  • MIL-OSI China: What to know about CPPCC in China’s democratic process

    BEIJING, March 3 — Around 2,100 members will attend the annual session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), China’s top political advisory body, which is set to open on Tuesday.

    This session and the annual session of the National People’s Congress, China’s national legislature, form the “two sessions” of the country, making headlines every year in this country.

    ROLES OF CPPCC

    The CPPCC is an initiative that brings together various political parties in the country, prominent individuals without party affiliation, people’s organizations, and individuals from all ethnic groups and sectors of society to participate in the political system.

    It is a key mechanism for multiparty cooperation and political consultation under the leadership of the Communist Party of China, and fulfills a major role in the promotion of socialist democracy and the practice of whole-process people’s democracy in China.

    The CPPCC promotes unity and cooperation among its participating political parties and individuals without party affiliation. It also works to promote democracy and offer proposals on state affairs while fostering consensus.

    The CPPCC consists of a national committee and local committees. The national committee guides the work of local committees and they all enjoy a term of five years.

    The main functions of the national committee are political consultation, democratic oversight, and participation in and deliberation of state affairs.

    SECTORS OF NATIONAL POLITICAL ADVISORS

    Members of the CPPCC National Committee are from a wide range of sectors, such as literature and arts, science and technology, the social sciences, and economics. They are selected through extensive consultations within their respective circles.

    Individuals from the Hong Kong and Macao special administrative regions are also among members of the top political advisory body.

    The 14th CPPCC National Committee consists of 34 sectors. Among them, the sector of environment and resources was established in 2023 to help promote green transformation and development.

    DUTIES OF NATIONAL POLITICAL ADVISORS

    National political advisors can help with formulating national policies by raising comments and suggestions after thorough research and consultations.

    Their comments and suggestions, when formally documented and submitted, are officially referred to as proposals. Each proposal, whether adopted or not, must receive a reply.

    During the annual session, national political advisors usually hold group meetings to deliberate the work report of the top political advisory body and a report on how the proposals from political advisors have been handled. They also sit in on the annual session of the national legislature as non-voting participants to hear and discuss documents — including the government work report.

    Political advisors are encouraged to engage deeply with the people and their communities, seek people’s opinions and suggestions, and effectively reach out to, serve, unite and guide their respective sectors throughout the year.

  • MIL-OSI USA: Super Invaders

    Invasive plants introduced by humans to new environments can outcompete native species and disrupt entire ecosystems, and some introduced invasive species called “super invaders” have qualities that allow them to grow more rapidly than native species.

    UConn Department of Geography, Sustainability, Community, and Urban Studies researcher Julissa Rojas-Sandoval is studying the impact of super invaders across the Americas as part of an international collaboration, leading experiments in Connecticut, Puerto Rico, and Costa Rica. This project seeks to understand why super invaders appear to “play by different rules” than natives in the same environment.

    UConn Greenhouses and the UConn Forest serve as living laboratories, where students Charlotte Melnitsky ’25 (CLAS) and Morgan Reynolds ’25 (CLAS) are helping to determine what gives super invaders the competitive advantage and experiment with different methods to measure resource capture and defense trade-offs. This information can help with the development of effective management strategies to preserve crucial forest ecosystems.

    This research is in collaboration with Jason Fridley (Clemson University), Michele Dechoum (Federal University of Santa Catarina, Brazil), Patrick Martin (University of Denver), Guadalupe Williams (Institute of Ecology, Mexico), Eduardo Chacon (University of Costa Rica) and Alana Freytes and José Fumero (University of Puerto Rico). The project is funded by the National Science Foundation (NSF) and is made possible with the crucial support of the Institute of the Environment, UConn Forest staff members, Robert Fahey and Thomas Worthley (UConn-NRE), and UConn Floriculture Greenhouse staff members Frederick Pettit and Shelley Durocher.

  • MIL-OSI: Cove Capital and Kazakhstan’s National Mining Company Formalize Joint Venture to Develop the Akbulak Rare Earth Project

    NEW YORK, March 03, 2025 (GLOBE NEWSWIRE) — Cove Capital LLC (“Cove” or the “Company”) and JSC Qazgeology, Kazakhstan’s national geological exploration company, and a wholly-owned subsidiary of JSC Tau-Ken Samruk National Mining Company, are pleased to announce the official registration of their joint venture, Akbulak REE Ltd., as a Private Company under the Astana International Financial Centre (AIFC). This milestone marks a significant step in advancing further exploration and development of the Akbulak Rare Earth Project in the Kostanay Region, Kazakhstan.

    The Akbulak Rare Earth Project hosts a historical resource of 380,000 tons of rare earth oxides, including neodymium and praseodymium, key elements in permanent (NdFeB) magnets, and yttrium, utilized in electronics, medicine, and materials science applications.

    According to the terms of the Joint Venture Agreement, Cove Kaz Capital Group, a Portfolio Company of Cove Capital, will finance the project, with subsequent financing distributed proportionally. Cove Kaz Capital Group will own 75% while Qazgeology will own 25%.

    A key achievement accompanying the JV formation is the successful transfer of the exploration license for the Akbulak project from Qazgeology to Akbulak REE Ltd, requiring the approval of Ministry of Industry and Construction of the Republic of Kazakhstan. This important step enables the newly formed entity to commence exploration and project development activities immediately, positioning the Company as a key player in Kazakhstan’s growing rare earth and critical minerals industry.

    Cove Capital LLC in Kazakhstan

    In 2023, Cove Capital’s Portfolio Company, Kaz Resources LLC (through its wholly owned subsidiary Kaz Critical Minerals LLP), became the first U.S. company to receive critical minerals and rare earths land concessions in Kazakhstan.

    Kaz Critical Minerals LLP is the holder of twelve (12) critical minerals concessions and a license for tailings concessions in Kazakhstan. These concessions include minerals such as rare earth elements, lithium, tantalum, beryllium, niobium, cesium and tin.

    In September 2023, Cove Capital LLC signed an MoU with Kazakhstan’s Sovereign Wealth Fund, Samruk Kazyna, as part of the cooperation on critical raw materials, specifically rare earth metals.

    On April 8, 2024, Cove Capital LLC, announced a landmark collaboration with Tau-Ken Samruk, Kazakhstan’s national mining company, aimed at advancing the exploration and development of rare earth and critical metals within the Republic of Kazakhstan.

    Tau-Ken Samruk (via “Qazgeology” JSC), entered into a binding joint venture agreement with Cove Capital for geological exploration on the Akbulak rare earth project in the Kostanay region of Kazakhstan. Historical reserves at the site include reserves of rare earth elements, including those used for permanent magnets.

    To carry out geological exploration work, a joint venture was be created between “Qazgeology” JSC and Cove Capital with the parties’ participation shares: Cove Capital – 75% and “Kazgeology” JSC – 25%. Cove Capital will fully finance exploration work until reserves are listed on the balance sheet.

    In 2024, Kaz Critical Minerals completed 7,000 meters of drilling on 4 of its 13 concessions and commenced drill site preparation a further 3 concessions in anticipation of its 2025 drill program, making it one of the most active critical minerals companies in Kazakhstan.

    For more than two weeks, eyes have been on the Vatican, awaiting news about Pope Francis’ health. The pope has been at Rome’s Gemelli Hospital since Feb. 14, 2025, being treated for double pneumonia and other complications.

    When a pope is ill, resigns or passes away, who steps in? And who else helps lead the Holy See? The Conversation U.S. asked Daniel Speed Thompson, a theologian at the University of Dayton, for some insight into Vatican City.

    Who are the most powerful people at the Vatican, besides the pope?

    The Vatican houses the central government of the Catholic Church and is also an independent city-state. The pope is both the head of the Catholic Church and head of state.

    In order to govern both, he has the Roman Curia, meaning “court.” In modern terms, the Curia is the papal bureaucracy. It is an extension of the pope’s authority.

    In Catholic doctrine, the pope has the highest authority in the church. He can exercise it alone or with the College of Bishops, made up of all the bishops in the world. Bishops named by the pope to the office of “cardinal” can, if under 80 years old, vote to elect a new pope. Some cardinals, but by no means all, serve in the papal Curia in Rome.

    Besides the pope, curial officials who oversee important aspects of the church’s political and religious life are often powerful figures. For example, the secretariat of state, headed by Cardinal Pietro Parolin, oversees relations with other countries and international organizations. It also oversees the Vatican’s diplomatic corps.

    The Dicastery – “department” – for the Doctrine of the Faith, led by Cardinal Víctor Manuel Fernández, addresses questions about correct Catholic teaching on faith and morals. The Dicastery of Bishops, headed by Cardinal Robert Prevost, coordinates the nominations of new bishops around the world.

    All these officials work under the authority of the pope, advocating for and implementing his agenda. For example, Prevost has suggested that all Catholics should be involved in the selection of bishops. This idea is linked with Francis’ call for a more “synodal” church: one that is less hierarchical and shaped by lay Catholics’ concerns and challenges.

    If a pope can’t fulfill his duties, who steps in?

    When a pope dies – or resigns, like Benedict XVI did in 2013 – the governance of the Catholic Church formally falls to the College of Cardinals. However, the authority of the college is very limited. On their own, cardinals cannot make any significant decisions concerning faith, morals and worship. Nor can they undo previous papal decisions or change church laws about electing a new pope.

    All the heads of the dicasteries lose their office upon the death or resignation of a pope. The College of Cardinals serves as a caretaker government whose primary purpose is to prepare for the election of the new pope and oversee day-to-day workings of the Vatican.

    One cardinal, known as the “camerlengo,” is responsible for confirming the pope’s death or resignation. He then assumes control over the pope’s residence and coordinates the funeral, if needed. The camerlengo also takes custody of the Vatican’s property in Rome and supervises details for the upcoming conclave.

    The day-to-day business of the Catholic Church continues, but no big decisions can be made in the absence of a pope. The church cannot appoint new bishops, and the Vatican cannot start new diplomatic efforts.

    Are officials at the Vatican often nominated to be pope?

    Sometimes. Francis was a cardinal from Argentina before his election as pope and had not served in the Roman Curia. However, Benedict XVI, Francis’ predecessor, did serve as the prefect of the Congregation – now called Dicastery – for the Doctrine of the Faith. Some recent popes served in the Curia earlier in their career but not immediately before their election.

    What do you wish more people understood about the Vatican?

    Three things. First, the Vatican is unlike any organization in the world. Its religious mission and political status rest on nearly 2,000 years of history. This complicated story provides a unique tradition that anchors the institution of the Catholic Church, but can also block the church from critical self-examination and renewal.

    Second, the Vatican is like every organization in the world. Vatican officials can be faithful to the highest standards of their religion, truly wishing to serve the church and the common good of humanity. But they can also be flagrantly immoral, even criminals, and careerist seekers of status or luxury. Francis has consistently called out priests and bishops who see themselves as somehow superior by virtue of their office or their ordination.

    Finally, compared with the massive bureaucracies of modern governments and corporations, the Vatican is relatively small and not as wealthy as it is often portrayed.

    Although the Curia manages a vast international organization, its resources are far closer to my own midsize Catholic university than to the U.S. government or Apple. Vatican City and the Holy See employ about 2,000 people, with an operating budget of about US$835 million.

    Yes, the Catholic Church has wealth – and the ongoing problem of deficits and financial corruption. But the Vatican’s resources pale in comparison with what a modern state or large company can muster.

    On February 28, the Polytechnic University hosted a “Conversation on the Important” on the topic “Heroes are not born – heroes become heroes”, dedicated to the Year of the Defender of the Fatherland in Russia. At a meeting with Polytechnic students, SVO participants, Heroes of Russia Andrei Sergeevich and Eduard Vadimovich told why they decided to become military men, shared their combat experience and answered questions.

    I am sure that this dialogue is very important for our youth, because it is in communication with real Heroes that an understanding of such values as love for the Motherland and the duty of a defender of the Fatherland is formed. This is also important for each of us, because this is how our national memory, our cultural code and “what no one can take away from us in any trials” are preserved and transmitted, – commented the rector of SPbPU Andrey Rudskoy.

    The meeting was attended by students from various SPbPU institutes, cadets of the Military Training Center and volunteers. The conversation was moderated by veteran of the unit Dmitry Vladimirovich. First, he introduced the guests – fighters of special forces units.

    Andrei Sergeevich and Eduard Vadimovich were awarded the gold Stars of Heroes of the Russian Federation. This is not their first award. During their combat path, they have repeatedly demonstrated courage, determination and were awarded state awards, – said Dmitry Vladimirovich.

    The participants of the meeting discussed the reasons for the start of the SVO, discussed in detail one of the recent offensive operations and its significance, and watched archival videos for better understanding. Active servicemen spoke about the work of the unit, the tasks that they faced, and shared their experience of working in the combat zone.

    Polytechnic students were interested in how to deal with fear and quickly make the right decisions in extreme circumstances.

    In such situations, the head works especially quickly, makes non-standard, maximally effective decisions based on some analytical and intuitive feelings. The relationship in the group is important, sometimes we understand each other without words, – the servicemen shared.

    The guys asked about weapons during missions, about how supplies and communications are provided when the military is surrounded by enemies, about helping comrades. Many questions were related to the operation of UAVs, their importance on the battlefield. The servicemen especially noted that technology is of great importance in modern conflicts.

    The students discussed with the military the importance of patriotic education and the preservation of traditional values. They asked what the main quality of a real man is.

    A cold mind and kindness. When, in any difficulties, you pull yourself together and do what you must, without thinking about your own interests, Andrey Sergeevich is sure.

    The participants discussed the importance of humanitarian aid in the SVO zone. The moderator of the meeting, Associate Professor of the Higher School of Social Sciences Ivan Kolomeitsev said that from the very beginning of the special military operation, the university has been actively supporting its participants, and also collecting and sending humanitarian aid to residents of new regions. The guests noted that the support of volunteers and caring people helps them a lot.

    We are very grateful to everyone for their contribution. The guys always greet the vehicles with humanitarian aid with enthusiasm, they are even happy about condensed milk, – said Eduard Vadimovich.

    The guys smiled when they heard about funny situations from the military personnel’s practice. And they became sad when the conversation turned to the wounded and the dead.

    Losing a comrade in arms is like losing a brother. You become imbued with his life, his family. It is very difficult to survive such a loss. But you have to continue to carry out the task, and you pull yourself together, – shared Andrei Sergeyevich.

    Those gathered honored the memory of the fallen with a minute of silence.

    After the conversation, the Polytechnic students got acquainted with samples of captured enemy UAVs, as well as ammunition and equipment. At the end of the meeting, the guests were presented with memorable gifts from the university as a sign of respect and gratitude for their invaluable contribution to the common cause.

    The End of the world? Crises, Responsibilities, Hopes
    Dear Academicians,
    It is always a pleasure for me to address the women and men of science, as well as those in the Church who cultivate dialogue with the scientific world. Together you can serve the cause of life and the common good. And I warmly thank Archbishop Paglia and the collaborators for their service to the Pontifical Academy for Life.
    In this year’s general Assembly, you have proposed to consider the question that is today defined as “polycrisis”. It relates to some fundamental aspects of your research activity in the field of life, health and care. The term “polycrisis” evokes the dramatic nature of the historical juncture we are currently witnessing, in which wars, climate changes, energy problems, epidemics, the migratory phenomenon and technological innovation converge. The intertwining of these critical issues, which currently touch on various dimensions of life, lead us to ask ourselves about the destiny of the world and our understanding of it.
    A first step to be taken is that of examining with greater attention to our representation of the world and the cosmos. If we do not do this, and we do not seriously analyze our profound resistance to change, both as people and as a society, we will continue to do what we have always done with other crises, even very recent ones. Think of the Covid pandemic: we have, so to speak, “squandered” it; we could have worked more deeply in the transformation of consciences and social practices (cf. Apostolic Exhortation Laudate Deum, 36).
    And another important step to avoid remaining immobile, anchored in our certainties, habits and fears, is to listen carefully to the contribution of areas of scientific knowledge. The theme of listening is decisive. It is one of the key words of the entire synodal process we have undertaken, and which is now in its implementation phrase. I therefore appreciate that your way of proceeding reflects its style. I see in it the attempt to practice in your specific sphere that “social prophecy” to which the Synod was dedicated (Final Document, 47). In the encounter with people and their stories, and in listening to scientific knowledge, we realize that our parameters regarding anthropology and culture require profound revision. This was also the origin of the intuition of the study groups on certain topics that emerged during the synodal process. I know that some of you are part of them, also valuing the work done by the Academy for Life over the past years, work for which I am very grateful.
    Listening to the sciences continually offers us new knowledge. Consider what we are told about the structure of matter and the evolution of living beings: there emerges a far more dynamic view of nature compared to what was thought in Newton’s time. Our way of understanding “continuous creation” must be re-elaborated, in the knowledge that it will not be technology that saves us (cf. Encyclical Letter Laudato si’, 101): endorsing utilitarian deregulation and global neoliberalism means imposing the law of the strongest as the only rule; and it is a law that dehumanizes.
    We can cite as an example of this type of research Fr. Teilhard de Chardin and his attempt – certainly partial and unfinished, but daring and inspiring – to enter seriously into dialogue with the sciences, practising an exercise in trans-disciplinarity. It is a risky path, which leads us to wonder: “I ask whether it is necessary for someone to throw the stone into the pond – indeed, to end up being ‘killed’ – to open the way”.1 Thus he launched his insights that focused on the category of relationship and interdependence between all things, placing homo sapiens in close connection with the entire system of living things.
    These ways of interpreting the world and its evolution, with the unprecedented forms of relatedness that correspond to it, can provide us with signs of hope, which we are seeking as pilgrims during this Jubilee year (cf. Bull Spes non confundit, 7). Hope is the fundamental attitude that supports us on the journey. It does not consist of waiting with resignation, but of striving with zeal towards true life, which leads well beyond the narrow individual perimeter. As Pope Benedict XVI reminded us, hope “is linked to a lived union with a ‘people’, and for each individual it can only be attained within this ‘we’” (Encyclical Letter Spe salvi, 14).
    It is also because of this community dimension of hope, faced with a complex and planetary crisis, that we are urged to value instruments with a global reach. We must unfortunately note a progressive irrelevance of international bodies, which are also undermined by short-sighted attitudes, concerned with protecting particular and national interests. And yet we must continue to commit ourselves with determination for “more effective world organizations, equipped with the power to provide for the global common good, the elimination of hunger and poverty, and the sure defence of fundamental human rights” (Encyclical Letter Fratelli tutti, 172). In such a way, a multilateralism is promoted that does not depend on changing political circumstances or the interests of the few, and which has stable effectiveness (cf. Apostolic Exhortation Laudate Deum, 35). It is an urgent task which regards the whole of humanity.
    This vast scenario of motivations and objectives is also the scope of your Assembly and of your work, dear members of the Academy for Life. I entrust you to the intercession of Mary, Seat of Hope and Mother of Hope, “as we, the pilgrim people, the people of life and for life, make our way in confidence towards ‘a new heaven and a new earth’ (Rev 21:1)” (Saint John Paul II, Encyclical Letter Evangelium vitae, 105).

  • MIL-OSI Russia: University science in dialogue with industrial partners

    The series of seminars on artificial intelligence, which are held at SPbPU, continued with a meeting of scientists and students of the university with research staff of the industrial partner.

    The Director of Science, Professor Mars Khasanov, told the seminar participants about the strategy for developing artificial intelligence technologies at Gazprom Neft. According to Mars Magnavievich, digital oil engineering is based on engineering artificial intelligence (AI), which is a multi-agent system of the Narrow AGI type with a modular structure. Each module carries some cognitive function – from memorization and learning to planning and explanation.

    Professor Khasanov outlined the engineering tasks in which AI has the greatest competitive advantages, including complex processing of large volumes of data from multiple sources of heterogeneous information, as well as overcoming the cognitive limitations of people, integrated modeling and optimization of large complex systems, ensuring the sustainability of solutions through multivariate modeling, and optimization of large hierarchical project portfolios.

    Maxim Okunev and Nikolai Markov, heads of the company’s product development programs, spoke about current tasks in applying AI in Gazprom Neft products. The speakers outlined the directions for the development of hybrid AI in the industry and introduced the tasks of hybrid modeling. Polytechnic University scientists were interested in specific company projects, the implementation of which will require their competencies in the field of artificial intelligence.

    Experts noted that industry needs, for example, the use of LLM – the creation of AI assistants for working with data and making decisions.

    As emphasized by the Vice-Rector for Research at SPbPU, Yuri Fomin, who initiated the involvement of industrial partners in the seminars, such meetings will help science and business to better understand each other and more effectively solve the problems of technological development of the country.

  • MIL-OSI USA: Touchdown! Carrying NASA Science, Firefly’s Blue Ghost Lands on Moon

    Carrying a suite of NASA science and technology, Firefly Aerospace’s Blue Ghost Mission 1 successfully landed at 3:34 a.m. EST on Sunday near a volcanic feature called Mons Latreille within Mare Crisium, a more than 300-mile-wide basin located in the northeast quadrant of the Moon’s near side.
    The Blue Ghost lander is in an upright and stable configuration, and the successful Moon delivery is part of NASA’s CLPS (Commercial Lunar Payload Services) initiative and Artemis campaign. This is the first CLPS delivery for Firefly, and their first Moon landing.  
    The 10 NASA science and technology instruments aboard the lander will operate on the lunar surface for approximately one lunar day, or about 14 Earth days.
    “This incredible achievement demonstrates how NASA and American companies are leading the way in space exploration for the benefit of all,” said NASA acting Administrator Janet Petro. “We have already learned many lessons – and the technological and science demonstrations onboard Firefly’s Blue Ghost Mission 1 will improve our ability to not only discover more science, but to ensure the safety of our spacecraft instruments for future human exploration – both in the short term and long term.”
    Since launching from NASA’s Kennedy Space Center in Florida on Jan. 15, Blue Ghost traveled more than 2.8 million miles, downlinked more than 27 GB of data, and supported several science operations. This included signal tracking from the Global Navigation Satellite System (GNSS) at a record-breaking distance of 246,000 miles with the Lunar GNSS Receiver Experiment payload – showing NASA can use the same positioning systems on Earth when at the Moon. Science conducted during the journey also included radiation tolerant computing through the Van Allen Belts with the Radiation-Tolerant Computer System payload and measurements of magnetic field changes in space with the Lunar Magnetotelluric Sounder payload.
    “The science and technology we send to the Moon now helps prepare the way for future NASA exploration and long-term human presence to inspire the world for generations to come,” said Nicky Fox, associate administrator for science at NASA Headquarters in Washington. “We’re sending these payloads by working with American companies – which supports a growing lunar economy.”
    During surface operations, the NASA instruments will test and demonstrate lunar subsurface drilling technology, regolith sample collection capabilities, global navigation satellite system abilities, radiation tolerant computing, and lunar dust mitigation methods. The data captured will benefit humanity by providing insights into how space weather and other cosmic forces impact Earth.  
    Before payload operations conclude, teams will aim to capture imagery of the lunar sunset and how lunar dust reacts to solar influences during lunar dusk conditions, a phenomenon first documented by former NASA astronaut Eugene Cernan on Apollo 17. Following the lunar sunset, the lander will operate for several hours into the lunar night.

    To date, five vendors have been awarded 11 lunar deliveries under CLPS and are sending more than 50 instruments to various locations on the Moon, including the lunar South Pole. Existing CLPS contracts are indefinite-delivery, indefinite-quantity contracts with a cumulative maximum contract value of $2.6 billion through 2028.

  • MIL-OSI USA: Smooshing for Science: A Flat-Out Success

    The Perseverance team is always looking for creative ways to use the tools we have on Mars to maximize the science we do. On the arm of the rover sits the SHERLOC instrument, which specializes in detecting organic compounds and is crucial in our search for signs of past microbial life. But finding these organics isn’t easy. The uppermost surface of most rocks Perseverance finds on Mars have been exposed to ultraviolet rays from the sun and the long-term oxidative potential of the atmosphere, both of which have the potential to break down organic compounds. For this reason, obtaining SHERLOC measurements from a “fresh” rock face is ideal. Last week the rover cored a serpentine-rich rock aptly named “Green Gardens,” resulting in a fresh pile of drill tailings. To get this material ready for the SHERLOC instrument, which requires a smooth area to obtain a measurement, the science team did something for the first time on Mars: We smooshed it!
    Using the contact sensor of our sampling system, designed to indicate when our drill is touching a rock as it prepares to take a core, Perseverance pressed down into the tailings pile, compacting it into a flat, stable patch for SHERLOC to investigate. This unorthodox approach worked perfectly! The resulting SHERLOC spectral scan of these fresh tailings — which include serpentine, a mineral of key astrobiological interest — was a success. These flattened drill tailings are a great example of how a bit of out-of-the-box (or out-of-this-world!) thinking helps us maximize science on Mars. With this success behind us, the rover is rolling west toward the heart of “Witch Hazel Hill,” where more ancient rocks — and who knows what surprises — await!

  • MIL-OSI USA: NASA Uses New Technology to Understand California Wildfires

    The January wildfires in California devastated local habitats and communities. In an effort to better understand wildfire behavior, NASA scientists and engineers tried to learn from the events by testing new technology.
    The new instrument, the Compact Fire Infrared Radiance Spectral Tracker (c-FIRST), was tested when NASA’s B200 King Air aircraft flew over the wildfires in the Pacific Palisades and Altadena, California. Based at NASA’s Armstrong Flight Research Center in Edwards, California, the aircraft used the c-FIRST instrument to observe the impacts of the fires in near real-time. Due to its small size and ability to efficiently simulate a satellite-based mission, the B200 King Air is uniquely suited for testing c-FIRST.
    Managed and operated by NASA’s Jet Propulsion Laboratory in Southern California, c-FIRST gathers thermal infrared images in high-resolution and other data about the terrain to study the impacts of wildfires on ecology. In a single observation, c-FIRST can capture the full temperature range across a wide area of wildland fires – as well as the cool, unburned background – potentially increasing both the quantity and quality of science data produced.
    “Currently, no instrument is able to cover the entire range of attributes for fires present in the Earth system,” said Sarath Gunapala, principal investigator for c-FIRST at NASA JPL. “This leads to gaps in our understanding of how many fires occur, and of crucial characteristics like size and temperature.”
    For decades, the quality of infrared images has struggled to convey the nuances of high-temperature surfaces above 1,000 degrees Fahrenheit (550 degrees Celsius). Blurry resolution and light saturation of infrared images has inhibited scientists’ understanding of an extremely hot terrain, and thereby also inhibited wildfire research. Historically, images of extremely hot targets often lacked the detail scientists need to understand the range of a fire’s impacts on an ecosystem.

    To address this, NASA’s Earth Science Technology Office supported JPL’s development of the c-FIRST instrument, combining state-of-the-art imaging technology with a compact and efficient design. When c-FIRST was airborne, scientists could detect smoldering fires more accurately and quickly, while also gathering important information on active fires in near real-time.
    “These smoldering fires can flame up if the wind picks up again,” said Gunapala. “Therefore, the c-FIRST data set could provide very important information for firefighting agencies to fight fires more effectively.”
    For instance, c-FIRST data can help scientists estimate the likelihood of a fire spreading in a certain landscape, allowing officials to more effectively monitor smoldering fires and track how fires evolve. Furthermore, c-FIRST can collect detailed data that can enable scientists to understand how an ecosystem may recover from fire events.
    “The requirements of the c-FIRST instrument meet the flight profile of the King Air,” said KC Sujan, operations engineer for the B200 King Air. “The c-FIRST team wanted a quick integration, the flight speed in the range 130 and 140 knots on a level flight, communication and navigation systems, and the instruments power requirement that are perfectly fit for King Air’s capability.”
    By first testing the instrument onboard the B200 King Air, the c-FIRST team can evaluate its readiness for future satellite missions investigating wildfires. On a changing planet where wildfires are increasingly common, instruments like c-FIRST could provide data that can aid firefighting agencies to fight fires more effectively, and to understand the ecosystemic impacts of extreme weather events.

  • MIL-OSI USA: Mountains of the Greater Yellowstone Ecosystem: The Wind River Range and the Laramide Orogeny

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Stanley Mordensky, geologist with the U.S. Geological Survey.

    The Greater Yellowstone Ecosystem (GYE), one of the largest nearly intact temperate-zone ecosystems remaining on Earth, is comprised of a volcanic plateau resulting from the Yellowstone hotspot, the Snake River Plain (which is partially a product of caldera-forming eruptions caused by the hotspot) to the southwest of the plateau, and several high mountain ranges along its other margins. When compared to the relative interest given to the surrounding ranges, the Yellowstone Caldera complex of the volcanic plateau receives an understandable degree of attention; however, the adjoining mountain ranges are no less important and have been around far longer than Yellowstone Caldera. For example, the volcanic rocks of the Absaroka Range are roughly 20 times older than the youngest Yellowstone caldera-forming eruption.  Other mountain ranges in the region are not volcanic, but instead were lifted by tectonic forces.

    The Wind River Range extends roughly 220 km (136 miles) from Dubois to South Pass City, WY, with a width of approximately 65 km (40 miles). The western Continental Divide runs along the crest of the range, with Gannett Peak (4,210 m or 13,810 ft) being the highest point not just in the Wind River Range but also in the State of Wyoming. The core of the range consists of gneiss (a metamorphic rock caused by intense heat and pressure) and igneous intrusions that have been influenced by metamorphic processes. These rocks range in age from 3.4 to 2.3 billion years. In other words, the majority of the rock that now composes the Wind River Range is older than half the age of the Earth and was once deeply buried beneath the Earth’s surface.

    During portions of the Paleozoic (542 to 251 million years ago) and Mesozoic (251 to 65.5 million years ago) eras, the region was part of an inland sea, as evidenced by deposits of sandstone, mudstone, and limestone found along the foothills of the Wind River Range. These sequences of sedimentary rock are common throughout the GYE.

    At some point, those rocks began to experience uplift, but the exact timing of that uplift has proven difficult to constrain precisely. Most geologists tend to agree that the Wind River Range experienced uplift between about 65 million years ago and about 50 million years ago, although there is some evidence that the uplift may have begun tens of millions of years earlier and lasted tens of millions of years longer. Erosional evidence suggests that the uplift did not occur as a single episode, but instead may have taken place in pulses. Over the duration of the cumulative deformation, uplift raised the rocks of the Wind River by about 14.5 km (9 miles) vertically, and laterally transported the rocks by about 25 km (16 miles). The faults that accommodated this displacement are located to the southwest of the Wind River Range. In historical time, these faults have remained aseismic.

    Geoscientists call mountain-building events orogenies (with oros being a Greek term for mountain genesis). The orogenic period of the Wind River Range coincides with the formation of many mountain ranges forming the Rocky Mountains across western North America, and geologists refer to this period as the Laramide Orogeny (named after the Laramie Mountains of eastern Wyoming).

    Geologists attribute the Laramide Orogeny to the subduction of an oceanic plate, specifically the Farallon Plate, beneath the North American Plate. This subduction began roughly 160 million years ago, but the Laramide Orogeny only commenced around 80 to 70 million years ago. While most subducted plates sink deep into the Earth relatively quickly after traveling less than a couple hundred kilometers beneath an overriding plate (behavior sometimes referred to as steep subduction), for some of its history the Farallon Plate traveled >1,000 kilometers (>600 miles) beneath North America at relatively shallow depths compared to what would be expected with steep subduction. Even today, parts of the Farallon Plate located beneath the Mississippi River are at shallower depths than oceanic crust subducted roughly only half as long ago. Geologists term this flat-slab subduction and are still researching exactly why it occurs, but a consequence is that the shallow subducting plate pushes crust and mantle material ahead of it, causing uplift, although the mechanics of this process are not well understood. The flat-slab subduction of the Farallon Plate may also explain the origin of the magmas that fed the Absaroka volcanoes along the northern and eastern borders of the Yellowstone region, as these magmas are more chemically characteristic of volcanoes near subduction zones (i.e., within a couple hundred kilometers of plate boundaries) than in the middle of continental plates.

    The timing of the Laramide Orogeny varied geographically across western North America. Much like with its start, the end of the Laramide Orogeny has yet to be determined with confidence, but probably stopped around 55 to 35 million years ago. Well after the uplift of the Wind River Range ceased, glaciations like the Bull Lake (about 150,000 to 130,000 years ago) and Pinedale (22,000-14,000 years ago) events sculpted the mountains, creating the beautiful landscape we enjoy today.

    The Russian Presidential Academy of National Economy and Public Administration (RANEPA) hosted the 13th Saturday Political Science Readings on the topic: “Improving the Efficiency of Migration Management in Modern Russia: Sovereignization of External Migration Management.” Professor of the Department of Public Administration and Political Technologies of the State University of Management, member of the Council under the President of the Russian Federation for Interethnic Relations and the Public Council under the Ministry of Internal Affairs of Russia Vladimir Volokh took part in the event and delivered a plenary report.

    In his report, Vladimir Volokh noted that migration is currently a significant factor influencing the socio-economic stability and security of the Russian Federation. He emphasized the need to change the approach to migration management and noted that since the beginning of 2024, a number of regulatory legal acts aimed at improving migration policy have been adopted. In particular, they discussed the introduction of a regime for the expulsion of illegal migrants, the creation of a register of controlled persons who do not have the right to be in Russia, limiting the number of SIM cards sold to foreign citizens, tightening the requirements for concluding contracts for the provision of communication services, including the collection of biometric data, as well as a law aimed at combating fictitious marriages and adoptions.

    These measures are aimed at creating a more effective system for combating illegal migration and forming a legislative framework for combating illegal actions.

    Professor Volokh also noted that at the current stage of development, it is necessary to develop and approve a new Strategy for the State Migration Policy of the Russian Federation by the Head of State, as provided for by the Constitution of the Russian Federation. This will ensure a more systematic and long-term approach to managing migration processes.

    The readings were held under the guidance of the scientific director of the Faculty of Political Studies of the Institute of Social Sciences of the Russian Presidential Academy of National Economy and Public Administration, vice-president of the Russian Academy of Political Sciences and the Academy of Pedagogical Sciences, doctor of political sciences, professor Lidiya Timofeeva.

    From February 23 to 28, the qualifying round of the 10th Industry Championship of Professional Skills of the Rosatom State Corporation, Atomskills-2025, in the Engineering Design competency was held at SPbGASU.

    The championship was held within the framework of the federal innovation platform “Innovative methodology for the formation of digital professional competencies of students and specialists in the construction industry” implemented at SPbGASU. The organizer was the Educational Center for Digital Competencies of our university.

    The objective of the “Engineering Design” competency is to demonstrate the participants’ abilities in developing and analyzing design and working documentation for facilities of any complexity based on initial data, within the framework of the technical assignment and current regulatory documentation, using information modeling technologies.

    The championship participants were third- and fourth-year students of various training programs. Five teams of four people took part in the championship, each of whom developed their own section. The teams included the following specialists:

    SPOIM – a specialist responsible for coordinating sections with each other and modeling using information modeling technology; a builder – a specialist responsible for the architectural and construction section of the project; a technologist – a specialist responsible for the engineering sections of the project; an electrician – a specialist responsible for the electrical section of the project.

    The jury of the selection round at our university included teachers and employees of SPbGASU: chief expert, category 2 specialist of the educational center of digital competencies Nikita Gorovoy, expert-mentor, associate professor of the department of heat and gas supply and ventilation Kirill Sukhanov, expert-mentor, associate professor of the department of heat and gas supply and ventilation Mikhail Fedorov, expert-mentor, senior lecturer of the department of architectural and building structures Alena Vedernikova, expert-mentor, assistant of the department of metal and wooden structures Viktor Tsyganovkin, expert-mentor, senior lecturer of the department of building physics, electric power engineering and electrical engineering Rostislav Baruzdin and expert-mentor, category 2 specialist of the educational center of digital competencies Yuri Zgoda.

    On March 1, the closing ceremony of the space profile finals took place in Moscow National Technology Olympiad (NTO), whose project office operates at the National Research University Higher School of Economics. The names of the winners and prize winners were announced in three areas at once: “Aerospace Systems”, “Analysis of Space Images and Geospatial Data” and “Satellite Systems”. The best were 21 schoolchildren from 13 regions of Russia. The competition was traditionally held with the support of the State Corporation “Roscosmos”.

    Space profiles are among the very first in NTO, and their popularity and demand are only growing. This academic year, applications were submitted by about 4.5 thousand students of grades 8-11 from different parts of the country. However, only 90 participants made it to the final stage. The final competition and the closing ceremony took place within the walls of the university that organized the space profiles — RTU MIREA.

    During the final tests, the participants in teams solved real engineering problems directly related to promising projects in the space industry. The schoolchildren developed a system for analyzing meteorological data to monitor the ice conditions in the northern seas and a satellite that simulates the solution of problems of remote sensing of the Earth. In addition, the finalists made attachments for the rover and programmed the control system.

    The award ceremony was opened by RTU MIREA Rector Stanislav Kudzh: “We are not just holding the Olympiad, but are part of the Roscosmos network, are a strategic partner and train personnel for the corporation. I hope that among you there will be those who will enroll in our university, enroll in other leading universities. And you will continue to glorify our science and our country with your deeds.”

    “Space is a huge source of inspiration,” emphasized Dmitry Zemtsov, executive secretary of the NTO organizing committee and HSE Vice-Rector, addressing the finalists. “We have always been inspired by the story of how 15-year-old Sergei Korolev joined a gliding club and, a few years later, found himself in one of the best universities in the country. Another ten years later, he began designing his own systems and eventually created our cosmonautics. All this became possible because from the very beginning he had access to the advanced technologies of his time — back then, gliders were at the cutting edge of progress. What you work with at NTO are not only the technologies of today, but also of tomorrow. Every time I go on stage to present diplomas, I feel sincere pride, because you will definitely make the world a better place and create technologies that previous generations could not even imagine.”

However, the most important victory is the ability to overcome yourself and achieve results,” said Dmitry Shishkin, Director of the Administrative Department of the Roscosmos State Corporation, at the closing ceremony. “No task that you will have to face in life can be solved instantly, without preparation. It is impossible to immediately take first place, assemble a satellite or obtain a space service. Therefore, the most important skill is to move forward steadily, step by step, without stopping. This is exactly what I wish for you. May your achievements of today and tomorrow be written in gold letters in the history of our cosmonautics and in the annals of the achievements of the entire country.”

    According to the results of the competition in the individual standings, the winners of the profile “Analysis of space images and geospatial data” of the Scientific and Technical Organization were schoolchildren from the Municipal Budgetary Educational Institution “Lyceum No. 11” of Chelyabinsk: Artem Sufiyanov and Artem Yantsen.

    The winners were Artem Arefyev from PJSC Khoroshevskaya Gymnasium (Moscow), Fedor Shpilev from ANOO Khoroshevskaya School (Moscow), and Yulia Dzhumataeva and Sofia Markova from the Lyceum at the Federal State Budgetary Educational Institution of Higher Education BGPU (Blagoveshchensk).

    The overall winner was the team represented by Artem Sufiyanov, Artem Yantsen, Yulia Dzhumataeva and Sofia Markova.

    In the individual standings of the “Satellite Systems” profile of the NTO, the best were schoolchildren from St. Petersburg: Nikita Gubarev from the Lyceum “Physical and Technical School” named after Zh. I. Alferov and Vladislav Shiman from the ChOU OiDO “LNMO”.

    The names of six winners of the profile were also announced. Among them are three participants from St. Petersburg: Tatyana Efremova from the Lyceum “Physical and Technical School” named after Zh. I. Alferov, Mikhail Demidov from the State Budgetary Educational Institution “School No. 644” of the Primorsky District and Maksim Podlesny from the State Budgetary Educational Institution “School No. 362” of the Moskovsky District. Another prize was taken by Mikhail Palkin from the city of Kudrovo in the Leningrad Region, a student of the State Budgetary Educational Institution “Secondary School No. 255” of the Admiralty District of St. Petersburg. The list of winners was also replenished by Vladislav Borisenko from the Municipal Budgetary Educational Institution “GKL” (Metallploshchadka settlement, Kemerovo Region) and Ksenia Titova from the Lyceum of the Federal State Budgetary Educational Institution “UlGPU named after I. N. Ulyanov” (Ulyanovsk).

    The overall winner was the team from St. Petersburg, which included Vladislav Shiman, Mikhail Palkin, Mikhail Demidov and Maxim Podlesny.

    In the individual competition, the winners of the Aerospace Systems profile of the Scientific and Technical Organization were Arseniy Kuimov from the Kemerovo Municipal Budgetary Educational Institution GKL and Konstantin Syshchikov from the State Budgetary Educational Institution Lyceum No. 369 in St. Petersburg.

    Among the prize winners in this category are five participants. High results were shown by students of the FEFU University School in Primorsky Krai: Maria Sabashnyuk (Vladivostok) and Ivan Rubtsov (Artem). Prize places were also awarded to finalists from: Moscow Region – Svyatoslav Tveritnev (Chernogolovka) from MBOU “Chernogolovskaya Secondary School”, Tomsk – a student of MAOU “Gymnasium No. 24 named after M.V. Oktyabrskaya” Artemy Odyshev, Krasnodar Region – Gleb Anokhin (urban-type settlement Sirius) from ANOO “Presidential Lyceum “SIRIUS”.

    The overall winner was the team represented by Arseniy Kuimov, Gleb Anokhin and Svyatoslav Tveritnev.

    The winners will receive not only diplomas, but also additional educational opportunities: 100 points on the Unified State Exam or admission without entrance examinations to the country’s leading universities.

    Let us recall that the tasks of the space profiles were developed with the participation of partners: “Aerospace Systems” — Voltbro, the Institute of Mechanics of the Lomonosov Moscow State University and Intellect Design, “Analysis of Space Images and Geospatial Data” — the Institute of Environmental Design and Research, “Satellite Systems” — the Center for Space Education “Education of the Future”.

    The jubilee tenth season of the NTO is taking place in the 2024/2025 academic year. Space profiles, being one of the first areas of the Olympiad, have trained a whole galaxy of young engineers over the years.

    Evgeny Ivankin first took part in NTO in 2018/2019 in the profile on autonomous transport systems, and the following year he switched to the space track and became a prize winner in the profile “Analysis of space images and geospatial data”. After graduating from school, he successfully performed in the student track and became the winner of the profile “Geospatial digital twins”. The diploma of the school track of NTO helped Evgeny to enter the University of Innopolis without entrance examinations, and the victory in the student track – to get an internship at the company “Innogeotech”, where he transferred to a permanent position and develops geoinformation systems – a direction directly related to the profiles in which he won.

    Another inspiring example is Alexey Gilenko, the winner of the Satellite Systems profile in NTO – 2022/2023. After winning, Alexey entered Bauman Moscow State Technical University, and then joined the team of organizers of his native profile. Now he works at the Education of the Future center and helps develop tasks for new participants.

    Such stories show that the NTO is not just a competition, but a real platform for expanding the country’s technological human resources potential. The NTO is held under the coordination of the Ministry of Science and Higher Education of the Russian Federation together with the ANO “Russia – Land of Opportunities” with the support of the “Movement of the First”, the Agency for Strategic Initiatives and the ANO “NTI Platform”. The visit aims to strengthen ties and co-operation between Hong Kong and the two countries in the field of I&T, promoting Hong Kong’s I&T advantages, and exploring overseas business opportunities for Hong Kong’s I&T sector.     Members of the delegation include heads from the Hong Kong Science and Technology Parks Corporation (HKSTPC), Cyberport, the Hong Kong Applied Science and Technology Research Institute, and the Hong Kong Microelectronics Research and Development Institute, as well as representatives of 24 local I&T enterprises or institutions.     “Mickey 17,” an absurd yet thought-provoking sci-fi satire from Oscar-winning director Bong Joon-ho, premiered in China on Sunday, eliciting strong reactions from first-day viewers.

    Adapted from Edward Ashton’s novel “Mickey7,” the film stars Robert Pattinson as Mickey Barnes, an “expendable” — a disposable crew member on a space mission who can be regenerated with most memories intact if he dies. When a regeneration goes awry, Mickey confronts the extraordinary dilemma of working for an employer who expects him to die for a living. Written and directed by Bong, the film also features Naomi Ackie, Steven Yeun and Mark Ruffalo.

    “I think nowadays there are very few directors in the world who are on Bong’s level and have the audience that Bong has as well,” said Pattinson. “He’s living in very rarified air. I’ve just been such a huge fan of his. And it just came out of nowhere — ‘There’s a Bong project.’ I met him and really loved him. Then the script came in, and it is one of the craziest things I’d ever read.”

    The “Parasite” director, known for his sharp social commentary and genre-defying storytelling, continues to explore systemic inequality with humor, emotion and suspense in “Mickey 17.” The film combines biting, character-driven social satire with high-concept science fiction.

    The marketing campaign for “Mickey 17” playfully appeals to Chinese audiences, especially younger viewers, by portraying the film as a tale of workers navigating demanding bosses. Following premiere events in Beijing and seven other Chinese cities, moviegoers praised the film’s funny, heartfelt and timely allegory, along with the cast’s performances.

    As of March 3, “Mickey 17” has received an 88% approval rating from critics on the review aggregation website Rotten Tomatoes, based on 43 reviews. The critics’ consensus states: “‘Mickey 17’ finds Bong Joon Ho returning to his forte of daffy sci-fi with a withering social critique at its core, proving along the way that you can never have too many Robert Pattinsons.”

    The film will be released nationwide in China on March 7.

    NEW DELHI, March 2: The Modi government is promoting and acknowledging grassroots innovators for the first time in India, said Union Minister Dr. Jitendra Singh.

    Addressing the Silver Jubilee celebration of the National Innovation Foundation (NIF) an autonomous institute under Department of Science and Technology, Government of India. of India via virtual mode, Dr. Jitendra Singh emphasized Prime Minister Modi’s commitment to ‘Virasat Bhi aur Vikas Bhi,’ integrating India’s exclusive traditional knowledge with cutting-edge technology. Dr. Jitendra Singh also released a postal stamp, followed by a Magazine titled ‘Innovation frontline’ and a coffee table book.

    Highlighting the critical role of rural innovation in India’s economy, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, Minister of State in the Prime Minister’s Office, Department of Atomic Energy, Department of Space, and Personnel, Public Grievances, and Pensions, Dr. Jitendra Singh stressed that innovations originating in remote villages will be scaled up, ensuring equal opportunities and resources as available in urban areas.

    He applauded India’s transformation from the ‘Fragile Five’ to the ‘First Five’ and its soon-to-be fourth place in the global economy. He called for a scientific approach to harnessing underexplored sectors, including those in the rural areas, that were neglected under previous regimes.

    Dr. Jitendra Singh also recalled PM Modi’s clarion call to celebrate National Science Day with a festive fervour, as mentioned in last week’s ‘Mann Ki Baat’ program. He described it as unprecedented for a Prime Minister to extend such patronage to science and technology.

    Expressing his delight after speaking to the Padma Awardees who fostered innovation, Dr. Jitendra Singh questioned the long delay in recognizing these unsung heroes, many of whom began their work as early as the 1990s. He credited PM Modi for transforming the Padma Awards into ‘People’s Padma’ in the truest sense.

    The Minister highlighted the Micro Venture Innovation Fund (MVIF)—a pioneering initiative by NIF with SIDBI that has provided necessary risk capital to 238 innovation-based enterprise projects. Calling it a novel initiative, he debunked the myth that only elite scientists with fancy degrees can drive innovation and startups. He cited the success of the Lavender Revolution, backed by CSIR-IIIM Jammu, and the Floriculture Revolution, driven by CSIR-IHBT Palampur.

    ‘India’s Techade’ Vision: Affordable and Globally Appealing Technology, Dr. Singh reiterated that India’s technology is inherently affordable and cost-effective, making it globally appealing. Celebrating NIF’s 25-year journey, he announced that 713 patents have been granted in India and 5 in the USA, underscoring NIF’s role in fostering grassroots innovations. He also highlighted that NIF was one of the early institutions in India to host a Technology Business Incubator (TBI), now known as NIF Incubation and Entrepreneurship Council (NIFientreC). Over 25 grassroots startups and several hundred enterprises, some with ₹10+ crore annual turnover, are thriving under its support, creating rural employment opportunities.

    The S&T Minister emphasized that under PM Modi’s visionary leadership, India has unlocked the space sector for private participation. He also noted that, for the first time, the nuclear energy sector has been opened to private players, as announced in the recent budget.

    Building Viksit Bharat @ 2047 Dr. Singh called upon all innovators to contribute towards making India a ‘Viksit Bharat’ by 2047. Concluding his address, he described NIF’s 25-year journey as a testament to inclusivity, shaping India’s innovation landscape by successfully identifying, supporting, and disseminating grassroots innovations—reaching even the most remote border villages.

    “With science and technology thriving under PM Modi’s leadership, these are indeed the best times for innovation and research in India” concludes Minister Dr. Singh.

    It is an absolute privilege and an honour to deliver the 4th P. Parameswaran lecture organised by Bharatheeya Vicharakendram in Thiruvananthapuram.The memorial lecture in the honour, in the memory of one of the greatest sons of Bharat. He happens to be in the front league of idealogues and thinkers of Hindu thought process in this century. We are celebrating by way of this lecture one of the finest intellectuals committed to social work and such a son of the soil being honoured in the land of Kerala, North zone territory.

    It is a testament that our civilisational values thrive, A civilisation is known only by one fundamental consideration, does it really honour its great sons and that has been the theme in last few years. Our forgotten heroes, unsung heroes, we have remembered them.

     Kerala has been the cradle of intellectual discourse, cultural enlightenment, and spiritual pursuits. This is a land that birth legends for Adi Shankharacharya who expounded the philosophy of Advaita Vedanta to Narayana Guru who led the modern message by his social reform and by his team of social reformers. We are celebrating the memory of one of them.

     This land is also home to some of the most revered temples, including Sabrimala, Padmanabhaswamy temple, and Guruvayur drawing millions of devotees, they get inspired and motivated. The faith and devotion that permeates these sacred spaces reminds us of the eternal values that hold our nation together.

     Our values are sublime, full of religiosity and spirituality, righteousness and self service. This fertile sacred geography also birthed Shri P. Parameswaran ji who received his values with birth. His unwavering commitment to Bharatiya values, his deep understanding of Indian ethos and his relentless pursuit of national unity continues to inspire generations.

     His vision for a self-reliant Bharat, culturally rooted and spiritually awakened, resonates profoundly across the nation. When we talk about the confluence of East and West, we remember Shri Vivekananda, Swami Vivekananda and his historic address at Chicago that was rendered at the World Council of Religions in 1893. But who rekindled it? Who ignited the flame in us? Who inspired us in modern times? By the essence of that address that stirred global minds, it was none other than Shri P. Parameswaran.

     In 1993, hundred years after that event, it was Parameswaran ji who invited the world to reflect on Swamiji. His life, his legacy and his message. The Government of India has rightly recognised this great son of the soil, a great ideologue of Hindu thought process.

     A messenger of Bharatiya Sanskriti, an epicentre in a sense who disseminated sublimity of our values with Padma Shri in early 2000 and in 2018 with the second highest civilian award of Padma Vibhushan, but these decorations do not completely define the man in whose memory we are having this lecture.

     The tribute which we can pay to such towering figures who amplify our values, epitomise our cultural essence, the best of human values, is to follow what he exemplified. We must emulate the value system that he professed.

     Ladies and gentlemen, I greatly commend the subject or theme of this lecture, “Demography, Development and Democracy, Shaping the Future of Bharat”– Nothing could be more contemporaneously relevant than this theme, and this theme, when the theme is a tribute to Rashtriya Rishi who dedicated his journey to welfare of humanity through Rashtriya Swayam Sevak Sangh, an organisation spinally rooted in our cultural ethos and now in the centennial year, I appeal to everyone in two years we will be celebrating the birth centenary of this great son of the soil.

     I am sure steps will be taken by the organisers in concert with similar outfits so that his message goes around to the entire country and the world. If I have to put in summation the thought process of P. Parameswaran ji, we all are Bharatiya. भारतीयता हमारी पहचान है। राष्ट्रहित हमारा धर्म है, राष्ट्र कल्याण सर्वोपरि है। कोई भी हित व्यक्तिगत हो या राजनीतिक या सामाजिक, राष्ट्रहित से ऊपर नहीं है।

     And therefore, I commend the organisers for having so thought about it. The theme calls upon me to first reflect on the state of the nation. There was a time, and I had the occasion to see it, as a member of parliament in 1989, as a union minister in 1990-91, an atmosphere that did not

    inspire us. That was alarmingly worrisome, full of concern, and now our Bharat is brimming with positivity and possibility.

     It is full of hope and aspirations. All around, all pervasive, an ecosystem of hope and possibility we can see, and in global firmament, it is the brightest spot of investment and opportunity. The country has seen in the last decade exponential economic upsurge. Our rise from 11th position a decade ago, on the scale of economic size, we have traversed a long distance, facing headwinds, difficult terrain, overcoming hurdles created earlier, cleansing the system, making it transparent and accountable.

     We are the 5th largest global economy at the moment, on way to becoming 4 trillion economy in US dollars very shortly, and with average growth over this period of about 8%. Bharat happens to be the fastest growing global economy in last decade, acclaimed, accoladed and applauded by global institutions, the IMF and the World Bank.

     World Bank has appreciated our deep digitisation, technological penetration, and everyone sees it now as a ground reality. Next comes infrastructure. Phenomenal infrastructure growth has dotted our landscape. Be it on sea, deep sea, ground, sky or in space, all our accomplishments make us greatly proud, and I am happy to share with you, every year the country has added four new airports and one metro system, and on a daily basis, 14 kilometres of highways and 6 kilometres of railways are

    being added.

     If I reflect on scale of deep technological penetration, 85 million are benefiting with houses, 330 million with health coverage, and 29 million small businesses with loans annually. The government is hand-holding them by affirmative policies and innovative schemes. We now boast of beyond what we achieved in space. Lunar and Mars missions in medical science, vaccine production, and the nation is bound to be hub of semiconductors, engineering and manufacturing.

     India’s engagement with world in green energy, urbanisation, emerging disruptive technologies, we are in the front rank. It is for the first time that the country is in big league of nations on Artificial Intelligence, on Quantum computing, on Green Hydrogen mission, and all pervasive digitisation has generated transparency, Accountability, easy service affordability.

     Corruption has been neutralised from power corridors on account of technological inroads. Technological inroads have been no less than invasion on corruption and malpractices, and that is reflected in the scenario that almost half of digital transactions in the world are

    emanating from this country, 6.5 billion monthly.

     Let me recall what P. Parameswaran ji said on this occasion, on such an occasion, we need to reflect, remember, I quote, “The youth of Bharat are not merely inheritors of our civilisation, but the architects who will shape our nation’s future glory through their aspirations, innovations, and resilience.”

     Our demographic dividend, the youth component of it, is envy of the world. India’s greatest strength is its population. We are home to one-sixth of humanity, but look at our qualitative cutting edge demographic dividend.

    Sixty-five percent of the population is in working age. Our nation is an average age of 28.4 years. We are uniquely positioned as the world’s youngest major economy.

    Compare this to Japan, 48.7 years. Compare it to Germany, 44.3 years, and China, 38.4 years. People-centric policies and transparent accountable governance has given buoyancy to ecosystem. Imagine the scale of it, a nation of 1.4 billion. Look at the transformative change that has impacted the rural environment.

     Every house has a toilet, electric connection, water connection is on way, a gas connection.And look at the connectivity, internet, and road, rail, and handholding policies in health and education centre. These define our growth trajectory. India is no longer a nation with a promise. India is no longer labelled as a nation of snake charmers. India is charming the entire world with the potential it has for everyone on the globe.

     This economic renaissance, which was beyond imagination, beyond contemplation, beyond dreams, a few years ago, has generated

    what is essence of our Sanatana inclusivity. Non-discriminatory, uniform, even-handed, equitable development, results, and fruits for one

    and all. Effort has been made, irrespective of any qualification, race, religion, caste, colour, that the benefit must reach those who are in the last line, and this is being done with great success.

    Bharat is the only democracy in the world that has structured democracy at the village level. Constitutionally sanctified democracy at the Village level, Municipal level, State level, and the Central level. I want, on this great occasion, to everyone reflect on what is democracy.

     Democracy is defined by freedom of expression and dialogue. If we enjoy freedom of expression and do not lend our ears to the other point of view, do not enter into dialogue, do not appreciate the other point of view, expression becomes authoritarianism.

     प्रजातन्त्र में किसी भी व्यक्ति या संस्था के लिए अहं और अहंकार का कोई स्थान नहीं है। प्रजातन्त्र का मूल तत्व है समानता, समान अधिकार, समान अवसर।

     And I therefore appeal that those who do not believe in harmony, social harmony, national harmony, must get into the thought process of Shri P. Parameswaran ji.

    How can we countenance in this land that has 5,000 years of civilisational ethos? Someone says, मैं अकेला सही हूँ, मेरी बात का कोई विकल्प नहीं है, ऐसा नहीं है। These thoughts are antithetical to our civilisational ethos. They militate against the very concept of democracy, and therefore, we must focus, alongside expression, on dialogue, dialogue enables everyone to self-assess oneself, to self-audit oneself, to be open to the other idea.

     And that was what P. Parameswaranji was doing all throughout. Ideologic discourse, ideologic debate, ideologic brainstorming should be dominating our discourse, not violence. What does our culture say, हमारी संस्कृति क्या कहती है? अभिव्यक्ति, वाद-विवाद और अनंतवाद, अनंतवाद का स्रोत हमारी सांस्कृतिक विरासत में है। अनंतवाद का ही नतीजा है कि भारत ज्ञान का भंडार था, जानकारी का भंडार था।

     If India is today a cultural centre of the world, we owe to people like P. Parameswaranji for coming to this level. If in the past, about 1200 years ago, India was the world’s repository of knowledge and wisdom, it was on account of our institutions.

     आज के दिन, कुछ हालात भयावह हैं, चिंतन और मंथन के लिए विवश करते हैं।

    We are faced with an alarmingly worrisome scenario on certain aspects. Politics has become polarised. We are faced with an alarmingly worrisome scenario on certain aspects. Vertically divisive, temperatures are ever high. The core national values and civilisational values are not the central theme. In this country where diversity is reflected in unity, this country that prides in Sanatana values of inclusivity, we cannot afford ourselves to be distanced from these core values and engage in polarised, divisive activities.

    Time for us to fall in the groove of Sanatana Dharma as enlightened by Shri P. Parameswaranji, and let me reflect on that concern. As meaningful dialogue fades, so do the pillars of cooperation, collaboration and consensus.

     I must share with you my anguish, my pain. The largest democracy’s parliament must be role model for people. It is a platform to transform aspirations of the people into reality. It has to be impregnable citadel of dialogue, debate, discussion and deliberation. And these facets were exemplified by the Constituent Assembly that worked for about three years in eighteen sessions. And what we see today? Dialogue, deliberation and others have yielded to disturbance and disruption.

     Can there be sacrilege of more intense enormity when temples of democracy are ravaged by disruption and disturbance? Our democracy has to survive. And the first test is parliamentary functioning. We face situations where national interest is relegated. Anti-national narratives take wings.

     We are living in very dangerous times. Political intolerance and reckless stance promoting partisan and personal interests at the cost of nationalism needs to be moderated. There is need for social counselling. Young minds and senior citizens must converge to generate an ecosystem. By becoming influencers of our mindset, we have a Constitution that remarkably depicts Gurukul.

     That makes reference to Ramayana. What is the message? अधर्म पर धर्म की विजय, when in fundamental rights, Part- III of the Constitution, you have a picture of Ram, Sita and Lakshman coming to Ayodhya. अंधकार से प्रकाश, धर्म की जीत अधर्म की हार। मर्यादित आचरण का संदेश और यदि अगर कहें सबका साथ सबका विश्वास इसका अंश आपको रामायण में मिलेगा ।

     भारत के संविधान में, if we go to the next part, Directive Principles of State Policy. महाभारत का वह scene है, कुरुक्षेत्र का वह दृश्य है। श्रीकृष्ण अर्जुन को उपदेश दे रहे हैं। What does it teach us? It says, लक्ष्य को ध्यान में रखो, छत को मत देखो, मछली को मत देखो, मछली की आँख को मत देखो क्योंकि आपका लक्ष्य नहीं है। आपको भेदन है। इसी तरीके से शासन का काम करते हुए, कर्तव्य निर्वहन करते हुए हमारी दृष्टि भाई-भतीजेवाद पर नहीं होनी चाहिए। The message is loud and clear. Patronism, nepotism, favouritism, are evils that cut into merit of the society. Fortunately, power corridors have been sanitised. It is obligation of every person, every Bharatiya, not only to believe in these values, but to disseminate them.

     Let me now come to demography. Demography does matter. Demography should not be confused with majoritarianism. We cannot have a society divided in these two camps. But ladies and gentlemen, the nation is faced with grim challenges when it comes to demography.

     The demography evolution must be organic. It must be natural. It must be soothing only then it reflects unity and diversity, but if demographic variations are brought about in the nature of virtual and earthquake, there is cause for concern.

     If inorganic demographic variations take place with intent to increase demographic component with the objective to secure progress, then we have to be alarmed. This is being done. This is noticeably being done. We are at a stage crossroads, where we can neither overlook nor countenance this highly destabilising development.

     We have to be extremely alert. All of you converge to preserve the pristine demographic sanctity of Bharat. The challenge is coming in varied ways. One is through allurements, temptations. Reaching out to the needy and vulnerable. Providing succour. And then, in a subtle way, suggesting change of religion which is labelled as conversions. The country allows everyone to have a religion of his or her choice. This is our fundamental right.

    This is handed to us from our civilisational wealth, but if this is tampered with, it is tweaked. ऐसा बर्दाश्त नहीं हो सकता. लालच, लोभ आधार नहीं हो सकता। कोई पीड़ा में है, दिक्कत में है,  जरूरतमंद है उसको hand-holding करते समय, धर्म परिवर्तन की तरफ मत खींचो. यह बर्दाश्त के लायक नहीं है, मैं कितनी ही कोशिश करूँ, I will not be able to express the gravity of the concern, enormity of the challenge that we are faced on account of these statized, orchestrated, financially fuelled misadventures to effect conversions.

     The third motive, which is ill-motivation towards our nation. How can a nation suffer millions of illegal migrants? Look at the number. Look at the danger they bring to this country. Everyone in this country is fired with the dream of nationalism. These people come, they demand on our employment, on our health, on our education sectors, and then become a factor in electoral politics. It is very urgent. This has to be addressed. We are cliffhanging. We must generate awareness. The mindset of the people must be activated.

     Every Bharatiya must be steered to face this challenge. And that flow is threatening our culture also. I would urge we must courageously thwart these demographic dislocations. I have indicated three. As of now in the country we have from electoral point of view areas where elections do not make much sense. We have fortresses in the country that have emerged in the last few years where the outcome of the election is always foreclosed by democratic demographic dislocations.

     Addressing these challenges which are very daunting, policy interventions alone are not sufficient. We have to appreciate and recognise these challenges as existential to our nationalism and also to our democracy. True devotion to Bharat Mata means not merely celebrating its spiritual heritage but actively protecting its erosion caused by demographic transformation. I am happy to share with you that Viksit Bharat is not a dream now. It is our object. The nation is regaining past glory. We are on way to it. Our youth will play a critical role. We must gear up to do that. Everything that is happening in the country is making us proud globally.

     I reflected on global institutions. Now look at what happened only a few days ago. More than twice the population of the US had footprint at Mahakumbh. The holy Mahakumbh. More than twice the population of the US. Imagine the size and scale of it. And look at the exemplary management, quick response, facilities everything for us to take pride. The world has not seen such organised handling of a situation at this mega scale. Nowhere on the planet this has been seen. Nowhere there has been congregation of humanity in that number on a daily basis. That defines Bharat. That surprises the world. Look at how the mobility was there.

     How health was taken care of. How public order was maintained. How hygiene was controlled. I was there. My entire family was there. That should make us proud. This is a glorifying facet of Indian civilisation. We must ever remember. From all considerations all I can say is भारत जैसा कोई दूसरा देश नहीं है। हम अत्यंत भाग्यशाली हैं परमपिता परमेश्वर के कि हमारा जन्म यहाँ हुआ। अब हमें कर्तव्य निर्वहन करना चाहिए और कर्तव्य निर्वहन का मार्ग परमेश्वरन जी ने जीवन पर्यंत सिखाया है। आदर्श प्रचारक के रूप में, देश और दुनिया की सबसे बड़ी ideological संस्था से जुड़कर– राष्ट्रीय स्वयंसेवक संघ और एक रास्ता दिखाकर अहिंसा विकल्प नहीं है।

  • MIL-OSI Russia: SUM held a webinar on the exchange of best practices in project-based learning for teachers of Russian universities

    On February 28, the first online seminar in 2025 was held for teachers and staff of higher education institutions, dedicated to the issues of introducing project-based learning into the educational process.

    The webinar was organized by the State University of Management as an interregional educational and methodological center for project-based learning and the Association of Project-Oriented Organizations of Science and Higher Education.

    The webinar featured four informative presentations, each of which highlighted important aspects of project activities at the university.

    Artem Merenkov, associate professor of the Department of Transport Complex Management at the Institute of Industry Management at the State University of Management, shared the successful experience of the department in the field of project-based learning, highlighting seven key principles that contribute to the effective implementation of this methodology in the educational process.

    Ekaterina Kupriyanova, head of the “Office of Initiative and Project Management” project, senior lecturer of private and entrepreneurial law at Surgut State University, spoke about the path of development of the project-based learning system at Surgut State University – from the creation of an initiative group to the full integration of the project approach into the educational model.

    Veniamin Manukyan, leading specialist of the business incubator of the Yaroslavl State University named after P.G. Demidov, CEO of the startup studio “Struktura”, presented a methodology for working in an educational environment that allows creating a pipeline of startups and leading to a product with a turnover of several million rubles.

    Oksana Chulanova, professor of the Department of Public and Municipal Administration and Personnel Management at Surgut State University, presented a unique model of project-based learning based on the bionic approach using the example of Surgut State University. This innovative approach allows integrating interdisciplinary knowledge and practical skills, creating conditions for students to deeply immerse themselves in real professional tasks.

  • MIL-Evening Report: Melting Antarctic ice will slow the world’s strongest ocean current – and the global consequences are profound

    Flowing clockwise around Antarctica, the Antarctic Circumpolar Current is the strongest ocean current on the planet. It’s five times stronger than the Gulf Stream and more than 100 times stronger than the Amazon River.

    It forms part of the global ocean “conveyor belt” connecting the Pacific, Atlantic, and Indian oceans. The system regulates Earth’s climate and pumps water, heat and nutrients around the globe.

    But fresh, cool water from melting Antarctic ice is diluting the salty water of the ocean, potentially disrupting the vital ocean current.

    Our new research suggests the Antarctic Circumpolar Current will be 20% slower by 2050 as the world warms, with far-reaching consequences for life on Earth.

    The Antarctic Circumpolar Current keeps Antarctica isolated from the rest of the global ocean, and connects the Atlantic, Pacific and Indian oceans.

    Why should we care?

    The Antarctic Circumpolar Current is like a moat around the icy continent.

    The current helps to keep warm water at bay, protecting vulnerable ice sheets. It also acts as a barrier to invasive species such as southern bull kelp and any animals hitching a ride on these rafts, spreading them out as they drift towards the continent. It also plays a big part in regulating Earth’s climate.

    Unlike better known ocean currents – such as the Gulf Stream along the United States East Coast, the Kuroshio Current near Japan, and the Agulhas Current off the coast of South Africa – the Antarctic Circumpolar Current is not as well understood. This is partly due to its remote location, which makes obtaining direct measurements especially difficult.

    Understanding the influence of climate change

    Ocean currents respond to changes in temperature, salt levels, wind patterns and sea-ice extent. So the global ocean conveyor belt is vulnerable to climate change on multiple fronts.

    Previous research suggested one vital part of this conveyor belt could be headed for a catastrophic collapse.

    Theoretically, warming water around Antarctica should speed up the current. This is because density changes and winds around Antarctica dictate the strength of the current. Warm water is less dense (or heavy) and this should be enough to speed up the current. But observations to date indicate the strength of the current has remained relatively stable over recent decades.

    This stability persists despite melting of surrounding ice, a phenomenon that had not been fully explored in scientific discussions in the past.

    What we did

    Advances in ocean modelling allow a more thorough investigation of the potential future changes.

    We used Australia’s fastest supercomputer and climate simulator in Canberra to study the Antarctic Circumpolar Current. The underlying model, ACCESS-OM2-01, has been developed by Australian researchers from various universities as part of the Consortium for Ocean-Sea Ice Modelling in Australia.

    The model captures features others often miss, such as eddies. So it’s a far more accurate way to assess how the current’s strength and behaviour will change as the world warms. It picks up the intricate interactions between ice melting and ocean circulation.

    In this future projection, cold, fresh melt water from Antarctica migrates north, filling the deep ocean as it goes. This causes major changes to the density structure of the ocean. It counteracts the influence of ocean warming, leading to an overall slowdown in the current of as much as 20% by 2050.

    Far-reaching consequences

    The consequences of a weaker Antarctic Circumpolar Current are profound and far-reaching.

    As the main current that circulates nutrient-rich waters around Antarctica, it plays a crucial role in the Antarctic ecosystem.

    Weakening of the current could reduce biodiversity and decrease the productivity of fisheries that many coastal communities rely on. It could also aid the entry of invasive species such as southern bull kelp to Antarctica, disrupting local ecosystems and food webs.

    A weaker current may also allow more warm water to penetrate southwards, exacerbating the melting of Antarctic ice shelves and contributing to global sea-level rise. Faster ice melting could then lead to further weakening of the current, commencing a vicious spiral of current slowdown.

    This disruption could extend to global climate patterns, reducing the ocean’s ability to regulate climate change by absorbing excess heat and carbon in the atmosphere.

    Need to reduce emissions

    While our findings present a bleak prognosis for the Antarctic Circumpolar Current, the future is not predetermined. Concerted efforts to reduce greenhouse gas emissions could still limit melting around Antarctica.

    Establishing long-term studies in the Southern Ocean will be crucial for monitoring these changes accurately.

    With proactive and coordinated international actions, we have a chance to address and potentially avert the effects of climate change on our oceans.

    On March 3, 2025, Mikhail Vladimirovich Makarenko, professor of the State University of Management, Doctor of Economics, Honorary Chemist of the USSR, Veteran of Labor, veteran of the Great Patriotic War, will turn 100 years old!

    Mikhail Makarenko was drafted into the army in 1943 at the age of 18. He took part in battles on the 3rd and 4th Ukrainian Fronts as part of the 3rd Guards Army of General Dmitry Lelyushenko, liberated Donbass and Zaporozhye, was wounded twice, and went through the entire war to Berlin. He was awarded the Order of the Patriotic War and many medals.

    In 1969, Mikhail Vladimirovich was appointed associate professor of the Department of Economics and Organization of the Chemical Industry at the Moscow Engineering and Economics Institute (now the State University of Management). Having defended his doctoral dissertation and received the title of professor, he worked fruitfully at the university until 2014 at the Department of Industrial Business of the Institute of Industry Management.

    During his professional and scientific career, Mikhail Vladimirovich has trained 5 doctors and 25 candidates of science, and has about 150 publications to his credit: scientific articles and teaching aids. The professor still leads an active life and even acts as an opponent of dissertations.

    Exosens posted a strong performance in FY 2024, outperforming its IPO guidance and continuing its strong growth trajectory, with consolidated revenue totaling €394.1 million, which represented a significant growth of +35.0% (or +€102.3 million) compared to FY 2023, of which+24.9% year-on-year on a like-for-like basis, mainly driven by a strong demand in Defense end-markets.

    Amplification revenue reached €280.2 million in FY 2024, reflecting a significant growth of +33.5% compared to FY 2023, driven by stronger sales volumes and increased share of higher-performance image intensifier tubes for Defense’s night vision applications.

    The global night vision market is benefiting from growing demand, driven by increasing defense budgets and the need for armies worldwide to enhance their night fighting capabilities, including the ongoing shift from monocular to binocular goggles. The return of high-density combat has underscored the critical importance of night operation abilities as a key tactical advantage. NATO and Tier-1 allies continued to ramp up their procurement of night vision systems in 2024, though they are still far from reaching the targeted equipment rate.

    Reflecting this increasing market demand, Exosens, worldwide leader, has benefited from its position as the strategic supplier of NATO and Tier-1 allies for night vision image intensifier tubes with a number of major business wins in markets such as Germany, the UK, Poland, Belgium, Finland, France or Australia, among others.

    On the M&A front, the Group announced agreement to acquire NVLS, a specialist in man-portable night vision and thermal devices, in October 2024, which will accelerate Exosens’ mid-term capability to develop next gen googles with innovative solutions combining night vision and thermal devices. Closing is expected to occur in the coming months, pending customary clearances and approvals.

    Detection & Imaging revenue totaled €117.5 million in FY 2024, representing an increase of +42.5% compared to FY 2023, mainly driven by a positive product mix and accelerated growth from 2023 bolt-on acquisitions (Telops, El-Mul, and Photonis Germany1).

    Like-for-like growth reached +6.8% in FY 2024, accelerating from the +6.0% recorded in 9M 2024. This strong performance was driven by market share gains following new product launches, as well as growing demand in our key high-growth end markets (Life Sciences, Nuclear and Defense). These factors more than offset the softness in Industrial Control markets (China, machine vision).

    Throughout the year, Exosens continued to execute on its disciplined bolt-on strategy with two synergistic acquisitions: Centronic (radiation detection solutions), in July, reinforcing our position as the key European leader in nuclear instrumentation, and LR Tech (FTIR spectrometry) in September, complementing Telops’ products to strengthen our position in high-end spectroscopy instruments. Additionally, in November, Exosens announced the acquisition of Noxant, a specialist in high-performance cooled infrared cameras, set to close in Q1 2025.

    Exosens posted a strong increase in adjusted gross margin at Group level and across both segments in FY 2024, mainly due to higher sales volumes, improved yields and a favorable product mix. The Group’s adjusted gross margin stood at €189.6 million in FY 2024, reflecting a growth of +44.7% compared to FY 2023. Adjusted gross margin rate reached 48.1% in FY 2024, marking a significant improvement of 320 basis points year-on-year.

    Adjusted gross margin of the Amplification segment totaled €132.4 million in FY 2024 (+42.0% vs. FY 2023), representing a margin of 47.3% (vs. 44.4% in FY 2023). This strong increase in margin rate mainly reflected higher sales volumes, improved yields and a favorable product mix.

    Adjusted gross margin of the Detection & Imaging segment amounted to €57.1 million in FY 2024 (+51.6% vs. FY 2023), representing a margin of 48.6% (vs. 45.7% in FY 2023). This improved margin rate was mainly driven by a positive product mix, improved yields and supply-chain cost synergies.

    Continued strong operational execution driving further profitability increase in FY 2024

    Exosens reported a further increase of its profitability at Group level in FY 2024, reinforcing best-in-class margin, driven by strong business momentum and continued operational excellence.

    Adjusted EBITDA amounted to €118.5 million in FY 2024, representing a sharp growth of +37.8% (or +€32.5 million) compared to €86.0 million in FY 2023. As a result, adjusted EBITDA margin improved by 60 basis points to reach 30.1% in FY 2024 (vs. 29.5% in FY 2023).

    Adjusted EBIT totaled €95.3 million in FY 2024, posting a strong growth of +44.1% (or +€29.2 million) compared to €66.1 million in FY 2023. As a result, adjusted EBIT margin increased by 150 basis points to reach 24.2% in FY 2024 (vs. 22.7% in FY 2023).

    The Group’s recorded an operating income of €73.0 million in FY 2024, representing a significant increase of +51.2% (or €24.7 million) compared to €48.3 million in FY 2023. As a percentage of sales, operating margin improved by 200 basis points to reach 18.5% (vs. 16.5% in FY 2023).

    Significant growth in net income, up +67% in FY 2024

    Exosens recorded a significant increase in net profit, reaching €30.7 million in FY 2024, up by +66.7% (or €12.3 million) compared to FY 2023. Adjusted for PPA amortization, net profit was €41.5 million in FY 2024, representing a growth of +49.2% (or €13.6 million) compared to FY 2023.

    Strong increase in free cash flow, up +€35 million in FY 2024

    Exosens recorded a significant increase in free cash flow to €55.4 million in FY 2024 (vs. €20.5 million in FY 2023). This strong increase was achieved despite one-off expenses related to IPO consulting fees. In addition, the Group achieved a higher cash conversion rate of 74.1% in FY 2024 compared to 69.3% in FY 2023, with increased investment towards the end of the year to support future growth.

    Sustained R&D efforts in FY 2024 to support long-term growth and market leadership

    R&D expenses grew by +35.0% to €30.4 million (7.7% of sales) in FY 2024 compared to €22.5 million (7.7% of sales) in FY 2023. Continued efforts in R&D like the development of 5G image intensifier tubes for Defense’s night vision applications, or next gen detectors for Life Sciences and Nuclear will sustain the group’s future growth and maintain its leading positions.

    Completion of the first phase of capacity expansion

    Capital expenditure reached €27.9 million in FY 2024 compared to €23.7 million in FY 2023, marking a reduction in capex to sales ratio to 7.1% (vs. 8.1% in FY 2023) following the completion of capacity expansion resulting from investments started in 2022-2023.

    Strengthened capital structure, fully supporting our growth strategy

    Following Exosens’ successful IPO in June 2024, which included a capital increase of €180 million and a full debt refinancing (securing two new credit facilities of a total amount of €350 million), the Group has significantly deleveraged, with its net debt more than halving to €144.1 million as at 31 December 2024 compared to €302.3 million as at 31 December 2023. Accordingly, the leverage ratio decreased significantly to 1.2x as at 31 December 2024, as compared to a ratio of 3.3x as at 31 December 2023, providing the Group with ample capacity to pursue its investments in growth.

    Dividend

    The Company’s Board of Directors decided, during its meeting on 28 February 2025, to propose the payment of a €0.10 cash dividend per share for the 2024 fiscal year. This amount will be subject to the approval of the Annual General Shareholders’ Meeting, which will take place on 23 May 2025.

    Outlook for 2025 and the 2024-2026 period: Sustained growth dynamic driven by defense tailwinds

    Exosens expects a continued strong performance in 2025, with revenue growth in the high-teens and adjusted EBITDA growth in the low twenties compared to 2024.

    The Group expects a high-teens 2024-2026 adjusted EBITDA CAGR and a cash conversion2ratio in the range of 70%-75% over the period, taking into account capacity investment in Europe and in the US.

    Furthermore, the Group intends to pursue its growth strategy, at a pace consistent with historical trend, while maintaining a leverage ratio3of around 2x.

    Definitions

    Like-for-like growth is the revenue growth achieved by the Group excluding currency impact and scope effect, which corresponds to revenue recorded during period “n” by all the companies included in the Group’s scope of consolidation at the end of period “n-1” (excluding any contribution from the companies acquired after the end of period “n-1”), compared with revenue achieved during period “n-1” by the same companies.     Leverage ratio is calculated as net debt / adjusted EBITDA as defined in the Group’s New Senior Credit Facilities Agreement entered into as part of the refinancing executed in the frame of the IPO.

    ITV Network founder and my colleague in Parliament, Kartikeya Sharma ji, the entire team of the network, all the guests from India and abroad, other dignitaries, ladies and gentlemen, NewsX World’s auspicious beginning and for this I congratulate all of you, my best wishes. Today, all the regional channels of your network including Hindi and English are going global. And today many fellowships and scholarships have also been started. I wish all of you the best for these programs.

    I have been attending such media events earlier also, but today I feel that you have set a new trend and I congratulate you for this too. Such media events keep happening in our country, and it is a tradition that is continuing. There are some economic topics in it, it is a matter of benefit for everyone, but your network has given it a new dimension. You have worked on a new model by breaking away from the norm. I remember, if I talk about the earlier summits and your summit I have been listening to since yesterday, the earlier summits organised by different media houses have been leader-centric, I am happy that this one is policy-centric, policies are being discussed here. Most of the events that have taken place have been about living the present on the basis of the past. I see that your summit is dedicated to the future. I have seen that in all such programs that I have seen from afar or have attended myself, the importance of controversy was more there, here the importance of dialogue is more. And I firmly believe that all the events that I have attended are held in a small room and have their own people. Seeing such a huge event here and that too the event of a media house and people from all walks of life being here, is a big thing in itself. It is possible that other media people will not get any masala (scoop) from here, but the country will get a lot of inspiration, because the thoughts of every person who comes here will be thoughts that inspire the country. I hope that in the coming days other media houses will also adopt this trend, this template, in their own way and make it innovative and at least come out of that small room.

    Many years ago, I had presented the vision of Vocal for Local and Local for Global to the country. Today we are seeing this vision turning into reality. Today our Ayush products and Yoga have gone from Local to Global. Go anywhere in the world, you will find someone who knows Yoga, my friend Tony is sitting here, he is a daily Yoga practitioner.  Today, India’s superfood, our Makhana, is going global from local. India’s millets – Shreeanna, are also going global from local. And I have come to know that my friend, Tony Abbott, has had first-hand experience of Indian millets at Delhi Haat, and he liked the millet dishes very much and I felt very happy to hear this.

    Not only millets, India’s turmeric has also gone from local to global, India supplies more than 60 percent of the world’s turmeric. India’s coffee has also gone from local to global, India has become the world’s seventh largest coffee exporter. Today India’s mobiles, electronic products, medicines made in India are making their global identity. And along with all this, one more thing has happened. India is leading many global initiatives. Recently I got a chance to go to the AI ​​Action Summit in France. India was the co-host of this summit which is taking the world towards the AI ​​future. Now India has the responsibility of hosting it. India organised such a wonderful G-20 Summit during its presidency. During this summit, we gave the world a new economic route in the form of India-Middle East-Europe Corridor. India also gave a strong voice to the Global South, we have connected the island nations and their interests to our priority. India has given the vision of Mission Life to the world to deal with the climate crisis. Similarly, International Solar Alliance, Coalition for Disaster Resilient Infrastructure, there are many such initiatives which India is leading globally. And I am happy that today when many brands of India are going global, the media of India is also going global. It is understanding this global opportunity.

    For decades, the world used to call India its back office. But today, India is becoming the new factory of the world. We are not just becoming a workforce, but a world-force! Today, the country is becoming an emerging export hub for the things that we once imported. The farmer who was once limited to the local market, today his crop is reaching the markets of the whole world. The demand for Pulwama’s Snow Peas, Maharashtra’s Purandar Figs and Kashmir’s Cricket Bats is now increasing in the world. Our Defence products are showing the world the power of Indian Engineering and technology. From the Electronics to Automobile Sector, the world has seen our scale and capability. We are not only providing our products to the world, India is also becoming a trusted and reliable partner in the global supply chain.

    If we have become a leader in many sectors today, then it is because of years of well deliberated hard work. This has been possible only due to systematic policy decisions. Look at the journey of 10 years, where bridges were incomplete, roads were stuck, today dreams are moving ahead at a new pace. With good roads, excellent expressways, both travel time and cost have reduced. This has given the industry an opportunity to reduce the turnaround time of logistics. Our automobile sector got a huge benefit from this. This increased the demand for vehicles, we encouraged the production of vehicles and EVs. Today we have emerged as a major automobile producer and exporter in the world.

    A similar change has been seen in electronics manufacturing. In the last decade, electricity reached more than 2.5 crore households for the first time. The demand for electricity increased in the country, production increased, which increased the demand for Electronic Equipment. When we made data cheaper, the demand for mobile phones increased. As more and more services were brought on mobile phones, the consumption of digital devices increased further. By turning this demand into an opportunity, we started programs like PLI Schemes. Today, India has become a major electronics exporter.

    Today India is able to set very big targets and is achieving them, so there is a special mantra at the core of this. This mantra is – minimum government, maximum governance. This is the mantra of efficient and effective governance. That means no interference from the government, no pressure from the government. I will give you an interesting example. In the last decade, we have abolished about 1500 laws that have lost their importance. It is a big deal to abolish 1500 laws. Many of these laws were made during British rule. Now I will tell you something, you will be surprised to hear that there was a law called dramatic performance act, this law was made by the British 150 years ago, at that time the British wanted that drama and theatre should not be used against the then government. There was a provision in this law that if 10 people were found dancing in a public place, they could be arrested. And this law continued for 75 years after the country got independence. That is, if there is a wedding procession and 10 people are dancing, the police can arrest them including the groom. This law was in force for 70-75 years after independence. This law was removed by our government. Now, we have borne this law for 70 years, I have nothing to say to the government of that time, those leaders, they are sitting here too, but I am more surprised by this Lutyens’ group, this Khan Market gang. Why were these people silent on such a law for 75 years? Those who go to court every day, who roam around like contractors of PIL, why were these people silent? Did they not remember liberty then? If someone thinks today, what would have happened if Modi had made such a law? And these trollers on social media, if they too had spread such false news that Modi was going to make such a law, these people would have created a ruckus, would have pulled Modi’s hair.

    It is our government that has abolished this law from the times of slavery. I will give another example of bamboo, bamboo is the lifeline of our tribal areas, especially the North East. But earlier, you were sent to jail even for cutting bamboo, why was the law made now? Now, if I ask you, is bamboo a tree? Some will believe that it is a tree, some will believe that it is a tree, you will be surprised that even after 70 years of independence, the government of my country believed that bamboo is a tree, and therefore, just as cutting trees was prohibited, cutting bamboo was also prohibited. There was a law in our country which considered bamboo to be a tree, and all the laws for trees were applicable to it, it was difficult to cut it. Our earlier rulers could not understand that bamboo is not a tree. The British may have had their own interests, but why did we not do it? Even the decades old law related to bamboo was changed by our own government.

    You must remember how difficult it was for a common man to file ITR 10 years ago. Today you file ITR in a few moments and the refund is also deposited directly in the account within a few days. Now the process of making the law related to income tax even simpler is going on in the Parliament. We have made income up to Rs. 12 lakh tax free, yes now there is applause, you did not applaud the bamboo because it belongs to the tribals. And this is going to benefit especially the media personnel, the salaried class like you. The youth who are doing their first and second jobs, their aspirations are also different, their expenses are also different. They should fulfil their aspirations, their savings should increase, the budget has helped a lot in this. Our aim is to give the people of the country Ease of Living, Ease of Doing Business, give them open skies to fly. Today see how many start-ups are taking advantage of geospatial data. Earlier, if someone had to make a map, they had to take permission from the government. We changed this and today our start-ups and private companies are making excellent use of this data.

    India, which gave the world the concept of Zero, is today becoming the land of Infinite Innovations. Today India is not just innovating but also indovating. And when I say indovate, it means – Innovating The Indian Way. Through indovating, we are creating solutions that are affordable, accessible and adaptable. We are not gate-keeping these solutions but have offered them to the entire world. When the world wanted a secure and cost-effective digital payment system, we created the UPI system. I was listening to Professor Carlos Montes, he seemed very impressed with the people-friendly nature of technology like UPI. Today, countries like France, UAE, Singapore are integrating UPI in their financial ecosystem. Today, many countries of the world are making agreements to join our digital public infrastructure, India Stack. During the Covid pandemic, our vaccine showed the world the model of India’s Quality Healthcare Solutions. We also open-sourced the Arogya Setu app so that the world can benefit from it. India is a major space power; we are also helping other countries to achieve their space aspirations. India is also working on AI for Public Good and is also sharing its experience and expertise with the world.

Therefore, in this year’s budget, we have announced to create 50 thousand new Atal Tinkering Labs.

    The HIMASHIELD 2024 Grand Challenge, organized by (Centre for Development of Advanced Computing) C-DAC Thiruvananthapuram under Ministry of Electronics and Information Technology research initiatives, successfully concluded on National Science Day in Thiruvananthapuram. Aimed at fostering innovation in Glacier Lake Outburst Flood (GLOF) mitigation, the challenge provided a platform for young researchers and innovators to develop indigenous, sustainable solutions to tackle this critical environmental challenge.

         

    This nationwide grand challenge was launched on August 24, 2024 by Shri. S Krishnan IAS, Secretary, MeitY. The initial round of Himashield witnessed the participation of 151 teams. Thirty teams advanced to the next round. A total of seven teams participated in the final round.

     

    The details of the winners are given below:

     

    • Winner (Rs 5 lakhs, Trophy & Certificates): GlofsenseTeam consist of Venkatesh R, Naveen Krishnaa S and Nithish T from Bannari Amman Institute of Technology, Sathyamangalam, Tamil Nadu.

    HIMASHIELD 2024 is a grand challenge dedicated to tackling the growing threat of Glacier Lake Outburst Floods (GLOFs) caused by climate change-induced glacier melting. Organized to foster innovation, the challenge provides a platform for researchers, engineers, and innovators to develop cutting-edge solutions for monitoring and managing glacier lakes, designing early warning systems, and implementing effective engineering measures to mitigate flood risks. The goal is to create practical, scalable, and indigenous solutions that can safeguard vulnerable communities, protect critical infrastructure, and enhance disaster resilience. Through this challenge participants are invited to register their teams through the official HIMASHIELD website and submit proposals detailing their innovative systems, capabilities, and societal impact. Entries are evaluated based on innovation, technical feasibility, and real-world applicability. HIMASHIELD 2024 is an opportunity for visionary thinkers to push the boundaries of climate resilience and contribute to a safer, more sustainable future.
