  • MIL-Evening Report: Ken Henry urges nature law reform after decades of ‘intergenerational bastardry’

    Former Treasury Secretary Ken Henry has warned Australia’s global environmental reputation is at risk if the Albanese government fails to reform nature laws this term.

    In his speech to the National Press Club on Wednesday, Henry said reform was needed to restore nature and power the net zero economy.

    Speaking as chair of the Australian Climate and Biodiversity Foundation, Henry said with “glistening ambition”, Australia can “build an efficient, jobs-rich, globally competitive, high-productivity, low-emissions nature-rich economy”.

    The speech comes at a crucial time for nature law reform in Australia. The new Environment Minister Murray Watt has committed to prioritise reform, after the Albanese government failed to achieve substantial changes to these laws in the last parliament.

    On Wednesday, Henry condemned previous failed attempts to reform the laws. He described delays in improving environmental management as “a wilful act of intergenerational bastardry”.

    The need for fundamental reform

    The Albanese government abandoned efforts to pass important reforms in its first term.

    Environment Minister Murray Watt has committed to achieving reforms within 18 months, acknowledging “our current laws are broken”.

    In his speech on Wednesday, Henry agreed with this sentiment. He described the Environment Protection and Biodiversity Conservation Act as “a misnomer, if ever there was one”.

    Henry is both a former Treasury Secretary and former chair of National Australia Bank. He also wrote Australia’s most important white paper on tax reform.

    Henry has previously said environmental law reform could be a template for other essential, difficult law reform, such as fixing Australia’s broken tax system.

    He understands Australia’s broken environmental laws. In 2022-23, he led an independent review into nature laws in New South Wales. That review found the laws were failing and would never succeed in their current form.

    At the start of his speech on Wednesday, Henry came close to tears when he acknowledged Greens Senator Sarah Hansen-Young’s support for those who look after injured and orphaned native animals.

    As a bureaucrat in Canberra, Henry also used to rescue injured animals and nurse them back to health.

    Big challenges ahead

    As Henry noted on Wednesday, Australia faces enormous challenges. These include the need to rapidly build more housing and triple renewable energy capacity by 2030.

    But before building suburbs, wind farms, transmission lines, mines and roads, projects need to be assessed for their potential to harm the environment.

    Henry on Wednesday called for sweeping changes, drawing on Graeme Samuel’s 2019-20 review of the EPBC Act. The changes include:

    • genuine cooperation across all levels of government, industry and the community
    • high-integrity evidence to inform decision making
    • clear, strong and enforceable standards applied nationwide
    • an independent and trusted decision-maker, in the form of a national Environment Protection Authority
    • a natural capital market, which – if well-designed – could provide a financial incentive for nature restoration and carbon storage in the form of tradable credits.

    Without the reforms, Henry said, Australia would not “retain a shred of credibility” for two global commitments: reaching net zero emissions, and halting and reversing biodiversity loss.

    The net zero commitment is at risk because existing laws are not sufficient to protect carbon sinks, such as forests. The roll out of renewable energy is also being slowed by inefficient approvals processes.

    Henry said the concept of “ecologically sustainable development”, which seeks to balance economic, social, and economic goals, needs serious rethinking. This concept has been the foundation of environment policy in Australia, including the EPBC Act, for the past 30 years.

    Henry wrote the first Intergenerational Report for the federal government in 2002. He has criticised governments for allowing environmental destruction that will leave future generations worse off.

    He has variously described Australia’s failure to steward our natural resources as an intergenerational tragedy, as intergenerational theft, and a wilful act of intergenerational bastardry – claims he repeated on Wednesday.

    Making money grow on trees

    Henry grew up on the Mid North Coast of NSW where his father, a worker in the timber industry, helped log native forests.

    Land clearing is the main threat to Australian biodiversity, and preventing native vegetation loss would also cut greenhouse gas emissions.

    The foundation Henry chairs advocates for the protection and restoration of Australia’s native forests. Henry has previously backed a plan to store carbon in native forests, which would mean trees were protected and not cut down.

    In his Press Club address, Henry lamented ongoing land clearing, poor fire management in remnant forests, and logging of habitat for endangered species such as the koala and the greater glider. He also called for nature laws that enable projects to be delivered in a way that not only protects but also restores nature. For instance, he said carbon credits could help fund the Great Koala National Park proposed for NSW.

    What’s the Australian government doing?

    Despite Murray Watt’s stated commitment to nature law reform, there are signs the environment may again come off second-best.

    At a recent meeting with key stakeholders, including industry and environment groups, Watt said compromise was needed. He warned environmental protections must come with streamlined project approvals “to improve productivity”.

    Henry on Wednesday acknowledged faster approvals were needed, saying:

    We simply cannot afford slow, opaque, duplicative and contested environmental planning decisions based on poor information mired in administrative complexity.

    But he said faster approvals should not come at a greater cost to nature. In his words:

    with due acknowledgement of the genius of AC/DC, there is no point in building a faster highway to hell.

    Henry said the current parliament has time to put the right policy settings in place. The remedies also enjoy broad stakeholder support. “We’ve had all the reviews we need,” he said. “All of us have had our say. It is now up to parliament. Let’s just get this done.”

  • MIL-OSI China: Award offers 1M yuan for young scientists’ sustainable research

    A global award offering up to 1 million yuan ($139,000) in prize money is now accepting applications from scientists under age 45 to compete for recognition of their contributions to sustainable development.

    The 2025 Young Scientist Sustainable Development Goals Award, with an application deadline of July 31, seeks researchers developing solutions aligned with the United Nations Sustainable Development Goals (SDGs). 

    Initiated by the World Association of Young Scientists (WAYS), the Wenzhou Growth Foundation for Young Scientists and the Global SDGs and Leadership Development Center, the award aims to recognize young scientists who have made breakthroughs that advance sustainable development.

    The award welcomes applications related to any of eight areas from the United Nations SDGs: SDG3 (Good Health and Well-being), SDG6 (Clean Water and Sanitation), SDG7 (Affordable and Clean Energy), SDG9 (Industry, Innovation and Infrastructure), SDG13 (Climate Action), SDG14 (Life Below Water), SDG15 (Life on Land), and SDG Interaction (Multiple SDGs).

    Winners will receive 1 million yuan (pre-tax) and access to professional support, including participation in high-level international platforms such as the U.N. Climate Change Conference and the International Renewable Energy Agency Assembly, according to organizers. Additional benefits include support for research applications, talent development, and opportunities to serve as U.N. science communication ambassadors for sustainable development.

    Eligibility is open to individuals of any nationality born on or after Jan. 1, 1980. Applicants must demonstrate notable contributions in fundamental research that advances the SDGs or technological and engineering innovations with demonstrated social or environmental impact. All submissions must adhere to research integrity and Open Science principles.

    Scientists can apply directly or be nominated by a recognized expert or institution. The deadline is 11:59 p.m. (GMT+8) on July 31, 2025.

    According to organizers, the award serves as a global platform for emerging scientific changemakers, connecting innovation with international cooperation to help young researchers elevate their work and drive progress toward a sustainable future.

  • MIL-OSI Africa: ‘A Dream Realized’: Mercy Ships Supports First-Of-Its-Kind African Dental Education Symposium

    What began as a dream two years ago has now become a reality in Casablanca, Morocco. On July 11 and 12, 2025, representatives from 24 nations across the continent gathered at Université Mohammed VI des Sciences de la Santé (UM6SS) for the inaugural African Dental Education Symposium, which culminated in the creation of the groundbreaking African Education Dental Association (AEDA).

    The need for an association of this kind is pressing, as African nations face a critical shortage of dental professionals. According to the World Health Organization, there are just 0.44 dentists per 10,000 people (https://apo-opa.co/46H8Yv2) in Africa, compared to around 7 per 10,000 (https://apo-opa.co/4f0Tgx6) in many high-income countries. Only 84 dental schools operate (https://apo-opa.co/46H8Yv2) across 26 African nations. This contributes to the fact that, as of 2021, around 42% of Africa’s population have untreated oral diseases.

    The symposium, initiated by Professor Ihsane Benyayha, Dean of the UM6SS Dental School, and supported by international surgical charity Mercy Ships, brought together deans and directors from dental schools across Africa. This gathering, and its successful signing of a new association, marks a new chapter in intentional collaboration and innovation in dental education.

    “I think that we, as African leaders, African professors, African dentists, we can do a lot for our countries. We should help each other. I see that we have an American Dental Education Association, and a European one… Why not an African Education Dental Association?” said Professor Benyayha.

    “We’re at a time where it should no longer be acceptable for any country to have one dentist per 1 million people. Now is the time to solve this issue and overcome it. All the stakeholders and leaders we need are in this room. We need to ask ourselves; how can we take the next step?” said Dr. David Ugai, Mercy Ships Country Director for Guinea.

    The African Dental Education Symposium centered around a clear purpose: to catalyze African nations collaborating in new and dynamic ways to train dental professionals, develop sustainable education programs, and strengthen access to dental health throughout the continent.

    Key to fulfilling this mission is the launch of the African Education Dental Association, modeled after similar associations in the United States and Europe. The association will provide African dental educators with a unified voice, a space for sharing best practices, and a clear structure for long-term collaboration.

    “This is the realization of a great dream… This symposium is a necessity because everyone was in their own countries, working in isolation. But thanks to the symposium, we will be able to join forces, combine efforts, and try to share our points of view. Cooperation between African countries will allow the various dental schools in Africa to speak with one voice,” said Professor Mohamed Siddick Fadiga, Head of the Department of the Université Gamal Abdel Nasser de Conakry Dental School in Guinea.

    The symposium also featured international leaders, including the FDI World Dental Federation, the American Dental Education Association, and Association for Dental Education in Europe, offering their support as African deans and program directors take the lead in transforming dental education for the next generation.

    As of 2025, Mercy Ships has partnered with UM6SS to support the training of more than 20 dental professionals from Guinea, Benin, and Madagascar in advanced specialization programs. After graduating, these students will return home equipped to teach, mentor, and expand access to dental care in their own communities.

    “This symposium is the first to my knowledge. It’s the first time I’ve seen so many schools come together in one country to discuss the problems of dental education in Africa. So, it’s quite clear that this symposium is part of the history of dental education in Africa, and I hope it’s just the first of more,” said Professor El Hadj Babacar Mbodj, Dean of UCAD Dental School in Senegal.

    Mercy Ships’ partnerships extend far beyond Morocco. Across Africa, long-term collaboration with universities and ministries of health is helping expand infrastructure, enhance clinical training, and equip faculty to strengthen dental healthcare capacity. These efforts currently span the continent, including:

    • In Guinea, Mercy Ships’ ongoing partnership with Université Gamal Abdel Nasser de Conakry (UGANC) has revitalized the nation’s dental education opportunities and renovations have more than doubled the school’s training capacity.
    • In Senegal, an upcoming expansion to the dental school at Universite Cheikh Anta Diop in Dakar will increase clinical training chairs from 30 to over 70.
    • In Togo, Mercy Ships is helping to build the first simulation and clinical training space at the University of Lomé, which first opened a dental program in 2019.
    • In Benin, Mercy Ships is training future educators to reopen the nation’s only dental school, which closed in 2018 due to a lack of specialty professors and infrastructure.
    • In Burkina Faso, a brand-new partnership will support training faculty development at the country’s growing dental school.
    • In Madagascar, Mercy Ships is sponsoring dentists for specialization to become specialists and future national university professors.
    • In Sierra Leone, Guinea-Bissau, and Liberia, Mercy Ships is sponsoring a student exchange program through Université Gamal Abdel Nasser de Conakry that will increase access to dental education and expand the dentist workforce in their respective countries.

    “In the school’s years of existence, we have never thought about the next generation of teachers. But thanks to this partnership with Mercy Ships, we have hope for the survival of the school with the continuity of these young graduates who will return with their diplomas to our country.   • MoS Margherita to visit Eswatini, Lesotho, South Africa for G20 Meet

    Union Minister of State for External Affairs, Pabitra Margherita, will undertake an official visit to the Kingdom of Eswatini, the Kingdom of Lesotho, and the Republic of South Africa from 18 to 25 July.

    During the first leg of his visit, the Minister will be in Eswatini from 18 to 22 July. He is scheduled to pay a courtesy call on King Mswati III and the Prime Minister of the Kingdom of Eswatini. Margherita will also hold meetings with the Foreign Minister of Eswatini to discuss matters of mutual interest and review the progress of bilateral relations.

    The visit will focus on strengthening cooperation in areas such as trade and investment, capacity building, development partnerships, and people-to-people exchanges. The Minister will also engage with the Indian community and participate in events showcasing India’s development partnership initiatives in Eswatini. The visit is expected to further deepen the long-standing friendly relations between India and Eswatini.

    In the Kingdom of Lesotho, Margherita will pay a courtesy call on King Letsie III and the Right Samuel Matekane, Prime Minister of Lesotho. He will also hold bilateral discussions with the Minister of Foreign Affairs and International Relations, as well as other senior ministers, including those responsible for Information, Communications, Science, Technology & Innovation, Education & Training, and Labour and Employment.

    This Ministerial visit to Lesotho is taking place after a gap of ten years. The last visit was in July 2015, when Dr. Mahesh Sharma visited Lesotho as Special Envoy of the Prime Minister to extend invitations for the 3rd India-Africa Forum Summit.

    In South Africa, Margherita will lead the Indian delegation at the G20 Development Ministerial Meetings (DMM) scheduled to be held on 24–25 July 2025 in Skukuza. On the sidelines of the DMM, he is expected to hold a bilateral meeting with the South African Minister in the Presidency for Planning, Monitoring and Evaluation, Maropene Lydia Ramokgopa, along with other Ministers and Heads of Delegations from G20 member states, invited countries and international organisations.

    The Minister is also scheduled to have bilateral engagements with business leaders and members of the Indian community during his visit to Eswatini, Lesotho and South Africa.

    Creative and AI sectors kick-off next steps in finding solutions to AI and copyright

    Representatives of both sectors in newly formed expert working groups on AI and copyright.

    • Representatives of the creative industries and the AI sector to make up newly formed expert working groups on AI and copyright as part of Plan for Change. 
    • Groups will play a vital role in helping to drive forward practical, workable solutions. 
    • Expert groups launch today, as the Technology and Culture Secretaries Chair first round of talks in London. 

    The Technology and Culture Secretaries kickstart the next phase of work today (Wednesday 16 July) to help deliver a solution which will support AI innovation while ensuring robust protection for our creators and vibrant creative industries as part of the Plan for Change. 

    A consultation on the UK’s legal framework for copyright which explores how the government can deliver solutions supporting both the creative industries and the AI sector was launched in December last year, attracting 11,500 responses. Close collaboration on the issues raised across the debate has been central to the government’s approach – ensuring both sectors not only have the support they need to drive further growth, but that the British public can share in the successes of 2 sectors which are crucial to the Modern Industrial Strategy.

    Representatives of both the AI sector and creative industries have engaged widely with Ministers throughout the consultation process, and the formal launch of new, expert working groups will continue to ensure both sectors play a vital role in supporting the work which will drive forward practical, workable solutions to foster innovation and growth.

    Representatives of the creative and AI sectors will now gather in London in the first of a series of regular planned meetings, with the groups made up of key industry figures. They include representatives of:

    Today’s discussions mark the first in a series of planned talks, and will initially focus on the impacts, opportunities, and common ground in the AI and copyright debate, with their work then helping to inform next steps following the conclusion of the government’s consultation.

    Secretary of State for Science, Innovation, and Technology, Peter Kyle said: 

    I am determined to harness expert insights from across the debate as we work together to deliver a solution that brings the legal clarity our creative industries and AI sector badly need in the digital age.

    Today’s meeting and the formation of these expert working groups will continue to ensure all voices can be heard so we can reset and refocus on how we can deliver precisely that.

    The work we’ll be taking forward in the coming months will ensure we can work in partnership to deliver a fresh start for creatives and AI developers alike.

    Culture Secretary Lisa Nandy said:

    We have heard loud and clear the concerns from the creative industries around AI and copyright and these roundtables will give us another chance to consider the best way forward.

    We have committed to ensuring a copyright regime that values and protects human creativity, can be trusted and unlocks new opportunities for innovation across the creative sector and wider economy.

    Both sectors are a vital part of the government’s modern Industrial Strategy, and the AI and Copyright consultation considered a broad range of issues in the copyright debate, including how right holders can have a better understanding of how AI developers are using their material and how it has been obtained.  

    The consultation also explored how access to high-quality data can be improved for AI developers – bolstering their ability to innovate and drive the growth which underpins the government’s Plan for Change. 

    Today’s talks will also contribute to finalising Terms of Reference for the expert working groups moving forward as they feed into wider discussions with both sectors.

    The Government Digital Service (GDS) Responsible AI Advisory Panel is seeking applicants for external panel members.

    The GDS Responsible AI Advisory Panel advise and guide Government Digital Service (GDS) approach to the development of AI across government.

    Role

    The duties of external panel members of the Government Digital Service (GDS) Responsible AI Advisory Panel (the panel) involve, but are not limited to:

    • Providing technical and cross-disciplinary expertise relevant to the responsible development of AI to GDS through the work of the panel
    • Providing strategic advice on how GDS can better deliver responsible AI products
    • Shaping the work programme of the panel to ensure that it best delivers on its objective of providing the best possible advice to GDS on the responsible development of AI
    • Ensuring that the work of GDS is appropriately informed by the latest evidence, standards and best practice across the AI sector
    • Scrutinising individual AI products across government, and providing advice on how these products can best be responsibly delivered

    Expertise

    External panel members should have:

    • an interest in the challenges and opportunities posed by AI in the public sector
    • leading expertise in one or more of the following areas:

      • data ethics, AI ethics or responsible innovation
      • AI and data science, from a commercial, academic or civil society perspective
      • Tech policy and regulation
      • International perspectives of AI use
      • Workforce impacts of AI
    • an ability to think strategically and exercise sound judgment strong communication, influencing and persuading skills
    • an ability to work constructively with fellow board members and wider stakeholders

    Time commitment and expectations

    • The panel will convene for an initial one year from its initial meeting. External panel members will be appointed for a one year term, with the possibility for this term to be extended
    • The panel will meet for full meetings at a minimum of once a quarter
    • Panel members are direct ministerial appointments, subject to due diligence checks and baseline personnel security standard (BPSS) checks
    • Panel members are able to access departmental material at no higher classification than Official-Sensitive
    • Panel members will be expected to follow the Seven Principles of Public Life and are required to adhere to the Code of Conduct for Board Members of Public Bodies
    • Panel members will be expected to provide the equivalent of 1-2 hours per month on the work of the panel
    • Panel members will not receive remuneration for their work on the panel

With wildfires now rivalling the losses caused by other perils such as hurricanes, this partnership aims to deliver credible scientific insight that helps insurers and reinsurers keep pace with a rapidly changing risk landscape.

    Wildfires have intensified in recent years, becoming larger, more destructive, and increasingly unpredictable. By combining Willis’ catastrophe risk expertise with the leading climate and fire science of Dr. Matthew Jones at UEA, the partnership will support clients in anticipating wildfire-related losses and responding with more informed risk strategies.

    Dr. Matthew Jones co-leads the State of Wildfires Report, an annual initiative with an international network of fire scientists from 60 institutions covering six continents. This report examines the causes of extreme wildfire events of the latest fire season, evaluates future wildfire risks under climate change, and identifies opportunities to minimise risk through climate action and land management practices.

    There is evidence that plants and insects interact through sound, researchers at Tel Aviv University said on Tuesday, opening a new frontier in the study of acoustic communication in nature.

    The study, published in the journal eLife, suggests that female moths detect ultrasonic distress signals emitted by dehydrated tomato plants and use this information to decide where to lay their eggs.

    Moths usually lay their eggs on tomato plants to provide food for their larvae after they hatch.

    The research was led by Rya Seltzer and Guy Zer Eshel in the laboratories of Yossi Yovel and Lilach Hadany, both professors at the university’s Wise Faculty of Life Sciences.

    “We revealed the first evidence for acoustic interaction between a plant and an insect,” the team said in a statement.

    The findings build on previous research by the group, which revealed that plants emit ultrasonic sounds when under stress.

    The discovery could have implications for agriculture and pest control, opening up possibilities for managing crop health and insect behaviour through sound.

    While the ultrasonic sounds emitted by plants are outside the range of human hearing, they can be picked up by many insects and some mammals, such as bats.

    Investigating this preference, the researchers presented female moths with two healthy tomato plants – one with a speaker playing sounds registered from a drying plant, and one that was silent.

    The moths preferred the silent option, suggesting they use these cues to identify optimal sites for laying eggs.

    Further experiments confirmed that the moths’ choices were guided specifically by sound and only to sounds from the plants.

    “Here, we’ve seen that there are animals that are capable of making sense of these sounds,” said Hadany.

    “We think that this is just the beginning. So, many animals may be responding to different plants.”

    The government has today (Wednesday 16 July) launched a bold new Life Sciences Sector Plan as part of the government’s flagship Industrial Strategy.

    The government has today (Wednesday 16 July) launched a bold new Life Sciences Sector Plan as part of the government’s flagship Industrial Strategy, setting out a ten-year mission to harness British science and innovation to deliver long-term economic growth and a stronger, prevention-focused NHS.

    The UK is already a global leader in life sciences, with the sector worth around £100 billion to the economy, and employing around 300,000 people. This plan, developed in close coordination with the government’s 10 Year Health Plan, doubles down on that strength – turning cutting-edge research into real-world results: new treatments, faster diagnoses, and more lives saved. It’s about making sure breakthroughs happen here – and stay here – creating jobs, improving lives in every part of the country, and driving growth.

    Life sciences’ critical importance to both driving economic growth and improving our health – 2 of the core elements of the Plan for Change – has been shown through the government’s action to date to support the sector. The Chancellor re-committed up to £520 million for the Life Sciences Innovative Manufacturing Fund at the Spending Review to pull investment into the UK, and red tape is being slashed to speed up clinical trials, while an up to £600 million investment will deliver a Health Data Research Service that will be unmatched globally – bringing the power of data to bear to unlock breakthroughs in the diagnosis and treatment of diseases.

    The plan sets out a comprehensive roadmap built around 3 core pillars:

    The Life Sciences Sector Plan will be supported over the lifetime of the Spending Review by government funding of over £2 billion, alongside funding from UKRI and NIHR. Actions include:

    Up to £600 million investment to build the world’s most advanced health data system – helping scientists develop better treatments faster.

    2. Speeding up clinical trials

    Cutting red tape so patients can join trials sooner – and get access to life-changing medicines quicker.

    3. Backing British manufacturing

    Up to £520 million to invest in life sciences manufacturing projects – creating high-skilled jobs and making more treatments and medical devices here at home.

    4. Getting new treatments to patients faster

    Making regulation simpler and faster by boosting departmental support for the MHRA with additional investment – so doctors can use safe, effective innovations without delay.

    5. Helping doctors use cutting-edge tech

    A new NHS ‘passport’ to roll out proven tools faster – like AI cancer scanners or wearable devices that detect disease early.

    6. Backing brilliant UK firms to grow

    Helping fast-growing companies raise investment, scale up, and stay in the UK – with at least one major industry partnership secured every year.

    This Plan was shaped with input from over 250 organisations including doctors, scientists, NHS leaders and industry experts to ensure it delivers real impact. It builds on the strong foundations of the 10-Year Health Plan, extending its ambition by uniting health and growth interventions into a single, coherent strategy for the Life Sciences sector. Every action has clear goals and named leads. This is a Plan designed to deliver, not in isolation but as a vital part of the government’s broader Plan for Change.

    Early momentum 

    The plan builds on the Chancellor’s commitment to reduce regulatory costs by a quarter, with increased investment in the MHRA to accelerate approvals and improve efficiency. It aims to streamline MedTech market entry through closer coordination between the MHRA and NICE.  

    The government is also focused on strengthening the UK’s clinical research infrastructure by improving trial delivery, expanding patient access, and embedding research more effectively within the NHS. 

    We have already started delivering on key actions, from investing up to £600 million in the Health Data Research Service alongside Wellcome, through to committing over £650 million in Genomics England and up to £354 million in Our Future Health, while the rollout of ‘innovator passports’ will help speed up the adoption of new tech and treatments on the NHS. This is clear evidence of our commitment and confidence in life sciences as a driver of both economic growth and better health outcomes. 

    Why life sciences matter

    • Life Sciences is one of 8 priority sectors in the government’s Industrial Strategy – reflecting the sector’s high growth potential.

  • MIL-OSI Russia: School-conference on medicinal chemistry in Ufa brought together young scientists from all over Russia

    From June 23 to 27, 2025, the III All-Russian School-Conference on Medicinal Chemistry for Young Scientists was held at the Interuniversity Student Campus of the Eurasian Scientific and Educational Center in Ufa. This year, the event was held for the first time with international participation and brought together more than 100 participants from different regions of Russia and the Republic of Belarus.

    The event was organized by the Ufa Institute of Chemistry of the Ufa Federal Research Center of the Russian Academy of Sciences, the Bashkir State Medical University of the Russian Ministry of Health, the N.N. Vorozhtsov Research Institute of Organic Chemistry of the Siberian Branch of the Russian Academy of Sciences, Institute of Medicine and Medical Technologies (IMMT) NSU and the Scientific Council of the Russian Academy of Sciences on Medicinal Chemistry.

    The event is held every two years. The first school on medicinal chemistry was organized in 2021 at the N.N. Vorozhtsov Institute of Organic Chemistry of the Siberian Branch of the Russian Academy of Sciences. The main objective of the event was to familiarize young Russian scientists, postgraduates and students with modern methods and approaches used in medicinal chemistry. The second school on medicinal chemistry was held in 2023 at St. Petersburg State University as part of the All-Russian Conference with International Participation “Ideas and Legacy of A.E. Favorsky in Organic Chemistry” with the support of the St. Petersburg Branch of the D.I. Mendeleyev Russian Chemical Society. This year, the hosts of the youth school were researchers from Ufa.

    Medicinal chemistry is an interdisciplinary field that covers the development and synthesis of new medicinal compounds, the study of their metabolism and action at the molecular level. These were the topics that the intensive five-day program of the school was devoted to. Participants were treated to plenary lectures, flash reports, master classes on chromatography, molecular modeling, critical thinking and vaccinology, as well as excursions and the Sabantuy of Young Scientists. As one of the organizers, Egor Mustaev, noted, the flash report format was a key innovation this year:

    — This format gave each participant the opportunity not only to present their work, but also to gain important experience in public speaking. In addition to the reports, the school became a platform for live communication and exchange of experience between young researchers and leading scientists from Russia and Belarus, — said Egor.

    Several experts from NSU presented reports at the school-conference. Thus, the following delivered plenary lectures:

    — Head of the Department of Medical Chemistry of the Institute of Medical and Medical Technologies of NSU, Doctor of Chemical Sciences, Professor, Corresponding Member of the Russian Academy of Sciences Nariman Faridovich Salakhutdinov; topic of the speech: “Natural Compounds in the Creation of New Drugs in Medicine”;

    — Associate Professor of the Department of Medical Chemistry, Doctor of Chemical Sciences Olga Ivanovna Yarovaya; lecture topic: “Bird Flu: An RNA Virus with Pandemic Ambitions.”

    The keynote report on the topic “HPLC-MS methods in the development and preclinical studies of new drugs” was presented by Artem Dmitrievich Rogachev, PhD, senior researcher at the Laboratory of Molecular Pathology at the Institute of Medical and Technical Technologies of NSU.

    Young scientists – students also presented flash reports. Faculty of Natural Sciences of NSU.

    Among the participants of the school was Serafim Tishchenko, a young researcher from Novosibirsk, representing the Laboratory of Functional Analysis of Viruses (LFAV) of the Research Institute of Organic Chemistry:

    — I attended lectures and master classes, especially the practical course on molecular docking. Everything was very interesting and useful. I presented work on the development of antiviral drugs against orthopoxviruses and the RS virus. Now I am preparing to enter graduate school at NSU, — Seraphim shared his plans.

    The school’s distinctive feature remains its emblem – a laboratory mouse, which this year received an updated look and became the star of photo zones and souvenirs.

    The School and Conference on Medicinal Chemistry continues to strengthen its position as a key platform for young scientists involved in the development of new drugs. Thanks to a careful approach to the program, an open format and rich communication, it becomes not only an educational but also an inspiring event in the scientific community.

  • MIL-OSI Africa: Visit of Union Minister of State for External Affairs and Textiles [MoS (PM)] to Eswatini, Lesotho and South Africa

    Shri Pabitra Margherita, Union Minister of State for External Affairs and Textiles [Mos (PM)] will pay an official visit to the Kingdom of Eswatini, the Kingdom of Lesotho from 18-22 July 2025 and to the Republic of South Africa from 23-25 July 2025.

    2.​ During his visit to Eswatini, MoS (PM) is scheduled to pay courtesy call on His Majesty King Mswati III and Prime Minister of the Kingdom of Eswatini. He is expected to hold meeting with Foreign Minister of Eswatini to discuss matters of mutual interest and to review the progress of bilateral relations. The visit will focus on strengthening cooperation in areas such as trade & investment, capacity building, development partnership and people-to-people exchanges. MoS (PM) will also engage with the Indian diaspora and participate in events highlighting India’s development partnership initiatives in Eswatini. This visit is expected to further enhance the longstanding and friendly relations between India and the Kingdom of Eswatini.

    3. ​In the Kingdom of Lesotho, MoS (PM) is scheduled to pay a courtesy call on His Majesty King Letsie III, and the Right Honourable Mr. Samuel Matekane, Prime Minister of Kingdom of Lesotho. MoS will also have bilateral meeting with the Minister of Foreign Affairs and International Relations. He is expected to meet the Minister of Information, Communications, Science, Technology & Innovation, the Minister of Education & Training, and the Minister of Labour and Employment in Maseru. This Ministerial visit to Kingdom of Lesotho is being undertaken after a gap of 10 years following the first-ever Ministerial visit from India to Lesotho by Hon’ble Minister of State (IC) Culture, Tourism & MoS for Civil Aviation, Dr. Mahesh Sharma, on 9 July 2015 as Special Envoy of Hon’ble Prime Minister to deliver invitations for the 3rd India-Africa Forum Summit to the leadership of the Government of Lesotho.

    4.​ In South Africa, MoS (PM) will lead a delegation to participate in the upcoming G-20 Development Ministerial Meetings (DMM) on 24-25 July 2025 in Skukuza, South Africa and is scheduled to have a bilateral meeting with the South African Minister in the Presidency for Planning, Monitoring and Evaluation, Hon’ble Ms. Maropene Lydia Ramokgopa and other Ministers responsible for Development and Heads of Delegations of other G20 Members, invited countries and International Organizations participating in the DMM.

        The Chief Secretary for Administration, Mr Chan Kwok-ki, arrived in Harbin, Heilongjiang Province yesterday afternoon (July 15), to continue his visit.

        Mr Chan met with the Secretary of the CPC Heilongjiang Provincial Committee, Mr Xu Qin, to exchange views on deepening co-operation between Hong Kong and Heilongjiang Province. Mr Chan said that over the past year, Hong Kong and Heilongjiang have had mutual engagements, close exchanges and co-operation efforts that have reached an unprecedented level. At the Heilongjiang-Hong Kong Investment Cooperation Conference held in Hong Kong in March this year, the two places signed Memoranda of Understanding for strengthening co-operation on education, economics and trade, culture and tourism, sports and youth, and other fields, breaking new ground and laying a solid foundation for future co-operation.         In the afternoon, Mr Chan met with the Secretary of the CPC Harbin Municipal Committee, Mr Yu Hongtao. They exchanged views on promoting exchanges and co-operation in various aspects between the two places in the future. Noting that Harbin has been added as one of the Mainland cities eligible for the Individual Visit Scheme since May last year, and that direct flights between Hong Kong and Harbin have been launched, Mr Chan said that the partnerships between the two places have become closer. He expressed his hope for the two cities to work together to explore more co-operation opportunities. In addition, Mr Chan mentioned that the HKSAR Government is steadfastly carrying out the work of patriotic education, including organising more Mainland exchange and study tours.     Tech entrepreneurs outside London will get support to grow their businesses, as the government launches a £1 million programme which is set to ignite innovation and bolster growth beyond the capital.

    The Department for Science, Innovation and Technology (DSIT) has today (Wednesday 16 July) announced the launch of the Regional Tech Booster programme, aimed at accelerating the growth of tech clusters and early-stage digital startups in regions including Scotland, the North East, Humber and East, and South Yorkshire.

    While London remains Europe’s leading tech hub, the new programme will help close the gap between the capital and regional tech ecosystems by addressing key challenges including entrepreneur support, access to finance, and skills development.

    It will do so by delivering tailored support programmes for tech founders, such as mentoring, investment promotion events, and workshops to share best practices across regional tech communities.

    Minister for Tech and Future Digital Economy, Baroness Jones said:

    Tech innovation doesn’t stop at the M25 and we’re choosing to invest in the talent and ideas flourishing across the UK.

  • Nvidia’s resumption of AI chips to China is part of rare earths talks, says US

    Nvidia’s planned resumption of sales of its H20 AI chips to China is part of U.S. negotiations on rare earths, Commerce Secretary Howard Lutnick said on Tuesday, and comes days after its CEO met President Donald Trump.

    “We put that in the trade deal with the magnets,” Lutnick told Reuters, referring to an agreement Trump made to restart rare earth shipments to U.S. manufacturers. He did not provide additional detail.

    Nvidia said late on Monday that it is filing applications with the U.S. government to resume sales to China of its H20 graphics processing unit, and has been assured by the U.S. it will get the licences soon.

    The planned resumption is a reversal of an export restriction imposed in April that is designed to keep the most advanced AI chips out of Chinese hands over national security concerns, an issue that has found rare bipartisan support. It drew swift questions and criticism from U.S. legislators on Tuesday.

    The decision “would not only hand our foreign adversaries our most advanced technologies, but is also dangerously inconsistent with this Administration’s previously-stated position on export controls for China,” Democratic Representative Raja Krishnamoorthi, ranking member of the House of Representatives Select Committee on China, said in a statement.

    Republican John Moolenaar, chair of that committee, said in a statement he would seek “clarification” from the Commerce Department.

    “The H20 is a powerful chip that, according to our bipartisan investigation, played a significant role in the rise of PRC AI companies like DeepSeek,” Moolenaar said, referring to a Chinese startup that claims to have built AI models at a fraction of the cost paid by U.S. firms such as OpenAI. “It is crucial that the U.S. maintain its lead and keep advanced AI out of the hands of the CCP.”

    Shares of Nvidia, the world’s most valuable firm, closed up 4% and were nearly unchanged in after-market trading. Nvidia had estimated that the curbs would cut its revenue by $15 billion.

    Nvidia’s plan to resume sales has set off a scramble at Chinese firms to buy H20 chips, two sources told Reuters. The chips that Nvidia will resume selling are the best it can legally offer in China but lack much of the computing power of the versions for sale outside of China because of previous restrictions put in place by Trump’s first administration and then President Joe Biden’s administration.

    But critically, H20 chips work with Nvidia’s software tools, which have become a de facto standard in the global AI industry.

    CEO Jensen Huang, who is visiting Beijing and set to speak at an event on Wednesday, has argued that Nvidia’s leadership position could slip away if the company cannot sell to Chinese developers being courted by Huawei Technologies with chips produced in China.

    The significance of the shift depends on the volume of H20 chips that the U.S. allows to be shipped to China, said Divyansh Kaushik, an AI expert at Beacon Global Strategies, a Washington-based advisory firm.

    “If China is able to get a million H20 chips, it could significantly narrow, if not overtake, the U.S. lead in AI,” he said.

    CHINA IS CRUCIAL

    “The Chinese market is massive, dynamic, and highly innovative, and it’s also home to many AI researchers,” Huang told Chinese state broadcaster CCTV on Tuesday.

    China generated $17 billion in revenue for Nvidia in the fiscal year ending January 26, or 13% of total sales, based on its latest annual report.

    Internet giants ByteDance and Tencent 0700.HK are also in the process of submitting applications for H20 chips, the sources familiar with the matter said. Central to the process is an approved list put together by Nvidia for Chinese companies to register for potential purchases, one of the sources said.

    Tencent did not respond to a request for comment. ByteDance denied in a statement that it is currently submitting applications. Nvidia declined to comment on the approved list system.

    Asked at a regular foreign ministry briefing in Beijing about Nvidia’s plans to resume AI chip sales, a spokesperson said: “China is opposed to the politicisation, instrumentalisation and weaponisation of science, technology and economic and trade issues to maliciously blockade and suppress China.”

    China halted exports of rare earths in March following a trade spat with Trump that has shown some signs of easing. It dominates the market for rare earths, a group of 17 metals used in cellphones, weapons, electric vehicles, and more.

    Huang’s visit is being closely watched in both China and the United States, where a bipartisan pair of senators last week sent the CEO a letter asking him to abstain from meeting companies working with military or intelligence bodies.

    The senators also asked Huang to refrain from meeting with entities named on the United States’ restricted export list.

    Rival AI chipmaker AMD also said the Department of Commerce would review its licence applications to export its MI308 chips to China; it plans to resume those shipments when licences are approved, it said. Its shares gained 7% in trading on Tuesday.

    UNESCO and its partners today released a report which shows the extent to which extractive industries are encroaching upon UNESCO World Heritage sites.

    The report, “Extractive Activities in UNESCO World Heritage Sites: Commitments, Risks and Investment Implications”, offers the most comprehensive analysis to date on the presence and proximity of areas licenced for oil, gas, and mineral exploration and production in and around some of the world’s most treasured cultural and natural heritage sites.

    Jointly released by UNESCO, the Church of England Pensions Board, Greenbank, the International Union for Conservation of Nature (IUCN), and the World Wildlife Fund (WWF), the report also emphasizes the critical role investors can play in assessing their risk exposure and influencing extractive companies’ practices. The data and analysis in the report help investors identify and manage the risks, aligning their investment decisions with global heritage protection commitments.

    In addition, the report outlines several ways investors can identify, assess, and respond to risks arising from operations within and near UNESCO World Heritage sites. These guidelines rely on UNESCO policy standards, focusing on how investors can integrate these standards into their own processes.

    Protected, but not safe

    According to the report, companies currently hold oil, gas, and mining assets – licensed areas for exploration or production – in 97 of the 266 assessed natural UNESCO World Heritage sites, representing 36 per cent of sites. These include mining claims in 58 sites, oil and gas wells in 27, awarded oil and gas blocks in 25, oil and gas bid blocks in 14, and mining projects in 10. More than 800 individual assets overlapping with natural and mixed sites have been identified worldwide, impacting every region.

    Updating a similar spatial analysis conducted by WWF in 2015, the report finds that more than half of the sites previously identified as affected by extractive overlaps remain so today, indicating persistent and unresolved pressure.

    The risks extend beyond the boundaries of sites themselves. Nearly half (48 percent) of natural sites lie within one kilometre of extractive activity, and 73 per cent are within 20 kilometres, placing them at increased risk of pollution, habitat destruction, and cultural disruption.

    For the first time, the report also evaluates risks to cultural World Heritage sites and  reveals that 17 per cent of them – 158 out of 925 – are within 500 metres of extractive activity. Oil and gas activities are found near 124 cultural sites, while mining activities affect 45.

    Natural World Heritage sites are among nature’s most precious gifts to humanity yet, despite their status, they are still coming under ongoing pressure from oil, gas and mining companies. As hotspots of biodiversity and culture, these sites can help support sustainable development and tackle climate change – we should not put them at risk.

    Extractives in World Heritage sites is an investment risk

    The overlap between extractive activities and World Heritage sites presents a serious investment risk as companies operating in sensitive locations face growing scrutiny from regulators, shareholders, civil society and the public. This can lead to project delays, fines, reputational damage, and even operational shutdowns, all of which can impact profit margins and undermine long-term investment value.

    The report urges investors and extractive companies to avoid operating in or near these high-risk areas and to ensure that their activities comply with internationally recognized environmental and social standards, including UNESCO’s guidance supporting the World Heritage ‘no-go’ commitment.

    “Investors must act as responsible stewards of capital by ensuring the companies they finance do not put World Heritage sites at risk. This is not just a conservation issue – it’s a matter of long-term financial and reputational risk investors need to manage.”

    A critical opportunity and a shared responsibility

    Despite the risks, a window of opportunity remains. Most of the identified extractive assets are still in the forms of claims and concessions rather than active mines or oil and gas wells. This provides a crucial chance to take preventive action before operations begin and irreversible damage occurs.

    Strong national legal protections, comprehensive impact assessments, and greater transparency of extractive licensing processes are essential. Licences that overlap with or threaten areas of high conservation value should be responsibly phased out.

    “Extractive activities have long been recognized as fundamentally incompatible with World Heritage status. It is essential that governments, investors, and companies respect these sites as off-limits to oil, gas and mineral concessions and operations.”

    To prevent harm to World Heritage sites, investors must integrate spatial, financial and reputational risks into their investment policies and decision-making. A growing number of companies and organizations have already taken this step, following the example of the International Council on Mining and Metals (ICMM), which was the first to adopt a World Heritage ‘no-go’ commitment.

    “We believe investors have a responsibility to recognise where clear limits to economic activities must be drawn and to support companies that operate with care and responsibility. At its heart, this is about protecting what cannot be replaced.”

  • MIL-OSI China: Qinghai pioneers green growth with ecology-first strategy

    Standing at the heart of a 609-sq-km photovoltaic park located in the Talatan Gobi Desert in Gonghe County, northwest China’s Qinghai Province, China Arab TV correspondent Ayoub Bechrouri enthusiastically began recording his report with his smartphone.

    Behind him stretches a captivating “blue sea” — an endless expanse of photovoltaic panels covering the landscape. Beneath these gleaming solar arrays, verdant grasslands thrive where flocks of sheep graze contentedly, showcasing the perfect harmony between renewable energy and sustainable agriculture.

    “This is a good example of green energy development,” Bechrouri said. “I hope to see China-Arab collaboration bring Chinese technologies to Arab countries.”

    Hailing from Morocco, Bechrouri was part of a delegation of around 30 international journalists from countries including the United States, Germany, Japan and Spain on a three-day tour of Qinghai organized by China’s State Council Information Office. The media delegation experienced firsthand how this northwestern province is pioneering China’s ecological civilization drive through concrete green development projects.

    ECO-FRIENDLY ENERGY

    “In a sunny country like Spain, people have been paying attention to the ecological impact of the construction of large photovoltaic power stations,” said Alvaro Alfaro Ruiz-Alberdi, a journalist at the Spanish news agency Agencia EFE. “I find it interesting to examine how Qinghai maintains the balance between this energy development and environmental protection.”

    The Spanish correspondent found the answer at this very photovoltaic park, one of the highest-capacity solar power facilities globally, in Gonghe.

    The park’s innovative eco-industrial model — power generation atop solar panels, grass cultivation between panels, and sheep grazing beneath them — has restored vegetation coverage to 80 percent in an area that was once a dust-blown stretch of the Gobi Desert, according to Wang Anwei, director of the energy bureau of Hainan Tibetan Autonomous Prefecture, which administers Gonghe.

    This agrivoltaic model has also boosted income for livestock farming, generating over 10,000 yuan (about 1,398 U.S. dollars) per mu (about 0.07 hectares), and has helped lift 173 neighboring villages out of poverty.

    “Now my flock has grown to about 800 sheep, and my income from grazing alone has doubled compared to before,” said Zhao Guofu, a herder who began grazing his sheep here six years ago.

    By the end of 2024, the total investment in clean energy in the Hainan Tibetan Autonomous Prefecture reached 16.18 billion yuan, with annual clean energy power generation amounting to 46.32 billion kWh. Notably, photovoltaic power generation was about 17.9 billion kWh, representing a year-on-year increase of 16.21 percent.

    IMPROVED BIODIVERSITY PROTECTION

    In the summer, Qinghai Lake, located in the northeastern part of the Qinghai-Xizang Plateau, shimmers with azure waves, teeming with visitors. Brown-headed gulls wheel above the water surface, while vast schools of the lake’s unique species, naked carp, which is classified as vulnerable on the China Species Red List, glide beneath.

    “The naked carp constitutes over 90 percent of the lake’s total fish population and serves as the primary prey for birds such as brown-headed gulls. This species plays a vital role in maintaining the ecosystem and biodiversity of the Qinghai Lake basin,” said Wang Shuning, with the protection and utilization administration of the Qinghai Lake scenic area.

    Due to overfishing and environmental deterioration, the population of naked carp sharply declined in the 1960s and 1970s. In order to protect the species and restore the Qinghai Lake environment, Qinghai banned naked carp fishing at the lake in 2001, following a series of temporary prohibitions from the 1980s onward.

    Between 2002 and 2023, the biomass of naked carp increased nearly 46-fold. Additionally, as the only habitat of Przewalski’s gazelles, an endangered antelope species, the Qinghai Lake basin has seen the total number of the species recover from fewer than 300 at the beginning of conservation efforts to approximately 3,400 currently. This remarkable growth reflects the concerted conservation efforts by both the Chinese government and local communities.

    The province has adopted a holistic approach to the protection and systematic governance of the symbiotic ecosystem of “water-grass-fish-birds-animals” in the Qinghai Lake basin. It has established monitoring platforms for ecological sensing and hydrological early warning, and has gradually set up over 300 ecological monitoring sites.

    Two years ago, local resident Dorje Tsomo became an ecological ranger at the Qinghai Lake scenic area. On duty, she always carries a camera to document environmental changes around the lake and a field manual compiling 98 species of waterbirds, which serves as her constant reference for learning their distinctive features, distributions and conservation statuses.

    “We also use a WeChat mini-program to document patrol routes, while nearby villagers promptly report injured birds. Together, we protect Qinghai Lake, the home we all share,” she said.

    According to Chen Dehui, deputy director of the protection and utilization administration of the Qinghai Lake scenic area, growing numbers of herders are voluntarily taking on new roles — as photographers capturing the lake’s natural beauty and as interpreters in ecological education programs — diversifying their income sources while sharing in the rewards of conservation.

    “Qinghai Lake’s ecological conservation is truly impressive,” said Furuta Natsuya, a journalist with Japan’s Hokkaido Shimbun who visited Qinghai for the first time. “Here, I witnessed a genuine model of human-nature coexistence and felt the profound connection between people and the natural world.”

    ECOLOGY-ENRICHED PROSPERITY

    In April this year, Kanbula, located in Jainca County of Huangnan Tibetan Autonomous Prefecture in Qinghai, was officially designated as a UNESCO Global Geopark. The park spans roughly 3,149 square kilometers with striking fiery-red Danxia landforms, towering jagged peaks, hidden caves and emerald lakes.

    “This world-class geological landmark not only enhances geo-conservation efforts, but also accelerates local infrastructure development, drawing global visitors to fuel cultural tourism revenues in the area,” said Hou Guangliang, a professor at Qinghai Normal University’s school of geographical sciences.

    In recent years, Dekyi Village, which is near the geopark, has become a living example of turning “ecological assets into economic gains.”

    “Thanks to government-sponsored training programs, our family now runs a homestay and agritourism business,” local villager Jorgyi said. “Last year, we earned over 70,000 yuan, and this year looks even more promising.”

    The village receives over 200,000 annual visitors, generating more than 1 million yuan in collective and individual dividends.

    “Like many regions in Hokkaido facing population decline, I’m particularly interested in rural revitalization. I hope to gain firsthand insights into how Chinese grassroots communities have experienced poverty alleviation and the tangible outcomes of government initiatives,” said Furuta.

    Both China and Japan are actively exploring sustainable development pathways, Furuta noted, adding that the Qinghai visit gave him profound insight into how both countries’ successful practices in community governance, ecotourism and cultural integration merit mutual learning.

    Cybercriminals are constantly inventing new ways to deceive citizens. For example, the number of cases of fraud using deepfake technology has been growing recently. Using artificial intelligence, attackers reproduce voice messages and video calls allegedly from relatives, friends or colleagues. Then, using synthesized voices and videos, they try to lure out personal information and gain access to citizens’ savings. At the project event “Call me back yourself” Experts talked about common techniques used by criminals who use deepfake technology and gave useful recommendations to help protect yourself and your loved ones.

    Today, one of the most common methods of fraud based on deepfake technology is fake video calls, audio and images generated using artificial intelligence. Criminals can send a message in a messenger and even make a video call on behalf of relatives, friends, bosses and colleagues. They use audio, photos and video materials from social networks recorded during the conversation to create realistic messages. Then, based on this data, a neural network creates a digital double.     After creating a deepfake, criminals begin an attack on a person. They send him a voice message, call him on a messenger via video link under the guise of a relative, friend, colleague or boss. At first, the fake character has a normal, confidential conversation, but then moves on to luring personal information, asking for money for some needs, for example, for treatment, or demanding to transfer it to some mythical safe account.

    “Fraudsters play out their schemes in several stages: first, they collect and process information about a potential victim, then they establish contact with them and lead them to the final maneuver – a call or video message supposedly from a person the user trusts. Under stress and psychological pressure, they can believe the deepfake, transfer money to the attackers or transfer personal information. To protect yourself, you do not need to block all calling friends and colleagues on your phone: you can recognize synthesized speech and images even despite their high realism and accuracy. Signs of deception may include unnatural facial expressions, desynchronization of voice and video, suspicious elements in the photo, unusual wording or pronunciation errors, a mechanical, emotionless voice,” said Valentina Shilina, head of the “Call Back Yourself” project of the Moscow

    Department of Information Technology.

    There are other ways to recognize a deepfake. For example, if the call is not from the subscriber’s usual number. You also need to consider the manner of communication. An attempt to intimidate, evoke strong emotions, force prompt decision-making, and other methods of psychological pressure may indicate the actions of an intruder.     In addition, to communicate with family and friends, it is worth thinking up a password or a security question with an answer in advance. In the future, this will help determine that the conversation is not a fraudster. Attackers collect basic information about their victims and may already know some details of a person’s life, so a funny, unusual or absurd question will help confuse criminals.

    Experts also remind that you should not share SMS codes to access confidential information with anyone. No organization or company will ask you to disclose the code; only scammers will do this. And a public figure, such as a famous artist, blogger, or TV presenter, will never call an ordinary person.

    In addition, government organizations, law enforcement agencies, and companies do not use personal numbers and messengers. To check the information, it is enough to find out the landline phone number on the official website of the organization and call it to clarify the details. As a rule, all issues are resolved during a personal meeting at the official representative office.     “This summer, the capital’s supplementary education centers have prepared almost 700 thematic shifts for young Muscovites. They will be visited by over 43 thousand children. The children will enjoy interactive games, creative master classes, and events aimed at revealing leadership qualities.     Following the lack of meaningful reforms and constraints to the Insurrection Act and the Posse Comitatus Act, Rep. Sara Jacobs voted against the FY 2026 National Defense Authorization Act (NDAA) in the House Armed Services Committee.

    Rep. Sara Jacobs said: “Like so many Americans, I’m horrified and disturbed by President Trump’s abuse of the military to silence dissent, intimidate immigrant communities, and assist in domestic law enforcement. The military-civilian divide is a bedrock of our democracy, intended to protect civil rights and liberties and prevent the emergence of an authoritarian police state. In Los Angeles, we’ve already seen the military – at President Trump’s urging – use excessive force, commit questionable detentions, wield intimidation tactics, and violate people’s legal rights. This is only a glimpse of what could happen nationwide if President Trump invokes the Insurrection Act and turns U.S. troops on civilians. And our service members deserve better than to be used as political pawns in President Trump’s authoritarian games. 

    “The warning signs are here, and the American people are demanding that Congress do something. Unfortunately, my Republican colleagues on the House Armed Services Committee abdicated their responsibility to the Constitution and their constituents to rein in the Insurrection Act and the Posse Comitatus Act. It’s wildly disappointing but sadly unsurprising that they would rather stay in President Trump’s good graces than stop the democratic backsliding that’s happening right before our eyes. While I’m proud of the provisions I secured to expand military access to child care, housing, and fertility services and ensure transparency and accountability of the Pentagon’s use of AI, I can’t in good conscience support a bill that fails to put guardrails on the use of our military in such unprecedented times.”

    Rep. Sara Jacobs secured the following provisions in the FY26 NDAA:

    Improving Military Child Care

    • Extends the “Child Care in Your Home” (CCYH) pilot program that provides financial assistance to eligible military families, especially those with non-traditional work hours, large families, or children with special needs, for in-home child care.
    • Urges the Secretary of Defense to create a grant program to cover up to 75% of the cost for eligible civilian child care providers to expand their infant and toddler child care capacity 
    • Establishes a pilot program to raise the military fee assistance provider cap for children 24 months or younger by 30% near installations that face high child care costs

    Improving Access to Affordable Military Housing

    • Studies how the Basic Allowance for Housing can properly represent densely populated, expensive cities and rural communities
    • Excludes the Basic Allowance for Housing (BAH) from the calculation of gross household income of an eligible member of the Armed Forces, so it doesn’t hurt their access to the Basic Needs Allowance
    • Requires Privatized Military Housing landlords to report on their insurance policies, including their costs, and the amount of money made through remedial payments to landlords.

    Strengthening Access to Fertility Services 

    • Establishes TRICARE coverage of assisted reproductive technology, including IVF, for all active duty service members and their dependents and creates parity between service member and Member of Congress fertility services

    Helping Military Families Make Ends Meet

    • Increases the Family Separation Allowance to a mandatory $400 to reflect the rising cost of living and burdens on military families

    Upholding Human Rights, Enforcing Domestic and International Laws, and Preventing Conflict

    • Requires a report from the Department of Defense on its implementation of the Global Fragility Act (GFA), planned funding levels, and challenges and lessons learned from GFA implementation 
    • Requires notification to Congress anytime the Department of Defense enters into a basing agreement with a foreign military that includes whether any unit of that military has committed gross human rights violations
    • Authorizes full funding, consistent with FY25 levels, for institutional capacity building of partner militaries through the Institute for Security Governance (ISG) and for humanitarian support and demining through Overseas Humanitarian, Disaster, and Civic Aid (OHDACA)
    • Requires JAGs to be stationed at all combatant commands to ensure military operations follow domestic and international laws

    Mayor of London, Sadiq Khan, is urging the government not to make it harder for international students to study in the UK as he reveals new analysis showing they contribute £12.5bn to the capital and £55bn to the national economy every year.

    The Mayor is in Ghana today (Wednesday 16 July) as part of his historic five-day trade mission to Africa, banging the drum for the capital as a place to invest and strengthening ties with countries across the continent. A major speech in Accra will see Sadiq make the case for welcoming students from around the world, and warn that proposals for a new levy on their university fees would be damaging to London and the UK’s economy.

    The UK Government is currently considering a new levy on income that English universities generate from international students as part of its immigration whitepaper, which could not only put students off coming here from overseas but also create a substantial extra financial burden for already stretched universities. The Mayor’s speech today will warn that this levy would be “an act of immense economic self-harm”.

    Today the Mayor will deliver a keynote speech on the power of education, innovation and entrepreneurship to Ghanaian students hosted at Imperial College London’s Accra hub. With five per cent of London’s higher education population coming from Africa [1], he will stress that London is open to global talent and make the positive case for international study.

    Latest analysis by London Economics revealed a more than £10 billion rise in the economic contribution of international higher education students to the UK economy, from £31.3bn in 2018/19 to £41.9bn in 2021/22 – leading City Hall economists to project it could hit £55bn in the current academic year on the basis of historical trends [2].

    London accounts for almost a quarter of this national impact, representing around £10bn in the latest data and projected to reach £12.5bn this year [3]. International students in the capital created an average net benefit of £1,040 per Londoner over the course of their studies, as beyond their university fees they contribute by spending in all sectors of the economy and bringing family or friends to visit [4].

    This positive economic impact spreads across the UK, with international students making a £58m net contribution to the national economy per parliamentary constituency during their studies – providing an equivalent £560 benefit for each local resident [5]. They also bring a longer-term labour market value, as many stay here after their studies to work in key economic sectors from tech and AI to finance and creative industries.

    Imperial is the first UK university with a permanent base solely focused on science, technology and innovation in Africa – building on the rapidly rising number of advancements and breakthroughs Imperial has made working with researchers in Ghana over recent years. Imperial Global Ghana serves as an academic hub to support high-impact collaboration in cutting-edge fields from medical diagnostics to urban health and AI to climate science.

    As well as current students, the Mayor will meet recent graduates including Shirgade Laryea, a Ghanaian alumna of Imperial College London’s Business School who is now a rising star in the UK-Ghana Chamber of Commerce.     The Mayor will add: “Closing our country to global talent would be an act of immense economic self-harm – one that would slow down growth and leave working people in Britain worse off than before. That’s why I’m calling on our Government not to make it harder for international students to study in the UK.

    “On my watch, London will be as open as ever… but I think we must do more. We cannot simply wait for the world to come to London; we must bring London to the world.”

    The results of the Russian Science Foundation mega-grant competition for fundamental scientific research and exploratory scientific research under the supervision of leading foreign scientists have been summed up. 230 projects from 127 scientific organizations from 35 subjects of the Russian Federation applied for RSF support. The projects submitted for the competition are being implemented under the supervision of leading scientists with citizenship from 40 countries, including China, India, Iran, Belarus, Kazakhstan, the USA, Italy, and France. According to the results of the examination, 14 projects were declared winners. For 5 years, they will receive from 20 to 50 million rubles annually. If necessary, it is envisaged to extend the grant support for another three years.

    Among the winners is the project of scientists from the Laboratory of Nonlinear Optics of Waveguide Systems of Novosibirsk State University “The Kerr Self-Cleaning Effect of Multimode Beams in Specialized Optical Fibers and Its Application for Biomedicine”. This laboratory was created in May 2017 as a result of the victory of the project “Spatio-temporal Nonlinear Optics of Multimode and Multi-Core Fiber Systems” in the fifth competition of the Ministry of Education and Science of Russia for receiving grants from the Government of the Russian Federation for state support of scientific research conducted under the supervision of leading scientists. Its head is a recognized world expert in the theory of surface waves, as well as an expert in nonlinear effects in fiber-optic communication systems Stefan Wabnitz. His research activity for more than 30 years took place in leading academic and industrial institutions in Europe and the USA.

    — Our project is aimed at creating an innovative endoscopic device that combines optical biopsy and low-temperature plasma therapy technologies. Its goal is to develop a unified system that provides the ability to both diagnose and treat gastrointestinal diseases, including oncological diseases, in real time, which will eliminate the need for lengthy histopathology and increase the accuracy of examinations. This device will combine two functions at once — diagnostics (using machine learning) and therapy (laser/plasma), minimizing damage to healthy tissues, — said Denis Kharenko, senior researcher at the laboratory.

    In current medical practices, ex vivo histopathology is used for accurate cancer diagnostics, during which laboratory studies of living tissue transferred from the body to an artificial external environment are carried out. It involves taking tissue from the patient, which leads to delays in the start of therapy and requires complex laboratory procedures and practically does not allow observing the course of the disease in dynamics. NSU scientists propose to solve this problem by introducing in-vivo diagnostics, which allows examining the body without taking material using optical endoscopic methods. It is important that this diagnostic method will be associated with the possibility of therapeutic intervention, which will not only significantly increase the area under study and the volume of data obtained, but also accurately identify the affected area during repeated examination, minimizing time and economic costs, as well as the risks of errors associated with the analysis of samples outside the body.

    — The new type of endoscopic system we are creating, in addition to diagnostics, will be able to precisely affect tumor cells using temperature-controlled laser radiation and low-temperature plasma, causing their apoptosis without excessive heating — a process of programmed cell death, in which the cell self-destructs, disintegrating into individual fragments, which are then absorbed by other cells without causing negative consequences. This leads to minimal damage to healthy tissue. This feature will reduce side effects, avoid fibrosis and vascular damage, which is extremely important for improving the quality of life of patients. The project is a significant step forward in the field of “optical biopsy” and endoscopic therapy, — explained Denis Kharenko.

    One of the main scientific tasks of the scientists will be to optimize the process of diagnostics and treatment of cancer using a multimode optical fiber, which implements the Kerr self-cleaning effect, providing high resolution (up to 0.66 µm) and resistance to mechanical impacts during the propagation of laser radiation. The integration of multiphoton fluorescence and Raman scattering will further expand the diagnostic capabilities of the device, allowing for spectroscopic studies of tissues and the detection of biomarkers characteristic of different stages of the disease with microscopic accuracy. According to the project participants, this technology will make the device a universal tool for both diagnostics and subsequent treatment.

    The project involves several stages. First, the scientists will design and test multimode fibers and high-repetition-rate lasers for the endoscopic system. The next step will be to test the device on biological samples, including lab-created organoids and cancerous tissue.

    — We are confident that our experimental setup with the ability to precisely control low-temperature plasma will allow localized impact on the affected areas of organs and tissues, which will create the basis for the application of the technology in clinical practice. We intend to create a flexible and highly effective visualization and therapy system, which will subsequently become established as a standard in the field of diagnostics and treatment of gastrointestinal diseases, including oncological diseases in the early stages, — said Denis Kharenko.

    BEIJING, July 15 — Chinese Premier Li Qiang on Tuesday called on China and Australia to further strengthen cooperation, promote the liberalization and facilitation of trade and investment, and create a stronger synergy for development to effectively address uncertainties.

    Li made the remarks while attending the 8th China-Australia CEO Roundtable with Australian Prime Minister Anthony Albanese in Beijing.

    Around 30 representatives of business councils and enterprises from the two countries attended the roundtable.

    Noting that this year marks the 10th anniversary of the China-Australia Free Trade Agreement, Li said over the past decade, China-Australia economic and trade cooperation has demonstrated considerable resilience and vitality.

    The economic structures of the two countries are highly complementary, and the foundations for industrial and market integration are solid, making China and Australia natural partners, Li said.

    Li said China’s vast market will continuously unleash immense consumption potential, creating more opportunities for enterprises from both countries. He called on the two sides to strengthen collaboration in cutting-edge technologies such as artificial intelligence and life sciences to better empower the industries of both countries.

    Li emphasized that both the government and enterprises should work together to better promote development.     When addressing the roundtable, Albanese said the current bilateral relations are steadily developing, with enthusiasm for cooperation soaring among the business communities of both countries.

  • MIL-Evening Report: We travelled to Antarctica to see if a Māori lunar calendar might help track environmental change

    Antarctica’s patterns of stark seasonal changes, with months of darkness followed by a summer of 24-hour daylight, prompted us to explore how a Māori lunar and environmental calendar (Maramataka) might apply to the continent and help us recognise changes as the climate continues to warm.

    Maramataka represent an ancient knowledge system using environmental signs (tohu) to impart knowledge about lunar and environmental connections. It traces the mauri (energy flow) between the land (whenua), the ocean (moana) and the sky and atmosphere (rangi), and how people connect to the natural world.

    Maramataka are regionally specific. For example, in Manukau, the arrival of godwits from the Arctic indicates seasonal changes that align with the migration of eels moving up the local Puhinui stream.

    During matiti muramura, the third summer phase that aligns with the summer solstice, the environment offers tohu that guide seasonal activity. The flowering of pohutukawa is a land sign (tohu o te whenua), the rising of Rehua (Antares, the brightest star in the constellation Scorpius) is an atmospheric sign (tohu o te rangi), and sea urchins (kina) are a sea sign (tohu o te moana).

    When these signs align, it signals balance in nature and the right time to gather food. But if they are out of sync (such as early flowering or small kina), it means something in the environment (te taiao) is out of balance.

    These tohu remind us how deeply land, sea and sky are connected, and why careful observation matters. When they’re out of sync, they call us to pause, observe and adapt in ways that restore natural balance and uphold the mauri of te taiao.

    Tracking a Maramataka in Antarctica

    One of the key tohu we observed in Antarctica was the mass arrival of Weddell seals outside New Zealand’s Scott Base at the height of summer.

    Guided by Maramataka authorities, we explored other local tohu using Hautuu Waka, an ancient framework of weaving and wayfinding to navigate a changing environment. Originally used for navigating vast oceans, wayfinding in this context becomes a metaphor for navigating the complexities of today’s environmental and social challenges.

    During the Antarctic summer, the Sun doesn’t set. But we documented the Moon when visible in the day sky and observed the Sun, clouds, mountains and various forms of snow and ice. This included glacial ice on the land, sea ice in the ocean and snowflakes in the sky.

    While the tohu in Antarctica were vastly different from those observed in Aotearoa, the energy phases of the Maramataka Moon cycles aligned with traditional stories (pūrākau) describing snow and ice.

    We identified some of the 12 different forms of snow recorded by ethnographers, who described them as the “offspring of wind and rain”.

    At Scott Base, we observed feather-like snow (hukapuhi) and floating snow (hukarangaranga). Further inland on the high-elevation polar plateau, we found “unseen” snow (hukakoropuku), which is not always visible to the naked eye but felt on the skin, and dust-like snow (hukapunehunehu), akin to diamond dust. The latter phenomenon occurs when air temperatures are cold enough for water vapour to condense directly out of the atmosphere and form tiny ice crystals, which sparkle like diamonds.

    In te ao Māori, snow has a genealogy (whakapapa) that connects it to wider systems of life and knowledge. Snow is part of a continuum that begins in Ranginui (the sky father) and moves through the god (atua) of weather Tāwhirimātea, who shapes the form and movement of clouds, winds, rain and snow. Each type of snow carries its own name, qualities and behaviour, reflecting its journey through the skies and land.

    The existence of the specific terms (kupu) for different forms of snow and ice reflect generations of observation, passed down through whakapapa and oral histories (kōrero tuku iho).

    Connecting Western science and mātauranga Māori

    Our first observations of tohu in Antarctica mark the initial step towards intertwining the ancient knowledge system of mātauranga Māori with modern scientific exploration.

    Observing snow through traditional practices provided insights into processes that cannot be fully understood through Western science methods alone. Mātauranga Māori recognises tohu through close sensory attention and relational awareness with the landscape.

    Drawing on our field observations and past and present knowledge of environmental calendars found in mātauranga Māori and palaeo-climate data such as ice cores, we can begin to connect different knowledge systems in Antarctica.

    For example, just as the Maramataka contains information about the environment over time, so do Antarctic ice cores. Every snowflake carries a chemical signature of the environment that, day by day, builds up a record of the past. By measuring the chemistry of Antarctic ice, we gain proxy information about environmental and seasonal cycles such as temperature, winds, sea ice and marine phytoplankton.

    The middle of summer in an ice core record is marked by peak levels in chemical signals from marine phytoplankton that bloom in the Ross Sea when sea ice melts, temperatures are warmer and light and nutrients are available. This biogenic aerosol is a summer tohu identified as a key environmental time marker in the Maramataka of the onset of the breading season and surge in biological activity.

    The knowledge of Maramataka has developed over millennia. Conceptualising this for Antarctica opens a way of using Māori methods and frameworks to glean new insights about the continent and ocean. Grounded in te ao Māori understanding that everything is connected, this approach invites us to see the polar environment not as a remote but a living system of interwoven tohu, rhythms and relationships.

    China’s Macao Special Administrative Region (SAR) on Tuesday began a series of activities to mark the 20th anniversary of the Historic Center of Macao being inscribed as a UNESCO World Heritage Site.

    From the Guia Fortress to the A-Ma Temple, the Historic Center of Macao spans 22 landmarks and eight plazas — an enduring tapestry of East-West exchange.

    The Ruins of St. Paul’s vividly represent the heart of the legacy. Erected in the early 1600s, the monument resembles a traditional Chinese “Paifang” while bearing Western motifs.

    “You can see the blend of East and West,” said Ung Vai Meng, guest professor at the Macao University of Science and Technology. “The way grey bricks are embedded in rammed earth walls reflects Chinese craftsmanship merged with European structural ideas,” he told Xinhua.

    The Ruins of St. Paul’s was originally part of St. Paul’s College, which at that time drew inspiration from European universities and trained scholars to carry the Chinese language and philosophy to Europe, while introducing Western science and culture to China.

    “It was a two-way bridge of enlightenment,” noted Wu Zhiliang, president of the Macao Federation of Cultural Circles. Their influence went beyond theology — it reached education and cultural identity, he added.

    Another pillar of the historic center is the former residence of Qing Dynasty reformist Zheng Guanying, known as the Mandarin’s House. Nestled in the southwest of the old town, it remains Macao’s largest traditional residential compound. “Here, we feel Lingnan culture firsthand,” Ung said. “Oyster-shell windows speak to southern Chinese traditions, while Western columns and decorative carvings hint at global influence.”

    Within those walls, Zheng penned Words of Warning in Times of Prosperity, an urgent call for political and economic reform at that time. “He shifted from a traditional gentry to an advocate of modernization at this place,” Wu said, noting that “his thinking profoundly influenced a generation.”

    REVITALIZING HISTORIC TREASURE

    Built in the 1800s and opened to the public in 1958, the Sir Robert Ho Tung Library houses over 20,000 classical volumes. Towering ancient trees and the rockery fountain complement each other, cloaking this historic building in a veil of nature. Tang Mei Lin, chief of the department of public library management, Macao SAR government’s cultural affairs bureau (IC), told Xinhua that the library is not only a place for reading and studying, but also a popular spot where many locals come to unwind.

    “We offer unique activities, such as a one-day librarian experience and hands-on workshops in ancient book restoration,” Tang said, noting that it’s a great example of successful revitalization.

    In 2022, the Macao World Heritage Monitoring Center was established, equipping the city with over 170 environmental sensors. “Our teams can conduct real-time checks using mobile apps and analyze data through a centralized platform,” said Ho Cheok Fong, an official of the department of cultural heritage under the IC.

    Revitalization has become a hallmark of Macao’s heritage approach. Events like the 2025 Macao International Parade in March — launched from the Ruins of St. Paul’s — transformed the old streets into vibrant stages. With performers from 15 countries and regions joining local troupes, the event animated cultural dialogues.

    “The parade is more than a spectacle,” said Leong Wai Man, head of the IC, adding that “it creates real connections between local, national, and global cultures.”

    “It’s nice to see a city keeping its old culture and old buildings alive,” Dale Page, a tourist from the United Kingdom, told Xinhua at the Mandarin’s House. Another visitor from the Chinese mainland, Xiao Hui, reflected: “This architectural legacy isn’t just Macao’s treasure but a gift to world heritage.”

    Data showed that as of 11 a.m. on July 8, the number of visitor arrivals in Macao this year has surpassed 20 million — 26 days earlier than last year. The Macao SAR government’s tourism office said that with the summer holiday underway, a variety of events and performances will be held to attract more visitors.

    Autism is a neurodevelopmental condition that affects how people’s brains develop and function, impacting behaviour, communication and socialising. It can also involve differences in the way you move and walk – known as your “gait”.

    Having an “odd gait” is now listed in the Diagnostic and Statistical Manual of Mental Disorders as a supporting diagnostic feature of autism.

    What does this look like?

    The most noticeable gait differences among autistic people are:

    • toe-walking, walking on the balls of the feet
    • in-toeing, walking with one or both feet turned inwards
    • out-toeing, walking with one or both feet turned out.

    Research has also identified more subtle differences. A study summarising 30 years of research among autistic people reports that gait is characterised by:

    • walking more slowly
    • taking wider steps
    • spending longer in the “stance” phase, when the foot leaves the ground
    • taking more time to complete each step.

    Autistic people show much more personal variability in the length and speed of their strides, as well as their walking speed.

    Gait differences also tend to occur alongside other motor differences, such as issues with balance, coordination, postural stability and handwriting. Autistic people may need support for these other motor skills.

    What causes gait differences?

    These are largely due to differences in brain development, specifically in areas known as the basal ganglia and cerebellum.

    The basal ganglia are broadly responsible for sequencing movement including through shifting posture. It ensures your gait appears effortless, smooth and automatic.

    The cerebellum then uses visual and proprioceptive information (to sense the body’s position and movement) to adjust and time movements to maintain postural stability. It ensures movement is controlled and coordinated.

    Developmental differences in these brain regions relate to the way the areas look (their structure), how they work (their function and activation) and how they “speak” to other areas of the brain (their connections).

    While some researchers have suggested that autistic gait occurs due to delayed development, we now know gait differences persist across the lifespan. Some differences actually become clearer with age.

    In addition to brain-based differences, the autistic gait is also associated with factors such as the person’s broader motor, language and cognitive capabilities.

    People with more complex support needs might have more pronounced gait or motor differences, together with language and cognitive difficulties.

    Motor dysregulation might indicate sensory or cognitive overload and be a useful marker that the person might benefit from extra support or a break.

    How is it managed?

    Not all differences need to be treated. Instead, clinicians take an individualised and goals-based approach.

    Some autistic people might have subtle gait differences that are observable during testing. But if these differences don’t impact a person’s ability to participate in everyday life, they don’t require support.

    An autistic person is likely to benefit from support for gait differences if they have a functional impact on their daily life. This might include:

    • increased risk of, or frequent, falls
    • difficulty participating in the physical activities they enjoy
    • physical consequences such as tightness of the Achilles and calf muscles, or associated pain in other areas, such as the feet or back.

    Some children may also benefit from support for motor skill development. However this doesn’t have to occur in a clinic.

    Given children spend a large portion of their time at school, programs that integrate opportunities for movement throughout the school day allow autistic children to develop motor skills outside of the clinic and alongside peers. We developed the Joy of Moving Program in Australia, for example, which gets students moving in the classroom.

    Our community-based intervention studies show autistic children’s movement abilities can improve after engaging in community-based interventions, such as sports or dance.

    Community-based support models empower autistic children to have agency in how they move, rather than seeing different ways of moving as a problem to be fixed.

    Where to from here?

    While we have learnt a lot about autistic gait at a broad level, researchers and clinicians are still seeking a better understanding of why and when individual variability occurs.

    We’re also still determining how to best support individual movement styles, including among children as they develop.

    However there is growing evidence that physical activity enhances social skills and behavioural regulation in preschool children with autism.

    So it’s encouraging that states and territories are moving towards more community-based foundational supports for autistic children and their peers, as governments develop supports outside the National Disability Insurance Scheme (NDIS).
