intelligence Challenge.  (a)  Within 90 days of the date of this order, the Task Force shall establish plans for a Presidential Artificial Intelligence Challenge (Challenge), and the agencies represented on the Task Force shall, as appropriate and consistent with applicable law, implement the plans by holding the Challenge no later than 12 months from the submission of the plan.  The Challenge shall encourage and highlight student and educator achievements in AI, promote wide geographic adoption of technological advancement, and foster collaboration between government, academia, philanthropy, and industry to address national challenges with AI solutions.(b)  The Challenge shall feature multiple age categories, distinct geographic regions for competition, and a variety of topical themes of competition to reflect the breadth of AI applications, encouraging interdisciplinary exploration. (c)  The Task Force and, as appropriate, agencies represented on the Task Force shall collaborate with relevant agencies and private sector entities to provide technical expertise, resources, and promotional support for implementing the Challenge, including through existing funding vehicles.  
    Sec. 6.  Improving Education Through Artificial Intelligence.  (a)  To provide resources for K-12 AI education, agencies represented on the Task Force shall seek to establish public-private partnerships with leading AI industry organizations, academic institutions, nonprofit entities, and other organizations with expertise in AI and computer science education to collaboratively develop online resources focused on teaching K-12 students foundational AI literacy and critical thinking skills.  The Task Force shall promptly announce such public-private partnerships on a rolling basis as they are formed.(i)   The Task Force shall seek to utilize industry commitments and identify any Federal funding mechanisms, including discretionary grants, that can be used to provide resources for K-12 AI education.  To the extent practicable and as consistent with applicable law, agencies shall prioritize funding for such purposes when it would further the aims of the program for which funding is available.(ii)  The Task Force shall work to ensure the resources funded as described in subsection (i) of this section are ready for use in K-12 instruction within 180 days following the Task Force’s formal announcement of the first slate of public-private partnerships.(b)  Within 90 days of the date of this order, the Task Force shall identify existing Federal AI resources on which agencies may rely, such as the NSF- and Department of Agriculture-sponsored National AI Research Institutes, to support partnerships with State and local educational agencies to improve AI education.(c)  Within 90 days of the date of this order, the Secretary of Education shall issue guidance regarding the use of formula and discretionary grant funds to improve education outcomes using AI, including but not limited to AI-based high-quality instructional resources; high-impact tutoring; and college and career pathway exploration, advising, and navigation.(d)  Within 90 days of the date of this order, the Secretary of Education shall identify and implement ways to utilize existing research programs to assist State and local efforts to use AI for improved student achievement, attainment, and mobility.
    Sec. 7.  Enhancing Training for Educators on Artificial Intelligence.  (a)  Within 120 days of the date of this order, the Secretary of Education shall take steps to prioritize the use of AI in discretionary grant programs for teacher training authorized by the Elementary and Secondary Education Act of 1965 (Public Law 89-10), as amended, and Title II of the Higher Education Act of 1965 (Public Law 89-329), as amended, including for:(i)    reducing time-intensive administrative tasks;(ii)   improving teacher training and evaluation; (iii)  providing professional development for all educators, so they can integrate the fundamentals of AI into all subject areas; and(iv)   providing professional development in foundational computer science and AI, preparing educators to effectively teach AI in stand-alone computer science and other relevant courses.(b)  Within 120 days of the date of this order, the Director of the NSF shall take steps to prioritize research on the use of AI in education.  The Director of the NSF shall also utilize existing programs to create teacher training opportunities that help educators effectively integrate AI-based tools and modalities in classrooms. (c)  Within 120 days of the date of this order, the Secretary of Agriculture shall take steps to prioritize research, extension, and education on the use of AI in formal and non-formal education through 4-H and the Cooperative Extension System.  The Secretary of Agriculture shall also utilize existing programs to create teacher and educator training opportunities that help effectively integrate AI-based tools and modalities into classrooms and curriculum.
    Sec. 8.  Promoting Registered Apprenticeships.  (a)  Within 120 days of the date of this order, the Secretary of Labor shall seek to increase participation in AI-related Registered Apprenticeships, including by:(i)   Prioritizing the development and growth of Registered Apprenticeships in AI-related occupations.  The Secretary of Labor shall establish specific goals for growing Registered Apprenticeships in AI-related occupations across industries; and(ii)  Using apprenticeship intermediary contracts and allocating existing discretionary funds, as appropriate and consistent with applicable law, to engage industry organizations and employers and facilitate the development of Registered Apprenticeship programs in AI-related occupations.  In doing so, the Secretary of Labor shall support the creation of industry-developed program standards to be registered on a nationwide basis, enabling individual employers to adopt the standards without requiring individual registry.(b)  Within 120 days of the date of this order, the Secretary of Labor shall encourage States and grantees to use funding provided under the Workforce Innovation and Opportunity Act (WIOA) (Public Law 113-128), as amended, to develop AI skills and support work-based learning opportunities within occupations utilizing AI by:(i)    issuing guidance to State and local workforce development boards encouraging the use of WIOA youth formula funds to help youth develop AI skills;(ii)   clarifying that States can use Governor set-asides to integrate AI learning opportunities into youth programs across the State; and(iii)  consistent with applicable law, establishing AI skills training and work-based learning as a grant priority in all Employment and Training Administration youth-focused discretionary grant programs.(c)  Within 120 days of the date of this order, the Secretary of Labor, through the Assistant Secretary of Labor for Employment and Training, and in collaboration with the Director of the NSF, shall engage with relevant State and local workforce development boards, industry organizations, education and training providers, and employers to identify and promote high-quality AI skills education coursework and certifications across the country.  Through such engagement, the Secretary of Labor shall:(i)    identify applicable funding opportunities to expand access to high-quality AI coursework and certifications;(ii)   set performance targets for youth participation through any grants awarded for this purpose; and(iii)  utilize industry and philanthropic partnerships to the extent practicable.(d)  Within 120 days of the date of this order, and in consultation with the Secretary of Education and the Director of the NSF, the Secretary of Labor shall support the creation of opportunities for high school students to take AI courses and certification programs by giving priority consideration in awarding grants as appropriate and consistent with applicable law to providers that commit to use funds to develop or expand AI courses and certification programs.  The Secretary of Labor and the Secretary of Education shall encourage recipients to build partnerships with States and local school districts to encourage those entities to consider offering high school students dual enrollment opportunities to take courses to earn postsecondary credentials and industry-recognized AI credentials concurrent with high school education.(e)  Within 120 days of the date of this order, all agencies that provide educational grants shall, as appropriate and consistent with applicable law, consider AI as a priority area within existing Federal fellowship and scholarship for service programs.
    Sec. 9.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:(i)   the authority granted by law to an executive department or agency, or the head thereof; or(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    SMEs from across the UK will benefit from new government support to match them up with international buyers and markets.

    • Export Roadshows, created to get more small businesses exporting and grow the economy, kick off today in the North East 
    • Taking place across all nations and regions of the UK, events will bring together small firms, industry experts, trade bodies and government  
    • Part of the modern Industrial Strategy, the roadshow aims to channel government support to growth-driving sectors, as part of the Plan for Change 

    SMEs from across the UK will benefit from new government support to match them up with international buyers and markets, to turbocharge UK exports and grow the economy as part of the Plan for Change. 

    The ‘Made in the UK, Sold to the World’ roadshows, kicking off today [24 April] in Blyth and taking place across all nations and regions of the UK, have been designed to directly connect international buyers with SME exporters ready to seize the opportunity to grow their businesses. Through these events, the Government is working to maximise international opportunities for UK businesses by highlighting tangible opportunities that exist in new markets.   

    Each event will be aligned to one of the eight key growth driving sectors outlined in Britain’s modern Industrial Strategy, channelling government support to sectors with the highest potential to create jobs, boost productivity and grow the economy. All of which will help deliver the Plan for Change to put more money in more working people’s pockets.   

    Highlighted sectors include clean energy, advanced manufacturing, technology, life sciences, digital and technology, and financial services.  

    Gareth Thomas, Minister for Services, Small Businesses and Exports, said: 

    Maximising the UK’s export potential is crucial to achieving our Plan for Change, by creating good jobs with high wages, raising productivity, and boosting the economy. 

    Through these roadshows, the government is focussing on supporting key growth sectors, making it quicker and easier for smaller businesses to connect with markets, grasp export opportunities and expand. 

    The focus of the first roadshow, taking place today, is exporting in the clean energy sector.  

    There will be 100 attendees at the event – made up of small businesses, trade bodies, and government representatives, as well as 30 Commercial Officers from UK embassies and consulates from around the world, and 97 buyers, all of whom will join the event virtually through pre-planned meetings. 

    The 97 buyers span 19 markets worldwide, from Argentina to Austria, Thailand, Turkey, Mexico, India, and the UAE.  

    All roadshow events will provide opportunities for delegates to meet with domestic and international Commercial Officers, who will be on hand to offer expert support and advice on specific products, markets, and export opportunities.  

    There will also be a designated advice zone for SMEs to learn about wider export support services offered by the Department for Business and Trade, as well as those provided by other public sectors partners like regional Growth Hubs, and trusted private sector providers like the Chambers of Commerce, Federation of Small Business, UKEF and MAKE UK.  

    A range of workshops and seminars on topical issues such as ‘conducting market research’ and ‘routes to market’ will take place throughout the day, led by the UK Export Academy. Several of these will feature DBT Export Champions who will speak of their own experiences in target markets.

    We also urge you to safeguard the work of the Make America Healthy Again Commission (Commission) from activist groups promoting misguided and sometimes even malicious policies masquerading as health solutions. The influence of these groups in the Commission would result in shoddy science; a less abundant, less affordable food supply; greater reliance on foreign adversaries for our food; diminished U.S. agricultural production and manufacturing; and, ultimately, poorer health outcomes.

    President Trump recently stated environmental activists were holding the economic prosperity of our country hostage. We now have concerns that they are seeking to influence the work of the Commission to advance their agenda. For decades activist groups have tried to ban safe, well-regulated agricultural inputs by any means necessary. Without these products, yields and quality are negatively impacted by otherwise avoidable insects, fungus, weeds, and other pest pressures. This drives up food prices for American consumers and forces reliance of food imports.

    The same groups have seized upon the Commission’s work as an opportunity to misrepresent the science on common food and feed categories or ingredients, such as plant-based oils. These inputs are subject to a robust, risk-based regulatory system which focuses on protecting human health. Unfounded accusations harm the U.S. farmers who grow our food, upend food and feed supply chains, and significantly increase grocery food prices – all without public health benefit.

    Collaborative vision for conservation, outdoor recreation, and climate resilience ensures an enduring future for generations to come

    COLORADO SPRINGS – Colorado Governor Jared Polis and coordinating partners from several state conservation, outdoor recreation, and climate resilience departments and programs, announced today the launch of Colorado’s Outdoors Strategy, a statewide vision and framework for action that ensures a future where Colorado’s outdoors, people, community character, and ways of life endure for generations to come. The Strategy was unveiled at the Partners in the Outdoors Conference in Colorado Springs. Coordinating partners involved in the Strategy development and rollout included Colorado Parks and Wildlife, Great Outdoors Colorado (GOCO), Colorado Department of Natural Resources, the Colorado Outdoor Recreation Industry Office, and the Governor’s Office of Climate Preparedness & Disaster Recovery.

    Colorado’s Outdoors Strategy, one of the first of its kind in the United States, is the state’s conservation, outdoor recreation, and climate resilience strategy. It advances coordination, tools, and funding to align, prioritize, and implement strategic actions on the landscape for conservation, outdoor recreation, and climate resilience.  

    “Coloradans and our visitors love our great outdoors, and the outdoors are essential to what makes our state special,” said Governor Polis. “The health of our wildlife, biodiversity, people, communities, agriculture, and economies depends on thriving natural environments and amazing outdoor recreation experiences that our state provides. But our wild areas face significant and urgent pressures from growing populations, human disturbance, climate change, wildfires, and drought – and we are at an important crossroads. Our Strategy provides structure and important tools to help communities effectively and successfully plan and implement for the future.”

    Outdoor spaces are vital to residents, with 96% engaging in outdoor activities at least annually and 90 million visitors exploring the state in 2022. With more than 960 wildlife species and a population expected to grow from 5.5 million to 8.5 million by 2050, the Strategy supports Colorado’s efforts to celebrate and balance both conservation and recreation.  Colorado’s Outdoors Strategy has three goals:

    1. Climate-Resilient Conservation and Restoration: Conservation and restoration of lands and waters help wildlife and biodiversity thrive; habitats are resilient and connected; communities benefit from healthy ecosystems and agricultural lands.
    2. Exceptional and Sustainable Outdoor Recreation: A diversity of high-quality outdoor experiences are accessible, equitable, and inclusive; management and stewardship enhance benefits for and minimize impacts to people, landscapes, and communities.
    3. Coordinated Planning and Funding: Planning and implementation are interdisciplinary; supported by robust funding and capacity; inclusive of diverse perspectives and communities; and drive meaningful action for the outdoors.

    “The Strategy supports all who love the outdoors in working together to achieve climate-resilient conservation and restoration coupled with exceptional and sustainable outdoor recreation,” said Jeff Davis, Director, Colorado Parks and Wildlife. “Everyone can use the Strategy’s vision and goals as ‘North Stars’ to champion Colorado’s outdoors and coordinate efforts to achieve key outcomes for the state. The success of Colorado’s Outdoors Strategy hinges on partnerships to work together toward common goals and solutions.”  

    The Strategy comes to life through 9 objectives and 33 coordinating partner actions, along with a Resource Hub, offering free online data, mapping tools, and other resources to support conservation, outdoor recreation, and climate resilience planning. Available to public and private partners, the hub streamlines collaboration and enhances planning efforts for the outdoors. It currently provides:  

    • An interactive data dashboard with state and county scale information, data, and links for conservation, outdoor recreation, and climate resilience.  
    • An interactive plan library that is searchable for federal, regional, state, and county scale conservation, outdoor recreation, and climate resilience plans in Colorado.
    • Planning resources and guidance for conservation, outdoor recreation, and climate resilience.  
    • A statewide Guidance Framework for Tribal Collaboration in Conservation, Outdoor Recreation, and Climate Resilience.  
    • An interactive Equity, Diversity, and Inclusion Resource and Action Guide that is searchable by topic area.  
    • Colorado’s Conservation Data Explorer (CODEX) and StoryMap with conservation, outdoor recreation, and climate resilience mapping tools.  

    Coordinating partners worked to develop the Strategy and Resource Hub over the past year. Other key partners contributed to the effort including state, federal, and local governments; Tribal Nations; private and agricultural land/water rights owners and managers; local communities; Colorado Regional Partnerships Initiative; Colorado Outdoor Partnership; and diverse private and public sector partners in conservation, restoration, outdoor recreation, stewardship, climate resilience, and equity, diversity, and inclusion.

We are thrilled to host the map layers from COS on Colorado’s Conservation Data Explorer (CODEX), a collaborative space where all Coloradans can explore these tools and use them to drive sustainable investment in Colorado’s future.   • MIL-OSI USA: Smith, Bipartisan Colleagues Call for E15 Waiver to Provide Fuel Price Relief

    Washington, DC — Representatives Adrian Smith (R-NE), Angie Craig (D-MN), Ashley Hinson (R-IA), and Mark Pocan (D-WI) led 25 members of Congress urging the administration to lower prices at the gas pump by allowing the nationwide sale of E-15 this summer. The bipartisan letter asked President Donald Trump to extend the Reid vapor pressure (RVP) waiver to permit the sale of ethanol blends up to 15 percent from June 1 through September 15, 2025 and engage directly with requests from eight Midwestern states, including Nebraska, to maintain uniform access to ethanol blends.

    In the letter the members wrote:

    “To safeguard our energy supply, we must preserve the home-grown, affordable option higher ethanol blends provide. The administration’s efforts to unleash American energy independence is a long-term goal but can begin in the short term with preserving flexibility in our domestic energy production and supply through this emergency waiver.”  

    “Extending the nationwide sale of E15 can again bolster our nation’s energy resilience by adding billions of gallons of ethanol to the nation’s fuel supply, lowering the cost of gas for American families at a time when prices are already too high. As affirmed when you first allowed for year-round E15 in 2019, and those approved for the summers afterward, the sale of higher blends of biofuels during the summer months supports the domestic fuel supply, reduces consumer costs, and promotes American biofuels and agriculture feedstocks.”

    BACKGROUND:
    Congressman Smith first introduced a bill to approve year-round sale of E15 in 2015.

    On February 6, 2025, Smith and Rep. Angie Craig (D-MN) led nearly 30 colleagues in sending a bipartisan letter to EPA  Administrator Lee Zeldin. The letter emphasized the important role of the American biofuels industry in maximizing energy abundance and affordability while encouraging the EPA to issue timely and science-driven guidance to fulfill the Renewable Fuels Standard (RFS).

    On February 13, Smith and Craig introduced the Nationwide Consumer and Fuel Retailer Choice Act to enable the year-round, nationwide sale of E15. Read more about the bipartisan, bicameral legislation here.

    On March 11, Smith led a bipartisan press conference highlighting grassroots support for eliminating restrictions on E15 sales.

    Effective May 1, 2025, reservation fees at campgrounds and vehicle entrance fees at reservoirs will increase across the state parks system, the N.C. Department of Natural and Cultural Resources’ Division of Parks and Recreation announced. This marks the first major fee change for state park facilities since 2019. While some fees are increasing, most state parks are and will continue to be free to access for day-use year-round.

    Fee changes will only impact entrance fees at the reservoir state recreation areas during peak season, most camping rates, and some boat slip rentals at Carolina Beach State Park. There are no changes to picnic shelter reservation fees, equipment rentals, and swim passes.

    Beginning May 1, tent campsites will range from $20 to $30, and RV campsites with full hookups (electric, water and sewer) will cost $45. Campsite reservations made by 11:59 p.m. on April 30 will not be affected by the price increases.

    The per-vehicle entrance fee, charged on weekends in April, May and September, and daily from Memorial Day to Labor Day at Falls Lake, Jordan Lake and Kerr Lake state recreation areas will cost $10. Senior citizens (62 years old or older), veterans, and active-duty military will continue to receive a discounted rate of $5 per vehicle. The 2026 State Parks Annual Pass — which covers entrance fees, equipment rentals and more — will also increase in price. The Annual Pass for Reservoirs will cost $70, the Annual Pass $100, and the Annual Pass with Four-Wheel-Drive Beach Access will be $200.

    In addition to the May 1 changes, transient and monthly boat slip rentals at the Carolina Beach State Park marina will increase beginning July 1.

    The increases reflect market adjustments and the higher costs to maintain these facilities.

  • MIL-Evening Report: Tremors, seizures and paralysis: this brain disorder is more common than multiple sclerosis – but often goes undiagnosed

    Imagine suddenly losing the ability to move a limb, walk or speak. You would probably recognise this as a medical emergency and get to hospital.

    Now imagine the doctors at the hospital run some tests and then say, “Good news! All your tests were normal, clear scans, and nothing is wrong. You can go home!” Yet, you are still experiencing very real and disabling symptoms.

    Unfortunately, this is the experience of many people with functional neurological disorder. Even worse, some are blamed and reprimanded for exaggerating or faking their symptoms.

    So, what is this disorder, and why is it so challenging to recognise and treat?

    What is functional neurological disorder?

    Neurological disorders are conditions that affect how the nervous system works. The nervous system sends and receives messages between the brain and other parts of your body to regulate a wide range of functions, such as movement, speaking, vision, thinking and digestion.

    To the untrained eye, functional neurological disorder can resemble other conditions such as stroke, multiple sclerosis or epilepsy.

    But, unlike these conditions, functional neurological symptoms aren’t due to damage or a disease process affecting the nervous system. This means the disorder doesn’t appear on routine brain imaging and other tests.

    Functional symptoms are, instead, due to dysfunction in the processing of information between several brain networks. Simply put, it’s a problem of the brain’s software, not the hardware.

    What are the symptoms?

    Functional neurological disorder can produce a kaleidoscope of diverse and changing symptoms. This often adds to confusion for patients and make diagnosis more challenging.

    Symptoms may include paralysis or abnormal movements such as tremors, jerks and tics. This often leads to difficulty walking or coordinating movements.

    Sensory symptoms may involve numbness, tingling or loss of vision.

    Dissociative symptoms, such as functional seizures and blackouts, are also common.

    Some people experience cognitive symptoms including brain fog or problems finding the right words. Fatigue and chronic pain frequently coexist with these symptoms.

    These symptoms can be severe and distressing and, without treatment, can persist for years. For example, some people with functional neurological disorder cannot walk and must use a wheelchair for decades.

    Diagnosis involves identifying established diagnostic signs and ensuring no other diagnoses are missed. This process is best carried out by an experienced neurologist or neuropsychiatrist.

    How common is it?

    Functional neurological disorder is one of the most common medical conditions seen in emergency care and in outpatient neurology clinics.

    It affects around 10–22 people per 100,000 per year. This makes it more common than multiple sclerosis.

    Despite this, it is often under-recognised and misunderstood by health-care professionals. This leads to delays in diagnosis and treatment.

    This lack of awareness also contributes to the perception that it’s rare, when it’s actually common among neurological disorders.

    Who does functional neurological disorder affect?

    This condition can affect anyone, although it is more common in women and younger people. Around two thirds of patients are female, but this gender disparity reduces with age.

    Understanding of the disorder has developed significantly over the past few decades, but there’s still more to learn. Several biological, psychological, and social factors can predispose people.

    Genetics, traumatic life experiences, anxiety and depression can increase the risk. Stressful life events, illness, or physical injuries can trigger or worsen existing symptoms.

    But not everyone with the disorder has experienced significant trauma or stress.

    How is it treated?

    If left untreated, about half the people with this condition will remain the same or their symptoms will worsen. However, with the help of experienced clinicians, many people can make rapid recoveries when treatment starts early.

    There are no specific medications for functional neurological disorder but personalised rehabilitation guided by experienced clinicians is recommended.

    Some people may need a team of multidisciplinary clinicians that may include physiotherapists, occupational therapists, speech therapists, psychologists and doctors.

    People also need accurate information about their condition, because understanding and beliefs about the disorder play an important role in recovery. Accurate information helps patients to develop more realistic expectations, reduces anxiety and can empower people to be more active in their recovery.

    Treating common co-existing conditions, such as anxiety or depression, can also be helpful.

    Symptoms can include headaches and brain fog.

    A dark history

    The origins of the disorder are deeply rooted in the sexist history of its pre-scientific ancestor – hysteria. The legacy of hysteria has cast a long shadow, contributing to a misogynistic bias in perception and treatment. This historical context has led to ongoing stigma, where symptoms were often labelled as psychological and not warranting treatment.

    Women with functional symptoms often face scepticism and dismissal. In some cases, significant harm occurs through stigmatisation, inadequate care and poor management. Modern medicine has attempted to address these biases by recognising functional neurological disorder as a legitimate condition.

    A lack of education for medical professionals likely contributes to stigma. Many clinicians report low confidence and knowledge about their ability to manage the disorder.

    A bright future?

    Fortunately, awareness, research and interest has grown over the past decade. Many treatment approaches are being trialled, including specialist physiotherapy, psychological therapies and non-invasive brain stimulation.

    Patient-led organisations and support networks are making headway advocating for improvements in health systems, research and education. The goal is to unite patients, their families, clinicians, and researchers to advance a new standard of care across the world.

  • MIL-Evening Report: The gambling industry has women in its sights. Why aren’t policymakers paying attention?

    Whatever the code, whatever the season, Australian sports fans are bombarded with gambling ads.

    Drawing on Australians’ passion, loyalty and pride for sport, the devastating health and social consequences of gambling – including financial stress, homelessness, family violence, and mental health issues – are largely sidelined.

    Instead, ads continue to normalise gambling, encouraging punters to embrace mateship and “have a crack” on gambling apps.

    A missed opportunity

    This prolific advertising has continued despite the findings of a landmark Australian parliamentary inquiry in 2022, which made 31 recommendations to curb the tactics of the gambling industry.

    Chair of the inquiry, the late Peta Murphy MP, concluded:

    If the status quo of online gambling regulation, including but not limited to advertising, was to continue, Australians would continue to lose more – more money, more relationships, more love of sport for the game rather than the odds.

    However, instead of acting on the major findings of the report, the Australian government indefinitely shelved any meaningful advertising reforms after meeting with major sporting codes, broadcasters and the gambling industry.

    Instead, we have been left to settle for a range of soft options, including taglines at the end of ads that encourage us to: “imagine what you could be buying instead”.

    It’s hard to be convinced these calls to action are having much impact compared to the seductive tactics of the gambling industry, with gambling losses continuing to spiral during a cost-of-living crisis.

    A new market

    While the government hesitates to act on gambling ads, the gambling industry has a new set of customers in its promotional sights: women.

    Public perception is that most forms of gambling are largely male-dominated.

    However, in Victoria, 51% of women gamble each year (compared to 56% of men), and in NSW, 48.5% of women gamble (compared to 58.7% of men).

    Women are also gambling regularly. The 2023 Victorian Population Gambling and Health study found that of those women who gamble, 22.8% do so at least once a week (compared to 29.3% of men).

    Our research shows a combination of new marketing strategies, easy-to-use technology and social activities aligned with gambling venues and products may be changing the way women (and girls) think about and participate in gambling.

    How it begins

    For some young women it is a tradition to “go down to the pokies” or the casino when they turn 18.

    Some visit these venues for other entertainment options and end up gambling. For others, gambling ads encourage them to open online accounts. As one 25-year-old woman told us:

    That’s how I started sports betting, because it was on TV. Bonus bet, sign up today. Okay, that sounds good. So that’s what got me in.

    Young women are also diversifying their gambling across multiple products, with technology making it more accessible, easier and more socially acceptable.

    This includes women betting with groups of friends, but also on their own:

    You’ll sit around and all watch the footy, but you’ll all be gambling because it’s just more accessible. It’s easy. Also, I think it’s easier for females to go and seek it out on their own too, you know, if they have the app available. It’s not like they’re going up to someone at the pub and betting.

    Parents have even told us their daughters and their friends now talk about the outcomes of sporting matches based on the odds of the game.

    A different landscape

    Gambling companies and events, including racing, are also reshaping the image of gambling, making it seem fun and glamorous.

    This includes embedding gambling into spaces and experiences that align with women’s social and lifestyle interests, such as fashion and beauty, and peer group belonging.

    In racing, gambling is embedded as part of an overall experience for women. As one 23-year-old told us:

    I went to the races with my friends. We dressed up pretty and went, and that was like a girl’s day out thing […] I bet on horses just like once, just like for fun, as part of the experience.

    New gambling products are branded to appeal to women, and betting markets are now offered on popular reality shows such as Married at First Sight, the box office numbers for the opening weekend of the new Snow White movie, who will win Eurovision, and Time’s Person of the Year.

    But it is perhaps the use of celebrities and social media influencers that may have the most appeal to women and more concerningly, girls.

    Women influencers on TikTok and Instagram promote betting as an extension of social activities.

    In our recent study one 13-year-old girl told us:

    When you recognise someone from an ad, it makes it more interesting and it makes you want to watch it more.

    Gambling companies are also sponsoring women’s sports, supporting women’s health initiatives, and even aligning with International Women’s Day.

    We’ve seen this approach before

    The gambling industry is following a well-worn playbook, one mastered by the tobacco industry: when their core market of men became saturated, Big Tobacco turned its attention to women, crafting targeted marketing strategies and novel products to engage new, long-term consumers.

    However, rather than learning the lessons from tobacco, policymakers have been slow to recognise and respond to the playbook of the gambling industry.

    If we want to disrupt the status quo and prevent harm for all Australians, we must take action against the gambling industry and its tactics, rather than the individual, as the key vector of harm.

  • MIL-Evening Report: Fossil teeth show extinct giant kangaroos spent their lives close to home – and perished when the climate changed

    Large kangaroos today roam long distances across the outback, often surviving droughts by moving in mobs to find new food when pickings are slim.

    But not all kangaroos have been this way. In new research published today in PLOS One, we found giant kangaroos that once lived in eastern Australia were far less mobile, making them vulnerable to changes in local environmental conditions.

    We discovered fossilised teeth of the now extinct giant kangaroo genus Protemnodon at Mount Etna Caves, north of Rockhampton, in central eastern Queensland. Analysing the teeth gave us a glimpse into the past movements of these extinct giants, hundreds of thousands of years ago.

    Our results show Protemnodon did not forage across great distances, instead living in a lush and stable rainforest utopia. However, this utopia began to decline when the climate became drier with more pronounced seasons – spelling doom for Mount Etna’s giant roos.

    Mount Etna Caves

    The Mount Etna Caves National Park and nearby Capricorn Caves hold remarkable records of life over hundreds of thousands of years.

    Fossils accumulated in the caves because they acted like giant pitfall traps and also lairs of predators such as thylacines, Tasmanian devils, marsupial lions, owls, raptors and the now-endangered ghost bats.

    Large parts of the region were once mined for lime and cement. One of us (Hocknull) worked closely with mine managers to safely remove and stockpile fossil deposits from now-destroyed caves for scientific research which still continues.

    As part of our study we dated fossils using an approach called uranium-series dating, and the sediment around them with a different technique called luminescence dating.

    Our results suggest the giant kangaroos lived around the caves from at least 500,000 years ago to about 280,000 years ago. After this they disappeared from the Mount Etna fossil record.

    At the time, Mount Etna hosted a rich rainforest habitat, comparable to modern day New Guinea. As the climate became drier between 280,000 and 205,000 years ago, rainforest-dwelling species including Protemnodon vanished from the area, replaced by those adapted to a dry, arid environment.

    You are what you eat

    Our study looked at how far Protemnodon travelled to find food. The general trend in mammals is that bigger creatures range farther. This trend holds for modern kangaroos, so we expected giant extinct kangaroos like Protemnodon would also have had large ranges.

    Teeth record a chemical signature of the food you eat. By looking at different isotopes of the element strontium in tooth enamel, we can study the foraging ranges of extinct animals.

    Varying abundances of strontium isotopes reflect the chemical fingerprint of the plants an animal ate, as well as the geology and soils where the plant grew. By matching chemical signatures in the teeth to local signatures in the environment, we could estimate where these ancient animals travelled to obtain food.

    Eat local, die local

    Our results showed Protemnodon from Mount Etna didn’t travel far beyond the local limestone in which the caves and fossils were found. This is much a smaller range than we predicted range based on their body mass.

    We think the small foraging range of Protemnodon at Mount Etna was an adaptation to millions of years of stable food supply in the rainforest. They likely had little need to travel to find food.

    Fossil evidence also suggests some species of Protemnodon walked on all fours rather than hopped. This would have constrained their ability to travel great distances, but is a great strategy for living in rainforests.

    One question remains to be answered: if they didn’t need to move far to find food, why did they grow so big in the first place?

    A local adaptation or a species trait?

    The extinction of Australia’s megafauna – long-vanished beasts such the “marsupial lion” Thylacoleo and the three-tonne Diprotodon – has long been debated. It has often been assumed that megafauna species responded in the same way to environmental changes wherever they lived.

    However, we may have underestimated the role of local adaptations. This particularly holds true for Protemnodon, with a recent study suggesting significant variation in diet and movement across different environments.

    Similar small foraging ranges have been suggested for Protemnodon that lived near Bingara and Wellington Caves, New South Wales. Perhaps it was common for Protemnodon populations in stable habitats across eastern Australia to be homebodies – and this may have proved their Achilles’ heel when environmental conditions changed.

    Extinction, one by one

    As a rule, creatures with a small home range have a limited ability to move elsewhere. So if the something happens to their local habitat, they may be in big trouble.

    At Mount Etna, Protemnodon thrived for hundreds of thousands of years in the stable rainforest environment. But as the environment became more arid, and resources increasingly patchy, they may have been unable to traverse the growing gaps between patches of forest or retreat elsewhere.

    One key result of our study is that Protodemnon was locally extinct at Mt Etna long before humans turned up, which rules out human influence.

    The techniques used in this study will help us to learn about how Australia’s megafauna responded to changing environments in more detail. This approach moves the Australian megafauna extinction debate away from the traditional continental catch-all hypotheses – instead we can look at local populations in specific sites, and understand the unique factors driving local extinction events.

    Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. 

    This position is located in the UNDRR Regional Office for Arab States in Cairo. The incumbent serves as the Deputy Chief of the Regional Office and reports directly to the Chief.

    Within delegated authority, the incumbent will be responsible for the following duties: 

    • Serves as Deputy to the Chief of the Regional Office for the Arab States (ROAS). Under the supervision of the Chief of Office, actively contributes to the formulation and implementation of the work plan for the Regional Office in line with the UNDRR Strategic Framework and Work Programme.     • Supports the Chief of the Regional Office in the coordination and implementation of UN Plan of Action on Disaster Risk Reduction for Resilience in the region. Ensures the integration of risk reduction policies and programmes through cooperation with the relevant regional coordination mechanisms, Resident Coordinator system and UN Country Team.     • Under the supervision of the Chief of Office, takes the lead in coordinating the preparations for the Regional Platform for Disaster Risk Reduction; develops and implements an action plan; coordinates internal preparations and co-ordinates a core team of colleagues responsible for their respective areas of work; directs preparation and review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. Ensures engagement of relevant external stakeholders as part of the preparatory process; ensures continuous dialogue with the country hosting the Regional Platform; takes the lead in preparing the host country agreement; establishes the budget requirements for the Regional Platform and contributes to mobilization of resources for the Regional Platform; coordinates with relevant intergovernmental organizations in the region as well as UN partners and other stakeholders. Under the supervision of the Chief of Office, coordinates the implementation of ROAS Disaster Risk Reduction financing and de-risking initiatives, including on resilient infrastructure, in the region and at national level, working in cooperation with HQ colleagues and external partners. 
    • Under the supervision of the Chief of Office, contributes to effective planning and monitoring at the regional and global levels, ensure effective interface with HQ and other regions, and propose proactively new solutions and approaches. Integrate UN 2.0 approaches (data, digital, innovation, behavioural science, foresight and culture change) into the programme and operations priorities of the Regional Office. Collaborate with colleagues across offices to identify data analytics needs and support data-driven projects. Communicate and interpret data analysis findings and insights in a clear and understandable manner. Identify and define opportunities for data-driven decision-making. 
    • Acts as Officer in Charge for the role of the Chief of Office, when needed.

    Two years of demonstrated skills in data storytelling and data visualization tools such as Tableau, Power BI, Qlik, and R is desirable.

    English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of French is desirable. Knowledge of another UN official languages is desirable.

The term “sexual harassment” means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator’s working relationship. Candidates who have committed crimes other than minor traffic offences may not be considered for employment. Due regard will be paid to the importance of recruiting the staff on as wide a geographical basis as possible.
