  • MIL-OSI Global: The ancient Irish get way too much credit for Halloween

    This time of year, I often run across articles proclaiming Halloween a modern form of the pagan Irish holiday of Samhain – pronounced SAW-en. But as a historian of Ireland and its medieval literature, I can tell you: Samhain is Irish. Halloween isn’t.

    The Irish often get credit – or blame – for the bonfires, pranksters, witches, jack-o’-lanterns and beggars who wander from house to house, threatening tricks and soliciting treats.

    The first professional 19th-century folklorists were the ones who created a through line from Samhain to Halloween. Oxford University’s John Rhys and James Frazer of the University of Cambridge were keen to find the origins of their national cultures.

    They observed lingering customs in rural areas of Britain and Ireland and searched medieval texts for evidence that these practices and beliefs had ancient pagan roots. They mixed stories of magic and paganism with harvest festivals and whispers of human sacrifice, and you can still find echoes of their outdated theories on websites.

    But the Halloween we celebrate today has more to do with the English, a ninth-century pope and America’s obsession with consumerism.

    A changing of the seasons

    For two millennia, Samhain, the night of Oct. 31, has marked the turn from summer to winter on the Irish calendar. It was one of four seasonal signposts in agricultural and pastoral societies.

    After Samhain, people brought the animals inside as refuge from the long, cold nights of winter. Imbolc, which is on Feb. 1, marked the beginning of the lambing season, followed by spring planting. Beltaine signaled the start of mating season for humans and beasts alike on May 1, and Lughnasadh kicked off the harvest on Aug. 1.

    But whatever the ancient Irish did on Oct. 31 is lost to scholars because there’s almost no evidence of their pagan traditions except legends written by churchmen around 800 A.D., about 400 years after the Irish started turning Christian. Although they wrote about the adventures of their ancestors, churchmen could only imagine the pagan ways that had disappeared.

    An otherworld more utopian than terrifying

    These stories about the pagan past told of Irish kings holding annual weeklong feasts, markets and games at Samhain. The day ended early in northwestern Europe, before 5 p.m., and winter nights were long. After sundown, people went inside to eat, drink and listen to storytellers.

    The stories did not link Samhain with death and horror. But they did treat Samhain as a night of magic, when the otherworld – what, in Irish, was known as the “sí” – opened its portals to mortals. One tale, “The Adventure of Nera,” warned that if you went out on Samhain Eve, you might meet dead men or warriors from the sí, or you might unknowingly wander into the otherworld.

    When Nera went out on a dare, he met a thirsty corpse in search of drink and unwittingly followed warriors through a portal into the otherworld. But instead of ghosts and terror, Nera found love. He ended up marrying a “ban sídh” – pronounced “BAN-shee” – an otherworldly woman. But here’s the medieval twist to the tale: He lived happily ever after in this otherworld with his family and farm.

    The Irish otherworld was no hell, either. In medieval tales, it is a sunny place in perpetual spring. Everyone who lives there is beautiful, powerful, immortal and blond. They have good teeth. The rivers flow with mead and wine, and food appears on command. No sexual act is a sin. The houses sparkle with gems and precious metals. Even the horses are perfect.

    Clampdown on pagan customs

    The link between Oct. 31, ghosts and devils was really the pope’s fault.

    In 834, Pope Gregory IV decreed Nov. 1 the day for celebrating all Christian saints. In English, the feast day became All Hallows Day. The night before – Oct. 31 – became known as All Hallows Eve.

    Some modern interpretations insist that Pope Gregory created All Hallows Day to quell pagan celebrations of Samhain. But Gregory knew nothing of ancient Irish seasonal holidays. In reality, he probably did it because everyone celebrated All Saints on different days and, like other Popes, Gregory sought to consolidate and control the liturgical calendar.

    In the later Middle Ages, All Hallows Eve emerged as a popular celebration of the saints. People went to church and prayed to the saints for favors and blessings. Afterward, they went home to feast. Then, on Nov. 2, they celebrated All Souls’ Day by praying for the souls of their lost loved ones, hoping that prayers would help their dead relatives out of purgatory and into heaven.

    But in the 16th century, the Protestant rulers of Britain and Ireland quashed saints’ feast days, because praying to saints seemed idolatrous. Protestant ministers did their best to eliminate popular customs of the early November holidays, such as candle-lit processions and harvest bonfires.

    In the minds of ministers, these customs smacked of heathenism.

    A mishmash of traditions

    Our Halloween of costumed beggars and leering jack-o’-lanterns descends from this mess of traditions, storytelling and antiquarianism.

    Like our ancestors, we constantly remake our most important holidays to suit current culture.

    Jack-o’-lanterns are neither ancient nor Irish. One of the earliest references is an 18th-century account of an eponymous Jack, who tricked the devil one too many times and was condemned to wander the world forever.

    Supposedly, Jack, or whatever the hero was called, carved a turnip and stuck a candle in it as his lantern. But the custom of carving turnips in early November probably originated in England with celebrations of All Saints’ Day and another holiday, Guy Fawkes Day on Nov. 5, with its bonfires and fireworks, and it spread from there.

    As for ancient bonfires, the Irish and Britons built them to celebrate Beltaine, but not Samhain – at least, not according to the medieval tales.

    In 19th-century Ireland, All Hallows Eve was a time for communal suppers, games like bobbing for apples and celebrating the magic of courtship. For instance, girls tried to peel apples in one long peel; then they examined the peels to see what letters they resembled – the initials of their future husbands’ names. Boys crept out of the gathering, despite warnings, to make mischief, taking off farm gates or stealing cabbages and hurling them at the neighbors’ doors.

    Halloween with an American sheen

    Across the Atlantic, these customs first appeared in the mid-19th century, when the Irish, English and many other immigrant groups brought their holidays to the U.S.

    In medieval Scotland, “guisers” were people who dressed in disguise and begged for “soul cakes” on All Souls Day. These guisers probably became the costumed children who threatened – and sometimes perpetrated – mischief unless given treats. Meanwhile, carved turnips became jack-o’-lanterns, since pumpkins were plentiful in North America – and easier to carve.

    Like Christmas, Valentine’s Day and Easter, Halloween eventually became a feast of consumerism. Companies mass-produced costumes, paper decorations and packaged candy. People in Britain and Ireland blamed the Americans for the spread of modern Halloween and its customs. British schools even tried to quash the holiday in the 1990s because of its disorderly and demonic connotations.

    The only real remnant of Samhain in Halloween is the date. Nowadays, no one expects to stumble into a romance in the sí. Only those drawn to the ancient Celtic past sense the numinous opening of the otherworld at Samhain.

    But who’s to say which reality prevails when the portals swing open in the dark of Oct. 31?

  • MIL-OSI Global: Beyond bottled water and sandwiches: What FEMA is doing to get hurricane victims back into their homes

    In a pattern all too familiar to people affected by disasters, hurricanes Helene and Milton have disappeared from the headlines, just a few weeks after these disasters ravaged the Southeast. Although reporters have moved on, recovery is just beginning for people who were displaced.

    According to government and private analysts, damages may exceed US$50 billion apiece for these two storms. The Red Cross estimates that over 7,200 homes were destroyed or severely damaged and that more than 1,200 people were living in shelters across the affected states as of late October 2024.

    Staffers from the Federal Emergency Management Agency have been on the ground since before Helene and Milton hit, positioned to help as soon as the storms passed, along with state and local responders. But many people aren’t clear about how FEMA helps or what its responsibilities are.

    This may be one reason why the agency has had to dispel rumors about its response to Helene in North Carolina, such as assertions that representatives were coming to seize damaged property.

    We study the impacts of natural disasters and how communities recover. Here’s what FEMA does in zones battered by disasters like Helene and Milton:

    Quick cash grants, then funding for repairs

    FEMA works year-round helping communities prepare for disasters and training emergency management personnel to respond to these events. In the wake of declared federal disasters, it offers its Public Assistance and Individuals and Households programs.

    Public Assistance Program funds are available to state and local governments and some nonprofits to help pay for things like removing debris, preventing further damage and restoring public infrastructure. Support from the Individuals and Households Program may include funds for temporary housing and for repairing or replacing primary residences, as well as provision of temporary housing units for people displaced from their homes.

    FEMA launched a new form of flexible aid in March 2024 that provides quick cash payments of $750 per household for immediate needs, such as food, water, gasoline and emergency shelter. Contrary to rumors that have circulated in the wake of Helene, these payments are just a start, not the maximum support that FEMA offers.

    Applicants have to file claims to receive further aid. These requests go through extensive review, such as inspections of home damage. FEMA then decides how much aid to provide, if any.

    The agency will fund repairs intended to make the home safe to live in, but this work may not be enough to return the home to its pre-disaster state. Currently, the maximum FEMA aid for housing assistance is $42,500, plus an additional $42,500 for other disaster-related needs. For many, these amounts will be insufficient.

    FEMA officials say the agency has enough funding to handle immediate response and recovery from both Helene and Milton. However,
    until damage from both storms has been fully assessed, it is hard to know whether FEMA will need supplemental funds from Congress to support long-term recovery.

    Insurance plays a key role

    FEMA’s programs are intended to help with temporary housing and other needs that aren’t covered by insurance. Homeowners are expected to protect themselves against losing their dwellings by insuring their homes.

    However, some natural disasters are not always covered by homeowners insurance. They include storm-driven flooding, earthquakes and wind damage from hurricanes and tornadoes.

    In places that are vulnerable to these hazards, homeowners may have to seek separate coverage, either from private insurers or government-backed lenders of last resort. Households that don’t purchase special coverage, either because it costs too much or they don’t think they need it, will struggle to recover.

    According to FEMA, only 4% of U.S. homeowners have flood insurance, while 99% of U.S. counties have experienced flooding since 1996.

    Other federal funding sources

    Another federal funding source for housing repair and replacement and other personal property losses is the Small Business Administration. But, unlike FEMA grants that don’t need to be repaid, the SBA only offers low-interest loans.

    The main source of funding for long-term housing recovery is the U.S. Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery grants. These funds must be approved by Congress following a disaster, so it can take months or years for funds to reach communities.

    Awarding this money as block grants gives state and local governments more flexibility to meet the needs of affected communities. However, it also makes it easier to allocate the funds in ways that don’t address the housing needs of the people they are intended to help.

    In recent years, we have seen many cases in which state or local officials have spent these funds inappropriately. For example, after Hurricane Katrina in 2005, Mississippi Governor Haley Barbour redirected most of his state’s HUD funds to economic development projects, including expanding the port of Gulfport, rather than rebuilding housing for storm survivors.

    Fighting to direct funds to those who need them most often requires legal action, extending the wait for hard-hit communities that need it.

    Renters have few options

    Disaster recovery programs often overlook renters, even though in many areas up to half of residents may rent their homes. Renters have little control over whether their homes are rebuilt at all, much less whether they will be allowed to return to them.

    Our research has shown that owner-occupied housing generally recovers much more quickly than rental housing. Apartment buildings also face a more uncertain recovery than single-family homes.

    Helping the neediest victims

    Even after recent updates to its rules, FEMA still struggles to adequately meet the needs of the most vulnerable groups in society. This includes low-income and minority households, people with disabilities and those who are undocumented.

    Poor households often live in homes that are in bad shape or that have gone through previous disasters without repair. In such cases, it can be hard for FEMA inspectors to determine how much damage was caused by the current disaster, which in turn can lead to claims being denied.

    In south Texas, after hurricanes Dolly and Ike in 2008, thousands of low-income households’ claims were denied, leading to a class-action lawsuit that homeowners ultimately won. After Hurricane Maria devastated Puerto Rico in 2017, many homeowners were denied rebuilding aid because they couldn’t provide a title to prove ownership.

    In response, FEMA created new rules in 2023 for demonstrating ownership. For example, FEMA has modified and expanded the types of documentation needed to prove ownership. The agency has also changed eligibility and assistance rules to make it easier to qualify for assistance.

    Recent research suggests that, at least on the whole, FEMA’s Individual Assistance Program is not likely to underserve poor households. Nonetheless, as people across the Southeast take stock of losses from this year’s hurricanes, we believe it will be important to pay special attention to under-resourced households, whose needs may not be adequately addressed by federal programs.

    USGS invests $4.8 million in Bipartisan Infrastructure Law funding for five airborne electromagnetic surveys across the nation

    RESTON, Va. – The U.S. Geological Survey has announced it will invest approximately $4.8 million in Bipartisan Infrastructure Law funding to collect high-resolution geophysical data focused on areas with potential for critical mineral resources across multiple parts of the nation. 

    The data collection will be conducted through the USGS Earth Mapping Resources Initiative (Earth MRI), a partnership between the USGS and state geological surveys that is revolutionizing our understanding of the nation’s geology and critical mineral resources which are vital to the U.S. economy, national security, and clean energy technology.  

    Lyndsay Ball, USGS geophysicist and co-technical lead for Earth MRI electromagnetic surveys, described the data collected through Earth MRI as foundational, with broad applications to multiple disciplines within the Earth sciences. 

    “The data not only provide insight into mineral resources, but they’re also needed for understanding water resources, hydrogeology, geothermal systems, and even geologic hazards,” said Ball.  

    These airborne geophysical surveys will collect electromagnetic data to provide cross section images of subsurface electrical resistivity that expand the fundamental knowledge of geology underpinning the areas in the following states and regions: 

    • Nevada’s Great Basin 
    • California’s western Mojave Desert 
    • Illinois, Iowa, and Wisconsin Phosphorite Deposits 
    • Wyoming’s Cheyenne Belt 
    • Michigan’s Upper Peninsula 

    The electromagnetic sensors penetrate the shallow subsurface to about 300 to 500 meters (approximately 1,000 to 1,650 feet) deep and measure electrical resistivity, or how well the rocks conduct electricity. This method is particularly useful in mapping variations in sediment and rock type as well as groundwater salinity, which are markers of critical mineral resources such as brine potentially containing lithium, or graphite and clay deposits. 

    The various survey footprints were designed in close collaboration with respective state geological surveys with the aim of improving understanding of local geology and resources. 

    Officials from the various state geological surveys are optimistic the electromagnetic surveys will complement data generated through other types of Earth MRI surveys, including magnetic, radiometric, and hyperspectral, as well as their own ongoing mapping projects. 

    “This upcoming electromagnetic survey will focus on the tri-state area that has high prospectivity for critical mineral potential, and Earth MRI is the best tool to map the region,” said Ryan Clark, a geologist with the Iowa State Geological Survey. “The overlap in data will help us calibrate and validate the surveys through our own geochemical mapping.” 

    “The electromagnetic data will be a great complement to our mapping because we can take what we’re seeing at the surface and combine it with the subsurface data to get a more detailed look at our state’s geology,” said Erica Key, senior geologist at the California Geological Survey Mineral Resource Program. 

    The initial airborne geophysical surveys may be followed by additional investments, including new geologic maps, geochemical sampling, and other techniques to better understand the region’s geologic framework.

    Since 2021, the Bipartisan Infrastructure Law has advanced scientific innovation through a $320 million investment for the USGS to better map the Nation’s mineral resources, both still in the ground and in mine wastes, and to preserve historical geologic data and samples. Through the end of fiscal year 2024, more than $160 million has been obligated for Earth MRI initiatives, propelling efforts to make “once-in-a-generation” advancements in the nation’s geologic and geophysical data collections and mapping.

  • MIL-OSI Global: How language barriers influence global climate literacy

    Our planet is getting hotter at an alarming rate. Climate change is one of the most serious global issues today. Its consequences affect every single human being on Earth. So it seems perfectly logical that scientific publications about global warming are written in the global language: English.

    And yet, it is precisely because it is written in English, that climate science is largely inaccessible to the majority of people globally.

    To explain this apparent contradiction, we need to look at some numbers. Nearly 90% of scientific publications globally are in English. This is a staggering dominance of just one language. But English, often called a global language, is only spoken by a minority of the world’s population.

    How do we know that most people in the world don’t speak English? English the main language of society in only a handful of countries: the UK, Ireland, the US, Canada, Australia and New Zealand. The population of these countries, combined, amounts to about 400 million – a very small percentage of the world’s population.

    In many other former British colonies, such as India, Nigeria or Malaysia, English exists alongside other languages. In these contexts English tends to be an elite language, used mostly by urban, middle-class, well-educated people. Elsewhere, English functions as a lingua franca, used mostly in transnational communication.

    Given these diverse scenarios, it is extremely difficult to estimate the number of speakers of English with any precision. About 20 years ago, linguist David Crystal suggested that the number may be somewhere between 1 and 2 billion. Even if we take the upper limit of that extremely large range, we’re talking about only one quarter of the world’s population. This means that three out of four people in the world do not speak English.

    That means at least three quarters of the world’s population do not speak the language in which the science about climate change is disseminated globally. At the same time, languages other than English are marginalised and struggle to find space in the global communication of science.

    So this linguistic inequality creates an imbalance in the distribution of scientific knowledge about climate change. But it also reinforces two other types of existing inequality.

    One has to do with the production of scientific knowledge in general, which is disproportionately emanating from the two main Anglophone countries: the US and the UK. Out of the top 100 scientific journals for impact and prestige, 91 are based in these two countries.

    The other form of inequality has to do with social injustice. Scientific literature is almost exclusively written in English. But this language is virtually unknown by most people, especially in developing countries. And so, societies who suffer more from climate change are precisely those where access to scientific literature about it is severely limited.

    What is the solution? Unesco’s Open Science initiative, is attempting to tackle the problem. It aims to “make scientific research from all fields accessible to everyone for the benefits of scientists and society as a whole”. One of its objectives is to “ensure that scientific collaborations transcend the boundaries of geography, language and resources”.

    Breaking language barriers

    Achieving the objectives set by Open Science is no easy task. One approach is to break the barrier of English monolingualism by promoting multilingualism.

    On the one hand, opportunities must be created for scientists from around the world to communicate their research and their scholarship in languages other than English.

    On the other, the great technological advancement made in machine translation, especially with the advent of AI, should be put to use in order to ensure that content is available in languages other than English. This is precisely the goal of Climate Cardinals, a non-profit organisation whose mission is to “make the climate movement more accessible to those who don’t speak English” by translating information into more than 100 languages.

    These kinds of concrete efforts offer hope for climate literacy and, consequently, for action to lessen the impact of climate change.

  • MIL-OSI USA: From Policy to Action: Anna-Michelle McSorley Focuses on Health Equity for Latinos

    Anna-Michelle McSorley, assistant professor of allied health sciences, joined the faculty of the College of Agriculture, Health and Natural Resources (CAHNR) this fall. Her work focuses on addressing health inequities related to policies and data collection for Latinos, particularly Puerto Ricans.

    “I’m well-situated at UConn to engage with the very population that is migrating from that territorial context into the state of Connecticut,” McSorley says.

    According to the most recent U.S. Census data, 18.6% of Connecticut’s population is Hispanic or Latino, equating to more than 670,000 people. Puerto Ricans constitute the largest Latino group within this population, representing roughly 45%. Nearly six million Puerto Ricans live outside of Puerto Rico in the States in total.

    McSorley is based at UConn Waterbury. Waterbury has a large Latino population, including more than 110,000 Puerto Ricans. This positions McSorley well to engage directly with the communities her research stands to impact.

    “It’s the rigor of research translated into policy action to benefit the people we are trying to serve,” McSorley says.

    Much of McSorley’s work focuses on Puerto Rico, which is neither an independent nation nor a state, but a territory of the United States.

    McSorley, who identifies as a “Nuyorican” raised between New York and Puerto Rico, understood this unique status from a young age. She realized there was something about how she was able to travel between the U.S. and Puerto Rico that was distinct from other Latino communities and countries.

    “I started thinking about that very early in my life,” McSorley says. “Then, through my education, I was able to pinpoint this difference, identify policies and structures that affect it, and have the vocabulary to highlight it as part of my research.”

    In her research, McSorley takes an expansive view of the federal and local policies, systems, and agencies that affect our health.

    “I think of traditional health policies,” McSorley says. “But I also think of others in our social sphere, like economic policies, that also ultimately shape health outcomes.”

    McSorley recently contributed three papers to a historical special edition of the American Journal of Public Health – the first to exclusively focus on Latino health issues – in which Puerto Rico is prominently featured.

    McSorley was the first author on one of these papers focusing on three key policy areas contributing to health and health care inequities in Puerto Rico: FEMA, Medicaid, and political representation in the island area.

    McSorley and her collaborators assess the ways in which the distribution of FEMA aid and Medicaid funds to the territory perpetuate health disparities.

    McSorley’s paper also highlights the role of political representation, or the lack thereof, in the differential application of federal policies in the territory of Puerto Rico.

    “Yes, these are matters of health policy,” says McSorley. “However, it’s also a question of political processes, potential political biases, and power dynamics.”

    As a territory, Puerto Rico is not a self-governing state. Puerto Ricans in Puerto Rico are U.S. citizens but cannot vote in presidential elections. They are governed by policies enacted by the U.S. Congress, thousands of miles away.

    In a major election year, Puerto Rico’s unresolved status as a territory could become a mobilizing issue across the Latino community, McSorley says.

    “After all, what is being observed in Puerto Rico also serves as a sort of ‘canary in the coal mine’ for communities across the States,” says McSorley. “For instance, the Medicaid block grant structure employed in Puerto Rico has been proposed as an alternative Medicaid funding structure in the States. If applied, this could lead to the same types of cuts to benefits we see in Puerto Rico.”

    The other papers to which McSorley contributed in this edition focus on improving data collected on Latino groups. Data often treats Latino populations as a monolith. However, this group includes dozens of unique populations.

    One paper calls for better empirical methods for data collection and health statistics that more accurately represent the population. The second paper focuses on Latino reproductive health inequities.

    “I want to address data gaps,” McSorley says. “How we collect data on Latinos, and Puerto Ricans specifically in the U.S. or the territory matters in terms of honoring different needs of populations.”

  • MIL-OSI USA: Biomedical Engineering Scientist Receives $1.5 Million General Medicine Grant

    An accomplished bioengineering researcher at UConn’s College of Engineering (CoE) has received a $1.5 million National Institute of Health grant for his pioneering work in the field of computation-aided molecular design of DNA-inspired Janus Base Nanopieces (JBNps). These are a family of novel biomaterials that mimic DNA and are used in therapeutic and regenerative treatments for people with arthritis, cancer, and neurological diseases.

    “JBNps have a distinct advantage for delivery into ‘hard-to-penetrate’ tissues such as articular cartilage, solid tumors, kidneys and the central nervous system,” says Biomedical Engineering Associate Professor Yupeng Chen. “The impact in treatments will be significant.”

    Chen is the principal investigator and grant recipient, and is studying the impact of manipulating Messenger RNA (mRNA), a molecule that carries the genetic instructions from DNA in the cell nucleus to the ribosomes in the cytoplasm, where those instructions are used to build proteins.

    Essentially, Chen explains, mRNA acts like a “message carrier” to tell the cell which proteins to make.

    “We will develop a novel delivery technology by manipulating the bio-interface properties of the DNA-inspired Janus Base Nanopieces,” Chen says. “JBNps are slimmer than conventional spherical particles, allowing for enhanced infiltration into tissue matrices and barriers.”

    Messenger RNA, Chen adds, is the key ingredient in COVID-19 vaccines and anti-inflammatory drugs and offers the potential for myriad other applications. But there are numerous obstacles to overcome, he states. Unlike many chemical molecules or antibody proteins, mRNAs need to be delivered into cell cytoplasm to be functional. Various types of materials have been developed for successful intracellular delivery of small RNAs, but it is still a major challenge to achieve effective delivery of mRNAs at both cellular and systemic levels.

    Chen cites the study of arthritis as an example. Infiltrating articular cartilage, he says, poses a significant delivery challenge because its matrix has minuscule pore sizes. As a result, no disease-modifying drug exists to treat this condition. JBNps, he explains are smaller and more effectively shaped than the formulations currently being used. They are manufactured through the non-covalent assembly of Janus Bases, allowing researchers to control their formulations and properties by simply mixing different types of Janus Bases.

    “For instance, we can use sidechain-modified Janus Bases for endosomal escape, zwitterion-modified ones for improved biodistribution, and unmodified Janus Bases as the basic building blocks for mRNA loading,” Chen says. “Additionally, focusing on molecule-linked Janus bases can be used for tissue targeting. In this way, JBNps can be easily tailored for a variety of purposes. We expect to develop sidechain-modified JBNps for the most effective mRNA delivery to treat cartilage diseases such as arthritis.”

    Last year, Chen and a student team received international notoriety when NASA astronauts aboard the International Space Station (ISS) conducted an inflight, microgravity proof-of-concept study involving the fabrication of JBNps. During their experimentation, the astronauts communicated directly with Chen and some of his students via Axiom Space and Eascra Biotech as implementation and industry partners at their lab on the UConn campus in Storrs, Connecticut.

    During the course of this four-year grant, Chen will be working with Dr. Ying Li from the University of Wisconsin, an expert in multiscale computational modeling and machine learning; and Dr. Harvey Lodish from MIT, who will provide expertise in cell and RNA biology and therapeutic development. Their proposal, he adds, is built on successful preliminary results and recent publication in high-impact journals such as in PNAS, Science Advances, Angewandte Chemie, ACS Nano, Advanced Functional Materials, Biomaterials, Computational Mechanics, and others.

They aspire to ensure that no child, teenager, or parent undergoes the grieving process alone. Willow House used the initial grant to enhance their Expressive Arts program, providing art supplies for three monthly groups with 58 attendees, over half of whom were children under 18. The funds also supported their Spanish-speaking groups by marketing programs, translating materials, and supplying meeting resources.

  • MIL-OSI Global: Humans evolved to share beds – how your sleeping companions may affect you now

    Recent research on animal sleep behaviour has revealed that sleep is influenced by the animals around them. Olive baboons, for instance, sleep less as group sizes increase, while mice can synchronise their rapid eye movement (REM) cycles.

    In western society, many people expect to sleep alone, if not with a romantic partner. But as with other group-living animals, human co-sleeping is common, despite some cultural and age-related variation. And in many cultures, bedsharing with a relative is considered typical.

    Apart from western countries, caregiver-infant co-sleeping is common, with rates as high as 60-100% in parts of South America, Asia and Africa.

    Despite its prevalence, infant co-sleeping is controversial. Some western perspectives, that value self-reliance, argue that sleeping alone promotes self-soothing when the baby wakes in the night. But evolutionary scientists argue that co-sleeping has been important to help keep infants warm and safe throughout human existence.

    Many cultures do not expect babies to self-soothe when they wake in the night and see night wakings as a normal part of breastfeeding and development.

    Concerns about Sudden Infant Death Syndrome (Sids) have often led paediatricians to discourage bed-sharing. However, when studies control for other Sids risk factors including unsafe sleeping surfaces, Sids risk does not seem to differ statistically between co-sleeping and solitary sleeping infants.

    This may be one reason why agencies such as the American Academy of Pediatrics, the National Institute for Health and Care Excellence and the NHS either recommend that infants “sleep in the parents’ room, close to the parents’ bed, but on a separate surface,” or, if bedsharing, to make sure that the infant “sleeps on a firm, flat mattress” without pillows and duvets, rather than discouraging co-sleeping altogether.

    Researchers don’t yet know whether co-sleeping causes differences in sleep or, whether co-sleeping happens because of these differences. However, experiments in the 1990s suggested that co-sleeping can encourage more sustained and frequent bouts of breastfeeding. Using sensors to measure brain activity, this research also suggested that infants’ and caregivers’ sleep may be lighter during co-sleeping. But researchers speculated that this lighter sleep may actually help protect against Sids by providing infants more opportunities to rouse from sleep and develop better control over their respiratory system.

    Other advocates believe that co-sleeping benefits infants’ emotional and mental health by promoting parent-child bonding and aiding infants’ stress hormone regulation. However, current data is inconclusive, with most studies showing mixed findings or no differences between co-sleepers and solitary sleepers with respect to short and long-term mental health.

    Co-sleeping in childhood

    Childhood co-sleeping past infancy is also fairly common according to worldwide surveys. A 2010 survey of over 7,000 UK families found 6% of children were constant bedsharers up to at least four years old.

    Some families adopt co-sleeping in response to their child having trouble sleeping. But child-parent bedsharing in many countries, including some western countries like Sweden where children often co-sleep with parents until school age, is viewed culturally as part of a nurturing environment.

    It is also common for siblings to share a room or even a bed. A 2021 US study found that over 36% of young children aged three to five years bedshared in some form overnight, whether with caregivers, siblings, pets or some combination. Co-sleeping decreases but is still present among older children, with up to 13.8% of co-sleeping parents in Australia, the UK and other countries reporting that their child was between five and 12 years old when they engaged in co-sleeping.

    Two recent US studies using wrist-worn actigraphs (motion sensors) to track sleep indicated that kids who bedshare may have shorter sleep durations than children who sleep alone. But this shorter sleep duration is not explained by greater disruption during sleep. Instead, bedsharing children may lose sleep by going to bed later than solitary sleepers.

    The benefits and downsides of co-sleeping may also differ in children with conditions such as autism spectrum disorder, mental health disorders and chronic illnesses. These children may experience heightened anxiety, sensory sensitivities and physical discomfort that make falling and staying asleep difficult. For them, co-sleeping can provide reassurance.

    Adults sharing beds

    According to a 2018 survey from the US National Sleep Foundation, 80-89% of adults who live with their significant other share a bed with them. Adult bedsharing has shifted over time from pre-industrial communal arrangements, including whole families and other household guests, to solo sleeping in response to hygiene concerns as germ theory became accepted.

    Many couples find that bedsharing boosts their sense of closeness. Research shows that bedsharing with your partner can lead to longer sleep times and a feeling of better sleep overall.

    Bedsharing couples also often get into sync with each other’s sleep stages, which can enhance that feeling of intimacy. However, it’s not all rosy. Some studies indicate that females in heterosexual relationships may struggle more with sleep quality when bedsharing, as they can be more easily disturbed by their male partner’s movements. Also, bedsharers can have less deep sleep than when sleeping alone, even though they feel like their sleep is better together.

    Many questions about co-sleeping remain unanswered. For instance, we don’t fully understand the developmental effects of co-sleeping on children, or the benefits of co-sleeping for adults beyond female-male romantic partners. But, some work suggests that co-sleeping can comfort us, similar to other forms of social contact, and help to enhance physical synchrony between parents and children.

    Co-sleeping doesn’t have a one-size-fits-all answer. But remember that western norms aren’t necessarily the ones we have evolved with. So consider factors such as sleep disorders, health and age in your decision to co-sleep, rather than what everyone else is doing.

  • MIL-OSI USA: New NASA Instrument for Studying Snowpack Completes Airborne Testing

    The Rocky Mountains in Colorado, as seen from the International Space Station. Snowmelt from the mountainous western United States is an essential natural resource, making up as much as 75% of some states’ annual freshwater supply.

    Summer heat has significant effects in the mountainous regions of the western United States. Melted snow washes from snowy peaks into the rivers, reservoirs, and streams that supply millions of Americans with freshwater—as much as 75% of the annual freshwater supply for some states.

    But as climate change brings winter temperatures to new highs, these summer rushes of freshwater can sometimes slow to a trickle.

    “The runoff supports cities most people wouldn’t expect,” explained Chris Derksen, a glaciologist and Research Scientist with Environment and Climate Change Canada. “Big cities like San Francisco and Los Angeles get water from snowmelt.”

    To forecast snowmelt with greater accuracy, NASA’s Earth Science Technology Office (ESTO) and a team of researchers from the University of Massachusetts, Amherst, are developing SNOWWI, a dual-frequency synthetic aperture radar that could one day be the cornerstone of future missions dedicated to measuring snow mass on a global scale – something the science community lacks.

    SNOWWI aims to fill this technology gap. In January and March 2024, the SNOWWI research team passed a key milestone, flying their prototype for the first time aboard a small, twin-engine aircraft in Grand Mesa, Colorado, and gathering useful data on the area’s winter snowfields.

    “I’d say the big development is that we’ve gone from pieces of hardware in a lab to something that makes meaningful data,” explained Paul Siqueira, professor of engineering at the University of Massachusetts, Amherst, and principal investigator for SNOWWI.

    SNOWWI stands for Snow Water-equivalent Wide Swath Interferometer and Scatterometer. The instrument probes snowpack with two Ku-band radar signals: a high-frequency signal that interacts with individual snow grains, and a low-frequency signal that passes through the snowpack to the ground. 

    The high-frequency signal gives researchers a clear look at the consistency of the snowpack, while the low-frequency signal helps researchers determine its total depth.

    “Having two frequencies allows us to better separate the influence of the snow microstructure from the influence of the snow depth,” said Derksen, who participated in the Grand Mesa field campaign. “One frequency is good, two frequencies are better.”

    As both of those scattered signals interact with the snowpack and bounce back towards the instrument, they lose energy. SNOWWI measures that lost energy, and researchers later correlate those losses to features within the snowpack, especially its depth, density, and mass.

    From an airborne platform with an altitude of 2.5 miles (4 kilometers), SNOWWI could map 40 square miles (100 square kilometers) of snowy terrain in just 30 minutes. From space, SNOWWI’s coverage would be even greater. Siqueira is working with Capella Space to develop a space-ready SNOWWI for satellite missions.

    But there’s still much work to be done before SNOWWI visits space. Siqueira plans to lead another field campaign, this time in the mountains of Idaho. Grand Mesa is relatively flat, and Siqueira wants to see how well SNOWWI can measure snowpack tucked in the folds of complex, asymmetrical terrain.

    For Derksen, who spends much of his time quantifying the freshwater content of snowpack in Canada, having a reliable database of global snowpack measurements would be game-changing.

    “Snowmelt is money. It has intrinsic economic value,” he said. “If you want your salmon to run in mountain streams in the spring, you must have snowmelt. But unlike other natural resources, at this time, we really can’t monitor it very well.”

    In Claremont, Shaheen led a roundtable with the Youth CAN coalition leadership team and community partners to discuss the organization’s work to prevent youth substance misuse in the Claremont and Newport area. Youth CAN is part of the Drug-Free Communities (DFC) Program which provides grants to local community coalitions to address the youth substance use disorder crisis.

    “It is crucial that we reach children as early as possible to educate them about the dangers of substance misuse, and one of our most effective tools to do that is the Drug-Free Communities Program, said Senator Shaheen. “I’ve strongly advocated for the program and was happy to meet with Claremont and Newport’s coalition and discuss their critical work to prevent substance misuse.”

    Shaheen has spearheaded crucial legislation and funding to stem the opioid epidemic, including to support the DFC Program. Shaheen recently introduced the Keeping Drugs Out of Schools Act to establish a new grant program that allows DFC coalitions to partner with schools to provide resources educating students about the dangers of drug use.

    Shaheen then visited Hypertherm, an employee-owned manufacturer of cutting products and software, to tour its facility and discuss the company’s in-house technical training program for workforce development, as well as engagement with Vital Communities’ Corporate Council to address regional housing and child care challenges. Vital Communities’ Corporate Council collaborates with Upper Valley employers to help solve the challenges they’re facing.

    “Many Granite State businesses, like Hypertherm in Lebanon, face complex barriers to recruiting and retaining a workforce,” said Senator Shaheen. “I was pleased to visit Hypertherm to learn more about the manufacturer’s innovative approach to workforce development and their collaboration with Vital Communities as well as discuss how Congress can continue help New Hampshire businesses address housing and child care challenges.”

    Senator Shaheen has long supported programs that support workforce development and increase opportunities and growth for New Hampshire businesses, including by tackling New Hampshire’s housing affordability crisis and the child care crisis.     The Secretary of State for Wales has visited Associated British Ports and Dow in Barry as part of the UK Government’s mission to deliver economic growth.

    The Secretary of State for Wales has visited two major employers in Barry in the Vale of Glamorgan as part of the UK Government’s mission to deliver economic growth. 

    Welsh Secretary Jo Stevens was given a tour of the Port of Barry and heard about Associated British Ports (ABP) and px Group’s plan for a Clean Growth Hub which aims to establish a cutting-edge facility where businesses can attract direct investment and create jobs.

    The plan aims to transform a large area of the operational port into an area of green, high-growth infrastructure investment. It is designed to attract companies involved in innovative industries such as battery materials, rare earth metal processing and green energy manufacturing.

    Earlier the same day the Welsh Secretary also visited Dow, a material sciences company, based on Cardiff Road, Barry. The site manufactures silicones for use in automotive, aerospace, energy infrastructure, construction and other industries across the UK and Europe. It employs more than 600 people with the majority living in the Vale of Glamorgan, as well as partnering with hundreds of suppliers – many based in and around Barry and South Wales.

    The Welsh Secretary heard about how Dow contributes to the growth of the regional economy and about the company’s plans for the future.

    Welsh Secretary Jo Stevens said:

    My number one mission is to deliver investment and jobs to Wales so it was fantastic to hear about the Port of Barry’s exciting plans for the Clean Energy Hub which will attract business and investors while helping achieve our mission of making Britain a clean energy superpower.

    We want to work in partnership with business to drive growth, opportunity and prosperity, so it was also great to spend time at Dow and see the work that they do to realise these ambitions in South Wales.

    I was delighted to welcome the Secretary of State for Wales to our Port of Barry to discuss our plans for a Clean Growth Hub. 

    Associated British Ports’ five ports in South Wales are already becoming hubs at the heart of the green energy transition.   • MIL-OSI USA: Monica Pasillas Appointed IAM Grand Lodge Auditor

    IAM General Secretary-Treasurer Dora Cervantes has appointed longtime IAM activist Monica Pasillas as a Grand Lodge Auditor, effective Oct. 1, 2024.

    Pasillas, a 13-year IAM member, initiated into IAM Chicago Local 2339O in 2011 as an ExpressJet flight attendant. She later transferred to Newark Local 2339N. She had taken on leadership roles in both locals including conductor sentinel, recording secretary, grievance representative and secretary-treasurer. In these capacities, she effectively advocated for the needs of members, played an integral role in ensuring their rights were upheld, participated in organizing and strike campaigns, and served on the Aviation Safety Action Program (ASAP) Event Review Committee.

    “Monica is as well-rounded an IAM activist as we have in our organization,” said IAM General Secretary-Treasurer Dora Cervantes. “She has a tireless commitment to serving our membership, and will be a huge help in ensuring the safe stewardship of our membership’s resources.”

    Pasillas, a fluent Spanish speaker with proficiency in French, expanded her leadership skills with her involvement in the Spanish Leadership at the IAM’s Winpsinger Center, where she helped promote education and support for Spanish-speaking members.

    “We’re thrilled to welcome Monica into her role as a Grand Lodge Auditor,” said Paul Kendall, IAM Assistant Secretary to the General Secretary-Treasurer. “Our Grand Lodge Auditing Team continues to adapt to the needs of our membership and assist every local across North America.”

    In 2018, Pasillas transitioned to the National IAM Benefit Trust Fund (BTF) as an education representative, gaining valuable insights into the health and welfare needs of the participants. The following year, she joined the General Secretary-Treasurer’s Office as an administrative staff secretary, where she has held key roles in the Central Files Department, Pension Department, and currently, the Auditing Department.

    “Monica brings a unique skill set and experience level to her new role as a Grand Lodge Auditor,” said Bryan Pinette, IAM Special Assistant to the General Secretary-Treasurer. “Our members will continue to be well-served by her determination to defend and protect our organization and the causes we care about.”

    Pasillas holds a bachelor’s degree in liberal arts and sciences with a concentration in commercial French studies and supporting coursework in finance from the University of Illinois at Urbana-Champaign. As a first-generation Mexican American growing up in Chicago’s northwest suburbs, Pasillas developed a strong sense of community and resilience. With a focus on empowering others by providing them with the resources and tools they need to thrive in their roles, she will continue to champion the voices of those like her, ensuring a bright future for all.

  • MIL-OSI USA: Media Alert: Low-level helicopter flights to image geology over central Nevada

    The survey will begin in November 2024 and is expected to be completed in February 2025, weather and flight restrictions permitting.

    Flights will include areas in Humboldt, Lander, Eureka, Elko, White Pine, and Nye counties in Nevada.   

    Initial survey flights will be based out of Tonopah, Nevada, and are planned to move northward over the winter. The survey base and flight locations are subject to change with little warning to other parts of the survey area as necessary to minimize ferrying distances and avoid adverse flying conditions. 

    The purpose of the survey is to provide images of subsurface electrical conductivity that expand the fundamental knowledge of geology underpinning the Basin and Range province of Nevada. These flights are a continuation of a project that began in 2022. The survey area hosts brines and evaporation-based mineral systems that might contain lithium resources, and rock formations that may contain other critical minerals as well as base and precious metals.

    The helicopter will fly along pre-planned flight paths relatively low to the ground, about 200 feet (60 meters) above the surface. Flight line spacing will vary depending on location, typically separated by about 3 miles (5 kilometers). 

    A sensor that resembles a large hula-hoop will be towed beneath the helicopter to measure small electromagnetic signals that can be used to map geologic features. The data collected will be made freely available to the public on ScienceBase, typically within one to two years of flight completion.

    None of the instruments carried on the aircraft pose a health risk to people or animals. The aircraft will be flown by experienced pilots who are specially trained and approved for low-level flying. The survey company works with the FAA to ensure flights are safe and in accordance with U.S. law. 

    The surveys will be conducted during daylight hours only. Surveys do not occur over densely populated areas and the helicopter will not directly overfly buildings at low altitude. 

    This airborne electromagnetic survey is funded by the USGS Earth Mapping Resources Initiative as part of a national-scale effort to acquire modern high-resolution airborne geophysical data through airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using lidar technology, hyperspectral surveys, and geologic mapping projects. This survey is designed to meet needs related to mineral resource assessments, geologic framework, and mapping studies, as well as supporting geothermal energy and water resources studies.

    The new geophysical data will be processed to develop high-resolution three-dimensional representations of geology to depths over 1,000 feet (300 meters) below the surface. The models and maps produced from the survey are important for improving our understanding of critical mineral resource potential, groundwater aquifer structure and salinity, geothermal resource potential, and natural hazards. These results will support detailed geologic mapping studies being conducted by USGS and the Nevada Bureau of Mines and Geology, by expanding on the mapping of formations where they can be observed in the hills and mountains into the valleys, where these geologic layers become buried under sediments and volcanic deposits.

    The survey fits into a broader effort by the USGS, the Nevada Bureau of Mines and Geology, and many other state geological surveys and other partners, including private companies, academics, and state and federal agencies to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. 

    The USGS is contracting with Xcalibur Multiphysics under Fugro Earthdata, Inc. to collect these data.

  • MIL-OSI Global: The ancient Irish get far too much credit for Halloween

    The Celtic festival of Samhain celebrates a time of year when the division between Earth and the otherworld collapses, allowing spirits to pass through. Matt Cardy/Getty Images

    This time of year, I often run across articles proclaiming Halloween a modern form of the pagan Irish holiday of Samhain – pronounced SAW-en. But as a historian of Ireland and its medieval literature, I can tell you: Samhain is Irish. Halloween isn’t.

    The Irish often get credit – or blame – for the bonfires, pranksters, witches, jack-o’-lanterns and beggars who wander from house to house, threatening tricks and soliciting treats.

    The first professional 19th-century folklorists were the ones who created a through line from Samhain to Halloween. Oxford University’s John Rhys and James Frazer of the University of Cambridge were keen to find the origins of their national cultures.

    They observed lingering customs in rural areas of Britain and Ireland and searched medieval texts for evidence that these practices and beliefs had ancient pagan roots. They mixed stories of magic and paganism with harvest festivals and whispers of human sacrifice, and you can still find echoes of their outdated theories on websites.

    But the Halloween we celebrate today has more to do with the English, a ninth-century pope and America’s obsession with consumerism.

    A changing of the seasons

    For two millennia, Samhain, the night of Oct. 31, has marked the turn from summer to winter on the Irish calendar. It was one of four seasonal signposts in agricultural and pastoral societies.

    After Samhain, people brought the animals inside as refuge from the long, cold nights of winter. Imbolc, which is on Feb. 1, marked the beginning of the lambing season, followed by spring planting. Beltaine signaled the start of mating season for humans and beasts alike on May 1, and Lughnasadh kicked off the harvest on Aug. 1.

    But whatever the ancient Irish did on Oct. 31 is lost to scholars because there’s almost no evidence of their pagan traditions except legends written by churchmen around 800 A.D., about 400 years after the Irish started turning Christian. Although they wrote about the adventures of their ancestors, churchmen could only imagine the pagan ways that had disappeared.

    An otherworld more utopian than terrifying

    These stories about the pagan past told of Irish kings holding annual weeklong feasts, markets and games at Samhain. The day ended early in northwestern Europe, before 5 p.m., and winter nights were long. After sundown, people went inside to eat, drink and listen to storytellers.

    The stories did not link Samhain with death and horror. But they did treat Samhain as a night of magic, when the otherworld – what, in Irish, was known as the “sí” – opened its portals to mortals. One tale, “The Adventure of Nera,” warned that if you went out on Samhain Eve, you might meet dead men or warriors from the sí, or you might unknowingly wander into the otherworld.

    When Nera went out on a dare, he met a thirsty corpse in search of drink and unwittingly followed warriors through a portal into the otherworld. But instead of ghosts and terror, Nera found love. He ended up marrying a “ban sídh” – pronounced “BAN-shee” – an otherworldly woman. But here’s the medieval twist to the tale: He lived happily ever after in this otherworld with his family and farm.

    The Irish otherworld was no hell, either. In medieval tales, it is a sunny place in perpetual spring. Everyone who lives there is beautiful, powerful, immortal and blond. They have good teeth. The rivers flow with mead and wine, and food appears on command. No sexual act is a sin. The houses sparkle with gems and precious metals. Even the horses are perfect.

    Clampdown on pagan customs

    The link between Oct. 31, ghosts and devils was really the pope’s fault.

    In 834, Pope Gregory IV decreed Nov. 1 the day for celebrating all Christian saints. In English, the feast day became All Hallows Day. The night before – Oct. 31 – became known as All Hallows Eve.

    Some modern interpretations insist that Pope Gregory created All Hallows Day to quell pagan celebrations of Samhain. But Gregory knew nothing of ancient Irish seasonal holidays. In reality, he probably did it because everyone celebrated All Saints on different days and, like other Popes, Gregory sought to consolidate and control the liturgical calendar.

    In the later Middle Ages, All Hallows Eve emerged as a popular celebration of the saints. People went to church and prayed to the saints for favors and blessings. Afterward, they went home to feast. Then, on Nov. 2, they celebrated All Souls’ Day by praying for the souls of their lost loved ones, hoping that prayers would help their dead relatives out of purgatory and into heaven.

    But in the 16th century, the Protestant rulers of Britain and Ireland quashed saints’ feast days, because praying to saints seemed idolatrous. Protestant ministers did their best to eliminate popular customs of the early November holidays, such as candle-lit processions and harvest bonfires.

    In the minds of ministers, these customs smacked of heathenism.

    A mishmash of traditions

    Our Halloween of costumed beggars and leering jack-o’-lanterns descends from this mess of traditions, storytelling and antiquarianism.

    Like our ancestors, we constantly remake our most important holidays to suit current culture.

    Jack-o’-lanterns are neither ancient nor Irish. One of the earliest references is an 18th-century account of an eponymous Jack, who tricked the devil one too many times and was condemned to wander the world forever.

    Supposedly, Jack, or whatever the hero was called, carved a turnip and stuck a candle in it as his lantern. But the custom of carving turnips in early November probably originated in England with celebrations of All Saints’ Day and another holiday, Guy Fawkes Day on Nov. 5, with its bonfires and fireworks, and it spread from there.

    As for ancient bonfires, the Irish and Britons built them to celebrate Beltaine, but not Samhain – at least, not according to the medieval tales.

    In 19th-century Ireland, All Hallows Eve was a time for communal suppers, games like bobbing for apples and celebrating the magic of courtship. For instance, girls tried to peel apples in one long peel; then they examined the peels to see what letters they resembled – the initials of their future husbands’ names. Boys crept out of the gathering, despite warnings, to make mischief, taking off farm gates or stealing cabbages and hurling them at the neighbors’ doors.

    Halloween with an American sheen

    Across the Atlantic, these customs first appeared in the mid-19th century, when the Irish, English and many other immigrant groups brought their holidays to the U.S.

    In medieval Scotland, “guisers” were people who dressed in disguise and begged for “soul cakes” on All Souls Day. These guisers probably became the costumed children who threatened – and sometimes perpetrated – mischief unless given treats. Meanwhile, carved turnips became jack-o’-lanterns, since pumpkins were plentiful in North America – and easier to carve.

    Like Christmas, Valentine’s Day and Easter, Halloween eventually became a feast of consumerism. Companies mass-produced costumes, paper decorations and packaged candy. People in Britain and Ireland blamed the Americans for the spread of modern Halloween and its customs. British schools even tried to quash the holiday in the 1990s because of its disorderly and demonic connotations.

    The only real remnant of Samhain in Halloween is the date. Nowadays, no one expects to stumble into a romance in the sí. Only those drawn to the ancient Celtic past sense the numinous opening of the otherworld at Samhain.

    But who’s to say which reality prevails when the portals swing open in the dark of Oct. 31?

    The International Scientific and Practical Conference “Fire-Safe Construction” was held at the St. Petersburg University of the State Fire Service of the Ministry of Emergency Situations of Russia at the Technopark of Science and High Technologies. The event was held as part of the forum “Security Service in Russia: Experience, Problems, Prospects” and brought together leading industry experts, representatives of government agencies, scientific institutions and specialized organizations to discuss current issues in the field of fire-safe construction.

    The conference brought together representatives of specialized organizations, the scientific community, and the public sector. Employees of government bodies, including representatives of the Construction Committee of St. Petersburg and the Leningrad Region, delivered welcoming remarks, emphasizing the importance of complying with fire safety standards to protect citizens and infrastructure.

    The delegation of SPbGASU included Dean of the Faculty of Civil Engineering Andrey Nikulin, who delivered a welcoming speech at the opening of the session, Head of the Department of Construction Organization Roman Motylev, Deputy Dean of the Faculty of Civil Engineering for Research, Associate Professor of the Department of Architectural and Civil Engineering Structures Olga Pastukh, Deputy Dean of the Faculty of Civil Engineering for Career Guidance, Associate Professor of the Department of Technosphere Safety Alexander Glukhanov and representatives of the Department of Metal and Wooden Structures: Professor, Doctor of Technical Sciences Alexander Chernykh and Associate Professor Stefania Mironova, who took an active part in the scientific discussion. Colleagues shared their experience and research in the field of fire safety both in labor protection in construction and during construction, testing of various construction materials for the construction of buildings and structures, focusing on personnel training and the implementation of advanced safety standards.

    As part of the section “Changes in legislation and new fire safety requirements”, Andrey Nikulin and Alexander Glukhanov presented a report “Training of personnel in the field of fire safety in construction. Problems and prospects”. In his speech, the dean emphasized that improving the quality of training specialists and strengthening the culture of fire safety is possible only with the active participation of mature, socially responsible businesses in the educational process. He noted that such interaction contributes to the development of high standards of fire safety at construction and operational sites, and also lays down important professional skills for future specialists.

    The conference became a platform for presenting the latest approaches to technical regulation, innovative materials and technologies aimed at preventing fires in the construction industry. Thus, the participants discussed expert analysis of existing standards, presented developments of materials with reduced flammability and new methods of automated fire extinguishing systems. One of the reports was devoted to the use of nanotechnology to create environmentally friendly, fire-resistant materials, as well as computer modeling methods for assessing the effectiveness of fire prevention measures.

    The conference concluded with a resolution containing recommendations for improving safety in the construction industry and calling for an update of fire safety standards. Participants noted the importance of government support, as well as the interest of business and educational institutions in the further development of a fire safety culture.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the heat-related mortality rate since 2000-05. This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

    Good morning. Emily Wilkins, thanks for that kind introduction, and for leading this important organization. Let me recognize the Press Club’s American Legion Post and its commander, Tom Young, and all the Veterans Service Organizations represented here. Veterans Service Organizations are critical to helping us serve Vets, their family members, caregivers, and survivors.

    I want to thank all the journalists who served our country in uniform. Journalists like Thomas Gibbons-Neff, a Marine combat Vet and the son of a combat Vet, who writes powerfully now about the ongoing conflict in Ukraine. I’ve been particularly struck by his writing on the end of America’s deployments to and withdrawal from Afghanistan.

    While I want to be careful here as a non-Veteran myself, it struck me that his writing brought to life the painful experiences that thousands of his fellow Afghanistan Vets wrestle with to this day. Navy Veteran Zack Baddorf, founder of the group Military Veterans in Journalism, is helping ensure more Vets go into journalism, a vocation that is so important to our democracy that Vets have sacrificed everything to protect it.

    Zach’s getting more Vets into newsrooms around the country—improving coverage of Veterans issues and increasing trust in the media. To Thomas and Zack, to all Veteran journalists, and to all journalists—thank you.

    Veterans Day is around the corner, so now’s a good time to begin preparing our hearts and minds for that celebration—remembering, recognizing, and thanking all those men and women who have fought our nation’s wars and defended us during periods of restless peace. But our profound gratitude to Veterans goes beyond Veterans Day, because Vets continue serving this country long after they take off their uniforms.

    They’ve dedicated themselves to building an America that is stronger, freer, fairer for each new generation, that more perfect Union we all seek. Anchored by their commitment to service over self, they continue serving this country, always looking out for one another, with their enduring sense of duty, valor, and love of country. Veterans set the highest example of what it means to be an American citizen. So, at VA, we strive to serve Vets every bit as well as they served—and continue to serve—all of us. Veterans Day is a time to renew that commitment, renew what President Biden calls our country’s one truly sacred obligation—to prepare those we send into harm’s way, and to care for them and their families when they come home.

    Now, when I first spoke to the Press Club four years ago, the country was in a historic public health emergency, and VA’s employees were risking their lives to save the lives of Veterans. Despite those challenges, I told you that VA public servants were breaking all-time records, providing more care and more benefits to more Vets than ever before. And each year, I’ve come back here with a similar report. This year is no different. By nearly every metric, VA’s smashing records we set last year. That’s even more care, more benefits, to more Vets. And it’s not just more care. It’s better, world-class care, and it’s better health outcomes for Veterans than in the private sector. It’s not just more benefits, it’s faster, more accessible benefits we’re delivering by meeting Vets where they are rather than expecting them to come to us. And it’s not just more Vets, its more Vets trusting VA at rates higher than ever before. President Biden, a military family member and the surviving father of combat Veteran Major Beau Biden, has been unrelenting—and forcefully demanding—in his advocacy for Veterans and their families. He has spent his entire career fighting like hell for Vets, just as he charged me and my VA teammates to do four years ago. Under President Biden’s leadership, VA has been made into something different—something new.

    Nowhere has that been more evident than with President Biden’s toxic exposure law—the PACT Act. Because of that law, more than 5.8 million Vets have been screened for toxic exposures. More than 740,000 have enrolled in VA care. And more than 1.1 million Veterans and 11,000 survivors are receiving benefits. The toxic exposure legislation called for a phased-in approach, getting Vets access to care and benefits as late, in some cases, as 2032. But President Biden made it clear that timeline wasn’t fast enough for one simple reason—for too long, too many Vets were exposed to harmful substances and waited decades for help. So, he directed us to accelerate implementation so all eligible Vets and their survivors got the care and benefits they deserve—as quickly as possible.  

    And that has been life-changing for so many families.

    We can measure President Biden’s record-breaking work on behalf of Veterans—on ending Veteran homelessness, on removing barriers to mental health care, on getting Vets in crisis the support they need when they need it, and more. In fact, you probably saw the press release we put out this morning detailing all of VA’s record-breaking accomplishments over the course of the past year. But we can never put a value on the countless miracles that have improved and made Veterans lives better. Numbers and statistics can’t adequately describe the impact. Dollars and data can’t ever really begin to capture and communicate the values, the personalities, the humanity of the Veterans we have the honor of serving. So, as I prepared for today’s speech, I thought, maybe those are the very things we need to talk about. Let me tell you three stories that demonstrate the impact and importance of the work we do, together.

    I’ll start with Angela Bell. I met Angela in Hampton, Virginia last month. Angela is one of the most generous and courageous people I’ve ever met. She lost her son, Sean, and has turned her grief into action. Let me tell you a little bit about Sean. Sean knew he wanted to join the military since he was a kid. He was so determined to enlist after graduating high school that at 17 years old he got his dad to sign the parental consent paperwork. And Sean served all over America—Georgia, North Carolina, California—served all over the world, Korea, Afghanistan, Iraq. He married and had a son, Giovanni.

    He earned his Bachelor’s degree. He earned a Master’s. He earned a second Master’s and was working on his Ph.D.—he liked to tease his mom, telling her she’d have to start calling him Dr. Bell. Sean was the kind of guy who’d invite other Soldiers over to Angela’s house for Thanksgiving because they had nowhere else to go. He’d ask his mom to send him extra care packages while he was on deployment, not for himself, but to share with his brothers- and sisters-in-arms who didn’t get anything from back home. He’s an example of the selfless Vet I was talking about a few minutes ago.

    Well, after Sean came back from his second deployment to Central Command, Angela started noticing some changes. Every time firecrackers went off, he’d jump. Being in traffic was overwhelming, anxious about other vehicles around him. He was enduring some personal problems, family health issues and more. When Angela tried to get Sean help, he refused, worried about losing his clearance. Sean had served in the Army for 20 years. And just a few weeks before his retirement in 2021, he died by suicide.

    Now, I’ve spoken at many events focused on VA’s and our partners’ work to end Veteran suicide. I’ve explained that ending Veteran suicide is our number one clinical priority at VA. I’ve talked about resourcing and about people and organizations singularly devoted to end Veteran suicide. I’ve talked about data and processes and what we’re doing to try to make a real, substantial difference—promising initiatives. And I’ve shared story after story about Veterans not just surviving, but getting the mental health care they need and thriving. Yet, none of that will bring Sean back or heal his family’s heartbreak. None of that gets to the enormous tragedy of Veteran suicide or gets to the powerful, painful emotions.

    So, here’s why I’m telling Sean’s story, Angela’s story. Angela’s doing everything she can do so other families don’t suffer the same devastation when she lost Sean, when this country lost Sean. “I try to be the face of [those] who [were] left behind,” Angela says. “I’m so passionate about telling his story because if it helps one person, whether I know it or not, then I’m doing what I’m supposed to do.” She said, “People tell me I’m so strong. I’m not. I’m a mom, advocating and fighting for my kid.” Angela’s the President of the Hampton Roads Chapter of American Gold Star Mothers, and she often speaks on our work to end Veteran suicide. Thanksgiving was Sean and Angela’s favorite holiday.  And in his memory, Angela hosts an annual Thanksgiving meal and invites servicemembers, Veterans, and their families to join her. The gathering quickly outgrew her dinner table, and then got too big for her home. This year, Angela’s renting a dining hall to host dozens of families from the military community to share a warm Thanksgiving meal together. The community she’s built has helped Angela heal. And she heals by helping others, so they’re not alone, and so they know there is always, always hope. Those are the kind of people we have the incredible privilege and honor to serve at VA.

    But we have so much work to do to keep our promise to Vets. That leads me to my next story. It was almost exactly 23 years ago—October 5th, 2001—when the first US forces arrived at the Karshi-Khanabad air base in Uzbekistan, a former Soviet base known as “K2.” K2 Veterans were among the first to deploy after the September 11th terrorist attacks, bravely conducting and supporting combat missions against al-Qaeda and the Taliban in Afghanistan. They went to a place at K2 that Veterans often describe as a “toxic soup” of exposures, a place unlike other operating bases occupied by American forces. A place that jeopardized their immediate and long-term health. Colonel Gordon Peters vividly describes what he says was a “chemical odor so intense that it seemed as if someone could light a match and the entire area would ignite.” Some K2 Vets returned home and developed disabling illnesses and conditions. Their service is heroic.

    Mindful of the passage of time since their heroic service, we’ve moved aggressively to care for K2 Vets since the PACT Act was passed in 2022.

    • First, we eliminated the PACT Act phase-in period for presumptive benefits—making all K2 Vets immediately eligible for more than 300 presumptive conditions.
    • Second, earlier this year, we made all K2 Veterans eligible for VA health care, whether or not they’ve filed a benefits claim with VA.
    • Third, after consulting with K2 Vets this summer, we’ve begun rulemaking to make chronic multi-symptom illness—also known as Gulf War Illness—a presumptive condition for K2 Veterans, fixing a gap in the PACT Act.
    • Fourth, for every K2 claim, we’ve made sure the unique toxic exposures at K2—that toxic soup—is taken into account, and each new K2 claim gets reviewed a second time before VA reaches a final decision.
    • And fifth, we’ve reached out to every known living K2 Veteran to encourage them to come to us for the care and benefits they deserve.

    All of that work has been driven by Veteran and survivor advocates, reporters like you, and a tireless VA team working on toxic exposures, some of the best toxic exposure researchers, scientists, and epidemiologists in the world. Because of that hard work,

    13,000 of the 16,000 K2 Vets are enrolled in VA healthcare, nearly 12,000 are service-connected for at least one condition, receiving an average of $30,000 a year in earned benefits. All told, K2 Vets now have higher claim and approval rates than any other cohort of Veterans.

    But we have more work to do to get this right. Some K2 Vets still understandably feel overlooked, because they’ve waited for 23 long years to see their uniquely dangerous service recognized. We still have to do better and be better, for those K2 Vets. That’s why, today, I’m proud to announce that VA will begin rulemaking to add bladder, ureter, and other genitourinary—or GU cancers—as new presumptive conditions for K2 Vets and all eligible toxic-exposed Vets. And we aren’t stopping there.

    Next week, we will complete the scientific review of multiple myeloma and leukemias. The preliminary findings are promising and suggest that VA will be able to make those conditions presumptive for K2 Veterans and all eligible Veterans. And once the final results are in, VA will look to extend that presumption to all biologically linked blood cancers. This may include polycethemia vera—or P. Vera—a condition identified by K2 Vets. We will do so based on biological science and on the results of a PACT Act presumptive process, without requiring Vets to wait for VA to complete additional studies. And moving forward, I am committed to establishing service connection for any rare condition found in K2 Vets which has a plausible biological link to the toxic soup we know and acknowledge was present at K2.

    Because we are a new VA. One that works with Veterans for Veterans. And one that delivers outcomes for Veterans. We will no longer take decades to consider new presumptive conditions, but will instead use the tools provided by the PACT Act as quickly as possible to proactively establish service connections whenever the evidence supports it. We put that promise into action in 2021 when the President directed us to work on a Central Command burn pit presumption, nearly two years before passage of the PACT Act. We put it into action in 2022 when we established service connection for asthma, sinusitis, rhinitis, and rare respiratory cancers—again today with GU cancers and soon for multiple myeloma and blood cancers. We’ll continue proving that we’re a new VA by using the expedited PACT Act process to look further into that toxic soup at K2. The President considers this unfinished business—and expects VA to establish a presumption of service connection for every condition associated with deployment to K2 – and we’re committed to doing so.

    We have to keep listening to K2 Vets and all Vets. We have to keep fighting like hell for them. So, thank you to the Vets, advocates, and journalists who have been instrumental in highlighting the heroes who served at K2. You make us better by holding us accountable. We are proud of our accomplishments, these outcomes for Veterans. But we are candid when we come up short—candid with ourselves, with you, with Vets, with Congress, and with the American people. America’s Vets deserve our very best, and we’ll never settle for anything less. Hold us to it.

    Third and finally—let me talk about VA’s people—your public servants—who are keeping our country’s sacred obligation to Vets. They are the best, most compassionate, highest-performing, and most dedicated workforce in the federal government—in the entire country—folks who want to make real differences in the lives of Veterans. I’m proud and I’m privileged to be on their team.

    I’m reminded of that every single day, but it was driven home most profoundly when I was surveying Hurricane Helene’s destruction in Asheville, North Carolina. For over a month now, the Asheville VA, the VISN 6 leadership team, and their incident command team have been working around the clock, tirelessly, to support Vets and staff impacted by the storm. Asheville VA’s food service employees and the Veterans Canteen Service disaster response team loaded up two tons of food and served 17,000 meals in the first week of recovery efforts, a source of great comfort in the aftermath of the crisis.

    Their Volunteer Services have collected thousands of donations from fellow VA employees. And our chaplains have been holding candlelight vigils, a space for Veterans and VA staff to be together … supporting and comforting one another during this tragedy.

    In the hardest hit areas across Western North Carolina, we identified over 2,600 at-risk Vets, Vets undergoing chemotherapy, with spinal cord injuries, requiring oxygen, and other support. We couldn’t call many of them because phones were out—cell phones and landlines—so right after the hurricane, VA teams went out to check on unaccounted Vets in-person. They achieved 100% accountability for all at-risk Vets in their care. Given the devastation in those communities, that is an amazing accomplishment. And they continue reaching out to Veterans in the area to make sure they have everything they need.

    For VA nurses Melissa Mehaffey and Lisa Sellers, taking care of Vets in this crisis is their duty and it’s also about holding tight to hope. Lisa and Melissa have been a pair since starting at VA on the same day ten years ago. They’re Haywood County natives and came to work at VA because they have family members who are Vets. “Here,” Melissa says, “it’s all about the Veteran. The heart of our system is with our patients.”

    “When we got a name, we knew—those are our people,” Melissa said. “We’re going to find them, figure out what they need, and help them. We’re going to make sure they are ok.” She says, “Going out there and taking care of our people … this was our tiny piece of hope.” One of the Vets they checked on had been without power, and no one could reach him by phone. He wrote us a letter. “No one but VA,” he said, “No one but VA would do something like that … in that moment there was a human connection that no other healthcare system would have even thought of.”

    Army Veteran and VA employee Corey Anderson feels the same way. Corey was deployed to Kuwait and Iraq from 2005 to 2007, and the devastation he saw in Asheville reminded him of war zones. Corey went to check on one rural Veteran, drove until the road was gone, washed away. So what did Corey do? He parked his car in the middle of the road and hiked the rest of the way. He climbed up the mountainside with a pack full of supplies for the Veterans’ upcoming medical procedure. Corey says, “Doing this work means the world to me. I’m a Veteran. My dad, mom, sister, and so much of my family is made up of Veterans. It just means the world to me to do my part.” Veterans helping Veterans, there is nothing better. VA’s employees across the Southeast and Appalachia—people like Melissa, like Lisa and Corey—worked long hours through two devastating hurricanes, some working multiple shifts or staying overnight at the hospital. They risked their own lives to serve Veterans. Because whether we’re in times of calm or chaos, VA’s public servants always mobilize around one core mission—saving and improving Veterans’ lives. And right now there are Veterans at home, with their families—happy, safe, and healthy—because of them. I am incredibly grateful to each and every one of them.

    Now, our mission at VA is far from over. There are huge challenges ahead. And as we look to the future, we’re going to continue to do better for Vets. We’re going to continue to be better for Vets. This future at VA isn’t because of me. In fact, I had asked that this new VA be represented here today at the Press Club by the best face of this new VA: our Deputy Secretary, a combat Veteran, the daughter and granddaughter of combat Veterans, someone who gets her care at VA, and someone who is part of the fastest growing cadre of Veterans at VA: women. The VA is new and more effective because of the Veterans, their families, caregivers, and survivors we are so blessed to serve—and because of Veterans like Tanya Bradsher who serve their fellow Veterans.

    This future is because of the 450,000 VA employees in your communities and neighborhoods across the country who keep Vets at the heart of their care. And it’s because of partners like you, too.

    I’ll close with a final word to the Vets watching today. Your honorable service in uniform sets the example for the rest of the country. You’re the keepers of our national ethos—that deep and abiding sense of purpose you learned in serving, your camaraderie and your care for each other, your sense of teamwork that made you stronger, together—in combat and, now, in your communities. That’s exactly what we need, what this country needs. Your examples are something that all of us can learn from. So, again, to all Veterans—those of you here today and those watching, thank you for everything. And to the Press Club, my thanks for all that you do holding us accountable to Vets, and telling their stories in the powerful ways that you do. God bless you all.   • MIL-OSI USA: NASA Helps Find Thawing Permafrost Adds to Near-Term Global Warming

    Earth’s far northern reaches have locked carbon underground for millennia. New research paints a picture of a landscape in change.
    A new study, co-authored by NASA scientists, details where and how greenhouse gases are escaping from the Earth’s vast northern permafrost region as the Arctic warms. The frozen soils encircling the Arctic from Alaska to Canada to Siberia store twice as much carbon as currently resides in the atmosphere — hundreds of billions of tons — and most of it has been buried for centuries.
    An international team, led by researchers at Stockholm University, found that from 2000 to 2020, carbon dioxide uptake by the land was largely offset by emissions from it. Overall, they concluded that the region has been a net contributor to global warming in recent decades in large part because of another greenhouse gas, methane, that is shorter-lived but traps significantly more heat per molecule than carbon dioxide.

    The findings reveal a landscape in flux, said Abhishek Chatterjee, a co-author and scientist at NASA’s Jet Propulsion Laboratory in Southern California. “We know that the permafrost region has captured and stored carbon for tens of thousands of years,” he said. “But what we are finding now is that climate-driven changes are tipping the balance toward permafrost being a net source of greenhouse gas emissions.”
    Carbon Stockpile
    Permafrost is ground that has been permanently frozen for anywhere from two years to hundreds of thousands of years. A core of it reveals thick layers of icy soils enriched with dead plant and animal matter that can be dated using radiocarbon and other techniques. When permafrost thaws and decomposes, microbes feed on this organic carbon, releasing some of it as greenhouse gases.
    Unlocking a fraction of the carbon stored in permafrost could further fuel climate change. Temperatures in the Arctic are already warming two to four times faster than the global average, and scientists are learning how thawing permafrost is shifting the region from being a net sink for greenhouse gases to becoming a net source of warming.
    They’ve tracked emissions using ground-based instruments, aircraft, and satellites. One such campaign, NASA’s Arctic-Boreal Vulnerability Experiment (ABoVE), is focused on Alaska and western Canada. Yet locating and measuring emissions across the far northern fringes of Earth remains challenging. One obstacle is the vast scale and diversity of the environment, composed of evergreen forests, sprawling tundra, and waterways.

    Cracks in the Sink
    The new study was undertaken as part of the Global Carbon Project’s RECCAP-2 effort, which brings together different science teams, tools, and datasets to assess regional carbon balances every few years. The authors followed the trail of three greenhouse gases — carbon dioxide, methane, and nitrous oxide — across 7 million square miles (18 million square kilometers) of permafrost terrain from 2000 to 2020.
    Researchers found the region, especially the forests, took up a fraction more carbon dioxide than it released. This uptake was largely offset by carbon dioxide emitted from lakes and rivers, as well as from fires that burned both forest and tundra.
    They also found that the region’s lakes and wetlands were strong sources of methane during those two decades. Their waterlogged soils are low in oxygen while containing large volumes of dead vegetation and animal matter — ripe conditions for hungry microbes. Compared to carbon dioxide, methane can drive significant climate warming in short timescales before breaking down relatively quickly. Methane’s lifespan in the atmosphere is about 10 years, whereas carbon dioxide can last hundreds of years.
    The findings suggest the net change in greenhouse gases helped warm the planet over the 20-year period. But over a 100-year period, emissions and absorptions would mostly cancel each other out. In other words, the region teeters from carbon source to weak sink. The authors noted that events such as extreme wildfires and heat waves are major sources of uncertainty when projecting into the future.
    Bottom Up, Top Down
    The scientists used two main strategies to tally greenhouse gas emissions from the region. “Bottom-up” methods estimate emissions from ground- and air-based measurements and ecosystem models. Top-down methods use atmospheric measurements taken directly from satellite sensors, including those on NASA’s Orbiting Carbon Observatory-2 (OCO-2) and JAXA’s (Japan Aerospace Exploration Agency)Greenhouse Gases Observing Satellite.
    Regarding near-term, 20-year, global warming potential, both scientific approaches aligned on the big picture but differed in magnitude: The bottom-up calculations indicated significantly more warming.
    “This study is one of the first where we are able to integrate different methods and datasets to put together this very comprehensive greenhouse gas budget into one report,” Chatterjee said. “It reveals a very complex picture.”

  • MIL-OSI Global: Climate change is making it harder for people to get the care they need

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the
    heat-related mortality rate since 2000-05
    . This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

    “I welcome the Office of the Correctional Investigator’s (OCI) 2023-2024 Annual Report and thank them for their work and recommendations. Our work in delivering effective corrections is something we take to heart and our response to the report outlines the ways we are addressing the recommendations put forward.

    First and foremost, I want to thank the Correctional Investigator for acknowledging and recognizing the professionalism and dedication of CSC employees across our institutions. An organization is nothing without its people and our employees work hard every day to keep Canadians safe.

    We continue to take action on ways to innovate within the correctional system. One of our major initiatives is the development of a new Offender Management System (OMS) that is more user-friendly, efficient, effective, and will improve how we work. This is a significant step forward in CSC’s goal of fulfilling its mandate by adopting more modern technology and practices.

    In order to increase the safety and security of our facilities, all of our institutions are now equipped with various drone detection systems, which are producing positive results.  From January 1 to June 30, 2024, out of 290 drone incidents, 98% of drones were detected.  CSC has also deployed detector dogs in all regions – dogs specifically trained to also detect electronic storage devices, including cell phones. In addition, we continue to work with Innovation, Science and Economic Development Canada (ISED) on innovative solutions to further reduce the entry of contraband within our correctional institutions.

    CSC’s mandate is to contribute to public safety by assisting and supporting offenders in their rehabilitation and eventual return to our communities as law-abiding citizens.  A key part of this is providing them with education, programming, interventions, and services that contribute to this end goal. Since 2021-2022, the percentage of offenders who:

    • upgraded their education prior to first release has increased by more than 15%;
    • completed a required correctional program prior to first release has increased by almost 10%;  and,
    • received a vocational certificate has increased by 38%.

    In addition, CSC has made significant efforts to increase access to culturally relevant interventions and programs for Indigenous offenders. In 2022-2023, there was a 144% increase from the previous year and, in 2023-2024, CSC saw a further 45% increase in the total number of Indigenous offenders transferred to Section 81 and CSC Healing Lodge facilities over the previous fiscal year.  

    Overall, during the past decade, there has been a steady and substantial improvement in the percentage of federal offenders not returning to federal custody within 5 years of sentence expiration:

    • from 83.3% in 2014-2015 to 89.9% in 2023-2024 for all offenders
      • 89.4% for men in 2023-2024
      • 96.2% for women in 2023-2024
    • from 74.8% in 2014-15 to 83.8% in 2023-24 for Indigenous offenders
    • from 88.7% in 2014-15 to 90.4% in 2023-24 for Black offenders

    In June, we evacuated more than 220 maximum security inmates from Port-Cartier Institution, in Quebec, over a 24-hour period to avoid the raging wildfires that were threatening the area.  In a letter to me dated August 8, 2024, the Correctional Investigator described the unprecedented transfers as “a feat” and agreed that “this large-scale operation in an emergency and high-security context was carried out masterfully.”

    CSC’s ability to manage through these extraordinary challenges is due to the hard work, dedication, and resiliency of our staff, partners, volunteers, and stakeholders. I am incredibly proud of our team and the work they do to deliver on our mandate and keep Canadians safe.

  • MIL-OSI USA: How NASA’s Lunar Trailblazer Could Decipher the Moon’s Icy Secrets

    There’s water on the Moon, but scientists only have a general idea of where it is and what form it is in. A trailblazing NASA mission will get some answers.
    When NASA’s Lunar Trailblazer begins orbiting the Moon next year, it will help resolve an enduring mystery: Where is the Moon’s water? Scientists have seen signs suggesting it exists even where temperatures soar on the lunar surface, and there’s good reason to believe it can be found as surface ice in permanently shadowed craters, places that have not seen direct sunlight for billions of years. But, so far, there have been few definitive answers, and a full understanding of the nature of the Moon’s water cycle remains stubbornly out of reach.
    This is where Lunar Trailblazer comes in. Managed by NASA’s Jet Propulsion Laboratory and led by Caltech in Pasadena, California, the small satellite will map the Moon’s surface water in unprecedented detail to determine the water’s abundance, location, form, and how it changes over time.
    “Making high-resolution measurements of the type and amount of lunar water will help us understand the lunar water cycle, and it will provide clues to other questions, like how and when did Earth get its water,” said Bethany Ehlmann, principal investigator for Lunar Trailblazer at Caltech. “But understanding the inventory of lunar water is also important if we are to establish a sustained human and robotic presence on the Moon and beyond.”
    Future explorers could process lunar ice to create breathable oxygen or even fuel. And they could also conduct science. Using information from Lunar Trailblazer, future human or robotic scientific investigations could sample the ice for later study to determine where the water came from. For example, the presence of ammonia in ice samples may indicate the water came from comets; sulfur, on the other hand, could show that it was vented to the surface from the lunar interior when the Moon was young and volcanically active.

    “In the future, scientists could analyze the ice in the interiors of permanently shadowed craters to learn more about the origins of water on the Moon,” said Rachel Klima, Lunar Trailblazer deputy principal investigator at the Johns Hopkins Applied Physics Laboratory in Laurel, Maryland. “Like an ice core from a glacier on Earth can reveal the ancient history of our planet’s atmospheric composition, this pristine lunar ice could provide clues as to where that water came from and how and when it got there.”
    Understanding whether water molecules move freely across the surface of the Moon or are locked inside rock is also scientifically important. Water molecules could move from frosty “cold traps” to other locations throughout the lunar day. Frost heated by the Sun sublimates (turning from solid ice to a gas without going through a liquid phase), allowing the molecules to move as a gas to other cold locations, where they could form new frost as the Sun moves overhead. Knowing how water moves on the Moon could also lead to new insights into the water cycles on other airless bodies, such as asteroids
    Two Instruments, One Mission
    Two science instruments aboard the spacecraft will help unlock these secrets: the High-resolution Volatiles and Minerals Moon Mapper (HVM3) infrared spectrometer and the Lunar Thermal Mapper (LTM) infrared multispectral imager.
    Developed by JPL, HVM3 will detect and map the spectral fingerprints, or wavelengths of reflected sunlight, of minerals and the different forms of water on the lunar surface. The spectrometer can use faint reflected light from the walls of craters to see the floor of even permanently shadowed craters.
    The LTM instrument, which was built by the University of Oxford and funded by the UK Space Agency, will map the minerals and thermal properties of the same lunar landscape. Together they will create a picture of the abundance, location, and form of water while also tracking how its distribution changes over time.
    “The LTM instrument precisely maps the surface temperature of the Moon while the HVM3 instrument looks for the spectral signature of water molecules,” said Neil Bowles, instrument scientist for LTM at the University of Oxford. “Both instruments will allow us to understand how surface temperature affects water, improving our knowledge of the presence and distribution of these molecules on the Moon.”
    Weighing only 440 pounds (200 kilograms) and measuring 11.5 feet (3.5 meters) wide when its solar panels are fully deployed, Lunar Trailblazer will orbit the Moon about 60 miles (100 kilometers) from the surface. The mission was selected by NASA’s SIMPLEx (Small Innovative Missions for Planetary Exploration) program in 2019 and will hitch a ride on the same launch as the Intuitive Machines-2 delivery to the Moon through NASA’s Commercial Lunar Payload Services initiative. Lunar Trailblazer passed a critical operational readiness review in early October at Caltech after completing environmental testing in August at Lockheed Martin Space in Littleton, Colorado, where it was assembled.
    The orbiter and its science instruments are now being put through flight system software tests that simulate key aspects of launch, maneuvers, and the science mission while in orbit around the Moon. At the same time, the operations team led by IPAC at Caltech is conducting tests to simulate commanding, communication with NASA’s Deep Space Network, and navigation.

    Lunar Trailblazer is managed by JPL, and its science investigation and mission operations are led by Caltech with the mission operations center at IPAC. Managed for NASA by Caltech, JPL also provides system engineering, mission assurance, the HVM3 instrument, as well as mission design and navigation. Lockheed Martin Space provides the spacecraft, integrates the flight system, and supports operations under contract with Caltech.

  • MIL-OSI Global: Why Pennsylvania’s election results will take time to count

    The country is unlikely to know who wins the battleground state of Pennsylvania on election night. That’s because of a quirk in Pennsylvania’s laws.

    I am an assistant professor of political science at Gettysburg College in Gettysburg, Pennsylvania, where I teach and conduct research in American politics, public opinion, voting and elections. I have previously explained why Pennsylvania is crucial to both the Harris and Trump campaigns, and why Pennsylvania will likely prove pivotal in determining the presidency.

    Here are five things that are important to understand about the timing of the election outcome in Pennsylvania.

    The state sets the rules for voting and counting

    Under the U.S. Constitution, states and the federal government share power. Some powers are exclusively reserved for the states, while other powers are exclusively under the control of the federal government, for instance signing treaties, or declaring war on a foreign nation. Under this system, known as federalism, states – not the federal government – run elections. Individual states and local jurisdictions within states determine polling locations, how citizens vote and other rules surrounding election administration.

    Elections are run differently across states. Some states require photo identification at the polls when you vote, while some verify identities of voters in other ways.

    Differences also extend to how ballots are counted and how long it takes for states to report results.

    Nearly all states prohibit releasing election results until after the polls close on Election Day. However some states begin to count mail-in and early ballots as they are cast. This means that they can report the results of an election sooner on Election Day, because the work of processing and counting is already done.

    Under Pennsylvania law, voters may cast ballots through the mail. Local election officials are prohibited from opening the envelopes containing mail-in ballots until 7 a.m. on Election Day.

    Prior to 2020, the only Pennsylvania voters permitted to vote by mail needed an excuse – for instance, serving overseas in the armed forces. The first time Pennsylvania voters were able to vote by mail without an excuse was in 2020. Due to the COVID-19 pandemic, a record number of voters nationwide chose to vote by mail when that option was allowed, including in Pennsylvania.

    Out of the nearly 7 million total Pennsylvania voters in the 2020 presidential election, roughly 2.6 million voted by mail. Prior to 2020, local election officials never needed to count such a large number of ballots received through the mail, and news organizations could typically announce Pennsylvania’s unofficial winner quickly.

    For instance, in 2016, media organizations could project a Trump victory in Pennsylvania at 2:29 a.m. the Wednesday after Election Day. But in 2020, it took four days for enough ballots to be counted for news organizations to project that Joe Biden won Pennsylvania and would be the next president.

    As of 10 a.m. on Oct. 28, 2024, about 2.09 million Pennsylvania voters had requested mail-in ballots. That number was likely to increase, as Pennsylvanians could request a mail-in ballot until Oct. 29. County boards of elections must receive mail-in ballots by 8 p.m. on Election Day for those ballots to be counted. Members of the military and overseas absentee ballots have until Nov. 12.

    Mail-in ballots take time to count

    It’s impossible to definitively say how long it will take to know who won Pennsylvania. The more ballots there are to count, the longer America will need to wait.

    The length of time it will take to determine the winner will also depend on how close the election turns out to be.

    If the margin of victory for the winning candidate is very small – say tens of thousands of votes – then election officials will need to count enough ballots that it becomes mathematically impossible for the other candidate to catch up, regardless of how the remaining ballots voted and only then will credible news organizations announce a projected winner of each state.

    If the election is within half a percentage point, Pennsylvania state law dictates that an automatic recount is required, although recounts are unlikely to change the winner of a statewide race.

    But the wait may not be as long as it was in 2020

    Although no one can say for certain how long it will take – anyone who says otherwise is wrong – there are indications that it might not take as long as it did in 2020.

    First, it is highly likely that fewer Pennsylvanians will choose to vote by mail in 2024. A smaller proportion of voters opted to vote by mail in the 2022 midterm election than in the 2020 general election, and that trend is likely to continue in 2024. Thus far, fewer voters have requested mail-in ballots than in 2020, so that assertion is supported by the available data at this point.

    Counting may also take less time because election officials have more experience counting the mail-in ballots now than in 2020. That year was the first time election officials counted so many mail-in ballots.

    Counties have also secured better machines to assist in the process. For instance, Philadelphia County will use new machines to help them open the envelopes faster. This should speed up the process, according to Pennsylvania’s chief elections official, Secretary of State Al Schmidt, a Republican, although Schmidt recently told NPR news it is unlikely that a winner will be declared in Pennsylvania on election night.

    In the 2020 presidential election, roughly 2.6 million Pennsylvanians voted by mail. On Nov. 4, 2020, Luzerne County employees open mail-in ballots to be counted at the elections board in Wilkes-Barre.

    One more thing to expect

    According to the Associated Press, Pennsylvania will report small batches of mail-in ballots first, followed by in-person Election Day votes. After that, the remaining mail-in ballots will be tabulated and released. This process will likely result in predictable patterns in the results of the election.

    We know several things because of who in Pennsylvania has requested mail-in ballots this cycle, which follows a similar pattern as in 2020. Most voters who opted to vote by mail in 2020 were Democrats, while Republicans were more likely to vote in person on Election Day.

    The results for in-person, Election Day voters can generally be reported faster. That’s because voters themselves will feed their ballots into vote tabulating machines at various precincts, which count them immediately. Election Day ballots in 2020 generally supported Trump, although the Republican party has recently tried to encourage more of their voters to vote by mail.

    The results will then likely change as mail-in ballots are counted, which takes time. As they are counted, you should expect to see Trump’s vote share decline and Harris’ share increase. That expectation is based on the voters who have requested mail-in ballots so far.

    As of 10 a.m. on Oct. 28, 2024, data from the Pennsylvania Department of State indicated that 56% of the mail-in ballots requested at that point in Pennsylvania were from registered Democrats, about 32% from Republicans, with the remaining 13% from voters who did not register with a party or listed a third party. In 2020, over 6 in 10 mail-in ballots were requested by Democrats and about 1 in 4 by Republicans.

    Be patient

    Although conspiracy theories are prevalent in American politics these days, resist the temptation to believe unfounded claims. Such claims are often advanced by individuals or groups with a personal motivation to do so – to get more clicks or likes on social media, make money or gain political power.

    American elections are administered by dedicated public servants on both sides of the political aisle who are observed by representatives from both political parties as well as nonpartisan watchdog groups. Academics and journalists across the nation also closely monitor elections and would be the first to ring the alarm if there were evidence of malfeasance.

    Ballot counting in Pennsylvania will take time, and ultimately election officials have said they prioritize “accuracy over speed.” We will know the results of the election in time. Until then, be patient and watch one of the world’s oldest democracies at work.

    Recently during the Microsoft AI Tour, I spoke with customers who shared ways they are adopting Copilots to empower human achievement, democratize intelligence and realize significant business value. I also discussed the concept of an AI-first business process and the differentiation you can drive when bringing together the power of Copilots and human ambition with the autonomous capabilities of an agent. I was inspired by the outcomes our customers have achieved through pragmatic innovation and the progress they are making to evolve the future of industry. I am pleased to share ten stories from the past quarter that illustrate how Copilots have yielded results for our customers, while highlighting AI Transformation experiences in their own words.

    Accenture and Avanade have a long history of helping customers implement cutting-edge solutions, with internal testing a key factor in their ability to deliver customizable Microsoft solutions with deep expertise. Putting Microsoft 365 Copilot into the hands of employees helped them realize ways to increase productivity, with 52% of employees seeing a positive impact on the quality of their work, 31% reporting less cognitive fatigue and 84% finding Copilot’s suggestions fair, respectful and non-biased. Accenture also piloted GitHub Copilot to help build better solutions faster with developers spending less time debugging, resulting in 95% of developers reporting they enjoyed coding more.

    Nigerian multinational financial services group Access Holdings Plc. serves more than 56 million customers across 18 countries. As the business grew and transitioned from a small bank to a major holding company, it adopted Microsoft 365 Copilot to address challenges in data management, meeting productivity and software development. With the integration of Copilot into daily tools, the company significantly enhanced efficiency and engagement across the business. Writing code now takes two hours instead of eight, chatbots can be launched in 10 days instead of three months and presentations can be prepared in 45 minutes instead of six hours. Copilot has also driven a 25% increase in staff engagement during meetings.

    To improve resident services and reinvent customer engagement, the City of Burlington, Ontario, embraced AI and low-code tools to develop new online services that transform and automate internal processes. In just eight weeks, the city utilized Copilot Studio to develop and launch a custom copilot designed to help residents quickly find answers to frequently asked questions. The city also developed a portal that streamlines building permit reviews and enables customers to track the status of their own applications. As a result, the average time it takes to process a permit approval decreased from 15 weeks to 5-7 weeks, allowing more time for city employees to evaluate complex submissions.

Since integrating Copilot, the team reduced time-to-market for campaigns from three months to less than one. Copilot also significantly reduced the time marketers spend generating and gathering insights from each campaign, with employees citing a 20%-50% time savings across tasks like full-funnel analysis, supply management analysis and budget management.

With real-time code suggestions, chat assistance and the ability to break down complex coding concepts, the company has saved over seven hours per week and achieved a 30% code acceptance rate within the first month. With 1,000 engineers already using GitHub Copilot, the tool allows them to innovate faster, reduce errors and focus more time on complex tasks to deliver greater value to their users.

Through close collaboration with Enterprisecloud, Milpark migrated its back-office infrastructure to Azure within three months, replacing its legacy student admissions system with an extensible, integrated digital platform powered by technologies such as Microsoft Copilot and Copilot Studio. In just four months, the educational institution improved efficiency and accuracy of student support, decreasing the average resolution time by 50% and escalations by more than 30%.

    For over two decades, Teladoc Health has been offering a broad spectrum of services to patients using virtual care services — from primary care to chronic condition management. After the rapid growth of telehealth adoption post-pandemic, operational efficiency was instrumental in managing internal processes and external client interactions. By deploying Microsoft 365 Copilot and using Copilot in Power Automate, the company has reshaped business processes to help employees realize greater time savings while enhancing the client experience. The Copilots and agents helped employees save five hours per week and thousands of enterprise hours annually by eliminating mundane daily processes and fostering better cross-department communications, while also helping new employees get set up to run their workflows 20% faster.

To help its employees focus on using core competencies, the company implemented Microsoft 365 Copilot to reduce time spent on manual and repetitive tasks, and help workers focus on more pressing work, such as developing enhanced solutions to speed up the energy transition. Its in-house auditors have already increased productivity by 80% by using Copilot to create plans and checklists. Uniper is also using Copilot for Security to help identify risks twice as fast and take appropriate action sooner.

    British telecommunications company Vodafone has transformed its workplace productivity with Microsoft 365 Copilot, already seeing strong ROI from its adoption. In early trials, Copilot saved employees an average of three hours per week by using the tool to draft emails, summarize meetings and search for information. Copilot is also enriching the employee experience, with 90% of users reporting they are eager to continue using Copilot and 60% citing improved work quality. For Vodafone’s legal and compliance team, Copilot has significantly accelerated the processes of drafting new contracts, reducing the time required to complete this work by one hour. As a result of these efficiency gains, Vodafone is rolling out Copilot to 68,000 employees.

After participating in an early access program, the company broadly adopted Microsoft Copilot 365 to help streamline processes, enhance data management and improve communication across its 28 countries. To help strengthen Copilot immersion and realize value faster, they introduced a seven-week Microsoft Viva campaign to teach, communicate and measure Copilot adoption. The campaign resulted in 80% of employees using Copilot, with some teams realizing time savings of at least 30 minutes per day. The company also uses Copilot Dashboard to manage usage and gather user feedback, helping demonstrate ROI and measure results outside of time savings alone.

  • MIL-OSI Global: Trump accused of ‘malignant narcissism’ – but how accurately can you diagnose someone you’ve never met?

    Self-absorbed. Arrogant. Boastful. It does not take a mental health professional to recognise these features as narcissistic. Most of us, regardless of our educational background, are confident to label someone we’ve never met as narcissistic.

    Other behavioural features associated with narcissism can be similarly obvious, including a grandiose sense of self, an excessive need for attention and admiration, a lack of empathy and lashing out when criticised.

    Public figures have often been subject to speculations as to whether their behaviour meets a mental health diagnosis. Ahead of the US presidential elections, Donald Trump’s mental fitness has, once again, been called into question. This time, 200 mental health professionals have signed an open letter warning the public of Trump’s “malignant narcissism”.

    The letter, organised by an anti-Trump political group, argues that Trump poses “an existential threat to democracy” in the US. Citing the American Psychiatric Association’s Diagnostic and Statistical Manual of Mental Disorders, the mental health professionals argue that Trump meets the diagnostic criteria for narcissistic, antisocial and paranoid personality disorder. These are “all made worse by his intense sadism, which is a symptom of malignant narcissism,” they claim.

    Malignant narcissism is considered a combination of the above personality disorders, in addition to the sadistic urge to inflict pain towards others while gaining pleasure from doing so. For instance, the letter states: “According to first-hand accounts, Trump watched the violence he unleashed on January 6 for three hours on TV with ‘glee’, watching his favorite parts ‘over and over’ on ‘rewind’.”

    Even though Trump has not been formally assessed by a psychologist as having any of the diagnoses put forward in the letter, it argues that it is “easy to see that Trump meets the behavioral criteria for antisocial personality disorder”.

    The signatories argue that thousands of hours of media coverage of Trump’s behaviour have demonstrated a lifetime pattern of “failure to conform to social norms and laws, repeated lying, reckless disregard for the safety of others, irritability, impulsivity, irresponsibility and lack of remorse”. Other psychologists have come to similar conclusions.

    The Goldwater rule

    A rule set forth by the American Psychiatric Association, known as the Goldwater rule, considers it unethical to diagnose people a psychiatrist has not personally assessed.

    The rule is named after Barry Goldwater, a former US senator and 1964 Republican presidential candidate who was labelled “psychotic” and “schizophrenic” by psychiatrists who responded to a survey from Fact magazine. Goldwater successfully sued the magazine for libel and won a $75,000 punitive settlement (£57,779).

    The 200 signatures on the open letter about Trump believe they can justify overriding this ethical duty on the grounds that the public should be warned about Trump’s behaviour.

    However, it can be argued that clinicians do not need to render a diagnosis to warn us that a public figure poses a risk to our safety. Media coverage about Trump’s danger is abound and people can draw their own conclusions without the need to put a label on it.

    This is because speculative diagnoses can do more harm than good. The casual use of mental health terminology can quickly become pejorative, as the press has demonstrated in relation to Trump but also other celebrities.

    Speculative diagnoses about Trump’s mental illness on social media have ranged from obsessive–compulsive disorder to delusional disorder, with little consideration that these conditions are merely conjecture. And more importantly, they shame and belittle people who are, in fact, diagnosed with these conditions.

    Accuracy

    But how accurately can a mental health professional diagnose someone who isn’t their patient? Would you trust a diagnosis from a doctor you had never met? Probably not.

    That said, there are some benefits to external perspectives when it comes to psychiatric evaluations. Studies show that other people (spouses, close friends, neighbours) often provide a more reliable assessment of someone’s personality than self-assessments, especially in relation to narcissistic features.

    Research using self-report measures show that narcissistic people tend to distort their responses to enhance themselves. For studies of personality, self-reported answers along with a psychologist’s evaluation and assessments by friends and family would give the best insight.

    Social media offers yet another layer. A study in 2015 showed that a computer model could more accurately assess someone’s personality based on their Facebook posts than their closest friends – or even a spouse. And for Trump, there are thousands of social media posts to draw on.

    But regardless of how accurate these observations may be, making public speculations about someone’s mental health and labelling them with a personality disorder diagnosis at a distance is unethical and, at worst, may have legal implications.

    Solar geoengineering research is advancing fast, after a recent flurry of funding announcements. Yet these technologies are still speculative and have many critics, and we worry their concerns won’t be heard. If geoengineering is essentially allowed to self-regulate, with no effective global governance, future research could easily take us down a dangerous path.

    Solar geoengineering refers to proposals to reduce global warming by reflecting a portion of sunlight back into space before it reaches the Earth’s surface. In its best-known form, this means using high-flying aircraft to inject tiny reflective particles into the upper atmosphere.

    This so-called “stratospheric aerosol injection” hasn’t actually happened yet, beyond a few very small experiments with balloons. Yet for a long time, such ideas remained fringe and too controversial to even consider – and for some academics they still are.

    The academic discussion was highly polarised from the start. Opponents, mainly governance scholars and social scientists, stood firmly entrenched against assumed proponents, mainly natural scientists and engineers. Both sides had their champions, arguments, assumptions, key publications and meetings, generally working on the topic without proper engagement with the other side.

    This polarisation is still visible in publishing today. Take, for example, articles on The Conversation. Critics focus on potential negatives such as altered rainfall patterns, the infringement of human rights, or even a catastrophic “termination shock”. Advocates highlight potential benefits such as reducing extreme heat and preserving ice caps, while others suggest we may soon be forced to try it.

    The authors of these articles are all academic experts. Yet they come from different disciplines and use different arguments.

    A public and private funding boom

    Though the two camps have not resolved their arguments, geoengineering research funding is suddenly booming. There are major philanthropic pledges of US$50 million (£38 million) and US$30 million from the Simons and Quadrature Climate foundations, which are vying for the title of biggest donor with the £10.5 million and £56.8 million of the UK government’s UKRI and Advanced Research and Innovation Agency programs.

    The 1991 eruption of Mount Pinatubo in the Philippines blocked so much sunlight the world temporarily cooled by a few tenths of a degree. Solar geoengineering works on a similar principle.

    Other key organisations speaking about the need for more research include the European Commission, the US government and the World Climate Research Programme. This comes on top of the shock of controversial private enterprises pushing for solar geoengineering, most notoriously the US-based start-up Make Sunsets.

    Support is certainly not unanimous. Many prominent scholars have signed up to a call for a moratorium, for instance. And at a recent UN Environment Assembly session in Kenya many climate-vulnerable nations mobilised against calls for further research into what they see as a highly risky technology that would enable big emitters to carry on emitting.

    However, many powerful interests are seemingly in favour of more research, while the 1.5°C global warming target is moving ever further out of sight. In the near future, we can therefore expect further research, perhaps including including small-scale outdoor experiments.

    As PhD students working on geoengineering, situated somewhere between both camps, we have found this polarisation deeply unproductive and difficult to deal with. Our own research sometimes feels like wandering through a minefield of opinions and perspectives. Yet we can also see the valuable concerns and hopes of both sides.

    That’s why we believe that upcoming research projects must factor in the concerns of opponents, and not represent only supporters of geoengineering or those who have not been explicitly against it. Excluding critical voices would directly impact the scientific process, for one thing.

    But this exclusion is especially worrying as there are currently no governance structures for solar geoengineering. If efforts to develop such governance only involve supportive researchers, they could lack the critical capacity to prevent risks or undesired effects. Disasters in the financial sector and the chemical industry warn us of the perils of self-regulation without critical voices.

    Learn from the critics

    There are other critiques that ought to be factored into any major research project. They include concerns that simply researching the technology will create a slippery slope towards it being deployed, or worries that geoengineering ignores the social and political dynamics behind climate change and addresses only its outcomes. There are also major governance concerns over issues such as the role of the military (could geoengineering be deployed for security reasons in contested regions like the Arctic?), or the concentration of research at influential institutions in the US and Europe.

    Over time, geoengineering researchers have become more aware of such arguments and some are explicitly trying to include them in their work. The American Geophysical Union has recently published an ethical framework for geoengineering, which should provide valuable guidance for any research project. But without active dialogue with critical scholars, their arguments will likely only echo faintly in the pro-research space.

    In practice, more engagement between the two camps would come with many difficulties. For advocates, it can be tempting to avoid such debates and exclude those who disagree with the very foundations on which their research is built. On the flip side, some scholars who have already explicitly argued against the continuation of solar geoengineering research would nevertheless have to participate in it.

    The practical implications will therefore need to be carefully worked out. However, a more productive dialogue might still shape a future that can be acceptable to all sides.

  • MIL-OSI Global: Norman coin hoard becomes England’s most valuable treasure – it could have been worth a lot more

    There is clearly giddy excitement in the shaky footage showing hands scrabbling in the soil in the Chew Valley in south-west England. A close-up shot captures someone pulling silver coin after silver coin from the churned earth as a woman laughs “there’s pennies everywhere.” The video accompanied news reports in 2019 of the monumental find by seven detectorists of a hoard of silver coins dating from the time of the Norman conquest in the 11th century.

    The hoard has just been purchased for a whopping £4.3 million by the South West Heritage Trust. While this might be the largest amount ever paid for such a discovery, as an archaeological scientist I can tell you that much of its historical value was lost the moment it was pulled from the ground.

    Such stories of amateur finds are easy to get behind. Detectorists are the underdogs – amateurs who are driven by their passion for the past to spend their free time diligently searching for hidden treasures.

    The nation’s love of such stories was seized upon in Mackenzie Crook’s gently hilarious television show, Detectorists (2014). As reflected in the series, however, metal detecting has a fraught relationship with archaeology.

    While both involve digging up remains of the past, the two groups have different opinions on what is most important when it comes to such finds. For archaeologists, the finds themselves are often less important than the context in which they were discovered – the opposite is true for detectorists.

    The detectorists in the Chew Valley were acting within the law. They first sought permission from the landowner, and ensured the find was reported to the authorities. However, as the video of the discovery shows, the coins were dug out haphazardly.

    Archaeologists would have gone about this in a different way, following a scientific process of excavation and recording. This is because once excavated the contextual information is destroyed forever.

    For instance, when speaking about the Chew Valley Hoard on Radio 4’s PM programme, Professor Michael Lewis, head of the Portable Antiquities Scheme (a voluntary government-run programme that records small finds of archaeological interest by members of the public), struggled to answer any specific questions about the circumstances in which the hoard had originally been interred. This is because of the way it had been dug up.

    To dig or not to dig?

    Archaeology today employs a unique system of excavation, a sort of reverse engineering of the sequence of past events. This comes complete with intensive recording, sampling of soils and other processes designed to minimise the loss of information.

    In the case of hoards – deliberately buried caches of valuables from a time before banks and safes – this method of recovery can preserve information about the date of burial and whether the items were deposited in a single episode or over time. It can also help ascertain what organic materials were originally present and even provide insights into the meaning of the objects for those who deposited them.

    We saw this sort of process able to take place in 2014 after detectorists found the Galloway Hoard – more than 100 gold, silver, glass, crystal, stone and earthen objects from the Viking age. These amateurs contacted the relevant authorities before digging it up, which meant it was possible, through expert recovery, to reconstruct the precious textiles and other containers in which the objects were originally buried.

    Many countries, including Greece, strictly outlaw the use of metal detectors for treasure hunting, although many people continue to do so in secret. In the UK, the hope is that by legalising reporting and offering purchase of treasure, the finds can at least be preserved for research and for public viewing.

    However, there isn’t anything in this approach to stop the unscientific method of recovery, which will continue to rob us of much more that we might have known. This leaves the question of whether such finds should even be dug up at all.

    Archaeology is a relatively young discipline, but the surviving remains of the distant past are a finite resource. Land development, climate change, mechanised agriculture, population growth, war, looting and desecration are threats facing archaeological sites the world over.

    In recent years professional archaeologists have responded by excavating the bare minimum. We might dig ahead of construction works and large infrastructure projects such as HS2. Sometimes we excavate because a site is threatened by coastal erosion or other environmental changes. When we dig purely for the sake of research, or as part of a community project, we focus on partial recovery, prioritising survey, geophysics and “test-pitting” (a sort of archaeological keyhole surgery).

    In all cases we must also ensure that there is enough money to cover the conservation and protection of the things we dig up, and, crucially, publish the reports of their excavation, with all its insight into the context of the finds.
