  • MIL-OSI Russia: NSU scientists have found a way to make platelets react to light

    Scientists from the Laboratory of Optics and Dynamics of Biological Systems Physics Department of NSU and the Department of Organic Chemistry Faculty of Natural Sciences of NSU created a new photosensitive molecule, the breakdown of which under the influence of ultraviolet radiation releases adrenaline without the formation of the oxidized form (adrenochrome), which has a neuro- and cardiotoxic effect. It was used to influence platelet receptors with light. It turned out that the release of adrenaline significantly increases the activation of platelets.

    The results of the study were published in January of this year on the website of the Journal of Xenobiotics (Reducing the Formation of Toxic Byproducts During the Photochemical Release of Epinephrine). The study was supported by the grant of the Russian Science Foundation No. 23-75-10049 and is being conducted within the framework of the project “Study of platelet activation under the influence of combined stimuli using optically-mediated release of ligands”.

    -The idea of ​​managing living cells with the help of light is very attractive for researchers, because it can be accurately focused on a particular area, turn on at a given moment and influence any photosensitive receptor. The only problem is that not all living cells have such receptors. They are just platelets. We needed to “force” them to feel light through any signal molecules. The fact is that almost all cells have receptors sensitive to some substances. Different cells feel different signal molecules, and one of the ways is to make artificial compounds that absorb light, and after that they can, decaying into the components or in any way by rebuilding their structure, join the receptors. Then, after the exposure of the light, the cell will begin to “feel” them. This is how it is possible to “force” the cell to show sensitivity to light. Scientists began to develop and apply various compounds of this action to various cells for a long time – from the second half of the last century. Within the framework of our laboratory, this activity has also been conducted over the past years. Our chemical colleagues from the laboratory of photo activated processes of the SB RAS are engaged in the synthesis of molecules, but we study their properties and use to study various cells, mainly platelets, ”explained Alexander Moskalensky, head of the optics and dynamics of the FF NSU Biological Systems.

    Classic photosensitive adrenaline analogues developed in the 90s of the last century, when exposed to light, release adrenaline, which in the process of oxidation is converted into adrenochrome, which is toxic to living cells. For this reason, it is undesirable to use it as an activator of sensitivity to light in living cells, since this substance can trigger other undesirable processes in them or even kill them. Therefore, scientists were faced with the task of finding a way to reduce the formation of adrenochrome, but without stopping the release of adrenaline. As a result, it turned out that this problem can be solved by a simple modification of the molecule, namely, the introduction of a carbamate bridge of 4 carbon and oxygen atoms. The release of adrenaline in this case continued as before, and the amount of its transition to the oxidized form was significantly reduced.

    — We compared two lines of molecules — classical and modified. Surprisingly, while the classical compound resulted in the formation of adrenochrome, its analog with a carbamate bridge did not cause this by-product, which resulted in a pure release of the active substance, i.e. adrenaline. The exposure of both compounds to light was carried out under identical conditions, then the products obtained by photolysis were analyzed using ultraviolet spectroscopy, chromatography and nuclear magnetic resonance. Subsequently, we evaluated the new compound using an in vitro platelet activation assay. The results showed that the release of adrenaline significantly enhances platelet activation, which makes it a valuable tool for in-depth studies of cellular signaling, — said Alexander Moskalensky.

    Since UV radiation does not penetrate the body, it is not possible to use modified molecules of the photosensitive adrenaline analogue inside the body. Therefore, scientists plan to use them to study platelet activation in a test tube, namely, in blood samples. With their help, it will be possible to develop new analysis methods and obtain new information about the platelet activation process.

    This method will allow researchers to obtain more accurate data on the effect of adrenaline on platelet activation. This is important because platelets are very sensitive to mechanical impacts, fluid flows, and other types of impact that can affect the results of such studies.

    Currently, the laboratory’s scientists are developing the next molecule – a photosensitive analogue of adrenaline based on the dye BODIPY, which will be activated by light in the green region of the spectrum, and they also have an understanding of how to modify molecules that could be activated in the red region of the spectrum.

    nited Nations Secretary-General António Guterres announced today the appointment of Lieutenant General Ulisses De Mesquita Gomes of Brazil as Force Commander of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).

    Lieutenant General Gomes succeeds Acting Force Commander Major General Khar Diouf of Senegal, to whom the Secretary-General is grateful for his dedication and service.

    Lieutenant General Gomes brings to the position 35 years of experience in crisis response, conflict management and peacekeeping.  He has both operational and strategic expertise as well as diplomatic experience.  His last position was with his national military, where he served as Deputy Chief of Army Logistics Command.  Prior to that, he was the Brazilian Military Attaché to the United States of America.

    He previously served as the 7th Infantry Brigade Commander in Brazil, the Defence Adviser of the Minister of Strategic Affairs of the Brazilian Government and the Chief of Planning and Operations of the 11th Infantry Brigade.  His international experience includes his deployment with the United Nations Stabilization Mission in Haiti (MINUSTAH) (2008-2009) and his appointment as the Chief of the Current Military Operations Service and Policy & Doctrine Team in the Office of Military Affairs of the UN Department of Peace Operations (2017-2019).
     
    Lieutenant General Gomes holds a bachelor’s degree in law from the Federal University, Brazil, and a master’s degree in military science and law from the Brazilian Army Staff College. He is fluent in English, French, Portuguese and Spanish.

  • MIL-Evening Report: What is a ‘crime scene’, really? An expert explains how it’s more than just blue police tape

    When you watch the news, one phrase usually comes up as soon as crime is mentioned: “police have established a crime scene”.

    If you’re a fan of the forensics crime drama CSI: Crime Scene Investigation, it will conjure up images of police waving a blue, fluorescent UV light in a darkened room looking for blood, saliva, fingerprints, footprints or tooth impressions.

    CSI has influenced an entire generation – this year, the franchise will celebrate its 25th anniversary. But the reality of crime scene investigation is far more complex.

    As a criminology lecturer and ex-police officer, I know a thing or two about crime scenes, having managed hundreds of them. I have even been a crime scene myself. Here’s what they really entail.

    There’s usually more than one crime scene

    In the early 20th century, French forensic science pioneer Edmond Locard noted it’s impossible for criminals to act “without leaving traces of this presence”. No matter where a criminal steps or what they touch, they leave behind, even unconsciously, evidence that serves as a silent witness against them.

    The idea that criminals will leave something behind at the crime scene while taking something with them is known today as Locard’s principle.

    Crime scenes are incredibly diverse. They don’t just involve the physical location. A person’s body and any objects found in relation to the crime are also part of a crime scene.

    The primary crime scene is where the event took place – for example, where a murder, arson attack or drive-by shooting occurred.

    There will be several additional crime scenes, too. In the course of the investigation, a second crime scene might be established where the criminal planned the crime. If they dumped a getaway vehicle, that’s a third crime scene. If they stashed a weapon, clothes or other objects in a safe house after the crime, that’s a fourth crime scene.

    A fifth crime scene will be established when the criminal is arrested – they themselves are also a crime scene. Their hair, clothing and fingernails will be tested for various residues, such as the skin or blood of a victim, or even illicit substances if the crime involves drug trafficking.

    Lastly, the victim is a crime scene, too. They may have body fluids, skin, hair and other material from the criminal on them.

    In my detective career, I myself have been a crime scene when I found a badly injured abduction victim who collapsed in my arms. At that point, traces of the offender’s blood and hair transferred onto my clothing. I had to take the clothes off and they were kept as evidence.

    Crime scenes are confusing

    Shows like CSI often portray crime scenes as neat and clear cut, with evidence easily obtained.

    In reality, crime scenes are chaotic. They are full of clutter and the police don’t know what’s relevant and what’s not.

    During a crime scene search, police have to speculate about what happened, as often there are no eyewitnesses. A bullet casing or a bloody knife would be obvious. But what of the more common household items in the house or room? Who owns the shirt or jumper? Why is the bedroom in disarray, is that normal? What did the criminal touch or not touch? Was there just one criminal or two? What belongs to the victim?

    Unlike on TV, police don’t always know what they are looking for because often they don’t know how the crime occurred. The cause of a death can be obvious, but how it unfolded is not.

    Crime scenes are fragile

    With a murder on a TV show, the CSI team usually arrives at a home or an outdoor crime scene, surrounded by crime scene tape. The first thing they do is lift the tape and walk straight to the body.

    This is the worst possible crime scene practice.

    The detectives would be walking directly on and over the same entry or exit path the offenders used. This would destroy fragile microscopic residues of blood, dirt or plant vegetation.

    In reality, walking in and out of a crime scene this way does not happen. Prior to entering any crime scene, police look around and try to figure out which way the offender may have come and gone.

    Once weighing up the advantages and disadvantages of each option, they’ll pick a specific entry and exit point, and stick to that until the scene has been completely examined.

    Lifting the police tape and walking straight to the body is bad practice – the tape is there for a reason.

    A systematic search – and not just for DNA

    Crime scenes are also searched in different ways.

    One way to ensure no evidence is missed is with a “grid and height” search. This means searching one square metre at a time. As the police get closer to the walls of the room, they start looking from the floor up to the height of their knees.

    Once this is done, they go from their knee to their waist, then from their waist to their shoulder, then their shoulder to the top of their head, and then from the top of their head to a metre above it – until they reach the ceiling. Then they examine the ceiling.

    Police don’t look solely for the holy grail of DNA. Rather, they are trying to piece together a jigsaw puzzle of what happened, why it happened, and what the criminal unintentionally left behind.

    Decades of forensic TV dramas have resulted in the “CSI effect” – the idea that finding, collecting and analysing evidence at a crime scene is straightforward, and that the evidence is infallible. This is not so. But shows like CSI have also spawned a generation of people interested in becoming real crime scene investigators and forensic scientists.

    For the first time, DNA evidence has confirmed killer whales in Australia hunted a white shark for its liver.

    Based on DNA analysis from the bite wounds on the carcass of a large white shark washed ashore near Portland in Victoria in 2023, the Flinders University-led study identified that killer whales were responsible for consuming the mid-section containing the nutritionally rich liver.

    Around the world, killer whales (Orcinus orca) have been observed preying on various shark species including white sharks (Carcharodon carcharias) – as previously documented in California and South Africa.

    The discovery of a 4.7 metre white shark missing its liver on a beach in southeastern Australia offered a rare opportunity to analyse distinctive bite wounds and unravel the predator’s identity.

    “The liver, digestive and reproductive organs were missing, and there were four distinctive bite wounds, one of which was characteristic of liver extraction by killer whale, similar to what has been observed in South Africa,” says lead author Isabella Reeves, a PhD candidate with Flinders University’s Southern Shark Ecology Group and the West Australian Cetacean Research Centre (CETREC).

    “Swabs were taken from bite wounds on the white shark and sequenced for remnant genetic material from the shark’s predator. We were able to confirm the presence of killer whale DNA in the primary bite area, while the other three wounds revealed DNA from scavenging broadnose sevengill sharks.

    “These findings provide compelling evidence of killer whale predation on white sharks in Australian waters, with a strong indication of selective liver consumption. This suggests that such predation events may be more widespread and prevalent across the globe than previously believed.”

    The study, published in Ecology and Evolution, used wildlife forensic techniques to confirm killer whales were responsible for excising and consuming the liver from the white shark. Civilian bystanders had witnessed several killer whales, including locally known individuals called ‘Bent Tip’ and ‘Ripple, catching a large prey in Bridgewater Bay two days before the white shark carcass washed ashore.

    The beached large white shark carcass was collected by state government fisheries officers for investigation.

    Killer whales in Australia have occasionally recorded preying on various shark species, including blue shark (Prionace glauca), porbeagle (Lamna nasus), shortfin mako (Isurus oxyrinchus), ground sharks (most likely school shark, Galeorhinus galeus), and tiger shark (Galeocerdo cuvier). But white shark liver consumption had yet to be observed in Australia – despite numerous reports of such behaviour in California and by notorious duo ‘Port’ and ‘Starboard’ in South Africa.

    Several interactions between killer whales and white sharks have been reported in Australia, including at least one suspected kill at the Neptune Islands Group Marine Park in South Australia in February 2015. On that occasion, an oil slick indicative of a successful predation was observed following the interaction, although no carcass was recovered to confirm the kill.

    Rhodes University (South Africa) marine biologist, Dr Alison Towner, an author in the study, says similar killer whale predation on white sharks have led to disruptions in local shark populations in both South Africa and California. “However direct observations of these interactions remain rare and their frequency is poorly understood,” she says.

    Co-lead author, Flinders adjunct Associate Professor Adam Miller, says the study raises “really interesting questions around predator-prey interactions and the behaviour and intelligence of killer whales”.

    “We don’t know how frequently these events occurred in Australian waters and therefore how significant these findings are. But, as Alison points out, these types of predation events in South Africa have further impacted on already declining white shark numbers,” says Associate Professor Miller, also a senior ecologist with Cesar Australia, where the genetic analyses were performed.

    “Evidence suggests that the white sharks being displaced or directly killed as a result of the killer whale predation in South Australia has led to cascading shifts in the wider marine ecosystem.

    “We know that white sharks are key regulators of ecosystem structure and functions, so it’s very important we preserve these top predators. Therefore it is important that we keep a tab on these types of interactions in Australian waters where possible.”

    Another author, Flinders University Research Fellow Dr Lauren Meyer, adds, “This study also provides DNA evidence that scavenging is facilitated by killer whales’ tissue selection, whereby the liver and internal organs are consumed, but much of the carcass remains as a nutrient source benefiting local ecosystems.”

    It all begins innocently – a late-night peek at your favourite social media site before bed. You catch a headline that grabs your attention with “breaking news” you can’t afford to miss.

    Like following digital breadcrumbs, one click leads to another. Before you know it, you’re tumbling down a rabbit hole of endless updates and emotionally charged social media posts. Two hours later, your shoulders are tense, your stomach is in knots, but you can’t put your phone down.

    This endless scrolling through bad news – known as “doomscrolling” – sneaks up on us.

    It’s important to stay in touch with what’s happening in the world. Being informed helps us make better decisions, engage meaningfully in our communities, and respond effectively to changes that affect our lives and those around us.

    But just like a healthy diet, we must be smart about our news consumption to avoid it taking a toll on our health.

    The good news is there are proven ways to stay informed without letting it take over your life. Research shows setting clear boundaries around your news consumption can make a huge difference. So, how can you strike the right balance?

    How to set boundaries with news consumption

    It’s worth considering why you feel compelled to stay constantly informed. Ask yourself: “will this information change what I can do about it?”.

    Often, we scroll not because the information is actionable, but because we are trying to gain a sense of control in an uncertain world.

    Research shows scrolling through negative news can disrupt your sleep and increase anxiety. To make sure your media consumption is intentional, there are a few steps you can take.

    Be picky with the news sources you read. Choose a few trusted outlets instead of letting social media algorithms decide what you see. It’s like sticking to a balanced meal plan, but for your mind.

    While engaging with the news, pay close attention to how you’re feeling. When you notice physical signs of anxiety or emotional distress, that is your cue to take a break.

    Set aside time earlier in the day with clear boundaries around your news consumption: maybe with your morning coffee or during your lunch break, whatever works for your schedule. Consider implementing a “digital sunset”, too. This is a cut-off time for news and social media, ideally an hour or two before bedtime, to give your mind time to process what you have learned without disrupting your sleep.

    The world will always be there, but you will be in a better head space to process what is happening.

    You don’t have to feel helpless

    Taking breaks from consuming news is not burying your head in the sand – it’s practising self care. Studies have shown that people who set healthy boundaries around news consumption are often better equipped to engage meaningfully on important issues and take constructive action when needed.

    When you check the news, be an active consumer. Instead of endless scrolling:

    • choose one or two in-depth articles to read thoroughly

    • discuss the news with colleagues, friends and family to process your feelings

    • look for solution-focused news stories that highlight positive change

    • take meaningful action on issues you care about.

    There are also various apps and tools that can help you form healthier digital habits. Productivity apps use various approaches to help you stay focused, providing ways to snap you out of mindless scrolling.

    News curation apps and apps that allow you to save articles to read later can help you establish a balanced news diet, and remove the urgent need to read everything immediately.

    Many smartphones now come equipped with screen time management features, such as Apple’s Screen Time or Android’s Digital Wellbeing. You can use these to monitor your scrolling habits and to manage how much time you spend on social media or news apps.

    One useful feature is to block apps from use during certain times of day or after you’ve used them for a set amount of time.

    Staying informed doesn’t mean staying constantly connected. By mindfully setting boundaries and using supportive tools, you can keep up with important events while protecting your wellbeing.

    If you’re trying productivity apps and other tools, start small. Choose one tool that resonates with you rather than trying everything at once. Set realistic goals that fit your life, and use these apps’ insights to understand your habits better.

    Pay attention to what triggers your doomscrolling and adjust your settings accordingly. Remember, these tools work best when combined with offline activities you enjoy.

    The goal isn’t to disconnect completely, but to find a sustainable balance between staying informed and maintaining peace of mind. With thoughtful boundaries and the right support tools, you can stay engaged with the world while keeping your mental health intact.

  • MIL-Evening Report: Does your school have enough trees? Here’s why they’re great for kids and their learning

    Do schools and trees mix? You may have memories of shady playing areas and shelter belts by playing fields, but our recent study suggests this is increasingly an exception rather than a rule.

    Trees are often seen as a health and safety risk, whether from branches or the whole thing falling, or from children falling out of them. Many schools have banned pupils from climbing trees as a result.

    Beyond that, trees are often seen as an optional “nice to have”. New Zealand’s current education minister criticised extensive landscaping and bespoke design when announcing a review of school properties in early 2024.

    But the benefits of trees and other vegetation in urban areas are well known, and increasingly important as housing density increases. Schools can play a significant role in encouraging the growth of “urban forests”.

    Unfortunately, there are also large differences in tree canopy cover in New Zealand cities (and elsewhere in the world), with low socioeconomic areas often having low tree canopy cover.

    This matters because trees and nature in general provide us with enormous health and wellbeing benefits, regardless of socioeconomic standing.

    Natural benefits

    Very little is known about green spaces on local school grounds. So, our research set out to survey the quantity and quality of green spaces in 64 urban primary schools in Auckland.

    We conducted the survey in the context of several known factors about the role and place of nature in education:

    • there has been a decline in the time spent outdoors by children since the 1950s

    • there is increasing evidence for the emotional and psychological benefits for children of connecting with nature

    • greening a school improves children’s appreciation for their daily environment and increases social wellbeing

    • highly vegetated schools provide a big opportunity to boost physical and mental health benefits for children, particularly in suburbs with low tree canopy cover

    • vegetation on school grounds can provide excellent opportunities for learning, particularly in science, with some evidence that greening increases academic achievement

    • trees and other vegetation can improve air quality at school, provide shade and UV protection from the sun.

    Because schools are fairly evenly distributed throughout cities, and can have a large spatial footprint, there’s also an opportunity to enhance wider native biodiversity, create ecological corridors and maintain cultural connections.

    Fields but few trees

    Unfortunately, our survey found the green spaces of most Auckland primary schools are dominated by sports fields.

    While it’s good news that children have access to these, adding trees and shrubs around the edges of the fields could provide many benefits without compromising existing play spaces.

    Native biodiversity was also lacking. In fact, 33% of school ground contained environmental weeds, such as woolly nightshade. There were also many more introduced plant species than native species, and most schools lacked a shrub layer.

    Urban green spaces in general tend to favour single trees with mown lawn underneath. But birds feed in different layers of vegetation and need that shrub layer and some vegetation complexity.

    The most common native tree by far was pōhutakawa. But planting a monoculture of pōhutakawa is a big risk if a disease (such as myrtle rust) has a big impact on that species.

    Diversity is key. Planting other native species such as pūriri, karaka, rewarewa or tītoki would increase plant diversity, attract native birds and other species, as well as provide sun shade.

    Room for improvement

    There was some good news, however. Of the 64 schools surveyed, 36% had a forest patch. This gives the children access to an outdoor learning resource that may be lacking from their immediate neighbourhood.

    It was heartening to find every school had at least one species associated with weaving, with both harakeke and tī kōuka present at 83% of schools.

    We know young Māori in cities are at risk of losing cultural knowledge and opportunities for cultural practices, so the availability of key weaving species is an excellent opportunity for schools and their whānau.

    If this was a report card, Auckland’s school green spaces would not be high-achieving. But there are plenty of opportunities to improve. Adding more diversity, more native plants, and planting trees around the edges of sports fields will provide a wealth of benefits to both children and the city’s overall biodiversity.

    Using outdoor spaces for learning will increase natural and cultural connections and improve children’s wellbeing. That is much more than a “nice to have”.

    SHENZHEN/HONG KONG, Jan. 28 — In the heart of the Guangdong-Hong Kong-Macao Greater Bay Area, the Guangdong Neilingding Futian National Nature Reserve in Shenzhen and the Mai Po Nature Reserve in Hong Kong are jointly safeguarding a vibrant expanse of mangrove wetlands.

    These wetlands are ecologically linked and integral parts of the Shenzhen Bay (Deep Bay) wetland ecosystem, which serves as an internationally important overwintering site and a refueling station for waterbirds on the East Asian-Australasian Flyway.

    In February 2023, Shenzhen’s Futian mangrove was designated as Wetlands of International Importance under the Ramsar Convention on Wetlands. Together with the wetlands in Mai Po Nature Reserve, Shenzhen Bay now hosts two internationally recognized wetlands of significance.

    “Mangroves are unique and complex ecosystems, often difficult for humans to access. Their dense canopy provides birds with quiet, undisturbed nesting areas, making them vital for wildlife conservation,” said Simon Wong, nature officer (management) at the Agriculture, Fisheries & Conservation Department (AFCD), Hong Kong Special Administrative Region (HKSAR) government.

    Moreover, mangroves protect coastlines from erosion caused by waves, while the mudflats they create harbor countless species and provide feeding and resting areas for migratory waterbirds, benefiting surrounding regions and other habitats, he added.

    According to Wong, mangroves and their soil have a high capacity for carbon sequestration through microbial activity, helping reduce atmospheric CO2 concentrations and mitigating the impacts of global warming and climate change. Mangroves can also accumulate heavy metals, help degrade organic pollutants, and exhibit an ecological interception effect against microplastics.

    The wetlands of the nature reserves in Futian and Mai Po not only support rich biodiversity but also symbolize the close cooperation between Shenzhen and Hong Kong in ecological conservation.

    Since signing the framework arrangement for the conservation of Shenzhen Bay (Deep Bay) wetlands in January 2023, the two cities have made significant strides in protecting mangroves and wetlands, offering valuable insights into the harmonious coexistence between humans and nature.

    “The Shenzhen Bay is essentially a shared wetland between Shenzhen and Hong Kong. Despite being separated by the Shenzhen River, the ecosystem remains consistent,” said Yang Qiong, a senior engineer at Guangdong Neilingding Futian National Nature Reserve Administration Bureau.

    According to the framework, Shenzhen and Hong Kong will collaborate on ecological baseline and waterbird monitoring, synchronized surveys of black-faced spoonbills and their habitats, protection of inter-tidal mudflat and native mangrove species, capacity building, and experience sharing on environmental education.

    The framework provides an excellent platform for sharing experience in the wetland ecosystem conversation in Shenzhen Bay, said Toby Cheung, nature reserve officer (education) at the AFCD.

    The black-faced spoonbill, a key species in Shenzhen Bay and one of China’s top protected animals, has experienced a notably impressive population recovery. From fewer than 300 individuals in the 1990s to 6,988 counted globally in January 2024, the growth of black-faced spoonbill highlights the importance of Shenzhen Bay’s role in their protection.

    To accurately monitor the numbers and distribution of black-faced spoonbills, Shenzhen and Hong Kong conduct synchronized surveys and smart monitoring. Monthly synchronized data reflects the status of black-faced spoonbill throughout Shenzhen Bay, while annual global synchronized surveys provide a comprehensive understanding of population dynamics.

    High-definition cameras and AI-powered bird recognition technology are used for automated monitoring, particularly at night, reducing disturbance to resting birds while improving monitoring efficiency.

    On Nov. 6, 2024, an agreement was signed to establish the International Mangrove Center in Shenzhen, marking the beginning of deeper cross-border joint protection efforts in wetland conservation. In the future, the two cities aim to build a more comprehensive cross-border joint protection model and extend their cooperation to global mangrove conservation efforts.

    Yang said that Shenzhen and Hong Kong can learn from each other’s advanced experience and practices in wetland protection and implement cross-border joint conservation efforts. She noted that the wetland protection model in Shenzhen Bay, developed through collaboration between the two cities, could serve as a standout example for exchange at the International Mangrove Center.

    Nora Tam, chair professor of environmental science and conservation at Hong Kong Metropolitan University, noted that through the platform of the International Mangrove Center, Shenzhen and Hong Kong can increase exchanges and cooperation in science and technology, resources, management, and information, promoting wetland protection cooperation within the Greater Bay Area and beyond.

  • MIL-OSI USA News: Protecting Children from Chemical and Surgical Mutilation

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Policy and Purpose.  Across the country today, medical professionals are maiming and sterilizing a growing number of impressionable children under the radical and false claim that adults can change a child’s sex through a series of irreversible medical interventions.  This dangerous trend will be a stain on our Nation’s history, and it must end.

    Countless children soon regret that they have been mutilated and begin to grasp the horrifying tragedy that they will never be able to conceive children of their own or nurture their children through breastfeeding.  Moreover, these vulnerable youths’ medical bills may rise throughout their lifetimes, as they are often trapped with lifelong medical complications, a losing war with their own bodies, and, tragically, sterilization.

    Accordingly, it is the policy of the United States that it will not fund, sponsor, promote, assist, or support the so-called “transition” of a child from one sex to another, and it will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures.

    Sec. 2.  Definitions.  For the purposes of this order:

    (a)  The term “child” or “children” means an individual or individuals under 19 years of age.

    (b)  The term “pediatric” means relating to the medical care of a child.

    (c)  The phrase “chemical and surgical mutilation” means the use of puberty blockers, including GnRH agonists and other interventions, to delay the onset or progression of normally timed puberty in an individual who does not identify as his or her sex; the use of sex hormones, such as androgen blockers, estrogen, progesterone, or testosterone, to align an individual’s physical appearance with an identity that differs from his or her sex; and surgical procedures that attempt to transform an individual’s physical appearance to align with an identity that differs from his or her sex or that attempt to alter or remove an individual’s sexual organs to minimize or destroy their natural biological functions.  This phrase sometimes is referred to as “gender affirming care.”

    Sec. 3.  Ending Reliance on Junk Science.  (a)  The blatant harm done to children by chemical and surgical mutilation cloaks itself in medical necessity, spurred by guidance from the World Professional Association for Transgender Health (WPATH), which lacks scientific integrity.  In light of the scientific concerns with the WPATH guidance:

    (i)   agencies shall rescind or amend all policies that rely on WPATH guidance, including WPATH’s “Standards of Care Version 8”; and 

    (ii)  within 90 days of the date of this order, the Secretary of Health and Human Services (HHS) shall publish a review of the existing literature on best practices for promoting the health of children who assert gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion.

    (b)  The Secretary of HHS, as appropriate and consistent with applicable law, shall use all available methods to increase the quality of data to guide practices for improving the health of minors with gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion, or who otherwise seek chemical or surgical mutilation.

    Sec. 4.  Defunding Chemical and Surgical Mutilation.  The head of each executive department or agency (agency) that provides research or education grants to medical institutions, including medical schools and hospitals, shall, consistent with applicable law and in coordination with the Director of the Office of Management and Budget, immediately take appropriate steps to ensure that institutions receiving Federal research or education grants end the chemical and surgical mutilation of children.

    Sec. 5.  Additional Directives to the Secretary of HHS.  (a)  The Secretary of HHS shall, consistent with applicable law, take all appropriate actions to end the chemical and surgical mutilation of children, including regulatory and sub-regulatory actions, which may involve the following laws, programs, issues, or documents:

    (i)    Medicare or Medicaid conditions of participation or conditions for coverage;

    (ii)   clinical-abuse or inappropriate-use assessments relevant to State Medicaid programs;

    (iii)  mandatory drug use reviews;

    (iv)   section 1557 of the Patient Protection and Affordable Care Act;

    (v)    quality, safety, and oversight memoranda;

    (vi)   essential health benefits requirements; and

    (vii)  the Eleventh Revision of the International Classification of Diseases and other federally funded manuals, including the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition.

    (b)  The Secretary of HHS shall promptly withdraw HHS’s March 2, 2022, guidance document titled “HHS Notice and Guidance on Gender Affirming Care, Civil Rights and Patient Privacy” and, in consultation with the Attorney General, issue new guidance protecting whistleblowers who take action related to ensuring compliance with this order.

    Sec. 6.  TRICARE.  The Department of Defense provides health insurance, through TRICARE, to nearly 2 million individuals under the age of 18.  As appropriate and consistent with applicable law, the Secretary of Defense shall commence a rulemaking or sub-regulatory action to exclude chemical and surgical mutilation of children from TRICARE coverage and amend the TRICARE provider handbook to exclude chemical and surgical mutilation of children.

    Sec. 7.  Requirements for Insurance Carriers.  The Director of the Office of Personnel Management, as appropriate and consistent with applicable law, shall:

    (a)  include provisions in the Federal Employee Health Benefits (FEHB) and Postal Service Health Benefits (PSHB) programs call letter for the 2026 Plan Year specifying that eligible carriers, including the Foreign Service Benefit Plan, will exclude coverage for pediatric transgender surgeries or hormone treatments; and

    (b)  negotiate to obtain appropriate corresponding reductions in FEHB and PSHB premiums.

    Sec. 8.  Directives to the Department of Justice.  The Attorney General shall:

    (a)  review Department of Justice enforcement of section 116 of title 18, United States Code, and prioritize enforcement of protections against female genital mutilation;

    (b) convene States’ Attorneys General and other law enforcement officers to coordinate the enforcement of laws against female genital mutilation across all American States and Territories; 

    (c)  prioritize investigations and take appropriate action to end deception of consumers, fraud, and violations of the Food, Drug, and Cosmetic Act by any entity that may be misleading the public about long-term side effects of chemical and surgical mutilation;

    (d)  in consultation with the Congress, work to draft, propose, and promote legislation to enact a private right of action for children and the parents of children whose healthy body parts have been damaged by medical professionals practicing chemical and surgical mutilation, which should include a lengthy statute of limitations; and

    (e)  prioritize investigations and take appropriate action to end child-abusive practices by so-called sanctuary States that facilitate stripping custody from parents who support the healthy development of their own children, including by considering the application of the Parental Kidnapping Prevention Act and recognized constitutional rights.

    Sec. 9.  Enforcing Adequate Progress.  Within 60 days of the date of this order, the heads of agencies with responsibilities under this order shall submit a single, combined report to the Assistant to the President for Domestic Policy, detailing progress in implementing this order and a timeline for future action.  The Assistant to the President for Domestic Policy shall regularly convene the heads of agencies with responsibilities under this order (or their designees) to coordinate and prepare for this submission.

    Sec. 10.  Severability.  If any provision of this order, or the application of any provision to any person or circumstances, is held to be invalid, the remainder of this order and the application of any of its other provisions to any other persons or circumstances shall not be affected thereby.

    Sec. 11.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)    the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)   the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    Chancellor Rachel Reeves will today vow to go “further and faster” to kick start the economy, as she unveils new plans to deliver the Oxford-Cambridge Growth Corridor that will boost the UK economy by up to £78 billion by 2035 according to industry experts.

    In a speech in Oxfordshire, the Chancellor will tell regional and business leaders that economic growth is the number one mission of this government and its Plan for Change. She will declare that Britain’s economy has “huge potential” and is at the “forefront of some of the most exciting developments in the world like artificial intelligence and life sciences.”

    She will back the redevelopment of Old Trafford and will review the Green Book – the government’s guidance on appraisal – in order to support decisions on public investment across the country, including outside London and the Southeast.

    The speech comes after the Chancellor last week announced a new approach for the National Wealth Fund (NWF) and the Office for Investment (OfI) to work with local leaders to build pipelines of incoming investment and projects linked to regional growth priorities. This includes the NWF trialling Strategic Partnerships in Greater Manchester, West Yorkshire, West Midlands, and Glasgow City Region and the OfI piloting an approach in the Liverpool City Region and the North East Combined Authority to connect their regions to central government and industry expertise in order to unlock private investment.

    • That the government has agreed for water companies to unlock £7.9bn investment for the next 5 years to improve our water infrastructure and provide a foundation for growth. This includes nine new reservoirs, such as the new Fens Reservoir serving Cambridge and the Abingdon Reservoir near Oxford.

    • Confirming funding towards better transport links in the region including funding for East-West Rail, with new services between Oxford and Milton Keynes this year and upgrading the A428 to reduce journey times between Milton Keynes and Cambridge.

    • Prioritisation of a new Cambridge Cancer Research Hospital as part of the New Hospitals Programme bringing together Cambridge University, Addenbrookes Hospital and Cancer Research UK.

    • Support for the development of new and expanded communities in the Oxford-Cambridge Growth Corridor and a new East Coast Mainline station in Tempsford, to expand the region’s economy.
    • That she welcomes Cambridge University’s proposal for a new large scale innovation hub in the city centre. As the world’s leading science and tech cluster by intensity, Cambridge will play a crucial part in the government’s modern Industrial Strategy.

    Oxford and Cambridge are two of the least affordable cities in the UK. In other words, the demand is there but there are far too many supply side constraints on economic growth in the region.

    Designed to take advantage of the region’s unique strengths and potential, the announcements are further evidence of the government’s modern Industrial Strategy in action as it seeks to create the right conditions to increase investment in our leading growth sectors like life sciences, artificial intelligence and advanced manufacturing.

Putting local knowledge and leadership at the forefront, there will be tailored strategies for each region to ensure investment matches local needs and drives sustainable growth. Putting the government’s Plan for Change into action, the Chancellor set out that the goal is to harness growth everywhere to rebuild Britain and usher in a decade of national renewal. Measures included the NWF trialling Strategic Partnerships in Greater Manchester, West Yorkshire, West Midlands, and Glasgow City Region and the OfI piloting an approach in the Liverpool City Region and the North East Combined Authority to connect their regions to central government and industry expertise in order to unlock private investment.

    • The A428 (Black Cat to Caxton Gibbet) scheme will improve journeys between Milton Keynes, Bedford and Cambridge. The scheme will see a new 10-mile dual carriageway delivered, as well as three grade separated junctions, three tier at Black Cat roundabout (A1/A421) and two tier at Cambridge Road (B1428) and Caxton Gibbet (A428/A1198) junctions, respectively. Main construction began in December 2023 and the road is expected to open in 2027.
    • The Environment Agency have lifted their opposition to new development around Cambridge (Waterbeach and the Beehive centre). This unlocks the delivery of 4,500 new homes and associated community spaces such as schools and leisure facilities as well as office and laboratory space in Cambridge City Centre. This demonstrates how the government, councils, and regulators are working together to find solutions that unlock growth and address environmental pressures.
    • The government has agreed water companies’ water resources management plans, including Cambridge Water’s, unlocking a now-confirmed £7.9bn investment in water resources in the next 5 years to provide a foundation for growth and improving our water infrastructure. These plans include nine new reservoirs, including the new Fens Reservoir serving Cambridge to South East Strategic Reservoir Option (Abingdon Reservoir) near Oxford.

By concentrating government support on planning and energy, AIGZs aim to attract significant private investment, accelerate the build-out of critical AI infrastructure, and drive local economic regeneration. The first AI Growth Zone will be in Culham, Oxfordshire and the Chancellor today announced a ‘call for expressions of interest’ from regional and local authorities and industry, to inform the next stage of the AI Growth Zones programme.     • On Monday 20th January the Health Secretary announced the Cambridge Cancer Research Hospital is being prioritised for investment as part of wave 1 of the New Hospital Programme. This scheme will improve cancer survival rates by centralising Cambridge University Hospital cancer services under one roof and will further improve the proposition for the life sciences sector in the region, with AstraZeneca and CRUK researchers co-located at the facility, integrating the clinical and research models of cancer services. In doing so it will help create three new research institutes to be integrated with NHS clinical care helping to provide 10 new clinical trials per year and foster increased collaboration between top scientists and clinicians.

    ROSWELL, New Mexico — It has been just over three months since former President Joe Biden declared a major disaster for the state of New Mexico following the Oct. 19-20 Severe Storm and Flooding in Chaves County. To date, more than $24.6 million in federal assistance has been approved for New Mexican families affected by the disaster.FEMA and the U.S. Small Business Administration (SBA) have approved grants and loans for more than 3,000 recovering homeowners, renters and businesses in Chaves County. This assistance helps pay for eligible losses and disaster-related damage repair and replacement of homes and personal property, temporary housing, cleaning and sanitizing, moving and storage, childcare, medical and dental expenses and other needs of New Mexicans affected by the storm and flooding.“FEMA collaborates closely with all our federal, state and local stakeholders to help New Mexicans affected by the disaster as they recover. We must remember that this is a long-term effort, but one that will be critical in building a more resilient and stronger Roswell,” said José Gil Montañez, Federal Coordinating Officer for New Mexico.As of Jan. 27, FEMA Individual Assistance totaled more than $17.8 million in grants to eligible homeowners and renters, including:More than $8.88 million in housing grants to help pay for home repair, home replacement and rental assistance for temporary housing.  More than $8.94 million in grants to help pay for personal property replacement and other serious disaster-related needs, such as moving and storage fees, transportation, childcare, and medical and dental expenses. FEMA Voluntary Agency Liaisons (VALs)The VALs mission is to establish, foster and maintain relationships among government, voluntary, faith-based and community partners. Through these relationships, the VALs support the delivery of inclusive and equitable services and empower and strengthen capabilities of communities to address disaster caused unmet needs. In addition, VALs coordinate with local partners to assist with the collection and distribution of in-kind and monetary donations to aid in the Chaves County recovery process. By coordinating appeals through local Voluntary Organizations Active in Disasters (VOADs), the VALs have identified nearly $146,000 in additional FEMA Individual Assistance for Chaves County recovery. State and local VOADs have also distributed more than $461,000 in financial assistance to Chaves County survivors to support immediate needs and recovery efforts.Public Assistance  FEMA’s Public Assistance (PA) program for the October flooding reimburses the state, counties, local governments, tribes, and certain private nonprofits (including houses of worship) for eligible costs of disaster-related debris removal and emergency protective measures. PA in Chaves County is available, on a cost -sharing basis: FEMA pays 75%, the state 25%. FEMA has received eight applications for project funding under the PA program. Of those, seven projects are now under review. Small Business AdministrationThe U.S. Small Business Administration (SBA) has approved more than $6.8 million in long-term, low-interest disaster loans to homeowners, renters, businesses and non-profit organizations. Of that amount, more than $6 million was approved for homeowners and renters with over $2.9 million distributed. Approving more than $476,000 to Chaves – County business, SBA has distributed over $300,000 to assist in their recovery.Applicants may apply at https://lending.sba.gov. Business owners also may apply in-person by visiting SBA Business Recovery Center at the Eastern New Mexico University Roswell Arts and Sciences Center. The deadline to apply to SBA for property damage was Jan, 2, 2025.     A report by by the World Weather Attribution (WWA) looks at climate change and the likelihood of wildfire disaster in LA. 

    Prof Gabi Hegerl FRS, Professor of Climate System Science, University of Edinburgh, said:

    “Given the short timeline that WWA aims for this is a very thorough analysis of the role of climate change and also El Nino conditions contributing to the fires in Los Angeles.  The authors determine several factors that have contributed to this disaster, from severely dry conditions to high fire weather indices, late arrival of winter rains etc.  Several of these factors point to high fire risk, both due to El Nino conditions and global warming.  Overall the paper finds that climate change has made the Los Angeles fires more likely despite some statistical uncertainty.  This is a carefully researched result that should be taken seriously.  El Ninos come and go, but as long as the climate warms we will continue to see increasing risk of this hazard.  Adapting to it will help, and the authors make some suggestions, but this example is one of many of how climate change increases the risk of deadly and costly disasters.”

    Dr Karsten Haustein, Climate Scientist, Leipzig University, said:

    “I remember a stark and dire warning of an US-based weather forecaster just before the fires.  Sadly, he was absolutely spot on.  The extremely hazardous mix of dry and windy conditions led to unprecedented destruction, displacing tens of thousands of people and costing billions of dollars.  Naturally, folks want to know what role climate change played in this catastrophic disaster.

    “Following two very rapid attribution studies by teams from UCLA (California) and IPSL-CNRS (France), now WWA has released their comprehensive rapid attribution study.  The former two have already highlighted that climate change did play a role and made the fires more likely.  Especially the so-called ‘hydroclimate whiplash’, where wetter than average years are followed by drier than average years, contributed to the devastating outcome.  While these year-to-year variations are normal given the strong ENSO teleconnection in the region (El Niño leads to wetter conditions and vice versa for La Niña), now wet gets wetter and dry gets drier for longer.

    “Hence one of the key messages of the WWA study is that the dry season in the region lasts longer than it used to be (23 days), increasing the risk for very dry conditions to overlap with strong (St Ana) winds, which occur mainly in winter.  While WWA does not find increasing wind speeds during St Ana events, they do find that the risk for such a dry season has already increased by 35%, with a 6% increase in fire intensity.

    “WWA highlights that a more in-depth analysis is required to make conclusive statements about changes in atmospheric circulation that favour such cut-off lows.  But the thermodynamic climate change fingerprint (drier and warmer) is clearly present.  So is the problem of exposure in the region.  Houses are not build to withstand fire.  Instead, they are fuelling the fires.  A tinderbox when combined with built up vegetation from the preceding two wet seasons.  All these aspects are meticulously discussed in WWA’s new attribution study.

    “Their press release accurately summarises the scientific findings.  The team involved was larger than ever, including the UCLA colleagues mentioned above.  All methods used to conduct the analysis are peer-reviewed.  The results do confirm prior research such as, for example, the hypothesised ‘hydroclimate whiplash’.  The team also mentions the deficits of global climate models to simulate such wind events, which is why no attribution statement regarding the frequency of occurrence or magnitude of the St Ana winds is made.”

    The Financial Technology (FinTech), Human Resources Management (MSHRM), and Master of Science in Accounting (MSA) ranked as No. 12 in the nation. The recognition is particularly gratifying because the first two programs are newcomers to the rankings, having just become eligible for assessment. The MSA program is a long-established program.

    On Saturday, Feb. 15, Brunswick Town/Fort Anderson State Historic Site will commemorate the 160th anniversary of Fort Anderson’s capture by U.S. forces in 1865. The site will host two public events, starting with a free day of living history. This will be followed by a ticketed nighttime reenactment of the bombardment and evacuation of the fort.

    Living history demonstrations will run from 10 a.m.- 3 p.m. Nineteenth-century weapons demonstrations will occur at 11 and 11:30 a.m., 1, 2, and 2:30 p.m. Visitors are invited to interact with ongoing living history demonstrations of Civil War camp life and view interpretive displays throughout the event. Speaker Wade Sokolosky will present “Disaster on the Lower Cape Fear: The Role of Confederate Hospitals through the Fall of Wilmington” at noon.

    Site Manager Jim McKee will lead a tour of Fort Anderson at 4 p.m. A full event schedule will be available on Brunswick Town/Fort Anderson State Historic Site’s website and social media channels.

    Admission to the living history event is free. Parking is available at the Visitor Center, located at 8884 St. Philip’s Rd SE, in Winnabow. Food trucks will be onsite at the Visitor Center from 11 a.m.-6:30 p.m.

    The nighttime program, “Plunging Shot and Screaming Shell,” starts at 6 p.m. The night sky will come alive with a realistic reenactment of the bombardment and evacuation of the fort. This event will be a rare opportunity to witness a heavy artillery duel after dark. The event will go on in the event of rain, provided there is no thunder and lightning.

    A long-awaited acquisition of over 200 acres of land that includes the Historic Occoneechee Speedway to add to Eno River State Park has been finalized, the N.C. Department of Natural and Cultural Resources (DNCR) announced. The acquisition process, which began in 2021, was facilitated by the Eno River Association, which worked with the previous landowner, the Richard Hampton Jenrette Foundation (formerly the Classical American Homes Preservation Trust).

    The addition to the state park includes the four-mile walking trail that traverses the only surviving dirt speedway from NASCAR’s inaugural 1949 season, as well as the adjacent James M. Johnston Nature Preserve, a dedicated nature preserve with the N.C. Natural Heritage Program. The existing trail system connects to the Hillsborough Riverwalk greenway and is part of the state’s flagship state trail, the Mountains-to-Sea State Trail. The walking trail opened in 2003, through the Jenrette Foundation’s work with the volunteer Historic Speedway Group. The speedway, listed on the National Register of Historic Places, was also one of the first designated locations on the Moonshine and Motorsports Trail, launched in 2023 DNCR to celebrate the state’s unique traditions in distilling and auto racing.

    “We are excited about this expansion, made possible through a unique partnership between the Division of Parks and Recreation and two dedicated conservation groups, the Eno River Association and the Jenrette Foundation,” said DNCR Secretary Pamela B. Cashwell. “This land has a rich history, from its original stewards, including the ancestors of the present-day Occaneechi Band of the Saponi Nation, to its role in shaping North Carolina’s thriving racing industry, and now as part of a beautiful state park. We are thrilled that it is now protected forever and will remain accessible for the public to enjoy.”

    The complex acquisition process involved multiple parcels of land and many stakeholders. An adjacent 20-acre parcel along the Eno River bend, containing four known early settlements dating back to A.D. 1000, is now owned by the nonprofit organization, The Archaeological Conservancy. One acre that includes an active pump station was transferred to the town of Hillsborough.

    The acquisition was funded through a North Carolina Land and Water Fund grant of $973,000, supplemented by a $500,000 grant from the federal Land and Water Conservation Fund. The Eno River Association also secured a $100,000 gift from the Harkrader Family, which was matched by members of the association, which serves as the state park’s local friends’ group. The Jennette Foundation also donated nearly a quarter of the land value.

    “We are thrilled to have led the successful closing of the Hillsborough project, marking another critical step forward in our mission to protect the ecological health, cultural heritage, and historical significance of the Eno River basin,” said Kim Livingston, the association’s interim executive director. “This achievement was made possible through the dedicated efforts of our partners, supporters, and the community, who share our commitment to safeguarding this vital resource for generations to come. Projects like this not only preserve land but also reinforce the importance of collaboration in achieving meaningful conservation outcomes.”

    Though the centerpiece of the new acquisition has long been protected as a historic site, the land is also crucial to the preservation of the Eno’s watershed quality and in providing a movement corridor for the wildlife that call the river and its banks home. It includes several documented natural heritage elements, including the threatened Neuse River waterdog, one of the rarest salamanders found only in two river basins, and seven species of mollusk listed by the state as threatened or endangered.

    “We are very grateful for our partners who made this important addition to Eno River State Park possible,” said State Parks Director Brian Strong. “This property provides our visitors with new opportunities for outdoor recreation and educational programs on the area’s prominent history. It also brings the serene nature oasis of the state park closer to downtown Hillsborough’s amenities, supplementing the Occoneechee Mountain State Natural Area to the south.”

    An official ribbon cutting to celebrate the acquisition is planned for the spring.

    If you think a lot is happening in the federal government all at once on a lot of different issues, you’re right.

    At the beginning of a new presidential administration, there is often a flurry of changes – new Cabinet appointments and a few executive orders. But what’s happening right now in Washington, D.C. – actions affecting immigration, tariffs, the firing of career government workers, gender identity, federally funded research, foreign aid and even broader categories of federal spending – is different from most presidential transitions, in volume, pace, content and breadth of the changes ordered.

    Administration officials and Trump allies have described all this action as a “shock and awe” campaign intended to “flood the zone.” Translation: It’s both an effort to demonstrate autocratic power and an effort to overwhelm and exhaust people who might resist the changes.

    The Conversation U.S. has published several articles – many from Donald Trump’s first term as president – that spell out how autocrats, and those who want to be autocrats, behave and why. Here are some key points to know.

    1. Seize executive power

    The move toward autocracy starts with wielding unyielding power over not only people but democratic institutions, explained Shelley Inglis, a scholar of international law at the University of Dayton. In a checklist of 10 items for wannabe authoritarians, the first task, she wrote, is being strong:

    “The mainstay of today’s authoritarianism is strengthening your power while simultaneously weakening government institutions, such as parliaments and judiciaries, that provide checks and balances. The key is to use legal means that ultimately give democratic legitimacy to the power grab.”

    2. Control political backers

    When a leader’s supporters are more loyal to the person than their political party, that creates what is called a “personalist party,” as scholars of political science Erica Frantz at Michigan State University, Joe Wright at Penn State and Andrea Kendall-Taylor at Yale University described. That creates a danger to democracy, they wrote:

    “(W)hat matters for democracy is not so much the ambitions of power-hungry leaders, but rather whether those in their support group will tame them. … (W)hen personalist ruling parties hold legislative majorities and the presidency … there is little that stands in the way of a grab for power.”

    3. Sideline the public

    In a democracy, the public has power. But if the people choose not to exercise it, that leaves room for an authoritarian leader to take more control, warned Mark Satta, a professor of philosophy and law at Wayne State University in an article comparing George Orwell’s book “Nineteen eighty-four” to modern events:

    “Trump routinely speaks like an autocrat. Yet many Americans excuse such talk, failing to treat it as the evidence of a threat to democracy that it is. This seems to me to be driven in part by the tendency Orwell identified to think that truly bad things won’t happen – at least not in one’s own country.”

    4. Depend on complacency

    Another scholar delivered a warning of a possible future. Vickie Sullivan, a political science scholar at Tufts University, studies Renaissance writer Niccolò Machiavelli, who lived from 1469 to 1527.

    He is perhaps most widely known for encouraging “sole rulers – his phrase for authoritarians or dictators – … to use force and fraud to gain and maintain power,” she wrote. But Machiavelli had advice for the public, too, Sullivan explained:

    “He instructs republican citizens and leaders … to recognize how vulnerable the governments they cherish are and to be vigilant against the threats of tyranny. … If republican citizens and leaders fail to be vigilant, they will eventually be confronted with a leader who has accumulated an extremely powerful and threatening following. At that point, Machiavelli says, it will be too late to save the republic.”

    Johannes Fischer, Department of Conservation Senior Science Advisor, says climate change impacts have the potential to wipe out the Whenua Hou diving petrel – a small seabird with cobalt blue feet that’s “like a flying penguin”.

    “Their entire population breeds in the fragile sand dunes of Whenua Hou/Codfish Island, up to 20 m from the high tide line. Rising seas levels and increasingly frequent storms will eventually destroy their habitat on Whenua Hou. Over the last 10 years, 20% of the dune front has already gone,” Johannes says.

    On 31 December 2024, 15 Whenua Hou diving petrel chicks were transferred from Whenua Hou to their new home. This is the first of five transfers over the next five years to move a total of 75 chicks – the number considered sufficient to build a new colony without causing any long-term impact to the Whenua Hou colony.

    “Before humans arrived in New Zealand, Whenua Hou diving petrels bred all over the southern South Island and there were millions on Stewart Island/Rakiura. But until the recent transfer, they had reduced to a single population on Whenua Hou of just 210 individuals,” Johannes says.

    Two years ago, mana whenua, DOC, fishers, the fishing industry, and Environment Southland developed an action plan to restore the petrels, which advised a second population at a new site was needed.

    The group worked through a range of possible sites and identified an undisclosed, predator-free location within Whenua Hou diving petrel’s historic range as the best possible option.

    All work is done in partnership with the Whenua Hou Committee (the advisory committee to the Minister of Conservation on the management of Whenua Hou), Ōraka Aparima Rūnaka, and Ngāi Tahu whānui.

    Johannes says timing was crucial and the transfer had to take place roughly a week before the chicks fledged, before their homing instinct for Whenua Hou was developed.

    “We hand-reared the chicks at their new home, and the last chicks fledged on 12 January 2025. Next season, we will translocate another 15 birds.”

    “We expect the first group of translocated chicks to return to their new home as adults in October 2026. We’ll keep an eye out in anticipation.”

    Researchers exploring the deep waters off the Fiordland coast have caught on camera marine communities that have never been filmed before. These communities include a protected species of red coral that has not previously been seen in such large numbers.

    “We were filming at depths of 80 to 130 metres and found amazing marine communities. The most incredible find—unlike anything we have seen elsewhere—was about 4 kilometres north of the entrance to Doubtful Sound/Patea. On the ocean floor, we saw forests of bright red coral,” said Professor James Bell, a marine biologist at Te Herenga Waka—Victoria University of Wellington.

    The coral species, Errina novaezelandiae, is commonly known as red coral, although it is not a true coral but a related animal called a hydrocoral.

    The discovery of the red coral forests was made while the researchers were working on a project to explore and map marine life in Fiordland’s deep waters. They were working on board the Department of Conservation (DOC) vesselSouthern Winds.

    “We’ve been exploring these deep reefs in Fiordland for many years, but we’re rarely able to work on the open coast outside the fiords because of the weather. On our most recent trip in January, the weather was finally on our side,” said Professor Bell.

    Using a remotely operated vehicle (ROV), the research team collected video footage of reefs at depths of greater than 100 metres in areas that have not previously been filmed.

    “We’ve deployed the ROV more than 100 times in deep waters around New Zealand, but we have not seen communities like those we found off the open coast outside Doubtful Sound/Patea. In other parts of the country, we usually find reefs at these depths are dominated by sponges. In this area off the Fiordland coast, red corals dominated. The water was also incredibly clear down at 100 m and we could see the reef from a distance of about 30 to 40 m,” he said.

    Red corals are known to live in some places inside the fiords and are considered to be associated with the sheltered fiord conditions. The population discovered around the open coast was distinguished by its massive size, with tens of thousands of corals seen.

    Video footage of the reefs shows numerous red corals, along with a range of other animals including larger black corals. Both red and black corals are protected species under the Wildlife Act.

    These coral forests play a key role in maintaining habitat diversity, supporting many fish and crayfish species, said Professor Bell.

    “Filming the animals that live on these deep-water reefs provides us with more information about the extraordinary biodiversity in our seas. This information is crucial to decisions about the use and protection of our marine environment. While much of Fiordland’s inland waters are protected, this is not the case for the open coast. In fact, most deep-water reefs around Aotearoa are not protected in marine reserves,” he said.

    The research was supported by the George Mason Charitable Trust and DOC’s conservation services programme. DOC also provided logistical support.

    Richard Kinsey, a DOC senior ranger who was on the trip, said: “It is exciting when you get to put the ROV into places you can rarely access as it gives insights into a completely different part of the fiord ecosystem. You just never know what you are going to find. For DOC, increasing our understanding of where these protected species are helps us to understand the potential threats to them.”

    DOC senior science advisor Lyndsey Holland added: “Our understanding of protected coral distribution in Fiordland is dominated by black corals. Other protected corals in the area haven’t been studied as extensively, so this finding is a breakthrough. We do know that New Zealand boasts a diverse array of cold-water corals offshore, so this discovery validates the need to survey and monitor Fiordland corals so we can best protect them.”

  • MIL-OSI USA: NASA Juno Mission Spots Most Powerful Volcanic Activity on Io to Date

    Even by the standards of Io, the most volcanic celestial body in the solar system, recent events observed on the Jovian moon are extreme.
    Scientists with NASA’s Juno mission have discovered a volcanic hot spot in the southern hemisphere of Jupiter’s moon Io. The hot spot is not only larger than Earth’s Lake Superior, but it also belches out eruptions six times the total energy of all the world’s power plants. The discovery of this massive feature comes courtesy of Juno’s Jovian Infrared Auroral Mapper (JIRAM) instrument, contributed by the Italian Space Agency.
    “Juno had two really close flybys of Io during Juno’s extended mission,” said the mission’s principal investigator, Scott Bolton of the Southwest Research Institute in San Antonio. “And while each flyby provided data on the tormented moon that exceeded our expectations, the data from this latest — and more distant — flyby really blew our minds. This is the most powerful volcanic event ever recorded on the most volcanic world in our solar system — so that’s really saying something.”
    The source of Io’s torment: Jupiter. About the size of Earth’s Moon, Io is extremely close to the mammoth gas giant, and its elliptical orbit whips it around Jupiter once every 42.5 hours. As the distance varies, so does the planet’s gravitational pull, which leads to the moon being relentlessly squeezed. The result: immense energy from frictional heating that melts portions of Io’s interior, resulting in a seemingly endless series of lava plumes and ash venting into its atmosphere from the estimated 400 volcanoes that riddle its surface.
    Close Flybys
    Designed to capture the infrared light (which isn’t visible to the human eye) emerging from deep inside Jupiter, JIRAM probes the gas giant’s weather layer, peering 30 to 45 miles (50 to 70 kilometers) below its cloud tops. But since NASA extended Juno’s mission, the team has also used the instrument to study the moons Io, Europa, Ganymede, and Callisto.

    During its extended mission, Juno’s trajectory passes by Io every other orbit, flying over the same part of the moon each time. Previously, the spacecraft made close flybys of Io in December 2023 and February 2024, getting within about 930 miles (1,500 kilometers) of its surface. The latest flyby took place on Dec. 27, 2024, bringing the spacecraft within about 46,200 miles (74,400 kilometers) of the moon, with the infrared instrument trained on Io’s southern hemisphere.
    Io Brings the Heat
    “JIRAM detected an event of extreme infrared radiance — a massive hot spot — in Io’s southern hemisphere so strong that it saturated our detector,” said Alessandro Mura, a Juno co-investigator from the National Institute for Astrophysics in Rome. “However, we have evidence what we detected is actually a few closely spaced hot spots that emitted at the same time, suggestive of a subsurface vast magma chamber system. The data supports that this is the most intense volcanic eruption ever recorded on Io.”
    The JIRAM science team estimates the as-yet-unnamed feature spans 40,000 square miles (100,000 square kilometers). The previous record holder was Io’s Loki Patera, a lava lake of about 7,700 square miles (20,000 square kilometers). The total power value of the new hot spot’s radiance measured well above 80 trillion watts.
    Picture This
    The feature was also captured by the mission’s JunoCam visible light camera. The team compared JunoCam images from the two previous Io flybys with those the instrument collected on Dec. 27. And while these most recent images are of lower resolution since Juno was farther away, the relative changes in surface coloring around the newly discovered hot spot were clear. Such changes in Io’s surface are known in the planetary science community to be associated with hot spots and volcanic activity.
    An eruption of this magnitude is likely to leave long-lived signatures. Other large eruptions on Io have created varied features, such as pyroclastic deposits (composed rock fragments spewed out by a volcano), small lava flows that may be fed by fissures, and volcanic-plume deposits rich in sulfur and sulfur dioxide.
    Juno will use an upcoming, more distant flyby of Io on March 3 to look at the hot spot again and search for changes in the landscape. Earth-based observations of this region of the moon may also be possible.  
    “While it is always great to witness events that rewrite the record books, this new hot spot can potentially do much more,” said Bolton. “The intriguing feature could improve our understanding of volcanism not only on Io but on other worlds as well.”

This amendment provides for the development of the payload for the third satellite in the CO2M Copernicus mission, in addition to the first two satellites payloads that are currently under integration. Copernicus is the Earth observation component of the European Union’s Space Programme. It provides accurate, timely and easily accessible information to improve the management of the environment, understand and mitigate the effects of climate change and ensure civil security for the benefit of all European citizens.     The signature of this amendment marks a significant milestone in the pursuit of the CO2M mission to develop a European anthropogenic greenhouse gas monitoring capability. Following the awarding of the CO2M contract in 2020 for the development of the first two satellites of this mission, ESA has renewed its confidence in OHB System and Thales Alenia Space to provide a third satellite and payload. With this additional satellite, the CO2M constellation will further consolidate its operations, while enhancing the accuracy of CO2 measurements thanks to greater repeatability of acquisitions (more than 3 times a week at European latitudes).

    The goal of the CO2M mission is to measure human-induced atmospheric carbon dioxide (and methane). These measurements will reduce current uncertainties in estimates of emissions of carbon dioxide from the combustion of fossil fuels at sub-continental scales. This will provide the European Union with a unique and independent source of information to assess the effectiveness of public policies, and to track their impact on decarbonizing Europe and meeting national emissions reduction targets.

    Each CO2M satellite’s payload includes three instruments:

    • A combined CO2/NO2 (carbon dioxide/nitrogen dioxide) instrument based on a near-infrared and shortwave-infrared spectrometer provided by Thales Alenia Space in France;
    • A Multi-Angle Polarimeter (MAP) based on four identical cameras, contained in a dedicated optical unit, provided by Thales Alenia Space in France;
    • A Cloud Imager (CLIM), derived from the flight-proven Proba-V instrument, provided by OIP Sensor Systems in Belgium.

    CO2M will measure images of atmospheric columns of CO2 with the resolution, accuracy, time sampling and spatial coverage required to provide the key space component inputs of the Operational Anthropogenic CO2 Emissions Monitoring & Verification Support (MVS) Capacity.

    The atmospheric measurements made by the combination of satellites and in-situ networks, especially CO2M, will provide Europe with a unique operational capability that will contribute to the global monitoring of fossil CO2 emissions[1], meaning CO2 emissions arising from anthropogenic activities, add carbon in the climate system with a huge impact on climate change.

    As prime contractor, OHB System is leading an industrial consortium including Thales Alenia Space and OIP Sensors to build the CO2M instruments. Thales Alenia Space in France is responsible for developing the CO2/NO2 Instruments and Multi-angular Polarimeters for the CO2M satellites. EnVision will embark five scientific instruments and a radio science experiment, to be carried out by the respective space agencies taking part in this exciting mission: the Italian Space Agency(ASI), the American space agency (NASA), the French space agency (CNES), the German aerospace research and technology centre (DLR) and the Belgian Science Policy Centre (BELSPO).

    Venus and Earth: two “twin planets” that are so different

    Some 20 years after the first European mission to Venus (Venus Express), EnVision’s goal is to explore this planet accurately and systematically from its inner core to the upper layers of the atmosphere, analysing its interaction with the surface. The intention is to provide an integrated view of Venus, studying its history, activity and climate in an attempt to better understand why Earth’s ‘twin’ planet, so similar in size and distance from the sun, is so different and uninhabitable today. EnVision is scheduled for launch in November 2031.

    As the prime contractor, Thales Alenia Space will be responsible for the entire satellite, hosting five scientific instruments and an ultra-stable oscillator to perform radio science experiments.

    About the aerobraking phase:

    The entry into orbit around Venus will include an aerobraking phase lasting several months, during which the orbit will be progressively circularised thanks to the friction of the satellite’s surfaces with the planet’s atmosphere. This will be a particularly delicate phase for the stability and temperature of the satellite. This will be followed by the actual scientific observation phase, which is expected to last about 6 Venusian years, corresponding to 4 Earth years.

    Thanks to its consolidated experience as prime contractor on complex scientific missions, the last of which was Euclid, Thales Alenia Space will draw in particular on the aerobraking experience gained with ExoMars’ Trace Gas Orbiter in 2016.

    ESA has authorised the next phases up to the spacecraft in-orbit commissioning around Venus. An important upcoming milestone will be the spacecraft system requirements review in 2025. In parallel, the selection of the industrial team will be completed and full authorisation to proceed with Phase C/D is expected in June 2026.

    The EnVision mission is dedicated to the study of Venus and was adopted in 2024 by ESA’s Science Programme Committee as the 5th medium-class mission within the Agency’s Cosmic Vision plan. 

    EnVision is an ESA-led mission in partnership with NASA that provides Synthetic Aperture Radar (VenSAR) and Deep Space Network support for mission-critical phases.

    EnVision will reach Venus after a 15-month cruise. After its arrival, the orbiter will spend about a year aerobraking through Venus’ atmosphere to gradually reach its scientific orbit, a near low-polar orbit of Venus, at an altitude of 220 to 540 km and with an orbital period of approximately 94 minutes.

  • MIL-OSI Global: Commerce oversees everything from weather and salmon to trade and census − here are 3 challenges awaiting new secretary

    The U.S. secretary of commerce oversees the smallest but arguably most complex of all Cabinet-level departments.

    Established as a distinct entity in 1913, it has evolved into a sprawling organization with 13 bureaus spanning a wide variety of critical areas that include weather forecasting, conducting the census, estimating gross domestic product, managing fisheries, promoting U.S. exports, setting standards for new technology and allocating radio frequency spectrum. It is even home to one of America’s eight uniformed military services, the NOAA Commissioned Officer Corps with its own fleet of ships, aircraft and 321 commissioned officers. Its main mission is to monitor oceans, waterways and the atmosphere in support of the National Oceanographic and Atmospheric Administration.

    As a result, there is no other Cabinet position that has to engage with lawmakers in Congress across so many disparate technical issues, committees and stakeholders. This medley reflects both the historical evolution of the U.S. economy and a degree of political happenstance.

    I served at the Commerce Department in several roles, including as chief financial officer and assistant secretary for administration, management and budget, and have watched several administrations attempt to craft an overarching strategic narrative around this diverse set of missions.

    Besides the difficult job of formulating a unifying strategy for the department’s many activities, I believe there are three specific challenges in particular that await the next secretary, a position that requires Senate confirmation.

    Commerce: A sprawling bureauocracy

    From its earliest days, the Commerce Department has collected trade statistics, overseen lighthouses and issued patents and trademarks. But since then, its portfolio has expanded significantly.

    In 1970, NOAA was placed inside Commerce, partly as a result of a feud between President Richard Nixon and his interior secretary, Wally Hickel, over the Vietnam War. NOAA now accounts for more than half the department’s US$11 billion budget and has created some peculiar departmental overlaps.

    As President Barack Obama joked in his 2011 State of the Union speech, “The Interior Department is in charge of salmon while they’re in freshwater, but the Commerce Department handles them when they’re in saltwater.”

    While the joke wasn’t quite accurate – a division of Commerce manages salmon in both fresh and saltwater, though Interior does restore their habitat – it does reflect some odd situations. For example, when it comes to sea turtles, Interior oversees their nests on shore, whereas Commerce protects them in the open sea.

    Due to the department’s broad interests, the commerce secretary has a role in nearly every important issue facing the country.

    He or she needs to be a quick study who is able to multitask, respond to congressional inquiries on a myriad of topics, as well as manage a 50,000-strong workforce including economists, scientists, statisticians, meteorologists and other experts.

    One example of the caliber of experts Commerce oversees is the National Institute for Standards and Technology, which does cutting-edge research in bioscience, artificial intelligence, materials science and industrial measurement standards. The institute currently has five Nobel laureates in physics and chemistry on its staff and is on the front lines on cybersecurity and national defense.

    While it’s unclear how Trump nominee Howard Lutnick plans to unify Commerce’s work, the previous secretary, Gina Raimondo, outlined five strategic goals for her department, including driving U.S. global competitiveness, using data to find new opportunities and modernizing its services and capabilities.

    The Senate Committee on Commerce, Science and Transportation is holding a hearing on Jan. 29, 2025, to consider Lutnick’s nomination.

    Challenge No. 1: Another census is just around the corner

    The incoming secretary’s biggest challenge will be the decennial census due on April 1, 2030.

    The census counts every person living in the U.S. and five U.S. territories. Census data is used to apportion the number of seats each state has in the House of Representatives and to adjust or redraw electoral districts, as well as to apportion federal funding allotted to each district. Consequently, the census receives huge attention in Congress. It will be an especially hot topic because the data collected in the 2020 census had errors due to the pandemic.

    Conducting the census is highly labor intensive and takes many years of planning and preparation, which ramp up now.

    The Commerce Department must hire 500,000 temporary workers, open local offices and run large-scale field tests, award billions of dollars in contracts, and work with every state, local, county and tribal government in the country to map where people live. This includes dorms, homeless shelters, nursing homes, prisons, oil rigs, boats, tents, hospitals and mobile homes as well as houses and apartments.

    The Census Bureau says it began planning for 2030 as far back as 2019 and is preparing to do a test census in 2026.

    Trump administration policies, such as ongoing efforts to round up and deport undocumented migrants, will make it even more challenging to count immigrants and other historically hard-to-reach groups. During his first term, President Donald Trump sought to prevent unauthorized immigrants from being counted at all – but ran out of time.

    Challenge No. 2: NOAA on the front lines of climate change fight

    Second, NOAA is likely to be in the political crosshairs, due to its role as a global leader in studying oceans, climate and coastal ecosystems.

    It tracks rising sea levels, ocean acidification and extreme weather events, and forecasts their impact on fisheries, shipping, marine protected areas and habitats. It also runs the National Weather Service and issues severe storm warnings. These and many other NOAA activities are vital to monitoring the pace of climate change and helping Americans adapt.

    NOAA’s mission and its budget are sure to be scrutinized by the Trump administration, which has already reversed a variety of policies meant to slow the pace of climate change. Trump himself has called climate change a “hoax.” That and policy proposals that seek to break up or privatize NOAA suggest many of NOAA’s climate-related activities could be under threat.

    Challenge No. 3: The patent problem

    A third challenge the incoming secretary will face is an ongoing crisis at the Patent and Trademark Office.

    Unlike most federal agencies, the Patent and Trademark Office is funded by user fees collected from applicants rather than from tax revenue. This is supposed to make it more efficient and easier to hire staff quickly, but the model is under stress due to a shortage of patent examiners with skills in assessing science, technology, engineering and math applications. The agency currently has a backlog of over 800,000 unexamined patent applications – near an all-time high.

    The backlog is likely to continue to grow as artificial intelligence and other state-of-the-art technologies accelerate the discovery cycle, but the slow process of patent approval – two years on average – can throw a wrench in it.

    Patents and trademarks are critical to U.S. competitiveness because they reward innovation and discovery and help inventors attract investors.

    The Trump administration’s broad federal hiring freeze is likely to worsen the Patent and Trademark Office’s staffing issues, while the back-to-office mandate may make it harder to recruit patent examiners, who often work remotely.

    On top of this, Elon Musk, whose companies hold large numbers of patents and who already holds tremendous sway in the Trump administration, says “patents are for the weak” and compared them with landmines in warfare. “They don’t actually help advance things,” he said. “They just stop others from following you.”

    In addition to these three areas, Commerce’s roles in international trade, telecommunications, industrial security and other matters could also become epicenters of any global crisis.

    This all adds up to an uncomfortable mix of political and operational challenges for the next secretary.

    LUCKNOW, January 28 : Marking its 60thanniversary, the CSIR-Indian Institute of Toxicology Research (CSIR-IITR) showcased its contributions and future ambitions at a celebratory event addressed by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, wherein he lauded some of the institute’s milestone achievements which have established its credibility and trustworthiness across the country as possibly the only institution of its kind in India and perhaps one of the few of its kind in the world.

    Dr Jitendra Singh also placed on record the institute’s appreciable contribution in investigating the cause of the mysterious disease currently making news from the Rajouri district of Jammu & Kashmir.

    The Minister lauded the institute’s pivotal role in addressing public health challenges and called for its expanded reach to ensure a “toxin-free India” by 2047, aligning with the vision of Viksit Bharat.

    The Minister emphasized the institute’s support for startups and MSMEs through initiatives like the DSIR-CRTDH Environmental Monitoring Hub and BIRAC-BioNEST. With more than 30 startups and 55 MSMEs receiving support, CSIR-IITR is fostering innovation and entrepreneurship in sectors like environmental monitoring and pollution abatement.

    The Minister stressed the need for wider visibility of the institute’s work, urging modern outreach strategies, including leveraging social media, to connect with stakeholders and the public.

    “Institutes like these don’t often make headlines unless linked to a crisis. It’s time for a proactive approach to showcase their contributions,” he remarked.

    Underlining the significance of synergy, Dr. Jitendra Singh proposed greater collaboration between CSIR-IITR and like-minded institutions, including IITs and medical research centres, to foster a holistic approach to science and innovation. He also celebrated the institute’s support for over 30 startups and 50 MSMEs, highlighting its contribution to India’s bio-economy.

    As part of the Diamond Jubilee Celebrations, Dr. Jitendra Singh inaugurated several key facilities at CSIR-IITR, strengthening its research and innovation capabilities. These included the Diamond Jubilee Arches, the new Diamond Jubilee Block, the NaMo-ATAL facility, and VV Sansa—an advanced reference material facility. Additionally, the Minister inaugurated the third-floor TDIC, the operational hub of the BioNEST initiative, aimed at fostering biotech startups and research collaborations.The Minister toured the CSIR-IITR Exhibition, which showcased the institute’s latest research breakthroughs and technological innovations.

    Dr. Jitendra Singh also unveiled a commemorative stamp highlighting the institute’s remarkable journey. Among the major product launches were Apatkaleen AHAAR, a shelf-stable, high-nutrition food solution for disaster relief and emergency preparedness, and NFit: Nutritious Food in Tablets, a compact superfood designed for endurance and cognitive performance in extreme environments, including space travel. Another innovation, MIL-FiT: Millet-enriched All-in-One Tablets, offers a high-fibre, protein-rich food solution for trekkers, adventurers, and field personnel operating in remote locations. Additionally, SenzSCAn: Point-of-Care Chromogenic Sensor for Sickle Cell Anaemia was introduced—a cost-effective and portable diagnostic tool enabling rapid detection of sickle cell anaemia, particularly in underserved regions.

    In a boost to translational research, major technology transfers—VV Sansa’s TT, and Oneer—were also formalized, underscoring CSIR-IITR’s commitment to transforming lab innovations into real-world applications. Further strengthening its knowledge-sharing efforts, the Minister released the CSIR-IITR Annual Report and Vish-Vigyan Sandesh Sankalan (Volume 1), documenting the institute’s recent achievements and scientific contributions.

    The event also witnessed the launch of the WARMEST and EARTH-25 conferences, aimed at fostering research collaboration on environmental and health challenges, along with the Diamond Jubilee Internship and the E-PARAM initiative, promoting skill development and digital transformation.

    Dr. Jitendra Singh highlighted the institute’s evolution over six decades, transitioning from its original focus on industrial toxicology to tackling contemporary issues like environmental hazards, food safety, and health crises. He emphasized the institute’s critical role during national emergencies, such as the Odisha cyclone and the epidemic dropsy outbreak, and its integration into flagship government missions like NamamiGange and air quality monitoring.

    Dr. Jitendra Singh commended the institute’s innovations in developing cost-effective tools, such as on-field detection kits for haemoglobin content and sickle cell anaemia, which hold great potential for improving healthcare accessibility. He also lauded its role as the only CSIR laboratory with both NABL accreditation and GLP certification, ensuring adherence to international quality standards.

    Dr. Jitendra Singh also appreciated the institute’s efforts in promoting scientific temper among students through its Jigyasa programs and skill development initiatives. He encouraged the institute to continue its focus on creating affordable, accessible technologies, such as strip-based tests for food adulteration, which directly benefit citizens in their daily lives.

    The Minister’s address underscored a broader commitment to safeguarding public health as a cornerstone of India’s developmental goals. By focusing on reducing toxins—both chemical and social—CSIR-IITR aims to play a crucial role in achieving a healthy and prosperous India by its centenary in 2047.

  • MIL-OSI Asia-Pac: Confined Electrons paves the way for improved optoelectronic materials, sensors & nano-catalysts

    In a major stride forward for nanoscience, researchers have uncovered a groundbreaking phenomenon — electron confinement-induced plasmonic breakdown in metals.

    This study opens new avenues for understanding and manipulating the fundamental behaviour of electrons in nanoscale systems which can help design more efficient nanoelectronic devices and optoelectronic materials with enhanced precision, sensors that operate at atomic and molecular levels as well as efficient nano catalysts.

    Metals have long been celebrated for their plasmonic properties—collective oscillations of free electrons that enable unique optical responses. From catalysis to advanced photonic devices, plasmonic behaviour underpins a wide range of modern technologies. However, Prof. Saha’s research sheds light on an unexpected and transformative aspect of this field: how the confinement of electrons at the nanoscale disrupts and ultimately breaks down plasmonic behaviour.

    A new study by Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR) in Bengaluru, under the Department of Science and Technology (DST), GoI, probe how the quantum confinement of electrons, driven by size reduction to the nanoscale, changes the electronic structure of metals. This shift, as shown by the team steered by Prof Bivas Saha leads to a suppression of the collective oscillations essential to plasmonic properties, fundamentally altering the material’s optical and electronic behaviour.

    At the nanoscale, materials behave in ways that often defy classical intuition. JNCASR’s work published in the prestigious Science Advances (2024, Vol. 10, Issue 47), bridges the gap between traditional plasmonics and the quantum effects that emerge at this scale.

    Prof. Saha’s team employed advanced spectroscopy techniques to observe plasmonic phenomena in metallic systems with varying degrees of confinement. Alongside, computational simulations provided a deep theoretical framework to explain the observed breakdown.

    They used cutting-edge tools such as electron energy loss spectroscopy (EELS) and first-principles quantum mechanical calculations which helped them predict electron behaviour with unprecedented accuracy.

    Apart from JNCASR, Prof. Alexandra Boltasseva and Prof. Vladimir Shalaev from Purdue University and Prof. Igor Bondarev from North Carolina State University in USA, and Dr. Magnus Garbrecht and Dr. Asha Pillai from the University of Sydney participated in this study.

    This research challenges long-held assumptions in plasmonics, redefining the boundaries of what is possible with metal-based materials. The electron confinement-induced plasmonic breakdown represents not just a scientific revelation but also a call to rethink the design principles of nanoscale materials.

    Speaking about the breakthrough, Prof. Saha remarked, “Our findings highlight the transformative role of quantum confinement in redefining material properties. This is not just about understanding plasmonic breakdown—it’s about pushing the limits of how we can harness nanoscale phenomena for technological innovation.”

    With growing interest in quantum materials and nanotechnology, Prof. Saha’s work positions JNCASR as a leader in exploring the uncharted territory where classical and quantum physics converge.

    “The electron confinement-induced plasmonic breakdown in metals represents a landmark achievement in materials science and nanotechnology. By unravelling the intricate interplay between quantum confinement and plasmonic behaviour, this research sets the stage for revolutionary advancements across industries.”- commented Prasanna Das, lead author of the paper.

    The implications of the study are vast, spanning — electronics and photonics, sensing technologies and catalysts and energy conversion.

    New Publication from Powell Center Headwaters Workshop

    A new publication has been released from a Powell Center workshop focusing on headwater streamflow.

    The protection of headwater streams faces increasing challenges, exemplified by limited global recognition of headwater contributions to watershed resiliency and a recent US Supreme Court decision limiting federal safeguards. Despite accounting for ~77% of global river networks, the lack of adequate headwaters protections is caused, in part, by limited information on their extent and functions—in particular, their flow regimes, which form the foundation for decision-making regarding their protection. Yet, headwater streamflow is challenging to comprehensively measure and model; it is highly variable and sensitive to changes in land use, management and climate. Modelling headwater streamflow to quantify its cumulative contributions to downstream river networks requires an integrative understanding across local hillslope and channel (that is, watershed) processes. Here we begin to address this challenge by proposing a consistent definition for headwater systems and streams, evaluating how headwater streamflow is characterized and advocating for closing gaps in headwater streamflow data collection, modelling and synthesis.
