  • MIL-OSI China: Guidelines to boost continuing education

    The Ministry of Education has released this year’s guidelines for managing continuing education programs and off-campus teaching sites, emphasizing the need to align talent cultivation with national strategies and market demands.
    “Higher education institutions should make continuing education an integral part of their talent cultivation and social service system,” the guidelines state. “Institutions should fully consider their educational positioning and academic strength, as well as market demands and the employment competitiveness of disciplines. They should also thoroughly justify the need for new programs before opening them and continuously optimize the structures of such programs.”
    Continuing education is a parallel track to China’s regular higher education system, which consists of full-time, campus-based study for recent high school graduates who have passed the national college entrance exam, or gaokao. Continuing education, by contrast, offers full-time or part-time programs designed for adults seeking to upgrade their skills or qualifications. It includes online education, adult education, the higher education self-study test and open education.
    To improve the structure of continuing education programs, the guidelines encourage higher education institutions with the necessary conditions to establish new programs in fields such as advanced manufacturing, artificial intelligence, quantum technology, life sciences, energy, green low-carbon development, international organizations and financial technology. Institutions are also urged to offer programs in areas concerning people’s livelihoods, such as domestic services.
    The guidelines support the creation of programs in fields of urgent need, including opera, cultural relic protection and restoration, non-common languages, foreign-related legal systems and international communication.
    The new measures are part of China’s broader efforts to reform its continuing education sector.
    In 2022, the Education Ministry issued a plan to promote continuing education reform, aiming to address issues such as unclear positioning, underdeveloped standards, unsound systems and low-quality talent cultivation, while advancing high-quality educational development.
    Data from the Education Ministry shows that 1,725 higher education institutions offered continuing education programs, enrolling a total of 12.093 million students in 2021 — about 25 percent of the country’s total higher education enrollment.
    However, as regular higher education expands, the scale of continuing education is shrinking, wrote Yue Chuanyong, former vice-president of Ningbo University in Zhejiang province, and Xu Rihua, a lecturer at the university’s Institute of Adult Education.
    “As such, the focus of continuing education needs to transition from scale expansion to quality improvement,” they wrote in an article published on the ministry’s website.
    Starting this fall, the Ministry of Education will standardize terminology for continuing education, eliminating terms such as “correspondence education” and “part-time education” in favor of the uniform term “non-full-time education”.
    Continuing education programs at regular universities will uniformly admit students through the adult college entrance examination, meet basic professional teaching requirements, standardize the minimum duration of study and unify graduation certificates, according to the new guidelines.

  • MIL-OSI China: China reports vibrant sci-tech voluntary services sector

    BEIJING, March 3 — China’s volunteer sci-tech services sector is full of vigor and vitality, with significant numbers of volunteers and related teams, according to the China Association for Science and Technology (CAST).

    More than 5.2 million sci-tech volunteers have registered on the country’s various science and technology volunteer services platforms, according to statistics from CAST.

    Across the country, there are more than 110,000 sci-tech volunteer service teams, and more than 300,000 related activities are carried out annually.

    In recent years, China’s sci-tech voluntary services sector has entered a new stage of vigorous development. Focusing on the country’s development strategy, sci-tech volunteers and voluntary service organizations play active roles in sci-tech consultation, promotion and education, and in fields such as free clinical treatment and social services, according to CAST.

    The number of free sci-tech museums in China increased from 92 in 2015 to 409 in 2024, an average annual increase of 35, per CAST statistics.

    Chinese animated blockbuster “Ne Zha 2” has become the first non-Hollywood film to exceed $2 billion in global earnings, including presales, according to data from ticketing platform Maoyan.

    The milestone, reached as of Monday afternoon, comes just 33 days after its release on Jan. 29 during the Chinese New Year and 13 days after it surpassed Disney’s 2024 film “Inside Out 2” to become the highest-grossing animated movie of all time.

    This achievement adds to the film’s growing list of accolades, including being the first to gross $1 billion in a single market and the first non-Hollywood title to enter the billion-dollar club.

    Directed by Yang Yu, known as Jiaozi, the sequel to the 2019 animated hit “Ne Zha” — which grossed 5 billion yuan (about $696.91 million) and topped the Chinese box office that year — now ranks seventh on the all-time global box office charts, just behind Marvel’s 2018 film “Avengers: Infinity War.”

    The film’s unprecedented box office success, with over 98 percent of the revenue generated on the Chinese mainland according to Maoyan data, has redefined the ceiling for single-film earnings in Chinese cinema.

    “This success has not only boosted the confidence of creators but also showcased the resilience and immense growth potential of the Chinese market,” said Lai Li, a Maoyan analyst.

    “Ne Zha 2” continues the tale of the iconic boy god from Chinese mythology, as Nezha and his ally Aobing struggle to rebuild their physical forms and secure their fate with the help of the immortal Taiyi Zhenren.

    The film’s rich storytelling, jaw-dropping visuals, and universal themes of defiance, fate, and self-confidence have captivated audiences worldwide. Rao Shuguang, president of the China Film Critics Association, praised the film for seamlessly blending traditional Chinese mythology with modern storytelling, creating a narrative that speaks to contemporary sensibilities.

    Chen Xuguang, director of the Institute of Film, Television, and Theatre at Peking University, hailed “Ne Zha 2” as “a miracle and a peak in Chinese cinema, a record that may remain unbroken for a long time.”

    “‘Ne Zha 2’ has not only boosted the morale and confidence of Chinese filmmakers but also drawn new audiences back to theaters from other entertainment mediums,” Chen told Xinhua.

    The film’s technical mastery is equally staggering, featuring nearly 2,000 special effects shots and contributions from 138 animation studios. This collaborative effort exemplifies the strength of China’s creative ecosystem and heralds a new era of aesthetic and industrial standards for the country’s film industry, he said.

    In North America, “Ne Zha 2” has grossed an estimated $18 million after three weekends, according to Comscore. Released by CMC Pictures in Mandarin with English subtitles across over 600 theaters, the film has consistently ranked in the top five at the North American box office, becoming the highest-grossing Chinese-language film in the region since 2006.

    Sheila Sofian, a professor at the University of Southern California and a member of the Academy of Motion Picture Arts and Sciences, praised the film’s production design, sound design, and music, calling it “mind-blowing” and noting its universal appeal, in a video interview shared by China Media Group.

    The film’s success has also injected much-needed optimism into China’s film industry, which saw a 23 percent decline in earnings in 2024 compared to 2023 and a 34 percent drop from its pre-pandemic peak in 2019. Driven by “Ne Zha 2,” China’s box office revenue hit a record high during the 2025 Spring Festival holiday and has since experienced robust growth.

    Dong Wenxin, a film critic and manager of a cinema in Jinan, Shandong Province, told Xinhua that the film’s success has been a boon for the industry. “Friends in the business have told me their theaters have already hit 50 percent of their annual box office goals over the first two months of 2025,” she said.

    Beyond its commercial triumph, “Ne Zha 2” is poised to serve as a cultural bridge, offering global audiences a window into China’s rich mythology and traditions. According to Shi Anbin, director of the Israel Epstein Center for Global Media and Communication at Tsinghua University, films like “Ne Zha 2” and video games like “Black Myth: Wukong” are part of a broader cultural renaissance in which ancient tales are reimagined through a modern lens.

    In a video interview, Jiaozi reflected on the personal journey the “Ne Zha” films have taken him on, from a passion project to a global phenomenon. “The first step was creating something I loved, and domestic audiences loved it too,” he said. “Over time, I’ve worked to improve it, to refine my craft. I believe that one day, new ideas, deeper meanings and new soul will emerge from it, and the whole world will be able to appreciate it.”

  • MIL-OSI China: China’s 41st Antarctic expedition team deploys cutting-edge drill to gather data

    China’s 41st Antarctic expedition team recently utilized an Ice and Bedrock Electromechanical Drill (IBED) to gather critical data about how the Antarctic sheet may evolve in response to future climate change.
    The team conducted logging operations using existing boreholes in the Larsemann Hills in East Antarctica. They collected key parameters, including borehole temperature, inclination, azimuth, diameter changes and a comprehensive internal glacier temperature profile.
    The College of Construction Engineering and the Institute for Polar Science and Engineering at Jilin University developed the equipment.
    A collaborative research team was formed during China’s 40th Antarctic expedition, which ran from November 2023 to April 2024. This team included experts from Jilin University, China University of Geosciences and the All-Russian Scientific Research Institute for Geology and Mineral Resources of the Ocean. Their goal was to investigate the subglacial geological environment of the Larsemann Hills.
    Using the drill, the team obtained multiple ice core samples and a 0.48-meter rock sample, creating the Ice Underlying Rock Hole No 2.
    During the 41st expedition, the joint research team returned to the hole and used the IBED to conduct ice sheet logging operations. Over two months, they gathered data to help understand the environment under the ice and how heat generated within the planet affects the way ice behaves.
    The team also recovered approximately seven cubic meters of drilling fluid from the borehole as part of their commitment to environmental protection.
    According to the university, the College of Construction Engineering and the Institute for Polar Science and Engineering have participated in 10 Antarctic expeditions and all of China’s Antarctic drilling tasks.

    Work has started on the Fraser Coast Turtle Rehabilitation and Research Centre dedicated to the recovery of sick and injured marine turtles and vital research on the threats they face.

    Led by the University of the Sunshine Coast, the centre on the Hervey Bay foreshore will transform care for many at-risk marine turtles, removing the need to transport them several hours to receive life-saving treatment.

    More than 1,400 turtles have been rescued on the Fraser Coast over the past two years, with more than 300 needing specialist care at the nearest rehabilitation facility on the Sunshine Coast. 

    The project will retrofit existing buildings with a new fit-for-purpose facility including a specialist turtle life support system and indoor tanks to care for sick and injured sea turtles.

    The Centre will also be a hub for researchers investigating the general health of marine life across the wider region, and the emerging threats they face, including a deadly “soft shell syndrome”, which is plaguing the local turtle population.

    The Australian Government is providing $250,000 funding for the works with the Queensland Government allocating $1.17 million.

  • MIL-OSI China: China refutes Rubio’s false charges

    China strongly deplores and firmly opposes the recent remarks made by U.S. Secretary of State Marco Rubio, which were steeped in the Cold-War mentality and full of lies and false accusations, and has lodged serious protests with the U.S. side, a Chinese foreign ministry spokesperson said on Monday.

    Spokesperson Lin Jian made the remarks at a daily press briefing in response to a query about the remarks made by Rubio, who blamed China on issues of Taiwan, economy and trade, COVID-19 and Indo-Pacific affairs during a recent interview with a U.S. media outlet.

    There is but one China in the world, Taiwan is an inalienable part of China, and the government of the People’s Republic of China is the sole legal government representing the whole of China — this is the real status quo in the Taiwan Strait, Lin said.

    Noting that the Taiwan question is the most crucial, sensitive and explosive question in China-U.S. relations, Lin said that if the United States does not hope to trigger confrontation, it must stop crossing or trampling on the red line of the Taiwan question.

    Lin said that trade and tariff wars have no winner. The U.S.’s attempts to politicize and weaponize trade and economic issues, levy tariff hikes on Chinese imports under the pretext of fentanyl, and create blocks to its normal trade, investment and economic cooperation with China will only harm its own economic interests and international credibility.

    Lin added that China stands ready to work with the United States to address each other’s concerns through dialogue and consultation on the basis of equality and mutual respect, and will take all measures necessary to safeguard its legitimate rights and interests.

    Lin noted that origins-tracing of COVID-19 is a serious science issue, and that it is “extremely unlikely” that the pandemic was caused by a lab leak, which was the authoritative conclusion reached by the experts of the WHO-China joint mission following their field trips to the lab in Wuhan and in-depth communication with researchers. The United States needs to immediately stop slinging mud on and scapegoating China.

    Lin said that the Asia-Pacific is a pace-setter in cooperation and development, not a chess board for geopolitical rivalry. The United States should not project its own hegemonic mentality onto China.

    “Attempts to stoke bloc confrontation in the Asia-Pacific run counter to the trend of the times and go against the common aspiration of regional countries,” Lin said, adding that these moves will win no support and be doomed to failure.

    Lin said that a lie told a thousand times cannot be a fact, that the world will not be fooled by such baseless vilification against China, and that megaphone diplomacy does no good for China-U.S. relations.

    China will be committed to viewing and developing relations with the United States on the basis of the principles of mutual respect, peaceful coexistence and win-win cooperation, and will also firmly defend its national sovereignty, security and development interests, Lin said.

  • MIL-OSI China: Europe unveils plan for Ukraine peace deal amid Transatlantic rifts

    Following last week’s Trump-Zelensky White House clash, more than a dozen Western leaders gathered Sunday to revive efforts for a Ukraine peace deal and propose a settlement to Washington.

    British Prime Minister Keir Starmer described the summit as a “once-in-a-generation moment for the security of Europe.” Although the meeting could push the region toward greater self-reliance in security, many observers fear the measures may be too little and too late.

    WAKE-UP CALL

    Europe now finds itself at a moment of truth in its security strategy. Before Friday’s diplomatic debacle at the White House, Russia-U.S. talks on the Ukraine crisis took place in Riyadh on Feb. 18, with neither Europe nor Ukraine given a seat at the table.

    Just one week later, U.S. President Donald Trump announced a plan to impose a 25-percent tariff on all goods imported from the European Union (EU), and justified the move by claiming that the EU was formed to “screw” the United States.

    Europe was in a “moment of real fragility,” Starmer told the BBC’s Sunday with Laura Kuenssberg.

    Asked about the White House clash involving the duo of Trump and U.S. Vice President JD Vance and Ukrainian President Volodymyr Zelensky, Finnish President Alexander Stubb told BBC before the summit that the breakdown was a “wake-up call” for European nations, stressing that they must adopt a cohesive strategy for the Ukraine crisis and post-conflict arrangements.

    Stubb expressed frustration over shifting transatlantic ties, saying the U.S.-Europe relationship “is evolving,” and “we’re witnessing a more transactional United States, where the Trump administration — rightly or wrongly — is pursuing an ‘America First’ policy.”

    This has led European leaders to explore their own security solutions. At the Munich Security Conference last month, European Commission President Ursula von der Leyen pushed for an emergency clause that would allow governments to increase defense spending without being constrained by the EU’s strict budget deficit rules. After Sunday’s summit, she reiterated that Europe must “step up massively” and forge a common security approach.

    French President Emmanuel Macron proposed on Sunday that European countries should boost their defense spending to between 3 and 3.5 percent of gross domestic product (GDP). His proposal came a few days after Starmer’s announcement that Britain would increase its defense spending to 2.5 percent of its GDP by 2027 and to 3 percent in the next parliamentary term, which would mean by 2034 at the latest.

    Following a bilateral meeting with Ukraine on Saturday, Britain also agreed to loan Ukraine 2.26 billion pounds (2.84 billion U.S. dollars) to bolster its defense capabilities. Shortly after the summit, Britain further committed 1.6 billion pounds (2 billion dollars) in export finance, allowing Ukraine to purchase over 5,000 air defense missiles.

    More than eight years after Britain voted to depart from the EU, it has positioned itself at the forefront of European security efforts, trying to play the role of a “bridge” between Europe and the United States to secure a peace deal for Ukraine.

    STRENGTHENED BOND

    After Sunday’s summit, Starmer outlined a four-step plan to strengthen Ukraine and support peace: to maintain military aid to Ukraine while the conflict continues and increase economic pressure on Russia; to ensure that any lasting peace guarantees Ukraine’s sovereignty and security, with Ukraine at the table for any negotiations; to deter “any future invasion by Russia” in the event of a peace deal; and to establish a “coalition of the willing” to defend Ukraine and uphold peace in the country.

    The summit’s outcome was welcomed by European leaders. NATO Secretary General Mark Rutte called it “a good meeting,” saying “European countries are stepping up to ensure Ukraine has what it needs to fight for as long as necessary.”

    German Chancellor Olaf Scholz emphasized the importance of NATO and said on social media on Sunday: “In recent years, we have strengthened our alliance with new members and increased defense spending. This is the path we will continue to follow.”

    However, doubts remain over whether Europe can fully safeguard a peace deal on its own. When asked how Britain plans to persuade more countries to join the “coalition of the willing,” Starmer acknowledged that some countries may be reluctant to contribute militarily.

    “I strongly feel that unless some countries move forward, we will stay in the position we’re in and not be able to move forward,” he said, while admitting the goal to “stay in lockstep with the United States.”

    TRANSATLANTIC DISAGREEMENTS

    The EU and the Trump administration have a range of disagreements on the settlement of the Ukraine crisis, while the U.S. provision of security guarantees for Ukraine is foremost among the discussions.

    Within a week before the London summit, both Macron and Starmer visited Washington to seek U.S. security guarantees for Ukraine or Europe, but failed to persuade Trump in this regard.

    Trump sidestepped the question of security guarantees, expressing confidence that his Russian counterpart, Vladimir Putin, would “keep his word” if an agreement is reached. He also ruled out the possibility of Ukraine joining NATO. Ukraine’s NATO membership has been a focal issue in the crisis.

    Earlier on Sunday before the summit, Starmer announced that Britain, France and Ukraine will work on a ceasefire plan to present to the United States. He named three essential points to achieve “lasting peace” — a strong Ukraine, a European element with security guarantees and a U.S. backstop, with the last one being the subject of “intense” discussion.

    After the announcement of the four-step plan to guarantee peace in Ukraine at the summit, the participating leaders also agreed to meet again soon to sustain the momentum behind these efforts.

    “Europe must do the heavy lifting,” Starmer said, emphasizing that the agreement needs U.S. backing.

    Iain Begg, a research fellow at the London School of Economics and Political Science, told Xinhua: “The real question is whether this will be enough to sway the White House. We’ve seen time and again that Washington can reverse its stance overnight.”

    Also on Sunday, Macron told a French newspaper that he was “trying to make Washington understand that disengaging from Ukraine is not in America’s interest.”

    While the summit has pushed Europe toward greater security commitments, the region still faces divisions over whether to deploy troops to Ukraine under a peacekeeping framework.

    For now, some major European countries, including Germany, Spain and Poland, remain hesitant to commit troops to Ukraine, with Britain and France taking the lead in potentially sending military forces.

    Meanwhile, the EU is still in the early stages of developing a defense budget plan. Some experts noted that Europe’s efforts to build its own defense capabilities may still have a long way to go.

    David Galbreath, a professor of international security at the University of Bath, pointed to the U.S. military’s capabilities: “The U.S. provides far sharper military capabilities, such as long-range strikes, sophisticated anti-tank systems and advanced surface-to-air missiles, than anything coming from Europe.”

    With the AFL and NRL seasons kicking off, fantasy footy players have been deep in draft mode, carefully building their best teams.

    Fantasy sports have transformed the way fans engage with many sports, sparking interest beyond simply watching matches or supporting a favourite team.

    What are fantasy sports?

    In simple terms, fantasy sports involve participants acting as team coaches/managers, selecting real-life players to form a fantasy team within the constraints of the game’s rules.

    These teams compete based on the actual performance of the selected players in real matches. Points are awarded on various performance metrics, depending on the sport.

    Many fantasy leagues also incorporate a stock market-like element. When a real-life player exceeds expectations, their fantasy value increases, while underperformance leads to a decrease in value.

    This allows coaches to trade players in and out strategically, aiming to build the most valuable and high-scoring team during a season.

    Success in fantasy sports often depends on statistical analysis, player scouting, and smart decision-making when it comes to trades and team selection.

    The origins of fantasy sports

    The first mainstream fantasy game can be attributed to Rotisserie League Baseball in 1980 by Daniel Okrent and friends.

    Rotisserie League Baseball is said to be the oldest fantasy sports league in the world.

    This league required participants to track their own players’ progress using a scoring system based on statistics obtained in newspapers after a game.

    With the rapid progression of technology, fantasy sports have evolved significantly, with most major sporting codes worldwide now offering multiple fantasy platforms, formats and prizes.

    In Australia, the number of people playing fantasy sports has doubled since 2021, with nearly 2.5 million players engaged in one league or another.

    This growth presents opportunities for content creation, expanded revenue streams, and potentially increased engagement with sports betting.

    Fan engagement

    The way fans engage with sports has evolved with the rise of fantasy sports, social media, and real time data tracking, leading to “second screen consumption”.

    This involves fans using multiple digital platforms such as fantasy sports apps, social media and tracking of live statistics while simultaneously watching live broadcasts.

    This shift has redefined the traditional sports fandom experience.

    Fantasy coaches watch more games each week, with a dual identity that extends beyond traditional loyalty to the team they support.

    While sports fans have historically supported a single team, fantasy sports reshape fan identity by encouraging engagement with both their favourite team and their fantasy team. Fans often watch games they normally wouldn’t be interested in specifically to watch the fantasy-relevant players involved.

    Community engagement is a key motivator for participation, often surpassing interest in the real-life sports.

    In Australia, a study by News Corporation Australia, which owns SuperCoach, found bragging rights, social connection and learning more about sport drive participation.

    While prizes matter, the main reason people join is to connect with others.

    In 2021, Australian fantasy players were largely concentrated in the larger sporting codes such as the AFL and NRL, but by 2023 it had broadened into the Big Bash League (BBL) and National Basketball League (NBL).

    There are many Australians playing fantasy leagues in global sports too, from the English Premier League (soccer) to the United States’ National Football League (NFL) and National Basketball Association (NBA). Some 14% of the Australian fantasy audience plays in global leagues.

    Media involvement

    With some sporting seasons becoming longer and the connection to fantasy sports extending beyond live games, fans are kept invested throughout the off-season as they analyse trades, follow pre-season developments and prepare for the next competition.

    This almost year-round involvement offers extended media coverage and consumption of new content in a variety of formats.

    Fantasy sport complements traditional media by offering alternative coverage, such as podcasts and short-form content that extends beyond game day, keeping fans connected throughout the week as they adjust their lineups and strategies.

    Fantasy sports are also boosting viewership for new formats like AFLW by increasing fan engagement.

    Rich pickings

    Fantasy sport has been big business for a long time but the global fantasy sports market is challenging to quantify.

    In 2013, Forbes estimated the NFL fantasy football market alone to be worth $US70 billion ($A111 billion), significantly surpassing the NFL’s 2021 revenue of $US11 billion ($A17 billion), highlighting its major role in the global sporting market.

    Big revenues mainly come from sponsorship and advertising on fantasy platforms.

    Major brands invest hundreds of millions of dollars in targeted advertising campaigns to capitalise on this engaged audience.

    Money is also made by charging fees to enter some contests and to access premium analytics content, in-app purchases, and related entertainment products like websites and podcasts.

    Links to sports betting

    Many of the advertisers on fantasy platforms are gambling businesses.

    Fantasy organisations have tried to highlight the differences between fantasy sports and sports betting, which has been linked to poor mental health, family violence and even suicide.

    Their key argument is that betting is a game of chance whereas fantasy sports are games of skill.

    Despite these differences, concerns have been raised about the links between fantasy sports and sports betting.

    An Australian fantasy betting app was recently fined more than $A500,000 for illegally offering inducements to gamble in dozens of ads on its platform.

    Whether or not fantasy sports are likely to encourage gambling is a grey area – studies in this space are mixed.

    Some studies have found people who participate in fantasy sports are more likely to gamble and experience gambling-related problems.

    However, others describe fantasy sports as a more positive alternative to gambling and that participants are motivated by the social benefits, rather than being motivated by a chance to win money.

    As fantasy sports continue to evolve and attract new players, their ability to deepen fan engagement, foster community connections, and enhance the sports watching experience ensures they will remain a dynamic and influential part of the sporting world.

  • MIL-OSI Global: How to sustain international order in an ‘America First’ world

    The United States is abandoning its traditional role as the anchor of the liberal world order — a set of norms, rules, customs and international institutions designed to maintain global stability and foster peaceful interchange between states.

    From announcing its intention to withdraw from the World Health Organization (WHO) and the United Nations Human Rights Council to threatening allies — including Canada — with annexation and damaging tariffs, U.S. President Donald Trump has launched an assault on the liberal world order that upholds the post-1945 international system.

    Under these circumstances, it’s more urgent than ever that Canada clarifies its vision in world affairs and accepts its responsibility to sustain the rules-based global order. By looking into the past, we can see what Canada can do in the present.

    How Canada made a difference

    The U.S. isn’t the only country with a vested interest in maintaining the liberal international order — even if it has been the only nation with the will and capacity to serve as its safeguard.

    Canada was also present at the creation of the UN in 1945. They, too, played a fundamental part in the development of its specialized agencies — such as the WHO and the International Civil Aviation Organization.

    In fact, Canada has been an engaged member of the international community. The country played a leading role in establishing the UN Emergency Force during the Suez Crisis, fighting apartheid in South Africa and building a coalition to ban anti-personnel land mines in the 1990s, to name a few examples.

    Canada has done so because it’s been in the best interest of the country. A liberal, rules-based international order is a framework in which Canada can make a meaningful difference in global affairs disproportionate to its limited size and capabilities.

    It also makes for a more prosperous, stable and peaceful world. One where norms, rules and institutions constrain aggressive or malevolent world leaders and facilitates co-operation on global problems.

    But what can lessons from the past offer Canada in sustaining global order in an “America First” world. This is a policy espoused by the Trump administration that is focused inwards. It approaches international affairs as a transactional, zero-sum game.

    Learning from the past

    First, Canada is at its most effective when Canadians act in unison towards a common goal.

    During the Ethiopian famine in the 1980s, Canadians of all stripes and levels of government worked in tandem to organize a truly national response to alleviate the humanitarian crisis. Regular citizens contributed more than $30 million — potentially saving over 700,000 people from starvation.

    This domestic political consensus also provided the requisite support for the federal government to co-ordinate an international famine relief effort. This was despite the resistance of Canada’s major allies in the U.S. and the U.K., due to the Marxist orientation of the Ethiopian government.

    Granted, few international causes offer such grounds for unity. Political polarization has only made this type of unity more difficult. And yet, as recent events (such as Trump’s threat to coerce Canada into becoming the 51st state) make clear, Canadians are willing to put aside their differences and rally together when there’s a coherent vision for the country rooted in its values and aspirations.

    Second, Canada needs to work closely with like-minded states through multilateral institutions — such as the United Nations and the Commonwealth. Under Brian Mulroney’s Progressive Conservative government, Canada relied on its membership in nearly every major international association to build and maintain the global coalition against South African apartheid.

    Australia, India, Zambia and Zimbabwe emerged as key partners. Such efforts entailed both political and economic costs. But there was a reason why one of Nelson Mandela’s first visits following his release from prison in 1990 was to Canada.

    By redoubling its engagement in international organizations, Canada can punch above its weight in world affairs and shape global priorities. It also provides a counter to the influence of the United States in Canadian foreign policy.

    Third, the U.S. is more than its president. Canada can still cultivate ties with Americans beyond the White House. Returning to the Mulroney government, Ottawa’s efforts to persuade the Ronald Reagan administration to negotiate restrictions on emissions resulting in acid rain were unsuccessful.

    Nonetheless, by lobbying congressional leaders in impacted states and partnering with environmental non-governmental organizations, Canada and the U.S. eventually agreed to the 1991 Air Quality Agreement.

    Surviving hostile administrations

    Canada should also be realistic about the degree to which it can diversify its economic and diplomatic relationships outside of the U.S.

    In the early 1970s, President Richard Nixon imposed a 10 per cent surcharge on Canadian imports. Then, just as it is now, Ottawa looked for alternative markets to offset Canada’s dependency on the Americans. These initiatives ultimately failed to materialize — but the surcharge was rescinded. Canada-U.S. relations ultimately survived the Nixon administration.

    Similarly, while Trump has offered a stark reminder that Canada needs to take an active role in sustaining the rules-based international order on which it depends, the ties that bind the two countries together are deeper and longer-lasting than any one administration or government.

    Even so, with a world in chaos, Canada needs to step up to defend international norms and institutions. It has done so in the past and can do so again — provided it develops a coherent foreign policy strategy moving forward.

    The Government continues to invest in research which will deliver tangible benefits to New Zealanders, Science, Innovation and Technology Minister Dr Shane Reti announced today. 

    Three New Zealand research teams have been granted funding to partner with Japanese research organisations on projects that aim to make New Zealand more prepared and resilient when natural disasters strike.

    “This Government is focused on putting funding where it will make the biggest difference. Natural disasters pose a significant risk in New Zealand – a good reminder of that is the recent elevation of alert levels at Whakaari White Island,” says Dr Reti. 

    “Collaboration with like-minded nations and sharing research infrastructure enables our researchers to lead and participate in world-class science, innovation and technology that benefits New Zealand. 

    “Building relationships with international partners is critical to developing a vibrant science and innovation sector, which is a core part of our plan to deliver economic growth.

    “New Zealand and Japan share similar risks when it comes to earthquakes, tsunamis and volcanic activity. By working together in these projects, we can better understand risks and potential mitigate options for future events. 

    “Working together with Japan also enables our researchers to access invaluable resources and experience such as their Marine Seismic Vessel Research Vessel Kaimei, proprietary modelling software, and access to structural laboratories. I look forward to seeing the outcomes of this research and the benefits it brings.” 

    The University of Canterbury will work with Tohoku University on a structural retrofitting system to enhance the resilience of buildings in seismic events while reducing the cost of traditional retrofitting with a new modular infill system. 

    GNS Science will work Japan’s National Research Institute for Earth Science and Disaster Resilience (NIED) on tolerable levels of ashfall following volcanic events. 

    GNS Science will also work with the Japan Agency for Marine Earth Science and Technology (JAMSTEC) for a seismic study of the Hikurangi subduction zone – New Zealand’s largest threat for tsunamis. 

    The research teams will each receive $300,000 from the Government’s Catalyst Fund. Japanese research teams will receive equivalent funding from our Japanese partner – the Japan Science and Technology Agency.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) wrote to Marty Makary and Jay Bhattacharya, nominees to lead the Food and Drug Administration (FDA) and the National Institutes of Health (NIH), respectively, asking them to address their conflicts of interest ahead of their confirmation hearings. 
    Dr. Makary currently serves as Chief Medical Officer at Sesame Care, a direct-to-consumer health care company that connects patients with providers who virtually prescribe Sesame’s medicine. He also serves on the board of Harrow, an ophthalmic company that relies on the FDA to approve its therapeutics. While Dr. Makary said he would resign from the board before taking office, his relationship with the company raises concerns about his ability to be impartial at the FDA. 
    Dr. Bhattacharya most recently worked as a research associate at Acumen, LLC, which offers analytical research services to the federal government, and has contracts with multiple agencies across the Department of Health and Human Services – including NIH.
    Senator Warren asked both nominees to recuse themselves from all matters involving their former clients and employers for at least four years, a commitment their predecessors under the Biden administration made. 
    Senator Warren also asked them to agree to not work for any companies they regulate or interact with during their tenure, for four years after leaving office. During his confirmation process, Health and Human Services Secretary Robert F. Kennedy Jr., who oversees both of the nominees’ agencies, committed not to work for a pharmaceutical company for at least four years after leaving office. 
    Lastly, Senator Warren asked the nominees to refrain from lobbying their respective agencies for four years after leaving office.
    “The rampant revolving door of former government leaders lobbying the agencies they once led, while their government relationships remain fresh, erodes Americans’ faith in the federal government,” wrote Senator Warren to the nominees.  
    To mitigate concerns about former government leaders lobbying the agencies they once led, multiple Biden appointees agreed to a post-employment lobbying ban, following pressure from Senator Warren. 
    “By making these commitments, you would increase Americans’ trust in your ability to serve the public interest, rather than the special interests of [former contractors or companies they regulated],” concluded Senator Warren. 
    Senator Warren gave the nominees until March 10, 2025 to demonstrate their commitment to public health and address their conflicts of interest. 
    Senator Warren has been a leader on enforcing government ethics standards and pressing nominees to address conflicts of interest: 
    In February 2025, Senator Elizabeth Warren wrote to Mr. Stephen Feinberg, nominee for Deputy Secretary of the Department of Defense (DoD), pressing him to explain his “serious conflicts of interest” and his track record of mismanagement.
    In February 2025, following reports that Elon Musk would take advantage of loopholes in federal ethics laws to avoid publicly disclosing his financial conflicts of interest, Senator Elizabeth Warren led several Democrats in a letter demanding Musk publicly reveal how he could stand to profit from his role in the Trump administration.
    In February 2025, Senator Elizabeth Warren and Tim Kaine (D-Va.) called on Mr. Robert F. Kennedy Jr. to recuse himself from former clients’ and employers’ particular matters and commit to not lobbying HHS after his tenure as Secretary.
    In February 2025, following the Senate Finance Committee vote to advance the nomination of Mr. Robert F. Kennedy Jr. for Secretary of Health and Human Services, Senator Elizabeth Warren gave remarks regarding the nominee’s continued conflicts of interest.

    In November 2024, in response to the news that President-elect Donald Trump selected Robert F. Kennedy Jr. to serve as Secretary of Health and Human Services, Senator Elizabeth Warren released a statement calling him a “danger to public health, scientific research, medicine, and health care coverage for millions of Americans.”
    In March 2024, Senator Elizabeth Warren secured ethics commitments from Douglas Schmidt, ahead of his confirmation to be the Director of Operational Test and Evaluation (DOT&E) for the Department of Defense.
    In February 2024, Senator Elizabeth Warren secured unprecedented ethics commitments from former Congressman Sean Patrick Maloney, President Biden’s nominee for U.S. Ambassador to the Organisation for Economic Co-operation and Development (OECD), including his recusal from participating in the OECD’s decision making processes regarding crypto and digital assets policy. 
    In January 2024, Senator Elizabeth Warren and Representative Jayapal sent a letter to Secretary of Commerce Gina Raimondo, expressing concerns about the Department of Commerce’s reliance on a small team of Wall Street financiers to help allocate $39 billion in CHIPS and Science Act taxpayer-funded manufacturing and R&D subsidies.
    In June 2023, Senator Elizabeth Warren and representative Andy Kim reintroduced her Department of Defense Ethics and Anti-Corruption Act.
    In April 2023, Senator Elizabeth Warren chaired a hearing with Pentagon officials and ethics experts about problems with the revolving door, retired military officers working for foreign governments, and issues with executive branch officials owning stocks in companies impacted by their official actions.
    In May 2022, Senator Elizabeth Warren secured a commitment from then-Federal Reserve Vice Chair for Supervision nominee Michael Barr not to seek employment or compensation – including as a result of board service – from any company that has a party matter before the Fed, or any financial services company, for four years after he leaves government service.
    In February 2022, Senator Elizabeth Warren secured the strongest ethics standards ever agreed to by Federal Reserve Board nominees from Lisa Cook, Phillip Jefferson, and Sarah Bloom Raskin. The nominees agreed to a four-year recusal period from matters which they oversee on the Board of Governors, not to seek a waiver from these recusals, and not to seek employment or compensation from financial services companies for four years after leaving government service.
    In January 2022, Senator Elizabeth Warren secured a commitment from then-FDA Commissioner nominee Dr. Robert Califf to recuse himself from matters involving his former employers and clients for four years, two years longer than what was required in the Biden administration’s Ethics Pledge. He also agreed not to seek employment with or compensation, including as a result of board service, from any pharmaceutical or medical device company that he interacts with during his tenure as FDA Commissioner for four years after completing his government service. 
    In July 2021, Senator Elizabeth Warren secured agreements to four-year recusals from former clients’ and employers’ party matters from then-Secretary of the Air Force Frank Kendall and then-USD(R&E) Heidi Shyu.
    In January 2021, Senator Elizabeth Warren secured a commitment from General Lloyd Austin III, then-nominee for Secretary of Defense, to extend his recusal from Raytheon Technologies for four years and to not seek a position on the board of a defense contractor or become a lobbyist after his government service.
    In December 2020, Senator Elizabeth Warren and Representative Jayapal introduced the Anti-Corruption and Public Integrity Act, the most ambitious anti-corruption legislation since Watergate, which would outlaw corrupt revolving-door schemes so that public servants are serving the public – not the financial interests of themselves or giant corporations.
    In March 2020, President Trump signed the bipartisan Presidential Transition Enhancement Act into law, which included major provisions of Sen. Warren’s (D-Mass.) Transition Team Ethics Improvement Act.
    In September 2019, the Senate passed a key provision of the Transition Team Ethics Improvement Act introduced by Senators Warren and Tom Carper (D-Del.) to enhance the ethics requirements that govern presidential transitions.
    In November 2016, as President Trump prepared to take office, Senator Elizabeth Warren and Chairman Cummings requested a GAO investigation of the chaotic Trump transition. In September 2017, Government Accountability Office (GAO) released the results of the investigation, finding that the Trump transition team ignored advice from the Office of Government Ethics and failed to follow past precedents regarding ethics and presidential transitions.

    Lawrence Tallon is appointed as the new Chief Executive Officer of Medicines and Healthcare products Regulatory Agency (MHRA).

    The government has today announced the appointment of Lawrence Tallon as the new Chief Executive Officer of Medicines and Healthcare products Regulatory Agency (MHRA).

    Following an extensive recruitment process, Mr Tallon will begin the role from 1 April 2025.

    He will succeed Dame June Raine DBE who is retiring and has led the organisation since 2019, having steered the MHRA through the COVID-19 pandemic and the UK’s exit from the European Union.

    He is also managing director of the Shelford Group, which represents some of England’s leading NHS teaching hospitals. This experience has given him valuable insight into the challenges and opportunities facing modern healthcare systems.

    Prior to this he served as Director of Strategy, Planning and Performance at University Hospitals Birmingham NHS Foundation Trust and worked within the Department of Health and Social Care alongside ministers and NHS leaders.

    Computer scientists have developed a powerful machine learning model that can detect toxic social media comments with remarkable accuracy, paving the way for safer digital interactions.

    A team of researchers from Australia and Bangladesh has built a model that is 87% accurate in classifying toxic and non-toxic text without relying on manual identification.

    Researchers from East West University in Bangladesh and the University of South Australia say their model is an improvement on existing automated detection systems, many of which produce false positives.

    Lead author, data science expert Ms Afia Ahsan, says the massive increase in cyberbullying and hate speech in recent years is leading to serious mental health issues, self-harm and – in extreme cases – suicide.

    “Despite efforts by social media platforms to limit toxic content, manually identifying harmful comments is impractical due to the sheer volume of online interactions, with 5.56 billion internet users in the world today,” she says.

    “Removing toxic comments from online network platforms is vital to curbing the escalating abuse and ensuring respectful interactions in the social media space.”

    UniSA IT and AI researcher, Dr Abdullahi Chowdhury, says the team tested three machine learning models on a dataset of English and Bangla comments collected from social media platforms such as Facebook, YouTube and Instagram.

    Their optimised algorithm achieved an accuracy of 87.6%, outperforming the other models which achieved accuracy rates of 69.9% (baseline Support Vector Machine) and 83.4% (Stochastic Gradient Descent model).

    “Our optimised SVM model was the most reliable and effective among all three, making it the preferred choice for deployment in real-world scenarios where accurate classification of toxic comments is critical,” Dr Chowdhury says.

    Future research will focus on improving the model by integrating deep learning techniques and expanding the dataset to include more languages and regional dialects. The team is now exploring partnerships with social media companies and online platforms to implement this technology.

    A major boost to regional innovation opens in Blenheim today, supported by a $578,000 grant from the Government’s Regional Strategic Partnership Fund (RSPF), Associate Regional Development Minister Mark Patterson says.
    “The completion of Te Au Pūngao – Tech & Innovation Hub is a key regional development milestone which will provide opportunities for start-ups and existing agri-businesses, tech innovators, researchers, investors, and support agencies – they will have a place to connect and collaborate in shared workspaces, and hold start-up events, networking sessions, seminars and workshops” Mr Patterson says.
    The 500 sq metre hub in central Blenheim received $635,000 in co-funding from the Marlborough District Council. The facilities include co-working space of up to 28 hot desks, meeting rooms, video conferencing facilities and a prototyping room.
    “Marlborough is home to some of New Zealand’s most innovative minds and pioneering sectors, especially in viticulture and aquaculture,” Mr Patterson says.
    “As these industries transform to adopt AI, robotics and advanced technologies, the region is attracting more agritech and marine tech innovators who work in these spaces. 
    “The hub is crucial in supporting these sectors by providing a space where local businesses can develop solutions and realise the ever-evolving opportunities that Marlborough and New Zealand’s agribusiness sector has to offer.

    Multiple sclerosis is a disease that results when the immune system mistakenly attacks the brain and spinal cord. It affects nearly one million people in the U.S. and over 2.8 million worldwide. While genetics play a role in the risk of developing multiple sclerosis, environmental factors such as diet, infectious disease and gut health are major contributors.

    The environment plays a key role in determining who develops multiple sclerosis, and this is evident from twin studies. Among identical twins who share 100% of their genes, one twin has a roughly 25% chance of developing MS if the other twin has the disease. For fraternal twins who share 50% of their genes, this rate drops to around 2%.

    Scientists have long suspected that gut bacteria may influence a person’s risk of developing multiple sclerosis. But studies so far have had inconsistent findings.

    To address these inconsistencies, my colleagues and I used what researchers call a bedside-to-bench-to-bedside approach: starting with samples from patients with multiple sclerosis, conducting lab experiments on these samples, then confirming our findings in patients.

    In our newly published research, we found that the ratio of two bacteria in the gut can predict multiple sclerosis severity in patients, highlighting the importance of the microbiome and gut health in this disease.

    Bedside to bench

    First, we analyzed the chemical and bacterial gut composition of patients with multiple sclerosis, confirming that they had gut inflammation and different types of gut bacteria compared with people without multiple sclerosis.

    Specifically, we showed that a group of bacteria called Blautia was more common in multiple sclerosis patients, while Prevotella, a bacterial species consistently linked to a healthy gut, was found in lower amounts.

    In a separate experiment in mice, we observed that the balance between two gut bacteria, Bifidobacterium and Akkermansia, was critical in distinguishing mice with or without multiple sclerosis-like disease. Mice with multiple sclerosis-like symptoms had increased levels of Akkermansia and decreased levels of Bifidobacterium in their stool or gut lining.

    Bench to bedside

    To explore this further, we treated mice with antibiotics to remove all their gut bacteria. Then, we gave either Blautia, which was higher in multiple sclerosis patients; Prevotella, which was more common in healthy patients; or a control bacteria, Phocaeicola, which is found in patients with and without multiple sclerosis. We found that mice with Blautia developed more gut inflammation and worse multiple sclerosis-like symptoms.

    Even before symptoms appeared, these mice had low levels of Bifidobacterium and high levels of Akkermansia. This suggested that an imbalance between these two bacteria might not just be a sign of disease, but could actually predict how severe it will be.

    We then examined whether this same imbalance appeared in people. We measured the ratio of Bifidobacterium adolescentis and Akkermansia muciniphila in samples from multiple sclerosis patients in Iowa and participants in a study spanning the U.S., Latin America and Europe.

    Our findings were consistent: Patients with multiple sclerosis had a lower ratio of Bifidobacterium to Akkermansia. This imbalance was not only linked to having multiple sclerosis but also with worse disability, making it a stronger predictor of disease severity than any single type of bacteria alone.

    How ‘good’ bacteria can become harmful

    One of the most interesting findings from our study was that normally beneficial bacteria can turn harmful in multiple sclerosis. Akkermansia is usually considered a helpful bacterium, but it became problematic in patients with multiple sclerosis.

    A previous study in mice showed a similar pattern: Mice with severe disease had a lower Bifidobacterium-to-Akkermansia ratio. In that study, mice fed a diet rich in phytoestrogens – chemicals structurally similar to human estrogen that need to be broken down by bacteria for beneficial health effects – developed milder disease than those on a diet without phytoestrogens. Previously we have shown that people with multiple sclerosis lack gut bacteria that can metabolize phytoestrogen.

    Although the precise mechanisms behind the link between the Bifidobacterium-to- Akkermansia ratio and multiple sclerosis is unknown, researchers have a theory. Both types of bacteria consume mucin, a substance that protects the gut lining. However, Bifidobacterium both eats and produces mucin, while Akkermansia only consumes it. When Bifidobacterium levels drop, such as during inflammation, Akkermansia overconsumes mucin and weakens the gut lining. This process can trigger more inflammation and potentially contribute to the progression of multiple sclerosis.

    Our finding that the Bifidobacterium-to-Akkermansia ratio may be a key marker for multiple sclerosis severity could help improve diagnosis and treatment. It also highlights how losing beneficial gut bacteria can allow other gut bacteria to become harmful, though it is unclear whether changing levels of certain microbes can affect multiple sclerosis.

    While more research can help clarify the link between the gut microbiome and multiple sclerosis, these findings offer a promising new direction for understanding and treating this disease.

  • MIL-OSI USA: Going With the Flow: Visualizing Ocean Currents with ECCO

    Historically, the ocean has been difficult to model. Scientists struggled in years past to simulate ocean currents or accurately predict fluctuations in temperature, salinity, and other properties. As a result, models of ocean dynamics rapidly diverged from reality, which meant they could only provide useful information for brief periods.
    In 1999, a project called Estimating the Circulation and Climate of the Ocean (ECCO) changed all that. By applying the laws of physics to data from multiple satellites and thousands of floating sensors, NASA scientists and their collaborators built ECCO to be a realistic, detailed, and continuous ocean model that spans decades. ECCO enabled thousands of scientific discoveries, and was featured during the announcement of the Nobel Prize for Physics in 2021.
    NASA ECCO is a powerful integrator of decades of ocean data, narrating the story of Earth’s changing ocean as it drives our weather, and sustains marine life.
    The ECCO project includes hundreds of millions of real-world measurements of temperature, salinity, sea ice concentration, pressure, water height, and flow in the world’s oceans. Researchers rely on the model output to study ocean dynamics and to keep tabs on conditions that are crucial for ecosystems and weather patterns. The modeling effort is supported by NASA’s Earth science programs and by the international ECCO consortium, which includes researchers from NASA’s Jet Propulsion Laboratory in Southern California and eight research institutions and universities.
    The project provides models that are the best possible reconstruction of the past 30 years of the global ocean. It allows us to understand the ocean’s physical processes at scales that are not normally observable.

    Large-scale wind patterns around the globe drag ocean surface waters with them, creating complex currents, including some that flow toward the western sides of the ocean basins. The currents hug the eastern coasts of continents as they head north or south from the equator: These are the western boundary currents. The three most prominent are the Gulf Stream, Agulhas, and Kuroshio. NASA Goddard’s Scientific Visualization Studio.

    Seafarers have known about the Gulf Stream — the Atlantic Ocean’s western boundary current — for more than 500 years. By the volume of water it moves, the Gulf Stream is the largest of the western boundary currents, transporting more water than all the planet’s rivers combined.
    In 1785, Benjamin Franklin added it to maritime charts showing the current flowing up from the Gulf, along the eastern U.S. coast, and out across the North Atlantic. Franklin noted that riding the current could improve a ship’s travel time from the Americas to Europe, while avoiding the current could shorten travel times when sailing back.

    Franklin’s charts showed a smooth Gulf Stream rather than the twisted, swirling path revealed in ECCO data. And Franklin couldn’t have imagined the opposing flow of water below the Gulf Stream. The countercurrent runs at depths of about 2,000 feet (600 meters) in a cold river of water that is roughly the opposite of the warm Gulf Stream at the surface. The submarine countercurrent is clearly visible when the upper layers in the ECCO model are peeled away in visualizations.
    The Gulf Stream is a part of the Atlantic Meridional Overturning Circulation (AMOC), which moderates climate worldwide by transporting warm surface waters north and cool underwater currents south. The Gulf Stream, in particular, stabilizes temperatures of the southeastern United States, keeping the region warmer in winter and cooler in summer than it would be without the current. After the Gulf Stream crosses the Atlantic, it tempers the climates of England and the European coast as well.

    The Agulhas Current flows south along the western side of the Indian Ocean. When it reaches the southern tip of Africa, it sheds swirling vortices of water called Agulhas Rings. Sometimes persisting for years, the rings glide across the Atlantic toward South America, transporting small fish, larvae, and other microorganisms from the Indian Ocean. 
    Researchers using the ECCO model can study Agulhas Current flow as it sends warm, salty water from the tropics in the Indian Ocean toward the tip of South Africa. The model helps tease out the complicated dynamics that create the Agulhas rings and large loop of current called a supergyre that surrounds the Antarctic. The Southern Hemisphere supergyre links the southern portions of other, smaller current loops (gyres) that circulate in the southern Atlantic, Pacific, and Indian oceans. Together with gyres in the northern Atlantic and Pacific, the southern gyres and Southern Hemisphere supergyre influence climate while transporting carbon around the globe. 

    In addition to affecting global weather patterns and temperatures, western boundary currents can drive vertical flows in the oceans known as upwellings. The flows bring nutrients up from the depths to the surface, where they act as fertilizer for phytoplankton, algae, and aquatic plants.
    The Kuroshio Current that runs on the west side of the Pacific Ocean and along the east side of Japan has recently been associated with upwellings that enrich coastal fishing waters. The specific mechanisms that cause the vertical flows are not entirely clear. Ocean scientists are now turning to ECCO to tease out the connection between nutrient transport and currents like the Kuroshio that might be revealed in studies of the water temperature, density, pressure, and other factors included in the ECCO model.

    When viewed through the lens of ECCO’s temperature data, western boundary currents carry warm water away from the tropics and toward the poles. In the case of the Gulf Stream, as the current moves to far northern latitudes, some of the saltwater freezes into salt-free sea ice. The saltier water left behind sinks and then flows south all the way toward the Antarctic before rising and warming in other ocean basins. 

    Currents also move nutrients and salt throughout Earth’s ocean basins. Swirling vortexes of the Agulhas rings stand out in ECCO temperature and salinity maps as they move warm, salty water from the Indian Ocean into the Atlantic.

    ECCO offers researchers a way to run virtual experiments that would be impractical or too costly to perform in real oceans. Some of the most important applications of the ECCO model are in ocean ecology, biology, and chemistry. Because the model shows where the water comes from and where it goes, researchers can see how currents transport heat, minerals, nutrients, and organisms around the planet. 
    In prior decades, for example, ocean scientists relied on extensive temperature and salinity measurements by floating sensors to deduce that the Gulf Stream is primarily made of water flowing past the Gulf rather than through it. The studies were time-consuming and expensive. With the ECCO model, data visualizers at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, virtually replicated the research in a simulation that was far quicker and cheaper.

    The example illustrated here relies on ECCO to track the flow of water by virtually filling the Gulf with 115,000 particles and letting them move for a year in the model. The demonstration showed that less than 1% of the particles escape the Gulf to join the Gulf Stream. 
    Running such particle-tracking experiments within the ocean circulation models helps scientists understand how and where environmental contaminants, such as oil spills, can spread.

    Today, researchers turn to ECCO for a broad array of studies. They can choose ECCO modeling products that focus on one feature – such as global flows or the biology and chemistry of the ocean – or they can narrow the view to the poles or specific ocean regions. Every year, more than a hundred scientific papers include data and analyses from the ECCO model that delve into our oceans’ properties and dynamics.

  • MIL-OSI USA: NASA’s Webb Exposes Complex Atmosphere of Starless Super-Jupiter

    An international team of researchers has discovered that previously observed variations in brightness of a free-floating planetary-mass object known as SIMP 0136 must be the result of a complex combination of atmospheric factors, and cannot be explained by clouds alone.
    Using NASA’s James Webb Space Telescope to monitor a broad spectrum of infrared light emitted over two full rotation periods by SIMP 0136, the team was able to detect variations in cloud layers, temperature, and carbon chemistry that were previously hidden from view.
    The results provide crucial insight into the three-dimensional complexity of gas giant atmospheres within and beyond our solar system. Detailed characterization of objects like these is essential preparation for direct imaging of exoplanets, planets outside our solar system, with NASA’s Nancy Grace Roman Space Telescope, which is scheduled to begin operations in 2027.

    SIMP 0136 is a rapidly rotating, free-floating object roughly 13 times the mass of Jupiter, located in the Milky Way just 20 light-years from Earth. Although it is not classified as a gas giant exoplanet — it doesn’t orbit a star and may instead be a brown dwarf — SIMP 0136 is an ideal target for exo-meteorology: It is the brightest object of its kind in the northern sky. Because it is isolated, it can be observed with no fear of light contamination or variability caused by a host star. And its short rotation period of just 2.4 hours makes it possible to survey very efficiently.
    Prior to the Webb observations, SIMP 0136 had been studied extensively using ground-based observatories and NASA’s Hubble and Spitzer space telescopes.
    “We already knew that it varies in brightness, and we were confident that there are patchy cloud layers that rotate in and out of view and evolve over time,” explained Allison McCarthy, doctoral student at Boston University and lead author on a study published today in The Astrophysical Journal Letters. “We also thought there could be temperature variations, chemical reactions, and possibly some effects of auroral activity affecting the brightness, but we weren’t sure.”
    To figure it out, the team needed Webb’s ability to measure very precise changes in brightness over a broad range of wavelengths.

    Using NIRSpec (Near-Infrared Spectrograph), Webb captured thousands of individual 0.6- to 5.3-micron spectra — one every 1.8 seconds over more than three hours as the object completed one full rotation. This was immediately followed by an observation with MIRI (Mid-Infrared Instrument), which collected hundreds of spectroscopic measurements of 5- to 14-micron light — one every 19.2 seconds, over another rotation.
    The result was hundreds of detailed light curves, each showing the change in brightness of a very precise wavelength (color) as different sides of the object rotated into view.
    “To see the full spectrum of this object change over the course of minutes was incredible,” said principal investigator Johanna Vos, from Trinity College Dublin. “Until now, we only had a little slice of the near-infrared spectrum from Hubble, and a few brightness measurements from Spitzer.”
    The team noticed almost immediately that there were several distinct light-curve shapes. At any given time, some wavelengths were growing brighter, while others were becoming dimmer or not changing much at all. A number of different factors must be affecting the brightness variations.
    “Imagine watching Earth from far away. If you were to look at each color separately, you would see different patterns that tell you something about its surface and atmosphere, even if you couldn’t make out the individual features,” explained co-author Philip Muirhead, also from Boston University. “Blue would increase as oceans rotate into view. Changes in brown and green would tell you something about soil and vegetation.”

    To figure out what could be causing the variability on SIMP 0136, the team used atmospheric models to show where in the atmosphere each wavelength of light was originating.
    “Different wavelengths provide information about different depths in the atmosphere,” explained McCarthy. “We started to realize that the wavelengths that had the most similar light-curve shapes also probed the same depths, which reinforced this idea that they must be caused by the same mechanism.”
    One group of wavelengths, for example, originates deep in the atmosphere where there could be patchy clouds made of iron particles. A second group comes from higher clouds thought to be made of tiny grains of silicate minerals. The variations in both of these light curves are related to patchiness of the cloud layers.
    A third group of wavelengths originates at very high altitude, far above the clouds, and seems to track temperature. Bright “hot spots” could be related to auroras that were previously detected at radio wavelengths, or to upwelling of hot gas from deeper in the atmosphere.
    Some of the light curves cannot be explained by either clouds or temperature, but instead show variations related to atmospheric carbon chemistry. There could be pockets of carbon monoxide and carbon dioxide rotating in and out of view, or chemical reactions causing the atmosphere to change over time.
    “We haven’t really figured out the chemistry part of the puzzle yet,” said Vos. “But these results are really exciting because they are showing us that the abundances of molecules like methane and carbon dioxide could change from place to place and over time. If we are looking at an exoplanet and can get only one measurement, we need to consider that it might not be representative of the entire planet.”
    This research was conducted as part of Webb’s General Observer Program 3548.

  • MIL-OSI Security: Lisa G. Johnston Named Acting United States Attorney for the Southern District of West Virginia

    CHARLESTON, W.Va. – Lisa G. Johnston has been named the Acting United States Attorney for the Southern District of West Virginia. As Acting United States Attorney, Johnston is the chief federal law enforcement officer for the Southern District of West Virginia, which covers 23 counties, and oversees all federal criminal prosecutions as well as the litigation of all civil matters in which the United States has an interest.

    “I am honored to serve as Acting United States Attorney and pledge to continue to fulfill the vital mission of the Department of Justice,” Johnston said. “On behalf of this office and its dedicated attorneys and staff, I look forward to working closely and collaboratively with our law enforcement partners to protect the public, enforce the law fairly and consistently, and promote respect for the legal system and the rule of law.”

    Johnston previously served as the Acting United States Attorney for the Southern District of West Virginia from February 2021 to October 2021. She joined the U.S. Attorney’s Office in the Southern District of West Virginia in August 2006. Since January 2018, Johnston has served as First Assistant United States Attorney, the second most-senior official in the United States Attorney’s Office tasked with overseeing the operations of the criminal, civil and administrative sections of the United States Attorney’s Office.

    Johnston began her 37-year career in the Northern District of West Virginia, where she served as a Special Assistant United States Attorney and then as an Assistant United States Attorney. In October 2001, Johnston accepted a detail with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Chief Counsel’s Office where she served as a legal advisor to ATF employees in the Louisville Field Division. In August 2005, Johnston accepted a detail with the United States Attorney’s Office for the Southern District of New York, where she handled immigration appeals.

    Throughout her extensive career as an Assistant United States Attorney, Johnston has handled investigations and prosecutions of federal criminal laws involving crimes against children, firearms, violence, drug trafficking, health care fraud, immigration, and other white-collar offenses.

    As Acting United States Attorney, Johnston oversees a staff of 34 attorneys and 41 non-attorney personnel located in offices in Charleston, Huntington, and Beckley.

    A native of Moundsville, West Virginia, Johnston earned a Juris Doctor degree from the West Virginia University College of Law in 1988. She graduated Cum Laude from West Virginia University with a Bachelor of Science degree in Journalism in 1984.

  • MIL-OSI Europe: Opening remarks by Commissioner Kadis at the European Ocean Days Event

    Good morning, friends of the ocean,

    It is truly an honour to be here today as we kick off the second edition of the European Ocean Days.

    I am pleased to see all of you here in Brussels, and I also want to extend a warm welcome to everyone joining us online. We have ocean experts, marine scientists, fishers, policymakers, community leaders, youth, entrepreneurs, and stakeholders from across Europe gathered here to discuss the importance of our ocean, seas and waters. I would like to take a moment to thank all my colleagues across the European Commission services and our partners for organising this week of inspiring events.

    The European Ocean Days are more than just a week of events. They represent the European Union’s strong commitment to a sustainable blue economy and to the protection of our ocean. They also celebrate the hard work many of you have done to help shape the policies we are building on today.

    As you well know, the ocean covers more than 70% of the Earth’s surface. It regulates our climate and provides essential resources that sustain life, both at sea and on land. Yet the ocean still faces many challenges, such as overfishing, plastic pollution and the effects of climate change. This year’s European Ocean Days are filled with exciting events to explore the future of our ocean, share success stories, and discuss innovative solutions to the challenges at hand. This is a unique opportunity to share ideas, learn from each other, and take steps towards our shared ocean goals.

    But before I get into the details of what we have planned for you, I would like to tell you more about an initiative that we are working on – the European Ocean Pact.

    With this pact, we want to ensure coherence across all EU policy areas linked to the ocean, with clear objectives:

    • Developing a competitive and sustainable European blue economy;
    • Protecting and restoring ocean health, productivity and resilience;
    • Building a robust marine knowledge framework;
    • Establishing a global ocean governance and diplomacy;
    • Enhancing the resilience of coastal communities and cities;
    • And putting in place a governance model that will ensure implementation.

    In the coming days, you will hear a lot about the Ocean Pact and I hope that our discussions will feed into it.

    Now let me tell you what we have planned for you:

    We begin today with Young Voices for the Ocean and the first Youth Policy Dialogue, where I will have the opportunity to discuss ocean policies with 16 young people from across the European Union. Young people’s voices matter and it is important that we hear your views, because the future of our ocean largely rests in your hands. Your opinions and needs must contribute to the upcoming European Ocean Pact and help shape the future of the blue economy. Let me emphasise that listening to the views of the youth is among the priorities of this European Commission as it is clearly stated in the political guidelines of President Von Der Leyen.

    In the afternoon, we have three panels lined up, focusing on key topics for young people: career opportunities in the blue economy, youth engagement in ocean conservation and restoration projects, and what it means to be a blue citizen. During breaks, I invite you to visit the art exhibition by the JRC SciArt project, relax with ocean sounds, or network and discover new initiatives and partners at the Ocean Literacy Island. Before we close today, our Ocean Literacy Coalition will launch the campaign #MakeEUBlue: Cities on board!. This initiative calls on cities across Europe to take action for the ocean, from supporting blue education to organizing beach clean-ups and restoration projects. We encourage you all to get involved and ensure no city is left behind on our shared journey toward ocean sustainability.

    The rest of the week is just as full of important events. We will host the 3rd Mission Restore Our Ocean and Waters Forum to highlight what we are doing to restore our ocean and waters, as well as what else needs to be done to meet our 2030 goals. Then, the Fisheries and Ocean Dialogues will bring together stakeholders from the fisheries, aquaculture, and blue economy sectors. These dialogues will play a crucial role in shaping the European Ocean Pact, addressing issues such as the future of fisheries, biodiversity protection, and the health and resilience of our ocean.

    We will also hold a session on the European Institute of Technology’s call for a new Knowledge and Innovation Community on Water, Marine, and Maritime Sectors and Ecosystems. This session will provide essential information on funding opportunities for innovative projects. And, once again, investors and innovators will gather at the Blue Invest event to explore investment opportunities and sustainable solutions for the blue economy, with workshops and networking sessions on innovation and sustainability. To close the week, we will discuss Marine Knowledge for the European Ocean Pact, focussing on how observation, data, research, marine knowledge and citizen science can drive informed decision-making and help shape ocean-related policies, including the Oceans Pact. Finally, the Fisheries and Ocean Science Seminar will offer insights into the current state of scientific research and advice related to fisheries and ocean health. As you can see, we have a week full of activities that promise to be both informative and engaging.

    So let’s make this week all about learning, sharing, and working together to build a better future for our ocean.

    I wish you all an enjoyable and productive week and I look forward to the discussions, ideas, and actions that will emerge.

    Introduction

    Every year on March 3rd, the world celebrates United Nations World Wildlife Day (WWD) to honour the vital role of wild animals and plants in our lives and the planet’s health. This day is a reminder of the need to protect and preserve biodiversity for future generations. The theme for WWD 2025 is “Wildlife Conservation Finance: Investing in People and Planet.” [2]

    Prime Minister Shri Narendra Modi visited Gir National Park in Gujarat today to chair the 7th meeting of the National Board for Wildlife. The Board reviewed the Government’s key wildlife conservation efforts, including the expansion of protected areas and flagship programs like Project Tiger, Project Elephant, and Project Snow Leopard. Discussions also covered initiatives for the conservation of dolphins and Asiatic lions, along with the establishment of the International Big Cats Alliance.[4]

    India is one of the most biodiverse countries in the world, even though it covers only 2.4% of the Earth’s land. It is home to 7-8% of all known species, including over 45,000 types of plants and 91,000 types of animals. The country’s varied landscapes and climate have created different ecosystems like forests, wetlands, grasslands, deserts, and coastal and marine habitats. These ecosystems support rich biodiversity and benefit people in many ways. India also has 4 of the world’s 34 major biodiversity hotspots—the Himalayas, the Western Ghats, the Northeast region, and the Nicobar Islands—making it an important region for global conservation.[6]

    The Government of India, primarily through the Ministry of Environment, Forest and Climate Change (MoEFCC), has instituted a comprehensive framework of policies, legislative measures, and initiatives aimed at conserving and protecting this natural heritage.

    Budgetary Allocations[7]

    In the Union Budget 2025-26, the Ministry of Environment, Forests, and Climate Change has been allocated ₹3,412.82 crores, which is 9% higher than the 2024-25 revised estimates of Rs. 3125.96 crores.

    • ₹3,276.82 crore (96%) is for revenue expenditure, which has increased by 8%.
    • ₹136 crore (4%) is for capital expenditure, which has risen by 46% from 93.25 crore from 2024-25 revised estimates.

    For 2025-26, the central government has allocated ₹450 crore for the Integrated Development of Wildlife Habitats under its centrally sponsored scheme. Additionally, ₹290 crore (64% of the total allocation) has been earmarked for Project Tiger and Elephant, reflecting an 18% increase from the 2024-25 revised estimates.[8]

    National Wildlife Database Cell

    The National Wildlife Database Centre of Wildlife Institute of India (WII) has been developing a National Wildlife Information System (NWIS) on the Protected Areas of the country. As of 27th November, 2023 India has a network of 1014 Protected Areas including 106 National Parks, 573 Wildlife Sanctuaries, 115 Conservation Reserves and 220 Community Reserves covering a total of 1,75,169.42 km2 of geographical area of the country which is approximately 5.32%.     The National Wildlife Database Centre (NWDC) is providing information on the conservation status of animal species, biogeographic regions, administrative units, habitat types and the network of protected areas in India, in a variety of formats and also providing an extensive bibliographic support for wildlife research.

    1. Legislative and Policy Framework

    • National Wildlife Action Plan (2017-2031): This strategic plan emphasizes landscape-level conservation, community involvement, and the integration of climate change considerations into wildlife management.[10]
    • National Human-Wildlife Conflict Mitigation Strategy and Action Plan: The National Human-Wildlife Conflict Mitigation Strategy and Action Plan (2021-26) (HWC-NAP) aims to systematically reduce human-wildlife conflict (HWC) while ensuring wildlife conservation, ecosystem protection, and sustainable development. Developed through a four-year consultative process under the Indo-German Project on HWC Mitigation, it integrates scientific, policy, and community-driven approaches to balance human well-being with wildlife protection. [11]

    2. Species-Specific Conservation Initiatives – Success Stories

    2.1 Project Dolphin: Key Developments and Conservation Efforts[12]

    Launched on 15th August 2020, Project Dolphin aims to conserve both marine and riverine dolphins, along with associated cetaceans, through habitat protection, scientific research, and community awareness. In 2022-23, ₹241.73 lakhs and in 2023-24, ₹248.18 lakhs were allocated under the CSS: Development of Wildlife Habitats for conservation activities. Key dolphin hotspots have been identified in Assam, Rajasthan, Madhya Pradesh, Punjab, and Lakshadweep, with focused efforts on species protection, habitat improvement, monitoring, patrolling, and awareness programs. A Comprehensive Action Plan (2022-2047) has been finalized and shared with relevant Ministries for execution.

    Policy & Governance Enhancements

    • The Wild Life (Protection) Act, 1972 was amended in December 2022, empowering the Indian Coast Guard with enforcement powers and recognizing Gangetic & Indus River Dolphins as distinct species under Schedule I.
    • The Project Dolphin Steering Committee was reconstituted, with the first committee meeting held on 6th September 2023, where the first edition of the Project Dolphin Newsletter was launched.
    • States have been urged to align with International Whaling Commission regulations, appointing Dolphin and Whaling Commissioners for conservation efforts.

    Scientific Research & International Engagement

    • Population estimation of riverine dolphins has been completed, with the report under finalization.
    • A meeting on Irrawaddy dolphins was conducted in Odisha with the Minister of Environment, Forest & Climate Change in attendance.
    • India participated in discussions on the Global Declaration for River Dolphins (23-24 October 2023, Bogotá, Colombia), reinforcing its commitment to global dolphin conservation.
    • Chambal River Conservation Zone: A 200 km stretch in Madhya Pradesh, Rajasthan, and Uttar Pradesh has been recommended for designation as a Dolphin Conservation Zone for targeted protection efforts.

    India’s First-Ever Ganges River Dolphin Tagging: A Historic Conservation Milestone[13]

    On 18th December 2024, India achieved a groundbreaking milestone by successfully satellite-tagging the first-ever Ganges River Dolphin (Platanista gangetica) in Assam under Project Dolphin. Led by the Wildlife Institute of India (WII) in collaboration with the Assam Forest Department and Aaranyak, and funded by the National CAMPA Authority (MoEFCC), this initiative marks a global first in dolphin conservation.

    • With 90% of the global population found in India, knowledge gaps on their movement and ecology have hindered conservation efforts.
    • This initiative will study their habitat use, migration patterns, and environmental stressors, aiding better conservation strategies.

    Technology & Future Steps

    • Advanced lightweight satellite tags compatible with Argos satellite systems enable tracking despite dolphins’ minimal surfacing time.
    • Plans are underway to expand tagging across other states, creating a comprehensive conservation roadmap.

    2.2  50 Years of Project Tiger: [14]

    Project Tiger, initiated in 1973, has been India’s flagship conservation initiative, successfully completing 50 years in 2023. Focused on tiger conservation through dedicated reserves and strict protection measures, it has played a crucial role in reviving tiger populations. Marking this milestone, the Prime Minister inaugurated a commemorative event in Mysuru, Karnataka, on April 9, 2023. As per the 5th cycle of All India Tiger Estimation 2022, India now hosts over 70% of the world’s wild tiger population, reaffirming its leadership in global tiger conservation.

    India has reaffirmed its position as a global leader in tiger conservation, with the tiger population rising to 3,682 (range 3,167-3,925) as per the All India Tiger Estimation 2022, marking a steady increase from 2,967 in 2018 and 2,226 in 2014. The population is growing at 6.1% per annum in consistently sampled areas.[15]

    To commemorate 50 years of Project Tiger, the Prime Minister released key reports, including the ‘Amrit Kaal Ka Vision for Tiger Conservation’, the 5th cycle of Management Effectiveness Evaluation (MEE) of Tiger Reserves, and the official summary of All India Tiger Estimation 2022. A commemorative coin was also issued.

    Major Conservation Efforts

    Tiger Reserve Expansion & Management

    • India now has 54 tiger reserves, covering over 78,000 sq. km (2.30% of the country’s geographical area), with Rani Durgavati Tiger Reserve (Madhya Pradesh) being the latest addition.
    • MEE 2022 assessed 51 reserves, ranking 12 as ‘Excellent’, 21 as ‘Very Good’, 13 as ‘Good’, and 5 as ‘Fair’.

    Reintroduction of Tigers in Extinct Areas

    • Tigers have been reintroduced in Rajaji (Uttarakhand), Madhav (Madhya Pradesh), Mukundra Hills (Rajasthan), and Ramgarh Vishdhari (Rajasthan) Tiger Reserves, with plans for Buxa Tiger Reserve next.

    Global Conservation Recognition & Collaboration

    • 23 Indian tiger reserves are now CA|TS-accredited, ensuring global best practices in conservation, with six new reserves receiving accreditation this year.
    • Pench and Satpura Tiger Reserves received the prestigious Tx2 Award for doubling their tiger populations.
    • India signed MoUs with Cambodia for tiger reintroduction and held bilateral discussions with Bangladesh for transboundary conservation in the Sundarbans.

    2.3 International Big Cat Alliance (IBCA) Becomes a Treaty-Based Organization[16]

    The International Big Cat Alliance (IBCA) officially became a treaty-based intergovernmental organization on January 23, 2025, with Nicaragua, Eswatini, India, Somalia, and Liberia ratifying the agreement. With 27 countries onboard, IBCA aims to drive global big cat conservation through cross-border collaboration.

    About IBCA

    • Launched by PM Narendra Modi on April 9, 2023, during the 50 Years of Project Tiger event.
    • Union Cabinet approved its establishment in February 2024, with headquarters in India.
    • Founded by the National Tiger Conservation Authority (NTCA) under MoEFCC on March 12, 2024.
    • Focuses on the conservation of seven big cat species: Tiger, Lion, Leopard, Snow Leopard, Cheetah, Jaguar, and Puma.

    Key Objectives & Impact

    • Enhances global collaboration among governments, conservationists, and NGOs.
    • Establishes a central fund and technical hub for research and conservation efforts.
    • Strengthens habitat protection, anti-poaching strategies, and wildlife law enforcement.
    • Combats illegal wildlife trade and promotes sustainable conservation practices.
    • Integrates climate change mitigation into conservation strategies.

    With IBCA’s legal status now formalized, it marks a historic milestone in global big cat conservation, fostering stronger international cooperation to protect these apex predators and their ecosystems.

    In collaboration with Kaziranga National Park and Tiger Reserve, the IBCA organized an executive course on capacity building for wildlife and conservation practitioners, bringing together officials from 27 countries, underscoring the shared global commitment to wildlife conservation and sustainable development. ​[17]

    2.4 Project Cheetah

    Project Cheetah is a landmark wildlife conservation initiative launched on September 17, 2022 aimed at reintroducing cheetahs to India after their extinction in the late 1940s and early 1950s. As the world’s first intercontinental large wild carnivore translocation project, it operates under the umbrella of Project Tiger and aligns with the Cheetah Action Plan to restore and conserve the species. Efforts are underway to expand suitable habitats, ensuring long-term survival and ecological balance in India’s grassland ecosystems.

     Key Achievements:

    • Transcontinental Relocation: In September 2022, eight cheetahs from Namibia were translocated to Kuno National Park, followed by twelve cheetahs from South Africa in February 2023. [18]
    • Successful Adaptation: The majority of these cheetahs have adapted well to their new environment, exhibiting natural behaviours such as hunting, territory establishment, and mating. Notably, a female cheetah gave birth to cubs on Indian soil after 75 years, with one surviving cub reported to be six months old and showing normal growth patterns as of September 2023.[19] On 3rd January, 2024 three cubs were born to Namibian Cheetah Aasha at the Kuno National Park.[20]
    • Community Engagement: The project has actively involved local communities, providing direct and indirect employment opportunities. Over 350 ‘Cheetah Mitras’ (Cheetah Friends) from surrounding villages have been engaged to educate the public on cheetah behaviour and human-wildlife conflict mitigation, fostering peaceful coexistence. [21]

    2.5 Project Elephant:

    India, home to over 60% of the global Asian elephant population, has undertaken significant measures to protect and conserve these majestic animals. Project Elephant, launched by the Government of India, is a flagship initiative aimed at ensuring the long-term survival of elephants in their natural habitats. This program focuses on habitat preservation, human-elephant conflict mitigation, and the welfare of captive elephants, reflecting India’s deep-rooted cultural and ecological commitment to elephant conservation. [22]

    1. Growing Elephant Population: India’s wild elephant population has increased from 26,786 (2018 census) to 29,964 in 2022, reinforcing the country’s successful conservation efforts.[23]

    2. Expanding Protected Areas: India has 33 Elephant Reserves across 14 states, covering a vast 80,777 km², ensuring elephants have safe migratory corridors and protected habitats.[24]

    3.Integrated Wildlife Protection: Elephant Reserves are often overlapping with Tiger Reserves, Wildlife Sanctuaries, and Reserved Forests, ensuring comprehensive protection under multiple forest and wildlife laws.[25]

    4. Financial Investment in Conservation: Under the 15th Finance Commission cycle, the Government has approved a total outlay of ₹2,602.98 crores for wildlife conservation, with ₹236.58 crores specifically allocated for Project Elephant to strengthen conservation measures and reduce human-elephant conflicts.[26]

    2.6 Conservation of the Asiatic Lion in India

    The Asiatic lion (Panthera leo persica), once teetering on the brink of extinction, has witnessed a remarkable resurgence in India, primarily within Gir National Park and its surrounding landscapes in Gujarat. This conservation success is attributed to dedicated efforts by the Government of India, the Gujarat State Government, and local communities.

      Launched as a flagship initiative, Project Lion focuses on:
      • Landscape ecology-based conservation, ensuring sustainable lion habitats.
      • Habitat restoration and securing additional areas for lions.
      • Community participation, creating livelihood opportunities for local residents.
      • Disease management, establishing India as a global hub for big cat health research and treatment.

     

    Significance and Achievements

    Through rigorous conservation efforts, the Asiatic lion population has shown a consistent upward trend:

    • 2010: 411 lions
    • 2015: 523 lions
    • 2020: 674 lions
    1. Increased Conservation Funding:[29]
      The Gujarat Government has steadily increased its financial commitment to lion conservation, ₹155.53 crore in 2023-24.
    2. International Recognition:[30]
      Due to India’s conservation initiatives, the International Union for Conservation of Nature (IUCN) reclassified the Asiatic lion from “Critically Endangered” to ‘Endangered’ in 2008, acknowledging the success of India’s efforts.

    2.7 Conserving the One-Horned Rhinoceros in India

    The Government of India has implemented several strategic initiatives to conserve and protect the one-horned rhinoceros (Rhinoceros unicornis), leading to significant achievements in their population recovery and habitat preservation,

    Key Conservation Initiatives:

    • National Conservation Strategy for the Indian One-Horned Rhinoceros (2019): Launched by the Ministry of Environment, Forest and Climate Change in 2019, this strategy aims to repopulate rhinoceros populations in areas where they previously existed by augmenting existing conservation efforts through scientific and administrative measures. [31]
    • Indian Rhino Vision (IRV) 2020: This program focuses on increasing the rhino population and expanding their distribution by translocating individuals to suitable habitats, thereby enhancing genetic diversity and reducing the risk of localized threats. [32]

    Impact and Achievements:

    • Population Growth: As of 2022, Kaziranga National Park, a UNESCO World Heritage Site, is home to 2,613 greater one-horned rhinoceroses, reflecting effective conservation efforts.[33]
    • Global Significance: Assam’s rhino population accounts for approximately 68% of the world’s greater one-horned rhinoceroses, underscoring the state’s pivotal role in global conservation.[34]
    • Community Engagement: Initiatives such as World Rhino Day celebrations in Kaziranga National Park involve local communities and raise public awareness about rhino conservation, fostering a collective sense of responsibility towards protecting this iconic species. [35]

    3. Habitat and Ecosystem Conservation

    • Digitization of Flora, Fauna and herbarium records: In 2024, the Botanical Survey of India (BSI) and Zoological Survey of India (ZSI) has carried out the digitization of 16500 specimens with 45000 images of the Type and Non-Type of Indian Faunal specimens. ZSI has completed faunal documentation from 27 States and Union Territories as well as all of the 10 Biogeographic Zones across the country. Data of 6124 springs in 11 IHR States and 1 UT (J&K) has been geo-tagged spatially online on the HIMAL Geo portal.[36]
    • Mangrove Initiative for Shoreline Habitats & Tangible Incomes (MISHTI): Launched on World Environment Day 2024, MISHTI focuses on the restoration of mangroves to bolster coastal sustainability. Approximately 22,561 hectares of degraded mangroves have been restored across 13 states and union territories. [37]
    • National Mission for Green India (GIM): As part of the National Action Plan on Climate Change, GIM was launched in February, 2014 aiming to protect, restore, and enhance India’s forest cover, thereby contributing to climate change mitigation and adaptation.[38]
    • Integrated Development of Wildlife Habitats (IDWH): This centrally sponsored scheme provides financial and technical assistance to state and union territory governments for wildlife conservation activities. The scheme encompasses the development of wildlife habitats, Project Tiger, and Project Elephant, with a total outlay of ₹2,602.98 crores for the 15th Finance Commission cycle.[39]

    4. Research and Monitoring

    • Advanced Research Facilities: In December 2024, the MoEFCC inaugurated a Next Generation DNA Sequencing facility at the Wildlife Institute of India in Dehradun. This facility enhances research capabilities in wildlife genetics, aiding in the development of effective conservation strategies.[40]

    5. Community Involvement and Awareness

    • ‘Ek Ped Maa Ke Naam’ Campaign: Launched on World Environment Day 2024, this initiative encourages individuals to plant trees in honour of their mothers and Mother Earth. By December 2024, over 102 crore trees had been planted under this campaign, with a target of 140 crore trees by March 2025.[41]
    • World Wildlife Day Celebrations: The 2024 World Wildlife Day, themed “Connecting People and Planet: Exploring Digital Innovation in Wildlife Conservation,” was celebrated at Okhla Bird Sanctuary. The event featured eco-trails, poster-making competitions, and interactive sessions to raise awareness about wildlife conservation.[42]

    6. Conservation of Marine Species

    • National Marine Turtle Action Plan: Released by the MoEFCC, this plan focuses on the conservation of marine turtles and their habitats along the Indian coastline.[43]
    • Coastal Regulation Zone (CRZ) Notification, 2019: This regulation emphasizes the conservation of ecologically sensitive areas such as mangroves, coral reefs, and turtle nesting grounds, ensuring their protection from unregulated developmental activities.[44]

    7. Combating Wildlife Crime

    • Wildlife Crime Control Bureau (WCCB): Established to combat organized wildlife crime, the WCCB coordinates enforcement actions, gathers intelligence, and assists in international efforts to curb illegal wildlife trade. Between 2019 and 2023, the WCCB conducted 166 joint operations in the North Eastern Region, leading to the arrest of 375 wildlife offenders.[45]

    • Release of India’s first-ever riverine dolphin estimation report, covering 28 rivers across eight states. Encouragement of local community participation in dolphin conservation.
    • Foundation stone laid for the National Referral Centre for Wildlife at Junagadh to enhance coordination in wildlife health management.
    • Establishment of a Centre of Excellence at the Wildlife Institute of India (WII) – SACON, Coimbatore to tackle human-wildlife conflict.
    • Deployment of Rapid Response Teams with advanced tracking technology, surveillance systems, and AI-driven intrusion detection.
    • Collaboration between Forest Survey of India, Dehradun, and BISAG-N to enhance forest fire prediction, detection, prevention, and control using space technology.
    • Integration of Artificial Intelligence (AI) and Machine Learning (ML) for wildlife conservation and conflict mitigation.
    • New sites identified for cheetah reintroduction, including Gandhisagar Sanctuary (Madhya Pradesh) and Banni Grasslands (Gujarat).
    • Announcement of a Tiger Conservation Scheme focused on protecting tigers and co-predators outside traditional tiger reserves.
    • Launch of a dedicated Project on Gharials to address their dwindling population.
    • Announcement of a National Great Indian Bustard Conservation Action Plan to upscale conservation efforts.
    • Documentation and research on India’s traditional forest and wildlife conservation practices using AI.
    • Expansion of India’s engagement with the United Nations Convention on the Conservation of Migratory Species of Wild Animals (CMS) for enhanced international cooperation.

By fostering cross-border cooperation, leveraging scientific innovation, and ensuring community participation, India continues to drive a holistic and inclusive conservation agenda. As we mark World Wildlife Day 2025, the nation reaffirms its resolve to protect and restore ecosystems, ensuring a sustainable and resilient future for generations to come.

    The President of India, Smt Droupadi Murmu inaugurated the two-day Visitor’s Conference 2024-25 at Rashtrapati Bhavan today (March 3, 2025). The President of India is the Visitor of 184 Central Institutes of Higher Education.

    In her inaugural address, the President said that the level of development of any country is reflected in the quality of its education system. She told the heads of the institutions of higher learning that they have a crucial role in achieving the goal of establishing India as an important centre of the knowledge economy. She highlighted the need to pay a lot of attention to research along with education. She said that the Government of India has established the National Research Fund with a very good objective. She expressed confidence that institutions of higher learning would make good use of this important initiative and encourage research.

    The President said that the ambition of our higher education community should be that researchers from our institutions get recognition at the world level, patents of our institutions can bring change in the world, and students from developed countries choose India as a preferred destination for higher education.

    The President said that students from India enrich the world’s leading educational institutions and developed economies with their talent. She emphasised the need of making efforts to utilize their talent in our country. She stated that our national goal of establishing India as a Global Knowledge Super Power would be achieved only when the world community is eager to adopt the work being done in our laboratories.

    The President said that many higher education institutions of our country have global brand value. The students of these institutions get big responsibilities in the best institutions and companies of the world. However, all our institutions should move ahead very fast. The leadership of heads of institutions of higher learning would be recognised by developing and utilising the immense talent of our large youth population.

    The President said that along with excellence, social inclusion and sensitivity should also be an essential aspect of our education system. No economic, social, or psychological limitation of any kind should be a hindrance in getting higher education. She said that heads and teachers of institutions of higher learning should take care of young students, remove any insecurity from their minds and provide them moral and spiritual strength. She urged them to make every possible effort to provide counselling and inspiration to students and spread positive energy in the campuses.

    The President said that our country has a rich tradition of scientific achievements. The branches and sub-branches of Indian knowledge and science have flourished in every region of the country. It would be very useful to rediscover the invaluable but extinct streams of knowledge and science by doing intense research. She stated that it is the responsibility of the higher education ecosystem to find ways to use such organically grown knowledge systems in today’s context.

    The President said that educational institutions shape the future of the nation. Young students learn from the conduct of our policy makers, teachers, heads of institutions, and senior students. She expressed confidence that with their global thinking, the heads of higher learning institutions would prepare a generation of builders of a developed India.

    During the inaugural session, the President presented the eighth Visitor’s Awards in the categories of Innovation, Research, and Technology Development.

    ·  The Visitor’s Award for Innovation was given to Prof Saripella Srikrishna, Banaras Hindu University, for developing Novel Indigenous Innovation in Quantum Technology to boost the National Green Hydrogen Mission.

    ·  The Visitor’s Award for Research in the field of Physical Sciences was conferred upon Prof Ashwini Kumar Nangia, University of Hyderabad, for his seminal research in the discovery and development of high bioavailability drugs and pharmaceuticals with enhanced efficacy at affordable cost.

    ·  The Visitor’s Award for Research in Biological Sciences was jointly presented to Prof Rina Chakrabarti, University of Delhi and Prof Raj Kumar, Central University of Punjab. Prof Chakrabarti has been conferred the Award for her research contributions to Sustainable Freshwater Aquaculture while Prof Raj Kumar has been presented the Award for his research contributions to exploring various cancer hallmarks and the development of synthetic anticancer lead molecules.

    ​·    The Visitor’s Award for Technology Development was presented to Dr Venkateswarlu Chintala, Gati Shakti Vishwavidyalaya, for his research contributions to the petrol and diesel production at commercial scale from landfill municipal mixed plastic waste. 

    Tomorrow, the Conference will deliberate on issues such as – Flexibility in academic courses, Credit Sharing and Credit Transfer with multiple entry and exit options; Internationalisation efforts and collaboration; Translation Research and Innovation related to converting research or innovation into useful products and services; Effective student selection processes and respecting student choices in context of NEP; and Effective assessments and evaluation. The outcome of these deliberations will be presented before the President in the closing session of the Conference.

  • MIL-OSI Asia-Pac: Hydrogen based fuel cells for uninterrupted power supply to telecom towers

    An innovative hydrogen fuel cell-based backup power solution for telecom towers, developed using a plug-and-play model can support national renewable energy goals while ensuring seamless connectivity for millions and promoting clean energy in the telecom sector.

    India has more than a million telecom towers, with tens of thousands in remote areas, where maintaining 24/7 operations is challenging due to limited grid access. Traditionally, diesel generators have been used as backup power sources, but they are expensive and contribute significantly to carbon emissions.

    A PEM (Proton Exchange Membrane) fuel cell is an efficient and clean energy solution for powering telecom towers, particularly as a backup during grid outages. These fuel cells provide reliable electricity with quick start-up times and operate at relatively low temperatures, making them a viable alternative to diesel generators.

    PEM fuel cells (PEMFC) generate electricity with only water vapour as a by-product, offering an environmentally friendly solution with high power density in a compact size. They run on hydrogen fuel, which can be stored and transported for refuelling, and require significantly less maintenance than traditional backup power sources. The working principle involves an electrochemical reaction where hydrogen gas is fed into the anode, oxidized to release protons, which then travel through a polymer membrane to the cathode, where they react with oxygen to produce electricity and water.

    In accordance with the global environmental demand, the Department of Telecommunications and the Telecom Regulatory Authority of India (TRAI) actively promote greener energy solutions. TRAI’s 2012 directive mandates that at least 50% of rural telecom towers and 33% of urban towers transition to hybrid renewable energy sources. Integrating PEMFC with telecom towers aligns with this vision, offering a sustainable and efficient alternative to traditional backup systems.

    The Centre for Fuel Cell Technology (CFCT) at the International Advanced Research Centre for Powder Metallurgy and New Materials (ARCI), an autonomous institute of Department of Science and Technology has developed an innovative fuel cell-based solution. A key feature of this project is the adoption of a plug-and-play model, ensuring easy handling and transport while eliminating security concerns, making the solution practical and adaptable for widespread deployment.

    In a first-of-its-kind demonstration, ARCI showcased a mobile PEMFC-based backup power solution for telecom towers using a plug-and-play model.

    Unlike fixed installations, this setup allows the power generation unit to be shared among multiple towers, providing backup power where needed. This would considerably facilitate telecom towers to utilize shared back up power and be transported to locations where diesel generator setups are difficult to reach or maintain.

    The demonstration was conducted at a telecom tower of a reputed service provider in the Pune Municipal Corporation limits, with Resicorre Technologies, Nashik, as the industrial partner. Resicorre Technologies Private Limited envisions green solution for the Indian society both in vehicular as well as stationary power backup sectors. The current demonstration is part of the sponsored project under the Advanced Hydrogen and Fuel Cell Call – 2021 by the Department of Science and Technology, India.  The aim of the project was to establish a reliable fuel cell-based backup power solution that ensures a steady hydrogen supply and power resilience during outages.

    With India’s expanding digital infrastructure and growing focus on sustainability, fuel cell technology offers a promising solution for cleaner and more reliable telecom operations. This breakthrough is a game-changer in the telecom sector.

    The successful deployment and demonstration of PEM Fuel Cells for the power supply to telecom tower shall promote the usage of clean energy for India’s telecom sector, ensuring uninterrupted service while significantly reducing carbon footprints.

He highlighted the significant achievements since 2015, such as the selection of around 7,000 Indian science students by the Department of Science and Technology for the Sakura Science Program, which allowed them to visit Japan and gain exposure to cutting-edge scientific research.

    This event marks a significant milestone in the ongoing S&T partnership between the two nations and sets the stage for further deepening collaboration in critical areas such as Artificial Intelligence (AI), Machine Learning, Quantum Technology, and Space.

    Gracing the NSD celebrations virtually, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space and MoS Personnel, Public Grievances and Pensions, Dr. Jitendra Singh said “The Inter-Governmental Agreement between India and Japan has laid the foundation for numerous initiatives over the years, and this year marks a momentous 40 years of impactful partnership,” emphasizing that the Indo-Japan S&T cooperation has been one of the most robust and enduring aspects of India’s international S&T engagements.

    Building on the strong foundation of this bilateral cooperation, Dr. Jitendra Singh announced that the 11th meeting of the Indo-Japan Joint S&T Committee is expected to be held in June 2025. The meeting will review ongoing collaborations and channel new initiatives to explore the full potential of S&T synergies between the two nations.

    Highlighting the long-standing association, Dr. Singh pointed out that the Japan Society for the Promotion of Science (JSPS) has been instrumental in supporting more than 300 joint projects since 1993, with thousands of scientists from both countries engaging in exchange visits. Additionally, the partnership has facilitated numerous seminars, workshops, and collaborative initiatives in emerging fields like AI and Machine Learning.

    “Together with Japan’s Science and Technology Agency (JST), we are pioneering joint programs focused on the future of technology. The collaboration between our two countries in these fields is key to addressing the global challenges of tomorrow,” Dr. Singh remarked.

    Dr. Singh revealed that the future of India-Japan cooperation will see an increase in the exchange of students and researchers, with a particular focus on long-term stays, joint supervision, and internships in Japan. Special emphasis will be placed on nurturing talented women scientists. In a bid to further strengthen bilateral ties, the Department of Science and Technology (DST) has also invited Japanese science students for exposure visits to India. Last year, ten students and their two supervisors visited India as part of this initiative.

    Celebrating India’s remarkable transformation over the past decade, Dr. Jitendra Singh shared that India has significantly improved its global position across various innovation benchmarks. India now ranks 3rd globally in research publications, PhDs, and start-ups, and is 9th in the quality of research publications. The nation has also risen to 3rd in terms of unicorns and 39th in the Global Innovation Index, a significant leap from its position of 80th in 2014.

    Dr. Jitendra Singh also took pride in India’s space achievements, particularly highlighting the success of the Chandrayaan-3 mission, which marked the first soft landing on the south pole of the Moon. He noted that this achievement is not only a monumental success for India but for the entire world. “India’s space program is now among the strongest, most ambitious, and cost-effective in the world. Our 2017 achievement of launching 104 satellites in a single mission by ISRO is a world record,” he remarked.

    Reaffirming the theme “Empowering Indian Youth for Global Leadership in Science & Innovation for Viksit Bharat,” Dr. Jitendra Singh highlighted India’s unwavering commitment to creating a level playing field for women and young scientists, ensuring their active participation in the nation’s scientific and technological journey. He emphasized the importance of a multi-stakeholder approach, involving academia, research and development institutions, and entrepreneurs, to foster an inclusive ecosystem where talent from all corners of society can thrive.

    In his address, Dr. Singh also touched upon India’s growing role in pioneering innovations in AI, quantum technology, cybersecurity, biotechnology, and vaccine production. He noted that India’s space sector is now open to private sector investments, unlocking new opportunities for collaboration with global players, including Japan.

    In a bold move, Dr. Singh referred to the recent Union Budget announcement, which opened up the nuclear energy sector to non-government entities. He described this as an unprecedented step that will allow the creation of BharatSmall modular reactors (SMRs) in India, marking a new era in the country’s energy landscape.

    Concluding his remarks, Dr. Jitendra Singh expressed his vision for a future of deepened scientific and technological engagement between India and Japan. With a focus on mutual benefits and shared growth, the next decade promises to bring even greater achievements in science, technology, and innovation, positioning both nations at the forefront of global progress.

     “India R&D spending (GERD) is double in last one decade during the government headed by Prime Minister Narendra Modi, from Rs 60,196 cr in 2013-14 to ₹1,27,381 cr and is shaping the future economy of India which will be defined by homegrown innovations in artificial intelligence, biotechnology, and quantum computing,” Dr. Jitendra Singh said, underscoring the role of government-backed initiatives in catalyzing scientific advancements.

    Speaking at the DISHA event at India Habitat Centre here, the Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions highlighted the government’s multi-pronged strategy to position India as a global leader in deep-tech innovation and commercialization.

    Dr. Jitendra Singh reiterated that India is making significant strides in fostering an intellectual property (IP)-driven innovation ecosystem, with academia, industry, and startups playing a pivotal role. He noted that the government’s emphasis on research and development (R&D) funding has led to India’s Gross Expenditure on Research and Development (GERD) more than doubling in the last decade, from Rs 60,196 cr in 2013-14 to ₹1,27,381 cr. “The government is not only investing in research but also ensuring that these innovations are seamlessly transitioned from labs to industries, strengthening the foundation of Atmanirbhar Bharat,” he added.

    The DISHA Program, an initiative aimed at Developing Innovations, Successful Harnessing, and Adoption, is a step towards building a knowledge-based economy where research-driven solutions transform industries. The program is designed to support faculty members and students working on disruptive technologies across disciplines, ensuring that India remains at the forefront of global innovation.

    Dr. Jitendra Singh emphasized that initiatives like DISHA align with the Anusandhan National Research Foundation (ANRF), which seeks to create a unified research ecosystem bridging science, humanities, and social sciences. This integrated approach will empower Indian researchers to engage in cross-sectoral collaborations, pushing the boundaries of discovery and implementation.

    One of the key highlights of Dr. Jitendra Singh’s address was India’s policy shift in allowing private sector participation in strategic fields such as space technology and nuclear research. “What was once solely the domain of government institutions is now open to private enterprises, enabling faster technological advancements, higher efficiency, and global competitiveness,” he stated.

    The space sector, in particular, has witnessed a surge in innovation, with startups actively contributing to satellite development, launch services, and space-based applications. The government’s decision to open up the nuclear energy sector to private players is another transformative step aimed at leveraging indigenous expertise to drive energy security and sustainability.

    Highlighting the transformative impact of artificial intelligence in healthcare, Dr. Jitendra Singh pointed out the success of AI-driven mobile telemedicine units in providing healthcare access to remote areas. “AI-powered diagnostics and telemedicine solutions are already redefining patient care, making high-quality healthcare services accessible and affordable for all,” he noted.

    However, he stressed the importance of maintaining a balance between AI and human expertise. “The role of AI is to complement human intelligence, not replace it. A hybrid approach will ensure that technology enhances, rather than diminishes, the role of skilled professionals in healthcare and other critical fields,” he added.

    With India set to complete 100 years of independence in 2047, Dr. Jitendra Singh urged young innovators to take the lead in shaping the country’s technological future. “The responsibility of building a technologically advanced India lies with the next generation. What we invest in today will determine our standing in the global economy decades from now,” he said.

    As the government continues to invest in deep-tech research, skill development, and industry-academia collaboration, programs like DISHA will play a crucial role in making India an innovation powerhouse. The Minister’s address reinforced the vision of an India that is not just a consumer of technology but a leading creator and exporter of cutting-edge solutions to the world.

  • MIL-OSI USA: Capture The (Cyber) Flag

    Welcoming teams from dozens of colleges and universities, CyberSEED’25 will feature a capture the flag event designed specifically for students. The Connecticut Advanced Computing Center (CACC) is hosting the annual CyberSEED event on March 8. The event will take place online.

    Register for the event by 9 a.m. on March 8.

    The competition will touch on a variety of cybersecurity challenges including a set of flags focusing on reverse engineering, web application security, network traffic analysis, cryptography, and more. The competition requires a breadth of skills, as well as scripting and programming alongside a solid understanding of network monitoring and forensics tools.

    Each top-placing team is eligible to win prizes in amounts ranging from $3,000 to $250.

    During last year’s CyberSEED event, the UConn Cyber team, ERROR 404, placed second out of 165 teams.

    In response to their achievement, the club’s president, Anthony Crisci, said “We beat colleges with way better cybersecurity funding, courses, and just generally better way better cybersecurity programs than UConn. It feels good and hopefully helps bring more attention to, in my opinion, one of, if not the most important area of technology.”

    Laurent Michel is a computer science and engineering professor and organizes the CyberSEED event.

    “CyberSEED is a wonderful opportunity for aspiring CyberSecurity Professionals and I’m thankful for Synchrony’s support throughout the years,” Michel says. “UConn’s own teams participated in CyberSEED’24 and the ‘ERROR-404’ teams distinguished itself by securing second place on the roster. I look forward to the outcome with this new group of students and wish them all the best in walking in the footsteps of the other Huskies who did so well. Go Huskies!”

    The competition platform is provided by Cyber Skyline and the event is generously sponsored by Synchrony.

    Event Details:

    This event will be hosted online. Organizers will be using Zoom to coordinate and communicate with all teams during the event. During registration, students should complete the CyberSEED Liability Waiver and email completed forms. Students must register as a team, and should come prepared with a laptop.

    Orientation will take place at 9:30 a.m., actual kick off will begin at 10:00 a.m.
