  • MIL-Evening Report: What are cooling blankets? Can they really help me sleep?

    You wake up exhausted from yet another hot night of tossing and turning, with very little sleep.

    So you might be tempted to buy a “cooling blanket” after reading rave reviews on social media. Or you might have read online articles with taglines such as:

    Stop waking up in a puddle of sweat with our roundup of the best cooling blankets – including a top-rated option from Amazon that ‘actually works’.

    But what are cooling blankets? And can they help you get a restful night?

    We know a cooler bedroom is best

    First, let’s look at why a cooler environment helps us sleep better at night.

    Our body’s internal temperature has a circadian rhythm, meaning it fluctuates throughout the day. A couple of hours before bed, it drops about 0.31°C to help you fall asleep. It will drop about another 2°C across the night to help you stay asleep.

    During sleep, your internal temperature and skin work together to achieve a balance between losing and producing heat. Your skin has sensors that pick-up changes in the environment around you. If it gets too warm, these sensors let your body know, which may cause you to kick-off blankets or bed clothes and wake more often leading to poorer sleep quality.

    Sleep quality is an important component of sleep health ensuring you get the physical, mental and emotional benefits that come from a good night’s sleep.

    The ideal temperature for sleep varies depending on the season and type of bedding you have but falls between 17°C and 28°C. Keeping your sleeping environment within this range will help you to get the best night’s rest.

    So what are cooling blankets?

    Cooling blankets are designed to help regulate your body temperature while you sleep.

    Different technologies and materials are used in their design and construction.

    We’re not talking about hospital-grade cooling blankets that are used to reduce fever and prevent injury to the nervous system. These use gel pads with circulating water, or air-cooling systems, connected to automatic thermostats to monitor someone’s temperature.

    Instead, the type of consumer-grade cooling blankets you might see advertised use a blend of lightweight, breathable materials that draw moisture away from the skin to help you stay cool and dry through the night. They look like regular blankets.

    Common materials include cotton, bamboo, silk or the fibre Lyocell, all of which absorb moisture.

    Manufacturers typically use a thread count of 300-500, creating air pockets that enhance airflow and moisture evaporation.

    Some blankets feature a Q-Max rating, which indicates how cool the fabric feels against your skin. The higher the value, the cooler the fabric feels.

    Others feature phase change materials. These materials were developed by NASA for space suits to keep astronauts comfortable during a spacewalk where temperatures are from roughly -157°C to 121°C. Phase change materials in cooling blankets absorb and hold heat producing a cooling effect.

    Do they work?

    If you believe online reviews, yes, cooling blankets can cool you down and help you sleep better in warmer weather or if you get too hot using normal sheets and blankets.

    However, there is little scientific research to see if these consumer-grade products work.

    In a 2021 study exploring sleep quality, 20 participants slept for three nights under two different conditions.

    First, they slept with regular bed sheets in an air-conditioned room with the temperature set to their preference. Then, they used cooling bed sheets in an air-conditioned room where the temperature was set 3°C higher than their preference.

    Participants reported good sleep quality in both conditions but preferred the warmer room with its cooling sheets.

    This may suggest the use of cooling bedding may help provide a more comfortable night’s sleep.

    But everyone’s cooling needs varies depending on things like age, health, body temperature, the space you sleep in, and personal preferences.

    So while these products may work for some people who may be motivated to leave a good review, they may not necessarily work for you.

    Are they worth it?

    There’s a wide variety of cooling blankets available at different prices to suit various budgets. Positive customer reviews might encourage a purchase, especially for individuals experiencing disrupted sleep at night due to heat.

    Yet, these cooling blankets have limited scientific research to show they work and to say if they’re worth it. So it’s up to you.

    What else can I do if I’m a hot sleeper?

    If a cooling blanket isn’t for you, there are other things you can do to stay cool at night, such as:

    • using air conditioning or a fan

    • placing a damp towel under or over you

    • wearing lightweight or minimal sleepwear and avoiding thick or synthetic fabrics, such as nylon, that can trap heat

    • if you usually share a bed, on hot nights, consider sleeping by yourself to avoid excess body heat from your partner.

    On a final note, if you often struggle with hot, disturbed sleep, you can check in with your health-care provider. They can see if there is a medical explanation for your disturbed sleep and advise what to try next.

    WASHINGTON – Department of Homeland Security Secretary Kristi Noem traveled to New Orleans this week to observe DHS security operations for Super Bowl LIX. More than 690 employees representing 12 DHS agencies are in New Orleans, providing air security resources; venue, cyber, and infrastructure security assessments; chemical, biological, radiological, nuclear, and explosives detection technologies; intelligence analysis and threat assessments; intellectual property enforcement; and real-time situational awareness reporting as part of a 20-year partnership with the National Football League and state and local law enforcement.
    “Around 100,000 people will be celebrating the Super Bowl in and around the Superdome in New Orleans this weekend,” said Secretary Noem. “We will give law enforcement every resource they need to ensure a safe event. Thank you to our partners, Governor Landry, Mayor Cantrell and the New Orleans Police Department. If you see something, say something!”
    “Since day one, we have stood steadfast in our mission: to protect what matters most,” said Eric DeLaune, Homeland Security Investigations (HSI) New Orleans Special Agent in Charge and lead federal coordinator for Super Bowl LIX. “From securing critical infrastructure to providing real-time threat analysis, we are committed to safeguarding our communities. With over 690 DHS personnel deployed, we bring cutting-edge security resources and technologies to ensure every aspect of this event is protected.” 
    DHS has assessed this year’s Super Bowl as a Special Event Assessment Rating (SEAR) Level 1 event. For more information, visit the SEAR Fact Sheet webpage. Although no specific, credible threats related to this year’s game have been identified, the U.S. remains in a heightened threat environment, as evidenced by the recent terror attack in New Orleans on New Year’s Day.
    DHS security efforts for Super Bowl LIX include the following:

    U.S. Customs and Border Protection’s (CBP): Air and Marine Operations (AMO) will enforce temporary flight restrictions around Caesars Superdome, providing “eye in the sky” intelligence, surveillance and reconnaissance flight operations in and around key venues, including the Superdome, airport, Bourbon Street and the Ernest N. Morial Convention Center. Additionally, CBP will provide video surveillance capabilities and non-intrusive inspections by scanning the cargo entering the stadium for contraband such as narcotics, weapons, and explosives. CBP will also work to intercept counterfeit NFL merchandise such as NFL jerseys, championship rings, T-shirts, caps and all sorts of souvenirs and memorabilia, which are often used to fund criminal organizations.
    Homeland Security Investigations (HSI): An HSI Special Response Team is standing by to provide interior stadium tactical support, and HSI’s special agents will support will also CBP, local law enforcement agencies, and other private partners in identifying an investigating any flea markets, retail outlets, street vendors and online marketplaces selling counterfeit goods during the week leading up to the Super Bowl to protect consumers, who are expected to spend over $16.5 billion nationwide. HSI will also oversee the coordination of DHS assets with local, state, and federal law enforcement agencies to ensure essential public safety measures and resources are in the right place, at the right time. 
    Cybersecurity and Infrastructure Security Agency (CISA): On Super Bowl Sunday, CISA will also deploy advisors and emergency communications coordinators to support local law enforcement, emergency responders, and private partners in New Orleans. Ahead of the event, the agency conducted physical and cybersecurity vulnerability assessments, planning exercises, and bomb safety workshops with state and local partners. 
    Office of Intelligence &Analysis (I&A): I&A worked with the Federal Bureau of Investigation (FBI) to assess the threat landscape leading up to the Super Bowl, including sharing timely and actionable information and intelligence with their state and local partners.
    Countering Weapons of Mass Destruction Office (CWMD): CWMD provided surge support from its Mobile Detection Deployment Program and its BioWatch program in coordination with the City of New Orleans.
    U.S. Coast Guard (USCG): USCG Pacific Strike Team is supporting the Mobile Detection Deployment Program to bolster DHS’s ability to detect and interdict chemical, biological, radiological, and nuclear threats, and Canine Explosive Detection teams will support the safety and security of the event.
    Transportation Security Administration (TSA): A TSA Supervisory Federal Air Marshal will staff the Fusion Watch Center during the event, and will use its National Deployment Force to increase the number of transportation security officers working at Louis Armstrong New Orleans International Airport to screen the increased number of departing passengers after the Super Bowl. TSA’s explosive detection canines and Visible Intermodal Prevention and Response (VIPR) teams will also work during Super Bowl week events at key venues.
    Science & Technology Directorate (S&T): S&T will deploy easy-to assemble, expandable security barriers that can be installed quickly to provide critical asset protection and intrusion prevention.
    Federal Emergency Management Agency (FEMA): FEMA will help keep fans safe by providing communication tools for state and local responders.
    DHS Blue Campaign: This public awareness campaign is disseminating digital and out-of-home advertising in the New Orleans area to raise human trafficking awareness among visitors, local residents, and those working in industries, such as hotels, hospitality, and transportation, where frontline employees are more likely to be in a position to identify and report human trafficking. The campaign’s Blue Lightning Initiative is also partnering with Louis Armstrong New Orleans International Airport to raise awareness and train staff to recognize and report human trafficking.

  • MIL-OSI USA: NASA Awards Contract for Airborne Science Flight Services Support

    NASA has awarded Dynamic Aviation Group Inc. of Bridgewater, Virginia, the Commercial Aviation Services contract to support the agency’s Airborne Science Program. The program provides aircraft and technology to further science and advance the use of Earth observing satellite data, making NASA data about our home planet and innovations accessible to all.
    This is an indefinite-delivery/indefinite-quantity firm-fixed-price contract with a maximum potential value of $13.5 million. The period of performance began Friday, Jan. 31, and continues through Jan. 30, 2030. 
    Under this contract, the company will provide ground and flight crews and services using modified commercial aircraft, including a Beechcraft King Air B200 and Beechcraft King Air A90. Work will include mechanical and electrical engineering services for instrument integration and de-integration, flight planning and real-time tracking, project execution, as well as technical feasibility assessments and cost estimation. Aircraft modifications may include instrumented nosecones, viewing ports, inlets, computing systems, and satellite communications capabilities. 
    This work is essential for NASA to conduct airborne science missions, develop and validate earth system models, and support satellite payload calibration. NASA’s Ames Research Center in California’s Silicon Valley will administer the agency-wide contract on behalf of the Airborne Science Program in the Earth Science Division at NASA Headquarters in Washington.

  • MIL-OSI USA: NASA Presses Forward Search for VIPER Moon Rover Partner

    To advance plans of securing a public/private partnership and land and operate NASA’s VIPER (Volatiles Investigating Polar Exploration Rover) mission on the Moon in collaboration with industry the agency announced Monday it is seeking U.S. proposals. As part of the agency’s Artemis campaign, instruments on VIPER will demonstrate U.S. industry’s ability to search for ice on the lunar surface and collect science data.
    The Announcement for Partnership Proposal contains proposal instructions and evaluation criteria for a new Lunar Volatiles Science Partnership. Responses are due Thursday, Feb. 20. After evaluating submissions, any selections by the agency will require respondents to submit a second, more detailed, proposal. NASA is expected to make a decision on the VIPER mission this summer.
    “Moving forward with a VIPER partnership offers NASA a unique opportunity to engage with the private sector,” said Nicky Fox, associate administrator in the Science Mission Directorate at NASA Headquarters in Washington. “Such a partnership provides the opportunity for NASA to collect VIPER science that could tell us more about water on the Moon, while advancing commercial lunar landing capabilities and resource prospecting possibilities.”
    This new announcement comes after NASA issued a Request for Information on Aug. 9, 2024, to seek interest from American companies and institutions in conducting a mission using the agency’s VIPER Moon rover after the program was canceled in July 2024.
    Any partnership would work under a Cooperative Research and Development Agreement. This type of partnership allows both NASA and an industry partner to contribute services, technology, and hardware to the collaboration.
    As part of an agreement, NASA would contribute the existing VIPER rover as-is. Potential partners would need to arrange for the integration and successful landing of the rover on the Moon, conduct a science/exploration campaign, and disseminate VIPER-generated science data. The partner may not disassemble the rover and use its instruments or parts separately from the VIPER mission. NASA’s selection approach will favor proposals that enable data from the mission’s science instruments to be shared openly with anyone who wishes to use it.
    “Being selected for the VIPER partnership would benefit any company interested in advancing their lunar landing and surface operations capabilities,” said Joel Kearns, deputy associate administrator for exploration in the Science Mission Directorate. “This solicitation seeks proposals that clearly describe what is needed to successfully land and operate the rover, and invites industry to propose their own complementary science goals and approaches. NASA is looking forward to partnering with U.S. industry to meet the challenges of performing volatiles science in the lunar environment.”
    The Moon is a cornerstone for solar system science and exoplanet studies. In addition to helping inform where ice exists on the Moon for potential future astronauts, understanding our nearest neighbor helps us understand how it has evolved and what processes shaped its surface.

  • MIL-Evening Report: Bees count from left to right just like some humans, apes and birds – new research

    Picture writing the numbers 1 to 5 in a horizontal line, from smallest to largest. Where did you put 1? If you placed 1 on the left and 5 on the right, you share this preference with most humans.

    Humans are not alone in this preference. Some other primates, and even some birds, also order small-to-large quantities from left to right. Although, some animals do prefer to order quantities from right to left.

    This is known as the mental number line, and it shows how brains typically organise information. But why do our brains do this?

    To investigate how and why brains order numbers, it’s sometimes useful to step back in time. How did a common ancestor of humans and insects order information? To find out, we can compare the results of humans and bees: we last shared a common ancestor more than 600 million years ago.

    Two recent studies on bees have revealed a lot about how tiny brains order numbers.

    One study, conducted by a team in Europe, showed that bees prefer to order lower numbers on the left and higher numbers on the right, just like many humans. Our new study, led by Jung-Chun (Zaza) Kuo and her supervisory team, has explored how numbers and space interact in the bee brain.

    ‘Number’ and ‘space’

    As humans, we link the concepts of “space” and “number”. This means there is a logic to how we order numbers (typically from left to right in ascending order: 1, 2, 3, 4 … and so on).

    Studies have shown humans may also have a vertical – bottom to top – preference when processing numerical information efficiently.

    There may also be educational influences, especially due to language and writing direction. Some languages, like English, write from left to right. Others, such as Japanese, Chinese, Korean, Hebrew or Arabic, can be written in other directions. Writing direction can influence how we prefer to order numbers.

    Meanwhile, honeybees are efficient learners and show evidence of being tiny mathematicians. In past research, they have been shown to add and subtract, understand the concept of zero, use symbols to represent numbers, order quantities, categorise numbers by odd or even, and show evidence of linking numbers to spatial information like size.

    The competency bees show around numbers makes them an ideal animal to look at how number and space interact in a miniature brain.

    How did we test bees in our study?

    We gave freely flying bees sugar water for visiting an image of three circles printed on a card: this was our “reference number”. The card was hung in the centre of a large circular screen, with a drop of sugar water on a platform underneath it.

    As the bees repeatedly visited the reference number, they learned an association between the number three, the centre of the circular screen, and a reward. In between visits, bees took the sugar water back to their hive to be made into honey.

    After bees had learned to associate number (three) and space (middle) with a reward, we tested them on numbers higher and lower than three, to see if they had linked space and number.

    We showed bees images of a higher number (four circles) and a lower number (two circles). Two identical images of four shapes were shown simultaneously on the left and right sides of the screen. If bees preferred the larger number on the right, they would fly to the quantity of four presented on the right more than when four was presented on the left.

    We did the same for the smaller number of two shapes. If bees preferred four circles on the right and two circles on the left, that would reveal they have a left-to-right mental number line, like humans.

    We also tested if bees had a preference to order numbers upwards or downwards, and found no preference for linking space and number vertically. However, bees did prefer options that were towards the bottom of the circular screen.

    So, how does the bee mental number line work?

    The study by the European team found bees have a consistent left-to-right mental number line. This means they prefer to order lower numbers on the left and higher numbers on the right.

    Our study has confirmed bees prefer to order higher numbers on the right. But we also found bees preferred to visit the right side of the screen. The preference of bees to order numbers from left-to-right and to visit the right side of the circular screen interacted in an intriguing way.

    The bees in our study showed a preference for higher numbers on the right, but not for lower numbers on the left. This could be because the right-side bias we observed cancelled out the preference for smaller numbers on the left.

    Taken together, the findings of both studies confirm that bees do possess a left-to-right mental number line and also that they have a bias towards the right side of their visual space.

    Our team suggests such biases – for example, how most humans are right-handed – may be an important part of how brains make sense of ordering information in the world.

    The birds and the bees (and the apes)

    By looking at the behaviours of animals, we can sometimes learn more about ourselves.

    These two recent studies on bees show there is a complex interaction between ordering numbers and how spatial relationships are processed by an insect brain.

    We now know that the preference to order numbers from left to right exists in several very different animal groups: insects, birds and apes. Perhaps evolution has landed on this preference as an advantageous way to process complex information.

  • MIL-OSI Global: U.S. tariff threat: How it will impact different products and industries

    U.S. President Donald Trump has agreed to pause his planned tariffs on Canada and Mexico for at least 30 days following talks with the leaders of both countries. Previously, a senior Canadian governmental official had said Trump’s 25 per cent tariff on most Canadian goods was expected to come into effect on Feb. 4.

    If implemented, this tariff will have significant economic consequences on both sides of the border, as the U.S. and Canada share one of the largest bilateral trade relationships in the world.

    A key concern is the highly integrated supply chains between the two countries. Many goods cross the border multiple times as intermediate inputs before becoming final products. Imposing tariffs at any point in this supply chain will raise production costs and increase prices for a wide range of goods traded between the U.S. and Canada.

    For Canada, the tariffs on Canadian products will significantly affect Canada’s competitiveness in the U.S. market by driving up prices. Such tariffs could pose serious challenges for various sectors in Canada, given the country’s heavy reliance on the U.S. economy.

    Effects on different sectors

    The impact of U.S. tariffs on Canadian prices is likely to differ across sectors and products, depending on their reliance on the U.S. market.

    Sectors with a higher dependence on U.S. trade are likely to experience more severe disruptions. If the tariffs make certain products uncompetitive, Canadian producers may struggle to secure alternative markets in the short term.

    Industries such as agriculture, manufacturing and energy will experience varying degrees of impact. Energy products and motor vehicles, which represent Canada’s largest exports to the U.S., are expected to be among the most adversely affected.

    In the agricultural and forestry sector, wood and paper products, along with cereals, are among Canada’s largest exports to the U.S., with the U.S. accounting for 86 to 96 per cent of these exports, according to data from the World Integrated Trade Solution.

    In the energy and mineral sector, crude oil is Canada’s top export, reaching US$143 billion in 2023, with 90 per cent destined for the U.S. Given its critical role as Canada’s largest export across all sectors, it is not surprising that Trump has noted crude oil would be subject to a lower tariff of 10 per cent.

    Canada’s dependence on U.S. trade

    When examining the impact on different products, it’s not only the value of trade that matters, but also the share of trade. The share of trade indicates how reliant Canada is on the U.S. compared to other markets.

    A high trade share with the U.S. suggests a product is particularly vulnerable to trade disruptions, as Canada depends heavily on the U.S. market for that product. Conversely, a lower share indicates that Canada has diversified suppliers, which reduces its dependence on the U.S.

    For instance, in 2023, Canada’s top exports to the U.S. included vehicles and parts, nuclear machinery and plastics, according to data from the World Integrated Trade Solution. The U.S. accounted for 93 per cent of vehicle and parts exports, 82 per cent of nuclear machinery exports, and 91 per cent of plastics exports.

    This data highlights Canada’s extreme dependence on the U.S. market, making these industries within the manufacturing sector highly susceptible to the tariff. This could harm jobs in the manufacturing sector, which is vital to employment in Canada, providing jobs for over 1.8 million people.

    Canada’s reliance on the U.S. is also evident in imports. In 2023, vehicle imports totalled US$92 billion, with the U.S. accounting for 58 per cent of that amount.

    The dependence is also evident in the agri-food and forestry sector, where Canada heavily relies on U.S. imports. This suggests that retaliatory tariffs on agricultural goods from the U.S. could have a substantial impact on food prices in Canada.

    Retaliatory tariffs and inflationary pressures

    Canada has announced it’s imposing $155 billion of retaliatory tariffs on U.S. imports in response. This could contribute to inflationary pressures within Canada.

    Prime Minister Justin Trudeau says this includes immediate tariffs on $30 billion worth of goods as of Tuesday, followed by further tariffs on $125 billion worth of American products in 21 days’ time to “allow Canadian companies and supply chains to seek to find alternatives.”

    This will include tariffs on “everyday items such as American beer, wine and bourbon, fruits and fruit juices, including orange juice, along with vegetables, perfume, clothing and shoes,” and also on major consumer products like household appliances, furniture and sports equipment, and materials like lumber and plastics.

    Given Canada’s significant dependence on U.S. imports, the retaliatory tariffs will raise the cost of American goods entering the country, further driving up consumer prices and exacerbating inflation.

    In its latest policy rate announcement, the Bank of Canada warned of the severe economic consequences of Trump’s tariffs, highlighting their potential to reverse the current downward trend in inflation.

    What should Canada do now?

    Canada must extend its economic diplomacy efforts beyond the Trump administration, engaging with the U.S. Congress and Senate to advocate for the reconsideration of tariffs on Canadian goods. The Canadian government should persist in leveraging this channel to push for a reversal of the tariffs. This kind of broader negotiation remains the most effective approach to mitigating trade tensions and ensuring stable economic relations with the U.S.

    At the same time, Canada must reduce dependence on the U.S. market by adopting a comprehensive export diversification strategy. While the U.S. remains a convenient and accessible trade partner, expanding into emerging and developing markets would help mitigate risks and create more stable long-term trade opportunities.

    One effective way to achieve export diversification is by expanding free trade agreements (FTAs) with emerging and developing economies. Currently, Canada has 15 FTAs covering about 51 countries, but there is room for expansion. However, signing FTAs alone is insufficient; Canada must ensure these agreements translate into tangible trade growth with partner countries.

    International politics is increasingly shaping global trade, making it imperative for Canada to proactively manage diplomatic and trade relations. In recent years, tensions have emerged with key partners such as China, India and Saudi Arabia. These countries could all become potential markets for Canadian products. Given that China is Canada’s second-largest export destination, there is significant potential to expand trade ties.

    Additionally, countries like the United Arab Emirates present promising markets, particularly for agricultural products, as the UAE imports about 90 per cent of its food.

    Boosting innovation and productivity

    Canada stands at a critical juncture in its trade relationship with the U.S. While diplomatic efforts remain essential to averting harmful tariffs, they cannot be the country’s only line of defence.

    Boosting productivity is one of the most effective ways for Canada to improve its competitiveness in global markets. Canadian producers should prioritize innovation and the adoption of advanced technologies to enhance efficiency and maintain a competitive edge, particularly as they seek to expand beyond the U.S.

    In response to potential U.S. tariffs, the Canadian government should implement a bailout strategy to provide short-term relief and mitigate revenue losses to firms that will be mostly affected. Additionally, Canada should leverage its embassies and consulates worldwide to promote exports and help affected firms identify and access new market opportunities.

    By doing this, Canada can position itself as a more self-reliant and competitive player in the global economy — one less vulnerable to shifting U.S. policies.

    Every day, untold numbers of our friends, relatives, neighbors, and coworkers are affected by the devastating affliction of heart disease.  As the Nation’s leading cause of death, cardiovascular disease has stolen infinite lives, crushed countless families, and imposed unimaginable heartbreak upon Americans of every walk of life.  This American Heart Month, we mourn and pray for those we have lost and recommit ourselves to ending the deadly plight of heart disease once and for all.

    Thanks to advancements in medicine, science, and technology, our Nation has made tremendous strides in combatting heart disease — and the American people are now better equipped than ever before to receive lifesaving treatments, respond to medical complications, and modify behavior and habits to ensure they can lead long and healthy lives.  

    But even one soul lost to heart disease is a tragedy beyond comprehension.  To that end, my Administration will work diligently to save lives, lower healthcare costs, and foster a stronger, safer, and healthier future for every citizen.  For as long as I am President, I will always be an unwavering advocate for improving the health of every American.

    The first step in confronting the cardiac disease crisis is taking concrete action to lower the odds of diagnosis — and encouraging those in our lives to take all necessary measures to root out unhealthy habits.  Research has consistently shown that risk factors contributing to heart disease include obesity, high blood pressure and cholesterol, lack of exercise, excessive alcohol use, and smoking.  Making small adjustments to our health and routines can yield extraordinary and even life-saving results.  My Administration is also steadfastly committed to cracking down on Big Pharma and ending the chronic disease epidemic.  And we will fulfill our pledge to investigate what has caused the decades-long increase in health problems and childhood diseases — including obesity, autoimmune disorders, infertility, and autism.  As Americans, we owe it to ourselves and our families to take care of our bodies — and to cherish God’s gift of life for as long and as vigorously as we can.

  • MIL-OSI Australia: Don’t clear native vegetation if you want high crop yields

    South Australian ecologists have provided irrevocable proof why native vegetation is critical for healthy crop yields and should be protected in agricultural regions.

    In the first study of its kind in South Australia, UniSA scientists evaluated the impact of native roadside (linear) vegetation and small, isolated patches of (fragment) vegetation on pollination rates and crop yields for canola and faba beans in the Yorke Peninsula.

    Canola and faba bean pods within 200 metres of native vegetation – where pollinating insects live – produced more seeds and subsequently higher yields than those unpollinated by animals.

    UniSA ecologist Associate Professor Sophie (Topa) Petit says the increase in seed set near vegetation, compared to the centre of a field, was up to 20% higher for canola and 12% higher for faba beans. The larger patches of vegetation produced the best results.

    According to first author, PhD student Bianca Amato, “the results are significant, given the study area has been extensively cleared for agriculture over time, containing less than 13% of native vegetation, and roadside vegetation is often the only habitat for pollinating insects in that region.”

    “The findings confirm that both fragment and roadside vegetation improve pollination and crop yields. Roadside vegetation plays a strong role but is often threatened by clearance,” Amato says.

    “Pollinators are essential for sustainable farming, although their habitat is often overlooked in intensive agriculture. Preserving roadside vegetation and remnant patches could provide a simple way to support both biodiversity and crop production.”

    The research, recently published in Agriculture, Ecosystems & Environment, challenges the common practice of clearing native vegetation to expand cropping areas, suggesting that such actions may inadvertently reduce long-term productivity

    In the wake of the findings, the UniSA researchers are calling on governments to offer farmers incentives to restore native vegetation, not only to boost crop yields, but also to conserve biodiversity.

    “Strips of trees and bushes lining fields and roads are a familiar part of the Australian landscape. Some people assume this vegetation has little value apart from picturesque scenery, but our research shows just how important native vegetation is in supporting pollinators and increasing crop yields,” Amato says.

    Enacting data security requirements for online ticket sellers and requires the sharing of information between the FTC and law enforcement; and
    Requiring a report to Congress on BOTS enforcement.

  • MIL-OSI USA: NASA’s InSight Finds Marsquakes From Meteoroids Go Deeper Than Expected

    With help from AI, scientists discovered a fresh crater made by an impact that shook material as deep as the Red Planet’s mantle.
    Meteoroids striking Mars produce seismic signals that can reach deeper into the planet than previously known. That’s the finding of a pair of new papers comparing marsquake data collected by NASA’s InSight lander with impact craters spotted by the agency’s Mars Reconnaissance Orbiter (MRO).
    The papers, published on Monday, Feb. 3, in Geophysical Research Letters (GRL), highlight how scientists continue to learn from InSight, which NASA retired in 2022 after a successful extended mission. InSight set the first seismometer on Mars, detecting more than 1,300 marsquakes, which are produced by shaking deep inside the planet (caused by rocks cracking under heat and pressure) and by space rocks striking the surface.
    By observing how seismic waves from those quakes change as they travel through the planet’s crust, mantle, and core, scientists get a glimpse into Mars’ interior, as well as a better understanding of how all rocky worlds form, including Earth and its Moon.

    Researchers have in the past taken images of new impact craters and found seismic data that matches the date and location of the craters’ formation. But the two new studies represent the first time a fresh impact has been correlated with shaking detected in Cerberus Fossae, an especially quake-prone region of Mars that is 1,019 miles (1,640 kilometers) from InSight.
    The impact crater is 71 feet (21.5 meters) in diameter and much farther from InSight than scientists expected, based on the quake’s seismic energy. The Martian crust has unique properties thought to dampen seismic waves produced by impacts, and researchers’ analysis of the Cerberus Fossae impact led them to conclude that the waves it produced took a more direct route through the planet’s mantle.
    InSight’s team will now have to reassess their models of the composition and structure of Mars’ interior to explain how impact-generated seismic signals can go that deep.
    “We used to think the energy detected from the vast majority of seismic events was stuck traveling within the Martian crust,” said InSight team member Constantinos Charalambous of Imperial College London. “This finding shows a deeper, faster path — call it a seismic highway — through the mantle, allowing quakes to reach more distant regions of the planet.”
    Spotting Mars Craters With MRO
    A machine learning algorithm developed at NASA’s Jet Propulsion Laboratory in Southern California to detect meteoroid impacts on Mars played a key role in discovering the Cerberus Fossae crater. In a matter of hours, the artificial intelligence tool can sift through tens of thousands of black-and-white images captured by MRO’s Context Camera, detecting the blast zones around craters. The tool selects candidate images for examination by scientists practiced at telling which subtle colorations on Mars deserve more detailed imaging by MRO’s High-Resolution Imaging Science Experiment (HiRISE) camera.
    “Done manually, this would be years of work,” said InSight team member Valentin Bickel of the University of Bern in Switzerland. “Using this tool, we went from tens of thousands of images to just a handful in a matter of days. It’s not quite as good as a human, but it’s super fast.”
    Bickel and his colleagues searched for craters within roughly 1,864 miles (3,000 kilometers) of InSight’s location, hoping to find some that formed while the lander’s seismometer was recording. By comparing before-and-after images from the Context Camera over a range of time, they found 123 fresh craters to cross-reference with InSight’s data; 49 of those were potential matches with quakes detected by the lander’s seismometer. Charalambous and other seismologists filtered that pool further to identify the 71-foot Cerberus Fossae impact crater.
    Deciphering More, Faster
    The more scientists study InSight’s data, the better they become at distinguishing signals originating inside the planet from those caused by meteoroid strikes. The impact found in Cerberus Fossae will help them further refine how they tell these signals apart.
    “We thought Cerberus Fossae produced lots of high-frequency seismic signals associated with internally generated quakes, but this suggests some of the activity does not originate there and could actually be from impacts instead,” Charalambous said.
    The findings also highlight how researchers are harnessing AI to improve planetary science by making better use of all the data gathered by NASA and ESA (European Space Agency) missions. In addition to studying Martian craters, Bickel has used AI to search for landslides, dust devils, and seasonal dark features that appear on steep slopes, called slope streaks or recurring slope linae. AI tools have been used to find craters and landslides on Earth’s Moon as well.
    “Now we have so many images from the Moon and Mars that the struggle is to process and analyze the data,” Bickel said. “We’ve finally arrived in the big data era of planetary science.”

    JPL managed InSight for the agency’s Science Mission Directorate. InSight was part of NASA’s Discovery Program, managed by the agency’s Marshall Space Flight Center in Huntsville, Alabama. Lockheed Martin Space in Denver built the InSight spacecraft, including its cruise stage and lander, and supported spacecraft operations for the mission.

  • MIL-OSI USA: 30 Years Ago: STS-63, First Shuttle and Mir Rendezvous Mission

    The first shuttle mission of 1995, STS-63 included several historic firsts. As part of Phase 1 of the International Space Station program, space shuttle Discovery’s 20th flight conducted the first shuttle rendezvous with the Mir space station, in preparation for future dockings. The six-person crew included Commander James Wetherbee, Pilot Eileen Collins – the first woman to pilot a space shuttle mission – Payload Commander Bernard Harris, and Mission Specialists Michael Foale, Janice Voss, and Vladimir Titov. The spacewalk conducted during the mission included the first African American and the first British born astronauts to walk in space. The crew conducted 20 science and technology experiments aboard the third flight of the Spacehab module. The astronauts deployed and retrieved the SPARTAN-204 satellite that during its two-day free flight carried out observations of galactic objects using an ultraviolet instrument. 

    NASA announced the six-person STS-63 crew in September 1993 for a mission then expected to fly in May 1994. Wetherbee, selected by NASA in 1984, had already flown twice in space, as pilot on STS-32 and commander of STS-52. For Collins, selected in the class of 1990 as the first woman shuttle pilot, STS-63 marked her first spaceflight. Also selected in 1990, Harris had flown previously on STS-55 and Voss on STS-57. Foale, selected as an astronaut in 1987, had flown previously on STS-45 and STS-56. Titov, selected as a cosmonaut in 1976, had flown two previous spaceflights – a two-day aborted docking mission to Salyut-7 and the first year-long mission to Mir – and survived a launch pad abort. He served as backup to Sergei Krikalev on STS-60, who now served as Titov’s backup. 

    Space shuttle Discovery arrived back at NASA’s Kennedy Space Center in Florida on Sept. 27, 1994, after a ferry flight from California following its previous mission, STS-64. Workers towed it to the Orbiter Processing Facility the next day. Following installation of the Spacehab, SPARTAN, and other payloads, on Jan. 5, 1995, workers rolled Discovery from the processing facility to the Vehicle Assembly Building for mating with an external tank and twin solid rocket boosters. Rollout to Launch Pad 39B took place on Jan. 10. On Jan. 17-18, teams conducted the Terminal Countdown Demonstration Test, a dress rehearsal for the countdown to launch planned for Feb. 2, with the astronaut crew participating in the final few hours as they would on launch day. They returned to Kennedy on Jan. 29 for final pre-launch preparations. On Feb. 2, launch teams called a 24-hour scrub to allow time to replace a failed inertial measurement unit aboard Discovery. 

    On Feb. 3, Discovery and its six-person crew lifted off from Launch Pad 39B at 12:22 a.m. EST, the time dictated by orbital mechanics – Discovery had to launch into the plane of Mir’s orbit. Within 8.5 minutes, Discovery had reached orbit, for the first time in shuttle history at an inclination of 51.6 degrees, again to match Mir’s trajectory. Early in the mission, one of Discovery’s 44 attitude control thrusters failed and two others developed minor but persistent leaks, threatening the Mir rendezvous.  

    On the mission’s first day in space, Harris and Titov activated the Spacehab module and several of its experiments. Wetherbee and Collins performed the first of five maneuvers to bring Discovery within 46 miles of Mir for the final rendezvous on flight day four. Teams on the ground worked with the astronauts to resolve the troublesome thruster problems to ensure a safe approach to the planned 33 feet. On flight day 2, as those activities continued, Titov grappled the SPARTAN satellite with the shuttle’s robotic arm and lifted it out of the payload bay. Scientists used the ultraviolet instrument aboard SPARTAN to investigate the ultraviolet glow around the orbiter and the aftereffects of thruster firings. The tests complete, Titov placed SPARTAN back in the payload bay.

    On flight day three, the astronauts continued working on science experiments while Wetherbee and Collins completed several more burns for the rendezvous on flight day four, the thruster issues resolved to allow the close approach to 33 feet. Flying Discovery manually from the aft flight deck, and assisted by his crew mates, Wetherbee slowly brought the shuttle to within 33 feet of the Kristall module of the space station. The STS-63 crew communicated with the Mir-17 crew of Aleksandr Viktorenko, Elena Kondakova, and Valeri Polyakov via VHF radio, and the crews could see each other through their respective spacecraft windows. After station-keeping for about 10 minutes, Wetherbee slowly backed Discovery away from Mir to a distance of 450 feet. He flew a complete circle around Mir before conducting a final separation maneuver. 

    On the mission’s fifth day, Titov once again grappled SPARTAN with the robotic arm, but this time after raising it above the payload bay, he released the satellite to begin its two-day free flight. Wetherbee steered Discovery away from the departing satellite. During its free flight, the far ultraviolet imaging spectrograph aboard SPARTAN recorded about 40 hours of observations of galactic dust clouds. During this time, the astronauts aboard the shuttle continued work on the 20 experiments in Spacehab and prepared for the upcoming spacewalk. 

    Wetherbee and the crew flew the second rendezvous of the mission on flight day seven to retrieve SPARTAN. Voss operated the robotic arm to capture and stow the satellite in the payload bay following its 43-hour free flight. Meanwhile, Foale and Harris suited up in the shuttle’s airlock and spent four hours breathing pure oxygen to rid their bodies of nitrogen to prevent decompression sickness, also known as the bends, when they reduced their spacesuit pressures for the spacewalk. 

    Foale and Harris exited the airlock minutes after Voss safely stowed SPARTAN. With Titov operating the robotic arm, Harris and Foale climbed aboard its foot restraint to begin the first phase of the spacewalk, testing modifications to the spacesuits for their thermal characteristics. Titov lifted them well above the payload bay and the two spacewalkers stopped moving for about 15 minutes, until their hands and feet got cold. The spacewalk then continued into its second portion, the mass handling activity. Titov steered Foale above the SPARTAN where he lifted the satellite up and handed it off to Harris anchored in the payload bay. Harris then moved it around in different directions to characterize handling of the 2,600-pound satellite. Foale and Harris returned to the airlock after a spacewalk lasting 4 hours 39 minutes. 

    The day following the spacewalk, the STS-63 crew finished the science experiments, closed down the Spacehab module, and held a news conference with reporters on the ground. Wetherbee and Collins tested Discovery’s thrusters and aerodynamic surfaces in preparation for the following day’s reentry and landing. The next day, on Feb. 11, they closed Discovery’s payload bay doors and put on their launch and entry suits. Wetherbee guided Discovery to a smooth landing on Kennedy’s Shuttle Landing Facility, ending the historic mission after eight days, six hours, and 28 minutes. They orbited the Earth 129 times. The mission paved the way for nine shuttle dockings with Mir beginning with STS-71, and 37 with the International Space Station. Workers at Kennedy towed Discovery to the processing facility to prepare it for its next mission, STS-70 in July 1995. 
    Over the next three years, Wetherbee, Collins, Foale, and Titov all returned to Mir during visiting shuttle flights, with Foale staying aboard as the NASA-5 long-duration crew member. Between 2001 and 2005, Wetherbee, Collins, and Foale also visited the International Space Station. Wetherbee commanded two assembly flights, Collins commanded the return to flight mission after the Columbia accident, and Foale commanded Expedition 8.

  • MIL-OSI USA: Station Nation: Meet Tandra Gill Spain, Computer Resources Senior Project Manager in the Avionics and Software Office

    For astronauts aboard the International Space Station, staying connected to loved ones and maintaining a sense of normalcy is critical. That is where Tandra Gill Spain, a computer resources senior project manager in NASA’s Avionics and Software Office, comes in. Spain leads the integration of applications on Apple devices and the hardware integration on the Joint Station Local Area Network, which connects the systems from various space agencies on the International Space Station. She also provides technical lead support to the Systems Engineering and Space Operations Computing teams and certifies hardware for use on the orbiting laboratory. 
    Spain shares about her career with NASA and more. Read on to learn about her story, her favorite project, and the advice she has for the next generation of explorers. 

    Where are you from? 
    I am from Milwaukee, Wisconsin. 
    Tell us about your role at NASA. 
    I am the Apple subsystem manager where I lead the integration of applications on Apple devices as well as the hardware integration on the Joint Station Local Area Network. We use a variety of different software but I work specifically with our Apple products. I also provide technical lead support to the Systems Engineering and Space Operations Computing teams. In addition, I select and oversee the certification of hardware for use on the International Space Station, and I research commonly used technology and assess applicability to space operations.   
    How would you describe your job to family or friends who may not be familiar with NASA?

    I get the opportunity to provide the iPads and associated applications that give astronauts the resources to access the internet. Having access to the internet affords them the opportunity to stay as connected as they desire with what is going on back home on Earth (e.g., stream media content, stay in touch with family and friends, and even pay bills). I also provide hardware such as Bluetooth speakers, AirPods, video projectors, and screens. 
    How long have you been working for NASA? 
    I have been with the agency for 30 years, including 22 years as a contractor. 
    What advice would you give to young individuals aspiring to work in the space industry or at NASA? 
    I have found that there is a place for just about everyone at NASA, therefore, follow your passion.  Although many of us are, you don’t have to be a scientist or engineer to work at NASA. Yearn to learn.  Pause and listen to those around you. You don’t know what you don’t know, and you will be amazed what gems you’ll learn in the most unexpected situations. 
    Additionally, be flexible and find gratitude in every experience. Many of the roles that I’ve had over the years didn’t come from a well-crafted, laid-out plan that I executed, but came from taking advantage of the opportunities that presented themselves and doing them to the best of my ability. 

    What was your path to NASA? 
    I moved to Houston to work at NASA’s Johnson Space Center immediately upon graduating from college. 
    Is there someone in the space, aerospace, or science industry that has motivated or inspired you to work for the space program? Or someone you discovered while working for NASA who inspires you?  
    I spent over half of my career in the Astronaut Office, and I’ve been influenced in different ways by different people, so it wouldn’t be fair to pick just one! 
    What is your favorite NASA memory? 
    I’ve worked on so many meaningful projects, but there are two recent projects that stand out.
    Humans were not created to be alone, and connection is extremely important. I was able to provide a telehealth platform for astronauts to autonomously video conference with friends and family whenever an internet connection is available. Prior to having this capability, crew were limited to one scheduled video conference a week. It makes me emotional to think that we have moms and dads orbiting the Earth on the space station and they can see their babies before they go to bed, when they wake up in the morning, or even in the middle of the night if needed.  
    In addition, since iPads are used for work as well as personal activities on station, it is important for my team to be able to efficiently keep the applications and security patches up to date. We completed the software integration and are in the process of wrapping up the certification of the Mac Mini to provide this capability. This will allow us to keep up with all software updates that Apple releases on a regular basis and minimize the amount of crew and flight controller team time associated with the task by approximately 85%. 

    What do you love sharing about station? What’s important to get across to general audiences to help them understand the benefits to life on Earth? 
    When I speak to the public about the space station, I like to compare our everyday lives on Earth to life on the station and highlight the use of technology to maintain the connection to those on Earth. For example, most people have a phone. Besides making a phone call, what do you use your phone for? It is amazing to know that the same capabilities exist on station, such as using apps, participating in parent teacher conferences, and more. 
    If you could have dinner with any astronaut, past or present, who would it be? 
    I would have dinner with NASA astronaut Ron McNair. He graduated from the same university as I did, and I’ve heard great stories about him. 
    Do you have a favorite space-related memory or moment that stands out to you? 
    As I mentioned previously, human connection is extremely important. As an engineer in the Astronaut Office, I worked on a project that provided more frequent email updates when Ku-Band communication was available. Previously, email was synced two to three times a day, and less on the weekend. When the capability went active, I sent the first email exchange. 
    What are some of the key projects you’ve worked on during your time at NASA? What have been your favorite?  
    There have been so many projects over the past 30 years that I don’t think I could select just one. There is something however, that I’ve done on many occasions that has brought me pure joy, which is attending outreach events as Johnson’s “Cosmo” mascot, especially Houston Astros games.    

    What are your hobbies/things you enjoy outside of work? 
    I enjoy crafting, traveling, mentoring students in Pearland Independent School District, spending time with family, and my Rooted Together community.

  • MIL-OSI United Nations: Civil Society Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg, the reports of which the Committee will review this week.

    In relation to the Democratic Republic of the Congo, speakers raised concerns regarding gender-based violence and abuse of internally displaced women and girls in the context of the escalating conflict, and the impact of the withdrawal of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo.

    On Nepal, speakers addressed discrimination against vulnerable women, including indigenous women and girls, lesbian, bisexual, transgender and intersex women, and women sex workers; anti-discrimination legislation; and the participation of women in political processes.

    Non-governmental organizations speaking on Belarus raised topics including the dissolution of civil society organizations, imprisonment of women human rights defenders, and barriers to access to justice for women.

    Regarding Luxembourg, a speaker raised issues related to a lack of gender sensitive policies and measures to address intersecting forms of discrimination, and the subordination of women through the social system.

    The National Human Rights Commissioner of the Democratic Republic of the Congo spoke on the country, as did the following non-governmental organizations: Centre for Migration, Gender, and Justice; Groupe d’Action pour les Droits de la Femme; and SAVIE ASBL LGBT.

    Regarding Nepal, the following non-governmental organizations spoke: Forum for Women, Law and Development; Feminist Dalit Organization; Nepal Indigenous Women Federation; Sex Workers and Allies South Asia and Team; Campaign for Change, Mitini Nepal, and Intersex Asia; and Visible Impact.

    The following non-governmental organizations spoke on Belarus: Belarusian Helsinki Committee; Human Constanta; Belarusian Congress of Democratic Trade Unions; Coalition against gender-based and domestic violence; and Our House.

    A representative of the Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights spoke on Luxembourg.

    The Committee also held an informal meeting with the Working Group on Business and Human Rights and representatives from civil society and the business sector on “increasing the bottom line through smart, gender-inclusive, rights-focused approaches in digitisation.”

    Opening the meeting, Nahla Haidar, the newly elected Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past.  She called for action to prevent bias and discrimination against women through cyber-enabled modalities; expand women’s economic opportunities in the new digital era; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    In the meeting, speakers discussed topics such as measures to prevent discrimination of women in the private sector, and particularly in the field of technology; measures to promote access to science, technology, engineering and maths education for women; measures to address the impacts of artificial intelligence on women; and measures to protect women’s rights in the energy transition era.

    Committee Experts and members of the Working Group spoke in the meeting, as did representatives of the United Nations Office of the High Commissioner for Human Rights, the World Trade Organization, and various private sector and civil society organizations.

    NAHLA HAIDAR, Committee Chairperson, said that during each session, the Committee invited national and international non-governmental organizations to informal public meetings to provide specific information on the States parties that were scheduled for consideration by the Committee.  She welcomed the representatives of non-governmental organizations and national human rights institutions that had come to provide information on the States parties whose reports were being considered this week: Democratic Republic of the Congo, Nepal, Belarus and Luxembourg.

    Democratic Republic of the Congo

    On the Democratic Republic of the Congo, speakers, among other things, said violence against displaced persons was on the rise in the State.  Gender-based violence, specifically, was rampant, leaving survivors with limited access to justice.  Displaced women had a lack of access to reproductive health care and were giving birth in unsafe conditions.  The economic struggles that displaced women and girls faced were equally alarming.  With scarce income opportunities, many were driven to survival sex, which exposed them to sexual exploitation and abuse.

    The withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo raised real concerns.  Plans from national authorities to take on the responsibilities of the Mission remained lacking.  Armed militias and members of the security forces continued to abuse women with impunity.  There were also “tolerance houses” where internally displaced women and girls were sexually abused.  Justice remained inaccessible for most survivors.

    Speakers called on the Government to bolster administrative capacities; ensure the transfer of United Nations facilities to the armed forces; investigate “tolerance houses” and hold perpetrators of gender-based violence criminally liable; control the spread of weapons; and ensure justice and dignity for all women in the State.  Speakers also called for a national migration strategy that was gender-responsive; mechanisms for gender-based violence prevention, mitigation, and response; provision of health services and resources, especially with regards to maternity health, that connected to related concerns such as food insecurity and nutrition; and programmes to expand livelihood provisions that supported displaced women and girls.

    Nepal

    Speakers said Nepal had yet to enact a robust anti-discrimination law, making women more vulnerable to abuse. There was a need to criminalise discrimination against women and eliminate all discriminatory legal provisions against them.  The State party also needed to allocate sufficient human and financial resources to public bodies working on women’s rights.  Appropriate support needed to be provided to women victims of violence.

    Fifteen per cent of Nepal’s population of women faced multiple forms of discrimination; many women faced social exclusion and violence.  Some girls did not report crimes due to a lack of trust in the justice system.

    Nepal needed to amend the Constitution to address historical discrimination of indigenous women and to recognise the customary laws of indigenous people.  The Government needed to amend the act on the rights of persons with disabilities to address the rights of indigenous women with disabilities. Access to justice needed to be promoted for indigenous women and women with disabilities.

    Nepal had failed to ratify the Palermo Protocol, and human trafficking and sex work were treated as the same in the country.  Sex workers faced various forms of discrimination and violence.  Nepal’s legislation had a direct impact on sex workers’ access to citizenship.  Legislation on trafficking in persons needed to be amended to differentiate between trafficking and sex work.  The Government also needed to facilitate sex workers’ access to citizenship and promote awareness raising campaigns on the rights of sex workers.

    Lesbian, bisexual, transgender and intersex girls faced harmful treatment and violence, and systematic discrimination in education and healthcare in Nepal, and the Government had failed to act in response.  The Government needed to ensure such women could access single women’s allowances, redefine marriage to include gender-free terminology, and support this group’s access to rights.

    Education on sexual and reproductive health remained optional and inadequate in Nepal.  It needed to be made compulsory.  Legislation needed to be amended to fully decriminalise abortion, particularly abortions in cases of rape.  The State also needed to amend legislation to include sexual and reproductive health and rights and sensitise health care providers and community members on safe births.  It further needed to decriminalise sexual relations between consenting adolescents under the age of 18.

    The meaningful participation of women in political processes was lacking; many women politicians faced violence. Nepal needed to investigate historic violence against marginalised women, collect disaggregated data on women, enhance women’s leadership capacities, take measures to eliminate discrimination against marginalised women and girls, and provide quality health services to all women and girls, particularly indigenous women, at a minimal cost.

    Belarus

    Speakers on Belarus said the Constitution did not provide effective protection against discrimination. Women’s rights to education and health care were limited. Belarus had institutionalised discriminatory food provisions; women and girls were not able to access fruit and nuts, leading to long-term health risks.

    Access to justice for women was undermined by the persistent persecution of women human rights defenders.  Women activists had been falsely labelled as terrorists despite their peaceful actions.  The State had systematically dissolved various civil society organizations, including many that supported women.  Almost 2,000 non-governmental organizations had been forced to liquidate. All women’s organizations that had prepared shadow reports to the Committee for the last review had been liquidated.  It was immensely difficult to find legal assistance due to the political suppression of lawyers.  In 2022, the Government had forcibly liquidated all trade unions.  Six women trade union activists remained in prisons.

    At least 139 women were political prisoners in Belarus.  They lacked access to healthcare and were persistently ill-treated. Imprisoned women faced forced labour and modern forms of slavery.  If women refused to work, they were put in “cages of shame” and forced to stand outside for several hours.  Women prisoners earned between five and 10 euros per month and faced harsh penalties for not meeting quotas.

    When domestic violence cases were reported to police, police screened the political activities of the victim rather than provide support.  Victims and aggressors were invited together to meetings with authorities, promoting impunity.

    Women migrants were vulnerable to trafficking and violence.  Domestic violence was not a ground for asylum in Belarus. 

    Luxembourg

    No non-governmental organizations spoke on the situation of women in Luxembourg.

    Questions by Committee Experts

    A Committee Expert said that there were many laws and policies for women in the Democratic Republic of the Congo, but there was weak implementation.  How was the transitional justice policy being implemented for women? Was there a plan to promote the security of women and girls in the Democratic Republic of the Congo?

    The Expert shared the non-governmental organizations’ concern regarding the suppression of civil society in Belarus. Were there plans to update the national action plan on human rights in Belarus, and were there plans to establish a national human rights institution?

    Another Expert asked about anti-trafficking activities being carried out in the Democratic Republic of the Congo. To what extent were women represented in local governments and decision-making bodies in Nepal?

    One Committee Expert asked about financial resources devoted to implementing the national gender equality plan in Nepal.  What were areas of concern related to sexual and reproductive health services in Belarus?

    A Committee Expert asked about problems regarding access to justice for Dalit women in Nepal.  How common was the dowry custom in Nepal?  Why was the dowry for younger women and girls lower?

    Another Committee Expert asked if the Democratic Republic of the Congo had laws on the accountability of military personnel and contractors involved in violence against women.  What social protection system and benefits did Belarus have for women and girls?

    One Committee Expert asked about legal provisions that needed to be challenged.  What needed to be done to educate girls and society about the harms of the kumari practice in Nepal, which isolated girls from their community?

    A Committee Expert called for information on the Democratic Republic of the Congo’s national action plan on the development of the security forces.  What action had been taken to dismantle non-governmental armed groups in the east?  Was it still possible for non-governmental organizations in Belarus to protect women and interact with the Government?

    Responses by Non-Governmental Organizations

    Nepal

    Responding to questions on Nepal, speakers said there was a very low percentage of women in federal and provincial decision-making bodies in Nepal, and an even lower percentage of Dalit women. There needed to be increased representation of women in these bodies.  There were several laws that directly discriminated against women, including laws on legal residences, which considered women and girls’ residences as those of their husbands and fathers.  Divorced women lost their property rights.  It was prohibited to oppose gender biases in cultural and social practices.  Nepal’s laws did not recognise lesbian, bisexual, transgender and intersex women as minorities; this needed to be done.

    In Nepal, the parents of women paid dowries, and less dowry was paid for younger women.  Dowry payments were most prevalent in the south of the country. The Criminal Code criminalised this practice, but it still existed.

    Sexual and reproductive health education was part of the school curriculum but was no longer a compulsory subject.  There were also gaps in sexual and reproductive health legislation, with many marginalised women not able to access sexual and reproductive health services.

    Dalit women and other marginalised women could not easily access the justice system.  They were not made aware of where and how to access justice and faced violence and discrimination from the police because of their identity.

    Belarus

    Responding to questions on Belarus, speakers said Belarus’ Gender Equality Council did not include non-governmental organizations working on human rights and gender equality.  Belarus’ legislation on incitement to hatred was used to oppress women human rights defenders.  One such woman had been imprisoned for seven years under this legislation.  Raids, inspections and blocking of websites were tools used by the Government to restrict the activities of civil society organizations.

    Statements by National Human Rights Institutions

    Democratic Republic of the Congo

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said the Democratic Republic of the Congo was going through one of its darkest times in recent history, marked by the invasion of the M23 rebels in the east of the country, which was facing a protracted, violent crisis.  Many women and girls had been displaced and were facing heightened risks of sexual violence and rape.  The National Human Rights Commission had conducted investigations into sexual violence linked to conflict, engaging with competent institutions to address this problem and combat impunity.

    The Commission welcomed that the Government had implemented several measures to protect women and girls from sexual and gender-based violence, including a law criminalising such violence and enshrining access to justice for victims.  However, there was still a long way to go until these measures could effectively protect civilians from sexual and gender-based violence.  The number of internally displaced persons continued to grow, and there had been many cases of rape reported.  There needed to be increased funds to limit the circulation of small arms and light weapons, build new camps, and increase humanitarian aid for internally displaced persons.  Care for victims of sexual and gender-based violence needed to be given by trained professionals.

    The national fund for compensation for the victims of gender-based violence had helped victims to access care. The Commission also welcomed the organisation of travelling courts to combat impunity.  The Government needed to restore peace in the east and take steps to protect civilians from gender-based violence, and provide internally displaced persons with adequate aid.  Armed groups needed to respect the rules of international humanitarian law and implement an immediate ceasefire.  The international community needed to promote peace by adopting sanctions against M23 and other armed groups.

    Luxembourg

    LAURA CAROCHA, Human and Social Sciences Expert, Commission consultative des Droits de l’Homme du Grand-Duché de Luxembourg [Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights], welcomed the efforts made by Luxembourg to combat discrimination against women since the last report, while noting persistent shortcomings, including a social system that kept women in a subordinate position to men.  Luxembourg’s policy favoured a “neutral” approach that was not gender sensitive.  Ms. Carocha urged politicians to openly acknowledge this systemic patriarchal domination and to make the deconstruction of this mechanism a priority.  To this end, it was imperative that the Government finally implemented the principle of gender mainstreaming in a cross-cutting manner in all its policies. 

    Luxembourg’s equality efforts lacked an intersectional approach and the Government rarely addressed multiple and intersecting forms of discrimination.  Disability was conspicuously absent from the National Action Plan for Equality between Women and Men, while the gender dimension was neglected in the National Action Plan on Disability.  It was essential to have detailed data, disaggregated by gender, age, ethnicity, disability and education level, to better understand and address the different forms of discrimination that women faced.  The Government also needed to impose concrete actions on companies, municipalities and administrations in terms of gender equality and the fight against discrimination against women.

    All actions taken in the fight against discrimination against women needed to be carried out in close collaboration with civil society.  This cooperation needed to be translated into lasting partnerships and political will to ensure that the contributions of civil society were seriously considered in the decision-making process.

    Ms. Carocha concluded by calling for the recognition of multiple forms of discrimination, and a proactive and participatory response from the Government to gender inequalities rooted in societal dynamics.  This meant adopting structural solutions that addressed the root causes of discrimination.

    Questions by Committee Experts

    A Committee Expert offered condolences to the people of the Democratic Republic of the Congo, including families of civilians who had lost their lives. What did the National Human Rights Commission wish the Committee to highlight in the dialogue with the State party?

    Another Committee Expert asked about measures to prevent conflict-related gender-based violence in the Democratic Republic of the Congo.

    One Committee Expert asked if humanitarian aid groups were able to access Goma and deliver food, health and menstrual products?

    A Committee Expert expressed concern regarding the lack of participation from women’s organizations from Luxembourg in the dialogue.  What progress had been made in reforming the Constitution?  Was there an initiative to amend the timeframe for authorising abortions in the State?  The State party did not publish data broken down by origin.  Could data be provided on migrant workers in Luxembourg?

    Another Committee Expert asked about Luxembourg’s process for identifying stateless persons.

    Responses by National Human Rights Institutions

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said that in Goma, people in displacement camps had been bombarded.  They had no power and no water, and the Rwandese army was on its way in. The international community needed to assist the Democratic Republic of the Congo in creating humanitarian corridors to assist internally displaced persons fleeing the region.  The State had approved laws and measures on preventing sexual violence, but implementing these was a challenge, particularly in regions where the Government did not have control.  In the dialogue, the Committee needed to ask the Government to choose diplomacy over other means, as the population was dying for nothing. Those involved in the conflict needed to be prosecuted.  The international community needed to condemn the situation in the east and promote diplomacy.

    Meeting with the Working Group on Business and Human Rights

    Statements

    ANDREA ORI, Director, Groups in Focus Section, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, said that the meeting would address the nexus between business and human rights, and gender and digital technologies. Cooperation and practices in digital fields needed to not perpetrate discrimination against women.  There was room for improvement on measures addressing gender discrimination in the workplace, representation of women in leadership positions, workplace harassment, and labour rights for women. Women were over-represented in low-paying jobs.  Stereotypes hindered women’s access to finance and investments, and women had less access to technology and digital services.  Today’s discussion would focus on enhancing the promotion and protection of women.

    NAHLA HAIDAR, Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past.  Strategic, innovative modalities to better safeguard the rights of women and girls called for partnerships, joint approaches and harmonised frameworks.  Women needed to be engaged in digital developments from the beginning.  States needed to avoid the re-inventing of stereotypes, bias and discrimination and the perpetuation of violence against women through cyber-enabled modalities; safeguard women’s livelihoods and expand economic opportunities in the new digital era for them; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    This briefing was anticipated to be the first in a series of collaborative efforts to address substantive issues on women’s economic rights in a digital world based on the provisions of the Convention.  Business and human rights principles and the jurisprudence of the Committee and standards could be systematically deployed to uphold and respond to women’s rights protection and economic empowerment, particularly through inclusive digital technologies.

    Sadly, gender equality had often been constrained by interpretations outside the text of the Convention, resulting in persistent gender gaps and disparities.  Critical partnerships would enable the Committee to explore a collaborative and coordinated approach for bridging digital gender inequalities to create a more inclusive and equitable digital future for women and girls, one that was not only free of all forms of violence but also offered them equal opportunities to access and utilise digital technologies to boost their livelihoods and human capital assets.

    LYRA JAKULEVIČIENĖ, Chairperson of the Working Group on Business and Human Rights, said that this year, the Working Group was preparing a report on the use of artificial intelligence in businesses and its human rights impacts.  It focused on the deployment of artificial intelligence technologies and procurement by States and businesses, looking at biases and other issues.  The use of artificial intelligence and other technologies had many benefits and but also created concerns, including related to gender, and these would be captured in the report.  Synergy with the Committee would help both bodies to advance their agendas and strengthen the global protection of human rights, particularly for vulnerable women and girls.

    ESTHER EGHOBAMIEN-MSHELIA, Committee Expert, said 300 million fewer women than men had access to mobile internet globally.  Although about a third of small and medium enterprises were owned by women, women were under-represented in discussions on the global value chain.  States needed to focus on the energy transition and artificial intelligence technologies, as if they did not address issues in these fields, the gender gaps would widen.

    FERNANDA HOPENHAYM, Gender Focal Point of the Working Group on Business and Human Rights, said the United Nations Guiding Principles on Business and Human Rights had a cross-cutting gender perspective, and this needed to be addressed by States and businesses.  The Guiding Principles said that States needed to include a gender perspective in all policies on business and human rights.  It also called on businesses to respect human rights and to implement measures promoting diversity and inclusion.  Women needed to be able to access remedies in cases in which their rights were violated.  Technologies needed to be gender sensitive, responsive and transformative.

    Panel Discussion

    In the ensuing discussion, speakers, among other things, said women faced many barriers to accessing the labour market; these needed to be addressed.  Countries needed to change company cultures to address discrimination against women employees, and promote diversity and family-friendly policies.  Businesses needed to consider documents outlining the rights of women and girls, such as the Convention, and use tools to assess the effectiveness of gender equality measures.  They also needed to create an enabling environment for women.  Another key requirement was to conduct human rights due diligence with a gender lens.

    Some speakers expressed concerns related to discrimination against women in the technology sector.  Many companies lacked a gender lens when assessing their value chains and were not carrying out gender-related due diligence.  There was evidence of disproportionate harm to non-binary women and the targeting of women human rights defenders online.  Companies were actively amplifying gender biases.  The Committee and the Working Group needed to work with civil society and to call out companies by name when they violated human rights.  They also needed to promote corporate accountability and prevent regression.

    Speakers presented measures to change cultural mindsets to support women to succeed professionally; to promote a healthy work-life balance for women; to raise awareness of women’s rights among businesses; and to develop rules and tools to protect women and girls on social media platforms.

    Some speakers said technology could allow for greater access to education for women and girls, so women needed increased access to it.  One speaker said girls had less opportunities to study in fields such as programming and robotics.  With simple reforms and measures encouraging participation, more and more women and girls would choose information technology as a profession, they said.

    Some speakers expressed concerns that artificial intelligence technology was not sufficiently regulated.  It was possible for artificial intelligence systems to learn and reproduce societal biases and there were also privacy concerns regarding the data that these systems used.  One speaker presented efforts to eliminate biases in artificial intelligence systems and to develop tools to ensure that such systems respected human rights.

    One speaker called for respect for women’s rights in the energy transition.  Women had strong roles to play in preventing child labour in the energy sector and supporting children’s access to education.  Businesses needed to ensure women’s experiences were incorporated in energy transition programmes, and to finance science, technology, engineering and maths education programmes for women, speakers said.

    Not only this, the Minister said, even in difficult sectors like the Space, women-led projects have been hailed worldwide and cited the example of India’s Solar mission “Aditya L1” which is led by Nigar Shaji who became known as ISRO’s “Sunny Lady”.

He also said, from 2014 onwards, women empowerment has got a practical meaning with many of the welfare schemes including entrepreneurship promoting schemes like PM MUDRA and PM Vishwakarma schemes largely benefiting the women workforce. He further said, women entrepreneurship is being promoted in a big way under the leadership of Narendra Modi.

    Dr. Jitendra Singh also told the delegation that nearly 70 percent of the youth who have availed financial assistance under PM Mudra Yojana are women to set up their own means to earn livelihoods for themselves, and become job providers for others. He also asked the delegation to contribute at its best to realize the vision of Prime Minister Modi’s a developed India by 2047, adding that the government has taken upon itself to scale up capacity building of its youth population including the young women.

    The Union Minister further told, the exclusive asset of India, the traditional artisans and craftsmen, has been brought into the mainstream with the launch of PM Vishwakarma by the Prime Minister. He said, the traditional artisans and craftsmen are as integral as anything in Indian society who have kept alive the centuries old traditions and crafts of the country but were never taken care of since independence. He further said, it was only possible under the Modi regime that this integral part of the society is supported and skilled now with the launch of the new scheme and under this Scheme the Government is not only providing free training to the beneficiaries but also giving them stipend during the training period with no liability on parents of the artisans and craftsmen.

     

    Dr. Jitendra Singh also said, the Modi Government has taken many revolutionary steps to provide employment avenues to its youth populace by launching various schemes and also by revolutionizing the work culture in the country by combining the best features of Indian tradition with modernity keeping in view the diversity of the country.

    India’s commitment to cutting-edge biomedical research and innovation took a significant leap forward today with the dedication of the nation’s first Ferret Research Facility, the launch of the GARBH-INi-DRISHTI data repository, and the execution of a key technology transfer agreement. The events, held at the Translational Health Science and Technology Institute (THSTI) in the NCR Biotech Science Cluster, Faridabad, Haryana, were presided over by Dr. Rajesh Gokhale, Director General, Biotechnology Research and Innovation Council and Secretary, Department of Biotechnology on 3rd Feb 2025.

    The newly inaugurated THSTI Ferret Research Facility, a state-of-the-art establishment adhering to the highest biosafety and research standards, marks a pivotal moment in India’s fight against infectious and non-communicable diseases. This pioneering facility will serve as a crucial resource for vaccine development, therapeutic testing, and research into emerging infectious diseases, significantly bolstering India’s pandemic preparedness strategy and positioning the nation at the forefront of global scientific endeavors.

    Dr. Gokhale also launched GARBH-INi-DRISHTI, the DBT Data Repository and Information Sharing Hub at THSTI. This groundbreaking platform, developed under the GARBH-INi program, provides access to an unprecedented wealth of clinical data, images, and biospecimens collected from over 12,000 pregnant women, newborns, and postpartum mothers. As one of South Asia’s largest maternal and child health databases, GARBH-INi-DRISHTI will empower researchers worldwide to conduct transformative research aimed at improving maternal and neonatal health outcomes. Its foundation lies in collaborative efforts across India’s leading research institutions and hospitals, representing a powerful synergy of expertise.

    Furthering the drive to translate research into tangible benefits, THSTI executed a Technology Transfer Agreement with M/s Sundyota Numandis Probioceuticals Pvt. Ltd. This agreement facilitates the commercialization of THSTI’s innovative, genetically defined synthetic microbial consortium, Lactobacillus crispatus. Isolated from the reproductive tracts of women enrolled in the GARBH-INi cohort, this consortium holds immense promise for nutraceutical applications, promoting overall health and well-being through targeted microbiome-based interventions.

    Prof. GanesanKarthikeyan, Executive Director of THSTI, highlighted the institute’s strategic role in shaping India’s biotech ecosystem, emphasizing its contributions to fostering a robust environment for research and commercialization.

    Dr. Gokhale lauded THSTI’s commitment to translational research, recognizing the Ferret Facility as a landmark achievement placing India among select nations with such capabilities. He commended the development of GARBH-INi-DRISHTI, emphasizing its potential to empower researchers nationwide in improving birth outcomes.   • MIL-OSI Asia-Pac: Bengaluru scientists developed a novel alloy-based catalyst for the efficient generation of green hydrogen

    A new efficient alloy-based catalyst developed for improved hydrogen production through electrolysis of water into hydrogen and oxygen, can pave the path towards a solution for clean energy production.

    This innovative approach using high-entropy alloy (HEA), could reduce reliance on expensive materials like platinum for clean energy production.

    Typically, alloys are metallic substances composed of two or more elements, that are prepared by adding relatively small amounts of secondary elements to a primary metal. High Entropy Alloys (HEAs), on the other hand, are advanced materials that contain multiple elements (usually five or more) in almost equal concentrations. Here, the entropic (state of disorder) contribution to the total free energy overcomes the enthalpic (sum of internal energy and the product of its pressure and volume) contribution and, thereby, stabilizes the alloy formation. These HEAs are known for their versatility and potential to replace commercial catalysts in water-splitting applications. In this context, preparation of single-phase HEA nanoparticles devoid of any impurity phases by bottom-up chemical synthetic methods is highly challenging.

    Researchers at the Centre for Nano and Soft Matter Sciences (CeNS) in Bengaluru, an autonomous institute of the Department of Science and Technology (DST) have developed a novel high-entropy alloy (HEA) catalyst called PtPdCoNiMn (consisting of Platinum, Palladium, Cobalt, Nickel and Manganese). The selection of these constituent metals was based on guidelines designed and developed by Dr. Prashant Singh, a Staff Scientist from AMES National Laboratory, USA. Once the final composition was identified, the CeNS researchers prepared the HEA via two different approaches – electrodeposition at room temperature and atmospheric pressure and (chemical synthesis under high temperature and pressure in a given solvent called solvothermal processes.  

    For the electrodeposition, the choice of solvent and the deposition potential was optimized for developing the HEA. In the solvothermal method, through a series of optimization steps the researchers carefully selected the right solvent and reducing agent in precise ratios to control the reaction rate and synthesis process. These methods allowed the production of alloys with two, three, four, or all five elements in either single-phase or multi-phase forms. The PtPdCoNiMn HEA catalyst, created by combining platinum (Pt), palladium (Pd), cobalt (Co), nickel (Ni), and manganese (Mn), resulted in efficient hydrogen production with minimal energy loss, high durability, and long-term stability. Theoretical studies indicated the optimal binding of reaction intermediates on the catalyst surface to be the reason for the superiority of the developed HEA over commercial catalysts for hydrogen generation.

    As the HEA catalyst used seven times less platinum than commercial catalyst and offered better catalytic efficiency than pure platinum, it could be a viable alternative to conventional catalysts. These HEAs also displayed good performance in practical settings, including alkaline seawater, maintaining stability and efficiency for over 100 hours without degradation.

    This advancement could pave the way for cleaner, more affordable hydrogen production, benefiting industries and renewable energy technologies. The research was funded by India’s Anusandhan National Research Foundation (ANRF), of which the Department of Science and Technology (DST) is the administrative Department. Two papers from the research were recently published in the journals Advanced Functional Material and Small.

  • MIL-OSI USA: Lake Region State College receives grant to expand Renewable Energy Program

    The North Dakota Department of Commerce announced today that a total of $420,176 of the State Energy Program grant funds were awarded to Lake Region State College’s (LRSC) Devils Lake Solar/Renewable Energy Initiative. The initiative is a collaboration between LRSC and NextEra Energy, expanding the college’s existing renewable energy program.

    “Lake Region State College already provides wind energy to its entire campus,” says Doug Darling, President of LRSC. “These funds will enable us to not only add solar energy as a back-up power source, but also help create related courses, work-based training, and certification opportunities for our students.”

    A supporter of the LRSC Devils Lake Solar/Renewable Energy Initiative, NextEra Energy Resources is the nation’s largest generator of renewable energy from the wind and sun, and a world leader in battery energy storage. The company currently operates 16 wind projects in the state with additional projects in development. These projects have helped fuel the state’s economic growth and quality of life, with hundreds of jobs during construction and millions in tax revenue provided to local counties once operational.

    “NextEra Energy Resources recognizes the critical need for a skilled workforce with a strong foundation in science, technology, engineering, and mathematics,” says James Auld, NextEra Energy’s director of external training initiatives. “We’re proud to have been working with local communities throughout the state for more than two decades and are working closely with academic leaders in North Dakota to raise awareness of careers in renewable energy occupations and support training opportunities.”

    The grant funding is part of the North Dakota State Energy Program (SEP), which promotes energy efficiency and conservation and is supported by financial and technical assistance through the U.S. Department of Energy. Commerce’s Division of Community Services receives an annual allocation to implement SEP.

    “We’re thrilled to help support this private/public partnership,” Commerce Community Services Director Maria Effertz said. “This investment will help advance an ‘all of the above’ energy position for the state while also developing a valuable training resource for our future workforce.”

This event will bring together heads of State and Government, international organizations and companies of all sizes, representatives from academia, researchers, non-governmental organizations, artists and other members of civil society from across the globe.

    What is the AI Action Summit?

    The AI Action Summit, to be held on February 10 and 11, 2025 at the Grand Palais in Paris, aims to collectively establish scientific foundations, solutions and standards for more sustainable AI working for collective progress and in the public interest.

    Co-chaired with India, the event builds on the advances made at the Bletchley Park Summit in November 2023 and the Seoul Summit in May 2024 and will draw on the expertise of a steering committee bringing together some 30 countries and international institutions to ensure inclusive and diverse contributions.

    The Summit, together with the AI Action Week, will be an important opportunity to showcase ecosystems fostering the development and deployment of AI and to promote concrete initiatives by a wide range of actors who contribute to this collective effort.

  • MIL-OSI New Zealand: Supercharging literacy & numeracy achievement through te reo Māori

    The Government is driving better outcomes for Māori students by providing kura and schools high-quality structured literacy and numeracy resources in te reo Māori.

    “My aspiration is for all tamariki Māori to flourish and be successful in their learning. This is the first time children learning through te reo Māori are being taught using structured approaches in a way designed specifically for them. We’re ensuring tamariki and their teachers have access to the tools they need to succeed and learning isn’t left to chance,” Education Minister Erica Stanford says.

    From Term 1, all 310 kura and schools from Years 0 to 8 using Te Marautanga o Aotearoa will begin receiving Rangaranga Reo ā-Tā (structured literacy) kits and Poutama Pāngarau (numeracy) workbooks and Pāngarau resources. These resources have been purposely created based on the science of learning and will benefit 27,000 students across the country.

    “Packs have a book for each phase of learning that provides yearly guidance, lesson plans and activities. Digital versions of the resources will also be available online to ensure flexibility for schools and parents. Professional learning and development will continue to be available for teachers throughout 2025, ensuring they have the confidence to teach in a structured way.”

    Schools can also use Hihira Weteoro, a purpose-built phonics check to understand how a child’s reading and oral language learning through te reo Māori. Checks will happen at 20, 40 and 55 weeks of schooling and will help identify those who need extra support earlier.

    “Parents can have confidence this Government is putting the foundations in place so their children can strive to do their best at school. I am committed to lifting achievement for Māori learners and close the equity gap that has persisted for too long. We will ensure every child gets the very best start so they can grow the New Zealand of the future,” Ms Stanford says.

  • MIL-OSI USA: Legacy of MLK Jr. Carried On at UConn Health’s Inaugural Service and Advocacy Summit

    On Jan. 30 the legacy of Martin Luther King Jr. was celebrated at the first Service and Advocacy Summit at UConn Health.

    The summit’s keynote speaker was Linda Sprague Martinez, Ph.D., director of the Health Disparities Institute.

    She kicked off her address with the famous words of MLK: “Of all the forms of inequality, injustice in health is the most shocking and inhuman.”

    “We see inequities in health care and in health outcomes across a spectrum of chronic conditions,” she stressed in her address to faculty, students, and staff about the benefits of “Community Based Participatory Research Advancing Health Equity.”

    “Participatory research is a collaborative approach to research,” she says. “Advancing health equity requires conducting research with the community. Working in partnership facilitates an environment in which we are co-learning.”

    She adds, “People in the community know what they need to be healthy,” and recommends research priorities originate in the community, building trust relationships with the community members, and then co-designing research protocols based on community identified priorities.

    “If we are not translating knowledge generated in community settings in partnership with community members, we are not going to bring about meaningful change,” reports Sprague Martinez.

    As a strong example of participatory research, Sprague Martinez shared how her UConn Health Disparities Institute is collaborating with the state of Connecticut’s Commission on Racial Equity for Public Health to launch a community-based research project recruiting citizens from across the state as community research advisors and faculty to advance health equity.

    Sprague Martinez serves UConn School of Medicine as professor in the Department of Medicine and Department of Public Health Sciences, and faculty affiliate at UConn School of Social Work.

    At the event student organization’s such as UConn School of Pharmacy Diversity Committee, Pathway Scholars Foundation, Student National Medical Assoc (SNMA), Latin Medical Student Assoc (LMSA), Medial Students for Choice (MSFC), and the Student Diversity Equity & Inclusion Committee (SDEIC) also showcased their community outreach efforts.

    Class of 2027 medical student Uma Mehta was one of the student organizers of MLK Week, along with Cailyn Regan and Jenn Casparino, and attended the Summit’s student showcase.

    “When I think of MLK I envision hope, symbols of resistance, and expression of ideals,” shared Mehta. “For our patients things are at times uncertain, especially after a diagnosis. But as providers we can help give them a sense of hope, autonomy, and power over their diagnosis. This can be really helpful, healing, and powerful.”

    MLK week festivities also celebrated the health care disparities research of medical and dental students in a research poster showcase outside the Academic Rotunda lobby.

    All medical students are required as part the curriculum to complete a Public Health Certificate in Social Determinants of Health and Disparities. In fact, UConn medical school was the first in the nation to require students to complete a certificate curriculum in social determinants of health.

    Final projects for the second-year students were displayed in the Rotunda Lobby for over a week with live poster session presentations.

    Medical student Uma Mehta also had the opportunity to share her student research team project to School of Medicine Dean Dr. Bruce T. Liang.

    For example, Joseph Chopra of Bedford, New Hampshire is a second-year medical student. He presented his research team’s project focused on solving the issues of the underserved COPD population in Connecticut’s census. His research team is proposing a community-driven initiative and inexpensive intervention tool to improve indoor air quality thru DIY air filters.

    “Our COPD populations are underserved. COPD is associated with more sickness and poorer outcomes overall. COPD leads to worse outcomes for older people too,” said Chopra. “We wanted to find an intervention that helped.”

    Chopra has been inspired by MLK’s legacy and also the community outreach efforts he has witnessed while in medical school at UConn.

    “I have found a lot of inspiration from the people inside the community. Community outreach is very important and its wonderful to have the opportunity to learn from them about health disparities,” he says.

    It was about “Evidence-Based Strategies to Address Coronary Heart Disease in Norwalk, CT” and how a soda tax, produce prescription program, and Farmer’s Market could potentially lead to a healthier city.

    “Coronary artery disease and diabetes are big issues and we need to address their root causes,” shared Knapp. “We need to focus on diet.”

    They have both really enjoyed UConn School of Medicine’s teachings about health disparities and the certificate program.

    “It’s a good way to teach us all the social factors that go into medicine, and for a well-rounded curriculum,” says Knapp. “A lot of our medical school graduates stay in Connecticut to serve underserved populations, so it’s good for us to learn how to address all their social determinants of health.”

    Mallari concludes, “We have MLK Day, but we should be thinking about health disparities always, especially in the medical field.”

  • MIL-OSI Europe: Spain: EIB finances GreenLight Biosciences with €35 million to invest in research and production of RNA based biological pesticides

    • Innovative RNA-based biocontrol products for plant health are an alternative to traditional chemical pesticides, supporting regenerative agriculture and biodiversity protection.
    • The agreement contributes to the EIB Group strategic priority of supporting innovative financing for agriculture and bioeconomy.
    • The operation is supported by InvestEU, an EU programme that aims to unlock over €372 billion in investment by 2027.

    The European Investment Bank (EIB) has signed a loan of up to €35 million with GreenLight Biosciences España to support research and production of ribonucleic acid interference (RNAi)-based biocontrols. RNAi based biocontrols constitute a sustainable alternative to traditional chemical pesticides, with benefits to biodiversity through low or no impact to naturally occurring insect fauna, honeybees, and the soil.

    The EIB loan will support GreenLight Bio’s RDI programmes associated with the research, registration, and production of a pipeline of ten products to be launched in the EU for plant health and bee health applications such as control of potato plagues, control of fungi affecting grapes and other fruits and vegetables, and protection honeybees among others. The loan will also finance the research and innovation centre of Greenlight Biosciences in Seville, Spain.

    RNAi solutions for plant health are species-selective and degrade quickly and without trace in the environment offering an eco-friendly alternative to hazardous agrochemical usage, for which there is an urgent need to find suitable alternatives due to the significant impact of these chemicals on health and the environment. Additionally, RNAi offers a new mode of action for farmers that are confronted with increasing number of cases of resistances and active pesticide withdrawals within the EU.

    “We are very happy to join forces with GreenLight Bio to provide RNA based alternatives to chemical pesticides. The agreement is a clear example of how the EIB is stepping up its support for bioeconomy and agriculture, fostering sustainable farming practices and driving innovation across the entire agriculture value chain,” said EIB Vice-President Gelsomina Vigliotti

    The EIB loan is guaranteed by InvestEU, the flagship EU programme to mobilise over €372 billion of additional public and private sector investment to support EU policy goals from 2021 to 2027. The project contributes to the EIB Group strategic priority of supporting innovative financing for agriculture and bioeconomy.

    “At GreenLight Biosciences, we believe that providing farmers with nature-based pest control solutions is key to building a more sustainable and resilient food supply chain.     The EIB Group support for the agriculture and bioeconomy

    on the draft Council decision on the renewal of the Agreement on cooperation in science and technology between the European Community and Ukraine

    The European Parliament,

     having regard to the draft Council decision (14848/2024),

     having regard to the Council Decision 2003/96/EC of 6 February 2003 concerning the conclusion of the Agreement for scientific and technological cooperation between the European Community and Ukraine[1],

     having regard to the request for consent submitted by the Council in accordance with Article 186 and Article 218(6), second subparagraph, point (a)(v) of the Treaty on the Functioning of the European Union (C10‑0196/2024),

     having regard to Rule 107(1) and (4), and Rule 117(7) of its Rules of Procedure,

     having regard to the recommendation of the Committee on Industry, Research and Energy (A10-0007/2025),

    1. Gives its consent to the renewal of the agreement;

    2. Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and of Ukraine.

    EXPLANATORY STATEMENT

    Ukraine has a long tradition of science and technology excellence and despite the difficulties of the last years and Russia’s unlawful and unprovoked war of aggression, Ukraine still has first class science and scientists, and remains an important science, technology and innovation (STI) actor in the neighbourhood of the Union. Cooperation between the Union and Ukraine has traditionally been very active notably in the fields of advanced/new materials, IT-technology, physics and astronomy, engineering, agricultural technology, nanotechnology, biotechnology and their applications across various sectors such as aviation, energy, and biomedicine, in particular immunotherapies for cancer.

     

    The ‘Agreement on cooperation in science and technology between the European Community and Ukraine’ was signed in Copenhagen on 4 July 2002 and was concluded originally until 31 December 2002. Article 12 point (b) of the Agreement provides for a possibility of renewal by common agreement between the Parties for additional periods of five years. The Agreement has been renewed four times: in 2003, 2011, 2015 and 2020.

     

    The renewal of the Agreement for an additional period of five years is in the mutual interest of both Parties to the Agreement in order to continue facilitating cooperation between the EU and Ukraine in common science and technology (S&T) priority areas leading to mutual benefits as laid out in Article 4 of the Agreement.

     

    The substance of the proposed decision is to extend the existing Agreement. It will in all other regards be identical to that of the content of the current Agreement.

     

    The content of the Agreement will remain unchanged and will not create new or additional rights and obligations for either of the Parties, but instead it will extend in time the legal regime already existing between the Parties in the field of S&T cooperation.

     

    For the reasons stated above, the Rapporteur believes that it is in the Union’s interest to renew the ‘Agreement on cooperation in science and technology between the European Community and Ukraine’ for a new period of five years.

    Mastercard has announced plans to remove the 16-digit number from their credit and debit cards by 2030 in a move designed to stamp out identity theft and fraudulent use of cards.

    The numbers currently used to identify cards will be replaced with tokenisation and biometric authentication

    In 2022, Mastercard added biometric options enabling payments to be made with a smile or wave of the hand.

    Tokenisation converts the 16-digit card number into a different number – or token – stored on your device, so card information is never shared when you tap your card or phone or make payments online.

    The first rollout of these numberless cards will be through a partnership with AMP Bank, but it is expected other banks will follow in the coming 12 months.

    Why card security is important

    There is nothing quite like the sinking feeling after receiving a call or text from your bank asking about the legitimacy of a card transaction.

    In 2023-2024 the total value of card fraud in Australia was A$868 million, up from $677.5 million the previous financial year.

    Credit card numbers and payment details are often exposed in major data breaches affecting large and small businesses.

    The cost of credit card fraud in Australia rose by almost $200 million last financial year.

    Late last year, the US Federal Trade Commission took action against the Marriott and Starwood Hotels for lax data security. More than 300 million customers worldwide were affected.

    Event ticketing company Ticketmaster was also hacked last year. The details of several hundred million customers, including names, addresses, credit card numbers, phone numbers and payment details were illegally accessed.

    So-called “card-not-present fraud”, where an offender processes an unauthorised transaction without having the card in their physical possession, accounts for 92% of all card fraud in Australia. This rose 29% in the last financial year.

    The Card Verification Value (CVV) (or three-digit number on the back of a credit card) aimed to ensure the person making the transaction had the physical card in their hands. But it is clearly ineffective.

    Benefits of removing credit card numbers

    Removing the credit card number is the latest attempt to curb fraud. Removing numbers stops fraudsters processing unauthorised card-not-present transactions.

    It also reduces the potential for financial damage of victims exposed in data breaches, if organisations are no longer able to store these payment details.

    The storage of personal information is a contested issue. For example, the 2022 Optus data breach exposed information from customers who had previously held accounts with the telco back in 2018.

    Removing the ability of organisations to store payment details in the first place, removes the risk of this information being exposed in any future attack.

    While any efforts to reduce fraud are welcome, this new approach raises some new issues to consider.

    Potential problems with the new system

    Mastercard has said customers will use tokens generated by the customer’s banking app or biometric authentication instead of card numbers.

    This is likely to be an easy transition for customers who use mobile banking.

    However, the use of digital banking is not universal. Many senior consumers and those with a disability don’t use digital banking services. They would be excluded from the new protections.

    While strengthening the security attached to credit cards, removing numbers shifts the vulnerability to mobile phones and telecommunication providers.

    Offenders already access victims’ phones through mobile porting and impersonation scams. These attacks are likely to escalate as new ways to exploit potential vulnerabilities are found.

    There are also concerns about biometrics. Unlike credit card details, which can be replaced when exposed in a data breach, biometrics are fixed. Shifting a focus to biometrics will increase the attractiveness of this data, and potentially opens victims up to ongoing, irreversible damage.

    While not as common, breaches of biometric data do occur.

    For example, web-based security platform BioStar 2 in the UK exposed the fingerprints and facial recognition details of over one million people. Closer to home, IT provider to entertainment companies Outabox is alleged to have exposed facial recognition data of more than one million Australians.

    Will we really need cards in the future?

    While removing the numbers may reduce credit card fraud, emerging smart retail technologies may remove the need for cards all together.

    Smartphone payments are already becoming the norm, removing the need for physical cards. GlobalData revealed a 58% growth in mobile wallet payments in Australia in 2023, to $146.9 billion. In October 2024, 44% of payments were “device-present” transactions.

    Amazon’s innovative “Just-Walk-Out” technology has also removed the need for consumers to bring a physical credit or debit card all together.

    This technology is available at more than 70 Amazon-owned stores, and at more than 85 third-party locations across the US, UK, and Australia. These include sports stadiums, airports, grocery stores, convenience stores and college campuses.

    The technology uses cameras, weight sensors and a combination of advanced AI technologies to enable shoppers in physical stores make purchases without having to swipe or tap their cards at the checkout line.

    Such technology is now being offered by a variety of other vendors including Trigo, Cognizant and Grabango. It is also being trialled across other international retailers, including supermarket chains Tesco and ALDI.

    While Just-Walk-Out removes the need to carry a physical card, at some point consumers still need to enter their cards details into an app. So, to avoid cards and numbers completely, smart retail tech providers are moving to biometric alternatives, like facial recognition payments.

    Considering the speed at which smart retail and payment technology is entering the marketplace, it is likely physical credit cards, numberless or not, will soon become redundant, replaced by biometric payment options.
